JCC, NTAC slam Zeliang’s statement Correspondent
KOHIMA, FEB 8 (NPN): Reacting to chief minister T.R Zeliang’s allegation at the press meet on Tuesday, that political vested interests were behind the recent violence and arson, Nagaland Tribes Action Committee (NTAC) Kohima and Joint Co-ordination Committee (JCC) asked Zeliang to clearly spell out as to “who and which party or organization” he referred to , so that the people, NTAC and JCC would understand his point. According to NTAC media cell, since the chief minister was not specific , his statement amounted to making false allegation with a view to dilute the issue and to derail the ongoing peoples’ movement. They said such a statement was also tantamount to misleading the public for selfish ends. Both NTAC and JCC also asked Zeliang about what he meant by acceding to the people’s demands, when the first demand was that he should step down?. They also made it aptly clear that the people’s demand was not about whether or not he had majority support of MLAs but
purely on taking responsibility on moral grounds. They said after the chief minister betrayed people, the agitation resulted in deaths of two innocent youths at the prime of their lives besides injuries to several others. NTAC and JCC also pointed out that Zeliang also demonstrated a negative attitude towards the appeals of NBCC. They also expressed doubts on whether the chief minister was devoid of legal knowledge or was being misled by someone. NTAC and JCC opined that Zeliang should realize that he was inconsistent with the interpretation of Part IX A of the Constitution of India. They also maintained that Zeliang should have been sensible enough to seek consultations with people as he confessed to the media. They also took a jibe at Zeliang’s defiance by reminding him that all MLAs including himself were elected by the people and not by the constitution. Therefore, they reminded the chief minister that he was answerable to the people of Nagaland and not the constitution. The committees also reminded

ment to issue official notification nullifying the entire process of ULB elections at the earliest. Meanwhile, WSH has appealed to the CNTC to have a consultative meeting with its federating units since no such meetings have been initiated after the formation of JCC under CNTC. Fur ther, WSH appealed to CNTC and JCC to monitor the activities of Dimapur Naga Youth Front (DNYF). It said DNYF was formed in connection with the issue of ULB elections and hence co-terminus with the JCC. WSH also urged CNTC/JCC to ensure that no press statements/comments were issued by the DNYF but only through CNTC/JCC “in order to avoid confusion within the constituent units.”
Zeliang that he would have to go back to the people if he wanted to get elected and that the constitution of India will elect him. Declines to attend consultative meet: NTAC and JCC have declined the invitation of the chief minister to attend the consultative meeting scheduled to be held on February 9 at state banquet Hall, Kohima. A letter in this regard was addressed to commissioner & secretary to CM by NTAC convenor K.T Vilie and JCC convenor Supu Jamir. They expressed regret for declining the invite received on February 8. They said “the decision has been taken in due compliance of our resolution taken on February 7”. Reaffirms Feb 7 resolution: JCC and NTAC have reaffirmed the February 7 resolution wherein all apex tribe organizations resolved to serve a three-day deadline on chief minister, T.R. Zeliang to step down on moral grounds. NTAC and JCC said “our movement will continue till we achieve our demands within the stipulated time and further course of action shall be intimated to all in due course of time”.
LH asks Lotha MLAs to withdraw support to Zeliang
DIMAPUR, FEB 8 (NPN): Lotha Hoho (LH) has asked all the four Lotha MLAs to withdraw support to DAN government led by T.R. Zeliang. In a press statement, LH chairman Mhao Humtsoe and general secretary Mhondamo Ovung reminded Lotha MLAs that since Naga people would no longer remain silent, the question of whether T.R. Zeliang should remain as chief minister does not arise. “Instead, he has to go by any means”, LH said. Therefore, the hoho said that it was no longer logical for the MLAs to keep supporting Zeliang or else the same fate would befall them. Hence, LH asserted that the wiser option for the MLAs was to withdraw (Cont’d on p-8) support to T.R. Zeliang.
KOHIMA, FEB 8 (NPN): While most of the apex tribe organizations had declined to attend the consultative meeting called by the chief minister on February 8, five members each from Pochury People’s Forum, Khiamniungan (Cont’d on p-8) Tribe Council, Zeliangrong Baudi and two individuals attended the meeting. More than 50 people and around 35 legislators attended the two-hour long meeting held at the State banquet hall, wherein the chief minister reportedly appraised the gathering about the chronology of the ULB issue right from the time of former chief minister and Odisha Governor, Dr. S.C. Jamir to Lok Sabha MP and former chief minister, Neiphiu Rio and till date. Later, the tribal leaders declined the request of the chief minister and his ministers to issue a press statement to give out their views on the outcome of the meeting. How“My experience these days ever, they assured the chief minister has taught me how difficult that understood the issue and would it is to enforce the rule.” convince other friends/tribes.

JCC hits back ; rejects CM’s apology
Staff Reporter
DIMAPUR, FEB 8 (NPN): Joint Co-ordination Committee (JCC) Wednesday dismissed chief minister T.R Zeliang’s apology and lambasted him for levelling “unjustified and unreasonable” allegations against JCC. It may be recalled that chief minister T.R. Zeliang had expressed apologies to NBCC and JCC over the u-turn on the January 30 tripartite agreement. However, speaking to media persons Wednesday, JCC convenor Supu Jamir accused Zeliang of double speak and advised him to “behave responsibly and speak straight to the point” if he claimed to be chief minister of the state. Supu said Zeliang may have tendered his apology to both NBCC and JCC but he continued to accuse them of not understanding his good will and intention. He said this itself indicated that Zeliang was not fully aware of the meaning of “apology”. Supu maintained that there was absolutely no room to blame NBCC and JCC for the blunder of the state
government and added that “Zeliang should remember that two wrongs don’t make one right.” He said Zeliang should not use pluralistic tongue in a single mouth. Supu categorically maintained “JCC had in no point of time during January 30 tripartite meeting accepted or agreed upon 33% women reservation”. He therefore asked the chief minister not “manufacture or fabricate news to confuse the Naga public”. He also clarified that JCC agreed to consult the public on the issue of reservation within two months and that the outcome would be intimated to the state government. Supu said the agreement was arrived at in order to avoid bloodshed. Supu said the death of two youths and injuries to others were a consequence of the state government’s deceit. He urged upon the chief minister to ponder over it seriously as the entire episode occurred due to arrogant and callous attitude of state government towards its own people. (Cont’d on p-8)
State govt. sets up JIC to probe Jan 31 incident DIMAPUR, FEB 8 (NPN): State government has constituted a one-man Judicial Inquiry Commission (JIC), headed by L. N. Sema, District & Session Judge (Retired), to make a detailed inquiry about the violent incidents and in particular the mob violence that occurred on January 31, 2017 in Dimapur, in which two persons were killed and several others suffered injuries. JIC has been set up in pursuance to the decision of the Cabinet in the meeting held on February 1, 2017. In a notification, state home commissioner, Abhijit Sinha, stated that JIC was expected to finish the inquiry and submit its report to in sixty (60) days from the date of issuance of this notification. Among others, the commission while mak-
ing the detailed inquiry would look into the chain of events leading to violent incidents that occurred in Dimapur on January 31, 2017 and the role/involvement of groups/individuals in aiding/abetting it. JIC would also look into the cause of the death of the two persons -- late Khriesavizo Metha (Avizo) and late Bendangnungsang Longkumer -- and injury to others and the person or group of persons responsible for the violence. Further, it would also examine steps taken and arrangements for dealing with the law and order situation as it evolved in Dimapur on that day and the adequacy, or otherwise of the same. According to the notification, the commission would function in Police Officers’ Mess, Chumukedima.

Anti-Zeliang posters across state capital
Forum Dimapur District (SPFDD) and Sangtam Union Kohima (SUK) have demanded impeachment of Yonghopi Sangtam as president of USLP, for defying the directive of United Sangtam Likhum Pumji (USLP) by attending the consultative meeting convened by chief minister on February 8. On February 7, as per NTAC and JCC resolution no. 4, it was decided that none of the tribes would attend the meeting convened by CM. However, SPFDD president L. Bitong said Yonghopi attended the meeting on his own individual capacity with out consultation and did not represent USLP. Therefore, the two bodies demanded that the USLP executive committee impeach Yonghopi with immediate effect for “selling out the prestige Sangtam community and as per the provisions of USLP constitution”. USLP: United Sangtam Likhum Pumji in another press statement by its convenor (Athah Throzi) Vekheho clarified that Yonghopi had attended the meeting convened by chief minister on his individual capacity and did not represent the Sangtam community. According to the Vekheho, despite instructing him (Yonghopi) not to attend the meeting and cautioned with consequences, he went ahead and attended the meeting without consultation with any of the office bearers and Athah Throzi. Further, USLP vowed to stand by the resolution of NTAC and JCC of February 7, 2017.
DIMAPUR, FEB 8 (NPN): Confederation of All Nagaland State Services Employees Association (CANSSEA) has urged civil societies to allow normal functioning of government offices, saying locking down of offices was a huge loss to the general public and that majority of the public depend on salaries. It stated that resorting to violence and vandalism while demanding for rights would only bring irreparable loss to the public property. In this regard, CANSSEA president S. Takatuba Aier fervently appealed both government and tribal Hohos/civil societies to resolve the crisis in true spirit of reconciliation and tolerance through peaceful means. (Cont’d on p-8)
Some of the posters put up by NTAC youth volunteers, from various tribe organizations, in Kohima against chief minister, Wednesday. (NP) Correspondent
Kohima, Feb 8 (NPN): As part of its first phase of agitation, many anti-T.R. Zeliang posters seeking his resignation as chief minister were put up by volunteers of Nagaland Tribes Action Committee (NTAC) across the state capital on Wednesday. In Dimapur, the poster campaign launched by JCC youth wing entered second day. The posters were seen pasted across the town, on commercial and private
vehicles, along the highways, the main gates of secretariat, Nagaland legislative assembly, NPSC, on the way to chief minister’s official residence at PR hill and other places. Some of the posters read: “We want justice, we demand justice”, “T.R. Zeliang is anti-Naga”, “T.R. Zeliang is enemy of 371 (A)”, “we will not rest till T.R. Zeliang step down”, “T.R. Zeliang is murderer of people’s voice” etc. Addressing media persons at APO camp Ko-
hima, NTAC member Dr. P. Ngullie said the poster campaign has started in all districts as this was also one of the decisions taken unanimously at the NTAC meeting on February 7. He said the poster would speak about what people have in their minds and would attract the intention and thinking of the people. Meanwhile, a truck 407 belonging to NAP was seized by NTAC volunteers while transporting ration for the battalion and kept at Kohima local ground.
Zeliang must take moral responsibility: NPMHR
DIMAPUR, FEB 8 (NPN): Naga Peoples Movement for Human Rights (NPMHR) Wednesday asked chief minister T R Zeliang to take moral responsibility on the present situation and step down to allow peace prevail in the state. NMPHR said, like in any democratic nations and societies across the world, whether he (Zeliang) is at fault or not, he should step down on moral grounds. The rights body also expressed concern on the prevailing situation in the state, and stated that if situation was not normalize in the coming days, then the career and future of the entire generation of Naga children would be affected.
For that, NPMHR said no amount of apologies or justification would undo the damages, and for which the present day leadership should be held responsible. NPMHR also slammed T.R. Zeliang on his “relentless position” in refusing to own responsibility and step down even after the deaths of two youths and the subsequent demise of another in the police firing while protesting against the betrayal by the cabinet and the decision to conduct election to Urban Local Bodies (ULB). NPMHR further conveyed solace to the bereaved families, and condemned the gruesome killings and high-handedness of the state police force.
APPEAL As the Speaker of the Nagaland Legislative Assembly, I am constrained to come out into the public domain and air the parliamentary practices to dispel the confusion in the minds of the public, if any, regarding the demand for the resignation of the Chief Minister made by some quarters to the society. The Chief Minister is not elected by the people, but by the representatives of the people and is considered the First among Equals as long as he enjoys the confidence and support of the majority of the total number of Legislators in the Assembly. The Chief Minister then selects the members of his Cabinet, 12 including himself in the case of Nagaland, and is bound by the collective decision of the Cabinet. In the instant case where some people are demanding the resignation of the Chief Minister, it should be kept in mind that till this point of time, I have not received any letter from a single Hon’ble MLA withdrawing his support to the leadership of the present Chief Minister. As such, as far as the Assembly is concerned, the full House, that is, all the 59 Hon’ble MLAs unanimously support the leadership of the Leader of the House Shri TR Zeliang. Moreover, it has come to my attention through news reports that calls are being made by social organisations to the Hon’ble MLAs belonging to their social groups to withdraw their support to the Chief Minister. Now, whereas the Hon’ble MLAs are elected by their respective constituents for a period of five years but are free to tender their resignations and/ or withdraw their support to the Leader of the House of their own volition, choice or conscience; it would amount to an illegal or criminal act if any Hon’ble MLA is coerced, forced or threatened to tender their resignation, or withdraw their support by any one, group or organisation. And at this juncture when normal functioning of the Government offices have been affected by some organisations who are demanding the resignation of the legally, Constitutionally elected Leader of the House, I would like to appeal to the agitating parties to refrain from making such unconstitutional demands and start the process of dialogue to arrive at an amicable solution.

