The Opposition NPF came down heavily on the ruling PDA government on the Governor’s address delivered on January 17, wherein he had stated that the Naga political talks had been “successfully concluded” and that it was “close to solution”. He said the negotiations spanning 23 years was long enough for the government of India to obtain an agreeable settlement and that it would be “grievously wrong” on the part of the latter to blame either Nagas or the neighbouring states if settlement was prolonged or should anything go wrong.

Sharingain Longkumer of the ruling NDPP was elected on Friday as Speaker of the 13th Nagaland Legislative Assembly The first-time legislator from Aonglenden constituency defeated former speaker Dr. Imtiwapang Aier by a margin of seven votes (32-25). 19 NDPP legislators (excluding Speaker), 12 BJP and 1 Independent voted in favour of Longkumer, while 25 NPF MLAs voted for Dr. Imtiwapang. The election was necessitated following the demise of Speaker Vikho-o Yhoshu of the NDPP on December 30. Two seats of the House are currently vacant-- one NDPP and one NPF. KOKRAJHAR, FEB 7 (PTI): Pitching for peace from the once hotbed of an armed movement for Bodoland, Prime Minister Narendra Modi on Friday urged banned outfits in the North East, Kashmiri militants and Naxalites to lay down their arms, join the national mainstream and “celebrate life”. Addressing a massive public rally here to celebrate the January 27 tripartite accord amid a spectacle resplendent with Assam’s cultural opulence, he also attacked the previous nonBJP governments for “procrastinating” resolution of vexed issues that alienated people and made them lose faith in democracy and the Constitution.
“The Bodo accord has heralded a new dawn of peace and development in Assam. With people’s support, it has paved the way for permanent peace. Those still with bombs, guns and bullets in Kashmir, other parts of North East, and Naxalites...come back... join the mainstream and celebrate life,” he said. “Now development is our first and last priority. Trust me, I am yours. When you have decided to shun the path of bombs and guns, I will do everything to ensure that not even a thorn pricks you,” he said. In an apparent effort to allay fears of non-Bodos, Modi said the Centre will work expeditiously to implement Clause 6 of the Assam
Accord once the high-powered committee submits its report. Targeting the previous non-BJP governments, Modi said: “Nobody wanted to touch North-East with a bargepole. They thought there’s trouble, there’s violence. Quell it with force. This alienated people who lost their faith in democracy and the Constitution,” he said, adding for his government North East was a priority area. Modi said that the combined central allocation to the eight states of the region went up to a staggering Rs 3 lakh crore under the 14th Finance Commission, after his government was formed, from Rs 90,000 crore under the 13th Finance Commission.
BJP, Cong MPs nearly come to blows in LS Fuel adulteration continuing with impunity: ACAUT New Delhi, Feb 7 (PTI): A few members of the BJP and the Congress almost came to blows in the Lok Sabha on Friday when Union Health Minister Harsh Vardhan roundly condemned Rahul Gandhi’s ‘danda’ remark at Prime Minister Modi and called it “outlandish”, sparking demands for apology from each side to the other. The ruckus broke out during the fag end of the Question Hour after Vardhan said he would like to make a statement on Gandhi’s recent comment on the prime minister before giving an answer to a starred question by the Congress leader related to establishment of medical colleges. During a poll campaign rally in Delhi on Wednesday, Gandhi warned Modi that in the next six months, the youth will hit him with sticks if he doesn’t address the issue of unemployment in the country.
“Sir, please excuse me. Before I begin answering this question of dear Shri Rahul Gandhi ji. I want to condemn in no uncertain words the outlandish language that he has used against the prime minister of the country,” he said reading out from a prepared note, even as Speaker Om Birla asked the minister to stick to his answer. When the House resumed, Parliamentary Affairs Minister Pralhad Joshi condemned Tagore’s attempt to attack Vardhan. As Congress members too were on their feet, A Raja, who was in the Chair, adjourned the proceedings for the day.
DIMAPUR, FEB 8 (NPN): ACAUT Nagaland Friday claimed that Dhinanath Shah, one of the main accused arrested in connection with fuel adulteration case on October 1, 2017 following the exposure of fuel pilferage in Dimapur, has shifted his adulterating unit to Lahorijan and continuing illegal operations with impunity “due to the kickbacks received by the beneficiaries.” In a press release, ACAUT Nagaland chairman Tia Longchar and cochairman Simon Kelio said that the recent accidental exposure of fuel adulteration following burning of oil tankers at Khatkati Lahorijan, was “indeed” a proof that fuel adulteration still continued in full swing “showing no sign of stopping” despite the matter was sub judice. ACAUT pointed out that in 2017 the co-coordination committee on fuel
adulteration (CCOFA) comprising of several civil society organizations (CSOs), dissatisfied with government constituted SIT’s “shoddy reports and findings” on fuel adulteration, filed a PIL to bring in CBI to further investigate the matter. In the CCOFA’s PIL, ACAUT said it was stated that SIT report was “a mere façade” to shield the corrupt officials, politicians and the kingpins of fuel adulteration. ACAUT said the matter was now in the High Court. ACAUT said it had also filed FIR with West police station and the matter was under the Court of the Chief Judicial Magistrate Dimapur. ACAUT recalled that in 2016 it had busted fuel adulterations units in and around Dimapur during which numerous tankers, containers with thousands of liters of kerosene, various chemicals and equip-

