CAA discriminatory, divisive: EU Parl

LONDON, JAN 29 (PTI): A joint motion, combining five different resolutions tabled by Members of the European Parliament (MEPs) against India’s Citizenship Amendment Act (CAA), was placed on the final agenda for debate at the Plenary session in Brussels on Wednesday. However, an expected vote on the motion on Thursday has been postponed until the Parliament’s Plenary session in March. The final draft resolution on CAA agreed on by six of the largest political groups in the European Parliament stated the law was “discriminatory in nature and dangerously divisive” and calls on the government to repeal “discriminatory amendments”. Six political groups of Members of the European Parliament (MEPs), including the European People’s Party (EPP) Group, and the Socialists and Democrats (S&D) Group, which together have 336 members in the 751-strong parliament, decided on a joint draft that is watered down compared to resolutions they had tabled individually. “Following a decision by MEPs at the opening

EU Parliament to vote on anti-CAA motion in March

motion. The Indian government has maintained that the CAA, which was passed by the Indian Parliament last month, is an internal matter of the country and stressed that the goal is to protect the oppressed minorities of neighbouring countries. Correspondent NEW DELHI, JAN 29 (NPN): Union Cabinet has approved 30% of North Eastern Council’s (NEC) allocation for new projects for focused development of deprived areas, neglected sections of society and emerging priority sectors. The cabinet meeting, chaired by Prime Minister, approved 30% of NEC’s allocation for new projects under the existing “Schemes of North Eastern Council” for focussed development of deprived areas, deprived/ neglected sections of society and emerging priority sectors in the North Eastern States. The balance allocation would be bifurcated in the existing two components – 60% State component and 40% Central component.

The meeting also revised North East Council guidelines for simplification of appraisal and approval mechanism It further approved allowing projects under State component, up to 25% of each State’s normative allocation, for sectors not covered in the mandate of NEC, but which are considered important as per local felt needs as per recommendations of the State Governments. The projects under the existing “Schemes of NEC” will accrue socio-economic benefits to the marginalised and vulnerable groups of people in backward and neglected areas of the North Eastern States. Coronavirus: Centre issues fresh advisory NEW DELHI, JAN 29 (PTI): The Union health ministry on Wednesday asked Indians to refrain from travelling to China where the novel coronavirus has claimed over 100 lives. The ministry issued a fresh travel advisory and also urged people travelling to China to monitor their health closely. It asked people to use 24x7 helpline (01123978046) for queries related to respiratory infection. “In the view of the spurt of cases being reported in China and travel related cases appearing in many countries....all nonessential travel to China to be avoided,” it said. As part of the preparedness, India has also increased the number of airports from seven to 21 where thermal screening of passengers is being done for possible exposure to the deadly nCoV. These include airports at Gaya, Guwahati, Visakhapatnam, Varanasi, Goa, Bhubaneswar and Lucknow besides the seven designated airports identified earlier. The health ministry also has established four more laboratories apart from the NIV-Pune for test-

ing samples. Asserting that there was no confirmed case of the nCoV, Union health minister Harsh Vardhan had on Tuesday said India was making all efforts to detect and check the spread of the virus even as more than a dozen countries around the world have confirmed cases. Several states, including Delhi, Haryana, Punjab and Rajasthan have kept some people, with travel history to China, under observation after they showed novel coronavirus-like symptoms. Mnp refutes rumours, says no case in state

Manipur health department Wednesday refuted reports about a 31-yearold woman being admitted at Regional Institute of Medical Science (RIMS) with suspected coronavirus symptoms. According to reports, the woman who had recently returned on January 20 from Hong Kong was been admitted to RIMS, Imphal with complaints of headache, runny nose and other symptoms of infection. Dr K Rajo, director of Health and Family Welfare department, said the necessary tests were performed on the woman and no signs of the infection found. While she has not been kept in isolation, Rajo said the woman will be monitored every day for 28 days. RIMS hospital too issued a clarification that no person infected with the virus was admitted with it. In addition to the above, all movement will also be restricted from 3 p.m. to 3.30 p.m. and also 4.30 p.m. to 5 p.m. to facilitate the use of explosive. DIMAPUR, JAN 29 (NPN): A war memorial, in memory of 357 Army and Assam Rifles personnel killed while fighting insurgency in the state will be inaugurated at Mokokchung town by IGAR (N), Maj. Gen. Pradeep Nair on February 3. A senior Assam Rifles official said that the Assam Rifles authorities in Nagaland felt that need to have a war memorial that was both befitting the supreme sacrifices made by men in uniform and also to act as a beacon to motivate the future generations. This memorial will be the first of its kind in Nagaland, which also has the famous World War II Cemetery at Kohima. Christened as “Veer Samriti”, the official said that the memorial is spread in an area of around 13,500 sq ft. The war memorial is located in the Assam Rifles battalion, Mokokchung and is expected to become an important place of visit for locals, ex-servicemen and other visitors to Mokokchung, the official said. The War Memorial has been designed in a concentric circular form, with outer rectangular flower beds as boundary wall. The central arena, the heart of the memorial comprises of two circular podiums with a 19 feet high main memorial mast and looks spectacular. This mast has three converging posts signifying the Army, Air Force and Assam Rifles. The names of 357 martyrs have been carved, each on a single granite stone.

