NEW DELHI, FEB 5 (IANS): Union Ministry of Health and Family welfare, on Wednesday, said that 5123 people were under home surveillance as a precautionary measure for coronavirus. Besides, the ministry also informed that at least 741 tests for nCoV have been done so far. “A total of 741 tests done for #nCoV2020. Of these 738 have tested NEGATIVE, and 3 found positive. 342 are under process. Also, 5123 people are under home surveillance,” the Health Ministry tweeted. No effective treatment for Coronavirus: WHO
NEW DELHI, FEB 5 (PTI): The Delhi High Court Wednesday said all the four convicts in the Nirbhaya gang rape and murder case have to be executed together, not separately, and dismissed the Centre’s plea against the trial court’s order staying the execution of their death sentence. Justice Suresh Kumar Kait, while reading out the operative portion of the decision, directed the convicts to exhaust within seven days all the remedies available to them after which the authorities should act as per law. The high court also faulted the authorities concerned for not taking steps for issuance of death warrants after rejection of appeals of the convicts by the Supreme Court in 2017. The victim’s parents and Delhi government had sought warrants for execution of death sentence to the four convicts in February 2019 and on December 18, 2019, respectively. The Centre and the Delhi government had challenged the trial court’s January 31 order staying “till further orders” the execution of all the four convicts in the case -- Mukesh Kumar Singh, Pawan Gupta, Vinay Kumar Sharma and Akshay Kumar.

B O K A JA N, F E B 5 (AGENCIES): In the aftermath of the Tuesday fire that burnt a series of fuel tankers in a parking lot here, panic has gripped the residents of the Khatkhati area where a dozen such parking lot operate and pilfer fuel from tankers in a regular basis, a report in the The Sentinel stated. According to reports, at least five tankers were burnt Tuesday by a devastating fire that reportedly sparked off from an electric motor used to pump out fuel from the tankers parked. As per preliminary investigation, it appeared to be a clear handiwork of some fuel adulteration racketeers involved in the round the clock concoction of mixing a range of highly inflammable chemical solvent with petrol. According to report, within a span of 12 months, this was the fourth incident of fire in such parking are and this is for the second time that an oil tanker caught fire at the same Parking lot.

Making a statement in the lower house soon after a meeting of the Union Cabinet, Modi said he wants to share information on a “very important and historical subject for the country.” “This topic is close to my heart like millions of countrymen and I consider it my great fortune to talk about it,” he said. He said the government has readied a “broad scheme” for the development of Ram Temple in Ayodhya, evoking slogans of ‘Jai Shri Ram’ from trea-
sury benches. “An autonomous trust has been formed, it is called ‘Shri Ram Janambhoomi Teertha Kshetra,” he said. Since Parliament is in session, the government decided to inform the House on the important decision taken by the Cabinet. The prime minister said that after the verdict on the Ram Janmabhoomi issue came out, the people of India displayed remarkable faith in democratic processes and procedures. “I salute the 130 crore people of India,” he said in his over 10-minute long address. “Let us all support construction of a grand Ram Temple in Ayodhya,” he said. The Supreme Court had directed the government to form the trust within three months and the deadline was ending on February 9.

AIMIM chief Asaduddin Owaisi also questioned the announcement. “I’m certain that this announcement has ensured that it impacts the voters’ (Delhi elections) thoughts,” he said. Centre mulls outreach programme in Nagaland No proposal to link social media NEW DELHI, FEB 5 (AGENCIES): In an effort to connect to the masses, particularly the youths, the Central government has plans to hold massive outreach program in Nagaland soon, where Prime Minister Narendra Modi may also attend, a Northeast Now report stated. NEW DELHI, FEB 5 (PTI): Centre on Wednesday said there is no proposal to link social media profiles of users with their Aadhaar numbers and asserted that steps are being taken to curb spreading of fake news and pornography through social media platforms. Electronics and Information Technology Minister Ravi Shankar Prasad also said that pornography, particularly child pornography, is a “serious menace” and measures are being taken to curb it. “Revenge porn is also rising in the country”, he told Lok Sabha during Question Hour. According to him, the government has taken several steps to keep a check on the spread of fake news, pornographic and anti-national content via social media platforms.
“There is no proposal to link social media profiles of users with their Aadhaar number(s),” Prasad said in a written reply. His response was to a question on whether the government proposes to formulate any policy to link social media profile of users with their Aadhaar numbers. According to DIPR report, Pohwang Konyak exhorted the public to utilize the fire service as well as taking care of public prop-
erties. He also said that to modernize and strengthen the number of fire stations across the state, the state government is taking up the initiative in the best possible way. He urged the general public to cooperate with the fire fighter personnel for timely intervention at times when fire breaks out to minimize the loss of lives and properties. Training for low cost preservation unit held
DIMAPUR: Department of Horticulture organised a training for low cost preservation unit under MIDH on February 4 at the directorate of Horticulture, Kohima. According to DIPR report, director of Horticulture & Mission Director (MIDH), Dr. R. Elithung Lotha in his brief speech mentioned that the training was a mission code programme initiated by the GoI to reach out to the people and many have benefitted from this scheme. He pointed that in their action plan they have focused to create an opportunity for employment generation mostly for women, skilled and unskilled person, villagers and uneducated youths. He urged the trainees to grasp these opportunities for their sustainable and
viable livelihood as well as for the economic growth of Nagaland. He further stated training is a necessity to increment considerable come back to processor during off season, which is just a small method that can be done in the comfort of one’s own home. KIPHIRE, FEB 5 (NPN): In a delayed report, one excavator 3DX JCB bearing registration number NL07 A 9302 fell deep inside a gorge near Bilongkyu village under Amahator circle of Kiphire district on January 27. The machine met with an accident after a technical failure when the road construction was going on near the village. As per the source the excavator went down some over 600 ft below the road. Kiphire police arrived at the spot the same evening. There was no casualty report during the incident. However, recovering the machine is difficult owing to the rough terrain condition.

