Dimapur, Jul 12 (NPN): Nagaland’s dubious game of throne, first enacted in Kaziranga during May 2014; second in Sovima and Kohima during January-February 2015; third in Kaziranga during January-February 2017 and the fourth, again in Kaziranga during the second week of July 2017 is all set to come to an end, if a vote of confidence is held or not on the floor of the house on or before July 15 as per the directive of Governor P.B. Acharya. All 43 MLAs (36 NPF and 7 Independents) who have been camping in Kaziranga’s Borgos Resort have started leaving for Dimapur and Kohima on July 12 evening. They plan to also meet with the Governor, who is scheduled to return to Kohima on July 13. The issue of the Governor directing the chief minister Dr.Shürhozelie Liezietsü to face the floor test was deliberated upon by the council of ministers on July 11 at the residence office of the chief minister. tained it is in majority and that the Governor could only act with the aid and advice of the cabinet. The cabinet cited forthcoming presidential poll as well as by election, to differ on holding assembly session at the present juncture. According to political observers, the battle will be fought on the constitutional legality of the claims of both sides. It remains to be seen what motion would be adopted if the house is summoned: (a) a confidence motion on Dr. Shürhozelie ministry or a No-confidence motion. Resignations: Three ministers including three advisors to CM and 21 parliamentary secretaries have submitted their resignations on July 12. The legislators include ministers-- Y. Paton, G. MLAs attack CM, Cabinet Meanwhile, Zhaleio Rio and Tokheho Yepthomi, MLAs in separate statements have slammed the manner in which chief minister Dr. Shürhozelie Liezietsü attempted to justify decision not to have floor tests. Taking on the stand of the cabinet that the present crisis was an internal matter of the party, Zhaleo said the chief minister had skirted the question posed by the Governor not whether the present crisis was in internal matter of the party but whether he commanded majority in the house and to prove that on the floor of the house on or before July 15. Further Zhaleo maintained that in constitutional practise, the leader of the legislature who commands majority has the right to seek intervention of the Governor to compel the minority chief minister to face the floor test.
He reiterated that any meeting of the party legislature cannot be official or unofficial once signatures of majority of members were attested. Zhaleo said T.R. Zeliang has the support of 36 MLAs after Noke and later Vikho-o Yhoshu sent their support in writing to Zeliang. He went on to point out that prior to legislature party meeting on July 4, a total of 44 NPF MLAs including ten who present support Dr. Shürhozelie were together. On this basis, he said once he was reduced to minority with only ten MLAs, Dr Shürhozelie should have gracefully resigned instead of sticking on to the chair. Since the matter has gone to the Governor, the issue is no longer an internal matter of NPF as it has pervaded into constitutional, parliamentary law , conventions and traditions. He also said the Governor was duty-bound to ask the chief minister to prove his majority on the floor of the house and not to ignore the claim of T.R. Zeliang who has majority support of 43 MLAs in a house of 59. (Cont’d on p-8)
D I MAPUR , J UL 1 2 (NPN): Nagaland government has come under severe criticism for the collapse of the RCC steel girder bridge on Tuesday killing four persons and injuring several others at 4th mile area, Dimapur. Various civil society organizations (CSOs) including political parties have blamed the government for the negligence that led to the unfortunate incident, while some have also served ultimatum, demanding immediate resignation of the R&B minister and to initiate thorough probe into the incident. WSH: Western Sumi Hoho (WSH) has demanded immediate resignation of PWD (R&B) minister, Y Vikheho Swu, on moral grounds for the collapse of Bridge near CIHSR (Referral Hospital), which led to the loss of lives and scores injured. In a press release, WSH president, Zheshito Swu, and general secretary, Vikato A Achumi, said this was decided at an emergency meeting with its frontal organisations on July 12, 2017 at its office, Chekiye. WSH pointed out that the bridge that served as lifeline of more than 120 villages has now collapsed

“due to the minister’s negligence.” WSH asserted that if the minister had any iota of conscience or regret he should resign at once. Hoho maintained that no amount of justification would make up for “his misdeed and misappropriation of the amount sanctioned for the bridge to let him hold the office anymore.” Further, WSH also demanded an answer from the R&B minister on the amount of Rs.37 crore sanctioned in the year 2015 for the con-
NPF party and govt intact, says Yitachu Cabinet terminates DIMAPUR, JUL 12 (NPN): NPF spokesperson and minister School Education & SCERT, Yitachu maintained that despite the present dissidence among NPF Legislators, the NPF Party as well as the state government were intact and that both NPF and the state government were functioning normally. In a press note, explained that the meaning of government in a state meant chief minister and his council of ministers and that the present cabinet of eight out of 12 formed a quorum. Constitutionally and legally, he said chief minister, Dr. Shürhozelie Liezietsu still enjoyed the confidence of 58 members-- 47 NPF MLAs, 4 BJP MLAs and 7 Independent MLAs . He said four BJP MLAs were in the government, and seven Independent MLAs had not withdrawn their letter of support extended to Dr. Shürhozelie Liezietsu. He reiterated that the present crisis was an internal matter while
there was difference between the issue of leadership in the NPF party from the leadership in the government. Leadership in the party has to be decided in party forum and not taken to the Governor or the assembly , he said. Similarly he askjed if there was crisis in BJP leadership would it warrant the Governor to summon the house to resolve the issue? In the same way, the present crisis did not warrant intervention of the Governor. On claims of T.R. Zeliang having support of the majority NPF Legislature Party, Yitachu said Zeliang should take up the issue with the party first instead of asking the Governor to resolve the internal affairs of the NPF Party which was “was illegal and unconstitutional”. Yitachu said resolving the internal party problems in the Assembly was not in accordance with democratic and parliamentary practices. “That is why, it
is an established law that a NoConfidence Motion cannot be tabled in the Assembly by the Legislators of the ruling party,” he said. In any given political party, Yitachu said there was always a room for inner-party democracy, including freedom to express differences of views and opinions. However, in the current scenario, he said the movement of MLAs were being restricted, and alleged that they were kept under forced confinement. Such action was undemocratic, as it undermined freedom of movement and freedom of speech guaranteed by the Constitution, he said. Further, he said that Independent MLAs, or the MLAs of BJP or other political parties had no role to play in the issue of deciding leadership of the NPF Legislature Party. “It is expected that such established democratic practices and parliamentary procedures should be within the knowledge of MLAs,” he said.

