Lentina, a Gandhian who has served for decades at a Gandhi Ashram, Chuchuyimlang village in Mokokchung district, has been recognised for her social work while Piyong Temjen Jamir, the principal of Rashtrabhasha Hindi Shiksha Sansthan, Padum Pukhuri, Dimapur, for literature and education. Lentina is married to Natwar Thakkar, a Gandhian freedom fighter and social reformer. Padma Awards one of the highest civilian Awards of the country, are conferred in three categories, namely, Padma Vibhushan, Padma Bhushan and Padma Shri.

KOHIMA, JAN 25 (NPN): Tribal Hohos, civil society groups and various political parties deliberated at length about the demand for ‘Solution Before Election’, under the aegis of the Core Committee of Nagaland Tribal Hohos and Civil Organisations (CCNTHCO) at Hotel Japfu. Major political parties like NPF, BJP and NPP did not attend the meeting except NPCC and NDPP. Speaking on the occasion, Naga Hoho president, P. Chuba Ozukum appealed to the participating organisations etc, to bury past hatred and egos and to have the courage to disallow ECI from conducting elections. He alleged that “Indians want to divide Nagas” but if Nagas exhibit unity then, “Indian democracy will fail and they will be compelled to give solution”. He maintained that without solving the problem, Nagas cannot have a bright future. The Naga Hoho will submit another joint memorandum to PM through ECI although several organisations had done so individually for deferment of polls for a few months. Ozukum also

informed that Naga organisations in Delhi were active on the issue, meeting central officials and would also be launching poster campaign in Delhi on January 27. ENPO vice president Kekongchim posed a question on what the next move would be, if solution could not be achieved despite the government of India agreeing to bring solution within three to six months. Kekongchim opined that a practicable approach was needed since the government of India could take advantage if it was pushed for a solution. He also opined that instead of forcing intending candidates to pull out, it would be better if candidates did not file nominations of their own volition, otherwise it could be a repeat of the ULB election fiasco last year. Further Kekongchim said if candidates went ahead in filing nominations with security protection, then it would be a repeat of 1998 situation again and also since there were hardly five days left before filing of nominations. Kekongchim opined that, had the issue been taken up two or three months earlier, then it would

have succeeded. He also said the ENPO demand for a separate state was different from the Naga political problem and that the demand would be resumed even after solution. NTC advisor Z. Lohe opined that unity among all Nagas would give the impetus for the solution. Lohe also challenged all saying that implementation of the January 25 resolution would prove whether Nagas will walk the talk. He asked the participants to not fear a repeat of 1998 as “we will make a difference this time.” NMA advisor Rosemary Dzüvichu reiterated the Association’s stand that

DIMAPUR: The 8th National Voters’ Day was celebrated across Nagaland under the theme, “accessible elections” in the respective district headquarters on January 25. The National Voter’s Day 2018 underscores the emphasis laid by ECI on ensuring participation of Persons with Disabilities (PwD) in the election process. KIPHIRE: ADC & ERO, Kiphire, Kumar Ramnikant as chief guest encouraged all the people and the youths of Kiphire to franchise their vote for the right candidate so as to bring changes in the society. IMPHAL, Jan 25: Security measures in the northeast were beefed up at an unprecedented scale in the backdrop of boycott calls and call for strikes by armed outlawed organisations on Republic Day. In Manipur, intensified random frisking and checking, patrolling has been increased at important government installations, offices, shopping places and other public places. Mopping operations by state police continued at sensitive areas, particularly to the localities within the capital city were Republic Day parade would be held. Imphal East district police conducted mopping operations at Nongpok Ingkhol, Chasad Avenue and Dimdailong localities in the vicinity of Kangla fort. Diphu, Jan 25: Member of Autonomous Council (MAC) Mukut Mahanta, who was elected to the Karbi Anglong Autonomous Council (KAAC) from Deopani constituency, has rebuffed all allegations regarding his association with illegal coal mining group. At a press meet, Mahanta denied all allegations made by a section of media about carrying out massive illegal coal mining in several areas of Karbi Anglong. “The electronic and print media has alleged that I am associated with illegal coal mining syndicate and actively carrying out mining and smuggling at Silonijan locality inside Nimbor reserve forest. However, this allegation is totally false and baseless,” said Mahanta. He also clarified that the voice call record which went viral in social media was not his. “This has been done to ruin my political career. I have demanded the higher authority to investigate the whole issue and book the culprit,” he added. Karbi Anglong district BJP president Raton Teron alleged that the illegal coal mining in the district was started by Congress government. After the BJP came into power in the district, the illegal coal mining in West Karbi Anglong was stopped, said Teron. Itanagar, Jan 25 (PTI): Security forces have apprehended a cadre of National Socialist Council of Nagaland -Isak Muivah (NSCN-IM) faction from Changland district of Arunachal Pradesh. Based on specific security intelligence, the personnel of Assam Rifles in an operation arrested Kuhang Songthing, a self-styled ‘Rajapio’ of the outfit, from Longpha village in the district, Kohima based Defence spokesman Col Chiranjeet Konwer informed Thursday. The cadre was trying to terrorise and extort money from the villagers. A single bore rifle, ledger containing extortion details, extortion slips and other incriminating documents were recovered from his possession. On interrogation he admitted of engaging in collecting extortion money in the area on behalf of the outfit, the spokesman said.