Department will issue posters displaying details of food grains and cooking cost distributed to each school covered under the mid day meals scheme for each quarter. NCov screening along Myanmar, B’desh borders
G u wa h a t i / Aizawl/Agartala, Feb 5 (IANS): To combat the threat of novel coronavirus threat, Indian authorities have set up screening and testing centres along the borders with Myanmar and Bangladesh, officials said on Wednesday. The Airport Authority of India (AAI), with the state governments, has also set up similar screening and testing counters at most of the airports of northeast India. An official of Mizoram Health and Family Welfare Department said in Aizawl that a medical team comprising doctors and health staff since Tuesday are conducting medical check-up at Zokhawthar (an India-Myanmar border checkpost in Champhai district) for the travellers across the borders based on their health status and travel history. Officials from the district administration are also posted in the border screening and testing centers. The official said that on the opposite side of the border, the Myanmar government too since January 27 has been conducting medical screening of the
people who are moving across the borders. Officials in Imphal said the Manipur Health and Family Welfare Department had deployed medical officers along India-Myanmar border towns of Moreh and Behiang to screen all people -- both foreigners and Indians -- entering India after travelling from China or any other neighboring countries. “The Myanmar government has also been conducting the screening of tourists and other travelers for coronaviruslike symptoms at all the bordering states’ entrance and check posts,” the official stated. Screening and testing centers are now also operational in the checkposts along India-Bangladesh borders with Tripura, Meghalaya and Mizoram. Four Indian northeastern states of Tripura, Meghalaya, Mizoram and Assam share 1,880 km border with Bangladesh, while Mizoram, Manipur, Nagaland and Arunachal Pradesh share a 1,640km unfenced border with Myanmar. Guwahati, Feb 5 (PTI): Former general secretary of Cotton University students’ union, Pranjal Kalita has been summoned by the National Investigation Agency for questioning in connection with the violence during the anti-CAA protest. Kalita, who was the general secretary of the students’ union in 2018-19 received the notice sent by the NIA under Section 160 CrPC on Wednesday. The NIA asked him to appear before it on Thursday at 11 am at its Sonapur office in the outskirts of the city for “the purpose of answering certain questions relating to the case” bearing number RC-13/2019/NIA/GUW, dated December 14. The case relates to probe into alleged “terrorist activity” by peasant leader Akhil Gogoi, who is the Adviser of Krishak Mukti Sangram Samiti (KMSS). Along with Gogoi, around half a dozen other KMSS leaders were arrested and are in judicial custody at present. In the same case, the NIA also interrogated IIT - Guwahati Professor Arupjyoti Saikia who was quizzed for the third time in four days on Tuesday. The NIA has also asked him to appear before it on Friday. KMSS Adviser Hussain Md Shahjahan has also been quizzed twice till Tuesday and was asked to reappear on Friday. Gogoi was arrested on December 12 from Jorhat as a “preventive measure” in view of the law and order situation in the state and his colleagues were taken into custody the next day.