However, Swu said NPF legislature party leader T.R. Zeliang as then chief minister in 2017 urged the Interlocutor and now governor of Nagaland R.N. Ravi to include the seven NNPGs to join the talks if the negotiations were to have any meaningful conclusion. He said though Ravi has initially opined that NSCN (I-M) would never agree, it changed its stance after T.R. Zeliang successfully negotiated with the group after which the Interlocutor officially included the seven NNPGs for negotiations. Replying to a starred question by opposition member Chumben Murry on the status of the augmentation of water supply to Wokha town from Engorotchu and the capacity of the project, the PHE minister Jacob Zhimomi stated that the main components of the project have been completed and commissioned on October 12, 2018 by the minister PHED. The capacity of the project is 3.75 million litre per day. He pointed out that the department encountered some technical and other unforeseen problems. The minister, however, said that
the department was in the process of rectifying the problems by repairing the affected items while efforts were underway to complete the remaining works. Replying to an unstarred question by MLA Chumben Murry, minister of agriculture, G Kaito Aye, stated that the amount of fund received under International Fund For Agricultural Development (IFAD) is Rs. 1 crore for 92 village. ANPDU clarifies to report
All Nagaland Petroleum Dealers Union (ANPDU) has strongly condemned the February 4, incident that took place at Khatkhati where several oil tankers were burnt creating panic among the residents of Khatkhati. In a press release, ANPDU president Akokla P Lucy and vice president Akho Neikha have, however, clarified that fuel station owners in Nagaland were not at all involved in any kind of illegal syndicate or fuel adulteration activities as reported in the media. The union has warned all those kingpins of Nagaland involved and indulging in fuel adulteration for “tarnishing the image of all the fuel station owners of Nagaland.” Meanwhile, the union has urged the state government and its responsible authorities to launch a crackdown on such illicit activities and take stern action at the earliest. ANPDU also urged the government authorities to inform their counterparts not to allow such activities in their states especially in the border area of Assam and Nagaland.

DIMAPUR, FEB 7 (NPN): Over 160 concerned citizens from across the country representing mass based organisations and peace, human rights groups etc. have condemned “the silent but targeted attack by Government of India and its agencies on the Naga civil society leaders and the leaders of the NSCN.” A joint statement, signed by around 167 citizens, condemned Centre for “illegally and unlawfully” de-boarding secretary general of Naga Peoples’ Movement for Human Rights (NPMHR), Neingulo Krome from a KolkataBangkok bound flight on February 5, by immigration authorities at Kolkata. According to them, Krome was told that he was not allowed to travel abroad (Cont’d on p-2) as per the orders of the ‘Gov-
ernment’. However, no additional clarification was offered nor any list shown with Krome’s name, they said. “We are certain that by not allowing the leader of one of India’s oldest human rights organisations to travel abroad, GoI has made yet another statement about their intolerance and arrogance,” they added. However, the signatories said they were more concerned that it was also in many ways an open attack on the Naga people’s rights, amidst a 23 year old peace process and ceasefire. Condemning the act of the Government, the individuals demanded that Krome be allowed to travel and also demanded that the Government respect the spirit and letter of the peace process and desist from the witch-hunt against Nagas and their leaders. He stated that the rights of accused should be protected by informing the accused ground of arrest and right to bail, right to have a lawyer of his choice right to inform about his arrest, right of medical examination and that the accused should be produced before the nearest police station within 24 hours. Further, he added that at the stage of remand, accused should be represented by a lawyer and if he has no means to engage a lawyer, then one should be provided to him from legal aid to assist in avoiding unnecessary arrest to decrease the vulnerability of the arrestees as well. Phek DLSA: Phek DLSA in collaboration with district police, Phek conducted consultative meet/ awareness in a matter of disclosure of victim of sexual assault/pre-arrest, arrest and remand, investigation and trials at DRDA conference hall, Phek. During the meeting, Mezivolu T Therieh, NJS, district and session judge and chairperson DLSA, Phek spoke on right to free legal aid in pre-arrest, arrest and remand and criminal investigation and trials. Tuensang DLSA: Tuensang DLSA held the consultative meeting with Tuensang DEF at Tuensang town on February 4. To this, Zeliang stressed that the department should get approval from the Centre and not verbal assurance because if New Delhi stopped funding, then the mega project would be left incomplete. The NPF Legislature Party leader further insisted that work should follow the guidelines as per the original DPR without diverting the fund by following the norm laid down by MoHUA. He recalled that the State government had work hard in 2015-16 and only on its third attempt, the Central ministry approved Kohima smart city project, as there were lots of criteria to be qualified. Jamir assured to take necessary measures when LoO demanded an assurance to the House that it would be approved by the MoHUA. Meanwhile, responding to a starred question by Y Vikheho Swu, deputy chief minister Yanthungo Patton, who is also in charge of civil administrative works department (CAWD), said the total amount sanctioned for construction of ADC office at Pughoboto was Rs 313.31 lakh, adding that the work had started in 2016, and so far Rs 138.39 lakh has been paid to the contractors.
Patton said there was no allocation of fund in 2019-2020 as the work order had expired w.e.f March 2018 and no extension of time had been applied by the contractor till date. However, the fund released so far was commensurate with the work progress and the completion of work was subject to extension of time for the work and, if funds were allocated in time, the department would try to complete the project by August 2020, he added. Replying to another starred question of Yitachu, Patton said there was a proposal for creation of village guard posts in the State, adding the consolidated proposal also included Kanjang village under Meluri ADC headquarter in Phek district. In response to an unstarred question of Dr Imtiwapang Aier, deputy chief minister replied that 1,135 police constables were appointed between March 2018 and January 2020. District-wise, 409 (including 206 through open recruitment rally) were appointed in Kohima, 81 in Mokokchung, 91 in Tuensang, 133 in Dimapur, 49 Wokha, 57 Zunheboto, 104 in Mon, 45 in Longleng, 78 in Phek, 42 in Kiphire and 46 in Peren district. Altogether 35 sub-inspectors were appointed, including UBSI (GD) sub-inspector (technical) and sub-inspector (opr) in 2018-2020, he added.

KSU appeals to relax ‘Eligibility Criteria’ for PT
DIMAPUR: With reference to the government’s r e c e n t a dve r t i s e m e n t for the post of Primary Teacher (Hindi), Konyak Students’ Union (KSU) in its letter to the Principal Director, School Education Nagaland has appealed for relaxation of “Eligibility Criteria” for the Konyak to apply for the post of Primary Teacher (Hindi). In a letter signed by KSU president, Bumang Phaiba and assistant general secretary, Nokpho Wangsha, it stated that the Konyak tribe of Mon district consistently remains the lowest literacy rate in the state with every count of population census. In this connection, Konyak Students’ Union (KSU) has informed that most of the Konyak applicants would not fulfil the required educational qualification or ‘Eligibility Criteria’ to apply for the Primary Teacher (Hindi). Therefore, Konyak Students’ Union (KSU) has appealed the department of school education to relax the ‘Eligibility Criteria’ for the Konyaks to apply for the aforesaid posts.

