Temjen Toy appointed as CS DIMAPUR, JAN 22 (NPN): Tali Temjen Toy IAS (NL: 89) incumbent addl. chief secretary & Finance commissioner has been appointed as Chief Secretary, Nagaland with immediate effect vice R. Binchilo Thong (IAS), Chief Secretary. Binchilo Thong who took over as CS on August 24, 2018 has been transferred as Director General, Administrative Training Institute Kohima, a DIPR report stated. Temjen Toy shall also hold additional charge of Finance commissioner till further orders. It may be mentioned that Toy took over as officiating CS after then chief secretary Pankaj Kumar went on deputation to the Centre as Additional Secretary, Ministry of Electronics and IT, Government of India. Temjen Toy took over as officiating CS on March 17 last year and handed over charge to R. Binchilo Thong on August 24, 2018.

DIMAPUR: Khehoyi village under Niuland subdivision celebrated its centenary on January 19 and 20, with Lok Sabha MP, Tokheho Yepthomi as special guest, who also unveiled the jubilee monolith. According to jubilee programme committee, Tokheho termed it as a red letter day for the people of Khehoyi village and said that the villagers were celebrating the good works of

the forefathers. He therefore encouraged the present generation to honour those who had sacrificed and toiled in establishing the village. He pointed out that villagers must carry on and uphold the legacy left behind by early settlers for the growth and prosperity of the village. Rev. Hevukhu Achumi, executive secretary, Western Sumi Baptist Akukuhou Kuqhakulu (WSBAK) dedicated the

jubilee memorial stone and spoke about the graciousness of the Lord. N. Z. Makritsu, secretary (retired) to the government of Nagaland and president of Tsiephama Mechu Khroto also graced the occasion and greeted the villagers. DIMAPUR: The road construction committee of Sohomi junction to Suthotsu Village via Khutsokhuno and Tehephu under PMGSY scheme, on behalf of the four villages, has sought the cooperation of all factions and general public towards the ongoing road construction project. In a press note, committee convenor, S. Khuvepa Chizo and secretary Thupuzo Nienu said that the villages, being among the most remote and backward area, have suffered for several decades due to bad road condition. It also pointed out that many lives were lost due to lack of good road connectivity towards the district hospital. Guwahati, Jan 22 (PTI): Chief Minister Sarbananda Sonowal on Tuesday said a “false picture” has been given out that the Citizenship (Amendment) Bill is anti-Assam and assured the indigenous people that their rights will be protected and there will be no threat to their language and culture. Protests against the Bill which seeks to provide Indian citizenship to nonMuslims from Bangladesh, Pakistan and Afghanistan have been continuing in the northeast for nearly four weeks. Shillong, Jan 22: Two days after suspending their operations, the Navy on Tuesday resumed operation to retrieve the body of one of the 15 miners trapped inside an illegal 370-feet flooded coal mine in Meghalaya’s East Jaintia Hills district, an official said. O n S u n d ay, a 1 5 member Naval team from Visakhapatnam suspended their operation the unidentified miner as the body is disintegrating with every pull by the underwater remotely operated vehicle (UROV) jaw. “The Navy divers lowered down their UROV to retrieve the dead miner from 11 a.m. The body has been pulled out from mouth of the rat-hole mine near the main shaft. However due to some obstruction the process will take some more time to bring it to the top,” Rescue Operation Spokesperson, Reginald Susngi said. Susngi said the naval divers are expected to pull out highly decomposed body with blue jeans and red Tshirt inside the mine which they detected it a week earlier on Wednesday.

Court tells cops not to handcuff Karbi Anglong lynching accused

Naga o n , J a n 2 2 (AGENCIES): The lawyer of the accused in the Karbi Anglong lynching case has objected to his clients being handcuffed by police while being taken to and from court. Advocate Manas Sarania, who appeared for the accused, filed a petition in the court of district and sessions judge, Nagaon, Rita Kar, saying that handcuffing them is “illegal” as it violates a Supreme Court order. The court posted the matter for hearing on December 1. Altogether 47 accused are facing trial in this case. Sarania cited a 1980 Supreme Court judgment in Prem Shankar Shukla vs Delhi administration case where the apex court ruled that the police shall not

handcuff or use handcuffs in a routine manner and it must be used only when there is a danger of the prisoner becoming violent or when the person being arrested is likely to escape from custody. He said the Supreme Court had clearly said the police cannot handcuff an accused without getting permission from a judicial magistrate and without showing valid grounds for handcuffs. “In this particular case, not all the 47 accused are dreaded criminals and most of them did not have any criminal antecedents. More importantly, many of them surrendered before police. In such a scenario, bringing them to court in handcuffs is a clear violation of human rights and contravenes orders of the Supreme Court

and similar orders passed by Gauhati High Court,” the lawyer said. Sarania, who is also the counsel for NDFB leader Ranjan Daimary in the 2008 serial blasts case, said the police in the past used to bring Daimary and other accused to the trial court in handcuffs but they discontinued the practice after he raised an objection in 2011. A police source, however, claimed the lynching case accused were brought to Nagaon court in handcuffs after following due process of law. The source said the prosecution would file an objection to the petition filed by Sarania in court during hearing on December 1 since there is no blanket ban on handcuffing the accused.

