Kovind okays disqualification After Jacob, Patton; Chishi also likely to join BJP NEW DELHI, JAN 21 (PTI/IANS): In a major setback to AAP, President Ram Nath Kovind has disqualified 20 of its MLAs in Delhi for holding offices of profit, a move the party described as “unconstitutional” and “dangerous for democracy”. Kovind gave his assent yesterday to the recommendation by the Election Commission (EC). Reacting to the development, senior AAP leader Ashutosh said, “President’s order to disqualify AAP MLAs is unconstitutional and dangerous for democracy.” The Election Commission (EC) had on Friday recommended to Kovind that the 20 MLAs were liable for disqualification for holding offices of profit between March 13, 2015, and September 8, 2016. AAP MLAs were appointed parliamentary secretaries and this was described by petitioner Prashant Patel as them holding offices of profit. Om Prakash Rawat appointed new CEC New Delhi, Jan 21 (PTI): Om Prakash Rawat was, on Sunday, appointed the next chief election commissioner, the Union law ministry said today, a day before the present incumbent Achal Kumar Joti demits charge. Former finance secretary, Ashok Lavasa was also appointed as an election commissioner to fill up the vacancy that would have arisen in the three-member Election Commission after Joti’s retirement tomorrow. Sunil Arora is the other commissioner in the poll body. Rawat will take over as the CEC on January 23, a law ministry notification said. His tenure will end in December this year and Arora, the senior most commissioner after the CEC, is expected to take over as the head of the poll panel as per convention. Arora will retire in April, 2021, and will oversee the 2019 Lok Sabha polls as the CEC. Lavasa will demit office in October, 2022 and will be the CEC after Arora. An EC or CEC has a tenure of six years. But if he turns 65 before that, he demits office. Born on December 2, 1953, Rawat is a former Madhya Pradesh cadre IAS officer. His appointment will come into effect from the day he assumes office, a law ministry statement said here.

Congress on Sunday accused the BJP and the Election Commission for delaying the disqualification of 20 MLAs of Delhi’s ruling AAP in the office of profit case to help the party gets its nominees elected to the Rajya Sabha. “The Election Commission and the BJP delayed the disqualification of 20 Aam Aadmi Party (AAP) MLAs to help them. Hitting out at the AAP, he said: “They made 21 Parliamentary Secretaries whereas as per rules, only seven are allowed.”
NSCN (I-M) responds to kidnapping allegation DIMAPUR, JAN 21 (NPN): NSCN (I-M) “secretary of law & order “, Khekuto Jakhalu, has issued a rejoinder to the reports that appeared in local dailies, on Sunday, of two NSCN (I-M) cadres attached to him, being arrested on charges of kidnapping one Subash Kumar Jain, proprietor of Amar Agency, Garment Shop at MP Road. Calling the allegations “phony” and “unsubstantiated, unjustified and erroneously levelled” against him and his boys, he said that the two arrested, had been sent by him “to call Subash only for enquiry” on complaints received from the public. According to Khekuto, as per complaints received by Crime Cell, he called Subash for enquiry and “left him after a while.” On detailed enquiry, Subash had willingly admitted that he was using misappropriated price tags to sell Rs. 70 MRP goods for Rs. 100, the rejoinder claimed. The rejoinder further said that they later discovered to their “utter surprise” that FIR was lodged by one Rongsen, ASI, East Police
Station, Dimapur. Khekuto further alleged that on thorough inquiry, they found that all “these fraud, cheating and daylight robbery” was carried out under the shelter and protection of “one Ronsen, ASI, East Police Station, Dimapur for he was handsomely paid on monthly basis.” He asked the police to check the CCTV footage to ascertain if Subash was dragged into the reported car or if he had willingly got in “as he was formally called for enquiry.” He further asserted that anyone can confirm if this was a case of kidnapping or a case of Subash being called for enquiry and being released unhurt within a few hours, by calling Subash’s wife at ph. no. 7005459529. Khekuto added that it was painful that police personnel involved themselves in daylight robbery and give security to cheaters of the public. He asserted that stopping these practices was not the duty of the NSCN alone and appealed to interested civil societies to come forward and help stop these practices.

DIMAPUR, JAN 21 (NPN): In a significant development, the BJP in Nagaland appears to attracting recently resigned MLAs including leaders of other parties during the past fortnight. On Saturday, Independent MLA from Ghaspani-I constituency Jacob Zhimomi resigned from the 12th Nagaland Legislative Assembly and later joined the BJP. It may be recalled the former home minister Y. Patton who resigned from the NPF party and assembly joined the BJP. Patton was elected in 2008 on BJP ticket but defected to NPF in 2009 through merger. According to BJP sources, the party is to organise a programme on Tuesday to welcome MLAs or members of other parties who will be joining the BJP. With the NPF in doldrums over the issue of party tickets to its sitting MLAs, there have been speculations that even chief minister T.R. Zeliang along with around 30 MLAs could
choose to go their own ways in the event of most of them not getting party tickets. CHISHI : On Sunday, former chief minister K.L. Chishi held a press conference at his residence, where he indicated that he was going to join a national party. Though not saying it yet, Chishi did not deny it could be the BJP. Veteran politician and chief minister for a brief one-month period during 1990, K.L Chishi, who resigned from Congress Saturday, said he would join another national party and contest the assembly elections 2018 from his former 32 A/C Atoizu assembly constituency. Chishi had won the 2008 assembly election from Dimapur-I with Congress ticket. Though Chishi kept it confidential perhaps till he formally joined it, he did not deny when asked if it was the BJP. Chishi said he would join a national party as only a national party could bring a solution to the protracted Naga political issue. “National party with