Left-backed tribal outfit in Tripura to protest against CAA Agartala, Feb 7(PTI): TRUGMP, the tribal wing of CPI(M) in Tripura, will launch a statewide agitation to protest against the Citizenship Amendment Act (CAA) and to “save democracy” from Saturday, its leader said. Fo r m e r M P J i t e n Chowdhury, also president of Tripura Rajya Upajati Ganamukti Parishad, filed a petition in the Supreme Court in January this year, challenging the new citizenship law and said the amended Act is “discriminatory” and “unconstitutional”. “We will launch our statewide agitation against CAA from Saturday, because it is unconstitutional,” he told reporters here on Friday. Tripura is “overpopulated and has no capacity to accommodate more people” in the state, he said. Chowdhury alleged that the BJP-IPFT government in the state has failed to address the problems of common people. “The BJP had promised to provide adequate jobs under MGNREGA, but virtually there is no job in the rural areas. Tribals are now living under deplorable condition”, he said.

Imphal/Aizawl, Feb 7 (IANS): Amid fears over the novel coronavirus (2019nCoV) across the country, Manipur and Mizoram governments have imposed restrictions on imports of foodstuffs and other items from China, Myanmar and other South-East Asian countries, officials said on Friday. Officials in Imphal said that the Manipur Health and Family Welfare Department has issued notification restricting on production, distribution, sale of any packed food products, which are not marked and labeled properly as per regulations or packed and produced in China, Myanmar and other SouthEast Asian countries. “The Chinese food and various other products including second-hand or used clothes are sold in the bordering markets of IndiaMyanmar along Manipur. People have been advised not to purchase or use these items,” the official said. Meanwhile, a district official said that following the outbreak of N2019nCoV, the district authorities have decided to close the international trade route through the two border
villages under the border district of Ukhrul (in eastern Manipur) to Myanmar as a preventive measure from February 9. “The villagers themselves also have decided to shut the Tusom-Somra road to prevent foreign traders from entering India as well as Indian traders to go to the border markets,” the official said. A press release by NFR Chief Public Relations Officer Subhanan Chanda stated that NFR had launched the Mobile Ticketing app on October 25, 2018 which is gaining popularity across N.F. Railway. The application is free to download. Registration can be done through mobile phone application or website (https://www. utsonmobile.indianrail.gov. in). The release informed passengers that on the app, one can easily purchase platform tickets, season tickets and unreserved train tickets from any station to any destination without standing in queue by downloading the app in his or her mobile. Passenger has to commence the journey within three hours from booking of the ticket. Renewal of season tickets can also be done easily by using this app. However, booking a ticket using utsonmobile application inside the station premises is not permissible as a passenger should enter the Railway premises after purchasing the ticket. New Delhi/ Pune, Feb 7 (IANS/PTI): The situation over the novel coronavirus is under control in the country and is being regularly monitored by the Prime Minister’s Office, Dr Harsh Vardhan, Union Minister of Health & Family Welfare and Cabinet Secretary on a daily basis,” Health Secretary Preeti Sudan said on Friday while chairing a video conference with officials. The conference was attended by Health Secretaries from states and Union Territories along with senior officials from the ministries of Shipping, External Affairs, Civil Aviation, Tourism and Home Affairs. It aimed at reviewing their preparedness for prevention and management of Novel Coronavirus. The Health Secretary also informed the officials that various precautionary measures had been undertaken in close coordination with the concerned ministries at the central level. The secretary asked the states to enhance the awareness activities regarding the updated advisories.

A Chinese man was on Friday admitted to a hospital here for possible exposure to novel coronavirus after he vomited on Pune-bound Air India flight from Delhi, officials said. The passenger was isolated and shifted to the civicrun Naidu Hospital after the flight arrived at the Pune airport around 7 am, an Air India official said. “The passenger was travelling from Delhi to Pune on Air India flight. He complained of nausea and vomited on board. After the plane landed at the Pune airport, he was immediately isolated and shifted to Naidu Hospital,” the official said. Chief health officer of the Pune Municipal Corporation (PMC), Dr Ramchandra Hankare, said the passenger is a Chinese national. “On his arrival, he was isolated and taken to Naidu Hospital. His swab and blood samples have been sent to the National Institute of Virology (NIV) for analysis,” he said. The plane was later sanitised, which delayed its return journey to Delhi. “The flight, which was supposed to take off for Delhi around 7.40 am, got delayed as it was cleaned and sanitised,” an airport official said. Naidu Hospital in Pune is one of the three hospitals in Maharashtra, where quarantine facilities have been set up to deal with the suspected cases of coronavirus. No confirmed case of the deadly virus, which has so far killed 630 people in China, has been detected in Maharashtra yet. The virus - which first emerged in Wuhan city in China’s central Hubei province - has spread to 25 countries including India (three confirmed cases have been reported from Kerala), the US and the UK.
NEW DELHI, FEB 7 (IANS): The Health and Family Welfare Ministry has proposed the draft amendment to the Drugs and magic Remedies (Objectionable Advertisements Act, 1954), with a stringent punishment of a jail term of up to five years and a fine of up to Rs 50 lakh for advertisements for magic remedies and drugs for fair skin, enhancing sexual performance, stammering, infertility in women, premature ageing and greying, increasing brain capacity among others. The draft amendment has made several additions to the list of diseases, disorders, conditions covered in the Act. The Act says that medicines, “magic remedies” and products to cure any of these 78 diseases, disorders, conditions named should not be advertised. The new additions include ads for drugs or treatment for enhancing sexual performance, sexual impotence, premature ejaculation and spermatorrhoea, fairness of skin, premature ageing, AIDS, improvement of memory, improvement in height of kids/adults, improvement in size of sexual organ, duration of sexual performance, premature graying of hair, stammering,
sterility in women, disorders of menstrual flow hysteria, power to rejuvenate, obesity, maintenance or improvement of the capacity of the human being for sexual pleasure, improvement in size and shape of the sexual organ and in duration of sexual performance, insanity, increase in brain capacity and improvement of memory and improvement in height of children/ adults. Under the Act, the first conviction is punishable with imprisonment of up to six months or fine or both; and a subsequent conviction can result in imprisonment of up to a year or fine, or both. The amendment proposes to increase the penalties. For the first conviction, the proposed punishment is imprisonment of up to two years and fine up to Rs 10 lakh. For subsequent conviction, the imprisonment may extend to five years with a fine of up to Rs 50 lakh. The Ministry said the amendment is being made in order to keep pace with changing time and technology. It has been decided to solicit suggestions/comments/objections from the public/ stakeholders with regard to the said draft Bill.

