The NRC of 1951 is being updated in Assam under the supervision of the Supreme Court to identify original residents of the state in order to check illegal migration. Its first draft was published on December 31 midnight. The All India United Democratic Front also lashed out at Banerjee. “At a time when the situation in Assam is sensitive on the citizenship issue, such a statement from a responsible person like Mamata Di is uncalled for and condemnable. The NRC is being prepared under the guidance and supervision of the SC and we have full faith on the government machinery and hope for an error-free NRC with the names of all genuine citizens,” AIUDF chief Maulana Badruddin Ahmed said. The Congress, on the other hand, shot off a letter to RGI alleging “deliberate negligence” on the part of NRC authorities in verifying documents in 208 NRC Sewa Kendras across 13 districts.
3 NE states lead women entrepreneurs chart MUMBAI, Jan 4 (Agencies): We have heard of women breaking the glass ceiling in the corporate world, but it’s in the unlikely corners of the country that women entrepreneurs are actually giving stiff competition to their male counterparts. Unbelievably, North Eastern states like Manipur, Mizoram and Meghalaya are where women-run Micro, Small and Medium Enterprises (MSMEs) will likely overtake the usual testosteronedominated business landscape, if they get the required support. In fact, these three states lead the pack of top five states in the country with the highest number of women enterprises. As per the latest NSSO data, Manipur tops the charts with 481 women-owned MSMEs for every 1,000 in the state, much higher than the national average of 195. Mizoram and Meghalaya are trailing in second and fourth spots with 392 and 351 MSMEs, respectively. Telangana stands third with over 373 women-owned MSMEs for every 1,000, while West Bengal has 327. In all, women entrepreneurs account for 20 per cent of all MSMEs in the country, lower than the global average of 30 per cent of formal small and medium enterprises (SMEs) owned and run by women. This is also lower than 40 per cent in the US as of 2016. Also, according to the Mastercard Index of Women Entrepreneurs, India is ranked 49 among 54 economies globally.
Sitimi issue: Sangtam, Sumi bodies appeal for restraint DIMAPUR, JAN 4 (NPN): United Sangtam Likhum Pumji inlcuding Dimapur-Kohima Sangtam Students’ Union and Western Sumi Students’ Union have appeaeld to the Sangtam and Sumi communities to show restraint and maintain calm following the tension in Sitimi area. ULSP: United Sangtam Likhum Pumji (USLP) has appealed to the Sangtam community, “in connection with the incident at Sitimi (Singti) village in Kiphire district, to refrain from any provocation or circulation of hoaxes or rumours on social media which could cause intensification of the conflict between the two communities.” In a press note, USLP vice president, Er. H.C Sangtam appealed “to both the brethrens of Sangtam and Sumi at Sitimi (Singti) village to solve the conflict through peaceful means and bring long lasting solution without resorting to inter-tribal violence.” USLP also appealed to the individuals, organizations and Naga political groups to not involve in the internal matter of Sitimi village by taking the law into their own hands. USLP further issued an appeal to the state government to immediately intervene before the situation got worse and to initiate steps to
bring about a permanent solution without hurting the sentiments of either community. DKSSU, WSSU: DimapurKohima Sangtam Students’ Union (DKSSU) and Western Sumi Students’ Union (WSSU) have appealed to members of Sangtam and Sumi communities of Kiphire district in particular and within Nagaland in general to settle the matter at the earliest through open dialogue for promoting brotherhood among the two tribes within and outside the district. The decision to issue a joint appeal was taken at a meeting held between office-bearers of both the organisations here on Thursday. The meeting also appealed to all Nagas to refrain from misusing social-media or spread falsehood without knowing and observing the ground reality. DKSSU and WSSU leaders further urged citizens and civil society groups to initiate peace between the two tribes for resolving the problem at the earliest as the students would appear for their exams shortly. A statement issued jointly by WSSU president Nito Achumi and DKSSU president Mongli Sangtam said both the apex students’ bodies looked forward for an early solution to the issue for betterment of younger generation in particular and society in general.

