According to sources, Rio left for Delhi to discuss with the Central leaders about the issues raised by Nagaland Governor, R.N. Ravi in his letter to the chief minister. It was also learnt that the PDA leaders during its meeting on July 10 decided to apprise the central leadership about the Governor’s letter. In this regard, it was decided that both NDPP and BJP were to depute two representatives each to meet the central leaders-- chief minister Neiphiu Rio and minister G. Kaito Aye of NDPP and state BJP president & minister Imna Along and deputy CM Y. Patton of the BJP. However, due to certain reasons the chief minister had to leave for Delhi as he was also asked by the Central leadership to meet them, sources said.

“draft agreement” for early settlement to the decades old Naga political issue. The sources informed that Ravi and the ten-member WC, NNPGs led by its convenor, N. Kitovi Zhimomi chalked out the “action plan” for the impending final agreement. It was also disclosed that Ravi had insisted on “including minority tribes of Nagaland” in the peace process. Sources maintained that ‘final agreement’ would be signed “anytime soon” and that the two parties were working on formalising the agreement. “The negotiations concluded last year (2019)

October 31 and so there is no reason for us to wait for another year to sign the final agreement. We are working to finalise the agreement. Final agreement will be signed in a matter of weeks or months from now,” said a source privy to the meeting said. The sources also said that the Interlocutor had sought for “some time” so as to “work things out” with the other negotiating party-[NSCN (I-M)]. It was learnt that no new agenda was discussed at the meeting. Asked whether the two parties discussed Ravi’s June 16, 2020 letter addressed to the chief minister, the

source said, “We did not discuss the letter. We have nothing to say on his affairs as Governor.” Other members of WC, NNPGs included co-convenors – Zhopra Vero, Kiumukam, Hozheto Z Chophy, Isak Sumi, Toshi Walling; co-ordinator, Alezo Venuh; members – Raitu Chawang, Horangse Sangtam and secretary, Ghukiho T Zhimo. It may be mentioned that the official meeting resumed after over four months of hiatus due to COVID-19 pandemic. In a recent exclusive interview to Nagaland Post, N. Kitovi Zhimomi said that the two negotiating parties were preparing for the “signing ceremony” when COVID-19 pandemic occurred. “This unprecedented situation prevented us from meeting and chalking out the finer details for the signing ceremony,” Kitovi had said.

Speaker dismisses disqualification petition against 7 NPF legislators Correspondent

KOHIMA, JUL 14 (NPN): After more than a year of the filing of disqualification petition against the seven suspended NPF legislators which also came as set back for the NPF party, Nagaland Legislative Assembly (NLA) speaker Sharingain Longkumer on Tuesday dismissed the petition citing the reason that the respondents were not liable to be disqualified under Para 2 (1) (a) of the 10th Schedule of the constitution. The judgement was pronounced at the open conference hall of the NLA on Tuesday afternoon in the presence of both the parties. Addressing media persons at the NLA conference hall after pronouncing the judgement, Longkumer claimed that the entire proceeding was held in all fairness where equal opportunity was given to both the parties, adding that the due process of law was followed. He said the decision was taken keeping in mind

the due process and that even the learned counsels of both the parties had commented on the fairness of the procedure that was followed. The speaker said the disqualification petition was filed on April 24, 2019 and that substantial progress was made during the past 1 year on the issue. However, following the demise of the former speaker and after he took over, Sharingain asserted that he followed the process and announced framing of issues in March this year and conducted procedural evidence. During that process, he said NPF went ahead and approached Gauhati High Court, which then directed him to the resolve the matter with six weeks that expired on Tuesday. In his r uling, the speaker mentioned that based on the findings and decisions of each issue framed and taking into account of the Supreme Court of India which are applicable to the facts and circumstances of this case as referred, it had been es-

tablished that beyond any reasonable doubt that there was no sufficient ground for presuming that the respondents had voluntarily given up the membership of their original political party. Based on the above, the NLA speaker ruled that the respondents (7 NPF MLAs) were not liable to be disqualified under Para 2 (1) (a) of the Tenth Schedule and thereby, dismissed the disqualification petition filed by NPF legislators Chotisuh Sazo and Imkong L Imchen.

Shillong, Jul 14: The two-day long lockdown in Shillong Urban Agglomeration in Meghalaya’s East Khasi Hills district will not be extended and will conclude at 5 am of July 15 (Wednesday), even as the State government maintained that the situation was improving with a drop in the number of COVID-19 cases being reported. The lockdown was imposed on Monday and Tuesday to trace those came into contact with 41 people who attended a wedding feast at Greenwood Resort in Guwahati and Shillong, following a surge in the positive cases in the State’s capital. Deputy Chief Minister said that the situation is improving as the number of cases being detected has dropped, even as he underscored that “one cannot be complacent”. “We have decided not to continue with the lockdown since the contact tracing of the wedding attendees at Greenwood Resort and in Shillong has been completed,” he told reporters. Tynsong said that the

Conrad Sangma two-day total lockdown on Monday and Tuesday in Shillong Agglomeration has helped the government complete contact tracing of the 41 persons. “So far 198 contacts have been traced, and as per reports of the Health authorities, the tracing is almost completed and so they have decided not to extend it (lock-down),” he added. The Deputy Chief Minister further informed that the details of the 198 contacts would be shared with the traditional headmen and the Community COVID19 Management teams of various localities to monitor them as they would be under home quarantine. Director Health Services (MI), Dr. Aman War said that out of 41 persons who attended the wedding party at Greenwood Resort

in Guwahati, two of them tested positive, and 8 of their high risk contacts had also tested positive. “All the main contacts have been tested, and they were negative, except eight who tested positive,” War said. Meanwhile Tynsong said that the government has also discussed during the review meeting the need to have more Corona care centres in Shillong for keeping COVID-19 positive patients. “We will increase the corona care centres. We have asked the health department to identify more locations to cater to the positive patients as cases continue to increase in the state. As of today we don’t have much centres so we have directed the health department to identify few more,” he said, adding that there was a shortfall in such centres in the East Khasi Hills district. At present, IIM Umsawli is the only Corona care centre in Shillong. Earlier, NIFT, MATI and Assam Regimental Centre at Lawsohtun were also identified as Corona care centres, but as the number of positive cases was low in the last few months, the centres have not been utilised.

