BJP govt first to take steps for the growth of NE: Modi SONAMURA/KAILASHAHAR, FEB 8 (AGENCES): BJP government was the first, after Independence, to take forceful multipronged steps to develop North East India, Prime Minister Narendra Modi said on Thursday.

“To know the region better, the number of ministers and top officials visited the northeast region during the past three and a half years are much higher than the number of ministers and top officials who visited during the Congress regime.

DDADU questions re-opening of Nagarjan bridge DIMAPUR, FEB 8 (NPN): D i m a p u r D i s t r i c t Au torickshaw Driver’s Union (DDADU) has asked the “concer ned authority” why the unsound Nagarjan Dhansiri Bridge, which was on the verge of collapse, had been re-opened. The union also questioned under what terms and conditions the bridge had been opened to public use.

A press statement issued by Dimapur District Autorickshaw Driver’s Union president, I. Vitoshe Sema said that the union had taken strong exception to the signs that had been erected on both sides of the bridge that have “Cross at your own risk” written on them.

The union reiterated their earlier stand that they would not allow autorickshaws to cross the Nagarjan bridge until the concerned department and district administration provide assurances that the bridge was structurally safe and fit for use.

Requesting the public to not force drivers to cross the bridge, Dimapur District Autorickshaw Driver’s Union said that they would not claim responsibility for any accidents that may occur at the bridge.

Never endorsed CCNTHCO: ACAUT Staff Reporter

DIMAPUR, FEB 8 (NPN): ACAUT has, on Thursday, clarified that it was never a part of Core Committee of Nagaland Tribal Hohos and Civil Organisations (CCNTHCO).

Speaking to media persons at 6th mile, Dimapur, ACAUT members said that they never endorsed CCNTHCO. The involvement of chairman, Joel Naga and spokesperson, Mar Longkumer with CCNTHCO was purely on their individual capacities, they added.

ACAUT also said that it had accepted the resignations of Joel Naga and Mar Longkumer. Their resignations have been “gladly accepted” as they would have been forced to resign for misusing the ACAUT platform, they stated.

On Khekiye K. Sema, who joined the Congress to contest the upcoming Assembly elections, ACAUT said it had nothing to do with the former advisor’s decision to contest the elections. “He was the strongest pillar of our movement but we have no hand in K.K Sema going to election,” the ACAUT members said.

When queried about K.K. Sema’s resignation as advisor of ACAUT, they said that membership of any member ceases automatically if they join active politics. “Membership ceases automatically if a member joins politics. So there is no question of resigning,” they said.

Meanwhile, ACAUT reiterated its stand to fight to end corruption in the state, demand an early inclusive solution and for “one government, one tax.”

KOHIMA, FEB 8 (NPN): Nomination papers of 227 candidates have been cleared after scrutiny for the February 27 Assembly elections in Nagaland, additional chief electoral officer, N. Moa Aier said.

Aier said scrutiny of nomination papers of a total of 257 candidates who filed their papers for the elections was held on Thursday at the respective offices of the Returning Officers, in which 227 candidates were found eligible.

Addl. CEO further informed that the nomination papers of 29 candidates were found invalid while scrutiny of one candidate from under 33-Suruhoto Assembly Constituency was adjourned to February 10, Additional CEO informed through a press note.

It may be noted that the last day for withdrawal of nomination papers has been fixed on February 12 while polling will be held on February 27 and the counting will be done on March 3.

Zia sentenced to 5 yrs imprisonment for corruption

Dhaka, Feb 8 (PTI): Bangladesh’s ex-premier Khaleda Zia was Thursday sentenced to five years rigorous imprisonment for corruption, a huge setback for the 72-year-old main opposition leader who may be barred from contesting the next general election in December.

The three-time prime minister was sentenced by Dhaka’s Special Court in connection with the embezzlement of 21 million taka (USD 250,000) in foreign donations meant for the Zia Orphanage Trust, named after her late husband Ziaur Rahman. The verdict simultaneously sentenced Zia’s “fugitive” elder son and BNP’s senior vice president Tarique Rahman as he was tried in absentia in the Zia Orphanage Trust case.

How to prevent WhatsApp from using more internet data NEW DELHI, FEB 8 (AGENCIES): Although telecom companies in India have started giving away more data to its users to keep them stick with their network, some still try to control their data consumption for each app. Facebook’s main app is usually a massive data gobbler but its subsidiary, WhatsApp is also not behind. The instant messaging firm, which recently made in to the headlines for its WhatsApp for Business app, also takes up a generous level of Internet data.

While text chats take only a fraction of the internet data, most of them are taken by images and videos shared on the platform.

Thankfully, WhatsApp has included a feature in its app using which people can have a better control on

CCI slaps `136 cr penalty on Google NEW DELHI, FEB 8 (PTI): The Competition Commission of India Thursday imposed a fine of Rs 136 crore on internet giant Google for unfair business practices in the Indian market for online search. After a detailed probe on the complaints filed in 2012, the regulator through a majority order said the penalty is being imposed on Google for “infringing anti-trust conduct”.

Google’s specialised search options that lead to its commercial flight unit, prohibitions imposed under the negotiated search intermediation agreements and ranking of universal results prior to 2010 were found to be violating competition norms. On the CCI ruling, a Google spokesperson said the company is “reviewing the narrow concerns identified by the Commission and will assess our next steps”.

RBI warns against fake website NWE DELHI, FEB 8 (AGENCIES): Reser ve Bank of India issued a notice to citizens cautioning against a fake website which is reportedly asking for personal and confidential banking details of bank customers posing as the central bank on Thursday. The fake website which has similar layout as the RBI website contains a provision called “Bank verification with online account holders” which appears to have been created with a fraudulent intent, RBI said.

“It has come to the notice of the Reserve Bank of India that a fake website of the Reserve Bank of India has been created with the URL www.indiareserveban.org by some unknown person(s),” RBI said.

RBI clarified that as India’s central bank, it does not hold any accounts for individuals and never asks for personal information such as bank account details,

passwords, etc. In recent years the RBI has warned citizens of frauds perpetrated in its name such as fake credit cards issued by fraudsters or a mobile app in 2015 which claimed to facilitate checking of balance in customers’ bank accounts.

The application had an RBI logo with the title ‘All Bank Balance Enquiry No’ and had listed several banks with either a mobile number or call centre number.

The apex bank further cautioned members of public about existence of websites such as www.rbi. org, www.rbi.in etc. These URLs may appear similar to the website of RBI. However, these websites have no affiliation with the Reserve Bank of India. Members of public are advised to be cautious while accessing or when providing any information on such sites. The official website of the RBI is https://www.rbi.org.in.

CRPF, Peren police seize cash, weapon

DIMAPUR, FEB 8 (NPN): A joint team of Peren DEF and CRPF personnel arrested one person along with cash worth Rs.1,23,000 and a licensed weapon (.22 calibre revolver) on February 7 afternoon at Peletkie Junction in Peren Town. Informing of this in a press note, PRO, Peren Police said that the items were seized from one Gaubeu Zeliang during a vehicle check at the mobile vehicle check post. The accused was produced at Peren Police station along with the seized items, PRO said, adding, the arms license and weapon were impounded as per the relevant provisions.

A case has been registered and investigation is on, the PRO added.

DIMAPUR, FEB 8 (NPN): Tibetan refugees residing within Dimapur district have been directed to submit their documents for online registration to the Office of the Commissioner of Police, Dimapur, Nagaland.

Election related violence in Tyui A/C

WOKHA, FEB 8 (NPN): Unidentified miscreants reportedly hurled a crude bomb at the private residence of BJP candidate of 37 Tyui A/C at Wokha on Thursday. According to Additional SP, Wokha, the incident took place at around 7:45 p.m. No casualties were reported. The crude bomb exploded when Patton, a candidate contesting 37 Tyui A/C, was away from home.

Addl. SP also said that gelatine sticks were used for the explosion. There were also reports of blank firing.

However, Addl. SP said they were yet to confirm if the shots were fired.

NUV Dmu celebrates its golden jubilee

DIMAPUR, Feb 8 (NPN): Naga United Village (NUV) Dimapur celebrated its golden jubilee on Thursday at NUV public ground with MP, Rajya Sabha K.G Kenye as chief guest.

