NEW DELHI, JAN 23 (AGENCIES/PTI): Ending years of fevered speculation, Gandhi family scion Priyanka Gandhi Vadra formally entered politics on Wednesday with her brother and Congress president Rahul Gandhi appointing her as general secretary for Uttar Pradesh East, which also comprises Lok Sabha seats of Prime Minister Narendra Modi and state chief minister Yogi Adityanath. Signalling the Congress’ intent to go full throttle in the state ahead of the high-stakes general elections, Priyanka’s appointment immediately became a point of political debate with leaders of Congress and its allies welcoming it saying she will be a “great success” for the party while the BJP dubbed her entry into active politics “as an admission by the Congress that its president Rahul Gandhi has failed in providing leadership”. Rahul Gandhi also appointed senior party leader Jyotiraditya Scindia as AICC general secretary for Uttar Pradesh West. Until now, Priyanka’s political forays had been largely limited to appearing at campaign rallies in constituencies held by her

NSF to boycott R-Day celebration D I M A P UR , J A N 2 3 (NPN): Naga Students’ Federation (NSF), a constituent unit of the North East Students’ Organization (NESO) has decided to boycott the Republic Day celebrations across the state on January 26, in protest against the citizenship amendment bill. Like the NSF, All Assam Students’ Union (AASU) and Mizoram’s NGO coordination committee, an umbrella organisation of civil societies and students’ bodies, have also decided to boycott the Republic Day in their states. In this regard, NSF president Kesosul Christopher Ltu and general secretary Imtiyapang Imsong has asked all its units and subordinate bodies to boycott the R-Day in their respective jurisdictions. NSF has also directed educational institutions and students not to participate in any of the government activities or events related to R-Day. NSF further demanded to know from the state government as to whether it was for or against the bill, rather that confusing the general public with “press statements” and “counter statements”. NSF said despite vigorous appeal and opposition, Centre passed the bill in the Lok Sabha.

NSSATA Tsg to boycott class DIMAPUR, JAN 23 (NPN): Nagaland SSA Teachers’ Association (NSSATA) Tuensang unit including DEO Tuensang, SDEO Tuensang, SDEO Longkhim, SDEO Shamator and SDEO Noklak Wednesday announced its decision to boycott classes with effect from January 28, 2019. In a press note, NSSATA Tuensang unit president Aliba Sangtam and general secretary Betimonyu said the protest would continue until the pending salaries were paid with 7th ROP and arrears. The unit pointed out that following an agreement signed on June 12, 2018 in the presence of NSF and ENSF, wherein timely release of salaries was one of the agreements, but government has failed to address the same issue. It also cited NDPP election manifesto, which states “Pending issues regarding Teachers Salary will be re-

solved within a time frame so as to ensure that teachers are contended to provide their best efforts towards the education of the students”. The unit also pointed out that PDA cabinet meeting held on October 3, 2018, decided “in principle, to bring all the SSA teacher of 2010 & 2013 batches into the mainstream of the school Education cadre...” However, it said so far things have vanished into thin air. In this regard, the unit has appealed to the NSF and ENSF to intervene and help bring an amicable solution. NEW DELHI, JAN 23 (AGENCIES): Nine days ahead of the interim Budget, Railway Minister Piyush Goyal has been given additional charge of Finance and Corporate Affairs ministries in view of indisposition of Arun Jaitley, who is currently undergoing treatment abroad, an official release from the Rashtrapati Bhavan said Wednesday. According to the release, the President, as advised by Prime Minister Narendra Modi, directed that during the period of Jaitley’s indisposition, the portfolios of the Minister of Finance and the Minister of Corporate Affairs, held by him, be temporarily assigned to Goyal, in addition to his existing portfolios. The BJP-led NDA government will be presenting its last Budget on February 1. It further said that Jaitley will remain a minister without portfolio during the period of his indisposition or till such time he is able to resume his work as the Minister of Finance and the Minister of Corporate Affairs.