The Citizenship Amendment Act (CAA) was passed in December last year, prompting protests across India. According to the CAA, members of Hindu, Sikh, Buddhist, Jain, Parsi and Christian communities who have come from Pakistan, Bangladesh and Afghanistan till December 31, 2014 following religious persecution there will get Indian citizenship. During a US Congressional briefing on the ‘Implications of India’s Citizen-

ship Law’ held at the Capitol Building on Monday, eminent human rights and social activists claimed that the freedom of expression is under threat in India. “In 27 years of working as an activist, I have experienced unprecedented curb on fundamental rights of freedom of expression, to assemble peaceably and to move about anywhere within India over the past six months,” Pandey said. According to DIPR report, chief engineer, Water Resources Department, Tsuktinungsang in his introduction speech mentioned that in order to get acquainted with the new chapters of accounting, the department needed to get trained and in tune with the norms and direction of the Government of India so as to deliver clarity and transparency from the department. Khandu reviews status of Mega Food Park FOod park receives letters of interest from 12 companies

I TA NAG A R , JA N 2 9 (PTI): Arunachal Pradesh chief minister Pema Khandu on Wednesday said the Mega Food Park coming up in Papum Pare district, has received Letters of Interest (LoT) from 12 companies. The chief minister took detail status report on implementation of Mega Food Park scheme at Dolikoto in Papumare district. Of the 12, nine are local entrepreneurs and the rest three are multi-national companies. The total investment they would make in the park stands at Rs 16.7 crore, he said. Khandu said, “This is a good sign. We need to advertise and sell the feasibility of our park so that many more local and multinational companies set up industries here. Our farmers would hugely benefit from such food industries.” While assuring to complete the responsibilities of the state government like providing road, water and power at the earliest, Khandu urged the promoter to expedite the groundwork at the site.

He died on Tuesday night, they said, adding that he is survived by his wife and three daughters. His son had predeceased him. Homeopathy, Unani effective in Nirbhaya: 2nd convict files mercy plea nCoV prevention: AYUSH ministry NEW DELHI, JAN 29 (PTI): Uncertainty again looms over the hanging of the four death row convicts here in the Nirbhaya gangrape and murder case scheduled on February 1 with a second condemned prisoner filing a mercy petition before the President on Wednesday and a third convict also moving a curative plea before the Supreme Court. According to Delhi Prison Rules, none of the four convicts in the same crime can be hanged before the last one has exhausted all legal options including the mercy plea. Also, apex court guidelines stipulate that convicts cannot be hanged until 14 days after their mercy plea has been rejected by the President. The trial court on January 17 issued black warrants for the second time for the execution of all the four convicts -- Mukesh Kumar Singh(32), Pawan Gupta (25), Vinay Kumar Sharma (26) and Akshay Kumar Singh(31) -- in Tihar jail at 6 am on February 1. The court earlier on January 7 fixed January 22 as the hanging date. Advocate A P Singh, who represents Vinay, said he has filed the mercy petition at the Rashtrapati Bhavan and has got

an acknowledgement. “I have filed the mercy petition for Vinay before the President. I have submitted it through hand,” Singh told PTI. The apex court on January 14 dismissed the curative petition of Vinay leaving him with the option to file the mercy plea. Tihar jail authorities will now have to move the trial court and inform it about Vinay’s mercy plea and seek postponement of the black warrant. As of now only Mukesh has exhausted all his legal remedies including the clemency plea which was dismissed by President Ram Nath Kovind on January 17 and the appeal against the rejection was thrown out by the Supreme Court on Wednesday. A three-judge bench headed by Justice R Banumathi held that “quick consideration” and “swift rejection” of Mukesh’s mercy petition does not suggest non-application of mind or it being pre-determined. Akshay approached the apex court on Wednesday with a curative petition which is listed for consideration in-chamber before a five-judge bench on Thursday and if his plea is dismissed, he also has the option to move a mercy plea before the President. EC orders removal of Thakur, Verma as BJP’s star campaigners

NEW DELHI, JAN 29 (PTI): The Election Commission on Wednesday ordered the removal of BJP leaders Anurag Thakur and Parvesh Verma from the party’s list of star campaigners for Delhi polls over their controversial remarks. The order said the two leaders who made objectionable comments while campaigning during election rallies be removed from the list of BJP’s “star campaigners”. Thakur and Verma can still canvass for the BJP but they will have to bear the campaign expenditures. A political party bears the expenses of canvassing by star campaigners. But the candidate has to show expenses of organising meetings and rallies by other campaigners in his/ her election expenditure accounts. While political parties have no limit on the amount they can spend for

electioneering, candidates can spend a maximum of Rs 28 lakh for campaigning in Delhi assembly polls. “The Election Commission has ordered the removal of Anurag Thakur and Parvesh Sahib Singh Verma from the list of star campaigners of the Bharatiya Janata Party for the general elections to the Legislative Assembly of the NCT of Delhi with immediate effect and until further orders,” an EC press note stated. Responding to a question during a Cabinet briefing here on the EC order, Union minister Prakash Javadekar said, “I have just got information that EC has issued some direction. We will study and if necessary, present a letter and application.” He also said if something wrong has been uttered, the BJP will take cognisance as it is a thinking party. “I will speak only after examining the order.”

