Zeliang refused Dr. Shurho’s offer: Yitachu

KOHIMA, JUL 10 (NPN): T.R. Zeliang, who presently leads the majority rebel group to reclaim the post of chief minister, had declined the offer of chief minister, Dr. Shürhozelie Liezietsu to take over the chair on July 8. This was disclosed by NPF spokesperson and School Education & SCERT minister, Yitachu on Monday, while addressing media persons here at the State Banquet Hall. Yitachu said Dr. Liezietsu, had made the offer to Zeliang, after considering all aspects in the interest of the Naga people, since the whole issue was about leadership. He said chief minister Dr. Shürhozelie’s offer came after consultations with legislators and party officials. He said the message was conveyed to Zeliang through R&B minister, Y. Vikheho Swu over telephone on July 8. However, after waiting for over four hours, Zeliang declined to accept the offer, Yitachu said. He said the present crisis cropped up on July 7 at a dinner party hosted by Zeliang at his Dimapur residence after the campaign meeting of the NDA

Govt employees asked to attend office regularly DIMAPUR, JUL 10 (NPN): State government has directed Administrative Heads of Departments (AHoDs) to instruct their employees to attend office regularly. Addl. chief secretary (Home), Temjen Toy, who held a meeting with the AHoDs at chief secretary’s conference hall on Monday, lamented that officers and staffs taking undue advantage of the current political crisis were neglecting their office duties and being irregular in office. According to an official bulletin, Toy maintained that the bureaucracy would continue to function under any circumstances and asked AHoDs to instruct their employees to work sincerely and attend office regularly.

BSNLEU to launch stirs

DIMAPUR, JUL 10 (NPN): BSNL Employees’ Union (BSNLEU) NE-II Circle Dimapur on Monday announced to launch series of agitation to press its demands including wage and pension revision. In a press release, the union secretary, KS Singh, stated that as per the action programme, the employees would hold hunger strike on July 13 and one day strike on July 27.

presidential nominee at Dimapur. Yitachu described Dr. Liezietsu as an honest and sincere leader, who kept his word to step down but Zeliang’s refusal was surprising and reasons still unknown. He said the fallout of the July 7 rebellion prompted the party and the government to take action against some of the members for trying to destabilize the government and indulging for anti-party activities. Yitachu also admitted that there were internal differences within the party since the day T.R. Zeliang was made to step down over ULB election issue. On the bye-election, Yitachu categorically pointed out that on May 26 the cabinet, DAN legislators and NPF Central Executive Council unanimously endorsed Dr. Shürhozelie Liezietsu to become an elected member. DAN MLAs also appealed to the ECI to hold the bye-election at the earliest. However, he said the announcement of bye-election led to severe internal problem within the party, since T.R Zeliang had probably felt that by-election should not be held and CM’s seat should be vacated and

handed over to him. Yitachu said since Zeliang refused Dr. Shürhozelie’s offer to reclaim the chair, there was therefore no question of leadership issue within the NPF. Yitachu maintained that ministers and parliamentary secretaries in Kohima were attending offices. He also said that since it was an internal party matter, whatever inconveniences caused to the government functioning and general public would be resolved soon. When asked about the claims that NPF central had the support of BJP at the Centre, Yitachu said “be it at state or national level, BJP was firm on their alliance with NPF and the MLAs have been discharging their duties.” On suspension issue, Yitachu said there were certain reasons for initiating action against some. He also said since it was an internal matter, approaching the Governor would not be wise since the Governor’s office had nothing to do with NPF internal issues. According to reports, Zeliang has gone to Delhi where he is camping to meet Governor P.B. Acharya. Zeliang has staked claim to form the new govern-

ment with the support of 42 MLAs (35 NPF and 7 Independents) camped at a resort in Kaziranga. As per itinerary, the Governor was scheduled to fly to Arunachal Pradesh for some official programme and return to Kohima on July 13. Azo appointed as DAN chairman: Advisor State Planning Board, Kuzholuzo Azo Nienu has

been appointed as chairman of the Democratic Alliance of Nagaland (DAN) with cabinet status in place of former chief minister, T.R. Zeliang. This was stated in a notification dated July 10, issued by the officiating cabinet secretary, Temjen Toy. The newly appointed DAN chairman said that the alliance partners NPF, BJP, JD(U) and NCP held a meeting on Monday reaffirming their support to chief minister, Shürhozelie Liezietsu. Dr. Liezietsu to file nomination today: Setting aside all speculations, chief minister, Dr. Shürhozelie Liezietsu would be filing his nomination on Tuesday for the 10-Northern Angami I by-election, scheduled to be held on July 29. Informing this during the press conference, NPF spokesperson Yitachu said keeping in mind the outmost priority of the Naga political issue and also as desired by the people of the state, Dr. Liezietsu will file his nomination on Tuesday. Azo said there was strong apprehension that NGOs might revolt against Zeliang’s leadership, thereby the step was taken that Dr. Shürhozelie must contest.

