Gov reminds CM to prove majority
DIMAPUR, JUL 13 (NPN): Nagaland Governor, P.B. Acharya has repeated his request on chief minister Dr. Shürhozelie “to positively prove his majority on the floor of the Nagaland Legislative Assembly” on or before July 15, 2017, PRO to Governor informed in a statement. Responding to Dr. Liezietsü’s letter on Thursday, Acharya said the chief minister’s refusal to summon an emergent session of the 12th NLA did not seem justified. Acharya pointed out that the chief minister in his reply did not refute the claim of T.R. Zeliang of enjoying support of 44 MLAs in a house of 59. He contended that it was not whether “this issue” was an internal party matter of NPF but whether the CM enjoyed the support of the majority of the members of the House. Acharya also informed Dr. Liezietsü that, from the material available “it prima facie appeared that the chief minister had lost the support of the majority of the Members of the House.” The Governor therefore

DIMAPUR, JUL 13 (NPN): NSCN/GPRN during its joint council meeting of steerin committee, council of kilonsers and heads of departments on July 12 unanimously accepted the merger of Naga Rengma Hills Protection Force (NRHPF) with the NSCN (I-M). In a press note, ministry of kilo affairs GPRN, secretary M. Daniel Lotha stated that 30 members led by its advisor, Keyhang Rengma (Joseph); chairman Logusheng Rengma (Arhabe); vice president, Manong Rengma (Tennyson) and 50 cadres led by ‘lt. col.’ Rilugu (Kainito) c-in-c along with 45 arms and ammunition joined the NSCN/GPRN. KOHIMA, JUL 13 (NPN): Following the devastating landslide at Kiruphema along NH-29on July 9, the state capital has been gripped with shortage of fuel, particularly petrol. The landslide has crippled movement of heavy vehicles that carry essential commodities to the state capital. When contacted, one of the workers at a fuel outlet told this Correspondent that the oil tankers were struck in the landslide area, while some tankers were being delayed due to the bad road condition. DIMAPUR, JUL 13 (NPN): Taking note of some individuals who have started providing ferry services near CIHSR hospital across Chate river, through raw makeshift tyre tubes, DC Dimapur Kesonyu Yhome through an order has banned such tube ferries with immediate effect. In the order, the DC cautioned that such modes of carrying people was found to be extremely hazardous and risky. While asking those involved to strictly comply with the directive in public interest, the DC has also requested public not to avail any such services. However, some enterprising persons immediately introduced the tube ferry service to transport people to Dimapur side. The river in its monsoon spate, poses serious danger on such rubber tubes which have no motor nor are they shaped to navigate across the swirling river. DC Dimapur Kesonyu Yhome has on July 12 directed commuters and motorists to use PatkaiSeithekima-Niuland road. However, heavy vehicles have been prohibited from using this road for the time being.
DIMAPUR, JUL 13 (NPN): Following local media reports that Yeveto village and surrounding villages under Niuland sub-division have been severely affected by the flood waters of Zubza river, the Irrigation & Flood Control (I&FC) department on Thursday issued a press release clarifying its stand. I&FC department through DIPR stated that the department initiated emergency erosion mitigation measures to protect the river banks at Yeveto village area during 2016 as well as 2017. However, it said the inundation of the river bank area due to natural calamity of flood condition was not within the scope of the department. The department disclosed that it has submitted proposal to the government for consideration of NEC funding for protection works at Yeveto village area. I&FC department also stated that it has been implementing anti erosion and flood mitigation works under the “Flood Management Programme Program” within the scope and guidelines and funding of the Ministry of Water Resources, RD&GR. The department pointed out that it had carried out “Protection of Rengmapani, K. KOHIMA, JUL 13 (NPN): NPF Legislature Party along with the NPF central party leaders after a consultative meeting held on Thursday’s at chief minister’s residential office, resolved to withdraw the suspension orders of 10 MLAs and MP Lok Sabha, Neiphiu Rio from the party. The following NPF members whose suspension orders were revoked included - T.R Zeliang, Y. Patton, C. Kipili Sangtam, G. Kaito Aye, Imkong L. Imchen, Shetoyi, Nuklutoshi, Deo Nukhu, Naiba Konyak, Benjongliba Aier and Neiphiu Rio. The revocation order which was part of the resolution was signed by the NPF working president, Apong Pongner. Vikheho Swu, decided to take up improvement of road from Patkai College towards to New Showba on emergency basis, since the connectivity between Niualnd and Dimapur was completely cut-off after the RCC steel grinder bridge collapsed on July 11. It was also decided to find out other possible alternative roads to Niuland area. For which, the department officials have decided to settle the issues of the incomplete bridge construction work over Dhansiri river at Dimapur so that works can be resumed at the earliest, said engineer-in-chief NPWD, Er. DIMAPUR: Excise (Mobile Squad) special surveillance team on July 12 conducted raid at 7th Mile area Dimapur and seized 3048 bottles of IMFL. One person identified as Jalit has also been arrested during the raid, SP (MS) Katoho Sumi said in a press statement. The arrested person has been booked under relevant section of NLTP Act ’89 and the seizure deposited at MS unit malkhana for destruction, Katoho said. Kohima Municipal Council has asked public not to wash vehicles or cause obstruction to free movement by random dumping of materials like stones, sand, bricks, firewood, bamboo and excavated earth etc. on the roadside, which result in blockage of drainage and
water ways. CSOs, political parties blame government for bridge collapse
DIMAPUR: Various civil society organizations (CSOs) including political parties have blamed the government for the negligence that led to collapse of the RCC steel girder bridge on July 11 killing four persons and injuring several others at 4th mile area, Dimapur. Some have also served ultimatum, demanding immediate resignation of the R&B minister and to initiate thorough probe into the incident. DNSU: Diphupar Naga students’ Union (DNSU) has expressed shock at the collapse of the only bridge connecting Dimapur with over hundreds of surrounding villages and has asked concerned authorities to make necessary arrangement and provide transportation facility for the students studying in schools and colleges. In a release, DNSU president, Kumlamo Patton and speaker, Joel Y Assumi, pointed out that the collapsed bridge being the only connectively would cause undue inconvenience to the student fraternity. It said the only alternative route via New Showuba villagePatkai via Chumukedima route would be a financial burden for most families. The student body has appealed the government