Speaking at the occasion as chief guest, Phek deputy commissioner (DC), Shanavas called upon the differently-abled persons to avail opportunity where treatment was given free of cost. Tizit Battalion: Tizit battalion of Assam Rifles organised a veterinary camp at Tizit Government Primary School on December 19. According to PRO, the aim of the camp was to conduct health check-up and to treat live stocks. 847 live stocks were treated and provided medicines free of cost. nized Losolo village, some 40 odd kilometres from Shamator town, the advisor said the establishment and recognition of a new village has significant impact on the lives of villagers, especially in remote areas. Tohanba said with recognition of the village, Losolo village can gradually avail all infrastructure
and facilities provided by the government including schools and other basic amenities. He said establishment of new villages was not a modern phenomenon as Nagas have been establishing villages since time immemorial for various reasons. Tohanba, however, said establishing a new vil-
lage in the present context entailed a lot of formalities including no objection certificates from neighbouring villages and government procedures. Tohanba further reminded the villagers that for speedy development and progress of the new village, the villagers should not only cooperate with each other and work collectively, but also maintain peaceful and harmonious relations with neighbouring villages. EAC Shamator, Limakhumla Pongener, on behalf of the district administration, congratulated Losolo villagers for getting government recognition of the new village. The EAC also sought the cooperation of the villagers in implementing welfare schemes and other administrative functions of the government. A host of GBs, elders and representatives from neighbouring villages including Shiponger village, Chessore village, Kiutsukiur village, Y Aunru village, and president of Yimchungrü Tribal Council (YTC), K Keozih, also spoke on the occasion.

Dimapur DLSA visits central and district jail DIMAPUR: As part of Dimapur District Legal Services Authority (DDLSA) action plan for Januar y, DDLSA members visited central and district jails on Thursday. A press release by Nagaland State Legal Services Authority (NSLSA) stated that the team was led by secretary DDLSA and chief judicial magistrate, Dimapur, Ajongba Imchen along with the DDLSA retainer lawyer and panel lawyers. China’s statement on 8 former M’laya legislators join NPP Arunachal raised in LS Correspondent
Shillong, Jan 4: National People’s Party (NPP) Thursday got a major boost as eight Meghalaya legislators, including five from Congress, who had quit the assembly, joined the party to contest the upcoming assembly polls. The tribal-centric political party was further emboldened with six more Congress members of the Jaintia Hills Autonomous District Council and People’s Democratic Front member of Khasi Hills Autonomous District Council. Those from the Congress are former Deputy Chief Minister Rowell Lyngdoh and former Cabinet Ministers Prestone Tynsong, Coming One Ymbon, Sniawbhalang Dhar and Ngaitlang Dhar. The others are United Democratic Party legislator Remington Pyngrope, and Independents Hopeful Bamon and Stephanson Mukhim.
Welcoming the eight former legislators into the NPP fold at a public rally – “Mission 2018, NPP for New Meghalaya”, NPP national president, Conrad K. Sangma voiced confidence that his party will emerge as the single largest party after the assembly elections. “We will be the single largest party. Police said a group of 24 people had gone for a picnic from Bordighala village on Wednesday morning and returned at night. “The five youths spent the night inside the vehicle they had hired for the picnic. However, on Thursday morning, we saw all of them were unconscious,” a police officer quoted locals as saying. They were rushed to a hospital where they were declared dead. Police said that there were no visible injury marks on the bodies and believe they may have been suffocated inside the vehicle.

NEW DELHI, Jan 4 (IANS): An incident of a Chinese road construction party entering Indian territory and Beijing’s statement on not recognising Arunachal Pradesh was raised in the Lok Sabha on Thursday. Revolutionary Socialist Party member N.K. Premchandran urged the government to make a statement on the incident. “Chinese entered Indian territory, there were attempts to construct a road. Upto one kilometre they constructed. They were then stopped by people and the Indo-Tibetan Border Police force. “They had come up till the Siang river basin, so my point is upper Siang basin is being aggressed upon,” Premchandran said. “Further the Chinese spokesperson openly stated that Beijing has never recognised the state of Arunachal Pradesh. It is a provoking statement on China’s part,” he added.
“I would like to know the response of government of India on the Chinese aggression,” he said. A road building party from China entered Indian territory in a remote part of Arunachal Pradesh in December-end and were sent back by the Indian troops. Around December 26, they were found constructing a track around two kilometres away from the nearest Indo-Tibetan Border Police post. A nearly 600 metre long and 12 feet wide track was constructed on Indian territory when the Chinese party was stopped. The area where the Chinese workers entered is close to the place where Brahmaputra river enters India. Indian troops pushed back the labourers and seized the equipment. While there was no confrontation between troops on both side, Indian troops have barricaded the area since and have been guarding it.

