State BJP files complaint against twitter user DIMAPUR, FEB 5 (NPN): BJP Nagaland state unit has filed a complaint against a twitter user for allegedly posing as “a mouthpiece of BJP Nagaland”. PRO to state BJP president, Samuel Sumi, in his complaint addressed to Dy.SP in-charge of cyber crime branch PHQ, alleged that the particular twitter account user was tarnishing party’s image with tweets “probably designed to create inflammatory issues within the Nagaland political circle.” Screenshot of the user’s purported tweets which was submitted to the police, were also forwarded to the media. DIMAPUR, FEB 6 (NPN): Power department has informed all the consumers under Chumukedima electrical division that the department would continue to disconnect power supply of payment defaulters without any further notice. In a press release, executive engineer Chumukedima electrical division stated that the disconnection drive would affect defaulters of all categories of consumers in towns and villages falling under Chumukedima electrical division. The department has, therefore, requested all the consumers in the towns and villages under Chumukedima, Dhansiripar, Niuland, Kuhuboto, Medziphema and Ralan administrative blocks to take note of it and pay their electricity bills. Further, the department has informed that if there were cases of non-receipt of bills or discrepancy in the bills, the consumers could report to the office of the concerned SDO (electrical) to resolve the issues.

All Wuhan evacuees test negative for nCoV: Govt NEW DELHI, FEB 6 (IANS): Ministry of Health and Family Welfare on Thursday said all evacuees from Wuhan, China, have tested negative for novel coronavirus. “All 645 evacuees from Wuhan have tested negative,” said the Health Ministry in a statement released on Thursday. In addition, 510 samples have been tested by ICMR (Indian Council of Medical Research) network laboratories of which all have tested negative except for 3 already reported positive and clinically stable. It also said that as on February 6, 138,750 passengers from 1,265 flights had been screened. Till now, no new case had been detected, accept three positive cases in Kerala. “Community surveillance and contact tracing is going on by Integrated Disease Surveillance Programme for 6,558 persons across 32 states and UTs,” said the Ministry.

It also cited another case of Sl.N0.5 who was allegedly appointed and regularised on September 13,2010 without due sanction from the P&AR department and against service rules. NPRAAF said it was mandatory to obtain NoC from the parent department before absorption in another department and only after clearance from the P&AR department. However, NPRAAF maintained all rules were flouted in the above cases. She maintained that there were around 8 lakhs in population between the

employable age group of 15 to 35 years (2011 census), to which, she maintained it as a big number, as per the present conditions of Nagaland. Jakhalu also laid down seven practical problems faced by entrepreneurs of the state; lack of access to knowledge and skill to run a successful business; lack of mentorship and collaboration with other entrepreneurs; limited understanding of business skill; limited market knowledge; lack of funding access for start ups; lack of financial, Human Resource (HR), management; branding, etc,.; lack of basic infrastructures. She later hoped that the government would look into it. Earlier, speech on journey of entrepreneurship was delivered by Alem Longkumer of Country Craft, and key note address by jt. NBCC resolves to commit ‘Naga solution to God’

DIMAPUR: Nagaland Baptist Church Council (NBCC) has resolved to commit the Naga political solution to God and to continue to pray for the leaders in the state and in the Centre. This was among the resolutions adopted during the recently held 83rd annual general meeting of the NBCC held from January 30 to February 2 under the theme “Stronger Together”, hosted by Liangmai Baptist Association at Tening Nam Baptist Phumling. In view of the life threatening novel coronavirus outbreak, the coun-

cil, NBCC resolved to mobilize churches to sincerely pray for the world and for the state of Nagaland for His divine intervention. It also pointed out that, as per the 2019 NBCC/NMM report, 14 out of 20 associations have already sent 14,299 missionaries and evangelist and 1,56,238 volunteers involved to fulfil the “Great Commission” and the council has resolved to continue the work and enlarge the world evangelism and mission. Sarita Yadav said that the mini soil testing lab and soil health card scheme will augment the problem faced by the farmers in the district. SHILLONG, FEB 6: Former Meghalaya legislator, Ardent Miller Basaiawmoit, on Thursday hit out at both the ruling and opposition legislators from Khasi-Jaiñtia Hills district for their failure to protest against the centre’s move to repeal the words KhasiJaintia from the preamble of the Bengal Eastern Frontier Regulation, 1973. Our leaders should have protested on the centre’s move. Now that they have repealed,do you think they would give in to the demands of the state government to implement Inner Line Permit (ILP) in Meghalaya?” Basaiawmoit said addressing a public rally at Student’s Field here. former legislator recalled on the meeting where Shah had asked Sangma and members of the ruling Meghalaya Democratic Alliance coalition held in New Delhi to go back to Shillong and to meet him after Christmas to discuss the ILP. Stating that Meghalaya needs constitutional provisions like Article 371 so that laws made by the Centre won’t affect and to protect the interest of the indigenous people of the State, Basaiawmoit said, “The State has its own religious, social practices, customary law and procedure, administration of civil or criminal justice involving decisions according to customary law and ownership and transfer of land.” Slamming the ruling National People’s Party (NPP) on the alleged illegal transportation of coal , Basaiawmoit claimed, “There is illegal transportation of coal right under the nose of the police and the transport department. Both the Home Minister (James Sangma) and transport minister (Sniawbhalang Dhar) should be accountable to the public.” Moreover, he alleged, “Only those in power benefit from illegal transportation of coal while the government is going around saying that the state is facing financial crunch. The revenue accrued from transportation of coal should have gone to the government’s exchequer for building infrastructures roads, schools and hospitals.” Basaiawmoit also appealed to the gathering that the public as a whole need to launch a “revolution to fight corruption”.