to look into the matter without further delay on priority basis and complete the construction at the earliest so that the public were not made to suffer further. DNSU has also expressed condolence to the bereaved families and wished speedy recovery to the injured persons. NLC: Nagaland Congress (NLC) has demanded immediate resignation of Roads & Bridges minister, Y. Vikheho Swu for owning moral responsibility for the bridge collapse. “If Minister, Road & Bridges is sincere and man of his word he should resign immediately for what he owns- moral responsibility,” NLC media cell stated. If not, NLC said he should be able to hear the cry of conscious public who have been demanding his resignation. In similar spirit, NLC said it demanded Suw’s immediate resignation, as “no amount of justification from him or supporters will bring justice.” NLC also took a jibe at the cabinet’s decision to pay ex gratia to deceased family and conduct enquiry, terming it as “too late, too little”. The decision was pathetically a cosmetic make up just to appease the widespread public protest and condemnation, NLC added. It said that “minister’s crocodile
tears owing full moral responsibility” over avoidable and forewarned tragedy was most disgraceful in nature. Stating that the mishap was the worst instance in recent time beside many other reported and unreported cases of road accidents over past few months, NLC however said that ruling elite were so obsessed on holding position, power and money making at any cost, and remain deaf, dumb and blind to the hue and cry of public over worst ever road condition in the State. NLC maintained that every ruling elected member, whether capable or not, wrestle for Road & Bridges despite the fact that practically there was no road, no difference between road and drainage/streams in the State and no action plan to improve road condition either. However, when tragedy strikes all it does is enquiry, apology and politely owing responsibility. Meanwhile, NLC has conveyed deep anguish over tragic death of four persons and injuries to several others. It also expressed condolences to the bereaved family and God speed recovery to the injured. ASUD: Ao Students’ Union Dimapur (ASUD) has expressed strong resentment over the recent run of
events that has taken place in the state and the utter negligence on the part of the government. In press statement, ASUD information and publicity secretary, Sentimeren Pongen said as students’ community, the union was deeply concerned by “the way in which our leaders have ignored the calamities that have befallen in the state and the people while pursuing selfish political gains in the most undignified manner.” In addition to floods and multiple landslides in various pockets of the state and the ongoing political tussle involving the MLAs, ASUD said the unfortunate collapse of the bridge at 4th Mile (Dimapur) was proof that the state government was neither in a position to prevent and mitigate disasters nor handle political conflict through consensus. It said that the catastrophe could have been averted, had precautionary measures been undertaken at the right time. The bridge being the only lifeline for residents of Niuland and adjoining areas, ASUD said the public will once again bear the brunt for the government’s failure to address the most pressing issues at hand. DIMAPUR: Department of Land Resources (DoLR) Nagaland has informed that the state has 68 lakh standing rubber trees out of which 16 lakh trees are being tapped, employing more than 20 thousand progressive farmers. This was stated by secretary DoLR, Kikheto Sema, during the “culmination programme of PMKSY-WDC (erstwhile IWMP) IWMP-III &IV under batch-II” at Wokha, Town Hall on Thursday. Speaking as chief guest, Kikheto pointed out that Nagaland was the first to have successfully implemented the second phase of the project, adding other states were still in the first phase. In a press note, AAP state unit convenor, Dr. S Amos Lkr said the Dhansiri River Flood Control Board had also complaint since 2015. AAP said as per the first hand information Rs. 37.66 crores were sanctioned to construct new RCC Girder Bridge. However, it lamented that the work has not been implemented which affects the livelihood of the people from more than 60 villages. AAP has also blamed the Dimapur district administration for the loss of lives and collapsed of bridge for allowing light vehicle to pass the bridge as per the current notice placed on the bridge. It said the notice was contradictory to earlier notice directing vehicles not to ply the bridge. AAP has also asked the government to respond to the demands and appeal of the citizens within 15 days failing which it said the government would be fully responsible for any untoward incidents. Agartala, Jul 13 (IANS): A Tripura tribal party delegation is to hold discussions with the central government over its demand for a separate state even as the party has been blockading a vital national highway and the state’s lone railway track for the past four days, causing hardship to people. The Indigenous People’s Front of Tripura (IPFT), a tribal dominated party, has been blocking National Highway-8, the life line of Tripura, and the state’s lone railway line to press for its demand for a separate state. IPFT General Secretary Mevar Kumar Jamatia and the party’s youth wing President Dhananjoy Tripura left here for Delhi on Thursday morning to meet Minister of State in Prime Minister’s Office (PMO) Jitendra Singh and Home Ministry officials and
the Union Home Minister. The four-day road and rail blockade has caused a crisis in supply of essentials, fuel, basic goods and other items in the markets in Tripura. “We would meet Jitendra Singh and Home Ministry officials or the Home Minister to discuss about our demand. Depending on the outcome of the meetings in Delhi, we will either withdraw the blockade or continue the stir,” Mevar Kumar Jamatia told IANS before heading to New Delhi. “ We h ave a l r e a dy sought the Governor’s intervention and a tri-partite meeting between us, the Centre and state governments to resolve the matter,” he said. The tribal leader said that since 2009, the IPFT has been agitating for a separate state carved out by
upgrading the Tripura Tribal Areas Autonomous District Council (TTAADC) areas. “The Left Front government in the state and the previous UPA (United Progressive Alliance) government at the Centre did not give importance to our demand.” He said the IPFT leaders earlier held four meetings with the central ministers and officials and the government had assured their demands would be considered. “We had our last meeting with Jitendra Singh on May 17 in New Delhi where we discussed our demands and the Minister promised to consider our demand. 37 AR recovers IED bombs in Manipur Dimapur, Jul 13 (NPN): Three IED bombs were found planted below an iron bridge at Chota Bekra area located along Jiribam-Tipaimukh in Manipur on Thursday. The IED bombs were found
by personnel of 37 Assam Rifles on ROP duty at around 7:30 am. The IEDs were later retrieved and disposed of by bomb experts of 37 AR. Person/group behind the planting of the IEDs is being ascertained.
NE to get Rs 2 L cr road projects by 2019 NEW DELHI, JUL 13 (AGENCIES): The Centre would initiate road projects in the north-east with an estimated expenditure of Rs 2 lakh crore by 2019, Road Transport and Highways Minister Nitin Gadkari announced. Gadkari said that while projects with expenditure of Rs 1.5 lakh crore would be carried out by the National Highways and Infrastructure Development Corporation Ltd. (NHIDCL), state Public Works Departments
(PWDs) will handle projects amounting to Rs 50,000 crore. “In five years, we will accomplish more than what was accomplished in the last 50 years,” he said. “In the north-east, our target is to start projects of at least Rs 1.5 lakh crore through NHIDCL by 2019 and another Rs 50,000 crore through the state PWDs,” Gadkari told reporters here while announcing Cabinet approval for the upgradation of a 65-km National