NEW DELHI, JAN 4 (PTI): The CBI has booked Meghalaya’s PWD minister Ampareen Lyngdoh and state’s Additional Chief Secretary P S Thangkhiew over alleged manipulation of score sheets in the recruitment of teachers in 2008-09, an official said Thursday. The CBI has acted on the orders of Meghalaya High Court, registering the FIR under IPC sections related to criminal conspiracy, forgery, criminal breach of trust against Lyngdoh, who was the education minister at the time of the alleged scam and Thangkhiew, a 1984-batch IAS officer, who was the then principal secretary education, the CBI official said. Thangkhiew is now the additional chief secretary look-
ing after the crucial home department. The state is likely to go for Assembly polls in the first quarter this year. The agency has also made Directorate of Elementary and Mass Education and unidentified persons accused in the FIR. Meghalaya High Court had on November 2, 2017, ordered the CBI to take over the investigation registered by state police relating to alleged mass manipulation, tampering in the score sheets and interference in the selection of assistant teachers in lower primary schools in the state in 2008-09. It is alleged that Lyngdoh had instructed J D Sangma, who was the director, elementary and mass education, at that
time and two of her supporters to tamper and forge the score sheets by applying white fluid to increase or decrease marks of the candidates. The complainant had alleged that the minister in collusion and connivance with other members of the legislative Assembly carried out large scale manipulation in the selection process for the appointment of assistant teachers. “...We are clearly of the view that the state police would not be the proper agency to be entrusted with the investigation, and for the requisite investigation and for bringing to book all the persons responsible in this scam, it is rather imperative that investigation in the FIR...to be carried out by the CBI,” it had said.

New Delhi, Jan 4 (PTI): The BJP Thursday asked the Election Commission to appoint micro-observers in poll-bound Tripura from outside the CPI(M)-ruled state and deploy maximum paramilitary forces, alleging that an atmosphere of fear was prevailing there. Only those government officials should be given election duty, who give a declaration that they are not members of any political party or any trade union affiliated to any political outfit, said Assam minister Himanta Biswa Sarma.
“Micro-observers should be from outside the state because CPI(M) has started giving membership to the state government employees in Tripura. The elections cannot be held with the Left party members inside the booth,” Sarma told reporters. Sarma claimed that more than 60 party workers were killed by the ruling CPI(M) in Tripura. “We (BJP) have requested EC to deploy maximum paramilitary forces in the state to ensure free and fair elections in the state,” he said.

N E W D E L H I , JA N 4 (IANS): The Delhi High Court on Thursday commuted the death sentence of two convicts to life imprisonment in the 2009 Jigisha Ghosh murder case. A division bench of Justice S. Murlidhar and Justice I.S. Mehta modified the death sentence awarded to Ravi Kapoor and Amit Shukla by the trial court and said they would serve life imprisonment. The death row convicts had challenged the trial court’s conviction and sentence. The trial court had on July 14, 2016, held the two guilty of the murder of IT executive Jigisha Ghosh and other counts.
NEW DELHI, JAN 4 (IANS): Delhi Scheduled Castes and Scheduled Tribes Minister Rajendra Pal Gautam on Thursday said the BJP and its leaders were behind the riots in Bhima-Koregaon of Pune. Aam Aadmi Party (AAP) workers, led by the minister, also protested outside Maharashtra Sadan here and raised slogans against the BJP and its leaders. The riots followed violence in Bhima-Koregaon of Pune on Monday during the 200th anniversary celebrations of the AngloMaratha War of 1818. Hundreds of thousands of Dalits had assembled at Sanaswadi village in Maharashtra when stone-pelting, allegedly by some rightwing groups carrying saffron flags, started. In the ensuing violence, more than 30 vehicles were torched or damaged and a young

NEW DELHI, JAN 4 (IANS): The Rajya Sabha on Thursday expressed concern over the Bhima-Koregaon incident and the ensuing violence across Maharashtra and appealed for the restoration of peace. The discussion on the anti-Dalit violence was taken up as soon as the House met for the day and one leader of each party was given around one minute to express their thoughts. On Wednesday, the opposition had demanded a discussion on the violence under Rule 267, that entails suspending all the listed business of the day, but was denied permission by Chairman M. Venkaiah Naidu. The opposition then had disrupted proceedings in the upper House. W
hat the recent spate of clashes that broke out in Maharashtra between Marathas of Mumbai and the Mahars (Dalits) actually exposed the underlying depth of caste and community divide within the prejudiced minds. The occasion was the bicentenary of the Bhima-Koregaon battle in which the forces of the British East India Company defeated the Peshwa’s army. In the 1818 battle between the British and the Peshwas, the Mahars (or the Dalit community) who were recruited as soldiers of the East India Company helped the British defeat the Peshwas. British victory over the Peshwas in 1818 at a memorial built at the site of the battle in Bhima-Koregaon,some 30 kms away from Pune. The Mahars used to be inhumanly treated by the Brahmins(Peshwas)and were rejected for recruitment into the Maratha army. Left with no option to fight the inhuman prejudice, the Mahars ultimately joined the British East India army and inflicted heavy defeat on the Peshwas. Mumbaikars had called out a protest against the Koregaon Bhima battle celebration and in retaliation, Dalits too took to the streets. It may be noted that the Koregaon Bhima had been celebrated without incident since the past 200 years. The resultant bandh called was about some elements who continue to live in the past and attempted to settle a 200-year old score. The violence reached as far as Gujarat and Madhya Pradesh and where as many as 12 buses were burnt and highways blocked. The conflict has little or nothing to do with the British, it’s between the Brahmin Peshwas and Dalit Mahars. For many people the recent violence in Maharashtra exposes the BJP-RSS’ stridency in attempting to submerge all sub-regional distinctiveness . Such a policy has led to a countervailing movement by forces that have felt short changed in the battle for resources, identity and patronage. This has also led to the weakening of inter-ethnic networks that would otherwise peacefully manage the structure of civic life. By deliberately restricting the space for local networks of civic engagement and consensus, the attitude of BJP’s spear-carriers in the countryside risks tensions degenerating into conflict. Worse, the style of governance has been accentuated by rhetoric and at times, crude attempts to denigrate sections of society considered as “aliens”. Speeches that hit the sensitive nerves have resulted in booking under various sections of the Cr PC. One instance was when recently elected Gujarat MLA Jignesh Mevani was deemed guilty for stirring what was described as the “caste cauldron” as if it never existed till the day before. What Mevani said and which seems to offend the BJP in Maharashtra was in calling the party men as the “New Peshwas” and announcing that he would take the battle to the streets in 2019. Mevani has every right to fight the BJP or any party and evoke a sense of historical triumph or injustice in an age where the pre-eminent party of India is digging out Muslim rulers from their graves - from Aurangzeb to Babur to Tipu Sultan. The last (Tipu Sultan issue) is now useful for election-bound Karnataka. Caste or communal clashes are a blot on the country and greatly damages its secular image outside.