AAP seeks 48-hour campaigning ban on Amit Shah NEW DELHI, JAN 29 (PTI): AAP has asked the Election Commission to impose a 48-hour campaigning ban on Union Home Minister Amit Shah for allegedly tweeting a “fake” video on Delhi government schools, party leader Sanjay Singh said on Wednesday. AAP leaders Singh and Pankaj Gupta complained to the EC against the circulation of the “fake” videos of Delhi government schools by BJP leaders to “falsely defame” Delhiites. The AAP, in its complaint to the EC, also said BJP MPs - Gautam Gambhir, Parvesh Verma and Hans Raj Hans - made “false and fabricated” videos to put out a wrong picture of Delhi government

schools to the people. The AAP has also sought action against the three BJP MPs. “Today we met Election Commission and demanded that Amit Shah be banned for 48 hours from campaigning. FIR should also be lodged against all their leaders who made and circulated such fake videos and all such tweets be deleted,” Singh told reporters. Eight BJP MPs visited the schools and on Tuesday shared videos of their findings. I am hopeful that now we will get justice and they

Against the backdrop of the apparent delaying tactics by the convicts in the Nirbhaya case, the Centre recently moved the top court for fixing a deadline of seven days for execution of death penalty of condemned prisoners after issuance of black warrant. Hearing Mukesh’s plea, the apex court held that President Ram Nath Kovind took into consideration all documents, including the verdicts delivered in the case by the courts, past criminal history of the convict, economic condition of his family, while rejecting the mercy petition. The bench headed by Justice Banumathi, also comprising Justices Ashok Bhushan and A S Bopanna, said alleged sufferings in jail cannot be a ground to seek judicial review of the executive order passed under Article 72 of the Constitution, which deals with the power of the president to grant pardons and to suspend, remit or commute sentences in certain cases. “In the result, we do not find any ground for exercise of judicial review of the order of the President of India rejecting the petitioner’s (Mukesh) mercy petition and this petition is liable to be dismissed,” the bench said in its 25-page order. The placement of the ‘collective conscience of the society’ and public opinion has prejudiced the case of the petitioner and other coaccused as also amounted to a back-door entry of the media frenzy, the petition added. “The present curative petition is also filed in recognition of the increasingly unsustainable judicial demand for the death penalty in light of the severely inconsistent application of its imposition by this court.” The 23-year-old physiotherapy intern, who came to be known as ‘Nirbhaya’, the fearless one, was gangraped and savagely assaulted on the night of December 16, 2012, in a moving bus in south Delhi. She died of her injuries a fortnight later in a Singapore hospital. One of the six accused in the case, Ram Singh, allegedly committed suicide in Tihar Jail in 2013. A juvenile, who was among the accused, was convicted by a juvenile justice board and was released from a reformation home after serving a three-year term.

NEW DELHI, JAN 29 (PTI): The AYUSH Ministry on Wednesday issued an advisory and recommended that homeopathic and unani medicine could be effective in the prevention of novel coronavirus (nCoV) infections which claimed over 100 lives in China. It also mentioned some Ayurvedic practices which can help recess the symptoms of respiratory tract in possible coronavirus infected cases. “The Ministry of AYUSH is issuing the advisory as preventive measure and not claiming to be a treatment advice for the nCoV infection. The Research Councils under Ministry of AYUSH are involved in various public health activities and provide lifestyle advocacies time to time for the general public,” the ministry said in a statement. On Tuesday, the scientific advisory board of the Central Council for Research in Homoeopathy (CCRH), under the Ministry of AYUSH, discussed ways to prevent the nCoV infection through homoeopathy. It recommended that homoeopathic medicine Arsenicum album 30 could be taken empty stomach daily for three days as a preventive medicine against the infection. The dose should be repeated after one month in case the nCoV infection prevails in the community,

the advisory said, adding that the same has also been advised for prevention of influenza-like illness. It also suggests some Ayurvedic practices and medicines, Unani drug decoctions and home remedies which can be useful in prevention of nCoV infection. The advisory suggests general hygienic measures for prevention of air-borne infections such as washing hands often with soap and water for at least 20 seconds, avoiding touching eyes, nose and mouth with unwashed hands, and avoiding close contact with people who are sick. The ministry has advised covering face while coughing or sneezing and preferably using an N95 mask while travelling or

working in public places to avoid droplet transmissions. “If you suspect Corona Viral infection, wear a mask and contact your nearest hospital immediately,” the advisory said. It also recommended prophylactic measures/immunomodulatory drugs as per Ayurvedic practices and taking measures to strengthen the immune system through a healthy diet and lifestyle practices. Novel coronavir us (nCoV) is a large family of viruses that causes illnesses ranging from common cold to acute respiratory syndromes. The virus has killed 132 people and affected at least 6,000 in China and is a novel strain not seen before. It has emerged from a seafood and animal market in Wuhan city and is suspected to have spread as far as the United States. In India, many people are under observation in hospitals for suspected coronavirus infection, including in Maharashtra, Goa, Odisha and the national capital. People returning to the country after visiting China are being regularly screened for the deadly virus at airports across the country. According to the WHO, the common symptoms of the novel coronavirus strain include respiratory symptoms such as fever, cough, shortness of breath and breathing difficulties.