30 more Rohingyas nabbed from Guwahati-bound bus

Agartala, Jan 22 (PTI): Thirty more Rohingya Muslims, including 12 children, have been apprehended along the TripuraAssam border, taking the total number of those held over the past five days to 61, a senior police officer said Tuesday. The immigrants were on their way to Guwahati from Agartala in a bus, when the Assam Police held them at Churaibari area, about 200 km from here, he said. Earlier on Tuesday, the BSF handed over 31 Rohingya Muslims, who were holed up in no-man’s land along the Bangladesh border in Tripura since January 18, to Tripura Police. North Tripura District Superintendent of Police Bhanupada Chakraborty told PTI that 30 Rohingyas “were apprehended from a Guwahati-bound bus on Monday night during a frisking operation in Churaibari area of Assam”. Churaibari, spread across Tripura and Assam, connects the two states via National Highway-8. “Immediately after they were

held, Karimganj district police in Assam contacted us. They told us that the Rohingya Muslims boarded the Guwahati-bound bus from Agartala,” he said, adding that the immigrants were likely to be produced in a local court later. Monday’s arrest came five days after the 31 Rohingya Muslims were holed up behind the barbed wire fencing along the Bangladesh border in Tripura, as the border guards of both sides debated over their status. They were handed over to the police by the Border Security Force (BSF) earlier in the day after talks with its Bangladesh counterpart failed to make any headway. “The Rohingya Muslims were holed up behind the barbed fencing since January 18. We took up the matter with BGB and requested them to take them back to Bangladesh which they denied. Several rounds of talks between the BGB and BSF failed and the issue could not be sorted out. So, we handed them over to the police,” BSF DIG Brijesh Kumar said.

He said the Bharatiya Janata Party government was weakening democratic institutions. “It is using them to suppress dissent and the voice of the opposition,” he said. “Why does a country like Japan, which is very advanced in science and technology, is not using the EVMs? The question should be raised among the nation’s 130 crore people,” the SP chief said here. His remarks come after a self proclaimed cyber expert, a US-based Indian, claimed at a London press conference that the last Lok Sabha elections were “rigged” through the EVMs. Bahujan Samaj Party leader Mayawati, who is Yadav’s alliance partner in the state, had also issued a statement criticising the EVMs, a day after the London press conference. onths ahead of 2019 Lok Sabha Elections, a self-proclaimed US-based cyber expert Syed Shuja has claimed that the “entire” 2014 polls were “rigged” at the Electronic Voting Machine( EVM) hackathon in London. That “revelation” made top headlines and the opposition parties felt vindicated by the accusations of EVM rigging in 2014. The opposition parties( including BJP while it was in the opposition) have questioned the EVMs after their losses. Thus for those political parties who don’t want EVMs the “revelations” by Syed Shuja may seem to be like a redemption for their disastrous defeat. What had fuelled suspicions some years ago about manipulation came from bad losers who speculated without substantiating their allegations. They went as far as to allege the socalled “trojan horse sub programme” was loaded to the machines for the manipulation. The allegation was that the software would be wilfully activated after knowing the key number allocation to favour a particular candidate. By knowing the key number, it was alleged that the software(Trojan Horse) would be activated through some mechanism(mobile etc) at the time of poll. It was also speculated that there were other ways by which EVMs could be manipulated. This could be done by deletion of entire data or the software to register votes adjusted and the election results manipulated to suit particular candidate(s) by expert hackers. This can be possible if there is no adequate transparency, such as paper trail which would open EVMs vulnerable to manipulation. Those who have questioned the reliability of EVMs are those who have lost elections. After 2004 election the BJP raised hue and cry over the reliability of EVMs. The cry became more hoarse after BJP again lost the 2009 election. Tests were conducted and there was no conclusive proof that EVMs could be doctored/manipulated whereby pushing any button would lead to voting only for a particular party and rejecting others. It may be pointed that during the period 2009 when the BJP raised the issue, the Election Commissioner of India was N.Gopalaswamy, considered pro-BJP man and during whose tenure the 2004 Lok Sabha election was conducted. In 2009, BJP blamed its loss on EVMs and accused the Congress of tampering. Then in 2014, it became the turn of the Congress to raise hue and cry after the losses in several states. However, after 2014 it was the turn of Congress to question the reliability of the EVMs. By that yardstick, Congress should remind itself that it had won Chhattisgarh, Rajasthan and Madhya Pradesh from BJP at the polls where EVMs were used. In order to ensure greater trust, the ECI installed the Voter Verifiable Paper Audit Trail (VVPAT) which allows voters the possibility to verify that their votes are cast as intended. This way, the VVPAT can serve as an additional barrier to changing or destroying votes. Now the London EVM hackathon as it were, was a dubious and desperate attempt that was meant to destroy the reputation of EVMs and raise the spectre of a plan to rig the 2019 polls. The dubiousness was amplified when the accuser-Syed Shuja- did not show up at the event but did a video conferencing only to hurl hilarious murder conspiracies. However, he did not demonstrate how EVMs could be hacked ; which was supposed to be the main highlight of the London hackathon. Hopefully, the FIR filed by ECI and legal actions against Shuja should expose the shadiness of the entire episode.

