DIMAPUR, JUL 14 (NPN): More than two decades of protracted negotiations between the government of India’s Interlocutors and NSCN (I-M) and later with Working Committee (WC) of Naga National Political Groups (NNPGs), solution to the Naga political issue appears to be hinged on flexibilities on the part of the Naga groups. Deputy National Security Advisor (NSA) and Centre’s Representative and Interlocutor for Naga peace talks, R.N. Ravi, said that “differing positions” on the demand for separate Naga flag and a separate constitution remained unresolved. He however said the peace process was “going on” though the differing positions remained. Ravi made the remarks when asked by Nagaland Post about the demand for separate Naga Flag and constitution. R.N. Ravi said the Government of India was open to discuss about Naga flag for pan Naga cultural
DAYO condemns murder of woman
DIMAPUR, JUL 14 (NPN): Dimapur Ao Youth Organization (DAYO) has condemn the questionable circumstances under which one Tasenjungla was found murdered near a timber mill at Chümoukedima. While appreciating the prompt recovery of the body by the police, DAYO president Aotemsu Aier and general secretary Pangertoshi urged the forensic department to expedite the report at the earliest. DAYO further demanded immediate arrest of the culprits at large, saying it will leave no stone unturned till justice is delivered. Police on Friday afternoon recovered the body of a female reportedly found floating at a water body near a timber mill in Chümoukedima.
body and to term the final agreement as Naga “Yehzabo”. He, however, added that these were still in negotiation stage. It may be recalled that, earlier, in an exclusive interview to Nagaland Post on February 28 this year, the Interlocutor had admitted that “differing positions” on the demand for separate Naga flag and a separate constitution was delaying signing of the final agreement. The Interlocutor said that the Government of India was open to discuss about Naga flag for pan Naga cultural body and to term the final agreement as Naga “Yehzabo”. He, however, added that these were still in negotiation stage. The Interlocutor had also categorically pointed out that delay for arriving at a final solution was not due to the Government of India. He said any final agreement could even be signed “tomorrow”, if the “Naga negotiators reciprocated with pragmatic flexibilities”. In a recent interview, R.N. Ravi disclosed that

while other complex issues raised by NSCN (I-M) have been addressed, the talks have narrowed down to separate flag and renaming of the constitution which both the parties were trying to resolve. On the status of the talk with Working Committee of National Political Groups Ravi said, “Most of the substantive issues have been resolved with NNPGs though few issues remained to be sorted out.” On whether government of India would sign final agreement with WC of NNPGs if NSCN (I-M) demand for separate Naga flag and constitution re-
main unresolved, he said, “We are committed to one process and one solution. We cannot have a piecemeal solution.” Ravi reiterated that his mandate was to deliver a solution to the Naga issue to the best possible satisfaction of the Naga people that would be agreed by all. On getting all negotiating parties on board, Ravi said, “By and large this point has been agreed by all. It is understood that when the final agreement is signed, all will be party to it.” On the circulation and publication of reports that a separate passport and Naga flag has been accepted by the government of India, Ravi rubbished the reports said, “These are all mischievous rumours. There is nothing in it.” On why no talks were held with NPGs for over a month, Ravi admitted that there was a “short pause” due to the Lok Sabha elections but maintained that the process was still on. It was learnt through reliable sources that the interlocutor last held talks

Non-invitation for RIIN K’taka crisis: Rebel MLA quahses hope for HDK govt meet irks DPON, KTCN
Petrol price hiked, diesel unchanged
BENGALURU, JUL 14 (AGENCIES): Rebel Congress MLA MTB Nagaraj flew to Mumbai on Sunday where he quashed hopes of the Congress-Janata Dal (Secular) government by saying that there was no question of withdrawing his resignation, PTI reported. This came a day after Nagaraj had said that he would reconsider his decision to quit after meeting Congress leaders. Leaders of the crisishit ruling Congress-JD(S) coalition in Karnataka were locked in hectic parleys on Sunday to discuss the future course of action to save the government that is on the brink of collapse, even as efforts to mollify rebel Congress MLA M.T.B Nagaraj failed. However, the embattled leaders continued with efforts to woo back some legislators who have resigned, especially seven time Congress MLA Ra-