Seeking a restraining order against such call centres and robocalls, the Department of Justice in its class action lawsuit alleged that the companies were warned many times not to carry fraudulent robocalls — including government and business-imposter calls — yet they continued to do so and facilitated foreignbased fraud schemes targeting Americans. “The calls, most of

which originated in India, led to massive financial losses to elderly and vulnerable victims across the nation,” it said on Tuesday. One case has been filed against Ecommerce National LLC d/b/a TollFreeDeals.com; SIP Retail d/b/a sipretail.com; and their owner/operators, Nicholas Palumbo, 38, and Natasha Palumbo, 33, of Scottsdale, Arizona. The other case has been filed against Global Voicecom Inc, Global Telecommunication Services Inc, KAT Telecom Inc., aka IP Dish, and the owner/ operator Jon Kahen, 45, of Great Neck, New York. n February 8, Delhi’s electorate of 1,46,92,136 voters out of 1.9 crore people, will go to the polls to choose 70 members to the 7th Delhi Legislative Assembly after results of which will be declared on February 11. The ruling AAP which swept the polls in 2015 winning 67 out of 70 seeks to retain power in Delhi where it first formed a minority government in 2013 with 28 MLAs and with the conditional support of nine Congress MLAs. The BJP had won 34 but failed to form the government. In the 2015 assembly election, the AAP swept the polls in a spectacular manner winning 67 seats. In the run up to the February 8 election, pollsters largely predict another sweep for the AAP winning between 53-56; BJP between 12-15 and Congress between 2-4 seats. The AAP has taken up the first plunge by steering the election debate into governance. It has deliberately stayed clear of contentious national issues, which leaves the main opposition BJP with no strong talking point against the party. The AAP is trying to convince voters that it has delivered during the last five years by providing free water free, bus ride free for women and free electricity up to 200 units. AAP’s biggest boast is in the field of education where it claims to have brought far reaching changes which it prides itself with. The AAP government allocated Rs 13,997 crore for 2019-20, the highest funding for fifth straight year. The vast improvement in teaching has been on appointment of 36.000 teachers and another 22,000 guest teachers out of a total 64,000 sanctioned posts. The achievements in the academic field can be seen in the 2018 CBSE Class 12 results where the pass percentage of 90.68 in government schools, has been better than the 88.35 per cent of private institutions and even the national average of 83.01 per cent. There are also misses of the AAP while in power as all is not as rosy as the party would like people to believe. For instance, the AAP has claimed it has already delivered on its promise of free electricity, water, free metro and bus rides for women, its much vaunted mohalla clinics, ensure 100 per cent implementation of admission of students under the economically weaker section (EWS) quota in private schools and transparency etc. It has however failed to even mention its inability to provide its ambitious project of providing free WiFi across the city which now remains on the paper. It can hardly say much about its promise of weeding out corruption but still the AAP continues to blow its own trumpet because the only party that has tried to rubbish all these claims is the BJP, the latter of which is on a totally different wicket. If a closer scrutiny of the AAP claims is done, it would possibly mean that the party has managed to deliver hardly 40% of its electoral promises. The BJP is and will inject its divisive electioneering campaign as that is the only way by which the AAP can be checkmated to a large extent, if voters fall for the tactic. The AAP has been on a freebee mode, promising everything free. The BJP has taken up its brand of nationalism to counter AAP’s governance plank and how this unravels will be interesting to watch.

Tribute to our founding fathers of Nagaland

F

or the first time in history, our Honorable Governor of Nagaland, Mr. R.N Ravi, initiated and paid tribute to the forgotten founding fathers of Nagaland. This wise and kind gesture touched many hearts including mine. I am grateful to the Governor for acknowledging the sacrifices made by our founding fathers. They would be so blessed and proud. I echo our Governor’s voice when he said “the members of the Nagaland People’s Convention (NPC) displayed extraordinary courage, political vision and strategic foresight in securing Statehood with Special Status under Article 371 (A) of the constitution of India.” During a time of tremendous turmoil and uncertainties, our founding fathers dedicated their time and energy to protect the interest of the Naga people. They were at a crossroad seeking an alternative to war and bloodshed by finding a solutionthrough working hard and negotiating peace between the Naga underground and the Indian Army. Our founding fathers were also the first generation Christians who accepted God’s love through the Gospel of Jesus brought to the Nagas by the American Baptist Missionaries. With their new found faith they sought God’s plan for the Nagaswith their integrity, ingenuity and perseverance. Our founding fathersprayed and hoped and pressed toward the goal of living harmoniously together. They were wise, thoughtful, and visionary. How wonderful to see the children and the grandchildren