At first you may see clearly what God’s will is— the severance of a friendship, the breaking off of a business relationship, or something else you feel is distinctly God’s will for you to do. But never act on the impulse of that feeling. If you do, you will cause difficult situations to arise which will take years to untangle. Wait for God’s timing and He will do it without any heartache or disappointment. When it is a question of the providential will of God, wait for God to move. Peter did not wait for God. This was said with a deeper knowledge of Peter than Peter had of himself. He could not follow Jesus because he did not know himself or his own capabilities well enough. Natural devotion may be enough to attract us to Jesus, to make us feel His irresistible charm, but it will never make us disciples. Natural devotion will deny Jesus, always falling short of what it means to truly follow Him.

Tseminyu district demand and justifications thereof
1. Nagaland state was created not on the basis of population or territory but out of administrative necessity on tribal considerations, on political grounds, and to meet the sentiments and aspirations of Naga people. If we talk about population and territory for creation of a district, in that case few or none of the districts of Nagaland is qualified because the whole of Nagaland State population is less than one district’s population in UP and Bihar. All 12 districts in Nagaland were created purely out of necessity, not on the basis of population and territory nor number of MLA seats. In the same way, Tseminyu sub-division be upgraded to District Headquarters on grounds of necessity and on tribal considerations like in other cases. 2. When the Naga Hills districts was created with its headquarters at Samaguting (Chumukedima) in 1866, Rengma was the backbone for formation of the district because major portions of Naga Hills district territory was Rengma’s land. That point of time, the district consisted only five Naga tribes, viz 1. Rengma 2. Zeliang 3. Angami 4. Lotha 5. Sema. All four tribes have now their own districts except Rengma tribe. If there was no Naga Hills district in 1866 there would be no Nagaland state today. 3. Rengma like other Naga tribes have equally contributed for the cause of Nagas if not more. During the First World War, Naga Hills sent 2000 labour corps to France, and Rengmas alone were 200 corps for the service of the Nation. Nagas returned home from Europe and formed Naga Club in 1918 to raise Naga voice to outside world, there Rengma tribe was one of the founder members of the Club. Mr. Nrilo Rengma, Dobashi was its member. Naga Club was the first Naga common organization which submitted the memorandum to Simon Commission