The woman, her husband and their eightyear-old son had returned to Hailakandi from Bengaluru by flight on June 28. HRD announces guidelines for online classes by schools NEW DELHI, JUL 14 (PTI): The HRD Ministry on Tuesday announced guidelines for online classes by schools and recommended a cap on duration and the number of sessions in a day for students. The guidelines have been framed by the ministry, following concerns raised by parents about schools conducting online classes like regular schools, which has increased children’s screen time after the COVID-19 pandemic mandated a shift from classroom teaching to online learning as schools continue to remain shut for over four months. In the guideline called “Pragyata”, the Ministry of Human Resource Development (MHRD) has recommended that the duration for online classes for pre-primary students should not be for more than 30 minutes. For classes 1 to 8, the HRD Ministry has recommended two online sessions of up to 45 minutes each while for classes 9 to 12, four sessions of 30-45 minutes duration have been recommended.

“The COVID-19 pandemic has led to closure of schools and has impacted over 240 million children of the country who are enrolled in schools. Extended school closures may cause loss of learning. “To mitigate the impact of the pandemic, schools will not only have to remodel and reimagine the way teaching and learning have happened so far, but will also need to introduce a suitable method of delivering quality education through a healthy mix of schooling at home and schooling at school,” HRD Minister Ramesh Pokhriyal ‘Nishank’ said. He said the guidelines have been made with a focus on online education for students who are at home.

“The guidelines have been developed from the perspective of learners, with a focus on online, blended, digital education for students who are presently at home due to the lockdown. These guidelines on digital education provide a roadmap or pointers for carrying forward online education to enhance the quality of education,” Nishank added. Universities and schools across the country have been shut since March 16, when the Centre announced a countrywide classroom shutdown as part of measures to contain the COVID-19 outbreak. A nationwide lockdown was announced on March 24, which came into effect the next day.

Ignorance is harmful

T

here has been a lot of uncertainty and confusion surrounding the spread, symptoms, and causes the disease, COVID-19 and that is so because not much information is known about the virus and more research will help evaluate whatever is known. The latest that has busted the myth that patients who recover from the virus are immune came from a study done recently by King’s College London. The study found that patients who recover from coronavirus infections may lose their immunity to re-infection within months. This significant finding was based on studies carried out on the levels of anti-bodies of 90 recovered virus patients. Blood tests showed that even individuals with only mild COVID-19 symptoms mounted some immune response to the virus. The research revealed 60% of the recovered patients showed potent viral response in the first few weeks after infection. However, after three months, it showed 16.7% of them had maintained high levels of COVID-19 neutralising antibodies. After 90 days, several patients had no detectable antibodies in their bloodstream. Antibodies, produced by cells act as guards by attacking and killing invading ‘alien’cells such as coronavirus. Antibodies are proteins programmed to target specific antigen the body is fighting. The findings of the King’s College London clearly suggest that immunity cannot be taken for granted and that such immunity may not last more than a few months. The findings of the research at King’s College London may also throw a spanner at the currently held belief that blood plasma from patients who recovered from COVID-19 can be used to treat the diseases. People who have recovered from COVID-19 develop natural defences to the disease in their blood (antibodies). Convalescent plasma and hyperimmune immunoglobulin have been used successfully to treat other respiratory viruses. These treatments (given by a drip or injection) are generally well-tolerated, but unwanted effects can occur. The desperation in finding a treatment for COVID-19 has pushed the theory of blood plasma treatment to the fore. However, evidence were very limited because there was only one randomised study and most studies did not use reliable methods to measure their results. In addition, participants received various treatments alongside convalescent plasma, and some had underlying health problems. There are as many beliefs about COVID-19 which have not been scientifically proven beyond doubt. Some of the myths involve the belief that people can contract COVID-19 from food items and packages .However, despite lack of evidence, the opinions of some ‘experts’ have only perpetrated this theory. There is also no evidence that the virus can spread through the water supply. In fact, the treatment in water facilities protects people from pathogens. The other is the unchallenged view that coronavirus can be transmitted from pets such as dogs and cats etc. The World Health Organization(WHO) acknowledged there are instances of animals and pets of COVID-19 patients becoming infected with the disease, but said pets cannot infect humans. Another popular theory is that higher temperatures and higher humidity can destroy the virus than in cooler or dryer environments. However, it’s not yet known whether weather and temperature affect the spread of COVID-19. Another theory is that the virus on shoes can transmit the disease. Though there is no evidence, yet precautionary measures should be taken, particularly in homes where infants and small children crawl or play on floors. Such myths on COVID-19 will remain based on limited knowledge.

DailyDevotion Suffering Afflictions and Going the Second Mile

I tell you not to resist an evil person. But whoever slaps you on your right cheek, turn the other to him also. —Matthew 5:39 This verse reveals the humiliation of being a Christian. In the natural realm, if a person does not hit back, it is because he is a coward. But in the spiritual realm, it is the very evidence of the Son of God in him if he does not hit back. When you are insulted, you must not only not resent it, but you must make it an opportunity to exhibit the Son of God in your life. And you cannot imitate the nature of Jesus— it is either in you or it is not. A personal insult becomes an opportunity for a saint to reveal the incredible sweetness of the Lord Jesus. The teaching of the Sermon on the Mount is not, “Do your duty,” but is, in effect, “Do what is not your duty.” It is not your duty to go the second mile, or to turn the other cheek, but Jesus said that if we are His disciples, we will always do these things. We will not say, “Oh well, I just can’t do any more, and I’ve been so misrepresented and misunderstood.” Every time I insist on having my own rights, I hurt the Son of God, while in fact I can prevent Jesus from being hurt if I will take the blow myself. That is the real meaning of filling “up in my flesh what is lacking in the afflictions of Christ…” (Colossians 1:24). A disciple realizes that it is his Lord’s honor that is at stake in his life, not his own honor. Never look for righteousness in the other person, but never cease to be righteous yourself. We are always looking for justice, yet the essence of the teaching of the Sermon on the Mount is— Never look for justice, but never cease to give it.