India’s hand behind crime against humanity in Mnp: UNLF Correspondent
IMPHAL, FEB 8 (NPN): The crime against humanity being meted out to the Manipuris is the result of Manipur being under the “colonial rule” of India, United National Liberation Front (UNLF), the rebel group struggling for regaining Manipur’s sovereignty alleged. The rebel group was referring to the ongoing economic blockade on the national highways that triggered a humanitarian crisis owing to artificial scarcity of almost all essential commodities. In a statement issued by the outfit on the eve of 30th foundation day of its armed wing Manipur People’s Army (MPA), UNLF alleged that the crime against humanity that challenge the survival of Manipuri people is the fruit of Manipur being under the “colonial rule” of India. “India conspires with a group to indulge such activity. It is a part of India’s communal minded, antipeople and genocidal secret agenda to build disunity among the Manipuris,” the statement alleged. Such activities of a group of few people, on the other hand, benefitted the freedom struggle as it will give an impression to the people of the region to stay away from using Indian goods, UNLF said. They will then
realize that they are suffering because of being under Indian Union, the statement observed. The only means to get rid of this suffering, according to UNLF was to stop using Indian goods and adopt use of own produce products by utilizing own resources. UNLF also suggested various measures to cut relations with India. “Let us initiate a movement for self sustainability by cutting all relationships with India,” it appealed. “To achieve this end, there was the need for building up unity among the more than 40 ethnic communities and tribes living in the region. Only when there is unity, the region can be freed from Indian colonial rule,” UNLF added. In the statement, UNLF asserted that the liberation struggle of the outfit is marching ahead with the support of the people of all section of the society. In the last 30 years since the very inception, MPA had launched more than 200 attacks against India Occupational Force (IOF) and will continue to do so along with like-minded liberation groups of WESEA. On the occasion, the outfit also extended revolutionary greetings to all ranks and files of other revolutionary groups of the region. It also gave revolutionary salutes to all revolutionaries of the region.

Mnp HC implead 8 UNC officials in PIL against economic blockade Correspondent
IMPHAL, FEB 8 (NPN): A full bench of High Court of Manipur has impleaded eight functionaries of the United Naga Council (UNC) among the respondents of the ongoing hearing to a PIL against frequent imposition of economic blockade on the national highways in Manipur. The hearing to the PIL case no. 46 of 2015 and its miscellaneous case no. 9 of 2016 is currently underway in the state High Court. The PIL was filed by RK Joysana of Imphal against imposition of economic blockade on the national highways. The full bench impleaded the eight office bearers of the UNC among the respondents after advocate general of Manipur government submitted the list of office bearers of the Naga body during its hearing on Tuesday. The court had, on February 1 last, directed the advocate general to submit the list in the next hearing. Accordingly the list was submitted on February 7. An order of the court passed on Tuesday list-
ed the eight UNC office bearers as respondent no. 15,16,17,18,19,20,21 and 22. The court has processed for serving notice to them. While directing to issue the notice to the newly impleaded respondents through registered post/ special messenger, the court ordered to effect the same notice by making the notice published in two local English dailies. “This matter has assumed the characteristic of utmost importance as the economic blockade has been affecting each of the citizens of Manipur and there, we hereby direct the state to take steps for service of notices …,” the order of the High Court stated. The full bench also stressed the necessity for UNC representatives to appear before the court and formally explain the rationale behind prolonging the economic blockade along the two national highways in Manipur sector. The court further summoned DGP Manipur and Regional Manager of IOCL to appear before the court today for not complying with its earlier directive to bring
in 400 petrol and diesel tankers every week. The PIL had highlighted inconveniences faced by the common people owing to shortage of essential commodities in the aftermath of the economic blockade imposed by the UNC since November 1, 2016. A report submitted by the concerned respondents on the shipping of goods revealed that only 104 loads of transport fuel loaded tankers could be brought into the state along NH-37. It was contrary to the earlier directive of the full bench to ensure inclusion of at least 400 oil tankers among the security-escorted convoys a week. In a hearing on February 1 last, the court directed all respondents of the state and Central governments to submit action taken reports with a strong warning that if any of the directions issued by the court was not complied with, responsibility would be fixed on the person concerned for disobeying the orders/directions passed by the court. It also cautioned the court passing order that Security personnel watches as volunteers paste posters on the boundary would deem fit and proper. wall of The Secretariat Complex in Kohima on Wednesday. northeast states earns panel’s ire
NEW DELHI, FEB 8 (PTI): Poor execution of road projects in the North Eastern states has come under criticism from a parliamentary panel which noted that out of 197 kilometer road length planned to be completed by 2017 under an Asian Development Bank project, only about 71 km could be finished by now. In its report on Ministry of Development of North Eastern Region, the Parliamentary Standing Committee on Home Affairs has expressed its concern over the “indecisive approach” of the Ministry while implementing ADBassisted NESRIP project of road construction. The scheme has a target of construction and upgradation of 433 km in two tranches. The first part of the scheme, which started in 2012, is to be completed in
2017 at an estimated cost of Rs 339.59 crore provided for construction and upgradation of 197.3 km length of road in the Assam, Meghalaya and Sikkim. “However, against the target of 74.7 km (58.5+16.2) of road in Assam, only 46.9 km has been achieved and in Meghalaya, out of a target of 93.4 km only 14.4 km has been achieved while no work has commenced against the target of 29.2 km (9.5+19.7) km in the State of Sikkim,” it said. The second phase of the project from May 2014-2020 with a cost of Rs 568.408 crore aims to provide for construction and upgradation of 236.125 km of roads in the Assam, Manipur, Mizoram and Tripura. “To the utmost surprise of the Committee, there is no progress in the work taken up, despite the
fact that Rs 161.67 crore has been released,” it noted. The committee recommended that the Ministry of DoNER must “enquire into the dismal situation” and chalk out a strategy to accelerate the implementation of the ADB-assisted NESRIP project on road construction without time and cost overrun. “The Committee further recommends that the Ministry of Road Transport and Highways, Ministry of Rural Development and North East Council should make concerted efforts to achieve the targets of road construction under SARDPNE, PMGSY and North East Road Sector Development Scheme (NERSDS) so that a network of roads is laid down in NER,” it said. This, the Committee said, will provide means of transport and connectivity to enable trade, tourism and other activities to flourish K

Mobile internet, SMS service blackout continues in Nagaland Arunachal approves 42 posts under APCS
Staff Reporter DIMAPUR, FEB 8 (NPN): Mobile services both SMS and internet/data, in Nagaland remain suspended a f t e r t h e g ove r n m e n t snapped the services on January 30 following the public upheaval in order to thwart rumour mongers. Although law and order situation was gradually improving, there seem to be no respite for people who depend on cellular data networks and SMSs for their daily activities. Pe o p l e, e s p e c i a l ly youths are the worst hit as most of them depend on mobile data services for communication and other works. With already three shutdowns including the one following the March 5 incident in 2015, Nagaland K
Y M C
is ranked at number 5 among the states that has witnessed mobile internet shutdown till date with the highest being militancy hit Jammu and Kashmir. Among the North Eastern states, Manipur has witnessed two shutdowns since 2015 while Meghalaya and Arunachal have both witnessed only a single shutdown. Although Assam is known for the frequent bandhs, so far the state has not witnessed any mobile data shutdowns. In order to impose mobile data/internet shutdowns, the government till now seem to have relied on Section 144, Code of Criminal Procedure 1973 to institute such bans, but, The Centre For Internet & Society, a popular website providing information on
such issues has argued the legality of the ban under the said provision. It rather said, the ban (if at all necessary), should be imposed under Section 69A of the Information and Technology Act 2000, and the Website Blocking Rules, which lays out the legal provision and procedure empowering a state to block accessing internet and not Section 144, CrPC, as has been followed in some previous instances. Under Section 69A, IT Act, a state government or the central government agencies has been empowered to carry out blocks on inter net access through mobile phones which includes data services such as 2G, 3G and 4G under certain circumstances. Although the ban may
be felt as necessary, it holds little or no effect on curbing social disturbances as could be seen from the incidents that succeeded the ban. United Nations Rights Council has on June 30, 2016 condemned the countries blocking or disrupting access to the internet. According to The Hill newspaper dated July 1, 2016, since 2012, the 47member UN council has passed two resolutions since 2012 affirming people’s digital rights, but the section on internet blackouts appears to be a first. The resolution passed by consensus “Condemns unequivocally measures to intentionally prevent or disrupt access to or dissemination of information online in violation of international human rights law and calls on all States to refrain from and cease such measure.” The resolution also condemns violence or intimidation against people for “exercising their human rights and fundamental freedoms on the internet.” And it calls on countries to address security concerns online, including privacy. As with past resolutions, the four-page document reaffirms that “the same rights that people have offline must also be protected
online, in particular freedom of expression.” It also calls on countries to help bridge the digital and gender divide, and to promote access for people with disabilities. Whatever the legality provisions may have been provided, the losses incurred on the economy and the resentment against the government’s dictatorial approaches seems to be on the rise following the ban. A group of singers under the aegis, ‘The Amazing Voice of Nagaland’, has also appealed to the state gover nment to restore internet (mobile) facilities so as to enable the public to vote for them. The group is participating in a reality show called “Rising Star” which will be aired in national channel Colors TV. The group has made the appeal so that the public could vote for them through mobile phones and help raise their Television Rating Point (TRP). In a copy of the appeal letter, the group said they were the only group from Nagaland participating in the National level mega event and that they were facing a possible elimination because of the poor TRP performances.