Over 600 development projects completed in NE: Minister

New Delhi, Feb 6 (IANS): Over 600 development projects related to development of infrastructure in North Eastern States were completed since fiscal 2014-15 till date, Union Minister Jitendra Singh on Thursday. Demanding a review to the vending hours, the street vendors under the aegis of Roadside Vendors’ Welfare Association have been protesting on the streets at Imphal markets. Irked by repeated eviction by police,

on February 28, thousands of street vendors confronted the police and since then, the street vendors have been confronting the police regularly. However, police prevented them from holding the meeting in the backdrop of prohibition on gathering of five or more people under section 144 of CrPC being promulgated in Imphal West district. The angry

street vendors then marched towards the all-women market complex and poured their angered by disturbing normalcy in market places where they clashed with the police who baton charged them. As the clash continued, additional police team rushed to the spot. They fired several rounds of tear gas shells and used mock bombs to disperse the agitating street vendors. In the

melee, three women vendors and four police personnel sustained injuries. They were rushed to RIMS hospital where some of them were discharged after medical treatment. Street vendors alleged that the time period given by the government was odd where people don’t usually come to buy the essential commodities which in turn affect their business.

SC to hear Centre’s appeal challenging HC verdict on hanging of Nirbhaya convicts

NEW DELHI, FEB 6 (PTI): The Supreme Court has agreed to hear on Friday the Centre’s appeal challenging the Delhi High Court’s verdict dismissing its plea against stay on the execution of the four death row convicts in the Nirbhaya gang rape and murder case. Additional Solicitor General K M Natraj, appearing for the Centre, on Thursday mentioned the matter for urgent listing before a bench comprising Justices N V Ramana, Sanjiv Khanna and Krishna Murari. Natraj told the court that jail authorities are unable to execute the convicts in the case despite the fact that their review petitions

have been dismissed and curative petitions and mercy pleas of three of them have been rejected. The Delhi High Court Wednesday held that all the four convicts are to be executed together and not separately while setting a week’s deadline for them to avail the remaining remedies. If the convicts choose not to make any type of petition in seven days from now, the institutions/ authorities concerned will deal with the matter, as per the law, without further delay, it said. Hours after the high court’s verdict, the Centre filed an appeal against it in the apex court. The high court said all the four convicts in the Nirbhaya case

NEW DELHI, FEB 6 (PTI): Delhi legislator and BSP candidate Narayan Dutt Sharma, who was earlier with the AAP, was allegedly attacked with batons by three unidentified people in the early hours of Thursday, police said. Sharma, who is the legislator from Badarpur and is seeking re-election to the Delhi assembly as a Bahujan Samaj Party candidate, suffered minor injuries. “The attack on Narayan Dutt Sharma is condemnable and shameful,” BSP chief Mayawati said on Twitter. The incident took place around 1 am when he was returning home in Badarpur after attending a party meeting. Three men stopped his car, vandalised his vehicle and beat him up, a senior police official said. He said a case under relevant sections of the India Penal Code has been registered. The three men are yet to be caught, the officer said. Police are analysing CCTV camera footage to ascertain their identity, he said.

Ankita Pisudde (25), resident of Hinganghat in Wardha, district, has been undergoing treatment at the Orange City Hospital in Nagpur. She was allegedly set ablaze by Vikesh Nagrale (27) on Monday on the way to her college. Pisudde suffered 40 per cent burns. In a medical bulletin issued on Thursday, the hospital said, “No setbacks have occurred till now, although her condition remains critical. Her vitals are being maintained with oxygen supply. She is responding to commands. Her condition does remain critical.” Specialists treating the woman were keeping an eye on anticipated complications like infection and respiratory deterioration, the hospital said. She underwent two sessions of debridement, dressings and upper limbs multiple fasciotomy, it added. The state government on Tuesday flew Navi Mumbai-based National Burns Centre director Sunil Keswani to Nagpur to supervise the woman’s treatment.

DGCA asks airline CEOs to follow Vishakha guidelines NEW DELHI, FEB 6 (PTI): Aviation regulator DGCA has told CEOs of all airlines to strictly follow the Vishakha guidelines to deal with the cases of sexual harassment in their respective organisations, according to an official communique. The DGCA, in a letter to the CEOs on Wednesday, stated that it has received “numerous” complaints from women working as pilots, cabin crew and in other technical areas regarding sexual harassment by their senior colleagues. “All the airlines are hereby advised to ensure strict compliance of the Vishakha guidelines. They should also give wide publicity about this committee among the employees to facilitate hassle-free reporting and disposal of matter in accordance with relevant national regulations,” the Directorate General of Civil Aviation (DGCA) said. The regulator told the CEOs that the Supreme Court, in the Vishakha case, had laid down the

guidelines for dealing with “such situations”. It pointed out that one of the Vishakha guidelines requires all organisations to have a “Complaint Committee” consisting members from a “third party”. “Action taken in the matter please be intimated within two weeks from the date of the issue,” the DGCA instructed. Along with its onepage letter to the CEOs, the aviation regulator also attached a four-page copy of Vishakha guidelines.