DIMAPUR, JUL 12 (NPN): Chief Minister’s Office media cell informed that the Cabinet on Wednesday sent out a strong message, “as sincere attempt to clean up the system”, directing immediate service termination of PHQ consultant, MKR Pillai. Cabinet has also directed the government to seek a report from the Income Tax department. Furthermore, the Cabinet has directed that PHQ to submit a report on the presence of a Nagaland Police truck noticed in Kerala as per media reports. With regard to the issues relating to irregularities in Public Distribution System in Nagaland, media cell said that the Cabinet was briefed by Food & Civil Supplies department and the Director General of Police. NPCC demands imposition of President’s Rule Vikheho clarifies on DIMAPUR, JUL 12 (NPN): Nagaland Pradesh Congress Committee (NPCC) has sought immediate intervention of Nagaland Governor, P.B. Acharya by dismissing the minority government of Dr. Shürhozelie and to recommend imposition of President’s Rule, saying the state is faced with an extraordinary situation of political instability with crumbling infrastructures all around that shows no signs of abating. NPCC media cell said the full blown internal power struggle of the NPF has made the continuance of the NPF-BJP government untenable even for the next few months before facing assembly elections. NPCC further said that the continued absence of the Governor during crucial occasions was “becoming more of a rule than exception.” It also pointed out that the blatant misrule by NPF for over 14 years, “their failures are manifesting in every spheres of governance in which the people have started paying a heavy
price.” NPCC said Nagaland was now in state of utter ruins as the government has collapsed with majority of the legislators lodged far away in the plains of Kaziranga, while the roads have vanished, bridges collapsing and people dying as a result of dangerous roads and collapsing bridges. It said the silence of the people all through the years had emboldened the party in power to indulge in their own power struggle and aggrandizement without any inhibitions. To this, NPCC asked NPF “how long can the people of Nagaland tolerate this utter nonsense and whimsical attitude of the NPF government?” It said NPF or its apologists through print and social media would always find ways to put up “circular argument” against NPCC but that will not wish away the present state of sordid affairs that has engulfed the entire state. Meanwhile, NPCC extended its thanks to the NPF dissidents lodged in Kaziranga for substantiating and vindicating
their ‘nepotism’ charge against chief minister, Dr. Shürhozelie in appointing his son to the post of advisor to CM with cabinet status. NPCC said it also thanked Khriehu Liezietsu for making the ‘supreme sacrifice’ of declining to accept the post after more than fortnight drama. It said the power struggle of the NPF was just a clever ploy to divert the attention of the people. Dares Vikheho: NPCC has reminded R&B minister Vikheho Swu that accepting full moral responsibility without budging from his ministerial position was “just an eyewash and lip service that is insulting especially to the memory of those killed in this tragic bridge collapse.” NPCC said if Swu understood the real meaning of full moral responsibility, he should immediately resign from his post rather than making feeble explanations to absolve himself or the department since warning signs of imminent dangers of using the bridge was being highlighted since 2013.
CM offer to Zeliang
DIMAPUR, JUL 12 (NPN): Minister PWD (R&B), Y Vikheho Swu, on Wednesday clarified his stand on the offer of chief minister’s post to TR Zeliang, stating that clarification was being issued to preserve and uphold the sanctity and integrity of the NPF party in general and elected members (legislators) in particular. In a press release, Vikheho stated that on hearing about the legislators gathering for dinner at the former chief minister, TR Zeliang’s residence on the evening of July 7, 2017, a few of them, who were aware of the development and taking pre-emptive measures to work out an understanding between the chief minister and the former chief minister, had rushed to Kohima to take stock of the situation. He said they reached Kohima around 12 midnight and after a brief discussion they dispersed to meet the next day at 10am. On July 8, 2017 meeting with the chief minister, the minister PWD (R&B) said their sole intention was to resolve the differences that had come up. He said the chief minister Dr. Shürhozelie Liezietsu was so sincere and concerned as usual for the party and Naga people and wholeheartedly expressed his concern. (Cont’d on p-8)
struction and queried why has not the work started till date. WSH has demanded the police to start initiating an action against those responsible for the negligence of duty and for the misappropriation of funds. WSH also cautioned the engineers and contractors that it would not hesitate to resort to its own course of action if Seithekima-Patkai road was not repaired immediately for the public and ensure that quality work was carried out with good work-
manship. Expressing condolences over the loss of four lives, the WSH demanded immediate compensation to the deceased families and those injured in the accident. Meanwhile, the hoho also demanded that the parliamentary secretary Irrigation & Flood Control, Jacob Zhimomi, immediately intervene and look into the plight of the villages of Yeveto, Hakhizhe, Kiyezu, Hetoi and Zuheshe, which have been submerged by the waters of Zubza river. WSH said that paddy fields, plantations and many other properties have been damaged in those villages. “The affected villages lie under his constituency for which he is responsible and accountable,” WSH said. Hoho also said that the parliamentary secretary had made “some tall promises” and assured to build good flood control measures, but did not match up with his words. WSH demanded that a proper compensation be paid for the properties damaged by the flood. It said that the unfortunate villagers have to undergo through such hard times every monsoon due to the absence of proper flood control measures. (Cont’d on p-7)

CCEA clears widening Manipur Demand for removal of Dorphang from assembly panels stretch of Asian Highway project Correspondent
New Delhi, July 12 (PTI): The government Wednesday said it has cleared the widening and upgradation of 65 km Imphal-Moreh stretch in Manipur which is part of the Asian Highway project, providing road connectivity to eastern nations like Thailand. The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, gave the approval for the stretch that will cost Rs 1,630.29 crore, on NH 39. It also approved 4-laning of Solapur-Bijapur Section of New NH-52 in Maharashtra and Karnataka. Four Laning of about 110 km road is estimated to cost Rs 1,889 crore including the cost of land acquisition and pre-construction activities. “It (Imphal-Moreh) is connecting India to Myanmar. Then we can go to Bangkok and then to Indonesia to Malaysia. So it is the length which is connecting internationally,” Road Transport, Shipping and
Highways Minister Nitin Gadkari told reporters. “It is going to create more employment and business in that area particularly in Manipur. It will be a growth engine for NorthEast region of the country,” he said. Landlocked Manipur, with almost 90 per cent of the area under difficult terrain, has only road transport as a means of mass transport system. Gadkari said the project is being developed with ADB’s loan assistance under the South Asian SubRegional Economic Cooperation (SASEC) Road Connectivity Investment Program. It aims at upgradation of road infrastructure in Bangladesh, Bhutan, Nepal and India (BBIN) in order to improve the regional connectivity among BBIN nations. The Imphal-Moreh corridor is also a part of the Asian Highway No 1 and acts as India’s Gateway to the East.

Shillong, Jul 12: Civil society groups in Meghalaya on Wednesday strongly demanded the removal of Independent legislator Julius Dorphang, accused of raping a minor, as member of two assembly panels. Dor phang, who is lodged in Shillong jail and facing trial in the case of raping a 14-year-old girl, was appointed a member of the Committee of Privileges and the Committee on Subordinate Legislation. In their petition to Assembly Speaker Abu Taher Mondal, the groups said, “the appointment of Dorphang in the assembly panels demoralises women and children who have been victims of sexual crimes (rape, trafficking, murder) but an insult to all women and children in the state as whole,” “Nomination of a child rape accused to a house com-
mittee sends out the message that offenders and perpetrators will be the accommodated normalizing further promoting such heinous crimes the and a climate of immunity for criminals,” they stated. They also said that such “insensitive” and “illconceived decisions” by public representatives who are sworn to uphold constitutional guarantees of safety and security for all citizens particularly women and children leads to a loss of faith in the system prompting citizens to take law into their own hands and promotes a culture of vigilantism. Noting that Dorphang has been booked under the POCSO (Protection of Children from Sexual Offences) Act, they said that an accused is guilty until proven innocent and that the burden of proof lies in the accused. “POCSO also has spe-

HC notice to Delhi govt on Four new cases of swine flu in Lucknow SC question EC’s silence on minimum wage for workers barring convicted lawmakers
NEW DELHI, JUL 12 (AGENCIES): The Supreme Court on Wednesday pulled up Election Commission for not taking a clear stand on whether lawmakers be barred for life from contesting elections after being convicted in heinous offenses. A bench headed by Justice Ranjan Gogoi raised question on how can Election Commission refuse to take stand on the crucial issue meant for decriminalising the election process. The bench repeatedly asked the lawyer representing the Election Commission to brief its stand but the lawyer responded saying the commission had not taken stand on the issue. The Election Commission had in its affidavit supported a PIL for setting up special courts to decide criminal cases related to people’s representatives, public servants and members of judiciary within a year and to debar the convicted persons from legislature for life. But the commission clarified that its affidavit supported the plea petitioner but it did not take stand on barring lawmakers
for life after conviction. On March 3, the Supreme Court had granted the government and the Election Commission the last opportunity to spell out their stand on a plea for debarring convicts from contesting polls for life. “It is pertinent to mention that the answering respondent (EC) has held several meetings with the Secretary of Ministry of Law, legislative department of the government. It is pertinent to mention that most of the recommendations /proposals of the answering respondent have been endorsed by the Law Commission in their 244th and 255th reports. However, most of the proposals/ recommendations made by the answering respondent are either pending consideration by the UoI or have not been approved for the time being,” the affidavit said. It was submitted that accompanying PIL, to the extent of relief claimed under prayer (a) and (b), was not adversarial and answering respondent No.1 (Election Commission of India) supported the cause espoused by the petitioner. “Apart from terrorism
Gita Mittal New Delhi, Jul 12 (IANS): The Delhi High Court on Wednesday issued notice to Delhi government on a plea seeking implementation of revised minimum wage rates that will benefit over 60 lakh workers. A division bench headed by Acting Chief Justice Gita Mittal sought the city government’s response on the PIL that also asked to increase the strength of the trained labour inspectors and other staff of the Labour Department and filling up of the vacancies as it posted the matter for hearing on August 8.

