GUWAHATI, JUL 13 (AGENCIES): At least 16 people were reported dead in floods and landslides across the Northeast as large swathes of the region continued to receive torrential rainfall on Saturday.

The flood situation in Assam continued to deteriorate with one more person losing his life, taking the toll to seven, as over 14 lakh people were affected by the deluge across 25 districts of the state. While two deaths were reported from Arunachal Pradesh, five persons died in Meghalaya and two passed away in Mizoram.

Assam chief minister Sarbananda Sonowal called Union Home Minister Amit Shah and briefed him about the latest flood situation in the state. Sonowal said 24x7 flood control rooms have been activated across the districts and that he is monitoring the situation personally.

Consultative meet on RIIN on July 17 DIMAPUR, JUL 13 (NPN): Nagaland government has called for a consultative meeting on the exercise for creation of the Register of Indigenous Inhabitant (RIIN) on July 17 at 2 p.m. at the State Banquet Hall.

In a communiqué, Home commissioner Abhijit Sinha informed that the chief minister and deputy chief minister will also be present at the meeting.

daily flood report of the Assam State Disaster Management Authority (ASDMA), one person was killed at Sissibargaon in Dhemaji district. With this, the total number of persons who lost their lives in flood-related incidents in the state this year has gone up to seven.

Bongaigaon, Kokrajhar, Dhubri, Goalpara, Kamrup, Morigaon, Hojai, Nagaon, Golaghat, Majuli, Jorhat, Sivasagar, Dibrugarh, Tinsukia, Cacha and West Karbi Anglong districts, the ASDMA said. Barpeta is the worst hit with 5.22 lakh people suffering, followed by Dhemaji (1.38 lakh people) and Morigaon (nearly 95,000 persons).

NEW DELHI, JUL 13 (AGENCIES): Bharatiya Janata Party (BJP) leader Mukul Roy on Saturday said that a total of 107 MLAs from the Communist Party of India (Marxist), Congress and the Trinamool Congress (TMC) will join the saffron party.

He, however, did not reveal when the MLAs would join the BJP. Speaking at a press conference, Mukul Roy said

that all the lawmakers are in contact with the state BJP leadership. He also said that the party has a list prepared for all the MLAs of Congress, TMC and CPM who would be joining the BJP. The development has come just two days after at least 10 Congress MLAs in Goa switched to the BJP in presence of party working president JP Nadda and Chief Minister Pramod Sawant and amid the Karnataka crisis where 16 Congress and Janata Dal (Secular) MLAs have tendered their resignation to the Speaker.

In Goa, 10 Congress MLAs joined the BJP on Thursday. On Saturday, three of the 10 Congress MLAs were inducted into the state cabinet by Chief Minister Pramod Sawant.

asked three Goa Forward Party (GFP) ministers and one Independent MLA to resign from his ministry so that the new ministers could be inducted.

In Karnataka, a total of 16 MLAs of the Congress and JD(S) submitted their resignation to the Karnataka assembly Speaker.

According to the latest reports, five more MLAs have moved the Supreme Court, alleging the Speaker has not been accepting their resignation.

Meanwhile, MTB Nagaraj has said that he will withdraw his resignation if K Sudhakar also takes it back.

NSCN (I-M) responds to ‘Operation Kekru Naga’ DIMAPUR, JUL 13 (NPN): NSCN (I-M) through its MIP, has expressed “ a huge relief ” over “Operation Kekru Naga” conducted recently by the “Indian army at Kekru Naga village under Nungba sub-division, Tamenglong district in Southern Nagalim”.

In the statement, MIP said the operation ended with the “Indian army in general and the Assam Rifles in particular, rejoicing over the arms and ammunition, stolen from the mobile hideouts of NSCN.” MIP made a correction with the report of the arrest of Thailikpou Panmei by the Indian army. It clarified that Thailikpou was a deserter and thus, terminated from Naga national service on June 10,2019.

How officials siphoned off money in `158 cr NF Railway scam Guwahati, JUL 13 (AGENCIES): In a sensational revelation to the alleged Rs 158-crore scam in Northeast Frontier Railway (NFR) during 2014-18, the Central Bureau of Investigation (CBI) has exposed how six officials made repeated/ double payments of bills for single Notice Inviting Tenders (NIT) for some newspaper groups which were either not in circulation at all or in circulation within limited area not known by the general public, EastMojo report stated.

Repeated/double payments of bills were made for single NIT for some lesser-known newspaper groups such as Ami Asomor Janagan, Kolkata Tender & Auction News (Weekly) and Sadbhawana Ka Prateek, etc, the CBI alleged.

Meanwhile, on charges of issuing advertisements to a number of fake and non-

existing newspapers and magazines in Bihar, Central India and North East in between 2014 to 2018, the CBI has registered a suo-motu case against some officials of the NFR. NFR officials against whom the FIRs have been lodged are Dilip Chandra Bora, senior relations officer in NF railway; Haradhan Dey, retired office superintendent; Babul Chandra Medhi, office superintendent; MMY Alam, chief publicity inspector; Hitesh Deka, assistant under FA and CAO; Prabir Das Purukasthya, senior cashier.

Earlier on Thursday, sleuths of the CBI raided the offices and quarters of six railway officials in the city for their alleged involved in the multi-crore scam.

The sources in the CBI alleged that during the period of 2014-18, these people

entered into criminal conspiracy among themselves and with other unknown persons to cheat the NF Railway with dishonest intention and thereby, prepared, submitted, accepted, passed and disbursed huge amounts of money against fake bills relating to advertisements of approved NIT in various newspapers by abusing their official power/position, causing huge wrongful loss to NF Railway to the tune of more than Rs 100 crore and wrongful gain themselves and others.

It is further alleged that the suspected public servants falsely created records as if they had given advertisements in the newspapers which in fact are not in circulation at all.

“They have fraudulently passed more than one bill for single/same advertisement and they have raised more than one

bill against single NIT,” the CBI said.

It is also alleged that there are discrepancies in release orders (RO) date and date of publication of advertisements in respect of Bill Memorandum No.51/ Sr. PRO/Con/MLG for Rs 2,47,360, Bill Memorandum No 52/Sr. PRO/ Con/MLG for Rs 2,27,354, Bill Memorandum No 53/ Sr. PRO/Con/MLG for Rs 2,06,230, etc, from these, it is observed that the RO issue dates and bill dates are same which indicates that the bill were prepared on the same date of issue of release orders indicating inexplicable urgency.

The font size mentioned in the release orders were 6 point in single column advertisement. But the advertisements were published in double/triple column and font size was beyond 6 point and thereby

posed that the trust vote be held on Wednesday.

However, no decision was taken as the principal opposition BJP did not attend the meeting.

The coalition government, which has been shaky since it came into being last year after a post-poll arrangement in the wake of a hung verdict, is facing a serious crisis now with 16 MLAs - 13 of the Congress and three of the JD(S) - resigning their assembly membership.

Besides, two independent legislators, who were made ministers recently to provide stability to the government, have quit the ministry and withdrawn support.

Pointing out that Kumaraswamy has clearly lost majority with the resignation of 16 MLAs and two independents withdrawing support, Yeddyurappa said it was better for him to resign and allow a new government to take over to work for the people of the state. “Let us wait till Monday, if he is going to move confidence motion we have no objection. We will wait till Monday,” he added.