eflections on the spread of the Corona Virus within Kohima: Covid cases are rising steadily with no deaths reported. There has been no evidence of explosive spread or cases reported in clusters in the community. Positive cases amongst the community are in isolated incidence. There is a palpable panic reaction and apprehension amongst the public. Signs of Local transmission are present. Are we on the verge of Community transmission? Should there be Lockdown? If so, should it be partial or total? Is lockdown helping us? These are the question that comes to mind when we are caught between the risks of getting infected by the virus and the risk of poverty due to loss of job and income. For some, it is a choice between death and poverty. The Nationwide as well as the local lockdown has certainly delayed the spread, given the fact that it is predominantly a human to human transmission, and thus buying us the time to plan and prepare our infrastructure to combat the challenges of the disease. But despite the lockdown, the disease continues to spread. The lockdown did not and could not impose total cessation of human activity and movement. It will not, and cannot and should not completely restrict movement of people and rightly so for apparent reason. It has to make allowances for movement of people for buying essential commodities, health care, personal emergencies, funerals, offices and other essential services. A lockdown therefore without the observance of the health advisory issued from time to time seems to derive no significant benefit. The subtle manner in which the virus seems to spread makes it even more important that all health and precautionary advices be strictly followed for all practical purposes irrespective of whether a lockdown is in place or not. Potential Epicenters: There are instances of Churches reopening and its members congregating to conduct services. While restlessness developing even amongst the religious to gather is Reader’s note: Articles

as determined on the basis of the 1971 census, should be frozen till the year 2001. It is accordingly proposed to amend the relevant Articles, namely Articles 81 and 82 relating to the Lok Sabha, Article 170 relating to the legislative assemblies of States, Article 55 relating to the manner of election of the President and Articles 330 and 332 relating to reservation of seats for Scheduled Castes and Scheduled Tribes in the Lok Sabha and the Legislative Assemblies of States.” The object and intent of constitutional amendment and legislation has thus given precedence to the population policy and the family planning programmes of the Government rather than to take cognizance of population growth in the country. Therefore, the population ascertained in every census, if taken to be basis for delimitation and re-adjustment of constituencies, situation would arise where MP/MLA seats from rural areas would continually be transferred to the urban areas, and also encouraged population growth. That in Article 82 and Article 170 of the Constitution, the figure “2000” and the figure “1971”: have been substituted by the figure “2026” and the figure “1991” respectively by the Constitution (EightyFourth Amendment) Act, 2001. By the same Amendment Act, sub-clause (i) and (ii) of 3rd Proviso to Article 82, and sub-clause (i) and (ii) of 3rd Proviso to Article 170 (3) have been incorporated, banning – (i) re-adjustment of the allocation of seats in the House of the People to the States as readjusted on the basis of 1971 census;

and ()ii) the division of each state into territorial constituencies as may be readjusted on the basis of the 1991 census. Also by Constitution (EightySeventh Amendment) Act, 2003, under both Article 82 and Article 170, the figure 1991 has been substituted by the figure 2001. That by formation of new States or Union Territories or change of inter-state boundaries or inter-district boundaries affecting the territorial boundaries of any parliamentary/assembly constituencies, delimitation and re-adjustment of the constituencies may be required. Therefore, the delimitation law being perpetual, it has been updated by the Delimitation Act, 2002, and repealed the Delimitation Act, 1972. Hence, where such exercise of delimitation and re-adjustment of constituencies are required, the census figures as ascertained in the year 1971 or 1991 or 2001 as the case may be becomes relevant to be taken into consideration under the law. Re-adjustment of number of seats in the House of the People or the Legislative Assemblies and delimitation of constituencies provided under Section 8 and 9 of the Delimitation Act, 2002, and/or any other provisions therein cannot be construed to meant to override the mandate of the Constitution under Article 82 or Article 170 as the case may be which prohibits to re-adjust the total number of seats in the House of the People to the States or the total number of seats in the Legislative Assembly of each state as re-adjusted on the basis of 1971 census and the division of such State into territorial constituen-

cies as may be re-adjusted on the basis of the 2001 census. The proposed transfer of assembly seats from one district to another district under the guise of the territorial re-adjustment of assembly constituencies are unknown to law, and in the absence of enhanced number of assembly seats above the existing 60 seats, the question of delimitation of assembly constituencies as envisaged under the Delimitation Act, 2002, does not arise. Furthermore, the equation of some districts having multi-lingual representation with their own distinct dialects/languages and traditional tribal lands with district boundaries if not addressed comprehensively will result in breakdown of law and order. The Presidential Notification dated 28th Feb, 2020 while rescinding its earlier Order of deferment of delimitation exercise (Presidential Notification dated, 08.02.2008) observes and states that the earlier law and order situation no longer persists. This is a point of contention in the present juncture and the citizens of Nagaland are the best judge for the same. In the absence of changes in inter-state boundaries or the interdistrict boundaries, as the case may be, affecting the existing territorial boundaries of any Constituencies, the question of invoking the provisions of the Delimitation Act, 2002, or any other law for transfer of assembly seats from one district to another within the same State solely on account of population growth does not arise, and the same would be highly illegal and unconstitutional. India-China hold military talks

Representational image. gong Tso, they said. The sources said the two sides are also expected to finalise a roadmap for overall restoration of peace and tranquility in the highaltitude region that witnessed an eight-week bitter standoff between the troops of the two countries. The talks are talking place days after the implementation of the first phase of the disengagement process from the friction points. China’s People’s Liberation Army (PLA) has already completed pulling back troops from Gogra, Hot Springs and Galwan Valley and significantly thinned down its presence in the ridgeline of Finger Four in the Pangong Tso area in the last one week as demanded by India, according to people familiar with the developments. In line with a mutually agreed decision, the two sides created a minimum buffer zone of three kilometres in most of the friction points where they were

locked in a standoff. The formal process of disengagement of troops began on June 6, a day after a nearly two-hour telephonic conversation between National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi on ways to bring down tension in the area. The two countries have already held three rounds of Lt General-level talks and the last one took place on June 30 during which both sides agreed on an “expeditious, phased and step wise” de-escalation as a “priority” to end the standoff. The first round of the Lt General talks was held on June 6 during which both sides finalised an agreement to disengage gradually from all the standoff points beginning with Galwan Valley. However, the situation deteriorated following the Galwan Valley clashes on June 15 as the two sides significantly bolstered their deployments in most areas along the LAC. The second

round of talks took place on June 22. The Indian and Chinese armies were locked in a bitter standoff in multiple locations in eastern Ladakh for over eight weeks since May 5. The tension escalated manifold after the violent clashes in Galwan Valley in which 20 Indian Army personnel were killed. The Chinese side also suffered casualties but it is yet to give out the details. According to an American intelligence report, the number of casualties on the Chinese side was 35. Following the Galwan Valley incident, the government has given the armed forces “full freedom” to give a “befitting” response to any Chinese misadventure along the LAC. The Army has sent thousands of additional troops to forward locations along the border following the deadly clashes. The IAF has also moved air defence systems as well as a sizeable number of its frontline combat jets and attack helicopters to several key air bases.

