Speaker accepts resignations DIMAPUR, JAN 22 (NPN): Nagaland Legislative Assembly speaker, Dr. Imtiwapang Aier, has accepted the resignations tendered by Vikho-o Yhoshu and N. Jacob Zhimomi from membership of the Twelfth Nagaland Legislative Assembly w.e.f January 20, 2018. A press release from commissioner & secretary, N. Benjamin Newmai, said that consequent to the resignations, the speaker had declared the seats under 14–Southern Angami-I (ST) and 4–Ghaspani (ST) Assembly Constituencies as vacant w.e.f January 20.
Water supply disrupted in Dmu DIMAPUR, JAN 22 (NPN): Water supple to various colonies under Dimapur town has been disrupted due to damage in the main pipe line. Informing of this in a press note, subdivisional officer (SDO) PHED, maintenance subdivision, Dimapur said that department staff have been engaged for its restoration at the earliest and further appealed to all concerned to bear with the department for the inconvenience.
Parties oppose simultaneous polls
New Delhi, Jan 22 (IANS): Several opposition parties on Monday opposed the idea of holding simultaneous elections to the Lok Sabha and state Assemblies. At a meeting of the Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice, members belonging to the Congress, Communist Party of India, Communist Party of India-Marxist and Trinamool Congress expressed their opposition to the idea being floated by Prime Minister Narendra Modi. The opposition members were of view that it was not practically possible at present, said an informed source. Several opposition members felt that holding the elections simultaneously was not realistic and not feasible in the present situation. “There was a general discussion on a lot of issues related to electoral reforms. There was no conclusion,” the source said.The other issues discussed by the panel included proportionate representation, state funding and electronic voting machines. Modi said in a recent interview that all political parties should come together to support simultaneous elections in India as a lot of financial and human resources get used due to frequent elections.

‘Election for Solution’: Ram Madhav

D I M A P U R , JA N 2 2 (NPN): BJP National general secretary and incharge of North East Ram Madhav , while drawing attention to the chorus of demands for ‘Solution Before Election’ has said that holding elections when due, was a constitutional obligation and unavoidable and therefore opined that the slogan in Nagaland should be “Election For Solution” so as to help bring solution closer. He said this while
felicitating former chief minister and Congress veteran K.L. Chishi, Jacob Zhimomi (who resigned as Independent MLA) besides more than a dozen other prominent politicians who were formally welcomed to BJP at a felicitation programme held in Hotel Saramati Monday. Explaining what he meant by ‘Election For Solution’, Ram Madhav said when an agreement is arrived at between the government of India with various Naga groups, it has to be implemented in
Nagaland which could be done effectively only under the leadership of prime minister Narendra Modi. Further, Madhav said prime minister Narendra Modi believed that only peace could bring development and for which the BJP government at the Centre was fully committed in bringing early solution to the Naga issue. He also said since much progress has been achieved in achieving solution, there was no going back and was confident of an early settlement to bring lasting
peace. He reaffirmed BJP’s commitment for an early solution and the party’s priority to preserve the cultural diversity of all, including Nagas. Ram Madhav also said BJP was ready to work together with leaders in Nagaland because the lives and future of Naga people were involved. He also termed the decision of the NPF party last year to sever ties with BJP as “very wrong” and hasty. Madhav said the decision to snap ties with BJP originated from the NPF party’s own internal problems that had caused sleepless nights to its own leaders. The BJP national general secretary however said, NPF was yet to officially sever ties. Making a reference to those who joined BJP at the programme, Madhav expressed happiness to see veterans including young dynamic leaders and those aspiring for BJP tickets in the forthcoming assembly election. Madhav claimed that it was due to the growing popularity of BJP in Nagaland as many people were reposing faith in the party under the leadership
of Narendra Modi. He said BJP was the party of the present and the future and committed to ‘Sabha Saath, Sabha Vikas’ (Collective Efforts Inclusive Growth) and also concerned not only for the development of Dimapur but also of all 60 constituencies in Nagaland. Madhav made a fervent appeal to senior leaders of various parties to join hands with BJP in order to provide a stable government and not one that gave leaders sleepless nights. The BJP national general secretary flew to Dimapur in a private chartered plane and arrived more than an hour late at the venue. He dashed back after speaking for around 20 minutes. The programme started after a short sharing and prayer by Rev.Daniel Shayan. Short speeches were delivered by K.L. Chishi, Jacob Zhimomi, Tsapikiu Sangtam, Kasheto Yepthomi and V Khashiho Sangtam. All of them praised the policies of BJP and expressed full commitment to the party.

