KOHIMA, FEB 8 (NPN): Opposition members Saturday were vehement in arguing for passing a resolution against the Citizenship Amendment Act (CAA) on the third day of the ongoing fifth session of the 13th NLA. Initiating the discussion against the CAA under matter of urgent public importance, NPF member Dr. Chotisuh Sazo cited reports of the Intelligence Bureau, that the immediate beneficiaries of CAA would be a total of 25,447 persons of which Hindus form 5,807 Sikhs, 55 Christians, 2 Buddhists and 2 Parsis.
NPMHR flays Centre’s action DIMAPUR, FEB 8 (NPN): Naga Peoples Movement for Human Rights (NPMHR) has said that its secretary general Neingulo Krome was offloaded by the immigration authorities at Kolkata Airport (en route to Bangkok) on February 5, without any clear reason. NPMHR said he was only told that the government put a ban on his foreign travel. It said such dehumanising and intimidating act reflected of a government that thrived on “threats to take away our movement and voice.” NPMHR condemned Centre for such unlawful act and demanded to stop these persecutions.

He said grant of Indian citizenship through a fast track Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Afghanistan, Bangladesh and Pakistan, who arrived in India before 31 December 2014 was on the assumption of religious persecution to illegal immigrants. He also cited various estimates of religious minorities in Bangladesh and Nepal. Chotisuh said though Nagaland and some of the north eastern states may not be under imminent danger due to CAA, yet the threat posed by lakhs of illegal Bangladeshi immigrants to the region cannot be ignored.
According to Chotisuh, shrinking land space in Bangladesh due to rise in sea level was a compelling factor for influx into India. He said while as per the Assam Accord signed in 1985, the cut off date was March 24,1971 but the CAA has extended it to December 31,2014. Chotisuh also pointed out that though CAA exempted tribal areas of Tripura, Mizoram, Assam and Meghalaya under the Sixth Schedule and Areas under the ILP notified under the BEFR 1873, yet it did not exempt urban area in the region. He said the notion that ILP would protect Nagas was not based on facts as it has failed to check immigrants and instead practically becoming a permanent residency permit for immigrants whose numbers were rising alarmingly. Chotisuh also pointed out that more than 60% of the business establishments in Dimapur and Kohima are controlled by non-locals who have penetrated the most remote villages in Nagaland. BJP opposes antiCAA resolution
Taking part in the discussion on matters of public importance concerning the Citizenship (Amendment) Act, minister for Higher and Technical Education and Tribal Affairs, Temjen Imna Along, who is also state BJP president, asked the members not to mislead the people of the state and insisted that no amendment or resolution be taken on CAA. Stating that state demography or the situation of the state would change in no way, Along thanked the opposition party for bringing up the issue frequently. Along said CAB 2016 and CAA 2019 differed because the Centre, after seeing the protest in North East, showed its commitment to protect the indigenous people and included BEFR 1873 in the central list. No coronavirus case in Nagaland; 42 under surveillance: Pangnyu Correspondent
KOHIMA, FEB 8 (NPN): Allaying concern raised by the opposition bench in the Assembly about coronavirus, state Health & Family Welfare minister, S. Pangnyu Phom Saturday informed the Assembly that there was no confirmed case of coronavirus infection in Nagaland so far. He however, informed that 42 persons, who had arrived from China and other countries, affected by the outbreak of novel coronavirus, were being monitored while seven of them have been kept in isolation at their homes. Zeliang also suggested screening of passengers entering the state through roads via Myanmar and Manipur from China. Phom, however, said screening of passengers arriving at Dimapur airport is being done regularly since January 30 while advisories on 2019 nCoV were being regularly being published in local dailies and social media.

Rajeev Sirohi. Earlier, Assam-born, Kalita was appointed as the chief of staff (CoS) Eastern Command, Kolkata on May 10, 2019. An alumnus of Sainik School, Goalpara in Assam, Lt. Gen. Kalita was commissioned into the 9 Kumaon Regiment in June 1984. He was also the GOC during the Uri attacks in Kashmir.

NeSDA: Nagaland leads in NE & Hill category DIMAPUR, FEB 8 (NPN): Nagaland has topped the list of State Services Portals Assessment in the North East and Hill States category in the National e-Governance Service Delivery Assessment (NeSDA) 2019 report announced at the 23rd National Conference on eGovernance (NECG) held in Mumbai. Department of Administrative Reforms and Public Grievances (DARPG) along with Ministry of Electronics and Information Technology (MeitY) in association with one of the state/UT government organises the NCEG every year. The 23rd NCEG was held in Mumbai, Maharashtra on February 7-8, 2020. According to the report released by minister of state for personnel, public grievances and pensions, Jitendra Singh, among the north-east and hill states, Nagaland got the first rank with its service portal hav-
ing an average compliance of more than 45 per cent to the criteria assessed across all seven parameters, including ease of use, end service delivery and content availability among others. The assessment is done broadly for four categories – Union territories, remaining states, union territories and central government ministries websites. “Nagaland is the leading state with its service portal having average compliance of more than 45 per cent to the criteria assessed across all seven parameters,” it said. Delhi, Chandigarh, Daman and Diu administration emerged leaders among Union territories across all parameters for NeSDA. Haryana and Rajasthan are the leading states in the assessment under the “remaining states” category comprising 18 states. The website of the
Central Board of Direct Taxes (CBDT) under the finance ministry is the winner under the assessment of central ministry service portals category. Whereas, the ministry portals of health & family welfare, and human resource have emerged leaders across “all parameters”, the report said. The NeSDA framework covers six sectors, namely finance, labour & employment, education, local government & utilities, social welfare (including agriculture & health) and environment (including fire) sectors. In the north east and hill states category, Himachal Pradesh, Tripura and Assam are leading states with their portals with more than 60 per cent compliance to the criteria assessed across all the assessment parameters, including accessibility, content availability and ease of use.

