NTAC, JCC decline Gov invitation for meeting
Demand for Zeliang to resign non-negotiable: NTAC, JCC Correspondent
KOHIMA, FEB 6 (NPN): Nagaland Tribes Action Committee (NTAC), formed in February 2 and Joint Coordination Committee (JCC) formed in January 5, to take up demands of apex Naga tribe organisations with the state government, have declined a meeting invitation from Nagaland Governor P.B. Acharya scheduled on Monday (February 6 at 3 p.m.) along with NBCC delegation and chief minister T.R. Zeliang. NTAC media cell disclosed that the decision was made after a discussion at a joint coordination meeting between NTAC and JCC. Also, the meeting extended invitations to all tribe hoho leaders at the coordination meeting to be held at APO Hall Kohima at 11 a.m. on February 7 (Tuesday). In a letter addressed to
the Governor, NTAC convenor K.T. Vilie and JCC convenor Supu Jamir have stated that since he (Governor) was aware that their demand was “non-negotiable”, the only solution to the ongoing crisis is when T.R. Zeliang steps down from the office of the chief minister. The two committees have reiterated the reasons for the above demand as Zeliang was held squarely responsible for the sequences of events beginning from the vehement protests against holding of ULB elections exhibited by destruction of residences of candidate in Phek town, expulsion notice served on a cabinet minister from Mokokchung district to intervention to the crisis by the highest church body in Nagaland , the NBCC resulting in the signing of the tripartite agreement at Chumukedima on January 30,2017 where the chief
CPO asks Chakhesang MLAs to withdraw support to CM DIMAPUR, FEB 6 (NPN): Chakhesang Public Organization (CPO) has urged all the four Chakhesang MLAs to withdraw support to chief minister T.R. Zeliang, as he cannot be trusted and moreover was capable of retracting his own statement. According to CPO president Kekhwengulo Lea and general secretary Mutsivoyi Kotso, the whole incident flared by due to the greed, arrogance and lack of statesmanship of T.R. Zeliang. It stated that even through the mortal remains of two youths (killed in the police firing) were buried the tension was yet to recede as the impasse remain unresolved. CPO further stated that had the chief minister honoured the wishes of the people, the unwanted incidents
would have been averted. CPO also branded T.R. Zeliang as “most unreliable, dishonest and flip-flop leader” among all the successive chief ministers. They stated that the announcement made by T.R. Zeliang that the whole ULB election process had been declared null and void was doubtful as he had “the habit of saying one thing and doing another thing”. In this regard, CPO reminded T.R. Zeliang that any leader whether political, social or church, it was expected from them to be upright, responsible, committed; responsive and honest to the people to whom they are accountable. Further, CPO also directed Chakhesang Mother Association to withdraw support to NMA in view of the latter’s stand on ULB election.
minister and the home minister “agreed in principle” to postpone elections(ULBs) for two months. However, contrary to hope that the government would deliver, the cabinet instead, “decided against the wishes of the people” and the protests led to the firing incident where two innocent youths were killed and several other injured in Dimapur besides several injured in another firing incident in Longleng town. These incidents culminated in the destruction of several government offices and properties, stated the joint release. Also, they said the chief minister instead of “owning moral responsibility for the carnage along with the loss of two lives” by stepping down honourably, instead “sarcastically” appealed for peace which was adding salt to injury. In view of the above cited reasons, NTAC & JCC maintained they would “not participate in any discussion in presence of the chief minister, who was described as being (Cont’d on p-8)
government and unilateral withdrawal from the agreement arrived at between the state government and Joint Coordination Committee, witnessed by the Nagaland Baptist Church Council, was the spark for lighting the explosive situation and deserved utmost condemnation. Further, the association expressed regret that the woman activist[s] pursuing the matter of 33% women reservation in civic bodies poll, “for reasons best known to themselves”, refused to accept the offer of 25% nomination for women, with voting rights. This nomination if accepted, the association, said would have equally empowered the nominated women councillors on a par with elected councillors. “It is unfortunate that the activist wanted to have the cake and eat it too,” the
G U WA H AT I , F E B 6 (AGENCIES): After Arunachal Pradesh episode, the BJP is getting ready to turn Nagaland saffron by merging the Nagaland Peoples’ Front (NPF) led by chief minister T.R. Zeliang into the party, reports The Asian Age. NPF sources in Kohima told Asian Age that the BJP central leadership had given Zeliang the go-ahead to merge his faction of the NPF with 42 legislators into the BJP. Zeliang is understood to have begun consultations with his legislators stranded in their respective constituencies. The BJP has four MLAs in the present 60member Nagaland Assembly, and is also part of the government led by Zeliang. The reports said political observers felt that in view of the mounting pressure by NTAC on Zeliang to step down, this may also prove to be the safest escape route for him so he readily agreed to the merger. Sources said it was likely to be announced in a day or two, but also said there was every possibility of a split in NPF as a large section of MLAs were opposed to it.

KOHIMA, FEB 6 (NPN): Nagaland Pradesh Congress Committee (NPCC) on Monday slammed the state government for “failing” the people and demanded imposition of President’s Rule (PR) in the state. The Congress said the state government has lost the confidence of the people and had no moral authority to rule the people of Nagaland. Addressing media persons at Congress Bhavan here, NPCC president, K. Therie, said when the entire government machinery was paralyzed, the best for the Nagas was to have President’s Rule and have early election. He said fresh mandate was required for the Nagas to settle their mind. “If the elected government is not sensible to the people’s demand, they are unfit to rule”, he said. Therie reiterated that NPCC after assessing the situation had urged the government to postpone the ULB election on January 12 and to have wider consultations. However, he said Congress appeal was ignored, add-

ing that nullifying the ULB election showed complete failure on the part of the government. On the cabinet decision to move an ordinance to amend the constitution, Therie said the State Assembly (NLA) must understand the power of the Parliament and the state. He said the cabinet’s move would embarrass the people of Nagaland as Nagaland Municipal Act was an Act of NLA. Therie said that under Article 371A and State List, the NLA has the prerogative to delete, add or amend, adding that it was not necessary to go to Government of India as it was not the Centre that had asked the state to enforce. He also criticized the government for being ignorant about the Nagaland Municipal Act and for fail-
ing to educate the people about the Act. He said had the government understood the Act there would not be any crisis leading to death and destruction of offices. Therie expressed optimism that the governor would apply his mind and ensure the safety of the people and restore governance in the state. “Let the welfare of the people be the final law,” he said. Therie said it was too late for the state government to invite the tribal Hohos for the consultative meet. According to Therie, the relation between the government and the tribal Hoho has become so stiff that there would be no sign of cordial relationship to work together anymore. He accused the government for creating division between men and women, tribe and government. Therie said providing 33% women quota was the prerogative of the state, but nominating 33% women reservation was the prerogative of the party, which NPCC still holds the same. He said government has lost people’s confidence and therefore government cannot run smoothly.
CMO reacts to NTAC over ordinance AYO demands immediate D imapur , F eb 6 (NPN): After having drawn flak from various quarters over the cabinet decision to seek intervention of the prime minister to issue an ordinance to exempt Nagaland from Part IXA of the constitution dealing with women reservation, the Chief Minister’s Office (CMO) said it was taken after legal advice from the state’s Advocate General and other legal experts. According to CMO, the JACWR had already submitted a petition in the Supreme Court for withdrawal of SPL that sought 33% women reservation in ULBs. However it said there was no guarantee that in future any person, lawyer or woman activist and not necessarily Naga, would not file a similar petition. Due to such a possibility, the cabinet opined that at present Nagaland was not exempt from Article
AKMWP slams govt’s adamant stand DIMAPUR, FEB 6 (NPN): Association of Kohima Municipal Wards Panchayat (AKMWP) has expressed deep pain over the unfortunate turn of events that resulted from 33% woman reservation in Urban Local Bodies (ULBs). In a press release, AKMWP president, Neibulie Kiewhuo, general secretary, Theja Sokhose, and joint secretary & legal adviser, Hukato Chishi, vehemently condemned the killing of the two innocent unarmed Naga youths in the Police firing in Dimapur on January 31 and subsequent arson and destruction of public properties in the form of numerous government offices at Kohima. Lamenting the government’s failure to consider the wishes of the people and their tribal hohos, the AKMWP said the adamant position of the

