KOHIMA, FEB 7 (NPN): After making a U-turn on the tripartite agreement signed on January 30 with the Joint Coordination Committee and Nagaland Baptist Church Council, chief minister, T.R. Zeliang on Tuesday apologized to JCC and NBCC. Addressing the media persons here at the State banquet hall, Zeliang maintained that “there was little misunderstanding between JCC, NBCC and state government”. Citing the tripartite, agreement, he said since JCC had agreed to support 33% women reservation, the state government had intended to declare partial conduct of the Urban Local Bodies (ULB) election in those areas where there was no opposition. The chief minister, however pointed out that the state gover nment’s good gesture was misunderstood. “My good will and good intention was misunderstood by JCC and NBCC. If we have committed against the wishes of NBCC or JCC and if the incident took place because of that, then I apologize”, Zeliang said.

Correspondent KOHIMA, FEB 7 (NPN): Beleaguered Nagaland chief minister T.R. Zeliang who has been asked to step down from the chair by apex tribe organisations to own moral responsibility for the deaths of two youths and injuries to several in police firing , rejected the demands outright. Briefing media persons in the conference room of the Banquet Hall Tuesday afternoon, Zeliang said he found no reason to resign since the demand for his resignation was beyond the issue of 33% Women Reservation . A determined T.R. Zeliang said that he can only step down if majority of

the elected members say so or through a floor test and so long he enjoyed majority support, there was no need for him to resign. To mounting criticisms of the cabinet decision to approach the prime minister to issue an ordinance to exempt Nagaland from Part IXA of the constitution on women reservation, Zeliang said the state government will also consult the people. Further he said the state government had upheld the Constitution of India with regard to Article 371A through the State Assembly and taking a house resolution was nothing new. He questioned the reason behind the ongoing

Will intensify stir if CM does not resign: DNYF Staff Reporter

DIMAPUR, FEB 7 (NPN): Dimapur Naga Youth Front (DNYF) on Tuesday warned that the youth organization would intensify their agitation along with the rest of the Nagas, if chief minister T.R. Zeliang failed to step down immediately. Addressing media persons, DNYF convenor Abenjang said the first step of protest was the poster campaign. He made it clear saying: “It is not an agitation demanding salaries or to build offices, but it is a movement for the generation,” he added. DNYF further maintained that for the Nagas, T.R. Zeliang was no more their chief minister. DNYF finance secretary Imtinungsang further claimed that a police vehicle on Tuesday morning, allegedly with some personnel in an inebriated state crashed onto the wall of DC’s office, Dimapur. Taking note of this, the youth body warned police personnel to be cautious of their actions and appealed not to drink and drive when Traffic police were enforcing such laws. The youth body also paid tributes to the two innocent youths and called them “heroes of the Nagas”, who laid down their lives while trying to protect the rights of the Nagas. bandh since the government had met all the demands by postponing the elections and nullifying the election process. He said despite having acceded to the demands, yet he was asked to resign. He said this was beyond the 33% women reservation and said there was politics in play. He however did not explain what was the politics behind being asked to resign. Zeliang also clarified that the January 30, 2017 tripartite agreement between the state government, JCC and NBCC contained a line that read “subject to cabinet decision and approval of SEC” which JCC later accused him of betrayal. He said since JCC had accepted

Resolve crisis through dialogue: Governor urges CM DIMAPUR, FEB 7 (NPN): Nagaland Governor, P.B. Acharya has urged upon chief minister, T.R. Zeliang and his cabinet colleagues to resolve the crisis through dialogue. He said this during the meeting with Zeliang and his cabinet colleagues, to discuss on the present situation, in Kohima on Tuesday, a Raj Bhavan press note stated. The Governor also met a delegation of the Nagaland Baptist Church Council (NBCC) led by its general secretary Dr. Zelhou Keyho. Terming the tripartite agreement signed on January 30, as a positive step, the Governor at the same time appealed NBCC to continue the efforts to restore peace. He told NBCC that “people are facing hardship because of non-functioning of government offices and even salaries are not disbursed”. Acharya further appealed to all NGOs, tribal hohos, Nagaland Tribes Action Committee and civil organizations to work for an amicable solution by dialogue.

33% women reservation in the agreement, the cabinet decided to go ahead with the ULB elections where there was no opposition to it. The chief minister said the problem arose in Dimapur where election was postponed and the government failed to understand what was the contention of the organisation (JCC). He also said President’s Rule was not possible as it was not good for the people, when asked to respond to the demand made by the Congress which demanded PR in Nagaland. He said there could be some who wanted to have PR but it be cannot done as they pleased. The chief minister also expressed grief and said he was sorry for the loss of two innocent lives. A Judicial Inquiry Committee (JIC) has been set up to find out the facts about the firing and those responsible will be punished. Zeliang also attempted to deflect criticisms by raising doubts about various organisations which had submitted demands on him and the governor asking him to resign. “Whom should we negotiate this matter with?” he asked.

Naga tribes ask Zeliang to resign as CM within 3 days Correspondent

Kohima, Feb 7 (NPN): All apex tribe organisations of Nagaland through the initiative of the Nagaland Tribes Action Committee (NTAC) and Joint Coordination Committee (JCC) have demanded the resignation of T.R. Zeliang as chief minister within a period of three (3) days with effect from February 8, 2017. This was declared in a joint communiqué issued by NTAC president K.T. Vilie; secretary C.T. Jamir and JCC convenor Supu Jamir after a marathon meeting at APO Hall in Kohima on Tuesday. The marathon meeting took stock of the ongoing crisis after the resultant loss of two precious lives on January 31 in Dimapur, injury to several others and damage to properties which were precipitated by the “betrayal by the cabinet to the gentlemen’s agreement on 30th January,2017 signed at Chumukedima”. The apex tribe organisations, NTAC and JCC at the deliberation stated that (Cont’d on p-7) the refusal of T.R.Zeliang

to step down from office owning moral responsibility for the events was like adding salt to injury and that his continuation in office was a “contempt and insult towards the tribal bodies and the public.” They said T.R.Zeliang even called for ‘flag march’ by the Army “against the people’s movement” which was a protest against the government’s inefficiency. The signatories termed the ‘flag march’ as “ridiculous” as such an exercise was required only when the lives of people were threatened but when it was against a government functionary. The two committees hit out at T.R. Zeliang , saying he has “sufficiently exhibited unconcern to the sufferings faced by the people” and instead, has been lending a deaf ear to their sufferings in order to do “anything to achieve his wishes.” They said such a mentality was a threat to social peace and security and therefore, was not only unacceptable but demanded immediate remedy.

UNC says it will continue agitation DIMAPUR, FEB 7 (NPN): Call to end the three-monthlong economic blockade on highways in Manipur failed to make any headway, as United Naga Council (UNC) remained firm to its stand by reiterating that it would not allow creation of seven districts to be carved out, instead resolved to continue to fight against the insidious design of grabbing land on the pretext of administrative convenience. A decision towards this effect was taken at the emergency presidential council meeting of the UNC held on Tuesday, to consider the outcome of the tripartite meeting of the Government of Manipur (GoM), Government of India (GoI) and the United Naga Council (UNC) held on February 3, 2017 at New Delhi. UNC general secretary S. Milan asserted that the issue on declaration of seven new districts by the

Government of Manipur on December 8, 2016 was done without consulting the stake holders by dishonoring the four MoUs signed with Naga organizations and assurance given by the Ministry of Home Affairs. The council also stated that at the tripartite talk, the government of Manipur pleaded its helplessness on taking up the core issue in the talk as the election code of conduct, which has come into effect from January 4, 2017, “prohibits any political decision for roll back or otherwise either by the GoM or the GoI”. It was also decided that the Government of Manipur and government of India moved for creating conducive atmosphere for the next tripartite meeting and that none of the parties would go to the media on the sensitive matters discussed in the talk. But, unfortunately, Manipur chief minister had

triumphantly stated in the media that the core issue has not been put on the agenda and that UNC protest would be called off. In this regard, the next tripartite talk has been scheduled for March 25, 2017. The council also reaffirmed to its stand that the Nagas and their land are inseparable and rejected the declaration of seven new districts. UNC further stated that it has been concluded after thorough deliberation that the code of conduct cannot limit the Union of India nor the Governor of the state of Manipur from intervening and fulfilling their Constitutional obligation to safeguard and protect land of the tribal as enshrined in the Constitution. Therefore, the Presidential Council stated that the Nagas would also reject and fight against any other move that would affect their land and identity.