50 injured in Tripura ‘citizenship bill’ protest
AG A RTA L A , F E B 8 (IANS): At least 50 persons were on Wednesday injured in Tripura when members of ruling and opposition parties brawled during a 12-hour shutdown jointly called by three tribal parties against the Centre’s citizenship bill, police said. Three opposition tribal parties jointly called a dawn-to-dusk general strike in Tripura Tribal Areas Autonomous District Council (TTAADC) areas to oppose the central government’s Citizenship (Amendment) Bill, 2016. “Around 50 persons were injured in which four of them are critical after bandh supporters and ruling Left party members clashed in six different places in Tripura,” a police official said. The injured were admitted to government hospitals, he said. “ Po l i c e a r r e s t e d around 1,200 picketers from different places of Tripura for obstructing normal life and attacking shops, government schools and offices,” the official added. He said that in Gan-
dachara, in northern Tripura, at least 21 persons were injured when ruling and opposition party supporters engaged in a clash over observing the strike. “Clashes among the rival political party supporters also took place in Sabroom (in southern Tripura), Karamchara, Machli, Manu (in northern Tripura), and TTAADC headquarters in Khumulwng (in western Tripura),” the police official added. Train services in Tripura were disrupted while a large number of offices, educational institutions, banks, shops and markets were closed in view of the shutdown in the TTAADC areas, which controls the northeastern state’s most tribal-dominated areas. “ N o r m a l l i f e wa s largely affected in the bandh-bound areas,” the police official said. Heavy security arrangements were in place in the entire TTAADC areas, which fall in all eight districts of Tripura. The Indigenous Nationalist Party of Tripura (INPT), Indigenous People’s Front of Tripura
(IPFT) and the National Conference of Tripura (NCT) last month formed the All Tripura Indigenous Regional Parties Forum (ATIRPF) to oppose the bill introduced by the Bharatiya Janata Party-led National Democratic Alliance. The bill, introduced in the Lok Sabha last year and now under the scrutiny of a parliamentary committee, seeks to enable Hindus, Sikhs, Buddhists, Jains, Parsis and Christians, who have fled to India from Pakistan, Afghanistan and Bangladesh without valid travel documents or those whose valid documents have expired in recent years, to acquire Indian citizenship through the process of naturalisation. The TTAADC was formed in 1987 under the Sixth Schedule of the Constitution to protect and safeguard the political, economic and cultural interests of the tribals. The 30-member politically important council constitutes two-thirds of Tripura’s 10,491 sq km area. “If the Citizenship (Amendment) Bill, 2016, is passed in Parliament, the
indigenous people in Tripura and other northeastern states would be affected,” ATIRPF Convenor Narendra Chandra Debbarma told the media. “Bangladeshi migrants through this proposed law would be settled in eastern and northeastern India depriving the original people of the region of basic rights,” the tribal leader said. Tribals play a crucial role in Tripura politics as one-third of the 60 assembly seats in the state are reserved for the tribals and one out of two Lok Sabha seats is reserved for the tribals. The IPFT has been agitating for the creation of a separate state, carved out by upgrading the TTAADC area. All the three tribal parties have been demanding more power to TTAADC, introduction of inner-line permit in Tripura to protect the tribals, recognition of tribal language Kokborok in the 8th Schedule of the Constitution and reservation of 50 per cent seats for the tribals in the 60-member Tripura Assembly.
The ruling Communist Party of India-Marxist (CPI-M) -led Left Front, Congress and Trinamool Congress opposed the shutdown but announced that they also opposed the Centre’s citizenship bill. “The CPI-M is also opposed to the citizenship bill, and supports the Indira-Mujib pact which determined March 24, 1971 as cut-off date to detect illegal infiltration into India from Bangladesh,” CPI-M Central Committee member Bijan Dhar told reporters. Dhar said there is no justification for calling a shutdown on the issue. “The strike was called as a pretext for formation of alliance before the 2018 assembly elections in the state to destabilise peace, and developmental and welfare schemes undertaken for the development of tribals,” said Dhar, also Secretary of CPI-M’s state unit. “The three tribalbased parties are unhappy that peace has been established in the state and the decades-old terrorism has been tamed in Tripura,” he added.

SC miffed over delay in fencing Gogoi under scanner for alleged involvement in multi-crore scam of Indo-Bangladesh border
NEW DELHI, FEB 8 (IANS): The Supreme Court on Tuesday expressed its “strongest displeasure” over the manner in which fencing along the India-Bangladesh border is progressing and told the Union Home Ministry to furnish all details to the court. Describing the affidavit filed by the Home Ministry as an “exercise in vagueness with no specific details”, the bench of Justice Ranjan Gogoi and Justice Rohinton Fali Nariman directed the ministry to furnish all the details relating to the fencing of the remaining 61.49-km stretch. “We are extremely unhappy with this kind of response,” observed Justice Gogoi and directed the Union Home Ministry to file by February 14 the details of the plans to set up physical barriers on
the 61.49-km stretch. The Centre in its affidavit has said that of the remaining stretch, work on 13.38-km stretch has been undertaken and is likely to be completed by July 2018. It excludes a 300-metre stretch of the elephant corridor. As court was told that the work on 13.38-km stretch would require 18 months, the bench wondered why so much time is needed for constructing physical barriers. “We want to know why you want 18 months. You are playing with the court,” the bench said as it was told that some time would be required for taking permission from Bangladesh. “Why you need Bangladesh’s permission? You really don’t need it,” Justice Gogoi said with Justice Nariman saying: “We should be moving forward and not side-stepping and
moving backwards.” Pointing out that the remaining 48.11-km stretch is riverine, the government has said that a committee comprising representatives of the Central Public WEorks Department, Border SXecuity Force and the Assam government has suggested that for the construction of “physical infrastructure” (barriers), there is a need to prepare a detailed project report based on hydrological data. The court was told that considering the geological features and the terrain, this activity may take considerable time. “It may take three years and the work is likely to be completed beyond 2020.” However, for covering riverine stretch by non-physical barriers, the BSF is testing the available technologies through a pilot study in Jammu, the ministry told the court.
G U WA H AT I , F E B 8 (AGENCIES): Irregularities to the tune of several crores of rupees has been detected in an Employment Generation Mission (EGM) under the previous Congress government in Assam, with former chief minister Tarun Gogoi also facing allegation of involvement. The irregularities were detected during an audit of accounts by the office of the Accountant General (Audit) between October 11, 2010, to November 10, 2010, the report of which was submitted to the secretary of the Labour and Employment department of the state government early last year. A copy of the audit report, which was submitted in the state Legislative Assembly here today by Skill Development, Employment and Entrepreneurship Development department
MNF restricts Mizoram minister from entering office AIZWAL, FEB 8 (AGENCIES): The opposition Mizo National Front (MNF) has restricted minister Lalrinmawia Ralte and Mizoram Youth Commission (YC) Chairman T Sangkunga from entering their respective offices after being allegedly responsible for the inconvenience caused to a group of Mizo students in Kolkata. However according to police, no untoward incident occurred during the protest as the two leaders did not make any attempt to attend their offices situated at the state secretariat complex. The Mizo National Front (MNF), in statement, said, “The protest would continue until Minister of state for Labour, Employment and Industrial Training Lalrinmawia Ralte and Mizoram Youth Commission Chairman T Sangkunga resigned from their offices.” MNF and other opposition parties held Ralte and Sangkunga responsible for the plight of 32 Mizo students sent by the state government to a management institute in Kolkata to study Bachelor of Hotel Management. They alleged that the minister and the Mizoram Youth Commission (MYC) Chairman were responsible for sending the students to the institution, which they described as a fake one and misusing over Rs 128 lakhs of the fund provided by the Mizoram Building and Other Construction Workers Welfare Board (MBOCWWB).
minister Chandra Mohan Patowary in response to a written question, said fictitious utilization certificates for Rs 1.96 crore was submitted under EGM. Schematic fund of Rs 33.54 crore was deposited in the bank, leading to unauthorized earning of interest of Rs 23.45 lakh, the report stated. Moreover, the audit detected unfruitful expenditure of Rs 67 lakh, irregular implementation of scheme of Rs 70 lakh under EGM. An interest of Rs 204.81 lakh earned out of government fund by implementing agency was neither utilized nor refunded. The EGM, a threeyear mission to generate employment and stimulate economy by providing mainly self-employment to the unemployed and additional work for the under-employed, was started in March 2007. The total
Tarun Gogoi capital outlay was Rs 669 crore, of which Rs 320 crore was to be provided by the government and remaining by the farmer / banker, to generate 1,67,000 jobs. For this, the government sanctioned and released Rs 50 crore Rs 10 crore in 2006-07 and Rs 40 crore in 2009-10, to the Directorate of Employment and Craftsman Training, Assam, which in turn drew the amounts and released to the Director, Employment Generation Mission, on March 31,

Besides Chief Justice Khehar, other judges on the bench are Justice Dipak Misra, Justice J. Chelameswar, Justices Ranjan Gogoi, Justice Madan B. Lokur, Justice Pinaki Chandra Ghose and Justice Kurian Joseph. The issuance of contempt notice to Justice Karnan assumes significance as it is for the first time in the history of the Supreme Court that it has invoked powers to initiate contempt proceedings against a sitting
judge of a High Court. At the outset of the hearing, Attorney General Mukul Rohatgi told the court that the nature of various communications by Justice Karnan were “very very scandalous” and “embarrassing” and the “time has come for this court to act”. He urged the court to act so that a clear message should go to the citizens that the top court will not hesitate in taking action against its own judge in the High Court. Urging the court to ask the Chief Justice of Calcutta High Court not to assign Justice Karnan any judicial or administrative work, AG said that he was through his actions “destroying the administration of justice”. The AG said this pointing out that Justice Karnan wrote disparaging letters to the Prime Minister, Law Minister, Supreme Court Registrar about sitting and retired top court and High court judges. In case of some judges, Justice Karnan had even levelled the allegation of corruption and caste discrimination. Justice Karnan had also stayed the top court collegium’s decision trans-
ferring him from Madras High Court to Calcutta High Court. AG said that the top court was empowered under Article 129 of the constitution read with Article 142(2) to punish the High Court judges and the members of subordinate judiciary. However, Chief Justice Khehar said that since it was happening for the first time and “We have to be very careful in going about it.” “We must be as careful as we can be. We have to see what we can so, what we can’t do... it is a vital issue. We have to see cause and effect,” said Chief Justice Khehar. “This is presumptuous. You are presuming,” the bench said as Attorney General said that “any further communication (from Justice Karnan) will compound the matters”. “We are receiving letters from him for a long time. Suppose if he denies writing letters, it will change the situation. We will have to hear him and we have to hear every one,” the bench told the AG who was advocating a strong action against his alleged misconduct and to protect the judiciary.
Parl panel for higher penalty for traffic offences
NEW DELHI: Paving the way for early passage of amendments to Motor Vehicles Act, a parliamentary panel has recommended higher penalty for traffic offences including holding guardians responsible for juvenile driving. The standing committee on transport and tourism submitted its report in Rajya Sabha on Wednesday. The panel has recommended treating deaths due to drunken driving
as “culpable homicide” and had also suggested formulating laws to limit the acceleration capability of vehicles to the speed limit prescribed in India and in accordance with the available infrastructure. The panel has noted that while speed limits on Indian roads is 80 kmph and highways are designed for 120 kmph, many vehicles have acceleration capability up to 240 kmph. The committee has also given
general recommendations to make roads safe, which include not allowing guns in private vehicles to prevent road rage, including traffic and road safety education in school curriculum. It has recommended strict implementation of duty hours for drivers and prohibit driving of commercial vehicles during 3 to 5 am. The committee has suggested restricting the movement of heavy vehicles during early morning.
Kerala registers 5.71% growth in tourist arrivals T h i r u v anan thapuram, Feb 8 (IANS): Even though there was a dip in tourist arrivals after the demonetisation move, Kerala Tourism witnessed a 5.71 per cent increase in tourist arrivals in the 2016 calendar year. Provisional figures from the Tourism Department, released here on Wednesday, showed that over 1.4 crore tourists came to Kerala in 2016, out of which more than 1.3 crore were domestic arrivals and around 10 lakh wee foreign visitors. November 2016, a peak tourist season for Kerala, saw a half percentage drop in domestic tourist arrivals following the Centre’s announcement of the ban on high-value currency notes in November 2016. It was observed that while the Tourism Department was expecting an eight per cent increase in arrivals in November, the decline effectively resulted in an overall decrease of 8.5 per cent from the estimates. But the visitor numbers did increase in December 2016. “Had it not been for the demonetisation, Kerala would have had a commendable increase in tourist arrivals. A setback to the tourism sector will have a significant impact on the economy. The continuous efforts by the government and private tourism partners helped Kerala Tourism withstand the demonetisation crisis,” said Tourism Minister Kadakampally Surendran. “Tourist arrivals in the second half of the year -- from June to December -- were higher when compared to last year but the projections of 8.5 per cent for foreign tourist arrivals and 7.5 per cent for domestic tourist arrivals were impacted by the Centre’s announcement,” said Kerala Tourism Director U.V. Jose.
TN power tussle: Sasikala herds MLAs; OPS claims they will back him
CHENNAI, FEB 8 (PTI): AIADMK General Secretary VK Sasikala today appeared to be having majority of MLAs with her, a day after the revolt by Chief Minister O Panneerselvam who claimed that they will back him in the trial of strength in Tamil Nadu Assembly. However, her wait to get sworn-in as chief minister was far from ending with Governor Vidyasagar Rao still staying put in Mumbai and giving no indication of his plans to come here. After the midnight rebellion, Sasikala called a meeting of party MLAs at the party headquarters in a show of strength this morning and later herded them in buses to undisclosed destination in a bid to keep the flock together. There were unconfirmed reports that AIADMK would even parade the MLAs before the President if the Governor delays the swearing-in of Sasikala. In an act of defiance, Panneerselvam said an inquiry commission under
a sitting Supreme Court judge will be set up to probe the “doubts” surrounding the health condition and demise of Jayalalithaa. Addressing the legislators, Sasikala, who had sacked Panneerselvam from the post of treasurer last night, launched a noholds-barred attack on him, saying he had betrayed the party and “fully merged” with DMK which Jayalalithaa had fought all her life. She claimed she had got wind of his moves a few days ago itself and asserted that the party remains united and will not be cowed down by such threats. Accusing arch rival DMK of trying to destabilise the party, Sasikala said “betrayal” will never win in the AIADMK and that no one will be able to divide the party. Panneerselvam, who was chosen by Jayalalithaa as stop-gap chief minister when she had to quit twice due to adverse court verdicts, today maintained that he enjoyed support
of majority of MLAs and would prove it on the floor of the house at an appropriate time. “The Ministers and MLAs who area now with the other side will soon realise the reality and the current extraordinary situation will change,” he said, an apparent reference to the ministers rallying behind Sasikala. Former Speaker P H Pandian, who attacked Sasikala yesterday, and senior Rajya Sabha member Dr V Maitreyan today showed up at the Chief Minister’s residence in a show of solidarity. Panneerselvam also dismissed accusation by Sasikala that he was colluding with DMK and by others that Prime Minister Narendra Modi and BJP were backing him. He said he was in touch with no one and that he did not need support of either DMK or BJP. The Chief Minister said the stand he has taken enjoyed wide public support as the people want a “good and deserving” person on the post.

