KOHIMA, JAN 29 (NPN): Nagaland chief minister T.R.Zeliang has warned apex tribe organisations who have called for state-wide indefinite bandh in protest against the government’s rejection of their appeals to defer civic polls for a dialogue to resolve issues in the Municipal Act and also 33% women reservation, that his government will conduct the polls at any cost and under any circumstances and also warned that security personnel will take action on the spot against those attempting to disturb the polling on February 1,2017. The chief minister said while interacting with the press at the CM’s residential office here Sunday where he sought to explain about the government’s legal stand on the municipal act and women reservation. The chief minister asked the tribe organisations to “rethink on their aggressive path” and let rule of law and constitution prevail. He said anyone having grievances against the government can approach the court of law to redress grievances
ASTD deadline on Ao candidates Staff Reporter
DIMAPUR, JAN 29 (NPN): Ao Senso Telongjem Dimapur (ASTDAo Union) held a marathon meeting with all the Ao village unions of Dimapur on Sunday that lasted for over 12 hours. Around 4000 people, attended the meeting held at the residence of ASTD treasurer. The Ao community had summoned four of the candidates who were yet to retire from contesting. However, none of the candidates could make it to the meeting, since they were supposedly out of station. As a result, some youth volunteers locked the houses of these candidates and were stationed in and around the vicinity. It was reported that the union had resolved to excommunicate those candidates including their immediate family members for a period of 30 years, if they failed to retire from the elections before February 1. Some demanded that the non-cooperative candidates should be excommunicated from any area wherever the Ao union is established. However, the village union leaders of the four candidates sought more time to find their whereabouts and convince them to retire from contesting.

The chief minister said that even if a candidate withdrew after the expiry date, the ballot box will be set up in the polling station and where votes cast will be valid and the candidate who got even one or two votes would be declared elected. He also said as per the directive of the State Election Commission (on municipal polls), polling officers were expected to complete the election process (till voting) and government was duty bound to protect citizens who go to vote. Additional advocate general, senior advocate Kakheto Sema explained various articles of the constitution with regard to contentions raised by lawyers over applicability of certain clauses and Article 371A. DIMAPUR, JAN 29 (NPN): Commissioner of Police and District Magistrate, Dimapur in an order has clamped Section 144-A of the CrPC with immediate effect till further notice. Sec. 144-A states that— “The District Magistrate may, whenever he considers it necessary so to do for the preservation of public peace or public safety or for the maintenance of public order, by public notice or by order, prohibit in any area within the local limits of his jurisdiction, the carrying of arms in any procession or the organising or holding of, or taking part in, any mass drill or mass training with arms in any public place”. Mobile internet services suspended: Mobile internet services have been reportedly suspended in some districts including Dimapur. An official said this was expected in view of brewing situation particularly in Dimapur district. Meanwhile, the state government has put in place police forces across Dimapur district since Sunday evening.
CYF expels 8 individuals; Total bandh under Chakhro areas bandh kept in abeyance D I M A P U R , JA N 2 9 (NPN): Chakhesang Youth Front (CYF) president Welete Kapfo and general secretary Chubutse Naro on Sunday informed that the eight persons have been expelled/barred from Chakhesang region of Phek district, for defying the January 7, 2017 resolution of the Chakhesang Public Organization. CYF said the following persons have been expelled until the issue is settled at the CPO lelve-- Mrs. Wetsole Rhakho, Nesucho Keyho and Salie Khesoh of Phek Village; Mrs. Veduhulu of Middle Khomi Village, Vezhopra Thingo of Thipuzu Village, Avi Movi of Zhavame Village, Mrs. Neiwekhe-u Khesoh of Kutsapo village and Viketou Nienu of Sohomi village.
CYF said if the individuals failed to comply with the order, the youth body would take any sort of action against them and for which the expelled individuals would be held responsible for any incident that may arise. Any individual/group dealing with these persons within the Chakhesang region shall be doing so at their own risks, said CYF, adding, the town/village youths would be keeping vigil on them. DIMAPUR, JAN 29 (NPN): Chakhroma Public Organisation (CPO) has decided to continue total bandh under its jurisdiction starting Monday (Jan. 30) from 7 a.m. to 5 p.m. The bandh would be effective on National Highways from Piphema till Assam-Nagaland border and
adjoining areas, stated CPO president Vichütuolie Mere and general secretary Zakievisie Kruse in a press note. CPO said this was in view of the situation and as a partner in Joint Coordination Committee (JCC), to fight against ULB elections in Nagaland. In this regard, CPO has requested the pub-
lic and travellers to bear with the bandh and to understand the stand of the people in its fight against “alien laws in our land”. Further, CPO has requested all its members to once again render their invaluable time and energy for the betterment of the future generations.
JCC declares indefinite Dimapur bandh from today Staff Reporter
DIMAPUR, JAN 29 (NPN): Joint Coordination Committee (JCC) spearheaded by Central Nagaland Tribes Council (CNTC), Naga Council Dimapur, Chakhro Angami, Chakhesang and ENPUD have decided to impose an indefinite bandh in Dimapur starting January 30 from 7 a.m. till the demands of the Nagas were fulfilled. For other districts, JCC has asked the respective apex bodies to impose bandh (timings) as per their convenience. The decision to hold the indefinite bandh was compelled following the state government’s decision to forcefully conduct the civic body elections defying the public appeal, JCC stated. Talking to Nagaland Post, JCC convenor Supu Jamir informed that the bandh in Dimapur would be enforced by Dimapur Naga Youth Front. Since all the tribe organizations have entrusted JCC to coordinate with other districts to impose the bandh, Supu has appealed to all hoho leaders of other districts to initiate. Taking note of the January 28 incidents, where some volunteers had harassed mediapersons, medical staff and even JCC officials, the committee has asked respective tribal leaders to strictly ensure that all volunteers maintain discipline and maximum restraint in order to avoid any unfortunate incidents which may be detrimental for their respective community bodies. In this regard, JCC asked all volunteers to strictly note that only hospitals,
pharmacies, ambulances ferrying patients and attendants, weddings, students appearing exams, all press and media staff, newspaper hawkers, paramilitary & policemen in uniform and district administration have been exempted from the purview of the bandh. Further, JCC has asked all citizens of Dimapur to assemble at DC’s office by 9 a.m. on January 31 to discuss future course of action. JCC lauds: JCC acknowledged Independent candidate (ward 20) Hukhavi Tokheho Yepthomi for voluntarily retiring by respecting the call of the Nagas. JCC has once again urged upon those candidates, yet to back-out from fray, to listen to the voices of the Nagas. It has also appealed to the state government to review its decision. JCC has warned that state government and the candidates in the fray would be held responsible, in the event of unwanted situation that may arise during the bandh. A JCC member said they were also aware that supporters of some candidates have setup camps near the polling stations. Appeal to polling officials: JCC has fervently appealed to all polling officials to restrain from executing their duties in order to safeguard the rights of the citizens. Clarifies: JCC has dismissed certain social media reports that its volunteers had stopped an ambulance ferrying patients on January 28. RH slams NPF Tseminyu div statement DIMAPUR, JAN 29 (NPN): Rengma Hoho (RH) on Sunday said it had taken serious note of the statement of NPF Tseminyu division president and GB of Tesophenyu Village (Upper), Ahino Tep, and resolved to derecognize his GB’ship. In a press release, RH president Kenyuseng Tep said Ahino had totally contradicted and directly confronted the wisdom and decision of the hoho. Despite being part of the hoho executive, RH said Ahino had gone against the directive of the apex body, which was totally detrimental to self and affront to the community as a whole. Besides derecognizing his GB’ship, RH also resolved not to allow Ahino to hold any leadership and responsibilities within the Rengma community. RH further cautioned all its members not to make any derogatory remarks and unnecessary statements in the near future.