Meanwhile, the association has lauded the involvement of NBCC and others, who had tried to resolve the matter “in the interest of the innovative measures adopted to cause minimal inconvenience to the general public during the bandhs called in various places.” Fur ther, AKMWP also has appealed to all parties involved, to bring about restoration of normalcy at the earliest, so the innocent public could go about with their lives. Association of Kohima Municipal Wards Panchayat also appealed to all responsible organization and leaders to ensure that any democratic protest initiated for the common well being was not hijacked and defeated due to irresponsible, hasty and emotional actions of a few participants.
243T under Part IXA of the constitution and Article 371A “cannot come to our rescue in this matter, as the constitutional provision only aim for participation in the ULBs.” CMO said if present stakeholders failed to arrive at an amicable settlement at the present juncture, then the best option was to seek exemption from applicability of Part IXA which contained a mandatory provision under Article 243T for 33 % women reservation. Such a step would put to rest the issue and also avoid further misunderstanding, added CMO. In view of the above, CMO said the cabinet “in its wisdom decided to seek exemption from Part-IXA which has to do with ULBs” and in the same way that Nagaland has been exempted from application of Part IX(73rd Amendment) relating to
panchayats. CMO maintained that exemption from Part IX (73rd Amendment) enabled Nagas to have their own established village councils as per traditional customary laws. Therefore, if Nagaland was to be exempted from Part IXA, Nagas will also have the liberty to constitute their own municipal act. Such a scenario would remove any apprehensions in the minds of people over 33% women reservation diluting provisions of Article 371A. CMO further stated that the issue was in the interest of the Nagas and therefore, all right thinking citizens “are requested to actively and positively contribute towards finding the best possible way out” through dialogue etc so as to usher a peaceful future for the young and upcoming Naga generation.
resignation of Angami MLAs
KOHIMA, FEB 6 (NPN): In total support of the Angami Public Organization’s (APO) directive to the Angami legislators to resign, the Angami Youth Organization (AYO) has asked the legislators to “resign cooperatively with immediate effect.” In a press note, AYO media cell said it was a serious desire to establish their position unequivocally clear to demand their resignations. “This clarion call is made once again trusting that without resorting to compulsive moves which are bound to develop if it is not responded positively,” AYO stated. AYO warned that noncompliance of the MLAs, would invite non-cooperation and societal reactions now and even in the future. For any such reactions, the concerned individuals/ MLAs would be hold entirely responsible, it added.
Further, AYO reiterated its demand that the state government immediately lift Section 144 CrPC imposed in various localities of Kohima town. It said such unnecessary measure has only made it look like a warlikesituation by deputing thousands of cops, creating fear psychosis in the minds of the public. It would only provoke further escalation of violence which AYO said they completely abhor. However, in the event of any unfortunate developments in these areas, AYO said that the government would be held solely and specifically responsible. Meanwhile, AYO has appealed to the citizens of Kohima to bear a black flag or badge or anything black to signify and register their committed protest against the government at homes/ vehicles or in any form. NMA must also be held Patanjali to invest Rs.500 cr in KA responsible: TYOD DIMAPUR, FEB 6 (NPN): Tenyimi Youth Organization Dimapur (TYOD) in a press statement asserted that Naga Mothers Association (NMA), who spear headed the implementation of 33% women quota should also equally share the blame and responsibility for all the consequences. TYOD president Thejangulie Angami and general secretary Khrozote Kapfo said if NMA had stop pursuing the issue by listening to the people, the situation could have been averted. In the same manner, TYPD said those un-retired candidates should also be held responsible. It stated that if they (unretired candidates) had withdrawn their candidatures, by listening to the appeal of the people, the situation would have been different. Therefore, TYOD in view of the decree passed by respective hohos, has decided to penalize candidates under its jurisdiction, who failed to withdraw from the fray, with immediate effect. TYOD also condemned the indiscriminate firing by police forces that led to the death of two youths on January 31, and conveyed condolences to the bereaved family and also prayed for speedy recovery of the injured.

A press note by NPF Mon division president, L.Yanlong Konyak and general secretary (Admn) Wango Konyak stated that “after thorough consideration and consultations with all the stakeholders, duly elected contemporary government went accordingly ahead in conformity with the desire of its people” to conduct the election for municipalities and town councils. elected government and intimating to wrench the cabinets down cannot be reflected as hurtle for running the affairs of the government and so also can never be treated as legitimate and appropriate approach to terminate the ULB imbroglio”. Any attempt to taint the vibrant representation of Naga people in the form of DAN government cannot be negotiated with distorted agenda of handful few, stated the release. NPF Mon division therefore, unwaveringly stand to support the present leadership of Democratic Alliance of Nagaland (DAN) government and stand against any sort of random attempt “to destabilise the government in power or to intimidate the Naga legislators with a motive for nothing but, sheer political gain”. (L-R): Locked DC office Dimapur. Black flag on an auto in Diphupar. A poster outside DC office Dimapur. DNYF’s posters at DC office main gate, Dimapur. (NP) Staff Reporter DIMAPUR, FEB 6 (NPN): Amid shutdown on government, Dimapur returns to normalcy as the indefinite total bandh called by Joint Co-ordination Committee (JCC) against ULB elections was partially modified since February 4 after which only government offices and government registered vehicles come under the shut down. After almost a week of the indefinite bandh, essential commodities became scarce in the city and public anger towards
the state government rose. The partial lifting of the indefinite bandh came as a huge relief to the public as well as the state government and normalcy seems to be slowly creeping back in the commercial capital. An uneasy calm however ensues, as the core of the issue —resignation of the chief minister and his cabinet as demanded by the tribal hohos- has not been met. Public opinion on the issue meanwhile remains divided as many feel that the matter is yet to see a conclusion. One youth
who was also a volunteer during the bandh puts it this way; “I feel let down by the public leaders as they didn’t lead us to a conclusion. I mean Zeliang (present chief minister) is yet to resign, two youths have already been sacrificed, and now the bandh has become meaningless.” An elderly person, resident of Chumukedima, opines that the present g ove r n m e n t w i t h i t s deceitful tactics has prevailed and, like always, there won’t be any conclusion to the issue. “Public memory is
short and we will forget that the state government has wronged us,” he said adding that “life will go on as usual.” On the other hand, a handful of youths maintain that the only solution will be through the resignation of state chief minister and his whole cabinet. “Blood has been shed. Two precious lives have been lost. Someone has to be accountable and it is an opportunity for the present government to prove that they stand for welfare of the Nagas beyond everything.” On relaxation of
the bandh, many feel that it should have been prolonged till the JCC’s demands were met. “Partial bandh has proved to be an impediment on the whole momentum (indefinite bandh). Once you start something, you should see it to its logical conclusion,” commented one youth from Notun basti. “I stand in solidarity with the departed youths and their families. Old men declare war but it is the young who sacrifices. It is time for a change of guard,” stated another youth echoing the
prevalent sentiment in Nagaland after the January 31 bloodshed in Dimapur and Longleng. Black flags Responding to the call of JCC, many shops had put up black flags in their shops and auto rickshaws were also seen plying around with black flags in honour of the two youths who lost their lives to police firing on January 31. The streets of Dimapur have been adorned with Black flags ref lecting the sombre mood of the city. DC office remains locked
Dimapur Naga Youth Front (DNYF), the youth wing of JCC, has been active all this while. Posters demanding the resignation of CM were pasted across the walls surrounding DC office Dimapur. The office gate also remains locked signifying t h e ‘ h i b e r n a t i o n’ o f government offices due to the bandh restrictions on government offices and vehicles. H e av y s e c u r i t y remains vigil in government establishments and the chief minister’s private residence still remain heavily guarded.