Tamil masala
n Tamil Nadu, it’s not Paneer Masala that has hit the emotional palate but the Paneer Sasikala game of thrones. The political temperature in the land of Dravidians has risen high as the political drama rages on between caretaker chief minister of Tamil Nadu O. Paneerselvam and Sasikala Natarajan the long time aide and close confidante of Jayalalitha. Caretaker chief minister Paneerselvam handed over a letter from the AIADMK council which made Sasikala or ‘Chinnamma’ as the AIADMK interim general secretary in December 2016. It was expected that it would not be long before she would ultimately be made the legislature party leader to become the next chief minister. Paneerselvam submitted his resignation after Sasikala was elected as the legislature party leader and to become the next chief minister. However, the quiet and composed Paneerselvam had other things in mind and probably surprised everybody in his party when he set off a rebellion against Sasikala which sent shockwaves across the state. Paneerselvam has raised hackles against Sasikala’s political credentials as well as raising questions about Sasikala’s role in the death of Jayalalitha under mysterious circumstances. The equation in Tamil Nadu between Jayalalitha’s trusted lieutenant O.Paneerselvam and her close confidant Sasikala reads- masses with Paneerselvam and MLAs with Sasikala. It may be recalled that on Sunday, 134 MLAs of AIADMK, including O Panneerselvam, signed in favour of Sasikala as the their new legislature party leader. To get appointed as the chief minister, the support of 118 MLAs required. According to reports, all 134 MLAs are with Sasikala and so, based on this , she should not have any problem becoming the next chief minister provided she can be sworn-in. However, acting Tamil Nadu Governor Thiru. CH. Vidyasagar Rao has not reached Chennai after the state was plunged into a political crisis. Vidyasagar Rao is the governor of Maharashtra, and was given additional charge of Tamil Nadu when K Rosaiah’s term ended on August 30, 2016.There are speculations about the role of the BJP behind the crisis and these were further given come credibility by the lack of urgency shown by the acting governor to rush to Chennai. After Sasikala was elevated to acting general secretary and later unanimously elected as the leader of the AIADMK legislature on Sunday, it was expected that the acting governor would reach Chennai at least by Monday or Tuesday for the swearing-in. What could possibly mar Sasikala’s plans to become the chief minister, is the pending disproportionate assets case in the Supreme Court. The Supreme Court is expected to pronounce within a week its judgment in the highprofile disproportionate assets case against former Tamil Nadu Chief Minister J Jayalalithaa, who died last year. Among the other accused in the case is current AIADMK chief VK Sasikala, who is now set to be the next Chief Minister of Tamil Nadu. The apex court will decide on Karnataka government’s pleas challenging the acquittal of the two leaders in the assets case. For the time being, the spicy Paneer-Sasikala battle , just two months after Jayalalitha’s death last year can lead to a split within the party. A split in the AIADMK would benefit the BJP, which is eyeing the state and believes it is ripe for the picking.
DailyDevotion The Cost of Sanctification May the God of peace Himself sanctify you completely… —1 Thessalonians 5:23 When we pray, asking God to sanctify us, are we prepared to measure up to what that really means? We take the word sanctification much too lightly. Are we prepared to pay the cost of sanctification? The cost will be a deep restriction of all our earthly concerns, and an extensive cultivation of all our godly concerns. Sanctification means to be intensely focused on God’s point of view. It means to secure and to keep all the strength of our body, soul, and spirit for God’s purpose alone. Are we really prepared for God to perform in us everything for which He separated us? And after He has done His work, are we then prepared to separate ourselves to God just as Jesus did? “For their sakes I sanctify Myself…” (John 17:19). The reason some of us have not entered into the experience of sanctification is that we have not realized the meaning of sanctification from God’s perspective. Sanctification means being made one with Jesus so that the nature that controlled Him will control us. Are we really prepared for what that will cost? It will cost absolutely everything in us which is not of God. Are we prepared to be caught up into the full meaning of Paul’s prayer in this verse? Are we prepared to say, “Lord, make me, a sinner saved by grace, as holy as You can”? Jesus prayed that we might be one with Him, just as He is one with the Father (see John 17:21-23). The resounding evidence of the Holy Spirit in a person’s life is the unmistakable family likeness to Jesus Christ, and the freedom from everything which is not like Him. Are we prepared to set ourselves apart for the Holy Spirit’s work in us?

