NPF to move HC on speaker’s ruling Correspondent

KOHIMA, JUL 15 (NPN): Describing as “arbitrary” the dismissal of its disqualification petition against its seven suspended rebel MLAs by the Nagaland Legislative Assembly (NLA) Speaker Sharingain Longkumer, NPF Legislature Party (NPFLP) leader T.R. Zeliang said the party has decided to move the high court with the consent of party president Dr. Shürhozelie Liezietsu. Briefing media persons at the NLA here Wednesday, Zeliang said the decision was taken at the NPF legislature meeting here Wednesday but none of the suspended rebel MLAs were invited. Speaker Sharingain on Tuesday dismissed the disqualification petition against the seven NPF MLAs on the plea that they had not attracted provisions under the Tenth Schedule. The NPF legislature however maintained that the seven rebel MLAs by openly defying the party , had voluntarily given up membership of the party, a contention which did not find favour with the Speaker. DIMAPUR, JUL 15 (NPN): With six more COVID-19 positive cases reported from Dimapur on Wednesday, the state’s total tally crossed the 900-mark, while one each from Dimapur and Kohima recovered from the infection. Temporary entry ban on import of essentials to 4 dists DIMAPUR, JUL 15 (NPN): In view of the rise in COVID-19 cases in the neighbouring state, three business bodies-- MCCI, ZCCI, TCCI and LCCI have decided to temporarily restrict entry of all vehicles importing essential commodities and other goods into the districts with effect from July 16. This was done so to curtail possible community spread of the pandemic, presidents of-- Mokokchung Chamber of Commerce & Industry Tsukti Longkumer, Tuensang Chamber of Commerce & Industry Dorothy Chang, Longleng Chamber of Commerce & Industry A. Bonshi Phom and Zunheboto Chamber of Commerce & Industry Kikheto Muru stated. They also appealed to the public to not panic and assured that enough essential items were available. Further, they also urged the state government and respective District Task Force for COVID-19 to understand that the restriction was being applied in larger public interest and should not be construed as a contravention of laid down SOPs.

Drug smuggling case: Manipur Cong demands CM’s resignation Correspondent

IMPHAL, JUL 15: Manipur Congress Wednesday demanded resignation of chief minister N Biren Singh on morale ground after he was accused of favouring a drug kingpin in an affidavit of an MPS officer. The opposition also demanded handing over the drug haul case involving former ADC chairman, who was also a BJP leader, to a neutral investigative agency like CBI in the interest of justice. Demands of Congress come in the backdrop of recent allegations against high profile persons (a state BJP leader claiming to be a close acquaintance of state chief minister and top police officers in favour of the accused drug smuggler of the infamous 2018 drug haul case) in an affidavit submitted to High Court of Manipur on last Monday. After submitting the charge sheet on December 14, 2018, Brinda was called for a meeting with the DG and DG asked the whereabouts of the charge sheet. The chief minister wanted the charge sheet removed from the court, she was told, according to the affidavit. Even the IO of the case was asked to withdraw the charge sheet. PCAN seeks spl assistance from govt NDPP reacts to statements DIMAPUR, JUL 15 (NPN): Highlighting impact of COVID-19 pandemic on educational institutions in Nagaland, the Private College Association Nagaland (PCAN) has appealed to state government to grant a special financial stimulus to the private colleges and also enhance the annual grant-in-aid. In a letter addressed to the state chief minister, PCAN president Dr. PS Lorin and general secretary Vezuhu Keyho also sought one-time financial assistance to compensate the loss during this Covid-19 pandemic by helping the students through fee reimbursement or some other creative solution. PCAN pointed out that private colleges of Nagaland charged amongst one of the lowest fees in the country. PCAN also suggested the state government extend a special package in terms of one time grants/

assistance of 30 to 50% of students fees to compensate the lockdown impact of Covid 19 pandemic directly to the needy students. It asserted that without a special financial dispensation from the state government, the private colleges did not have the liquidity to pay faculty and staff. Further, appreciating the state government for setting up the Core Group for Economic Affairs to work out strategies and action plans for strengthening the State Economy vis-avis Covid-19, the PCAN requested that the Core Group for Economic Affairs to consider the dire situation and needs of the 44 private colleges of Nagaland. PCAN pointed out that the Higher Education budget during 2018-19 was 113.01 crore and allocation to Private Colleges was Rs 0.64 crore, which it said constituted a meager 0.57%

DoSE warns against school reopening DIMAPUR, JUL 15 (NPN): Principal Director School Education Shanavas C, has warned schools that reopening of schools in any manner in violation of the ‘lockdown order’ is strictly prohibited. He warned that severe disciplinary action including invoking Section 188 IPC will be initiated against the head of Institutions and members of the school management committees/ boards violating the lockdown order as per appropriate provisions of law. The department said that it has taken note of a few schools that have reportedly issued notifications regarding conduct of examinations/resuming of classes etc. in violation of the lockdown order issued by the state government.