Govt to maintain ‘backlog vacancy’: Leader of the House and chief minister, Neiphiu Rio Friday assured that his government would comply with the reservation policy for backward tribes while making appointments, particularly ‘backlog vacancy’. He was replying to a starred question raised by NPF member, Yitachu on how the case of backlog reservation was being followed as per the P&A department’s Notification No. RCBT-5/87(Pt-II) dated 4th
September 2015. Rio also clarified that if a candidate from a particular BT, does not qualify for filling up the vacancy earmarked for the BTs in the roster, such vacancy shall be treated as ‘backlog vacancy.’ Yitachu urged the government to strictly follow the policy so that every Backward Tribe will progress and get due opportunity. Replying to a supplementary question , Rio stated that backlog vacancies were being maintained by the P&AR department and NPSC. NEW DELHI, FEB 8 (PTI): NIA has arrested a person in connection with a terror funding case linked to NSCN (I-M), an official said on Saturday. Masasosang Ao, a resident of Dimapur, was arrested on Friday, an NIA spokesperson said. Masasosang, a close associate of main accused Alemla Jamir, was actively involved in the transfer/ mobilisation of the terror funds for NSCN (I-M), NIA said. He was produced before the NIA Special Court, New Delhi and taken in police custody for further investigation. The National Investigation Agency (NIA), on December 20 last year, had registered a case against Alemla Jamir and others under the Unlawful Activities Prevention Act to probe the alleged terror financing charges linked to NSCN (Cont’d on p-8) (I-M). NEISSR concludes ten-day rural camp

DIMAPUR: Northeast Institute of Social Sciences and Research (NEISSR) concluded its ten-day rural camp, from January 27 to February 6 at Thenyizu village, Phek, organised with the objective of helping social work trainees to understand rural realities and village dynamics. A press release by NEISSR stated that, the camp participatory rural appraisal (PRA) and activities such as, household survey, awareness programme on family planning, women’s health and hygiene, peace building, cleanliness drive, and cultural exchange programme were conducted in the
village. During the rural camp, social work trainees of NEISSR conducted home visitations and PRA at Thenyizu with resource person R.K John assistant programme manager DAN Dimapur as the trainer. Trainees were skilled in PRA and completed social mapping of the village, social resource mapping, seasonal calendar, etc. Trainees also organised a seminar on family planning, women’s health and hygiene, with resource persons from Family Planning Association of India (FPAI), Akangkokla Namo, programme coordinator and Ville Rhetso, counsellor FPI.
Earlier, resource persons spoke on the importance of family planning and the role of parents in upbringing their children and urged the people to stop misinterpreting women’s problems. While clarifying the misconception of menstruation, the resource persons highlighted various health issues and other complications of the like of cervical cancer, which were found to have been prevalent in rural areas. Meanwhile, a total of 49 students from second semester and two faculty members along with the Peace Channel coordinator, Phek participated during at the rural camp.

ZRSU holds first executive meeting
DIMAPUR: New team of Zunheboto Range Students’ Union (ZRSU) held its first executive meeting on February 2 at SKK conference hall, wherein various resolutions were passed. A press release from ZRSU media cell stated that, the ZRSU resolved to ardently advocate free and compulsory education as enshrined in Right to Education Act 2009, whereby it appealed to every government schools within its jurisdiction to desist from charging admission or other fees, thereby ensuring fundamental right to free education for all children. Adhering to its unwavering commitment towards ensuring just and quality education, especially for the underprivileged, the union further warned erring government teachers to discontinue the malpractice of keeping ‘proxy teachers’. ZRSU stated that it shall initiate stringent measure and unbiased effort to ascertain that the academic career of stu-
dents are not jeopardised due to the vested interest of some erring teachers and officials. Union also appealed to the officials of all government departments in Zunheboto district headquarter to remain in their respective posting places in order to deliver proper services to the people without dereliction of duty. According to DIPR report, Seroba Sangtam HEA, Kiphire highlighted on the use and advantages of different types of weed management practice which are indigenous and organic based. He urged the farmers to go for integrated practice such as cultural, mechanical and chemical as one single management practice would deteriorate the resources. As of now the app has facility only for district level but in the near future it will also cater to the block level.

DIMAPUR: Dimapur district task force on plastic, in its continuous drive for enforcement of plastic ban, conducted checks in shops and godowns located at GS Road, Marwari Patti and Hazi park areas of Dimapur on February 6. According to DIPR report, the team

A press release from BPM, BMMU Longmatra Atsope Sangtam stated that, mela was organized into two cluster level, at Tethuyo village comprising of Sanphure, Tutheze, Sangtsozi, Tethuyo and Pongren while in 2nd cluster it comprised of Longmatra village, Tsongphong, Ngoromi, Azetso and New Longmatra with resources persons from State Bank of India, Agri, National Health Mission, Labour and Social Welfare department. SBI LDM Sarei Muinao encouraged the citizens to open their accounts as the govt has now come up with an idea of DBT for any schemes and unless the citizens was having their own individual account they cannot avail any govt flagship schemes and facilities. Quake jolts Assam, north Bengal GUWAHATI, FEB 8 (IANS): A 5.0-magnitude earthquake struck western Assam and north Bengal on Saturday evening. There was no report of any damage or casualty, officials said. "The quake hit 35 km southeast of western Assam's Bongaigaon and nearby north Bengal (under West Bengal) at 6.17 p.m. on Saturday evening," an official of the India Meteorological Department said. IMPHAL, Feb 8: BJP M LA Heikha m Ding o Singh, his driver and his personal security officer (PSO) escaped a fatal road mishap after the vehicle he was travelling rammed into a truck parking on a roadside due to mechanical snag on Saturday. The road mishap occurred along NH-2 at Khonghampat under Sekmai police station of Imphal West district around 1.30 pm on Saturday. The trio who were injured in the accident were admitted to Rajmedicity hospital, Imphal. Hospital source said that the MLA and his driver were not serious and stable now. However, with critical injuries, the PSO has been admitted to the ICU ward of the hospital. The MLA was travelling towards Imphal from his native Khurkhul.