Clarification of the Nagaland Bar Association
he Nagaland Bar Association (NBA) feels constrained to issue this press release in response to the challenges against the Bar which were published in some of the local English dailies during the recent past. Despite clarification issued through a rejoinder published in some of the local print media on 28.01.2017, there were continuing attacks challenging the integrity of the Bar and the professional rights of the legal fraternity. At the outset, we would like to re-clarify that verbal briefing to the media was conducted in group discussion when the media persons approached the NBA office on 24.01.2017. Therefore, it was neither a press statement issued by Mr.Tali Ao nor by the NBA. The NBA cannot bluntly shun away from the approach of the print media persons and such verbal briefing to the press men cannot be taken to have assumed any authority of law. As such, the question of formulating a decision on interpretation of any constitutional legal provision does not arise. The allegation of Mr.Yitachu, Minister, issuing the press statement under the colour of his Government authority that “the interpretation of law only rest with the court. Any
practising lawyer cannot interpret the law. The Attorney General for the Centre and the Advocate General or Additional Advocate General in the State can only make a statement on behalf of the Government to the extent of legislative intent meaning the purposes for which the Act is enacted and cannot interpret any law not to mention of the Constitution” is absolutely false so far as the practising lawyers are concerned. In fact, by profession, the lawyers are interpreters of the law including the Constitutional provisions. The only binding force of interpretation is the decision of the competent courts of law in the case of ambiguity of law or disputed questions on interpretation of law. Every citizen in the country has the fundamental right of freedom of speech and expression and can interpret the law according to his own understanding, wisdom and knowledge. Even the interpretation of statutes (law) is a subject in the academic study of law. Therefore, the press statement of Mr.Yitachu is a serious challenge and highly detrimental to the legal fraternity. Mr.Yitachu howsoever high he may be under the colour of the Government authority, cannot exercise despotic authority
over the legal fraternity. He should know that the appointment of Additional Advocate General is outside the Constitutional provision and his assumption to the contrary is a fallacy which may rightly to be attributed to the present social commotion in the State. The press statement given by Mr.Yitachu is a serious case of curtailment of the fundamental right to freedom of speech and expression for the citizens and more particularly members of the legal fraternity in discharge of their lawful duty in legal practice. Hence, Mr.Yitachu should withdraw his press statement to the extent it encroaches against the rights of the citizens and the lawyers, and also must tender unconditional apology to the legal fraternity. As regards the press statement issued by Mr.KakhetoSema, Senior Advocate and Senior Additional Advocate General, Nagaland, expressing his regret that “a few members of the Bar, including some office bearers, have resorted to publishing their individual opinion in the collective name of the NBA”, we have to clarify that the executive body of the NBA headed by its office bearers has already clarified the matter in the print media by issuing appropriate rejoinder. How-
NSCN reacts to ‘learning lessons from our circumstance’
W
hile the entire Naga people are incessantly praying and seeking better solution aftermath of chaos and carnage that took place in Nagaland against the ULB election, it’s amusing to note how Khekiye K Sema accused the NSCN out of the context by stating that (quote), “NSCN (IM) conducting an opaque negotiated settlement with the GOI and imposing their unilateral will...” with reference to August 3rd framework agreement as published on February 5 by Nagaland Post at post mortem column under the caption “Learning lessons from our circumstance.” It is repeatedly clarified that the NSCN has been quite transparent in search for peaceful political settlement. Unfortunately Khekiye always failed to understand and ignored the reality and facts other than frequently attacking the NSCN depict his tormented state of mind and obsession for destruction of Naga people as a nation. One may find that every topic of his write up not related with the NSCN ends up in accusing or criticising the NSCN without which he cannot build strength to sabotage the IndoNaga political talk now in the final stage. The current peace process starting from 1997 to till date, besides press statements and joint communiqués from time to time updating development of
ongoing political talks, there has been 8 time Naga People’s Consultative meetings attested and participated by all Naga Tribe Hohos, apex bodies, church leaders, intellectuals, scholars, civil societies etc of Naga inhabited areas. Infact, who is who in the Naga society were attended and their opinion were sought. Minute discussions of views shared on peace process were taken into account that further strengthen and mould the present peace talks. Should we take as illegal, invalid, incomplete and null and void for the absence of so called one person by name Khekiye K. Sema of all these consultative meetings? When every important Naga participated but if his name was not found in the invitation list he should realise his status of social standing in the Naga national and Naga society. You cannot simply destroy the hard work and painstaking efforts between Naga leaders and GOI to bring permanent settlement of the prolong political conflict just to satisfy yourself as a destructive individual. NSCN shall never shy away and still continuing in consulting with the Naga people on the final solution which is comprehensive, inclusive and acceptable to all the Nagas. Therefore conducting an opaque negotiated settlement as accused by K.K.Sema is irrelevant and hilarious. MIP Hebron
T
ever, it appears that in utter disregard of our rejoinder in the print media, he has gone to the extent that “I can only assume that the members have taken the course adopted for their personal agenda. The bottom line is that the opinion expressed in the name of the NBA is not the opinion of the NBA”. We have esteemed regard in the person of Mr.KakhetoSema, a respected designated Sr. Advocate who is also presently holding the Sr. Additional Advocate General of the State though such assignments are extra-Constitutional. However, we express deep regret for his prompt rush to the print media questioning the integrity and solidarity of the NBA. This situation would have been avoided had he approached the Bar before rushing to the press in as much as we have so much regard in him as an Associate Member of the NBA till date. With regard to the press briefing of the Chief Minister published in some of the local English dailies reacting to the NBA’s interaction with the print media published in some of the local dailies, the understanding of Mr. T. R. Zeliang, Chief Minister of Nagaland, appears to have acted on wrong assumption of law in as much as the
NBA has never claimed that the view verbally tendered to the print media has any Constitutional and legal binding. No doubt, that he may consider the opinion tendered by the Advocate General, however, his rebuttal of the correctness of the NBA briefing published in some of the local dailies appears to be absolutely erroneous in as much as we have never assumed the authority of law. Considering the present scenario leading to the diminution of the independence of local self government for tribal States like Nagaland appears to be lack of knowledge in understanding the law by reading together the entire Constitutional and legal provisions by which the State of Nagaland is empowered. Thus the authorities in the State are acting in confusion leading to the State Cabinet to approach the Prime Minister for exemption of Nagaland from Part IX-A of the Constitution. Needless to reiterate that the present State of Nagaland enjoys enormous autonomy in local self-government including Urban Local Bodies right since we were under the Sixth Schedule. Becoming a full-fledged State does not in any way diminish the autonomy enjoyed by the State including the ULBs.
The imperial legacy of silence
he Nagas and Indians are entirely two different races of people without any affinity, social or political intercourse of any nature since the known historical times. The British-India Empire for her administrative convenience amalgamated a portion of occupied Naga territory with India and thus set off one of the most tragic history of human suppression by another alien political power fully backed by military and illegal demonic enactments. The Nagas though martial and warlike in nature upholds a code of honour to respect the lives of other people, courteous to guests, women and non-combatants even though they be an enemy. Likewise, the Nagas always considers Indians as friendly neighbour and peacefully engages with them despite the atrocities of her government forces since the departure of imperial British authority. The Nagas were known to the world as a distinct ancient nation as is found mentioned in the accounts of Ptolemy during 150 AD and also proudly bears the testimony of decisive participation in the global events during the First and Second World War as a nation and people with no attachment what so ever with India in any manner. However, the arrogance of the British in rebuffing the sovereign hood of the Naga people and against the expressed wish and will of the Nagas handed us over to a nation whose military population is almost equivalent to the total Naga national populace thus precipitated a neo-colonial exploitation of the Nagas in the
hands of one of the world’s largest democracy. It remains a political mystery as to why the British despite the genuine assistance of the Nagas which enabled her to defeat the imperial Japanese invasion in south Asian theatre not only assassinated the sovereignty of the Nagas but continues to maintain ominous silence and indifferent to the abject plight of the exploited Nagas. The World War-2 cemetery of Kohima stands as eternal witness to the sacrifices of the Nagas for the British Empire. The devastation of our country and the sufferings of our people under the colonial British rule remains aggravated and the greatest injustice continues unabated under neo-colonial Indian forceful military occupation with no fault of ours. The Nagas besides the political injustice perpetrated still reels under “Opium Addiction” deviously introduced by the British in Eastern Nagaland. Many generations of Nagas have been destroyed more by British OPIUM than by the Indian Army bombs and guns. Thanks to the American Missionaries for sowing the seeds of Christianity in Naga country, Christianity and Church became a rallying platform to fight the menace of British Opium and it also enabled the Nagas to withstand the political devastation by comforting and consoling ourselves with the supreme creator as our refuge against the inhuman violent persecution by Indians for the last 70 years.
Apply wisdom and be cautious
(From previous issue) In the Naga society men and women are equal. There is practically no discrimination against women in Naga society. Unlike in the primitive age, the Naga women are now a days getting their share of wealth including unmoveable properties from their parents or relatives. In every field, the Naga women now fare better than their male counterparts, except in political elections. There are many women heads of states (presidents) and heads of Governments (prime ministers) and women chief ministers all over the world. Mrs. Rano shaiza, a Naga woman was once elected by the Nagas in a general election to the lone Member of Parliament (India). But why Naga women fear and hesitate to contest election. The problem lies there. The male trying to outwit the female counterparts in any contest
or competition is not a sin or discrimination. As such, in my opinion reservation of any percentage for women is not necessary. Nagaland state has a population of about 20 lakhs and has government employees (servants) more than 1 lakh which means a group of 20 people has one member as a government employee and compounded by thousands of bogus employees and bogus pensioners. And the govt turns deaf ears and blind eyes to these problems. The Naga public are only shouting for back door appointments leaving aside the bogus appointees and bogus pensioners which drain away the state coffers. In the light of this problem, I urge the Naga educated people and techies to broaden their outlook and dreams and think how to accommodate or employ thousands of highly educated and qualified Nagas
Barely looking at the Seventh Schedule, List II, Item 5, is sufficient enough for the State Legislature to legislate for the ULBs. The State Government therefore enacted the Nagaland Municipal Act, 2001, without any reference to Part IX-A. However, reliance to Part IX-A of the Constitution in its 1st Amendment Act, 2006, and notifications issued thereunder appears to have given rise to the present situation. In fact, Part IX-A - Municipalities has been incorporated in the Constitution by the Constitution (74th Amendment) Act, 1992, which has been enforced w.e.f. 24.04.1993. However, if at all these provisions are mandatory as claimed by the Chief Minister, how the State Government was sleeping over the mandatory provisions of the Constitution for the last more than 20 years. In other words, we may reiterate that Nagaland requires a municipal law befitting to the social and economic conditions of the people of Nagaland and the powers to enact such law is squarely within the parameters of the powers of the State Government. Imkong Jamir, Vice President, NBA and V. Hukavi Zhimomi, General Secretary, NBA
produced every year from Nagaland. Our Naga cultures, customs, traditions, practices and usages had been perpetuated centuries together and their usefulness had been tested with the changes of time. Therefore, Naga ways of life are in no way compatible to the Indian ways of life. In this context I should said that the 16-pt agreement of 1960 executed by the hurriedly formed’ Naga Peoples Conventions’(NPC) is a hijacked agreement yet P. J. Nehru through his magnanimity recognized the soveirgnty of the Nagas over their land and resources and the customary laws and practices. Furthermore, Nehru stayed put Nagaland under the External Affairs of india. But the Nagaland state government brought the state under the Home Ministry of India in 1972 and now trying to nullify
the article 371 (A) clandestinely. In the premises on the above scenario it is my firm conviction that Nagaland should be recognised as Soveirgn independent state by India. In the event of Nagaland being recognised Sovereign Nation, Nagas need no lengthy constitution, because greater portion of Nagas ways of life are covered by our customs and traditions. And it is suggested that the governing system of Nagaland should be something like in the style and functions of Switzerland and Newzealand. Watch out! In order to educate the thoroughly stifled Nagas, Nagas urgently need many brave, Truthful, Impartial, Intelligent and Inquisitive writers to salvage Naga society. (Concluded) A.Z.Jami, Senior Kilonser
The undeclared war on the Nagas in no way is an honourable military feat of conquest but an act of utter betrayal by a custodian against a defenceless nation. The unilateral nullification of Akbar-Hydari nine point agreements by India and enforcement of martial law to violently crush the Nagas genuine and legitimate right to sovereignty has not only failed but caused an irreparable blot on India’s international credentials as the largest democratic nation. The Nagas have never been a threat to India’s national security or any of her interests in any manner but to defend ourselves against the massive and indiscriminate military onslaught of Indian Armed Forces, the Nagas took to Arms. The government of India must therefore understand that India is the rogue and perpetrator of heinous political crimes against the tiny defenceless nation, the Nagas demands nothing from India or intends no harm against India. The Nagas though forcibly divided and marginalized are fully committed to retain her Independence and NSCN/GPRN shall mobilize every resource towards this end. The British government must also speak out the truth and make amends for the greatest political negligence causing the demise of an innocent sovereign nation by abdicating her to another occupational power. Lt. Gen. Niki Sumi, NSCN/GPRN
Reader’s Post An appeal for peace throughout Nagaland state Sir,
As our Nagas are known world-wide, it is a sincere appeal for peace throughout Nagaland state. Every intellectual Nagas should think for our forthcoming Naga generations. We Nagas have lost many life and property, but till date we are lacking far behind other states in India, as well as other civil society throughout the World. Our Nagas civil society should think for our children, who are preparing for HSLC, HSSLC and Nagaland University exam this month February 2017. A year is precious for forthcoming Naga generations. It’s an appeal that bloodshed has no solution, but through peaceful method, we should work, think and act for our Nagas. Naga civil society are very well aware about our Nagas issue so its appeal that our Naga civil society rethink of our past achievement and failure, as well as for our forthcoming Nagas generation. Hope my appeal for peace throughout Nagaland state would be acknowledged by our Nagas civil society throughout the country, as the wisdom of future Nagas generation is at stake. NEW DELHI, FEB 8 (AGENCIES): The act and allegation of infidelity by either of the spouse, irrespective of the gender, is on an equal footing and would also cause mental cruelty to the other partner with the same intensity, the Delhi high court has said. A bench of justices Pradeep Nandrajog and Yogesh Khanna observed that in matrimonial disputes it was difficult to find out where the truth lies due to the allegations and counter allegations made by the parties as there was a tendency to “blow up” the incidents. “An act of infidelity by either spouse, irrespective of the gender, is on an equal footing and would cause mental cruelty to the other spouse with the same intensity,” the high court said while allowing a petition by a man against a trial court’s verdict dismissing his plea seeking divorce from his wife on the ground of cruelty. RS passes Payment of Wages Bill, 2017
New Delhi, Feb 8 (IANS): The Payment of Wages (Amendment) Bill, 2017, which enables employers to pay wages through cheque or by crediting it to bank accounts, was passed by Parliament, with the Rajya Sabha too clearing it on Wednesday. The Bill was passed by the Upper House by voice vote, while the Lok Sabha cleared it on Tuesday. The Bill removes the requirement of obtaining written authorisation for payment of wages by cheque or
through a bank account from the labourer concerned. However, the existing provision of payment in current coins or currency notes will remain in place. The Payment of Wages (Amendment) Bill, 2017, was passed by the House after the reply of Bandaru Dattatreya, Minister of State for Labour and Employment. The Minister, replying to over twohour long debate on the bill, said that his government was “very sensitive” towards the issues related to workers.

Baitul, Feb 8 (IANS): In a remark likely to court controversy, RSS chief Mohan Bhagwat on Wednesday said every person born in India is a Hindu. “Everyone born in the country is a Hindu -- of these some are idolworshipers and some are not. Even Muslims are Hindus by nationality, they are Muslims by faith only,” he said at an event here. The Rashtriya Swayamsevak Sangh leader is on an eight-day visit to Madhya Pradesh. “Just as the English live in England, Americans in America and Germans in Germany, Hindus live in Hindustan,” he said.
C h e nna i , F EB 8 (AGENCIES): Hitting back at AIADMK general secretary V K Sasikala, DMK working president M.K. Stalin on Wednesday said his party had nothing to with the ruling dispensation’s “internal squabbles”, and accused Sasikala of making false allegations after failing to become chief minister through a “short cut”. Stalin also sought a CBI probe into Panneerselvam’s allegations that he was forced to resign to make way for Sasikala. Stalin asked Sasikala to respond to Panneerselvam’s allegations rather than pointing fingers at his party and accused her of trying to find a way out of the problems in her party. “Unable to become chief minister through a short cut, she has made a fake allegation against the DMK just to find a way out of the problems,” he said. “The DMK is not responsible for the political bickerings and internal squabbles of the AIADMK. Don’t point fingers at the DMK, if you can’t respond to Panneeselvam’s charges,” he said.

On Sasikala’s remarks that he and Panneerselvam were looking at each other and laughing together in the Assembly, Stalin described it as a part of his party’s “political decency”. He said he used to exchange pleasantries even with the former Chief Minister Jayalalithaa, and asked if that also amounted to similar allegations. “As Leader of Opposition, I attended her swearingin as Chief Minister last year and greeted her for which Jayalalithaa thanked me. Could Sasikala ask the same question to Jayalalithaa,” he said in a statement. Ms. Sasikala had alleged that the DMK was behind Panneerselvam’s revolt against her. “DMK is behind Panneerselvam...the reason is that in the recent

is a protected animal under the act. SDMC said many of the rehabilitated monkeys in Asola Bhati Mines Sanctuary have started creating trouble in nearby residential areas. It said the rehabilitated monkeys are migrating to adjoining residential areas, schools, hospitals and causing a menace. The agency has several times requested the Wildlife Department of Delhi government to provide training to the monkey catchers and staff of SDMC in regard to more humane/animal friendly methods of catching monkeys but the request has not been facilitated, said the application. The SDMC said it also requested the wildlife departments of Andhra Pradesh, Uttar Pradesh, Haryana, Uttarakhand and Rajasthan to provide monkey catchers but no response from these states have been received.