2 Army men killed in ambush by Pak troops on LoC S r inaga r , J U L 1 2 (AGENCIES): The Army on Wednesday said the Pakistan troops resorted to a ceasefire violation on the Line of Control (LoC) and killed two soldiers in Kupwara’s Keran Sector in north Kashmir. Srinagarbased army spokesman Colonel Rajesh Kalia told The Hindu that the two soldiers were killed in a firing incident around 2: 20 p.m. Preliminary reports suggest that Pakistani forces fired from snipers at the pickets manning the LoC in Keran Sector, more than 100 km north of Srinagar. This fresh incident of ceasefire violation comes just days after a couple was killed in Poonch. Indian and Pakistani troops exchanged fire for three days in the Pir Panchal valley.

and naxalism, the most serious problem our country is facing is extensive corruption and criminalisation of politics. In executive and judiciary, when a person is convicted for any criminal offence, he/she is suspended automatically and debarred from his services for life. This rule, however, is applied differently in case of convicted persons in the legislature,” the petition said. “When a citizen comes to the EC seeking lifetime ban on convicted lawmakers, is silence an option? Either you can say ‘yes’ or ‘no’. Can you afford to be silent?” the bench said as it read a paragraph from the response of the EC which supported the plea for lifetime ban on convicted lawmakers on contesting elections. However, counsel told the bench that the said paragraph should not be read in isolation and should be read as a part of the entire response of the Commission. “We are supporting the cause of the petitioner for decriminalisation of politics and there should be framework for decriminalisation of politics,” counsel said, but the court retorted hat the EC wanted the court to read in between the lines, and there was no reason why they should do so. The court’s response came in the course of the hearing of a PIL by BJP leader Ashwani Kumar Upadhyay seeking lifetime ban on convicted lawmakers and setting up of special courts for trying lawmakers accused of criminal offences.
The PIL filed by advocate Ashok Agarwal also sought direction to Delhi government to increase the minimum wage rates up to Rs 15,173 in terms of the norms laid down by the Supreme Court. A g a r wa l t o l d t h e court the Delhi government has revised and fixed the minimum wages at an “unreasonably lower rate” which violated the fundamental right of the workers. “The enforcement of the provisions of the minimum wages in Delhi is at all time low. Even the current minimum wages are not paid by the employer to the workmen and violation of labour laws and minimum wages is at full swing in absence of any check by the Delhi government,” said the petition. The Delhi government failed to enforce the payment of minimum wages in Delhi has also, thereby, failed to prohibit the forced and bonded labour and begar at mass -scale in Delhi, it added.

Fight to lose
DailyDevotion The Spiritually Self-Seeking Church …till we all come…to the measure of the stature of the fullness of Christ… —Ephesians 4:13 Reconciliation means the restoring of the relationship between the entire human race and God, putting it back to what God designed it to be. This is what Jesus Christ did in redemption. The church ceases to be spiritual when it becomes self-seeking, only interested in the development of its own organization. The reconciliation of the human race according to His plan means realizing Him not only in our lives individually, but also in our lives collectively. Jesus Christ sent apostles and teachers for this very purpose— that the corporate Person of Christ and His church, made up of many members, might be brought into being and made known. We are not here to develop a spiritual life of our own, or to enjoy a quiet spiritual retreat. We are here to have the full realization of Jesus Christ, for the purpose of building His body. Am I building up the body of Christ, or am I only concerned about my own personal development? The essential thing is my personal relationship with Jesus Christ— “… that I may knowHim…” (Philippians 3:10). To fulfill God’s perfect design for me requires my total surrender— complete abandonment of myself to Him. Whenever I only want things for myself, the relationship is distorted. And I will suffer great humiliation once I come to acknowledge and understand that I have not really been concerned about realizing Jesus Christ Himself, but only concerned with knowing what He has done for me. My goal is God Himself, not joy nor peace, Nor even blessing, but Himself, my God. Am I measuring my life by this standard or by something less?