Hailakandi (Assam), Feb 8 (PTI): An anganwadi centre in Assam’s Hailakandi district will be constructed with plastic bottles stuffed with non-biodegradable waste and mud, officials said on Saturday. The anganwadi centre at Singhalla area in Lala block will be constructed at an estimated cost of Rs 3.46 lakh, district Additional Deputy Commissioner R K Dam said. Apart from the district administration, UNDP, the state education, social welfare and PWD departments are part of the project, he said. Liquid cement will be used to reinforce the ‘ecobricks’, the plastic bricks stuffed with waste, the official said. The rooms of the earthquake-resilient structure will be ventilated by making holes in the ecobricks, he said. Shaheen Bagh: Women vote in batches to keep agitation on

NEW DELHI, FEB 8 (PTI): On a sit-in for over a month against the Citizenship Amendment Act, women protesters at Shaheen Bagh voted in batches on Saturday so that the agitation remains unaffected. While some of the women voted in the morning, others chose to get their fingers inked in the afternoon and the remaining in the evening. Mehzabeen Qureshi, who returned to the protest site after voting said, “I stayed at home to let other women in the house go out and vote. Now I have joined them here at Shaheen Bagh after voting. I voted today to secure democracy”. Zaheeda Khan, another resident of Shaheen Bagh, said they decided to vote in batches. “The women here had decided a day before voting
that some of them would go out for voting in the morning, while others will stay back for chores. The others will go in the afternoon and then come back to the protest site. “By the evening, we will be a full house again, all geared up to continue our protest,” she said. Zahra Sheikh said they are determined to exercise their right to vote as it is crucial for a democracy. “We started our day knowing that it will be of double importance for us. We want to ensure that democracy survives hence, every citizen of Shaheen Bagh is voting,” she said. Adityanath was served a notice by the Election Commission for his “Kejriwal is feeding biryani in Shaheen Bagh” comments. The Shaheen Bagh protest site had become a focal point in the BJP’s poll campaign. “Many people have alleged that we were protesting for Delhi elections and that some political parties were funding us and serving ‘biryani’. They should know that we are still protesting as Delhi votes and will continue the agitation after the polling,” Ayub said. “No party serves us ‘biryani’. The women cook and bring food to feed the protestors,” he added.

Portfolio allocation will be done on Monday, says Yediyurappa BENGALURU, FEB 8 (PTI): Amid growing pressure from newly inducted ministers for plum ministries, Karnataka Chief Minister B S Yediyurappa on Saturday said the portfolio allocation will be done on February 10. “Everything is ready but since today (Saturday) is a holiday, we will allot portfolios on Monday morning,” Yediyurappa said. While rewarding with Cabinet berth 10 defectors who helped the BJP bring down the Congress-JD(S) coalition and come to power, Yediyurappa had on Thursday announced that the portfolios will be allotted before Saturday. Yediyurappa also ruled out going to Delhi to decide filling the remaining six vacant ministerial posts. “At present I am not going but the portfolio distribution will happen on Monday,” Yediyurappa told reporters here on Saturday. According to BJP sources, Yediyurappa apparently deferred the portfolio allocation allegedly due to pressure from Gokak MLA Ramesh Jarkiholi, who has been insisting upon water resource department.

Jarkiholi had a detailed discussion at Yediyurappas house till the early hours of Saturday and left the place displeased, the sources claimed. The cabinet expansion on Thursday led to discontent among a section of “native” BJP leaders who were left out of the exercise as the party sought to contain dissidence in the face of intense lobbying for berths by several contenders. The expansion has taken the strength of the Cabinet to 28, with six vacancies now. In the first expansion last August, 17 ministers were inducted.

PM pitches for implementation of Tamil reconciliation process by Colombo NEW DELHI, FEB 8 (PTI): India on Saturday sought devolution of powers by the Sri Lankan government to the minority Tamils in the island nation and hoped that their aspirations for equality, justice and respect will be fulfilled as per provisions of the country’s Constitution. After wide-ranging talks with his Sri Lankan counterpart Mahinda Rajapaksa, Prime Minister Narendra Modi said the issue was discussed with an “open mind” and hoped that the Tamil reconciliation process would be taken forward by Colombo. The two leaders also deliberated on a raft of key issues like bolstering antiterror cooperation, expansion of trade and investment ties, implementation of joint projects in Sri Lanka and resolving the long-festering fishermen issue with a “humane approach”. In his comments, Rajapaksa thanked Modi for his government’s ‘neighbourhood first policy’ and the priority he attaches to ties with Sri Lanka. Rajapaksa’s five-day visit to India assumes sig-

