States asked to act tough against cow vigilantism NEW DELHI, JUL 16 (IANS): Prime Minister Narendra Modi on Sunday said the “issue of communal violence in the name of cow protection” needed to be tackled sternly and asked state governments to act “very tough” against those taking law in their own hands. At an all-party meeting ahead of Parliament’s monsoon session that begins on Monday, Modi told MPs that law and order was a state subject and as such the state governments needed to act strictly against those committing violence in the name of cow protection. In his address to floor leaders of parties in the Rajya Sabha and Lok Sabha, Modi sought opposition support in fighting the issue of violence done in the name of cow protection. The issue has raised concerns as the targets of such violence have been minority members and Dalits. The Prime Minister “urged all parties to extend their support to the government in fighting corruption and the issue of communal violence in the name of

cow protection”, said an official statement issued after the meeting in Parliament House premises. Parliamentary Affairs Minister H.N. Ananth Kumar briefed the media and said Modi sought strict action against those people who were inciting tension in the name of cow. “The central government has sent advisories to the state governments. Law and order is a state subject. As such, very tough action should be taken against those indulging in violence in the name of cow protection,” Ananth Kkumar said, quoting the Prime Minister as saying at the meeting. Modi said some political parties were painting cow protection with communal

colour and taking political advantages which does not benefit the country. “A race has begun to score political mileages after painting cow protection with communal colours. This will do no good to the country. Everyone should come together and put an end to it (cow vigilantism),” the Prime Minister told all parties. “There is a law on cow protection in the country. But committing crimes in the name of cow protection out of personal animosities cannot be tolerated,” Modi said. The opposition has vowed to raise the issue in Parliament, seeking answers from the government on what it was doing to end the violence that has claimed many lives-- mostly Muslims and Dalits. Modi also asked the opposition to support the government in conducting business in both the Houses “without disruption”. Modi asserted that all political parties stood united to ensure “nation’s safety and security after such concerns were raised by many leaders on recent developments”, the statement said.

IMPHAL, JUL 16: In yet another major blow to the Congress party in Manipur, two more Congress MLAs joined the saffron fold, taking the strength of the BJP in the house of 60 to 30, one short of crossing the half way mark. Congress MLAs Ksh Biren (Lamlai A/C) who held the PWD portfolio during the previous Congress government led by chief minister O Ibobi and P Brojen of Wangjing-Tentha A/C have been officially admitted in BJP. Meanwhile, four councillors of Lilong (Thoubal) Municipal Council and two functionaries of Manipur Pradesh Congress Committee also joined the BJP. The two Congress functionaries were MPCC media cell chairman, Laishram Memo and secretary Potsangbam Sashikumar. While welcoming the councillors-- Syed Ahmad, Abdul Barique, Imran Ahmad and Azmal Nisa, Manipur chief minister, N. Biren Singh said their joining the BJP was a testimony of the party being a secular political organization and entirely focused on development of the nation.

Prez poll today: Ram Nath Kovind vs Meira Kumar NEW DELHI, JUL 16 (AGENCIES): The election to appoint the next President of India will take place on Monday at Parliament House in New Delhi, and in all State Legislative Assembly Secretariats. The race to Raisina Hills will pit Opposition nominee and former Lok Sabha Speaker Meira Kumar against the Centre’s pick and former Bihar Governor Ram Nath Kovind. While the polling is largely being viewed as a contest between two Dalit leaders, Kumar, at a conference earlier this month, had said that it is a “battle of ideologies”. Last week, Kovind said the Presidential post is above party politics. “A president never belongs to any party. All people irrespective of caste, creed and religion, state are equal. Vote bank is not important for me but development matters.” The President of India will be elected by the Electoral college comprising of all elected members of Lok Sabha, Rajya Sabha, Legislative Assemblies of States. To become the president, either of the candidate needs to secure at least one vote more than 50 per cent of the total votes polled.

EC informs MPs, MLAs

The results of the election will be announced on Thursday, five days before President Pranab Mukherjee’s term expires. Opposition’s selection Meira Kumar will be backed by parties like TMC, CPM, RJD, SP, BSP. Aam Aadmi Party has also hinted that it will support Kumar in her bid to become the next President. SP divided in two camps: Samajwadi Party appears divided on the eve of the Presidential election with camps led by its patron

Mulayam Singh Yadav and party chief Akhilesh Yadav all set to vote for rival candidates, triggering possibility of cross-voting. Though the division in the party may not have any bearing on the election result, it will certainly complicate the family feud further, said an SP insider, requesting anonymity. The sharp differences in the SP on the issue of presidential nominee was clear right from the day Ram Nath Kovind was chosen as the NDA nominee.

While police were arranging for fire tender, the other Maruti car was also set on fire near Kohima Bible College junction. Passersby and residents who saw the car in flames

DIMAPUR, JUL 16 (NPN): Government’s spokesperson and School Education & SCERT minister, Yitachu on Sunday categorically made it clear that dissident MLAs led by T.R. Zeliang “cannot move a noconfidence motion” against its leader and chief minister, Dr. Shürhozelie Liezietsu. “T.R. Zeliang cannot move a no-confidence motion is simply because he belongs to the party which, the chief minister, Dr. Shürhozelie heads, that is, the NPF Party. Therefore, Constitutionally and legally Dr. Shürhozelie still enjoys absolute majority in the House, because, NPF alone commands 47 members in the House of 60,” said Yitachu in a statement. Rather, he maintained that the confidence motion may put the NPF MLAs in a situation where they could face disqualification if they voted against the Party Whip. Further, Yitachu said that the MLAs were being misguided to say that the Speaker’s office will not disqualify them. “However, the Court is at our door-step and their disqualification will become imminent if the

matter is taken to Court because the Constitution and the law of the land is supreme,” Yitachu stated. Reaffirming that the NPF party was open to a total reconciliation process, Yitachu at the same time chose to put “certain facts on record for the people to know since the issue has surfaced in the public domain through certain press releases.” In the present scenario, he said Dr. Shürhozelie was the Leader of the House by virtue of being the chief minister and made it clear that there was “no vacancy for the chief minister’s post.” Since the current dispensation was an opposition-less government, he said “even if there is an Opposition party in the Assembly, if the number of MLAs is less than 1/6 of the total number of MLAs, one cannot be termed as a Leader of Opposition.” Yitachu lamented that the issue which could have been resolved in the party, being purely an NPF internal party problem, was now dragged to the Governor’s office and Speaker’s office. He said the differences between Dr. Liezietsu and T.R. Zeliang,

DAN chairman apologizes for current crisis DIMAPUR, JUL 16 (NPN): Democratic Alliance of Nagaland (DAN) co-ordination committee chairman, Kuzholuzo Azo Nienu on behalf of the DAN legislators has apologized to all sections of the people for the ongoing political disturbances and appealed to the general public to maintain peace, calm and pray for the same. In a statement, Azo also assured that they will all do the best in their capacity to bring back things to normalcy at the earliest. “Let us remember that deep down in the heart of every Naga is the dream and desire for a better tomorrow,” he added. He said in the hope of reconciliation and to further strengthen the DAN alliance, the chief minister along with the legislators and its party functionaries on July 13, 2017 agreed to induct one more minister

and two parliamentary secretaries from among the four BJP MLAs. This, Azo said was a clear indication of strengthening the Alliance. He said the other step towards reconciliation was by way of revoking all the ten suspended members including Lok Sabha MP, Neiphiu Rio. Since both groups were trying to embrace reconciliation in its true spirit, Azo appealed to both the camps/any coalition party such as NCP, JDU, BJP and NPF not to issue any provocative statement which could affect the progress of the reconciliation process. Azo also urged upon all leaders to wake and rise up to the situation and find a common ground in the greater interest of the NPF party and DAN coalition partners in general. “The aim of any ar-

guments or discussions should not be biased or aimed at one sided victory alone but should be aimed at progress, improvement, corrective and constructive amicable solutions,” he stated. While admitting that no one could evade the many conflicts and challenges that are from difference of opinions and clash of interest in any political crisis, Azo however said “it does not mean we cannot have a meeting point.” He said “our primary focus should be to consolidate the party, keep the alliance intact, deliver goods and justice to the public and live up to the expectations of our electorates,” and called upon the leaders to live up to their mandate and principles as Christians as well. Citing the Bible, Azo said there was a time for everything under heaven,

a time to quarrel, a time to make peace. With barely few months left for the current tenure to end, Azo said this was the most propitious time for all Naga leaders to unite, keep aside any grudges, bury our hatchets and commit to finding a permanent solution to the present dilemma and predicament through collective political wisdom and foresight. He further said that the sudden political development which erupted on July 7 “has most regrettably shaken the entire Nagas and took us all by surprise.” However, as a matter of fact, Azo said that there is only one CM post and a tussle for the same has unwittingly dragged the rest of the legislators and the innocent public into social and political unrest. “Nevertheless, to err is human and as leaders, we are also bound to make mistakes,” he said.

being members of the NPF, should be first decided in the party forum. Yitachu reminded that Dr. Shürhozelie was “forced to take over the CM’s office” and recalled that the DAN legislators, during its meeting May 26, unanimously endorsed the view that Dr. Shürhozelie, should become a member of the Assembly in order to work together as a solid team to facilitate the same. Further, he said the DAN legislators appealed to the Election Commission of India to conduct the bye-election for the 10Northern Angami-I A/C at the earliest. Yitachu said the reconciliation process should not be treated as one’s weakness as the stability of DAN government was in the total interest of the people of the State. Stating that people yearned for peace, development and progress, Yitachu called upon the leaders not go against the wishes of the people and try to resort to unconstitutional means, but settle differences in party forum through reconciliation. “We should carry forward the constitutional obligations mandated by the people to the DAN coalition,” he said.