Post-mortem
Vol. XXVII NO. 217 Dimapur, thursday, JuLy 13, 2017
y choosing Gopalkrishna Gandhi as their vice presidential candidate, the 18 opposition parties seem to have learnt the hard lesson after the disastrous exercise with the presidential candidate. In fact, Gopalkrishna was largely speculated to have been the choice for the opposition’s presidential candidate but the dithering and unexplained restraint had given enough time for the BJP to nominate RSS member and current Governor of Bihar Ram Nath Kovind as NDA nominee. The NDA nominee, a Dalit, has struck the right chord with all parties even including several opposition parties like BJD, JDU, YSRC, TDP, AIADMK etc . Having surrendered the advantage to the NDA, the opposition nominee Meira Kumar, herself a Dalit of high standing, is going to face a certain defeat. This is because five major opposition parties had already declared their support for Kovind. After the mess up in naming their presidential nominee, the opposition invited cracks within and missed the bus for a national alliance for 2019.Be that as it may, Gopalkrishna Gandhi, the grandson of Mahatma Gandhi enjoys an unsullied reputation as an administrator and person of wide knowledge and experience in public life. In politics, numbers do matter which can and does, over ride what is right and true. The next vice president of India, who is likely to be the candidate of the NDA, will be taking over from Hamid Ansari, the 12th and current Vice President of India, also the chairman of Rajya Sabha. Ansari is the only person to get re-elected for the post of Vice President of India after Dr. Radhakrishnan. He also presently serves as President of the Indian Institute of Public Administration, Chancellor of Pondicherry University and the President of the Indian Council of World Affairs. He was elected as the Vice President of India on 10 August 2007 and took office on 11 August 2007. He was re-elected on 7 August 2012. The office of the vice president of India is ceremonial but the difference is that the incumbent plays a direct role in political discourses as the chairman of the upper house(Rajya Sabha). In the upper house, the NDA is slightly behind UPA in number ( 77 to 84) while other non-Congress and non-NDA parties have a total of 82 members. In the Lok Sabha the NDA has an overwhelming majority of 338 members as against 204 for non-NDA parties( though not necessarily with the Congress-led UPA). The vice-presidential contest is heavily stacked in favour of the ruling NDA. It has around 550 votes out of a total of 790 members in both Houses of Parliament, who form the electoral college for the election. The electoral college that votes for the vice-president, who is also the ex-officio chairman of the Rajya Sabha, has 543 elected and 2 nominated members of the Lok Sabha, besides currently 233 elected members and 12 nominated members of the Rajya Sabha. In democracy majority rules but that does not mean partisanship in determining the candidates for constitutional offices that are considered nonpolitical. When the majority are bound by rules to vote for or support the party in power, it creates a situation n which a government or other authority democratically supported by a majority of its members makes policies or takes actions benefiting that majority.
Nagaland Post, Dimapur
“The spirit is willing, but the body is weak” N
Voice of the below 30s arely three weeks lapsed since seven political parties entered into an 18-point understanding signed into a formal agreement with the Nagaland Baptist Church Council (NBCC) on June 22, a fissure had cropped up encroaching the sacred agreement well ahead of election process scheduled in early part of 2018. Point no 14 of the said agreement between the parties of interest conditioned that no false propaganda should be employed for personal gain. The preferred use of words by our esteem leaders should, at best, be left to the thinkers to weigh the degree it had impinged the above point. Oft repeated “people’s needs” and “national principle”, therefore, emerged as two perfect phrasal-riders ripping apart our floating civilisation. Many Nagas coveted for building a stable economy and a simultaneous tapping of underutilised human resource. This resulted in switching over of allegiance to mainstream politics by subscribing to a view that playing ‘underground’ politics to give birth to an independent nation state was costing us of economic and human capitals. The transition was a rough patch. Mistrust had unleashed the disruptive games of ideology amongst the rivals of the projected divergent (non-state actors) and the directed allegiant (state actors). Until recently, political defection was relatively confined to groups belonging to non-state actors in an apparent move to shield oneself from being hunted down by the rival group(s). Then, killing took place in the open streets, in kitchens, in undisclosed locations unleashing wraths of vengeance by chasing the tar-
B
geted rival members. Families were rendered ‘factional refugees’ in our own land where they sought refuge at their next doors’ house, sons and daughters were rendered fatherless while many housewives were made as uncared widows. And the scars remain. Far from being recovered, yet our society is being plagued by a new wave of political game to cling on power. Set off in 2006, the game persists till 2014 which prolongs to 2017 with no sign of relenting still. In between, loss incurs attributable to poor governance as a result of political instability may round up to few crores (of monetary value). The estimated sum, when accounts and channels to normal developmental streams, is huge enough to repair a road, to renovate a drainage, to hire a youth for a specific job, to sponsor a student for higher studies, or to promote a public park where public can relax (for we the common men may never have an opportunity to catch a glance of Kaziranga). In all sense of human judgment, it is not the retiring but the inheriting generation that will take care of our future, including the ones who wickedly adulterate the foundation upon which the inheriting generation is volatilely grounded. Bequeath to us with a diagonally fragmented society - appearing beyond repair - along with a corrupted version of political practice on both fronts of state and national (NPGs) politics, the fast approaching future seems so bleak to inherit leaving much a space for socio-political backlash. In a situation where a mother first satiate herself in drinks and funs withholding the essential nursing / tendering that her child is
desperately in need, we cannot be expected to develop into a fully matured kind by a simple fact that we would either be undernourished to perform a specific task or too adapted to the vile of the present to think out of the box. We struggle but we have to exercise restraint for lack of political will in competing with the rest of the world in a given infrastructure and learning environment which, thus far, is ostensibly limited. Four years running after celebrating its 50 years of existence, our state has prematurely developed syndromes of physical agility though, the trend is advancing in reverse in the application of its mind and spirit. What was once regarded a moral turpitude had evolved over time to portray itself as a new political standard enticing those hunting for lucrative locus, fame and personalised benefits. A concordance on party re-unification that collapsed in a span of 4 months speaks more about the loose moral principles than the highly politically correct rhetoric that crushed along with them. Many may prefer to view the latest political development as news. They may keep on expecting reports on shift of loyalty of political members from one camp to another, counting their numbers necessary to form the next regime. However, the young alike takes the imbroglio as not news but a historical conundrum on the part of the political members committing against the posterity. It is a farce, it plays cheap, it lacks responsibility & accountability, it bypasses all moral standards and it brings ignominy to each and every Naga sans partisan politics. People may forgive and forget; but history will linger on.
Mandated and unmandated (A comparative statement)
E
verybody Dr. Shürhozelie is yet to be mandated by the people at the grassroots level through a bye-election on 29th July 2017. But he was mandated by mandated MLAs to be the Chief Minister for 6 Months which is provisionally legal under the Constitution of India and the MLAs cannot say that he is not mandated. Rather, he was mandated by them to save the situation at a difficult time both for the party and government. T.R. Zeliang is a mandated MLA from Peren. But his leadership as CM was rejected by mass-based Civil societies’ movement during Jan-Feb. 2017 for not paying heed to the mass-based popular opinion and betraying the church agreements, and therefore Zeliang has no moral right to reclaim CM post till he secures a fresh mandate from people.
S
The MLAs are also yet to be mandated whether they can cross floor every now and then or, to camp at Kaziranga or elsewhere, to bring another government. The simple reason for the people is that, the people of Nagaland have mandated NPF to rule. While NPF is still ruling, the NPF Ministers/MLAs acting against NPF Government is nothing short of anti-party activity and a hijacking of people’s wish and mandate and for which Party President has every right to act against any kind of antiparty activities if he cares. As such, all suspension orders issued are valid provided these are issued in coordination with Disciplinary Action Committee of the party or whatever committee set up to deal with anti-party activities of
the party members. The threats to Bureaucrats/HoDs/AHoDs by 8 MLAs of TR Group is not valid as they are now outside the periphery of the Ministry. As for the incumbent CM, he is in the chair mandated by mandated members (MLAs) for six months. There is nothing wrong to obey his direction by the bureaucrats at this juncture till 21st August 2017 or till such time a new government take-over the crown, whichever is earlier. MLAs are not mandated to destabilize the government every now and then at their own whims but to form Government for deliverance of goods and render yeoman services to the citizens and also to give a sense of security to people. Issued by: Media Cell, NPF Central Youth Wing.
Rise in rage
uddenly, we find our representatives talking of “democracy”, “welfare of the people” and “mandate”. My fellow Nagas, let’s stop behaving like savages. We gotta be able to think for our future and our well-being. We are being used. We’re nothing but mere pawns in their game for survival. We must refuse to be swayed by money and muscle power. Let’s keep our future generations in mind when making decisions. For all we know, we cannot trust this current crop of politicians to carry forward our future and to achieve our collective dream, which is a progressive Naga society (so to say in simple terms).
We cannot allow ourselves to be sold out. We must resist attempts to destabilize Naga society. We cannot allow our children to grow up in this pathetic environment and pretend that everything is alright. Each day, we are growing apart from God. Each day, we are alienating ourselves from our traditions and values. Each day, we are selling ourselves out. Each day, we are becoming strangers in our own land. At this rate, the end is very near for us. The sooner we realize, the better. A storm is approaching. More power to the people! I Longkumer.
We can no longer afford to waste time at the turn of every rift of cynicism by staking claim over the ‘majority’ monologue. Playing power-politics for accumulated loss of a couple of weeks may handsomely pay political dividend which is not so in matters of public importance thriving at the edge of means and ends. Thousands of youth suffers from emotional withdrawals in the absence of proper employment measures. Old-aged community is fast disappearing for lack of healthcare and basic amenities. Highways supplying essential commodities to the public are snapped. Flow of traffic in the state is stressed. Fuel, primary food items, contingent works appears to be its first victims. Outdated machineries / infrastructures cause loss of lives. Heavy precipitation results in landslides - damaging residences, crops and threatening the survival of the small and marginal populace. Nature, at the moment, seems cease to care. It is believed that an inner spirit propels a person to be a leader; hoping to bring about change by seeing the things around. It is also an established fact that a spirit in us that sustains our movement for self-determination. But as the Gospel of Mark reads “the body is weak”, it perilously overpowers the willing spirit. We are willing like you do, but our political environment is too weak to support us. Is it not time to show the pseudo-nationalists and pseudo-regionalists an exit door? For us, we are sandwiched. National workers promise us freedom, (state) party workers pledge for development; both are poles apart from its sworn principles. Nukhosa Chuzho, Kohima, khozch@gmail. com, (9612816893).
T
Bridge across river Chathe
ot how close we tread disaster but how we walk on it, can at the least describe what happened to the bridge to Niuland over river Chathe. There are instances of our bridges being washed away in the past too. At river Tapu (upper reaches of Doyang in Zunheboto district), on the way to Phek, Peren etc. About 10 years back an RCC pier was erected to support the bridge at Jharna pani towards Jalukie-Peren road. It got washed away. No one was/is accountable. The bridge still stands today, for how long, only another incident like this may happen then. Likewise, all our other bridges might be hanging on precariously for all we know. Till then, periodical inspection and official report can be submitted for accountability. About 2 years back due to safety issues this same bridge was made 1-way and no entry for heavy vehicles. But it is to be noted that safety of beam and girders were not the reason. It was the supporting pier along with the foundations which were the primary concern. And simply reducing the load on it would not have prevented the river from gnawing at its foundations. We had 2 dry seasons to take remedial measures (like mass concrete underpinning or auxiliary reinforcement to the existing piers). We did not. Sometime back, about 200 feet downstream near this bridge Hume pipes were laid all across the river to perhaps facilitate the traffic congestion at the bridge. Please do not take it
personal, but looks like the concern engineer simply forgot the basic laws of buoyancy and pressure of water. All said and done, when the rains came the inevitable happened. You can see its remnants alongside the river banks like the “Ozymandias of Egypt”. With my thoughts to friends and colleagues in the department concern, I ask why, we have been so inept at every turn. Projects are simply drawn on the table or simply photo copied without verifying the actual local/site conditions. You know better, the glaring examples on 2-lanning of road in Longleng, ChazoubaZunheboto. The project reports were in tune of being copied from another project, and the discrepancy in estimates and actual conditions were mind boggling. Other factors like 10% commission to all concern, National Worker tax etc compounded the problem and finally, the project being abandoned altogether. Back to the bridge, probably a HPC would be set up, headed by an MLA/Minister, controlled by a jack of all bureaucrat, processed by incompetent technocrat and executed by a 1st class contractor with 10% loyalty. Like the 1962 IndiaChina war (according to Gen. Henderson & Brig. Bhagat report) the exercise/project was doomed before it even began. But are we willing to listen and correct our mistakes from the past? That question remains unanswered. ALO KENT R, House No 767, P’ Khel, Sovima.
The price of inefficiency
he recent tragedy of the collapsed bridge which has cost the lives of four persons is unacceptable to the people. The people have for long managed to bear with the inefficiency of the elected leaders in governance and it has reached its zenith. This is not just about the broken bridge and the lives lost, this is about the negligence and poor attendance of the government to oversee all round of management, which have always been their responsibility, since the day they assumed their positions; politicians and bureaucrats alike. This tragedy is not the first and sure won’t be the last, if the same system of ignorance continues…both the government and the public. Time has more than past for each of us to assume responsibility in building a protective future and to prevent such grievances at the cost of the innocent people. The LDPN appreciates Vikheho Swu, Minister of PWD (R&B) for accepting full moral responsibility of the tragedy. However it is also questioned whether upon his twice personal inspection with the officials from the department, were there experts, engineers and mathematicians, who could have estimated the final hours of the ill fated bridge, and would have come up with alternative scientific measures to have diverged the losses incurred? And if the engineers had already assessed the
feeble condition of the bridge, then why couldn’t they have had informed the general public about the condition of the bridge? And aside from the attempt to construct a pass way, which was filled up with rubbles and sand; boldly/naively in the course of the river itself; which was washed away by the summer rapids nevertheless, did they have other plans in mind to allocate traffic and communication/ transportation for those on the other side of the river? Or was it that the officials from the department had full faith with the local firm who supposedly had guaranteed it would last for 75 years? We urge the Minister to fulfill his statement as to ascertain the cause of the tragedy and lay out the concrete facts as to whose incompetence it would have been: Mother Nature’s or unheeding authorities’? This is essential for the people so that we would face the facts and act accordingly
and more cautiously in the future and so we urge our Minister, Vikheho, to stand by his commitment and not to deprive the people of the vital information at the least. We also urge the officials of the department to come up with a way to build a temporary bridge, to ensure the continuation of transportation and communication of the people starting from United Village, 4th mile. A suggestion is that they could build a plank modeled bridge, with high quality materials, for light vehicles, which could be done quickly, until the completion of the real bridge. The incident is unfortunate but a long due lesson has been taught to every Naga, that…not knowing does not pay after all. started. It also pointed out that Rs. 49 lakhs was sanctioned to repair the columns of the bridge, which was never carried out. CNTC warned of initiating own course of action, unless an emergency bridge for commuters is provided immediately The council also advised the public to be aware of their rights and to keep themselves updated on the funds allotted in their respective areas and jurisdictions for their utility and welfare and to keep tab on public properties. Further, CNTC has asked the elected representatives to be fully responsible for their actions and their respective portfolios. Meanwhile, CNTC has asked the CNTC legislators “not to take charge of those portfolios if they are not capable enough to take the responsibility.” It also demanded for immediate compensation for the loss of lives and to those injured in the bridge collapse. NTC: Nagaland Tribes Council (NTC) while expressing shock and grief over the tragedy of the bridge collapse, that resulted in the death of four persons and injury to five others, demanded the government to initiate thorough and urgent probe into the incident and book those responsible for the loss of lives. NTC through its media cell said that on perusal of the records, it was learnt that the administrative inspection on June 2015 had detected defect of the RCC girder bridge over Chathe River. Road & Bridges department had also verified and declared the instability of the bridge and later the district administration ordered immediate closure of the bridge, it said. Despite of the official warning, NTC said the bridge in question was reopened which resulted in the preventable tragedy. Taking cognizance of
the unstable condition of the bridge, NTC said the state PWD sought for fund for construction of new RCC girder bridge. Accordingly, Union Ministry of Road Transport and Highways sanctioned Rs. 37.66 crores on July 28, 2015 and ordered the state department to complete the construction within 24 months, NTC said. However, there was no sign work being carried and the consequence of the neglect was the loss of precious lives and the unbearable hardships to be faced by the public from the nearby villages. Interestingly, NTC claimed that the state PWD (R&B), during past 11 months with effect from May 6, 2016 till March 31, 2017 had drawn 62 payments under demand No. 58, totaling to a whopping amount of Rs. 342 crores 22 lakhs and eight thousands. Despite all this, NTC said Nagaland is faced with the worst road condition in the history of the state, and for which the minister in charge was answerable to all the above questions. It said “when the public in Nagaland has been facing immense hardship and challenges every day due to the absence of basic amenities and infra-structures, the MLAs were enjoying feasting and merry making at Kaziranga leaving their citizens to face death in the trap set by their Govt. is highly condemnable.” NTC has asked the government to take the recent incident as the wakeup call and to become more responsible for the welfare of the people. Meanwhile, the council also conveyed condolences to the bereaved families and wished speedy recovery to the injured persons. NAGBA: Niuland Area GBs Association (NAGBA) has expressed pain at the loss of four lives due to collapse of the Bridge at Chathe