Rhino horn recovered in Bokajan, one arrested BOKAJAN, FEB 5: In a major development, police have recovered a Rhino horn and arrested a person from the Amrajan area of Bokajan in East Karbi Anglong on Wednesday. As reported, the Bokajan police recovered the horn while conducting random search and frisking of motorcyclist over NH 39 in the Amrajan area of Bokajan on Wednesday afternoon. One person identified as Lalkhomang Kipgen of Notun Basti, Bokajan have been arrested in connection. Police have also seized a motor bike bearing registration number WB 20R 3400 from the arrested person. It needs to be mentioned here that there has been a recent spike in smuggling of animal parts in Bokajan and khatkhati area along Assam-Nagaland border. Recently, the Bokajan police had recovered a pair of elephant tusk from the Balipathar area of Bokajan and arrested one in connection. Earlier in March, 2019, Khatkhati Police had arrested two youths in a restaurant along Assam-Nagaland border with a elephant ivory tusk which was brought for sale for an amount of Rs 2,25,000.
Chamling will be punished for transgressions, says Sikkim CM Gangtok, Feb 5 (PTI): Accusing Pawan Kumar Chamling of “destroying Sikkim”, Chief Minister Prem Singh Tamang said his predecessor will be punished for various “transgressions” committed during his 25year rule. Tamang, who successfully led the Sikkim Krantikari Morcha (SKM) to power last year, said he has the approval of people to bring Chamling to justice. “Chamling destroyed Sikkim during his dictatorial and corrupt rule of 25 years, which our party ended last year. Now we will start the process to punish him for his various transgressions,” he said while addressing the SKM’s eighth foundation day celebrations in Rangpo on Tuesday. Tamang also thanked his party cadres for toiling hard to bring the SKM to
power. “We will do whatever we can to serve Sikkim and its people and usher in development and prosperity,” he said. “The upcoming Budget will reflect the promises we made during last year’s election and provide a vision for the future,” he added. NEW DELHI, FEB 5: Eastern Arunachal Parliamentarian Tapir Gao urged the government of India to redraw its political map to include Angie Valley of Anini and Drai Valley, Kajab and Kayo valley of Chaglagam area in Anjaw district. Gao raised the political map issue during zero hour today in the Lok Sabha. Gao claimed that more than 120 kilometers have been curved out by the Survey of India and British India in mentioned areas of Eastern Arunachal Pradesh boundary with China. “More than 120 KMs had been curved out by Survey of India in Angie ValleyFish Tail-1(FT-1) in Dibang Valley district. Also in Fish Tail-2(FT-2), like Drai Valley, Kajab Valley and Kayo Valley of Chaglagam areas in Anjaw district” said Tapir Gao. “Hadigra Dakahr u pass, Galai Tagaru pass and Tatu pass in Chaglagam areas. These three passes are on top of the hill, all border out posts (BoPs), exists outside the map drawn, in Indian political map. The political map should be redrawn including all these areas as per the Line of Actual Control (LAC)

‘Our target is USD 5 bn of defence export in next 5 yrs’
LUCKNOW, FEB 5 (PTI): India is eyeing defence export of USD 5 billion in the next five years, Prime Minister Narendra Modi said on Wednesday, highlighting the measures taken by his government to boost manufacturing and woo investors to set up a base in the country. Inaugurating the 11th edition of DefExpo here, Modi said a country of the size of India cannot entirely depend on imports and added the number of defence licenses issued in the last five years has risen to 460 from 210 in 2014, the year he first came to power. India is building several defence equipment like artillery guns, aircraft carriers, submarines, lightcombat aircraft, and combat helicopters, he said. “Our mantra is Make in India, for India, for world. In 2014 the export of defence equipment from India was about Rs 2,000 crore. In the last 2 years it has gone up to Rs 17,000 crore. In the next five years our target is export of USD 5 billion, which is about Rs 35,000 crore,” the prime minister said. India is not only a major market globally but a vast opportunity for the world as well, he said, asserting that Uttar Pradesh is going to be one of the biggest defence manufacturing hubs in India.