Tyagi, SDMC said it has not been able to find trained monkey catchers despite several advertisements in the newspapers. Even after the enhancement of the rate for trapping of monkeys from Rs 800 to Rs 1,200 per monkey the corporation got no response. “In spite of the efforts made by SDMC, no monkey catcher has turned up to undertake this work and at present no monkey catcher is available with the corporation for trapping of monkeys. This has resulted in a lot of difficulty in dealing with the problem of monkey menace in the area under its jurisdiction and in turn compliance of the court order.” Seeking modification to the March 14, 2007 high court order, the SDMC said the job of catching monkeys comes within the purview of provisions of Wildlife (Protection) Act as the monkey
The judge has held that the appellant had to remove the suspicion from the mind of his wife,” it said. “A gender bias approach to the issue is revealed, when the judge reasons that unchastity by a wife is to be viewed seriously because a higher level of fidelity is expected from a wife. An allegation of infidelity made against the husband cannot be treated as mental torture. The approach by the judge is totally perverse and contrary to law,” the bench said. In 2007, the husband had approached a trial court seeking divorce alleging that his wife had a violent temper and without any reason, she had tried to commit suicide in March 1993. The woman had denied the allegations and had claimed that she was forced to terminate her pregnancy in 1995. However, the high court observed that her testimony about the alleged termination of pregnancy was not convincing.

New Delhi, Feb 8 (IANS): The South Delhi Municipal Cor poration (SDMC) on Wednesday approached the Delhi High Court seeking to be relieved from the responsibility of catching monkeys which have been creating a menace in many localities. The civic agency, which had been directed by the high court in March 2007 to do the job of catching the monkeys and relocating them near Asola Bhatti Mines Sanctuary, has been fighting a losing battle. The civic agency pleaded that dealing with the monkey menace is the subject matter of the Wildlife Department of the Delhi government. A division bench of Chief Justice G. Rohini and Justice Sangeeta Dhingra Sehgal posted the application filed by SDMC for consideration on February 27. In an application, filed through advocate Rajan
setting aside the trial court’s 2012 verdict, said that since December 2005 the couple, who had married in December 1992, were living separately and no useful purpose would be served in maintaining the matrimonial bond. “Where a marriage is broken down irretrievably, the insistence by one to continue with the matrimonial bond itself would be evidence of the desire to inflict further cruelty on the other,” the bench noted in its judgement while granting divorce to the man. Dealing with the allegations levelled by the woman that her husband was in touch with many other women over phone even after their marriage, the bench said her deposition on this issue was “not convincing”. “The judge, family court, has held against the appellant (husband) on the ground that the appellant had to render an explanation as to why so many women were calling him.

“Police and public order are state subjects under the seventh Schedule to the Constitution of India. The existing laws are adequate for protection of citizens including journalists. such cases), shortly afterwards he contradicted himself when he said that Uttar Pradesh was probably not reporting all the cases. Responding to a supplementary question on the state of Uttar Pradesh -- where the cases of attack on journalists were highest (63) in 2014, but in 2015 there was only one case -- Ahir said that perhaps the state was not reporting all cases. “Going by the data provided to us, it does not seem that all cases are being registered in Uttar Pradesh,” Ahir added. Earlier, raising the issue, nominated member K.T.S. Tulsi cited a report by international NGO Reporters without Borders which stated that India is the third most dangerous country for journalists, ahead of even Afghanistan and Pakistan. Ahir said that the picture is not as grim as being portrayed by some members.

KOLKATA, FEB 8 (AGENCIES): After the Trinamool Congress, it is the BJP’s turn to face the heat in the Rs 17,000-crore Rose Valley group deposit-taking scam. Investigators have traced at least three cheques amounting to more than Rs 1 lakh issued in favour of the BJP in the Andaman and Nicobar Islands, during the years when the Rose Valley group had an active business in the area. The Kolkata Police appears to have stepped up its probe after the Central Bureau of Investigation last month arrested Sudip Bandyopadhyay, the leader of Trinamool Congress’ parliamentary party in Lok Sabha, for his alleged involvement in the Rose Valley group scam which is estimated to be six times bigger than the earlier Saradha group scam. BJP’s Bishnu Pada Ray, three-term Lok Sabha member from the Andaman and Nicobar Islands, told ET, “The Rose Valley group was doing business in Andaman and Nicobar and like other parties had given us donations. During the operational years, they had given some donation to the party fund. We had taken the amount through cheques.” Although Ray said he could not recollect the amount the BJP had taken through cheques from the Rose Valley group, he said that many such companies operated in the area and “looted” the people. “All such companies originated from Kolkata,” he said. The Rose Valley group, with interests ranging from hospitality and real estate to film and insurance sectors, has luxury properties including hotels and resorts in the islands and it collected huge sums of money under deposit-taking schemes from the area, people familiar with the matter said. The money trail in Rose Valley scam and some other deposit-taking businesses is also leading to a senior leader of the BJP’s women’s wing in the state, said one of the persons, who did not wish to be identified.

The apex court had earlier said that to ensure “better deal” for the project-affected families, it is willing to “twist” the arms of the executive and had asked the Narmada Bachao Andolan (NBA) and states — Madhya Pradesh, Gujarat and Maharashtra — to suggest names of experts who could be appointed in the committee which would deal with the issue of resettlement and rehabilitation of the oustees. The court had made it clear to the parties, including activist Medha Patekar-led NBA, that it would not allow stalling of the project. The issue of compensation will cover 193 villages in Madhya Pradesh, 33 in Maharashtra and 19 in Gujarat. The apex court is hearing the petitions pertaining to rehabilitation of oustees of the project.

Narmada issue: SC to set up panel of ex-judges NEW DELHI, FEB 8 (AGENCIES): The Supreme Court on Wednesday proposed to set up a committee of three of its former judges to look into the aspects of compensation and rehabilitation for the oustees of Sardar Sarovar Project (SSP) on river Narmada in three states of Madhya Pradesh, Maharashtra and Gujarat. A bench headed by Chief Justice J S Khehar said that the committee will have Justices (retd) V S Sirpurkar, K S Radhakrishnan and C Nagappan as its members and asked Attorney General Mukul Rohatgi to ask for their consent. The bench, also comprising justices N V Ramana and D Y Chandrachud, said the decision of the committee will not be disputed as the proposed names of these judges have been given and consented to by the parties. New Delhi, Feb 8 (IANS): Minister of State (MoS) for Home Affairs Hansraj Gangaram Ahir on Wednesday said journalists were not being attacked too often in India. Replying to a question in the Rajya Sabha about attack on journalists, Ahir said that going by the figures of attacks on journalists, it is “not a large number”. He said that in 2014 a total of 114 cases of attacks on journalists were registered and 32 persons arrested in this connection. In 2015, the total cases registered were 28, and the number of persons arrested was 41. “This is not a large number given that our country is so large with so much population. I don’t think journalists are being attacked too frequently,” Ahir said. He added that the police and public order were state subjects.

DIMAPUR, Feb 8 (NPN): Lone Lok Sabha MP from Nagaland, Neiphiu Rio, said in the Lok Sabha on Wednesday that the Naga people were still struggling to resolve the larger Naga political issue. He said Nagas were all praying and hoping that the present negotiations, which was going on for the last 20 years, would be consummated soon and peace restored. Participating in the budget discussion, Rio stressed on the current situation in the state and said Nagaland was now facing problem for about two weeks because the voice and the wishes of the Tribal Hohos were not respected and going against the spirit of Article 371(A) of the Indian Constitution, which gave them special protection. He expressed hope that good sense would prevail and that “even today’s dialogue is on the basis of 371A. “ MP also highlighted the development over the issue of international border fencing between India and Myanmar and expressed
Mumbai, Feb 8 (PTI): The Reserve Bank’s decision today to hold the policy rate weighed heavy on the market, but the Sensex quickly recovered in a volatile trade, closing lower by only 45 points at 28,290. Banking stocks took a heavy pounding. RBI left interest rate unchanged at 6.25 per cent, contrary to market expectations, and shifted the policy stance to ‘neutral’ from ‘accommodative’. Its projection of 7.4 per cent growth for 2017-18 is a sign that RBI expects economy to rebound sharply from the demonetisation impact, which came across as a positive that contained the losses. Governor Urjit Patel today lowered the GDP growth forecast to 6.9 per cent for 2016-17. Because of the shock factor, the 30-share index at one point plunged 186 points. But some fag-end buying in banking and other stocks helped the index recover, which settled at 28,289.92, still down 45.24 points, or 0.16 per cent.

it shifted its monetary policy stand from accommodative to neutral citing inflationary fears and global uncertainties. The Reserve Bank of India’s (RBI) Monetary Policy Committee (MPC), during its third bi-monthly monetary policy review -- the sixth and the final one for the fiscal 2016-17, kept the repurchase rate, or the short-term lending rate it charges on borrowings by commercial banks, unchanged at 6.25 per cent. The reverse repurchase rate automatically remained unchanged at 5.75 per cent. “On the basis of an assessment of the current and evolving macroeconomic situation at its meeting today, the MPC decided to keep the policy repo rate under the liquidity adjustment facility (LAF) unchanged at 6.25 per cent,” RBI said in its sixth bi-monthly monetary policy statement. “Consequently, the reverse repo rate under the LAF remains unchanged at 5.75 per cent, and the marginal standing facility Mumbai, Feb 8 (IANS): Wednesday kept its key (MSF) rate and the Bank India’s central bank on lending rates unchanged, as Rate at 6.75 per cent.”

The hoho has re-affirmed that it stood strongly against holding of the ULB elections until and unless thorough amendments were made in the Nagaland Municipal Act 2001 by safeguarding the powers conferred under Article 371 (A). WSH maintained that it was not against or in favour of any other issue except Naga common issue of ULB elections. Earlier, the meeting, which began with a prayer by WSH advisor Ghosuho Zhimo, observed one-minute silence in remembrance of the “two fallen heroes who were shot dead during the protest.”

To a question if fake new currency notes of Rs 500 and Rs 2,000 have come into circulation, Gandhi said the recent ones that have come to notice are photocopies of currency which can be easily identified by the common man. Trump’s travel ban faces tough scrutiny in court
SAN FRANCISCO, FEB 8 (PTI): President Donald Trump’s controversial immigration order today faced intense scrutiny as a court of appeals grilled the Trump Administration whether the travel ban unconstitutionally discriminates against Muslims and questioned the arguments that curbs were motivated by national security concerns. Asserting that President Trump was within his constitutional rights and obligations to sign the executive order that temporarily bans immigration from seven Muslim-majority countries, the Justice Department urged court of appeals to reinstate the travel ban -- put on hold by the courts last week. During the hour-long hearing, conducted by phone, before a three-judge panel of the Ninth US Circuit Court of Appeals here, the Justice Department lawyer August Flentje said in signing the executive order Trump struck the balance between national security and the practice of allowing people from entering the country. “The President struck that balance, and the district court’s order has upset that balance. This is a traditional national security
Colombia opens talks with ELN rebels SANGOLQUI (ECUADOR), FEB 8 (AGENCIES): Colombia opened peace talks with its last active rebel group, the National Liberation Army (ELN), seeking to end a 53year conflict that has killed more than 260,000 people. The negotiations mark a new milestone in the Colombian peace process, after President Juan Manuel Santos’s government sealed a historic accord with the country’s largest rebel group, the Revolutionary Armed Forces of Colombia (FARC), in November. The government and the ELN are now seeking to bring “complete peace” to Colombia, said the representative for host country Ecuador, Juan Meriguet, as he declared the talks open in a small ceremony at a Jesuit retreat outside the capital Quito. “We have before us the opportunity to finally turn the page on this war,” said the government’s chief negotiator, Juan Camilo Restrepo. But experts warn the ELN will be a tougher negotiating partner than the FARC. There was friction between the two sides even as they celebrated the formal opening of talks. Restrepo warned the rebels that if they fail to give up kidnapping, “it will be very difficult to advance.” The ELN’s chief negotiator, Pablo Beltran, for his part called on the government to “take responsibility” for its actions during the conflict -- saying the rebels were prepared to do the same.