on 10th January, 1929 to exclude the Naga Hills from the proposed Reforms scheme where Mr. Rusilo Rengma, Dobashi was one of the signatories of the memorandum. That was the first Naga memorandum submitted to the Gover nment for Naga common welfare. Rengmas are second to none for the cause of Naga people. Nagas got statehood because of their struggle since the formation of Naga Club in 1918. 4. After World WarII, on the advice of Mr. C.R.Pawsey, the Deputy Commissioner of Naga Hills District, the Naga leaders, mostly Govt. servants, met in April 1945 at Kohima and formed Naga Hills District Tribal Council to have Naga unity for Naga cause. Mr. Mayangnokcha Ao became its first President and Mr. P.Sentsi Rengma, the Joint Secretary. This Naga Hills District Tribal Council (NHDTC) was the second Naga common organization after Naga Club. Rengmas were one of the founder members of NHDTC. When NHDTC held its second meeting at Wokha in 1946 and changed its nomenclature into Naga National Council with the same office bearers of the NHDTC except its President, Mr. Mayangnokcha Ao who resigned and in his place Mr. T.Aliba was elected. Mr. P. Sentsi Rengma held the same office of Joint Secretary and Mr. Whenha Rengma who later became the first Ato Kilonser of FGN was its executive member. Thus Rengma tribe was one of the founders of NNC. 5. When ten Naga tribes re presentatives mostly NNC talked about the Naga issue with Sir Akbar Hydari, Governor of Assam in July 1947 at Kohima and arrived at ‘Nine Point Agreement’ (Hydari Agreement) with him, Rengma representative Mr. Whenha Rengma was there in the talk. We have worked faithfully for Naga common cause.
6. NNC President, A.Z. Phizo, began the Naga National movement from Rengma’s land by hoisting the first Naga National flag at Parshen in Rengma area on 22nd March, 1956 by declaring Nagaland as a sovereign nation. As a result, hundreds of Rengmas lost their lives, and villages were burnt down into ashes and some villages were burnt down several times. The Naga National Movement gained its momentum on ground and spread its movement throughout Naga inhabited areas after hoisting Naga National flag in Rengma area. Naga National flag was made by four Rengma women of Sendenyu village on the advice of A.Z.Phizo which was first used at Parshen on the first day of celebration of the Naga Republic. Rengmas have contributed and sacrificed upto our maximum for the common cause of the Nagas. 7. When Naga People’s Convention made its 16 Point Agreement with the Government of India in July, 1960 and created ‘Nagaland’ as the sixteenth state of the Indian Union, Rengma tribe was a signatory of the agreement. Mr. P.Sentsi Rengma was a signatory as Rengma representative. All signatory tribes were rewarded with district except the Rengma tribe which is yet to be rewarded a district. 8 . W h e n we t a l k about MLA seats, Rengma had two MLA seats during interim government from 1961-1963. Mr. Riga Thong and Mr. Lothi Semy were interim body members. However, in the first Nagaland General elections, 1964, one seat was deprived from Rengma tribe for no valid reason. However, Delimitation Commission of India proposed two MLA seats for the Rengma tribe in 2003 in their Draft proposal based on tribal population which is yet to materialize. 9. Naga tribes under the Naga Hills District were on six tribes viz.
Angami, Zeliang, Rengma, Sema, Lotha and Ao and there were only two administrative headquarters for administration of Naga Hills – Deputy Commissioner at Kohima and SDO(C) at Mokokchung. To assist these two administrative centres, the Govt. created the post of Bench Court Chairman for the four remaining tribes – Lotha, Sema, Rengma and Zeliang. The Bench Court Chairmen were as follows:a. Bench Court Chairman, Wokha, 1945 – now District. b. Bench Court Chairman, Zunheboto, 1947 – now District. c. Bench Court Chairman, Tseminyu, 1948 –
still sub-division. d. Bench Court Chairman, Peren, 1949 – now District. 10. Tseminyu SDPDB has approved for creation of Tseminyu District and forwarded to the Govt. of Nagaland on 18th March, 2016. Ref. No. GA/TSNU/SDPDB-1 /2011-12/12-16. Tseminyu is the fifth administrative headquarter of Naga Hills but still remains a sub-division. Tseminyu administrative headquarter in now 69 years old, most deserving sub-division to be upgraded to district. 11. ll human histories are a being. They are living and mutable, and in this are ontological. Among the histories of the world, Naga history is a relative history in its own right, especially in regards to our immediate and de facto communities. Our history is one that can also be sedated by the past, where we find ourselves haunted in the present by the fervent dogmatism of the past memories. Such an opiate of the Naga world view needs to be denounced through a demand for by definitiveness and finality. The alternative, as has been our fateful reality, is to linger in disappointments manifested in the form of rationalization, rhetoric of legalism and to others perhaps, in microscopic politics of narcissism. Historically, the construction of Naga identity has been chiselled out of our common dreams and aspirations. To be sure, all civilizations are constructed histories. From the onset of the twentieth century, Naga people have desired to safeguard our socio-cultural and political identity. In this, the Naga pioneers’ imagination remains unmatched. Naga Day, unlike an assault on the physical world of anyone, is in the