PANAJI, FEB 6 (PTI): Independent MLA Rohan Khaunte was arrested by Goa Police on Wednesday midnight for allegedly threatening a state BJP spokesman, an official said. He was later granted bail in the wee hours of Thursday, he said. Goa BJP spokesman Premanand Mahambrey on Wednesday filed a police complaint against Khaunte for allegedly threatening him. He also submitted the complaint to state Assembly Speaker Rajesh Patnekar. “Khaunte was arrested from his residence at Porvorim in North Goa district around midnight and later released on bail,” Deputy

Superintendent of Police (Porvorim) Edwin Colaco told PTI. The MLA was placed under arrest after the Goa Police approached the Assembly speaker, seeking his consent for the legislator’s arrest. The speaker’s permission is required as Goa Assembly session is currently underway. The budget session of the state Assembly will conclude on Friday. The police in their submission before the speaker pointed out that the accused is an influential person and an elected representative, while the complainant is a spokesman of a political party, which might lead to

further troubles. Khaunte, the former state revenue minister, was subsequently arrested and booked under Indian Penal Code Sections 341 (wrongful restraint) and 323 (voluntarily causing hurt), a senior police official said. Mahambrey in his police complaint accused Khaunte of threatening him at the Assembly complex building on Wednesday evening. Before that, Mahambrey addressed a press conference where he accused Khaunte of being involved in illegalities. Later, Goa BJP chief Sadanand Tanavade alleged that Khaunte threatened Mahambrey as he was “frustrated” over the latter’s press conference. Khaunte was dropped from the Pramod Sawant-led state Cabinet last year. When contacted, Khaunte denied threatening Mahambrey. “I have not touched anyone. The BJP is frustrated as we are exposing them in the House, hence they are trying to divert the attention,” he said.

Upswing of totalitarianism

I

n recent times, there has been an increase in the instances when sedition charges were filed under flimsy pretexts against intellectuals, human rights activists, filmmakers, university teachers, students, and journalists. All because they chose and dared to protest against the Citizenship Amendment Act (CAA) of National Register of Citizens (NRC) or mob lynching in various parts of the country. On ‘Sedition’ the charges are filed under Under Section 124A of the Indian Penal Code for an offence committed when “any person by words, either spoken or written, or by signs, or by visible representation, or otherwise, brings or attempts to bring into hatred or contempt, or excites or attempts to excite disaffection towards the government.” The Sedition Act of 1870 allowed the government to arrest or detain any person without a fair trial in the court who was seen protesting or criticizing the British Government. Section 124A was inserted in 1870 by an amendment introduced by the British when it felt the need for a specific section to deal with the offence. It was one of the many draconian laws enacted to stifle any voices of dissent at that time. Interestingly, the British have gotten rid of this law in 2009. Sedition is a non-bailable offence. Punishment under the Section 124A ranges from imprisonment up to three years to a life term, to which fine may be added. A person charged under this law is barred from a government job. Section 124A (sedition) of the IPC is being increasingly used as a tool for the suppression of dissent. This unwelcome trend is being attributed largely to the overzealousness of attention-seeking ‘nationalists.’ These cases often don’t have a leg to stand on in the courtroom as the charges are mostly unsubstantiated and politically motivated. According to the National Crime Records Bureau (NCRB), the number of sedition cases registered in India rose to 70 in 2018, up from 51 in 2017 and 35 in 2016. Among those historian who were booked for Sedition included- Historian Ramachandra Guha, filmmaker Shyam Benegal and vocalist Shubha Mudgal. They had written an open letter to the prime minister, voicing their concern over the growing incidents of mob lynching and other hate crimes. The FIR had been registered on the order of a court in Muzaffarpur (Bihar), by a lawyer well known for entangling VVIPs in litigation. After a nationwide uproar, better sense prevailed and the charges were dropped. Only two of the 18 persons against whom trial was completed in three years (2014-16) were convicted; the rest were discharged or acquitted. In the latest, a nine-year old school student, who took part in a school play that picked holes in the Citizenship Amendment Act (CAA) and the National Register of Citizens (NRC), her mother, along with the head teacher of Bidar’s Shaheen School, is in judicial custody for alleged sedition and other charges pertaining to provoking breach of peace. The police have been questioning the schoolchildren and the staff to find out who all were involved in scripting and staging the play. While democracy ensures equality and justice for all and freedom of speech, this essence appears to be taken away by totalitarianism from a centralized government that does not tolerate parties of differing opinion and that exercises dictatorial control over many aspects of life such as freedom, will, or thought of others.