Why Socrates was suspicious of an unenlightened democracy

W

e used to think very highly of democracy and, by extension, of ancient Athens that gave rise to democracy as we know it today. That’s why so many leaders of democracy like to photograph themselves there. It will be, therefore, interesting to see what one of Athens’ wisest men had to say about democracy. Born in 438 B.C. at a time of rapid democratization, Socrates grew up in Athens. He was short and famously very ugly, with a flat nose and bulging eyes. He would walk bare foot and wear the same clothes for days in a row. As such, he was often looked down upon as Athenian society highly adored male beauty. But despite his physical disadvantages, he became arguably one of the most influential philosophers of all time. Socrates never wrote anything himself. Most of what we know about him came from the writings of his pupils, Plato, Xenophon, and Aristo-

phanes. Socrates argued in the streets as well as in the Athenian agora with anyone who would listen. He often played the role of a gadfly: stinging, as it were, those who were intellectually dogmatic or remaining complacent in the status quo and calling citizens to examine their lives. The Oracle of Delphi said that Socrates was the wisest man in Athens. This shocked Socrates because he famously claimed, “All I know is that I know nothing.” This led him to question the claims and beliefs of others to see if anyone really knew more than he did. He concluded that perhaps what made the Oracle think of him as wise was that he admitted his ignorance, while others dogmatically asserted what they did not know. Socrates was also an open critic of the Athenian newly formed democracy. He forced politicians and social elites to question their own claims. In other words, he warned against granting voting privileges to all without connecting it to wisdom, because to do so, he argued, would lead to demagoguery, that is, seeking political support by appealing to the desires and prejudices of ordinary people rather than by using rational argument. To illustrate his point, Socrates used an example of a rich, charismatic, smooth-talking person who eroded Athens’ freedom and pushed its citizens to military disaster in Sicily. According to Socrates, such people seeking election could exploit people’s desire for personal gain. He asked his audience to imagine a debate between two candidates: one was a medical

doctor and the other, a sweet shop-owner. In such a combative scenario, the sweet shop-owner could say about his rival, “Look! This person will cause you many harms. He will hurt you. He will give you bitter potions. He will tell you not to eat or drink whatever you like. He will never serve you feasts or give you many pleasant things like I will.” “What, then,” Socrates asked, “could be the response of the audience? Do you think the doctor would be able to reply effectively? What if the doctor said, ‘I cause you pain in order to heal you.’ That would cause uproar. Don’t you think so,” Socrates asked. We have forgotten all about Socrates’ salient warnings against democracy, because we prefer to think of democracy as a mere birthright for one and all rather than as something which can only be effective as the education system that surrounds it. As a result, we have elected many sweet shop-owners and very few doctors.