The 13th amendment provides for devolution of power to Tamil community in the neighbouring country. “We held a discussion with an open mind on issues relating to reconciliation in Sri Lanka. I
t took a few weeks from January 11,2020 to January 27 ,2020 to ink the Bodo Accord which closed the chapter of around three decades of militancy in Assam.The Modi government signed the Agreement with four factions of the National Democratic Front of Boroland (NDFB), All Bodo Students' Union and a civil society group for bringing a lasting peace in Bododominated areas in Assam. The Bodo accord has created a record of sorts in the annals of insurgency in the country. Never before have separatist rebels inked an agreement with the government in such a brief span after crossing over from a neighbouring country. Over 1,615 cadres of different factions of the NDFB surrendered their arms and joined the mainstream within two days of the signing of the agreement. The All Bodo Students’ Union (ABSU), which has been spearheading a movement for a Bodoland State since 1972, and the United Bodo People’s Organisation, were signatories to the comprehensive Bodo Settlement Agreement. The agreement was signed by top leaders of the four NDFB factions, the ABSU and the UBPO, government of India representatives, Assam Chief Secretary Kumar Sanjay Krishna with Assam Chief Minister Sarbananda Sonowal as one of the witnesses in presence of Assam Finance Minister Himanta Biswa Sarma. The Agreement will hugely impact insurgency the north east and push the region towards peace. The Agreement also has challenges and those have to be addressed. According to media sources, the Agreement has a clause that places Bodo-Kacharis with the Bodoland Tribal Area Districts(BTAD) who are from the Dima Hasao and Karbi Anglong districts under the Sixth Schedule. The Bodo Accord gives the Bodoland Territorial Council(BTC) wide ranging powers, which no council under the Sixth Schedule enjoys in the north east. The agreement lists another eight subjects to be transferred from the state government which will take the total to forty-eight to be administered by the council. This could also result in other tribal councils demanding similar powers in other states having autonomous councils. The Bodo militants under National Democratic Front of Bodoland(NDFB) were demanding a sovereign Bodoland since 1986 preceded by various Bodo organisations demanding some form of statehood. Interestingly, the government of India under prime minister Narendra Modi, has signed the Agreement by not according statehood . The Accord could also signal other militant groups in other parts of the north east about the willingness and ability of the Modi government about its decisiveness. However, there are factors that had made the Agreement being signed in record speed. It was the first major fallout of the protests against the CAA in Assam which has all the ingredients to upset political equations in the state. The NDFB (S) cadres arrived Assam at a time when the government is on the back foot and trying to wriggle out of the chaos resulting from the CAA. The Modi government pushed for early inking due to the growing resentment against its state ally, AGP and its BTAD ally, the Bodoland People’s Front(BPF). BJP hopes to tie up with the new political party to be set up by AASU in Assam and in BTC, prevent a new coalition against its ally BPF . What Modi has achieved was doing the right thing at the right moment and with political acumen and this will be on test when the next step is to sign a pact with ULFA -Rajkhowa and Paresh Barua factions- for total peace in Assam.

We take the word sanctification much too lightly. Are we prepared to pay the cost of sanctification? The cost will be a deep restriction of all our earthly concerns, and an extensive cultivation of all our godly concerns. Sanctification means to be intensely focused on God’s point of view. It means to secure and to keep all the strength of our body, soul, and spirit for God’s purpose alone. Are we really prepared for God to perform in us everything for which He separated us? And after He has done His work, are we then prepared to separate ourselves to God just as Jesus did? “For their sakes I sanctify Myself…” (John 17:19). The reason some of us have not entered into the experience of sanctification is that we have not realized the meaning of sanctification from God’s perspective. Sanctification means being made one with Jesus so that the nature that controlled Him will control us. Are we really prepared for what that will cost? It will cost absolutely everything in us which is not of God. Are we prepared to be caught up into the full meaning of Paul’s prayer in this verse? Are we prepared to say, “Lord, make me, a sinner saved by grace, as holy as You can”? Jesus prayed that we might be one with Him, just as He is one with the Father (see John 17:21-23). The resounding evidence of the Holy Spirit in a person’s life is the unmistakable family likeness to Jesus Christ, and the freedom from everything which is not like Him. Are we prepared to set ourselves apart for the Holy Spirit’s work in us?

Why the space for dialogue in India is shrinking fast I n public discourse the middle ground is shrinking very fast, in part because no one has any use for it. Regardless of the spin, or the sugar-coating, on the protests against Citizen Amendment Act (CAA) and the National Register of Citizens (NRC) across India, the fact of the matter remains that these are an expression of Muslim consolidation and pushback at one level, and indicative of the rising communal polarisation in India at another level. Cut through the claptrap about how the agitators are fighting for the ‘idea of India’, for the ideal of secularism, to protect the Constitution, and every other high sounding, moralistic, kitschy phrase being bandied about, and it is clear that the protests are in predominantly Muslim localities. Polarising slogans: The protests are predominantly organised by Muslim organisations, parties, institutions and individuals, and the mobilisation

of masses is predominantly along communal lines. Sure, there is smattering of vocal and visible nonMuslims also present. However, while many of them may actually believe in what they think they are standing up for — an esoteric idea of India — their token presence is useful for the organisers of these protests only to the extent that it helps to keep alive the fiction that the entire ‘movement’ is driven by a yearning to uphold the ‘secular values’ of India. In other words, they are ‘useful idiots’ who give the entire agitation the veneer of being a nationalist mobilisation in defence of the Constitution and the country. The nucleus of the ‘movement’ is unabashedly Islamist. The Islamist imagery, the communal sloganeering, the graffiti and posters proclaiming the faith, the blood-curling threats and the calls by community leaders to boycott those Hindus who are considered close to the rul-
ing dispensation are dead giveaways of the sentiment driving the protests and agitation. Likewise, the sight of women threatening to teach the Hindus a lesson once they get power and, of course, the exhortations for mass mobilisation to cut off the Northeast from the rest of India, and demonstrating the power of the community to bring cities to a grinding halt through demonstrations and protests. Airbrushing the politically inconvenient sloganeering and ideologies of the ringmasters of the circus — the Sharjeels — and the disingenuous justifications for their slogans by the secularati, doesn’t alter the reality. The scenes being witnessed today on the streets of many cities in India are not the outcome of just CAA, or for that matter NRC, which is being linked with CAA even though such a conflation is quite specious. In fact, majority of the people getting worked up about