He said projects of Rs 50,000 crore were already started by the NHIDCL. “After independence, it is the first time the gover nment has taken special interest in setting up road and rail networks in the north-east and has made it a priority,” he said adding that the upgradation of National Highway-39 from Imphal to Moreh near the Myanmar border was a part of that initiative.

Biren calls for drive to curb drug abuse in Manipur Correspondent
IMPHAL, Jul 13: Manipur chief minister N Biren Singh Thursday called for a statewide drive to check the menace of substance abuse, particularly among children. “To curb the menace of children indulging in substance abuse, a concerted effort at the state level is needed,” Singh said at a public function held at Heingang. He said that state government has banned sale and consumption of tobacco and drive to stop smuggling of intoxicating drugs has been intensified. “But it is a difficult task because of lack of support from consumers and stakeholders,” Singh said. The chief minister’s call for a state-level concerted campaign comes at a time when there is a growing concern over drug abuse and widespread consumption of tobacco products among
children in the state. “We have been talking a lot about the impact of drugs abuse in our society and have been taking measures to check it. However, we have never tried to prevent people from getting into the habit of drug abuse,” he said. During the last three months in power, the new government has intensified mass drives against drug abuse and other intoxicants. Government would try its best to ensure for a healthy mind and body for the people of the state, he added. Expressing concern over the rate of drug addiction in the state, the chief minister said, “We all should strive to bring victims of drug abuse into the mainstream of our society.” The menace of drugabuse could only be rooted out with collaborative efforts of parents, society and government from the society, he added.

Sasikala VIP treatment row: Karnataka CM orders probe
New Delhi, Jul 13 (PTI): Karnataka Chief Minister Siddaramaiah Thursday ordered a highlevel probe into alleged irregularities at the central prison here, including preferential treatment being given to AIADMK (Amma) leader V K Sasikala. He said strict action will be taken against those found guilty. “We have taken serious cognizance of the allegation of irregularities in the Bengaluru Central Prison and ordered a high-level inquiry,” Siddaramaiah, who is currenty touring Raichur district, posted on Twitter. “Request all to await the outcome of this inquiry. Strict action will be taken against any person found guilty of wrongdoing (sic),” he tweeted. In a report submitted to DGP (Prisons) H S Sathyanarayana Rao yesterday, Deputy Inspector of General (Prisons) D Roopa had alleged that a special
Siddaramaiah kitchen had been set up in the jail for Sasikala in violation of prison rules. “There are rumours that the kitchen is continuing to function despite the issue being brought to your (Rao) notice. There is also a talk that Rs 2 crore has been paid as bribe for this. “As unfortunately these allegations are also against you, it is requested that you look into the matter and take merciless disciplinary action against erroneous officials,” the report signed by Roopa said. She also pointed out other “erroneous” practices in the prison including “pref-
erential” treatment to fake stamp paper scam kingpin Abdul Karim Telgi. Sasikala, along with her two relatives V N Sudhakaran and Elavarasi, is lodged in the Parappana Agrahara central prison here ever since her conviction in February in the disproportionate assets case. They are serving a four-year jail term. DGP Rao today rubbished Roopa’s charge, terming it as “absolutely false, baseless and wild” and said he would take legal recourse against his junior. Responding to this, Roopa said “let there be a fair fact-finding inquiry to find out the truth”. Meanwhile, CPI sought a high-level inquiry into allegations that VK Sasikala had paid Rs 2 crore to some jail officials for being given preferential treatment at a prison in Bengaluru where she has been lodged. Stringent action should be taken against the erring officials, CPI national secretary D Raja told reporters.