NDA set to pick Vice President nominee today NEW DELHI, JUL 16 (AGENCIES): Bharatiya Janata Party (BJP) parliamentary board is slated to meet on Monday to pick the vice-presidential candidate of the National Democratic Alliance (NDA). On Sunday, Opposition presidential candidate Meira Kumar and vice-presidential candidate Gopalkrishna Gandhi met members of political parties supporting their respective candidatures. Congress president Sonia Gandhi said the Constitution and the law of the land were “sadly under siege today”. “In these contests, the numbers may be against us. But the battle must be fought and fought hard. We cannot and must not let India be hostage to those who wish to impose upon it a narrow-minded, divisive and communal vision,” she said.

The voting for the presidential election is on Monday, while that for vicepresidential election is on August 5. The counting of votes for the presidential election is on July 20, and the new president will take the oath of office on July 25. The BJP-led NDA was to announce its candidate on Sunday, but this has been postponed to Monday. Sources claim Manipur Governor Najma Heptulla and Information and Broadcasting Minister M Venkaiah Naidu are two of the aspirants. However, some consider Maharashtra Governor C Vidyasagar Rao as the frontrunner. But just as the name of NDA’s candidate Ram Nath Kovind was a surprise to many, including people in the NDA, so could be that of its vice-presidential candidate.

MPs and MLAs cannot use their pens and will have to mark their preferences in the Presidential poll on Monday with a speciallydesigned writing instrument. Voting by using any other pen will be held invalid, the Election Commission (EC) said on Sunday. The violet ink pen, procured from Mysore Paints that supplies indelible ink to mark voters’ fingers, carries a unique serial number and will be handed over to the voter before they enter the voting chambers in Parliament and state assemblies. The specially designed pens are being supplied “so as to ensure that only instrument supplied by the EC is used for marking the ballot”, a statement from the poll panel said. “Before entering (a) voting chamber, one polling staff will collect personal pens, if any one is possessing, and will give (the) special pen to MPs and MLAs for marking [a] ballot,” the statement said. The special pen will have to be returned to the polling staff. “Voting by using any other pen may lead to [an] invalidation of the vote at the time of counting,” the statement said

Assam to shut down IPFT to continue road, rail blockade inter-state check gates Agartala, Jul 16 (IANS): The Tripura government on Sunday held an inconclusive meeting with the leaders of the IPFT, who rejected a plea to calloff the week-old blockade of the state’s key national highway and the lone railway line over their demand for a separate state. The seven-day-old blockade has led to serious shortage of essential items, including food grains. Responding to the state government’s call for talks to end the impasse, a nine-member Indigenous People’s Front of Tripura delegation, led by party chief Narenda Chandra Debbarma, took part in the meeting with top Tripura officials at the state secretariat here. The state government was represented by Chief Secretary Sanjeev Ranjan and Director General of Police Akhil Kumar Shukla. “We have told the of-

Assam assembly ready for presidential polls Guwahati, Jul 16 (Agencies): Preparations have been completed for voting for the presidential election for Assam lawmakers at the state legislative assembly. Ballot boxes, papers and special pens from the Election Commission have already reached the assembly. Voting will be conducted from 1000 hours to 1700 hours at the central hall of the assembly premise. EC nominated officials to oversee conduct of voting have also arrived already. The ballot boxes will be sealed at close of voting and flown to New Delhi where counting will take place. There are altogether 126 MLAs in the state, 14 Lok Sabha members and seven Rajya Sabha members. While two MLAs will vote in New Delhi, three MPs will vote in Guwahati. The vote value of an MLA from Assam is 116 and that of an MP is 708. Both the ruling NDA candidate Ram Nath Kovind and opposite candidate Meira Kumar had campaigned for support in the state.

ficials that we would not withdraw the blockade until the central government gave us a concrete assurance about our separate state demand,” Debbarma later told reporters. He said, “Our party General Secretary Mevar Kumar Jamatia and youth wing President Dhananjoy Tripura are now camping in New Delhi. They will meet Union Minister of State Kiren Rijiju on Monday. We would decide the future course of action after their meeting.” Debbarma said that t h e s t a t e g ove r n m e n t should also communicate its decision to the central government about IPFT’s statehood demand. The indefinite blockade, since July 10, has caused a crisis in supply of essentials, food grains, fuel, basic goods and other items in the markets of the north-eastern state. The IPFT has been agitating since 2009 for a

separate state carved out by upgrading the Tripura Tribal Areas Autonomous District Council (TTAADC) areas. The politically important TTAADC constitutes two-thirds of Tripura’s 10,491 sq.km. area, which has 12,16,465 (mostly tribals) of the state’s 37 lakh population. Meanwhile, President of another tribal party Indigenous Nationalist Party of Tripura - and former extremist leader - Bijoy Kumar Hrangkhawl said Tripura is the “Twipraland” and tribals have been living here for decades and there is no need to split the state. “To protect the interest of the tribals, TTAADC can be made more powerful with increase in financial support, promulgation of inner line permit for outsiders, more land rights to the tribals and all-round development of the council areas,” Hrangkhawl added.

NFR diverts trains from Agartala

The North East Frontier Railway (NFR) has diverted trains from Agartala to Kolkata in view of the indefinite blockade railway line at Baramura range near Agartala for past seven days. NFR officials stated that it has been decided to originate and terminate AgartalaSealdah bi-weekly Kanchanjunga Express at Silchar instead of Agartala until the blockade is cleared and the situation normalised. Earlier, the Agartala-Guwahati and Agartala-New Delhi train services were cancelled due to the blockade. However, Agartala-Silchar service will run between Kumarghat and Silchar while AgartalaDharmanagar train service remained suspended due to blockade. Thousands of passengers are facing serious problem due to the sudden cancellation of train service between Agartala and Sealdah.

will have to bear major losses in terms of revenue,” Sarma said. The government will hold a meeting with all departments concerned tomorrow to chalk out a detailed policy in this regard, he said. “We will have to device some policy to give some sort of compensation to these departments like the marketing board. In case of Excise, the government will have to reduce to state taxes to make the prices at par with other states so that illegal transportation stops. We will take a final decision tomorrow,” said the Assam finance minister. The Assam State Agricultural Marketing Board is heavily dependent on the check gates for its cess collection. Funds for all affairs of the Board, including salaries of 1,100 employees, are met from the cess.

Campaign to root out corruption

Itanagar, Jul 16 (Agencies): Arunachal Pradesh chief minister Pema Khandu, who had come to power exactly one year ago following a series of fastchanging political episodes, has launched a campaign to root out corruption in the state by asking senior government officers to compulsorily sensitize the citizens against it. Guwahati, Jul 16 (PTI): Assam government Sunday announced to shut down all inter-state check gates from next month, a step aimed at reducing transportation cost of essential items coming from other states. “The government has taken an in-principle decision to shut down all check gates along the inter-state borders. As a measure of goodwill, the state government has decided to go beyond Goods and Service Tax (GST) and close down even those gates, which deal with non-GST items,” Assam finance minister Himanta Biswa Sarma said. He said the government will suffer loss of revenue because of this decision, but the actual impact will be known only after a year. “Some departments like Excise, Transport or for that matter even the Agriculture Marketing Board

Mnp CM blames previous govt for frequent flooding in the state Correspondent

IMPHAL, Jul 16: Manipur chief minister N Biren Singh Sunday accused previous government for frequent flooding in Manipur, particularly in the valley areas. The frequent flood in the state was due to previous government’s failure to take up long term policy, said Singh. “The previous government took up only contractual oriented works. No long

term policy to control flood was taken up by the previous government,” he added. It may be mentioned here that N Biren Singh was once minister of irrigation and flood control in the previous government. Singh added that with the coming of the new government, long term policy to control flood will be taken up. Preparation of details project report of the same had already started. Seeking people’s coop-

eration, the chief minister said that without the supports and cooperation of the people, government will not able to implement the proposed long term policy successfully. Asserting that since the very installation in March this year, the new BJP-led coalition government was studying the problems and issues being facing by the common people. “During the last three months, we have come to know that people are suffer-

ing untold miseries due to erratic policy of the previous government. Some of them are suffering at the limit of their woe,” he said. Amidst these sufferings, people of the state were facing floods for four times within two months, he added. Meanwhile, the water levels of major rivers running in the valley areas have receded below the warning level, however various places were still under water.

According to a source from the state irrigation and flood control department (IFCD), rivers like Iril, Imphal, Nambul, Kongba, Thoubal etc were now below the warning level. However, several areas were still under water, allegedly due to lack of proper drains. Hundreds of families were still taking shelter at the relief camps opened by government as well as by voluntary organizations.