8 MLAs warn ‘bureaucratic community’ of Nagaland DIMAPUR, JUL 10 (NPN): Against the backdrop of administrative orders issued by the government for removal of security escorts, seizure of administrative powers of dismissed ministers and parliamentary secretaries and re-allotment of some bungalows of dissident ministers, eight rebel MLAs from the T.R. Zeliang camp in Kaziranga, have cautioned the “bureaucratic community in Nagaland” to be “very watchful and meticulous” that though they may be subjected to tremendous pressure from the top, while issuing official “legal or illegal” orders . In a communiqué issued through press and media cell of the NPF Legislature Party -- Y. Patton, Tokheho Yepthomi, Imkong L. Imchen, G. Kaito Aye, Zhaleo Rio, C.M. Chang, Y.M. Yollow and Neiba Kronu said they have been constrained to issue the caution due to the “series of decisions” taken by an “unmandated Chief Minister Dr. Shurhozelie Liezietsu” during the last few days. The eight described

Dr. Shürhozelie Liezietsu as one “deeply rooted in hypocrisy”, without democratic ideas, political morality and filled with vindictiveness and greed for power.” The rebel MLAs maintained that their group would form “a popular government mandated by the people” to be installed “within the next few days”. Therefore, they cautioned that all the decisions taken during the last few days would be effectively reviewed and nullified once they form the popular government. The MLAs have especially cautioned the AHoDs and HoDs to be “more watchful” so that their actions taken under pressure from incumbent chief minister, did not attract nor invite legal action against them. They expressed hope that the “respected bureaucratic community” would take their statement in a positive perspective and not construe it as power mongering adding that their only interest was to accord due respect and humility to all the rank and file of the state bureaucracy.

Khriehu declines Advisor’s post Correspondent

KOHIMA, JUL: 10 (NPN): Khriehu Liezietsu, who was appointed as Advisor to CM with cabinet status, has declined to accept the assignment “due to other pressing public engagements.” In his letter to the chief minister, Khriehu expressed regret for not accepting the assignment. Khriehu who was the MLA from 10 Northern Angami-I constituency, vacated the seat for his father Dr. Shürhozelie to contest the bye-election schedule to be held on July 29. NPF sources confirmed that Khriehu had declined the post. His appointment was made because there was immense pressure from within the party and legislators, to reward him for sacrificing his MLA seat, the source said. However, the source said he had officially never accepted the offer as he was in Delhi since June end for medical check up. He had come only two days back from Delhi, the source added. When contacted, Khriehu confirmed that he was in Delhi for over a week for his wife’s operation. He did not say much but confirmed that he declined to take the post of advisor to CM.

DIMAPUR, JUL 10 (NPN): Hitting out at NPFled Democratic Alliance of Nagaland (DAN) government for declaring full support to NDA’s presidential nominee, Ram Nath Kovind, the All India Congress Committee secretary in-charge of Nagaland Dr. Jayakumar on Monday said that as elected representatives of the people, the MLAs and MPs, have committed a “great sin” and betrayed the people of Nagaland. He alleged that MLAs and MPs by extending unanimous support to Ram Nath have become slaves of RSS. DAN on July 7 extended unanimous support to NDA presidential nominee for the upcoming Presidential elec-

tion to be held on July 17. Addressing media persons at Hotel Acacia, Dimapur, Jayakumar in the presence of senior Congress leader K.L. Chishi, said that the move of the DAN government was an insult to the people and Christian society of Nagaland. He alleged that Ram Nath was a “hardcore RSS” and in one of the press conference in 2010, he (Ram Nath) had said that Christians and Muslims were from other planet. This statement has proved beyond doubt that he is also anti-Christian and anti-Muslim, Dr. Jayakumar said. Despite knowing all this, Jayakumar said the MLAs and MPs have failed to understand the sentiments for the people, and has instead become power crazy and power mongers.

In view of the above, he maintained that it would be dangerous for such a person to be the President of India for the Naga society. They should understand that people have elected them as their representatives and that by extending support to BJP candidate, he said it was a real threat on the way of life and religious belief. Therefore, Dr. Jayakumar appealed to the MPs and MLAs to work on their conscience and not on the direction of the party. Pointing out that since no party whip would be applicable, and that the voters were free to decide on whether they want to cast their vote or not, the secretary incharge appealed to the voters (MLAS and MPs) to take people’s consideration and sentiments into account.

MLA slams appointment of Azo DIMAPUR, JUL 10 (NPN): Hitting out at chief minister, Dr. Shürhozelie Liezietsü for the recent appointment of Kuzholuzo (Azo) Neinu as DAN chairman (replacing T.R. Zeliang), rebel legislator Merentoshi Jamir said only Dr. Shürhozelie Liezietsü approved the appointment and not the BJP and Independent MLAs. In a statement, Merentoshi pointed out that DAN was a conglomeration of various political parties such as- NPF and BJP including independent MLAs. Therefore, since the appointment of Azo as DAN chairman did not pervade beyond NPF, it was therefore, “a politically and legally infirm exercise”. Merentoshi also pointed out that when T.R. Zeliang was proposed by Dr. Shürhozelie Liezietsü as DAN chairman, it was a unanimous election by all DAN legislators comprising of 48 NPF, 4BJP and 8 Independents on February 22, 2017. Zeliang still enjoyed confidence of DAN

legislators said Merentoshi and so in order to replace him (Zeliang), it would required approval of majority of NPF, BJP and Independent MLAs. In this regard, he noted that the cabinet notification dated July 10, according cabinet status to Azo Neinu was “ultra vires” to the law on such appointments and that the notification was also “void ab initio” since Azo did not have the sanction of NPF, BJP and Independent MLAs to be DAN chairman. Further, noted that it was “strange” that the notification did not even invoke the name of the Governor as required under article 166 of the constitution of India. In the light of the above, Merentoshi said MLAs and public “may therefore ignore” the notification as “rubbish produced by a beleaguered chief minister and as lacking legal validity.” He said only T.R. Zeliang has the distinction of obtaining approval of all NPF, BJP and Independent