Hiekhanomia Clan president Thezielhuto Punyü and secretary Petehesie Yalie, in a joint statement, informed the resolutions adopted by the clan after the series of events following the murder, when Sivivono wife of late Kevi Zakiesato and their daughters were placed under police custody then released on bail after remand period ended. First, the Hiekhanomia Clan reiterated continued support and cooperation with police investigation team and reposed faith in the latter so as to bring justice at the earliest. Secondly, the clan has barred Mrs Sivivono from entering or taking shelter in the residence of late Kevi Zakiesato. Thirdly, the clan has also barred Mrs.Sivivono from dealing with any property-related matters till the case is brought under reasonable conclusion. It has therefore, warned anyone from making any transaction or dealings with Mrs.Sivivono regarding the properties of late Zakiesato and warned that anyone doing so would be doing it at their own risk. DIMAPUR: Mon Battalion of Assam Rifles under the aegis of HQ IGAR (North) conducted a free Medical Camp at Chenmoho village in Mon on January 18. According to a press release issued by Assam Rifles, the aim of the medical camp was to provide free medical checkup and treatment to local residents of Chenmoho and surrounding villages. 246 locals, of which 85 were male, 76 female and 85 children, were examined and given free medicines. Also, in continuation of its humanitarian services, Assam Rifles Mon battalion under the aegis of HQ 7 sector AR of HQ IGAR (North) conducted a “Free Medical Camp” at Lungwa village in Mon district on January 14. The aim of the medical camp was to provide free medical treatment and to distribute medicine to the local population of Lungwa and surrounding villages who are devoid of requisite medical facilities. A total of 192 villagers to include 17 male, 70 females and 105 children, were given free medical advice along with medicine. Refreshments were also provided to all villagers who attended the camp.

Voters Day Pledge on January 25 DIMAPUR: Nagaland State will be celebrating National Voters’ Day (NVD) on January 25 to register newly eligible voters in the electoral roll and also to promote electoral participation. According to DIPR, the Election Commission of India has directed all officers and staff in government departments of the state to take the NVD Pledge on the day, in brief programs held in their respective offices, preferably around 11 am, to promote democratic electoral participation. CAB: Manipur CM convenes all party meeting on Jan 28

IMPHAL, Jan 23: Amid unabated protests, Manipur chief minister N Biren Singh has convened an all-party meeting to discuss the Citizenship (Amendment) Bill 2016, on January 28. Janata Dal (United), while alleging the proposed meeting has been convened to divert the people’s aggression, announced a boycott of the meeting. JD (U) will not take part in the meeting, said JU (U) state president Hangkhanpao Taithul who alleged that convening such a meeting instead of summoning a special session of the State Assembly was meaningless. He appealed to other political parties to not take part in the proposed meeting as it was nothing but a ploy to fool political parties and the people.

BJP wrests power in North Cachar Hills AC

H afl o n g, J a n 2 3 (Agencies): BJP has wrested power at the North Cachar Hills Autonomous Council, Northeast Now reported. The saffron party has bagged 19 of the 28 seats of the council after the final counting results of which came out early Wednesday. The Indian National Congress (INC) came at a dismal and distant second with just two seats which Asom Gana Parishad (AGP) got one seat. Independent candidates secured six seats in the council. Some of the major setbacks include the former chief executive member Dobojit Thousen, former parliamentarian Prakanta Warisa, former legislator Samarjit Haflongbar, former CEM Depolal Hojai, executive member Kulendra Daoulagau and district Congress president Nirmal Langthasa who had lost the council polls this time.

He alleged that the state government has committed a big mistake by proroguing the State Assembly amid strong demand for a special session of the Assembly to oppose the CAB. Talking to media persons at the party office today, the president maintained that even though JD (U) is one of the partners of the BJP-led NDA government at the Centre, the party strongly opposes the Citizenship (Amendment) Bill 2016. The party will try its best to prevent the passing of the Bill in the Rajya Sabha and asked opposition parties, including the Congress and left parties, to press their leaders at the Centre to stand firm against the Bill. “The only way to prevent enactment of the Citizenship (Amendment) Bill as an Act is not to allow

introducing the Bill in the Rajya Sabha. If it is introduced in the Rajya Sabha, it should be defeated” he said. Meanwhile, six student bodies spearheading the campaign against CAB, on Wednesday announced that a delegation of students will stage a protest at the national capital against the Bill. The protest will be staged on Januar y 30, leaders of AMSU, MSF, DESAM, KSA, SUK and AIMS announced during a news conference at AMSU office. Members of student bodies like Manipuri Students’ Association Delhi (MSAD), Delhi Association of Manipur Muslim Students (DAMMS), United Kakching Students (UNIKAS) have also decided to take part in the proposed protest, the leaders said.

JDU to vote against CAB in RS DIMAPUR, JAN 23 (NPN): Janata Dal (United) on Wedensday said it will vote against the controversial Citizenship (Amendment) Bill when it is tabled in the Rajya Sabha. J Jayalalithaa (File) acquittal came to be dismissed as abated. “It is to be remembered at this juncture that the said person had already had the benefit of acquittal operating in her favour and in the light of the judgement of HC the stigma of conviction against her got erased, which has not been set aside by the apex court on merits for the reason that before the orders could be pronounced, she died. “Therefore, it cannot be said that Jayalalithaa was a convicted person and as such, there is stigma of conviction attached to her,” the judges said. Suggesting that the money could be spent on construction of hospitals, educational institutions, for developmental projects and provision of basic facilities