All heavy vehicles including office buses going towards New Secretariat are to take High School–Meriema– High Court– Secretariat road. Further, all up going vehicles towards town are to take Billy Graham–Don Bosco– in-Patti road. Dead body recovered

DIMAPUR, JUL 13 (NPN): In a delayed report, Police on Friday afternoon recovered the body of a female reportedly found floating at a water body near a timber mill in Chümoukedima. According to reports, the female aged 22 was a resident of a colony in Dimapur. When contacted Dimapur Police PRO informed told Nagaland Post that investigations was on to ascertain the cause of the death. The PRO however said foul play could not be ruled out. As no further details were divulged, PRO said police are awaiting a report from the Forensic Science Laboratory. The body was Saturday handed over to the family members after conducting post mortem. .

DIMAPUR: Livelihood Enterprise Development Programme (LEDP) on piggery farming was held at Meriyan village, under Wozhuro block for the SHG members, where intensive training on piggery farming was held from July 2 and concluded on July 9.

ern and scientific breeding of pigs were taught for six days at Meriyan community hall and an animal health camp held on 7th day of the training.

Resource persons were Dr. N Morothung Ezung (VAS), Renpithung Lotha (VFA), Lanchibemo Tsopoe and Khomesa Odyuo (community resource person).

that such training and guidance were necessary for development of the villagers and thanked NABARD for sponsoring the training, NGO and resource persons for taking up Meriyan village for LEDP programme.

Altogether 64 SHG members from 7 SHGs attended the training programme as 3rd and 4th batch.

World Population Day celebrated in Longleng, Mkg DIMAPUR: Along with the rest of the world, DHS Longleng and Mokokchung DLSA celebrated World Population Day on July 11.

DHS Longleng: District health society (DHS) Longleng held the programme on July 11, at CMO conference hall with John Tsulise Sangtam deputy commissioner Longleng and SDPO Longleng as special guest and guest of honor respectively.

Retired principal director, H&FW department, Dr. Neikietuo Chiesotsu, the guest speaker urged the officers to contribute and work for the growth and progress of the society and its village with their knowledge, talents and skills.

Chiesotsu urged them to maintain amicable relations with all its subordinates stating that it was important to have good

relation, unity and harmony with all the staff from the bottom to the top to have a smooth working environment.

Besides, he further maintained that to achieve greater things in one’s profession, it was crucial to be sincere, honest and dedicated to whatever one was assigned to.

At the same time, he said it endeavoured to help and guide the students and assist and support the elders towards the development of the village in various ways.

The members have also approved its constitution, logo and motto.

Meritorious awards were given to those who successfully passed out from various competitive exams. Krotho has also acknowledged its retired head of departments and gazetted officers.

It was informed that the Krotho has 17 registered gazetted officers serving in various departments.

N.I. Jamir, son of Noklenlemba was born in the year 1916 in the village of Longsa was the first graduate from the Ongpangkong students and after his graduation, he continued teaching and was entrusted as the school inspector (SI) by the government.

Since he made a lot of contribution in the educational sector he was taken

into the administration and in 1956 appointed as the assistant political officer (APO). After statehood of Nagaland, he served in the Nagaland civil services and became the Ist Mokokchung deputy commissioner among the Ao tribe after which he was conferred the Ist IAS from Tziikong and retired from office in 1980.

After his retirement, he joined politics and while serving as minister he left for heavenly abode in 1996.

IPFT to meet Modi, Shah over demand for Tipraland

Agartala, Jul 13 (IANS): Leaders of the Indigenous People’s Front of Tripura (IPFT), an ally of the ruling BJP, will meet the Prime Minister, Home Minister and other central ministers in Delhi next week to press their statehood demand.

“We would leave Agartala for New Delhi on Sunday to meet Prime Minister Narendra Modi, Union Home Minister Amit Shah and other central ministers on July 15 and 16,” a party leader said on Saturday.

“Besides our main demand of statehood, we would press for other demands for the all round development of the tribals in Tripura,” IPFT General Secretary and Forest Minister Mevar Kumar Jamatia told IANS.

The IPFT, a tribal-based local party, has been agitating since 2009 for a separate state to be carved out by upgrading the Tripura Tribal Areas Autonomous District Council (TTAADC), which has jurisdiction over twothirds of Tripura’s 10,491 sq-km area, home to over 12,16,000 people.

Tripura’s oldest tribalbased political party, the Indigenous Nationalist Party of Tripura (INPT), as well as the dominant ruling Bharatiya Janata Party, the opposition Congress and Communist Party of IndiaMarxist-led Left Front have, however, been opposed to the IPFT’s separate state demand.

IPFT spokesman and the party’s Assistant General Secretary Mangal Debbarma said that a 15-

member delegation led by party President and Revenue Minister Narendra Chandra Debbarma would also urge the Prime Minister and Home Minister to give more autonomy and power to the TTAADC. “The Central government had earlier constituted a high-level committee to recommend various measures for the socio-economic development of the tribals.

We are in the dark about the implementation of the recommendations of the committee,” Debbarma told IANS. The IPFT’s other demands include the inclusion of tribals’ ‘Kokboroka’ language in the 8th Schedule of the Constitution of India and introduction of the the Roman script for ‘Kokborok’.

Lady cop suspended for accepting bribe I TA NAG A R , J UL 1 3 (AGENCIES) : A woman cop was suspended by the Capital Complex police in Itanagar, Arunachal Pradesh for allegedly demanding and accepting bribe from an accused of an accident case, reports East Mojo.

A complaint against the woman assistant subinspector (ASI) was received from the accused of the accident in which he alleged that the she had demanded Rs 40,000 for granting him bail, said Capital Complex SP Tumme Amo. The ASI was the investigation officer of the accident case which occurred on April 24. “She (the woman officer) made the accused believe that his offence was a non-bailable one, whereas that was the case,” said Amo. “According to the accused, he was on his vehicle with his wife and they were on their way to a hospital when the car suddenly started to face some issue with the brakes. Accordingly, he drove his vehicle to a garage near Arunodaya Hr. Sec. in H Sector in two mechanics of the garage were hit. Subsequently, the owner of the garage lodged a complaint against the accused in Itanagar police station,” Amo informed.

The SP further said that the police department will not tolerate any forms of corruption, especially from its officers or personnel.

Flood submerges over 70% of Kaziranga National Park GUWAHATI, JUL 13 (AGENCIES): With rise in the water level of the river Brahmaputra due to incessant rains, over 70 per cent of the Kaziranga National Park (KNP) in Assam has been submerged by flood waters of the mighty river, reports Northeast Now news.

Apart from river Brahmaputra, rising waters from river Dhansiri also entered the national park.

Due to incessant rains for the past few days, river Brahmaputra, its tributories and most of the other rivers across the state are flowing above danger level causing flood.

According to information, the forest personnel of Kaziranga National Park have been patrolling on boats inside the flooded areas of the national park, which is known for its onehorned rhinoceros.

As per reports, the forest personnel of the park have been engaged for 24 hours on rotation basis to protect the wild animals including rhino which move from the flooded areas to safer places. It is a known fact that every year, the poachers make poaching attempts inside the park during floods taking advantage of the situation.

However, the authorities of Kaziranga National Park in Assam are gearing up to face the flood related challenges.

“We have put all our staff members on alert for

any flood situation,” said director of the Kaziranga National Park, P Shiv Kumar recently.

Kumar informed that officials of the Kaziranga National Park have already repaired the 200 highlands inside the park which provide shelter for the animals during flood.

The park director also said, “We have also coordinated with the fringe villagers of the park so that the distressed animals could be saved during the floods. The villagers living around the area and our front line staff members are very important as they are the first respondents in terms of flood.

