Need to be reasonable for final solution: Rio 644 militants surrender in Assam DIMAPUR, JAN 23 (NPN): Nagaland chief minister Neiphiu Rio has urged the people to be reasonable and responsible as to what was possible, what was not possible and what was achievable as a final solution to the Naga political issue. Speaking at the platinum jubilee celebrations of Pfutseromi Village Students’ Union (PVSU), which coincided with hosting of the 71st general conference of Chakhesang Students’ Union (CSU) at Pfutseromi village on the theme “To transcend the boundaries” on Thursday, Rio remarked that many people did politics over the Naga political issue, but there was hardly anyone to act and do take corrective measures. He said Nagas had been suffering for the past few decades due to the Naga political issue, whose solution was “our birth right”. Achumbemo Kikon appointed as NPF secretary general DIMAPUR, JAN 23 (NPN): NPF president Dr. Shürhozelie Liezietsu on January 22 appointed senior NPF member and party’s spokesperson, Achumbemo Kikon as the secretary general of the NPF party with immediate effect. Achumbemo’s appointment comes after Rajya Sabha MP, KG Kenye quit as the secretary general of the party on December 20, 2020. As per the order issued by NPF vice president, Kruzakie Kelio, the appointment of Achumbemo shall be reviewed before the next state general election, if found necessary. The party also cautioned the newly appointed official of the party’s constitution to maintain discipline during the appointed period. It may be recalled that Kenye, a senior party member, quit as the secretary general a day after he was issue a show-cause notice by NPF Disciplinary Action Committee (DAC) for voting in favour of the Citizenship (Amendment) Bill in Parliament Later, the party, on January 8, 2020, suspended Kenye from both primary and active membership of the party till further orders.

He said he had very high respect for the Chakhesang community. “Phek district is a traditional district. Chakhesangs are still upholding their rich culture and traditional values and they are one of the most progressive tribes among the Nagas. Phek district has improved a lot in literacy rate,” he added. Rio claimed that he held special friendship with Pfutsero, particularly Pfutseromi village, saying it was heart warming to know that PSU was the pioneer of CSU, which had produced many leaders who all had contributed a lot for the Nagas. Emphasising on education and asserting that it was one of the best things to have happened to Nagas after Christianity, he appealed to the students to pursue education seriously
so that they build their future on a solid foundation. Earlier, the chief minister unveiled the platinum jubilee monolith in the presence of planning & coordination, land revenue and parliamentary affairs minister, food & civil supplies and taxes adviser Pukhayi Sumi, horticulture and border affairs adviser Mhathung Yanthan, IPR, SCERT and village guards adviser Toshi Wungtung, Phek deputy commissioner, superintendent of police, CSU leaders and a host of public leaders. Welcome address was given by Pfutseromi Village Council chairman Menyelhi Mero, while the presidential address was given by Pfutseromi Village Students’ Union (PVSU) president Vibi Mero. A brief histor y of PVSU was narrated by Wepretso Mero, former commissioner & secretary, even as CSU president Lavoto Chizo extended greetings. The vote of thanks was given by Dr Neisatuo Mero, convener of planning committee for platinum jubilee celebrations. This was stated in a press release by DIPR.

GUWAHATI, JAN 23 (PTI): In one of the largest surrender of militants in Assam, a total of 644 cadres of eight insurgent groups formally laid down arms on Thursday. The members of the insurgent groups -- ULFA (I), NDFB, RNLF, KLO, CPI (Maoist), NSLA, ADF and NLFB -- joined the mainstream in front of Assam

You have inspired all those who believe in democracy. “I appeal to people still outside (the mainstream) to come forward and work for