JAMMU, JAN 25 (IANS): The BSF on Thursday lodged a strong protest with Pakistan Rangers against sniping from the Pakistani side that killed two Indian troopers. Officials of the Border Security Force (BSF) formally lodged the protest during a flag meeting on the international border in Jammu and Kashmir’s Suchetgarh sector. The meeting between sector commanders of the Border Security Force (BSF) and Pakistan Rangers was held following a request from the Pakistani side. Informed sources said the BSF strongly objected to the acts of snipping of two

BSF troopers by Pakistan and unprovoked firing and shelling to target a number of Indian villages, innocent civilians and their properties. “The BSF conveyed a strong protest with an equally strong message that such provocative acts are unacceptable and will not be tolerated,” an official said. The Indian and Pakistan delegations were headed by P.S. Dhiman, Deputy Inspector General of BSF, and Brigadier Amjad Hussain of Chenab Rangers. This was the first flag meeting of the sector commanders this year. The last meeting was held on September 29 last year.

or the first time since August 2014, the price of petrol and diesel in India touched an all-time high where petrol rose to a whopping Rs 80.25 per litre and diesel to Rs 67.30 per litre in Mumbai and Rs 72.38 per litre for petrol and Rs 63.30 for diesel in Delhi. These are the prices according to the latest figures posted on the Oil and Natural Gas Corporation(ONGC) website at 6 am on January 23. Quite surprisingly there has been no howl of protest from the opposition, unlike during the period of Congress-led UPA government, when the BJP and Left not only protested but also agitated both within and outside parliament to corner the government. During the UPA government, price of crude oil skyrocketed to $107.46 per barrel in 2011 and the price of petrol was Rs.70.66 per litre and diesel was Rs.45.28 per litre. When crude prices further shot up to its highest in 2012 to $109.45 per barrel, the price of petrol was Rs.73.53 and diesel was Rs.52.63 per litre. When the BJP came to power in 2014, the price of crude sank to $96.29 per barrel, the price of petrol marginally went down to Rs.68.86 per litre but the price of diesel rose to Rs.57.91 per litre above the 2014 price. Subsequently prices of crude began sliding down to almost half, at $49.49 per barrel in 2015 but in contrast, the price of petrol rose to Rs.74.78 per litre and diesel marginally rose to Rs.58.37 per litre. In 2016 when price of crude oil again came down to $40.68 per barrel, the price of petrol rose to Rs.71 per litre and diesel to Rs.60 per litre. Similarly price of crude in 2017 slightly rose to $51.64 per barrel and price of petrol went down to Rs.71 per litre and diesel to Rs.61 per litre. By 2018 January the price of crude oil rose slightly to $65 per barrel and the price of petrol rose to Rs.71.39 per litre the highest in three years and diesel to Rs.62.06 per litre. What has seemingly annoyed a lot of Indians is the rate at which the Central government has constantly hiked the excise duty on petrol and diesel since it took office. On April 1, 2014, the excise duty on unbranded petrol was Rs 9.48 per litre. Now, its Rs 19.48, and only a few months back it was Rs 21.48. For diesel, it was Rs 3.56 per litre, and now it’s Rs 17.33. As noted earlier, high diesel and petrol prices have a cascading effect on prices of essential commodities like vegetables and fruits, which have to be transported over vast distances via road or rail, and vehicles require fuel. The current government’s justification is that the additional revenue generated after levying excise duty is distributed to the state governments and used for delivering a host of welfare schemes. It’s an argument that is falling on deaf ears because it’s hurting ordinary citizens where it hurts most, their pockets. Having said that, there are no easy answers to these questions, and governments have to tread carefully both politically and financially.