realm of symbolic cultural restoration by spirit of collective imagination. The Naga memory of belonging yearns to listen and be heard, and Naga Day is an opportunity to nurture that memory by answering the silence of the present and visioning the hope of the future. Our present burned lands are fertile lands that can flourish in the future. History is full of small, symbolic acts that altered the world in astonishing ways and Naga Day is no different. The day itself represents the voice of the people. Today, if Naga identity is under any threat in ways we don’t understand, it will be at the “nation”1 level that we either solve it or destroy it. The idea of belonging is a universal idea. Americans have it, Indians have it, Chinese have it and so on. The philosophy that “you are alone” and that there is no common ethos of trying to nurture something shared is the embodiment of “every ‘nation’ for itself.” Such an ethos is a culture “turned inward” against others. In the Naga context, it is paramount that the healing and connection of “nation” be initiated in order to heal our own psychic wounds. If Nagas do not develop ways to publicly confront the emotional
consequences of hatred, jealousy, attitudes of superiority, and division, these consequences will continue to burn us to annihilation. Nagas must come to an urgent realization and act that we are basically at war with ourselves. Shall we not underscore and put a stop to where we differ, and practice social ecology of shared humanity among us and with others? The ultimate betrayal of Naga identity is not in acting competitively— that should be positively encouraged— but in the search and creation of exclusion and exclusivity under the pretext of unity and healing. Belonging to a shared Naga humanity requires a critical and analytical consciousness that will lead to a type of sacrifice that gives more than it costs—where the “grownups” become disciplined role models for the “young” ones, nurturing and empowering the “young” ones to flourish. This sense of solidarity is at the core of what it means to be Naga and will help deliver us to this extraordinary moment in our history. This could very well be the only thing that allows us to survive our times. Let us be reminded that Nagas need to be capable at what we do in order to find contentment
in this world. We need to be authentic in our lives and we need to be genuinely connected to others. Above all, we need God. Without God there is no basis for morality. These four values are intrinsic to human finite good. Sadly, the outcome of the Westphalian paradigm of 1648 ushered in arbitrary frontiers and borders of exclusion and division in the world. Like most ethnic groups, the Nagas are no exception to this reality. Naga Day, therefore, is saying to the Nagas, “Let us go beyond the borders of arbitrarily-enacted division.” It is resolving that we are not going to curtail and limit ourselves by the imaginary borderlines by which we, like others, were programmed to approach the world. It is acknowledged that by fighting for the borders of division, we only defeat ourselves. Naga Day is reminding ourselves and announcing to the world that we are moving on with the pace of time without departing from our socio-cultural and political identity. We take a resolute collective affirmation that the colonial term “borders” be removed from the vocabulary of the Naga people. With post-illennial socio-cultural and political agenda being prioritized around issues of restoring ecology, the tantamount
importance for the Nagas is the ecology of indigenous peoples without borders. Naga Day implores Nagas to think generously outside of the box of colonial frontiers—a tool par excellence of divide. All identities are unique and as such to be never at the expense of the other. This means, an identity is always defined only in relation of the other. Thus, while the Naga identity is permeable without borders, by the same token, Naga identity is never at the exclusion of non- Nagas who have their legitimate locus in “NagaLands.” Nagas have to catch on to the fact that “birds of the same feather” is a dangerous concept to a society of many feathers. The society of “same feather” is at the end, an
exclusive community. Finally, the Forum for Naga Reconciliation’s initiation of the Naga Day is solely based on the preceding lines. FNR has absolutely no monopoly on any organizations. Time after time, FNR has sincerely appreciated the contribution of all organizations, including fathers and mothers and concerned prayer groups. FNR abides by our commitment of Naga reconciliation and peace for all stakeholders. As such, the formation of FNR was situational—out of exigency. The court had convicted Prasad for offences of cheating with criminal conspiracy under the Indian Penal Code and the Prevention of Corruption Act. Under the sections, Prasad can be sentenced a minimum jail term of one year and maximum of seven years, his advocate Chittaranjan Prasad had said.