Besides ser ving a three-day deadline for T.R. Zeliang to resign, the joint meeting also demanded the following: Not to politicize the historic movement under any circumstance; that ULB election cannot be held in Nagaland until and unless a thorough amendments are made in the Nagaland Municipal Act 2001 by safeguarding powers conferred under Article 371A of the constitution of India; that none of the tribes will attend the consultative meeting convened by chief minister T.R. Zeliang on February 8 (Wednesday) and warned that in the event any leader attends the meeting , “such a person will be treated as anti-Naga.” Further it also resolved that the memorandum to be submitted to the prime minister of India as decided by the cabinet to seek exemption of Nagaland from Part IXA of the Indian constitution, should not be submitted since the Nagaland Legislative Assembly was fully empowered to take its own decision on this matter. (Cont’d on p-7)

NSCN (I-M) directs shops to remain closed on Sundays DIMAPUR, FEB 7 (NPN): NSCN (I-M) has asked all business establishment/ shops under UT jurisdiction, Dimapur to remain closed on Sunday with immediate effect. However, pharmacies, hotel with food and lodging, bakery, vegetables and fruit vendors in DMC allotted market/petrol pumps have been exempted, NSCN (I-M) secretary UT Akato Swu stated in a press note and warned of stern action against defaulters. Further, NSCN (I-M) said that it has been receiving several complaints on tampering of MRP and sale of expiry items in the market and illegal practice of weight and measures. Therefore, “for the welfare of the general public”, NSCN (I-M) said it would be conducting occasional checking and has sought co-operation from all.

‘Quake bigger than Nepal may hit North India’ CNTC not to attend meet called by NEW DELHI, FEB 7 (AGENCIES): A 5.8 magnitude earthquake rattled Uttarakhand on Monday (February 6) evening sending tremors all across north India, including Delhi and its adjoining areas, Himachal Pradesh, Haryana and Punjab. Luckily, no damage to life or property was reported from Uttarakhand or other parts of north India rattled by the quake epicentered 31km below the earth surface in Pipalkoti near Rudraprayag. Uttarakhand and the northern Himalayan region have witnessed several high and medium intensity tremors in the recent past. Nepal was devastated by a magnitude 7.9 quake on April 25, 2015. However, experts have warned of a catastrophic earthquake in north India in near future. Several reports based on study of movement of techtonic plates have pointed out that a cata-

Aerial view of Nepal after the earthquake (File)

strophic earthquake could hit Uttarakhand, Himachal Pradesh, Jammu and Kashmir and other parts of north India in years to come. Scientists of Wadia Institute of Himalayan Geology (WIHG) said that the big one could come sooner than expected. Dr Sushil Kumar, senior scientist at WIHG, explained the Indian Plate is moving towards the Eurasian Plate at the speed of 45 kilometer per year causing immense pressure under the

earth surface in the region, a report in Jagran said. The Himalayan region has had four major earthquakes in the past 150 years. According to geologists, the regions between Kangra and Nepal-Bihar did not experience any earthquake for a long time till the April 25, 2015 earthquake. The region was the “maximum probable zone” for an earthquake. The Himalayas had experienced three great quakes during the past cen-

tury - Nepal-Bihar (1934), upper Assam (in 1950) and Kangra, Himachal Pradesh (1905). How the Himalayan range was created The earth’s landmasses ride like gigantic rafts on “plates”, or sections of the earth’s outermost layer, the crust. These plates frequently slip and slide, causing earthquakes. We don’t feel the small ones. The big ones, literally, shake us up. The Himalayas and north India are on particularly shaky ground. Sometime in the geological past, before humans, India broke off from an ancient supercontinent called Gondwana, a name still used for what is now Chhattisgarh. The Indian plate skewed north, displaced an ancient sea, travelled more than 2,000 km - the fastest a plate has ever moved - and slammed into the Eurasian plate, creating the Himalayas.

CM; flays NH president’s statement

DIMAPUR, FEB 7 (NPN): Central Nagaland Tribes Council (CNTC) has affirmed not to attend the meeting called by chief minister, TR Zeliang, on February 9 at Kohima. CNTC through its media cell said convening of meeting “totally contravenes” the demand of NTAC and JCC resolution. It said Zeliang rather needed to humble down to the people’s demand and pave the way for an amicable settlement for its people before it was too late. The council stated that the “concocted measures of twists and turns” that took place over the last few weeks showed the “lack of statesmanship, sheer arrogance and total breach of trust of not only in the eyes of people but of God too by TR Zeliang and his hordes of cabinet legislators.” Meanwhile, even as

the Naga Hoho disowned its president Chuba Ozukum’s remarks that was published in a national daily, CNTC also condemned his statement, in which he had reportedly expressed satisfaction at the cancellation of ULB polls and urged the state government to resume discussions with Naga Hoho, ENPO and “other groups”. Questioning Ozukum what he meant by those “other groups?” CNTC said Naga Hoho during the recent social unrest and upheaval “disappeared completely from the picture”. However, it said after ULB polls was cancelled by the combined efforts of JCC, NTAC, CNTC, APO, CPO, ENPO, Naga Hoho now resurfaced to claim the credit. “But the Naga people know very well who are really standing for Nagas,” CNTC said. Further, CNTC said NH should

have remained with the Nagas through thick and thin if it was “still a principled body and claim to be the apex Naga organization”. It went on to state that Ozukum was excommunicated by his own apex tribal body Ao Senden and was asked to resign as president. However, CNTC said “his adamant and stubborn natures” proved he did not respect/care to the call given by his own people who sent him to represent in the hoho. CNTC said whatever Ozukum says was his personal statement and he no longer represents either the Ao community or Nagas in general.” NH now no longer represents the Nagas, CNTC said and appealed to all sensible Nagas to “stand united in these times in upholding our hard-earned and nonnegotiable rights as our very future is at stake.” K Y M C

A youth leader while pointing out that c h i e f m i n i s t e r T. R . DVC chairman said t h e t wo yo u t h s f r o m Diphupar village lost their lives while protecting the rights of the Nagas. He also reminded that the peoples’ demand for chief minister T.R. DIMAPUR: Zeliang Elders’ Forum (ZEF) has reiterated its demand for chief minister, T.R. Zeliang’s resignation in order to pave way for peace and normalcy in Nagaland. ZEF convenor, Itingtiebe Siang in a press note said this was the “conviction and committed demand of the prudent Zeliang elders”. Further, reacting to the statement of Zeliang Peoples’ Organization (N) president, Kiezen Zeliang, ZEF alleged that as the mouthpiece of T.R. Zeliang, Kiezen had no right to disrespect or fail to recognize the supreme sacrifice of the precious lives of two Naga youths in protecting the rights of the Nagas, as a result of the state government under the chief minister T.R. Zeliang that refused to heed the voice of the people to defer the ULB elections. ZEF asked “what was the need to dispute on trivial issue of being ignorant

ZEF further went on to point out that the present crucial and factual scenario was politically motivated or politicised. ZEF however said Kiezen was constantly being ill-advised to continue playing the second fiddle. ZEF said the burly acting nature of always backing T.R. PM justifies note ban; attacks Cong

New Delhi, Feb 7 (IANS): Launching an all-out attack on the Opposition, especially the Congress, Prime Minister Narendra Modi on Tuesday said the people of India were responsible for keeping democracy alive, and also justified the demonetisation move as made at the right time. In his reply to a debate on the Motion of Thanks to the President’s Address, Modi also made a snide comment at Congress Vicepresident Rahul Gandhi over his claim he would make “earthquake” like revelations about the Prime Minister’s personal involvement in corruption. The Motion of Thanks was passed by Lok Sabha on Tuesday by a voice-vote, with all amendments being rejected. Speaking on demonetisation for the first time in Lok Sabha on Tuesday, the Prime Minister said it was a move that was made at the right time, and called it the “clean India” move for the Indian economy. “When can you have an operation? When the body is healthy. For demonetisation, good economy was needed and this was a proper time. Our economy was doing well and our (demonetisation) decision was taken at the right time,” Modi said. “The move was calculative. The decision was taken after Diwali when trade (across the country) was high,” he said, add-

Narendra Modi ing the move was like the Swachh Bharat mission to clean the economy of illgotten wealth accumulated by evading tax. He said he was aware of political risks but “I am not concerned about the elections”. He also said the government wanted a discussion, but the opposition was more interested in giving “television bytes”. The Prime Minister started his reply to the debate by mentioning the earthquake that hit Delhi on Monday night, and took an indirect dig at Rahul Gandhi who had claimed he will make revelations about the Prime Minister’s personal involvement in corruption, that will cause an earthquake. “Finally the earthquake came... I was threatened about it long back,” the Prime Minister said, triggering an uproar in the opposition benches. The Prime Minister also had a retort for Congress leader Mallikarjun Kharge, who on Monday has said Modi could become Prime Minister only because the Congress protected de-

Supreme Court allows 23 week pregnant woman to abort NEW DELHI, Feb 7 (agencies): The Supreme Court on Tuesday came to the rescue of a 22year-old pregnant woman who is facing danger to her life due to pregnancy and allowed her to abort her 23 week foetus. In the second case this year, a pregnant woman with a malformed foetus moved SC and the court granted permission to undergo medical termination of pregnancy beyond the 20-week limit. In January, a woman from Mumbai had won SC’s nod to medically terminate her foetus that had severe brain anomaly. Indian laws allow abortion till 20 weeks of pregnancy, but around half dozen cases have, in the recent past, moved the SC seeking permission to abort beyond this deadline. In this case, a bench

of justices S A Bobde and L Nageswara Rao accepted the plea of the lady after a medical board constituted by it also favoured abortion. The board in its report to SC said that life of the lady would be endangered if abortion is not allowed. It also said that there is no chance of survival of foetus. Accepting the report, the bench allowed lady to abort her foetus. In the second week of January, a Dombivli woman, who was 23 weeks into her pregnancy, moved SC as she wanted to abort her foetus which had anencephaly, a serious defect in which parts of the brain or skull are not adequately developed. The court had asked a medical board from KEM Hospital to give an opinion. The woman underwent abortion at the same hospital a week later on SC directions.