Economy of Nagaland state

(From previous issue) The Economy of Nagaland as we see it by ourselves. When the country’s economy is as such, Nagaland State’s economy cannot be expected to be better due to lack of proper regulated management system of resources or rather in the absence of any management system. But we cannot put the whole blame on Nagaland. Therefore, it will be necessary to look at the weak State’s economy from two different angles. Firstly, for Nagaland, the fault lies with the Government of India to some extent. Nagaland is the only State in India which came into being through a political agreement. Point No 11 of the 16-Point Memorandum says, “To supplement the revenue of Nagaland, there will be need for the Government of India to pay out of the Consolidated Fund of India: (1) A lump sum each year for the development program in the Nagaland, and (II) A grant-in-aid towards meeting the cost of administration.” In 1989, this clause was done away with by the Government of India arbitrarily by changing the funding pattern for Nagaland, although this was one point agreed upon by both sides of the parties in the agreement. Yes, as a State, we cannot expect spoon feeding for all time to come. But in that case, GoI should not put any restriction on the Nagaland State to explore its natural resources like Oil and Natural Gas etc. Article 371A (iv) says that Parliament cannot pass any Act regarding ‘ownership and transfer of land and its resources’. That means, the Central Government cannot impose its term on Nagaland regarding land and its resources, which include Oil and Natural Gas. If we go as per the provision of the Constitution without hurdles from the GoI, there is no point for Nagaland to go to Delhi every year with its begging bowl. We can be self sufficient. But because of the hurdles stated above,

the Nagaland Government, whichever political party may be in power, liability cannot be avoided. We run the Government on credit. Our officers will have to tighten their belt to fight for our requirements with the concerned ministries in Delhi every year but in spite of our best effort in presenting our demands, we are getting 70-80% only of what we require. Because of this reason, liability keeps on mounting. This is the grim picture of a dependent State. Secondly, even if there are hurdles as stated above, the situation should not have been that bad if the State resources are managed properly. Unfortunately, we do not have any regulated system of management till today. In the ministry, save few, each man goes his own way. Under such circumstances, some have been doing well but we find mismanagement more, some in small measurers whereas some are in unimaginable measures. I will point out few past examples of mismanagement in the Government. Examples of mismanagement in small measures as reflected from Assembly records are like (a) In a particular year, the department of Horticulture produced four and a half kgs of coffee from one major district after giving lot of subsidy to the farmers for past few successive years. (b) In a particular Bee-keeping centre, there were six staff looking after 10 bee colonies. These 10 bee colonies produced about 30 bottles of honey in a year. When asked about the amount of sales proceed, the Minister said that all these 30 bottles were presented to the officers and so there was no income. (c) In a piggery farm, there were 24 staff without a single pig for several yeas. There are so many instances of such type of mismanagement of resources when one goes thru the Assembly record. These are examples of mismanagement that happened in the past. There are also instances of mismanagement of much bigger dimension

particularly in road sector, by allotting works to the contractors of their men Rs. 700/-, Rs. 800/- hundred above the schedule of rate. etc. I have pointed out few instances out of many just to show how resources were being mismanaged. In a way this may be termed as buying money with money as mentioned earlier. All these examples are about the past mismanagement of resources which are found in Nagaland Legislative Assembly record. The next point is about resource mobilization. As stated above, Point 11 of the 16-Point Memorandum starts with ‘In order to supplement the revenue of Nagaland…….” Revenue mobilization is the first step to look into. In this sector. I was critical with many Nagaland Govt. official during our time who were responsible for failure in revenue mobilization. With due apology to few exceptionally good officers, many of our officers cannot escape the blame in this sector. The Assembly record in a particular year in the past had shown that the Transport Department with 100 new Buses operating in various routes incurred loss. When a person owns a new bus, he can earn sufficient to support him to have a well to do life if the operation of the bus is properly managed. It was unbelievable when the department incurred loss with 100 new buses in operation. I have taken this old record about Transport department as an example but we find that in the past, almost all revenue earning departments failed to achieve their target which added to the deficit figure of the financial position of the Govt. every year. There is no point to blame or criticize one another for our failures; we are all responsible in one way or the other; the politicians, the officers and some unscrupulous contractors. But together, we must have a rethinking of how to bring about some improvements in the governance of the economy of the State. In

the first place, we must put a halt to the diminishing trend of our economy with all seriousness. We have no mechanism to measure the level of State’s economy so far. As a result, we are in the dark about the level of our economic status. We have many deficiencies like lack of capital, lack of skilled labour, lack of production etc. But we can presume that when the Indian economy is in its lowest ebbs, ours will be still worse. Nagaland has become a consumer State. There is no productivity, little production we see are also the products of outside laborers and not our locals. In fact, there are ample chances to earn a living if one has the determination to do so. In one evaluation report few years back, outside labourers earned and took away about Rs. 400 crores in a year from RCC works alone. (Govt. + private constructions). This type of spending greatly weakens the circulation of money in the State. If this amount is earned by the local workers, the same will keep in circulation within the Sate, but once our money has gone out of the State it will never come back. If I have a rupee, I can buy an exercise book from Mr. B; and Mr. B can buy a pencil from Mr. C with the same coin and in this manner many demands can be met with the same coin passing from hand to hand. Groups which appears to be insignificant like barbers, minis etc. are also earning a lot and sent home their earnings which will never come back to Nagaland. This is how our circulation of money becomes weak. If it is so, it is a sign of our weak economy. When the State economy is weak, people become weak psychologically; people become insincere, people become powerless if the stomach is empty. This may be the reason why money speaks loud during election. Therefore, I repeat weak economy is bad politics. While I am about to conclude this small note, I have come across a portion