At the celebration programme, chief guest in his speech lamented on the scenario where “need and greed for money” had swept Naga leaders as well as Naga society. Kenye recalled that up until 1980’s, Nagaland government used to send back a lot of funds that were sanctioned by the centre for the state, because the amount sanctioned was more than what the state government needed.

Speaking about preserving one’s culture and identity, he was of the opinion that the culture of selfsufficiency and hard-work was quickly vanishing with the advent of Christianity and that the sense of shame, fear and sin had eroded from among the Nagas who are quickly drifting away from their old principled values.

NVC & NSU appeal to political parties

DIMAPUR: Nunumi Village Council (NVC) and Nunumi Students’ Union (NSU) under Zunheboto district in its emergency meeting held on February 8 adopted resolutions with regard to the forthcoming NLA general election.

According to NVC chairman, Yeshito Zhimomi and NSU president, Akabo H Swu, the house resolved to prohibit any political parties or candidates from using

Poll related incidents DIMAPUR: 37th Tyui A/C BJP on Thursday claimed that at least seven persons were injured and 13 vehicles including three two wheelers belonging to supporters of its candidate, Y. Patton were damaged by supporters of rival candidates.

In a press note, 37th Tyui A/C BJP media cell said that the BJP candidate’s chief agent, Ntsemo Ngullie had filed a complaint to District returning officer and district magistrate, Wokha for immediate action. The party alleged that the BJP candidate, who had gone for the scrutiny, was waylaid by rival candidate’s supporters.

BJP said that the road leading to Nyiro range was also completely blocked. In the attack, BJP stated that three persons-- “Subenthung Ngullie, Chumbemo Odyuo and Nlongtsu all from Yanthamo village” was injured. Meanwhile, the BJP further alleged that the supporters of another candidate on Wednesday night attacked their supporters wherein at least four persons suffered grievous injuries and six vehicles, on bus damaged and one gypsy burnt down.

Transport department informs on scrap rate

DIMAPUR: Transport department in a notification has informed that partial modification has been made in the department’s notification dated March 14, 2012, on scrap rate of condemned vehicles, machineries and unserviceable materials. According to DIPR report, as per the notification, the scrap rate of condemned vehicles, machineries and unserviceable materials has been fixed at Rs. 15 per kilogram with immediate effect. The department has informed that the notification has been issued with the concurrence of the finance department dated November 15, 2017.

Wokha excise seize drugs

DIMAPUR: Wokha excise personnel on receiving specific information conducted a raid on February 7 and recovered 7,000 capsules of Spasmo proxyvon and 3,180 tablets of nitrazepam from the house of one Lichithung Ngullie, resident of Tsumang B colony.

In a press release by Wokha excise stated that the accused was arrested and booked under relevant sections of the Drugs and Cosmetic Act 1940 and the case has been forwarded to judicial custody.

District Excise Dimapur seize liquor

DIMAPUR: In order to check liquor inflow during the ensuing state assembly election, District Excise Dimapur set up Mobile Vehicle Check Post (MVCP) duty patrol and seized 348 bottles of assorted Indian Made Foreign Liquor (IMFL) during the period February 6-8 from various pockets in and around Dimapur town. KOHIMA, FEB 8 (NPN): Janata Dal (U) released its manifesto for the 2018 Assembly election with the theme “Development with justice” here on Thursday afternoon.

The manifesto was released in the presence of JD (U) State unit president NSN Lotha, national secretary Afaque A Khan, national executive member Aneel Hegde and State executive member Kitoho S Rotokha.

Highlighting the manifesto, Lotha said its focus on education would include

taking up infrastructural development of all government schools, construction of new buildings, providing special scholarships to students excelling in Mathematics at school, college and university levels, insurance scheme for students studying outside Nagaland and constitution of an education commission to review existing education policies.

JD (U) also promised to work towards making villages and their residents self-reliant through decentralisation of powers and policies of the government and other initiatives for the people living in rural

areas.

On youth and employment, Lotha said the party would lay special emphasis on youth welfare by ensuring fair selection in government jobs and curbing all irregularities in the process of appointments.

He also informed media that Staff Selection Board (SSB) would be constituted in line with Staff Selection Commission (SSC) for conducting exams for vacant posts that did not fall within the purview of Nagaland Public Service Commission (NPSC).

On influx of foreigners, he said JD (U) would ensure

that the inherent problem of illegal foreigners, especially from Bangladesh, was curbed by judiciously implementing provisions of the Bengal Eastern Frontier Regulation 1873 (BEFR) in toto and other such relevant Acts.

Lotha said the Inner Line Regulation, which was in force since 1873, would be reviewed and necessary provisions added in the interest of the people of Nagaland.

On road development, the JD (U) State president said the party would lay special emphasis on efficient maintenance of existing roads, besides taking up construction of new roads wherever required and ensuring that the fund allocated for road development was utilised judiciously without any pilferage.

He also announced that capable local contractors would be given preference by relaxing the qualifying norms for such works where they did not qualify without compromising on work quality. He added that JD (U) would pursue with the Union ministry for Road Transport & Highways to make provisions suitable for local contractors to enable them to undertake work in Nagaland.

IMPHAL: N Biren Singh on Wednesday condemned the serial blasts in Imphal city and told the Manipur assembly that the incidents will be probed by the National Investigation Agency (NIA) soon. The CM added that the earlier decision taken by his government to form a Special Investigation Team (SIT) to probe the blasts has been abandoned and the NIA will be investigating them instead.

The proscribed United National Liberation Front (UNLF), in a statement issued to the media on Wednesday, claimed responsibility for all the serial blasts in Imphal and also the attack on an Assam Rifles patrol team at Konthoujam Lamkai in Imphal West on December 4 last year. The outfit, which claims to be fight-

ing to restore Manipur’s past independence, said the attacks were launched by a special team of its armed wing - the Manipur People’s Army.

On January 15, the first twin blasts occurred at the high security Kanglapat road where an IED exploded near a school, injuring a woman sweeper of the Imphal Municipal Corporation (IMC).

Seconds after the blast, a hand grenade exploded inside the nearby Army camp that houses the defence’s public relations office.

Another set of twin blasts took place inside the historic Imphal polo ground on Monday, which was followed by yet another instance of twin blasts on Tuesday evening, leaving nine jawans injured.

Lotha further declared that JD (U) would ensure that all health programmes directed for the benefit of common people were made available and reached the concerned in time.

Referring to Armed Forces Special Powers Act (AFSPA), he alleged that it had become a tool for the State to abuse, oppress and discriminate people.

Stating that the Act had led to flagrant human rights violations in the Northeastern States, especially in Nagaland, he assured that his party stood for repealing AFPSA. On indo-Naga peace process issue, Lotha declared JD (U) would always honour the footsteps of its founding father Jayaprakash Narayan and his love for Naga people by continuing to support an honourable solution to the Naga issue at the earliest.

He said the party would ensure that all general welfare programmes were strengthened and expedited so as to ensure that the purpose for which they were meant was fulfilled.

To queries on forming any alliance, Lotha said post-poll alliance would depend on the acceptance of issues pointed out in JD (U)’s manifesto.

HC issues directives to village councils DIMAPUR: In view of the forthcoming assembly elections scheduled to be held on February 27, Home Commissioner (HC), Abhishek Singh, has instructed all village councils to ensure proper discharge of their duties and responsibilities as per the provisions of Area and Village Council Act, 1978.

According to DIPR report, HC in a directive has stated that as per the provision of Section 15 (1) of the Village Council Act, village councils have been entrusted with powers to deal with internal administration and maintenance of law and order in the village.

HC has informed that all village councils are required to render all possible assistance to the personnel deployed for conduct of elections and the district administration for maintenance of law and order.

Further, it has been informed that during the conduct of elections the entire law and order machinery of the State functions under the control and command of the Election Commission of India (ECI) and it is the responsibility of village councils to ensure adherence to the guidelines of ECI and the Model Code of conduct in letter and spirit.

DIMAPUR: Training for members of state and district Media Certification and Monitoring Cell (MCMC) of the States of Nagaland and Tripura was held on February 7 through video conferencing by Election Commission of India (ECI) Media Division.