MLAs on February 22, 2017 and continues as DAN chairman with cabinet status and that the appointment was revocable only by the same conglomeration of MLAs “and not by Dr.Shürzhozelie, who is a minority chief minister with the support of only 10 MLAs and awaiting his own exit.” Merentoshi also asked Dr. Shürhozelie not to overlook the democratic system by doing as he like because of his greed to hang on to power with support of minority MLAs. Hitting out at Dr. Shürhozelie, Merentoshi said it was surprising that while Dr. Shürhozelie claimed to be “a Christian to the core”, he chose Sunday (July 9) to “commit evil acts of dispossessing his own party MLAs of their portfolios as ministers, parliamentary secretaries, advisors and chairmen.” Merentoshi also accused Dr. Shürhozelie of withdrawing vehicles, security and official bungalows and displayed “his sense of vengeance not a forte of a Christian.” K Y M C

IMFL seized by excise squad

DIMAPUR: Excise (Mobile Squad) special surveillance team conducted raids at several places in and round Dimapur on July 6 and 10. During the raids, the team seized 1376 bottles of assorted liquor, said SP (MS) Katoho Sumi in a press statement. He said that further investigation is underway for violating various section of NLTP Act ’89. He further said that the seized articles have been kept at the Mobile Squad cell

malkhana. SP also appealed to all and sundry to provide valuable feedback to the excise department relating to illegal storage, possession and sale of consumption of liquor. He also sought cooperation from the citizens, while the law enforcing agency was executing its task to curb the flow of liquor. The department is always ready to act for the same at any given point of time, he said.

DIMAPUR: Zeliangrong Heraka Youth Organization Nagaland (ZHYON) held executive meeting on July 2, at Rehangki, Old Tesen. EDSSU condemns NSF action

DIMAPUR: East Dimapur Sumi Students’ Union (EDSSU) in support of WSSU has condemned NSF for organizing the felicitation programme of HSLC & HSSLC on July 8 despite the date being Sumi festival of Tuluni. A condemnation note by EDSSU president, Kanato S. Youth Net and Zynonique. The programme which started in the month of May have so far covered seven districts, with four more (Mon, Longleng, Zunheboto and Kohima)

to be covered. A total of 350 people have so far been trained which was inclusive of 51 people from Dimapur district. Commissioner & secretary, Labour, Employment, Skill Development and Entrepreneurship, Bendangkokba, while congratulating the young workers also encouraged them to work hard. He reiterated that the department would assist in providing such trainings in the future. IPFT begins indefinite blockade movement for separate state

Indigenous People Front of Tripura and other tribal wings protest in Khamtingbari area to demand a separate state- Tipraland on Monday. (PTI) Agartala, Jul 10 (Agencies): Road and rail traffic was affected in Tripura on Monday as the Indigeneous People’s Front of Tripura (IPFT) party leaders and supporters launched an indefinite blockade for Tipraland statehood. The IPFT is demanding carving out Tipraland state from the Tripura Tribal Areas Autonomous District Council at Khumulwung in West district, about 23 km from state capital Agartala. “The blockade is a part of our long-standing state-

hood demand. Our movement will be peaceful,” said IPFT chief NC Debbarma. The IPFT had carried out a 24-hour blockade of NH-8 and railways last year to press for Tipraland. The IPFT claims the indigenous community has seen little development under the Left Front government, which chief minister Manik Sarkar has been heading uninterrupted since 1998. Police stepped up security at Khamting in Barmura Range of National Highway 8 (NH-8), where IPFT activ-

ists launched the blockade at 6am. The highway connects Tripura to the rest of the country through Assam. M’laya women panel summons DGC secy S h i llo n g, J u l 1 0 (PTI): Meghalaya State Women’s Commission Monday summoned the secretary of Delhi Golf Club, following a petition by Tailin Lyngdoh, who was ousted from the posh club because of her traditional attire last month. “We have summoned the secretary of the club to depose before the Commission on July 14,” State Women’s Commission chairperson Theilin Phanbuh told reporters here. She said that the Commission acted on a complaint made by Lyngdoh, a governess, who accused the club and its members of allowing racial profiling of people in its premises which tantamount to racial discrimination of tribal people, a punishable offence. On June 25, staffers of Delhi Golf Club had asked

Assam floods kill 7 in a day, over 12.55 lakh hit

Guwahati, Jul 10 (PTI): The flood situation in Assam turned critical with seven people losing their lives in a day today, affecting over 12.55 lakh people across 20 districts in the state. According to a report by the Assam State Disaster Management Authority (ASDMA), seven people were killed in various floodrelated incidents in Goalpara, Golaghat, Jorhat and Lakhimpur districts. With this, the total number of people losing their lives in this year’s flood-related cases has gone up to 33, including seven in Guwahati. In the worst-affected Lakhimpur, three persons