DIMAPUR, JAN 29 (NPN): Responding to state-wide bandh call given by JCC, the Lotha Hoho Joint Action Committee (LHJAC) announced 36-hour total bandh in Wokha district starting January 31 from 6am. In this regard, LHJAC asked every villages and colonies in Wokha and Bhandari town to come forward in mobilising youth volunteers at least one from each family. Emergency services, hospitals, pharmacies and medical visitations exempted from the purview of the bandh while all government registered vehicles directed to stay off the road. Instr uction has been issued to district hospitals, Mhondamo memorial hospital and fire service to stay alert, and doctors and nurses asked to be present in their respective station. Further,
LHJAC asked volunteers from each surrounding villages in Wokha and Bhandari town to reach the venue on January 30 and submit the list to member secretary at Hotel Hornbill Wokha. They have to arrange their own lodging and arrangement. Volunteers have been asked to gather at control room at police point and PWD junction in traditional attires on January 31. The committee also warned that state government would be held responsible on any untoward incidents happen to the volunteers during the bandh. LHJAC said that it would “try to be peaceful to the true spirit of lotha Naga warrior”, while enforcing the bandh. However, the volunteers have been asked to keep vigil to stop citizens from casting vote in the form of postal ballot/EDC or voter slip.
Sümi Hoho has asked all the Sümi areas under Zünheboto district to depute minimum 50 volunteers to reinforce ZTYO enforced bandh on January 31, against ULB elections. All chairmen of areas, Kukami (GBs) association along with area representatives to Sümi Hoho have been asked to mobilize the volunteers in their respective areas and accompany them, to show solidarity with Sümi Hoho and Naga civil bodies. Furthermore, every area has been informed to keep volunteers ready as and when required.