n 1972, the GoI of India arbitrarily transferred the affairs of Nagaland state from Foreign Affairs to Home ministry citing Law and Order problem. Interestingly, the then Legislative Assembly of Nagaland immediately reacted and vehemently opposed the same by unanimously adopting a resolution which reads "......Nagaland should continue to be under the Ministry of External Affairs and the decision of the Govt. of India so taken be withdrawn forthwith" (29-6-1972). However, no serious opposition came from the public side. The GoI must have considered the Naga public silence as "acceptance" of fate. The process of de-internationalisation of Naga political movement thus, began. During 1966-67 peace talks, the Naga delegates (NNC/FGN) were accorded reception in a manner befitting foreign dignitaries. The Naga delegates were accommodated at the Hydrabad House- a building in New Delhi, used by the Government of India for banquets and meetings for visiting foreign dignitaries. Talks were also conducted at the highest level-between the prime ministers of two nations, India and Nagaland/Nagalim. Archival record shows that the two leaders, Smti Indira Gandhi Prime minister of India and Ato Kilonser of Nagalim Kughato Sukhai maintained cordial relationship and even shared lighter moments across the table besides, political negotiations. As early as 1985, Mr. Rajiv Gandhi, the Prime Minister of India appointed N. F. Suntook to contact the NSCN leaders for ceasefire and political dialogue, but for some reasons the attempt could not materialize. However the policy implanted by Mr. Rajiv Gandhi was not a total failure as the effort of bringing Naga political leaders across the table was continued by successive prime ministers. The high watermark of Naga aspiration for self determination came in 1993 when the "IM" of NSCN gained entry into the UNPO (Unrepresented Nations People's Organization), by far, a milestone achievement unparalleled by any Naga political organizations in internationalizing the naga issue. "This" development ranged a bell of alarm in the ears of Indian policy makers- not long after admission into UNPO the Indian agencies began contacting the IM top brass, and here and there meetings took place before a formal ceasefire agreement was signed on 1st Aug. 1997. By the declaration of the Ceasefire, the Political Talks between the two entities started, based on the following three conditions: (i) Without any condition;
(ii) At the Prime Minister's level; and (iii) In a third country. Judging by the aforementioned conditions any sane person would conclude that the GoI had reserved highest respect to the IM, hitherto, the honour accorded on any other insurgency. All was well until the IM "agreed" to come to India to hold talks with GoI citing, "convenience sake". To me, the IM coming to India was a fall into pit due to short sightedness and lack of vision. This paradigm shift in IM policy was a diplomatic blunderBy coming to India the IM had handed their rival a crucial point. India could now show to the world Indo-Naga issue as a mere domestic problem. India silently began to destabilize Naga political movement without attracting condemnation from international community. The group that once used to give sleepless night to Indian agencies and also used to make India's face red in international forums is now trapped inside a cage. All exit doors had been shut and its leaders being molested at will. The once "mother of insurgency" is now reduced to 'just another insurgency' capable of disposing anytime. The Indian agencies were alarmed by the IM gaining ground in international arena, hence, they set out to neutralise this threat before it is grew out of their control. The result was "Cease-the-fire" or "Cease-theMovement" in the Naga context. From the very beginning the motive of ceasefire was to destabilise the Naga movement under the guise of peace talks. They played their game and we naively fall into their trap. History reckons that India is careful to avert internationalising Naga issues. For instance, when A.Z Phizo established diplomatic ties with western countries India felt the jolt and graciously presented statehood as a means to cornered Phizo. When NNC/ FGN leaders reached China, India felt nervous and reached out to the breakaway group. Again when the IM group entered UNPO India felt pain in old wounds and offered ceasefire. All in all, the conduct of Indo-Naga political talks from Amsterdam to New Delhi to Dimapur was a diplomatic blunder, exposing themselves and laying bare naked in the sight of enemies had worked disadvantageously against them. The once prime minister level talk is now reduced to a bureaucratic level talk. Simmering tensions: CAA-NRC might have acted as a trigger, but the tumult has been many years in the making, long before Narendra Modi appeared on the political scene. The tell-tale signs were always there. No one was reading them, or they did not want to read the signs. Even now, when it is all out in the open, every effort is being made to turn a blind eye to the reality that a psychosis, which was once on the fringe of Muslim politics in India has now become central. Communal relations in India have always been fraught. Despite all efforts to airbrush things, the reality is that there is an uncomfortable coexistence that has characterised how communities relate to each other. Of course, there are any number of examples of shared cultural values and social mores, of tolerance for and accommo-
dation towards the other community, of friendships and relationships between individuals from different communities, of dependence and reliance, of understanding and adjustment. But by and large these are exceptions which are blown up to present an alternate reality, a utopia that doesn’t exist. Part of the problem is that we have never really confronted the demons of the past; we would rather brush uncomfortable facts of history under the carpet, distort it, excise and/ or redact stuff that causes discomfiture. The things we try to avoid, keep coming back to bite us. It would be easy, and lazy, to pin the blame for this on one side or another, but in reality there is no one who comes out of this smelling of roses. The g rea t divide: Worse, the sort of primeval passions that have been unleashed by toxic TV debates and the diatribes carried out from the pulpits offered by social
media are only fuelling the fire instead of dousing the flames. Here again, no side is blameless — the hysterics and hyperventilation of one side is matched by the rank hypocrisy, equivocation, double-standards and whataboutery of the other side. In public discourse the middle ground is shrinking very fast, in part because no one has any use for it. The George W Bush dictum of “you’re either with us or against us” is the new normal. Nuance is lost, restraints are gone, and it is all very much inyour-face. Like it or not, the genie has been let out and it will not go back into the bottle easily. Dangerous ideas have been planted in the minds of people and their green shoots are now visible. Building credit institutions of tomorrow

