NEW DELHI, JUL 16 (AGENCIES): Manipur chief minister N. Biren Singh, who is in Delhi to discuss the Naga peace agreement and its repercussions on Manipur with the Centre, warned on Monday that he and his colleagues in the government will have to “leave our posts” if their consent is not taken on the issue. Biren, accompanied by his entire cabinet, MLAs and state BJP president Kh Bhabananda Singh, have been camping in New Delhi

and holding series of meetings with Central leaders since to convey the state “government’s position” on the Naga Accord. The visit comes amidst speculation that the Framework Agreement that the Centre signed with NSCN (I-M) would soon be reaching its logical conclusion. claimed, “There is a strong likelihood of the Accord being signed between the Central government and the NSCN (I-M) before the monsoon session of parliament which is beginning on July 18.” “Centre government is keen to sign the Accord before the third anniversary of the Framework Agreement, signed with the NSCN (I-M) on August 3, 2015,” sources said. In a tweet on July 16, N. Biren said the delegation met Singh to submit “a joint memorandum” to express their viewpoints on the Framework Agreement. He told reporters in Delhi that the Centre should formally inform the Manipur assembly and the state government before taking any decision” on arriving at the Naga Accord. “If our voice is not heard, if the consent of the state assembly or of the people is not taken (into cognizance) and changes are made (post Naga talks) then we will be nowhere. Then automatically we will have to leave our posts,” he told ANI.

NEW DELHI, JUL 16 (NPN): Union HRD minister, Prakash Javadekar on Monday urged all the states to fast track implementation of various special and specific schemes under RUSA and Samagra Shiksha for boosting quality of education and educational infrastructure in 117 ‘aspirational districts’ in line with the vision of Prime Minister Narendra Modi to achieve the aims of equity, access and excellence. Addressing State Education ministers and secretaries through videoconferencing from Delhi, Javadekar stressed on the crucial role the states have to play in fast-tracking the operationalisation of the special schemes in these aspirational districts. setting up of higher education institutions in aspirational districts, Javadekar said “A lot will depend on the State Government for the speedy implementation of the projects.” He pointed out that over Rs 1700 crore have been allocated for ‘asipirational districts’ so far for setting up of 70 New Model Colleges; upgradation of existing degree colleges to Model Degree Colleges; strengthening infrastructural facilities through new construction, upgradation/renovation and purchase of equipments; and construction/upgradation of hostels, laboratories, libraries, etc. The assistance also includes upgradation of 29 Colleges to Model Degree Colleges, 7 New Professional Colleges (viz. Engineering & Management), infrastructure grants to 188 Colleges and 9 Universities. He also informed that under the equity initiatives,

an amount of Rs 5 crore is being allocated for the purposes of improving the standard of higher education with a focus on females, SC/ST and educationally backward communities. Javadekar also said that substantial allocation has been made for building and maintenance of separate toilets for girl students; provision of drinking water; and cleanliness in schools. “Central Government has already allocated funds and authorised Panchayati Raj institutions to work for the upkeep of toilets and provision of clean drinking water in government schools,” he said. He also urged the state governments to ensure availability of electricity in all the government schools. Javadekar also asked the state governments to ensure proper deployment of teachers in schools and recruit wherever it is necessary.

In an interview with the Hindustan Times, Singh said: “We have a 2,000-yearold history. We got independence on August 14, 1947; India got independence on August 15. We formally merged in 1949. We have a history we cannot ignore. There is a pulse, an emotion of the people we cannot ignore. Maintaining our identity is very important. Of course, nation is also important. All we are saying is please do consult us.” “This time, we have come in a full team– with all ministers, MLAs, and senior party leaders including the state president. We are about 35 people. We are here to request the Centre that we support the peace initiative. But in the meantime, there is a state, there is a constitutional scheme, there is a federal structure, and so if there is any decision, please convey to us in advance so that we can take a decision in the assembly. If not, then all elected members, including me, will be an in an extreme position,” Singh said.

India raises influx issue with B’desh NEW DELHI, JUL 16 (AGENCIES): India formally raised the issue of illegal migration from Bangladesh to India with the neighbouring country. According to The Assam Tribune report, official here said that Union Home Minister Rajnath Singh cochaired the sixth meeting of the Home Minister level talks with his Bangladesh counterpart Asaduzzaman Khan in Dhaka. Besides security related matters of interest, including counter-terrorism, border management etc. sources said the issue of influx from Bangladesh to India figured in the meeting and the two sides agreed to tighten vigilance along the international border. Senior officials of Bangladesh have been maintaining that India has never raised the issue of illegal infiltration with the Government of Bangladesh.

People are real owners of their data not companies: TRAI NEW DELHI, JUL 16 (AGENCIES): Telecom Regulatory Authority of India (TRAI) on Monday made its stand clear around the debate over ‘user data privacy’, saying no one besides consumers can be the real owners of data and that the companies holding information about them are nothing but its “custodians”. Saying the present norms around the user data privacy in India are not enough, TRAI stressed that consumers should be given the choice to safeguard their privacy. “The right to choice, notice, consent, data portability, and right to be forgotten should be conferred upon the consumers,” TRAI recommended to Department of Telecom. TRAI made it clear that telecom companies need to make their ‘consent mechanism’ more transparent to ensure the consumers of digital services can take decisions based on sufficient choices put forth. It also suggested that all digital entities, including telecom operators, should clearly disclose information about the privacy breaches on their websites.