FIR lodged against teacher for physically abusing student S h i l l o n g, F e b 6 (Agencies): A teacher in Meghalaya has been accused of raping a girl after blackmailing her for a year, in this connection an FIR lodged with the Sohiong police outpost on Saturday. The FIR follows the sensational cases in the past two months involving the rape and trafficking of a 14-year-old girl, the subsequent arrest of legislator Julius Dorphang, the Raj Bhavan scandal and the complaint of a peon against the director of soil and water conservation. As per the FIR lodged by CSWO and TUR on behalf of the victim, the alleged accused Konesshon Rodbom, a teacher at Tlong Umiam secondary school at Weilyngkut in Sohiong, has been since last year before the SSLS Selection exams, stalking, molesting and taking videos of himself forcibly kissing, hugging and molesting
a student of Class X, who was then 17 years of age. After the FIR was sent to Sohiong outpost through Sadar police station, a case was registered at Laban police station on Saturday evening as Sohiong falls under its jurisdiction. Home Minister HDR Lyngdoh represents Sohiong constituency. According to FIR, the teacher has been using the video he took of the victim, to intimidate, blackmail and threatens her into allowing him to have sex with her. “He showed the video to a classmate of the victim and caused the victim to faint out of fear and he even blackmailed her by using his authority as a teacher,” the FIR mentioned. According to the FIR, on January 20 as she went to the school for her test, the teacher threatened the girl that he would provide the video to the head of the school and the people of the village if she did not
Assam MLA suspended for telecasting speech on Fb Live
Aminul Islam G u wa h at i , F e b 6 (PTI): Assam Assembly Speaker Hitendra Nath Goswami today suspended AIUDF MLA Aminul Islam for three days for using Facebook Live to telecast his speech from inside the House. “Aminul Islam is suspended till February 8. I request Islam to leave the House immediately,” Goswami said in presence of the AIUDF member. “It is a matter of great regret. The Ethics Committee recommended suspension of the member for a specific period during the current session. I have accepted its recommendation,” he said. Islam, who left the House after the ruling, had used the social media platform on Friday during post-lunch session while the House was discussing a private member’s resolution over timely solution to the illegal immigration problem.
The AIUDF member later told the media outside that he had committed a mistake and accepted the verdict. “(But) At the same time, I also demand that entire proceedings of the Assembly be telecast live. People are demanding that as we are their representatives, they should see our all activities inside the House,” Islam said. Earlier while pronouncing the verdict, Goswami said he had received complaints from several members, including the Parliamentary Affairs Minister, about the incident on February 3 during the ongoing Budget Session. “After that, my office submitted a video footage to me. It was a clear case of breach of Modal Code of Conduct. I requested the Ethics Committee to inquire into it and submit a report to me by February 6,” he added. He informed the House that Islam had submitted a written apology for his conduct. “It is not a minor action. He (Islam) is a senior member and it was not expected of him,” the Speaker said. Goswami said the Committee found that a similar incident had taken place inside Lok Sabha on July 26, 2016 and the Speaker had taken a strong action against the member concerned.
have sex with him. “Out of fear she relented and he raped her in the room of Sir Chaudhury on the school premises on January 20 around noon. After this act, he gave her his mobile and said now you can delete the videos,” the FIR said. As per the FIR, he has been stalking around six other students and may have even managed to molest. “We have also been informed that prior to stalking and raping the victim, another 17-year-old girl, a student of Class IX of the same school, was also similarly stalked and intimidated by the teacher on several occasions.” Moreover, the teacher had asked her to kiss him and demanded sexual favours, which amount to attempt to rape, since July 2016 with a threat that if she refused, he would ensure that she did not get through her examinations, which he did, as she did not comply to his demands.

MHA team in Manipur; tripartite talks today
New Delhi, Feb 6 (PTI): A team of Union Home Ministry officials is in Imphal to hold talks with the Manipur government and a Naga group spearheading the agitation in the pollbound state for a “definite solution”. Sources said the second round of tripartite talks, among the officials of the Ministry, Manipur government and representatives of United Naga Council (UNC), will be held in Imphal on Tuesday. A definite solution to the over three-month-long economic blockade there is likely to come up during the meeting, they said Monday. National Highway number 2 (NH 2) in Manipur is blocked since November 1 by UNC cadres leading to normal life being severely affected. The Council is protesting against creation of seven new districts in the state. The Home Ministry had made “substantial progress” during the talks held by it here on Friday and officials hope that the economic crises will end soon,
the sources said. They said an agreement has been reached between the agitating Naga group and the state government which is likely to be signed shortly. Tuesday’s meeting is likely to be attended by UNC president Gaidon Kamei and the Council’s information secretary Sangkhel Stephen, both of whom are lodged in Imphal central jail since January after Manipur police arrested them on November 25 last for leading the indefinite blockade. Satyendra Garg, Joint Secretary in the Home Ministry—who will represent the Centre in the talk-- has reached there along with other officials concerned, the sources said. Due to the blockade, normal life in Manipur has been badly affected and prices of essential commodities have sky rocketed. Polling for the 60-member Manipur Assembly is scheduled to be held in two phases next month -- March 4 and 8.

Graft charges: SC quashes HC order for CBI probe against Tuki New Delhi, Feb 6 (PTI):: In a relief to former Arunachal Pradesh Chief Minister Nabam Tuki, the Supreme Court today set aside the Gauhati High Court order for a CBI probe into corruption allegations related to his tenure as PWD Minister in 2006. A bench comprising Chief Justice J S Khehar and Justice N V Ramana asked the High Court to hear afresh the PIL, on which CBI probe was launched against the Congress leader. Referring to the contents of August 21, 2015 order of the High Court, the apex court said the since the former Chief Minister had not been accorded the hearing a fresh adjudication was needed. The bench, however, accepted the submission of Solicitor General Ranjit Kumar, representing CBI, that several FIRs had been lodged in pursuance of the HC order and the consequential proceedings and investigation be not stayed.
Aspirant candidate’s supporters storm NPF office Correspondent
IMPHAL, Feb 6: Supporters of NPF’s aspirant candidate Hoppingson, who was denied a ticket from Phungyar A/C, vandalized the party’s office in Ukhrul district on Monday. After the ruling Congress and opposition BJP, Naga People Front (NPF) on Sunday released a list of 15 candidates who will contest the ensuing twophase elections to Manipur Assembly on party ticket. As per the list released by Central Election Committee of NPF, K Leishiyo
would be contesting from the Phungyar A/C of Ukhrul district on NPF ticket. Barely a day after the announcement, supporters of NPF ticket aspirant Hoppingson stormed the NFP unit office at Phungyar and ransacked it, said a report reaching here today. Many Naga People Front workers and supporters have also expressed their anger over the allotment of party ticket to Dr V Alexander Pao for Karong Assembly constituency where he was elected in the last 2012 elections to the state Assembly.
At least five former candidates who were hoping to contest the election as NPF nominee have reportedly threatened to leave the party following ticket denial. Meanwhile, besides fielding candidates in the Naga dominated hill constituencies, the party is sending out its nominees in the Kuki dominated constituencies like Kangpokpi, Saitu and Henglep assembly constituency. On the other hand, dissatisfied with the ticket allotment, a member of the ADC Chandel, TS Kanlul Anal has reportedly tendered his
resignation from the party. He was unhappy with Naga People Front providing ticket to ST Victor Nunglung for the Chandel Assembly constituency. Naga People Front Chandel sub- division has also demanded immediate review of the list of candidates declared by the central election committee of the NPF. Meanwhile, ticket to the 15 candidates would be issued on February 7 at Mao gate. Party president Dr. Shurhozelie Liezietsu will hand out the tickets to the candidates.
“If something has been initiated, they will remain, if he (Tuki) has not challenged them,” it said, while disposing of the plea and remanding it back to the High Court. Earlier, the apex court had on August 26, 2015 stayed the Gauhati High Court order for a CBI probe into corruption allegations against Tuki. Tuki is alleged to have influenced the Arunachal Pradesh government to give some contractual works to his relatives as PWD minister. “Majority of the said contracts were of Kendriya Vidyalayas of Government of India at Shillong, Kolkata and Rohtak, Haryana and another one was of house keeping in newly constructed Arunachal House in Delhi, and two other small contracts in the state capital of Arunachal Pradesh,” the petition said while listing out the allegations against Tuki. The former CM has alleged that high court acted in a “hot and haste man-
ner” and got all the PILs transferred from Itanagar bench to principal bench in Guwahati. “The present SLP raises important questions as to whether the high court without hearing the parties should have passed an order ordering a CBI enquiry into various ten-year-old contracts, which have already been completed,” the petition said. Earlier on August 21, the high court had ordered CBI to register a case in this matter after it held that Tuki had “abused” his official position as a minister in awarding contracts to his wife, sister-in-law, brother and other relatives without calling tenders. It had directed CBI to conduct a probe against Tuki, besides Kendriya Vidyalaya Sangathan, New Delhi, and the Director of Sports Council, Arunachal Pradesh, in this regard. The high court had said that an FIR should be lodged and the final report submitted before the special court in Guwahati.