According to the census carried out in 2018, there are 2413 one-horned rhinos in the park. During the flood season, the poachers also take advantage and try to kill the animal.

The director also said “Our forces patrol in and around the park 24X7 during the floods to ensure safety of the animals.”

Kumar also informed that the government has recently inducted the specialized Rhino Protection Force (RPF) for better protection of the one-horned rhinos.

Stating that the park needs floods for maintaining its ecology, the director further said, “The annual flood also washes out all the unwanted weeds from the park helping maintain its ecology. However, the problem is when there is high floods.”

IED planted near school in Mnp; students, teachers protest

IMPHAL, Jul 13: A local made IED wrapped in a polythene bag was found placed at the main entrance gate of Imphal Public School, Canchipur under Singjamei police station of Imphal West district on Saturday.

Students, teachers and non-teaching staffs of the school along with locals staged a protest in front of the school to denounce planting of the bomb in near the school. Later, locals of the surrounding areas joined the protest.

detected the unattended polythene bag at the gate of the school early Saturday morning, he informed the school authority who then informed the police who rushed to the spot immediately.

The police with bomb experts defused the bomb and disposed it at a safe place later. Police suspect the IED was planted by a militant group in connection with monetary demand from the school authority.

IMPHAL, Jul 13: Unidentified miscreants on Saturday gunned down an individual said to be a functionary of an armed outfit in Manipur border town Moreh.

While denouncing the “brutal killing”, civil society organisations based in the border town observed a 24-hour total shutdown which began from 5pm on Saturday.

The deceased was identified as John Gangte, son of Kailun Gangte of Lonpi village of Chandel district, presently residing the border town (Moreh).

Locals said that he was the Moreh town commander of the United Kuki Liberation Army (UKLA), the armed wing of United Kuki Liberation Front (UKLF).

The police is however yet to confirm it.

The incident took place near Ngamkhai Veng (Moreh ward no. 8) in the afternoon, around 12.20 am when the deceased was moving on a TVS brand twowheeler in the area.

The armed miscreants shot several rounds of gunshots at Gangte and left the place hurriedly.

Locals and passers-by immediately rushed him to the Moreh hospital where he succumbed to bullet injuries after a brief struggle at the hospital.Police said the deceased was hit by at least eight bullets. They further said that a 9mm pistol loaded with some live round was also found in the possession of the deceased.

Police who investigated the incident recovered 10 empty cases from the spot where the deceased was shot.

The shooting incident has triggered a protest in the border town where some CSOs based in the border town have imposed a 24hour total shutdown which commenced at 5pm on Saturday.

The shutdown call was given jointly by Hill Tribal Council (HTC), Kuki Women Union & Human Rights (KWU&HR), Kuki Students’ Organisation (KSO) Moreh branch and Moreh Youth Club (MYC)

to strongly condem the “brutal killing” of John Gangte.

The CSOs, in a statement announcing the total shutdown, demanded that “the perpetrators of the murder admit to the crime with reason(s) within 24hour and never to repeat such crime in future.”

They further demanded that the government take up befitting action to book the culprit(s) immediately.

Asser ting that the shooting incident took place at a spot frequently used by passers-, the CSOs alleged that it indicated the evil intention of the individual or group responsible.

The CSOs expressed their abhorrence to such anti-social elements that are keen to disturb the peaceful co-existence in Moreh and its surrounding areas.

Meanwhile, police have stepped up security measure in the border town considering the tension brewing among the public in the aftermath of the shooting incident coupled with the total shutdown imposed by CSOs.

Excited about his research prospects on nanotechnology at Auckland, Dutta said that for so long he had been working on effects of nanoparticles on plant cells but now he would be studying the effects of these nanoparticles on mammalian cells. Dutta has produced several bio-formulations which deal with a number of diseases in tea and other plants. Green Biotech Eco Solutions Private Limited, Manipur has bought four such bio-formulations.

Dutta said that he and his team here had produced seven liquid bioformulations which had found favour during trials in different tea gardens in the state. Management of a few tea gardens have found that these bio-formulations proved to be more effective in controlling pests and pathogens than the chemical ones.

SHILLONG, JUL 13 (PTI): The Meghalaya Cabinet has approved a draft water policy to address water usages, issues of conservation and protection of water sources in the state.

Chaired by Chief Minister Conrad K Sangma, the cabinet on Friday discussed at length the various aspects of the policy before approving the draft policy, Deputy Chief Minister Prestone Tynsong said.

“All issues related to utilization of water and livelihood and how to preserve water bodies have been outlined in this policy including community participation

in the implementation of this policy by constituting a water sanitation village council at the village level,” Tynsong said.

The policy was drafted by the state Water Resources department in consultation with experts in water conservation and protection of water bodies.

The deputy chief minister said that Meghalaya being a hilly state, receives a lot of rainfall but the same water cannot be retained and all water reach Bangladesh in no time.

Among the other issues discussed on the policy was the need to optimize usage

and conservation of water, steps needed to protect water bodies and water sources including ground water and protection of catchment and springshed areas.

Recently, the state government has launched the Jal Shakti mission to address the problems related to water.

The state cabinet has also approved the proposal of the Finance department to hike the salary of chairman and members of the Meghalaya Public Service Commission based on the recommendations of the fifth Meghalaya Pay Commission.

A bench of Justices M.R.Shah and A.S.Bopanna restored a single-judge bench order of the Manipur High Court that held that all pensioners, irrespective of their date of retirement, shall be entitled to revision in pension at par with those pensioners who retired post ­1996. The court also directed that the arrears be paid to the pensioners within three months.

Keeping in mind the increase in cost of living, the Manipur government K Y M C

had in 1999 increased the quantum of pension as well as the pay of state employees. On April 21, 1999, it issued a memorandum in this regard.

The All Manipur Pensioners Association challenged the memorandum contending that all pensioners who retired on or after January 1, 1996, and those who retired before January 1, 1996, formed only one class and therefore the classification between them for the purpose of granting revised pension benefits was arbitrary, unreasonable and violative of Article 14 of the Constitution of India.

Hearing the All Manipur Pensioners Association’s plea, the bench observed that “all the pensioners belong to one class” and added: “Increase in the cost of living would affect all the

pensioners irrespective of whether they have retired pre ­1996 or post ­1996.”

“The state cannot arbitrarily pick and choose from amongst similarly situated persons a cut­-off date for extension of benefits, especially pensionary benefits.

There has to be a classification founded on some rational principle when similarly situated class is differentiated for grant of any benefit,” the court said in its order.

Observing that Article 14 of the Constitution of India assured equality before law, the court pointed out that classification of pensioners had no reasonable nexus to the objective sought to be achieved while revising the pension. “It is unreasonable, discriminatory and arbitrary,” the bench said.

Diphu July 13: The Karbi Student Union has expressed its resentment over the abnormal hike in admission charge of Diphu B.Ed College. The student’s body has sought the intervention of Karbi Anglong Autonomous Council in the matter. The students’ organization, through a letter, has urged the Executive Member of Karbi Anglong Autonomous Council in-charge of Higher Education to slash the fee to a reasonable amount. The students body mentioned in the letter that they are surprised over the sudden increase of B.Ed course fees to Rs. 1,20,000 for the session 2019 and onwards from Rs. 55,000.

The KSU stated that Diphu B.Ed College was established to provide better education to economically poor students of Karbi Anglong but the present fee structure is simply unbearable. The organization is of the view that education is not a privilege for the few but everybody’s rights.