NEW DELHI, Jan 4 (PTI): An average 130 km of roads are being constructed every day under the Pradhan Mantri Gram Sadak Yojana (PMGSY), the highest in the last seven years, Union Minister Nitin Gadkari claimed Thursday. Gadkari said in Lok Sabha that the central government has taken a decision to accelerate the execution of PMGSY to substantially complete the habitation connectivity as per the core network of plan by March 2019. “The pace of construction under PMGSY has also been speeded up in the last three years and the average construction reached the level of 130 km per day during 201617, which is highest in the last 7 years,” he said during Question Hour. Gadkari, the Minister for Road Transport and Highways, was replying on behalf of Rural Development Minister Narendra Singh Tomar.

It wants to defer the bill to the next parliament session; it was tabled in the Rajya Sabha on Wednesday and if there is no action on it tomorrow, the last day of the winter session, then it will automatically roll over to the budget session. Between the sessions, the sources said, the ruling BJP will talk to other parties to try and bring them around to its point of view that the Muslim Women Protection of Rights in Marriage Bill 2017, which seeks to make instant triple talaq illegal with up to three years in jail as punishment for a Muslim man who divorces his wife by saying talaq thrice, must be passed expeditiously to ensure justice for Muslim women. RANCHI, JAN 4 (PTI): A special court today deferred the sentencing of Lalu Prasad in a fodder scam case till tomorrow when it is likely to decide whether to pronounce the quantum of punishment over video conference or in court with the judge saying he also received phone calls from the RJD chief ’s wellwishers. The case relates to fraudulent withdrawal of Rs 89.27 lakh from Deoghar treasury 21 years ago. Deferring the sentencing for the second day in a row, CBI judge Shiv Pal Singh said he would decide tomorrow whether the sentence would be given over video conference or in the court. To this, Prasad said he was for personal appearance and assured that there would be no slogans raised in the courtroom by his supporters. The judge also said he had received phone calls from well-wishers of the RJD boss but did not elaborate. With the court room packed, the judge asked the advocates not connected with the fodder scam case to leave. Fifteen others who were convicted in the scam and were to be sentenced along with Prasad waited in the court, while the RJD chief was whisked away to

NEW DELHI, JAN 4 (IANS): Unique Identification Authority of India (UIDAI) on Thursday denied breach or leak of Aadhaar data after a newspaper reported it bought unrestricted access to the details of over one billion Aadhaar numbers -- for just Rs 500. “The Aadhaar data, including biometric information, is fully safe and secure,” the authority said in a statement, calling the report in The Tribune “a case of misreporting”. “UIDAI assures that there has not been any Aadhaar data breach,” the statement said, adding that the data was secure with a “robust uncompromised security”. The authority said it had given search facility for the purpose of grievance redressal to designated personnel and state government officials to help residents only by entering their 12digit Aadhaar numbers. The grievance redressal search facility, the statement said, “gives only limited access to name and other details and has no access to biometric details”. It said the authority maintains complete log and traceability of its search facility and any misuse was traceable. “The reported case appears to be instance of misuse of the grievance redressal search facility. As UIDAI maintains complete log and traceability of the facility, the legal action including lodging of FIR against the persons involved in the instant case is being done.” The Aadhaar database “remains fully safe and secure with highest encryption

DBS attributed the difficulties on the fiscal math to the shortfall in receipts and added that the expenditure has stayed on the planned course. It said the expenditure compression in the remainder of the fiscal will have to be aggressive if the 3.2 per cent target has to be met. A higher fiscal deficit target for the next fiscal will result in a higher borrowing by the government, it said. “Expectations are building for a populist budget, targeted at rural/ agricultural development, job creation, and effective implementation of social sector schemes,” it said. Opting for a fiscal deficit target of 3.2-3.4 per cent will lead to a surge in Government borrowings to Rs 4.8-5.2 lakh crore, it said. A wider deficit, which is generally seen as being inflationary in nature, will lead the Reserve Bank to settle for a long pause in its rates stance, it said, adding that factors like inflation “warrant attention”.

New Delhi, Jan 4 (PTI): Gold fell by Rs 85 to Rs 30,365 per 10 gram at the bullion market Thursday on sluggish demand from jewellers amid a weak trend in the overseas market. Silver followed suit and shed Rs 210 to Rs 39,640 per kg due to reduced offtake by industrial units and coin makers. Traders attributed the decline in gold prices to subdued demand from local jewellers and retailers at the domestic spot market. Besides, a muted trend in global market where gold retreated from over 3-1/2 month highs due to a firmer dollar on expectations of further US interest rate hike, eroding appeal of the safehaven precious metal, led to decline in the prices. Globally, gold shed 0.40 per cent to USD 1,307.30 an ounce in Singapore. In the national capital, gold of 99.9 per cent and 99.5 per cent purity were down by Rs 85 each to Rs 30,365 and Rs 30,215 per 10 gram respectively.
Mumbai, Jan 4 (PTI): A fiscal slippage in FY18 will likely result in the government opting to go for a wider gap for 2018-19 in the upcoming budget, foreign lender DBS said Thursday. The fiscal deficit number for 2017-18 will come at 3.5 per cent as against the targeted 3.2 per cent of the GDP and it will result in the government opting to settle for a target of 3.2-3.3 per cent rather than the 3 per cent under the fiscal consolidation roadmap. “The FY18 deficit might be pegged at 3.5 per cent of GDP (similar to FY17), which opens room for the FY19 target to be set at 3.2-3.3 per cent compared to the roadmap’s 3 per cent,” Singaporean lender DBS said in a note. It can be noted that the government has already exhausted 112 per cent of the 2017-18 target by November 2017, with four months to go. It also announced an additional borrowing of Rs 50,000 crore for FY18.
In June, the board of Securities and Exchange Board of India (Sebi) decided to ease the entry norms for overseas investors by permitting direct access to FPIs from eligible jurisdictions. Recently, Sebi raised FPIs’ investment limit for government debt, allowed them to invest in unlisted corporate debt as well as securitised debt instruments and permitted direct entry to well-regulated foreign investors to invest in corporate bonds. In a big revamp, Sebi in 2014 released norms that clubbed different categories of foreign investors into a new class called FPIs. They have been divided into three categories as per their risk profile and KYC (know your customer) requirements while other registration procedures have been made simpler.