mocracy fr 70 years. “Congress said democracy was protected by them... But every one knows, the democracy has been sacrificed for one family,” he said. He referred to the Emergency that was implemented by the Indira Gandhi government in 1975, in response to which opposition members quipped that there was an “undeclared emergency” in the current times. “They (Congress) did not know the power of the people. It was because of the people that democracy was reinstated. It is because of the people that a poor mother’s son could become the Prime Minister of India,” Modi said. He also retorted to Kharge’s comments in the Lok Sabha on Monday where he said Congress members had laid down their lives for the country and no one from the BJP had done so. Kharge’s comment was expunged by the chair for unparliamentary language. “Knowing the history is important... Whether we were there or our dogs were there... other people’s dogs may have been there, we did not grow in the culture of dogs...” the Prime Minister said responding to Kharge’s comments. He mentioned the 1857 armed revolt, and said people were there even when Congress was not born. “The lotus was there at that time, the lotus is still

here,” Modi said. Through the debate, opposition members kept making remarks about the Prime Minister being a “brand ambassador” for Paytm and Jio mobile connection, to which Modi eventually replied and said: “Those who have its agency will speak about it”, signalling that the opposition was mentioning it more than him. He slammed the Congress for giving credit to “one family” for everything, including Independence, and said: “Did you even say there was one Savarkar who went to Kala Pani for Independence, did you ever talk about Bhagat Singh, Chandrashekhar Azad?” Justifying the preponment of the budget, Modi said India is an agricultural nation, and continuing the British legacy of budget date leads to non-availability of funds during the sowing season once the Monsoon has started. “At one point of time, budget used to be presented at 5 p.m., because it was as per British time. We have a habit of carrying British legacies,” he said. “We go ahead with the budget in May, by June rainfall starts. For the first three months, budget money could not be utilised and then whatever time is left, money was disbursed in a hurry,” the Prime Minister said implying that preponing the budget will help in disbursing money at the right time.

Gurugram, Feb 7 (IANS): A statue of Dalit icon B.R. Ambedkar was found partially damaged in Haily Mandi area near Pataudi, around 28 km from Gurugram city on Tuesday, police said. The bust of the principal architect of India’s constitution, popularly known as Baba Saheb, was installed in the premises of Ambedkar Bhawan in the area. “Someone pushed it from its base and it was partially damaged as a result,” said an activist from Ambedkar Sabha. Senior police officers and Pataudi’s Sub-Divisional Magistrate (SDM) Ravinder Yadav visited the spot and the statue was reinstalled. The officials also assured all possible help to the community and said that a new statue will be installed soon. The police has registered a case on a complaint against unidentified persons.

New Delhi, FEB 7 (AGENCIES): Emphasising that there is adequate security for coastal States, the government on Tuesday said 183 coastal police stations have been operationalised and steps have been taken to strengthen them. With regard to coastal security, Minister of State for Home Affairs Kiren Rijiju told the Lok Sabha it is a “question of coordination” and the government is implementing a comprehensive and integrated Coastal Security Scheme (CSS) to strengthen the security infrastructure in coastal States. “Under the scheme, coastal States/Union Territories have operationalised 183 CPSs, which are

Chennai, Feb 7 (IANS): Deepa Jayakumar, the niece late Tamil Nadu Chief Minister J. Jayalalithaa, on Tuesday said the media briefing called by the AIADMK leader’s doctors was “stagemanaged”. Jayakumar said she cared about the state and the people, and not about her aunt’s property, and accused the state police of creating hurdles in her public programmes by refusing permission and other means. “I will not be cowed down by threats,” she said, when asked if she had received any. “A lot of people are unhappy about AIADMK. I will not ditch people who come to me. I will continue to be in public life till the end,” said Jayakumar, who has been positioning herself as her aunt’s political heir. Jayakumar said she would announce her future plans on February 24. Earlier, she had said she would announce her decision whether to join AIADMK or float her own party on that day. On AIADMK’s decision to elect Jayalalithaa’s close aide V.K. Sasikala as the party’s General Secretary and the leader of the legislature party, Jayakumar said: “Being with someone for 33 years is not a qualification to become the Chief Minister of a state.” Jayalalithaa died on Dec 5, 2016, after being admitted to Apollo Hospital for around 75 days.

Rahul Gandhi

Akhilesh Yadav

Meerut, Feb 7 (IANS): Uttar Pradesh Chief Minister Akhilesh Yadav and Congress Vice President Rahul Gandhi on Tuesday held a joint rally at the Nauchandi grounds here and appealed to the people to bring the alliance to power “to check communal forces”. In his address, Rahul Gandhi accused Prime Minister Narendra Modi of handing over 60 per cent of India’s wealth to only 50

families in the country. He also said that through his ill-planned demonetisation drive, the Prime Minister made people stand in long queues outside banks and ATMs to get their own hard-earned money. The Gandhi scion also reminded the gathering that of the people standing in the queues, no one was a rich man or a suited-booted person. “It was the poor who had to suffer.”

72 hospitals to be upgraded under PMSSY New Delhi, Feb 7 (IANS): A total of 72 hospitals have been approved for upgradation in different phases under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), Parliament was told on Tuesday. “The upgradation of hospitals across the country will be done in several phases,” said Minister of State for Health Faggan Singh Kulaste in a written reply to a question in the Rajya Sabha. As part of the decisions by the Health Ministry, the proposal for creation of a Super Specialty block in Institute of Medical Sciences, Benaras Hindu University, at a cost of Rs 200 crore under PMSSY has been approved. “Gover nment Medical College (GMC), Bilaspur, and Government Medical College, Jagdalpur, have been approved

for upgradation at the cost of Rs. 200 crore each (Central Share: Rs 120 crore, State Share: Rs. 80 crore) under Phase-IV of PMSSY,” said Kulaste. The Central Public Works Department (CPWD) has been appointed as the executing agency for upgradation. Gap Analysis Committee has been constituted, and preliminary analyses by GMCs for Jagdalpur and Bilaspur have been reviewed on January 12, 2017, and they have been asked to submit revised analysis and estimate in consultation with the executing agency, said Kulaste. Kulaste also informed the house that timelines for start and completion of the upgradation work depend upon various factors, including approval of authorities concerned, approval of Detailed Project Report and issue of notification of award.

Buoyed by the impressive gathering, Samajwadi Party (SP) National President Akhilesh Yadav took potshots at Modi’s acronym “SCAM”, spelt out during a speech a few days back in Meerut. The Uttar Pradesh Chief Minister said the Prime Minister should not have included the name of the BSP supremo. “He did a wrong thing by including the name of Mayawati in acronym SCAM,” he quipped. “I guess he forgot the festival of ‘Raksha Bandhan’,” Akhilesh Yadav said in an apparent reference to the coming together of the BSP and the BJP to form a government in the past in Uttar Pradesh. “He probably missed out on this past,” the Chief Minister said with a chuckle.

hether or not politicians in Nagaland , or to be precise, those who remote-control everything in Nagaland, realize, today people have grown weary of their game of “clever politics” as these have been responsible for the accumulated mess in society. Naga society has been subjected to regression arising out of conflict between reasons that sound good and good sounding reasons. These are also signs of poor quality leadership since politics is determined not by capability but winnability by any means. Leadership cannot be bought nor given, it is in being able to steer society through the challenges. Unfortunately, the winnability factor alone which steers state politics has entitled them to be called leaders. Today Nagaland faces many challenges and problems that call upon leaders to act with wisdom and clarity to maintain the course. However, due to the politics of populism and rhetoric, politics today is bereft of the essences of probity and accountability. While elected representatives deliberate, it appears that the art of statecraft has, as usual, given way to the platitude over the people’s desire. This is so because, the only interest among people and their “leaders” is for monetary, personal and political gain and at the cost of the future destiny of everybody. These expose the greatest tragedy confronting Naga society today- a perplexing veneration of profane politics that has no need for the rudder of rationality. The list of concerns are many, loss of authority-family and society, blatant corruption, rising crimes, pervasive immorality and killings-are enough to suggest, that things have gone wrong. The outward signs cannot hide the inward problems. These signs do not augur well for society in the long run. Political leaders have to shape in to the needs of a society. Despite the flaws of elections, the growing number of those who are seriously concerned with the developments realise that they have lived through much of that rhetoric and demagoguery of the decades. Today when people want leaders who serve them and steer the course through the difficult paths, they realise that they cannot have the cake and eat it too. It is explained by the famous saying that a people get the leaders they deserve. Society talks about “quality” in all spheres be it education, services, infrastructure etc but unless it undertakes self-introspection, all these desires will remain distant dreams. Society if it is to progress can only do so if it makes a serious effort to reach a level where understanding and concerns are primary over individual and tribal concerns. By and large, society in general appears to be living under a cloud of frustration at the way things are going. Like any illness, the symptoms are usually more visible than the cause itself. The causes are actually known but yet ignored such as- naked corruption, injustice, anti-social behaviour, gunculture etc, which are signs of criminalisation that have attacked and caused immense damage to the fibre of society. The once self professed and much vaunted traditional culture and ethos has been numbed by compromises which has created passivity. As tribe organizations seek to meander through a serious crisis, it is an opportunity for looking at alternative options for intellectual synthesis towards a free and progressive society that all seek to achieve.