Bihar announces total lockdown from July 16-31

PATNA, JUL 14 (PTI): On a day Bihar recorded the worst single-day spike of 1,432 Covid-19 cases, Deputy Chief Minister Sushil Kumar Modi Tuesday announced that a complete lockdown would be enforced in the state from July 16 to July 31 to break the chain of transmission. In a tweet, Sushil Modi informed that the lockdown would remain in force at all municipal, district, subdivisional and block headquarters level. “The government has taken a decision to this effect… Corona has neither any vaccine nor any medicine,” Modi said in a virtual rally. BJP leader’s death due to hanging KOLKATA, JUL 14 (PTI): West Bengal BJP leader and Hemtabad MLA Debendra Nath Roy died due to hanging and no other injury mark was found on his body, according to the post-mortem report released on Tuesday. The BJP, however, refused to accept the report and demanded a CBI inquiry into the incident to bring out the truth. Roy’s body was found hanging from the ceiling of a verandah outside a shuttered shop near his home in Bindal village in North Dinajpur district on Monday. The post-mortem report stated, “Death is due to hanging. No other injury is detected.” West Bengal police have said a suicide note was found in his shirt’s pocket where he blamed two people for his death. West Bengal Home Secretary Alapan Bandyopadhyay said the police, after going through pieces of circumstantial evidence and post-mortem report, suspect Roy killed himself. A piece of paper or note purportedly written by the deceased found in the

pocket of his shirt he was wearing at that time “names two persons, provides their photographs and mobile numbers”, the home secretary added. “The WB police have examined the antecedents and activities of the two aforesaid named persons whose photos and mobile numbers were also apparently given by the deceased and it appears that these two persons are involved in some para banking or money lending activities in the locality. Bandyopadhyay said the state government “is committed to transparency and comprehensive investigation into the incident” and will not allow any political or extraneous considerations to influence the probe. “The investigation has already been handed over to the CID. No political or extraneous considerations will be allowed to interfere in the pursuit of truth through impartial investigation,” he added. Roy’s family and the BJP, however, claimed he was “murdered by the TMC”, a charge denied by the ruling party in the state. Roy’s family members and

the saffron party demanded a CBI inquiry into his death. The BJP has termed the post-mortem report a “cover-up and an attempt to project a murder as suicide” and reiterated its demand for a CBI inquiry to bring out the truth. “The state should either hand over the investigation to CBI or order a judicial probe under the supervision of a sitting judge of the high court,” said Rahul Sinha, National Secretary, BJP.

West Bengal CID detained a person named in the purported suicide note of BJP leader Debendra Nath Roy from Malda district on Tuesday, a senior officer said. The person was first detained by local police in English Bazar and then handed over to CID. “Our officers are talking to him. Initially, he has denied any involvement,” he said. The Hemtabad MLA had named two persons in the note and the officer said a search for the other person is on. DP-2959

NEW DELHI, JUL 14 (PTI): France will soon announce an “exceptional package” for India, including ventilators and expertise, as part of its efforts to jointly combat the COVID-19 pandemic, the French envoy to India said on Tuesday. In his message on the French National Day -- Bastille Day, French Ambassador to India Emmanuel Lenain said that since the beginning of the COVID-19 crisis, the two countries have shown exceptional solidarity. “India has provided much needed equipment and drugs to French hospitals. Friendship is a two-way road and France has reciprocated,” Lenain said. The French development agency AFD has granted an exceptional loan of 200 million euros (Rs 1,600 crore) to provide social services to the most vulnerable population in India, he said. “We are going to announce soon an exceptional package comprising serological test (kits), ventilators and some expertise,” the French envoy said in the message posted on all social media handles of the French Embassy here. Solidarity has been exceptional in the way the India government has lent support to the operation to repatriate stranded tourists, he said, thanking Indian authorities for it.

them a better deal. Big loss for India. But you can’t ask questions!” senior Congress leader Abhishek Manu Singhvi tweeted citing a report in The Hindu. The report said that Iran had decided to proceed with the construction of a rail line from Chabahar port to Zahedan, along the border with Afghanistan, on its own following alleged delays from the Indian government in funding and starting the project. T h e d e ve l o p m e n t comes in the backdrop of Iran finalising a 25-year strategic partnership deal with China worth $400 billion. The partnership will

include Chinese involvement in Chabahar’s duty free zone, an oil refinery nearby, and possibly a larger role in Chabahar port as well, the report said. India and Iran had signed an agreement to construct the rail line four years ago. Chabahar, which is located 72 kilometers west of Pakistan’s Gwadar port, holds immense strategic and economic significance for India. Iranian Transpor t Minister Mohammad Eslami had inaugurated the track-laying process for the 628 km Chabahar-Zahedan line, which will be extended to Zaranj across the border

COVID-19 cases surging as US never shut down entirely: Fauci Washington, Jul 14 (IANS): America’s top infectious diseases expert Anthony Fauci has said the US was witnessing the new surge in the number of COVID-19 cases was because the country never shut down entirely. “We did not shut down entirely,” Xinhua news agency quoted Fauci, director of the US National Institute of Allergy and Infectious Diseases, as saying during a webinar with the Stanford School of Medicine on Monday. “We need to draw back a few yards and say, ‘OK, we can’t stay shut down forever’... You’ve got to shut down but then you’ve got to gradually open,” he said. Fauci said the US has not “even begun to see the end” of the coronavirus pandemic yet as scientists continue to work on potential drugs and vaccines for the virus, according to the report. The top infectious diseases expert said he is “cautiously optimistic” scientists will be able to create at least one safe and effective vaccine by the end of the year or early 2021.

