Delhi’s AAP Govt. in trouble: EC recommends disqualifying 20 MLAs NEW DELHI, JAN 19 (PTI): In a blow to Delhi’s ruling Aam Aadmi Party, the Election Commission today asked the President to disqualify 20 of its MLAs for holding offices of profit, setting the stage for their ouster from the Assembly. The development does not threaten the AAP government as it has 66 MLAs in the 70-member Assembly. Still, the BJP and Congress demanded that Chief Minister Arvind Kejriwal resign on moral grounds. Reacting furiously to the EC order, AAP claimed the Chief Election Commissioner was trying to destabilize its government at the behest of the prime minister. All these MLAs moved the Delhi High Court challenging the EC’s recommendation but Justice Rekha Palli refused to pass any interim order. In its opinion sent to President Ram Nath Kovind this morning, the Election Commission said the MLAs, by occupying the post of parliamentary secretaries between March 13, 2015 and September 8, 2016, held office of profit, and were
liable to be disqualified as legislators, highly-placed sources said. The AAP insisted that despite holding the office these MLAs did not take any salaries or perks. The AAP launched an unrestrained attack on Chief Election Commissioner A K Joti, saying he was “repaying the debt” to Prime Minister Narendra Modi before his retirement on Monday, January 22. Joti, an IAS officer of 1975 batch of Gujarat cadre, took charge as an election commissioner in 2015 before his elevation as CEC. The President is bound by the recommendation of the Commission. Under the rules, petitions to the President seeking disqualification of lawmakers are referred to the EC. The poll panel takes a decision and sends its recommendation to the Rashtrapati Bhavan which is accepted. In the present case, the petition was made to disqualify 21 MLAs, but one resigned a few months back. Once the president accepts the recommendation, by-elections will have to be
held for 20 Assembly seats. The disqualification will not put into jeopardy Kejriwal’s government because of its huge majority in the Delhi assembly. Delhi BJP chief Manoj Tiwari lauded the EC’s action, saying it is a “moral defeat” for Kejriwal who should resign. He said the BJP stands prepared for elections “any moment”. Delhi Congress president Ajay Maken also said the chief minister had lost the moral right to be in power. “Where is Lokpal? The MLAs and Ministers enjoying perks of power and foreign travel-Where is political probity,” he tweeted. The 20 MLAs set to be disqualified include a minister, Kailash Gahlot of Najafgarh constituency and high profile MLA Alka Lamba. Late in the evening today, the Delhi High Court refused to grant interim relief to AAP. But it asked the ECI to inform the court by January 22 whether any final communication has been sent to Kovind on the disqualification of the MLAs.
Congress plea to unite NSF to go ahead with mass rally Sumi, Sangtam bodies against communal forces appeal for peace at Sitimi Correspondent
DIMAPUR, JAN 19 (NPN): Describing NDPP’s move to form an alliance with the BJP as “a direct insult to the sentiments of the Christian communities”, the NPCC has appealed to the “secular minded parties” to join hands with Congress and salvage people and the state from the “grip of communal forces.” Alleging that BJP was “known for persecuting Christians,” the NPCC through its media cell said “no Christians should vote to persecute Christians or in favour of NDPP-BJP alliance.” Congress asserted that since the NDPP, till the other day before Neiphiu Rio joined, had affirmed to not join the communal forces but stand by the secular ideologies, Congress had agreed to work with the NDPP under a certain
understanding in the coming elections, either in the manner of alliance or merger with INC. Further, NPCC alleged that Neiphiu Rio as chief minister for 11 years was responsible for bringing BJP to the state and nurturing its growth. Also, holding Rio responsible for “systemising corruption, deficit and compromising with all evil activities in the state”, the NPCC added, “this was inherited by T.R. Zeliang and Dr. Shürhozelie without any course correction and allowing the BJP to dictate every sphere of government functioning.” Congress said all three leaders and the NPF party were therefore fully responsible for “allowing communal party like the BJP to gain more foothold and destroy our traditions, culture and beliefs.”