DIMAPUR, JUL 15 (NPN): NDPP on Wednesday reacted to the recent statements made by the opposition NPF and former chief minister and former governor, Dr. S.C. Jamir. NDPP rebuffed NPF’s call for PDA government to step down owing to spike in COVID-19 cases in the State and termed the demand as not only absurd but bordering on insanity. Pointing to rise of COVID-19 cases across the world, NDPP reasoned that if the rising numbers were to be attributed to the failure of the government, then people world over should be clamouring for their respective governments to step down. Reacting to NPF president Dr Shurhozelie Liezietsu supporting the stand taken by his party, the ruling party expressed surprise how an octogenarian politician and a former chief minister could defend and support such a stand. It said the veteran leader, who had been

a member of the cabinet on numerous occasions, was expected to be aware that governments could not be made to step down at whims and fancies of the opposition. NDPP accused the opposition party of creating confusion in the minds of the people by repeatedly stating that governor RN Ravi had lost confidence in the government. But NDPP pointed out that the governor in his letter to chief minister Neiphiu Rio had at no time mentioned that he had lost confidence in the government, adding such callous statements made by the so called oldest regional party were unbecoming and immature. State NPP unit concerned over extension of AFSPA DIMAPUR, JUL 15 (NPN): NPP has expressed concern over extension of the draconian Armed Forces (Special Powers) Act or ASFPA in the State by another six months at a time when the State was looking forward towards a peaceful and lasting solution to the vexed Naga political issue during the tenure of governor RN Ravi, who is also the Centre’s interlocutor in the peace talks with various Naga national political groups. In a statement, the party’s State unit also termed as worrisome that people of Nagaland had remained silent over extension of ASFPA while raising hue and cry over the ban on sale and consumption of dog meat. NPP said the State government should understand the ground realities and properly apprise the Central government that peace and tranquillity was revisiting Nagaland and that all national political workers, civil

society organisations, political parties, etc, were eager and enthusiastic over resolution of the Indo-Naga political problem, recognised not only by the Indian government but also by international forums. Under such a situation, the party pointed out that declaring the entire State of Nagaland as a disturbed area would only send wrong signals to the people. It hoped the Central government would introspect on its hasty decision of extending the inhuman Act in the whole of Nagaland for another six months and review it at the parliament level to repeal it as soon as possible. NPP further requested the State government to promptly take up the matter of repealing AFSPA with the Prime Minister and conclude the Naga peace talks as soon as possible so that the efforts of “our predecessors” to usher in an era of peace and good will did not go in vain. According to DIPR report, everyone should treat himself/herself as asymptomatic carriers of COVID19 and should take necessary safety precautions and stigmatization of returnees release from the quarantine centres, wearing of mask is compulsory in public places, in workplace and during transport. A fine of Rs.100 will be imposed for violation. Spitting of public places is strictly prohibited, selling of tobacco, gutka and other tobacco products is strictly banned. Persons above 65years and children below 10years are advised to stay at home except medical emergencies. Large public gathering for social, religious, cultural, academic purpose will continue to remain prohibited. Not more than 20 people will be permitted in case of funerals. The concerned ward/village task force are strictly enforce this provision. All shop owners will sell goods to customers only upon production of the household movement permit/authorization letter issued by the district administration. Hair cutting saloons, beauty parlours, hotel and dine in restaurants will remain closed. Home delivery is permitted. DIMAPUR: In connection with detection of two positive COVID-19 cases, one each from UGC Girls’ Hostel (GH) Yingli College and Phom Lempong School (PLS) quarantine centre, Longleng, the deputy commissioner Longleng in the interest of public health and safety has declared the above quarantine centres as containment zone as per Standard Operating Procedure issued by directorate of Health & Family Welfare, Nagaland. According to DIPR report, DC Longleng also issued relaxation order for entry of vehicles from Assam. The timing for entry of vehicles bringing essential commodities from Assam has now been relaxed and entry of such vehicles will be permitted between 3 p.m to 6 a.m. Further, owners of such commodities have been directed to ensure that occupants (driver/ handyman/helper) of such vehicles remain inside the vehicle on entry to the district/exit from the district and also during unloading of commodities. Non compliance to the aformentioned directives and all other SOPs in existence to contain and control the spread of the Coronavirus will invite immediate cancellation of permit/permits and also strict legal actions as per relevant sections of the existing laws in force. This order will come into effect from July 15.

DIMAPUR: Towards A Better Dimapur initiative, the Dimapur Municipal Council (DMC) will hold “cleanest colony in Dimapur competition 2020” in the month of July only because of the lockdown. A press release by EAC & convenor Khiuzan Kaurinta and vice-president DNSU & member secretary, Sentimeren Pongen stated that, the panel of judges held a meeting with DMC administrator Albert Ezung on July 15 and decided to start the said competition for the year 2020. All the colonies under

DMC have been encouraged to keep their colony clean and also asked all colony GBs and chairmen to mobilize residents and take active part in the competition and initiate cleanliness drive from time to time. The team also appealed the public to maintain civic sense and have a community mindset, not for money or prize but for a better Dimapur. The judging is based on six criteria, namely garbage management, drainage management, stagnant water, road maintenance, sanitation, and colony community participation. Under

DMC, out of 23 wards more than 100 colonies have been demarcated into small and large colony. There will be no elimination round and subsequently all colonies will be given points every month. Points will also be given for e-waste management. Judges comprise of Khiuzan Kaurinta (EAC) as convenor and Sentimeren Pongen vice-president Dimapur Naga Students’ Union (DNSU) as member secretary. Guwahati, Jul 15 (IANS): Seven more deaths were reported from four districts of flood-hit Assam on Wednesday, taking the death toll due to the monsoon deluge to 66, while around 36 lakh people in 26 of the state’s 33 districts have been affected, officials said. According to forest officials, at least 66 animals were killed while 117 animals were rescued as 95 per cent of the world-famous Kaziranga national park, home to more than 2,200 one-horned Indian rhinoceros, was inundated. Officials of Assam State Disaster Management Authority (ASDMA)

said that over the past four weeks, 66 deaths due to the floods were reported from Sonitpur, Biswanath, Tinsukia, Lakhimpur, Bongaigaon, Kamrup, Golaghat, Sivasagar, Morigaon, Tinsukia, Dhubri, Nagaon, Nalbari, Barpeta, Dhemaji, Udalguri, Goalpara and Dibrugarh districts, while 26 others have been killed in separate landslides since May 22. The ASDMA officials said that two persons drowned on Monday in Dhubri and Morigaon districts but these deaths were not flood-related. They said more than five rivers, including the Brahmaputra, are

flowing above the danger mark in many places in 12 districts. Quoting reports from the districts, they said that the floodwater has submerged 3,376 villages, affecting around 36 lakh people and 127,647 hectares of crop area in 26 districts. The district administrations have set up 629 relief camps and distribution centres in 23 districts, where over 36,000 men, women and children have taken shelter. Though the flood hit 26 districts, 23 - Dhemaji, Udalguri, Darrang, Biswanath, Sonitpur, Baksa, Lakhimpur, Chirang, Barpeta,