to citizens, the court said it was for the state government to take a call and it cannot issue any positive direction to do so. It declined to accept the main contention of the petitioner that the order of acquittal passed by the Karnataka High Court had been reversed by the Supreme Court in criminal appeals, and Jayalalithaa who was the first respondent in the said appeals became a convict and as such, a memorial in honour of a convicted person cannot be built. Referring to the money spent from public exchequer for construction of the memorial, the bench said, “The petitioner did not make a challenge to the sanction of funds and the clearances accorded for construction of the said memorial and even otherwise; this Court is of the considered view that the grounds urged by the petitioner lack merit for the above cited reasons.” The apex court had in 2017 abated the charges against Jayalalithaa in the disproportionate wealth case while sentencing her close aide V K Sasikala and two others to imprisonment.

Chennai, Jan 23 (PTI): The Madras High Court Wednesday held that former Tamil Nadu chief minister J Jayalalithaa cannot be termed a convict in a disproportionate assets case and dismissed a petition challenging the construction of a memorial to her on the ground that she was one. A division bench of justices M Sathyanarayanan and P Rajamanickam made the observation and dismissed the petition by M L Ravi, president of Desiya Makkal Sakthi Katchi, seeking a direction to restrain the Tamil Nadu government from spending money from the public exchequer for construction of the memorial. The petitioner also said that steps should be taken to recover money if it was spent by the government from her property citing that she was convicted in the disproportionate wealth case. The bench observed that before the orders could be passed by the Supreme Court on the appeals filed against the Karnataka High Court order, Jayalalithaa breathed her last and therefore, the appeal against her

They denied landing permission near the meeting venue and instead asked us to land the chopper at Kalaikunda, which means Irani ji had to get down at West Midnapore and had to travel all the way to Jhargram which is at the end point of Bengal’s Jangalmahal area,” alleged BJP national secretary Rahul Sinha. “Due to this conspiracy, she ran short of time to reach the venue in Suri. Spectre of Ghar-Wapsi

I

t was perhaps not surprising that the coming to power of the BJP in Tripura by a landslide has encouraged communal organisations to target minority religious communities like Christians and that was proved when under ‘Ghar Wapsi’ by Hindu Jagaran Mancha and Vishwa Hindu Parishad (VHP), 96 Christians were converted to Hinduism at Kailashahar in Unakoti district on Janaury 20. The Hindu Jagaran Mancha is an RSS-affiliated organisation. Ghar Wapsi is a battle cry of the VHP and RSS to convert non-Hindus and tribal and scheduled caste Christians to Hinduism. The Vishva Hindu Parishad and the Rashtriya Swayamsevak Sangh organized several Ghar Wapsi events in several states which were aimed primarily against tribal and scheduled caste Christians and in some instances, Muslims. More than 8,000 people in Telangana and Andhra Pradesh converted to Hinduism from July 2014 - December 2014 under the Ghar Wapsi programme. According to a VHP official, 1,200 people converted to Hinduism in a Ghar Wapsi event in Hyderabad. In April 2017, at least 53 tribal Christian families converted to Hinduism as part of the RSS’s “Christianity-free” block campaign in Arki, Jharkhand. At least seven other Christian families underwent a Shuddhikaran (purification ceremony) in Kochasindhri village. In May 2017, RSS performed conversion of at least 22 Muslims, including women and children, into Hinduism in a secretive ceremony at an Aryasamaj Temple in Ambedkar Nagar district of Faizabad, Uttar Pradesh. The reconversion of 96 Christians in Tripura to Hinduism may be looked upon as the beginning of a campaign that will gather momentum through the backing of the communal organisations having awesome resources. Whenever some people from any other religion, especially Hinduism, convert to Christianity, there is hue and cry about coercion, allurement or fraud used. Christianity did not come with the British. Rather the British rulers were least interested about religion other than exploiting the resources of British India. Christianity spread through the influence of Welsh and American missionaries who established educational institutions and medical hospitals across rural India. However despite all these philanthropic acts, the growth of Christianity was marginal because conversion was out of conviction and not allurement nor threats. That is why today the Christian population in India is hardly 2.3 per cent and has never crossed 2.5 percent mark but has decreased. Therefore, to raise Cain against Christian minorities through the bogey of “fraudulent conversions” is frivolous. The Dalits and Harijans have embraced either Christianity of Islam because of ill treatment and atrocities by upper castes. This has rankled the extremist Hindu elements of the Sangh Parivar not because of any genuine concern but only for the fear of losing these oppressed classes to other religions. The law, instead of convicting those allegedly involved in conversion through fraud, force or deception; has only subjected Christians to all forms of harassment or torture outside and beyond the purview of the normal laws of the land. Sometimes, the interpretation of the law has also led to such that authorities have asked people who retain their caste nomenclature after conversion to“ re-convert” or else lose their jobs or their children lose any benefits entitled to them. It is not far fetched to say that this is an ominous portent of the future when Christianity would be outlawed under various pretexts. Perhaps the state BJP has much to answer for the party’s religious bigotry.