671 human lives lost due to mananimal conflict in Assam Since 2011

GUWAHATI: Over 670 people have been killed in Assam in the last eight years in man-animal conflict while poachers killed over 60 wild animals in the state during the last three years.

Maximum number of human casualties during the period have been reported from Sonitpur district in the north bank of Brahmaputra River.

Informing this in the state legislative Assembly here Thursday during the question hour, Assam’s Forest and Environment Minister, Pramila Rani Brahma said altogether 671 people had been killed by wild animals (elephant and tiger) during the period from 2011 to January 2018.

The year 2015 saw the highest number of human casualties with 147 deaths reported. District-wise, Sonitpur district recorded

the highest number of deaths with 135 casualties during the period, followed by Udalguri district with 104 deaths and Goalpara 50 deaths.

During 2011-2017, exgratia amounting to Rs 4.79 crore has been paid by the state government to 414 affected families, the minister added. Nearly 60 wild animals, including more than 50 rhinos, have been killed by poachers in Assam in the last three years. Informing this in the House, the minister admitted that militants were involved in poaching rackets.

Among the animals killed by poachers, rhinos accounted for the highest number with total 52 rhinos falling prey to the hunters.

As many as 21 rhinos were poached in 2015, another 22 in 2016 and nine more in 2017.

The highest number of rhino poaching incidents were reported from Kaziranga National Park where 28 pachyderms were killed in 2016 and 2017. Four elephants were poached in 2016 and 2017, while three tigers were killed by poachers over the same period in the state. The minister said evidence of involvement of militants in the poaching racket has been unearthed by the police, while the poachers are dealt with under provisions of Wildlife Protection Act, 1972. During 2015-2017, 316 poachers have been arrested by the police in the state.

Altogether 225 wild animals have died of various causes (other than poaching) in 2016 and 2017, with elephant deaths at 170 accounting for the highest number, followed by 29 leopards, 15 tigers and 12 deer.

BJP releases ‘chargesheet’ against Cong mins in M’laya

Shillong, Feb 8 (PTI): The BJP in poll-bound Meghalaya Thursday released a “chargesheet” highlighting corruption and sex racket cases against some incumbent Congress ministers in the state.

The 38 page chargesheet naming three ministers and two others was released by BJP election in-charge for Meghalaya and Union Tourism Minister K J Alphons here with an aim to corner the ruling Congress ahead of the February 27 elections.

A copy of the chargesheet released before media persons here was made available to scribes.

The document was named as chargesheet,a legal terminology to lend credence to the allegations.

It alleged that Cabinet minister Ampareen Lyngdoh, who was the education minister at the time when the education scam took place in 2009-10, was also named in the police recruitment scam in both cases many undeserving candidates were recruited.

Ampareen Lyngdoh is PWD minister at present.

Home Minister HDR Lyngdoh was made accused in the sex racket involving a 14 year-old minor where she was allegedly raped and molested several times at a guest house owned by the minister’s son in 2016, the BJP chargesheet highlighted.

While another MLA Jul ius D o r pha ng wa s charged under POCSO and jailed since last year, the chargesheet stated.

Another Congress leader and former MLA Stanleywiss Rymbai was charged for his involvement in a land scam in 2012 where an amount of Rs 8 crore was released to him after he claimed to be the rightful representative of the village without any authorisation.

“The Congress government in Meghalaya has resorted to favouritism in the tendering process for supply of sugar in the state leaving a loss of Rs 2.7 crore every month to the state’s exchequer,” the BJP chargesheet said, accusing Civil Supplies Minister Clement R Marak of being involved in the 2016 sugar scam.

Heroin, ganja seized in Mizoram

Aizawl, Feb 8 (PTI): The Mizoram Excise and Narcotics department officials Thursday seized 43 gram of heroin from a Myanmarese national here and arrested him for possessing the contraband, a department spokesman said. The officials also seized 13.5 kilogram of ganja from two persons, and arrested them for possession of drugs, he said.

Itanagar, Feb 8 (PTI): Security forces in Arunachal Pradesh have arrested two over ground workers of the NSCN (K) during an operation along with drugs and incriminating documents they were carrying in Changlang district, Defence official said Thursday.

Based on specific intelligence inputs, the Changlang battalion of Assam Rifles in a joint operation along with Army arrested the workers from Kherang Bisa village in Bordumsa last night, Defence spokesman Col Chiranjeet Knower said in a communiqué. The arrested duo was identified as Dumai Singpho and Chojagam Singpho. Brown sugar worth Rs one lakh along with cash and incriminating documents were recovered from their possession.

On interrogation it was revealed that the over ground workers have been actively supporting the banned outfit by providing administrative support, covertly carrying out extortion and also peddling drugs for the group.

The security forces have been carrying operations in Arunachal Pradesh and the apprehension has struck a blow to the extortion activities and illegal drug trafficking, the communiqué added.

IMPHAL, Feb 8: K Robindro became the youngest Deputy Speaker of Manipur Assembly after he was elected for the post on Thursday.

Thirty-year-old Robindro was elected from Mayang Imphal Assembly constituency of Imphal West for the first time in the 2017 Assembly election on BJP ticket.

BJP deceiving people; only doing publicity: Tarun Gogoi Aga rtala , F eb 8 (Agencies): Former Assam chief minister Tarun Gogoi came down heavily on the Bharatiya Janata Party saying that the BJP governments both at the Centre and in the states are doing only publicity to deceive people.

Gogoi, who was in Agartala for the Tripura Assembly election campaign on Wednesday, added that the BJP has failed to keep any of its promises. “The BJP-led governments both at the Centre and in the states are doing only publicity.

“It is highly condemnable to reject the visa application of a global religious leader to attend the

sesquicentenary celebrations of Christianity organized by the Garo Baptist Convention,” he said.

“In the past, many religious leaders be it Pope (John Paul II) or Dalai Lama or Sri Sri Ravi Shankar have visited Meghalaya without any objection.

We have never opposed to any of their visit since we have no hidden agendas,” Sangma said.

Protests continue in LS over Andhra Pradesh

A view of the Lok Sabha in New Delhi on Thursday. PTI NEW DELHI, FEB 8 (IANS): Telugu Desam Par ty (TDP) members along with members from the YSR Congress again staged a protest in the Lok Sabha on Thursday, forcing a brief adjournment during Question Hour.

Later, Parliamentary Affairs Minister Ananth Kumar and Union Minister from TDP Y.S. Chowdary tried to pacify the protesting members who have been demanding a special package for Andhra Pradesh.

After the House met, members from the TDP and the Yuvajana Shramika Rythu (YSR) Congress trooped near the Speaker’s podium with placards and started raising slogans demanding “justice” for Andhra Pradesh.

The protest and sloganeering continued even as Speaker Sumitra Mahajan urged the members to

go back to their seats.

Midway through the Question Hour, TDP MP N. Sivaprasad picked some books related to rules of proceedings from Lok Sabha Secretary General’s table and tried to leave with them, prompting the Speaker to say that he was causing a threat for others.

“They are working for you, if something happens to them... This is not proper, please keep distance from them,” the Speaker said, referring to the Lok Sabha secretariat staff who are seated on a table in front of the Speaker’s podium.

The members stood around the Secretary General’s table when protesting.

An angry Speaker then adjourned the House for 15 minutes.

When the sitting resumed, the protest continued. Sivaprasad was also seen beating a rattle during

the protest.

Ananth Kumar then urged the members to stop the protest when Finance Minister Ar un Jaitley comes for the reply to the Budget debate.

TDP’s Y.S. Chowdary also asked the protesting members to give some time to the government.

“If the issues are not resolved in 15 days, we can have an exclusive discussion on this...,” he said.

The TDP members, however, continued their protest. As the debate proceeded, members from both the parties were still standing near the Speaker’s podium even though the sloganeering stopped.

The TDP members, who are a part of the ruling National Democratic Alliance (NDA), have slammed the Union government for not keeping its promise and not following the “alliance dharma”.

national Officer’s father urges SC to quash FIR against soldier NEW DELHI, FEB 8 (IANS): The father of Major Aditya Kumar, named in an FIR by Jammu and Kashmir Police in civilian killings during a firing incident, on Thursday moved the Supreme Court to quash the case because it will hurt the Army’s morale in fighting terrorism in the state.