Bongaigaon, Kokrajhar, Dhubri, South Salmara, Goalpara, Kamrup, Golaghat, Jorhat, Sivasagar, Majuli, Dibrugarh, West Karbi Anglong, Karbi Anglong and Tinsukia - are the worst-hit Besides erosion of river banks at a large number of places, roads, embankments, bridges, culverts and other infrastructure have been damaged at many locations in 26 districts, the ASDMA officials said, adding that several hundred houses were fully or partially damaged due to the flood. Around 22 lakh domesticated animals and over 14 lakh poultry birds were affected due to floodwater. Apart from Kaziranga national park, located on the edge of the Eastern Himalayan biodiversity hotspots of Golaghat and Nagaon districts, the Manas and R.G. Orang national parks, the Pabitora wildlife sanctuary, and the Tinsukia wildlife division were also affected. The National Disaster Response Force, and State Disaster Response Force personnel, along with the local administration, are continuously working to rescue the affected people and render relief services, including distribution of necessary material to the marooned villagers.

Meghalaya to close all entry points to the State from July 23

Shillong, Jul 15: Meghalaya on Wednesday reported 28 fresh COVID19 cases taking the total number of active cases in the State up to 297, even as one trooper of the Border Security Force (BSF) recovered from the viral infection. Health and Family Welfare Minister Alexander Laloo Hek said that of the 28 new cases, 19 are from the BSF Meghalaya Frontier and nine from the armed forces comprising of include six from East Khasi Hills district and three from Ri Bhoi district. He also informed that one BSF trooper from West Garo Hills district has recovered from the viral infection taking the total number of recovered persons to 47 and two deaths as on Wednesday evening. With the latest 19 new detection of viral infection in the BSF, Hek said the total number of active COVID-19 cases among the BSF troopers have climbed up to 198. He also informed that a six-year-old boy from Khanapara in Ri Bhoi district has also tested positive for COVID-19. Hek, however, refused to divulge details as to how the toddler contacted the viral infection.

Shillong, Jul 15: The Meghalaya government has decided to impose temporary closure of various entry points to the state from midnight of July 23 till July 30. The entry points are; Byrnihat in Ri Bhoi district, Ratacherra in East Jaintia Hills, Bajengdoba in North Garo Hills, Mirjumla in South West Garo Hills district, Tikrikilla, and Hallidayganj in West Garo Hills district. “We have decided to close all entry points of the State from July 24 to July

31 to unburden our health, frontline workers and district administration engaged in intensive surveillance for the past 4 months,” Chief Minister Conrad Sangma said. “Only emergency, medical services, essential commodities and transit movement of Assam vehicles will be allowed,” he informed. The CM said that during this period the entry point of Byrnihat will be shifted to a new location for smooth movement of people and vehicles. He informed that the entry points will reopen from August 1. “Our Health Department and the

Community COVID Management Teams will also be engaged in individualized Behaviour Change Management Training in their respective localities during the period,” Sangma said. On other hand, Deputy Chief Minister Prestone Tynsong has requested all the returnees to stay back wherever they are during this period as their entry will not be allowed. He said that this was essential to unburden the health and other frontline workers as well as district administration who have been engaged intensively for the past many months.

Tripura registers 90 new COVID-19 cases; total 2,184 Agartala, Jul 15 (PTI): At least 90 fresh COVID-19 cases have been reported in Tripura on Tuesday raising the state’s virus count to 2,184, officials said. Altogether 1,538 persons have recovered from the disease and at present there are 630 active cases, they said. NEW DELHI, JUL 15 (PTI): The defence ministry said on Wednesday it has allowed invalid pension to those armed forces personnel who have less than 10 years of qualifying service. Till date, invalid pension was granted to those armed forces personnel who had more than 10 years of service and were invalided for reasons that were neither attributable to nor aggravated by military service. The ministry said on Wednesday: “The government has taken a decision to allow invalid pension to armed forces personnel with less than 10 years of qualifying service.” It said that an armed forces personnel, whose service is less than 10 years and who became invalided due to any bodily or mental infirmity that is neither attributable to nor aggravated by military service, and which permanently incapacitated him from military service as well as civil re-employment, will be benefited by this decision.

According to IIT officials, the base price of the the RT-PCR assay developed by IIT Delhi is Rs 399. Even after adding the RNA isolation and laboratory charges, the cost per test will go upto Rs 650 and will be considerably cheaper compared to currently available kits in the market. It can deliver results within three hours. The primers designed by the group specifically bind to regions conserved in over 200 fully sequenced COVID-19 genomes. The sensitivity of this in-house assay is comparable to that of commercially available kits,” Perumal added.