Govt yet to shed ‘charity approach’ towards PwDs

T

he faulty policymaking blatantly ignores the newly enacted Rights of Persons with Disabilities Act, 2016 and diverges from the social approach towards disability adopted under the new Act. The aspirations of persons with disabilities in Union Budget 2020 were once again shattered with the Finance Minister announcing a meagre amount of Rs 9500 crore for senior citizens and persons with disabilities. The charity approach toward persons with disabilities can be still seen with them featuring under the care group of the development agenda and not under the aspirational group. This in itself sets persons with disabilities a step backwards in the line of inclusion. It is unfortunate that the official documents still continue to refer to the 1995 Persons with Disabilities Act for detailing their statutory obligations concerning persons with disabilities. The faulty policy-making blatantly ignores the newly enacted Rights of Persons with

Disabilities Act, 2016 and diverges from the social approach towards disability adopted under the new Act. The budget allocates around Rs 251 crore towards the implementation of the 1995 Act, which only covered seven disabilities, and not 21 as mentioned under the new Act. A National Fund has been constituted to secure finances towards proper implementation of the Act of 2016, but the lack of budgetary allocations around it have rendered it meaningless. The Accessible India Campaign (AIC) which is one of the flagship programmes for accessibility does not find any mention in the Budget. Although the AIC was successful more on the level of creating a noise around accessibility, its vision was not translated on the ground due to lack of accountability framework and transparency. While hopes were pinned on its better implementation, lack of a financial framework has made it defunct. India has the largest

concentration of persons with disabilities who face multiple vulnerabilities and deprivations as the majority population continue to live in poverty. Accounting for the additional costs of disability increases poverty at both the extensive and intensive margin as the poverty rate amongst households with disabled member’s increases from 18 per cent to 34 per cent. Poor households with disabled members fall seven per cent below the poverty line on average when the cost of disability is ignored. Accounting for the same can reduce this to three per cent. The Budget 2020-2021 has failed to take this into account. It continues to impose additional constraints through Goods and Service Tax (GST) on aids and appliances used by persons with disabilities, and there has been no tax exemption for them. Such measures will continue to impose more costs on the lives of disabled persons. Accessibility to the physical, social, economic and cultural environment,

to health and education and to information and communication is important in enabling persons with disabilities to fully enjoy all human rights and fundamental freedoms. Research and promotion of universal design in products and services is important to ensure accessibility requirements of persons with disabilities. And the budget document reveals that no allocation of funds has been made for research on disabilityrelated technology and products and neither for establishment of colleges for hearing impaired. Even the National Institute for Inclusive and Universal Design has seen a mere allocation of Rs 1 lakh. The Rehabilitation Council of India, which is responsible for creating experts to work with persons with disabilities. has seen a token increment of Rs 5.50 crore from that of Rs 5 crore from last year. Therefore, some recommendations that can be suggested in the hope that the concerns of persons with disabilities are included henceforth. For

instance, the procedure to avail customs duty relaxation/exemption on the goods for persons with disabilities should be linked with self-declaration to mitigate hardships caused in availing such exemptions/relaxations. Persons with disabilities should be given a 0.5 per cent benefit in interest similar to that given to senior citizens on account of the rising cost of living and increasing disabilityrelated costs and should not be denied health and life insurance. Proper funds should be allocated for the implementation of the Rights of Persons with Disabilities Act, 2016. GST should be completely removed on goods used by persons with disabilities as it imposes high cost on products. The income tax ceiling for people with disabilities and those with dependents with disabilities should be increased to Rs 5 lakh. Increase in 80U exemption from Rs 75,000 for people with less than 75% disabilities and Rs 1,25,000 for people with

over 75% disabilities to Rs 1,50,000 and Rs 3,00,000 respectively. Increase in deduction on 80D from Rs 50,000 per dependent to Rs 1,00,000 per dependent. A database of taxpayers availing 80U deductions must be maintained. This will throw light on the number of taxpayers who have a Disability. A deduction of up to Rs 40,000 is allowed for the treatment of specified ailments such as thalassemia. This should be increased to the actual expenses or at least Rs 1 lakh (For example, a thalassemia major patient can spend up to Rs 1-2 Lakh pa). The list must be updated to align with the RPWD Act and ailments such as multiple sclerosis must be also recognised for such exemptions. ‘Sabka Saath Sabka Vikas’ can only be a reality when the government realises that “sab” includes people with different disabilities at different stages of their lives and their ‘vikas’ becomes imperative to the overall health of the Indian economy. De-radicalisation is the new call of security Is the Pan Naga Hoho scheme going

F

aith-based radicalisation as distinct from ideological or ethnicity-based motivation behind militancy, is at the root of the new global terror of our times that has unfortunately got linked with the so-called ‘Islamic world’. In the Indian context, this threat had overtaken the challenge the state faced in the Naxalite belt or the North East. Invoking the war cry of Jehad -- a mandate of Quran to the faithful to fight for the defence of Islam and the Ummah in danger, till the last breath -- has been used in a facile way by many Ulema and the leaders of the community who were striving to retain their political power. Socio-political and economic grievances have been turned into a cause for Jehad -- a ‘win win situation’ painted by its protagonists coming in handy for them to recruit the young for this ‘war cry’ in Kashmir and elsewhere. In any insurgency or militant movement, youth -- for reasons of their vulnerability to indoctrination and loyalty to their leaders -- tend to be on the forefront with a degree of daring that often made the task of bringing them back to the path of normalcy difficult. In the Valley many of them got into a role of collaboration with the Pak terrorists infiltrated from across the LoC making counter-terror operations more arduous. Radicalisation of youth, that led them to a blind acceptance of Jehad, is a known project of Pak ISI and its proxies in India engaged in an ongoing ‘proxy war’ against this country. What should cause concern is their determined bid to exploit the ‘Minority issues’ here. The environ created by the anti-CAA stir, with its no-holds-barred communal propaganda, must be receiving the closest attention of our national security set-up. Radicalisation is now a serious long-range threat to India’s security because Pakistan is unabashed about giving safe haven on its soil to terror outfits having linkages across the spectrum of Islam and is determined to use all clandestine channels available to it, in Kashmir and elsewhere, to radicalise local youth including teenagers. Pakistan wants the sleeper cells of terror recruits to support the covert offensive of the Mujahideen infiltrated from across the LoC in the