were killed in the last 24 hours in drowning and landslide cases. At Nowboicha area, Kanak Gogoi (50) drowned, while a couple Krishna Bahadur Dorji (55) and Sulemaya Dorji (45) were killed in landslide in the Narayanpur area. In Jorhat district, two kids - Binod Bhuyan (4) and Munu Bhuyan (6) - died due to drowning in Teok area, ASDMA said. Bijoy Bhuyan (54) also died due to drowning at Bokakhat in Golaghat, while another minor Sagar Das (12) drowned at Matia in Goalpara. Aizawl, Jul 10 (PTI): The six Bru relief camps in Tripura should be closed and assistance provided to the inmates there should be stopped if the Brus continue to refuse to return to Mizoram, an adviser of the Ministry of Home Affairs said. An official release here said that Ministry of Home Affairs Adviser (North East) M K Singla expressed this opinion while meeting Mizoram Chief Minister Lal Thanhawla. However, this is his personal opinion, the release said. The MHA and the Mizoram government had made a number of plans to repatriate the Brus from Tripura since 2009. Singla proposed that a time-bound repatriation process should be undertaken to ensure that all the Brus return to Mizoram from the relief camps. He alleged that some Bru leaders have been misguiding the inmates of the relief camps. Brus migrated en masse to Tripura after Bru militants gunned down a forest guard inside the Dampa Tiger Reserve on October 21, 1997 and many of them remained in the relief camps while hundreds of families have returned during government-sponsored repatriation and also on their own will.

IMPHAL, Jul 10: The body of an army personal with gun shot wound was found in Manipur’s Bishnupur district on Monday. The deceased personal, identified as Moirangthem Herachandra Singh (37) and a resident of Moirang Khunou of Bishnupur district, was a havildar of 4th Assam Regiment posted in Chandel. The bullet riddled dead body of the personal was found dumped at a canal at Nachou Kwak Siphai village early Monday morning. Unidentified assailants shot the army personal and dumped his body in a canal, said police. Police and forensic experts shifted the body to a government mortuary here for an autopsy. Meanwhile, family members have refused to accept the body demanding arrest of those involved in the killing. Police said that a manhunt has been launched, but no arrests have been made yet. A three-year-old child was washed away near police colony here last evening and her body was later fished out, police said. Shillong, Jul 10 (PTI): A 31-year-old man, severely beaten up by a mob here for allegedly raping a minor, died in a hospital, police said Monday. The man, who allegedly raped an 11-year-old girl and had taken her photographs on his smartphone, was locked in his room in a house where he was staying as a tenant before being fatally attacked by a mob on Saturday, they said. He died at the Shillong civil hospital yesterday. “We have arrested the house owner and father and brother of the minor for inciting the violent attack on the accused at Nongkseh locality in upper Shillong area,” East Khasi Hills district SP Davis Marak said. The violent attack on the man took place after her brother told his relatives that he had seen obscene photos and videos of the girl in the former’s smartphone, he said. The SP said two policemen were also injured while they were trying to rescue the man from the mob.

Councillor Gora Lotak of Itanagar Municipal Council said the a power house near Raj Bhawan has suffered massive damage while councillor Donik Tayu said the private residence of Deputy Chief Minister Chowna Mein has also been affected due to landslide. Landslides also occurred near Dree ground, 6 Kilo and other spots on Naharlagun-Itanagar road and workers of disaster management authority, PWD, police, NDRF and SDRF were repairing the damage, officials said. Sonam said that rivers like Barapani, Senki View and Chandranagar were flowing above the danger level. Due to rising level of Senki, people residing in the upper colony of Chandranagar were evacuated to a relief camp.

The other affected districts included Papum Pare, West Siang and Tawang. In Naharlagun of Papum Pare district, people living near Barapani river were asked to shift to safer places immediately, officials said adding that various roads were damaged at Karsingsa. A report from West Siang district said that heavy rainfall over has caused water logging in various roads. Officials said 15 granaries and several houses have been inundated by waters of Yomgo river while a poultry farm was badly affected. In Tawang district, surface communication was disrupted after a large portion of a link road between Bomja and Kharung was washed away, officials said. The Met department predicted more rainfall for the next few days.

Law panel recommends on certifying farmed chickens

The law panel also felt that the penal provisions in the Prevention of Cruelty to Animals Act (PCA Act), 1960, need to be revised. “The PCA Act 1960 largely suffers from weak penal provisions. While the penal provisions pertaining to fine in the Act may have been a sufficient deterrent in 1960, those provisions have lost their significance due to inflation,” it said. “...The penal provisions in the said Act are required to be revised suitably. While keeping in view both the health and welfare of the people and the avoidance of pain and suffering of animals, punishment for all offences under the Act need to be appropriately revised,” the Commission has recommended.