CBSE Class 10th board results declared Over 91 pc students pass class 10 exams, number of students scoring above 90 and 95 pc drops

NEW DELHI, JUL 15 (PTI): Girls outshone boys yet again in class 10 examination, results of which were announced by the Central Board of Secondary Education (CBSE) on Wednesday, recording a pass percentage of 91.46. There has been a marginal increase of 0.36 per cent in the pass percentage as against last year. However, the number of students scoring above 90 per cent and 95 per cent have reduced this year by 3 per cent and 1 per cent, respectively. The board did not announce any merit list this year in view of the exceptional circumstances amid the COVID-19 pandemic. While girls have achieved a pass percentage of 93.31, pass percentage of boys and transgenders is 90.14 and 78.95, respectively. Over 1.84 lakh students scored above 90 per cent and more than 41,000 students scored above 95 per cent marks. A total of 18.73 lakh students appeared in the exam, out of which 17.13 lakh students passed. A total of 1.5 lakh student have been placed in compartment. Trivandrum performed best amongst all regions with 99.28 pc pass percentage, followed by Chennai re-

gion with 98.95 per cent while Bengaluru stands at third position with 98.23 per cent pass percentage. The pass percentage in Delhi was up by around 5 per cent. While the pass percentage in 2019 was 80.97 per cent, it has been recorded at 85.86 per cent. The foreign schools affiliated to the CBSE have achieved a pass percentage of 98.67 per cent. Last year, their pass percentage was 98.75 per cent. The best performance has been achieved by Kendriya Vidyalayas (KVs) with a pass percentage of 99.23 per cent, followed by that of Jawahar Navodaya Vidyalayas (JNVs) with 98.66 pass percentage. While the class 12 exams were rescheduled to be held in July in all the parts of the country, class 10 exams were rescheduled only in North East Delhi, which was affected by riots in March. However, later all exams were cancelled, following spike in COVID19 cases. CHANDIGARH, JUL 15 (PTI): Punjab Chief Minister Amarinder Singh on Wednesday appealed to farmers to postpone their agitation against Union government ordinances due to the curbs imposed to check the coronavirus spread in the state. The CM’s reaction came amid reports that several farmer unions have decided to go ahead with their protest on July 20 despite the restrictions in place. The BKU (Rajewal) and the BKU (Ekta Ugrahan) had earlier announced to hold a statewide protest against the Union government legislations related to the agriculture sector and fuel prices. The Centre had recently introduced the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Ordinance; Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Ordinance; and the Essential Commodities (Amendment) Ordinance, which is being opposed by them. The chief minister in an official statement urged them not to take a “confrontationist approach” in the current circumstances, given that Section 144 of the CrPC is in place and all gatherings barred in the state. Restraint is the need of the hour, he said, calling upon the farmer unions to

help the state government in checking the spread of coronavirus in the interest of Punjab and its people. Though the issue of the farm ordinances is vital to the state’s interests, any physical protest at the moment will harm Punjab, said Singh. He advised the farmer bodies to use social media to express their anger and garner support against the ordinances, which according to him, are against the federal character of the nation. On July 13, the state government had issued revised coronavirus guidelines, disallowing public gatherings due to a spike in infection cases. Meanwhile, the chief minister urged political parties not to hold any gathering in view of the pandemic. NEW DELHI, JUL 15 (PTI): The Supreme Court Wednesday said the National Institute of Open Schooling (NIOS) must ensure that results of the current academic year are declared by August 7. A bench headed by Justice A M Khanwilkar was informed that NIOS has issued a notification on July 10 cancelling the secondary and senior secondary examinations, which were earlier rescheduled, amid the COVID-19 pandemic. “Considering the fact that...NIOS has already issued notification on July 10, 2020, after institution of these petition(s), nothing

survives for consideration in the present writ petition(s) except to observe that... NIOS must ensure that the result for the current academic year is declared not later than August 7, 2020,” said the bench, also comprising Justices Dinesh Maheshwari and Sanjiv Khanna. “In other words, the time-line for declaring the results by...NIOS is now specified as August 7,” the bench said. The NIOS, in its notification, had said that consequent upon the prevailing pandemic situation in wake of COVID-19 spread, it has been decided that “conduct of March 2020 secondary and senior

The apex court passed the order while hearing two petitions which have raised issues of NIOS classes X and XII examinations in wake of the pandemic. even suspended Naga People’s Front (NPF) rebel MLAs and the ruling Nationalist Democratic Progressive Party(NDPP) will heave a sigh of relief after Nagaland Assembly Speaker Sharingain Longkumer on July 14,2020 dismissed the disqualification petition filed by the NPF. Later briefing media, the Speaker reiterated that the seven suspended rebel MLAs had not attracted provisions under Para 2(1)(a) of the Tenth Schedule and thus, did not attract disqualification. The particular clause states that a legislator(s) of any party can only be disqualified if he/she has voluntarily given up membership of such a political party. Based on this, it was clear that the Speaker based his ruling on this clause, that since the seven suspended rebel MLAs had not ‘voluntarily’ or so, given up membership of their party(NPF), they were exempted them from being disqualified. The Tenth Schedule has been time and again, been argued in the court when matters involving disqualification(s) or action(s) of Speaker(s) was/were contested.The seven rebel MLAs had certainly gone against the decision of the party and the legislature by issuing a press statement on March 25,2019 and which appeared in the local media, of their decision to extend support to their party’s rival and Progressive Democratic Alliance(PDA)consensus candidate in the Lok Sabha election 2019. After being served with show-cause notices on March 26,2020, the rebel MLAs affirmed that they had decided to support the NDPP candidate who was also the consensus candidate of the ruling PDA coalition. Then on April 24,2019 the NPF filed a petition for disqualification of the rebel MLAs with the office of the Speaker NLA. On May 24,2019 then Speaker Vikho-o Yhoshu admitted that he was in receipt of the petition which was under his active consideration. The matter got delayed further when Vikho-o passed away on December 30,2019. Sharingain was then elected as Speaker on February 7,2020 and took up the case and framed the issues on March 21,2020. The Speaker then fixed the next date of hearing for April 24,2020 but it was cancelled through an order dated April 18,2020 due to COVID19 pandemic lockdown. In view of prolonged delay and in lieu of the directive of the Supreme Court to conclude the case, the NPF filed a petition with the high court. In its hearing on June 2,2020 the court directed the Speaker to conclude the case within six weeks. Final hearings were also held on July 6 and 7,2020. As the case stands currently, the NPF will again take the case up with the high court to challenge the Speaker’s ruling. With 25 members, the NPF is the largest single party in the 58-member house(after the demise of two legislators) while the NDPP has 20(after the demise of the previous speaker) and BJP 12. If the court disqualifies the seven rebels, by election will be held to nine seats. In any byelection, it will be advantage NDPP and BJP because even if NPF retains all eight seats (including one vacant seat), it cannot come to power. On the other hand, NPF has the option of letting matters lie and still keep the suspended rebel MLAs on leash(since they are still bound by party whip) and hope to woo BJP to form an alternative government. These are speculative and it all depends on whether the BJP is willing to play ball.