Guwahati, Feb 6 (PTI): The salaries of data entry operators hired by IT major Wipro for updating the National Register of Citizens have not been paid for the last three months, the Assam Legislative Assembly was informed today. “The remuneration payable to data entry operators engaged by Wipro has not been paid for the month of November, December 2016 and January 2017,” state Parliamentary Affairs minister Chandra Mohan Patowary said in the Assembly. Patowary gave a written reply to a query by AIUDF MLA Aminul Islam on behalf of Chief Minister Sarbananda Sonowal, who is also the in-charge of the Implementation of Assam Accord Department. Patowary, however, did not elaborate on how many employees are engaged at present by the outsourced firm Wipro for NRC work or by when
the salaries are expected to be paid. On when the update of NRC is likely to be done, he said “The Supreme Court, the RGI and the Ministry of Home Affairs shall decide upon the date of completion of NRC on time.” Without giving any number, he said all government employees engaged in the NRC work will be released from their current responsibilities to join their parent departments only after completion of NRC works. The Minister told the House that out of the 6.14 crore documents received during the NRC update process, office verification of 5.73 crore papers have been completed. He said “4.18 lakh documents have been sent to different states for inter-state verification, out of which result of only 73,183 documents have been received so far.” Similarly, out of 402 documents sent to the Ministry of External Af-
fairs for inter-country verification through Indian Embassies and High Commissions, results of only 47 have been received so far, Patowary said. He said field verification work of all the 68.21 lakh application forms have been completed. In a separate question by Congress MLA Kamalakhya Dey Purkayastha, Patowary said a total of 273 persons have been arrested from 31 districts for submitting fake documents for inclusion of names in the NRC. Replying to another query by Congress member Abdul Khaleque, the Minister informed the Assembly that a total of 2,31,657 persons have been marked as ‘D’ voters since 1998. “Out of that, 74,691 cases have been disposed off till October 2016 by the Foreigners Tribunals. Of these, 62,385 have been declared Indian and 12,306 have been identified as foreigners,” Patowary added.

Shillong, Feb 6: A local court here in Meghalaya on Monday granted bail to former Congress legislator Stanlywiss Rymbai, who was arrested in a land acquisition for afforestation scam. Rymbai, who was arrested by CID sleuths January 25, had received Rs 8 crore from the government for acquiring land measuring 1.78 sq. Km, at Mawpalai village under Ri-Bhoi district. The land in question was otherwise a government land under the Soil and Water Conservation Department. “The Court of District and Sessions Judge has granted bail to Rymbai after his bail application on February 3 was moved,” Rymbai’s counsel V.G.K Kynta told journalists. Soon after his released, Rymbai who was lodged in the jail cell of Shillong Civil Hospital was shifted into a regular room in the same hospital, for further medical
treatment. Terming the arrest of the former legislator as “illegal”, Kynta said that the police did not inform him or his family that he has been arrested while he was in police custody on January 25. “He was interrogated despite being in judicial custody,” he added. In fact, Rymbai’s family petitioned the Court on January 31 to allow them to meet Rymbai and only after the Court gave permission they were allowed to do so. In a 2015 report, the Comptroller and Auditor General (CAG) said that the Forest and Environment Department had paid Rs 8 crore to Rymbai, who claimed to be the self-styled rightful representative of the Mawpalai Village Dorbar and acted as the landowner without any valid and legal authorisation by the village council to the effect. The state government had filed a case in November 2012 in connection with fraudulent payment of government money to Rymbai.

Need consensus between Centre, states on UBI: Jaitley New Delhi, Feb 6 (IANS): Union Finance Minister Arun Jaitley on Monday said that the idea of universal basic income mooted by the Economic Survey was food for thought and added that the Centre and states need to develop a consensus on it. “It (universal basic income) is a thought for the future. Need a consensus between Centre and states,” Jaitley told CNBC Awaaz in an interview. “We give subsidies. The entitlement of subsidies is for the poor. World-over, it is the thought that ending the subsidies, we can target the poor households and put a certain money in their bank accounts,” he added. E c o n o m i c S u r ve y 2016-17 advocated a Universal Basic Income (UBI) scheme as an alternative poverty reduction mechanism in place of various ongoing social welfare programmes. The Survey, authored by Chief Economic Advisor Arvind Subramanian,
Arun Jaitley pitched for a scheme to transfer a reasonable basic income to Indians below the poverty line based on a survey on misallocation of resources, which showed that districts where needs are the greatest are precisely those where state capacity is the weakest. The survey’s findings suggest that a more efficient way to help the poor would be to provide them resources directly, through a UBI. Subramanian has earlier said that it would entail making an unconditional cash transfer of about Rs 10,000-Rs 15,000 a year to every citizen and could

Jaitley, speaking on widening the tax base, said that reduction of tax rate from 10 per cent to five per cent for the first slab of income between Rs 2.5 to 5 lakh was done with the intent of bringing more people into the tax net. “People who have not been honest taxpayers, we have tried to bring them into the tax net. Honest taxpayer should be given rebates. We have tried to award honesty and penalise the evader,” Jaitley said. “We have tried to attract the taxpayer to come into the tax net by reducing the tax for first slab to only 5 per cent. Anyone who declares Rs 5-6 lakh income, will have to pay very less tax,” he added. There was the need to strengthen the middle class and neo-middle class i.e. people who have just entered the middle class, the Finance Minister said.

India to launch record 104 satellites Bengaluru, Feb 6 (IANS): India will create history by launching a record 104 satellites, including 101 foreign ones, into the earth’s lower orbit, on February 15 from Andhra Pradesh, an official said on Monday. “We have tentatively decided to launch the satellites at one go around 9 a.m. into the sun-synchronous orbit, about 500 km above the earth,” the Indian Space Research Organisation (ISRO) official told IANS here. Of the total earth-observation satellites, three are Indian, 88 are from the US and the rest from Germany, Israel, Kazakhstan, the Netherlands, Switzerland and the United Arab Emirates. “A 320-tonne rocket -- Polar Satellite Launch Vehicle (PSLV-C37) -- will launch the satellites with a combined weight of 1,500 kg, including the 650 kg Cartosat-2D and two nanosatellites (INS-1A and INS1B) weighing 15 kg each,” the official said. The combined weight of 100 foreign micro or smaller satellites will be 820 kg. Though the Indian space agency had launched

He said terrorism is a challenge for the entire humanity and Indians have always stood against it. Naqvi was, however, interrupted by Congress leader Jairam Ramesh, as the minister spoke about how crores of poor households have been ensured cooking gas connections after PM Modi urged countrymen to do away with subsidy on gas cylinders.
20 satellites in one shot on June 22, 2016, the launch of 104 satellites will surpass the 37 satellites launch record set by a Russian rocket on June 19, 2014 and 29 satellites launched by NASA on November 19, 2013. “The countdown will begin 48 hours before the lift off after the launch authorization board gives final clearance for the mission keeping in view the weather conditions and other preparedness at the Satish Dhawan Space Centre,” said another official. The launch of over 100 spacecraft together will be a major achievement for India as such an attempt was not made before by any of the dozen space-faring nations. The constellation of 88 small satellites, weighing 5 kg each, of the US earth observation firm Planet will be separated from the rocket in different directions to avoid them colliding when being deployed in the orbit. “The satellites will be in the same orbit with distance between them increasing due to their relative velocities,” said the second official. At an altitude of 500 km, the spacecraft will take about 90 minutes to
complete one polar orbit over the earth. “The satellites will be injected into the sun synchronous orbit at different slots at different angles and at different times,” added the official. ISRO Chairman A.S. Kiran Kumar earlier said the space agency would maximize its rocket capability to launch more satellites in a single mission for maximum return on investment. “By launching 104 satellites together, we are trying to maximize our workhorse rocket’s capability and optimally utilise it for maximum return on investment,” Kumar said on January 11. As an advanced remote sensing satellite, Cartosat2D has a single panchromatic camera to beam scenespecific spot imageries of more than one meter spatial resolution and a swath of 10 km for cartographic applications. The two Inertial Navigational System (INS-IA & INS-1B) use a computer, motion sensors and rotation sensors (gyroscopes) to calculate the position, orientation and velocity (direction and speed) of a moving object without external references.