Private vehicles for election duty!

ith the upcoming election fever creating such chaos and suspense, private vehicles owners are now gripped with fear of their vehicles being seized for election duty by the State Government, and news have been circulated in social medias about the locations where such vehicles have been seized. I had my own doubts on the mentioned subject, which made me search for answers from various sources available and I want to share some of it below: The State Government has been entitled for requisitioning of premises, vehicles, etc. for election purposes under Section 160 of The Representation of the People Act, 1951, wherein it states that: “that Government may by order in writing requisition such premises, or such vehicle, vessel or animal, as the case may be, and may make such further orders as may appear to it to be necessary or expedient in connection with the requisitioning: Provided that no vehicle, vessel or animal which is being lawfully used by a candidate or his agent for any purpose connected with the election of such candidate shall be requisitioned under this sub-section until the completion of the poll at such election.” Section 160 of the Representation of the People Act, 1951 has given a right

to the State Government to requisition a vehicle in connection with an election so to be held within the State butit is also states that the requisition shall be effected by an order in writing and to the person deemed by the State Government to be the owner and/or the possession of the property in question. It is also specifically stated that such order shall be served in the prescribed manner on the person to whom it is addressed. But in Nagaland, how far are we complying with it and how far are the owners of the property in question are aware of the procedures? I have heard of vehicles being seized from certain points of the road and for this I would like to quote from Anirban Ghosh vs Dist. Election Officer on 8 April, 2010, where it is stated “28. I have noticed above that in each case the cars were requisitioned on the road taking advantage of the authority which a police personnel wields. Cars were stopped. The drivers and/ or the person driving the car was forced to part with his driving licence in all cases. In some cases the registration certificate and in some cases the tax token was taken possession of and the order of requisition was made over whereas section 160 sub- section (2) of the Act specifically provides “such order shall be served in the prescribed manner on the person to

whom it is addressed”. The Executive obviously if not take recourse to the manner laid down in Rule 98(supra) for service of an order under section 160 of the Act. Only a highwayman can be expected to conduct himself in this fashion. This is not expected from the Executive of a Welfare State.”……….. Therefore, in our considered opinion, it appears to us that it is true that the authorities have power to requisition premises or a vehicle for election purposes. But at the same time, they have to be cautious and following the rule as prescribed for requisitioned of such vehicles or premises they have to act within the four corners of the said Section. More detail is mentioned in The Representation of the People Act, 1951. Lastly, I am wondering when we have commercial vehicles associations, who the government can contact for requisition of vehicles for election duty (which may be more than sufficient), why do they still find it comfortable to seize private vehicles. I hope some appropriate bodies, organization(s)or person(s)in the concern matter enlighten the public on the mentioned issue and make the public aware of its rights and responsibilities, so that we are not left with confusion. ow that the Election Bugle has sounded, there is tension and dread amongst the Common Man; and rightly so, because their vehicles may be requisitioned any moment for the forthcoming elections. But there is nothing much that can be done about it because any vehicle can be requisitioned any time for any election conducted by the Election Commission of India (ECI). That is the rule! However, it is heart wrenching for the common man, many of whom have saved hard or got advances/loans to buy their vehicles for personal use. While not undermining the ECI, and by extension the Election Department of Nagaland and its perfectly legal position of requisitioning vehicles, some thoughts on the subject, and its possible concessions and available options, crop up. Nagaland, the GOVERNMENT-VEHICLE CAPITAL of the world, probably has enough government vehicles to cater to the election needs of the entire state. Of course, some government vehicles (not all) attached to a few offices such as Police, Civil Administration, etc. cannot be requisitioned due to election related reasons. However, the vast majority can, and SHOULD BE REQUISITIONED. It is well known to every individual in Nagaland that most of the higher level officers, many of whom should not even be entitled to a vehicle in this WELFARE STATE (elected members perpetually with begging bowls in Delhi), have two/three or more government vehicles illegally at their disposal. The elected members too have as many, or more government vehicles. These are besides any number of private vehicles of their own; definitely not purchased out of clean, hard earned money. Nagaland is one of the most corrupt states of India today, where extensive manipulation and open loot is the norm. Result? Retarded Growth! As if that were not enough, there have been rampant purchases of

