Remain non-violent when fighting for a cause: Prez

NEW DELHI, JAN 25 (PTI): President Ram Nath Kovind on Saturday urged people, particularly the youth, to remain non-violent when fighting for a cause and stressed on the need to “hold fast to constitutional methods” of achieving social and economic objectives. His remarks come in the backdrop of protests against the new citizenship law although he made no reference to them. In his customary address to the nation on the eve of 71st Republic Day, Kovind cited Mahatma Gandhi’s gift of ‘Ahimsa’ (nonviolence) to the humanity and said that his talisman for deciding whether an act is right or wrong “applies to the functioning of our democracy”. He said modern India comprises three organs – Legislature, Executive and Judiciary – which are necessarily interlinked and interdependent. “Yet, on ground, the people comprise the State. ‘We the People’ are the prime movers of the Republic. With us, the people of

The president said the present third decade of the 21st century will be “the decade of the rise of New India and a new generation of Indians. Kovind said with advances in technology, the young minds of today are better informed and more confident. “The next generation remains strongly committed to the core values of our nation. For our youth,

the nation always comes first. With them, we are witnessing the emergence of a New India,” he said. Concluding his speech by quoting Babasaheb Ambedkar “If we wish to maintain democracy not merely in form, but also in fact, what must we do? The first thing in my judgment we must do is to hold fast to constitutional methods of achieving our social and economic objectives”, the president said “these words have always lighted our path. These words will continue to show us the way ahead to new glories”. Speaking about security, he said strong internal security is essential for the development of the country and therefore, the government has taken several concrete steps to strengthen the internal security system. Kovind said as India and Indians march forward, “we remain committed to engaging the global community to build a secure and prosperous future for ourselves and for the entire humanity.”

DIMAPUR, JAN 25 (NPN): Veteran politician, former governor and former chief minister, Dr. SC Jamir has been conferred with the third highest civilian award-Padma Bushan in the field of Public Affairs, on the eve of the 71st Republic Day. Along with Dr. Jamir, 16 other personalities have been conferred the Padma Bhushan award. Meanwhile, Olympic boxing champion MC Mary Kom was among seven personalities, conferred with the Padma Vibhushan award this year. The Padma Vibhushan is the secondhighest civilian award in India after the Bharat Ratna. The President approved conferment of 141 Padma Awards including four duo cases (in a duo case, the Award is counted as one).

Staff Reporter DIMAPUR, JAN 25 (NPN): A major fire broke out Saturday at Burma Camp area where at least three shops and five houses including a godown-- stocked with plastic, aluminium, steel, fibre and glass items, were completely razed, effecting 12 families. No casualty was

reported in the incident. The fire which reportedly started at around 11.30 a.m. burnt down properties worth several lakhs. The owner of the godown confirmed that goods worth over Rs. 70 lakhs were destroyed. It was also learnt that a family reportedly lost cash around Rs. 1.5 lakhs to the inferno. According to Poujokli-

ung, GB of Chungaizaeng, Rongmei Colony, Burma Camp, four fire tenders were pressed into action and brought the fire under control. Chungaizaeng Youth Organisation president Chunthai said the fire reportedly broke out from one of the houses when nobody was at home. However, the cause of the fire was yet to be ascertained at the time of filing of this report. Around 12 families were affected by the fire. District Disaster Management Authority personnel also rushed to the spot to assist the firemen. EAC Dimapur, Bendang Longkumer, who was on spot, informed that immediate relief was provided from the Emergency Relief Fund (ERF). Later, relief from various quarters including district administration, Joint Council Welfare Forum of Ward 3 and 22 and Dimapur Urban Chairman Council Federation etc. poured in.