Major Kumar and other soldiers of 10 Garhwal Rifles have been accused of opening fire and fatally injuring three civilians when a stone-pelting mob attacked an army convoy near Ganowpora village in Shopian district on January 27.

The FIR would hurt the morale of Army personnel in discharging duty, Lt Col Karamveer Singh said in his plea filed through advocate Aishwarya Bhati.

“The manner in which the lodging of the FIR has been portrayed and projected by the political leadership and administrative higher-ups of the State, reflects the extremely hostile atmosphere in the state.

“In these circumstances, the petitioner is left with no other viable option but to approach this Court under Article 32 of the Constitution of India for protection of valuable Fundamental Rights of his son and himself, enshrined under Article 14 and 21 of the Constitution of India,” the plea said.

It said that Major Kumar was wrongly and arbitrarily named as the incident relates to an Army convoy on bonafide military duty in an area under the AFSPA, which was isolated by an “unruly and deranged” stone-pelting mob.

NEW DELHI, FEB 8 (IANS): Rajya Sabha on Thursday witnessed pandemonium over the issue of special status to Andhra Pradesh even as the attempts to resolve the issue by Chairman M. Venkaiah Naidu failed.

Soon after the house reassembled, members from Andhra Pradesh and Telangana across the party line raked up the issue of Andhra Pradesh Reorganisation Act and demanded a solution to the crisis.

In an attempt to resolve the issue, Naidu allowed the Union Minister and Telugu Desam Party (TDP) member Y.S. Chowdhury to give suggestion over the demand of special status

to Andhra Pradesh. “If government is willing there are some issues of special status category. My request to the government is that if they can commit to resolve the issue in 15 days. The Finance Minister should address this concern in his reply to the budget speech,” Chowdhury said.

Responding to the demand, Minister of State for Parliamentary Affairs Vijay Goel assured that during the budget speech the Finance Minister will address the issue.

But some of the members including Yuvajana Shramika Rythu (YSR) Congress raised objections to the Chowdhury’s remarks.

“TDP is an ally of BJP and part of the government which has approved the President’s address. How can a minister differ from it now,” YSRCP member Vijaysai Reddy said.

The Chairman then clarified that the minister had given suggestion to find out a solution.

“There is no constitutional misuse. If anyone wants to give suggestion he can give. A minister as a member of his political party can give suggestion.

He has not protested but gave suggestions to resolve the issue,” he said. But the opposition members were on their feet and they continued with their protest.

We are inquiring into the matter,” said officer Debasis Mishra.

Following Fiorella Bizzaro’s complaint, Hotel Krishna Residency’s proprietor Hemant Bhanja was detained for interrogation. The incident took place in the pilgrim city on Wednesday evening, said police. The woman said she booked a hotel room online in October. After her arrival on Wednesday, she demanded the perquisites and facilities assured at the time of booking.

NEW DELHI, FEB 8 (IANS): The Delhi High Court on Thursday barred Rohini-based ashram Adhyatmik Vishwa Vidyalaya from representing itself as “Vishwa Vidyalaya” and directed the CBI to follow all possible steps to trace self-styled godman Virendra Dev Dixit.

A division bench of Acting Chief Justice Gita Mittal and Justice C. Hari Shankar ordered that Adhyatmik Vishwa Vidyalaya be prohibited from using the term “Vishwa Vidyalaya” or University in any manner in its name as it violates the University Grants Commission (UGC) Act. As per the UGC Act, “University” means an institute established or incorporated by or under a central act, a provincial act or a state act. The court said the use of expression “Vishwa Vidyalaya” by the ashram violated law. Observing that the CBI had done its best to trace the founder of ashram, the court directed probe agency to follow all possible measures, as per law, to secure rgw appearance of Dixit in the court.

The court also directed Delhi Police to facilitate a meeting of the family members of the women and girls illegally confined in the ashram and listed the matter for March 15. However, the ashram’s counsel said that not a single girl was confined in the ashram and as per the institute’s rule only parents were allowed to meet girls and not the relatives. The Central Bureau of Investigation has registered three cases against Dixit for allegedly keeping several women and minor girls hostage at his ashram here. Earlier, the High Court had transferred the case from the police to the CBI and asked the agency to forthwith set up a special investigation team to probe various FIRs of girls and women who were allegedly lured into the ashram on the pretext of spiritual guidance but then raped.

f the Modi government’s dream of implementing the UPA government’s bullet train project takes off after spending a huge amount of the soft loan provided by Japan worth Rs 88,000 crores at 0.1 per cent interest, it will be another matter about breaking even and profit. Japan is happy to give the loan because it is currently yet to overcome deflation. The cost of the Ahmedabad-Mumbai High Speed Rail Project is estimated to be Rs 1,10,000 crore, almost equal to the total capital outlay of Indian Railways in 2017. Quite surprisingly also, this expenditure is for a route which is only 500 odd kilometres in length that could become a burden for state exchequer in the years to come. To understand the unviable economics of the project, it would be pertinent to cite a study conducted by IIM Ahmedabad on the Ahmedabad-Mumbai bullet train. The report said that the bullet train will need to make 100 trips daily and carry 88,000-118,000 passengers per day to be financially viable. This figure could well be way above the total number of passengers travelling between the two cities on any given day. Not to mention the ticket price for the bullet train is expected to be around Rs 3,000. For the same price, one can travel between Ahmedabad and Mumbai on an airplane and reach in an hour. So much money for a dream project that could turn nightmarish for the railways is hardly worth even the thought especially when that much money could bring a turnaround of the entire railways travel in India. Despite being the nation’s largest ever public transportation system, the Indian Railways has failed to deliver on efficiency, hygiene and amenities. As the fourth largest railway network in the world comprising 119,630 kilometres (74,330 mi) of total track with 7,216 stations at the end of 2015-16m, the Indian Railways has tremendous potential of becoming a profit making PSU giant .However, despite all the potential, the Indian Railways appear to be insulated from the demands for a total revamp. The demand is to put money towards improving the system involving the entire gamut- safety, modern equipment, training and amenities to name a few. Improving quality is also a very dire need that has not been met for decades. For instance, passengers travelling long distance trains like Rajdhani etc pay for contaminated and recycled foodstuff at prices higher than in the open market and often no bills are issued. In addition, packaged and bottled items past their shelf life are available for sale as also are unauthorized brands of water bottles, indicating poor monitoring. The packaged food items are often reheated and not fresh. There is also lack of hygiene at catering units at stations and on trains.

Railway pantries teem with cockroaches, rats and other insects. The Indian Railways has been notorious for lack of cleanliness and hygiene. Even the train compartments are not properly cleaned after previous passengers detrained. Toilets basically are unhygienic and disgusting in all compartments but passengers have no choice. Even the linen issued on some of the trains seem to smell of starch while blankets are dirty and unwashed for days.

With such conditions, how can the railways serve the nation while those in power are thinking only about the bullet train which could be the cause of death of the railways?

his battle resounds in the memory of the Nagas in general towards its long cherished dreams for the cause of Sovereign Naga Nation. The Free-Nagas or the term used

by Non-Nagas or Indians were “AZADI’’ that was commonly used till NEFA areas were brought under the Govt. administrative set up that was way back to 1970’s. Many Naga-Scholars have come up with books on the insurgence of Indo-Naga political upheavals since the birth and formation of NNC 1946, but the very pioneering episode of the ’ BATTLE ’ that took place in Hoshepu Range with its Naga Safe Guard (the first arm-wing) Head Quarter at Khekiye Village under Aghunato Area that start war with the mighty Indian army forces was not found recorded or mentioned.

Aghunato area presently under Zunheboto district were once upon a time a slashed portion of Free Naga under NEFA till it was brought under Naga Hills Tuensang Area (NHTA).