DIMAPUR, JUL 16 (NPN): With even the faintest glimmer of hope of revival having evaporated, the formal closure of Nagaland’s only major industry – Nagaland Pulp & Paper Company Ltd (NPPCL) at Tuli in Mokokchung district – is now not only imminent but just a matter of time, sources said. Set up in 1971, the joint venture of Hindustan Paper Corporation Ltd (HPCL) and Government of Nagaland had stopped operating since August 2015. Now, with the board of directors of HPC having been recently dissolved and taken over by National Company Law Tribunal (NCLT), there is likelihood of the corporation being sold to a recognised bidder in order to clear the corpo-

NEW DELHI, JUL 16 (NPN): LoP in the state assembly T.R.Zeliang has picked up the issue of Citizenship Amendment Bill 2016 through which BJP seeks to provide Indian citizenship to Bangladeshis who can prove they have stayed in India for six years. This bill has been opposed by various states in the north east including BJP allies in Assam and Meghalaya. Against the backdrop of chief minister Neiphiu Rio reiterating that Nagaland will only oppose the Bill if it infringed upon the rights of Nagas under Article 371A or the ILP, Zeliang threw the gauntlet by pointing out that the Bill, introduced in the Lok Sabha on July 15, 2016, seeks to amend the Citizenship Act of 1955 to provide citizenship to illegal migrants from Afghanistan, Bangladesh and Pakistan, who are of Hindu, Sikh, Buddhist, Jain, Parsi or Christian extraction “unlike the Inner Line Permit (ILP) which only provides access to outsiders for inward travel into Nagaland”. Zeliang pointed out that Article 371 (A) was in

NSF: ‘No to false claim on scholarships’ campaign KOHIMA, JUL 16 (NPN): With the aim of discouraging ineligible students from applying for Post Matric Scholarship (PMS), the Naga Students’ Federation (NSF) launched a campaign “No to False Claim on Scholarships” at Sazolie College Jotsoma here Monday. Speaking at the campaign launching programme, NSF president, Kesosül Christopher Ltu, said the federation initiated the campaign so the genuine students were not deprived of their rights. Pointing out that 45000 students apply for scholarship every year under various schemes in the state, NPF president, however, expressed doubt that many bogus candidates apply scholarship in the state. Petrol, diesel prices fall after 10 days New Delhi, Jul 16 (IANS): Petrol prices fell around 10 paise across the four metro cities on Monday after rising nearly a rupee and a half in the the last 10 days. Prices of diesel also were down around 13-15 paise from the levels on Sunday. Since fuel prices started an upward movement again on June 5, prices were unchanged on July 11 and July 15, according to data from the Indian Oil Corp’s website. In the national capital, petrol was priced at Rs 76.84 on Monday, 11 paise down from the previous price of Rs 76.95 a litre. In the other key cities of Kolkata, Mumbai and Chennai, the fuel was sold at Rs 79.51, Rs 84.22 and Rs 79.76 per litre respectively, against the previous levels of Rs 79.61, Rs 84.33 and Rs 79.87 a litre.

It’s two other papers mills in Assam – Nagaon Paper Mill in Jagiroad and Cachar Paper Mill in Panchgram – too had shut operations largely due to poor management and

their employees not paid their salary for months on end. NPPCL owes lot of money to various vendors, besides its own employees who have not been paid their salary since June 2017. The Government of India had allocated Rs 100 crore to HPC, of which only Rs 33 crore was diverted to NPPCL. The amount proved too meagre to clear the pending dues to the vendors and arrear salary of the paper mill’s employees. The State government had reportedly given a loan of Rs 1.2 crore, out of which three months’ salary was paid, while another one month’s salary was paid out of equity amount. Subsequently the mill sold scrap and paid another three months’ salary. However, the employees have not been paid since June (Cont’d on p-7) 2017.

Lily Das passes away in London DIMAPUR, JUL 16 (NPN): Lily Thenoudiü Das, known to most as Lily, or Adiü, passed away in London, United Kingdom, on July 14, 2018 after a prolonged period of sickness. She leaves behind her husband, two children and two granddaughters. According to family sources, the funeral would take place in the UK. Born in Kohima to Mari Khrielieviü Sekhose and Richard Harris, Lily spent her childhood Lt. Lily Thenoudiü Das in Kohima. After her matriculation, she pursued her 11th and 12th at Spicer College, Poona (now Pune). Lily was one of the first journalists in Nagaland in the early seventies. She worked with the Ura Mail in its heyday. Before joining the Ura Mail, she worked in The Junior Statesman, at its Calcutta office. She received her BA Pol. Science degree from Presidency College, Calcutta. While at Presidency College, Lily also shouldered duties of high responsibility in the Naga Students’ Union. She married to Mohie Ranjan Das in 1975 after which she moved to Calcutta and began work with Air India as an executive. They migrated to England in the early eighties. Until her confinement, she remained an active member of the Kohima Educational Trust, the Overseas Nagas International and the UK Naga body. Lily was a member of the Khedi Baptist church. In the UK, she and her family attended the Wolverton Evangelical Church. K Y M C