iven India's need for infrastructure expansion and the infrastructure financing gap, attention needs to turn from the overall macroeconomic view on sectors and funding towards the microstructure of the credit markets in India. This focus on the microstructure is a must to create the necessary dynamics that can help finance and expedite infrastructure creation in India. At the outset, it may be underscored that infrastructure cannot be looked in isolation from the general commercial credit market. Essentially, the system of financing for creating infrastructure needs to be in sync with the credit market that businesses and consumers have access to. For example, an airport asset at a tourist destination does well if the hotel infrastructure at the destination and ancillary tourism-related infrastructure are well developed. Regardless of whether the business is that of an airport, hotel or tour operator, everyone needs access to both short-term credit and long-term credit. Essentially, financing is a crucial driver of these businesses, irrespective of the structural differences between them. The credit financing needs of infrastructure and consumer-facing businesses can be met better by focusing on the creation of institutions and supporting regulations that allow for institutions that focus on different parts of the interest rate term-structure. India will need institutions that can cater to both short-term and long-term credit needs. However, the skill sets and the nature of balance sheets required will be fundamentally different for
both markets. The shor t-ter m credit needs, broadly termed as "working capital" needs, will need access to balance sheets that have a focus on generating returns on capital pools that have a "money-market" nature. Essentially, businesses and institutions that need to make returns on shortdated capital and are focused on doing so are required. The credit lending institutions needed are those with specialised credit risk underwriting skills which help them source the capital and generate returns by lending to a broader credit spectrum on the short end of the interest rate curve. Primarily, credit provision in the two years and shorter credit periods. It cannot be overemphasised that such short-term credit-focused institutions need to have specialised skill sets that can help them appreciate the specific lending situation, create structures that de-risk the cashflows and hedge duration risk. Primarily, deliver the excess credit spread on the short end of the curve that will be attractive to investors looking for short-term yield pick-up. On the long-end of the interest rate term structure, India needs term lending institutions. Credit businesses that can understand long-dated assets, mitigate risks and deliver highquality risk-adjusted returns for the credit risk undertaken. The balance sheets that need to finance such assets are those looking for annuity type returns. The difference in the fundamental nature of the short-end and long-end credit markets should be borne in mind. Credit underwriting skills, balance
sheets required, and the nature of businesses are all fundamentally different in the two cases. However, both markets need to coexist and grow together. One cannot push the growth of one without developing the other. A lot has been said about the global low-interest rate regime and how the capital pools are looking for returns. In that context, creating such credit institutions must be viewed as building "bridges" that can assist the capital in flowing towards the capital-constrained sectors. Ensuring institutions, regulations and structures that can make credit businesses attractive for investors is the first critical step. In layman terms, the first question to ask as an investor is, "do I have access to a market with adequate regulations that can help me build an investment vehicle for a credit business?" The next question to ask is if as a credit business, "I have access to market instruments and securities that allow me to manage my risk exposure?" And, lastly, given the risk involved, "does the tax structure allow me a return that is attractive on a risk-adjusted basis?" The above analysis is one that every investor looking at the credit markets will do, regardless of whether the capital is domestic or foreign. As India looks to unleash its economic potential, access to credit will be a crucial pillar of growth. The specialisation of skills and balance sheets will be a significant driver for creating the credit institutions of tomorrow that can cater to the varied credit needs in a dynamic and complex economy such as India. Growing up, my parents always taught me to be humble and to not live life in such a way that people start digging about the status of my family. A lot of people from financially unstable families should learn to place family first and think about themselves later. They brag and boast, take pictures and do things all so that they can display a public persona to the world. However, what most people don’t realize is that many can see right through this facade. Showing more humility is also the definition of an individual with depth, someone who has gone through the wringer and doesn’t feel the need to self-catapult themselves all the time. One should know where they come from and live their lives accordingly. The Bible also says that “whoever exalts himself will be humbled, and whoever humbles himself will be exalted.” We’ve all had brush-ins with the “talkers,” so to speak. We’ve all experienced the showiness of those that enjoy rubbing it in to people, displaying their wealth, or simply just fabricating the truth. No one likes it, no matter what anyone says. Who ends up regretting their boastful ways is a person who fails to see this flaw. Some of my peers are doing well for themselves and they’ve endured failure and are yet succeeding in what they do – rich or poor. They don’t see a need to brag about what they have and what they don’t because they know there are more important things happening around them, things that need their attention. We should all have great respect for the past and how we have all been brought up, because if we don’t know where we’ve come from, then we don’t know where we’re going. MUMBAI, FEB 8 (PTI): A case has been registered against the organisers and 300 women who are protesting against the Citizenship (Amendment) Act and the NRC at Nagpada in central Mumbai for the past two weeks, an official said. A complaint was filed on Friday evening at the Nagpada police station by the Brihanmumbai Municipal Corporation (BMC) assistant commissioner. The complaint stated that the civic body was not able to carry out construction work on the Morland Road as the protesters had set up a stage and put chairs on the road, and also obstructed traffic movement in the area, an official said. The police registered a case under Sections 341 (wrongful restraint), 34 (acts done by several persons in furtherance of common intention) of the IPC, as well as section 313, 314 of the BMC Act, the official said. Hundreds of women have participated in the protest on Morland Road at Nagpada since Republic Day against the amended citizenship law and the NRC.