Some eventful months and date of the year from 1952 to 23rd March’1956 are chronologically indicated for records towards the Indo-Naga Political struggle for Nagas Independence. In the year 1952, Aghunato Area was brought under Govt. administration manned by Assistant Political Officer (APO) by name Shri. S.D Ladkar who inspite of having stiff opposition by the mass puplic of its area. In 1953, the area in total was separated from the rest of Sema (STC) maintaining its identity as Easter Sema Tribal Council (ESTC) with its elected President K. Hutovi Yepthomi followed by driving its members enrollment with its Head Quarter at Khekiye Village. In 1954 15th March, Yimchunger Tribe Council (YTC) was formed at Chipong Village, in which Lakimong of Shotokur was elected its President. In 10th April’ 1955, Naga Army Post was opened at Ngozubo Village after Khekiye Village. In 1954, 14-16th May ’54 at Yemishe Village the only NNC Summit was held. NNC President , A.Z Phizo could not turn up, however Vice President Imkongliba and General Secretary J.B Jasokie along with other dignitaries and all the Tribal Presidents and delegates were present. In which about

500 delegates from Free Nagas were present. In 10thAugust’54, on a political mission journey towards the Eastern Nagas A.Z Phizo came to Ngozuto village escorted by Ivulho of Lazami and Luzukhu of Baimho village the forerunners of Naga Independence. It was learnt that the political journey towards Free Nagas land took him months and returned by the last month of the year. In 18th Feb’55, the ESTC delegates went to Kigwema Village to meet A.Z Phizo with a mission to seek permission to start war with the occupational forces, accordingly it was approved as demanded by FREE NAGA delegates.

On 5th April 1955, a great Summit was called by FREE NAGA at Khekiye Village, the first Armed Wing called “Naga Safe Guard ” was formed which was formerly termed ‘Eastern War Group’ under ESTC. In this Summit of Free Nagas, Shri.

Kaito of Ghukhuyi attended along with ten brave soldiers who arrived from Kohima on request- who was unanimously appointed as General, Naga Safe Guard (NSG) followed by the appointment of down line rankings. The meeting was mostly attended by Free Nagas of ESTC delegates, Yimchunger and Sangtam Tribals delegates in particular.

On 18th May, 1955, the NSG & ESTC delegates set out their second journey to meet NNC Officials by name viz; A.Z Phizo NNC President, Theheselie NNC Secretary & J.B Jasokie Gen. Secretary at Kohima to apprise them of the outcome of the meeting of FREE NAGAS at Village Khekiye. To which they heartily wished the people a victory and a blessed one. In this mission the NNC Officials also assured the people that once the war started the rest 15 tribes will also be joined and follow up towards the cause of the Naga nation. Sh. J.B Jasokie donated Rifles-2 nos, Tommy Gun- 1 No and 1000 rounds of Tommy Gun and 250 rounds of Rifles to General Kaito Ghukhuyi.

On 27.5.1955, the Free Naga delegates have returned at its HQ from their mission trip. It was informed that the NNC President had convened a general meeting with all the tribal Presidents and its delegates at Kohima on 2.6.1955 as assured

and thereby resolved to start war with the occupational forces that started first from the soil of Free Nagas.

In a quick response to the approval of war with the occupational forces, the first ever incident was taken place at Hukiur Village on 15.03.1955 at 3:30PM, under the command of Hopong Vice President Yimchunger, in which three volunteers by name; Hothrong, Samphu and Tomkam chop off the heads of three Assam Rifles and the third was escaped with deep injury while they were on their evening leisure time enjoying local brew wine sitting idle with the villagers. This had sparked a quick retaliate from Assam Rifles and avenged by killing 3 villagers by name; Pomchi Village Chief, Shokha and Pomba of Yimchunger followed by burning of Houses and granaries of Hukiur and Iponger Villages to ashes. Other Villages that burn to ashes as per the record were; Tsashier, Kisuri and Shibonger.

General Kaito of Ghukhuyi was truly born a military genius through the record of his life accounts. He took a supreme Cammander as Naga Safe Guard (first Armed Wing) in the war against the occupational forces.

He made a strategic plan to command armed NSG and Volunteers troops to rebuff against the mighty Indian armed forces. He plan out the war with group leader in to four stratified groups. In retaliations, in a quick succession started from 21.4.’55 the NSG army and the volunteers started ambushed attacks and counter-attacks with the Indian Army forces. All total of attack and counterattacks till the final battle that culminate from 4th Sept’1955 to 10th Sept’55 of 7 days war that counts 11 times including 7 days war comes to 18 times.

The Indian Army Battalions that involves in the battles were 17 BN Rajput Regiment, 3 BN Assam Rifles along with other Battalions with approximate numbers of 5 thousand in numbers took the mission to suppress the group of mutiny for Naga-Independence. As per the records, during the period of Naga Hills, the Indian Army was under the command of Major General Kochar M.C GOC with its HQ at Kohima.

We take the word sanctification much too lightly.

Are we prepared to pay the cost of sanctification?

The cost will be a deep restriction of all our earthly concerns, and an extensive cultivation of all our godly concerns. Sanctification means to be intensely focused on God’s point of view. It means to secure and to keep all the strength of our body, soul, and spirit for God’s purpose alone. Are we really prepared for God to perform in us everything for which He separated us? And after He has done His work, are we then prepared to separate ourselves to God just as Jesus did? “For their sakes I sanctify Myself…” (John 17:19). The reason some of us have not entered into the experience of sanctification is that we have not realized the meaning of sanctification from God’s perspective. Sanctification means being made one with Jesus so that the nature that controlled Him will control us. Are we really prepared for what that will cost? It will cost absolutely everything in us which is not of God. Are we prepared to be caught up into the full meaning of Paul’s prayer in this verse? Are we prepared to say, “Lord, make me, a sinner saved by grace, as holy as You can”? Jesus prayed that we might be one with Him, just as He is one with the Father (see John 17:21-23). The resounding evidence of the Holy Spirit in a person’s life is the unmistakable family likeness to Jesus Christ, and the freedom from everything which is not like Him. Are we prepared to set ourselves apart for the Holy Spirit’s work in us?

roadly speaking, there are two aspects of the Electoral Practice that troubles conscientious voters in Nagaland. The first is Money and the second the Candidate.

My sister, Mrs. Katoli Shohe, narrated an incident concerning her neighbour, an Angami gentleman.

Apparently, this gentleman and the members of his family, refused money offered for their votes, and cast their votes in favour of the Candidate who had offered them money. The Candidate went on to win the election, but refused to believe that the gentleman and his family voted for him, because they had refused his money. In another case, my niece Ms. Kisheli Shikhu was visited by a Candidate, who happened to be a close family acquaintance.

My niece assured him of her and her family’s vote and refused money she was offered for her commitment.

Long after the Candidate had left, my niece found Rs. 10,000/- stuffed, in the gap between their cushions. Then there’s the practice, prevalent in some Sumi areas, of Candidates from all parties, distributing a certain amount of money, in advance, to All families in their constituency; not as payment for their votes (that amount will be decided in the future) but requesting their “Goodwill/Prayers”; now you tell me, how can you refuse to take that amount? Saying that you believe in the Principle of Clean Elections will just not be accepted; you might as well tell them that you believe pigs can fly, for all the good it will do you. These and many such examples have convinced me that the Naga Electoral Candidate does not rest easy unless the Naga Voter accepts money for his vote.

Recently, I had an extremely interesting interaction with Mr. Chuba Longkumer at Mokokchung. This young gentleman narrated how he tried to avoid corruption in everyday life, corruption which every Naga takes for granted; such as taking rice from the Public Distribution System

from the Below Poverty Line (B.P.L) Quota. Naturally, the subject of cash for votes cropped up. I narrated the above examples to him and put forth the argument that though he never asked money for his vote; in the event that he was offered money, he had to take the money. Refusal to take the offered amount meant that his vote would not be counted in the eyes of his Candidate. I told him that all of us know some less fortunate person than us in our colonies or villages, and to give the money received to such a person. I also emphasised the point that donating it to the Church was not an option; for our Churches have enough money, and that the money belonged to the poor, in the first place.