Diphu July 13: To curb menace of polythene, Diphu Municipal Board has prohibited sale and use of polythene bags in Diphu town from July 15.

The order was issued on July 8. Any violation of the order shall be punished under relevant provision of law under Plastic Waste Rules, 2011. Violators of the order shall be penalized up to Rs. 1,000 and above, the order cautioned.

AIZAWL, JUL 13 (AGENCIES): Former Mizoram boundary committee member and ex-Lok Sabha member CL Ruala on Friday said that a 509-sq-mile stretch of the Inner Line Reserve Forest (ILRF) area belongs to Mizoram, reports East Mojo.

Ruala, who was the member of the Assam-Mizoram boundary committee in 1973 and 1987, said Ch Chhunga, the first chief minister of Mizoram when it became a Union territory, had on January 2, 1974 submitted a memorandum to then PM Indira Gandhi asking her that the boundary between Mizoram and Assam’s Cachar should be drawn as per the existing Inner Line Reserve Forest area as demarcated under the Bengal Eastern Frontier Regulation, 1973 and later notified in 1875.

“When both chief secretaries of Mizoram and Assam met over border in

July 1987, the Mizoram chief secretary informed his Assam counterpart that the boundary line between Mizoram and Assam was that of the inner line 1875 as mentioned by Ch Chhunga in his memorandum. The Mizoram government has no other standpoint than the Inner Line Reserve Forest area as regards to boundary,” Ruala said in a seminar on Friday.

The state cabinet on July 8 declared the boundary line or Inner Line Reserve Forest area notified under the Bengal Eastern Frontier Regulation in 1875 as the most accepted boundary of the state and was the standpoint of the government.

Reacting to this, CL Ruala said that the state cabinet should have said that its standpoint is similar to Ch Chhunga’s standpoint.

LU C K N OW, J U L 1 3 (IANS): Sakshi Misra, the daughter of a BJP MLA from Uttar Pradesh, and her husband were now expected to opt for a registered marriage in court, after their inter-caste wedding created a huge controversy.

Sakshi is a Brahmin, while her husband Ajitesh Kumar belongs to a Dalit family.

This is being done after the priest of the Ram Janki temple in Prayagraj, where they reportedly exchanged vows and even have a certificate to prove that they tied the knot, denied the marriage, adding that the certificate was fake.

According to sources, the couple will be appearing in the Allahabad High

Court where their petition will be taken up for hearing on July 15. “They will get their marriage registered in court on July 16 after making a request to the court itself,” the sources said.

Sakshi and her husband, who have been on the run since July 3 when they left their respective homes, made an appearance on Friday on a news channel where they again alleged that the Bharatiya Janata Party MLA from Bareilly, Rajesh Misra was against their marriage purely on caste grounds.

The couple and Ajitesh’ father Harish Kumar have alleged that SSP Bareilly Muniraj G had refused to respond to their calls for protection and security.

KOLKATA, JUL 13 (PTI): The first Rafale fighter jet will be delivered to the Indian Air Force in September 2019 as per schedule, a top government official said on Saturday.

Rafale fighter jets, manufactured by Francebased Dassault Aviation, are twin-engine multi-role fighter aircraft. These are nuclear capable and can engage in both air-to-air and air-to-ground attacks.

The first Rafale fighter jet will be delivered in September, Ajay Kumar, secretary to the department of defence production, said.

French Ambassador to India, Alexandre Ziegler had early this month assured that the first Rafale fighter aircraft will be delivered within two months and will be “perfectly on time”.

All the 36 Rafale jets will be delivered to the Indian Air Force within the next two years, he said.

The Rafale deal has drawn flak from the Opposition which has alleged widespread corruption in the contract. Asked about the Rafale offset partner issue, Kumar said, “It will be done as per the rules.”

He was speaking on the sidelines of the inauguration of Bharat Chamber Defence Facilitation Centre here.

L U C K N OW, J U L 1 3 (PTI): Welcoming the Uttar Pradesh Law Commissiondrafted Bill against lynching, BSP supremo Mayawati Saturday pitched for a stringent, pan-India legislation to arrest the spread of this “dreadful disease”.

In a statement issued by the BSP here, Mayawati said, “Mob lynching has emerged as a dreadful disease (bhayanak bimari) across the country, and the loss of lives in it is a matter of serious concern.”

“In this regard, there is a strong need for a strigent countrywide law, but the Centre’s approach towards it is lackadaisical,” she said.

She welcomed the submission of a draft Bill by the UP Law Commission in this regard, which recommended up to life imprisonment for the crime. Taking cognisance of incidents of mob lynching, including those by cow vigilantes, the UP Law Commission on Wednesday submitted to Chief Minister Yogi Adityanath the draft Bill recommending up to life imprisonment for the crime.

‘India likely to continue supporting Afghanistan despite US drawdown’ WASHINGTON, JUL 13 (PTI): India is likely to continue supporting Afghanistan with its financial and other assistance despite the US’ troop withdrawal to limit the Taliban, Pakistani and Chinese influence, the Pentagon has told the Congress.

In its latest report to the Congress on Friday, the Pentagon said a significant deterioration of security conditions in Afghanistan, however, may adversely affect the ability of India to provide aid to the war-torn country. With USD 3 billion in aid since 2001, India remains the largest regional donor to Afghanistan, the report said.

“In the event of a US drawdown in Afghanistan, India likely will attempt to continue its support to Afghanistan and try to limit Taliban, Pakistani, and Chinese influence,” the Pentagon said. India desires a stable Afghanistan that does not harbour terrorists who could target Indian interests and does not have close ties with Pakistan, it said.

“There are no reports

indicating that India has taken any serious action during the reporting period that would affect the situation in Afghanistan,” the Pentagon said.

It said that in the 1990s, India supported the former Northern Alliance and maintains contact with Afghan power brokers.

India has transferred a total of eight Mi-35 helicopters to the Afghan Air Force, four during 2015/2016 and four more during 2018.

“This aid marks a significant departure from India’s previous policy of providing only non-lethal military assistance,” the Pentagon told the Congress.

“Pakistani sensitivities towards Indian involvement

in the country ultimately limited the assistance. Additionally, the Indian military provides procurement and training support to help professionalise the Afghan military and to improve its vehicle maintenance capabilities,” it said.

However, Indian aid to Afghanistan focuses primarily on four main categories: humanitarian assistance, major infrastructure projects, small and communitybased projects, and education and capacity development, the report said. US President Donald Trump in his new South Asia strategy unveiled in August 2017 had sought a major role for India in bringing peace in Afghanistan.

Future wars to make use of cyber, space assets: Gen Rawat

New Delhi, Jul 13 (Agencies): Army chief Gen Bipin Rawat on Saturday said they had come a long way since Kargil and warned that future wars could be different, asymmetric in nature, and domimated by use of cyber and space assets.

Speaking at a seminar, ‘20 Years after Kargil Conflict’, organized by Centre for Land Warfare Studies (CLAWS) here, Gen Rawat spoke about two issues-changing character of warfare and transformation of forces.

“In these 20 years, character of warfare and its conduct has changed. Use of irregulars will go up. Cyber and space have changed the dynamics. The Army has to be ready,” General Rawat said.

Future conflict would be seamlessly connected, unconventional and asymmetric in nature, he added.

“Be aware of space in future war fighting. Cyber and space are likely to be fiercely contested,” Gen Rawat said.

the narrative and be prepared for multi-spectrum challenges, he said, adding that there is need to build capabilities to tackle asymmetric warfare.