of amount sanctioned for the year 2016 and second phase in 2017 for making of alternative passage. The house demanded that a high level enquiry be constituted in order to ascertain and expose the corruption. The meeting also noted rampant extraction of sand gravels and boulders by certain individuals/ groups for self profit. The village councils have appealed to the state government to compensate the families of the deceased and injured. They also demanded construction of temporary/alternatives passage connecting Naga United and Diphupar vil-
lage. Further, the village councils urged the government to repair roads from new Showba village to Patkai and Seitheike basa village to Patkai. The house also demanded that government provide two city buses from Naga United Village to Dimapur town. Meanwhile, the village councils have expressed condolences to the bereaved families and wished speedy recovery to those injured. The house also resolved to set up a Joint Action Committee (JAC) to represent and look after the welfare of people affected by collapse of the bridge.
NLSF appeals to legislators
DIMAPUR: Nagaland Law Students’ Federation (NLSF) has strongly appealed to the 60 legislators “to stop playing musical chair” and rather look into the welfare of the state. In a joint statement, NLSF president Imliben Lemtur, general secretary Medochutou Kiewhuo and speaker Nungshimeren Jamir reminded the legislators that they had taken oath before God and Man, but have failed to abide by the principles and ethics. They alleged that Na-

galand was suffering due to wounds created by the legislators. They also pointed out that “the highest competitive body (NPSC) in our state is also not safe under the leadership of present legislators owing to back door appointments.” NLSF said “the curse of the legislators was revealed as the vital bridge connecting Nuiland subdivision and the adjoining Dimapur collapsed” killing precious lives. Had the bridge been repaired on time, the accident could
have been avoided, it added Another oldest over bridge/ flyover was on the verge of collapse, NLSF stated. Therefore NLSF has appealed to the legislators to team up and work for the welfare of the public instead of being divided and lodged at different camps NLSF also appealed to the citizens of Nagaland to exercise their franchise wisely in the fourth coming election to elect the right person who can be devoted for the welfare of the people.

River. In a press statement, NAGBA president and head GB, Vikheyi Zhimomi pointed out that the association has been imploring time and again to various authorities concerned for the immediate need for repairing the bridge which serves as the only life line of the people of hundreds of villages including Kuhuboto, Khaghaboto, Aghunaqa, Ato (NIhokhu), Niuland, Ralan areas and beyond. It said such unfortunate incident could have been prevented if only the authorities concerned could have heeded people’s prayers on time. Condemning the lackadaisical attitude of the Government in utterly failing to address the issue, NAGBA has strongly urged the government to immediately initiate alternative arrangement for the bridge. The association has also pointed out that on the same road to Niuland Sub-division, all the existing small bridges and culverts are either broken or in a dilapidated conditions. It cautioned that unless these bridges and culverts are immediately repaired such unfortunate incidents may happen any time. Further, NAGBA has extended heartfelt condolences to the decease families and strongly appealed the Government to adequately provide compensation to the deceased and injured public.

money was already sanctioned for the construction of the new bridge. WSKH said whatever little construction material was dumped recently near the bridge was only for show. Meanwhile, irked by the problems faced by villagers of Yeveto and Hakhizhe village due to rising of Zubza river, the WSKH said it was also dismayed with parliamentary secretary for Irrigation and Flood Control, Jacob Zhimomi for neglecting his constituency. WSKH said that Jacob cannot call himself to be representing the people when he has not done anything for the public of the constituency. The hoho said more villages were likely to be affected if precautionary measures were not taken immediately. WSKH in this regard requested the prompt intervention of the concerned department to help the effected villagers. CNTC: Central Nagaland Tribes Council (CNTC) has demanded for a thorough probe into the collapse of the 4th mile bridge along the Niuland road in which four lives were lost and many injured and a befitting action against on all those responsible. CNTC through its media cell questioned the government as to where the amount of Rs. 37.66 crores sanctioned by the Ministry of Road Transport and Highways under Project Zone-8 on July 28, 2015 for the construction of a new bridge disappeared. It also demanded to know why the construction of the new bridge failed to commence even after lapse of two years. It said mere owing of responsibility in the media was not sufficient enough. CNTC said the works which were supposed to begin within a period of four months after the amount was sanctioned and completed within twenty-four months had never