UP govt all failure; gundaraj in state, says Amit Shah Noida, Feb 6 (agencies):: Launching a scathing attack on the Samajwadi Party, BJP President Amit Shah today said that the Uttar Pradesh government has failed on all fronts and alleged there are “gundaraj and jungleraj” in the state and now corruption-ridden Congress has joined hands with the ruling party. Voters will give a befitting reply to two “yuvrajs” (princes) who looted the state and the Centre, he said, referring to CM Akhilesh Yadav and Congress vice president Rahul Gandhi. Now both the “yuvrajs” are planning to loot the state, he said during a rally here for Noida candidate Pankaj Singh. Shah alleged that the “present state government is all failure and there are gundaraj and jungleraj in the state.
New Delhi, Feb 6 (AGENCIES):In an extremely worrying trend, there is a yearly uptick in the number of child sexual abuse cases. In fact, according to the cases registered under the amended Prevention Of Children Sexual Offences Act (POSCO), with 908 cases, 2016 had the highest number of cases registered. In 2012, after only two cases were registered, the Act was amended in November to widen its ambit. Since then, the numbers have multiplied, pointing to a serious malaise in the city regarding crime against children. To raise awareness and avoid such incidents, the police is now visiting schools under the ‘Police Sister’ campaign and educating students on what is a ‘good touch’ and a ‘bad touch’. Meanwhile, teachers are also being asked to provide education in schools. According to the police, small children are easy target as it is simple to threaten them to not reveal details of the abuse.

Basic development model
I
t would be necessary to understand that critical assessment of socio-economic environment in the state forms an important ingredient for development of the state which actually suffers from a massive development deficit. Economists have also suggested in the not so distant past, during visits to Nagaland that there was need to bridge the development deficit evident in almost all parts of Nagaland. The suggestions do in a clear way, indicate that prioritising of various plans and projects were necessary to bridge the development deficit. Another important point stressed was on inclusive growth, meaning, undertaking projects that would impact and involve the larger segment of the population and not limited within a privileged minority. There is still an imperative need to involve public-privatepartnership in development aspects particularly in the north eastern region. This can be understood as a call to prepare a blueprint for economic development. It may also suggest a need to analyse concepts that would lead to evolution of socio-economic planning. It is a largely held belief that entrepreneurship will propel a society or nation towards progress through the evolutionary process. Politics may have evolved to its current development but economics is still distant. Economics is primarily a descriptive science, which studies the principles of interaction and resource allocation. Political philosophy is primarily a prescriptive science which studies the social arrangements necessary for human beings to live in society. Unfortunately, politics is too much rhetoric and too little economic. Such a condition has no relevance at evolving a sustainable economic foundation. However, the challenge has to be met and this needs preparation through evolution of political concepts with economic vision in order to build a foundation that includes- available power, empowerment of youth, excellent communication networks and of course, tackling lawlessness with a firm hand. When potential investors from outside are not keen to do business in the state, it is a big setback and which needs to be addressed in order to reassure investors. No one would like to invest in an environment that does not guarantee free and fair trade and commerce. Also, a re-look at the objectives and achievements of the state through the decades could provide useful inputs but to appreciate such, there is need to think “out of the box” and which could mean, out of the official bureaucratic thinking. In the end, private entrepreneurship is the only option not merely for self-sustenance or employment but for economic progress that is not restricted to profits but nurturing entrepreneurship. It is time the government sought the help of acknowledged experts and to think out of the box. Planners tinkering with socio-economic through populist rhetoric need to realise that a little knowledge makes less economic or social sense and more nonsense. Among the pressing problems of a small state which boasts of a high literacy ratio and rapid “growth in education” is too many unemployable youth and dwindling opportunities in all spheres. With whatever has been achieved, today the young people are aware of their potential and need opportunities and space. Enlightenment among society’s reputed and influential organisations such as- church leaders, social and voluntary organisations is needed to act towards getting back to basics to create a conducive atmosphere and sow seeds of long term economic development in Nagaland without which no progress can be achieved.
DailyDevotion Are You Ready To Be Poured Out As an Offering? (2) I am already being poured out as a drink offering… —2 Timothy 4:6 Are you ready to be poured out as an offering? It is an act of your will, not your emotions. Tell God you are ready to be offered as a sacrifice for Him. Then accept the consequences as they come, without any complaints, in spite of what God may send your way. God sends you through a crisis in private, where no other person can help you. From the outside your life may appear to be the same, but the difference is taking place in your will. Once you have experienced the crisis in your will, you will take no thought of the cost when it begins to affect you externally. If you don’t deal with God on the level of your will first, the result will be only to arouse sympathy for yourself. “Bind the sacrifice with cords to the horns of the altar” (Psalm 118:27). You must be willing to be placed on the altar and go through the fire; willing to experience what the altar represents— burning, purification, and separation for only one purpose— the elimination of every desire and affection not grounded in or directed toward God. But you don’t eliminate it, God does. You “bind the sacrifice…to the horns of the altar” and see to it that you don’t wallow in self-pity once the fire begins. After you have gone through the fire, there will be nothing that will be able to trouble or depress you. When another crisis arises, you will realize that things cannot touch you as they used to do. What fire lies ahead in your life? Tell God you are ready to be poured out as an offering, and God will prove Himself to be all you ever dreamed He would be.

he rich have more of everything. And that includes insects as well! A recent study done by entomologists, from the North Carolina Museum of Natural Sciences and North Carolina State University, on indoor arthropods (insects, spiders and crustaceans), sampled 50 randomly selected homes in Raleigh, North Carolina, that covered the region’s economic spectrum. They collected 10,000 specimens. They discovered that the wealthier the household and its surroundings, the more types of insects it had. The insect biodiversity within the house is part of ecological phenomenon known as the “luxury effect” – the richer the area, the more bugs in the home. The team, led by California Academy of Sciences postdoctoral researcher Misha Leong, thought that arthropod biodiversity — the number of types of species found within a given dwelling — would increase, based on a home’s square footage and the density and diversity of plants outside. But another factor ended up being almost as predictive of a large number of bug species types: neighbourhood income. The signal was so strong that Leong ran the numbers again and again just to be sure. The data was analysed in every possible way, but the answers were the same. Even homes with relatively light ground cover outdoors had more diverse arthropods inside
when they were in wealthy neighbourhoods. In fact, now statistical models based on size of the house, local plant diversity, your monthly income, average neighbourhood monthly income, can give you the number of insects/species you are likely to have. The luxury effect — the more affluent the area, the more diverse its animals. (Last year biologists found that the higher a household’s income, the higher the number of lizard species that could be found there.) While poorer homes had less than 50 species, the richer ones had over several hundred kinds of insects. This included different families of spiders, centipedes, ants, flies, beetles, booklice, moths, springtails, silverfish, gall midges, pillbugs, scuttleflies, dustmites, aphids, slugs, crickets, ladybirds, wasps, bees and cockroaches. Cobweb spiders, carpet beetles, ants, gall midges and book lice were found in 100% of houses samples. The ecologists identified 579 species, with anywhere between 32 and 211 different species, per household. The only insects that they did not find in rich homes were bed bugs and fleas (and much fewer cockroaches) This increased diversity could be because outdoor species take a liking to the leafier suburbs and then move indoors. The word “luxury effect” was first used for urban houses, suggesting that bigger gardens and disposable income resulted in more diverse