Reenacting partition’s tragedy

n August 14, 1947 as the partition proposal dividing the Indian subcontinent came into full effect, it paved the way for the victory of a narrow identity politics based on religion played out by some religious leaders, whose vision for India forever remain within the confinement of their radical and extremist religious views, prompted by the fears, hatred and suspicion that swept across the subcontinent among different religious groups. What the proponents of the partition’s plans failed to comprehend was the tragic outcome which is nothing less than a human tragedy that had a consequential bearing on the social and political life of the newly created nations to this day. The partition of India will eventually change, if not spoil, the whole socio-political landscape of the subcontinent and led to the creation of the two independent nations: the “theocratic Islamic state of Pakistan” and “the secular and democratic India”. Another, third, nation, Bangladesh, will be born two decades later under the same political atmosphere and influence that divide India in 1947. The worst case scenario that influences the political leadership of the day as the option of partitioning the subcontinent figure up was the invoking of the name of ‘religion’, rather than taking administrative consideration as the reason, which had already become a sensitive issue that was dividing the communities and was already claiming so many lives by that time, that mess up everything and created all sorts of misunderstanding among the adherents of different religions. And the worst outcome of this historical tragedy was that the innocent commoners belonging to all religious communities, who had nothing to do with all those dirty partition politics, were made to pay with their lives. People of different religion inhabiting the nation together peacefully for centuries were all of a sudden exposed to communal politics of hatred and made themselves enemy aginst each other as the demand for a separate state based on religion instill suspicion in the minds of the masses and flare up into one of the worst communal violence in the history of mankind with the eventual successful implementation of the partition plan that claim millions of innocent lives. The Assam-Bengal frontier at the eastern sector of the subcontinent was the main theatre of politics during the tragic era of partition. The partition of Bengal successfully divided the region and

places its people, determined by their religious affiliations, in different artificially created political boundaries. What the partition fails to prevent was that it could not divide the heart and soul of the people belonging to the same region. People of the region, irrespective of the borders where they were placed, remain the same people, share same history and remain emotionally attached to each other. Could the conscience of humanity permit anyone to give a name tag as “illegal immigrants” to those traversing the region of their own? Be it present day West Bengal, Bangladesh or Barak Valley of Assam, no one can deny that this is a part of the same one Bengal in history inhabited by the same race of people only to be spoiled by the partition politics. The latest Citizenship Amendment Bill (CAB) and NRC which aimed at granting Indian citizenship to those persecuted religious minorities from the neighboring countries and detecting illegal immigrants for deporting to their respective place of origin once again open up the unfinished agenda of partition which becomes a deadly wound infecting the region and which would not be heal forever. But the inherent flaws within this accord was the absence of specificity in defining who the “Assamese” are, which led to the contest for identity assertion and dominance among the different ethnic communities in the state. DIMAPUR: North East Institute of Social Sciences and Research (NEISSR) conducted peace retreatcum-orientation from January 21 to 22 at the institute premises, Dimapur. A press release from NEISSR media cell stated that Dr. Fr. C.P. Anto, the principal of NEISSR facilitated the session. He led the students and faculty to a time of meditation after

which the students expressed their feedback. Seven sessions were spread across the two-day focusing on the seven pillars upon which NEISSR is built- Mindfulness, Spirituality, Love, Punctuality, Integrity, Leadership and Dialogue. retreat as they start the new academic year. Fr. John Poji and Meriakthule Chewang took up session on spirituality, where they underscored the importance of self reflection and spirituality as a way of life. College Jakhama delivered a talk on love and the mission of every person to share about God’s love even as one respects people of different faiths, cultures and backgrounds. On the second day, the session on punctuality was facilitated by Sungjemtola Jamir and Dr. Deben Bachaspatimayum. The students were proactive in the group activity based on punctuality as they addressed and presented the outcome of the group discussion. Imnuksungla Pongen and Dr. Amit Das presented talks on leadership and used audio visual media as they engaged the students in active participation during the process. Dr. Deben Bachaspatimayum involved the students in an activity that demonstrated the role of dialogue in community and spoke on the importance of dialogue to measure the depth of kindness and unity. Imnuksungla Pongen presented a talk on integrity prepared by Dr. Fr. C. P. Anto and highlighted the scope of social work profession.

COPTA conducts surprise checking DIMAPUR: Anti Tobacco flying squad COPTA Wokha unit conducted surprise checking in and around Wokha town within the educational institutions perimeter of 100 yards on January 22. According to DIPR report, the team comprised members from district administration, police, Lotha Student’s Union (LSU) and staff from Chief Medical Officer (CMO) office. The team covered around 20 schools, both private and government. During the checking 16 defaulters were caught and penalized a fine of Rs.200 each as per government notification. Earlier, the COPTA team also conducted similar raid and defaulters were warned for the first offence. Further, the Anti Tobacco Flying squad (COPTA) warned all the shop keepers in and around school premises not to sell tobacco products to the students and directed to abide by the laid down rules of COPTA. During their visit to the plant, Dr. Ruhul Amin Sheikh and his officials demonstrated how they wear hand gloves, rubber boots and to take foot dip with 250 PPM sodium hypochlorite solution before entering the plant area. Dr. Nilamber Thakuria while advising the butchers said that animals should be slaughtered in scientific method and should be clean enough for human consumption. DIMAPUR: Dimapur Police through additional deputy commissioner of police/PRO, Dimapur, has released reports of unlawful activities for the month of January. On January 16, Dimapur police apprehended one person identified as Ravi Borah son of Montu Borah and presently residing at Khatkhati from Burma Camp Dimapur and recovered 2800 pieces of Spasmo Proxyvon capsules. In this connection a case has been registered at East Police Station Dimapur. On January 17 and 19, Dimapur police on two separate incidents apprehended two persons for