You can always tell when someone has been beholding the glory of the Lord, because your inner spirit senses that he mirrors the Lord’s own character. Beware of anything that would spot or tarnish that mirror in you. It is almost always something good that will stain it— something good, but not what is best. The most important rule for us is to concentrate on keeping our lives open to God. Let everything else including work, clothes, and food be set aside. The busyness of things obscures our concentration on God. We must maintain a position of beholding Him, keeping our lives completely spiritual through and through. Let other things come and go as they will; let other people criticize us as they will; but never allow anything to obscure the life that “is hidden with Christ in God” (Colossians 3:3). Never let a hurried lifestyle disturb the relationship of abiding in Him. This is an easy thing to allow, but we must guard against it. The most difficult lesson of the Christian life is learning how to continue “beholding as in a mirror the glory of the Lord….”

The CAB 2016 and its possible consequences

N

ot being a lawyer, my understanding of the Bill is limited and my opinion may contain legal errors. Thanks to Advocate Takamasa, Ex-MLA who has timely enlightened us on the legal implications of Citizenship(Amendment Bill) of 2016(CAB) vis-a-vis Art 371(A and BEFR 1983 which are now under public scrutiny. Even otherwise by common sense, one understands that a weak State like Nagaland can become a victim of the Bill. The amendment to Citizenship Act of 1955 by means of Citizenship (Amendment) Bill 2016 is to bring the Hindus, the Jains, the Sikhs, the Buddhists and the Christians from Afghanistan, Pakistan and Bangladesh and grant them citizenship of India. The BJP reportedly managed to bulldoze the Parliamentary Committee on the Bill’s approval, the Union Cabinet approved it and now the Lok Sabha has approved the same on 8th January, 2019. The 11 years duration provided in the Act of 1955 was reduced to just 6 years of stay by any of those seeking for enrolment as Indian citizen. Secondly and the namesake law is even when one fails to prove his/her antecedent with valid document will be admissible. The controversial Citizenship (Amendment) Bill of 2016 is still remaining as a Bill and yet to become an Act for want of it being passed by Raja Sabha. The moment the Bill is approved by Raja Sabha and receives the assent of the President of India, it becomes an Act under the Constitution of India. At the very moment, for instance, Manipur in particular is demanding that it should be exempted from the enforcement of the law. In other words, those of the foreigners granted Indian citizenship under the new law should not be allowed to become citizens of the State of Manipur. However, I doubt whether any State under the Union of India can be exempted from such law when enacted. Creating precedence can become the Pandora’s box. The Citizenship (Amendment) Bill of 2016 excludes Muslims. And though those of the other communities as Sikhs, Jains, Buddhists and Christians are included, the Bill intends to grant citizenship to maximum Hindus seeking for registration.

In the name of compassion on fellow Hindus facing religious persecution in the Muslim countries as Afghanistan, Pakistan and Bangladesh the BJP, as per its agenda, intends to transform India into theocratic country by bringing Hindus in millions. How far Nagaland State is insulated by Art 371(A) and BEFR 1873 (ILP) under the threat of Citizenship (Amendment) Bill of 2016 was well covered by Advocate Takama’s article. Whereas, the PDA Govt. by its Cabinet decision on 5th June, 2018 declared that is not against the Bill but it will object when any provision in the Act is found detrimental to the interest of the State of Nagaland. This decision of PDA Govt. was aimed at pleasing both the BJP Govt. in Delhi and the Nagas of Nagaland. This decision was born out of sheer timidity, sycophancy and of hidden agenda. The PDA has no gut to displease its mentor BJP by deciding to oppose the Bill as was done by counterparts as Mizoram, Meghalaya and Manipur. The PDA thus used ambiguity as its cornerstone. Such posture sans locus standi. The logic of the decision is funny too. Once the Bill in question is enacted, it will remain for durable period of time, no matter how much is the dislike of Nagaland State may be. After the Bill is enacted, what power the State of Nagaland will have to force the Union Govt. to rectify any of its provisions or refuse to accept it in solitude. Whereas, as any Govt. is, PDA is legally guided by Advocate General on all constitutional and legal matters. One therefore needs not doubt that as though PDA is confused, ignorant or failed to discern the demerits contained in the CAB 2016. The PDA knows that the Art 371(A) has got nothing to do to resist the influx of illegal immigrants into Nagaland, and that the BEFR 1873 (ILP) is not the legal weapon to determine who is entitled to be registered as Indian citizen and who deserves not. Yet, in the name of ambiguity and foolishness, PDA is lobbying hard for the smooth passage of the Bill. The NDPP is working relentlessly harder for the Bill more than the BJP Govt. in Manipur or BJP alliance Govt. in Meghalaya. The philosophy of PDA in using Na-