Valley or sent in clandestinely to other parts of the country. De-radicalisation of misguided youth has, therefore, emerged as a prime strategy for India’s counter- terror effort. Our security forces, led by the army, have to continue eliminating terrorists in Intelligence-based operations. However, apart from the hardened local militants, who accompanied the foreign Mujahideen and ran the risk of getting targeted in such operations, there could be some youth in varying stage of radicalisation falling into the hands of the army personnel. It should be feasible for the civil administration to take them on for a non- coercive programme of ‘corrective education’ -- using the outreach to the families wherever possible -- for getting them back on the constructive path. It may be mentioned that the army has evolved the practice of running health camps and other outreach programmes to build an image of friendliness towards law abiding citizens in the affected areas of Kashmir. This should strengthen the above endeavour of the government. De-radicalisation initiatives are, however, greatly dependent on the capacity of the entire administration, including the police, to act as the eyes and ears of the state to detect youth who were vulnerable to radicalisation attempts of the adversary. Many of the identified stone pelters of Kashmir would need this approach of a corrective response. As part of a de-radicalisation educational programme, there may be incentives from the government for mainstreaming the youngsters by way of exploring the means of fixing them in jobs, facilitating their entry into a higher study programme or rendering a much needed financial help to their family. Any programme of reeducating the ‘radicalised’ elements through interactions would call for the right content that highlights the value system of a democratic society, importance of religion as a source of social unity and advancement of peace, opposition to political misuse of freedom of religion and so on. Competent communicators should be able to bring out how all religions believe in one God though they may call Him by their own names, explain that religion is a matter of individual faith and point

out that it was an important contributor of good social conduct involving respect for another person’s faith. Importance of showing reverence for symbols of the nation, considering national identity as the source of unity of all citizens and appreciating the greatness of democracy based on ‘one man one vote’ that worked for development of all and equal protection of law to all, has to be put across convincingly. A clear message should be delivered to the youth that any indulgence in public violence under the misguiding influence of someone else can permanently damage the career for the life and that it was never too late to abandon the path of disruption and return to the sensible course of putting forth one’s demands in a peaceful manner. In the context of Kashmir, it should be explained that post-370, the Centre had taken full responsibility for the development and protection of all the people of J&K as one state without discrimination between Valley and the Jammu region, that the state had suffered because of the corruption of the Valley parties who encouraged separatism for their own political gains and that Kashmiris will now see better opportunities of growth throughout India and will also be better protected against Pak-sponsored terror. At the same time, it is extremely important that the security & intelligence set-up of the centre and the state identify the preachers and the hidden masterminds -- within India and abroad -- furthering the enemy’s agenda and take them on legally and operationally. Equally vital is to scan the social media channels and websites used by the enemy agents to reach out to the targets for trapping them for recruitment in sleeper cells for terror activity. A lot is being done in this direction but data collection and analytics for fixing the originators of the activity need an ongoing consolidation. Our intelligence set-up would, of course, use the tradecraft to gain access to the adversary’s network getting over the ‘community’ barriers if any -- infiltration through ‘plants’ is successfully achieved by many agencies of the West. to unite the Nagas or divide them?

T

he meaning of the word “Pan” in a social context is to combine together a racial or religious group into one form. The word “Pan Naga Hoho” is a new word in Naga national political vocabulary. It came into existence only in the mid 2010s. This Pan Naga Hoho word is not mentioned or even alluded to, in the Naga Yehzabo (Constitution) which was approved by the Naga nation on January 14, 1956. As for Nagaland’s territories, the Naga Yehzabo states in Article 1 that the territories of Nagaland shall comprise of all the territory occupied by the Nagas from time immemorial. It further states in Article 8 that the only national government to be recognized by the Naga nation shall be The Federal Government of Nagaland. As for the political organization of the Naga people, Part xiii of article 143 of the Naga Yehzabo states that the Naga National Council shall be the only political institution in Nagaland. As for the official Naga Parliament, the parliament’s nomenclature is stated as the Tatar Hoho (House of the M.P.s). The Naga Yehzabo is therefore a political umbrella like, national document that unites and integrates all the Naga peoples and lands under one federal government called the Federal Government of Nagaland (FGN henceforth). This FGN was established on March 22, 1956 at Parashen in the Rengma region of Nagaland to run the affairs of the newly established Republic of Nagaland that was established on January 14, 1956. This same government went to war with India in the 1950s when Indian troops invaded Naga territories. It also signed an international Ceasefire Agreement with the government of India on Sept. 6, 1964. No other political settlement has been made with the Government of India besides this Ceasefire Agreement of 1964. (As for the Shillong Accord of Nov.11, 1975, the accord