Am I doing anything to enable Him to bring His redemption into evident reality in the lives of others? I will only be able to do this as the Spirit of God works into me this sense of indebtedness. I am not a superior person among other people— I am a bondservant of the Lord Jesus. Paul said, “…you are not your own…you were bought at a price…” (1 Corinthians 6:19-20). Paul sold himself to Jesus Christ and he said, in effect, “I am a debtor to everyone on the face of the earth because of the gospel of Jesus; I am free only that I may be an absolute bondservant of His.” That is the characteristic of a Christian’s life once this level of spiritual honor and duty becomes real. Stop painting tribal colours!

enerally, tribals are large hearted people with happy faces. But in particular, the flavours of tribalism at all times and seasons can kill all the goodness they possess. Tribals are good in so far as you praise them and keep them so that both the parties are at peace. Anything beyond the boundary of good words will only end up in summoning letters or tribal clashes leading even to violence and war. Nagas are not new to tribal enmity leading to a type of war like situation which are not settled till date. All the same, they still get along with each other till the next season. The war of silence between different tribes is the branded virus in our Naga society. Some people act as agents of antivirus, while some are as equal as tribal organic virus capable of destroying every software and hardware community life.

The beautiful multicolours of Nagas can be replaced with tribal colours if we fail to appreciate each other or mismatch all events and incidents in the tribal line. Most unfortunate happenings are branded with tribal colours; Ki manu ase? Ki laga tribe ase? Ki laga bosti ase? Ki laga khel ase? Ki laga side - North, South, East, West, etc… nijor manu ase koile to hoi jabo, alak manu ase koile kitiabi nacharibo. Wow! Your reactions are purely subjective. The more you lose sight of the big objective, the lesser human you become. Nagas are more human within their own tribe, but they can be most inhuman when dealing with sensitive issues with other tribes or people of other jurisdiction. Shall we continue to live as Nagas or as nijor laga tribe? As you appreciate and love your own tribe, do the same

to people of other tribes. This is how we build up good community in society. Allow goodness to be contagious. Never promote tribalism of any sort. It is injurious to community life. Nagas are good in painting and art. They know how to paint tribal colours to all events, incidents and occasions. They know the art of pulling and pushing the story. If the story favours them, they pull all advantages for themselves. If it is against them they push the same towards others and play the game with utter disgust. We need not paint tribal colours for anything and everything. Unfortunately, God did not allow us to be born as one tribe. All the same, God did not fail to fashion us as human beings capable of knowing what is good and bad. Paint the good picture of others and cultivate the art living to-

gether in spite of the many differences that exist in our society. We cannot create or re-create homogenous group. But we can create a better society where everyone, every tribe is given the same respect and dignity as you desire yourself and your own tribe to be. There is no forward or backward tribe in Nagaland. The issues of Delimitation and Solution are also becoming tribalistic day by day. There is twisting and squeezing. The tribes of Nagaland will be divided even more by these two pertaining issues. The common objectives of Nagas are standing on watery ground. It is being replaced by tribalism where some tribes change their colours from time to time as per their advantages or disadvantages. Is there any worthy Naga Apex Body that can have a final say for the whole Nagas irrespective of tribes or villages, un-

dergrounds or overground? Are all associations becoming the apex body creating further unending issues for Nagas? Can Nagas talk the just words; walk the just way and not always talk in tribal tune or walk the tribal roads? What are we aiming for? Is it to gather Nagas or disperse them according to tribes? No one should form divisive policies which harm the greater interest of the whole Nagas. Let us not hide under the bush of Article 371A as a tribe. Let us not boast about our cultural heritage in words alone. Rather let us work towards unity as Nagas in good and bad times. The said Article will have no positive impact if we go on travelling the same tribal road from womb to tomb. It is already a favourable time to march together as Nagas. For this, we must lay aside the dark shadows of tribalism. Be a good tribal, but do not be

driver of tribalism because the road ahead of us is narrow and risky. We should not lose sight of the common good if we want to live in peace and harmony as Nagas belonging to different tribes. Who should initiate or bring peace for Nagas? It is not the Central Government or State Government. It lies largely on every tribe of Nagaland. Every tribe has its own heritage and practice of welcoming the good and avoiding evil. The same must be implemented in the present context of the Naga society. Let us stop painting tribal colours for anything and everything. Let us see the brighter side of life where all are equally important. Problems & solution of traffic Humble Response to DAYO’s Letter congestion vis-a-vis even/odd nos F