galand to please others, the nonindigenous citizens in Nagaland, dates back to the formation of NPF in 2003 taking the Congress booklet of the Bedrock of Naga Society as its launching pad, and the agenda remains. The decision of PDA is ruthless, myopic and too selfish. In other words, is PDA contemplating to make Nagaland the sacrificial lamb for its own gain? Those leaders are to be held solely responsible for the possible consequences of the Bill. Here lies the dangers. The moment the Citizenship (Amendment) Bill of 2016 is passed by both Houses of Parliament, lakhs of non-Indian Hindus in particular will be registered as Indian citizens in hurry. According to anti-Bill activist in Assam, not less than 20 lakh Bangladeshi Hindus are waiting for registration. Beside, we had learnt already what size of the population was left out in the enforcement of NRC in Assam. More than 40 lakh people in Assam were left unregistered, and this bulk will be the additional burden. And possibly, the Hindus from those three countries will steadily migrate to India in due course of time availing the given privilege. I believe that is the intention of BJP. Whereas, when Assam is filled with unwanted huge chunk of population, ultimately the local situation over there will flush several lakhs of people out. Whereas, PDA is sarcastically talking about our protective laws as Art 371(A) and BEFR 1873 by which Nagaland will remain safe from the adverse impact of the Bill. Whereas, natural calamities as floods, landslides, cyclones or wildfires have no respect for manmade laws. Similarly, the influx of those people registered under CAB 2016 who are flushed out from other States or they themselves decide to come to Nagaland will have no regard for our existing laws. Secondly, introspect on the efficiency, commitment and determination of the administration of the Govt. of Nagaland relating to implementation of our protective laws. No matter how good and plenty may be our laws, the law enforcers have the tendencies and become so obsessed to abuse those for personal gains. We know how Indigenous Certificates and ILP

are misused as lucrative business by administrators. We know as and when the Bill is enacted, and when the influx of immigrants into Nagaland becomes imminent, those of the myopic and selfish people of all hue will form syndicate as usual to make it a big industry at the cost of the indigenous people of the State. Thirdly, to allow the influx of outsiders to live in Nagaland is as simple as inhaling oxygen by any healthy person. Look at the magnitude of lakhs of doubtful people already living in Nagaland particularly in urban areas. Look at how porous are our borders with neighbour States. In any given situation, I find it difficult to trust the administration to honestly and efficiently handle the influx problem. And so, to let others, the undeserved people, to come in is easy. Yet, the bigger concern is, after realization of the adverse impact of these people on our indigenous rights, when we wake up late to deport them will become the contentious issue. To take decisive measure for deportation will have immense repercussion particularly in Assam. Assam being the gateway for Nagaland, we cannot afford to have strained relationship with this neighbour. Whereas, those migrants will have their base in Assam in particular, and any spark of legal or illegal action against people from Assam who have illegally landed in our State will have boomerang from Assam against the people of Nagaland as experienced in the past. Although Nagaland has just one Raja Sabha MP due to which our State can hardly play vital role in floor games when the Bill is tabled in Parliament. Yet, when the issue in debate is so crucial relating to our survival in the long run, our cohesion with other States in NE is very imperative. With, the arrogance, the selfishness and the myopia of PDA, the NE strength against the Bill is weakened. Nagaland will therefore be responsible for the Bill when enacted and for its consequences in NE. If PDA Govt. stands for Nagaland, do not mortgage it for your comfort zone. Tie up with those NE States which are opposing the Bill for the reason that those States are wiser. Z. Lohe

Extension of BEFR 1873 to plain areas of Nagaland and need for Foreigners Tribunals (From previous issue) It is important to state that the BEFR 1873, the issuance of Inner Line Pass is for the citizens of India and not for foreigners. The entry of foreigners to India as well as Nagaland is governed by The Foreigners Act, 1946. The Bangladesh illegal migrants are not citizens of India but foreigners who had illegally entered India. As such, issuance of ILP to Bangladesh illegal migrants, it is totally illegal and misplaced. The issuance of ILP by concern authorities in Nagaland, blindly, without verifying whether he or she is an Indian citizen or Bangladesh illegal migrants , it is a matter of serious concern to check influx of illegal migrants to Nagaland. All the illegal migrants claim themselves to be permanent citizens of Assam and apply for ILP. An Inner Line Pass, residency certificates issued by the GBs, colony/ward authorities, village councils, ultimately it becomes the official documents for those illegal Bangladesh migrants to claim legitimacy of their residence in India. It is necessary for all concern authorities to check proper antecedents of the applicants before ILP, residency certificates are issued. The Foreigners Act, 1946 confers wide ranging power to deal with all foreigners or with respect to any particular foreigner or any prescribed class or description of foreigner for prohibiting, regulating or restricting their or his entry into India or their presence or continued presence including their arrest, detention and confinement. Section 9 of the Foreigners Act, 1946 it clearly stipulates that the burden of proving that he is not a foreigner or not, is upon such