(From p-1) Further, the WSH has also asked its elected representatives to be responsible towards the electorates as they have been elected by the people to do their duties. Meanwhile, the hoho underscored that one should not hold a portfolio if one was not capable of holding the responsibility. It said that mere holding of a portfolio and shrugging off the responsibility bestowed on them have only brought disgrace to the community and misery on people. WSKH: Western Sumi Kukami Hoho (WSKH) has blamed the PWD (R&B) department for the 4th Mile bridge incident and served a 15-day ultimatum demanding the R&B minister to step down owning moral responsibility for the incident, to pay all compensation and to start the construction work of the new bridge Failing which the hoho said it would resort to its own course of action. In a statement, WSKH S. Vihuto Yepthomi stated that the department was fully aware of the condition of the bridge, which is a lifeline to more than 100 villages, but failed to take any measure to prevent the incident. Earlier, WSKH said its officials met the R&B minister and apprised him about the importance of the bridge and also the condition of the bridge. When the minister visited the bridge along with district administration in 2015, the hoho had also submitted a memorandum at that time, WSKH stated. The hoho said the negligence of the department had resulted in the loss of lives and for which it has asked the department to compensate for the loss of lives, the injured and the vehicles damaged in the accident. The hoho officials, who had visited the site of collapsed bridge on Wednesday, maintained that they were aware of how much

NTC has asked the government to take the recent incident as the wakeup call and to become more responsible for the welfare of the people. Meanwhile, the council also conveyed condolences to the bereaved families and wished speedy recovery to the injured persons. The union also expressed dismay that the cabinet had directed setting up of an enquiry committee to ascertain “the circumstances leading to the collapse of the bridge” when it was clear to all and sundry that the only circumstance was the lackadaisical behaviour on the part of the government itself. The mandate of the public has been insulted and mocked at through the display of insouciant attitude by our leaders, ASUD stated. Asserting that it had no predilection towards any political party or coalition, ASUD pointed out that the common people have suffered enough injustices at the hands of corrupt leaders whose only ideal appears to be that of amassing wealth and possessions for their own gains. Reiterating its stand to remain committed to the Clean Election Campaign, ASUD also appealed to all young Nagas not to get caught in the vicious cycle of unclean political practices. ASUD was hopeful that the all right thinking citizens and civil society organisations would come together and not only make their voices heard but also ensure that they exercise their franchise in support of upright leaders. Meanwhile, ASUD has expressed deepest sympathies to the family and relatives of the victims of Tuesday’s mishap. NLC: Nagaland Congress (NLC) has demanded immediate resignation of Roads & Bridges minister, Y. Vikheho Swu for owning moral responsibility for the bridge collapse. “If Minister, Road & Bridges is sincere and man of his word he should resign immediately for what he ownsmoral responsibility,” NLC media cell stated. If not, NLC said he should be able to hear the cry of conscious public who have been demanding his resignation. In similar spirit, NLC said it demanded Suw’s immediate resignation, as “no amount of justification from him or supporters will bring justice.” NLC also took a jibe at the cabinet’s decision to pay ex gratia to deceased family and conduct enquiry, terming it as “too late, too little”. The decision was pathetically a cosmetic make up just to appease the widespread public protest and condemnation, NLC added. It said that “minister’s crocodile tears owing full moral responsibility” over avoidable and forewarned tragedy was most disgraceful in nature. Stating that the mishap was the worst instance in recent time beside many other reported and unreported cases of road accidents over past few months, NLC however said that ruling elite were so obsessed on holding position, power and money making at any cost, and remain deaf, dumb and blind to the hue and cry of public over worst ever road condition in the State. NLC maintained that every ruling elected member, whether capable or not, wrestle for Road & Bridges despite the fact that practically there was no road, no difference between road and drainage/streams in the State and no action plan to improve road condition either. However, when tragedy strikes all it does is enquiry, apology and politely owing responsibility. Meanwhile, NLC has conveyed deep anguish over tragic death of four persons and injuries to several others. It also expressed condolences to the bereaved family and God speed recovery to the injured. ASUD: Ao Students’ Union Dimapur (ASUD) has expressed strong resentment over the recent run of events that has taken place in the state and the utter negligence on the part of the government. In press statement, ASUD information and publicity secretary, Sentimeren Pongen said as students’ community, the union was deeply concerned by “the way in which our leaders have ignored the calamities that have befallen in the state and the people while pursuing selfish political gains in the most undignified manner.” In addition to floods and multiple landslides in various pockets of the state and the ongoing political tussle involving the MLAs, ASUD said the unfortunate collapse of the bridge at 4th Mile (Dimapur) was proof that the state government was neither in a position to prevent and mitigate disasters nor handle political conflict through consensus. It said that the catastrophe could have been averted, had precautionary measures been undertaken at the right time. The bridge being the only lifeline for residents of Niuland and adjoining areas, ASUD said the public will once again bear the brunt for the government’s failure to address the most pressing issues at hand.

DIMAPUR, JUL 12 (NPN): Citizens’ Welfare Society (CWS) has served 20-day ultimatum on assistant director, Food &Civil Supplies, Kiphire demanding reply on the anomalies detected by the former in the distribution of APL and sugar for Kiphire. The signatories- CWS president Tsili Mongzar and general secretary Hotingkiu Sangtam warned of action in the event they failed to get positive response within the stipulated time and for which CWS would not be held responsible. CWS also reiterated that during the co-ordination meeting on October 3, 2016 with the department, it was found out that the actual quantity of APL received for Kiphire was only 100 MT and sugar 150 quintals instead of 200MT of APL and 900 quintals of sugar. But in the utilization certificate, forwarded by the assistant director, Kiphire, it was found that the district received 200 MT of APL and 900 quintals of sugar, which was “false and fabricated”. In view of the above, the CWS said that it was left with no option but to serve the ultimatum to recover the same.

NEW DELHI, Jul 12 (Agencies): The government is working on a new telecom policy which will be application driven as compared to National Telecom Policy, 2012, which was connectivity driven, Communications Minister Manoj Sinha said here on Wednesday. He said the new policy has to be focused on the end users and should look at the newer opportunities for expanding the availability of telecom services. Sinha was speaking at a seminar here on ‘ICT: Engendering New Governance Structure’. He said with the advent of high speed data services and enhanced expectations of the users to get real time on-demand band width to run near real time live applications has made the government prepare new policies. Sinha added that “for the first time, the Ministry has decided to involve a large pool of experts from outside the department to get more inputs from the citizens and stakeholders for the new policy.” There was a six-fold increase in data traffic in India from 561 million GB in the first quarter to 2988 million GB in the third quarter of 2016-17, which is a 400 per cent jump.