is not a settlement agreement as even the word “Naga” or “Nagaland” is NOT at all mentioned in the Shillong Accord document. The word Federal Government of Nagaland or the Naga National Council is also NOT mentioned at all in the document. On the other hand, this Pan Naga Hoho idea is a very recent idea that emerged from the NSCN IM and Indian government talks beginning from 1997. As for its contents-for all that the Naga public knows or speculates- it is but an umbrella like canopy sprouting from within the 16,527 Sq. km. India created- Nagaland State of India. However, the umbrella’s ends will reach down to the Indian created Naga lands within the boundaries of Manipur, Assam and Arunachal Pradesh with financial autonomies. This will be so, while geographically, these Naga lands will still remain within the boundaries of the Indian created neighbouring three states of India. Therefore, in its true essence, this Pan Naga Hoho scheme will validate the splitting of Naga territories which had already been grouped together as a single entity in the Yehzabo of Nagaland and the Federal Government of Nagaland. In the Pan Naga Hoho scheme, there are even talks about the creation of a so called “Frontier Nagaland’ which will further split the Naga territories in the Tuensang division. This means that the ancient Naga territories of the Naga nation will be splintered into five regions under the Constitution of India. Such a scheme stands diametrically opposed to the Constitution of the Federal Government of Nagaland. But despite all these facts, some very misinformed (or shall we call them “naive Nagas” still thinks that this Pan Naga Hoho scheme is a grand new scheme that will bring immeasurable benefits to the present and future Naga citizens for all times to come. Firm on CAA, NPR, Modi raps opposition for hurdles

NEW DELHI, FEB 6 (Agencies): Prime Minister Narendra Modi on Thursday launched a blistering attack on opposition parties on their attempt to “misguide and misinform” the nation on Citizenship Amendment Act, National Population Register and Article 370. Replying to the debate in Rajya Sabha on a motion thanking the president for his address to the joint sitting of both houses of Parliament, PM Narendra Modi claimed that the opposition sang two tunes when it came to CAA. “The Kerala chief minister was, on one hand, warning about extremist elements infiltrating anti-CAA protests and on the other, his party was supporting them in Delhi,” PM Modi said. PM Modi said the Kerala chief minister has warned about extremists being involved in anti-citizenship law protests in the state but Left party members were supporting similar protests in the national capital. Quoting statements made by Ram Manohar Lohia and Lal Bahadur Shastri on supporting minorities facing persecution in Pakistan, PM questioned Opposition if “it was ok to misguide and misinform the nation?” “Can anybody be a part of a campaign that

does the same? The path being taken on CAA by many Opposition parties is unfortunate,” he said. The prime minister claimed that anti-CAA protests were an attempt to cover undemocratic activity under the garb of protests against the law. He went on to say that no one is going to get political benefit out of the protests. Earlier in the day, during his speech in Lok Sabha, PM Modi had referred to Jawaharlal Nehru’s letter to Assam’s first Chief Minister Gopinath Bordoloi asking him to distinguish between Hindu refugees and Muslim migrants from Pakistan. Opposition to NPR shows anti-poor mindset: Mounting a strong defence for National Population Register, the prime minister said that parties which conducted the NPR during their terms were opposing it to play votebank politics. Saying that the NPR process helps ensure that social welfare schemes reach the rightful beneficiaries, PM Modi accused those opposing it of having an anti-poor mindset. In Rajya Sabha, he said the NPR was first done in 2010 and later updated in 2015. He said census and NPR are “usual administrative” processes which have been carried out previously as well but have now suddenly become contentious.

Questions asked in the NPR are purely governancerelated, he said citing the example of asking citizens of the language spoken by them and their parents are deeply linked to the schools that need to be set up in that particular area. “Don’t try to mislead people,” he said, asking opposition parties to not politicise the issue for narrow political gains. “They are opposing (NPR) for narrow and frivolous political narrative. This is anti-poor,” he said, adding his government had made productive use of the data collected by previous NPR to give benefits of the schemes to the poor. “We have a record of your NPR, no citizen was persecuted based on that record of NPR,” he said, citing the statement of the home minister of the Congress-led UPA government appealing to citizens to enrol in the exercise. Article 370 scrapped after proper discussion: Reacting to Leader of Opposition in Rajya Sabha Ghulam Nabi Azad’s accusation that Article 370 was passed without due discussion on it, PM Modi said that ‘this observation was not correct’. Modi said one member said the decision to abrogate the special status for Jammu and Kashmir in August last

year was taken without discussion. “This observation is not correct. The entire nation has seen detailed discussions on the subject. MPs have voted in favour of the decisions.” He attacked the Opposition for not offering any “constructive suggestion” during the debate, saying they made a “virtue out of stagnation”. “People do not forget things easily. I want to remind the Leader of the Opposition in Rajya Sabha about the manner in which proceedings regarding the creation of Telangana took place” when the house was locked and televised address stopped when the bill to bifurcate Andhra Pradesh was passed, he said. Modi listed the Centre government schemes implemented in J&K after the abrogation of Article 370. He said for the first time in decades, people of Jammu and Kashmir got benefits of reservation. Pessimism and gloom do not help us. We talk about a five trillion dollar economy. Yes, the aim is ambitious but we have to think big and think ahead,” the PM said. The prime minister also took a jibe at the critics of GST. “If you had so much knowledge about GST, then why did you keep the nation waiting?” he asked. “When Pranab da was asked me about GST, I asked him whether it is technology-driven and secondly, I asked him about the interest of manufacturing states. It is Arun Jaitley ji, who discussed this with the state and made it possible,” PM Modi said. Meanwhile, the Motion of Thanks to the President Address was adopted by the Parliament soon after it was passed in the Rajya Sabha by voice vote amid a walkout by all Opposition Parties in protest against the discriminatory CAA. The Lok Sabha adopted the motion unanimously after all amendments given by the Opposition were negated.