Anthony Fauci

Meanwhile, The White House has turned on Fauci, spraying into public view a longlist of “mistakes” he has made since the COVID19 pandemic began and seeking to undercut his reputation as a trusted voice on public health and exit strategy during a pandemic that has killed over 135,000 Americans. As cases were surging to record levels across the southern US states, the White House is questioning the “number of times Fauci has been wrong on things”, using long-ago comments from Fauci on the threat level from the virus and the use of masks. The White House West Wing has taken control of Fauci’s media

appearances from the US government platform and effectively banished him to the podcast and livestream circuit. In a live stream event on July 7, Fauci warned against a “false narrative” of a falling COVID-19related death rate even as Trump continued to tout alleged progress the US had made in tackling the COVID-19 outbreak by citing a falling US mortality rate. In another interview with The Hill news website on July 9, Fauci said that hard-hit US states should pause moving forward with reopening their economies. The same day in a podcast, he said that US partisanship has made the fight against the COVID19 pandemic harder, while acknowledging the country has performed poorly in the battle against the health crisis. Fauci’s latest statement came as the US currently accounted for the world’s highest number of COVID-19 infections and fatalities at 3,363,056 and 135,605, respectively.

in Afghanistan, last week. The report said the project is expected to be completed by March 2022, and the government will tap into a $400 million corpus from the Iranian National Development Fund. An MoU between the state-owned Indian Railways Construction Ltd (IRCON) and Iranian Rail Ministry was signed during Prime Minister Narendra Modi’s visit to Tehran to sign the Chabahar agreement with Iranian President Hassan Rouhani and Afghanistan President Ghani. During his three-day visit to India in January, Iranian Foreign Minister Mohammad Javad Zarif had stressed upon the importance of completing the Chabahar-Zahedan rail network. “The other issue is connecting Chabahar to Afghanistan and to Central Asia through rail. We need to complete the ChabaharZahedan rail network. We have the infrastructure for that, but we need rails. We are in negotiation with India for providing rails. We produce our own rails but not at the scale we need. So, Iran and India need to work together on procurement of equipment for the port as well as finishing the rail link,” he had said.

No return to old normal in foreseeable future: WHO chief

Geneva, Jul 14 (IANS): There will be no return to the “old normal” for the foreseeable future as a result of the ongoing COVID-19 pandemic, and too many countries were still headed in the wrong direction, the chief of the World Health Organization (WHO) warned. “The virus remains public enemy number one, but the actions of many governments and people do not reflect this,” Xinhua news agency quoted WHO Director-General Tedros Adhanom Ghebreyesus at as saying a regular briefing on Monday. He noted that mixed messages from leaders are undermining trust, which is the most critical ingredient of any response, while the only aim of the virus is to find people to infect. Things are going to “get worse and worse and worse”, he warned, unless governments communicate clearly with their citizens and roll out a comprehensive strategy focused on suppressing transmission and saving lives, while populations follow the basic public health principles of physical distancing, hand washing, wearing masks, coughing etiquette and staying home when sick. COVID-19 has been gaining its momentum

Bubonic plague case confirmed in Mongolia

Ulaanbaatar, Jul 14 (IANS): A suspected case of bubonic plague reported in Mongolia’s GoviAltai province has been confirmed as positive, the country’s Health Ministry said on Tuesday. “The result of a polymerase chain reaction (PCR) test revealed on Monday night that bubonic plague caused the death of a 15year-old boy,” Xinhua news agency quoted Dorj Narangerel, head of public relations and surveillance department of the Ministry, as saying to the media. The teenager on Sunday died in Tugrug district on the way to a hospital. He was found to have eaten marmot meat with two of his friends three days before his death, according to the health ministry. His two friends and 15 others who had contact with them have been isolated and treated at local hospitals, the official said, warning citizens not to eat marmot meat. Bubonic plague is a bacterial disease spread by fleas living on wild rodents such as marmots. It can kill an adult in less than 24 hours if not treated in time, according

to the World Health Organization. In May 2019, two people in the country of Mongolia died from the plague, which they contracted after eating the raw meat of a marmot - the same type of rodent the second suspected case came into contact with. Bubonic plague was responsible for one of the deadliest epidemics in human history - the Black Death - which killed about 50 million people across Africa, Asia and Europe in the 14th Century, a BBC report said. There have been a handful of large outbreaks since. It killed about a fifth of London’s population during the Great Plague of 1665, while more than 12 million died in outbreaks during the 19th Century in China and India. But nowadays it can be treated by antibiotics. Left untreated, the disease, which is typically transmitted from animals to humans by fleas, has a 30-60 per cent fatality rate. Symptoms of the plague include high fever, chills, nausea, weakness and swollen lymph nodes in the neck, armpit or groin.

According to Tedros, Sunday saw a record of 230,000 cases reported to WHO, of which almost 80 percent were from just 10 countries and about half from just two countries. “But it does not have to be this way,” he said, asking every single leader, government and individual “to do their bit to break the chains of COVID-19 transmission and end the collective suffering”. To control the disease and get on with people’s lives, Tedros said, three things are required. The first is to focus on reducing mortality and suppressing transmission; the second is to focus on an empowered, engaged community that takes individual behaviour measures in the interest of each other. And the third is a strong government lead-

Tokyo, Jul 14 (AP): The liftoff of the United Arab Emirates’ Mars orbiter was postponed until Friday due to bad weather at the Japanese launch site. The orbiter named Amal, or Hope, is the Arab world’s first interplanetary mission. The launch was scheduled for Wednesday from the Tanegashima Space Center in southern Japan, but the UAE mission team announced the rescheduled date on Twitter. Mitsubishi Heavy Industries’ H-IIA rocket will carry UAE’s craft into space. Mitsubishi launch official Keiji Suzuki had said on Monday a postponement was possible as intermittent lightning and rain were forecast over the next few days. Heavy rain has fallen for more than a week in large areas of Japan, triggering mudslides and floods and killing more than 70 people, most of them on the southern main island of Kyushu. Hope is set to reach Mars in February 2021, the year the UAE celebrates 50 years since its formation. A successful Hope mission would be a major step for

across the Taiwan Straits, but will only give Taiwan secessionists false courage, state-run Global Times quoted Chinese experts as saying. This marks the second time that the US has approved arms sales to Taiwan this year. The US had previously approved the sale of 18 MK-48 Mod 6 advanced technology heavyweight torpedoes to Taiwan on May 20. China claims Taiwan part of it and tensions between the Chinese mainland and Taipei were on the rise in recent months after the re-election of Taiwanese President Tsai Ing-wen who is a firm advocate of Taiwan’s independence. Already in service, the PAC-3 air defence missiles are an important weapon in Taiwan’s high-altitude defence systems and are deployed in major cities and surround Taiwan’s important military facilities, the Global Times said.