or the better part of nearly ten years since the first dissidence in 2006-07, Nagaland had witnessed five serious political crisis plaguing the NPF, a party which can claim that it has been on the rise by gobbling up other parties under the guise of “merger” since 2003. The NPF rose gradually since 2003 in its maiden electoral fray from a mere 19 seats to 35 after engineering defections from Congress, BJP and NCP in the first innings from 2003 to 2008. In the second election in 2008, NPF increased its tally to 26 and the Congress still managing to hold on to some of its bastions, to win 23. However with help of independents and alliance partners BJP and NCP and causing further split in the Congress, the NPF retained power for the second consecutive term. The tally of the party gradually rose after two BJP and later two NCP members merged with the NPF. Till 2013, the NPF was determined to consolidate its base at the expense of other parties. The first sign of dissidence erupted in 2006 in its very first innings when then chief minister Neiphiu Rio faced a challenge from Z.Obed, the latter of who had majority support of 17 out of 32 MLAs. However party president Dr.Shürhozelie Liezietsu( who was also minister) backed Neiphiu Rio and the latter was able to see off the challenge. The NPF faced the second dissidence in May 2014 after Neiphiu Rio was elected to the Lok Sabha. He wanted to handpick his successor but main contender T.R.Zeliang got a boost from party president Dr.Shürhozelie. In order to prevent poaching , the supporters of T.R.Zeliang rushed to Kaziranga resort and thus began the affair with Naga MLAs. Neiphiu relented and urged T.R.Zeliang to take over form him and the transition was completed. The third dissidence rose in May 2015 when majority of dissidents(22) who camped at Sovima, demanded that T.R.Zeliang ( having only 16 MLAs) step down for the leader of the majority to lead the government. Somehow, both T.R.Zeliang and Dr.Shürhozelie prevailed and the Lok Sabha MP who wanted to set up his nominee as CM, not only ended up on the losing side but was also suspended from membership of the party. The fourth crisis cropped up not because Rio had anything to do with it but due to the issue of holding elections to Urban Local Bodies(ULBs) with 33% women reservation. T.R.Zeliang didn’t handle it well and it backfired and the agitation became widespread. In the unforeseen violence which resulted in killing of two innocent youths in a police firing in Dimapur, the public anger forced T.R.Zeliang to resign. Neiphiu Rio was expected to take over but efforts at rapprochement with T.R.Zeliang failed. This led to Dr.Shürhozelie becoming the unexpected chief minister. The latest crisis arose when T.R.Zeliang realised that Dr.Shürhozelie planned to contest the byelection and so, wouldn’t hand back the CM’s chair as agreed. The situation brought two foesT.R and N.R. – together against Dr.Shürhozelie. While Nagaland is reeling under un motorable pot-holed roads, long hours of power cuts, lack of development and rise in lawlessness; it is unfortunate that the elected members have no inclination to govern. They plunged the state into uncertainty and shown that they are only interested in playing power games at the cost of the people.

overnment officers after retirement take to sanyas, but some courageous ones have spoken against the intolerant society that India is becoming. In their open letter they say, “It appears there is a growing religious intolerance that is aimed primarily at Muslims.” Apparently, there has been no discussion or mention about the sentiments of this letter. The BJP which sets the tone of society probably did not want any discussion and let the matter die as it has. Yet, the fact remains that the Muslims do not get their due. They are 17 crores or 12 per cent out of India’s total population of 1.2 billion. As Justice Rajinder Sachar’s report has pointed out, the treatment meted out to them was worse than what the Dalits go through. The report is a decade old but none of its recommendations has ever been implemented, not even under the Congress. What it means is that a soft kind of Hindutva had spread into the country even before the BJP came to power.
One expected the Congress Party to take up the point made by Justice Sachar. I understand that he even went to the Prime Minister (Manmohan Singh) at the time to complain that if the government was not serious about implementing its recommendations, why did it waste his time and the time of other members of the Commission? Manmohan Singh at the time expressed his helplessness. He reportedly told Justice Sachar the bureaucracy seemed to have come in the way and what was promised to the Muslims remained only on paper. The report had hardly any adherent when the BJP came to power. The Muslims, once in a while, do recall the report to underline their grievances, but the media has shown no interest. Even otherwise the media has come to tilt towards Hindutva. The voice of pluralism is hardly audible. Things have come to such a pass that those who talk about pluralism are looked down upon and considered pro-Muslim for some personal gain. The
BJP philosophy has come to prevail. The Congress Party which draws its connection with those who struggled for independence and its ethos of one country for all without distinction of caste or creed is not credible any more. The dynasty r ules the party and does not give space Kuldip to anybody else. Even the Working Committee of the party, which used to be in the news, does not exist. One has never heard of the AICC, or the party President’s elections. In an effort to let her son, Rahul, be an arbiter, Congress President Sonia Gandhi has seen to it that there would be no dissenting voice. Senior members of the party openly express their disappointment that new and fresh voices are not entertained by Mrs Gandhi because she is keeping the seat warm exclusively for Rahul. He is so much the apple of her eye that even daughter Priyanka—she goes down better with the masses—has been pushed into the background. Priyanka’s most powerful selling point is that she
resembles her grandmother, Indira Gandhi. Never mind that Indira had many negative points. For example, the excesses committed during the Emergency when one lakh people were detained without trial. The Shah Commission, which held open sittings to bring out how the common man was maltreated, Nayar said in its report that the Emergency was imposed because Indira wanted to save her seat after Justice Jagmohan Lal Sinha disqualified her for six years. Instead of honouring the judgment she changed the whole system of governance. Subsequently, she allowed her younger son, Sanjay, to effectively rule the country with the support of his red necks. Back in those days there were also a handful of serving and retired civil servants who dared to defy authoritative governance and suffered the punishment meted out to them for having shown courage during the Emergency. Indira was very particular that those who challenged her are sidelined. The government of Narendra Modi is
not about promoting one man and his idiosyncrasies. It is more about ideology, the Hindutva. That makes it much more ominous. One person can always be removed but ideas are harder to dislodge. That is the difference between totalitarianism and democracy. In the first, it is one person who tries to change the people. In the other, it is the people who change top rulers. Unfortunately, today it is Hindutva versus pluralism. Despotism of one person has been replaced by the despotism of ideology. This can be seen in the way a 15-year-old Muslim, Junaid, was stabbed to death on his way back from a shopping spree to celebrate Eid. Those responsible for his killing first abused him on account of his religion. What is tragic is that those who struggled for independent India do not count and the ones who were never near the frontlines are ruling the country. Where were the Hinutvas voices when Nehru, Gandhi and Maluana Azad were caned by the people
in solar hats? There are some liberal voices who recall the independence movement and Mahatma Gandhi who led it, but the ruling party’s emphasis is on their philosophy which was looked down upon in a pluralistic country for which the nation was fighting. It is tragic to see that the civil servants themselves are wearing the badge of Hindutva. In UP, where the BJP has come to power, Chief Minister Adiyanath Yogi has transferred 26 top secretaries to the government to make way for the people he considers nearer to his party’s philosophy. This is different from the centre where the Prime Minister has reportedly seen to it that those secretaries who fail to do their jobs are given due warning. Modi is considered by the civil service to be a ruler who means business. So far there is very little evidence that Modi can rise above ideology. He still has two more years to go in his five-year tenure. Maybe, he would now take some hard decisions to put the country before the party.