O

f late, several opinions has been shared in the media appreciating for implementation of EVEN/ ODD NOs of vehicles running in Dimapur jurisdiction to ease the traffic congestion which was later on followed by the Kohima traffic that relieved the vehicle owners from heavy traffic congestion, parking problem and time consumption. And I too convey my gratitude to the concerned authorities for taken up such a measure which reduced the traffic congestion to a large extend by implementing the even/odd number system in the daily movement of vehicles. While appreciating the authorities for taking such a positive move in the interest of the general public, I would like to express my personal views based on my experience and observations while following the system both in Dimapur as well as in Kohima. Of course, the traffic congestions has been reduced to a large extend by the even/odd number system but still witnessing the continuous traffic jam especially during the busy hours which is attributed by the ever increasing number of vehicles day by day. Comparatively, Dimapur is a vast and plain area and there are enough parking spaces in every residential compound at least to park the cars of the respective owners, but unlike Dimapur, the biggest challenges face by the Kohimaians is that, Kohima, being the hilly areas with limited spaces, parking of vehicles in their respective residence is also a big problem. As such,

almost 80% of the vehicles are permanently parks on the road side which causes more traffic congestion in Kohima. The only possible way to solve the problem of traffic jam in Kohima is to work out the possibility of diversion of national high way from the main town and shifting of all the VVIPs official quarters to the New Capital Town (Secretariat areas). Further, It has been observed that large numbers of vehicles with EVEN numbers are seen plying on ODD number Day daily and vice versa citing with various reasons that cause more traffic jam on the road. In other words, complete EVEN/ODD Number System is not successfully enforced in practical both in Kohima and Dimapur. As we are all aware of the fact that Dimapur is the fastest developing city in the State being the commercial centre. We have been witnessing the continuous increase of human population as well as the number of vehicles enormously with rapid expansion of commercial activities due to better communication, transportation and health care facilities made available besides expansion scope in terms of areas and space. The above mentioned factors will compel to augment traffic jam chronic problem perpetually unless the citizen of Nagaland would seriously ponder over it which has adverse consequential effect in all round activities of life. In view of the above, it’s my humble suggestion that the government should work out some modalities and take up some mega projects for con-

struction of flyover in Dimapur Town especially at several places like Golagat road junction police point near Dragopan Hotel, Nagarjan Police point junction, Patacharali police point junction and Dobinalla police point junction besides early completion of under construction of bridge near purana bazaar crossing dhansari river towards supermarket and another bridge construction works near Power House towards Kuda village so that there will be no problem for crossing the main town. Towards mobilization of funds for such a mega projects, I am sure the Central Govt. will never deny the proposal since the said facilities are the urgently and genuinely need of the citizen. Moreover, so far as the contribution of State share towards this specific project is concerned, the citizen of the State will never say NO to collect revenue by levying a token amount on all the running vehicles on the basis of daily movement. In other words, the general public is always willing to pay taxes if the purpose is for actual development and to serve the interest of the people. Therefore, as a bonafide concerned citizen of the State, I earnestly appeal to the State authorities as well as the general public to come out with a strong will power and firm determination towards achieving this herculean task collectively otherwise Naga people will never catch up with the ever rapidly growing outside world for which posterity will definitely blame the present generation. rom reading the letter written by the Dimapur Ao Youth Organisation (DAYO) published in the local dailies, two broad arguments from their letter have been drawn for the purpose of this write-up. Firstly, the number of constituencies in each state with regard to Lok Sabha and State Assembly Constituencies have been fixed till 2026 through different constitutional amendments vis 42nd amendment, 84th amendment, and 87th amendment. This is because even though the Constitution provided that the number of seats of Lok Sabha and State Assemblies should be adjusted after every decadal census, it was necessary to control population growth. India’s population is expected to stabilize by 2026, by which time, redrawing of constituencies of both Lok Sabha and State Assemblies will take place with the next available census, namely, 2031 census. Secondly, drawing from the first argument, the territorial constituencies in Nagaland with respect to the state assembly cannot be redrawn as per the 84th amendment and 87th amendment. While the first argument is correct, in my humble opinion, the second argument is wrong. Let us look at the constitutional provisions and amendments step by step. Article 170 (2) provided that a state will be divided into territorial constituencies in such manner that the ratio between the population of each constituency and the number of seats allotted to it shall, so far as practicable, be the same throughout the State. Article 170 (3) further provided that upon the completion of each census, the total number of seats in the Legislative Assembly of each State and the division of each State into territorial constituencies shall be readjusted. Without 42nd amendment, this population would had meant 2011 census in our case. The

42nd amendment, 1976, done during the National Emergency, froze the number of seats in the Lok Sabha and the state legislative assemblies on the basis of 1971 census till 2001. In 2001, the then Atal Bihari Vajpayee government decided to postpone the delimitation again by 25 years. This it did through the 84th amendment, 2001. However, it provided that adjustment and rationalisation of seats within a state could take place by using 1991 census without increasing or decreasing the number of seats in a state. The 84th amendment thus provided two things: 1. Number of Lok Sabha and State legislative assembly seats in each state would remain as it was. 2. Adjustment and rationalisation of territorial Constituencies within the state would take place on the basis of 1991 census (this is the part DAYO missed out - deliberate or oversight). For the second provision, since the 2001 census was already out, the question then was “why use 1991 census which was already outdated?” This is where 87th amendment kicked in. The 87th Amendment Act of 2003 provided for the adjustment and rationalisation of constituencies on the basis of 2001 census and not 1991 census as provided under 84th Amendment, 2001. Thus, adjustment and rationalisation of constituencies is not “unknown” as argued, nor is it “highly illegal and unconstitutional”. Let’s come back to article 170: “Each State shall be divided into territorial constituencies in such manner that the ratio between the population of each constituency and the number of seats allotted to it shall, so far as practicable, BE THE SAME THROUGHOUT THE STATE”. 20,572 patients recover from COVID-19 in 24 hrs