a person who is alleged to be a foreigner and not the authority concern. The fundamental right of a foreigner is confined to Article 21 of the Constitution of India for life and liberty and does not include the right to reside and stay in India, as mentioned in Article 19(1)(e), which is applicable only to citizens of India. The persons who reside in the territories of countries of which they are not nationals, posses a special status under international law. However, states reserve the right to expel them from their territory and refuse to grant them certain rights which are enjoyed by their own nationals. Thus, the Bangladesh nationals who have illegally crossed the border and have trespassed into Nagaland have no legal right of any kind to remain in our land and they are liable to be deported. The power of the Government to expel foreigners is absolute and unlimited and there is no provision in the Constitution fettering its discretion and the executive government has unrestricted right to expel a foreigner. So far as right to be heard is concerned, there cannot be any hard-and–fast rule about the manner in which a person concern has to be given an opportunity to place his or her case. In a criminal trial where a person is prosecuted and punished for commission of a crime and may thus be deprived of his life or liberty, it is not enough that he is prosecuted in accordance with the procedure prescribed by law but the procedure should be such which is just, fair and reasonable. This principle can have no application in matter of identification of a foreigner and his deportation, since he is not being deprived of his life and liberty.

The deportation proceedings are not proceedings for prosecution where a man may be convicted or sentenced. In exercise of powers conferred by Section 3 of the Foreigners Act, 1946, the Government of India had issued The Foreigners (Tribunals) Order, 1964, G.S.R.1401, dated 23-091964. The Central Government may, by order, refer the question as to whether a person is or is not a foreigner within the meaning of the Foreigners Act, 1946 (31 of 1946) to a tribunal to be constituted for the purpose, for its opinion. The tribunal after hearing shall submit its opinion to the Officer or authority specified in this behalf in the order of reference. The consequential actions follow thereafter. In view of the direction of the Hon’ble Supreme Court, the Central Government in exercise of power under The Foreigners (Tribunals) Order, 1964, had constituted Tribunals in all the districts of Assam for identification of foreigners. In view of the serious problems faced due to influx of illegal migrants to Nagaland, the State Government besides altering the inner line and its effective implementation, it should approach the Government of India to establish sufficient Foreigners Tribunals in Nagaland. It is important to note that alteration of the inner line should not be at the cost of the indigenous inhabitants living in the plains and the enforcement agencies should be able to distinguish who is an Indian citizen and who is an illegal Bangladeshi migrant. The danger of playing into the enemy’s hands through piecemeal solutions

T

here can be no greater treachery in the history of a nation then the treachery of a few of its citizens betraying a nation’s identity through piecemeal solutions with the enemy. But some present Naga leaders seems to be playing such a game by having secret talks with the government of India behind the backs of the general Naga public. This is the exact case, because though more than twenty years have passed since the third peace talks began, the Naga public still do not know about even a sentence of what agreements these Naga leaders have made with the GOI. Looking back at our history, when the whole nation rallied behind the NNC and its Plebiscite of 1951, we proved ourselves a formidable foe against all that mighty India and Burma could throw against us. The tragedy began, when some of our own leaders walked away from that formidable NNC rock and formed their own Revolutionary Government. This tragic event happened even as the then 1964 Indo-Naga ceasefire was still ongoing. Further tragedy was ushered in when some other leaders yet again, launched another` revolutionary government in 1980. This was done despite the fact that Zashei Huire, the then President of the FGN had rejected the 1st and 3rd clauses of the Shillong Accord of 1975. Today, besides the originally mandated NNC and FGN, there are seven other splinter groups. Now, if these splintered groups- however well armed and well organized they may be- will have piecemeal solutions with the Indian government, they could very well betray the original stand of the NNC and FGN which is complete sovereignty and independence of the nation. As for the original NNC and FGN, despite all the storms of betrayal and fratricidal killings that have overtaken the nation, the NNC and FGN still continues to uphold the sovereignty and independence of the nation which was declared on 14th August 1947. As for this original NNC, there exist no such other bodies called “NNC Parent Body” or “NNC Son Body”!! The one and only NNC was established on 2nd Feb. 1946 to become the political institution of the Naga people. This political institution belongs to all the citizens of Nagaland and can never be hijacked or impersonated by any other political groups or parties whatsoever. Kaka D. Iralu

Sunday Closure a welcome step!