t was bound to happen anytime and so it just did. The collapse of the 4th mile river bridge near the CIHSR Hospital on the way to Niuland - Kuhuboto speaks tons of volumes to us about our easy going and the laid-back attitude. The reports of the findings have confirmed that the uncontrolled and the unchecked sand gravel mining has gradually exposed and eroded the mid-tier foundation of the RCC Steel Girder Bridge which finally washed off the river bedrocks that had protected the bridge columns all these while. The continuous and the rampant river-bed mining which was done both upstream and downstream have greatly affected the foundations of the bridge. Though there has been a volley of blames on our politicians and engineers for the delay in repairing and negligence of this bridge yet blaming them in the aftermath of whatever happened will not bring any solution. Several warnings were said to be issued by the department saying that some precautionary measures were needed to be taken immediately as the bridge was no longer safe for commuters. Even the department officials were saying that unless some strengthening of the bridge was done they will not bear any responsibility. Many times nature teaches us humans the hard way when everything seems to be futile in making us see the reality. Nature again has taught us in a more hard way. And it will teach us again if we don’t learn now. The people as a whole should also accept the responsibility for always being lackadaisical in their attitude and lack of concern. Continuous extractions of sand gravels and stone boulders too have aggravated the perilous condition of the bridge which led to this mishap. The rivers being a common property as per Naga custom and tradition is the responsibility of every village council authorities situated near the rivers to ban such illegal activities and to protect the river and its resources by banning illegal excavation of river bed minerals. It was very unfortunate that four lives have been lost and some injured but at the same time it was
fortunate as unlike in other times many vehicles were not on the bridge otherwise it would have again claimed more lives. Had it not been a time of summer vacations for the schools, it would have been very disastrous for many school going children who plies on the bridge daily and would have been some real major catastrophe. Our casual approach and laxity in our outlook towards everything have made us face this and have taught us a lesson in a more hard way. It will teach us more in the coming days in many other situations too if we don’t learn in these kinds of circumstances. While raising this issue and concern on this continuous riverbed mining under this ill-fated bridge I have predicted about its impending fall exactly a year back in one of my write-ups but none bothered about it and today it has happened exactly the way I foretold. We don’t need any soothsayers or clairvoyants to see all these things which are bound to happen because these tell-tale signs are too obvious for all of us to see yet we prefer to ignore which has become our hallmark. The usage of modern machineries of course has become an inevitable part of our lives today but the rampant, uncontrolled and unabated extraction of the sand, gravels and boulders without any compunction and a second thought for the river, the environment and for the only bridge that served as the lifeline for the inhabitants on the other side was sure an overindulgence. This had led to the river currents to become stronger below the bridge surging against the weak columns that were just waiting to give away. O u r p e o p l e n eve r know where to draw the line and to put the limit in any activity we do which has resulted in the mess in all our spheres of life. When the writings on the walls are clear enough we always pretend not to see it and turn the other way. Turning the blind eye, giving the deaf ear and going like nothing is wrong has cost us dearly and again going to cost us very dearly in future in different other obvious situations too. That will cost our coming generations future. Be aware, dear Nagas!
Now ultimately it will be the people living towards the Kuhuboto, Niuland, Naga United- Showuba and Ralan area side who will have to face the brunt. There are more than a hundred villages where a huge considerable number of population who resides in that area. Many schools, colleges, offices, agricultural farms have been established and situated toward that side and commuters will have some real hard time for some months, especially the students attending schools and colleges and farmers who come to the market daily to sell their agricultural products from that side. Not to mention many other important day to day official and personal errands and duties. A new bridge cannot be just build now within a jiffy. They will either have to wait for sometime or the monsoon to sober down for the construction work to start. But hope some swift arrangement will be worked out to address into this urgent situation. The government, village councils and local authorities should exercise prudence when it comes to leasing out the riverbed for mining activities and also demarcate the areas clearly and monitor mining through a suitable institutional mechanism. A high level sort of watchdog committee which includes environmentalists and civil societies must be formed and Laws has to be enforced in an efficient and unbiased way and decisive steps must to be taken for environmental solution here in our state. Large scale mining of sand and gravel take away several folds higher than the natural replenishments, has led to irreparable damages to our land, water, biotic and social and human environments. Nagas too need to put a hold on our random activities and adopt real sustainable measures with a pragmatic approach while dealing with our limited resources gifted by Mother Nature to our land. It is not only going to take away all our God-gifted resources but will also destroy the man-made structures and the only loser is going to be us in the end. We hanker so much on petroleum and other natural resources. So isn’t this riverbed an impor-
tant natural resource too? Just a few years back ,I very often warned an old high school friend of mine, who was a member of a development board of a prominent area about the over extraction of stones and gravels from the river below it but all my reminders and warnings went on unheeded. I am no soothsayer but what I warned him and now it has came true, the bridge that served as a lifeline for around some hundred of villages has now fell down. There had been instances of signature campaigns last year form various quarters for the immediate repair of the bridge but nothing was said to be done about it. Even engineers have issued warnings on several occasions. May this be a lesson for all of us. Also not long from now, one thing that is apparently obvious we all can see is an impending massive flood looming over Dimapur town and we all know the reasons are for. The haphazard construction of buildings without any planning, the clogged drains, absence of proper water outlets and lack of public consciousness are too evident for the flood to happen. One alarming activity is the rapid construction of high elevated building raised from the road level without any drainage from Purana-Bazaar stretch to Chumukedima. Many colourful showrooms adjacent to the NH-2 are constructed without any precautionary measures incase there is a flood. Everyone can see it but our public leaders as well as the district administration are still silent on that. Hope it will not only be another failed warning as usual. Or else nature may lash its fury again and make us face the reality in a harder way again. Let us all live responsibly and not wait for those final moments. Endnote: While we Nagas are still fuming on our politicians and engineers for the collapsed bridge some non-locals have started earning by ferrying people from one side to the other charging Rs.20/- person. As a public and as a voter, I have been watching who are true and loyal to the party and the government. Likewise, I am sure many intellectuals are also watching the various characters in the present DAN government. Since NPF came to power in 2003, there were problems from time to time, but never as much since 2013. The public are watching who have been loyal to party since the year 2003. There are some who have never wavered in their principle and have always been loyal. Our highest respect for such few tall leaders. Though I will not mention their names, the public are watching who are such few leaders worthy of statesman. Our highest respect for such leaders. God bless them with higher responsibilities. Whereas there are some MLAs who were elected only in 2013, not even completed one term, yet have been changing loyalty like chameleon for as many times. Dear voters, let us take resolute decision to desist from voting such persons in the next election. Such people are a matter of shame for the whole Nagaland people before the nation. I sympathize their family members, constituency office bearers and party people in respective constituencies whose so-called hon’ble elected leaders are flirting around like prostitutes. Dear Kaziranga people, I think your family members must be hiding in shame for your behavior. Blessed are the people in those constituencies whose elected leaders are steadfast in their principle. Reader’s Post Another cheating by petrol pump
Sir,
I have heard about mixing kerosene oil with petrol, using remote control, key chain, meter tampering, etc. in petrol pumps. But this time it’s a different trick. I am solely writing this for public awareness. Recently, I took my family for a vacation to my hometown Mokokchung. There, it happened like this: I went to fill my fuel tank to its full capacity. While parking my car, the petrol filler asked me to go farther and farther but I kept sight of the meter reading. After sometime, the man said, “Fuel tank is full” and asked for ` 1450/- but meter reading showed around ` 1100/- and 17.60 litres. (It is to be mentioned that 17.60 ltrs. at the rate of 62.80/- is ` 1105/- only). But I just thought that meter might be a little defective and left the filling-station unsatisfied. When the fuel indicator in my car still showed far below the full capacity of the tank, I turned back to complain. They were terrified to see me back and one who filled my tank disappeared in the thin air. They readily agreed to fill my fuel tank again. The tank could still accommodate around 4 and half litres. Remember, this is the same petrol pump which was sealed/locked by district administration after a student leader detected meter tampering last year. Now this time they apply another trick. It goes like this. They might have waited for easy target/prey and having noticed my Kohima number plate, might have thought, “Huh! A new kid in town.” They made it sure that I parked at the farthest so that meter is out of my view. Later they would quickly turn the meter to zero. At the close of the account, they might have deposited only the metered amount and the money collected by cheating share among them. I&FC deptt clarify stand
(From p-1) for protection of erosion affected areas as well as mitigate erosion prone areas for the stretch of Dzuza River from Niuland Bridge upto Rengmapani and in other areas. According to I&FC chief engineer, Er. S. Kughaho Sema, the protection works have been completed successfully and have served the purpose. However, he said that unregulated exploitation of river bed materials in all the major rivers in the foothill plains of Dimapur and adjoining areas has caused severe erosion of river banks, and damaging agricultural lands, habitations, roads and communication and infrastructures. The chief engineer stated that large boulders in the river beds dissipate the energy of the swift river flow and the water literally tumbles/rolls with its speed reduced. However, he said the entire stretch of Dzuza as well as Chathe, Langlong and Khova rivers in the plain sector were now devoid of the any boulders and rendered plain with gravel and