16 Amarnath pilgrims killed in J&K road accident Srinagar/New Delhi, JUL 16 (AGENCIES/ IANS): Sixteen Amarnath pilgrims were killed and 19 others, including eight minors, were injured as a bus they were travelling in rolled down a gorge on the Jammu-Srinagar National Highway on Sunday afternoon. “Sixteen are feared dead so far,” a senior official told The Hindu. A police official said a State Road Transport Corporation (SRTC) bus, part of the Amarnath pilgrims convoy, were carrying as many as many as 43 passengers when it met with an accident near Banihal, about 100-km away from the Pahalgam base camp. An official said a chopper was put into service to rescue the injured pilgrims. “Nineteen injured, including eight minors, are being shifted,” said a Banihal administration official. Preliminary reports suggest that the bus was negotiating a sharp bend at Nachilana when it lost control and fell down. “The possible cause for the imbalance and getting out of control was apparently a tyre burst,” said an of-

Tamil farmers shout slogans during their protest demanding loan waiver and compensation for crop failure at Jantar Mantar in New Delhi. New Delhi, JUL 16 (AGENCIES): Scores of Tamil Nadu farmers, who had grabbed eyeballs with their unique protest earlier this year, on Sunday landed in the national capital to resume their agitation for loan waiver and droughtrelief package. However, around 70 cultivators were detained when they tried to stage a demonstration near the Prime Minister’s residence

on Lok Kalyan Marg. They were later taken to Parliament Street police station. “Our demands were not met as promised by Tamil Nadu Chief Minister Edappadi Palaniswami and Union minister Pon Radhakrishnan. So we have decided to resume our protest for another 100 days,” farmers’ leader P Ayyakannu said. The farmers have been demanding a drought relief package of Rs.40,000 crore,

farm loan waiver and setting up of Cauvery Management Board by the Centre. They will join an indefinite protest after their counterparts, taking part in ‘Kisan Mukti Yatra’, reach Jantar Mantar on July 18. The group led by Ayyakannu had in March staged novel protests by holding human skulls outside the Prime Minister’s house, stripping naked outside the President’s and drinking urine.

Prime Minister Narendra Modi on Sunday condoled the deaths of Amarnath Yatris in a bus accident in Jammu and Kashmir. “Extremely pained by the loss of lives of Amarnath Yatris due to a bus accident in J&K. My thoughts are with the families of the deceased,” Modi tweeted. “I pray that those injured in the bus accident in J&K recover soon.” At least 16 pilgrims on their way to the Amarnath shrine were killed and 20 others injured on Sunday when a bus carrying them plunged into a gorge near Banihal town in Ramban district.

PM Modi asks parties to isolate corrupt politicians NEW DELHI, JUL 16 (AGENCIES): Prime Minister Narendra Modi on Sunday asked the political class to join hands against those seeking an escape route by dubbing action against graft as a political conspiracy, apparently indicating the recent graft cases against leaders of the Trinamool Congress and the RJD. Addressing an all-party meet ahead of the Monsoon Session of Parliament beginning on Monday, he said action against corrupt politicians is a must. “When the law takes its course against those who loot the nation, then we have to unite against those who seek an escape route by dubbing such an action as a political conspiracy,” the Prime Minister tweeted. Besides ensuring integrity in public life, action against corrupt politicians was a must. Every party should identify such leaders amongst themselves and disassociate itself from them, PM Modi said. He also lamented that for the past few decades, the reputation of the political class has been at stake due to the behaviour of some politicians. “We will have to assure the people that not all politicians are tainted,” PM Modi said. PM Modi’s remarks came against the backdrop of Trinamool Congress and RJD dubbing the action against their leaders by law enforcement agencies over alleged corruption as political conspiracy.

Centre has taken maximalist position on Kashmir: Congress NEW DELHI, JUL 16 (AGENCIES): Senior Congress leader P Chidambaram today alleged that the Centre has taken a “maximalist” position on Kashmir and “aggravated” the problem in the Valley. His remarks came two days after the Centre briefed opposition parties on the stand-off with China and the situation in Jammu and Kashmir in the aftermath of an attack on Amarnath pilgrims. The former Union home minister said the Kashmir issue is “a festering wound” and the people of the Valley are caught between “two maximalist positions” taken by the central government and militants. The casualties are the people of Jammu and Kashmir and the future of the state, he said in a series of tweets. “Just as the militants have taken a maximalist position that has to be rejected out of hand, the Central government has taken a maximalist position that has

P Chidambaram aggravated the problem,” he said. The senior Congress spokesperson posted on Twitter that on many occasions in the past, he had “cautioned that the Kashmir issue or problem (or by whatever name it is called) was a festering wound”. The Opposition has been blaming the Centre and the PDP- BJP government in the state for the unrest and violence in the Kashmir Valley since the death of Hizbul terrorist Burhan Wani in an encounter with security forces last year.

Modi warns on cow vigilantism New Delhi, Jul 16 (IANS): Prime Minister Narendra Modi on Sunday said the “issue of communal violence in the name of cow protection” needed to be tackled sternly and asked state governments to act “very tough” against those taking law in their own hands.

Subhash Chandra Bose The gist of the matter for the French secret service, according to More, is that Bose did not die in the air crash on August 18, 1945, as commonly held. “But he escaped from Indochina alive and his whereabouts were unknown as late as December 11, 1947, as reported in the secret document. This implies that he was alive somewhere but not dead in 1947,” said More, quoting the report written for the “Haut Commisariat de France for Indochina “SDECE Indochinese Base BCRI No. 41283 csah Ex No. 616, under the title: “Archival Information on Subhas Chandra Bose.” “In this report, it is clearly stated that he was the ex-chief of the Indian Independence League and a member of Hikari Kikan, a Japanese organisation. It

is further stated clearly that he escaped from Indochina, though it does not state how,” he said. The British and the Japanese too declared that Bose died in an air crash after he took off from Saigon on his way to Tokyo. But the French government had always been silent on the issue, though Vietnam/ Indochina was a French colony during the 1940s. So the findings of More attain significance. “Very quickly after the Japanese debacle and surrender on 15th August 1945, the French arrived in Saigon, along with British troops and took charge of Saigon. But unfortunately they left no direct accounts of Bose’s death in the air crash. They had never endorsed the theory that Bose died in the crash,” said More.

Sonia attacks Modi govt

Sonia Gandhi New Delhi, Jul 16 (IANS): Congress President Sonia Gandhi on Sunday attacked the Narendra Modi government, saying the country cannot be hostage to those “who wish to impose upon it a narrow-minded, divisive and communal vision” as she called for conscience vote in the presidential and vicepresidential elections. Addressing a meeting here of several opposition parties on the eve of the presidential poll, she said the election represents “a clash of ideas” and “a conflict of disparate values” and the

battle should be fought hard. Opposition’s presidential candidate Meira Kumar and vice-presidential candidate Gopalkrishna Gandhi were present at the meeting. The vice-presidential election will take place on August 5. Both the elections take place through secret ballot and electors are not bound by any whip. Sonia Gandhi said that presence of MPs from many parties confirmed that the fight for an inclusive, tolerant and pluralistic India is being truly waged. Alluding to the ruling BJP-led National Democratic Alliance having an edge in presidential and vice-presidential elections, she appealed for conscience vote. “In these contests, the numbers may be against us. But the battle must be fought and fought hard. We cannot and must not let India be hostage to those who wish to impose upon it a narrow-minded, divisive and communal vision.

C H E N NA I , J U L 1 6 (AGENCIES): How did Subhas Chandra Bose die? To find the answer, the Indian government had appointed three commissions. The Shah Nawaz Committee (1956) and Khosla Commission (1970) said that Bose died in an air crash on August 18, 1945 at Taihoku airport in Japanese-occupied Taipei, while the Mukherjee Commission (1999) concluded that he did not die in an air-crash. The government, however, rejected the findings of the Mukherjee Commission. But that didn’t stop scholars from dwelling deep to find the truth. Paris-based historian J B P More, who recently stumbled upon a brief French secret service report dated December 11, 1947 at the National Archives of France, has come up with a finding that Bose didn’t die in an air crash and was still alive in 1947. “It is not stated in the document that Subhas Chandra Bose died in the air crash in Taiwan. Instead, it is reported that Bose’s present whereabouts were unknown as late as December 1947, which again implies that the French did not buy the theory that Bose died in the air-crash on August 18, 1945,” said More, who teaches at the Institut des Hautes Etudes Economiques et Commerciales, Paris.

GST Council to take stock today

Nagaland Post, Dimapur monday, july 17, 2017

Pressure mounts on RBI to cut policy rate, say experts

Insurers to collect Aadhaar of agents to remove duplications NEW DELHI, JUL 16 (PTI): Regulator, Irda has asked insurance companies to collect Aadhaar, the 12digit unique identity, of their agents for creation of an online database in order to eliminate duplications. The Insurance Information Bureau of India (IIB) will house the database. The regulator said the creation of the database started with the issuance of Point of Sales person guidelines. The purpose was de-duplication of POS enrolled by insurers and insurance intermediar-

ies, said the Insurance Regulatory and Development Authority of India (Irda). Therefore, the Aadhaar number was taken as the unique identifying field to remove duplication, it said. Going forward, the regulator said, it was viewed that the same logic could be extended to insurance agents and trained and qualified persons of insurance intermediaries that would include broker, qualified persons with Aadhaar number as the unique identifying field.