DailyDevotion Spiritual Dejection We were hoping that it was He who was going to redeem Israel. Indeed, besides all this, today is the third day since these things happened. —Luke 24:21 Every fact that the disciples stated was right, but the conclusions they drew from those facts were wrong. Anything that has even a hint of dejection spiritually is always wrong. If I am depressed or burdened, I am to blame, not God or anyone else. Dejection stems from one of two sources— I have either satisfied a lust or I have not had it satisfied. In either case, dejection is the result. Lust means “I must have it at once.” Spiritual lust causes me to demand an answer from God, instead of seeking God Himself who gives the answer. What have I been hoping or trusting God would do? Is today “the third day” and He has still not done what I expected? Am I therefore justified in being dejected and in blaming God? Whenever we insist that God should give us an answer to prayer we are off track. The purpose of prayer is that we get ahold of God, not of the answer. It is impossible to be well physically and to be dejected, because dejection is a sign of sickness. This is also true spiritually. Dejection spiritually is wrong, and we are always to blame for it. We look for visions from heaven and for earth-shaking events to see God’s power. Even the fact that we are dejected is proof that we do this. Yet we never realize that all the time God is at work in our everyday events and in the people around us. If we will only obey, and do the task that He has placed closest to us, we will see Him. One of the most amazing revelations of God comes to us when we learn that it is in the everyday things of life that we realize the magnificent deity of Jesus Christ.

Article 371A – gift from God

f someone were to say that Nagas are special people loved by God, we may take it with a pinch of salt and say, “Oh well, there goes another fanatic Christian”. We may not endorse such a view, but just for the heck of it, someone might try to examine and approve or disprove that God has a special love for the Nagas. Prior to the advent of the Gospel, the Nagas were living in darkness and superstitious fear. Our forefathers were hardworking people, but barely able to survive by toiling the soil. They were freedom loving to the extent of not tolerating anyone to govern them. Head hunting was a way to prove one’s manhood and bravery. Viewed from various angles, Nagas hardly qualify to attract God’s special love. But something strange happened. The missionaries came to the deep forest mountains and found the Nagas living in savagery. Despite the language barrier, they communicated the best way they can, in the simplest way, the love of God, His forgiveness and salvation. Surprisingly the Nagas received the Gospel, and in a matter of few decades, it spread all over the Naga country, and today, after a little over a century, about 99 % of the Nagas are Christians. It appears as if God had prepared the hearts of the Nagas so that the seed of the kingdom of God scattered by the missionaries would fall on fertile and receptive soil. Compare this with the missionaries labour in Assam. They toiled for many years, but the harvest was insignificant. Is it because God has a special concern for the Nagas? The mighty wave of revival that engulfed Nagaland from 1954 till the mid 1960s is another manifestation of God’s love and care for the Nagas. This period was also the harshest tribulations the Nagas had gone through – the army operations against insurgency. Without the Holy Spirit giving the strength and courage to bear, I wonder whether the Nagas would have survived the atrocious time. Is it another indication of God’s special care for the Nagas? Surviving the worst years of insurgency and army atrocities, Nagas enjoyed a relatively calm years following the attainment of statehood in the Indian Union which also ushered in economic development. In the hustle-bustle of a new era of development in various facets of the Naga life, the spirituality of the people that was sown in their hearts and minds with the advent of the Gospel, strengthened by the revival fire of the Holy

T

he statement issued by the NPF youth wing that was carried in the local papers on 3.2.2017 unmistakably contains many provocative and insulting sentences and phrases. It appears that the youth leaders think they are much wiser than the various Nagas leaders who are tested by fires in the courses of their lives. It is very unfortunate, the youth wing of NPF knowingly and unknowingly thrown petrol to the ravaging fire as when the Naga masses are surcharged emotionally for the ugly incidents that have taken place around Nagaland recently. They were talking about ‘Democracy’. Very good, in democracy the elected or chosen representatives derived power and privileges’ from the people (masses) who they represent. They stated that elected government is to carried out its responsibility independently. How could that happen? In a democracy, the government is the sum total of the surrendered rights of the people. Therefore, the

Spirit, became the major victim. Therefore another purging was needed – the Holy Spirit revival wave of 1976. Can we take it as yet another proof of God’s special concern for the Nagas? God’s concern for the Nagas does not seem to be confined to the spiritual realm only. There are undeniable manifestations of God’s special care and protection in the physical realm of the Nagas, especially in the political arena – the most glaring one being the Article 371A of the Constitution of India. It is amazing that the Naga leaders could visualise that such provisions of protection would be needed by the Nagas for generations to come. From where did they get the wisdom, foresight and intelligence to draft such provisions in such an unequivocal language? From where did they get the strength, power and influence to be able to enshrine these provisions as Article 371A in the Constitution of India? Consider the political situation during those days. Was not Prime Minister Nehru heading the government trying to quash the Naga uprising with the Indian military might? How come, then, that his parliament so willingly enshrined Article 371A in the Indian Constitution? There appears to be some unseen hand doing its work guiding the course of history. God can protect the Nagas and their land by sending tens of thousands of angels with drawn swords. He can also safeguard the interests of the Nagas through parliamentary procedures of government – after all it is He who also chooses to whom to give power to govern. It appears He has used the later method for the Nagas. The provisions of this Article, especially (1) (a) (i), (ii), (iii) and (iv) give almost everything into the hands of the Nagas. The Nagas are constitutionally, and therefore legally, given the freedom to reject/modify/accept almost any Act of Parliament. These provisions cannot be over-ruled by any act of Parliament that may be enshrined in the Constitution, as it is clearly stated in the opening sentence of this Article. These provisions also cannot be changed, as it is clearly stated in the last sentence of this Article. Therefore Article 371A is now firmly and solidly enshrined in the Constitution of India as an immovable and unchangeable rock. This Ar ticle 371A is therefore like a signed blank cheques, aces in the hands of the Nagas. If Nagas would understand this mighty con-

stitutional provisions and use them wisely and judiciously, it is almost equivalent to sovereignty, plus the added bonus of blessings of the Government of India. No constitutional power can undermine or abuse this Article. But the danger is that, if the Nagas do not understand the power and the potentials of this Article, its effectiveness will be lost due to unused – a machinegun left to rust unused, signed blank cheques lying forgotten in some drawer gathering dust. Had it not been for Article 371A, the first and foremost casualty of the onslaught of the mainland in the name of development would be our land and its resources. We are pained to see less fortunate tribals in states like Jharkhand, West Bengal, Orissa, Chhattisgarh, etc. where their ancestral lands have been wrenched away from them by the government and industrialists in the name of development, even for wildlife sanctuary or tiger reserve. Had it not been for Article 371A, our mineral resources would have all be exploited, ravaging our beautiful mountains, hills and valleys, enriching some industrialists beyond measure, making us paupers, and leaving behind ecological disaster to content with. Had it not been for Article 371A, our land would have become a military fortress, with missile silos on every hill and mountain, valleys and hillsides rumbling with machineries of war, as it is strategically located for the defence of India against and possible aggression from east and north. There are those who may be aware of the potentials of Article 371 A, and are trying to belittle it, but with not much success. It it were possible they would scrap or dilute its effectiveness through the process of constitutional amendment, which is easier said than done. There are forces trying to make inroads into the Naga territories for exploitations in various areas – religion, social and mineral resources. These forces know that Article 371A is an insurmountable obstacle to their heinous objectives. Therefore their first agenda is to circumvent and/or make this protective wall ineffective. They can do that only if they can drug the guardians of our land (the legislators or law makers), and keep them in a blissful stupor by whatever devilishly delightful means they have up their evil sleeves. Once our guardians are put in the land of the lotus-eaters with heavy eyelids due to over indulgences, and in peaceful apathy, unmindful of what

is happening around them, including the rape of their very protective wall – the Article 371A, then these evil forces could flood in to forage the land. But fortunately all is not lost yet. Knowing the insatiable appetites of the guardians of our land who would scramble after things that jingle and glitter and sell not only their self esteem, but their very souls as well, some Nagas have kept themselves out of stupor and are alert and watchful knowing that our zombie guardians are not capable of discharging the task, what, with their bulging eyes hardly able to focus and with the constant jingle ringing in their ears? Once the alert was sounded, the entire Nagas became aware of the threat to their social order, their land and property, and rose up as one - a formidable army of democratic force - and shown that for the sake of our present generation and for our posterity, they are even willing to lay down their lives. Some did lay down their lives – unarmed youths with bullets making entry into their innocent bodies from the back. Cowardly gun handlers whose knees knock when facing face to face, but regain courage when the other’s back is turned towards them! Whatever might have happened, the Nagas must ensure that Article 371A is kept alive and healthy. This can be ensured only through use - its proper application in legislative work. The current contentious issues are reservation and taxation. These clearly fall under the ambit of our social practices and customary laws. Therefore these matters are to be examined, deliberated and decision taken according to our social practices and customary laws. Practices which are not in our customs, if it is realised that inclusion of them is essential in our present society, then they may be adopted in our social practices and customs. That way even if we adopt an act of parliament, we are doing so after filtering it through our social and customary laws and thus applying the provisions of Article 371A. If we carefully examine every act of parliament, we may find that most of them, some way or other, would need filtering through provisions of Article 371A for application. But such careful examination requires serious study, and then lengthy legislative discussions and debates. Are we ready to do that? Or should we continue to have just a few days of assembly sessions in a year, with a ban on questions and debates, and pass acts without knowing what they are! N. Mozhui, Pensioner, Duncan Basti Dimapur