NEW DELHI, FEB 7 (PTI): In a rare move, a word from Prime Minister Narendra Modi’s speech in the Rajya Sabha was expunged from records. Rajya Sabha Chairman M Venkaiah Naidu expunged the word used by Modi on Thursday during his reply to the discussion on a motion thanking the President for his address to the joint sitting of the both Houses of Parliament at the start of the Budget session. “The Chairman was pleased to direct expunction of a certain portion of the proceedings of Rajya Sabha dated February 6 at about 6.20 and 6.30 pm,” a statement issued by the Rajya Sabha Secretariat said. Naidu routinely expunges any remark found unsuitable from Rajya Sabha’s records after going through the proceedings of the day. This has been done on several occasions but
rarely was any remark of Modi expunged. Modi had made the remark as he launched a strong defence of the NPR, saying the country’s population register was being updated with demographic information for better targeting of government’s welfare schemes. He had targeted the opposition Congress for taking a U-turn, saying the party had brought the NPR in 2010 and was later updated in 2015 by adding photographs and some biometric information. Naidu also expunged a word from Leader of the Opposition and senior Congress leader Ghulam Nabi Azad’s statement made after Modi had finished his speech. Azad had stated that the Congress was in favour of giving citizenship to persecuted migrants from Pakistan but was against framing of a law based on religion.

GURGAON, FEB 7 ( AGENCIES): A day after the Personal Security Officer (PSO) who opened fire on the wife and son of an Additional Sessions Judge in 2018 was convicted in the crime, a Gurgaon Court Friday sentenced him to death under Section 302 (murder) of the Indian Penal Code (IPC). “The court has awarded him capital punishment in 302 IPC. In addition, under IPC 201 (disappearance of evidence of offence), he has been awarded 5 years rigorous imprisonment and Rs 10,000 fine, and in addition to it, he has been sentenced to 3 years imprisonment and
Rs 5,000 fine under Section 27 of the Arms Act,” Public Prosecutor Anurag Hooda said. The accused, Mahipal, had been convicted by a Gurgaon court on Thursday, with the date regarding the Quantum of the sentence being fixed for today afternoon. The incident occurred on October 13, 2018, at the busy Arcadia Market in Gurgaon’s Sector 49, in broad daylight. The PSO, who had been deployed with judge Kishan Kant Sharma, was accompanying his wife, Ritu, and 18-year-old son, Dhruv, to the market. When they finished their work and returned to the car, an
argument ensued, following which he allegedly pulled out his service pistol and opened fire at both of them. While the judge’s wife succumbed to her injuries the same night, her son died in hospital 10 days later. Videos of the incident which had surfaced, the PSO could be seen trying to haul Dhruv’s body into the car in which the family had arrived, before eventually giving up and fleeing in the vehicle. However, He was arrested nearly 2 hours after the crime from Gwal Pahari. The chargesheet in the case was filed on December 26, 2018, and charges were framed on January 9, 2019 with the final hearing in the matter on February 3. During the court hearing, the defense argued that the incident was a result of “accidental firing”, whereas, the prosecution relied on CCTV footage, the accounts of two eyewitnesses, and forensic evidence to prove that Mahipal “shot down two innocent people without any provocation”.

New Delhi, Feb 7 (PTI): The Election Commission on Friday issued a show cause notice to Delhi Chief Minister Arvind Kejriwal for posting a “Hind-Muslim” video on his Twitter handle to target the opposition, saying prima facie it has the potential of disturbing communal harmony. Kejriwal has been asked to respond to the notice before 5.00 pm on Saturday, the day of polling in Delhi. The video purportedly shows that other parties and media are allegedly talking of “Hindu-Muslim”, “CAA” and “mandir-masjid”, but Kejriwal was talking of development, schools and women safety.
New Delhi, Feb 7 (IANS): Authorities have made a record haul of cash, jewellery, liquor and even drugs valued at nearly Rs 53 crore -- including over Rs 10 crore in cash -- in the run-up to February 8 Delhi Assembly elections, a senior election officer said on Friday. The haul was made between January 6 and February 5, Delhi CEO Dr Ranbir Singh told IANS. Liquor valued at over Rs 2.63 crore, drugs/psychotropic substances valued at over Rs 5.87 crore and jewellery valued at over Rs 32.18 crore were seized during this period. According to official figures, 402 cases were registered under the Arms Act and 440 persons arrested in the run-up to the elections. A total of 1,021 cases were registered under the Excise Act and 1,029 persons arrested. As many as 7,397 licensed weapons too were seized. A total of 534 FIRs were registered for the violation of the model code of conduct during the period, including a maximum of 37 against the Aam Aadmi Party. Ranbir Singh said

Kolkata, Feb 7 (PTI): BJP national general secretary Kailash Vijayvargiya and senior leaders Mukul Roy and Joy Prakash Majumder were on Friday taken to preventive custody during the start of a pro-CAA rally here. Police said the rally was being held without permission, but the saffron party asserted that it has informed the authorities about it. The Mamata Banerjee government has started an “autocratic” rule in West Bengal but the BJP cannot be intimidated, Vijayvargiya told reporters while being taken to a police vehicle at Talligunge Phari area. “We were taking out a rally in support of the
CAA which has received overwhelming support from all over the country. But the police of Mamata Banerjee is not allowing us to take out a peaceful, democratic rally,” said BJP’s West Bengal minder. Vijayvargiya said they won’t resist being taken to the city police headquarters “as we believe in democratic protest.” Police sources said the three, along with several supporters, were taken into custody as the party was organising the rally without permission. BJP sources, however, said they had given prior intimation to police for the rally from Tollygunje phari to Hazra Crossing.