Judged by the insects species of plants. Raleigh’s indoor insects is obviously a cascade effect in which increased greenery means more outdoor diversity, some of which finds its way indoors. Higher income households have more access to gardens and indoor plants. And with these plants comes an entire array of harmless insects, the ladybug, the praying mantis, lacewings, leafminers and spiders. Domestic gardens play a vital role in supporting urban insect biodiversity, despite their small size. A paper assessing the abundance, diversity and distribution of insects in urban domestic gardens in the tropics, through a 2013 study in the city of Bangalore, was conducted. Fifty domestic gardens were studied. 2,185 insects from 10 orders, of which ants, bugs, beetles and flies were the most common, were recorded. The number of insect orders encountered was significantly related to the number of tree and herb/shrub species. The common sense explanation is that every living being goes in search of its specialized food. The wealthy announce their prosperity by filling
their houses with furniture, paintings, objects d’art, carpets, toys, hangings, books etc. Each one of these provides food and shelter to different species. A carpet seen under a microscope has thousands of bugs of different species that chew on the fibre, the gum, the matting and each other. Books and glue bring book lice and silverfish – especially when they are not dusted regularly. Fruit and food on kitchen counters bring ants and flies, and flies bring lizards. Paintings, high ceilings and the back of fridges attract spiders. With each insect comes its predator. Beetles arrive. Centipedes are predators of silverfish, beetle larvae and cockroaches. Windowsills, the edges of floorboards, oil droplets in kitchens, the back of closets – all of these are rich veins for finding insects, both living and dead. No matter how much you seal off your house to the outdoors it is very easy for tiny things to find their way in. Rich households have stocked pantries of cereal, flour and rice. These rations attract weevils and beetles and sugar ants. Rich family children, who study
in boarding schools, bring home lice. Cupboards full of clothes attract moths and crickets. Most species are harmless – doing our dirty work. Carpet beetles eat dead insects, spilled food even nail clippings. Dust mites are tiny vacuum cleaners eating dead skin cells. Spiders are actually an effective predator in the garden and most of them are inoffensive. Lest you suddenly feel an urge to vacuum your home, to rid yourself of your invisible insect squatters, let me assure you that most species are completely harmless .A common misconception is that all insects in the house are pests – in fact less than 2 % of the world’s insects are harmful. My house must be the wealthiest in Delhi if one judges the number of insects and other creatures that share my home. My garden is now a mature forest ecosystem and so the insects come freely in and out. My desk has a small spider who nestles in the rising mound of papers but comes out when I sit down, just to say hello. We don’t use any chemical cleaners in the mops. Mosquitoes stay out because I use gobar ka dhoop every evening. But they lay eggs in the pond outside, which the gambusia fish eat greedily. We have wasp hives, birds’ nests, pigeon homes, owl groves in the trees. I find centipedes, spiders, slugs and large ants in the bathroom, which we put back into the garden. Earthworms come out when it
rains. I have an endless number of tiny roommates which fascinate my granddaughter, who is learning from me not to step on ant nests and to examine how cunningly they hide their entrances with bits of chopped grass. Ecologists spend most of their time studying far-off, exotic places, but rarely think about the wildlife inside our homes. We’re actually surrounded by wildlife when we’re indoors. You spend 90% of your time indoors, but you know little about the ecology of the habitat you have created for yourselves. Even houses that look clean, still have lots of insects. There are only two beings I have zero tolerance for: ticks and termites. My books, letters and family photos, and at least four incomplete book manuscripts, have been eaten by them. At the moment my house is being broken down room by room to make it termite proof. As for ticks, I have seen too many dogs die of tick fever to know that these beings are even worse than mosquitoes, because they are not even in the food chain: no other insect will touch them. There has always been a mistaken, and yet powerful, association between insect-free cleanliness and respectability. Now you are being judged by the insects. Are you rich enough for them to grace your house? To join the animal welfare movement contact gandhim@nic.in, www.peopleforanimalsindia.org
Post-mortem
Naga Society Lies Wounded Again
(From previous issue) Fifth, the State Government became obtuse to the pleadings of all sections of Naga society. Tribe after tribe opposed the immediate holding of elections, asking only for deferment so that proper consultations could take place. The Government kept harping on Constitutional obligations to holding the ULB elections, seemingly totally intimidated by the women and court decisions. They even went back on an agreement inked with the JCC and the NBCC on the eve of the elections. What was forgotten in all these was that first and foremost, the Government is accountable to the people without whom there would be no parliamentary democracy in the first place. What we have today is a further division of an already fragmented Naga society. Far from being encumbered, the Naga women seem to have proved how powerful they can be by intimidating the State Government and dividing Naga society as they like. There seems to be two things that are out of character. First of all, Naga women have always been known for their “healing touch”. Throughout Naga history, while the men were out making wars, they took care of the family. When their men died or they came back wounded or disabled, their responsibilities grew. In many ways, Naga society survived because of Naga women. In traditional Naga society, even in the Angami one, women have always occupied a special place. Even in Khonoma, considered by many as a place where women did not count at all, the women were held in esteem. It was only that Khonoma people considered there were areas of responsibility for men and women, both separate but equally important. This is not understood by those from outside. But an easy example is that at any important ceremony, or feasts of merit, without the woman, the ceremony could not be fully carried out. There are also safeguards for their protection as any insult to them is considered an insult to the family/clan. There is, of course, no gain saying that they are the hardest working and most contributing members of the community which everyone acknowledges. Even in NMA and in recent times, the women had gained such high respect with their social activities and particularly their “Shed No More Blood” campaign among NPGs. Every Naga respected them and they were held in high esteem. But this time, they lost sight of the ground realities and their footing. They have managed to do immense damage to a society which has been wounded and hurting and which they had been helping to heal. Their loss is the loss of Naga society too because they formed just about the only neutral and objective organization
left in Naga society whose voice was respectfully listened to. What a tragedy; A hope-filled story has become divided and disintegrated. It must not end here. The big question is who will pick up the pieces? The other story that seems out of character is that of TR Zeliang. I am not here to make excuses for him. When you are at the top, you have nowhere else to go but to take whatever is thrown at you and say “the buck stops here!” Blaming anyone or making excuses can only make things worse. And procrastination has never solved anything. T R Zeliang became a surprise chief minister of Nagaland. Surprise because he came from one of the “backward” and smallest tribes and districts of Nagaland – Peren District has only two MLAs – and would not have made it to the CM’s seat under ordinary circumstances. Obviously he was a compromise candidate but even if this was true it still showed ability and acceptability on his part. His government also managed to survive till now despite challenges and personal attacks. He went on to achieve some firsts – partially due to benefits accruing from previous government/s. All in all, T R Zeliang had shown he was a shrewd politician. But in this case, something apparently went very wrong which is out of character. Everybody knew there were a lot of differences within the ruling Naga Peoples Front (NPF). Was the problem from within his inner camp? It could not have been just the 33% women reservation or any possible intimidation from the Naga women? More people are willing to believe that the State Government only wanted the money that would come in the wake of the ULB elections. But it is still not totally convincing because the consequence would be political suicide and hara-kiri by someone who has proved himself to be a shrewd politician? Was he being the fall guy for some political play that had gone awry? What happens now will depend greatly on the chief minister and the party president. Naga peoplehood today, lies in tatters, worse than ever before. Naga society needs to do serious reflection on what is happening to it and what are its priorities. The biggest gap in society is that there is no longer a single Naga organization that can think for and speak with objectivity, rationality and without fear or favour and be respected by the Naga public for its views. It is of no use talking about who destroyed such institutions and other structures of our society; we all contributed directly or indirectly. Will this be the next first step towards our peoplehood as Naga people learn baby steps to start walking again? (Concluded) Charles Chasie, D’ Block, Kohima

A message to the government
he present state of turmoil is the culmination of the public anger and resentment that has been gathering in the recent past due to subsequent redundant policies of the government much against the wishes of the people. It’s caused lies not only on the issue of civic polls with 33% women reservation but also on several cases of corruptions involved. The repeated failure of the state government to fulfill the peoples’ demand to bring justice on all these cases is the main reason for pushing our state into chaos at last. Mention may be made that protest and agitation is not a new phenomenon in our society however we have been witnessing these kinds more frequently ever since this new government has taken the wrong course ignoring the voice of the people which amounts to misutilizing of power. Some of the prominent unfulfilled issues involving corruptions are –the demands for dismissal of employees through illegal backdoor appointments, demands for CBI probe on fuel adulteration racket, distribution of PDS rice scam etc. which all went unheard and the credibility of the government itself becomes questionable. Therefore, the issue of ULB election with women reservation is just a tiny part of the whole colossal misgovernment involved under NPF/DAN government. The public have reasons to be
disappointed. At this juncture, the people are not concern anymore whether 42 or 60 DAN legislators back the present CM’s leadership if the Nagas in general finds his leadership qualities unsuitable and unable to fit into Naga society. People want a government that listen their voices. It is also the right time for all party leaders and elected representatives to truly speak of themselves instead of becoming some unworthy puppet leaders. The demand for resignation of Chief minister and his cabinet by various tribal bodies is not democratically unconstitutional as opined by the government because the people have the power to depose its government if it fails to function in accordance to the wishes of the people. The adamant character of the government to stay in power even at the cost of hurting people sentiments without giving sufficient reasons is going to be interpreted as power monger. Bloodshed had been predicted by one and all if the government remains adamant and carries forward with its policy of conducting polls. The killings would have been avoided if the government was more sensible than this in the beginning but only try to act when it was too late. The discontentment of the people against the autocratic behavior of the government becomes visibly clear in the form of bandh as carried out success-
fully across the state. The chief minister and his cabinet must ask themselves whether they can run a peaceful government successfully without the support of its people. Although they might have once been elected by the same people in the past, things have changed because of its own treacherous dictatorial policies. The idea of the cabinet to approach the PM to amend Part IXA of the constitution of India at a time like this when everyone is demanding for their resignation is like an invitation for mayhem. They must understand that peoples’ rights cannot be sold out for the sake of some few selfish individuals. Banning the use of internet or social media on the pretext of checking the spread of false rumors against the government is another misadventure taken by the government simply to avoid criticisms. These kinds of arbitrary actions on the communist regime pattern which takes away the rights of the people shall only create additional turbulence rather than solving it, for the people have the rights to be informed at any time. It would be wise on the part of the government to amend the wrongs in time and come in terms with the people and bring out some workable solution so that another misfortunate incident is avoided. Majority ‘opinion’ instead of ‘confronting’
Sir,
Of course, it was good enough on the part of the Nagaland government that extended two months for consultation with the peoples’ representatives/stake-holders (JCC and NBCC) i.e for both the Municipal and urban Local Bodies polls. But, because of “little correction” that omitted the ULB poll in 5 places by the cabinet and conducted the ULB Poll in five places that created much incidences. Though regretted for the loss of two precious lives, yet, Nagaland state has corrected errors on its part and “nullify the entire February 1 2017 “ULB Poll”. On the issue of the CM resignation demand, if I am not mistaken, so long 42 Dan Legislators back Zeliang’s leadership it will be another futile exercise issue for the public. In this connection, I as one of the peace initiator, endorsed by the Ex-Naga Hoho president M. Vero and peace Award Recipient for 2013, suggest that, state govt. of Nagaland must invite J.C.C. and other Tribal Hoho presidents and deliberate on the issue of the municipal Poll and ULB Poll and let the majority opinion decide, to avoid further incidences. It is only suggestion, but decision is yours. I. Vitokhe Assumi former Sumi Hoho President and former J.C.C (Sumi Hoho & E.N.P.0) Convenor