NEW DELHI, JAN 22 (PTI): A bench headed by Chief Justice Dipak Misra, which was hearing two PILS on the Loya’s death in 2014 transferred to itself the two other petitions pending at Nagpur and Mumbai benches of the Bombay High Court. The Supreme Court today dubbed as “serious” the issues raised in the pleas relating to the death of special CBI judge B.H Loya, but castigated a senior lawyer for raking up the name of BJP president Amit Shah in the case. In the pleas, it has been claimed that circumstances revolving around the death of the judge were “ques(Cont’d on p-7) tionable, mysterious and
contradicting”. The apex court, which decided to look into “all documents with utmost seriousness” connected with the death of Loya, who was trying the Soharabuddin Sheikh fake encounter case, also took umbrage at senior advocate Indira Jaising, who during the hearing, inferred a possible future order that the apex court may gag the media in the case. The bench, also comprising Justices A. M Khanwilkar and D. Y Chandrachud, restrained all the High Courts in the country from entertaining any petition relating to Loya’s death. Loya, who was hearing the sensitive Sohrabuddin Sheikhfake encounter case, had allegedly died of cardiac arrest in Nagpur on December 1, 2014, when he had gone to attend the wedding of a colleague’s daughter. The bench asked the parties to catalogue all documents relating to Loya’s death which had not been filed so far, and submit them for its perusal on February 2, the next date of hearing. “We must look into all documents with utmost seriousness”, it said.
NPCC hits back at Chishi CSOs form coordination committee CEO holds meet on ads, paid news DIMAPUR, JAN 22 (NPN): Nagaland Pradesh Congress Committee (NPCC) has termed as “very unfortunate”, its former member K.L. Chishi’s decision to leave Congress, suddenly finding fault with the party and blaming everyone else, except himself. Media Cell of NPCC reminded Chishi that it was Congress which had always given him the opportunity despite his “prodigal ways” in the hope that age and experience would “sober down his migratory instincts”. NPCC described Chishi’s third resignation from Congress as a record of sorts, but however wished him the best in his new political abode. NPCC said that Chishi’s new found love for BJP-RSS did not entitle him to blame Congress for everything, especially on the Naga political settlement. It reminded that many others before Chishi had also joined the NPF-BJP bandwagon on the pretext of
bringing an early solution to the Naga political issue. NPCC said this plea remains a perfect alibi for political defectors to cover up their guilt and shame before the people. “Therefore, we request him to find some other issues rather than join the chorus of other political defectors to protect the dignity of the office of CM he once held for a brief time,” stated NPCC. NPCC said Congress was in the process of weeding out those who were directly or indirectly responsible for the plight of the party in the past 15 years when many dedicated party workers and upcoming leaders left due to the “overbearing” attitude of such leaders who have now left the party. NPCC invited all secular and progressive-minded people in Nagaland to join hands with Congress to defeat the combined regional and communal forces of NPF-BJP and its offshoots like NDPP, which had destroyed the State in every sphere of governance.
KOHIMA, JAN 22 (NPN): A Co-ordination Committee of Naga Civil Societies (CCNCS) was formed on Monday at the consultative meeting of Naga civil societies and tribal bodies at NBCC’s Platinum Hall, Kohima. The consultative meeting was convened by Nagaland Joint Christian Forum (NJCF) to deliberate on the prevailing socio-political situation in Nagaland. In his opening remark, NJCF president, Rev. Dr. Zelhou Keyho, said that solution and state election lie outside the perimeter of the Church. He, however, maintained that it was the responsibility of the church to bring the people together in a house that was divided and build mutual trust among the people. With this intention, he said NJCF took it upon itself to convene the meeting. Members at the meeting expressed the need to come together and take stock of the situation rather than sail in their own boats. The meeting further decided to take upon itself the responsibility of strengthening unity among the Naga civil society organizations in particular and the Naga society in general. The meeting was attended by representatives from CNTC, NTC, ACAUT, NJCF, NCRC, Naga hoho, ENPO, NBCC, NSF and CPO and others. Meanwhile, in a press statement, the coordination committee stated that the committee members representing NGBF, ENPO, Naga Hoho and NTC had a brief meeting after the consultative meeting and decided to convene an emergency meeting to deliberate on the common slogan “Solution before Election” on January 25, 2018 at NBCC Platinum Hall, Bayavu Hills, Kohima at 10 a.m. In this regard, the committee has requested all recognized political parties of Nagaland, all apex tribal organisations of Nagaland and Naga civil societies of Nagaland to attend the meeting. The committee has also appealed to all responsible, to pray and participate in the meeting to come to a consensus on the crucial issue at hand.