Gov Ravi greets Nagas on 71st R-Day; renews call for building ‘new Nagaland’ DIMAPUR, JAN 25 (NPN): On the eve of India’s 71st Republic Day, Governor of Nagaland R.N. Ravi has extended his warmest greetings to the people of Nagaland and the country and reaffirmed the people’s “unwavering commitment to the fundamental values of our constitution- Democracy, Liberty, Equality, Fraternity, Secularism and Justice for all”. He reminded people that Nagaland became the 16th state of the Indian union in 1963 through a peaceful process. In this, he paid tributes to the Naga People’s Convention (NPC), who under the most trying of circumstances, displayed “extraordinary courage, political vision and strategic foresight” in securing statehood with Special Status under Article 371A of the constitution of India. Turning attention on “some people, using guns” who have tried to undermine the “historical reality of Nagaland state and its unique Constitutional status”, Ravi reminded them that “violence has never succeeded and shall never succeed”

Two KU units call off proposed R-Day boycott DIMAPUR, JAN 25 (NPN): Konyak Union (Branch) Tobu and KU (Branch) Mopong have decided to call off the proposed boycott of the Republic Day celebration in Tobu, Mopong and Monyakshu on January 26. In a letter to DC Mon through the ADC Tobu, KU (B) Tobu president SA Ngamlao and KU (B) Mopong president A Yangkon Konyak said the decision was made at a January 24 joint meeting of leaders of Tobu and Mopong, wherein they discussed at length the letter received from DC Mon with regard to the reversion of Mopong EAC HQ from Angjangyang subdivision to the ADC HQ Tobu. Appreciating the steps initiated by the government, KU units, however, affirmed that the public of Tobu and Mopong would continue to wait for the positive outcome of the January 28 meeting. They cautioned that if the committee headed by commissioner Nagaland failed to “understand the constant plea”, the public would be compelled to take further course of action.

people” by leaving Nagaland still in dire need of motorable roads, functioning basic health centres, schools with qualified teachers”. He said these “twin evils “ have caused development projects and other livelihood projects to suffer enormously. Ravi said the present and future are being held to ransom by the “political economy of guns and corruption,” which were like a “vice grip, a heinous crime against our people.” The Governor reiterated his government’s goal of “building a new Nagaland of our dreams, a Nagaland which will be in the front-rank of the states in the Indian union”. In this, Ravi said his government’s priority is for building a network of roads and to ensure road projects did not suffer, the state government has constituted a Highway Construction Protection Force In Nagaland Police. He also said the government has constituted a Special Investigation Team (SIT) for a focussed and determined investigation of extortion cases and bring the culprits to book. (Full text on p-6)

Coronavirus: China facing ‘grave’ situation BEIJING/NEW DELHI, JAN 25 (PTI): Chinese President Xi Jinping on Saturday said that China is facing a “grave situation” but exuded confidence that the country will “win the battle” against the coronavirus epidemic that has claimed 41 lives and infected nearly 1,300 people so far. Stepping up all round efforts to contain the fast spreading SARS-like virus, China on Saturday announced that it will build another 1,300-bed makeshift hospital in Wuhan in the next 15 days in addition to the 1,000-bed hospital being built in the city in 10 days to treat more cases of the deadly virus. The feverish pace at which the hospitals are being built indicate that China apparently is preparing to treat far more patients considering the speed at which the virus is spreading. The virus has spread to Hong Kong, Macau, Taiwan, Nepal, Japan, Singapore, South Korea, Thailand, Vietnam and the US as of Thursday. Japan on Friday reported a second confirmed case. The confirmed cases in China for the first time crossed the 1,000 mark and rose sharply to 1,287 as of Friday with 237 people in

critical condition battling for their lives in China, the National Health Commission said on Saturday. The pneumonia situation has claimed 41 lives, including 39 in central China’s Hubei province and one in northeastern province Heilongjiang.