The second issue of the Candidate seeking electoral office is even more perplexing for the honest Voter. I have never agreed with the movement for Clean Elections in Nagaland, because what Nagaland needs is not “Clean Elections”, but “CLEAN CANDIDATES”. No matter how many Candidates there are and no matter how many Political Parties they represent; nowhere else in the world will you find a bigger collection of Rogues and Scoundrels seeking Elected Office. So who do we vote for? My way out of this dilemma is to vote for the less hardened criminal among the lot. Nagaland is a small place, with an even smaller population. We know the background of all the intending candidates in our constituencies, I suggest we all pick the one who has committed the least sins in our eyes. Picking the “Better” Candidate in Nagaland is no less daunting making the choice between The Devil and The Deep Blue Sea. Do we choose the Rocks and Shoals of Scylla to run aground and perish on or opt for the Whirlpool of Charybdis to sink and drown in? You decide.

After the bloodiest battle, as per the record from the Living witness who escorted the Army troops to the battle, there was heavy lost of life on the part of Indian Army and few lost life on the Naga Army side also. In the consequent, the NSG HQ Khekiye Village, houses and granaries were burnt to ashes and the people were scattered and evacuated to neighbouring villages and repatriated after gap of 3 years. In the follow up the three nearby Villages namely; Hoshepu, Khewoto the main defence post and Nihoshe the south defence posts were also burnt and suffered.

Immediately after the battle, General Kaito Ghukhuyi went on hibernate for about 6 months with its designate NSG HQ at Xuivi Village, till 22nd March’56 on which he plan out to attack a Company of Assam Police Post at Satakha. On 22.03.1956, under the Supreme Command of General Kaito Ghukhuyi, Maj. General Viniho and Major Yeveto were assigned to take the command to lead the troops to conquer the A.P Post that started on 22nd March’56 and over-powered the post at around 3 PM the next day the 23.03.’56. In this mission attack, a total of 78 Personnel were live cached along with sorted ammunitions were listed as; 2” Mortar with shell – 2 nos, LMG – 2 Nos, Tommy Gun – 1 No, 36 MM Pistol – 1 No, Rifles -72 Nos. The ammunitions were taken recorded by General Kaito and Brigadier- Tokiye. The 78 personnels catched were taken to M-tsugho Village where Angh Kughato Sukhai had taken personnel statement and released unharmed and led them escorted upto Kohima and handed-over to Govt. authorities.

This is an episode of the Free Naga having its clean record from 1952 to the Autumn of Sept’1955 that had its impacted in the conquer and capturing of 78 Assam Police with the ammunition used in the battle of Aghushito by then ( presently Aghunato Area ).

Do the ngo & political parties in Nagaland really reflect the mind of the people?

he recent political and social happenings in the State greatly disturbed unnecessarily the minds of the people in Nagaland. The happenings appeared more like a wag-on of the tail of a dog than the initiation of a realistic mass movement of a people. It hardly lasted from 29th January to 4th February -7days!

In appearance, the happenings looked like a mass movement but in reality, it was the wagging of the heads of a gullible Nagaland. The Happenings seem to have founded on non-stable shifting Sand rather than on solid rock.

The entire 60 MLAs, all tribal Hohos & Councils in Nagaland, all Apex & non-Apex Organizations, the ENPO, all the State political Parties, big and small, -the grand BJP of India leading the Band wag-on and the House of Nagaland Joint Christian Forum collapsed like a House of Cards pitifully within a Week of their Solemn compromise on ‘SOLUTION and NO ELECTION’.

The head wagging of the parade members of the band wag-on appeared based more on the noise of the drums of the parade than on the solid rock of political principles.

To have or not to have Election at the end of a Term of Office for the elected Members of the Government of a State is a mandated democratic requirement the State had decided at the creation of the democratic State. This democratic mandate cannot change at the whims of the times of the so-called Public.

The Employees of a Government appointed under a constitutional Service Rules cannot change the Rules of their appointment. A refusal to join or demit the Service is an anathema to the Service.

The Members of the Legislative Assembly of the State Elected to PUBLIC SERVICE under Oath to the constitutional requirement cannot change the Terms of the Service. That Authority is not with the Assembly Body, it is with the Election Commission Authority of the Country.

To vote or not to vote is a personal choice, a person may decide to Vote or not to Vote, that is up to him/her, but to have or not to have Election in the State is not empowered with the State. Such is the political Reality, a democratic State whether big or small cannot change.

The NSCN (IM) declared in the Papers they “will not accept Election”. This is a serious matter.

If the IM do not accept Election, the people cannot accept their Government!

A joint action committee of the NGO just some months ago yeasted the most destructive burning of buildings in Kohima Town in living memory and the recent political and social happenings in the State has unnecessarily disturbed the minds of the people of Nagaland.

Human nature of blaming in vogue

dmit it or not, it is apparent that we are into blaming for all things either in good times and bad times which comes around. More definitely, we have the common habit of grumbling with wide open mouths - blaming heavily to every season. Like, when summer approaches we usually claim it is extremely hot especially this year, too rainy in monsoon, excessively windy and cold in winter and so on. This attitude dwells in us and it will move on the same.

As you (Rational being) read this, spare little time and study its core though it might be meaningless now, but it would be grave step and useful probably in the near future or forever - So the question is, why do human always blame on seasons instead of acknowledging to God? Life will go blaming on everything that it comes across, and regretfully, sometimes people go up to the extent of blaming even the God. There is nothing such to say that you

don’t blame anyone at all. In fact carrying criticism in life is quite supportive for constructive matters and knowing the source or its root can yield appropriate result. With no doubt people who are naive are the ones who often talk nonsense with their serpent tongues and ultimately pollute the minds of growing youngsters.

We could figure out, there are couple types of people in society: Intellectuals group of people raise to blame rightfully with certain aims and objectives to fill up the gaps which were left vacuum. On the other hand, some people goes on criticizing with a limited ideology who are more like uneducated ones. However, if one group happens to do good job for society, the other appears to resist the moves and later leading to a blamestorm.

Whenever any crisis occurs in state, we the people ipso facto complains and blames the Govt directly for the very cause. We even go to the extent of blaming and defaming the leader’s name in particu-

lar. Anyhow, have you ever thought of how and why conflict arises? Or why corruption is not ending, From where is it coming? Let’s all stop pointing our fingers at someone without a proper and vivid knowledge about him/her.

As a matter of fact, everything happens in state or life in the name of public as it is our handiwork that we chooses the one whom we believe to be a capable leader.

So henceforward, let’s try to use our tidy hands - efforts affirmatively. The General election is crawling at the doorway, therefore in order to have a colourful outcome for the future, we should not commit or err the same past mistake. Lastly, hoping that Nagas visions would not lapse and that U-turn would not take place again. If you want the CHANGE then BLAME yourself priorly and understand the taste before licking foolishly on others.

Refrain from violence during elections

In the run-up to general elections to 13th NLA various civil society organisations, village council including churches extended support to NBCC’s call for “Clean Election”. However, even before ECI declared elections date there were reports of violence in some pockets of the state. “Clean Election” is a noble initiative which should be appreciated and implemented by every single individual/voter. But even if an individual cannot put this into practice one must refrain from resorting to violence. Let us not further smear our individuality for some petty amount of money during elections. Let Peace prevail in our state.

Governor, Mamata govt row escalates as Tripathi hits back

NEW DELHI/KOLKATA, FEB 8 (IANS): The spat between the West Bengal Raj Bhavan and the Mamata Banerjee government intensified on Thursday, with Governor Keshari Nath Tripathi sternly asking the state’s ruling party to stop throwing mud at the Governor’s office and the Trinamool Congress complaining about him to Union Home Minister Rajnath Singh.

Coming down heavily on the Banerjee government, Tripathi advised it to carry out an introspection of its own actions.

“Enough harsh words have been said. They should stop throwing mud on the office of the Governor. They should go to the washroom, look at their faces in the mirror and remove those dirt from their faces,” Tripathi said in response to state Parliamentary Affairs Minister Partha Chatterjee’s charge that the Governor had flouted the Constitution.

MPs met Rajnath Singh and complained against Tripathi’s “direct interference” in the state’s administrative affairs, party leader Derek O’Brien said.

The delegation also gave a memorandum to the Home Minister, who O’Brien said had promised to look into the matter.

“The Governor of West Bengal has called a meeting of district-level officials and police to review the working of development schemes of the state government and the central government, working of NGOs in rural areas and the law and order situation in the district of

Murshidabad and bordering areas,” the Trinamool submitted in the memorandum.