of Governor’s speech on the Republic Day which goes, “Guns and corruption, the two evils, have taken unacceptable toll on our people. When the rest of the country, even our neighbors in the North East are marching ahead to greater prosperity, we in Nagaland, are craving for basic needs like motorable roads, functioning basic health centres, schools with qualified teachers. Our development projects, infrastructure projects, health and education projects, livelihood projects have suffered enormously by the twin evils (Guns & corruption). This sentence has become almost the substance of what has been stated above. I would also like to quote one more sentence on the report of the 10th National Voters’ Day under the theme ‘Electoral Literacy for Stronger Democracy’ which goes, “During election, there are religious leaders who succumb to money and there are young voters who succumb to alcohol and money.” Further, mention was made about instances where the total number of voters is more than the population itself in some village or the votes polled in a particular Polling Station was more than the number of votes in the electoral roll etc. People say that Nagaland is pre-dominantly a Christian State but I will say that Nagaland is a Christian State. All the weaknesses stated above are committed by the people of Nagaland.

He further elaborated that “there were only two options for (NPC) during that time: either to surrender and remain as district under Assam or find an alternative to safeguard the political entity of the Nagas.” According to Jamir, “the NPC opted for the second option, due to which there was now elected government to shape our future according to our choice and design.” We give our sincere gratitude to the pioneers and applaud them for their outstanding leadership. We thank our Governor for bringing us together to celebrate the works of our Naga pioneers and reminding the next generation of Nagas to work toward the highest potential for Nagaland. If it is true, whether the Nagaland Churches have a role to play or in what way our churches can contribute to correct these ills. In the past people advocated complete separation of church and politics, because the church was the Government in those days. Many church leaders today are of the opinion that Christians should not touch politics because politics is dirty. In that case, let the Church remain independent but let the Church take a strong stand to defend its faith minus politics if they think it proper. Some people may think that malpractices in the election and the timidity of our churches has got nothing to do with our economy. But all these factors and their corresponding effect on the society are contributing towards destroying the economy of the State as well. When economy fails, the talk of sovereignty has no meaning. I repeat, “Economic Independence is of no less important to political Independence.” Nagas are proud people. We think that we are better and stronger than others etc. If one lives a worthy life, there is nothing wrong for any one to hold such pride. Windy season will be upon us soon and these dangerous wires need to be properly checked from now. There has been incidents in the past where falling tree branches completely caused shut down of power for days on end in Dimapur. Maintenance of power lines on regular basis is most essential, so also trimming down overgrown branches of trees. The expulsion came a day after the rift between Kumar and Kishor came out in open with the Bihar chief minister saying that the poll strategist was inducted in the party at the prodding of Union Home Minister and former BJP president Amit Shah, a remark which received a sharp retort from Kishor. “What a fall for you to lie about how and why you made me join JD(U)! Poor attempt on your part to try and make my colour same as yours! And if you are telling the truth who would believe that you still have courage not to listen to someone recommended by Amit Shah,” Kishor had tweeted. Hitting back, the JD(U) statement said,”It is imperative that Kishor be removed from the party so that he doesn’t fall any lower.” With both leaders critical of the Modi government’s citizenship measures, their removal from the JD(U) will please the BJP, which has already announced that their alliance will fight under Kumar’s leadership in the Bihar assembly polls slated for later

this year. JD(U) leaders said Kishor’s continuance in the party had become untenable after his tweet on Tuesday. The JD(U) statement also said that both have been acting against its decisions and functioning which, it added, amounted to breach of discipline. “The Janata Dal (United) relieves Prashant Kishor and Pavan Varma of their primary memberships and all responsibilities with immediate effect,” it said. The party said Kishor made a number of “controversial” statements in the recent months, a reference to his digs at Shah and his frequent criticism of the CAA and asking the opposition parties to unite against it even though the JD(U) as a BJP ally had backed it in Parliament. Kishor had, however, unlike Varma refrained from directly targeting Kumar before his stinging attack on him on Tuesday. Varma, the JD(U) said, received more respect from Kumar than he “deserved” but he instead of appreciating it thought it was the party’s compulsion. Referring to his open

He also said that this will ensure safe termination of pregnancies and also give women reproductive rights over their bodies. The extension will help victims of rape, girls with disabilities as well as minors, who may not realise they are pregnant until later, he said. An official statement later said one of the salient features of the proposed amendments is “enhancing the upper gestation limit from 20 to 24 weeks for special categories of women which will be defined in the amendments to the MTP Rules and would include ‘vulnerable women including survivors of rape, victims of incest and other vulnerable women (like

differently-abled women, minors) etc”. If the pregnancy has to be terminated in 20 weeks, the opinion of one doctor is required. But beyond that, opinion of two doctors would be needed and one of them has to be a government physician, Javadekar said. Name and other particulars of a woman whose pregnancy is terminated shall not be revealed except to a person authorised in any law which is in force, the statement said. “In a progressive reform and giving reproductive rights to women, the limit of 20 weeks of medical termination of pregnancy has been increased to 24 weeks. This was discussed with various stakeholders,” Javadekar said.