Apply wisdom and be cautious

people have their rights to raise their voices and agitate when they see that their surrendered rights are misused and infringed and their futures are threatened. In some countries the provision for ‘RECALL’ is incorporated in their constitutions. And therefore, when any elected member is deemed incapable to carry out the wishes of the electorates is recalled but in Indian constitution doesn’t have such provision, otherwise many members are to be recalled before their end of their tenure. The Nagaland state government had totally failed to fulfil the wishes of the Naga people and completely ignored the Naga tribal Hohos. Many of the leaders have insatiable ambition for power and money. They are thinking only money and power. Power is like two-edged sword hurting anyone on any side which it touches. Therefore, who so ever is in power should be wise and conscious. Now, coming to the present crises arising out

of the urban and town councils elections, inspite of repeated request and humble appeals made by the Naga tribal leaders to the Nagaland state government, the government remain adamant and stated that the urban and town council elections will go ahead.’ At any Cost’ so, has cost much to the regret of any one of us. Except accidental meetings, I have had no chance in the course of my life to work with T R zealing in any field. But I guess I may be wrong, T.R. Zealing may not be so stiff and rigid. I suspect there may be some of his colleagues who are obstinate and wanted to execute any programme of their choices.T.R. Zealing, therefore, better declare the names of those autocratic colleagues through whose pressure he had acted against the wishes of the masses. These will reach the egotist good lessons who want to rule the people with iron hands against their interest. Again, regarding the 33% women reservation in the urban and town

council election I want to supplement the article written by Kaka D Iralu which was published recently in local papers. Let us not talk about the validity or in validity of article 371(A) of the constitution of India. Our customary laws and practices and our convention and usesages are unique. These are coveted by many people all round the world. Our customs and traditions are relevant at present and will be relevant in the future. They will be reverent in all the changes of time and generations, except the head hunting which we are giving up without any pressure from any corner as we have become all Christians our religion discourages and forbids us to do such practices. Our punishment of the guilty or the offender started from reprimand. Reprimand may be light or sever. Light reprimand means private reprimand of the guilty. Severe reprimand means reprimanding the offender in public and putting him or her to

Nagaland is burning because of 33% Woman Reservation

T

he Nagas are not Indian though due to 9 Points Agreement of 1947, the Nagas with GOI till today and awaiting the GOI for fulfilment of her commitment towards the Nagas that our forefathers land about 5000 sq miles shall be returned to us which areas earlier transferred to Assam without our consent, the Nagas have their own Customary Laws, Cultures, Traditions, Customs and usages since time immemorial and there is nothing shortage of Law to control their every tribal members or to give punishment to every criminal. However, there is no law to threaten any one to bow down or to surrender before any authority without any sufficient reasons. And the Christianity religion which doctrine practices by the Nagas is more perfect than the Customary Law of Nagas. Every legal decision and right judgment and every traditional and constitutional rights are from the above and no one is above the law. There is no provision or system of taking law into our hand to go against the guilty person without informing the village authority as because, such unlawful activities taking law into our hand will automatically exchange our right with others wrong. If anybody earns any point of right in any dispute cases, she/he must be preserved his/her rights so that the judgment will be always goes against the guilty person according to Naga Customary Law and there is no bribery system or pending cases. The Nagas, according to our Naga Customary Law as well as our religion, there should not be any confusion about the 33% Woman Reservation which Act never match with the Naga Customs and their Religion which can never be implemented in the Naga inhabited area until the same 33% Woman Reservation Act is implemented within the other States in India so that only the burning of Nagas may be defused. As because, Article 371A of the Constitution of India have already guaranteed the Naga Traditional Customary Law rights and its process. Now in order to stop the enforcement of the 33% Women Reservation in Nagaland, the Nagas gave another 2 (two) precious lives on 31st Jan 2017; 1) Khriesavizo Metha 2) Bendangnungsang Longkumer in Dimapur against the said Act and the same history has gone down into the Naga history. And as such, now to implement the said 33% Women Reservation Act in Nagaland is out of Question, and now, the Naga Women have no more moral right to fight any competition games with her partner (men) except one women representative each in the system of Nominee from each district level in Nagaland if so desired. The general public as well as the Govt. of Nagaland should have no confusion about 33% Women Reservation and development of town in Nagaland. Development of our Towns and cities and 33% Women Reservation is quite different. Moreover, where there is no road or no fly over or no alternative roads in Dimapur for vehicles to ply. And for which, Police Commissioner Post is not so required immediately at this stage. In the present burning situation in Nagaland, I on my behalf and on behalf of the whole Village Chiefs (GBFN) of the State appeals to every Naga leaders and every sections of Nagas not to pour any more fuel in the burning issue instead of realizing our mistakes and do not exchange our right with other wrong and try to bring peace in our land. I convey my deepest condolences to the bereaved families and pray for the departed souls to rest in peace. T.L. Angami, founder & first president, sr. advisor, (GBFN)

public shame. Fines of an amount of cash or big pig or a young Mithun etc are imposed on big offenders. These may be slightly different from tribe to tribe. The heaviest punishment is expulsion/ex-communication from clan or village or community. The excommunicated person or persons become taboo to every sections of the society. They are disassociated

by people in every walk of life. Therefore, the excommunicated person or persons become like dead souls within the period of ex-communication. In order to escape from such punishments the people respected and observed their respective customs and traditions in the past also. (To be concluded) A.Z.Jami, Senior Kilonser

Politics of hurt and pain Sir,

The current ULB politics of hurt and pain is a case of ‘Thanks but no thanks’. I fail to be convinced that this is happening for love of my gender. Yes, as a whole we need progress, equality, liberty and freedom but not at the expense of betrayals, hurts, pain and death. The games and counters games that our society ‘Who’s Who’ played was so hurtful and painful. The end result was borne by the blood of our sons. Why not resolve and restore normalcy? We need love and peace more than further blood stains at this hour. Shed no more blood in our name! Dr. Visakhonü Hibo

Train accident mastermind arrested in Nepal, says NIA

New Delhi, Feb 7 (IANS): The National Investigation Agency (NIA) on Tuesday confirmed that Dubai-based Shamshul Huda, who acted as “mastermind” for an ISI-backed plot to cause train accidents in India, was arrested by police in Nepal. “Shamshul Huda has been arrested by the Nepal Police after being deported from Dubai,” a senior NIA official told IANS on the condition of anonymity. The official also described Huda’s arrest as a big breakthrough in the three cases that was handed over to the agency. The three cases comprised a failed attempt to detonate an IED (Improvised Explosive Device) on the Ghorasahan track in East Champaran district of Bihar on October 1, 2016;

Kanpur incidents. “Technical evidences and the initial questioning of three arrested criminals by Bihar police have led NIA to probe ISI’s role in two train accidents and a failed attempt of track blast in India on various occasions. “WhatsApp chat details and other technical evidences has indicated clear link among the arrested criminals, Nepalese handler Brajesh Giri, Dubai-based mastermind Shamshul Huda as well as a Karachi-based suspected ISI agent Shafi Shaikh. All these inputs are enough to confirm the ISI role,” a Home Ministry official said. Initial investigations reveal that Giri had given Rs three lakh to the arrested criminals for planting a bomb on the rail tracks at Ghorasahan. Investigators said that Umashankar Patel, one of the accused, came in touch with Shamshul Huda and Shafi Shaikh during a telephonic conversation organised by Giri when the two masterminds were together in Dubai around seven month ago.

DIMAPUR, FEB 7 (NPN): Various schools particularly those affiliated to CBSE have urged upon the state government to lift the ban on mobile/data internet services since, saying students were being affected to carry out their online test/exams and other activities. Talking to Nagaland Post, chairman of a reputed school in Dimapur said 90% of CBSE students have been held back by the suspension of internet. This has stalled all online test and other

activities of the students, he said. Some of the problems highlighted by the chairman was inability to upload practical marks, net banking, and online exams and online fee submission. Sources further appealed to lift the ban for mobile and internet services at the earliest keeping in view the upcoming NBSE, CBSE and other related exams where most of the students download materials through the internet. This was so because many were data card (via SIM card) users.