or Lalu Prasad Yadav, the man who brought peels of laughter within the hallowed portals of the Lok Sabha and beyond; it has probably dawned upon him, that while he laughed, the world laughed with him but when he cries, he would cry alone. The rustic politician for Chapra, Bihar has been off and on under the radar of the CBI which has probed the fodder scam when it erupted in 1996 when he was the chief minister(1990-1997). The Central Bureau of Investigation (CBI) has booked former Railway Minister Lalu Prasad, his wife Rabri Devi, son Tejaswi and others for alleged corruption in the award of a contract for managing two railway hotels. The FIRs came after a series of raids conducted at the premises of Lalu’s family members in Patna, Delhi etc. The contracts were awarded to a Patna-based private company, Sujata Hotels, allegedly in lieu of a threeacre plot of land. The land was later acquired by Lalu’s family, the CBI alleged. The raids on the premises of Lalu and his family members have been attributed to the BJP and which is also not difficult to believe. Lalu has been the most vocal critic of the BJP and especially Modi. Lalu is the typical Bihari dada who thinks he has a divine right to rule his state. Ahead of a major political rally in Patna, the RJD chief has been put on the defensive. Lalu Prasad may be the direct, easy target, the not-so-hidden agenda is to make it difficult for Bihar Chief Minister Nitish Kumar to continue his political partnership with a perceived corrupt leadership. The issue on which Nitish Kumar had snapped ties with the BJP – the leadership of Narendra Modi – is still alive. But Nitish’s recent gestures do indicate a change of heart. The BJP in Bihar has been hard at work in trying to create a wedge between Lalu’s RJD and Nitish Kumar both alliances partners of the Mahagathbandhan government, where Congress is also a partner. Lalu is certainly not a model of virtue nor a victim of being a Yadav rustic; he is a cunning politician who has remodeled Bihar into a personal fiefdom. That the BJP is gunning for Lalu may seem like nonsense but it makes political strategic sense in the light of a national determination of ModiShah duo to work out ways to retain power at the Centre in the 2019 elections by a bigger margin. For Lalu Prasad and his family it is a battle for political survival since a conviction would mean an end of the road for most in the family. Already because of a conviction in the fodder scam Lalu Prasad stands barred from contesting elections. It will be an uphill task for Lalu to build a credible alternative narrative about their collective innocence. It is not uncommon for every out-ofpower leader to take the moral high ground of being victims of “political vendetta” when cornered for corruption. In India, it is not unusual for any ruling government to use central agencies to settle political scores but in this, the BJP has probably scored over others. Based on this, it may be said that it’s all fair in love and politics and that is what the BJP may be thinking.

eople are not addicted to alcohol or drugs, they are addicted to escaping reality.” Introduction:Almost everybody knows an alcoholic or has one for a relative. We are not innocent about the scars burned into the nation’s heart and bounty by the misuse of alcohol. All of us who counsel in any capacity will sooner or later become involved, at least indirectly, in the problem, with alcoholics themselves or with affected members of their families or colleagues at work. A pervasive smog of stress arises from alcoholic problems. Difficulties with drinking involve many persons besides the drinkers, multiplying stress manifold. The aura of alcoholism encompasses a cluster of people, invading each with a different intensity of emotion. Although some counsellors never meet an alcoholic face-to-face, almost every day they get the whiff of some alcoholic’s breath in the life of at least one of the persons seeking help from them. The person across from us may be a spouse or an adult still unable to pull free of the shadow cast across their lives by an alcoholic parent. The marks, the memories, and the stresses of problem drinkers are found almost everywhere in our culture. In recent years, the problem of alcohol use and abuse has become more amenable to study. Against a background of increased cultural concern and a better sense of the problem’s dimensions and sequelae, research instruments have been fashioned to measure agreed-upon criteria to diagnose the various levels of severity of what are now termed “substance-related disorders”. As a result, remarkable strides have been made in assessing the international public health dimensions of alcohol use. The things we carry with us: For counsellors, counter transference problems with alcoholics seeking help frequently arise as responses to transference reactions of theirs that crackle with rebelliousness, dishonesty, or aggression. These feelings may also emanate from our lack of knowledge about alcoholism

hat is a Gaonbura? A Gaonbura is an Assamese word meaning a village (gaon) Bura (old man); which signifies a village elder who is, supposedly, wise in the ways of the world, and knowledgeable of the customs and laws of the village and the people. We Nagas have used this term to encompass all the decision making members of the villages of the many tribes and people that inhabit Nagaland. In our stupidity, we have also appointed Gaonburas to all the localities of all the townships in Nagaland. A Gaonbura of a locality in a town is a contradiction in terms (an oxymoron if you will); but let us leave this topic for another day. The primary purpose of a G.B., in Nagaland, is to govern a village or locality according to accepted customs and to aid governmental agencies in the course of their duty, and in accordance with the laws of the land. The recent petition of the G.B.’s Association of Chumukedima, requesting the police not to entertain the First Information Report filed by the A.C.A.U.T. against the Block Development Officer and the minions of the office of the B.D.O., Chumukedima, is not only stupid, but against the law. We Nagas have to understand that:-

Some trauma close to the bone can make it very difficult for us to be sympathetic to, or even interested in, persons with drinking problems. We may rule out working with them because we find them morally objectionable. None of us can be of much assistance to individual with drinking problems if we have within us serious emotional blocks to the basic acceptance of these individuals as persons. Many helpers function with a smattering of general impressions about alcoholism. They may not have read much or they may habitually respond out of instinct when they must deal with the problem. Such styles may be improvisation in reaction to the difficulties involved in getting a comprehensive and useful clinical picture of the alcoholic person. Nonetheless, we have a professional obligation to deepen our understanding through reading or by attending continuing education programme on the subject. The basic principle in counselling is to keep the person, rather than just the person’s problem with alcohol, in focus. Many counsellors find it almost impossible to perceive such individuals as persons. The problem itself looms so large – and with such an unpleasant emotional aura – that compassion does not easily arise and establishing a helping relationship is difficult. It is easy to perceive a person with drinking difficulties as a problem case even when we intellectually agree that alcoholism is a disease rather than a personal fault. The effort to see drinkers as persons beneath all their disruptive and abhorrent behaviour remains, however, fundamental if counselling is to succeed.Counsellors may also have negative feelings about individuals with alcoholism because of the chronic relapsing nature of the illness. Professionals as well as nonprofessional counsellors can easily become frustrated and irritated at the individual’s inability