Over 100 under watch in India

Over 100 people have been kept under observation in Kerala and Maharashtra following screening for a possible exposure to novel coronavirus as the Prime Minister’s Office Saturday reviewed India’s preparedness to deal with any situation amid mounting global concern over rising cases in China. Union Health Minister Harsh Vardhan said no positive case has been detected in India so far though samples of seven passengers have been sent to ICMR-NIV Pune lab. A 24x7 call centre has been made operational. Samples of four other passengers tested earlier have been confirmed to be negative for nCoV by the lab. A senior health official of Kerala told PTI that 172 people in the state are under home surveillance and seven are kept in various hospitals.

KOHIMA, JAN 25 (NPN): On the occasion of the National Voters’ Day, the Nagaland chief secretary Temjen Toy emphasised the need for promoting electoral literacy statewide and said that people needed to be educated on their responsibilities to elect good leaders. Nagaland Saturday joined the rest of the country in celebrating the 10th National Voters’ Day on the

theme “Electoral literacy for stronger democracy” with a pledge to uphold democratic tradition of the country and dignity for a free, fair and peaceful election. Speaking at the state level programme organised at Hotel Japfü, here on Saturday, the chief secretary Temjen Toy said it was a herculean task to conduct elections in the largest democracy in the world, but expressed delight that the Election Commission of

India (ECI) along with all its officers in the states have been conducting elections in a free and fair manner without any incidents since 1950. Toy was of the view that Nagaland was one of the most illiterate electorate’ states in the country with the way the election was being conducted and leaders elected. Emphasizing on the need for promoting electoral literacy, especially among first time voters, Toy

cited some instances where the number of votes exceed the number of enrolled voters’ lists. Recalling that the department has made all efforts to conduct a free and fair election in the last election, the chief secretary, however, lamented that the disease lies with the people, adding that unless “we change” the world was not going to change. Further, expressing regret that the entire face of Nagaland changes during elections with religious leaders succumbing to money and young voters to money and alcohol, Toy asserted that people needed to wake and play an important role in making the change now. Stating that no amount of awareness campaign was going to help unless each individual decide to change, the chief secretary appealed to all responsible to be a part of the change. (Cont’d on p-8)

NEW DELHI, JAN 25 (PTI): The Centre is all set to sign an accord with the banned Assam-based insurgent group National Democratic Front of Boroland (NDFB) on Monday providing political and economic bonanza to the tribals, sans the outfit’s key demand of a separate Bodoland state or union territory. The tripartite agreement will be signed in the presence of Union Home Minister Amit Shah and Assam Chief Minister Sarbananda Sonowal by top leadership of the four factions of the NDFB, Joint Secretary in the Home Ministry Satyendra Garg and Assam Chief Secretary Kumar Sanjay Krishna. “The accord will provide for some political rights to the Bodo tribals living in Assam and some economic package for the community,” a senior official privy to the

development said. However, the official made it clear that the territorial integrity of Assam will be maintained and the key demand of the NDFB, which is either a separate state or a UT, is not going to be entertained. “The accord will be within the framework of the Constitution without splitting the state,” another official said. The Home minister is very keen to conclude the accord as early as possible to end the protected Bodo insurgency in Assam so that a lasting peace is returned to the Bodo-dominated areas in the state, the official said. The four factions of the NDFB, which will sign the pact, are led by Ranjan Daimari, Govinda Basumatary, Dhiren Boro and B Saoraigra. The NDFB continues to be a banned outfit. Some NDFB militants were part of the 644 militants who

surrendered in Guwahati on Thursday before Chief Minister Sonowal. In the accord, the government is likely to ensure safeguard of Bodo language and culture and related matters. A commission is also likely to be set up to take views of a cross section of the people in Assam in providing some specific political rights to the Bodos. Promise to set up a sports university and job-oriented higher education institutions are also expected to be part of the pact. However, it is immediately not clear whether the status of the existing Bodoland Territorial Council (BTC) will be enhanced. It will be the third Bodo accord to be signed in last 27 years when the violent movement for a separate Bodoland state claimed hundreds of lives, destruction of public and private properties.