The lawyer urged the San Francisco court to remove the halt on the executive order by a court in Seattle. “The district court’s decision overrides the President’s national security judgment about the level of risk and we’ve been talking about the level of risk that’s acceptable,” he said. Flentje’s assertion led to a series of rapid fire exchanges with all three judges pressing him to explain the limits of his position. “Has the government pointed to any evidence connecting these countries with terrorism,” asked
Judge Michelle Friedland. The Court of Appeals is expected to give its verdict soon. The case is likely to hit the Supreme Court in coming days. The three-judge panel asked the government lawyer whether the Trump administration’s national security argument was backed by evidence that people from the seven countries posed a danger. “Has the government pointed to any evidence connecting these countries with terrorism,” asked Judge Friedland. “Are you arguing then that the President’s decision in that regard is unreviewable (by a court)?” he asked another time. Another judge Willian Canby asked if the President could simply say the US will not admit Muslims into the countries.
MOGADISHU, FEB 8 (AGENCIES): Somali lawmakers were choosing a president under tight security Wednesday, with roads closed and residents urged to remain indoors over fears of a strike on the capital by Shabaab militants. Mortar fire hit several neighbourhoods of Mogadishu and fighting broke out between the extremists and African Union peacekeepers (AMISOM) just outside the capital on Tuesday evening, according to police and witnesses. Such shelling is not unusual in Mogadishu and is a common tactic by AlQaeda-linked Shabaab militants seeking to make their presence known. No casualties were reported. However, fears of fur-
ther violence were palpable, with Mogadishu on lockdown as MPs headed to the site of the election at the airport, situated within a secure compound which is home to diplomats, aid workers and soldiers. Hundreds of lawmakers, observers and journalists mixed together in a snaking line for manual security checks to gain access to the hangar where the vote will take place later Wednesday. Somalia’s election has been billed as its most democratic in nearly five decades, even though only 14,000 delegates were able to vote for MPs in a drawn out process marred by delays and accusations of vote-buying and corruption. The government is only the second to be

Brexit trigger bill set for final vote in Parl LONDON, FEB 8 (PTI): The UK Parliament is set to discuss and vote on a crucial bill which will give Prime Minister Theresa May the authority to officially trigger Brexit and start negotiations for leaving the 28-member European Union. The European Union (Notification of Withdrawal) Bill will have its final debate and vote later tonight to allow the Prime Minister to invoke Article 50 of the Lisbon Treaty to begin a two-year period of negotiations for the UK’s new deal as a non-member of the European Union (EU) by 2019. The Commons will debate the last set of amendments to the bill, including on key principles for the negotiation process, before the bill goes to its third and final reading for the vote. So far, the bill has passed two days of debate in the Lower House of the UK Parliament without being altered. The Opposition Labour leader Jeremy Corbyn has instructed his MPs to vote in favour of the bill whether any amendments are made or not. However, he is set for another round of party rebellion after over 40 MPs had defied the whip at the last vote earlier this month. May herself faces a rebellion of up to a dozen of her Conservative MPs, who are expected to defy the party’s whip and vote for the rights of EU citizens living in the

chosen inside Somalia since the 1991 overthrow of Siad Barre’s military regime led to decades of anarchy, however it will still have only limited control of the country. Despite being ousted from Mogadishu by AMISOM troops in 2011, the Shabaab still launches regular, deadly attacks and holds swathes of countryside. It has also launched devastating strikes on neighbouring Kenya. Two weeks ago, a twin car bomb attack on a popular Mogadishu hotel left 28 dead while scores of Kenyan soldiers are believed to have died in an attack on a military base in southern Somalia. Four years after lawmakers were handpicked by 135 clan elders, and then voted for a president, Somalia had been promised a one-person, one-vote election in 2016. However, political infighting and insecurity saw the plan ditched for a limited vote running six months behind schedule. Repeated delays meant the new lawmakers were only sworn in in December.
UK to be guaranteed before Brexit negotiations begin. She managed to minimise the Tory rebellion yesterday by promising a Commons vote on the Brexit agreement before it is finalised. Keir Starmer, the shadow Brexit secretary, welcomed this as an important concession but others have dismissed it as a “take it or leave it” offer. The government is expected to win the final voting round, later today. Once the bill passes the Commons, it will be debated in the House of Lords after it returns from recess on February 20, where it is expected to be given the final nod. The bill was tabled last month after the Supreme Court ruled that MPs and peers must have a say before Article 50 of the Lisbon Treaty could be triggered. It rejected the UK government’s argument that May had sufficient executive powers to trigger Brexit without consulting the Parliament. David Davis, UK minister for exiting the European Union, had opened the debate in the House of Commons with a clear message to MPs that they must implement a decision made by the people in the June 2016 referendum – with 51.9 per cent wanting to leave the EU and 48.1 per cent wanting to remain within the 28-nation economic bloc.
6 Red Cross staff killed in Afghanistan KABUL, FEB 8 (AGENCIES): Gunmen killed six employees of the International Committee of the Red Cross in northern Afghanistan on Wednesday, a spokesman for the aid group said. Ahmad Ramin Ayaz, the group’s Kabul-based spokesman, said the attack took place in the northern Jowzjan province, without providing further details. Rahmatullah Turkistani, the chief of the provincial police, confirmed the attack, saying it took place 35 kilometers (22 miles) west of the provincial capital, Shibirghan. No one immediately claimed the attack, but Turkistani said militants loyal to the Islamic State group have a presence in the area. The Taliban denied involvement. Elsewhere in Afghanistan, a suicide bomber detonated his payload after being stopped outside a district HQ in eastern Paktia province, killing two civilians and wounding a policeman.

Romanian Prime Minister Sorin Grandeanu announced that the government will cancel the controversial decree reducing some penalties for corruption that was recently passed.
BU C H A R E S T, F E B 8 (AGENCIES): Romania’s embattled premier Sorin Grindeanu sought Wednesday to quell nationwide unrest over his government’s attempt to weaken corruption laws with a speech to MPs ahead of a no-confidence vote. “We have a duty to the people who gave us their trust during the election and to continue to govern,” the 43-year-old told lawmakers in Bucharest. “I ask you to trust this government... and reject this motion”. The vote, tabled by the centre-right opposition, is expected to fail as Grindeanu’s left-wing Social Democrat party (PSD) holds a solid majority. “ Ro m a n i a n s d o n’t want corrupt politicians to be pardoned and shielded from justice. We call on you to stop acting against the law,” read the motion filed by 123 opposition MPs.
On Tuesday, the prime minister remained defiant in the face of Romania’s largest protests since the fall of communism in 1989, insisting he would not resign. For more than a week, hundreds of thousands of people have been taking part in demonstrations against an emergency decree approved on January 31, which critics say would have protected the corrupt from prosecution. Although the decree was scrapped late Sunday, the marches have continued, with some protesters vowing not to stop until the government steps down. While the crowds have noticeably shrunk from the half a million people thronging cities and towns on Sunday, they are expected to grow again over the weekend. “Every action the government took in the last week proves that they are not honest at all. So we can-
not trust them,” protester Danchiric, who works in advertising, told AFP at Bucharest’s Victory Square where 3,000 people had rallied on Tuesday night. Meanwhile, around 2,000 pro-government supporters had gathered outside the presidential palace, calling President Klaus Iohannis a “traitor” for championing the mass protests. Earlier on Tuesday, the opposition-backed Iohannis had hinted that the government should quit. “The repeal of the decree and the possible sacking of a minister is too little. Early elections are too much,” Iohannis told parliament. Instead, he said, the onus was now on the Social Democrats to find a solution. “If the PSD, which has created this crisis, fails to resolve the crisis immediately, I will summon all the political parties for talks,” the president warned. “You’ve won, now govern and legislate -- but not at any price.” Iohannis has hiked the pressure on PSD head Liviu Dragnea, considered to be the real power bearer in the Romanian gover nment. Dragnea was barred from running for office because of a voter fraud conviction and is currently on trial for alleged abuse of power. He denies any wrongdoing. “I fully back the prime minister, and so do all Social Democrat MPs and local councillors,” Dragnea said on Wednesday.

he new ‘Wonder Woman’ inter national trailer War ner Bros. has released a new international teaser for Wonder Woman. The atmospheric minute-long teaser focuses mainly on Gal Gadot’s title character and her rumoured love interest, Steve Trevor, who is played by Chris Pine. Gadot’s debut as the iconic comic book char-
acter in last year’s Batman v Superman: Dawn Of Justice was widely praised. Many fans suggested she should have been given more screen time. The actress has previously teased that her standalone Wonder Woman movie will be “pretty dark”. Alongside Chris Pine as Steve Trevor, the film’s cast also includes Robin Wright, Connie Nielsen, Danny Huston, Ewan Bremner and former
The Office actress Lucy Davis. The Wonder Woman movie has been in the works for close to two decades, with several stops and starts over the years. At one point, Joss Whedon was attached to direct. Monster‘s Patty Jenkins is now directing after Breaking Bad director Michelle MacLaren dropped out in April 2015. The film is set for release on June 23 of this year. Wonder Woman, a warrior princess of the Amazons, made her DC Comics debut in 1941 and was famously played by Lynda Carter, a former Miss World USA, in a popular US TV series that ran from 1975 to 1979. An unseen pilot for a TV reboot was shot in 2011 but NBC decided not to order a full series. Gal Gadot will also play Wonder Woman in this year’s Justice League movie, which hits cinemas on November 17. Director Zack Snyder recently shared a picture of Gadot working behind-the-scenes on the superhero ensemble movie.

ack Nicholson is reportedly eying up the title role in a Hollywood remake of hit German comedy film Toni Erdmann. Released in UK cinemas last Friday (February 3), Toni Erdmann is a surreal comedy about a father who poses as a ‘life coach’ to a leading European businessman so he can spend more time with his overworked daughter. Directed by Maren Ade, it’s been widely acclaimed and nominated for Best Foreign Language Film at this year’s Academy Awards. According to The Hollywood Reporter, Will Ferrell and his regular producing partner Adam McKay are now planning a US remake with Nichol-
son as the father character and Kristen Wiig as his daughter. Original director Maren Ade will serve as an executive producer on the remake. With 12 nominations between 1970 and 2003, Jack Nicholson is the mostnominated male actor in Academy Awards history. Only Meryl Streep, with 20 nominations has more, though Katharine Helpburn also racked up 12 nominations during her career. Nicholson’s last film appearances came in the 2010 movies I’m Still Here and How Do You Know. In a 2013 interview with Vanity Fair, Nicholson dismissed rumours that he had retired from acting due to memory loss, saying he is simply less compelled to “be out there any more”.

ributes are being paid to actor Richard Hatch, who has died from pancreatic cancer at the age of 71. He was the only actor to appear in both the original series of Battlestar Galactica and its more recent reboot. Hatch played Captain Apollo in the original sci-fi series and a different character - Tom Zarek - in the reboot from 2004 to 2009. Star Trek actor George Takei wrote on Twitter: “Rest with the galactic stars, Richard Hatch.” Ronald D Moore, who created the rebooted version of Battlestar Galactica, described Hatch as “a good man, a gracious man, and a consummate professional”. “His passing is a heavy blow to the entire BSG family,” Moore added. Hatch’s son Paul confirmed his father’s death in a message posted on the actor’s website: “He died peacefully with his family and friends at his side after a battle with pancreatic cancer.” Dave Prowse, who played Darth Vader in the original Star Wars trilogy, tweeted: “Very sad to hear about Richard Hatch #RIP #Apollo.” K