Tuensang Correspondent adds: Despite nil nominations for Tuensang Town Council polls, apex tribe bodies in Tuensang-- CKS, TVCU, CCSU, SUTT, KUTT and YUTT have called for total bandh on February 1 from 6 a.m. to 6 p.m., in solidarity with state-wide bandh called by the JCC. The decision was taken at an emergency joint meeting of unions held on January 29 at CKS hall Tuensang. Power department, medical, paramilitary forces, fire and emergency service have been exempted from the purview of the bandh. Speaking about the purpose of the resource centre, executive secretary WSBAK, Rev. Dr. Hevukhu Achumi said that the centre would be used for conducting conferences, mass gatherings, church leaders’ training etc. He said that the land measuring 70 acres was

DIMAPUR: Based on specific intelligence, 41 Assam Rifles conducted an operation in Ward 9 Medziphema Town and apprehended two persons along with one Pt 22 mm Pistol and 339 bottles of IMFL. According to PRO IGAR (N) the apprehended individuals were identified as Vizoto Angami, (40) son of Joseph Angami and Supi Chaya Angami (35) son of Puto Chaya Angami, both resident of Ward 9 Medziphema Town. LBYD celebrates its 19th foundation day DIMAPUR: Lierie Baptist Youth Department (LBYD) celebrated its 19th foundation day on January 28, with Nagaland Voluntary Consumers Organization (NVCO) president and ACAUT (legal cell) convenor, Kezhokhoto Savi as speaker. In the programme, Savi said that ACAUT team had met the chief minister and had also submitted required rules and guidelines for establishing Lokayukta in the state to curb corruption. Kilang Jamir and director of Eleutheros Christian Society, Tuensang, Phutoli Shikhu Chingmak while resource persons for Bible study were pastor Robert Aley of NBC Chumukedima and pastor Joshua Gu-

The main speakers delivered the messages on the topics “Christ our foundation: Planted and build in Christ” (I Peter 2:4-8); “The Church in a changing culture” (I Thessalonians 4:4-11); “The Church with a mission” (Luke 4:1819) and “Anticipating the future” (2 Peter 3:11-13). The conference hosted by Nepli Baptist Church, Sechü (Zubza) was attended by around 400 delegates from 38 affiliated Nepali and Gorkha Baptist churches spread all over the state.

and technology had made in the past decades, and questioned the students as to how they were incorporating the benefits of that growth in their professional social work. He cautioned against the unethical use of the exponential growth of technology in curbing or ameliorating social problems. Drawing examples from the current scenario,
he highlighted areas where technology which were accessible could be used to create employment and sustainable development for the Naga society. He challenged the future social workers to be exponential leaders who are innovators, futurist, technologist and humanitarian. The orientation programme would continue till January 30.

Ko h i m a , Ja n 2 9 (NPN):Nagaland, along with other states in India on Sunday has launched first round of Intensive Pulse Polio Immunisation (IPPI) for the year 2017 by administering the first two drops of polio to eligible children from 0-5 years throughout the state. In Kohima, Intensive Pulse Polio Immunization (IPPI) was launched by principal director health and family welfare Nagaland Dr. L. Watikala by administering the first two polio drops to a child at Naga Hospital Kohima on Sunday. In a brief address, State programme officer (UIP) Dimapur (rural) Dr. Visasieii Kire said India is free from polio since 2011 and that the disease has been eradicated. However, she cautioned that India remains at high risk till the whole world is free of wild polio virus. She said department o f h e a l t h a n d f a m i ly welfare was all geared up to administer polio drops to over 2.3 lakh eligible children from 0-5 years throughout the state. Dr. Visasieii said that 2296 polio booths across the state would be manned by 9184 health personnel and 459 supervisors along
with vaccines and other logistics. The officials from H&FW, UNICEF, NHAK and other officers also administered the polio drops to the children. The officials informed that health workers throughout the state would conduct house to house administering polio to the child from 0-5 years the remaining two days January 30 and 31. The department sought the cooperation of all the sections of people, agencies, organizations, churches and community leaders to ensure that all eligible children receive the “the two drops of life” (polio drops). BJP, UNC, NSCN-IM are one and same: Manipur CM
I m p h a l , J an 2 9 (Agencies): Joining the war of words between the Congress and the BJP, ahead of the Assembly election, Manipur Chief Minister O Ibobi Singh on Saturday claimed that the BJP, UNC and the NSCN (IM) are one and the same though outwardly they may profess to be different entities. Speaking at the reception function of a large number of people who have joined the Congress from other political parties at the Congress Bhawan at BT Road, the Chief Minister said that Union Home Minister Rajnath Singh had conveyed to the State Government that the NSCN (IM) is against the creation of Kangpokpi (previously Sadar Hills) district. To this the State Government had made it clear that creation of district is the prerogative of the State Government and no outside force can interfere in the decision of the
State Government, said the Chief Minister. Explaining the stand of the State Government, the Chief Minister said that the seven new districts were created for administrative convenience and not for any political gains. He elaborated that the demand to create Sadar Hills district dates back to more than 40 years and there is no political motive in the recent decision of the State Government to create Kangpokpi district as it was done for administrative convenience. To the charges that the new districts were created for electoral gains, the Chief Minister said that the decision was not announced earlier keeping in the mind the unwanted developments that may arise. It is to knowledge of the people the many obstacles that were put up against the move of the State Government to create new districts, said O Ibobi. Taking digs at the BJP, the Chief Minister said that