Myanmar border fencing stopped, says Zeliang Correspondent

KOHIMA, FEB 7 (NPN): Nagaland chief minister T.R. Zeliang on Tuesday informed that the border fencing along the IndoMyanmar border by the Myanmar government at Pangsha in Tuensang district has been stopped with the intervention of the Central government. Though Nagaland government was yet to receive the official communication, Zeliang said he was informed by National Security Advisor, Ajit Doval on

Monday. The issue was taken up by the Ministry of External Affairs with the Myanmar government after which the Myanmar government agreed to stop the border fencing, said Zeliang at the press conference. Further consultations would be held between the two countries soon, he said. As announced earlier, Zeliang said the ‘Naga summit’ would be held soon along with all Naga people living in the border areas.

CHENNAI, FEB 7 (IANS): Former assembly Speaker P.H. Pandian and the late J. Jayalalithaa’s niece Deepa Jayakumar on Tuesday came out strongly against the elevation of AIADMK General Secretary V.K. Sasikala as Tamil Nadu’s Chief Minister. Hours after Pandian, who is still with the AIADMK, demanded a probe into the circumstances leading to Jayalalithaa’s hospitalisation, Jayakumar said Tamil people were against Sasikala becoming the Chief Minister. Pandian, who was the Speaker when the iconic AIADMK founder M.G. Ramachandran was the Chief Minister, spoke to the media at his residence along with his son Manoj Pandian, a former Rajya Sabha member. Manoj Pandian also claimed that Jayalalithaa had once told him that she may be poisoned to death. “When Thuglaq editor Cho Ramaswamy and I were Directors of Jaya TV, she (Jayalalithaa) told us she fears this group would poison me to death,” Manoj Pandian said. Cho Ramaswamy died on December 6. “I told her she does not belong to one family but belongs to over 1.5 crore members of AIADMK. The people of Tamil Nadu

she would announce her plan of action on February 24 -- whether to join the AIADMK or form a new party. On the death threats she is reportedly getting ever since she stepped into the public limelight, she said: “I won’t be cowed down by threats.” She accused the police of trying to put hurdles in the way of her public programmes. The Pandians earlier questioned the legality of the AIADMK General Council’s election of Sasikala as General Secretary. Hinting at foul play, the senior Pandian said there should be a probe to find out what led to the hospitalisation of Jayalalithaa in September. Citing news reports that Jayalalithaa had fallen at her residence on the day she was admitted to Apollo Hospitals, former Speaker Pandian said this must be probed.

New Delhi, Feb 7 (IANS): Finance Minister Arun Jaitley on Tuesday moved the Specified Bank Notes (Cessation of Liabilities) Bill for passage in the Lok Sabha to formally make the banning of Rs 500 and Rs 1,000 notes a law, which includes provision of penalty for holding the demonetised notes. “Once a cur rency ceases to be legal tender, you cannot allow it to operate. Holding the currency beyond the permissible limit, will become an offence,” Jaitley said here. The Specified Bank

Arun Jaitley

Notes (Cessation of Liabilities) Bill, 2017, seeks to replace the ordinance on demonetisation promulgated by the government in December 2016.

The bill, like the ordinance, provides that the specified bank notes, which have ceased to be legal tender, shall “cease to be liability of Reserve Bank of India”. Brought as a money bill, the Rajya Sabha will not have any major role in its passage. A financial memorandum with the bill said it involves decision having impact on the “contingent liabilities of the central government and thus on the consolidated fund of India”. It prohibits the holding, transferring or

receiving of the ‘specified bank notes’ after December 31, 2016. “On and from the appointed day, no person shall, knowingly or unknowingly or voluntarily hold, transfer or receive any specified bank notes,” the bill said. As per the bill, an individual cannot hold more than 10 of the demonetised currency notes irrespective of value, and for the purpose of study or research, not more than 25 notes can be held. For violation of these provisions, as per Section 5 of the bill, a fine will

be imposed which can be of Rs 10,000 or five times the amount of the old currency notes held - whichever of the two is higher. Those individuals who were outside India during November 9 to December 31, or any other class of persons specified by the central government, can make a declaration which will be verified by the Reserve Bank of India. If the RBI is satisfied with the reason cited it may credit the value of the old bank notes in the individual’s “Know Your Customer compliant bank account”.

(Form p-1) He said Naga people should not be taken to such a direction. The chief minister said normal functioning of all government offices will resume after the consultative meeting on Wednesday. Zeliang said his government will not force the tribal hohos or ask them to pass resolution, but would try to convince them about the position of the government. On speculations about his joining BJP, he said it was “beyond my dream”. Zeliang claimed that he neither spoke with BJP central or BJP state unit and the information was not true as there was not such need to merge with BJP since its central leaders had good relation with him. On why he took such a belated step to address the worsening crisis, Zeliang said he did so for the sake of peace at the intervention of the NBCC. Zeliang also alleged that some “vested interests” were behind the recent agitations as it involved a huge expenditure to feed several thousand people for the past one week or ten days. He mentioned that earlier, Rengma Hoho, Lotha Hoho, ENPO had stated they favoured women reservation but later back tracked. Zeliang said this proved that some political vested interests were behind the agitating group. On the death of one person in Longkhim, CM said he received the report but was yet to ascertain the reason behind the incident. R&B minister, Vikheho Swu added that reasoning and understanding was the need of the hour and that the good intention of the government was misunderstood. He said the CM’s apology should be the beginning point for better negotiation.

Mumbai, Feb 7 (PTI): In a climb-down from its 4-month high, the Sensex today took its first hit in five sessions by falling over 104 points even as the Nifty slipped below the 8,800-mark, weighed down by rate-sensitive banking, realty and other stocks ahead of the RBI monetary policy. The rupee lost ground against the dollar to 67.44 (intra-day), which precipitated the fall. Investors were anxious concerned about uncertainties over the timing of Federal Reserve rate hike, US policies under President Donald Trump, the upcoming French election and rising crude price that could impact inflation, going ahead. A weak closing in Asia tracking overnight losses in the US owing to all these unknowns triggered selling, brokers said. The 30-share barometer opened a shade higher and rose further before profit-booking kicked in, but settled at 28,335.16,

Gold climbs Rs 200 on global cues, jewellers buying New Delhi, Feb 7 (PTI): Rising for the second straight day, gold prices firmed up by Rs 200 to Rs 29,850 per 10 grams today, driven by positive global cues and persistent buying by local jewellers. Silver also rose by Rs 350 to Rs 42,800 per kg backed by increased offtake by industrial units and coin makers. Marketmen said that besides a firming trend overseas, persistent buying by local jewellers to meet wedding season demand at the domestic spot market kept the precious metal prices higher. Globally, gold rose by 1.29 per cent to USD 1,235.20 an ounce and silver by 1.26 per cent to USD 17.71 an ounce in New York in yesterday’s trade. In the national capital, gold of 99.9 per cent and 99.5 per cent purity shot up by another Rs 200 each to Rs 29,850 and Rs 29,700 per 10 gram.

However, to realise this growth potential, emerging market governments need to implement structural reforms to improve macroeconomic stability, diversify their economies away from undue reliance on natural resources (where this is currently the case), and develop more effective political and legal institutions. “Policymakers across the world face a number of challenges if they are to achieve sustainable long-term economic growth of the kind we project in this report,” Hawksworth said.

He said the Reserve Bank of India (RBI) is working to fix the Marginal Discount Charges (MDR) for debit card transactions above Rs 2 lakh. “RBI is deciding on this....This is work in progress. Trump shows America’s ‘real face’: Khamenei

Khamenei delivers a speech in a meeting with military commanders in Tehran, Iran, February 7, 2017.

DUBAI, FEB 7 (AGENCIES): Ayatollah Ali Khamenei dismissed Donald Trump’s warning to Iran to stop its missile tests, saying the new U.S. president had shown the “real face” of American corruption. In his first speech since Tr ump’s inauguration, Iran’s supreme leader called on Iranians to respond to Trump’s “threats” - which he said had failed to frighten Iranians - on Friday’s anniversary of the 1979 revolution. “We are thankful to (Trump) for making our life easy as he showed the real face of America,” Khamenei told a meeting of military commanders in

Tehran, according to his website. “During his election campaign and after that, he confirmed what we have been saying for more than 30 years about the political, economic, moral and social corruption in the U.S. ruling system,” he added. Trump responded to a Jan. 29 Iranian missile test by saying “Iran is playing with fire” and slapping fresh sanctions on individuals and entities, some of them linked to Iran’s elite Revolutionary Guards. The White House said the test was not a direct breach of a 2015 nuclear deal with six world powers but “violates the spirit of that”. A U.N. Security Council resolution underpinning the pact urges Iran to refrain from testing missiles designed to be able to carry nuclear warheads, but imposes no obligation. “No enemy can paralyze the Iranian nation,” Khamenei said. “(Trump) says ‘you should be afraid of me’. No! The Iranian people will respond to his words on Feb. 10 and will show their stance against such threats.”

