NEW DELHI, JAN 10 (AGENCIES): Supreme Court has declared access to internet a fundamental right. A government cannot deprive the citizens of fundamental rights except under certain conditions explicitly mentioned in the Constitution. The ruling came on hearing of a plea in connection with Internet blockade in Jammu and Kashmir since August 5-- in the view of revoking of Article 370 in the Union Territory. “Suspension of free movement, Internet and basic freedoms cannot be an arbitrary exercise of power,” said the Supreme Court, asserting that “mere expression of dissent or disagreement against a government decision cannot be reason for Internet suspension.” All restrictive orders in J&K over the past five months following the scrapping of Article 370 are to be made public so they can be challenged legally, the threejudge bench said. “Suspending internet should be reviewed forthwith. Such suspension can only be for a limited time period and is subject to judicial review,” the Supreme Court said on petitions challenging

DIMAPUR, JAN 10 (NPN): In supersession of the earlier notification, NLA secretary, Dr. P.J. Antony has informed that the Nagaland Governor R.N. Ravi has summoned the fifth session of the 13th Nagaland Legislative Assembly to meet at 9.30 a.m. on January 17, 2020 in the Assembly Hall, Kohima. According to sources, the Assembly session has been summoned to ratify the Constitution (126th Amendment) Bill passed by the Parliament in December 2019. After a resolution is passed to ratify the Bill, the house will be adjourned and resume business on February 7 as notified earlier by NLA. The Bill seeks to extend the reservation for SCs and STs by another 10 years till January 25, 2030. The Bill amends provisions related to reservation of seats for Scheduled Castes (SCs) and Scheduled Tribes (STs).The Constitution provides for reservation of seats for SCs and STs and representation of the Anglo-Indian community by nomination, in Lok Sabha and Legislative Assemblies of states.

Such a power, if used in a casual and cavalier manner, would result in severe illegality.”

The centre had justified the restrictions and said that due to the preventive steps, not a single life was lost and not a single bullet was fired. Kashmir has been through the longest internet shutdown in any democracy. Kashmir’s chamber of commerce says the Internet shutdown cost the economy over 2.6 billion dollars and over 1 lakh people lost their jobs. Indian constitution makes the right to freedom of speech and expression a fundamental right for all citizens. It has been listed in Article 19 (1)(a) of the Constitution. The Supreme Court has on many occasions expanded the scope of the right to freedom of speech and expression. The latest expansion makes the constitutional provision keep pace with innovation of technology. Internet is the primary source of information to millions of Indian citizens. A noncitizen can avail the same benefits but cannot claim it as her fundamental right. SC ruling is also in sync with the United Nations recommendation that every country should make access to Internet a fundamental right.

Citizenship Act comes into effect from January 10 NEW DELHI, JAN 10 (PTI): The Centre on Friday announced that the Citizenship (Amendment) Act or CAA has come into force from January 10, 2020. In a gazette notification, the Union Home ministry said the Act under which non-Muslim refugees from Pakistan, Bangladesh and Afghanistan will be given Indian citizenship, will come into force from January 10. “In exercise of the powers conferred by sub-section [2] of the section 1 of the Citizenship [Amendment] Act, 2019 [47 of 201], the central government hereby appoints the 10th day of January, 2020, as the date on which the provisions of the said Act shall come into force,” the notification said. The CAA was passed by the Parliament on December 11, 2019. The Government is yet to frame Rules in this regard, detailing the procedure to be adopted by authorities, by amending Citizenship Rules, 2009. There were reports that a decision in this regard will be taken after seeking experts’ advice.

KOHIMA, JAN 10 (NPN): Following the vacancy of speaker’s post caused by the demise of Vikho-o Yhoshü on December 30, there are reports of hectic political parleys being now on to appoint/elect a new speaker of Nagaland Legislative Assembly (NLA). The names of deputy speaker Sharingain Longkumer and advisor Sericulture, Excise & Minority Affairs, Zhaleo Rio (former deputy speaker), both from NDPP, were doing the rounds. Sharingain currently holds the charge as the speaker in-charge. When contacted, NDPP sources said that the party would hold consultations with its alliance partner-- BJP to arrive at an consensus. However, nothing could be confirmed till the time of filing this report. Sharingain, a first time MLA, was elected on an NDPP ticket in the by-election held on May 23, 2019 from Aonglendenin Assembly constituency following the demise of sitting MLA Imtikumzuk Longkumer. Zhaleo Rio, who is a two-time legislator from Ghaspani II constituency, was elected as the deputy speaker in March 2018. He was later appointed as advisor Sericulture, Excise and Minority Affairs in July, 2019.

NEW DELHI, JAN 9 (AGENCIES): Following a sting by a popular English news channel on JNU violence in which an ABVP activist claimed that the Delhi Police encouraged them to hit Left-aligned students, the police on Friday said the ‘JNU Tapes’ will be taken into consideration by the crime branch to investigate the case. The Delhi Police also said that it will investigate Delhi Police’s role in JNU violence on January 5, police PRO MS Randhawa told India Today TV. Randhawa said that the police were investigating the JNU violence from all aspects and it included the alleged police inaction on masked goons as well. When asked about how Delhi Police will investigate itself, Randhawa said, “We are investigating from all aspects. A first-year student of the French degree program at the JNU, Akshat Awasthi identified himself in footage of Sunday’s attack -- and as an activist of the Akhil Bharatiya Vidyarthi Parishad. Armed with a stick, his face covered with a helmet, Awasthi showed the video and said he could be seen rushing through the hostel corridors in maddening rage and knocking anything and anyone that came his way. Asked how he was able to organise mobs in a matter of hours, Awasthi named officebearers of the ABVP from a separate campus outside. “He’s an organizational secretary of the ABVP. I called him. Left-wing students and teachers were holding a meeting at Sabarmati. When Sabarmati was attacked, they all ran away and took shelter inside,” Awasthi explained.

