States without Bengali Hindus out of CAA: Himanta

GUWAHATI, JAN 24 (AGENCIES): Assam finance minister Himanta Biswa Sarma said Assam, Tripura and Sikkim has been brought under the Citizenship Amendment Act (CAA) for there is Hindu Bengali population in these states. States like Nagaland, Manipur, Meghalaya and Mizoram are out of CAA for there is no Hindu Bengali population there. Replying to a question during interacting with young students at the Youth Parliament organized by Bharatiya Janata Yuva Morcha (BJYM)at Srimanta Sankardeva Kalakshetra in Guwahati, Sarma said that it is not correct to say while Assam is under the ambit of CAA and other North eastern states are left out of ambit of CAA. He said, “In Nagaland, Manipur, Meghalaya, Mizoram as per government of India records there is hardly any Hindu Bengali population. So adding these states will not mean anything but will unnecessarily fuel protest and apprehension may (Cont’d on p-7) create law and order situ-

PM Modi stokes divisions in India: The Economist New Delhi, JAN 24 (AGENCIES): The Economist - whose sister concern Economist Intelligence Unit ranked India 10 places lower in the Democracy Index earlier this week -- has dedicated its latest cover to what it calls “Intolerant India” and criticised the Narendra Modi government over the new citizenship law CAA and the National Register of Citizens (NRC), commenting that it “imperils the inspiring idea of India as the world’s largest democracy”. The Economist tweeted the cover yesterday and wrote: “How India’s prime minister and his party are endangering the world’s biggest democracy.” The article, titled “Narendra Modi stokes divisions in the world’s biggest democracy”, says India’s 200 million Muslims fear the Prime Minister is building a Hindu state. Sketching the rise of the BJP with the movement for a Ram temple in the ‘80s, the article argues that “Modi and the BJP are likely to benefit politically by creating divisions over religion and national identity”. “The plan to compile a register of genuine Indians as part of a hunt for foreign interlopers affects all 1.3bn people in the country. It could drag on for years, inflaming passions over and over again, as the list is compiled, challenged and revised” the article says. Such subjects “also distract attention from awkward topics such as the economy, which

has struggled since the BJP’s thumping election victory last year”, it notes. The BJP hit back, with party leader Vijay Chauthaiwale calling The Economist “arrogant”, with a “colonial mindset”. “We thought the Brits had left in 1947! But the editors of @TheEconomist are still living in in colonial era. They are furious when 600m Indians do not follow their explicit instructions of not voting (PM)

Modi,” Chauthaiwale, BJP’s foreign policy in-charge, tweeted. The Economist Intelligence Unit’s Democracy Index for 2019 has ranked India 51st among 165 nations and two territories, with its lowest ever score of 6.9 out of 10. The research and analysis division of The Economist Group has attributed the drop to “democratic regression (in) erosion of civil liberties”. The EIU report mentioned the protests against the Citizenship Act or CAA, which makes religion a test of citizenship for the first time in India’s history, and the NRC. “The passage by Parliament in December of the discriminatory Citizenship (Amendment) Act suggests India’s decline will continue in the 2020 index,” the EIU report said in its observations on India. The report also referred to the situation in Jammu and Kashmir after the Centre last year ended its special status under the Article 370 of the constitution. Protests over the citizenship law became a talking point at the World Economic Forum in Davos, Switzerland, where Union minister Piyush Goyal tackled questions on it. Asked by one of the youth representatives why India was not taking advantage of its diversity and secular constitution and improving its economy, Goyal said Muslims in India are safer than anywhere in the world “in terms of equal opportunity”.

Coronavirus: China shuts down 13 cities; death toll climbs to 26 BEIJING, JAN 24 (PTI/ Agencies): Battling the fast spreading coronavirus, China on Friday said that it is building a 1,000-bed hospital for patients infected with the deadly virus that has claimed 26 lives so far with confirmed cases rising sharply to over 880, prompting authorities to shut down 13 cities during the country’s most important holiday. Dampening the celebrations of the Lunar New Year, China, in an unprecedented move, has shut down transportation in at least 13 cities -- Wuhan and 12 of its neighbours -- in central China’s Hubei province to contain the coronavirus. Health authorities around the world are taking action to prevent a global pandemic as virus has spread to Hong Kong, Macau, Taiwan, Japan, Singapore, South Korea, Thailand, Vietnam and the United States as of Thursday.

First South Asia case reported in Nepal: A Nepali student home from China has tested positive for the coronavirus, officials in Kathmandu said, making it the first case reported in South Asia. “One patient tested positive for coronavirus. He is a Nepali student studying in

China,” Mahendra Shrestha, a Health Ministry spokesperson, told Reuters. Second case in US confirmed: Health officials in Illinois announced the second case of coronavirus in United States. According to CBS, the patient is a woman in her 60s, who had travelled to Wuhan

in December. The woman returned from China on January 13 without initially showing any signs of illness, but a few days later, she called her doctor to report feeling sick. Doctors say the woman is hospitalised to prevent spread of the virus and is doing well, and those she had been in close contact with are being monitored. WHO expects cases to rise in China: A WHO spokesman said the cases of new coronavirus are likely to continue to rise in China. “The focus is not so much on the [case] numbers, which we know will go up,” Tarik Jasarevic told a Geneva news briefing. “It’s still too early to draw conclusions on how severe the virus is,” adding that the WHO and its network of experts may look at treatments and vaccines against MERS for possible use against coronavirus. According to the China’s National Health Commis-

sion, 26 people have died so far with 897 confirmed cases being treated mostly in Hubei province. 29 provinces have reported the cases. Wuhan local government is rushing to build a 1,000bedded hospital in the outskirts of Wuhan to treat coronavirus patients. Dozens of excavators were feverishly working at the site where the hospital will be built on 25000 sq metres just about 10 days’ time. It will be put into use by February 3. Workers are being paid 1,200 yuan (USD 173) per day, three times their usual wage, to accelerate the construction. Meanwhile, in India, eleven people, who are among hundreds of passengers who returned from China in the recent days, are under observation in hospitals to check for possible exposure to the deadly novel coronavirus, central and state officials said on Friday. ation.” He said “In these states there were hardly any application of Citizenship, there was not a single application. In Mizoram, Arunachal Pradesh has Inner Line permit, Meghalaya barring Shillong has sixth schedule. In Tripura, Assam and Sikkim there is Hindu Bengali population.” He said “We thought not to mention Nagaland, Meghalaya, Manipur Mizoram and Ar unachal Pradesh for it will un necessarily create a artificial apprehension and law and order problem. In Assam a misinformation campaign would have unleashed in these states that Hindu Bengali will come.” He added, “In Assam’s tea estates areas such misinformation campaign has seen people guarding in the night to keep a watch. So not mentioning these states in the law was a practical reality.” Assam is witnessing bitter protest against CAA since December last. The Supreme Court’s has decided to treat CAA case of Assam and Tripura separately.