Abraham, Respiratory Medicine Specialist at Apollo Hospitals where she died, Jayalalithaa suffered cardiac arrest around 5 p.m. on December 5. She was given cardiopulmonary resuscitation (CPR) for 20 minutes. He said as there was no heart rhythm, Jayalalithaa was put on ECMO (extracorporeal membrane oxygenation) which would take 24 hours to show result. Abraham said it was a collective medical decision comprising of all doctors who had treated Jayalalithaa including the doctors from AIIMS, New Delhi, that it was futile to continue with ECMO. A decision was taken to remove ECMO after informing Jayalalithaa’s family members. According to Beale, a range of tests had

to be done when a patient is put on ECMO. Beale said in Jayalalithaa’s case, it became obvious that there was no response. Queried about Jayalalithaa’s last moments, Abraham said the late Chief Minister had told a doctor that she was feeling breathless. Abraham said Jayalalithaa was on the road to recovery at one stage. She was able to take a few steps and had resumed talking. Abraham said Jayalalithaa was in the hospital for 75 days and for 25 days she was under sedation. He said state government officials as well as Sasikala were briefed about Jayalalithaa’s health daily. Questioned whether Tamil Nadu Governor Ch. Vidyasagar Rao met Jayalalithaa in the hospital, Balaji said the Governor met her during his second visit. “Jayalalithaa showed him a thumbs up sign,” Balaji said. Beale said he had interacted with Sasikala. The doctors said no part Jayalalithaa’s body was amputated.

Chennai, FEB 6 (AGENCiES): London-based doctor Richard Beale, who treated Tamil Nadu Chief Minister J. Jayalalithaa until she died in December, on Monday ruled out any “conspiracy” behind her death. Addressing the media here, Beale said: “I am not from here. There was no conspiracy. She (Jayalalithaa) had severe infection. She had supportive care.” Ahead of AIADMK General Secretary V.K. Sasikala being sworn in as Chief Minister, the Tamil Nadu government organised the media meet involving Beale and doctors from Apollo Hospitals to clear the air surrounding the death of Jayalalithaa. Beale said the issue of taking Jayalalithaa to London for treatment was also discussed but was not taken forward as she was not in favour of it and necessary medical facilities were available here. He said the idea of exhuming Jayalalithaa’s body for post-mortem was ridiculous. According to a Tamil

About 70% of the villages that remain to be electrified are mainly in Arunachal Pradesh (1,229 villages) Assam (972), Jharkhand (892) and Odisha (875). These villages cannot be electrified in the given timeframe as they are mostly in Naxal areas, forest areas, riverine areas, flood-affected and hilly/remote areas.

DIMAPUR, FEB 6 (NPN): Phom Peoples’ Council (PPC) and Yachem Village Council (YVC) at a joint meeting held on February 6, 2017 at Longleng town, have “amicably compromised” the matter regarding PPC’s demand for suspension of deputy commissioner (DC) Longleng against the “unfortunate incident” that took place in Longleng town on January 31, 2017. Following the PPC demand, the YVC had subsequently issued rejoinder questioning PPC’s demand and sought clarification within three days. In a joint press statement, PPC president, Chingan Phom, and YVC chairman, M. Imti Phom, said the above matter between the two parties hence has been settled/compromised amicably.

Netanyahu meets May as UK eyes bolstered Israel ties LO N D O N, F E B 6 (AGENCIES): British Prime Minister Theresa May greeted Prime Minister Benjamin Netanyahu at No. 10 Downing on Monday afternoon, saying she was happy to welcome him as both countries commemorate 100 years since the 1917 Balfour Declaration. Small pro- and antiIsrael demonstrations greeted Netanyahu there as well. May, in brief remarks,
said that Britain remains committed to a two-state solution. Labour party head Jeremy Corbyn, who did not seek a meeting with Netanyahu during his 24hour visit to London, has urged May to say that Britain stands “unequivocally behind the rights of the Palestinian people, along with the many who support them in Israel.” May made clear in her comments that the two countries have many areas
expected other countries to do the same. He said Iran publicly threatens to destroy Israel, and is engaged in one provocation after another. The prime minister stressed that Israel has not given up on its yearning for peace, and will discuss that as well with May, saying that along with the current challenges in the region, there are also opportunities.

PARIS, FEB 6 (IANS): President of the National Front party Marine Le Pen formally launched her presidential campaign, promising to put France first by freeing it from the “tyrannies” of globalisation, Islamic fundamentalism and the European Union, media reports said. “What is at stake in this election is the continuity of France as a free nation, our existence as a people,” Le Pen was quoted as saying by the Guardian. “The French have been dispossessed of their patriotism. They are suffering in silence from not being allowed to love their country.” “The divide is no longer between the left and the right, but between the patriots and the globalists,” the leader, daughter of the Front National founder JeanMarie, added.

The aide said that though Park’s legal representatives and the independent counsel team are still fine-tuning details about the planned questioning, it could likely take place on Thursday or Friday. If conducted, it would mark the first time for a sitting president to be questioned in a probe. “(We expect) the questioning to occur near the end of this week,” the aide told Yonhap News Agency. “(The two sides) are converging on the idea of carrying out the interrogation inside the presidential office (for security reasons).” Park was impeached on December 9 over a corruption scandal involving her and her friend Choi Soon-sil.

Rights group wants Myanmar abuses probed YA N G O N, F E B 6 (AGENCIES): A human rights group urged Myanmar’s government on Monday to back an independent international investigation into alleged abuses by security forces against members of the Muslim Rohingya ethnic minority, including the reported systematic use of sexual violence. Pope Francis would like to heal a decades-old rift with China where Catholics are divided between those loyal to him and those who are members of a government-controlled official church. White House confident court will reinstate Trump’s travel ban WASHINGTON, FEB 6 (AGENCIES): Rebuffed in its bid for a quick reversal, the White House said Sunday it expected the courts to reaffirm President Donald Trump’s executive power and reinstate a ban on refugees and travelers from seven predominantly Muslim countries from entering the United States. The case promised to extend into Monday at least, when fresh legal filings were due, and observers had no doubt the Supreme Court ultimately will have a say. The San Franciscobased 9th U.S. Circuit Court of Appeals, in a brief order overnight, denied the administration’s request to set aside a Seattle judge’s ruling that put a temporary hold on the ban nationwide. The lawsuit by Washington state and Minnesota said Trump’s order harmed residents and effectively mandated discrimination. Their lawyers had until 2:59 a.m. EST Monday to submit briefs opposing the

The tapes are the original, high-quality live recordings of the reggae legend’s concerts in London and Paris between 1974 and 1978. Tracks include No Woman No Cry, Jamming and Exodus. They were at first believed to be ruined beyond repair, largely because of water damage. Marley, who died in 1981, would have been 72 on Monday. The tapes were found in a run-down hotel in Kensal Rise, north-west London, where Bob Marley and the Wailers stayed during their European tours in the mid-1970s. They were discovered when Joe Gatt, a Marley fan and London businessman, took a phone call from a friend, who had found them while doing a building refuse clearance. from concerts at the Lyceum in London (1975), the Hammersmith Odeon (1976), the Rainbow, also in London (1977), and the Pavilion de Paris (1978). They were recorded on the only mobile 24-track studio vehicle available in the UK then. It was loaned to Bob Marley and the Wailers by the Rolling Stones.