S r i nagar , F e b 7 (IANS): Disgraced Jammu and Kashmir Deputy Superintendent of Police (DSP) Davinder Singh who was sent to 15-day judicial custody, will be put up in a Kathua jail instead of a Jammu one, after he raised “threat to life” alarms. According to sources Singh pleaded for sending him to the Heeranagar jail and told that there is a threat to his life in the Kotbalwal Jail which housed militants who were arrested in operations led by him. A Special NIA court in Jammu on Thursday sent Singh and four others to judicial custody. Singh was on Friday sent to the Heeranagar jail while the other four, including Hizbual Mujahideen commander Naveed Babu have been put up in the Kotbalwal jail in Jammu. According to sources, the NIA is carrying out investigations after raids at multiple locations, including Singh’s residences in Kashmir. Sources indicate that questioning of Singh will be done in Jammu and there was no plan to shift him to Delhi for now. They also said that Singh’s phone is being examined for extracting deleted WhatsApp chat.

Tip of the iceberg
W
hen the Nagaland Lokayukta accorded sanction for prosecution of a retired commissioner and secretary of the Tourism department on allegations that the former bureaucrat had back dated the appointments of tourist officers and tourist assistants during 2018 when the Model Code of Conduct was in place; there was mixed reactions to the development. Largely many welcomed the Lokayukta’s action as it sent a strong message that that even a retired high ranking government servant cannot escape the long arm of the law. The other side, as ventilated by the opposition NPF welcomed the move, and hoped the Lokayukta will also deal with corruption effectively but asked whether the Lokayukta will use the same yardstick on earlier cases and not be driven purely by political vendetta. Close on the heels of the matter being highlighted in the media, the Nagaland Public Rights Awareness and Action Forum (NPRAAF) while welcoming the Lokayukta’s move threw a challenge to take suo moto notice of its press statement over the appointments of Tourist Officers under deputation in the Tourism department. NPRAAF threw the gauntlet at the Lokayukta to take suo moto notice of allegations of irregularities as contained in its press release on the above. In the press release, NPRAAF also alleged that the appointments were made when the Model Code of Conduct came into force in December-February 2008. What could be understood from the press release was that one of those appointed as Tourist Officer, was a graduate teacher on deputation then absorbed in the Tourism department without the post being routed through NPSC. What is more, the NPRAAF alleged that the appointments were post dated from the date of appointments in 2006 and 2008 to August 5,2010. It was also alleged that the regularisation of the appointments were done without mandatory sanction from the P&AR department. It is now incumbent upon the Lokayukta to take cognisance of the allegations made by NPRAAF and ascertain the facts. It is also expected that the Lokayukta will make public the findings of the allegations since NPRAAF has brought the issue to public domain. With regard to appointments in the government, it may be recalled that backdoor appointments have been rampant for decades. Over the years, the services of those appointed through backdoor to posts that had no sanction from the government were eventually regularised. This newspaper had carried a series of reports on backdoor appointments that had led to over employment in the government. According to official sources, the ‘excess’ number of employees in Nagaland is around 70,000; which is 50% of around 1,40,000 government employees. The figure of ‘excess’ employment is based on the recommendation of the 13th Finance Commission that the salary component ought to be well within 35% of the budget. However the figure of excess number of employees continued to rise from around 40,000 to 50,000 and now to 70,000. In 2011-12, the total number of state government employees was 1,10,038 which leapfrogged to 1,20,819 by 2012-13, revealing an increase of 10,781 employees appointed within a year. By 2013-14. Further it was also revealed that another 4791 employees were appointed taking the figure to 1,25,309 serving employees during the same period. Certainly if the Lokayukta takes the call, it would be a herculean task to end the irregularity and illegality of backdoor appointments.

If I am depressed or burdened, I am to blame, not God or anyone else. Dejection stems from one of two sources— I have either satisfied a lust or I have not had it satisfied. In either case, dejection is the result. Lust means “I must have it at once.” Spiritual lust causes me to demand an answer from God, instead of seeking God Himself who gives the answer. What have I been hoping or trusting God would do? Is today “the third day” and He has still not done what I expected? Am I therefore justified in being dejected and in blaming God? Whenever we insist that God should give us an answer to prayer we are off track. The purpose of prayer is that we get ahold of God, not of the answer. It is impossible to be well physically and to be dejected, because dejection is a sign of sickness. This is also true spiritually. Dejection spiritually is wrong, and we are always to blame for it. We look for visions from heaven and for earth-shaking events to see God’s power. Even the fact that we are dejected is proof that we do this. Yet we never realize that all the time God is at work in our everyday events and in the people around us. If we will only obey, and do the task that He has placed closest to us, we will see Him. One of the most amazing revelations of God comes to us when we learn that it is in the everyday things of life that we realize the magnificent deity of Jesus Christ.