expensive vehicles, in thousand-fold excess of requirements for the corrupt, manipulative, and inefficient people manning the system. I do not mean to generalise because we do know there are some (very few) honest and deserving officers with a single vehicle who are quietly doing their bit to help change the rotten system. Most of these vehicles are also harshly and uncaringly misused along the river courses we used to know as roads a couple of decades back, because the government also foots the bills for their expensive maintenance. Then we have the abnormally large fleet of licensed commercial vehicles (one wonders what the world record, in terms of ratio, is?), which have also added to our traffic woes. Most have suddenly disappeared from the scene to evade election duty, resulting in abnormal hike in fares along certain routes. We also have a large number of non-licensed taxis doing roaring business in parts of Nagaland. The commercial and government vehicles should first be requisitioned for the forthcoming elections, instead of collaring the common man. If the requirement still exists, then the common man would definitely comply, without much complaint. If the commercial vehicles have gone into hiding, what’s the big deal? The RTO’s should have all their contact details. Any pretentions of being in workshops for major repairs during election time should lead to prosecutions. That is also the rule! All government/autonomous departments have details of all vehicles attached to their Ministers, Advisors, Chairmen, Parliamentary Secretaries, Administrative and Technical heads, staff, etc. Try that out, it should not be difficult! Please spare the common man! Give him some respite, particularly during elections, IF POSSIBLE, from all the crap that has been unfairly dumped on him over the decades. Prof. G.T. Thong

e Nagas have been looking for a kind of political agreement with the governments of India and Burma that can protect our land and sovereign right, our identity and history, our culture and the Church and above all, our future from their political, military and cultural imperialism. History says that when the Nagas tried to solve the problem through political dialogue, the past Indian leadership created war situation in Nagalim; when the Nagas viewed the conflict from the perspective of Indo-­Naga political issue, the Indian leadership deliberately construed it as a domestic problem of India; when the Nagas submitted numerous political Memorandums to the Government of India for peaceful resolution of the problem, the Indian leadership read them as appeals for redressing their grievances; when the Naga international support groups including UNO spoke out on violations of human rights in Nagalim, the Indian leadership misconstrued it as an interference in their

internal affairs and turned a deaf ear to their voices; when the long-­drawn Indo­Naga political issue had cost the Nagas and the Indians many thousands of lives, the Indian leadership and their Naga collaborators made money out of it; when the Naga people prayed without ceasing for a durable political solution in the land, the Indian leaders trusted more in the mantra of trickery and divide and rule policy. In fact, the Indian leadership had done all these deliberately. It is a horrible mistake! The issue should be viewed from the right perspective. The Nagas are not asking for a piece of land from India or others, they have been living in their own land from time immemorial. The Nagas simply say they will decide their future by themselves. They are not asking for devolution of power from India or Burma. They are also a sovereign people by right. The problem began the day Indian and Burmese aggression started. Our is a case of aggression. When the resistance movement of the Nagas created an opportunity for dialogue the

Indian leaders exploited this opportunity to their advantage and made the so­called 16-­point agreement with a few un-­mandated individual Nagas. It was nothing but a political bait to hook the Naga issue. The Shillong Accord was also another attempt to murder the issue of the Nagas. Both the agreements are roadblocks not solution the Nagas have been looking for. Even after decades of oppressions, persecutions, imprisonment, destruction of villages and crops perpetrated against the Nagas and killing hundreds of thousands Nagas or pouring blood-­tainted money for tinsel development works, the Indian leaders could neither stop the Nagas nor convince them. Fighting and killing did not bring any dividend to them. So as dictated by the circumstances GoI changed its approach from military to political and embarked upon political dialogue with the Nagas. After prolonged negotiations the historic Framework Agreement was officially signed between the Government of India and NSCN as two enti-

ties on 3rd August 2015, which recognizes the sovereign right of the Nagas, the unique history and identity of the Nagas and land of the Nagas. Taking the security of India and the political and historical rights of the Nagas into account the two parties officially agreed that India and Nagas will co-­exist as two entities and share sovereign power between the two entities. Now the question arises what is to be done if and when GoI does not keep the agreement and goes back upon its word? Our past leaders said most of the Indian leaders have names in insincerity and trickery. If the big and strong animal cannot be killed with one bullet the hunter uses double bullets or more. If it cannot be killed with a small gun he uses a bigger gun. Likewise, it demands of the Nagas to give bigger efforts, to work out bigger policies and strategies, to create bigger minds and hearts, to build up bigger faith, to say bigger prayers and to take bigger and stronger determination and decision for the problem. Most respected Prime Minister, The Nagas were fully confident that the Government of India (GOI) will surely respect their aspiration by listening to their cries for deferment of the state assembly election in favor of the decades old Naga political solution which is now in the final state. But to our utter surprise GOI announced on 18 January 2018 the election date of the 13th Nagaland assembly election to be held on 27 February 2018 leaving the solution behind the back burner. This kind of desperate disregard, disrespect and indifferent attitude towards the deep sentiments of the Naga people by the GOI is highly regrettable.