The minister said that it was a clear and sincere conversation offering Zeliang back the post of chief minister, adding that there was no pre-condition whatsoever put to him. “I told him that the chief minister Dr. Shürhozelie will resign from the post of chief minister and give back the post of chief minister; he will not contest bye-election, in his place Khriehu Liezietsu will file the nomination and contest the 10 Northern Angami I bye election,” Vikheho

(From p-1) The chief minister reportedly said that he never anticipated this kind of intention and would agree to anything to restore back normalcy in the government and in the party. Vikheho said the chief minister gave them the power to “assess the situation, act on it and act with authority.” Based on the authority given to the members, the minister said they took the decision and requested him to give back the post of chief minister to TR Zeliang, to which the chief minister agreed. After the collective decision was made, Vikheho said he was asked by the

before July 15, 2017. According to Tokheho, this was very much within the parameters of the duties and functions of a governor of a state enshrined in the constitution of India. On the issue of a meeting of NPF legislature party, Tokheho said a meeting can be summoned only by the leader of the NPF legislature party and nobody else, not even the chief minister if he has not been elected by the members as the leader of the legislature party. Therefore, he said that it was within the ambit of the constitutional provision that Zeliang, the leader of the legislature party, had summoned meeting of the NPF legislature party on July 4, 2017 and thereafter. Tokheho stated that Zeliang never ceased to be leader of NPF legislature party ever since he was elected in 2014 and even as recent as June 2017, 44 MLAs of the NPF had individually reaffirmed their support to the leadership of TR Zeliang as the leader of the legislature party. Further, Tokheho said that all those MLAs who were in support of Zeliang and his leadership in forming a new DAN government have already submitted their individual resignation letters to the chief minister on July 9, 2017. According to Tokheho, the chief minister was trying to earn public sympathy by compelling the governor to dismiss him and his government by not agreeing to a floor test. However, Tokheho said that MLAs under the leadership of Zeliang were calmly and alertly observing Dr. Shürhozelie’s “power mongering attitude” which would cease in the next few days.

party and therefore the governor had no business to intervene in the matter of the party. In this regard, Tokheho asked why and under what authority has he sacked four cabinet ministers and 10 parliamentary secretaries who have taken the oath of office under the constitution of India which is very much a legally constituted governmental activity and not the internal matter of a political party? Tokeho further stated that if this was indeed an internal party then it was surprising that Dr. Shürhozelie had dismissed the appointment of independent MLAs as parliamentary secretaries who were definitely not members of the NPF party. F u r t h e r, To k h e h o asked if the Model Code of Conduct was in place, why has the chief minister issued several official notification allocating office chambers at the civil secretariat and official residences of ministers and parliamentary secretaries to others. On the issue of summon assembly, the former minister said the governor of Nagaland has a special responsibility unlike any other states to run the affairs of the state and at the same time safeguard the constitution of India. To k h e h o s a i d D r. Shürhozelie had absolutely no jurisdiction and his council of ministers have perhaps been misguided since the Nabam Rabia case was different from the current issue, saying in this case the governor has not summoned the assembly but has advised that the chief minister should prove his majority in the house as TR Zeliang has claimed the support of the majority of the members and that he should fix a date on or

cabinet minutes as he was oblivious of his high constitutional and statutory obligations towards the state. He said all 42 MLAs under T.R. Zeliang condemn the cabinet exercise to browbeat the Governor’s directive but added that the “disaster of dismissal” at the end of July 15 working day “cannot be obviated by this obstinate cabinet”. Tokheho: Taking at dig at the state chief minister, Dr. Shürhozelie Liezietsu, the former minister and incumbent MLA, Tokheho Yepthomi, on Wednesday said the chief minister, who had repeatedly claimed he was not an ambitious man, has contradicted his statement. In a press release, Tokheho said that Dr. Shürhozelie on several occasions had stated that he accepted the office of chief minister only for a period of two to three months. However, Tokheho said Dr. Shürhozelie has now directly contradicted that very statement by making his son Khriehu Liezietsu vacate assembly seat in order to allow him to file his nomination and contest the election so he could cling to the chair of the chief minister. Tokheho said that chief minister’s refusal to summon the assembly to prove his majority on the floor of the house was itself proof that he was “an imposter chief minister of the state” who did not command the support of the majority of the members of the 12th NLA. This, Tokheho said was another yet again another glaring example of Dr. Shürhozelie’s lies and deceit and his ambition as a “power monger.” To k h e h o s a i d D r. Shürhozelie claimed that the present crisis was an internal matter of the NPF

(Form p-1) He also said rulings in the Bommai, Rameshwar Prasad or Nabam Rebia cases by the Supreme Court did not warrant any minority chief minister to pass time for six months without the intervention of the Governor. Zhaleo also maintained that a minority chief minister cannot cite the judgment of the apex court in Nabam Rebia’s case which reminded governors that house sessions could only be called with the aid and advise of the chief ministers. He said a minority chief minister with only 11 MLAs out of 59 cannot cite such instance as Article 163 of the constitution clearly mentioned that the council of ministers which has majority commands the confidence of the house. Zhaleo reiterated that the Governor had not summoned the assembly in his letter but only advised Dr.Shürhozelie to prove his majority on the floor of the house on or before July 15, since he had received signatures of 43 MLAs against him (CM). Zhaleo pointed out that if the chief minister refuses to hold a floor test by July 15 then, he would try to shore up support through manipulation and horse trading. Therefore, if the chief minister refused to face a floor test then it would be the prerogative of the Governor to sack him after issuing the deadline. He also dismissed as “bogey” the plea of Dr. Shürhozelie of by election as a plea against floor test since the Goa case indicate that polls or no polls, the functioning of the legislature cannot be hindered. Zhaleo also noted that the chief secretary (who is also cabinet secretary) recorded party matters as

lint Eastwood’s new film about three Americans who stopped a terror attack on a train to Paris will star the real-life heroes of that 2015 incident. Anthony Sadler, Alek Skarlatos and Spencer Stone will play themselves in The 15:17 to Paris, based on the book they co-wrote with Jeffrey E Stern. Actors will play younger versions of the
trio in the film, which is thought to focus on the three men’s friendship. The men were awarded Legion d’honneur medals for their actions. They also received a hero award from Eastwood himself at an awards ceremony last year. Sadler, Skarlatos and Stone were among a number of passengers who overpowered a heavily armed man who had opened fire
on the train. Stone and Sadler were both off-duty servicemen, while Sadler was a student at California State University. The man they apprehended was later named as Ayoub El-Khazzani, a Moroccan believed to have had links to radical Islam. The film is the latest in a series of movies Eastwood has made based on real-life people in extraor-
Charlize Theron blasts ‘caveman-like’ Hollywood

harlize Theron has called Hollywood “caveman-like” for so rarely allowing women to direct big-budget films. “I am ashamed I’m part of an industry that has never allowed a woman to work with a budget higher than what the budget has been on Wonder Woman,” the Oscar-winning actress told Variety. Directed by Patty Jenkins, Wonder Woman was made for a reported $149m (£116m) and has made $746m (£582m) worldwide. Theron, 41, also bemoaned the lack of femaledriven action films. Her comments come ahead of the release of
Atomic Blonde, in which she stars as a British MI6 agent in 1980s Berlin. The actress, who won an Oscar after working with Jenkins in Monster, played another action-oriented role in 2015’s Mad Max: Fury Road. Speaking to Variety, though, the South Africanborn star rued the way the rare female successes in the traditionally male-dominat-

riana Grande is being made an honorary citizen of Manchester as a thank you from the city for the way she responded to the arena attack in May. The city council passed the motion unanimously at a special meeting. The singer was praised for returning to stage the One Love Manchester concert less than two weeks after the attack on her arena gig, which killed 22 people. Manchester City Council leader Sir Richard Leese said it would have been understandable if she hadn’t returned. “But no - instead she, as an artist, a performer, was determined that she would not perform again until she had returned to Manchester to perform,” he said. “In doing so, she brought comfort to thousands, she raised millions for the We Love Manchester Emergency Fund and became the first patron of that fund. “And that’s why I propose that Ariana Grande is made the first honorary citizen of the city of K

Manchester.” There are currently no plans for a ceremony to award Grande her citizenship in person. Sir Richard Leese also hailed those who helped in the aftermath for showing the “spirit of Manchester... of strength and defiance”. Anne Marie McNally from Prestatyn, Denbighshire, who was at the Manchester Arena concert, told the BBC’s Victoria Derbyshire programme that the council should prioritise official recognition for the emergency services and members of the public who helped on the night. “There were a lot of people on that evening who ran in to help,” she said. “These people were there on the ground trying to save people, trying to help people as much as possible, helping children to get home to their parents. “And the emergency services of course - they’re human beings like us. Yes they’re trained and they’re skilled but they still had an awful lot to deal with. I’m sure that they’ve come away from the situation as traumatised as the ones that were in there.”