1. No gover nment in the world has any money, nor is any government formed to make money. The government gets money from the public taxpayer. The taxpayer pays taxes with the understanding that the government will provide him security and the proper infrastructure so that he is free to lead his life with a measure of safety and comfort. We Nagas of Nagaland do not pay Income Taxes so we think that it is the government that gives us money and thus government servants are free to deduct any amount they want. This is not so, every paisa we receive comes from the hard earned income of the Indian Taxpayer. The Indian Taxpayer pays his taxes to the Indian Government, which in turn allocates a certain sum to the Nagaland Government to maintain and develop Nagaland. The Government of Nagaland is nothing more than a glorified, “Dalal” (to use the Indian vernacular). The government servants are paid to use the money properly, not to deduct it. Our Legislators are elected to pass laws and to ensure that the money that the Indian Taxpayer gives us is utilised in the best way possible, (but they seem to be too busy camping in Kaziranga amidst the wild animals, where, in my opinion, they rightly belong).

A Core Difficulty: Despite advances in our recent understanding of alcoholism, many still perceive the alcoholic as an individual who makes a conscious decision to drink too much. They view alcoholics, in other words, as sinners, moral failures who choose their own uncomfortable fate. They judge them to be responsible for deciding to stop and to pull themselves free of the pit into which they threw themselves. Such people think themselves wise when they say, “Nothing can be done until they decide to do something for themselves.” At another level, it is recognized that an essential characteristic of alcoholism is that these persons can’t control their choices about drinking. Much, however, can be done. Counsellors should know that the most successful alcoholism programmes are those that reach out to alcoholics rather than wait for alcoholics to come to them. Persons with drinking problems can respond to family interventions and to treatment when it is offered to them. Helpers should not construct an attitude that traps them into a role of waiting for alcoholics to prove that they are ready to get better. They should be ready to support families or friends in planning and carrying out interventions to get alcoholics into treatment. Conclusion: Counsellors frequently function best if they are part of a treatment team. Joining in effort to reach out to the potential alcoholic is one of the most promising functions that a counsellor can fulfil. This goes against the instincts of many counsellors, however, because they may expect, because of some previous experience, to wait for, rather than seek out, persons who need help. Some participation in a team that recognizes the effectiveness of moving out toward the potential alcoholic at an important time should not be underestimated. Rev. Fr. C. JosephCounsellor. f my assumption is right, and many share my assumption, the constant fight among the elected legislators is a fight for portfolios in the government. This has come about because, and I hope my assumption is right again, there are too many elected legislatures and too less portfolios. In Economics terms, the demand (for portfolios) is more than the supply (the portfolios being constant).Since the portfolios are constant, or near constant because many posts of advisors are created, what has happened is drastic competition among the legislators. If there are other means by which the legislators can be lawfully and satisfactorily employed, employed as in being engaged in other works related to the government where they can be satisfied, then the issue of fighting for portfolios won’t arise (extreme care is being repeated to give the assumption that the fight is symptomatic i.e. less portfolios and no viable means of employment outside of present governance). Now, turn this scenario to the case of the Naga Educated Unemployed Youth. Just like legislators eligible for fixed portfolios have increased, so has the number of Naga educated youth well qualified for the ‘government’ jobs in Nagaland. The portfolios have been almost constant so has the number of posts year after year which has been almost constant. Different positions have been created to accommodatethe elected members as much as possible. The same has been the case with the educated youth in Nagaland where jobs have been created under different categories such as contract, substitute, proxy etc. to accommodate the unemployed. Another resemblance is the high cost the elected members pay to get elected. The Gross Enrollment Ratio (GER) to Higher Education in the country is one of the lowest in Nagaland which probably is because of the high cost of higher education in the form of college fees. Elected members are expected to recover the costs of elections by getting good portfolios; so are the educated youth in Nagaland who are expected to get good jobs. Nagaland ministers are dependent on the generosity of the central government in the form of subsidies, I mean, let’s be frank, of all the states in the country, the state receives the highest proportion of revenue vis-à-vis to its budget from the central government. Unfortunately, due to fiscal prudence measures being carried out by the central government, the subsidies over the years are given with more care. In other words, the funding has relatively decreased. This puts the elected members in a tight spot. Keen readers will already perceive that scholarships given to students, which is a form of subsidy, face troubles every year. Come September and the issue of scholarship will be all over the place. One pressure which the elected members face is that they are expected to give jobs to those who seek their help. “Where there is a will, there are 500 relatives” goes a quip. In Nagaland, that is translated as “where there is an elected member, there

The difference lies in the fact that under the American Judicial System, the parties to the dispute can arrive at any compromise, on any issue, provided that all parties to the dispute are amenable to it. But under the British Model, if a crime has been committed, even if the victim and offender are willing to compromise, the police can still choose to prosecute the offender. So, the question of the Police entertaining the petition of the G.B.’s Association of Chumukedima does not arise. The money does not belong to the G.Bs. The money belongs to the people of Chumukedima. So, the parties to the dispute are the officials of the R.D. Department at Chumukedima and the people of Chumukedima. The only locus standi (right/capacity to bring an action/appear in court) the G.B.s have is as ordinary citizens of Chumukedima. The G.B.s Association, in reality, is liable to prosecution for obstruction of justice. 3. It is the duty of every citizen of India to report any instance of violation of laws; even to the extent of making a, “Citizen’s Arrest”, in the absence of the Law Enforcement Agencies. So A.C.A.U.T. or any of its