Lately there have been many different opinions and views as usual on the closure of shops on Sunday. First of all, it is a welcoming gesture in making it a sign of ‘a holy day’. No matter what sort and types of criticisms may come from different corners, if people of different communities can close down their shops on any week days to offer prayers or go to their worship places, why are our own Naga people so much always against this halting of business activity for one day of the week? We have full six days where we can work, sweat, shop, have fun, etc. So just revering what is holy for us Christians should not be such a big deal. Let us give credit where it is due. With full business activities in every nook and corner of the town, construction works on full swing, people have forgotten what should be sacred and revered and what is not. We as a Christian majority state have been swayed by all these going-ons and getting lost with the worldly ways. Some people rue that our Naga economy is all flowing into Assam by this Sunday closure. Sunday closure or not, all our economy is being drained away outside by non- Nagas because we have failed to adhere to the value of work culture and lack of business acumen. So just because of this Sunday closure, let’s not try to make a mountain out of a mole-hill. As Christians, let us learn to keep some things holy and sacred, on a day like Sunday. CBI books former Air India CMD on corruption charges

New Delhi, Jan 23 (PTI): The CBI has booked former Air India chairman-cum-managing director Arvind Jadhav for allegedly violating procedures while making various promotions and appointments, officials said Wednesday. Along with Jadhav, the CBI has also named then executive director (personnel) L P Nakhwa (now retired) and former additional general mangers (operations) Arvind Kathpalia, Amitabh Singh and Rohit Bhasin in its FIR registered under the Indian Penal Code section related to criminal conspiracy and provisions of the Prevention of Corruption Act. The Central Bureau of Investigation alleged that Jadhav had constituted a panel in 2010 to promote officers to the rank of general manager (operations) in violation of laid down procedure. Nakhwa, who was general manager (medical service), was given the rank of executive director (medical services) after the post was upgraded as a temporary measure till August 31, 2009. It is alleged that Nakhwa was to be reverted to the post of general manager (medical services) from September 1, 2009, but she continued in her position as executive director in clear violation of the Civil Aviation Ministry’s directive dated March 6, 2009. The CBI inquiry also found that Jadhav regularised Nakhwa in the post of executive director (medical services) with

effect from April 1, 2010 without following the due procedure, the FIR said. The Civil Aviation Ministry had annulled and reversed the irregular appointment of Nakhwa as executive director (medical services), the CBI alleged. A human resources sub-committee of the Board of Air India in an order dated September 8, 2010 reverted Nakhwa to the post of general manager (medical services) with immediate effect. This was necessary as according to the promotion policy of Air India, members of promotion panel should be preferably two levels above the post for which the selection is to be made, which was not the case with Nakhwa who was of the same for which selection was to be made by the panel. T h e i nve s t i g a t i n g agency said although Nakhwa was not eligible for being a member of the said promotion panel, Jadhav nominated her against the prevailing rules and procedure.

Phulbani, Jan 23 (PTI): The death toll in Tuesday’s mini-truck accident in Odisha’s Kandhamal district has increased to 10, with two more persons succumbing to injuries, a police officer said. The truck had slipped into a gorge at Poiguda ghat near Baliguda in the district, killing six people on spot and injuring over 35 more. “Four people died during treatment at MKCG Medical College Hospital. Of the 10 deceased, four are women. As of now, 21 more are battling for their lives at the Berhampur hospital,” he said. The 82-year-old Congress leader and his wife have sought quashing of the December 10, 2018 trial court order directing framing of charges against Singh, his wife and seven others in the case lodged by CBI. The petition is likely to be heard Thursday. The trial court is yet to formally frame the charges against the couple and the matter is listed for January 29. It had added that since the document was made for showing unaccounted money as sale proceeds of apples, they were liable to be charged for the offence of forgery. The CBI had registered the case against Singh and others for allegedly amassing assets worth around Rs 10 crore disproportionate to their known source of income when he was the Union Minister in the UPA government. A charge sheet running into over 500 pages, filed in the court, claims that Singh had amassed assets worth around Rs 10 crore which were disproportionate by 192 per cent of his total income during his tenure as a Union Minister. The final report, filed against nine people for alleged offences punishable under section 109 (abetment) and 465 (punishment for forgery) of IPC and Prevention of Corruption Act, arrayed around 225 witnesses and 442 documents.