NEW DELHI, Jul 16 (pTI): With inflation falling to record low levels and industrial growth slipping to below 2 per cent, bankers and economists feel the pressure has increased on the Reserve Bank to cut benchmark interest rate next month. The six-member Monetary Policy Committee (MPC) headed by RBI Governor Urjit Patel will meet on August 1-2 for the third bi-monthly monetary policy review of 2017-18. The MPC in its previous review in June had retained the repo rate at 6.25 per cent for the fourth straight time citing risk to inflation. Private sector Kotak Bank is of the opinion that since the RBI has revised down its inflation trajectory sharply in the June policy, and given that inflation reading, the central bank has some room to be accommodative. “We expect the MPC to cut repo rate by 25

bps in the August meeting,” the bank said in report. BofA Merrill Lynch Global Research too expects the MPC to cut rates by 25 basis points (0.25 percentage point). An SBI report said that most inflation risks are now on the downside and expect the retail inflation to be sub-2 per cent for the next month, sub-3 per cent for August-September and sub-4 per cent for OctoberNovember and 4-4.5 per cent between December and March. For 2017-18, CPI inflation average could thus be below 3.5 per cent with a downward bias, the report added. The retail inflation, which the RBI mainly factors in while deciding interest rate, has declined to historical low of 1.54 per cent in June. The wholesale price inflation for the month too has dropped to eight month low. Industry chamber CII

is of the view that declining inflation, which has been undershooting the central bank’s inflation target by a large margin, should induce the RBI to resume its rate easing cycle. CII said it “strongly recommends” a rate cut of 50 basis points in the forthcoming monetary policy to provide a fillip to demand. Commenting on the retail inflation data, Chief Economic Advisor Arvind Subramanian had said the “paradigm shift” in inflationary process has been missed by all, who have made “systematic inflation forecast error”, apparently referring to the RBI. In the MPC, RBI Governor Urjit Patel had argued for avoiding “premature policy action” and waiting for more inflation data. “Incoming data is expected to provide greater clarity on the durability of recent food and nonfood disinflation,” he had opined.

New Delhi, Jul 16 (PTI): Over two weeks into the GST regime, the allpowerful GST Council will meet tomorrow to take stock of the implementation of the new indirect tax. This will be the first meeting of the Council since the launch of the Goods and Services Tax (GST) on July 1 and the 19th since it was set up in September last year. But unlike the earlier meetings, when the states and Centre used to sit across the table and decide on a plethora of issues, this time the interaction would happen through video conferencing. “19th Meeting of GST Council under the Chairmanship of FM Arun Jaitley will be held through Video Conferencing on July 17 in Delhi,” the finance ministry tweeted. After the last Council

meet on June 30, it was decided that next meeting will happen on August 5. But the date of the meeting, sources said, was advanced as the Council wanted to take stock of the situation post the rollout and get a nation-wide report. The council, chaired by Jaitley and having state finance ministers as members, has over the past 10 months ironed out various contentious issues and decided on a four-tier tax structure of 5, 12, 18 and 28 per cent. Over the last two weeks, the ministry has been issuing clarifications on doubts raised by industry. Besides, Revenue Secretary Hasmukh Adhia has held a marathon sixday ‘GST Master Class’ for businesses and traders explaining the rules of the new tax regime and answering their queries online.

Jan Dhan deposits surge to Rs Digital drive puts India at greater cyber attack risk 64,564 crore: Government data

N EW D ELHI , J u l 16 (PTI): Transactions through debit and credit cards rose by merely seven per cent post demonetisation, as against a surge of over 23 per cent in overall digital transactions, top government officials told a parliamentary panel. Officials from various ministries gave a presentation to the Parliamentary Standing Committee on Finance on ‘Demonetisation and Transformation towards Digital Economy’. The digital transactions in all modes increased by 23 per cent to 27.5 million in May 2017 from 22.4 million in November 2016, according to the presentation, a copy of which is with PTI. The highest jump was witnessed in transactions through UPI, from one million per day in November 2016 to 30 million in May 2017.

NEW DELHI, Jul 16 (PTI): Deposits in Jan Dhan accounts have touched a new high of Rs 64,564 crore, of which over Rs 300 crore came in the first seven months of demonetisation, according to government data. The Pradhan Mantri Jan-Dhan Yojana (PMJDY), Prime Minister Narendra Modi’s pet scheme, aims at bringing hitherto unbanked areas and people under a formal banking system. Bank accounts can be opened with a zero balance under the PMJDY. Finance ministry data, accessed through a Right to Information (RTI) application filed by a PTI correspondent, show that there were about 28.9 crore PMJDY accounts on June 14 this year. Of these, 23.27 crore accounts were with public sector banks, 4.7 crore with regional rural banks and 92.7 lakh with private ones. These accounts together

about not falling for phishing attacks,” Neumeier emphasised. He suggested that malicious emails or links should also be part of the awareness process. “Countries like India are developing very fast which opens doors for more cyber attacks,” Neumeier added. The experts also recalled how over 200,000 users were affected in 150 countries after the “WannaCrypt” virus attack which paralysed computers -- with a demand being made for a payment of $300 in bitcoins (crypto-currency or virtual currency) for a system to be unblocked.

Kaspersky Lab, told IANS on the sidelines of the recently-concluded “Interpol World 2017” conference in Singapore`s Suntec City. His comments came as the Moscow-based cyber security firm found that the “Petya” attack hit Gateway Terminal India operated by AP Moller-Maersk at the Jawaharlal Nehru Port Trust (JNPT), a facility near Mumbai which is India`s biggest container port. The terminal was unable to load or unload because of the attack as it failed to identify which shipment belongs to whom. According to Vitaly Kamluk, Director of Global Research and Analysis Team for APAC at Kaspersky Labs, there was no cyber security threat till

indulged in such activities. In a press release issued on November 18, the government had said, “There are some reports received that some people are using other persons’ bank accounts to convert their black money into new denomination notes.” This, it had said, had also been reported in Jan Dhan accounts. The government had said such activities could attract penalty if it was established that the amount deposited in the account did not belong to the account holder. “Also the person who allows his or her account to be misused for this purpose can be prosecuted for abetment under the Income Tax Act,” it had said. Alongside other facilities, PMJDY accounts also allow an overdraft facility of up to Rs 5,000 in one account per household, preferably held by a woman member.

Singapore, Jul 16 (IANS): India`s growing economy and digital push have caught the attention of hackers and an increasing wave of cyber attacks could soon badly impact the country, experts from Russian cyber security firm Kaspersky Lab have warned. India and other South Asian countries are now on the radar of cyber attackers, said experts, adding that the government and corporates need to procure state-of-the-art, New Age security solutions to thwart their plans. The impact of recent global cyber attacks were clearly visible in India as “WannaCrypt” -- that affected 150 countries globally -- and the recent “Petya” malware attack hit computers in the country. “India`s growing economy and digitalisation are really a big concern as cyber attackers have now begun focusing on developing countries with big populations and average incomes,” Eugene Kaspersky, Chairman and Chief Executive of

Turkey commemorate failed coup with rally

I s ta n b u l , J u l 1 6 (Agencies): Turkey’s president addressed tens of thousands of people Saturday at a ceremony marking the first anniversary of the country’s crushed military coup, vowing to “rip the heads off ” of terror groups and of the coup-plotters who tried to end his more than a decade-long rule. Recep Tayyip Erdogan joined the large, flag-waving crowd who took part in a national unity march in Istanbul, converging at the iconic July 15 Martyrs’ Bridge to remember 250 people who died on July 15, 2016 trying to resist the coup. Accompanied by his family and the families of the deceased, he inaugurated a hollow, globe-shaped monument featuring the names of the victims near the foot of the bridge. “Exactly a year ago today, around this hour, a treacherous attempt took place,” Erdogan said. “The July 15 coup attempt is not the first attack against our country, and it won’t be the

last,” he said, referring to a series of terror attacks that also hit the country. “For that reason, we’ll first cut the heads off of these traitors.” The bridge was the scene of clashes between civilians and soldiers in tanks. At least 30 people died there and more than 2,000 were injured across Turkey in the struggle. Thirty-five coup plotters were also killed. Photographs of the 250 “martyrs” were displayed on monitors and their names announced. Erdogan praised their bravery saying they

were armed only with Turkish flags and “their faith” while resisting coup-plotters in their tanks. Erdogan was later due to return to Ankara to address parliament at the exact moment it was bombed a year ago. He is also scheduled to inaugurate another monument honoring the dead. Turkish soldiers attempted to overthrow the government and the president using tanks, warplanes and helicopters on July 15, 2016. The coup plotters declared their seizure of power

on the state broadcaster, bombed the country’s parliament and other key locations, and raided an Aegean resort where Erdogan had been on vacation. But Erdogan had already left and the coup attempt was put down by civilians and security forces. Turkey blames USbased cleric Fethullah Gulen for orchestrating the coup and infiltrating state institutions. Gulen denies the allegations. In the aftermath of the coup attempt, Turkey declared a state of emergency that has been in place

ever since, which has allowed the government to rule by decree and to dismiss tens of thousands of people from their jobs. More than 50,000 people have also been arrested for alleged links to Gulen and other groups. In the latest government decree published Friday evening, 7,395 more state employees were fired, including teachers, academics, military and police officers, bringing the number of dismissed to more than 110,000. The government calls the crackdown necessary to purge state institutions of those linked to Gulen, but critics say the dismissals are arbitrary and the victims’ paths to recourse severely curtailed. “It has been exactly one year since Turkey’s darkest and longest night was transformed into a bright day, since an enemy occupation turned into the people’s legend,” Prime Minister Binali Yildirim said earlier in the day at a special parliamentary session in Ankara, the capital, attended by Erdogan.