members, or anyone else, for that matter, is entitled to file an F.I.R. on any matter where there is a perceived instance of violation of the law. And the Police are duty bound to register such cases. Why does it always have to be A.C.A.U.T? We seem to have hundreds of thousands of unions, associations and organisations. The N.B.C.C. seems to think that if Nagas stop drinking alcohol and refrain from taking money for votes during elections, Nagaland will turn into a heaven on earth. If those in the Church hierarchy wish to interfere in temporal matters, instead of sticking to spiritual matters, here is another chance for you to speak out. Speak out now, or forever hold your silence on all matters of the flesh. And I ask all citizens of Nagaland to demand that the union, association or organisation that you belong to speak out against this all pervasive corruption that is rotting the flesh off the bones of Nagaland. I am grateful that God gave the Sumis the wisdom to pass the resolution to uphold our traditional address of “Kukamis” in place of G.B.s and “Akukau” in place of G.B. I would advise the other Naga Tribes to follow suit. The Konyaks should revert to their “Anghs” and

We are expected to give jobs and without a portfolio, how much can an elected member do? This is why we fight for portfolios.” This view has a naïve assumption that the uneducated youth do not face any such pressure from the kith and kin to search jobs. While the elected members at least have a position of being an elected member, the educated unemployed youth do not hold such position and the pressure of not having a job and being asked to search a job for someone is like, well, it’s like being ask to lend when you need to borrow. The elected members, while they have much work to do in their constituencies, prefer portfolios because the system in Nagaland is such that an elected member cannot do much without holding one. The educated youth can take other forms of employment however prefer government jobs because the system is such that one cannot do much without holding one. I mean, education seems to be the only functioning industry, apart from real estate, and one cannot be expected to be paid very less teaching in colleges and schools. A graduate teacher is paid as less as 3000 per month, may be even lower. It is not feasible to be employed in other employments except the government sector (remember the education cost where e.g. the father’s field has been sold to finance higher education). Squabbles among the elected members have reached such a point that the present scenario is seen as a crisis. The case of the educated unemployed youth has been in a crisis for a long time.The already existing competition for portfolios may have been exacerbated by the entry of someone who went outside of the state and came again. There is a huge competition for jobs from youth who goes outside the state for education and come back home for employment adding to the already crowded unemployed. There is one primary difference: While the elected members can goto Kaziranga, Niathu Resort, Chief Minister’s Residences (whichever) many times in five years, the educated unemployed cannot even go to Kohima for a protest gathering because that would be too costly. Another difference is that if sixty elected leaders are fighting for ten portfolios, that makes it a ratio of 6:1. In 2016, for the NPSC exam, 13’593 candidates applied for 73 posts making it a ratio of 186:1 which means an elected member is 31 times more likely to get a portfolio than an unemployed getting a job through NPSC which also means that we have to sympathize for the educated unemployed more than we sympathize for the elected members without a portfolio. Future is bleak

Just a few years back, when we had the first opposition less government, hopes were high that at last we were going to witness some changes in our society (read developmental activities). As it turned out, we are witnessing the worst phase in the history of Nagaland Politics. It has become difficult for a government to last even six months - a new low indeed. A sorry state of affair and unbecoming of a Christian State. The lack of maturity, principle, ideology and vision shown by our leaders is indeed a disturbing trend, which sends a wrong message to our society, especially the younger generation. The lust for power and chair has never been so clearly demonstrated, as it has in present times. Changing sides at every given opportunity for whatever little personal gain, is the newest mantra and Kaziranga the place to be, when in crisis. If this be the path our leaders are paving for our generations to follow, then God forbid, our future is bleak. And just like the one horned rhino, honest politicians will be almost extinct in our land. Hours after the Congress demanded a CBI inquiry into the series of desecrations of religious places, deputy speaker Michael Lobo said if police cannot crack the case, the matter should be handed over to the CBI. Lobo said he will soon meet chief minister Manohar Parrikar and raise the issue with him. “I will be meeting Chief Minister Manohar Parrikar once he is back from the US and demand that if the police are not able to crack the case, then the matter should be handed over to the CBI,” Lobo told reporters today. “Goa police have failed completely to crack the case. They are completely clueless. I feel, police are not working in the right direction,” he said. Continuing the spate of desecrations, unknown miscreants last night attacked a cemetery in South Goa’s Curchorem village vandalising around 50 gravestones. “I am here to condemn continuous attacks on religious places. People of all religions are living in Goa with peace and harmony,” Lobo said. “There are some outside elements, like some individuals or groups or organisations that have entered our peace loving state and are trying to disturb the communal harmony,” the BJP MLA said.

Panaji, July 10 (PTI): Goa Agriculture Minister Vijai Sardesai today said those involved in recent incidents of desecrating holy crosses should be “treated as terrorists and shot at site.” The minister made the statement amid a spate of attacks on religious symbols since early this month. At least nine crosses and a temple have been defiled since July 1 in several areas in South Goa district. Last night, several gravestones in a Christian cemetery in Curchorem town were allegedly vandalised by unidentified persons. “Those who desecrate Holy crosses are terrorists. This is an act of terrorism. We should treat them like terrorists. You don’t go with arrest warrants to catch terrorists. You shoot them at site. Here also, those who are involved in such acts should be shot,” said Sardesai, who is the mentor of the Goa Forward Party (GFP) which is one of the alliance partners in the BJP-led state government. The minister, however, refrained from criticising the police who have so far failed to achieve any breakthrough. “Such things never happened in Goa and hence they are not able to detect these cases,” said Sardesai in defence of police.