Claiming that not everything is fine in the home State (Gujarat) of Prime Minister Narendra Modi, O Ibobi said that Manipur has emerged as the torch bearer
in the health care sector and added that it is the State with the lowest infant mortality rate. This is something which other States are trying to follow, he claimed. Frequent bandhs and blockades have hindered the numerous development projects taken up by the State Government in the hills and valley, said the Chief Minister but added that despite this, the Congress has managed to fulfil all the promises it has made to the people. AICC Manipur-in-charge, Dr CP Joshi who is on a visit to the State and attended the reception function, said that the people are still reeling under the impact of demonetisation. Despite the tall claims made by Prime Minister Narendra Modi, the fact stands that the people are still reeling under the impact of demonetisation, he claimed. IMPHAL, Jan 29: Manipur government is likely to depute a senior bureaucrat as government representative in the proposed tripartite talks with the United Naga Council (UNC) at New Delhi next month. Re por ts said that Union ministry of home affairs has fixed the date for the proposed tripartite talks between Manipur government, Centre and UNC on February 3. A highly reliable government source said that state additional chief secretary Suresh Babu is being considered as government representative for the talk. After a proposal to hold the tripartite talks at Imphal on January 23 last was stalled, Manipur government has written the MHA to host the talks at a date which would be fixed by the ministry. UNC had intimated its pre-conditions to the Centre instead of responding to the invitation of the state government. The agitating UNC has been demanding to hold the talk at one of the Naga districts of the state or in New Delhi as one of its condition.

Shillong, Jan 29: Union Minister of State for Home Kiren Rijiju on Sunday ruled out any investigation into the alleged “inappropriate behaviour” of V Shanmuganathan, who was forced to quit his gubernatorial post of Meghalaya. “As of now, there is nothing in the form of documentary evidence against the former governor to investigate the allegations. Nothing is in our hands (central government),” he said at the sidelines of the 1st North East Investment Summit here in Meghalaya.
However, he described the resignation of Shanmuganathan, who was also the governor in-charge of Arunachal Pradesh, was done on “moral ground”. “I cannot comment on whether the government will institute an inquiry into the allegations. It is too premature for me to do so,” the Minister of State for Home said. Shanmuganathan quit the gubernatorial post on January 26 after nearly 100 employees of the Raj Bhavan in Shillong on Wednesday sent a five-page letter to the Prime Minister’s Office and Rashtrapati Bhavan, demanding that the Gover-
nor be recalled for what they alleged was “turning the Raj Bhavan into a Young Ladies Club”. From the time Shanmuganathan took over, the employees alleged, they were going through “severe humiliation, mental stress and torture”. The protest letter by the Raj Bhavan staff came after an English daily report quoted a woman who accused the Governor of making advances by “hugging and kissing her”. The woman was one of the seven candidates selected for an interview for the post of a Public Relations Officer at the Raj Bhavan.
Agartala, Jan 29 (IANS): The Border Security Force (BSF) on Sunday detained a Nigerian national while trying to cross the India-Bangladesh border in Tripura with two others who managed to escape, an official said. “Three Nigerian youths tried to cross over to Bangladesh early Sunday morning at Belonia (in southern Tripura). BSF patrol party detained one 23-year-old Nigerian. Two of his companions managed to escape,” BSF official Rabin Taijon told reporters. The BSF handed over the detainee to the Tripura
Police which launched a search operation to nab the other two. The youth said that they are the members of a Manipur football club team. They have no passports and they came to Tripura from Kolkata enroute to Bangladesh, Taijon said. Senior police officials are now interrogating the youth. According to the police, during the last three months ten Nigerian youths were detained by the BSF while trying to cross over to Bangladesh illegally in bordering Belonia subdivision.

lier the VC had recruited a librarian, deputy librarian and finance officer through unfair means. “We demand the resignation of the VC and an enquiry into each and every recruitment, the screening process, purchase and tenders of the university during the tenure of Ghosh,” the faculty members said. Adhikari promised the teachers an enquiry would be conducted into the screening process for the recruitment of associate professors and professors in the departments of rural development, education, microbiology and molecular biology. The registrar said the VC has also agreed to conduct a probe.