Or there’s one movie that doesn’t do well, and all of a sudden, no one wants to make a femaledriven film.” Theron sustained various injuries while shooting Atomic Blonde, among them a twisted knee and two cracked teeth. “It was tough,” she said of the film, released in the UK on 9 August. “You want to be in your best fighting shape, and it’s hard.”
Sophie Turner terrified about GoT ending “Game of Thrones” star Sophie Turner is terrified of the show’s upcoming end. She says she will be “an emotional wreck for a year”. The 21-year-old British actress, who plays Sansa Stark in the HBO hit, opened up in an interview with W Magazine about how she is bracing herself for life after the fantasy drama, reports dailymail.co.uk. She said: “I’ve been trying to wrap my head around it. It’s not like I’m brushing it under the carpet; I am fully aware that it is coming to an end, but I don’t think I’ll be ready until I shoot my final scene, and then I think I will be completely an emotional wreck for the next year or so of my life. I’m really not looking forward to it.
dinary situations. His last film, Sully, told of pilot Chesley Sullenberger, who landed his damaged plane on the Hudson River in 2009. If made, The 15:17 to Paris will not be the first fact-inspired film to feature non-actors in leading roles. In 2012 release Act of Valour, real-life Navy Seals were shown embarking on a fictional covert mission. There is a tradition, meanwhile, of the subjects of Hollywood biopics appearing in the films they inspired. Jim Garrison had a small role in JFK, which dramatised his investigations into the Kennedy assassination, while lawyer Erin Brockovich made a cameo in the 2000 film about her life. Another notable example is Audie Murphy, a decorated soldier who turned to acting after World War II and went on to play himself in the 1955 film version of his memoir To Hell and Back.
epression affects girls and boys differently as the mental disorder has different effects on the activity in certain brain regions, a study has found, suggesting that sex-specific treatments could be beneficial for such teenagers. The findings showed that by 15 years of age, girls are twice as likely to suffer from depression as boys because of body image issues, hormonal fluctuations and genetic factors, where girls are more at risk of inheriting depression. However, differences between the sexes do not just involve the risk of experiencing depression, but also how the disorder manifests and its consequences, the researchers said. “Men are more liable to suffer from persistent depression, whereas in women depression tends to be more episodic,” said JieYu Chuang, a researcher at the University of Cambridge. “Compared with women, depressed men are also more likely to suffer serious consequences from their depression, such as substance abuse and suicide,” Chuang added.

ational Award winning actress Konkona Sen Sharma says historically, regardless of class, religion and region, women were always treated as property. In the forthcoming film “Lipstick Under My Burkha”, she will be seen playing a pivotal role. The film had a tough time in getting its certification. Asked about the power

Now all films are not meant to be thought provoking, but some of them are, surely.” “There are films that can generate powerful ideas, which can propel us to think differently. Radiohead justifies performing in Israel
T
hom Yorke has continued to defend Radiohead’s decision to play a concert in Israel. The band have repeatedly been urged to call off the show as part of a cultural boycott over Israel’s policies towards the Palestinians. On Tuesday, filmmaker Ken Loach wrote an open letter, accusing Radiohead of ignoring “human rights violations”. But Yorke hit back on Twitter, saying, “Playing in a country isn’t the same as endorsing its government”. “We’ve played in Israel for over 20 years through a succession of governments, some more liberal than others. “We don’t endorse
[Israeli Prime Minister] Netanyahu any more than Trump, but we still play in America. “Music, art and academia is about crossing borders not building them, about open minds not closed ones, about shared humanity, dialogue and freedom of expression. “I hope that makes it clear Ken.” Writing in The Independent, Loach rejected Yorke’s previous assertion that he, and others, had failed to approach the band in person, before making accusations in public. “I and others are still willing to meet Yorke and his colleagues, together with Palestinian artists,” Loach said. “Radiohead are im-

ly lead when the skipper Wanmei converted the spot kick in the 10th minute. The spot kick was awarded after one of the rival defenders handed the ball inside the danger area. But the lead was cut short, when MHBHSS’s Jimuhie Kajiri scored the equalizer in the 27th minute. With the score 1-1,
both sides played cautiously till the end of the first session. After the break, MHBHSS came back strongly and make the first move with numerous attempts but could not succeed. On the other hand, G.Rio defenders held the strong wall of defence not allowing any free movement.
While the opponent players were engaged in unsuccessful attempts, G.Rio utilized the opportunity and surged ahead when Sangti netted the second in the 72nd minute. Right after three minutes, Keneisetuo gave G.Rio the advantage when he added the 3rd goal. Indian eves beat Chile 1-0 in HWL
JOHANNESBURG, Jul 12 (PTI): Preeti Dubey scored the all-important winner as a gritty India beat Chile 1-0 to enter the quarter-finals of the FIH Women’s Hockey World League (HWL) Semi-Final on Wednesday. Preeti’s 38th minute goal ensured India earned their first win in the tournament after a goalless draw against South Africa and 1-4 loss to mighty USA in their previous matches. Both the teams traded penalty corners in the first quarter with Chile winning the first in the fourth minute of the match while India earned their first short corner in the 12th minute but nothing came off from the opportunities. Though it seemed like India had scored off the rebound when they earned another penalty corner in the 12th minute through a successful video referral,
the goal was denied as it came off the body and not the stick. In the second quarter, Chile managed to create some but that didn’t stop India from creating scoring opportunities. One such chance came in the 19th minute when Anupa Barla brilliantly stole the ball from a Chilean player, setting up a counter attack, to find Rani in the striking circle but the striker missed the post by inches. After a barren first half, India finally made a breakthrough when Rani and Preeti worked in tandem. The duo drove into the rival striking circle and Preeti produced the finishing touch with a quick nick to put the ball past the Chilean keeper in the 38th minute. India mounted pressure on Chile with consistent attacks and Rani got another shot on goal, only to be denied by the Chilean goalkeeper.

ODIs. Mithali, who bats at no 3, recently grabbed headlines when she was filmed reading a book as she waited for her turn to bat during a couple of matches in the ongoing tournament. At a pre-tournament interaction, Mithali drew praises from all quarters when she succinctly shot down a sexist question from a reporter. She was asked about her favourite
male cricketer to which her answer was, “Do you ask the same question to a male cricketer? Do you ask them who their favourite female cricketer is? I have always been asked who’s your favourite cricketer but you should ask them who their favourite female cricketer is.” So far, Mithali has scored 6028 runs with the help of five centuries and 49 half-centuries.

Bristol, Jul 12 (IANS): Australia skipper Meg Lanning led from the front with a brilliant unbeaten half century to guide her side to an eight-wicket win over India and seal their semi-finals spot in the ongoing Women’s World Cup here on Wednesday. target which the Southern Stars chased down without much hiccups at the County Ground here. Punam and Mithali lifted India with a 157-run second wicket stand after a disastrous start but failed to continue the momentum in the later stages of the innings. All-rounder Harmanpreet Kaur (23 off 22 balls, 1*4, 1*6) was the only other batswoman to reach the double-digits as the middle order comprising
Veda Krishnamurthy (0), Sushma Verma (6) and Jhulan Goswami (2) failed to provide any substance to the total. The 34-year-old Mithali, during her knock got past former England captain Charlotte Edwards’s record of 5992 runs and also became the first woman to breach the 6000-run mark. LO N D O N , J u l 1 2 (Agencies): Sam Querrey sent hobbling defending champion Andy Murray crashing out of Wimbledon on Wednesday, reaching his first Grand Slam semi-final at the 42nd attempt. One year after knocking out 2015 champion Novak Djokovic in the third round, 29-year-old Querrey, the world number 28, won 3-6, 6-4, 6-7 (4/7), 6-1, 6-1. World number one
Murray’s challenge petered out when he began limping off his right leg, his movement severely compromised by a recent hip problem. Querrey will face either Gilles Muller of Luxembourg, who stunned Rafael Nadal in the fourth round, or former US Open champion Marin Cilic for a place in the final. “I’m still in a state of shock. I’m glad I hit that last serve in,” said Querrey who finished with 27 aces
and 70 winners. “I didn’t start the best but I just kept swinging away and found my groove in the last two sets.” Querrey is the first American man in the semifinals of a Grand Slam since Andy Roddick finished runner-up at Wimbledon in 2009. “It feels great. It’s a dream come true to be in the semi-final at Wimbledon, it’s very special,” Querrey added. There was no sign of the drama to come at the start of Wednesday’s match. Murray, 30, was supreme in the first set, carving out the key break for 2-0 and taking the opener on the back of just two unforced errors. The Scot was a break to the good at 4-3 in the second before Querrey unexpectedly reeled off three straight games to level the quarter-final, firing 16 winners, twice as many as the top seed.