Has Govt overlooked Bipartite Settlement?

inance Minister rose to present the Union Budget 2020-21. 30 Lakh Crore Expenditure Budget is tabled in the parliament for India’s aspiration towards economic development for its caring society. The government has committed various schemes for improvement in the quality of life. The budget has estimated nominal growth of GDP at 10% while the said macroeconomic indicator kept falling from 8.2% (16-17) to 7.2% (17-18), 6.8% (18-19), 5% (19-20). India is still the 5th largest economy in the world in terms of GDP at current US $ Trillion after US, China, Japan and Germany. It has initiated structural reforms in GST to abolish multiple taxes and bring uniformity. But our economy slows down despite those tracking progress in numbers. Incidentally there was nation-wide 2 days strike on the budget day for want of pay revision by 12 Lakh Public Sector Bank (PSB) employees. Has the government overlooked them as human and compassionate? On the other
hand New Delhi is in the process of implementing one nation one pay day and is looking at uniform minimum wage across sectors which will safeguard better livelihood of workers. Bank employees are often accountable for small mistakes. Should there be incentive for high risk job? Every Cashier in a bank faces lose out cash at the counter often due to cash handling mistakes. lahabad and Indian) and (BoB, Vijaya and Dena) are in the process. There must have provisions to safeguard the rights of workers. So far IBA has offered 12.25% wage hike as adequate but United Forum of Bank Unions, the umbrella organisation of nine leading bank associations did not agree. Their demand is for 20% wage hike on Pay Slip Component. The unions are also demanding merger of Special Allowance with Basic Pay, scrapping of NPS, updating of pension, implementation of family pension and allocation of staff welfare fund based on operating profit. IBA tactfully added the Performance Linked Incentive (2.74%) and five days Additional Encashment of Leave (1.37%) with Payslip Component (12.25%) totalling 16.36% (12.25%+1.37%+2.74%). Few banks already offer rewards and incentives for individual employees based on their performance on certain business parameters. But the new structure would be based on performance of banks.
When the world is moving towards 4-day workweek, Indian bankers are still fighting for 5 day banking where IBA denied it for the sack of tough times of economy. On the other hand RBI, DFS, CVC, NCLT, Ministry and other Central/State Dept are working in 5 day week. Are they not serious for country’s economy slowdown? Many organizations in Europe are cutting work weeks though not wages from 36 hours (5 days) to 28 hours (4 days) to reduce burnout and make workers happier, productive and committed to employers. France implemented a reduction of working hours (less than 35 hours) almost 20 years ago to create better work-life balance for the nation. Leading today’s trend is the Netherlands, where the average weekly working time is about 29 hours, the lowest of any industrialized nation. Can India’s think tanks be truly effective? New idea of India: Secularism of common aspirations takes shape
M
ake allowance for poetic license, but the mood that the protest movement against CAA, NRC, NPR has maintained this past month would have thrilled the stalwarts of the Progressive Writers’ Movement of which Majrooh Sultanpuri and Faiz Ahmad Faiz were key figures. In fact, Faiz’s poem ‘Hum Dekhenge’, has clearly become the movement’s signature song. By singing the Kannada version at the Bengaluru Town Hall, M.D. Pallavi may well have inaugurated a trend in cultural commerce. Faiz in Maithili, Bhojpuri has percolated down to villages and hamlets. Since the movement has kept political parties at a distance, it is becoming possible for diverse elements of civil society to embrace it. Even the most conservative groups have accorded hospitality to Faiz. The dominant song at a social event of High Court judges, which I attended was ‘Hum Dekhenge’. No movement on this scale has so spontaneously spread across the length and breadth of the country. That the unprovoked police attack on students huddled over their books at the Jamia Library ignited the agitation is common knowledge. How the videography and transmission of live visuals of the brutality disturbed the nation has a small story attached to it. It was entirely the imagination of Anwar Jamal Kidwai who, as Vice Chancellor, inaugurated the Institute of Mass Communications at Jamia in 1982. Bollywood, theatre, Doordarshan and countless of channels were all manned substantially by students trained at Jamia.
Since the Institute of Mass Communications is the university’s flagship, students across the campus are familiar with its students and, by association, with videography. This explains the high quality footage of the events of Jamia which fired the nation’s imagination. There has always existed a shade of uninstitutionalized apartheid, a wariness in visiting colonies and ghettos across communal lines. Every year during Ramadan I face, not resistance, but a lazy reluctance from friends to visit Jama Masjid to share the festive atmosphere. I have so far failed. For one ‘sehri’ or the meal at dawn after which the fasting begins, I personally ferried Swami Agnivesh and Lord Meghnad Desai. At the other end of New Delhi, the image of Batla House near Jamia has been sketched on our minds by the electronic media as a combat zone where encounters take place. To correct that image, visit the nearby Shaheen Bagh today. Breaking down the apartheid of the mind has been a singular achievement of the televised nationwide protests led by students and youth. Another stereotype the protests have shattered is an image of cloistered Indian women, those in hijab and the ones in more cosmopolitan gear. Indeed, a heartwarming fact has been the leadership provided by women -- articulate, dignified and focused. Standing upright for the National anthem mornings and evenings at Shaheen Bagh, and reading the Preamble to the Constitution like they had erstwhile read a religious texts -- all of this is exhilarating, particularly
after a depressing 2019. The secularism this movement promises has on its visage a refreshing sincerity, compared to the stale, withered tokenism of recent decades. The secularism of a common struggle and aspirations is what India’s first war of independence had set into motion in 1857. With the British in control, the freedom movement never quite rediscovered that �lan. Post Partition, a pall hung over the practice of secularism -- a situation promoted and exploited by politicians. The current youth movement transcends gender, community, caste and language. It is defined by its simplicity, absence of pretense, and hypocrisy. It stands out like a lotus in a pond of murky politics. The lotus must retain its pristine purity. The movement must remain aloof from the discredited political formations. Only then will it gather momentum. The critical mass will then grow. The movement’s demands, because they are honest, have already caused politicians to ponder. Look, how protection of democracy and the Constitution have become the centre piece of all discourse. Since all social and economic strata are joining the movement, a resounding call for social justice is unlikely to invite a caste/class backlash. The movement will have to be sensitive to that call. Sectarian nationalism will have to slowly give way to what Tilak and Maulana Hasrat Mohani meant by ‘Swaraj’ which embodied a notion of ‘sovereignty’ which had a powerful anti imperial thrust. Nagas have a myriad of organizations, associations, forums all in the name of unity but in reality, the more unions, organizations we have the more divisive we become. It is because the interest of group overwhelms the common. Mention maybe made of all 16 tribal organisations of Nagaland, 40 plus Nagas outside Nagaland, western, eastern, southern, northern of the same tribes, CNTC, NTC, TPO, ENPO, etc. etc., the so call civil societies. Now think of the political groups-NSCN (I-M), NSCN (K), NSCN (R), NSCN (U), NNC (Accordist, Non-Accordist) etc., all in the name of freedom and liberty. Numerous service and students, youth, women associations, contractors, suppliers, business, ward, colony associations, GB federation, and so on and so forth. Delhi ready for assembly polls today
This is nearly four times the number of CAPF personnel deployed during the 2019 Lok Sabha polls, he added. There are 13,750 polling booths, besides one auxiliary booth, located at 2,689 locations across Delhi. “As far as critical polling stations are concerned, there are 516 locations and 3,704 booths in that category,” Singh said. He also questioned the silence of the government on recruitments by various underground groups after October 31, 2019. He said anticipation for a solution had kept alive insurgency problem and multiple taxations, adding the word “close” had confused the citizens. Azo asked the government if the governor’s assertion that negotiations had been successfully concluded was true, or in case there was any hidden agenda, it should be revealed to the MLAs. Calling for informing all factions that Nagas in Manipur would be accommodated under Naga Autonomous Council, Nagas in Arunachal Pradesh under autonomous council and Nagas in Assam under district council, Azo said accommodating all the factions in Nagaland could lead to grave situation and so the truth must be spelled out. On Citizenship Amendment Act, Azo said expecting ILP or Article 371 (A) to save the Nagas was foolish. He cautioned that the Central government would bulldoze Citizenship Amendment Act and spell the death of the constitution. Taking part in the debate, NPF member Dr