US Senate to delay vote on China house fire kills 22; arson suspect arrested Republican healthcare bill BE I J I NG , J u l 1 6 (Agencies): Authorities apprehended a man suspected of setting fire to a two-story house in eastern China early Sunday, killing 22 people, the official Xinhua News Agency reported. Investigators discovered traces of gasoline at the scene of the pre-dawn fire in Jiangsu province and found all the doors of the house locked, according to the national work safety agency. The house, located in the city of Changshu, about 80 kilometres (50 miles) northwest of Shanghai, was used as a dormitory for 29 people working at a local restaurant, according to The Beijing News newspaper. The residents were mostly migrant workers in their 20s working as waitresses and cooks, the report

Washington, Jul 16 (IANS): The Senate will delay a vote on the Republican healthcare bill as Senator John McCain is still recovering from a surgery, the media reported. Senate Majority Leader Mitch McConnell confirmed the move on Saturday night, reports CNN. McConnell tweeted that the Senate will work on other legislative issues and nominations next week and “will defer consideration of the Better Care Act” while McCain is recovering from his surgery. McCain’s absence would have imperiled the bill, which needs the support of 50 of 52 Republican senators to advance. McCain, 80, is in Arizona after having a blood clot removed from above his left eye, CNN reported. His office said the clot was discovered during an annual physical and removed Friday at the Mayo

Clinic Hospital in Phoenix. Senate Republicans unveiled a revised version of their health care bill on Thursday, and party leaders had planned a vote, or at least to take the procedural steps toward a vote which could have taken place as early as Tuesday. It was unclear how long the delay will be, reports The New York Times. Meanwhile, two Republican senators - Susan Collins of Maine and Rand Paul of Kentucky - have already said they will not support a motion to proceed to floor debate on the legislation. A number of other Republicans including Senators Shelley Moore Capito of West Virginia, Dean Heller of Nevada, Lisa Murkowski of Alaska and Rob Portman of Ohio, have also expressed serious reservations about the bill in its current form.

Israel reopens sensitive holy site closed after attack Jerusalem, Jul 16 (PTI): Israel reopened an ultra- sensitive holy site on Sunday closed after an attack that killed two policemen, but Muslim worshippers were refusing to enter due to new security measures including metal detectors and cameras. Crowds chanted “Allahu Akbar” (God is Greatest) as a number of initial visitors entered Jerusalem’s Haram al-Sharif compound, known to Jews as the Temple Mount. The flashpoint holy site includes the Al-Aqsa mosque and the Dome of the Rock. But midday Muslim prayers were held outside the site due to the new security measures. “We reject the changes imposed by the Israeli government,” Sheikh Omar Kiswani, Al-Aqsa director, told reporters outside. “We will not enter through these metal detectors.” Three Arab Israeli as-

The bench, after examination of the report, asked for transcripts of all speeches made in the last 60 days by Mr Sharif ’s party leaders, presumably to examine them for contemptuous content. DP-7259

Disney’s cartoon princesses gather in real life Reshita Baruah crowned second runners up at Mrs. World 2017

A

s proof that you can be a princess when you grow up, the voices behind 10 of Disney’s cartoon princesses have gathered at a US event for fans. The women have voiced heroines spanning nearly three decades of films, from The Little Mermaid (1989) to 2016’s Moana. Snow White and Cinderella were absent, but Disney claimed it was the largest gathering of its “royals” in one place. They are resuming their roles for a new film

which Disney said would “break down” the princess stereotype. Next year’s release, Wreck-It Ralph 2, will feature all the Disney princesses in a scene where they wear T-shirts - not dresses - and discuss the “challenges of being perfect”. John Lasseter, Disney and Pixar’s chief creative officer said. “These characters are really strong... We love to think of them way beyond just the movie that was made.” “I would change who I am, change the

sea for the sand just to stand with you” - Ariel from The Little Mermaid “What I love most about rivers is you can’t step in the same river twice. The water’s always changing, always flowing” - Pocahontas “I want adventure in the great wide somewhere! I want it more than I can tell!” - Beauty and the Beast’s Belle “Let it go, let it go, can’t hold it back anymore!” - Elsa from Frozen “Okay, first, I am not a princess. I’m the daughter of the chief ” - Moana Irene Bedard, who played Pocahontas in 1995, said the princesses would be moving with the times. Disney, which has faced questions over the impact its princesses might have on young girls’ ideas of perfection, has more recently attempted to rework its onscreen heroines.

England win first U19 Euro C’ship title

them. The triumph follows on from England’s success at the U20 World Cup and Toulon Tournament, while they also reached the final of the European U17 competition and the U21s made the semi-finals of their European Championships in Poland last month, losing on penalties to Germany. The opening exchanges at the Tengiz Burjanadze Stadium in Gori were cagey. Just before the halfhour, Nmecha - whose stoppage-time goal against the Czech Republic had secured England’s place in the final - got away down the right and fed City teammate Isaac Buckley-Ricketts who set up Mount, but the Chelsea man saw his shot blocked. Portugal went close when Domingos Quina,

who plays for West Ham, dragged a left-foot shot wide. At the start of the second half, England goalkeeper Aaron Ramsdale had to be alert when he collected a shot from Mesaque Dju out on the right but the Three Lions went ahead in the 50th minute. Midfielder Mount whipped a 25-yard free-kick up over the wall, which hit the base of the right-hand post and bounced back into the six-yard box where Suliman nodded it into an empty net. Portugal, though, were not behind for long and the equaliser soon followed in the 56th minute. Abdu Conte sent over a deep ball from the left flank, which drifted through towards the far post, where Sterling sliced it past team-mate Ramsdale.

8 killed in Senegal football stadium stampede Dakar, Jul 16 (IANS): At least eight people were killed and over 45 others injured in a stampede and a subsequent wall collapse during a local league cup final in Senegal’s capital Dakar. With the score at 2-1 during extra time, a fight broke out between fans of rivals US Ouakam and Stade de Mbour, reports Xinhua news agency. The police fired tear gas to control the situation. As spectators tried to flee the stadium, part of a wall collapsed. Rescue workers and medics are currently working at the scene and searching for more survivors under the rubble.

G e n e va , J u l 1 6 (IANS): Indian chess Grand Master Pentala Harikrishna played out a hard-fought draw against Dmitry Jakovenko of Russia in the final round of the FIDE Grand Prix here in Geneva. The World No. 22, playing with white pieces, on Saturday started off on an aggressive note, determined to finish the tournament on a winning note but had to settle for a draw as the Russian had other plans. The game, which went on for 115 moves, saw the players settling to share the point as time was running out. “I had a few chances to win but my opponent defended really well to prevent the loss and lead the game towards a draw,” the Guntur player said. As the tournament culminated after the ninth round, Harikrishna finished tied fourth on the leaderboard, courtesy six draws, two wins and just one loss. “Had I won, I would have finished tied second. I finished as tied fourth, for which I am happy as my game quality was far better than the previous Grand Prix,” Harikrishna said. “I missed some chances in games against Mamedyarov and Adams, but a good performance overall,” he added. By finishing fourth, Harikrishna gained 60 Grand Prix points along with a handsome amount of 9,000 euros ($10,320).

Rashford strikes twice as United thrash LA Galaxy

Manchester United players celebrate following Marcus Rashford’s opener which came inside two minutes against LA Galaxy.

LOS ANGELES, Jul 16 (Agencies): Marcus Rashford scored twice as Manchester United kicked off their pre-season tour of the United States with a 5-2 rout of the Los Angeles Galaxy on Saturday. With new signing Romelu Lukaku starting on the bench, England striker Rashford reminded manager Jose Mourinho of his eye for goal with an energetic display against an outclassed Galaxy team. Rashford opened the scoring after only two minutes, punishing an error from Ariel Lassiter near the Galaxy penalty area to dart in on goal and place his finish beyond goalkeeper Jon Kempin. The 19-year-old doubled his tally in the 20th minute, latching onto a clever pass from Juan Mata to make it 2-0. Marouane Fellaini put United 3-0

ahead five minutes later, tucking a low shot past the hapless Kempin after good work down the left flank by Jesse Lingard. United boss Mourinho changed his entire line-up at half-time, handing a debut to Lukaku, who completed his record transfer from Everton earlier this week. The Belgian international might have opened his United account within four minutes of coming on, but saw his shot saved by the Galaxy’s Brian Rowe, who replaced Kempin at half-time. The remainder of the half resembled a training exercise, with United dominating possession against a Galaxy line-up who also made wholesale changes at half-time. Anthony Martial and Henrikh Mkhitaryan both went close while new sign-

ing Victor Lindelof should have done better with a close-range effort that flew over the bar. However on 67 minutes United got their fourth of the night when Martial burst forward and threaded a pass to Mkhitaryan who made no mistake with a confident low strike. Martial made it 5-0 five minutes later, rifling home Timothy Fosu-Mensah’s pullback. The Galaxy meanwhile, who had failed to register a single attempt on goal in the first half, bagged the first of two late consolation goals when Giovani dos Santos caught Lindelof napping to score past Joel Pereira. A Romain Alessandrini corner was then nodded home by Dave Romney in the 89th minute, deflecting off Dos Santos on its way into the net.