S

o far, there has been quite predictable rains over the north east with heavy to moderate rainfall during June to July. Assam faces the perennial problem of the river Brahmaputra overflowing. So far there have been at least seven deaths while around eight lakh people have been displaced. Heavy rains have caused landslides in some north eastern states such as Mizoram, Meghalaya and Arunachal Pradesh. Even in Nagaland several places have been affected by flash floods.

However, rains are not even throughout India.

In most parts of India, The India Meteorological Department (IMD) has forecast average rainfall in 2019, while the country’s only private forecaster Skymet has predicted below-normal rainfall. The IMD’s 2017 forecast was the most accurate since 2008. In 2018, it forecast 97% rainfall but India received only 91%. Even during normal monsoon years, some parts of India face drought while others flood. At 96%, the India Meteorological Department (IMD) has predicted a “near-normal” monsoon in 2019. In contrast, private weather forecaster Skymet, citing an El Niño possibility, has a damp prognosis: “Below-normal” rains at 93% of the longperiod average (LPA). It’s a “near-normal” season if rainfall is 96-104% of the LPA. The IMD has predicted a near-normal monsoon seven times in the past 10 years, but those calls were correct only on three occasions. Of the balance four, two were below-normal, one deficient, and one saw a deluge.

Monsoon rains have been 44% lower-than-average so far in June, delaying the sowing of summer-sown crops and raising concerns that parts of the country could face a worsening drought. This means agriculture produce would be affected. The shortfall could have a major impact on consumer demand, the overall economy and financial markets. The Modi government, has promised to double farmers’ income over five years and also promised to boost the economy. On the other hand, makers of consumer products are reporting poor rural demand.

Depleting reservoirs have forced cities including Chennai, Mumbai and Hyderabad to cut water supplies. A normal, well-distributed monsoon creates upsides to growth and keeps food inflation in check.

Unevenly-distributed rains, even if normal, can hurt agricultural production. What’s worth noting is that El Niño is impacting the Indian monsoon more than before. Since 1991, six of the nine times that El Niño occurred, the Indian monsoon was affected. Mathematically, that’s tantamount to an impact probability of over 65%.During fiscal years 2017-18 and 2018-19, the steepest declines in nominal growth in agriculture-a proxy for farm prices-were in Madhya Pradesh, Maharashtra, Odisha, Bihar, Telangana, Punjab and Karnataka. However, their real gross value added (GVA) growth also declined, indicating overall loss of income. Food makes up nearly half of India’s consumer price index, which the central bank monitors when deciding on monetary policy, including interest rates. If there is a bumper farm output, then food prices would be under control.

In the light of political farmer-centric political oneupmanship, the centre has paid farmers during past droughts but straining the fiscal deficit. The government hopes that a good monsoon will limit that kind of government spending. A drought would raise vegetable and pulse prices, requiring increased spending on welfare schemes. India’s economic graph will have to await how monsoon delivers in the coming months.

overnment Notification No.Con.3/PAP/65/10: Dated Kohima the 29th June 2019 concerning “Registration of Indigenous Inhabitants of Nagaland” (RIIN) with a seemingly simplified objective of preventing issuance of fake Indigenous inhabitants Certificates, is froth with possible abusive outcome that could be detrimental to the original sons of the soil unless certain operational benchmarks are first strictly laid down with absolute clarity.

(A) At the outset, it is the considered view of NSCA that the Government needs to first and foremost clarify what record it is referring to when it says “based on official records” in the matter of extensive survey at the village and urban ward level: (Clause 2. of the notification No.CON-3/ PAP/65/10; Dated Kohima the 29th June 2019; and at Clause 10 of the same notification for the Deputy Commissioner to adjudicate claims and objections) at the later stage. In this regard NSCA would like to firmly place on record and state that the overwhelming majority of original Naga inhabitants of Nagaland do not constitute to be a real threat factor. Instead it is the minority sector of ‘Non-Nagas’ and ‘other Nagas’ who settled in Nagaland before 1-12-1963 that calls for prioritising RIIN exercise rather than unnecessarily compounding the problems by plunging the whole State into a mega exercise with the inclusion of the less questionable indigenous majority population of Nagaland through this cumbersome scrutiny. In this connection NSCA would like to refresh the mind the Government of Nagaland that the Department of Personnel and Administrative Reforms (Administrative Reform Branch) vide its Notification NO.AR-8/8/76: Kohima, the 28th April, 1977 officially laid down the following regulatory criteria: (Quoted Verbatim): 1.

The Governor of Nagaland is pleased to decide that in order to qualify as an “Indigenous Inhabitants” of the State of Nagaland for the purpose of employment as envisaged in the order No.APPT18/6/67 dated 6-7-73, a person should have settled permanently in Nagaland prior to 1-12-1963.

The following shall be the criteria for determining a person to have had a permanent settlement in the State prior to 1-12-1963.

(1) His/her name or name of parents or legitimate guardians, in case the person was then a minor, should have been entered in the Electoral Roll published on 5-12-1963. OR (2) The person or his/her parents or legitimate guardian should have been paying house tax prior to 1-12-1963. OR

(3) The person or his/her parents or legitimate guardian should have acquired property and patta on it prior to 1-121963.

2. It has been further decided that only those certificates issued by a Deputy Commissioner or an Additional Deputy Commissioner shall be accepted and with immediate affect the form of certificate as annexed shall be used.

This Notification was issued when honest application of mind was still the standard functional norm of the Government sans questionable motivation against the interest of the real indigenous Naga inhabitants of the State of Nagaland. To the best of our knowledge this notification in question has neither been superseded nor nullified and is still relevant as a rational and fair benchmark for ‘other Nagas’ from elsewhere and ‘Non-Nagas’ to qualify as indigenous inhabitants. Therefore these criteria must strictly remain as the guiding principle in the implementation of RIIN. (B) With the Cabinet having decided to extend ILP coverage in Dimapur, NSCA wonders why the Government is in such a tearing hurry to implement RIIN over the general populace at this stage rather than focus on streamlining the colossal complexities concerning the non-local population that have settled in Nagaland after 1-12-1963. While conceding the necessity of streamlining Indigenous Inhabitants of Nagaland for long term sanity, this RIIN exercise does appears to be more of a misplaced diversionary priority weighed against the circumstantial backdrop of qualifying the commercial hub of Dimapur as an ILP zone. It is a considered opinion that the status of the ‘Non-Naga’ and ‘other Naga’ population within Nagaland, especially in Dimapur, should precede the present general exercise of RIIN. It is an irrefutable fact that the upper strata of the Non-local population represent powerful Mega Business Houses who dubiously contaminates the Government working system with their ill gotten untaxed profits.

Their influence over the entire system has grown rapidly over the years with unhealthy ‘closed eye’ compliance from the Politicians, Bureaucrats and Technocrats ruling the roost. Indeed even the common man who lends their names to the Non-Local businessmen for a measly monthly remuneration thereby affording

the Non-Local businessmen to annually earn crores from the State exchequer through ruthless bribery and at the same time evade crores of income tax burden owed to the Centre/ State exchequer. While not excusing the State Government’s deliberate laxity in this matter, even the Nagaland Contractor’s Union ought to have imposed befitting strictures within their fold to disqualify such person(s) from all contractual business with the Government as a penalty for prostituting their names to the Non-Local businessmen.

NSCA is of the opinion that the Non-locals by all means should be given a fair opportunity to do business in their own names and pay income tax as is due by them.

Unless this deadly loophole is plugged, corruption in the state will continue to escalate beyond our control. The one step in the right direction to eliminate this cancerous system is therefore to first identify the legitimate NonLocal inhabitants in the State who then must carry out their business in their own names in the future and be liable to fulfil their income tax responsibility to the State and Centre.