He said PDA government had instructed its administrative officials to remain in station, while leave of police personnel were cancelled except on medical ground and police battalions asked to stock sufficient rations for two to three months, etc. He asked the government whether creating such war-like situation was meant to press upon the NPGs to conclude the peace talks on or before October 31, 2019 and today, the governor claiming that talks have successfully concluded? Sazo demanded that as elected representative of people and also as stakeholders, the MLAs deserved to know the outcome of the talks and asked the government to explain the meaning of “successfully concluded” and “we could be very close to it”. Further, he pointed out that Article 371(A) and ILP did not protect the Nagas as even some of the clauses that were enshrined in the Article were not implemented in toto by the Centre and also many clauses of the 16 Points Agreement still not implemented. Cautioning that if

New Delhi, Feb 7 (IANS): Prime Minister Narendra Modi had announced the 15 member trust for the construction of the Ram Temple in Ayodhya in Parliament on Wednesday but a controversy has erupted about the representation of the committee. Some BJP leaders have raised exclusion of OBC members in the trust. Two former party Chief Ministers, Kalyan Sinagh and Uma Bharti, who were in forefront in the Ram Mandir agitation and have been facing cases in the CBI court, have sought reservations for them on the committee. “Not just Dalits but backwards too should get representation in the Ram Mandir Trust as they are as staunch Ram Bhakts,” said Kalyan Singh, who was Uttar Pradesh Chief Minister when the Babri Masjid was razed in 1992. Now sources close to Dalit leaders have said that they are contemplating the matter to challenge in the court as the “government body should adhere to the policy of reservation” in which adequate representation of SCs, STs and OBCs is required. But they are talking to legal experts if the constitution of a trust can be challenged or not, said a source. The Dalit leaders have been affirmative after the court order on rebuilding of Ravidas Temple in Delhi.

New Delhi, Feb 7 (PTI): Riding on tech-savvy elements like QR codes and mobile apps, poll authorities have geared up for the elections to the 70-member Delhi assembly on Saturday, making tight security arrangements across the national capital and keeping an extra vigil in Shaheen Bagh and other sensitive polling areas. Over 1.47 crore voters are eligible to exercise their franchise in the electoral battle for Delhi, which is largely being seen as a triangular contest among the ruling AAP, a spirited Congress and the opposition BJP which has campaigned very aggressively ahead of the election. In view of the ongoing anti-CAA protests in Shaheen Bagh, the Delhi CEO Office has put all five polling stations in the area under the “critical” category, and confidence-building measures are continuously being undertaken to reassure voters, officials said. Delhi Chief Electoral Officer Ranbir Singh reiterated that the area is under “tight vigil” and “there is no obstruction” in areas where poll activities will be conducted, so voters will face no problems. MUMBAI, FEB 7 (PTI): The rupee declined by 22 paise to settle at 71.40 against the US dollar on Friday amid selling in domestic equities and strengthening of the American currency overseas. Forex traders said the rupee traded weak largely owing to strengthening of the US dollar ahead of the non-farm payrolls number scheduled to be released later in the day. At the interbank foreign exchange market, the local currency opened on a weak note at 71.26. During the day, the local unit lost further ground and touched a low of 71.49, before finally settling for the day at 71.40 against the US dollar, down 22 paise over its previous close. The domestic unit had settled at 71.18 on Thursday. On a weekly basis, the rupee lost 8 paise. “Rupee traded weak on Friday as dollar scaled high towards 71.35, mainly on back of on weakening risk appetite amid a strong greenback ahead of US non-farm payroll data due later today,” said Jateen Trivedi, Senior Research Analyst (Commodity & Currency) at LKP Securities.

The LIC listing is aimed at bringing the much needed revenues to the government which is facing a shortfall due to poor tax collections.
NEW DELHI, FEB 7 (IANS): Petrol and diesel prices recorded the biggest drop so far in this month on Friday. Oil marketing companies reduced the price of petrol by 21 to 22 paise, and that of diesel by 24 to 26 paise per litre. Due to the steep fall in the price of crude oil in the international market, consumers in the country are constantly getting relief in the price of petrol and diesel. So far in this month, petrol has become cheaper by 59 paise per litre in Delhi, while in diesel prices, consumers have got 60 paise per litre relief. According to the Indian Oil website, the price of petrol in Delhi, Kolkata, Mumbai and Chennai has come down to Rs 72.68, Rs 75.36, Rs 78.34 and Rs 75.51 per litre respectively. At the same time, the price of diesel in the four metros has also come down to Rs 65.68, Rs 68.04,
Rs 68.84 and Rs 69.73 per litre respectively. Oil marketing companies cut petrol prices by 21 paise in Delhi, Kolkata and Mumbai on Friday and 22 paise per litre in Chennai. At the same time, the price of diesel has been cut by 24 paise in Delhi, 25 paise in Kolkata and Mumbai and 26 paise per litre in Chennai. Due to the outbreak of coronavirus in China, there has been a steep decline in the crude oil prices in the international market in the last two weeks causing fears of slowdown in the economy there. Benchmark crude oil Brent crude has lost nearly $ 10 a barrel. However, on Friday, oil prices showed a slight increase compared to the previous session. Brent crude’s April contract on the Intercontinental Exchange (ICE) was trading at $ 55.13 a barrel, up 0.36 per cent over the previous session. At the same time, US crude West Texas Intermediate’s March contract on the New York Mercantile Exchange (NYMEX) was trading at $ 51.09 a barrel, up 0.27 per cent from the previous session.