Mourinho rules out move for Ronaldo

Los Angeles, Jul 16 (Agencies): Jose Mourinho ruled out any attempt to bring Cristiano Ronaldo back to Old Trafford. United manager Mourinho is keen to bolster his ranks further after already strengthening his squad with the additions of Victor Lindelof and Romelu Lukaku, who both made their debuts at the StubHub Center. But the Portuguese manager dismissed the pos-

sibility of a move to bring Ronaldo back to Old Trafford from Real Madrid. “We have never thought about it because he is too much of an important player for his club, of great economic power,” he said. “We have not been able to find for whatever reason anything that could have made us think that Ronaldo could leave. I’m not going to waste my time thinking about players who are mission impossible.” Mourinho

gave a list of summer targets to executive vice-chairman Ed Woodward with the hope of making four topquality additions. United have so far brought in Lindelof and Lukaku, with the latter’s arrival said to have ended their interest in Real Madrid striker Alvaro Morata. “He belongs to Madrid,” said former Real boss Mourinho.

“Madrid have decided and we have not come to an agreement. It is simple. It is a shame.” “He is a player who made it to the first team with me. We have a special liking for him, he is someone special. I enjoyed watching his evolution at Juventus and Madrid. It is like that. I don’t think he can end with us,” he added.

But England regrouped and regained the lead in the 68th minute. Mount burst away down the right and charged into the penalty area before clipping the ball back across to Nmecha, who swept into an unguarded net. Porto forward Rui Pedro dragged an angled shot wide from the edge of the England box as Portugal sought an equaliser. England were reduced to 10 men with five minutes left when Edun collected a second caution followed by a red card for a trip on Madi Queta in the centrecircle. Roger Federer made history with the win as he became the first man ever to claim eight Wimbledon men’s singles titles

London , J u l 1 6 ( Ag en c i es ) : Ro ge r Federer won a record eighth Wimbledon title and became the tournament’s oldest champion Sunday with a straight-sets victory over injury-hit Marin Cilic who dramatically broke down in tears midway through the final. Federer claimed his 19th Grand Slam title 6-3 6-1 6-4 and at 35 is Wimbledon’s oldest men’s winner of the modern era, succeeding Arthur Ashe, who was almost 32 when he won in 1976. However, the Swiss superstar’s 11th Wimbledon final, and 29th at the majors, will also be remembered for the moving sight of the popular Cilic

breaking down in tears after slipping 3-0 behind in the second set. The seventh seeded Croatian, the 2014 US Open champion, sobbed inconsolably and buried his head in his towel as his title dream slipped away. He then had his left foot taped at the end of the second set but it was in vain as Federer became the first player since Bjorn Borg in 1976 to win Wimbledon without dropping a set in the entire tournament. Beneath a star-studded Royal Box where Prince William and wife Kate r ubbed shoulders with actors Hugh Grant and Bradley Cooper, Cilic had his first break point in the fourth game.

It was saved by Federer and it was to be Cilic’s only glimmer of hope. Federer broke in the next game when his opponent suffered a nasty fall on the worn surface which was to ultimately undermine his challenge. Federer then served up two love service games before claiming the opener 6-3 off a Cilic double fault, the Croatian’s second of the final. The Swiss superstar swept into a 3-0 lead in the second set and at the changeover, Cilic slumped in his courtside chair in tears and in obvious pain. The trainer and doctor were summoned before Cilic hid his head in his towel in a desperate at-

SILVERSTONE, Jul 16 (Agencies): Lewis Hamilton cruised to a fourth successive British Grand Prix victory on Sunday as he cut Sebastian Vettel’s lead in the championship to a single point. The Briton finished 14.063sec clear of Mercedes teammate Valtteri Bottas with Ferrari’s Kimi Raikkonen third after Vettel suffered a dramatic late

tyre puncture. The German nursed his Ferrari home in seventh after pitting prior to the final lap, allowing Raikkonen to sneak back onto the podium after the Finn had also been struck by a similar tyre problem. Hamilton, who started on pole, matched Jim Clark and Alain Prost with a record-equalling fifth win at his home race.

M a x Ve r s t a p p e n and his Red Bull teammate Daniel Ricciardo, who began in 19th on the grid, were fourth and fifth respectively, with Nico Hulkenberg sixth for Renault. Vettel was followed by Esteban Ocon and his Force India team-mate Sergio Perez and Felipe Massa, who came home 10th for Williams.

Russian women’s doubles pair of Ekaterina Makarova and Elena Vesnina thrashed Chan Hao-ching and Monica Niculescu in the final of the the Wimbledon Tennis Championships here. The second seeded Russian combine on Saturday eased to a 6-0, 6-0 mauling of the ninth seeded TaiwanRomanian pair. This victory was the first for Russian tennis players at Wimbledon, while Vesnina made her way to the Wimbledon final in pairs for the third time in her career, Makarova did it for the second, reports Tass news agency. Before that, they won together the French Open in 2013, the US Open in 2014 and gold medals at the 2016 Olympic Games in Rio de Janeiro.

Kubot, Melo win men’s doubles crown

Poland’s Lukasz Kubot and Brazil’s Marcelo Melo won the Wimbledon men’s doubles title on Saturday after beating Oliver Marach and Mate Pavic 5-7, 7-5, 7-6(2), 3-6, 13-11 in an epic test of endurance. The match had to be finished under the Centre Court floodlights with play suspended at 11-11 in the evening gloom for the roof to be closed. Marach and Pavic were caught cold and broken in their first service game after the restart, leaving the victorious pair to fall to the floor in an exhausted celebration after clinching victory in a match lasting four hours and 39 minutes. Both pairs had come through titanic five-set battles in the semi-finals, with Austrian Marach and Croatia’s Pavic taking more than four and a half hours to subdue Croatians Nikola Mektic and Franko Skugor 17-15 in the final set.

Sandhu wins Victorian Open squash title CHENNAI, Jul 16 (PTI): India’s Harinder Pal Sandhu continued his fine run by winning a second title in two weeks, beating top-seed Rex Hedrick of Australia 12-14, 11-3, 11-4, 11-7 in a 77-minute final of Victorian Open squash, a PSA Tour event, in Melbourne on Sunday. The first game saw long rallies and Hedrick held his nerve to win it on extra points as the two mixed caution with aggression. Third-seeded Sandhu, who had won the South Australian Open last week, stepped up to win the second game 11-3 using an attacking game to keep his rival at bay. The third game also followed a similar pattern as Sandhu romped home 11-4. The 28-year-old Indian carried the momentum into the fourth game and stayed ahead to win it 11-7. It was his fourth title of the year.

United States defender Matt Miazga (4) celebrates his goal in the second half against Nicaragua at FirstEnergy Stadium.

CLEVELAND, Jul 16 (Agencies): A late goal from Matt Miazga helped the United States to a 3-0 win over Nicaragua in the Gold Cup on Saturday and ensured the hosts top spot in Group B on goal difference. After Panama beat Martinique 3-0 in the earlier Group B game, the U.S. knew they needed to win by three clear goals to avoid a quarter-final match up against Costa Rica, one of the tournament favorites. “Clearly a good result for us,” said U.S. coach Bruce Arena. “It’s a game where we wasted some opportunities and made things hard on ourselves,” he added of his side missing two penalties.

The hosts took the lead after 36 minutes when Joe Corona’s deflected strike got him on the international scoresheet for the first time in four years. The Americans’ second goal also came thanks to a deflection when Kelyn Rowe’s shot outfoxed keeper Justo Lorente at his near post. Miazga got the crucial third, his first international goal, when he headed home a Graham Zusi free kick with two minutes remaining. The Nicaraguans, who were already out the tournament after losing their first two games, were down to nine men at the time after they had Luis Copete sent off for two

bookable offences, while another was receiving treatment on the sidelines. The result was particularly harsh on Nicaraguan keeper Lorente, who saved second half penalties from Dom Dwyer and Corona. The top two teams from each of the three Gold Cup groups advance to the quarter-finals along with the two best thirdplace teams. In the only quarterfinal match up already decided, Panama will face Costa Rica, while the U.S. must wait to find out who they face. Canada and Honduras have also qualified. Mexico, Jamaica and El Salvador are battling to qualify from Group C.