Emirates Mars Mission Project Director Omran Sharaf, who joined Monday’s briefing from Dubai, said the mission will provide a complete view of the Martian atmosphere during different seasons for the first time.

In a statement on Thursday, the US Defence Security Cooperation Agency (DSCA) said Congress had already been notified of the possible sale. According to US media reports quoting DSCA, Taiwan has asked to buy parts to refurbish its PAC-3 missiles to support an operational life of 30 years. Lockheed Martin Corporation is the main contractor for the deal. The Chinese Foreign Ministry spokesman said Beijing will impose sanctions on Lockheed Martin in retaliation. “China has decided to take essential measures. We will impose sanctions on main contractor of this sale Lockheed Martin,” he said. Analysts say China’s sanctions may be symbolic as Lockheed Martin doesn’t sell any weapon systems to China. Berlin, Jul 14 (IANS): German Health Minister Jens Spahn urged citizens to maintain COVID-19 protective measures, in particular during the summer holiday season, and stressed that “the threat of a second wave is real.” Although COVID-19 infection numbers in Germany were comparatively low, Spahn on Monday warned against underestimating the situation. “We should not lull ourselves into a false sense of security.” New COVID-19 infections in Germany increased by 159 within one day to 198,963, the Robert Koch Institute (RKI) announced on Monday, while the death toll rose by only one to a total of 9,064, Xinhua news agency reported. According to the RKI daily situation report for Sunday, scattered outbreaks of COVID-19 were still recorded in meat-processing plants, old people’s and nursing homes, hospitals, as well as family celebrations, religious events or in facilities for asylum seekers and refugees. Spahn specifically warned of the danger from people’s increased mobility during the holiday season when many Germans were travelling.

China slaps sanctions on Lockheed Martin

BEIJING, JUL 14 (PTI): China on Tuesday announced sanctions on top American arms manufacturing firm Lockheed Martin in retaliation to the US State Department’s approval of a request by Taiwan for the recertification of PAC-3 air defence missiles built by the company. “China firmly opposes US arms sales to Taiwan. We urge US to earnestly abide by the One-China principle, stop selling arms to Taiwan and cut its military ties with Taiwan, so that it will not cause further harm to bilateral ties, peace and security across the Taiwan straits,” Chinese Foreign Ministry spokesman Zhao Lijian told a media briefing here. His remarks comes days after the US State Department last week approved Taiwan’s request for the recertification of its Patriot Advanced Capability-3 (PAC-3) air defence missiles at an estimated cost of USD 620 million.

ership and coordination of comprehensive strategies that are communicated clearly and consistently. “We weren’t prepared collectively, but we must use all the tools we have to bring this pandemic under control. And we need to do it right now,” he added. At the WHO briefing on Monday, health experts also said there was evidence to suggest that children under the age of 10 were only very mildly affected by Covid-19, while those over 10 seemed to suffer similar mild symptoms to young adults. To what extent children can transmit the virus, while it appears to be low, remains unknown. On Tuesday, the number of global coronavirus cases cross the 13 million mark, according to the Johns Hopkins University. The total number of cases currently stood at 13,070,097, while the fatalities rose to 572,411, the University’s Center for Systems Science and Engineering (CSSE) revealed in its latest update. The US accounted for the world’s highest number of infections and fatalities at 3,363,056 and 135,605, respectively, according to the CSSE. Brazil came in the second place with 1,884,967 infections and 72,833 deaths.

ushant Singh Rajput’s last film, ‘Dil Bachara’, which was released on July 6, has broken a YouTube record. The trailer has become the first film trailer on the video-streaming platform to receive more than 10 million ‘likes’. This was shared by both the film’s director, Mukesh Chhabra, and its star, Sanjana Sanghi. Earlier, the trailer had broken the record of the most-liked video in 24 hours of release. It has been viewed over 70 million times in less than 10 days.

The most-liked video on YouTube currently is Despacito, by Luis Fonsi featuring Daddy Yankee. The video has accumulated over 38 million ‘likes’. Mukesh and Sanjana took to Instagram to share a post, by a page named BoxOfficeStats, which announced, “Dil Bechara trailer becomes first trailer in the world to achieve 10 million/1 crore likes.” Sushant died by suicide on June 14. anye West is polling at just 2% in one of the first national polls to be taken among voters in the US since the rapper first announced his intention to run for the presidency this year. West confirmed his candidacy on Twitter earlier this month, with his campaign attracting early support from Elon Musk. The Tesla CEO has since walked back his endorsement of West following controversial comments the rapper made in a Forbes interview. West’s hopes of reaching the White House have been dealt another blow in the form of a new national poll, which found that only 2% of voters would consider voting for him in November’s presidential election. Redfield & Wilton Strategies polled 2,000 registered voters in the US last week (July 9) to gauge the country’s current voting intentions. Joe Biden is out in front with 48%, while the incumbent Donald Trump is polling at 39%.

Speaking to Hawaii Public Radio, Cooper stated that he believes that racist police in America need to be “weeded out”. But there’s always that five percent of people that are racist. “To be honest with you, I know a lot of cops,” he added. “I don’t know one racist cop. But I guarantee you that five percent of the police force in every city have got a racial problem. And those are the guys that get all the headlines, because they do all the stupid things.” Cooper continued: “I think we have to look at that like almost in everything. Five percent of the Muslim population — maybe five percent — back ISIS. “The rest of ’em are just like we are. Man Utd held 2-2 by Saints in EPL

MANCHESTER, Jul 14 (Agencies): Manchester United’s Champions League qualification hopes suffered a blow after an equaliser deep in stoppage time from Michael Obafemi earned Southampton a 2-2 draw in the Premier League at Old Trafford on Monday. United, unbeaten in 18 games in all competitions, were poised to move up to third after Anthony Martial’s 23rd minute strike had put them 2-1 ahead. They had fallen behind to an early Stuart Armstrong goal before Marcus Rashford equalised. But on the day that second-placed Manchester City’s two-year ban from European football was overturned on appeal, meaning only the top four will qualify for the Champions League as usual, United’s late lapse left them fifth on 59 points. Leicester City are fourth, ahead of United on goal difference, with Chelsea third on 60 points. City and title winners Liverpool have already secured Champions League places for next season. Southampton took a shock lead in the 12th minute when Paul Pogba

ternational cut inside and smashed the ball home. However, the home side never got a real grip on the game in midfield against a Southampton side that moved the ball well and constantly pressed. United had to finish the game with 10 men after Brandon Williams went off injured, with manager Ole