According to Chishi, only national parties like Indian National Congress (INC) and BJP, could bring a solution to the Naga political issue. However, he said INC had no determination to solve the “Naga political issue between the Nagas and Indians”. “But the BJP has the guts to initiate and finalize the solution between the Government of India and the people of Nagaland”, he added. Therefore, Chishi was of the view that there was no point in running with Congress whose dream cannot be “relinquished”
and that Nagas would be sailing only in dreams. On the other hand, Chishi also said that a regional party cannot bring the solution either as the ruling regional party NPF in the state was only interested in fooling the people by making false promises during electioneering. He recalled how the NPF party had fooled the people in 2008 by making false promises in the assembly that it would bring a solution within six months. When the question was raised in 2012 again, he said NPF claimed that the solution to the Naga political issue was going in the “right direction”. In this regard, the former Congress leader won-
dered whether there was an end to the “right direction.” He also claimed that the ruling NPF party at the state has been mired in all kinds of corruption that were beyond human imagination. He said that the last five years of the current tenure of the NPF led government has brought the state into turmoil, where the state exchequer had been emptied with no sign of development, students with unpaid scholarships, teachers/government servants not paid their due salaries and the authorities at the helm of affairs robbing the funds meant for the people and development. He claimed that all this money has been amassed and spent at Kaziranga by those in power for their selfish ends to topple “this or that government”. At the moment, Chishi said, Congress due to poor leadership in the organization and also infighting among themselves over the leadership failed to take advantage of the situation when there was infighting within the ruling parties. Misuse alleged in LADP sanction usage ‘Congress-free’ is to be D I M A P U R , JA N 2 1 (NPN): Anomalies have been revealed on the sanction and usage of Local Area Development Programme (LADP) funds, totalling up to 7.5 lakhs, under District Planning Machinery, Mokokchung, Nagaland. A joint statement from para-legal volunteers, S. T. Yapang Lkr and Odi Jamir said, as per a PIO reply to an RTI at 22 Arkakong AC under Local Area Development Programme, on sanction/ usage of money, they personally visited the areas where the work against the sanctioned money was supposed to have been carried out, but could find no work in progress. They alleged that, in regard to the non conduct of work for sanctioned funds, the response they got from the public was “Local Area Development Programme money is party money and it does not matter whoever acquires it.” To this they had replied that in order to verify the legality of withdrawing money without doing the
actual work the money was sanctioned for, by claiming it was “party money”, they would lodge an FIR with the police. The press release stated that they will lodge the FIR on January 22 including an FIR against the misuse of National Family Benefit Scheme (NFBS) funds (As reported on January 16). Lkr and Jamir said it was discouraging to learn that even the deceased were not spared for selfish motives let alone the cases relating to people with handicaps and senior citizens which also remained to be discussed. Laying down some figures from the RTI reply, the release stated, under 22 Arkakong AC for the year 2014-15, at Changtongya, Imti and party were allotted Rs. 1 lakh for ‘Renovation of Log Drum shed’. According to Lkr and Jamir, people of the village confirmed no work was done on either one of the two log drums in the village neither did they know of the name of the beneficiary. 2015-16, Rs. 1 lakh was allotted for ‘Construction of culvert near Tia’s residence’, and for 201617, Rs. 50000 allotted for ‘Renovation of drainage near Nungsang’s residence’, but the locations could not be identified. Further, according to them, at Unger village five persons were given Rs. 1 lakh each for ‘Horti farming’ but the villagers did not know the names of the beneficiaries or their father’s names. As the identities of the people executing the work and those of the beneficiaries under 22 Arkakong AC were unclear, the duo said they would hand all the cases over to the police. They also stated that Nagaland Police being the police department with the highest percentage of personnel as per the state’s average population, they were handing the cases over to the police with great trust. They further revealed that cases of departments that no one had heard of will also be exposed soon.

New Delhi, Jan 21 (PTI): Prime Minister Narendra Modi Sunday said his slogan of ‘Congress-free India’ was not about eliminating the main opposition party politically but about ridding the country of the “Congress culture” which he termed as casteist, dynastic, corrupt and involving total control over power among other ills. Maintaining that the Congress has been the “main pillar” of politics in the country that spread its culture to all political parties, he told Times Now in an interview that his call for “Congress mukt” or ‘Congress-free India’ was “symbolic” and he wants even the Congress to be free of the “Congress culture”, according to the transcript provided by the channel. He also attacked the opposition party for its objection to the triple talaq bill in the Rajya Sabha, saying instead of indulging in vote bank politics it must get out of this “regressive mindset”. Modi wondered if politics has fallen so low that it cannot look at the legislation from the point of view of
women’s empowerment. The prime minister dwelt at length for the first time on his “Congress-mukt Bharat” slogan, which he had coined during his 2014 Lok Sabha election campaign. The slogan became a popular political weapon, after the Congress was reduced to a tally of 44 seats in the Lok Sabha, and subsequently lost power in many states to the BJP. It is now in power only in Punjab, Puducherry, Karnataka and northeastern states of Meghalaya and Mizoram. Elections have already been announced for Meghalaya in February. Modi said in the interview that even though the slogan became famous, the sentiment behind it could not spread effectively, as things are often said in a hurry in the flow of politics. Modi said that when he spoke of the ‘Congress-free India’, it was not limited to the Congress as an organisation or its particular unit. The Congress at the time of the freedom struggle also had a culture which inspired the youth to sacrifice their lives for the country, he said.

The two girls were identified as Zaojianthuliu Kamei (2), daughter of Gaijaini Kamei, and Guillianei Kamei (4), daughter of Gairihpou Kamei. Doctors attending the two girls with multiple splinter injuries stated that the injuries were severe but the children were stable. Police are still clueless about the origins of the hand grenade. A case has been registered and investigation has been launched, the police said.