NEW DELHI, JAN 29 (PTI): BJP president J P Nadda on Wednesday said that ally Shiromani Akali Dal, which had decided not to contest the Delhi assembly polls over differences with the saffron party, will support his party in the February 8 elections. At a joint press conference with SAD president Sukhbir Badal, Nadda hailed the SAD as an old and strong ally, while Badal asserted theirs is not merely a political but also an “emotional alliance.” “I am grateful to the SAD that they have decided to support the BJP in Delhi assembly elections. I thank Sukhbir Badal...The SAD is one of the oldest constituents of the BJP-led National Democratic Alliance. The SAD has always been at the forefront of serving the society. The strong coalition between the BJP and the SAD will remain intact,” Nadda told the press conference at Badal’s residence. Nadda drove down to Badal’s residence here and was welcomed by the SAD president. The two leaders had a long meeting before their joint press conference. “The BJP-SAD alliance is in national interest, and is meant for Punjab, its people and the Sikhs across the country,” Badal said, asserting his party carder in Delhi will work for victory of BJP candidates. Badal said the SAD had never broken their alliance with the BJP but just decided not to contest the elections.

Delhi court sends Sharjeel to 5-day police custody NEW DELHI, JAN 29 (PTI): A court here sent Sharjeel Imam, arrested on sedition charges, to five days of police custody on Wednesday, his lawyer said. Imam was produced at the residence of Chief Metropolitan Magistrate Purushottam Pathak in the evening amidst high security, said advocate Mishika Singh, appearing for the JNU research scholar in the matter. The police had sought a six-day remand for Imam’s custodial interrogation, the lawyer said. Imam was arrested from Bihar’s Jehanabad on Tuesday for allegedly making inflammatory speeches at the Jamia Millia Islamia University here and in Aligarh. He was brought to Delhi on Wednesday.

NEW DELHI, JAN 29 (PTI): The Union Cabinet on Wednesday approved extending the upper limit for permitting abortions from the present 20 weeks to 24 weeks for “special categories of women” which would include rape survivors, victims of incest, differently-abled and minors, an official statement said. The Cabinet gave its nod to the Medical Termination of Pregnancy (Amendment) Bill, 2020 to amend the Medical Termination of Pregnancy Act, 1971 and it would be introduced in the Budget session of Parliament beginning January 31. While addressing the media after the Cabinet meeting, Union minister Prakash Javadekar said the upper limit for permitting

NEW DELHI, JAN 29 (PTI): The JD(U) on Wednesday expelled its dissident leaders Prashant Kishor and Pavan Varma, capping months of their bitter differences with its president and Bihar Chief Minister Nitish Kumar over the Modi government’s citizenship measures, including the CAA. Showing the door to its vice president Kishor, the party accused him of using “insulting” words against Kumar as well as not adhering to party discipline and abusing the “respect” given to him by the JD(U) president. Announcing the expulsion of both Kishor and party general secretary Varma, a JD(U) statement, issued by its chief general secretary K C Tyagi, said the conduct of both leaders in the recent past has made it clear that they don’t want to abide by the “party’s discipline and worked against its decisions and functioning”. The two leaders have often spoken against the Citizenship (Amendment) Act (CAA) and the National Population Register (NPR) with Varma publicly questioning Kumar over his ideology. The JD(U) is supporting these measures. NEW DELHI, JAN 29 (PTI): Ahead of the Union Budget, the Oil Ministry has made a renewed pitch for inclusion of natural gas in the ambit of GST to promote the use of the environment-friendly fuel by reducing multiplicity of taxes and improving business climate. When the Goods and Services Tax (GST) was introduced on July 1, 2017, amalgamating 17 central and state levies, five commodities namely crude oil, natural gas, petrol, diesel, and aviation turbine fuel (ATF) were kept out of its purview given the revenue dependence of state governments on this sector. “Currently natural gas is taxed under the VAT regime with VAT ranging from 3 per cent to 20 per cent across states,” the ministry said in a booklet it brought out to promote the use of the fuel in automobiles, household kitchens, and industries. If brought under GST, natural gas will attract a uniform rate of tax at the consumption point anywhere in the country after doing away with current rates of excise duty and VAT. This, it said, would “result in an increase in state domestic product and socio-economic development owing to increased economic activities” which will lead to improved employment opportunities. DIMAPUR: In a first ever move towards patenting and documenting the traditional motifs of the Nagas, Nagaland government launched Mongken, a handholding initiative of the Department for Development of Underdeveloped Areas (DUDA) Nagaland and in partnership with TRIFED, Union Ministry of Tribal Affairs (MoTA). Apparel and garment sector is one of the key areas where the state can benefit immensely, she said,