The self-imposed ban on Bollywood films ended on February 1 as Karachi’s Atrium Cinemas screened Hrithik Roshan starrer “Kaabil”. The information ministry and CBFC also cleared Karan Johar’s “Ae Dil Hai Mushkil” for screening in the country. Last week, Prime Minister Nawaz Sharif gave the thumbs up to the Information and Broadcasting Ministry to lift the “ban” by issuing No Objection Certificate to Indian films, subject to clearance by the Censor Board.
According to an official handout issued by the Information Ministry, the government was “pleased to continue the existing open policy to display all international movies (including Indian films) in Pakistani cinemas”. The statement, however, pointed out that the cinema houses would be allowed to screen movies only after approval from relevant censor boards. Following the tensions over an attack on an Indian army base in Uri, Jammu and Kashmir, and surgical strikes across the Line of Control in September last year, Pakistani cinema owners had decided not to screen Indian movies until the atmosphere became better. They took the decision after the Indian Motion Picture Producers’ Association banned all Pakistani artists from working in film projects in India.

L o n do n , F e b 6 (Agencies): Jose Mourinho feels the praise for the playing style he has implemented in English football is long overdue. Manchester United scored three goals in eight minutes to defeat Premier League champions Leicester City 3-0 on Sunday and close the gap on fifth-placed Liverpool to a single point. Mourinho’s side are now unbeaten in 15 league games and the manager feels he is finally starting to get the recognition he has long deserved in English football. He said, “My team is playing very well but for many, many years in my career, especially in this country, when my teams were ruthless and when they were phenomenal defensively and very good in the counter-attack, I listened week after week... it was not enough, in spite of winning the title three times.” “It looks like this season, to be phenomenal defensively and be good at counter attack is art, so it’s a big change in England. Medium pacer Kamlesh Nagarkoti (4/31), Vivekanand Tiwari (3/20) and Shivam Mavi (2/18) broke the backbone of the visitors, as just three of their batsman managed to get to double-digit scores.
Pierce makes emotional farewell Boston appearance NE W YO R K , F e b 6 (Agencies): Retiring NBA star Paul Pierce made an emotional farewell appearance in Boston on Sunday, sinking the final basket for the Los Angeles Clippers in their 107-102 loss to the Celtics. Pierce, a 10-time NBA All-Star, played 15 seasons for the Celtics and was the 2008 NBA Finals Most Valuable Player in leading Boston to the title. The 39year-old forward kissed the middle of the Boston Garden court before making a rare start for the Clippers, playing the first five minutes as the Celtics seized a 15-6 lead. Pierce shed tears from the bench as the crowd gave him a standing ovation during a video highlight display, fans chanting “We Want Paul” and “Thank You Paul” much of the second half. Their screams were rewarded when Clippers coach Doc Rivers called upon Pierce with 20 seconds remaining and he responded by making a 3-pointer, extending his run of having never gone scoreless in Boston. “I’m thankful he gave me that opportunity and that I got out here and made a bucket,” Pierce said. “Truly great to play for the

best fans in the world for 15 years and they showed it tonight. They just showered me with love.” Pierce, second on the Celtics all-time scoring list, has averaged 20.0 points, 5.7 rebounds, 3.6 assists and 1.3 steals a game for his 18-year NBA career, including stops in Brooklyn and Washington as well as LA. But nowhere loves him more than Boston. “I’ve been enjoying every moment of it,” Pierce said. “Great fans. They have enjoyed everything I have been able to do. It’s great to
come in here one last time and get all this attention.” Isaiah Thomas scored 28 points to lead the Celtics, who took a club-record 52 3-point shots and made 16 of them, while the Clippers, who never led, had 23 points each from Blake Griffin and Jamal Crawford. The Celtics improved to 33-18, second in the Eastern Conference by two games to defending NBA champion Cleveland, and stretched their win streak to seven games. The Clippers fell to 31-20, fifth in the Western Conference.

Cameroon lifts Africa Cup of Nations
Cameroon defeated Egypt in the final of the Africa Cup of Nations on Sunday.
LIBREVILLE, Feb 6 (Agencies): Cameroon came from behind to beat Egypt 2-1 and seal a fifth Africa Cup of Nations in a thrilling, edgy final. Substitute Vincent Aboubakar swept in the winner two minutes from
time, flicking the ball over defender Ali Gabr and thumping it home. Nicolas Nkoulou had earlier equalised for Cameroon, rising highest to power in a header on the hour mark. The equaliser cancelled out Mohamed
Elneny’s opener on 22 minutes with a beautifully taken near-post strike. The wild celebrations for Aboubakar’s winner announced Cameroon’s return to the continental summit, after a wait of 15 years. It also makes them
the second most successful nation in the competition’s history - behind Egypt - and marks the first time they have beaten the Pharoahs in the final in three attempts. Besiktas striker Aboubakar ran towards the triumphant Cameroon fans in the Stade de l’Amitie stands in Libreville to celebrate, pursued by delirious teammates and coaching staff. The Pharaohs bidding for an eighth title after seven years in the international wilderness - started comfortably and Elneny’s opening strike capped a wonderful fluent move down the right. The Gunners midfielder started the move and finished it, after receiving the ball from Mohamed Salah in the box and sweeping it past Fabrice Ondoa into the roof of the net at the near post. Aboubakar controlled a long ball forward with his
ICC introduces super over for CT 2017 New Delhi, Feb 6 (Agencies): Super Over method to be used in oneday international cricket for the first time after the International Cricket Council (ICC) announced that the method will be implemented in case of a tie in the semi-finals and final of the Champions Trophy 2017. The changes were
announced during the ICC meeting held in Dubai Earlier, super over method was only available in case of tie in previous ICC finals but never during the knock stages. In previous ICC events, the event of tie in semi-final or quarter final meant the side which finished above in the group stages would progress to the next round
of the tournament. This tie breaker method has been used in T20 format by ICC but this is the first time it will be implemented in the 50-over format. Super over method will also be available during the Women’s World Cup which is scheduled to be held after the Champions Trophy in 2017.
chest at the edge of the box, flicked it over the stranded Gabr, before gathering, taking a step and smashing home off his right foot for a fitting winner. The Egyptians featuring the tournament’s oldest and most experienced player - El Hadary, were left stunned after looking comfortable for much of the first half. As they had done for much of the tournament, Egypt relied on a wellmarshalled defence, led by Ahmed Hegazy, Gabr and Elmohamady. They also had the formidable Elneny and Salah leading the line. The Pharaohs more than played their part in an entertaining final, but it was Cameroon’s energy that would light up the occasion and provide a thrilling end to a thoroughly entertaining tournament for the nearcapacity crowd of more Nagaland Sepaktakraw women team with their medals. The team won two bronze medals than 38,000 in the Gabonese in team event and regu event at the recently concluded 27th Senior National Sepaktakraw capital. Championship held at Kadapa, Andhra Pradesh from January 27-31.
Cook steps down as England’s Test captain
Alastair Cook
London, Feb 6 (IANS): England’s Alastair Cook on Monday stepped down as the Test captain after being in the role for more than four years. The 32-year-old Cook’s decision did not come as a surprise, especially after he had admitted to having “questions” over his role, following the humiliating 0-4 loss to India in the five-match Test rubber in December last year. Cook, who led his country in 59 Tests and skippered them to Ashes victories in 2013 and 2015, acknowledged that the decision was a hard one but has come at the right juncture. “It’s been a huge honour to be England captain and to lead the Test team over the past five years,” Cook was quoted as saying by ecb.co.uk. “Stepping down has been
an incredibly hard decision but I know this is the correct decision for me and at the right time for the team.” “I’ve had time to reflect after the India series and this weekend I spoke to Colin Graves, the Chairman, to explain and offer my resignation,” he added. Thanking his fans for their support, Cook said he, however, made it clear that he will represent the country as a player. “It’s a sad day personally in many ways but I want to thank everyone I’ve captained, all the coaches and support staff and, of course, the England supporters and the Barmy Army who follow us home and away and have given us unwavering support,” he said. “Playing for England really is a privilege and I hope to carry on as a Test player, making a full contribution and helping the next England captain and the team however I can,” he added. M e a n w h i l e, A n d r e w Strauss said ECB hoped to make an appointment before England depart for a three-match ODI series in the West Indies on February 22. Young batsman Joe Root is the front runner to succeed Cook, although the ECB is yet to announce.