KOHIMA, JAN 19 (NPN): Naga Students’ Federation (NSF) president, Kesosul Christopher said the federation will be going ahead with holding the proposed general mass rally to be held on January 23, 10.30 a.m. at Naga solidarity park Kohima. This was announced during a press conference held at NSF office, Kohima in the presence of the NSF secretary general Imtiyapang and other NSF officials on Friday. Christopher stated that successive tenure officials of NSF had been participating in and sharing its stand on the political dialogues between the government of India and NNPGs. He recalled that last October, seven NSF delegates had extensive deliberations with Interlocutor for Naga talks, R.N. Ravi and had shared the desire of the Nagas for a solution to the protracted
Naga issue. He recalled that within the past few days many representations were submitted to the government of India by various frontal organizations, but to their dismay, ECI announced the elections regardless. He further said Nagas had regarded the ongoing peace process and political dialogues with the utmost importance, but India’s government, through ECI, had arbitrarily imposed its will on the Nagas by declaring elections in the state. He said the rally would be the initial step to appeal to the government of India for a solution and not elections. Further steps would be decided on during the presidential council and tribal hohos meeting. He urged all concerned Naga citizens to be part of the rally to express their concern and desire for an early solution. Christopher added that NSF was an organization of students working for unity
and glory of the Nagas. He refrained from replying to some write ups circulating in social media and asserted that NSF was not succumbing to duress or pressure from any organization, but it was working to contribute to the efforts for a lasting solution. When asked why NSF was involving in political issues rather than in student concerns, the NSF officials said they are working hard for the welfare of student community and that they do not publicise everything in the newspapers. They recounted their recent activities which included working on education policy, fee structure of private institutions etc. NSF also said that Indo-Naga issue had a direct impact on the students’ and the youth’s future. The NSF officials also expressed discouragement on R.N. Ravi statement that the peace talks would resume after elections.

NEW DELHI, JAN 19 (AGENCIES): As the Election Commission of India (ECI) announced the dates for Assembly polls in Nagaland, Meghalaya and Tripura, the BJP said that it had kept its options open for allies in Nagaland and was looking to form a government that would be “helpful in concluding the Naga Accord amicably”, reports The Hindu. BJP general secretary in charge of the north-eastern States, Ram Madhav, told The Hindu that the resignation of former Nagaland Chief Minister and Lok Sabha MP Neiphiu Rio from the ruling Naga People’s Front (NPF) to head the Nationalist Democratic Progressive Party (NDPP) had opened options for the BJP. “In Nagaland, the BJP has kept its options open at the moment. We are serious about bringing a stable
and development-focussed government in Nagaland. What happened in the last three-four years was that the government has changed at least three-four times. We are looking for an option which would help us in taking forward and amicably concluding the Naga talks, which have progressed to a great extent. In the present government [with the NPF], our party was the junior partner, and the instability was because of infighting within the NPF. A stable government which is in tune with the Centre will be helpful to the State at this time.” While the Naga elections are important to the Central government, considering the negotiations over the Naga Accord, for the BJP the real combat is in Tripura. “The contest in Tripura will be the battle
royale in this set of elections. therefore the current governTripura remains one of the ment needs to be voted out,” most backward areas, and he said.
Want stability in Nagaland: Sarma Convener of Northeast Democratic Alliance (NEDA), Himanta Biswa Sarma, said that NEDA partners have agreed to fight polls on its own and have a post poll alliance like Manipur. We have decided there will be Manipur type post poll alliance among the NDA partners.” Expressing confidence that BJP will form government in two states, BJP’s Northeast India strategist
Sarma said in Tripura Left Front will be ousted while congress will defeated in Meghalaya. “In Nagaland we want stability.” Sarma added, “In Nagaland we are trying to bring reconciliation between the Chief Minister, T R Zeliang, Dr Shurhozelie Liezietsu president of Naga Peoples Front (NPF) and Former Nagaland chief minister and Lok Sabha MP, Neiphiu Rio.” Sarma added, “Congress hardly has any presence in Nagaland. Zeliang is an old friend so is Rio, Shurhozelie is also old friend. We want stability in Nagaland and reconciliation among the leaders’ pre or post-election.” K Y M C