About Rs 22,000 crore has already been provided, as support to the NIP. Sitharaman also told the industry here that the government is engaged with states and private investors to come up with an infra pipeline comprising over Rs 6,000 crore of projects. The minister also said that the government will take steps so that civil offences are not treated as criminal offences and government looks forward to invest in infrastructure creation.

BEIJING/TOKYO/LONDON, FEB 7 (PTI/IANS/ AP): The death toll in China’s novel coronavirus epidemic has risen to 636 with 73 new mortalities reported, mostly from the worst-affected Hubei province, while the total number of confirmed cases has crossed 31,000, Chinese health officials said on Friday. Hubei province and its provincial capital Wuhan, the epicentre of the virus outbreak, reported 69 deaths on Thursday while Jilin, Henan, Guangdong and Hainan provinces reported one each, China’s National Health Commission said. As many as 73 people died on Thursday, while another 3,143 new cases of infection were reported, taking the total number of confirmed cases of infection to 31,161 from 31 provinciallevel regions, the commission said. A total of 1,540 patients infected with the virus have been discharged from hospital after recovery by the end of Thursday, it said, highlighting that a large number of people are getting cured. The Chinese officials said 19 foreign nationals living in the country had been confirmed of contracting

In the midst of the worst drought on record, the huge downpour has been predicted to continue for at least a week, bringing relief to the long-suffering communities, reports Xinhua news agency. “A coastal trough near the northern and central New South Wales (NSW) coast is bringing increased rainfall and other severe weather to the area,” the Bureau of Meteorology said in a forecast. “This trough is expected to deepen and gradually shift southwards, increasing rainfall and bringing dangerous winds and surf conditions along the central and southern parts of the coast and adjacent ranges during the next few days.” Thunderstorm activity or the formation of mesoscale lows embedded within the coastal trough are possible, according to the forecast. he original cast of Friends have reportedly signed a deal with Warner Bros to return for a one-off special. The episode, which will air on HBO Max, will see original members Jennifer Aniston, Courtney Cox, Lisa Kudrow, David Schwimmer, Matt LeBlanc and Matthew Perry reunite once more for an hour-long special. According to Deadline, the reunion will see the cast being paid $3m$4m each for their involvement.
There are also reports that the original creators of the long-running show, Marta Kauffman and David Crane, will also be involved in the special. The news comes after Matthew Perry said “big news is coming” amid continued speculation of a reunion. The 50-yearold actor, who portrayed Chandler in the hit ’90s’00s sitcom, wrote the hint on Twitter earlier this week (February 5). Meanwhile, his costar Jennifer Aniston told The Ellen Show earlier

he Jammu and Kashmir High Court on Friday dismissed a public interest litigation (PIL) seeking to withhold the release of “Shikara” -- a film on migration of Kashmiri Pandits directed by filmmaker Vidhu Vinod Chopra. A division bench of the High Court dismissed the PIL after the state government assured that the K Y M C
release of “Shikara” would not disturb public order. “The petition was dismissed after assurances that there will be no law and order problems,” a litigant said. The petitioners had submitted that “Shikara” has wrongly depicted the facts related to migration of Kashmiri Pandits from the Valley in the early 1990s.
They alleged that Chopra has blamed the majority population of the erstwhile state for the migration of Pandits without making any distinction between civilians and the militants, and sought to withhold the release of the movie till it was scrutinised and the objectionable scenes and dialogues removed. Madrid, Feb 7 (Agencies): Pep Guardiola has urged Lionel Messi to stay at Barcelona amid speculation he could leave the Nou Camp and reunite with his old boss at Manchester City. The six-time Ballon d’Or winner become embroiled in a public row with Barca sporting director Eric Abidal this week after he accused the players of not working hard enough under former manager Ernesto Valverde. Messi responded by telling Abidal to “take responsibility” for Valverde’s dismissal and urged him to name the players he was accusing of downing tools. Tokyo expects over 8 mn footfall in Olympics Chennai, Feb 7 (IANS): Japan is not expecting any coronavirus impact at the upcoming Olympic Games in July and estimates over eight million foreigners to reach Tokyo during the prestigious quadrennial event, said a senior official of Tokyo Convention & Visitors Bureau (TCVB). So far, over 600 people have lost their lives in China due to coronavirus outbreak and more than 30,000 confirmed cases have been reported. “London got eight million overseas visitors during the Olympic Games when it was held last time (2012). We hope to cross that number,” Kazuomi Yamashita, Director of Marketing/Promotion, Tourist Promotion Officer, TCVB told reporters on Friday. According to him, the coronavirus impact on Chinese visiting Japan is major. Chinese account for 30 per cent of the annual overseas travellers to Japan. In 2019, 31.88 million travellers visited Japan from overseas. Last month, the organisers of the Tokyo Olympics had also stated that the Games, slated to begin from July 24, will not be cancelled because of the coronavirus outbreak. “We have never considered cancelling the Games,” Tokyo 2020 had said in a statement. “We will work closely with the IOC and other relevant organizations and review any countermeasures whenever necessary.” About 1.7 million Indian travellers visited Tokyo in 2019 logging a growth of 14.2 per cent over 2018 numbers, said Yamashita.