7 Sheena Bora murder case: HC grants bail to Peter Mukerjea MUMBAI, FEB 6 (PTI): The Bombay High Court on Thursday granted bail to former media baron Peter Mukerjea, arrested in the Sheena Bora killing case, observing that prima facie there was no evidence of his involvement in the crime. Justice Nitin Sambre granted bail to Peter Mukrjea on a surety of Rs two lakh and directed that he should not contact his children Rahul Mukerjea and Vidhi Mukerjea and other witnesses in the case. The court, however, stayed its order for a period of six weeks so as to enable the Central Bureau of Investigation (CBI), the agency probing the case, to file an appeal. Peter Mukerjea was arrested on November 19, 2015 in the case, in which his former wife Indrani Mukerjea is the main accused. The court in its order noted that there is prima facie no evidence to infer that Peter Mukerjea was involved in the commission of the crime. “When the incident took place, the applicant (Peter Mukerjea) was not in India. The trial in the case is already underway. The applicant is in jail since over four years and has recently undergone a bypass surgery,” Justice Sambre said. “Except for statement

The poll panel has asked him to respond to the notice before 5 pm on Friday. KOLKATA, FEB 6 (PTI): The TMC-run Kolkata Municipal Corporation (KMC) has decided to put its drive to update Aadhaar details on hold, following protests by people, who feared that the exercise was being conducted to collect data for the National Population Register (NPR). The decision drew sharp criticism from the BJP, which accused the ruling party of creating an “atmosphere of fear” among the masses to pursue vote-bank politics. Locals had hit the road in Watgunge area of the city on Wednesday evening, after two officials of a private bank, engaged to collect details for Aadhaar, visited the area, a source at the civic body said. The protesters blocked the road, refused to provide details and held the officials captive for three hours, alleging that the process was being carried out for updating NPR -- an exercise, which the Mamata Banerjee government said, would not be allowed in Bengal. The CM had also stated that NPR was a “dangerous game”, which could lay the groundwork for NRC. According to the KMC source, it was only after the police intervened, the two officials were rescued and later arrested. Both have been booked on charges of criminal conspiracy and under various sections of the IT Act, and remanded in police custody till February 12.

Mumbai, Feb 6 (IANS): RBI Governor Shaktikanta Das on Thursday ruled out any step by RBI to bail out the government from fiscal deficit expansion by printing more currency or monetize the deficit. “There is no plan to monetise the government’s fiscal deficit,” Das said during the post-policy conference. The government has already crossed the fiscal deficit at 132 per cent of the estimate as of December-end and in the Budget, Finance Minister Nirmala Sitharaman announced the use of ‘escape’ clause in the FRBM Act to expand the fiscal deficit to 3.8% in current fiscal (from 3 per cent announced in July Budget) and to 3.5% in the next fiscal (up from 3.3 per cent projected in the previous budget). This is the third consecutive year that the government has revised its fiscal deficit target. For FY21, government will borrow a record Rs 8.1 trillion. But for the current fiscal, the Finance Ministry will not raise any extra borrowing. Instead, the government has said it will raise Rs 2.4 trillion through small savings certificates for the current fiscal, against Rs 1.3 trillion estimated in the July Budget. Since the small savings target for the current fiscal year is very ambitious which, if not met, raises threat of extra borrowings, therefore RBI monetising government on this was anticipated, but RBI has now ruled it out. Small savings mobilisation till December has been only Rs 1.21 trillion, according to data from the Controller General of Accounts.

Mumbai, Feb 6 (PTI): The rupee on Thursday rose by 7 paise to close at 71.18 against the US dollar after the RBI left the policy rates unchanged but maintained its accommodative stance to boost growth. Investor sentiments strengthened after the Reserve Bank of India signalled to continue with accommodative stance, while low crude oil prices, weakening of the US dollar and gains in domestic equity market supported the domestic currency, forex traders said. At the interbank foreign exchange market, the local currency opened on a positive note at 71.22. During the day, it saw a high of 71.11 and a low of 71.30. The Indian currency finally settled at 71.19, higher by 6 paise against its previous close. The domestic unit had settled at 71.25 against the American currency on Wednesday. “RBI kept its repurchase rate unchanged at 5.15 per cent, citing higher inflation. That, however, doesn’t mean the end of the rate cut cycle. The stance remains accommodative as RBI pointed out economic activity remains subdued and there is policy space available for future action,” said V K Sharma, Head

Going forward if a tax officer does not follow the charter, they would be penalised, he said. “The whole purpose is ‘we should have a trustbased system’ where the honest taxpayers should not be harassed, we should have a minimal manual interface, most of the problem should be solved online, the whole system should be very very simple. New Delhi, Feb 6 (PTI): The government this month will roll out a facility to issue online PAN cards instantly on furnishing of Aadhaar details, Revenue Secretary Ajay Bhushan Pandey has said. The Budget 2020-21 has proposed to launch a system under which Permanent Account Number shall be instantly allotted online on the basis of Aadhaar without filling up the detailed application form as it sought to further ease the process of allotment of PAN. When asked when will the facility be launched, Pandey told PTI: “System is getting ready. So this month itself ”. Explaining how the facility would work, he said individuals can go to the income tax department website and enter the Aadhaar number. A one-time password (OTP) will be sent to the Aadhaar registered mobile number. The OTP will be used to verify Aadhaar details. Following this PAN will be allotted instantly and the individual can download the e-PAN card. This will help the taxpayer to get rid of the hassle of filling up application form and submitting it to the tax department

This aligns with the treatment accorded to other project loans for the non-infrastructure sector. The move will bring much-needed relief to the cash-starved real estate sector. At a news conference, Das said while the pause decision may be on expected lines, the RBI has several instruments up its sleeves, hinting at the use of unconventional tools such as the ones used by the US after the global financial crisis in 2008 to boost growth as rate cuts were not effective enough.