(C) In as far as the ‘Other Nagas’ from beyond the state boundary is concerned, as long as they were settlers in Nagaland State before 1-12-1963, they should be given every legitimate rights due to them. Necessarily RIIN would then officially confer on them all privileges through authenticated registration as indigenous inhabitants based on the working criteria as mentioned above. While warmly accepting ‘other Nagas’ as brothers in the matter of social co-existence it would grossly be selfish and unfair on their part to want to enjoy dual privileges from the State they geographically belong to as well as from the State of Nagaland. It would be a pathetic stupidity on the part of the Nagas of Nagaland to allow this to continue. A clear strict line therefore needs to be drawn until such time the IndoNaga political solution defines the final ground reality.

Having expressed our serious concerns with a clear conscience in the interest of the indigenous inhabitants of Nagaland, NSCA would like to entreat with the Government to call for an urgent public meeting with all the relevant NGOs at the earliest in order to streamline the operational yardsticks on a clear footing. Until this is done the present RIIN implementation should necessarily be put on hold.

Sorry...(IM) from Hebron, 12th July 2019 is a clear indication that they are only able to see the world through the prism of their own small ‘international’ pond of Hebron and not beyond. There is absolutely no dispute that “all Nagas are indigenous in their ancestral homeland” contiguous or otherwise. That the Nagas headhunted each other to protect their respective ancestral homeland is proof enough. Except for the fearful sycophants in high places, the general stakeholders of Nagaland at large have been requesting the NSCN (IM) from the very beginning to share the contents of Framework Agreement of 3rd August 2013...which continues to be shrouded in secrecy. For all practical purpose GoI has repeatedly made it amply clear that the subject of ‘Sovereignty’ and ‘Integration’ are off the negotiation table. Whether true or not, NSCN (IM) has not been able to conclusively dispel this claim of the GoI beyond a doubt because of their failure to repose faith in their fellow Nagas. Therefore Nagas of Nagaland has nothing to go by on a concrete basis to make a collective stand.

Until such time this delusionary confusion is made clear, the Nagas of Nagaland has no choice but to follow the course it has delineated for itself in the matter of RIIN. The only area that even the Nagas of Nagaland want some clarity in this matter is for the Government of Nagaland to have a definitive implementation yardstick to qualify all those who have settled in the State of Nagaland before 1-12-1963. It is imperative for the Nagas of Nagaland to protect its fences just as much as our Naga brothers from Arunachal, Assam, Manipur and Myanmar must protect their own from outsiders until we are able to integrate all Nagas under the same political roof...if and when this happens. As of now, everyone is expected to enjoy the meagre resources from within their respective geographical boundaries without aspiring for dual privileges at the cost of others...Nagas as we all may be.

That ‘Nothing is conclusive on the Naga Issue’ is totally a statement of a fact but this inconclusiveness has largely been perpetuated by the NSCN (IM) in not wanting to collectively deal with this issue with all the other Factions

in the fray as equal partners because we are all struggling for one and the same cause.

The uncontaminated truth is that our Southern Brothers of Manipur in the NSCN (IM) organization have forgotten history by not honestly acknowledging that they had refused to join the Naga National Movement before 1965 but are now spearheading the movement they had once refused to join...with absolute autocratic arrogance laced with tonnes of egocentric misadventure...that too in total secrecy at the cost of the stakeholders. The ‘inherent rights of the Nagas’ can only be customarily exercised within their own land holdings and not beyond and therefore RIIN does not in any way contradict this inherent right of the Nagas of Nagaland.

Whether ‘16 Point Agreement’ or not, the people of the State of Nagaland have every right to protect their interest from all other unwarranted elements just as much as our brothers from Assam, Arunachal, Manipur and Myanmar must protect their own ancestral land until such time the issue of integration can finally be reconciled.

It is irrefutably correct to say that “All Nagas, wherever they are, are indigenous in their land” be it with or without their common history.

It would highly be erroneous however to imply that the Nagas of Nagaland are indigenous in the land of our Southern brothers of Manipur or Assam or Arunachal or Myanmar on grounds that we have a common history. It is for NSCN (IM) to realise that in order to fulfil their professed ideals of historical commonality, the same spirit of commonality through unity can achieve what they are trying to verbally profess... not by working against this very objective by their egoistic failure to work with all the other National Workers as equals. The Nagas have only harvested counterproductive result thus far. Therefore, until such time the Indo-Naga issue is resolved let each Naga sector judiciously protect its own.

Integration can eventually become a simpler task without unnecessary outsider baggage from all sectors. It would therefore be more maturely in the fitness of things for NSCN (IM) to look at the bigger picture and reconsider its present stand against RIIN. Khekiye K. Mumbai’s BEST undertaking to buy 500 electric buses in a year’s time

M um b ai , J ul 1 3 (Agencies): Mumbai’s BEST transport undertaking will soon have one of the country’s largest fleet of electric vehicles when it inducts 500 electric buses in a year’s time, according to officials here.

The civic-run Brihanmumbai Electric Supply and Transport (BEST) undertaking has taken a decision to invite bids for 500 electric buses under the central government’s Faster Adoption and Manufacturing of Electric Vehicles (FAME II) programme. “We are in the process of setting up charging stations at various bus depots where the electric buses are planned to be operated,” a BEST official said.

A section of the corporators from the Shiv Sena and the BJP who control the civic body want the fleet of electric buses to be fully

air-conditioned, according to officials here.

At present, the BEST operates six electric buses in South Mumbai. Another 25 electric buses owned by the Mumbai Metropolitan Region Development Authority is being hired on wet lease and will ply in South Mumbai since BEST has charging stations only at its Backbay Reclamation depot downtown. By the year-end, BEST plans to have 80 buses on its fleet. The civic-run transport undertaking has reported a surge in ridership ever since it reduced bus fares earlier this month.

While the minimum fare for a non-airconditioned bus is pegged at Rs 5, the cheapest trip in an air-conditioned bus costs just a rupee more.

Last month, BJP leader Jayaprada, who contested the 2019 Lok Sabha polls against Azam Khan, filed a complaint with the Election Commission seeking the newly elected MP’s disqualification for also holding an office of profit as the chancellor of Mohammed Ali Jauhar University.

Jaya Prada cited two examples — one of Sonia Gandhi and another of Jaya Bachchan — both of whom had to resign as MPs and recontest polls on grounds of holding office of profit.

3 killed in fire at Delhi factory NEW DELHI, JUL 13 (PTI): Two women and a teenager were killed in a massive fire at a twostoreyed hardware factory in Delhi on Saturday morning, police said.

The blaze broke out around 9 am at the factory in Shahdara’s Jhilmil Industrial Area, which houses several industrial units, and 31 fire tenders were rushed to the spot, the Delhi Fire Services said. The blaze started from the first floor of the building and engulfed the whole structure, the police said.

According to the supervisor of the factory, Pradeep, around 60 workers were present inside the factory that usually opens at around 9 in the morning.

Cartons kept inside the factory, involved in manufacturing and packaging of taps, caught fire quickly and aided in the spread of the fire, he said.

Pradeep said most of the workers managed to escape the factory. “But the three victims were present on the second floor and could not come downstairs as it was filled with smoke,” he said. A fire department official said five people were trapped on the second floor of the building and two of them survived. A fire personnel also sustained injuries during the rescue

The bench directed the apex court registry to register the case as a writ petition titled as “In-re Alarming Rise in The Number of Reported Child Rape Incidents” and posted it Monday for issuance of directions.