New Delhi, Jan 4 (PTI): Indian mutual fund industry’s assets under management (AUM) are expected to touch Rs 100 lakh crore in the next 10 years on account of strong participation from retail investors, a top Mahindra AMC official said Thursday. At present, the mutual fund industry has an asset base of Rs 22.36 lakh crore. “People want to make money and they have understood the fact that only way to beat the inflation is investment in equity. They are moving away from traditional investment products like gold and real estate and focusing on mutual funds. This will help in reaching the industry AUM to Rs 100 lakh crore in the next 10 years,” Mahindra AMC Managing Director and CEO Ashutosh Bishnoi told reporters here. New Delhi, Jan 4 (PTI): Nearly 1,200 fresh foreign portfolio investors (FPIs) were registered with Sebi in April-November this fiscal, mainly due to their continued interest in the Indian capital markets, latest data from the regulator showed. This comes on top of close to 3,500 new FPIs registering with Sebi in the preceding fiscal. The number of FPIs with the markets regulator climbed to 8,991 at the end of November from 7,807 at March-end, resulting in an addition of 1,184, according to Sebi data. “The reason for increasing FPI registrations is continued interest in the Indian equity, bonds and real estate,” said Arvind Chari, head, fixed income and alternatives, Quantum Advisors. “Besides, the end of the earlier FII (foreign institutional investors) and sub-accounts regime, which ended in September 2016, necessitated all such entries to register as FPI,”

Even as there was a turnaround, business activity growth in December was slight and remained well below the average recorded for the survey history as a whole. The seasonally adjusted Business Activity Index improved to 50.9 in December from 48.5 in November, signalling a renewed increase in business activity. In PMI lexicon, a print above 50 means expansion and a score below that denotes contraction. “India’s service economy showed signs of recovery as it returned to marginal expansion in December. New Delhi, Jan 4 (PTI): The finance ministry Thursday sought Parliament’s nod for extra expenditure of Rs 80,000 crore towards recapitalisation of public sector banks through bonds. Meanwhile, sources said the proposed recapitalization bonds to be given to public sector banks would have non-SLR status and will be non-tradeable. The Rs 80,000-crore expenditure has been sought by the government in form of the Third Batch of Supplementary Demands for Grants for 2017-18. It is part of Rs 1.35 lakh crore recapitalisation bond to be provided to NPA-hit state-run banks over two years to shore up capital, they said. In the UK thousands of homes were without power and travel was disrupted after the storm hit. The Met Office recorded gusts reaching 100 mph (161km/h).

Islamabad, Jan 4 (PTI): Amidst reports that the Trump administration is set to announce more drastic steps to punish Islamabad for its support to terror groups, the Pakistan Army has said the country would respond to any US action in line with the aspirations of the people. The statement by the military spokesman came in the backdrop of the White House’s announcement that the US would announce specific measures against Pakistan in the next 24 to 48 hours after President Donald Trump’s stinging New Year tweet. The US yesterday announced that it is withholding its USD 255 million
military aid to Pakistan. “In case of [a] US action against Pakistan, it will be responded to [in line with] the aspirations of the people of Pakistan,” the Inter-Services Public Relations (ISPR) Director General Major General Asif Ghafoor said in a brief statement. In a terse Twitter post on January 1, President Trump had accused Pakistan of “lying and deceit” and providing safe havens to terrorists despite getting over USD 33 billion in aid over 15 years. After Trump’s statement, Pakistan had called a meeting of the National Security Committee (NSC) on Tuesday which expressed “disappointment” over
the statement, but said the country would not act in haste. It is not clear whether the Pakistan Army issued the statement in anticipation of some possible unilateral action against Pakistan, The Express Tribune reported. Responding to the US allegations, Maj Gen Ghafoor, the military’s media wing chief, said Pakistan had taken action against the dreaded Haqqani network. “Effects of action against the Haqqani network will be visible in due time,” he said. Speaking to a private news channel, he said Pakistani nation’s collective response to the Trump’s tweet was a positive sign.

The 30-year-old suffered the injury last year and has not played on the ATP tour since losing in the quarter-finals at Wimbledon. “Sadly I won’t be playing in Melbourne this year, as I am not yet ready to compete,” Murray said in a statement. “I’ll be flying home shortly to assess all the options but I appreciate all the messages of support and I hope to be back playing soon.” Australian Open’s tournament director Craig Tiley said he respected what was a “very hard decision for Andy”. “We are fully aware that Andy has been going through a difficult period with his hip and that he’s done everything possible to prepare for the Australian summer,” Tiley added.