IMPHAL, Jan 29: Two of the three workers of the Maphou dam project in Manipur’s Senapati district who were kidnapped by unidentified armed Kuki cadres were found shot dead on Sunday while the third was rescued unharmed, the state police said. A Kuki tribal alleged to be one of the kidnappers has been arrested. The police said that the workers - Kangujam Thoi, a helper, JCB driver Kangujam Tompok, and truck driver Khumukcham Bije from Itham - were kidnapped from the project site on January 26 by
armed Kukis. The police added they are trying to establish identity of the outfit. The three were held captive in the Monroi village in neighbouring Ukhrul district. On Sunday, some cadre of the Kuki Liberation Army had an exchange of fire with the kidnappers, during which the two captives were fatally hit in cross-fire. The police say that one of the kidnappers identified as Thangminlien Khongsai was caught and handed over for interrogation. Most of the Kuki outfits had signed the suspension of operations with the central government. Major ground rules of the agree-
ments are that the militants cannot carry arms and indulge in terrorist acts including kidnappings for ransom. Initial reports say that the three workers were kidnapped to extract hefty ransom from the project officials. Since the two killed workers are nontribals, there is a fear that there may be a communal fallout. Leaders of the Kuki Impi Manipur and other civil society organisations held a meeting in Manipur to deal with the issue. Chief Minister Okram Ibobi Singh has asked the state administration to take up all necessary steps to check follow-up violence.

Inaugurating the second road bridge over Brahmaputra here, the Union Road Transport and Highways Minister said the Centre has already sanctioned an investment of Rs 15,000 crores for developing the existing roads as NHs. “I have ordered to prepare the DPR (Detailed Project Report) and it will be over soon. I hope the CM will initiate land acquisition process soon. As soon as the state government gives us the land and forest clearances, we will start the work immediately,” he said. Gadkari said the National Highways and Infrastructure Development Corporation Ltd (NHIDCL) will spend Rs 8,000 crores over the next two years for developing 143 kilometres

New Delhi, JAN 29 (Agencies): Five years before Rajiv Gandhi was killed in 1991, the US Central Intelligence Agency (CIA) had prepared a very detailed and thorough “brief ” on what would happen if he is assassinated or makes an “abrupt departure” from the Indian political scene. A 23-page report, titled India After Rajiv ... was put out as early as March, 1986 for comments from other senior CIA officials. The “sanitised” report was declassified recently by the CIA. The repor t, whose complete title is not entirely available as it is part deleted, was prepared on the basis of inputs available to the CIA till January, 1986. The very first sentence of the report’s available (undeleted) page reads: “Prime Minister Rajiv Gandhi faces at least an even chance of assassination before his tenure in office ends in 1989.” It, however, later clearly said that “assassination is the major near-term threat” to him. Single agenda
roposals for a Uniform Civil Code(UCC) and combining a single election for parliamentary and legislature together are under serious consideration by the Modi government even though these have not been formally addressed. However, not surprisingly central ministers have welcomed discussions and debates on these issues for the simple reason, that it would help the central government to jump in. The proposal for having one election is nothing new as it had been suggested decades ago especially to curtail the huge expenditure. Those who agree with the proposal for a single election feel it can change the character of Indian elections by reflecting national issues a bit more in the local elections. The proponents believe a single election will help save expenditure for the government as the preparations for parliamentary elections and assembly elections can be greatly reduced. Even political parties can save money by campaigning only once and not twice with a year. Further, those for single election also feel it would help give time to politicians to devote more time to people and providing enough time for political strategies. Building roads and developing infrastructure all seem to happen only when elections are around the corners. It would also encourage making policies that are good for all and not pandering to the whims of ‘vote banks’. A combined election procedure would give them ample time to concentrate on policymaking without having to worry about the votes being gained or lost. The more the elections the more are likelihood of vices being perpetrated with more elections. However, there are also many who do not support the idea of having a single election as they feel it is impractical. This may be understood from the fact that states often face political instability and necessitating untimely elections sometimes a year or two after a general election. Such instances could happen in two or more states for various reasons. Therefore the proposal for one election is not appreciated. The other is that holding a single election is not an easy process and the quantum of work demanded will be too much to cope up with. Further, those against one election say the cost of having elections can be greatly reduced by putting a cap for expenditures of all parties where payments are to be made in cheques. Also the bank accounts of all parties and their candidates will be the basis of their claimed expenditure and whatever is noted beyond these, will be considered as violation of expenditure law. Besides many impracticable aspect of one election, one nation; the crucial issue of separating out what is about whether national and state issues can go along with the same voter. In parliamentary elections people do not vote for the same party. It has been the practice in many states for people to vote for one party for parliament and another party for the state assembly. This clearly acts against the notion of having one election for all. The debate could go on and perhaps another old proposal, that found wide acceptance from Indira Gandhi at the height of her power, to have a presidential form of government , could just be revived.