Mumbai, Feb 6 (PTI): The Reserve Bank on Thursday expectedly kept interest rates unchanged amid uncertain inflation outlook but left the door open for more easing in future even as it took steps to spur credit growth in an economy facing its worst slowdown in more than a decade. With all six members of the RBI Governor Shaktikanta Das-led Monetary Policy Committee voting unanimously, the repurchase or repo rate was maintained at 5.15 per cent while retaining its accommodative stance. With food prices driving retail inflation to a more than five-year high of 7.35 per cent in December, the central bank raised its inflation projection for the six months to September to 5-5.4 per cent from 3.8-4 per cent previously while terming the outlook on price rise as “highly uncertain”. The RBI cut its policy rate by 135 basis points over five straight meetings last year, before hitting the pause button in December on inflationary concerns. The RBI stuck to its prediction of 5 per cent GDP growth in the current fiscal - the lowest in 11 years but lowered its growth forecast for the first half of the coming financial year to 5.5-6 per cent from its December projection of 5.9-6.3

COLOMBO, FEB 6 (PTI): Sri Lankan Prime Minister Mahinda Rajapaksa will undertake a four-day state visit to India and hold talks on a number of key areas including trade, defence and maritime security cooperation, his office announced here on Thursday. The visit, beginning February 7, will be the Rajapaksa senior’s first overseas visit since his brother Gotabaya was elected President in November. He will have meetings with President Ram Nath Kovind, Prime Minister Narendra Modi and External Affairs Minister S Jaishankar. “The scheduled meetings will build on the strong relationship that already exists between the two countries,” Mahinda’s office said in a statement. Jerusalem, Feb 6 (AFP): A car-ramming targeting Israeli troops in Jerusalem wounded 14 people early Thursday in an attack that Palestinian Islamist group Hamas hailed as a response to Washington’s controversial Middle East peace plan. BEIJING, FEB 6 (IANS): The death toll due to the fast-spreading novel coronavirus outbreak in China has increased to 563, authorities said on Thursday, while the number of confirmed cases also rose to 28,018. The National Health Commission on Wednesday received reports of 3,694 new confirmed cases and 73 deaths on Wednesday from 31 provincial-level regions and the Xinjiang Production and Construction Corps, Xinhua news agency reported. Among the deaths, 70 were in Hubei province and one each in Tianjin, Heilongjiang and Guizhou. The commission added that 3,859 patients remained in severe condition, and 24,702 people were suspected of being infected with the virus. A total of 1,153 people had been discharged from hospital after recovery. The Commission said 282,813 close contacts had been traced, adding that among them, 21,365 were discharged on Wednesday, with 186,354 others still under medical observa-

I s t anb u l , F eb 6 (AFP): A plane carrying 177 people skidded off the runway at an Istanbul airport, caught fire and split into three after landing in rough weather on Wednesday. Officials said that noone had lost their lives in the spectacular accident, but 120 people were injured. Live images broadcast on Turkish television showed several people climbing through a large crack in the severed aircraft and escaping onto one of the wings at the rear. The Boeing 737 operated by Turkish low-cost carrier Pegasus Airlines had flown into Istanbul’s Sabiha Gokcen airport from the Aegean port city of Izmir, NTV television reported. The plane was apparently buffeted by strong winds and heavy rain lashing Istanbul, Turkey’s largest city. “At the moment, 120 people who were injured have been hospitalised,” said governor Ali Yerlikaya, adding that most of them were “doing well, aside from one or two people.” There were no deaths. through the cabin. According to NTV, Turhan said the plane broke after a “strong landing” at Sabiha Gokcen, one of two main international airports in Istanbul. The front of the plane including the cockpit was sliced off from bulk of the fuselage, and another huge fissure separated the rear of the aircraft including the tail. Sabiha Gokcen, which lies on the Asian side of Turkey’s commercial hub, was closed and flights were being redirected to Istanbul’s main airport. There had been very strong winds and rain in the area before the incident and poor weather conditions in Istanbul, particularly in winter, often lead to the cancellation of flights. The Istanbul public prosecutor has launched an investigation into the incident. The plane had landed at the airport at 1518 GMT, the private DHA news agency reported. Pegasus, which has been flying for 20 years, has a fleet of 83 aircraft, including 47 Boeings and 36 Airbus planes, according to its website.

Archer sustained a bone stress injury to his right elbow following England’s opening Test against South Africa at Centurion last month and was ruled out of the final three matches of the four-match series which Joe Root’s team won 3-1. He underwent further scans on his injured right elbow on Wednesday in the UK which confirmed a low grade stress fracture, stated England and Wales Cricket Board (ECB) in a statement. “He will now commence an injury rehabilitation program with the ECB medical team with a view to be ready for the international summer campaign starting in June against the West Indies in a three-match Test series,” it added.