S o u r c e s r e ve a l e d that the entities had been holding talks at least two to three times a month. However, so far, no date has been set for the next meeting. There is a general perception in Nagaland that political parties, both Central and regional, have been using Naga political issue for electoral benefits. Though Naga political issue is the most talked about and discussed subject, it has evaded a final solution. Solution to the Naga political imbroglio was expected after signing of the Framework Agreement on August 3, 2015 and the joining of Working Committee of National Political Groups in the peace process which was followed by the signing of another agreement with the Working Committee of NNPGs on November 17, 2017. However, these have not resulted in early resolution.
C H E N NA I , J U L 1 4 (IANS): The countdown for the July 15 early morning lift-off of India’s heavy rocket nicknamed ‘Bahubali’ carrying the Chandrayaan-2 spacecraft is progressing smoothly, Indian space agency officials said. “The countdown began at 6.51 a.m. on Sunday,” K. Sivan, Chairman, Indian Space Research Organisation (ISRO), told IANS. Standing at about 44 metre tall, the 640-tonne rocket Geosynchronous Satellite Launch VehicleMark III (GSLV-Mk III) is nicknamed ‘Bahubali’. And just like the hero in the hit film by the same name lifted a heavy ‘lingam’, the rocket will carry the 3.8 tonne Chandrayaan-2 spacecraft. About 16 minutes into its flight, the Rs 375 crore GSLV-Mk III rocket is expected to sling the Rs 603 crore Chandrayaan-2 into an Earth parking 170x40,400 km orbit. From there, it will be a long journey to the moon for the Chandrayaan-2 spacecraft carrying a lander called Vikram and a rover known as Pragyan. The distance between the Earth and the moon is about 3.844 lakh km.

malinga Reddy, ahead of chief minister H.D. Kumaraswamy’s trust vote expected this week. This, even as rebel legislators, who are camped in Mumbai, made it clear that they were united and “firm” on their resignations. Meanwhile, opposition BJP reiterated that the coalition has lost majority and demanded that chief minister H D Kumaraswamy resign immediately or seek a trust vote on Monday itself. The coalition government is on a shaky wicket with 16 MLAs - 13 of the Congress and three of the JD(S) - resigning their assembly membership. Besides, two independent legislators, who were made ministers recently to provide stability, have quit the ministry and withdrawn support. The coalition leaders received a major jolt on Sunday morning as
Nagaraj, with whom they had held day long talks on Saturday in a bid to woo him back to save the government, flew to Mumbai and joined the rebel MLAs camped there. After reaching Mumbai, Nagaraj, speaking to reporters, made it clear that there was no question of withdrawing his resignation and that he was “firm” on the decision. Just ahead of leaving the city, the Hoskote MLA had told reporters that he intended to take a final decision on the withdrawal of his resignation after talks with Chikkaballapura MLA K Sudhakar, as both had together submitted resignations to the Speaker on July 10. As news of Nagaraj boarding a flight to Mumbai surfaced, chief minister H D Kumaraswamy rushed to residence of his father and JD(S) supremo H D Deve Gowda and held
discussions. Meetings were also on in Congress circles at a hotel, where party legislators have camped under the leadership of CLP leader Siddaramaiah, who has convened the legislature party meeting on Monday morning. Later, leaders of both parties, including Kumaraswamy, Shivakumar, CLP leader Siddaramaiah, KPCC president Diensh Gundu Rao, Mallikarjun Kharge among others held discussion. Ahead of the meeting, Kumaraswamy and Shivakumar met Congress MLA Nagendra, undergoing treatment at a hospital here, amid reports that BJP leaders were in touch with him. However, amid all these developments, 12 rebel MLAs of the ruling coalition, who are camped in Mumbai, said they were all together and firm on their resignations.

OSD appt: ENSF reacts to NPMSA statement Mobile app for currency identification soon
This is it!

New Delhi, Jul 14 (PTI): Reserve Bank of India will come out with a mobile application to help visually challenged people in identifying currency notes as cash still remains a dominant mode of transaction. At present, banknotes in the denominations of Rs.10, 20, 50, 100, 200, 500 and 2,000 are in circulation, besides Re 1 notes issued by the Centre. RBI said identification of banknote denomination is key to successful completion of cash-based transactions by visually impaired persons. Intaglio printing based identification marks for helping the visually challenged in identification of banknotes denomination are present in the notes of Rs.100 and above. After demonetisation of old Rs.500/1,000 notes in 2016, new banknotes in design and sizes have been (Cont’d on p-7) put in circulation.

The writ petition (WP (C) No 53 (K) of 2013) filed by N Joory and 30 others challenging the notification of March 25, 2013 was dismissed on June 30, 2014 by Gauhati High Court, which upheld the March 25, 2013 notification, the federation added. Meanwhile, the cabinet on August 5 decided that appropriate action should be taken by the planning & coordination department vis-à-vis the cabinet decision of December 18, 2012 and the high court verdict. Amidst all these, contrary to this and to utter shock, the department issued a notification on December 22, 2015 making the post of OSD (SD) into ex-cadre and personal to her. At this and having no alternative, I Sino Phom was compelled to approach Gauhati High Court (WP
“The Reserve Bank of India has been sensitive to the challenges faced by the visually challenged in conducting their day to day business with Indian banknotes,” said the central bank while scouting for a vendor to develop the mobile application. The proposed mobile app would be able to identify the denomination of notes of Mahatma Gandhi Series and Mahatma Gandhi (New) series by captur-
ing the image of the notes placed in front of mobile camera, the RBI said while inviting bids from tech firms to develop the app. RBI had come out with a similar ‘request for proposal’ from vendors but later cancelled it. The app will also generate “audio notification” intimating the currency note denomination to the user if image is captured correctly, else intimating the user to try again in case of image is not readable.