Railways, postal department and other public utility services would be asked to generate their own revenues. But it has also to ponder how to increase expenses on health, education and other people-oriented areas. It is likely to stress on expenditure side reforms, inflation management and tax-GDP ratio. Overall large expectation of soft budget is limited. Generating funds is desirable but not easy. But the budget is set to have out of box approach and spring surprises. Its fundamental would be welfare and growth to make it popular if not populist.

n-laws may be universally intimidating, but in some cultures, the deference paid them rises to a whole new level, at least linguistically. A geographically widespread practice known as avoidance speech, or “mother-in-law languages,” imposes strict rules on how one speaks — or doesn’t — to the parents of a spouse, with daughtersin-law typically bearing the brunt of such limits. In parts of Africa, Australia and India, some societies restrict the words a person can say after marriage. Some cultures have even barred all direct communication with parents-in-law. Some married women who speak the Kambaata language of Ethiopia follow ballishsha, a rule that forbids them from using words that begin with the same syllable as the name of their father-inlaw or mother-in-law. This rule can complicate a conversation, but there are workarounds. Certain basic words in the vocabulary come in synonymous pairs. “One
is the normal term, used by everybody; one is the term used by women who are not allowed to say that word,” said Yvonne Treis, a linguist at a French research institute, Languages and Cultures of Sub-Saharan Africa. Euphemisms are another frequent solution: If the word “ox” is taboo for a wife to say, she may refer to “the one that plows” instead. The Kambaata language also has a word akin to “whatchamacallit” in English, useful in a pinch as either a noun or verb when no other alternative is available. Avoidance speech is also practiced by speakers of some of the Bantu languages of southern Africa, including Xhosa and Zulu. Married women are forbidden from using their father-in-law’s name, or any word that has the same root or similar sound. Bantu speakers often get around this restriction by borrowing synonyms from other languages spoken nearby. Some linguists think that is how click consonants found their way into Bantu speech:

There are aboriginal cultures where a man and his mother-in-law are forbidden to directly address each other. “In my experience, the taboos between a man and a mother-in-law are a lot stronger than between a woman and her motherin-law,” Professor Bowern said. As in Africa and India,
there are a number of rules in Australian languages about which words one can say in the presence of “tabooed kin,” Professor Bowern said. For example, in the Dyirbal language, spoken in northeast Queensland, water is “bana” in the everyday language but “jujama” in avoidance speech. Of course, there isn’t a second word for everything, and one avoidance word often has to suffice for many related ordinary words. In the Guugu Yimithirr tongue, spoken in the far north of Queensland, the verb “bali-l,” meaning to travel, is the all-purpose substitute for more specific words like walk, crawl, limp, paddle or float. Why did the custom of avoidance speech arise? Some experts on its use in Africa and India see it as a way to reinforce the inferior status of daughters-in-law. A cloud of uncertainty looms large over the conduct of ULB elections as both entities—state govt and general public—remain adamant with their opposing stands. With all government machinery and force at its disposal, use of police force by the state government to assert its might seems a foregone conclusion. On the other hand the voice and sentiment of the general public also cannot be undermined. Violence then is an inevitable outcome and the familiar lanes of our towns will be the arena of this theatre of violence. The pace at which resolutions and directives are being passed on the matter is suggestive of the current lack of mental faculties in our Naga society—we are moving ahead with twice the speed of sound but half the speed of sense. This malady coupled by arrogance of megalomaniac leaders spells doom for the Nagas. It is imperative then that both entities should come to a common ground and work out their differences for the sake of the Naga people. Election Commission pulls up Kejriwal, wants FIR filed

New Delhi/Panaji, Jan 29 (IANS): The Election Commission on Sunday pulled up Delhi Chief Minister Arvind Kejriwal for targeting it and told Goa officials to file an FIR against him for telling voters to take money from other political parties but vote for the AAP. The Aam Aadmi Party (AAP) said it was a noncognizable offence and hence no FIR can be registered over the matter. Taking notice of a media report wherein the AAP leader attacked the Election Commission wondering if it was taking orders from the Prime Minister’s Office
(PMO), the poll panel called the remarks “baseless”, “scurrilous” and “highly depreciable”. “The substance, tone and tenor of the address/ interview are not only baseless and scurrilous but also unethical and highly depreciable against Election Commission, a constitutional authority,” the Commission said in a stronglyworded letter to Kejriwal. Taking umbrage to Kejriwal’s remarks made during his campaign for the Goa assembly polls, the Election Commission directed that a First Information Report be slapped against him. “We have been asked to file an FIR and send a compliance report by January 31,” an official source told IANS in Panaji. The AAP said the communication received from the Election Commission directs Kejriwal not to make such statements and does not convey that any criminal case has been registered against him.
It added that since it was a non-cognizable offense, no FIR can be registered over the matter. “However, it is being reported that some order has been passed by the Election Commission for registration of FIR/complaint. But no such order has been communicated to Kejriwal,” the AAP said in a statement. It said the party will avail legal remedies if such an order was passed by the poll panel. In all his four speeches at various rallies in Goa, Kejriwal said people should not just accept Rs 5,000 but demand Rs 10,000 from politicians keen on offering money but vote for AAP instead. “These statements are probably wrong and indefensible as per the provisions of law on bribery and is not acceptable to the Commission,” the panel said. The Commission had censured Kejriwal on January 20 on the same issue. Kejriwal had defended himself saying he was not ask-
ing people to vote for the party which give money and thus committing no bribery offence. “You are repeatedly violating Model Code of Conduct and not adhering to your assurance to the Election Commission,” the Sunday letter said. “lnstead of taking the EC’s advisory in the right spirit, you have been persistently indulging in objectionable activity,” it said, adding that it was “concerned” about Kejriwal’s conduct, utterances and demeanour. “Even after being reprimanded by the Commission and directed not to incite the voters, you are still continuing with your statements of instigating voters to take money from other parties. “Instead of making wild allegations you are most welcome to adduce any evidence of distribution of money by any person or party and help the Commission to take necessary action against them and stop corrupt practices.
UIDAI warns against printing of plastic Aadhaar cards
New Delhi, JAN 29 (AGENCIES): A printout of the downloaded Aadhaar card, even in black and white form, is as valid as the original card and there is no concept such as smart or plastic card, the UIDAI said. The Unique Identification Authority of India on Sunday cautioned against unscrupulous entities charging anywhere between Rs. 50-200 for a plastic Aadhaar card and emphasised that paper-printed Aadhaar is “perfectly valid” and there is no concept such as smart or plastic card. Warning the public not to fall for such ploys, the UIDAI said the Aadhaar letter or its cutaway portion or downloaded version of Aadhaar on ordinary paper is