Jamaal Lascelles

Newcastle, Jul 14 (Agencies): Newcastle United could be without captain Jamaal Lascelles for their Premier League game at Tottenham Hotspur on Wednesday due to a knock, manager Steve Bruce said on Tuesday. Centre back Lascelles sustained a leg problem in the 2-1 defeat by Watford on Saturday, having returned to the side after missing the game against

Manchester City. “We’ve got one or two injuries, especially in central defence. Jamaal hobbled off and I don’t think he’ll make it,” Bruce told a news conference. “In midfield with Isaac (Hayden) and Sean (Longstaff), they look as if they’re going to struggle.” Back-to-back defeats have left Newcastle 13th in the table with 43 points from 35 games but Bruce

said that his team were confident, having defeated Spurs 1-0 earlier this season. “It was the first game I ever won as Newcastle manager. It was a good day in a wonderful stadium and to beat Tottenham in their own back yard will always stay with me,” Bruce said. “Almost a year later we’ve got them at home so let’s hope we can repeat the performance.” Spurs are eighth in the table, having beaten north London rivals Arsenal 2-1 last time out. “They’ve got a European place to play for and you could see what beating Arsenal meant to them,” Bruce said. “When you look at the team they’ve got, the manager they’ve got and everything that’s in place you know they’re a big club. We have to match their endeavour on the night.” England defender Danny Rose will miss the game against his parent club. “He’s done well for us and I’m very pleased with him so there will be conversations to have... in the next few weeks we’ll be looking and identifying players and seeing where we are.”

Gustavo Maia

Rio de Janeiro, Jul 14 (IANS): Barcelona have exercised an option to sign teenage forward Gustavo Maia from Brazil’s Sao Paulo, according to media reports in the South American country. The Catalan club paid one million euros ($1.1 million) to acquire the right of first refusal for Maia in March, following the 19year-old’s impressive performances for Sao Paulo’s under-20 team, writes Xinhua news agency. According to report, Barcelona agreed to pay 3.5 million euros ahead of a July 15 deadline to proceed with the deal. Maia, who can play as a second striker, winger or an attacking midfielder, joined Sao Paulo’s youth academy as a 14-year-old.

MILAN, Jul 14 (Agencies): Inter Milan staged an impressive second-half revival to beat Torino 3-1 and move up to second place in Serie A on Monday as they bounced back after letting victory slip from their grasp in their two previous games. Inter moved on to 68 points, ahead of Lazio on goal difference as the sides are level on their head-tohead records. They are eight points behind Juventus with six games to play. Andrea Belotti pounced on a mistake by Inter goalkeeper Samir Handanovic to give Torino the lead in the 17th minute but Ashley Young, Diego Godin and Lautaro Martinez replied in a 13-minute spell after the break. Inter were dismal in the first period and the transformation after the break suggested they had been subjected to one of coach Antonio Conte’s famous roastings at halftime. “It was a very good performance with over 60% possession, 20 shots on goal, nine corners to two,” said Conte. “The lads did well. Two COVID cases ICC likely to discuss fate reported in NBA of T20 WC 2020 in next meet

New York, Jul 14 (IANS): The National Basketball Association (NBA) has announced that two players tested positive for COVID-19 after travelling to the league’s campus at Walt Disney World Resort. “Of the 322 players tested for COVID-19 since arriving on the NBA Campus July 7, two have returned confirmed positive tests while in quarantine,” America’s basketball league said in a statement. “Those players never cleared quarantine and have since left the campus to isolate at home or in isolation housing.” “Since July 1, during in-market testing, 19 NBA players newly tested positive. These players are staying in their home markets and recovering until they are cleared under CDC guidelines and NBA rules for leaving home isolation and joining the campus,” it added. The season will resume on July 30, after four months of break caused due to the COVID-19 pandemic.

New Delhi, Jul 14 (Agencies): The International Cricket Council (ICC) is likely to discuss the fate of the T20 World Cup in its next board meeting this month. The tournament, which is scheduled to be held in Australia from October 18 to November 15, has come under threat due to the crisis caused by the COVID-19 pandemic. Even though the date of the next meeting has not yet been finalised, ANI has reported that it could be held next week. The news agency quoted a source as saying that there are chances that the future of this year’s T20 World Cup will be discussed. The last board meeting, which was held in July, had kept the fate of the multi-nation tournament hanging as they dragged the matter until at least next month. “The International

Cricket Council (ICC) Board today agreed to continue exploring a number of contingency plans regarding the future of the ICC Men’s T20 World Cup 2020 and the ICC Women’s Cricket World Cup 2021 until next month whilst planning for delivery of the events in the scheduled window is ongoing,” the ICC had said in a press release after the Board meeting. Meanwhile, there have speculations at every level that the T20 World Cup will be postponed in all likelihood. Cricket Australia (CA) chairman Earl Eddings had last month called staging the ICC T20 World Cup – dated to be held from October 18 to November 15 would be “unrealistic” and “very very difficult” amid the global pandemic. “While it hasn’t been formally called off this year, or postponed, trying to get sixteen countries into Australia in the current world, where most countries are still going through COVID spiking, I think it is unrealistic, or it’s going to be very, very difficult,” said Eddings in a virtual press conference.