adding that the Naga shawls have great economic potential in the national and international arena because of its exotic patterns, motifs and colours. The patterns and motifs reflected in the garments are replicated to retain and preserve the legacy of the traditional artisans and weavers from Nagaland, she said. Fearing that with the advent of online marketing and digital information, there is a danger of copyright infringement of traditional designs, she therefore said, in order to facilitate and create the right ecosystem, Mongken was created to patent traditional motifs and weave patterns. It would also help to promote and preserve the traditional knowledge through documentation and events, while also up skilling the local weavers

and youths and to create opportunities as skilled weavers in the apparel industry, she said. Assistance in marketing through creation of the Mongken Brand would be the window for local designers to showcase their works, she said. Dr. Anungla Imdong Phom maintained that Mongken will function as a nodal through which the local products can be marketed by participating in festivals, trade expos organized by TRIFED and similar agencies. She said that Tribal Cooperative Marketing Development Federation of India Ltd. (TRIFED) under MoTA has shown keen interest in Mongken brand and have agreed to promote it as a collaborative venture while the apparel and clothing line of Mongken will be promoted

through the Tribes India outlets across the country. Minister Chang lauded the efforts of DUDA for the initiative and hoped that it will help in preserving the traditional motifs of the Nagas, especially from Eastern Nagaland. Designer Atsu Sekhose said the world is looking into handloom and textiles so “we can definitely do more”. Advisor for SCERT and IPR, Toshi Wungtung described it a very successful initiative towards promoting the textile culture and the traditional motifs of the Nagas in general. The most ‘at-risk’ countries or regions worldwide are Thailand (1), Japan (2) and Hong Kong (3). The US is placed 6th on the list, Australia 10th and

the UK 17th. “So far, the main clinical signs and symptoms reported in this outbreak include fever, difficulty in breathing, and chest radiographs showing bilateral lung infiltrates. As of 27 January 2020, human-tohuman transmission has been confirmed largely in Wuhan city, but also some other places in China and internationally,” according to the World Health Organization (WHO). “With the information currently available for the novel coronavirus, WHO advises that measures to limit the risk of exportation or importation of the disease should be implemented, without unnecessary restrictions on international traffic,” said the statement from WHO. “For safety measures, wear masks, avoid crowded places, maintain basic hygiene and keep sanitising your hands, and avoid direct

hand contact with eyes and nose. “People with weak immunity are more prone to the risk of getting this infection, hence opt for healthy cooked food. This new coronavirus strain is rapidly spreading now in China and only prevention is the best cure,” Rohatgi said. The WHO has advised that you should avoid travel if you have fever and cough. “If you choose to wear a face mask, be sure to cover mouth and nose - avoid touching mask once it is on. Immediately discard single-use mask after every use and wash hands after removing masks,” said the advisory. “Eat only well-cooked food, avoid spitting in public, avoid close contact and travel with animals that are sick,” it said, adding that if you become sick while travelling, it is important to seek medical care early. Quartararo to replace Rossi at Yamaha MotoGP team in 2021 LONDON, JAN (AGENCIES): Valentino Rossi will decide this year whether to call time on his stellar MotoGP career after Yamaha announced on Wednesday the signing of French youngster Fabio Quartararo as the Italian great’s replacement from 2021. Quartararo, 20, will remain with the Petronas Yamaha non-works team for one more season before stepping up alongside Spaniard Maverick Vinales, whose contract was extended on Tuesday, at the factory outfit. Rossi, 40, will be starting his 25th season in grand prix motorcycle racing in March and said he wanted time to decide what came next. “Yamaha asked me at the beginning of the year to make a decision regarding my future,” said the nine times world champion in a team statement. “It is clear that after the last technical changes and with the arrival of my new crew chief, my first goal is to be competitive this year and to continue my career as a MotoGP rider also in 2021. “Before doing so, I need to have some answers that only the track and the first few races can give me.”

Yamaha team manager Lin Jarvis said the Japanese manufacturer respected Rossi’s position but had to plan for the future with hot competition among teams for rising stars like Quartararo. “It’s a weird sensation to start a season knowing that Vale will not be in the factory team in 2021, but Yamaha will still be there for Valentino, whatever he may decide for the future,” said Jarvis. “If he feels confident and continues to race, we will provide a factory-spec YZR-M1 bike and full engineering support.” Jarvis said that if Rossi decided to retire, Yamaha would expand their collaboration off the track in an ambassadorial role and with young rider training programmes. Only Italian Giacomo Agostini and Spaniard Angel Nieto have won more championships than Rossi, the most successful Yamaha rider of all time. Rossi has started 402 races, with 89 wins in the top category. Quartararo had an impressive rookie season in 2019 with six pole positions and seven podium finishes, including five second places, and has signed for 2021 and 2022.

ROME, JAN 29 (IANS): AC Milan has knocked out Torino FC 4-2 at Giuseppe Meazza Stadium, commonly known as San Siro, in the third Coppa Italia quarterfinal in Milan. The match on Tuesday was preceded by a tribute to late US basketball legend Kobe Bryant, who lived in Italy as a child and who died in a helicopter crash on January 26. Players from both sides took to the field with back armbands in a sign of mourning for Bryant, who was a Rossoneri supporter, reports Xinhua news agency.