KOHIMA, JAN 22 (NPN): With the state general elections round the corner, Chief Electoral Officer (CEO) Nagaland, Abhijit Sinha convened a meeting with media persons, at the conference hall of deputy commissioner, Kohima, on Monday to explain the Press Council of India’s (PCI’s) instructions on advertisements and paid news and other matters. The meeting was also attended by Additional CEO N. Moa Aier and OSD to CEO Hiazu Meru. As the election code of conduct is already enforced in state, Sinha stated that no advertisement related to politics would be allowed without being certified by the state level media certification and monitoring committee (MCMC). He urged the media persons to sensitize the public on paid news and also explained that no banners or posters, pamphlets, brochures etc. would be allowed to be put up or distributed without the publisher’s name. The CEO also briefed the me-
dia on the provisions of section 127 A of the R.P. Act 1951, measures to check paid news, to check suspicious cash withdrawals from the bank by the intending candidates and family members, to check expenditure for the candidates and party. A query and discussion session was also held with CEO, ACEO and OSD to CEO related to advertisements and paid news and other topics. Handouts were given to the media persons which contained information on MCMC and paid news, roles and responsibilities of EEM teams, list of TV/Radio/ local cable TV channels and newspapers with rates details, state level MCMC, state level committee to entertain application for certification of advertisement of political parties and candidates, constitution of district expenditure monitoring committee (DEMC), committee for release of cash, measure to check paid news, restrictions on the printing of pamphlets , posters etc., media engagement and media monitoring, provision of section 127 A of the R.P. Act 1951.
Governor stresses on skill development Scientists a step closer to developing DIMAPUR, JAN 22 (NPN): Governor of Nagaland, P. B Acharya, directed the Department of Employment, Skill Development & Entrepreneurship to identify skilled labour requirements and to train the youth in accordance with the findings so that they may be employable within the State. According to a press release from PRO to Governor, the Governor said this during a meeting with the department officials at Raj Bhavan, Kohima on January 22. Pointing out that unemployment was one of the major problems face by the state, the governor called on the department to focus on training youth so that they may be employable. He also suggested that the department coordinate with universities and colleges to introduce skill development courses in the

New Delhi, Jan 22 (India Science Wire): We all relish maize - be it as popcorn, sweet corn or corn flakes. It is the world’s leading cereal grain. Its global production surpasses both wheat and rice. India is one of the eight major maize growing countries in Asia. However, its production is affected due to various diseases. Scientists are now a step closer to developing a disease-resistant maize variety. Sorghum Downy Mildew (SDM), which is an important foliar disease caused by a fungus called Peronosclerosporasorghi, has been an issue of major concern for maize famers.A chemical compound,Metalaxyl, is used to kill the fungus but its effectiveness has been declining as the fungus developed resistance due to extensive use. Scientists at
International Maize and Wheat Improvement Centre (CIMMYT) at Hyderabad have, in collaboration with their counterparts in Nairobi, Kenya, recently come up with new findings that promise to help out. The scientists conducted a genomic study for SDM resistance in a panel of 368 inbred lines adapted to the Asian tropics. Along with previously reported regions conferring resistance to SDM, they have identified novel SNPs in the genome that are shown to be important. SNPs or Single Nucleotide Polymorphism is a variation in a single nucleotide – the basic unit of DNA- that occurs at a specific location in the genetic code. Each change or variation is present to some degree within a population. “Downy mildew being a devastating problem for the
entire Asian maize cultivation, understanding the genetics of the trait, and using that information in breeding resistant varieties is an ecologically efficient way of managing the disease,” explained Dr. Sudha K Nair, senior molecular geneticist at CIMMYT who led the team, while speaking to India Science Wire. The group has used a panel of 400 maize inbred lines and genome-wide SNP markers for identifying genomic regions responsible for quantitative resistance towards downy mildew in maize. “We arein the process of validating the resistance-associated SNP markers in our maize breeding program, which could then be shared with all our partners, both public and private, for routine use in maize breeding programs in the region,” she added.