NEW DELHI, JUL 15 (PTI): India’s COVID-19 recovery rate rose to 63.24 per cent with 20,572 patients recuperating from the disease in 24 hours till Wednesday morning, the highest so far, even as the country saw yet another record daily jump of 29,429 cases, according to Union health ministry data. Aggressive testing, timely diagnosis and effective management of patients either through supervised home isolation or active medical attention in hospitals have led to a surge in recovered cases which exceed active COVID-19 cases by 2,72,191 as on date, the ministry said. The country’s total COVID-19 tally surged to 9,36,181 on Wednesday, while the death toll climbed to 24,309 with 582 new fatalities. This was the fourth consecutive day that coronavirus cases have increased by more than 28,000. The number of recoveries stood at 5,92,031, while there are 3,19,840 active cases of the coronavirus infection at pres-

ent in the country, the health ministry data updated at 8 am showed. All the active cases are under medical supervision. “The recovery rate has climbed up to 63.24 per cent today,” the health ministry said. “The gap between recovered and active cases has been consistently growing. It stands at 2,72,191 today. The number of recovered cases outweighs the active cases by a factor of 1.85,” it said in a statement. The health ministry said the norms and standards for home isolation along with the use of oxymeters have helped to keep a check on the asymptomatic or mildly symptomatic patients without putting pressure on hospital infrastructure. Medical infrastructure in India to treat COVID-19 patients includes 1,378 Dedicated COVID Hospitals, 3,077 Dedicated COVID Health Centres, and 1,0351 COVID Care Centres equipped with 21,738 ventilators, 46,487 ICU beds, and 1,65,361 oxygen beds.

JAIPUR/NEW DELHI, JUL 15 (PTI): The Congress has sought the disqualification of Sachin Pilot and 18 other dissident MLAs from the state assembly even as it repeated that the party has not closed its doors on him. Rajasthan Assembly Speaker C P Joshi confirmed that disqualification notices have been sent out Tuesday on the basis of the complaint made by the party. The dissidents have to reply by Friday. Chief Minister Ashok Gehlot also talked tough, accusing the former deputy chief minister of being directly involved in the alleged horse-trading with the opposition BJP to bring down his government. He did not refer to Pilot by name but spoke about the “deputy chief minister” and the “PCC president”, both posts held by the leader before he was stripped of them on Tuesday as he tussled with the more senior Rajasthan leader for power. But, amid this tough posturing, the Congress said the dissident MLAs can still return to the Congress fold. Avinash Pande, the AICC in-charge of Rajasthan indicated this in a tweet in the morning and party spokesperson Randeep Surjewala followed that up while interacting with the media in the afternoon.

KOLKATA, JUL 15 (PTI): As protests continued in parts of West Bengal over alleged misappropriation of monetary compensation to the people affected by cyclone ‘Amphan’, the ruling TMC cracked down on several party leaders and expelled them, while the BJP and CPI(M) said that they won’t stand by those who have been proven guilty of corruption. Although Trinamool Congress (TMC), which controls nearly 80 per cent of the state’s panchayats, has been at the receiving end of the public ire, the opposition BJP and the CPI(M) have also faced protests in some areas over allegations of fraud related to the ‘Amphan’ aid delivery. NEW DELHI, JUL 15 (PTI): Prime Minister Narendra Modi on Wednesday pitched for bringing out an “action-oriented” agenda to further expand ties between India and the 27-nation European Union within a stipulated time frame. Rupee surges 14 p to 75.28 against USD in early trade

MUMBAI, JUL 15 (PTI): The rupee opened at 75.35 against the US dollar, then gained further ground and touched 75.28 against the US dollar, up 14 paise over its previous close. China summons US envoy over HK Act; lodges diplomatic protest BEIJING, JUL 15 (PTI): China on Wednesday summoned US Ambassador Terry Branstad and lodged a diplomatic protest over the passage of the ‘Hong Kong Autonomy Act’ by the US to end the preferential treatment to the former British colony in retaliation to Beijing’s new controversial national security law. The Chinese Foreign Ministry summoned Branstad to convey its protest over the Hong Kong Act, state-run People’s Daily reported. Deputy Foreign Minister Zheng Zeguang told Branstad that the act grossly interfered in China’s internal affairs and seriously violated international laws and norms, the report said. China will take measures including sanctions on American entities and individuals in order to protect its interests, Zheng told Branstad. Earlier on Wednesday, China warned the US that it will “definitely hit back” with sanctions if Washington goes ahead with the implementation of President Donald Trump’s ‘Hong Kong Autonomy Act’. President Trump has signed an executive order to end the preferential economic treatment for Hong Kong after China intro-

Reacting to Trump’s announcement of signing the ‘Hong Kong Autonomy Act’, Chinese Foreign Ministry spokesperson Hua Chunying said the US should not implement it. “We urge the US side to correct its mistake, not to implement the so-called ‘Hong Kong Autonomy Act’ and immediately stop meddling in Hong Kong affairs and China’s internal affairs in any way,” she told a media briefing here. “This act smears our law on safeguarding national security in Hong Kong Special Administrative Region (HKSAR). If the US insists on going on the wrong path, China will definitely hit back,” she said. The US attempt to obstruct China’s national security legislation for the HKSAR will be to no avail and China will make necessary responses to protect its legitimate interests and impose sanctions on relevant US personnel and entities, she said. “This US move has grossly interfered in China’s internal affairs and seriously violated international law,

After passing the national security law which drew global condemnation and criticism, China on July 8 opened its first security office at the leading global hub for international business. WASHINGTON, JUL 15 (PTI): The world’s population is likely to shrink after mid-century, forecasting major shifts in global population and economic power, according to a new study which predicts global, regional, and national populations for 195 countries, and their mortality, fertility, and migration rates. The analysis, published in the journal The Lancet, used data from the Global Burden of Disease Study 2017 to project future global, regional, and national population for countries, including India, China, Japan, Italy and the US. It noted that the US is projected to have population growth until just after mid-century, 364 million in 2062, followed by a moderate decline to 336 million by 2100 -- the world’s fourth most populous country. According to the scientists, including those from the University of Washington, in 2100, the US is forecasted to have the fourth largest working-age population in the world (around 181 million), after