Assad was also quoted as saying that U.SRussian cooperation in stepping up the fight against the militants would have positive repercussions. Trump has previously indicated he might cut U.S. support for Syrian rebels that have been fighting Assad, and that he could cooperate with Russia in the fight against Islamic State in Syria. Trump has made defeating Islamic State a core goal of his presidency and signed an executive order asking the Pentagon, the joint chiefs of staff and other agencies to submit a preliminary plan on how to proceed within 30 days.

“If you’re told I lead a double life with Mr Gallet it’s because my hologram has escaped,” Macron told supporters, referring to Radio France chief executive Mathieu Gallet. A spokeswoman said the comments were “a clear

replaced as candidate of the center-right. In that press appearance, Fillon apologized for organizing hundreds of thousands of euros in payment for his wife and family for carrying out work for him, but vowed to fight on as candidate.

Syria’s Assad views Trump as ‘promising’ on Islamic State

AMMAN, FEB 7 (AGENCIES): Syrian President Bashar al-Assad said U.S. President Donald Trump prioritizing the fight against jihadists led by Islamic State was promising although it was too early to expect any practical steps, state news agency SANA reported on Tuesday. The Kremlin, Assad’s most powerful ally, said Trump and Russian President Vladimir Putin discussed setting up “genuine coordination” in the fight against Islamic State and “other terrorist groups” in Syria during a phone call last month. Infotainment Katy Perry to perform at Grammys 2017

A US judge asked lawyers to explain the lyrics to Thriller

E

ver listened to a song and wondered what the lyrics mean? You’re not alone. US Tax Court Judge Mark Holmes had always been puzzled by the rap at the end of Michael Jackson’s Thriller, so when the star’s former lawyer John Branca appeared in front of him on Monday, he took the opportunity to settle the matter. “ Yo u ’ r e f a m i l i a r with Thriller,” Holmes said. “What exactly does ‘the funk of 40,000 years’ mean?” “Karma,” answered Branca.

The exchange came during the first day of a trial looking into Michael Jackson’s debts to the taxman. The IRS claims that Jackson’s estate owes it more than $700 million (£566 million) in taxes and penalties, a massive chunk of the star’s estimated $1bn fortune. It puts Jackson’s team in the strange position of arguing the star was worth much less, after his image was tarnished by accusations of child molestation, skin bleaching and drug use. The argument centres

around the commercial value of Jackson’s name and image at the time of his death. The IRS says he was worth $434 million (£350 million). Jackson’s estate says the figure is $2,105 (£1,701). And no, that’s not a misprint. We doublechecked. Prominent music industry lawyer John Branca, who represented the King of Pop off and on for nearly three decades, was first to take the stand. He said the star was $400 million in debt when he died, and his family had to scramble to stop his houses being repossessed. Branca said the star had become commercially toxic after the first allegations of child abuse were made against him in the 1990s. By contrast, he talked about the sponsorship deal he had negotiated with Pepsi for the Jackson’s Victory tour - which took place months after Thriller was released in 1984. “Michael made me write into the contract that he would never be seen

holding a Pepsi can and he would never be onscreen for more than three seconds,” said Branca, illustrating Jackson’s ability to dictate the terms of the deal. A decade later, however, Jackson could not find a single company willing to sponsor the HIStory world tour. “Were there any offers for the use of Michaels name and likeness during that period?” asked Howard Weitzman, a lawyer for Jackson’s estate. “Nothing credible that I recall,” Branca said. The lawyer began to get emotional as he talked about working with Jackson, according The Hollywood Reporter. “I’m going to tear up,” he said. “Michael was a genius. He was a great guy. When I tell these stories, I actually tell them with affection.” The IRS declined to cross-examine Branca, saying they would call him back when they present their case. The trial is expected to last three weeks.

Potential GoT season 7 spoilers revealed as filming wraps up

‘G

ame Of Thrones’ season 7 is apparently at the end of filming, as more spoilers about the potential plot are revealed. The show is reportedly set to air in June, and now the cast have gradually one by one been revealing that their work on the series is done. Speaking to NME, Isaac Hempstead who plays Bran Stark said: “I’ve finished my work on the new Game Of Thrones season, and I’m currently in school so just trying to finish my A Levels and doing auditions on the side to just see what comes my way really.” Emilia Clarke has also posted a video of her lipsyncing to ‘I Believe I Can Fly’ by R. Kelly with the caption, “That feeling when at last you’re a day away from wrapping season 7. I BELIEVE THIS ONES GONNA BE A MIND BLOWER.” The caption is said to be a nod to Daenerys Targaryen’s dragon-riding skills, with many believing that it points to a huge ‘showdown’ at the end of season seven. Meanwhile Maisie Wil-

liams, who plays Arya Stark, has told The Independent: “It’s just kind of tumbling now. We’ve come to the climax and it’s rolling down to the end. It’s exciting. I really felt like at the end of last season everything was set up for how it was going to end. Every character came to a little junction in their lives.

Now we’re all going to crash down together to however this show ends.” As Inquisitr reports, Conleth Hill who plays Lord Varys is currently rehearsing for a play in London now that he too has finished filming – suggesting that his character also plays a major role in the next season.

Elton John pays tribute Meltdown: Five times MIA challenged the status quo to George Michael

O

E

I remember sitting in the car just off of Hyde Park listening to a cassette of ‘Wake Me Up Before You Go Go’ and I said, ‘George, that’s the nearest record I’ve heard to a Motown record for years and years.’ “It was such a great record, and he and I became great friends. I just want to remember him for his wonderful music and his kindness, which people are commenting on.” Continuing to praise George’s personality, he added: “He was the kindest, most generous man, and did it without wanting any publicity. I’ve seen him being so kind to so many people. I’ll miss him so much for his music but more than anything for his humanity.”

Challenging Saudi Arabia over women’s rights: The video for Bad Girls finds MIA perched atop a car as it races through the Moroccan desert on two wheels. It was inspired by YouTube videos of “drifting culture” - a Saudi phenomenon, where daredevil drivers nonchalantly sip tea or smoke hookahs while their vehicle is tipped up on the passenger-side tires. By putting herself in the driving seat, MIA was openly supporting the “Women to drive” movement in Saudi Arabia, which is (still) seeking to allow females the right to drive in public. Accusing the super bowl of exploiting girls: When MIA appeared as Madonna’s guest at the 2012 Super

Bowl, she was instructed to censor a lyric during the song Give Me All Your Luvin’. She responded by raising her middle finger to the camera - and America went apoplectic. “I literally had to make out of there like a diamond robber,” she told the BBC of the aftermath. “There was so much press. I was like, ‘I can’t believe this, it’s insane.’” The National Football League attempted to sue her for $16 million, saying the singer broke a pre-show agreement to maintain its “reputation for wholesomeness”. MIA responded with a feisty YouTube statement, protesting that at “the precise moment in question” you could see 15 dancers behind her, all of them under 16. “They’re all wearing cheerleader outfits, hips thrusted in the air, legs wide open, in this very sexually provocative position,” she said. “Is my finger offensive, or is the underage black girl with her legs wide open more offensive to the family audience?” The dispute was eventually settled in private.

#Muslimlivesmatter: As recently as last year, the star courted controversy by appearing to criticise the Black Lives Matter movement. Asked about the upsurge in politically-motivated music by London’s Evening Standard, she said: “It’s interesting that in America the problem you’re allowed to talk about is Black Lives Matter. It’s not a new thing to me - it’s what Lauryn Hill was saying in the 1990s, or Public Enemy in the 1980s. “Is Beyonce or Kendrick Lamar going to say Muslim Lives Matter? Or Syrian Lives Matter? Or this kid in Pakistan matters? That’s a more interesting question. “And you cannot ask it on a song that’s on Apple, you cannot ask it on an American TV programme, you cannot create that tag on Twitter, Michelle Obama is not going to hump you back.” The quotes were characterised as an attack on Black Lives Matter - an accusation the star angrily denied. Nonetheless, the controversy led to her being dropped as the

headliner of the Afropunk Festival in London. Highlighting the plight of refugees: As a former refugee, who escaped the violent civil war in Sri Lanka to come to London as a child, MIA has written about the refugee experience since her first album, 12 years ago. But the self-directed video for Borders was her boldest statement to date, featuring boatloads of refugees, and people desperately climbing barbed wire fences in an attempt to flee tyranny. She said it was inspired by an aerial photograph of “1,000 people in one boat” printed by Time Magazine, which pressed home the urgency of the topic. “We’re at some sort of turning point,” she said. “Society was gearing up to become more closed off than it has been.” Bizarrely, the biggest protest against the video came from the Paris Saint-Germain football team, who objected to MIA wearing a bootlegged version of the club’s shirt (it read “fly pirates” rather than “fly Emirates”).