valid for all uses. The Aadhaar card or the downloaded Aadhaar card printed on ordinary paper is perfectly valid for all uses. If a person has a paper Aadhaar card, there is absolutely no need to get his/her Aadhaar card laminated or obtain a plastic Aadhaar card or so called smart Aadhaar card by paying money. There is no concept such as smart or plastic Aadhaar card, Ajay Bhushan Pandey, CEO of UIDAI, said in a statement. Advising users to protect their privacy, Mr. Pandey asked public not to share their Aadhaar number or personal details with unauthorised agencies for getting it laminated, or printed on plastic card. “UIDAI has cautioned unauthorised agencies not

‘RSS tried to sow discord in Army in 1950’: Reports

NEW DELHI, JAN 29 (AGENCIES): The RSS in 1950 worked to stoke discord within the Indian Army allegedly over the leadership of the first Commander-in-Chief K M Cariappa, according to a declassified report. The two-paragraph wire states that there was an attempt to assassinate Gen Cariappa, whom later became Field Marshal, during a tour of east Punjab and that six people were sentenced to death in connection with the plot. Claiming Gen Cariappa was resented by Sikh officers, the wire says, “RSS is capitalising on the north-south split among Army officers, persuading Sikh officers, whom the informant considers treacherous and unreliable, to spread dissension.” However, apart from the noting that informant had his biases, the wire seems to offer a contradictory view that “officers from Travancore, Maharashtra and Madras are invariably loyal to Gen Cariappa”. Since RSS leadership then and for decades later was strongly influenced by Maharashtrian brahmins, its motives in opposing Gen Cariappa are not clear.

Zeliang on Sunday informed that the state government would be holding the ‘Naga Summit’ in the month of February to deliberate on the ongoing International border fencing work at Pangsha village, carried out jointly by India and Myanmar government. Only 13% evacuees back at Fukushima Tokyo, Jan 29 (IANS): Only 13 per cent of the inhabitants of Japan’s Fukushima prefecture who were evacuated following a 2011 nuclear accident have returned to their homes after it was declared inhabitable again, the media reported. The evacuation orders, placed in five areas after an earthquake and a tsunami in March 2011 triggered one the of worst nuclear accidents at the Fukushima Daiichi nuclear power plant since Chernobyl, were gradually lifted, completely or partially, between April 2014 and July 2016. According to official data collected in January from five municipalities, only around 2,500 of the 19,460 people registered in the five municipalities before the accident are currently residing there, Efe news reported.

Sanaa, Jan 29 (AGENCIES): A US commando raid has killed more than 40 al-Qaeda militants in central Yemen, Yemeni officials and tribal sources say. Several Apache helicopters took part in the operation in al-Baida province, according to the reports. Three al-Qaeda leaders were among those who died in a battle lasting 45 minutes in a village in the Yakla district. There has been no confirmation from the US side. US drones have carried out periodic attacks on al-Qaeda in Yemen.