“The meeting is sought to be conducted without the knowledge of the state government.

Since law and order and other issues are exclusively within the domain of the state government, it is expected that a constitutional authority will not bypass its jurisdiction in this manner,” they told Rajunath Singh.

They said that interfering in the functioning of the state administration was a “threat to the federal structure of our polity”

and urged the Home Minister to resolve the issue.

“Our colleague Sukhendu Shekhar Roy carried a copy of Constitution along and read out relevant portions to the Home Minister. He has given us an assurance. So, we will wait,” O’Brien said.

The controversy erupted on February 6, when the Trinamool attacked the Governor after the Additional Chief Secretary to Tripathi wrote a letter to the Malda Divisional Commissioner asking him to hold a meeting on administrative matters.

The Trinamool accused the Governor of violating the federal structure by bypassing the state government and its MPs tried to raise the issue in the Rajya Sabha forcing adjournments.

Chatterjee, who is also Trinamool Secretary General, on Wednesday condemned Tripathi’s move as “unconstitutional” and claimed the Governor had “tarnished his post” by writing the letter.

Businessman shot dead in Lucknow L U C K N O W, F E B 8 (IANS): A businessman was shot dead in the state capital by two unidentified bike-borne assailants on Thursday, police said.

Raj Kumar aka Babloo, a tent businessman, was on his way to the tent house when his Scorpio car was intercepted and he was shot dead in the Vrindavan colony near the SGPGI. A 9mm pistol was used in the crime, an official said, adding that the assailants wore helmets while shooting. Locals rushed the victim to the trauma centre where he was declared brought dead.

Inspector P.K. Rai informed that the deceased was identified by the number of his car and his family has been informed about the incident.

Senior Superintendent of Police (SSP) Lucknow Deepak Kumar, who rushed to the crime scene, told reporters that prima facie the murder appeared to have been executed by some person known to the victim and added that nearby CCTVs’ footage was being scrutinised to check if the number of the vehicle used by the assailants could be identified.

JD-S, BSP strike alliance for K’taka polls NEW DELHI, FEB 8 (IANS): The Janata DalSecular (JD-S) and the Bahujan Samaj Party (BSP) on Thursday announced an alliance for the upcoming Karnataka Assembly elections. They said they will be fighting against both the Congress and the BJP in the state.

As per the understanding, the BSP would contest 20 seats out of the total 224, while the JD-S would contest the rest. But on all seats, the two parties would support each other, BSP general secretary Satish Chandra Misra and JD-S secretary general Kunwar Danish Ali said at a joint press conference here.

Asked if the alliance would eat into the “secu-

lar” votes and would primarily hurt the Congress, Danish Ali said there was no question of eating into anybody’s votes as the JD-S had its own strength and presence in Karnataka. “In the last elections, we got one per cent more vote than the Bharatiya Janata Party (BJP) and as many seats as them. Still you are asking us this question,” Ali said.

In the 2013 assembly elections, the Congress got 122 seats with 36.5 per cent vote share and formed the government. The BJP and JD-S got 40 seats each with around 20 per cent vote share. Misra said extending issue-based support to the opposition parties was one thing and contesting elections another.

Asked how the present alliance could be seen in the context of the 2019 Lok Sabha elections in which some opposition parties were keen to rally support of non-NDA parties to defeat the BJP, Misra said the current focus was only on the Karnataka polls which were “nearest”. “As of now, there is no opposition alliance or third front. Right now we are focusing on Karnataka elections which are nearest.

We will see what happens before the 2019 elections.

But yes, on issues we are with the rest of the opposition,” Misra said. The two parties are scheduled to hold a meeting in Bengaluru on February 17 where the poll planks and other things would be discussed.

Maldives denies it ignored India

NEW DELHI, FEB 8 (IANS): The Maldivian Embassy here on Thursday denied that its President Abdulla Yameen had sent special envoys to “friendly” China, Pakistan and Saudi Arabia and not to India to explain the political crisis in his country.

“A section of the Indian media has brought out news items stating

that special envoy of the President has bypassed India,” the embassy said in a statement. “This is far from truth. The first stop of the special envoy of the President was India.

“Foreign Minister of Maldives Mohamed Asim, the designated special envoy of the President, was scheduled (on) February

8 to visit India but the visit was cancelled at the request of the government of India.”

According to the statement, Male was told the date was not suitable for India’s leadership and that it was “grossly misleading” to say the Maldivian government was bypassing India.

PATNA, FEB 8 (IANS): The RJD on Thursday questioned Bihar Chief Minister Nitish Kumar and his deputy about their silence on a land-grab case in which Union Minister Giriraj Singh has been named as one of the accused.

A day after the case was lodged against Singh in Danapur police station near here, Rashtriya Janata Dal (RJD) chief Lalu Prasad’s son Tejashwi Yadav demanded the resignation of Singh.

The former Bihar Deputy Chief Minister said: “Will Nitish too ask for Giriraj’s resignation, listening to his conscience?”

Singh is known as a staunch supporter of Prime Minister Narendra Modi and a champion of Hindutva politics.

Hyderabad, Feb 8 (PTI): Outlook for the Indian information technology (IT) sector is ‘cautiously positive’ in 2018 as challenges remain amidst prospects of greater IT spending with global and US economies improving, industry body Nasscom said.

Dismissing speculation about 2018 being a comeback year for the IT sector, the president of the industry body Nasscom (National Association of Software and Services Companies), R Chandrashekhar, said, “That’s the problem, that people proclaim a major revival very quickly.”

MCLR is calculated after factoring in banks’ marginal cost of funds (largely, the interest at which they borrow money), return on equity (a measure of banks’ profitability), and negative carry on account of cash reserve ratio.

Mumbai, Feb 8 (PTI): Public sector banks may need capital of Rs 2.06 trillion for a credit growth of the 8-9 per cent in the financial year 2019, says a report by India Ratings and Research.

In October last year, the government had announced a Rs 2.11 lakh crore bank recapitalisation plan spread over two fiscals, 2017-18 and 2018-19. Out of this, the government last month said it would infuse Rs 88,139 crore capital in 20 public sector banks (PSBs) before March 31, 2018.

“The recapitalisation amount from the government will go towards sustaining the banks. For a higher growth state-run banks may need more capital. We estimate state-run banks’ capital requirement of Rs 2.06 trillion at a modest credit expansion of 8-9 per cent in FY19,” India Ratings and Research senior analyst Udit Kariwala told a reporters here today.

This amount factors in around Rs 1.4 trillion of capital needed for Basel III transition (Rs 0.67 trillion of common equity tier (CET) 1 requirement and Rs 0.76 trillion of additional tier (AT) 1 requirement).

The Reser ve Bank had introduced the Marginal Cost of Funds based Lending Rates (MCLR) system with effect from April 1, 2016 on account of limitations in the base rate regime.

Home loans taken before April 1, 2016 were based on base rate, which was arbitrarily decided by banks. Interest rates, which have a bearing on the MCLR, has been moving southwards post demonetisation.

“With the introduction of the MCLR system, it was expected that the existing Base Rate linked credit exposures shall also migrate to MCLR system,” RBI said in the statement on Developmental and Regulatory Policies yesterday.

It is observed, however, that a large proportion of bank loans continue to be linked to the Base Rate despite the Reserve Bank of India highlighting this concern in earlier monetary policy statements.

Zia sentenced to 5 yrs imprisonment for graft Dhaka, Feb 8 (PTI): Bangladesh’s ex-premier Khaleda Zia was Thursday sentenced to five years rigorous imprisonment for corruption, a huge setback for the 72-year-old main opposition leader who may be barred from contesting the next general election in December.

The three-time prime minister was sentenced by Dhaka’s Special Court in connection with the embezzlement of 21 million taka (USD 250,000) in foreign donations meant for the Zia Orphanage Trust, named after her late husband Ziaur Rahman.

The verdict simultaneously sentenced Zia’s “fugitive” elder son and Bangladesh Nationalist Party (BNP’s) senior vice president Tarique Rahman as he was tried in absentia in the Zia Orphanage Trust

case. Rahman and four others have been sentenced to 10 years in prison.