An exasperated MIA said the team had missed the “bigger picture and the bigger message”. “It’s gone over their head.” Predicting wikileaks: MIA’s fourth album opened with a track called The Message riffing on the spiritual song Dem Bones, with a lyric about government surveillance. “Headbone connects to the headphones / Headphones connect to the iPhone / iPhone connected to the internet / Connected to the Google / Connected to the government.” Back in 2010, critics derided the song as naive - but three years later, Edward Snowden leaked details of a massive global surveillance programme by the US National Security Agency. MIA responded by posting a collage of those negative reviews on Tumblr, asking “Who said this three years ago?” Her actions earned the praise of Wikileaks founder Julian Assange, who later helped her write lyrics on her fourth album, Matangi.

lton John has paid another heartfelt and emotional tribute to his late friend and collaborator George Michael. The Wham! turned solo icon passed away on Christmas Day. Last night, Sir Elton used his Beats 1 Radio show The Rocket Hour to honour Michael. “I wanted to do a little tribute to him on the show because not only was he a good friend, but he was probably one of the most brilliant songwriters this country’s ever produced, and certainly one of the best vocalists ever,” he said. “One of the best in the world.” He continued: “It was an amazing friendship based on music to start with, and

ne of pop’s true originals, MIA, has been handed the keys to this year’s Meltdown festival in London. The musician said she would “bring together music’s best forward thinkers” for the week-long event. Although the pro gramme is yet to be announced, it is bound to combine her revolutionary politics with a restless passion for new music. Created in 1993, Meltdown is curated by a different cultural figure every year, from David Bowie to Yoko Ono. MIA said she intended to showcase “different types of music which have inspired each other to exist” at London’s South Bank Centre. The singer, whose biggest hits is the Clash-sampling Paper Planes, is known for pitting hip-hop beats against world music. Her lyrics address oppressed peoples around the world, including Tamils, Palestinians, and AfricanAmericans. Often outrageous, always outspoken, her songs and videos have angered the US government, Super Bowl fans, and an entire French football team. Here are five times she stood up to the status quo.

Ashwin, Jadeja to battle for top spot

Ravichandran Ashwin

Ravindra Jadeja

Dubai, Feb 7 (IANS): India’s premier spinner Ravichandran Ashwin will be feeling the heat from teammate Ravindra Jadeja with the number one Test bowler ranking in question when they take the field against Bangladesh in the one-off

cricket Test in Hyderabad from Thursday. Ashwin is the numberone ranked bowler in the International Cricket Council (ICC) player rankings for Test bowlers, but Jadeja is breathing down his neck, just eight points behind, according

to an ICC statement. Now if Jadeja scores over Ashwin in the Test, he can potentially move ahead of the Chennai offspinner, who has been in the top spot since bowling India to a comfortable 321-run victory over New Zealand in Indore in October 2016. Bangladesh’s Shakib Al Hasan is the third highest-ranked bowler (in 14th place) to feature in the series. He is followed by India’s Ishant Sharma (23rd), Mehedi Hasan of Bangladesh (36th), India’s Umesh Yadav (37th) and Taijul Islam of Bangladesh (39th). In the batting table, skipper Virat Kohli is 58 points behind number-one

ranked Steve Smith. Kohli will be aiming to carry his strong form into the Hyderabad Test, which will certainly help him narrow the gap with his Australian counterpart. Other high-ranking batsmen to feature in the Test include Cheteshwar Pujara (12th), Ajinkya Rahane (15th), Shakib (22nd), Murali Vijay (27th), Tamim Iqbal (28th) and Mominul Haque (29th). In the ICC team rankings, number-one ranked India lead ninthranked Bangladesh by 58 points. The match will be Bangladesh’s first Test match on Indian soil since attaining Test status in 2000.

Italy knock champions Argentina out of Davis Cup

Italy knocked defending champions Argentina out of the Davis Cup with a 3-2 win on Monday.

BUENOS AIRES, Feb 7 (Agencies): Fabio Fognini made his experience tell to beat Guido Pella in five sets and send Italy into the Davis Cup quarterfinals at the expense of depleted holders Argentina on Monday. Fognini battled back to win 2-6 4-6 6-3 6-4 6-2 in the final and deciding rubber which had been

postponed on Sunday due to rain delays and failing light. Italy, who lost at home in last year’s quarter-finals to an Argentine team that went on to win the trophy for the first time, will take on Belgium in the last eight in April after their 3-2 victory. The tie at Parque Sarmiento in the Argentine

capital was another raucous affair with passionate support from the home crowd including special guest Diego Maradona. Fognini, ranked 36 places higher than Pella at 48, struggled to settle in the cauldron-like atmosphere but finally found some rhythm in the third set to begin to turn round the match.

The campaign to choose an official mascot for the 2018 FIFA World Cup in Russia started in April 2016. At the first stage, Russian football fans chose 10 candidates, after which a special panel picked three finalists -- the wolf, the cat and the tiger. The open voting held on October 21, 2016 announced the wolf called Zabivaka (the one who scores) as the winner of the contest. If he comes to the changing room, I’ll give him my shirt or whatever he wants,” Fognini told reporters. The Italians had looked set for a comfortable victory after Paolo Lorenzi beat Pella and Andreas Seppi overcame Carlos Berlocq in the opening singles. However, Argentina, without the heroes of their 2016 victory, Juan Martin del Potro and Federico Delbonis, fought back as Berlocq and Leo Mayer won the doubles in five sets against Fognini and Simone Bolelli. Berlocq’s marathon five-set win over Lorenzi on Sunday, which began at 1100 local time and finished after 1930 following two long rain delays, set up Monday’s finale.

MELBOURNE, Feb 7 (PTI): Batting legend Ricky Ponting feels India skipper Virat Kohli is the best oneday batsman in the world but it is not yet time to call him a great of the fiveday format. “Is he the best batsman in the world? Yeah, he probably is. I thought he was six or seven months ago and he’s probably taken it to another level since then,” Ponting was quoted as saying by the ‘Sydney Morning Herald’. Kohli had an outstanding 2016 across f o r m a t s a s t h e Te s t captain guided India to c o m p r e h e n s i ve s w i n s against the West Indies, New Zealand and England before taking over the captaincy of limited overs as well. Ponting said captaincy in all formats would help Kohli even further. “Is it too premature to call him the best ever? You can probably say that right now as far as his one-day cricket is concerned. His one-day record is outstanding

and probably better than anybody that’s ever played the game given how many hundreds (27) he’s made but let’s give him a few years yet in the Test series side of things. “It’s too early yet to be taking about him being one of the greats. I think the great players we always talk about - the Tendulkars, the Laras, the Kallises - those guys played 120, 130-200 Test matches. Virat’s not even halfway along that path,” he said. Talking about

the upcoming Australia tour of India, Ponting said the visitors will need to get Kohli out of his comfort zone to have any chances of doing well in the four-Test series. “The one thing about Virat Kohli is whenever there’s any confrontation, he does get a little bit outside of his comfort zone. You can see that he gets ultraaggressive, which may be a good thing for him or maybe good for the opposition,” he said.

Mohun Bagan make AFC Cup playoffs with 4-2 win

Mohun Bagan striker Sony Norde jubiliates with his teammates after scoring goal against Colombo FC(SRI) during AFC Cup match in Kolkata on Tuesday. (PTI)

K o lk at a , F eb 7 (IANS): Mohun Bagan sailed into the playoff of the AFC Cup without barely having to move through the gears as they swept aside Colombo FC 2-1 (4-2 on aggregate) in a preliminary stage second leg tie here at the Rabindra Sarovar Stadium on Tuesday. Sony Norde (28th) and

Darryl Duffy (56th) scored either side of half-time while substitute Balwant Singh saw his spot kick saved in the 76th minute. Colombo pulled one back in the 88th minute through Jean Yapo. Mohun Bagan will now take on Club Valencia from the Maldives away on February 21 in the first

leg followed by the second offing on February 28 for a place in the group stages. It was good news for the tourists with all their three foreigners, who were facing visa issues ahead of the tie, cleared to come. But despite fielding Afeez Olofin, Nasir u Opeyemi and Yapo in the starting XI, the Sri Lankan

champions failed to create anything of note in the opening exchanges. In the first quarter, Bagan looked off the boil and did not exert themselves enough with Colombo FC’s Olofin exploiting their chink in the armour in right-back Shouvik Chakbaborty. In the 28th minute, the deadlock was broken. Katsumi played a pass to Duffy who relayed it to Norde whose first time shot beat visiting keeper Mohammed Imran who got his fingertips to the ball but could not keep it out. Four minutes later, Duffy had a chance to double the tally and take the game further away from their rivals, but the Scottish striker side-volleyed wide from a Katsumi ball. Colombo took until the 39th minute to fire their first shot on target when Mohammed Cassim’s first time attempt was lapped up by Shilton Paul under the home team’s bar. One minute before

half-time, Bikramjit Singh (Sr) wasted a gilt-edged opportunity off a Norde pass hitting the ball straight into the keeper’s body. At half-time, Bagan led 1-0 in the second leg and 3-1 on aggregate. In the second half, there was no change of script as Bagan extended their lead in the 56th minute. Katsumi found Norde, who ran inside the box unchallenged down the left inside channel crossing for Duffy, who had the easiest of chances tapping the ball in. With the job all but done at 4-1 aggregate, Norde was taken off to loud cheers from the motley crowd in the 62nd m i nu t e w i t h B a lwa n t Singh replacing the prolific Haitian. Bagan could have compounded more misery on their hapless rivals when Afeel Mohamed handled the ball inside his own box. But keeper Imran saved diving to his right from Balwant’s take.