9 students identified as suspects in JNU violence Delhi Police on Friday claimed that nine students seven of whom are from Left leaning bodies including JNUSU president Aishe Ghosh were identified as suspects in the violence in the varsity campus but did not name any group yet for the brutal attack by masked goons on students and teachers that left 36 injured. Addressing the media, Joy Tirkey, DCP (Crime Branch), who is heading the SIT, said SFI, AISA, DSF and AISF had been allegedly “creating nuisance and threatening the students” against the recently started online admission for the winter semester. Those identified are Dolan Samanta, Priya Ranjan, Sucheta Talukdar, Aishe Ghosh, Bhaskar Vijay Mech, Chunchun Kumar (an alumni) and Pankaj Mishra. The other two suspects named Vikas Patel and Yogendra Bharadwajare from the RSS-affiliated ABVP).

NEW DELHI, JAN 10 (AGENCIES): In what is believed to be an effort to minimise discrimination at workplace, airports will now have staff which would include transgender and down syndrome-affected people. Reports inform that the Airports Authority of India (AAI) would make the appointments in airports across the Northeast region under ‘Project Equality’. The authorities aim to minimise discrimination in the workplace through this project. According to a report by Hindustan Times, AAI Northeast Regional Executive Director Sanjeev Jindal was quoted saying that the projects aims to bring transgenders and people with Down’s Syndrome to work with the others. Giving details about the project, Jindal said in the Northeast region, the AAI has one transgender

employee at Imphal airport and the AAI targets to bring more transgenders into the mainstream at airports. While speaking at the programme of ‘Equality Awareness Program’ on Thursday, Jindal also spoke about employing people suffering from Down Syndrome, saying that there is no such airport in the country having people with Down Syndrome working till now. He added saying that the AAI has a plan to appoint such people in airports. Uttar Pradesh: Country’s First University for Transgender Community to Come Up in Kushinagar District. In the North Eastern region, there are 12 airports of which AAI has connected Mizoram and Nagaland previous year. According to the HT report, the AAI had appointed its first transgender advocate Swati Bidhan Barua two months back.

While the Rajya Sabha member from Nagaland K. G. Kenye was suspended by his party Naga People’s Front (NPF), the lone Lok Sabha member from Mizoram C. Lalrosanga has been facing strong protests by the local parties. Terrorist outfit National Liberation Front

of Tripura (NLFT) threatened to take action against the ruling BJP’s Lok Sabha member Rebati Tripura for supporting the CAA. Various local parties in Mizoram specially the state’s apex students organisation, the Mizo Zirlai Pawl (MZP), have been protesting against Lok Sabha member C. Lalrosanga who belongs to the ruling Mizo National Front. Lalrosanga, a former Director of Doordarshan, told IANS that he had voted for the CAA as per the decision of the party. ists staged a demonstration at Lengpui airport and showed black flags to Lalrosanga as he arrived at the airport from Delhi. The opposition Congress, demanding Lalrosanga’s resignation, called him a “traitor” for voting in support of the CAA. Mizoram chief minister and President of the ruling MNF, Zoramthanga had said that Lalrosanga had voted in favour of the bill at the behest of the party as the Centre had fulfilled the people’s demand to exempt Mizoram from the purview of the amended act. In Tripura, the outlawed NLFT recently issued a threat letter to ruling Bharatiya Janata Party (BJP) Lok Sabha member Rebati Tripura, who won from the Tripura East parliamentary constituency, reserved for the tribals. said : “For the all round development of the tribals and the state he would be active both inside and outside Parliament.” North Tripura district police chief Bhanupada Chakraborty told IANS that following the threat letter to important personalities, forcible collection of money from the villagers and acting on an intelligence input, police arrested three militants-Phanijoy Reang, Samprai Debbarma and Kanti Marak, from Panisagar and Dharmanagar railway stations. After violent protests in the region from local and regional parties including the BJP’s allies-- Meghalaya’s ruling NPP and Mizoram’s ruling MNF-- the Centre also exempted the Tribal Autonomous District Council (TADC)-governed areas besides the ILP administered areas from the ambit of the CAA.

KOHIMA, JAN 10 (NPN): The first Orange festival got underway at Rüsoma village, about some 12km away from here Friday. The two-day long festival offers the visitors an opportunity to visit orange orchards and pick their own oranges from the trees besides touring the village, which is known for the legend of Sopfünuo. The orange farmers are selling their produce at stalls that have been set up. Rüsoma Village Council (RVC) has fixed the rate of orange at Rs. 80 per kg for the festival. Conceptualized by Thejakielie Zuyie and Kevitsu Doze of “Bostimanu Entertainment”, the first Orange Festival aims to promote rural tourism and give “entertainment” to the rural areas.