Without peace, progress is not possible.” Sonowal said the government will carry out its Constitutional duty for the rehabilitation of the surrendered extremists, who can avail the benefits of existing government schemes for their sustenance. The highest number of 301 militants who surrendered belonged to the National Liberation Front of Bengali (NLFB), followed by 178 from Adivashi Dragon Fighter (ADF) and 87 from the National Santhal Liberation Army (NSLA). The others who surrendered included 50 cadres of the United Liberation Front of Assam-Independence (ULFA-I), 8 militants of the National Democratic Front of Bodoland (NDFB), 6 insurgents of the Kamatapur Liberation Organisation (KLO), 13 members of the Rava National Liberation Front (RNLF) and one Communist Party of India (Maoist) militant. Besides 177 arms, the militants also laid down 58 magazines, 1.93 kg explosives, 52 grenades, 71 bombs, three rocket launchers, 306 detonators, two RT sets and 17 khukris.
Govt mulling salary cuts to fund infra: CS CNTC lauds Dmu police Blast rocks Imphal; minor hurt NEW DELHI, JAN 23 (AGENCIES): A cashstrapped Nagaland is looking for means to carry out development projects in the state, and in an unusual move, chief secretary Temjen Toy said that the state government is considering diverting a part of the salary given to government employees in order to develop infrastructure, The Indian Express report stated. However, Toy said that the proposal is yet to be finalized. “One of the reasons why Nagaland is so cashstrapped is because unlike other states, we don’t pay income tax here or even property tax. And yet, we receive all the facilities from the government, like any other citizen. A professional tax is levied here but it is a paltry amount…We had taken up the matter of increasing this professional tax with the Centre several times, but since this is a provision made in the Constitution, it
will require an amendment, so it is unlikely to happen,” he told TIE. “We also understand that it is unfair that if the amendment is brought in, people in other parts of the country who are already paying other taxes will have to pay an increased professional tax,’’ said Toy, adding that there was no reason “government servants in Nagaland should not contribute to the development of the state’’. Despite Central funds through DoNER ministry and North East Council, most states of the region, including Nagaland, have a history of being cashstrapped and, therefore, consistently lag behind in development. A state with no industries, Nagaland has a salary-driven economy and most of the current fiscal budget was spent on salaries, say officials. “We have been trying to attract industries and investment in but this has been
difficult. With the special provisions (Art 371A) in place and protection for tribal land, land is generally not accepted as collateral… So investors are wary of coming to Nagaland. Our own entrepreneurs face problems because of this. So we have written to the government to bring in provisions by which banks can at least sell defaulters’ land to local Nagas,’’ said Toy. He said the proposal to divert part of government salaries for development work has already been discussed with the ruling NDPP, a BJP ally. “Political leaders are supportive and have said that even a portion of their salaries should be diverted. We are, however, moving carefully and are in the process of verifying the legality of such a scheme…,’’ he stated. DIMAPUR, JAN 23 (NPN): Central Nagaland Tribes Council has appreciated Dimapur police commissioner Rothithu Tetseo for his prompt action on mineral water outlets selling spurious liquor, besides some colonies like Duncan Basti and IV/LRC colonies that had set an example by destroying those confiscated items and closing those outlets. The council in a statement issued its vicepresident Khondao Nguliie said mushrooming of mineral water outlets in many localities of Dimapur town and highway areas had become a matter of concern for many parents and citizens as well as churches as these were selling adulterated liquor that posed a high risk to public health and lives. As a civil society organisation, CNTC said it was its duty to spread awareness and raise issues of concern, but ultimately everything depended upon local leaders like GBs, chairmen and colony councils together with the public. Community policing and conscientious public was the need of the hour to tackle the countless maladies faced by Nagas today, it emphasised. The council appeals to all GBs, chairmen and colony councils and public concerned to initiate similar action in weeding out evils from their respective colonies to make Dimapur a better place.
Correspondent IMPHAL, JAN 23: Amid the tightened security measure in view of Republic Day celebration, a powerful bomb suspected to be IED planted by rebels exploded in the capital city on Thursday morning at around 4:55am. A 10-year-old girl student suffered head injuries in the blast that was triggered hours ahead of full-dress rehearsal for Republic Day celebration in Imphal. Window panes of a private coaching centre and shops on the side of the road adjoining the blast site were damaged by the impact of the blast. The girl student, Mardhiya Wangkhem of Wangkhei of Imphal, suffered injuries on her head after glass window panes shattered by the impact of the blast hit her while she was on her hostel bed. She was immediately rushed to RIMS hospital where she was discharged after medical treatment. Soon after the blast, teams