Arab nations tell FIFA to strips Qatar of 2022 WC LO N D O N, J u l 1 6 (Agencies): The six Arab countries who last month cut ties with Qatar are reported to have written to world soccer’s governing body FIFA to demand it be stripped of hosting the 2022 World Cup because they consider the Gulf state to be a “base of terrorism”. The Swiss website The Local reported that Saudi Arabia, Yemen, Mauritania, the United Arab Emirates, Bahrain and Egypt had collectively written to FIFA asking it to remove Qatar as

hosts under Article 85 of the FIFA Code, which allows for such action in the case of emergency. Reuters has not seen a copy of the letter and FIFA said that their president Gianni Infantino had not received any such document. “The FIFA president has never received such a letter and subsequently has not done any comment on that,” said a FIFA spokesman. “As already said, FIFA is in regular contact with the Qatar 2022 Local Organising Committee and

the Supreme Committee for Delivery and Legacy handling matters relating to the 2022 FIFA World Cup,” he added. A source familiar with the Qatari government’s World Cup activities said Qatar is aware the Saudis and others are engaged in such a move but understands Qatar has not yet received the letter. People in the United States who represent and advise the Saudi government have also not yet responded to Reuters’ request for con-

firmation or comment. Saudi Arabia, the UAE, Bahrain and Egypt cut diplomatic and transport ties with Qatar in June, accusing it of supporting terrorism and Iran. Doha denies the charges. Qatar, a country with a negligible soccer background or infrastructure, was a controversial winner of the right to host the 2022 World Cup, which will be held in November and December to minimise the impact of the desert state’s harsh climate.

Public responsibility

W

hile not making any comment on the stay issued of Gauhati High Court over the case filed by the chief minister against the directive of the Governor for holding floor test( which was slated for July 15) as the case would be heard on July 17; the common chorus of the people by and large, has been to apportion blame on the elected members for continuing with their political drama and ignoring the mess they have created since 2003. The NPF which is today the only dominant political party in Nagaland, has attracted blame for re-enacting the political coup for the fifth time(from 2006-07 , 2014, 2015, 2016 and 2017). The drama has been described as ‘leadership issue’ but there are also other interests that are closely associated with the rebellions, such as- demand for cabinet berths, lucrative portfolios and having respective demands met. True politics has been described as a refuge of scoundrels and scallywags as they speak lies and they cheat because people don’t want to hear the truth. A word about the series of political crisis that has overshadowed Nagaland since May 2014. As commented earlier, the elected members of the ruling party, whose numbers had been continually growing through engineered mergers, have finally taken its tally to 47(one vacated the seat for the forthcoming byelection). The people who voted the representatives( whether fairly or unfairly according to one’s own opinion), have to also share the blame for the mess in all spheres of society. The solution appear to be simplistic- clean election (spearheaded and monitored by the church panel). It needs to be mentioned that even the church itself needs to take a serious look within before confidently expecting that the campaign would be successful( whether 50% , 65% , 85% or 90%). In a society where people have learnt that it’s wise not to push beyond some point, otherwise one has to be prepared to face the consequences; it is not sure if the church or its panel or those who have taken pledge will be willing and bold enough to take on the forces who have preyed upon elections and rendered them as mockery. These include various armed groups, unorganised private armies, clan or communities exerting powerful influence in villages or even towns, or gangs of mercenaries offering services as workers to the highest bidder. In some villages/towns , the decision of the council/ influential clan(s) by word or mouth, has the effect of a diktat to decide on whom to vote for. Such decisions may not be in written form but it is understood as an edict to be followed. Over and above the involvement of armed elements, renegade private armies, lure of cash for vote, proxy voting, bogus names in the electoral roll; another major factor has been the pervading criminalisation that has taken place which have destroyed social values. There is no fear of God but fear of guns; not living within the bounds of law but above the law; loss of discipline and rise of the khushi-khushi syndrome. These are some of the ailments which have totally transformed Nagaland and inflicting a syndrome called asociality, which is described as- a moral abyss afflicting contemporary society that leads ordinary people to believe that there is a price tag for everything as those in power have purchased the mandate to serve personal, family or community needs above all.

DailyDevotion The Concept of Divine Control …how much more will your Father who is in heaven give good things to those who ask Him! —Matthew 7:11

Jesus is laying down the rules of conduct in this passage for those people who have His Spirit. He urges us to keep our minds filled with the concept of God’s control over everything, which means that a disciple must maintain an attitude of perfect trust and an eagerness to ask and to seek. Fill your mind with the thought that God is there. And once your mind is truly filled with that thought, when you experience difficulties it will be as easy as breathing for you to remember, “My heavenly Father knows all about this!” This will be no effort at all, but will be a natural thing for you when difficulties and uncertainties arise. Before you formed this concept of divine control so powerfully in your mind, you used to go from person to person seeking help, but now you go to God about it. Jesus is laying down the rules of conduct for those people who have His Spirit, and it works on the following principle: God is my Father, He loves me, and I will never think of anything that He will forget, so why should I worry? Jesus said there are times when God cannot lift the darkness from you, but you should trust Him. At times God will appear like an unkind friend, but He is not; He will appear like an unnatural father, but He is not; He will appear like an unjust judge, but He is not. Keep the thought that the mind of God is behind all things strong and growing. Not even the smallest detail of life happens unless God’s will is behind it. Therefore, you can rest in perfect confidence in Him. Prayer is not only asking, but is an attitude of the mind which produces the atmosphere in which asking is perfectly natural. “Ask, and it will be given to you…” (Matthew 7:7).

Right to repair a must to make consumer the king

N

ot so long ago an Indian excelled in “jugad” also called the Ludhiana technology. Indian semi-skilled techies ruled the repair and innovation business. This developed into a lucrative business in several areas including the auto and other machinery spares. Even newspaper printing technologists were taking the help of who many might designate as hackers to devise parts of printing machines that had become outdated. Even today a prestigious mass communication institute runs an obsolete offset printing machine with the help of such ‘jugadus’. It had been so successful that in 1990s a UK dealer used to market India-made Ambassador cars with ‘do it yourself ” kit. He was selling 30 cars a month. The jugad has developed into a billion dollar industry, providing jobs and business. But now with hi-tech computer controlled devices like washing machines, cars or other devices this industry is facing severe problems. The difficulties are not restricted to the techies; it is a woe for millions of householders, who used to fix many of the problems themselves. The household-

ers are extorted by the giant manufacturers in the name of “providing service”. It costs more than double the price as the parts itself may cost just Rs 50 but fixing charges would cost over Rs 1500. Since the spare would not be available in the market, as the manufacturer wants to keep a monopoly, the user has no option but to get fleeced by companies like Samsung, Videocon, LG or any other. The key to extortion is in the word ‘scan’. A computer is attached to device to ‘find’ out the problem, which simple deductive argument can find it. Well there is a charge for it that makes auto or other manufacturers richer. Say it is your Honda car, the company at every service does the ‘scan’, charges Rs 450, in addition to about Rs 3000 charged for servicing, to tell you the car has no problem. If you fix your car balancing problem outside for a fraction of a cost, the company charges, it frowns on you and sometimes threatens you with cancellation of warranty. Customer is no more the king. They have become servants to their manufacturers. The companies revel in this malpractice as they

earn more than they do from selling devices. In the absence of a monopolies law and a weak competition act, fleecing is the rule. Remedies even from consumer courts are difficult, time-consuming and cumbersome. The companies know it so they are extortive. The companies deny the consumers their inherent right to repair through so called hi-tech and patent protection. The practice is anti-consumer, anti-farmer and antiShivaji poor. This is impacting the mobile phone, washing machine, refrigerator, tractor and other device repairers. It is leading to job losses on the one hand and on the other deprives the user of the option of inexpensive fixing of the minor problems. Why is the consumer unable to handle the situation? This is because the laws are vague; the companies have cartelised and jargonised the problems. Their usual arguments are that consumers cannot be given the right to ‘destroy’ the machines and that the companies are their “protectors”. The arguments are as destructive as telling a buyer of a house that even after

he buys the property, the seller would have the right to repair and alterations. Once a device is sold, it is option and right of the buyer to do whatever he wants to do with his property. The companies do not have right over it except a responsibility that if the consumer seeks help they are bound to provide it. While Indian consumers are ruing the ingress of foreign and Indian “hitech” products, their friends in the US have launched a Sarkar movement. They call it right to repair. No they too have not been able to fix the big lobbies but have in a small way able to impact them. It is becoming a mass movement. Indian consumers and farmers need to learn. Often consumers are foxed by the manufacturers, who say that repair information is proprietary and work to shut down repair shops. In actuality, the manufacturer, except for providing assistance, which is legally mandatory, has no right over the product that has been sold to anyone. Once sold the proprietary rights cease to exist. Denying information on repair needs to be made a punishable offence. However, still

it is not. Even in the US, the companies rule the roost. Only in May 2017, the US supreme court has come to the rescue of the buyer in what is called “right to tinker printer cartridge ink’. A repairer, Impression Products, wanted to make a toner cheaper by refilling Lexmark manufactured printer cartridges. The Lexmark sued claiming proprietary rights. After a long battle the US supreme court ruled against Lexmark. This seemingly insignificant tussle over printer toner clears the way for small businesses to fix the problem without the manufacturer’s permission. The court’s reasoning will help protect the consumer rights from overbroad copyright and other restrictions, like the ones written into “end user licence agreements”for software or imposed by technological restrictions. The battle over such issues is becoming a wide movement across the US. The users and local techies are coming together to establish their rights. Farmers are fighting the computer giants, who have put some copyright-protected software in tractors and heavy machinery. They are forced to work with company-

approved technicians, who live far away and demand expensive charges. The farmers are supporting a right to repair legislation. The large companies are contesting it. One giant computer firm is said to earn over $ 4 billion a year through smart phone repair business. The company says they are “protecting against hackers”. The agitators are demanding that repair manuals be provided. The perception that one cannot fix his problem has been challenged and is finding wider support. The issue is not about just some devices but is being propagated as the spirit of self-sufficiency so that repairers survive and consumers could get affordable services. Indian consumers need to learn and so should the government and its consumer affairs department. While Skill India is being promoted, it should also tailor it to the concept of self-sufficiency to protect the indigenous innovative workers and the proprietary right of the common man over the product he buys. Cheaper repairs would create jobs, add to wealth, GDP and give freedom from the clutches of the giants.