The bench said it had asked the Registry to file a report on two aspects such as the total number of rape cases involving child registered across India since January 1 and the stage of investigation and the time taken to file a charge sheet as also the status of trials.

It had asked the Registry to collect details from all the states and high courts.

Referring to the data on sexual crimes against children, it said that from January 1 to June 30 this year, 24,212 FIRs have been filed across India.

Out of over 24,000 cases, 11,981 are still being probed by the police and in 12,231 cases, police have filed the charge sheet, it said.

Trials have commenced in 6,449 cases only, it said, adding that they are yet to commence in 4,871 cases.

Till now, the trial courts have decided only 911 cases, about 4 per cent of the total cases registered, it said.PTI

NEW DELHI, JUL 13 (IANS): More than two dozen poor farmers were illegally detained and tortured for several days before their lands were “forcibly grabbed” by senior Samajwadi Party (SP) leader and MP Azam Khan in Uttar Pradesh’s Rampur district, the police said on Saturday.

According to a criminal case registered at Rampur’s Azim Nagar Police Station, Azam Khan and his close aide, former Deputy Superintendent of UP Police Aalehasan Khan, allegedly forged documents and grabbed land worth over several hundred crores for Mohammed Ali Jauhar University, a multi-crore private project of the SP leader.

“Twenty-six farmers have stated that Azam Khan and Aalehasan illegally detained and pressured them to sign on a forged sale deed in a bid to acquire their land running into several thousand hectares,” Ajay Pal Sharma, Superintendent of Police – Rampur, told IANS. “When the farmers refused to sign on the papers, their land was forcibly occupied. While the outfits are accusing Christians of forcibly converting Hindus, attacks on churches and priests were also increasing. The police, in majority of the cases, were being accused of taking action only against Christians. Two priests in Rae Bareli, Azad and Kahadi Yadav, were recently arrested on charges of forcible conversions. On July 4, a local priest Jitendra Sahni was attacked and injured by ‘Hindu’ leaders.

Similar attacks have been reported from Jaunpur, Robertsganj, Varanasi and Gorakhpur in the eastern region. Jaunpur, in fact, witnessed violence and attacks on churches in September 2018 after which some churches had closed down.

Mumbai, Jul 13 (PTI): New Delhi: After Punjab National Bank (PNB), another state-owned lender Allahabad Bank Saturday reported a fraud of over Rs.1,774 crore by Bhushan Power and Steel to the Reserve Bank of India.

In a regulatory filing, Allahabad Bank said on the basis of the findings of the forensic audit investigation and the CBI’s FIR against the company and its directors, alleging diversion of funds from banking system by Bhushan Power and Steel Ltd (BPSL), a fraud of Rs.1,774.82 core has been reported by the bank to the RBI. San Francisco, Jul 13 (IANS): Revenue from Apple App Store and Google Play reached $39.7 billion during the first half of this year - up 15.4 per cent from the $34.4 billion consumers spent across both stores in the first half of last year, according to a new report from mobile app intelligence firm Sensor Tower.

While consumers spent an estimated $25.5 billion globally on Apple’s App Store in the first half of 2019, Google Play’s estimated gross revenue was $14.2 billion for the half, the research showed.

“Tinder was the highest grossing non-game app in 1H19, generating an estimated $497 million in spending across both stores.

This was about 32 percent more than users spent in the app during the first half of 2018,” Randy Nelson, Head of Mobile Insights, Sensor Tower, wrote in a blog.

Mumbai, Jul 13 (IANS): India’s foreign exchange reserves increased by $2.232 billion during the week ended July 5, official data showed on Friday.

According to the Reserve Bank of India’s weekly statistical supplement, the overall forex reserves rose to $429.911 billion from $427.678 billion reported for the week ended June 28.

India’s forex reserves comprise Foreign Currency Assets (FCAs), gold reserves, Special Drawing Rights (SDRs) and India’s reserve position with IMF. On a weekly basis, FCAs - the largest component of the forex reserves - edged higher by $906.8 million to $400.808 billion.

Besides the US dollar, FCAs consist of 20-30 per cent of the other major global currencies.

The RBI’s weekly data showed that the value of the country’s gold reserves went up by $1.345 billion to $24.304 billion.

However, the SDR value slipped by $4.7 million to $1.451 billion, while the country’s reserve position with the IMF fell $15.3 million to $3.346 billion.

Washington, Jul 13 (AFP): The US House of Representatives voted Friday to restrict President Donald Trump’s ability to attack Iran, voicing fear that his hawkish policies are pushing toward a needless war.

The Democratic-led House approved an amendment on a broad defense bill that would prohibit funding for military operations against Iran unless they are in self-defense or explicitly approved by Congress.

Washington, Jul 13 (PTI): India is likely to continue supporting Afghanistan with its financial and other assistance despite the US’ troop withdrawal to limit the Taliban, Pakistani and Chinese influence, the Pentagon has told the Congress.

In its latest report to the Congress on Friday, the Pentagon said a significant deterioration of security conditions in Afghanistan, however, may adversely affect the ability of India to provide aid to the war-torn country.

With USD 3 billion in aid since 2001, India

remains the largest regional donor to Afghanistan, the report said.

“In the event of a US drawdown in Afghanistan, India likely will attempt to continue its support to Afghanistan and try to limit Taliban, Pakistani, and Chinese influence,” the Pentagon said.

India desires a stable Afghanistan that does not harbour terrorists who could target Indian interests and does not have close ties with Pakistan, it said.

Kathmandu, Jul 13 (IANS): At least 21 people were killed while 10 others were reported missing due to floods and landslides caused by incessant rain in Nepal, police said on Saturday.

According to the police, at least 10 people have sustained injuries, while a total of 50 others were rescued, The Himalayan Times reported. Over 200 places across the country have been identified as susceptible to monsoon-induced disasters, while teams were

on hand to distribute relief and conduct search and rescue operations, Bed Nidhi Khanal, chief of the Nepal Emergency Operation Center, told Efe news.

Parts of the capital Kathmandu have been left submerged under floodwaters. Among the victims were three people from the same family who were killed when the wall of a house collapsed in Kathmandu, while three others were killed in a landslide in Khotang district in the east.

Christchurch, Jul 13 (AFP): Dozens of New Zealanders handed in their firearms Saturday as a gun buyback scheme went into operation aimed at ridding the country of semi-automatic weapons in the wake of the Christchurch mosque attacks.

The first of more than 250 collections to be held nationwide was in Christchurch, where 51 Muslim worshippers were gunned down while at prayer less than four months ago.

The government, with support from opposition parties, immediately rushed through legislation to tighten New Zealand’s gun laws.

Police Minister Stuart Nash said the objective was to “remove the most dangerous weapons from circulation”. With armed police monitoring the handover, 169 firearms owners handed in 224 weapons and 217 parts and accessories.

They were then crushed in hydraulic presses.

More than USD 290,300 was paid out in compensation. Regional police commander Mike Johnson said 903 gun owners in the Canterbury region, which includes Christchurch, had registered 1,415 firearms to be handed in.

“Police recognise that this is a big change for the law-abiding firearms community and we are hearing really positive feedback from people as they come through today that they are finding the process works well for them,” Johnson said.

“Canterbury firearms owners’ attitude towards this process has been outstanding.” Ray Berard, who moved to New Zealand from Canada 25 years ago, handed in an assault rifle.