Responding to opposition members remarks on effects of CAA, Patton justified that Nagaland enjoyed special status among all the States of the country under Article 371 A of the Constitution. He said that from the beginning right from the time when such amendments were being proposed in the Citizenship Act 1955 by the earlier Citizenship Amendment Bill, 2016, it was meticulously looked into the proposed amendment provisions, its adverse fallout, if any, on the state at several cabinet meetings. Patton said that after looking into the entire ecosystem of protection provided by Article 371 A and the ILP Regime of BEFR 1873, it was clear that the provisions of the proposed Bill would not be applicable to the State. Patton said this was firmly conveyed to the Centre of the special protection and the clear position of the state government that the proposed CAB 2016, on enactment would not be applicable in Nagaland. However, he said the centre was urged to have wider consultations with all the North-eastern states to ensure that the rights of the indigenous people were fully protected. Patton explained that before the Bill was passed in the parliament, an appeal was made on behalf of the people of Nagaland to exempt the State from the purview of

Govt plugging loopholes in GST: FM
CHENNAI, FEB 8 (IANS): Finance Minister Nirmala Sitharaman on Saturday said the Central government is plugging the loopholes in the Good and Services Tax (GST) with the use of technology and is working towards eight per cent growth rate. She also said micro, small and medium enterprises (MSMEs) can make a complaint if banks deny them loans without reason. Sitharaman was here to explain the Budget proposals to traders, industrialists, economists and the media. According to her, during the last three months the GST collections have exceeded Rs 1 lakh crore. She said at the GST Council, state Finance Ministers had said that owing to loopholes tax revenue is not increasing and now that is being plugged. The GST collections during November and December 2019 were about Rs 1,04,000 crore and Rs 1,03,000 crore respectively and in January it was Rs 1,11,000 crore, said Ajay Bhushan Pandey, Revenue Secretary. According to Pandey, the government is taking various measures like use of data analytics, data from Income Tax filings, exports and imports and identify where taxes are not being paid. Pointing out that there are about 1.20 crore entities registered under GST, he
said red flag reports are prepared every month and SMS messages are sent to those on whom red flag reports are made. Pandey said if the tax paid and the tax due difference is large than the taxpayers and also tax officials are notified. “This has resulted in higher tax collections,” he said. According to him, the government will continue to use targeted approach and also use data analytics and artificial intelligence. When asked about the pending GST dues of Rs 4,000 crore to Tamil Nadu, Sitharaman said it would be setting in two months and the due is not targeted at the state alone. On bringing petrol and diesel under GST regime she said the GST Council consisting of state Finance Ministers have to decide on that and once they agree then it would be done. Pandey also said once
the Finance Bill is passed by Parliament the government will put out the procedure to be followed under ‘Viwad Se Vishwas’ scheme for settling pending direct tax issues. He also said where the tax department of the government has filed an appeal against the taxpayer then that would be withdrawn. Queried about the new tax slab rates that would turn India from a saving economy to spending economy, Sitharaman said that an earning individual with additional money on his hands can decide what to do with it and the government need not guide his savings through tax deductions. According to her, it is just eight days since the Budget for 2020-21 was presented. It will take some time to see whether demand boosting measures stated in the Budget would give results. Earlier addressing the traders and industrialists, Sitharaman said micro,
small and medium enterprises (MSMEs) can complain if banks deny them loans without reason. Sitharaman said if the banks are denying loans without reason then the MSMEs can send a complaint to the special centre to be announced shortly. She said a copy of the complaint should also be sent to the concerned bank manager. Sitharaman said the foreign exchange reserves are at a high level as the fundamentals are good. On her long Budget speech, Sitharaman said that officials had worked hard to come out with proposals for all sections of society. Stressing that the macro economic fundamentals are good Sitharaman said the focus is on creating assets and investing in infrastructure. Earlier banks resorted to “phone banking for loan disbursal” lending to “uncles and brother-in-laws” which resulted in high nonperforming assets (NPAs). “It took four years for us to set right the NPAs,” she said. Sitharaman said lessons have been learnt on how to prevent such a situation again. She said the government has not resorted to useless spending. The government has decided to create assets investing in infrastructure. She said public expenditure should go for infrastructure.

NPF demands resolution against CAA (From p-1) He cited a report of Kohima Municipal Council which stated that there are 6668 shops registered in Kohima till August 2019, out of which, 1720 shops are registered under NonNagas. However, he said many Non-Nagas have registered their shops in the name of Nagas. He cautioned that this would eventually lead to a replication in Nagaland or Arunachal Pradesh over what happened in Tripura where the immigrant population became dominant over the indigenous tribals. He said this can happen if Nagas do not wake up and take a stand today and appealed to members to pass a resolution rejecting this contentious Act (CAA) 2019. NPF MLA Dr. Chumben Murry echoed the same stating that in spite of the huge protest, resentment and opposition against the Bill country wide, it was unfortunate that NDA Government decided to pass the Bill and eventually became a Law. He said such an Act can come by if only there was vested interest and hidden agenda. He said the ruling PDA heeded to the voices of the people against the CAB and agreed to pass the house resolution on February 23, 2019 though with a rider, that Article 371(A) and BEFR 1873 protects Nagaland from CAB.
Dr. Chumben Murry explained that Article 371(A) involved social and religious practices, Naga Customary Law and Land and its Resources and not related with citizenship issue. He also reminded the house of the central government notification which maintained that Nagaland does not have legislative powers to frame the NP&NG Rules and Regulations. He said this has made the Article 371(A) almost a redundant law because, it did not act in given due time. He urged ruling members not to believe the Union Home Minister Amit Shah who assured that provisions in CAA were being made for protection of Nagaland. He however said Shah stated: “CAA is not a state subject”, during the recent interview with Times Now when asked whether states have any option if they don’t want to implement CAA. Murry said the ground reality was that the state has no role whatsoever in granting of citizenship or exemption as provided under the amended CAA that have no meaning. Therefore, he sought that resolution be passed rejecting CAA. Concluding the speech from the opposition bench, Leader of the Opposition (LoO) T.R. Zeliang gave a detailed explanation that with CAA, illegal immi-
grants will no longer be illegal since , any person who came to India without any proper documentation can be granted citizenship by residing in the country for a minimum of six years. He said if the government of India sought to grant citizenship to persecuted minorities of neighbouring countries, why were refugees from Sri Lanka, Myanmar, Nepal, Bhutan and the Buddhists from Tibet not given the same opportunity? He said the Act was mainly to create political vote banks taking without considering the sentiments of the people across the country. Zeliang said Nagaland was the most vulnerable to the threat from migrants and illegal immigrants taking over the State’s economy as the indigenous inhabitants of Nagaland have been depended on them for decades. Citing the “flip-flop” decision of the PDA government, Zeliang said PDA government does not know what they themselves are doing and to add salt to the wounds of the Naga public, he said PDA has called for consultative meet after taking unilateral decisions after decisions. LoO asser ted that though the BJP as well as the NDPP members was equally concerned for the future generation of the Nagas, they however for
their political survival were bound to obey the central directives at the cost of the Naga people. He questioned the stand of the lone independent, who was former NSF president and who was not bound by any party whip but who should not be scared to speak his mind on CAA. Z e l i a n g ex p r e s s e d doubt that since BEFR 1873 was not even enacted by Parliament, it can be removed and annulled. He also reminded that no matter how the ruling bench claim protection, as long as Nagaland was under the constitution of India, CAA will definitely have a huge negative impact on the social set up of the people if not immediately then in the long run. LoO appealed the government to take a firm stand and also show the public that they care for the posterity of the Nagas so that Nagas will not be taken by immigrant populace and become a minority in the own State like Tripura. He concluded by commenting that as long as Assam was not protected from the threat of these illegal immigrants, none of the neighbouring states in North East would be safe and the false illusion that Nagaland was safe for having ILP regime should be done away so the house must oppose CAA implementation in unison.