Post-mortem

Clean election campaign vis-à-vis its objectives ... (From previous issue...)

U

nfortunately, the writer himself has witnessed the ugly pictures of national workers involving in the obstructions of the developmental works and even involve themselves in booth capturing, rigging and use of brute force against the helpless villagers to vote for certain candidates of thier choice during the elections which is so unbecoming of the Revolutionaries. Under Such condition it is impossible for the voters to elect the most capable candidates possessing qualities of high integrity and thus promote corruptions and inefficiency. Such actions are illegal in a democracy and is done only by the ‘Mafias, Goondas and low life criminals so it must be avoided by any such big organizations worthy of respect and names to be mentioned in the Naga history books. The Political groups and national workers should not be the reason for any obstruction to developmental activities whatsoever in the state but rather promote economic activities and conducive environment for the over all growth of the state. In Mathew 22:21 Jesus replied and I quote, “Give to Caesar what is Caesar’s, and to God what is God’s” unquote. The common people very much understand and support for the political aspirations of the Nagas and is very much willing to give to Caesars what is Caesar’s but only needed from Caesars to be rational, benevolent and united.Infact to my knowledge, no sensible Nagas had never and will ever oppose Naga political movement and aspirations even though there might exist the differences in Political Ideology and the means to achieve the objectives. It must be made it clear that people resent or voice out their opinion against the illegal activities, high handedness, ignorance, apathy, callous attitudes of some particular National workers and disunity among the Naga political groups and not against Naga Nationalism per se. So these actions cannot be branded as ‘anti-national’ activities. As much patriotic as Naga national workers are so is

the rest of the Naga population (so please do respect the opinions of others and learn to accept dissensions). Infact, it is to be noted that every organs in the human body regardless of their size performs its own important functions. Caesars must therefore use his/s God given wisdom to think over whether Nagas can continue to live by eating only ‘political aspirations/solutions’ or the food. This may sound too narrow but truth be told ‘political freedom is meaningless without economic freedom’. They both must go hand in hand. So, the sooner the realization of this truth the better. 3) Village chiefs/GBs Start to Uphold the dignity of not just the red blanket on their shoulder but the true dignity, identity, role and responsibilities of this revered institution. The Red blanket which the esteemed chiefs wear might be just symbolic of their position in the British administrative convenience book but not the Institution which was given by our ancestors. The respected kukamis, anghs, tatars, kedi/peyu etc (Thanks to Sumi Hoho’s wise decision to use kukami/Akukau officially in place of G.B) must remembered that the very institution was defended fiercely by our ancestors for its preservation and protection from foreign authorities and outside Interferences. They must be reminded that the status of ‘Chiefs’ was given to them ( or inherited) not for the simple reason of being the ‘village old man’ (Goan Bura) but of being a person with authority, administrator, dispenser of justice, guardian of law etc. However, over the recent years, this position and status has been reduced to a mere pawn in the game of petty politics. There has been so many instances where the ‘chiefs’ themselves becomes the law breaker and use their status to influence the politicians and government officials in his personal favor and often misuse the development funds meant for the village development and if this is not done in their favor obstruction to developmental work in the village ensues. Further,

there has been so many instances where the ‘chiefs’ misuse their authority and take decisions to bear allegiance to particular political parties or candidates of their choice on behalf of the whole voters in their village thereby violating the individual Rights and freedom to vote for the candidate of his choice. Such actions are regressive and is complete disregard of their own noble institution. Although the village chiefs posses certain authority to take decisions over certain matters his decision must not based upon his personal interest and must not go against the welfare of his public. 4) Churches, intellectuals, bureaucrats and technocrats start to maintain integrity and raise their voice against Injustices. The celebrated quote of Edmund Burke has reminded us all that quote unquote, “The only thing necessary for the triumph of evil is for good men to do nothing”. There are good men out there among us who walk the talk and the younger generations salute you. With exception to those people, there are experience which show us that sometimes we overplay our role and the other time we remain a mute spectators towards evil things happening around us. We intervene on the issues either too late or when it is not necessary. The role of the modern church in the life of the 21st-century believer is critical because it fills a void only the church can.If a car needs fixing, it is brought to the mechanic shop. If the patient is sick it is brought to the Doctor. Likewise, if morality , ethics , integrity and spirituality fails whom shall it be brought to? The answer should be provided by the church. The church must questions themselves whether spirituality first or materialism first. Whether competing among themselves for spiritual and material superiority or “Serve one another,” as Paul wrote to the church in Galatia (Galatians 5:13). (To be concluded...) Kakugha Sumi Naga, Khetoi village, Aghunato.

Why Modi’s rule may be good for Nagaland

I

t is true that a democratically elected government is better than having central rule imposed from Delhi. People have the right to have a government of their choice and therefore they elect their leaders or party to govern them. This is the essence of democracy—an elected government of the people, by the people and for the people. However when this power or people’s mandate and sacred trust continue to be abused and misused by our ruling politicians, the question arises as to whether President’s Rule would be a better alternative for people’s welfare. Let us try and assess why President’s Rule may be good for Nagaland and its people at this juncture—keeping in mind the murky political situation, financial crisis and also the prospect of a time-bound solution on the Naga issue as stated by the BJP led NDA government under Prime Minister Narendra Modi. While the Governor should have as his first priority the need to explore all options to have a democratically elected government in place, he should however not remain oblivious to the longdrawn-out infighting and political stalemate within the ruling NPF, which is now clearly rampant without a meeting point. Even if the Shurhozelie government survives the present crisis or a new leader takes his place to form another government, the Governor should use the discretion allowed by the constitution to ensure that whatever political formation comes into place should be in a position to provide a stable and accountable government. The other option for the Governor is to recommend President’s Rule without dissolving the House, in which case the Legislature will be put under ‘suspended animation’. It will be up to the NPF to reconcile and set its house in order so that the Governor is convinced that a stable

government can be provided for the people. The Assembly can then be restored and the government allowed to complete its full term. The Nagaland Governor will hopefully apply his mind and take all these into consideration before deciding on the current political crisis. The other point to be noted is that this is perhaps a good opportunity to prepare the ground for the much talked about political solution, which the Modi government is proposing within the near foreseeable future. If the present Modi government delivers on a time-bound solution, as it has stated, in all probability this will be done before the next Assembly election, which is sometime in early 2018. So in any case the present Assembly and government may not last its full five year term if Modi delivers on the Framework Agreement. And since past governments as well as the present one has assured to step down in the event of a solution, there is a strong case for President’s Rule to be effected so that the transition period is used to rebuild the State and to provide a stable and peaceful environment so that all Nagas irrespective of politics or factions, both over-ground and under-ground, can come together. In any case if President’s Rule does indeed come, the fault will be no one else’s but ours because we invited this eventuality by our greed for money and power. Though undemocratic, President’s Rule may become a necessary evil, to cleanse and restore our polity. We have only ourselves to blame. In the end, a short spell of Modi’s rule in Nagaland may be just what the good doctor ordered, to cure our present ills and to prepare us for better days ahead. Reader’s Post Sir,

Pay due attention

In the year 1964, Nagaland achieved full-fledged statehood but even after completion of 50 years (golden Jubilee) celebrated in 2013, Wokha district has remained hindered because the government of Nagaland paid lip service only. It is extremely lamented that in Wokha district there is not a single important government manufactured set-up, central government established 2 (two) factories one in Doyang Hydro-Electric Project (DHEP) and other Gas Petroleum at Changpang in Wokha district but not Nagaland government sponsored. The Global Open University, Nagaland established in Wokha district was immediately shifted to Dimapur, Central Government constructed border road from WokhaRalan- Bokajan to Dimapur black topping maintained like mirror, but laten taken up by the Government of Nagaland PWD (R&B) but totally neglected, no maintenance. This road is not for Wokha district alone but for many districts such as Mon, Tuensang, Zunheboto and Mokokchung to reach Dimapur in no time. There are several NGOs groups like tribal hoho, women hoho and students’ union etc but people of Wokha district honest, religious minded they do not like to harass the government, that is why they remain silent spectator and they do not claim their legitimate right/share. Government of Nagaland declared slogan on 13th March 2010 Wokha district as “the land of plenty” but Wokha has been neglected due to various reasons. Therefore, the government need to pay attention to Wokha district which will soon be celebrating its 50 years in 2023, so by then at least the infrastructures in Wokha would be tip-top.