Chelsea must find Was ‘surprised’ Eng didn’t pick Broad: Holder improvement, says

Southampton, Jul 14 (IANS): West Indies Test captain Jason Holder conceded he was left surprised after he saw speedster Stuart Broad wasn’t part of the England playing XI for the first Test of #raisethebat series at Ageas Bowl in Southampton. West Indies beat England by four wickets to take a 1-0 lead on the threematch series. The last two matches will now be played at Old Trafford in Manchester starting July 16 and July 24 respectively. Broad, who wasn’t picked for the first Test, had let his feelings known on national TV and had even sought assurances regarding his future from national selector Ed Smith. Holder stated even he was surprised at Broad’s omission. “I was a little surprised England didn’t pick Stuart Broad. His record, particularly in this country, is outstanding and I thought they would leave out either Jofra Archer or Mark Wood,” Holder wrote in his column for Daily Mail. “But they put out a high quality attack, that’s for sure. L o nd o n , J u l 1 4 (Agencies): Chelsea manager Frank Lampard says his players have to make themselves heard and take more responsibility on the pitch as they chase a top-four finish to secure a Champions League spot. Chelsea, who are third in the Premier League, lost 3-0 at Sheffield United on Saturday and Lampard said all he could hear were the opposition’s voices in the empty stadium. “When you talk about players, it’s easy and natural to look at talent, but you also have to look at attitude and character within the team. It’s something that we can improve,” Lampard told reporters. “Younger players can be more vocal and can grow as they go along. Older players can take on the responsibility of helping that ...” “The main thing is that you can be as quiet as you want off the pitch ... but they must come out of that on the pitch, they must demand the ball, otherwise the game can pass you by... The important thing now is how we react and I expect that from the players,” Lampard added.

on their feet and kept playing and finding the goal.” Having squandered the lead in a 2-1 home defeat by Bologna and again in a 2-2 draw at Verona on Thursday, Inter were in more trouble following a rare Handanovic mistake. The Slovenian keeper went up to catch a corner at the far post under no real pressure but dropped the ball at the feet of Belotti and the striker known as the Rooster gratefully tapped it into a empty net to score

for the sixth league game in a row. Torino nearly had a second goal but this time Handanovic did well to stop an awkward Cristian Ansaldi shot at the foot of the near post. Young began the revival four minutes after halftime, volleying past Salvatore Sirigu after the ball was headed down by Martinez. Two minutes later, Young chipped the ball into the area and Alexis Sanchez nodded the ball into the path

of Godin who scored with a header off the underside of the crossbar for his first Serie A goal. The third followed just after the hour with Sanchez again involved as he won possession in midfield, burst forward and laid the ball off to Martinez whose shot was deflected over Sirigu for his 13th goal of the season. Belotti then headed against the bar for Torino but Inter also had several good chances to add to their score.

Tokyo Games likely to be pared down: JOC chief

It isn’t enough to just say no to racism: Zaha

TOKYO, Jul 14 (Agencies): The rearranged Tokyo Olympics are likely to be a pared-down version of recent editions of the fouryearly Games, Japanese Olympic Committee chairman Yasuhiro Yamashita said on Tuesday. Japan and the International Olympic Committee postponed the Tokyo Games until 2021 in March because of the coronavirus pandemic. Since then, organisers have spoken of trying to simplify the event - which had been due to start in 10 days’ time - to reduce costs and ensure athletes’ safety. “The Games (used to be) gorgeous and extravagant, which I experienced before...,” Yamashita, a former Olympic gold medallist judoka, said at JOC headquarters.

“But I don’t think the concept of these Games will pursue these things. The first priority is to be safe and secure.” Yamashita, installed as JOC chairman in June last year in place of Tsunekazu Takeda, who is being investigated over corruption allegations, said the pandemic was also causing his organisation to suffer financially. “In regards to the next fiscal year (the financial situation of JOC) will be quite tough,” he said after a difficult first year in charge. “...I think there is a high possibility that we may have to consider borrowing money.” The situation under which a president of a host country’s Olympic committee is changed a year before the Games “shouldn’t happen,” he added.

London, Jul 14 (IANS): Crystal Palace forward Wilfried Zaha wants action against racist abuse that black athletes are subject to on social media. Before Palace’s Premier League match at Aston Villa on Sunday, a 12-year-old boy was arrested after the Cote d’Ivoire international highlighted racist abuse he received. “People need to understand that whatever your age, that your behaviour and your words come with consequences and you cannot hide behind social media,” Zaha posted on Instagram, adding “it’s time for ‘action’ because this was not an isolated incident”, reports Xinhua news agency. “It isn’t enough to just say no to racism. We need action, we need education, things need to change.” In a reporting system launched by the Premier League, players are allowed to reveal abuse which can be followed up by authorities. “This behaviour is completely unacceptable and the Premier League stands alongside Zaha in opposing this, and discrimination in any form,” the league said in a statement. Real Madrid one win away from La Liga title

Real’s top scorer Benzema doubled the advantage with a cool finish six minutes later to net his 19th goal of the season but 10th placed Granada, who still had slim hopes of European qualification, refused to lie down. Real’s in-form goalkeeper Thibaut Courtois made the first of two fine saves by tipping away a shot from defender Domingos Duarte before the break and Venezuelan forward Darwin Machis pulled one back early in the second half. It was the first goal Real had conceded in six matches but Granada threatened to equalise as Machis missed the target on the volley while Courtois showed superb reflexes to deny forward Antonin late on. Ramos was then the hero as he cleared a Ramon Azeez shot off the line seconds later and the

sist and fund the states in the endeavour to achieve excellence in one or two sports,” Rijiju said. “The KISCEs will become the nodal centre for a particular sport where athletes can be groomed at world-class facilities for Olympics. States can also choose to train athletes in other sports, in-

cluding traditional sports, but the focus should be on one or two disciplines.” The representatives of the states said that setting up of “1000 Khelo India Centres in all districts across the country will help to not just tap into local talent, but also create a culture of sport in the country.” Rijiju further stated that the participation of states in activities related to the ‘Fit India Movement’ have been encouraging, with more than 2.5 lakh schools across India enrolling to become Fit India Schools. “I request all state and UT governments to take active part in including all schools in their states and UTs to register as Fit India schools so that fitness becomes a way of life for youngsters,” he said.

countries can do what they want to do and that would make the competition really difficult.” Meanwhile, Tottenham boss Jose Mourinho

has branded the decision to overturn Manchester City’s European ban “disgraceful” and a “disaster”. Mourinho said, “If Manchester City is not guilty of it, to be punished by some million is a disgrace. If you’re not guilty you’re not punished. In the other way, if you’re guilty you should be banned. In any case, it’s a disaster.” “I’m not saying Manchester City is guilty. I’m saying if you’re not guilty you don’t pay. Even with a pound. I know that money is quite easy for them but still. If you’re guilty you should be banned from the competition. I’m nobody to know if they’re guilty or not. My criticism is for the decision.”