ISRO to send lady robot in unmanned spacecraft STF reviews status of BENGALURU, JAN 23 (PTI): Before orbiting astronauts on India’s first manned mission to space in December 2021, the Indian Space Research Organisation will send ‘Vyommitra’, a ‘lady robot’ in the unmanned Gaganyaan spacecraft. The robot was the centre of attraction at the inaugural session of the “Human Spaceflight and Exploration - Present Challenges and Future Trends” here on Wednesday. Vyommitra, a combination of two Sanskrit words Vyoma (Space) and Mitra (Friend), took everyone by surprise when she introduced herself to the audience gathered there. “Hello everyone. I am Vyommitra, the prototype of the half-humanoid, been made for the first unmanned Gaganyaan mission,” the robot said.

ISRO chairman K Sivan told reporters the half humanoid will simulate human functions in space and also interact with the environment control life support system. “It will be simulating exactly the human functions there (in space). It will check whether the system is right. This will be very useful to simulate, as if a human is flying,” he added. Earlier, addressing the inaugural function, Sivan said ahead of the launch of India’s maiden human spaceflight venture ‘Gaganyaan’ in December 2021, ISRO will undertake two unmanned missions in December 2020 and June 2021 and ‘Vyommitra’ will fly in
them. “We are on schedule (regarding Gaganyaan). We are going to do lots of demonstration tests this year. This year end we will send our unmanned mission and the half-humanoid you have seen today is going to fly in it,” he said. The humanoid, which Sivan said was functioning well, has the human simulation system. SRO will monitor how the human system will behave in the environment control life support system. Union Minister of State for Department of Space and Atomic Energy Dr Jitendra Singh too shared a video of the humanoid on Wednesday on Twitter and wrote, “In the run up to the first Human Space Mission by India at ISRO...’Vyommitra’, the humanoid for #Gaganyaan unveiled...”

DIMAPUR, JAN 23 (NPN): Special Task Force (STF) for restricting plastic use Thursday met in the conference hall of the DC Dimapur and reviewed the status of restriction of single use plastic in the district. STF, which deliberated at length on the implementation of total ban of singleuse plastic in Dimapur, reviewed the status of ban in single use plastic in Chumukedima, Niuland and Medziphema. DC Dimapur, Anoop Khinchi, informed the house that the following penalties would be imposed on violators: First-time offence—Rs. 1000; Second-time offence— Rs. 2000 and third time offence—cancellation of trade license (Dimapur Municipal Council to levy necessary fines). The meeting also decided to conduct Infor-
mation Education Communication (IEC) activities in schools and colleges to generate awareness on environmentally sustainable practices including social media campaign. Awareness and sensitization to be spread amongst the public regarding ban on all single use plastics including Polythene, Nylon, Thermocol, Plastic cutlery, Poly Vinyl Chloride (PVC), Poly styrene and Poly propylene (PPP). It was also decided that plastic ban component would be integrated under “Swachhta Hi Seva”. Further, the house discussed arrangements for transport of segregated plastic waste to PWD for incorporation in construction of roads, etc. DC has directed Dimapur Municipal Council (DMC) to identify plastic collection points.
No affidavit to be sworn in deponent’s absence: CJM D I M A P U R , JA N 2 3 (NPN): Office of the Chief Judicial Magistrate (CJM) Dimapur has informed that guidelines have been framed to streamline the swearing of affidavits before the Judicial Magistrates in the light of complaints from various individuals and civil society organisations regarding the veracity and authenticity of affidavits purportedly sworn before the Chief Judicial Magistrate/Judicial Magistrate Class Dimapur and published in the local newspapers for public dissemination by deponents.