pebbles only. Under such conditions, the chief engineer said hectares upon hectares of arable lands have been swallowed leaving large tracts of barren flood banks. The department has cautioned that more disaster awaits the urban areas where public tend to encroach right upto the river’s edge and even beyond and restricting the natural drains/rivers. According to the department, it has been observed that cycles of heavy rains causing flood conditions occur every 10-15 years in the State. “Thus, where the river channel has been constricted due to encroachment, the river overflows its banks and causes damages in its wake,” the department said, adding that no amount of finger pointing or blame game would undo the damaged done. It pointed out that land was privately owned in Nagaland and the restrictions on river bed exploitation, sand extraction or any other regulations on landed property by the State more than often go unheeded.
The department said the onus therefore should be taken up by the village councils and NGOs in their own jurisdiction for pre-emptive measures to avert man-made disasters and circumvent the impending hazards. Meanwhile, the department said effort should be made by the local bodies to take the following measures: 1. Rivers and natural drainage systems should be left in their pristine state as far as possible; 2. Restriction should be imposed in exploitation of river bed materials such as, boulders, gravels, shingles, sand etc; 3. Wherever quarrying or sand harvesting is necessitated, it should be regulated with the advice of experts; 4. Restriction of activities of the general public in the flood plains (flood plains includes channel and that area of nearby low land susceptible to flood inundation); 5. Co-ordination with the district administration and line departments for administrative and technical guidance and taking up remedial measures as per government programmes.

to represent a key support base of the BJP, just like Ram Nath Kovind, a Dalit leader who is the party’s choice for President. On Monday, law-makers will elect the new President; Ram Nath Kovind is up against former Speaker Meira Kumar, who is also a Dalit. With the BJP accruing more than 60% of the vote together with allies and regional parties who it has co-opted, Ram Nath Kovind is likely to be elected easily.

