the decision of the HLC constituted by the governor has been overlooked. He has called upon the governor to take cognizance of the alleged irregularity. Firing a fresh salvo at the government on the issue of Citizenship (Amendment) Bill 2016, the former chief minister lamented that the issue was not discussed in state assembly and then the cabinet came out with a vague decision on June 5, 2018. Zeliang demanded that the government of the day should clarify to the people on what ground it has decided not to oppose the Citizenship (Amendment) Bill 2016 when other tribal inhabited states including Assam have opposed the Bill. However, Zeliang revealed that there has been no response to his query from the chief minister.

ference at Guwahati Saturday, AASU chief adviser Samujjal Bhattacharyya said that the BJP government has forced them to declare bandh despite their reluctance. “BJP government has snubbed the protests being carried out by the people of Assam against the Citizenship Bill and made an all out effort to pass it in the parliament. We will in no way accept it,” Bhattacharyya said. Bhattacharya said that the AASU and 30 organisations will observe black day on January 7, when JPC will submit its report in the parliament. He further said that they will burn copies of the Bill across the state

on that day as a mark of protests. In a press note, NESO chairman Samuel Jyrwa and secretary general Sinam Prakash Singh asserted that the students’ bodies will never accept the Bill, saying “the move by government of India is an imposition on the sentiments of the indigenous people of the North East and is very dangerous as it will reduce the indigenous people of NE to a minority.” In this regard, NESO has requested the people of the North East region to co-operate during the bandh in order to send out a clear message to the Centre that North East is not a dumping ground of illegal migrants.

Amit Shah (PTI)

Says defence, development will be BJP’s poll planks AG A RTA L A , JA N 5 (IANS): Bharatiya Janata Party chief Amit Shah on Saturday said the country’s defence and development will be the key focal issues of the party in the upcoming Lok Sabha elections, terming the ‘grand alliance’ of opposition parties as leaderless and policy-less. Shah’s remarks came a day after Defence Minister

ing announcement of State Assembly Elections 2018 by Election Commission of India (ECI) on January 18, 2018. After the new government took over in March following the declaration of results, the former chief minister said the finance department had released Rs. 185.09 crore to Rural Development (RD) department. However, he alleged that the NDPP-led PDA government has not released the grant-in-aid to the VDBs of the state. According to the opposition leader, 100% of the fund should have been released to the VDBs immediately after the formation

Nirmala Sitharaman put up a spirited defence of the government stand on the Rafale fighter jet deal in Loka Sabha, saying “Bofors had brought down the Congress and Rafale will return Prime Minister Modi to power”. “As the Modi-led government has done a lot for all sections of people in the country and given priority to the nation’s security, our main poll plank in the general election would be development and the country’s defence,” Shah told the media after addressing a gathering of BJP’s grassroots functionaries of Tripura. “After the Supreme Court verdict and Defence Minister Nirmala Sitharaman’s speech in the Lok Sabha on Friday, there is not an iota of doubt about transparency in the Rafale fighter jet deal,” he said, rejecting the opposition demand for

a Joint Parliamentary Committee probe into the deal. “There is no leader, no policies, no vision and no unity about the so-called Mahagathbandhan (grand alliance). During the 2014 polls, the National Democratic Alliance had 28 parties, now it has 40,” Shah said, adding the BJP and its allies would do much better than in 2014 Lok Sabha polls. Shah said the Congress-led United Progressive Alliance government was accused of Rs 12 lakh crore corruption and “now they are maligning Modi and the NDA government with “self-created accusations” to get political mileage before the Lok Sabha polls. To a question, the BJP chief said that out of the 42 Lok Sabha seats in West Bengal, BJP would win 23 seats and that the Trinamool Congress would be voted out in the state.

GUWAHATI, JAN 5 (PTI): The National Green Tribunal Friday imposed a fine of whopping Rs 100 crore on the Meghalaya government for its failure to curb illegal coal mining in the state. A senior advocate, who is assisting the tribunal as an amicus curiae in the matter, said a report of a high-level committee was submitted on January 2 before a bench headed by NGT chairperson A.K. Goel. The report stated that the majority of the mines in the state were operating without a lease or licence. NGT imposed Rs 100 crore fine on the state government as a “deterrent” and for its “inaction” to curb illegal mining in the state. The lawyer said during the hearing, the state government admitted that a large number of mines were

operating illegally. At least 15 miners are trapped in the 370 foot-deep illegal coal mine in Lumthari village of East Jaintia Hills district of Meghalaya since December 13 and all efforts to pump the water out of flooded mine have been in vain. Senior advocate Raj Panjawani said the amount of the fine has to be deposited with the Central Pollution Control Board within two months. He said the bench in its order made it clear that the amount can be recovered from illegal miners and the officials responsible for operating mines illegally. The report of the threemember committee, headed by retired Justice B P Kakoti of Gauhati High Court, has stated that there were around 24,000 mines in Meghalaya and majority of them were

operating illegally. It also said not only were there no licences or leases, but also no environmental clearance for operation of majority of the coal mines. The NGT had constituted the committee in August 2018 to supervise and look into the issue of environmental restoration plan and other connected matters in Meghalaya. The committee was constituted during the hearing of the petition which had sought a ban on coal mining in Meghalaya. It had also taken into account some reports of the state pollution control board. Meghalaya’s advocate general Amit Kumar said he had been conveyed about the order of the NGT imposing Rs 100 crore on the state. He said the detailed order would be made available in a couple of days.

East Executive Council (NEEC) of the JD(U) party has slammed the decision of the Joint Parliamentary Committee (JPC) to submit the controversial Citizenship Amendment Bill 2016 report in its present form in the Parliament on January 7. In a press note, chairman NEEC Senchumo Lotha and JD (U) general secretary Afaque Ahmed Khan said that the report had been haphazardly wrapped up despite strong opposition from almost all the stake holders. “The report is arbitrarily summed up rejecting all amendments moved by the different members and is therefore bereft of all rationality and does not intend to serve the interest of the indigenous people of Assam as well as the Northeast,” it added. Reaffirming to stand by its July 8, 2018 national executive meeting resolution, they said JD(U) will not support the Bill both inside and outside the parliament and will leave no stones unturned to ensure that the proposed Bill is withdrawn in the larger interest of the affected (Cont’d on p-7) people.