New Delhi, Jul 10 (Agencies): Non-vegetarian food for economy class passengers aboard Air India’s domestic flights will now be a thing of the past. According to Hindustan Times, the national carrier has stopped serving non-vegetarian food in the economy class for all flights in the domestic sector with immediate effect. The move is seen as one of the many cost cutting measures adopted by the company facing a debt of around Rs 55,000 crore. However, non-vegetarian food will continue to be served for passengers in the business and first class. “We have made it veg only to reduce both wastage and cost,” Air India chairman and managing director Aswani Lohani told Hindustan Times. Air India sources said the latest move is an extension of a December 2015 order, which stopped nonvegetarian food in under 90 minute duration flights. “It will be wrong to call it a ban. We have stopped serving non-vegetarian food in the economy class. We had stopped it for flights under 90 minutes duration. This will now be spread to all flights,” said a senior AI official in Delhi. Airline sources said the move will also ensure that vegetarian and nonvegetarian food do not get mixed up.

SC relief for Anurag Thakur; appeal of HP dismissed New Delhi, Jul 10 (PTI): The Supreme Court today dismissed an appeal filed by the Himachal Pradesh government challenging the high court order quashing a criminal case against BJP MP Anurag Thakur and others. A bench comprising Justices A K Goel and U U Lalit declined to interfere with the Shimla High Court’s May 30 last year order on the case lodged in Dharamshala. The counsel appearing for the state contended before the apex court that the high court had erred in quashing the case as Thakur, along with several others, had disrupted the work of public servants by forcibly entering into the office of the Superintendent of Police in 2013. The counsel argued that Thakur, along with 200-250 persons, had disrupted the work of government officials by raising slogans and bursting crackers and “these persons cannot go away lightly after doing this”. The high court, in its order, had held that the trial court, which had summoned Thakur and others as accused, had no jurisdiction in the case as there was no complaint in writing before it by the

BCCI puts coach’s appointment on hold Mumbai, Jul 10 (PTI): In a dramatic tur n of events, the three-member Cricket Advisory Committee (CAC) today decided to put the appointment of next India coach on hold despite completion of the interview process. The decision to withhold the appointment is a clear indication that Ravi Shastri is no longer a runaway favourite for the top job after Virender Sehwag appeared in person for the interview which went on for two hours. It was revealed that five people including Shastri, Sehwag, Lalchand Rajput and Richard Pybus appeared for interview while Phil Simmons made himself unavailable. The CAC comprises former captains Sachin Tendulkar and Sourav Ganguly along with VVS Laxman. Tendulkar joined today’s proceedings via skype as he is currently in London. “We will hold on to the announcements as we need a few more days. We feel there is no hurry, the Sri Lanka tour is coming in a few days’ time,” Ganguly told mediapersons. Ganguly made it clear that they are looking at the bigger picture for the next two years and will take a decision in the best interest of Indian cricket.

K i n g s to n, J u l 1 0 (IANS): Riding on Evin Lewis unbeaten century, West Indies defeated India by nine wickets in the oneoff Twenty20 International match against West Indies at the Sabina Park here on Sunday. Lewis slammed 125 runs in just 62 balls to guide his team to a comfortable victory over the visitors. Lewis innings was laced with six boundaries and 12 sixes. Chasing a mammoth 191, West Indies got off to a perfect start as openers Lewis and Chris Gayle (18) forged 82-run partnership in the 8.2 overs before Gayle was dismissed by left arm wrist spinner Kuldeep Yadav. Jadeja, Ashwin remain on top of ICC Test bowlers rankings DUBAI, Jul 10 (PTI): India’s spin duo of Ravindra Jadeja and Ravichandran Ashwin continued to sit at the top two positions in the ICC Test bowlers’ rankings, released on Monday. Jadeja is heading the table with 898 points while Ashwin is placed at the second spot with 865 points but none of the other Indian bowlers figure in the top-10 list. In the all-rounders chart also, Jadeja and Ashwin remained static at second and third places respectively.

As far as Indian batsmen are concerned, Cheteshwar Pujara and Virat Kohli have remained at

fourth and fifth places. KL Rahul climbed up a place to ninth spot in the batting table, which is continued

to be headed by Australia’s Steve Smith. Meanwhile, England’s Moeen Ali has received a rankings boost in both batsmen’s and bowlers’ list. Kohima, Jul 10 (NPN): G. Rio School entered semi final at the ongoing 1st Kohima District Inter-School Football tournament after beating Mt. School Higher Secondary School 4-3 via penalty shootout. The thrilling match was decided through tie-breaker after both teams ended with 1-1 score in the stipulated 90 minutes. The heavy down pour failed to dampen the spirit as players of both teams played their hearts out in the soggy play ground. In the 29th minute, Mt. Sinai HSS missed a golden opportunity. 2 minutes later, Sangti opened the account for G. Rio School in the 31st minute. However, Shovelo Duolo found the equalizer for Mt. Sinai HSS in the 39th minute.

Heavy down pour and water logging in the play ground played spoilsport and both the teams failed to find the net despite several opportunities. Shovelo Duolo and Shoungoalou Pohena of Mt. Sinai and Wanmei of G.Rio School were shown yellow card for unsporting behaviour. After the allotted 90 minutes, due to heavy rain, direct tie-breaker was applied to decide the winner. G. Rio School will now play either Ministers’ Hill Baptist Higher Secondary School or Riizhiikhrie Govt Higher Secondary School.