DC okays NPF youth rally in Kohima DIMAPUR, JUL 13 (NPN): Deputy Commissioner (DC) Kohima, Rajesh Soundararajan IAS, has granted permission to the Naga people’s Front (NPF) central youth wing, for holding a peaceful rally on July 14, 2017 at 10am from NPF central office Kohima and to submit a memorandum at Raj Bhavan. The DC in the permit has set up terms and conditions for organising the rally. According to the order, the permit was only for a specified date and time and where normal traffic should not be disturbed. New Delhi, Jul 13 (IANS): After lowering the Immediate Payment Service (IMPS) charges, the State Bank of India reduced charges for National Electronic Funds Transfer and Real Time Gross Settlement transactions upto 75 per cent effective July 15. The reduced charges will be applicable on the transactions done through internet banking and mobile banking services offered by the bank, the bank said in an official statement here on Thursday. Additionally, bank has also waived charges for fund transfer of upto Rs 1,000 done through IMPS effective July 1, 2017. As on March 31, 2017, SBI had 3.27 crore Internet Banking customers and nearly 2 crore mobile banking customers. Along with customer convenience, this initiative will attract more customers towards transacting digitally.

On closing-basis, the NSE Nifty set a new high to settle at 9,891.70 points -- up by 75.60 points, or 0.77 per cent. The Sensex, which opened at 31,896.23 points, closed at 32,037.38 points -up 232.56 points, or 0.73 per cent, from its previous close at 31,804.82 points. The sensitive index recorded a low of 31,892.63 points during the intra-day trade.

Calling widening of tax base as one of the “most important” policy objectives of the CBDT, he said various steps have been taken to increase the tax base which have shown appreciable results. “It is quite encouraging to note that almost 91 lakh new taxpayers were added during financial year 2016-17. However, considering the increase in economic activities, both in the organised as well as unorganised sectors, there is a large scope for further widening of the direct tax base in the country,” he stated in the letter. Market observers said US Federal Reserve Chairman Janet Yellen’s comments on a more gradual tapering programme to the US Congress acted as an initial trigger for the market rally. New Delhi, Jul 13 (PTI): With almost 91 lakh new taxpayers brought in the tax net last fiscal, the CBDT has asked the Income Tax Department to increasingly identify those who can pay tax but are not doing so, with a special focus on smaller cities. Central Board of Direct Taxes (CBDT) Chairman Sushil Chandra has written a letter to his regional I-T heads across the country asking them to “maximise” efforts for widening of the tax base during the current financial year of 2017-18. The CBDT frames policy measures for the tax department. “Huge opportunities for identification of potential taxpayers have been opened up by data mining and data analytics conducted (by the department) in the wake of demonetisation and operation clean money,” Chandra said in the letter, which has been accessed by PTI.

WASHINGTON, JUL 13 (PTI): President Donald Trump has said that his Russian counterpart Vladimir Putin would have been happier if his Democratic rival Hillary Clinton had won last year’s general election, as this would have made America weak. In his first major interview after his last week’s maiden meeting with Putin in Hamburg, Germany, on the sidelines of the G-20 Summit, Trump said he and the Russian leader both are advocating interest of their respective countries. But there is scope for co-operation between the two at the global stage. “We are the most powerful country in the world and we are getting more and more powerful because I’m a big military person. As an example, if Hillary had won, our military would be decimated. Our energy would be much
more expensive. That’s what Putin doesn’t like about me,” Trump told Christian Broadcasting Network (CBN) in an interview. “And that’s why I say, why would he want me? Because from day one I wanted a strong military, he doesn’t want to see that,” he said, according to the excerpts of the interview released by CBN. “From day one I want fracking and everything else to get energy prices low and to create tremendous energy. We’re going to be self-supporting, we just about are now. We’re going to be exporting energy – he doesn’t want that. “He would like Hillary where she wants to have windmills. He would much rather have that because energy prices would go up and Russia as you know relies very much on energy,” he continued.
The full interview is scheduled to be telecast today. “So there are many things that I do that are the exact opposite of what he would want. So what I keep hearing about that he would have rather had Trump, I think ‘probably not,’ because when I want a strong military, you know she wouldn’t have spent the money on military,” he said. “When I want tremendous energy, we’re opening up coal, we’re opening up natural gas, we’re opening up fracking, all the things that he would hate, but nobody ever mentions that,” said the US President. In the middle of a political storm, because of allegations of Russian connections by his campaign, Trump said the two countries can get along together. “Well he wants what’s good for Russia, and I want what’s good for the United States. And I think in a case like Syria where we can get together, do a ceasefire, and there are many other cases where getting along can be a very positive thing, but always Putin is going to want Russia and Trump is going to want the United States and that’s the way it is,” Trump told CBN. His meeting with Putin in Germany last week went quite well, he said. “Sometimes you’re not going to get along on things and sometimes you
will. But we had a good meeting, it was a face to face meeting, it was a long meeting. It was two hours and 15 minutes. Everyone wa s s u r p r i s e d b y t h e amount of time but that was a good thing and not a bad thing,” he said. “Yeah, I think we get along very well and I think that’s a good thing, that’s not a bad thing. People said, ‘Oh they shouldn’t get along.’ Well, who are the people that are saying that? I think we get along very, very well. We are a tremendously powerful nuclear power, and so are they. It doesn’t make sense not to have some kind of a relationship,” Trump said. Syria is one area where there is potential of a large cooperation. “I think we had an excellent meeting. One thing we did is we had a ceasefire in a major part of Syria where there was tremendous bedlam and tremendous killing. And, by the way, this is now four days,” Trump said. “The ceasefire has held for four days. Those (previous) ceasefires haven’t held at all. That’s because President Putin and President Trump made the deal, and it’s held. Now, I don’t know what’s going to happen. Maybe as we’re speaking they start shooting again. But this has held unlike all of the other ceasefires that didn’t mean anything,” he said.