Judge Mohammad Akhtaruzzaman, while delivering the judgement, said, “The case was proved beyond any doubt against the accused”.

Zia, wearing a white sari, appeared in person in the heavily-guarded courtroom amid heightened political tension.

Sentencing Zia to rigorous imprisonment, the judge said that the shorter term was for “her health and social status”.

The judge read out the abridged version of the 632-page verdict in 10 minutes while several BNP leaders were present in the courtroom.

Rescuers prepare to remove a victim recovered from a building collapsed after a strong earthquake in Hualien County, eastern Taiwan on Thursday.

Taipei, Feb 8 (IANS): Search and rescue teams in Taiwan on Thursday intensified operations to find 58 people who were reported missing after a 6.4-magnitude quake hit the island earlier this week.

The number of deaths in Tuesday’s quake has been raised to nine while 268 people were injured, according to the National Fire Agency, reports Efe news.

The figures are expected to rise.

Grateful Dead Lyricist and Flexibility helps Indian actors break into Hollywood: Nimrat Kaur Internet Pioneer, Dead at 70 I J ohn Perry Barlow, a lyricist for the Grateful Dead and cofounder of Electronic Frontier Foundation and Freedom of the Press Foundation, has died. He was 70.

The Electronic Frontier Foundation (EFF), the non-profit digital rights organization Barlow cofounded, said in a statement on its website that Barlow died in his sleep on Wednesday.

When Barlow was 15, he attended Fountain Valley School in Colorado where he met fellow student Bob Weir and they became friends.

Barlow began co-writing songs in 1971 with Grateful Dead founding member Weir, a teaming that would last until the Dead disbanded in 1995.

“Cassidy,” “Mexicali Blues,” Black-Throated Wind” and “Looks Like

Rain” are among the dozens of songs Barlow helped pen. He contributed four songs to 1989’s Built to Last. The 2004 reissue included additional contribution, “We Can Run.” Barlow was also an advocate for civil liberties.

In 1990, he cofounded the Electronic Frontier Foundation with John Gilmore and Mitch Kapor. He published a number of essays, most notably 1996’s A Declaration of the Independence of Cyberspace,

t is the quality of flexibility and ability to adapt to an out-of-comfort zone that helps Indian actors make a mark in a foreign land, says Nimrat Kaur, who has worked in American shows like “Wayward Pines” and “Homeland”.

Nimrat first caught attention with “The Lunchbox”, a simple but compelling film that found wide visibility at international film festivals. It worked in her favour for projects abroad.

In the past few years, Bollywood celebrities like Amitabh Bachchan, Anil Kapoor, Irrfan Khan, Priyanka Chopra, Deepika Padukone and Ali Fazal have featured in international movies. What does it take for an Indian-origin actor to break into Hollywood?

“For any Indian actor, the first thing which helps you to be able to cross over

and be able to work in different industries -- not just the American film industry, but even in Europe or anywhere else -- is, I guess, flexibility and relatability... What happens is that the first thing is language,” Nimrat told IANS over phone from Mumbai. Actors with an ability to express themselves in different languages have an advantage, she said.

“We are one of the largest film industries in the world, but we are a Hindispeaking film industry. So, for actors who are able to express themselves and who are able to translate as actors in a different language, they truly stand out with that advantage... They are able to cross over and are able to work in different industries.

“That is a very basic factor which helps actors to be able to cross that bridge,” she added. Nimrat hopes to see more and more Indian

actors in “projects, films and TV series abroad”.

“I feel like we have all the talent of the world. We have such incredibly diverse and amazing actors who just need to be seen in a different light. It’s very exciting to be out of your comfort zone and be able to plug yourself into environments that you do not entirely relate to. But as exciting as it is to work in a foreign project, it’s also being majorly out of your comfort zone,” she added.

Winter Olympics: Russia denies launching cyber attacks Moscow, Feb 8 (IANS): The Russian Foreign Ministry has denied launching cyber attacks against the upcoming PyeongChang Winter Olympic Games slated to be held from Friday in South Korea.

“We are aware that Western media are planning to throw in pseudo-investigations on the issue of the Russian trace in hacker attacks on information resources related to holding the Winter Olympic Games in South Korea,” the ministry said in a statement late Wednesday.

No evidence will be certainly produced to the world, as before.”

The statement said that the accusations of the “Russian threat” in cyber space were fuelled by “countries that are building

up their own military cyber potential, while conducting illegal surveillance and violating human rights”, reports Xinhua news agency.

Media re por ts on Wednesday said that cyber security researchers had found indications that Russia-based hackers may be planning attacks against anti-doping and other Olympic organisations in retaliation for Moscow’s exclusion from the Games scheduled to last till February 25.

The International Olympic Committee banned Russia following an investigation into scandals about Russian athletes doping in the 2014 Winter Games. The Russian athletes have to compete as neutrals in PyeongChang.

VAR, so far trialled in nearly 1,000 matches, reviews key moments linked to goals, penalty decisions, straight red card decisions and cases of mistaken identity. “On the 3rd of March, we will decide whether the video assistant refereeing will be part of the laws of the game and will become an official help for referees or not,” the FIFA chief told reporters.

London, Feb 8 (IANS): Former French defender Patrice Evra marked his return to English football by joining West Ham United on a short-term contract.. “ We s t H a m a r e pleased to confirm the signing of the vastly-experienced Patrice Evra on a short-term contract. Evra, who joins the Hammers on a contract until the end of June 2018 and will wear the No. 27 shirt,” the club announced.

Evra said, “I’m really happy to be a Hammer, to be back in the Premier League and I love this game!”

PARIS, Feb 8 (Agencies): Roger Federer announced on Wednesday that he will play in next week’s ATP event in Rotterdam, where a run to the semi-finals would make him the oldest-ever world number one.

India overpower Proteas in 3rd ODI Cape Town, Feb 8 (Agencies): Captain Virat Kohli hit 160 not out to lead India to a third successive convincing win in the third one-day international against South Africa at Newlands.

India won by 124 runs to take an unassailable 3-0 lead in the six-match series after Kohli dominated India’s total of 303-6, striking 12 fours and two sixes off 159 balls.

Needing to mount the highest successful run chase at the ground, South Africa fell woefully short and were bowled out for 179 as spinners Yuzvendra Chahal and Kuldeep Yadav took 4-46 and 4-23 respectively.

Kohli hit his second century of the series and the 34th ODI to take his tally to 318 runs in three matches, having only been dismissed once.

It could have been different, though. He was given out leg before wicket to Kagiso Rabada before he had scored. Umpire Ian Gould had to overturn his decision when an ultraedge replay showed a spike as the ball passed the bat.

Herrera denies involvement in match-fixing London, Feb 8 (Agencies): Manchester United midfielder Ander Herrera has denied being involved in match-fixing.

Spanish judges are investigating a game between Herrera’s former team Real Zaragoza and Levante in May 2011.

Kohima, Feb 8 (NPN): Venuzo Dawhuo from Thenyizu village emerged as the champion of the 26th wrestling meet of Chakhesang Wrestling Association (CWA) held at Chetheba Town local ground, Phek district on Thursday.

The 21 years old Venuzo Dawhuo standing 5.10 feet tall and weighed 92 kg, overpowered the reigning champion Vechita Khesoh of Yoruba village

in the third bout of the final match to take title.

Khesoh weighs 120 kg and stand 6 feet 2 inches tall.

The new champion Venuzo Dawhuo walked home with a cash prize of Rs.1.50 lakh while the runner-up Vechita Khesoh received Rs. 1 lakh.

Vekutho Soho (Phek village) downed Pfusato Tetseo (K. Bawu village) to bag the third position in the wrestling meet.

The third and fourth place winner received Rs. 80,000 and 50,000 respec-

tively.

In the semi-final round, Vechita Khesoh beat Pfusato Tetseo while Venuzo Dawhuo defeated Vekutho Soho. The quarter finalists were Vetuzo Dawhuo, The pukhoyi Swuro, Vetazo Veswuh and Thupukutho Phesao.

Prominent wrestlers like Surhoneyi Soho, Khruzoto Tetseo, Besuhveto Cumu failed to qualify for the pre-quarters round.