He told reporters he had been in the Canadian army and on the Canada shooting team but believed there was no place for military-style firearms in modern society.

Rocky still detained, Ehmann’s hotel room raided R P apper A$AP Rocky’s longtime manager, John Ehmann, had his hotel room raided Friday morning after he was served a search warrant in Stockholm while his client sat in a Swedish jail, Fox News has learned.

A source close to the “L$D” rapper – whose real name is Rakim Mayers – said that just before 8 a.m. local time, Ehmann was awakened by four Swedish police officers who said they had a search warrant.

The source said the officers entered the room and seized the manager’s cellphone, indicating that they wanted his passcode so they could examine the contents.

Ehmann -- who has been in Sweden since before the rapper was detained following an altercation with an alleged attacker -- was nowhere near the location where the brawl took place, according to the source.

Per the insider, Ehmann “was completely taken aback” by the raid and “had no idea what this was about.”

“He never saw it coming,” the source added, voicing the suspicion by some in the Rocky camp

that the raid was retaliation for an online petition, #JusticeForRocky, which has garnered over 560,000 signatures worldwide as of Friday.

On Friday, the Swedish Prosecution Authority opened an investigation into the individuals in Sweden whom Rocky, 30, accused of attacking his team and security guard.

“The preliminary investigation continues regarding the American artist who is detained by the Stockholm District Court in Sweden on suspicion of assault in Stockholm,” the Prosecution Authority said in a press release.

“Several investigation

measures have already been conducted and the analysis of material continues.

There is also a preliminary investigation in the case concerning the aggrieved party who is suspected of molestation and assault.”

The Swedish Prosecution Authority did not immediately respond to Fox News’ request for comment.

Rocky is scheduled to be detained until July 19, at the latest – at which point the prosecution must decide whether to drop the case or request a longer detention period in order to finalize an investigation.

However, Rocky’s attorney Alan Jackson told

Fox News on Friday his client should be released since he isn’t a danger to anyone and has done nothing wrong.

“My understanding is that is the date the meeting was the date that the prosecutor will go and determine whether or not the prosecutor needs additional time before setting an actual trial date,” said Jackson.

“And keep in mind, I’m no authority on Swedish procedure, but my understanding in talking to local council is that that’s the date that the prosecutor has to do one of two things.

Well I guess, one of three things -- he can walk in and drop the charges, he could release Rocky and understanding that Rocky, in fact, is not a flight risk, that he’s not at the risk of either destroying evidence or committing more crimes, which are the three criteria on which to hold someone.”

Jackson continued: “It’s been our understanding that the prosecutor has indicated that he will address the court and will request additional time, which would obviously not be our hope.”

Facebook to pay $5bn fine over privacy violations: Report

acebook has reportedly reached a whopping $5 billion settlement with the US Federal Trade Commission (FTC) in the Cambridge Analytica privacy violations, the media reported.

F TC c o m m i s s i o n ers voted by 3-2 with Republicans in support and Democrats in opposition to the penalty, Xinhua news agency quoted a Wall Street Journal report as saying on Friday. The personal data of over 87 million Facebook users were violated by the British political consultancy firm Cambridge Analytica.

The FTC opened a probe last year into the matter after the social networking giant admitted Cambridge Analytica acquired detailed personal information of more than 87 million Facebook users via an academic researcher.

The report of the $5 billion settlement, the largest ever by the FTC against a tech company over privacy issues after a $22.5 million settlement with Google in 2012, led to Facebook’s stock price rise on Friday.

The reason for the stock price surge was because the settlement money is hardly a quarter of Facebook’s annual profit that met with records this year.

The FTC also did not say anything about breaking up Facebook - a call that has been rising in the US political corridors.

The Facebook-FTC matter has now been moved to the US Justice Department for a review.

It is still unclear what restrictions are on Facebook’s handling of user privacy in the settlement.

FTC and Facebook declined to comment on the story.

Battling several privacy violations, Facebook in April said it has kept aside $3-$5 billion, anticipating a record fine coming from the US FTC. “We estimate that the range of loss in this matter is $3 billion to $5 billion,” Facebook had said.

As part of its settlement with the US FTC, the social media giant has also been asked to “strengthen its privacy practices”.

“Each letter of the alphabet highlights a moment along our journey from Garage Days to Master of Puppets to fun facts about us,” the band said on its website.

A portion of the proceeds for the book, which will be released on Nov. 26, will go to All Within My Hands, a foundation aimed at supporting “workforce education and the fight against hunger.”

M a d r i d, J u l 1 3 (Agencies): Atletico Madrid are disputing Barcelona’s deal to sign Antoine Griezmann, stating that the fee paid falls £72m short of his release clause.

Barcelona released a statement on Friday afternoon claiming they had signed the 28-year-old after meeting the £108m buyout clause needed to terminate his contract with Atletico Madrid.

However, Atletico responded stating that the money paid was not enough, claiming that Griezmann had agreed to move to the Nou Camp before July 1, when his £180m release clause was slashed down to £108m.

“Atlético de Madrid believes that the amount deposited is insufficient to meet [Griezmann’s] buyout clause, since it is obvious that the player committed to FC Barcelona before the aforementioned clause was reduced from 200 to 120 million euros,” the club said in a statement.

More will take over from the former coach Pubudu Dassanayake of Sri Lanka, whose contract was to end by March 2019 but was extended to December 2019, resigned due to differences with the USA Cricket board.

Under Dassanayake’s tenure, the USA won the ODI status after beating Hong Kong by 84 runs in the World Cricket League Division 2 in April this year.

Previously, the USA had gained special ODI status during the Champions Trophy in 2004.

Indian women’s team jumps to 57 in FIFA rankings New Delhi, Jul 13 (PTI): The Indian women’s football team jumped six places to 57th in the latest FIFA rankings on the back of some impressive performance in the past few months.

Among Asian countries, the Indian women’s team is ranked 11th. The team has 1422 points to its kitty as compared to 1392 in the previous ranking list released on March 29.

Since January, the team has played 18 matches, out of which it won 12, drawn one and lost five.

The team had exposure tours to Hong Kong, Indonesia and Turkey and played in the SAFF Championships, the AFC Olympic Qualifiers Round 2, besides featuring in the inaugural Hero Gold Cup international tournament in Bhubaneswar.

KOHIMA, Jul 13 (NPN): First edition champions Rüzhükhrie Government Higher Secondary School defeated Don Bosco Higher Secondary School to set up the final clash of Kohima District Inter-School Football Tournament with John Government Higher Secondary School, Viswema.

The final match will be played on July 15 at IG Stadium, Kohima.

In the first semi final, John GHSS, Viswema came from a goal down to beat St. Mary’s Cathedral HSS 7-2 on Saturday.

Not victimising I-League clubs: AIFF chief New Delhi, Jul 13 (Agencies): All India Football Federation President Praful Patel has assured the I-League clubs that they need not worry about their future.

The AIFF chief who had earlier met the clubs representatives to discuss the domestic structure had recommended another twothree years for the league to run alongside the Indian Super League subject to approval from the Asian Football Confederation.

With the uncertainty surrounding the future of the two leagues running simultaneously, the AIFF executive committee on Tuesday requested the AFC to send a representative to India in order to find a solution.

Patel urged the clubs to financially strengthen themselves in the short term before a future roadmap is chalked out.

“AFC won’t accept a closed league for long.

We have to bring in promotion and relegation in three years’ time. It is the reason why I have proposed a three-year status quo for both leagues to run simultaneously despite AFC not willing to allow it,” he was quoted as saying by The Times of India.

So when the merging and