India, Nigeria, and China. They said immigration will likely sustain the US workforce, with the country experiencing the largest net immigration in absolute numbers -- more than half a million more people are estimated to immigrate to the country in 2100 than will emigrate out. However, the researchers warned that the US liberal immigration policies have faced a political backlash in recent years, threatening the country’s potential to sustain population and economic growth. The research also predicted huge shifts in the global age structure, with an estimated 2.37 billion individuals over 65 years globally in 2100, compared with 1.7 billion under 20 years, underscoring the need for liberal immigration policies in countries with significantly declining working age populations. “Continued global population growth through the century is no longer the most likely trajectory for the world’s population,” said Christopher Murray from the University

of Washington, who led the research. “This study provides governments of all countries an opportunity to start rethinking their policies on migration, workforces and economic development to address the challenges presented by demographic change,” Murray said. In the research, they used novel methods for forecasting mortality, fertility, and migration to estimate that by 2100, 183 of 195 countries will have total fertility rates (TFR), which represent the average number of children a woman delivers over her lifetime, below replacement level of 2.1 births per woman. The scientists noted that the global TFR is predicted to steadily decline, from 2.37 in 2017 to 1.66 in 2100 -- well below the minimum rate (2.1) considered necessary to maintain population numbers (replacement level)-- with rates falling to around 1.2 in Italy and Spain, and as low as 1.17 in Poland. They said even slight changes in TFR translate

into large differences in population size in countries below the replacement level. According to the study, increasing TFR by as little as 0.1 births per woman is equivalent to around 500 million more individuals on the planet in 2100. Based on the findings, they said in several countries, populations will decline unless low fertility is compensated by immigration. Much of the anticipated fertility decline, according to the scientists, is predicted in high-fertility countries, particularly those in sub-Saharan Africa where rates are expected to fall below the replacement level for the first time. he Himachal Pradesh High Court has restrained the prestigious Lawrence School at Sanawar in Kasauli hills, which boasts of alumni like Bollywood actor Sanjay Dutt, from receiving additional fees for holding virtual classes owing to the pandemic. A Division Bench of Justices Tarlok Singh Chauhan and Joytsna Rewal Dua directed the state Education Secretary and the school headmaster to file reply or instructions before the next date of hearing on July 20. In a one page order on Tuesday, the court restrained the school from receiving the balance amount of fee of Rs 170,800. The court passed the order on the petition of Deepak Gupta, who moved the court on July 7. His son is in Class 8 of the boarding school located in Solan district. “Sending the child to the boarding is a big decision which is always taken by the parents for the betterment of child’s future so that he could become physically and mentally strong,” the petitioner said. He said the school de-

manded a total fee of Rs 636,200 in January as it was payable in two installments. The first installment was of Rs 401,700 and was paid before February 15. The second installment of Rs 2, 34,500 was to be paid on or before July 15. He said the school opened on February 15 and the child was taken to home on March 17 due to the pandemic. The petitioner said the state higher education on May 27 directed the private schools not to charge any fee, except tuition fee, and the tuition fee could not be collected on a quarterly ba-

sis. Nearly 140 parents sent a digitally signed representation requesting the school for waiving the school fee. Ignoring the parents’ request, the school on July 3 demanded Rs 1,70,800, instead of Rs 2,34,500 from the parents, reducing the fee merely to 11 per cent (Rs 63,700). The school started the online classes on April 6, comprising four sections of 120 students in one go compared to regular classes of 20 to 30 students. Moreover, the petition says, there are no extracurricular activities along with no board and lodging facilities extended to the students amid the lockdown. The residential Lawrence School also boasts of alumni like Punjab’s former Deputy Chief Minister Sukhbir Singh Badal and former Jammu and Kashmir Chief Minister Omar Abdullah. (IANS)

He informed that the State coaches have been imparting online training to the students through whatsapp videos and other online forms of communication. Also, the coaches have undergone online training organized by the Ministry of Youth Affairs and Sports for different disciplines like football, basketball, boxing, atheletics. Hosts Qatar to kick-off 2022 FIFA World Cup at Al Bayt Stadium Doha, Jul 15 (IANS/ agencies): Hosts Qatar will kick-off the 2022 World Cup at the Al Bayt Stadium on November 21, football’s world governing body FIFA announced on Wednesday. The group stage will last for 12 days with four matches being played in a day. According to FIFA, this is being done to give the players ample rest before the knockout stage of the tournament. “The local kick-off times for group matches have been set for 13:00, 16:00, 19:00 and 22:00, with the simultaneous kickoffs for the last round of group games and knockout-stage timings being 18:00 and 22:00,” the FIFA statement read. “Khalifa International Stadium will be the setting for the play-off for third place on 17 December. The final will kick off one day later at 18:00 at Lusail Stadium in front of an 80,000 crowd,” it added. This is the second time the World Cup is being hosted by an Asian nation.

New Delhi, Jul 15 (PTI): The Indian cricket team’s six-match limitedovers home series against England scheduled in September is all set to be postponed along with New Zealand A’s visit of the country next month due to the COVID-19 pandemic. The BCCI is yet to make any formal announcement in this regard but it is expected that it will happen soon. “England were supposed to play six games (three ODIs and three T20 Internationals) during late September. Obviously in the current circumstances England won’t be travelling to India,” a senior BCCI official told PTI on conditions of anonymity. India’s Future Tours and Program (FTP) calendar will be among the main topics of discussion during the BCCI Apex Council meeting on Friday. “But I guess a formal announcement will happen once the FTP issue is discussed as it’s part of the agenda during Friday’s