The demonstrators came out on Saturday night to protest against the executive order of Friday that bans citizens from seven Muslim-majority countries from entering the US. According to the “extreme vetting”, refugees from Iran, Iraq, Syria, Somalia, Libya, Sudan and Yemen were banned from entering the US for 90 days, citizens from Syria were indefinitely banned and the application of all refugees to the US was suspended for 120 days. James Cameron’s thoughts on ‘Alien’ franchise

irector James Cameron has revealed his thoughts concerning the Alien franchise during a recent interview. Cameron directed the 1986 Alien sequel Aliens and the franchise has seen a number of movies released over the course of five decades. Alien: Covenant is due for release in May of this year. ollywood director and screenwriter Sujoy Ghosh, whose 14minute short film “Ahalya” created a stir on the internet, feels the increased usage of internet and smartphones has brought about the new wave of making short films. Talking on the emergence of short films in India, Ghosh said the internet has provided the short film makers with a perfect platform which was not there earlier. “At the moment, when we make a short film, the internet is our only medium. The number of short films have significantly increased now as there is a medium to put it up for viewing. Earlier, if you made a short film, where would you put it up except for limited screenings

If you don’t do something interesting or out-of-the-box, then people are not going to talk about it. If they don’t talk about it, you are dead. Then there is no point in making a short film,” Ghosh said. he producers of the film Jolly LLB 2 have been issued notices by the Mumbai High Court asking them to reply to a petition which demands that the word LLB be dropped from the title. The court also said it would watch the two trailers released of the movie before the next hearing. The petition was filed by lawyer Ajaykumar S Waghmare of Nanded in the Mumbai High Court’s Aurangabad bench claiming that several scenes in the trailers showed advocates playing cards and dancing on the court premises, reflecting poorly on lawyers. The petition also states that the scenes were a deliberate attempt to malign the reputation of the Indian Legal Profession. The petitioner has urged the court to stop the trailers and asked the producers to tender an unconditional apology and the court to act against them for contempt. The petition states: “The trailers of the movie released on social media and television channels are nothing but an attempt to make
the Indian Legal Profession and Judicial System a laughing stock.” The petitioner has also claimed that the scenes in the movie are an attempt to malign the reputation of the judges. Panditrao Anerao, who appeared for the petitioners, pointed this out to Justice V M Kanade and Justice Sangitarao Patil on Friday. Dhiraj Jethliya who appeared for Fox Star Studios, the producer of the film, told the court that some scenes had already been deleted from the movie. “The court has kept the matter for hearing on Monday and has asked the producers to come up with a reply on the issue,” said Anerao.

Second seeds Sania Mirza and Ivan Dodig lost 2-6, 4-6 to Abigail Spears and Juan Sebastian Cabal in the mixed doubles final at the Australian Open on Sunday.
Though Sania and Dodig were slight favourites going into this match, it was the American-Colombian duo who looked sharper as the contest began. Sania and Dodig were both broken in their first service games and Spears/Cabal took a 3-0 lead in under 15 minutes. Superb net play and accurate first serves from Spears/Cabal kept their opponents on the back foot. After being 0-4 down, Sania/Dodig managed to hold their serves and at 2-5 the Indo-Croatian pair finally looked like they were finding their feet. In the eighth game, they threatened to break Spears/Cabal for the first time, but at 40-40 Sania hit a backhand wide on the deciding point to give the first set to the unseeded pair. India U19 trainer found dead in Mumbai hotel room
M umb a i , J a n 2 9 ( A g en c i e s ) : I n a shocking development, Rajesh Sawant, the strength and conditioning trainer of the India Under-19 and A cricket teams, was found dead in Mumbai on Sunday. Sawant’s room at the team hotel was checked after he failed to turn up for the U-19 team’s training session. Sawant reportedly died in his sleep. “What I have gathered so far is he did not report for team activities in the morning, so people started looking for him and eventually he was found to have been passed away in his room,” Amitabh Choudhar y, the Board of Control for Cricket in India joint secretary, told Sportstar. “I have asked Prof (Ratnakar) Shetty to visit the site and keep me updated.” “When there was no response after knocking the door repeatedly, the room was opened and they (the staff members) found him lying unconscious,” police said. Marine Drive Police was informed and Sawant was immediately shifted to Bombay Hospital where he was declared dead before admission. It is suspected that he may have died due to cardiac arrest, they added. The exact reason of his death will be ascertained only after post-mortem, Deputy Commissioner of Police Manojkumar Sharma said. The India U-19 team, which is due to play five 50over and two four-day games against England Under-19, will take on the visitors in the first limited-overs match on Monday at Mumbai’s Wankhede Stadium.

L on d on , J a n 2 9 (Agencies): Manchester United captain Wayne Rooney believes the club have finally found the right manager in Jose Mourinho since the departure of Sir Alex Ferguson, and says success will come at Old Trafford. Since Ferguson retired i n 2 0 1 3 , U n i t e d h ave overseen the appointments and subsequent sackings of David Moyes and Louis van Gaal, as well as the hiring of incumbent boss Mourinho all in the space of four seasons. For Rooney though, such managerial changes are just part and
parcel of the modern game, but feels the club have at last hired the right manager to follow in Ferguson’s footsteps. “I think that’s part of football,” said Rooney. “Obviously Manchester United have had the stability of Sir Alex over the 26 years before, and I think over the last three or four years what they’ve been doing is trying to find the right one. And I believe they’ve found him [in Mourinho]. Just working every day and seeing how he [Mourinho] wants to work, how he is setting the team up. There’s successes around the corner.”