indulging in illegal activity. Hekuto (37) was arrested from Burma Camp Dimapur area while trying to snatch a mobile hand set and Rs 5000 cash. In a separate incident, Akaho Ayemi resident of Super Market, Dimapur was apprehended from Super market near town Hall Dimapur, for forcefully snatching mobile phone and Rs 3000 cash. Dimapur police on January 19 also arrested one “vehicle lifter” identified as Tokugha Chophy (35) son of Hevikhe of Alaphu village under Zunheboto dis-

Following his arrest, PRO said police recovered one government registered Mahindra Bolero from Zunheboto district which was stolen on January 12 from the same area. New Delhi, Jan 22 (PTI): The government will soon approach the RBI seeking a special dispensation for deferment of provisioning requirements for bank loans extended to some IL&FS group firms amid ongoing efforts to monetise assets of the crisishit group, official sources said Tuesday. Some companies of the diversified IL&FS group, which has debt burden of over Rs 91,000 crore, have failed to repay loans. Following the crisis at IL&FS late last year that raised concerns over liquidity in the system, the corporate affairs ministry had superseded its board. The sources said efforts to monetise certain assets of IL&FS are progressing and the group is expected to come out of the woods in the next four to five months. Secret missile site uncovered in N Korea Washington, Jan 22 (IANS): Experts have revealed an undeclared site that reportedly serves as the headquarters of one of North Koreas ballistic missile programmes, the media reported on Tuesday. The Sino-ri site, one of 20 North Korea is suspected of failing to declare, houses medium-range Nodong missiles that could be used in nuclear or conventional attacks on South Korea, Japan and the US territory of Guam, according to a report by the Centre for Strategic and International Studies (CSIS) in Washington. “The Sino-ri missile operating base and the Nodong missiles deployed at this location fit into North Korea’s presumed nuclear military strategy by providing an operational-level nuclear or conventional first-strike capability,” the Guardian quoted the report, co-written by analyst Victor Cha, as saying on Monday night. Located 212 km north of the demilitarized zone separating the two Koreas, the Sino-ri complex is a 18 sq km base that houses a regiment-sized unit equipped with Nodong-1 mediumrange missiles, it said. Now she will be the first enshrined in the International Tennis Hall of Fame. Li was joined by Mary Pierce and Yevgeny Kafelnikov in the hall’s Class of 2019, which was announced Monday at the Australian Open. All three won a pair of major titles — one at Melbourne Park and the other at Roland Garros. Li retired in 2014 at age 32 because of recurring knee injuries, eight months

after winning that year’s Australian Open and rising to a career-high No. 2 in the WTA ranking. Her first Slam trophy came at the 2011 French Open, where she defeated four top-10 opponents along the way. She also was the runner-up in Australia twice. Those on-court achievements, along with Li’s engaging personality, helped spur interest in tennis at home in China. “I have loved seeing the sport grow in China,” Li said in a statement released by the hall, “and I’m proud to be part of that history.”

Pierce’s title at the 2000 French Open was the most recent in singles for a French player at Roland Garros; she also won a doubles title there that year. Spanish law allows for some sentences under two years to be spent on probation, meaning Ronaldo will not serve any jail time unless he commits a further offence. Ronaldo had been accused of defrauding authorities of £12.9m in unpaid taxes between 2011 and 2014, during his time with Real Madrid. Higuain’s move to Chelsea not yet complete

Milan, Jan 22 (Agencies): Gonzalo Higuain’s expected loan move to Chelsea is still being worked on, according to AC Milan assistant manager Luigi Riccio. Higuain was left out of Milan’s team for their 2-0 win over Genoa in Serie A on Monday, with manager Gennaro Gattuso admitting the striker has told him he wants to move to Chelsea. The 31-year-old is currently on loan at Milan from Juventus, but Sky in Italy report Chelsea have agreed a deal with Juve to sign Higuain on loan until the end of the season, with an option of a further 12 months. H o w e v e r, R i c c i o told Gazzetta: “As for the transfer market we are all grown-ups, we know how to deal with these situations. “It has been in the air for a few days. But we will work with the players at