India trounce Thailand in Women’s WC qualifiers
Bayern, Monchengladbach into German Cup quarters Berlin, Feb 8 (IANS): Douglas Costa’s goal helped Bayern Munich edge Wolfsburg 1-0 while Bor ussia Monchengladbach cruised past second-division football side Greuther Fuerth 2-0 in the last 16 of the German Cup. The Bavarians took the reins from the kickoff and created the first chance of the game with nine minutes played as Arjen Robben tested Wolfsburg goalkeeper Koen Casteels with a volley on Tuesday, reports Xinhua news agency. Carlo Ancelotti’s men pressed the Wolves into the defence, with Bayern’s efforts paying off in the 17th minute when Douglas Costa unleashed a deflected shot on target to beat Casteels into the bottom left corner. The hosts almost doubled the lead before the break but Mats Hummels headed just wide of the target from a promising position in the 36th minute. After the restart, Bayern remained in control of the proceedings but neither

forged a 32-run partnership before Singh was caught by Sirintra Saengsakaorat off Sornnarin Tippoch in the 10th over. Veda Krishnamurthy (17) along with Kamini then completed the proceedings for their team in just four more overs. Earlier, opting to bat on a good batting track, Thailand failed to score runs against the mighty Indian bowling line-up. India
Favourites India ready for Bangladesh Test T H U R S DAY, F E B 8 (PTI): Spoilt for choice with a pool of top quality performers in their ranks, for midable India are overwhelming favourites against minnows Bangladesh in a proverbial ‘David vs Goliath’ one-off cricket Test that starts in Hyderabad on Thursday. On paper, it is the ‘Battle of Unequals’ with the world number one taking on the ninth ranked side, but in this game of glorious uncertainties, rankings often go for a toss. For Bangladesh, it is a historic moment as they are playing a Test match on Indian soil for the first time but for the hosts, it will be more about maintaining the momentum they have acquired by winning seven out of the eight matches against comparatively better sides like New Zealand and England. The last time India played Bangladesh in a one-off Test at Fatullah, it was the rain God that came to the rescue of the ‘Tigers’ as their fans affectionately call them. Worse they don’t have a bowler of Mustafizur Rahaman’s calibre in the team, someone who knew this ground well enough. All these statistical nuggets make India runaway favourites, and they would be aiming to close the deal within four days in what could turn out to be a pretty onesided affair, considering
the composition of the teams. The Indian team does have its share of ‘happy problems’ as they have a number of players who can walk into the playing XI, but skipper Virat Kohli and coach Anil Kumble will have to tread the tricky path. Bangladesh’s strength will be their spinners Shakib Al Hasan and young Miraz, who made an impression against England on home soil. But Miraz’s real test will be against the likes of Vijay, Pujara and Kohli — three brilliant players of spin bowling, especially Vijay, who can take on the spinners anytime, anywhere. Teams India: Virat Kohli (captain), KL Rahul, Murali Vijay, Cheteshwar Pujara, K a r u n N a i r, A j i n k ya Rahane, Wriddhiman Saha (wk), Ravichandran Ashwin, Ravindra Jadeja, Ishant Sharma, Umesh Yadav, Jayant Yadav, Bhuvneshwar Kumar, Hardik Pandya, Abhinav Mukund, Kuldeep Yadav. Bangladesh: Mushfiqur Rahim (captain/ wk), Tamim Iqbal, Soumya Sarkar, Mahmudullah Riyadh, Mominul Haque, Sabbir Rahaman, Shakib al Hasan, Liton Das, Taskin Ahmed, Mehedi Hasan Miraz, Mosaddek Hosain, Kamr ul Islam Rabbi, Subhasish Roy, Taijul Islam, Shafiul Islam. Match starts at 9:30 IST.
stood up to their reputation as they bundled Thailand out for 55 runs in 30 overs. Nattaya Boochatham (10) and Chanida Sutthiruang (12) were the only batswomen to cross the single digit score. For India, Mansi Joshi scalped three wickets for four runs while Deepti Sharma, Poonam Yadav and Rajeshwari Gayakwad took two wickets each.
Costa nor David Alaba was able to overcome Wolfsburg keeper Casteels for the two-goal lead. As the match progressed, Wolfsburg nearly shocked the hosts but goalkeeper Manuel Neuer denied Yunus Malli’s shot following a one-on-one in the 83rd minute. Bayern retracted, but the Wolves were lacking in accuracy in the closing period as Daniel Didavi pulled wide, allowing the titleholders to protect their narrow lead to the end. Monchengladbach follow the German giants into the quarter-finals as the Foals secured a 2-0 victory over 10-men Greuther Fuerth. Dieter Hecking’s men ensured a bright start on the road as Oscar Wendt slotted home the opener from a sharp angle in the 12th minute. Second-division team Greuther Fuerth suffered a nightmare start as Adam Pinter received his marching orders after a rude foul play on Christoph Kramer just 18 minutes into the game.

FA chief vows to improve governance of EPL
Clarke insists he is willing to put forward plans to overhaul FA governance.
LO N D O N, F E B 8 (AGENCIES): Football Association chair man Greg Clarke has pledged to improve governance of the English game’s ruling body ahead of a parliamentary committee debate into potential legislation to reform the organisation. The Culture, Media and Sport (CMS) committee debate will take place at the House of Commons on February 9, with a motion of “no confidence” in the FA’s ability to reform itself. It comes four months after sports minister Tracey Crouch gave the FA six months to overhaul its board and council or risk losing funding. The FA, the world’s oldest football federation, risks losing around £30 million ($37.5 million, 34.8 million euros) from funding body Sport England. But Clarke insists he is willing to put forward plans to overhaul FA governance

Suarez sent-off as Barca oust Atletico to reach final
Barcelona’s Messi dribbles past Atheltico Madrid defenders during the match.
BARCELONA, FEB 8 (AGENCIES): Luis Suarez booked Barcelona’s place in a fourth consecutive Copa del Rey final but was sent off as a bad-tempered 1-1 draw with Atletico Madrid on Tuesday secured a 3-2 aggregate win. Suarez’s second goal of the tie looked to have put the semi-final beyond the visitors just before halftime. However, the Ur uguayan was one of three players sent-off in a pulsating second-half and will miss May’s final against Alaves or Celta Vigo.

Kevin Gameiro set up a grandstand finish seven minutes from time moments after blazing a penalty over the bar. But Barca saw out five minutes of stoppage time with nine men after Suarez’s first red card for the club. “It makes me laugh because it was like he (the referee) wanted to do it,” an angry Suarez told Gol Television. “We need to see if we can appeal the second yellow because it isn’t even a foul, but we already know how these things go.” Atletico needed a first
win at the Camp Nou since 2006 to have any chance of overturning a 2-1 first leg deficit inflicted by stunning goals from Suarez and Lionel Messi. Yet, a fine performance in which they pushed Barcelona all the way gave Atletico boss Diego Simeone hope they can recapture during the rest of the campaign the form that took them to the Champions League final last season. “We are out of the competition but have our heads held high and the strength that we have three fantastic months (ahead),”
said Simeone. “Hopefully we can maintain what we showed against them in the second-half the other day and during the 90 minutes today.” Atletico nearly secured the perfect start with a lightning counterattack from a Barca corner that ended with Yannick Carrasco stinging the palms of Jasper Cillessen. However, the visitor’s intense early pressing eased as the half wore on and Barca went in front just before half-time thanks to more magic from Messi and Suarez. Messi sucked in the Atletico defence and when his effort from the edge of the area was parried by Miguel Angel Moya, Suarez gobbled up the rebound for his 23rd goal of the season. Atletico were dealt an injury blow at the start of the second period as Diego Godin had to be replaced by Lucas Hernandez just five days after the French defender was arrested on suspicion of domestic violence. However, Simeone’s men were given a glimmer of hope just before the hour mark when Sergi Roberto dived in on Filipe Luis and was deservedly shown a second yellow card.

Heavyweights Deontay Wilder, Alexander Povetkin square off in doping case N E W YO R K , F E B 8 (AGENCIES): Two h e av y w e i g h t b o x e r s squared off without throwing a punch, as an American champion accused a Russian fighter of using a performance enhancing substance implicated in his country’s larger doping scandal and the ban on tennis star Maria Sharapova. WBC champion D e o n t ay Wi l d e r a n d his one-time challenger Alexander Povetkin were both in federal court in Manhattan for opening statements at a civil trial stemming from a breach of contract lawsuit Wilder filed after Povetkin’s failed drug test forced the cancellation of their 2016 bout. If jurors side with Wilder on that point, he can move forward with a claim for $5 million in damages for losing a big payday for the fight in

Moscow. After the World AntiDoping Agency barred meldonium at the start of 2016, Povetkin tested negative for it three times. But a surprise test before the Wilder bout came back positive. Wilder’s lawyers say that’s proof that Povetkin thought the negative tests gave him enough cover to get away with cheating. “ T h a t ’s t h e o n ly explanation that would make sense in this case,” said plaintiff attorney Judd Berstein. The defense said Povetkin had used the substance, but only before the ban. Experts will testify how traces of it can linger for months at low levels that can be missed by some tests and caught by others, said Povetkin’s attorney, Kent Yakowitz.
“It turns out meldonium stays in the body a very long time,” he said. Several Russian athletes who have tested positive have used the same defense. Russian president Vladimir Putin also has weighed in by criticizing the doping agency for not doing more research before imposing the ban, questioning whether the substance actually boosts performance.Evidence of widespread doping heavily depleted Russia’s team for last year’s Olympics in Rio de Janeiro and has prompted anti-doping agencies to call for the banning of Russian teams from international sports competitions. Sharapova is nearing the end of a 15-month ban for testing positive for meldonium.

Sri Lanka fall short despite spirited chase of 368
Faf Du Plessis play a shot during the fourth one day against Sri Lanka.
CAPE TOWN, FEB 8 (AGENCIES): South Africa’s Faf du Plessis smashed a career-best 185 off 141 balls as the hosts beat Sri Lanka by 40 runs after surviving a fierce onslaught in a highscoring fourth one-day international to take a 4-0 series lead. After opting to bat,
South Africa posted 367/5 in their 50 overs at Newlands but were then put under pressure by the tourists who made a magnificent start, only to wilt at the death to finish on 327 all out with nine balls remaining. Sri Lanka captain Upal Tharanga led their charge with a brilliant
119 from 90 balls but the home side clawed their way back as they built up the pressure and wickets began to fall. South Africa head into the final fixture of the five-game series in Pretoria on Friday looking for a clean sweep to extend their 13-match winning run at home. The hosts’ innings was anchored by the magnificent century from Du Plessis, the highest ODI score at Newlands and three runs shy of South Africa’s 50-over record of 188 scored by Gary Kirsten against the United Arab Emirates in the 1996 World Cup. Du Plessis was well supported by Quinton de Kock (55 from 46 balls) and AB de Villiers (64 from 62) before a tired swipe to long-on off seamer Lahiru Madushanka saw him lose his wicket. Du Plessis’ stand of 137 for the third wicket with De Villiers from one ball shy of 20 overs laid the platform for what became South
Africa’s record ODI total at Newlands. Sri Lanka made a thrilling start to their reply, crashing 100 without loss off the first 10 overs of their innings. Tharanga and the classy Niroshan Dickwella (58 from 47 balls) added 139 in 16 overs before the latter was dismissed. Tharanga carried on his merry way, crashing 11 fours and seven sixes, and when he was the third man out with the score on 216 in the 30th over, Sri Lanka were still in the driving seat. But as South Africa began to find dot balls, Sri Lanka slipped from 307 for four to lose their final six wickets for the addition of only 20 runs. Brief score South Africa: 367/5 Faf du Plessis- 185, AB de Villers-64, Quinton de Kock-55 Sri Lanka: 327/10 (48.1 overs) Upul Tharanga-119, Dickwella-58,Sandun-58.