The Nagas will, however, leave no stone unturned to achieve their birth right for self-determination and to live as people with honor and that no power on earth can shake this magna carta of the Nagas for which we would like to place on record the following most important points to be noted by the GOI. They are:1. After 18 years of negotiation between the GOI and the Nagas the realistic step taken was the signing of the Framework Agreement on 3rd August 2015. This historic agreement should be the basis of an honorable and acceptable solution for both India and the Nagas. This historic agreement

have been longing for an early solution to the long drawn Indo-­Naga conflict, and that is legitimate. But the focal point is whether it is an early solution or late solution it does not matter, what matters is -­ it must bring the complete set of what belongs to the Nagas. Nagas thirst for genuine solution that can protect their future. Any kind of solution that betrays the future of the Nagas is no solution. We cannot place our future to be decided by others. We must decide our future by ourselves and that is where NSCN stands. We will cling to the ‘Framework Agreement’ and stand by that in all weathers. We will keep going with it even if there are oppositions. We will keep looking at the Creator of kingdoms with unwavering faith. Our survival strategy is in our firm stand and the power of prayer. What do we mean by solution, not election? Election is anti-­thesis of solution. Mumbai, Jan 25 (PTI): LIC Mutual Fund Thursday said it has introduced a daily SIP scheme, a move which will help it achieve 30 per cent growth in its SIP portfolio. Under the plan, LIC MF is offering investors the option to invest in SIPs (systematic investment plans) with as low as Rs 300 per day which would be available in five equity schemes. These are LIC MF Equity Fund, LIC MF Growth Fund, LIC MF Midcap Fund, LIC MF Infrastructure Fund and LIC MF Index Fund. Investors can also put in daily SIPs in two hybrid schemes, LIC MF Balanced Fund and LIC MF Monthly Income Plan. The fund house which clocks an SIP inflow of around Rs 23 crore every month expects the number to go up to Rs 30 crore (30 per cent growth) following the rise in daily inflow. “Through daily SIP, the

Mumbai, Jan 25 (PTI): Inflation risks are “overdone” and the Reserve Bank will cut rates by 0.25 per cent in the April review of the monetary policy, a foreign brokerage has said Thursday. Even as the headline inflation climbed to 5.2 per cent in December, it is within the range of 2-6 per cent, set for the central bank as per the inflation targeting framework, analysts at Bank of America Merill Lynch said in a note. The ‘core inflation’ excluding fuel and the house rent allowance remains at a benign 4.2 per cent, it said, adding that it expects the headline number to cool down to 5 per cent for January. “We expect the RBI monetary policy committee (MPC) to look through the jump in inflation to 5.4 per cent in April-June, that is spooking some in the markets, as it emanates from the base effects of low 2.2 per cent April-June 2017 inflation,” it said. “We still expect the RBI MPC to cut policy rates by a final 0.25 per cent in

On Wednesday, the government announced that it will infuse Rs 88,139 crore capital in 20 public sector banks before March 31 to boost lending and revive growth. A report by S&P Global said the move will provide banks with much-needed capital to begin cleaning up their balance sheets aggressively. Hours after the crash, rescuers continued to search for passengers inside the wreckage. One of the carriages was lying across the track, bent almost at a right angle. About 100 other people sustained light injuries, Cristina Corbetta, an official with the regional emergency services in Milan, told Sky TG24. She said the incident happened at around 7 am near Segrate in Milan’s northeastern suburbs. The cause was not immediately clear.

MELBOURNE, Jan 25 (Agencies): World number one Simona Halep set up an Australian Open final against Caroline Wozniacki after a thrilling 6-3, 4-6, 9-7 battle past former champion Angelique Kerber on Thursday. In a see-sawing contest, Halep sprinted into a 6-3, 3-1 lead before the 2016 Melbourne Park winner, seeded 21, fought back. The Romanian finally prevailed in 2hr 20min with her fourth match point to ensure a new name will grace the trophy on Saturday. “Definitely was very tough. I’m shaking now. India takes 42-run lead vs SA

Johannesburg, Jan 25 (Agencies): India reached 49/1 at stumps on the second day of the third and final Test at the Wanderers. The visitors lead South Africa by 42 runs with nine wickets remaining‚ including that of talismanic captain Virat Kohli. India will resume on the third day as favourites on Friday morning with Murali Vijay (13) and KL Rahul (16) looking to improve on their promising partnership of 32 that came from 72 balls.