The new 2019 Wagon R comes primarily in three variants LXI, VXI and ZXI, offered in seven iterations based on the engine and transmission option. NEW DELHI, Jan 23 (Agencies): The government has cracked the whip on several large companies, which had either failed to deposit tax deducted at source (TDS) with the income tax (I-T) department or delayed the payment, with claims against top 10 such entities adding up to nearly Rs 350 crore. I-T authorities have gone ahead and launched prosecution action, while some of the companies have come forward to settle the cases. Under the law, individuals as well as companies have to deduct tax for several payments — ranging from salaries to rent and payments to contractors above a specified threshold. The payments also have to be made during a stipulated period, failing which a company is liable to be prosecuted as the government sees this as a major violation. While a large number of cases relate to 2016-17, 2017-18 as well as the current financial year, action has been taken in cases where default dates back to 2012-13 as well, sources told TOI. On top of the pile is Crest Logistics and Engineers, with delayed payments and defaults adding up to Rs 110 crore. Construction company HCC was also on the list, where tax authorities stepped in to recover dues of around Rs 65 crore, while Hubtown

Mumbai, Jan 23 (IANS): In a new development, the State Bank of India (SBI) on Wednesday moved to recover loan outstandings of Rs 405 crore from absconding diamantaire Mehul Choksi, his family and companies. This is the first time the country’s biggest bank’s exposure has been revealed in the case involving Choksi, who is among the prime accused in the Rs 13,500 crore fraud in the Punjab National Bank (PNB). Significantly, the developments came two days after it became clear that Choksi had surrendered his Indian citizenship in favour of the nationality of Antigua & Barbuda Isle in the West Indies. Choksi, his nephew Nirav Modi, several of their family members, employees and retired or serving top PNB executives and officials are accused in the PNB scam. In a prominent media notice on Wednesday, the SBI has demanded repayment of the loan amount sanctioned against various assets in Mumbai, Raigad, Nashik and Hyderabad belonging to Choksi, his family and group companies. Sharif, 69, who is serving a seven-year imprisonment in a Lahore jail, was rushed to a hospital from Kot Lakhpat jail on Tuesday after he complained of heart related complications. New York, Jan 23 (Agencies): The U.S. Senate shifted slightly closer on Tuesday to resolving a month-long partial government shutdown, but there was no sign of relief anytime soon for 800,000 federal workers who are furloughed or working without pay. According to Reuters, Republican Senate Majority Leader Mitch McConnell laid the groundwork for a vote on Thursday on a Democratic proposal to fund the government for three weeks, without attaching the $5.7 billion in U.S.-Mexico border wall funding demanded by President Donald Trump. The president has opposed similar legislation in the House of Representatives. McConnell had said previously he would not consider a funding bill that Trump would refuse to sign. The Senate leader said he would also bring up for a Thursday vote a proposal by Trump to end the shutdown that includes border wall funding and relief for “Dreamers,” people brought illegally to the United States as children. The plan was unlikely to pass in the Senate and had even less chance in the Democratic-led House of Representatives. The four-day affair will culminate on Saturday evening. In his address as special guest, director of Life Sports, Nagaland, Colo Mero stressed on “sports

and music as powerful tools to reach out to youngsters and the community at large, especially those who are not particularly church-friendly.” He also called upon the Church and Christian ministries to evolve beyond the tried and tested conventional style of ministry, adding that the inability to infuse fresh and appealing methods inclusive of sports, music, business and sports, has made youngsters lose interest in the church.

Hauling up the church for deviating from its purpose of reaching out to the lost and instead concentrating on self aggrandizement by way of business and other projects, Colo Mero, said, “Churches have become buildings giving more interest in planting trees, farms, rearing animals, but have no time for young people and families .” Mero further called upon the 200-odd students present not to be mere degree holders but young

IWF lifts ban on Sanjita

New Delhi, Jan 23 (PTI): The International Weightlifting Federation (IWF) on Wednesday revoked the ban imposed on India’s Commonwealth Games gold medallist Khumukcham Sanjita Chanu. The sport’s apex body informed the India Weightlifting Federation (IWLF) and Sanjita of the development. “On the basis of the information at its disposal the IWF has decided that the provisional suspension of the athlete (Khumukcham Sanjita) shall be lifted as of today (22 January 2019),” the IWF legal Counsel Eva Nyirfa said in a letter. “The IWF Hearing Panel will

render its decision on the athlete’s case in due course,” it added. Sanjita, who had won a gold in the women’s 53kg category at the 2018 Commonwealth Games in Gold Coast, had tested positive for anabolic steroid testosterone as her urine sample was taken prior to the World Championships in November 17. The 25-year-old Indian lifter was then put under provisional suspension in May last year. In Gold Coast, Sanjita had set a new Commonwealth Games record with a lift of 84 kg in snatch and 108 kg in clean and jerk, to finish with a total of 192 kg.