ISLAMABAD, FEB 8 (IANS): Tehreek-e-Taliban Pakistan’s (TTP) spokesperson Ehsanullah Ehsan, who was responsible for the terror attacks on activist Malala Yousafzai and at the Peshawar Army School, escaped from the custody of the Pakistan Army during an anti-terror operation being conducted on the basis of information extracted from him, a news report said on Saturday. In an audio recording released on Thursday and shared via an online private messaging platform, Ehsanullah claimed that he along with his family had managed to escape from the custody of Pakistan Army and intelligence agencies on January 11. Ehsanullah, who became the spokesperson for the breakaway Jamaatul Ahrar faction after the TTP split, had voluntarily turned himself in to the intelligence agencies on February 5, 2017 - and remained in custody even since. mbassy of Latvia in India in collaboration with Hope Centre for Excellence, Patkai Christain College and Associate Board of Royal School of Music (ABRSM) will be conducting choral master classes and concert in Dimapur on February 10 and 12. Ambassador of Latvia to India, H.E. Artis Bertulis and his lady wife Esmeralda Bertulis along with Latvian conductors Janis Ozols and Laura Jekabsone will be arriving Dimapur on February 9 for choral workshop at Hope Centre for Excellence on February 10 and concert at Patkai Christian College on February 12. Latvia is internationally well known as the “Land That Sings”. Latvian Nationwide song and dance celebration held once in every five years is recognized by UNESCO as "Masterpiece of the Oral and Intangible Heritage of Humanity". During this impressive performance, 40,000 people dressed up in national folk costumes, come together to sing and dance. Urban and rural people in Latvia have maintained this tradition for almost 150 years that will be celebrated during the next festival in 2023. On the basis of this outstanding celebration in Latvia, there has been
developed a unique choral culture for a nation of 2 million inhabitants having some of the world’s best professional and amateur choirs.

Acclaimed Latvian conductor Janis Ozols is one of the most promising young Latvian conductors. He is Artistic Director for the Mixed Choir of the Latvian Music Academy – a study choir for future Latvian professional conductors. Besides, Janis Ozols has created one of the best Latvian amateur choir “Maska” where he is the chief conductor since its foundation in the year 2000.
Laura Jekabsone is renowned as an Artistic Director and singer at a cappella group with international fame “Latvian Voices”; she is also a prolific music arranger, songwriter, chorus master and vocal coach. Janis Ozols and Laura Jekabsone are coming all the way from Latvia to India to share their knowledge and practice on how to work with a choir – both professional and amateur. For professionals, it will be an opportunity to learn several techniques of vocal warm-ups to enhance breathing and to establish an even-lined vocal sound for each voice group, to understand the connection of voice and body as a joint instrument, to explore diversity of colours of a voice, to learn creating a vocal phrase and conducting techniques. For amateurs, it will be a chance to experience their vocal abilities under the lead of renowned chorus masters. Conductors will work with a repertoire chosen by choirs to create a vibrant and emotional final performance for each participating member. At the end of the master classes, certificate of participation will be issued from the Music Academy of Latvia. The organisers said an audited attendance of 51,954 beat the 42,517 who watched Federer play Alexander Zverev of Germany in Mexico City last November. They also announced that the ‘Match in Africa’ raised USD 3.5-million for the Roger Federer Foundation, which supports educational and athletic programmes for children in Africa. “To have 51,954 people in attendance at a tennis match, I never thought I’d be apart of something like that,” said Federer. “It’s not something you dream about. Federer, who was accompanied by his South African mother, Lynette, said his first appearance in South Africa was a special occasion. “The first time here in Cape Town, in South Africa, means so much more than just tennis,” he said. Steyn returns to Proteas squad for England T20Is Johannesburg, Feb 8 (IANS): Veteran pacer Dale Steyn has been named in the South Africa squad for the upcoming three-match T20I series against England. He returns to international cricket after nearly a year’s absence having fully recovered from a recurring shoulder injury. Steyn has had constant run-ins with injuries over the last few years, especially after a career-threatening shoulder injury during South Africa’s tour of Australia in November 2016. Since then, he has featured in just eight Tests, nine ODIs and two T20Is. Steyn’s last appearance for South Africa was in March 2019 against Sri Lanka in Centurion.