MAIDUGURI (NIGERIA), JUL 13 (AP): Four Boko Haram suicide bombers killed 19 people in a series of attacks that targeted a civilian self-defence force and the people who gathered to mourn their deaths, police in Nigeria says. It was the deadliest attack in months in the northeastern city of Maiduguri, the birthplace of Boko Haram’s eight-year insurgency. Borno state police commissioner Damian Chukwu said 23 others were wounded in Tuesday night’s attacks. The police commissioner said 12 of the dead were members of a civilian self-defence force and the other seven people had been mourning them. At least one of the suicide bombers was female, said a spokesman for the self-defence force, Danbatta Bello. The bombers specifically targeted his colleagues while they were on duty, he said. Boko Haram has increasingly used girls and young women to carry out attacks on marketplaces, checkpoints and other targets.

Chinese Nobel laureate Liu Xiaobo dies BEIJING, JUL 13 (AGENCIES): Chinese Nobel Peace laureate Liu Xiaobo, who was being treated for latestage liver cancer, died on Thursday of multiple organ failure, the government said, having not been allowed to leave the country for treatment as he wished. Liu, 61, was jailed for 11 years in 2009 for “inciting subversion of state power” after he helped write a petition known as “Charter 08” calling for sweeping political reforms. He was recently moved from jail to a hospital in the northeastern city of Shenyang to be treated. here is more disheartening news for the already delayed “Jagaa Jasoos”. Due to last minute post-production activities, the film missed its release in the UAE, Dubai and Singapore on Thursday. But the good news is that the film makes it for its Friday release in the nick of time. The film’s co-producer Bimal Parekh admits there has been a costly delay. “We could not open in UAE , Dubai and Singapore on Thursday morning. We had a choice of opening with the evening shows. But we decided against it. Rather than taking a risk (with the release), we decided to open on Friday along with all the other centres in India and overseas.” Normally films open in the UAE and Dubai on Thursday. Parekh says they could manage the worldwide distribution of Jagga Jasoos on schedule in spite of the delayed “delivery” of prints only because of the producer Disney’s international reach.

Morris’ second goal of the game broke a tie in the 76th minute, and the U.S. edged tiny Martinique 3-2 Wednesday night after wasting a two-goal lead against a team that is not even a member of FIFA. The American, who revealed in 2013 that he had been diagnosed with cancer and diabetes, was banned from football activity for life by world football’s governing body in July 2015. The ban was announced by FIFA’s ethics committee for his “many acts of misconduct” at FIFA and as general secretary of the CONCACAF confederation after Blazer pleaded guilty in the US court to charges of football-related corruption, including accepting bribes to vote for South Africa to host the 2010 World Cup. Dimapur, Jul 13 (NPN): The Highway Area Sumi Students’ Union (HASSU) Summer Olympics 2017 got underway Thursday at Padumpukhuri ground, Dimapur under the theme, “Building Relationship.” The tournament, organised in commemoration of HASSU jubilee year, was graced by State Vigilance Commissioner, K.T. Sukahlu IAS (retd) as the chief guest. Addressing the participants, the chief guest said that the route to
building relationships lay in respecting each other and fostering brotherhood in the society. Pointing out that everybody cannot be accommodated into government jobs, he encouraged youngsters to venture into skill development sectors which is being actively initiated by the Government of India. Sukhalu also cautioned youngsters against the ill effects of technology and urged them to differentiate between the good and the bad ones.

Kohima, Jul 13 (NPN): Rüzhükhrie Higher Secondary School (RHSS) beat Mt. Sinai Higher Secondary School 1-0 to enter 1st Kohima District Inter-School Football tournament final on Thursday. The tournament is being jointly organized by Royal Club Kohima and school education department. In the thrilling and closely contested 2nd semifinal match, Rüzhükhrie HSS sealed a narrow victory over Mt. Sinai HSS by 1-0 in the extra time after the stipulated time of 90th minutes ended in a goalless draw. Vilakholie (13) scored the lone goal of the match in the 99th minute.
A super-charged Rüzhükhrie side controlled the ball but they failed to finish the game. They should have taken the lead when a handball was penalized inside the danger area but Keviyabei-u failed to convert the spot-kick in the 34th minutes. Despite the numerous attacks, Mt. Sinai defender prevented Rüzhükhrie players from scoring any goal in the stipulated time where both teams locked on to a goalless draw at the end of the match. As the match proceeded to extra time of 15th minutes, Mt. Sinai defence was breached and Rüzhükhrie’s striker Vilakholie headed the only goal in 99th minute. Rüzhükhrie HSS scored another goal but it was called offside by the referee.
Custodian Mathew Thapa also made a heroic save after Rüzhükhrie defender Ndalungswang penalty shot was parried away in the 102nd minute. The match ended 1-0 at the end of the final whistle. Meanwhile, Shoungoalou Pohena and Vechie Ciirha of Mt. Sinai HSS and Vilakholie of RHSS were cautioned for foul play in the field. Earlier, State Information Commissioner, Nagaland & President, Royal Club Kohima Er. Kevizatuo Miachieo graced the 2nd semi-final match as the match patron. On Saturday, the final match would play between G. Rio School and Rüzhükhrie Higher Secondary

Royal Club Kohima (RCK), the organisers of the ongoing Kohima District Inter-School Football Tournament, will be playing a football exhibition match with Kohima Press Club (KPC) on July 14 (Friday) at Local Ground Kohima at 2 pm. The five-time champion at the All England Club beat Johanna Konta, 6-4, 6-2, on Centre Court, making her 9-1 in Wimbledon semifinals. The last time she reached the final was in 2009, and her only semifinal loss came last year. Williams won her Wimbledon titles in 2000, ’01, ’05, ’07 and ’08. Konta was hoping to become the first British woman to reach the final at Wimbledon since Virginia Wade won it in 1977. Williams will face Garbine Muguruza in Saturday’s final.
The 14th-seeded Spaniard advanced to the final by beating Magdalena Rybarikova, 6-1, 6-1, Thursday on Centre Court. MADRID, Jul 13 (Agencies): Real Sociedad have signed Manchester United winger Adnan Januzaj for a reported fee of 9.8 million pounds, the Spanish La Liga club said on Wednesday. United have installed a buyback clause in the deal for the 22-year-old Belgian, Spanish media reported.