UP allots 5 acres of land to Sunni Waqf Board near Ayodhya LUCKNOW, FEB 5 (PTI): The Uttar Pradesh government on Wednesday allotted five acres of land in Ayodhya district to the Sunni Central Waqf Board as directed by the Supreme Court. The land is in Dhannipur village in tehsil Sohawal in Ayodhya on the Lucknow highway, about 18 kilometres from the district headquarters, state government spokesperson Shrikant Sharma told reporters. The decision was taken at a cabinet meeting chaired by Uttar Pradesh Chief Minister Yogi Adityanath on Wednesday morning. “The state government had sent three alternatives for land to the Centre. This one was accepted by the Centre and state cabinet has approved its allotment. There is good transportation facility to reach here and communal amity and law
and order are also good,” Sharma added. Prime Minister Narendra Modi announced in Lok Sabha the formation of a trust to construct a Ram Temple in Ayodhya as directed by the Supreme Court in its landmark verdict in the Ram Janmabhoomi-Babri Masjid case on November 9 last year. Making a statement in the lower house soon after the meeting of the Union Cabinet, Modi said, “We have readied a scheme for the development of Ram Temple in Ayodhya. A trust has been formed, it is called ‘Shri Ram Janambhoomi Teertha Kshetra.” The Supreme Court had directed the government to form the trust within three months and give five acres of land to the Sunni Central Waqf Board. Delhi polls: Kejriwal invites Amit Shah for public debate NEW DELHI, FEB 5 (PTI): AAP supremo and Delhi Chief Minister Arvind Kejriwal invited Union Home Minister Amit Shah for a public debate on any issue on Wednesday, saying the people of the national capital wanted to know why should they vote for the BJP in the February 8 Assembly polls. He also wondered why the Bharatiya Janata Party (BJP) did not clear the roads near Shaheen Bagh, where a public protest against the Citizenship (Amendment) Act (CAA) is going on for nearly two months, and said the saffron party was doing “dirty politics” over the issue to grab power in Delhi. The people of the national capital wanted to know what had the BJP done for Delhi in the last five years, Kejriwal said, seeking to know why the saffron party was opposing free schemes for Delhiites. He said Shah was seeking people’s votes saying he will decide who will be the next chief minister of Delhi. “How can the people of Delhi give you (Shah) a blank cheque? On Tuesday, Kejriwal had challenged the BJP to declare its chief ministerial face for Delhi by 1 pm on Wednesday and said he was ready for a public debate. “I ask Amit Shah that if his party does not want to declare the name its chief ministerial candidate, he should at least tell the names of the likely candidates. Whether Smriti Irani, Manoj Tiwari, Vijay Goel, Hardeep Singh Puri are the likely chief ministerial candidates,” he told reporters on Wednesday. “You (Shah) are telling people that the Centre has abrogated Article 370 of the Constitution and paved the way for the construction of a Ram temple. Rajinikanth throws weight behind CAA, NPR, says no threat to Muslims CHENNAI, FEB 5 (PTI): Superstar Rajinikanth on Wednesday threw his weight behind the contentious Citizenship Amendment Act and asserted that the legislation did not pose any threat to Muslims while backing the National Population Register exercise as “very essential.” In his first reaction after the amendment to the Citizenship Act and nation wide protests against it, the top actor also sought to dispel misgivings about the National Register of Citizens saying the government was yet to make up its mind about it. On the CAA, the 69year-old actor wondered as to how Muslims, who chose to stay back in India following partition will be sent out of the country. While a chunk of the Muslim population chose Pakistan, others decided to continue to live and die in India since it was their nation of birth, the “janma bhoomi” and they have all their rights in the country, he asserted. “A scare is created as if the CAA is a threat to Muslims. How it is a threat to Muslims ? CAA is no threat to Muslims, if they face trouble (due to the law), I will be the first person to raise voice for them,” he told reporters here. SRINAGAR, FEB 5 (PTI): Two militants and a CRPF jawan were killed in a gunbattle on the outskirts of Jammu and Kashmir’s Srinagar city on Wednesday, police said. The encounter broke out after three motorcycleborne militants opened fire on Central Reserve Police Force (CRPF) personnel posted at a mobile checking unit in Shalteng in Parampora, officials said. CRPF jawan Ramesh Ranjan died after being injured in the attack, a spokesperson of the paramilitary
force said. Security forces retaliated and killed two militants, he said, adding that the third militant, who was injured, was captured when he was trying to flee from the spot. Inspector General of Police, Kashmir Zone, Vijay Kumar, said the slain militants have been identified as Zia Ur Rehman of the Lashkar-e-Taiba and Khateeb of the Hizbul Mujahideen. The captured militant is Umar Fayyaz of the Islamic State Jammu and Kashmir (ISJK), he said. The trio was involved

Besmirching the Mahatma
M
ahatma Gandhi was assassinated by Nathuram Godse, a right wing Hindu extremist on January 30,1948 in Delhi, because wrongly, he was blamed for partition. Gandhi stood for pluralism and unity among all Indians irrespective of religious background. The Father of the nation was always ready to face the wrath of those espousing the cause of extreme Hindu majoritarianism, in order to defend the oppressed and religious minorities. More than that, Gandhi had fought the British, non-violently, for an independent and united India. In the end, his mass non-violent movement succeeded in bringing India independence but not unity. When the British left in August 1947, they partitioned India. Pakistan was explicitly created as a homeland for Muslims. However, due to Gandhi’s efforts, India itself was established as a non-denominational state: the new constitution forbade discrimination on religious grounds; the Muslims who remained were to be treated as equal citizens unlike in Pakistan where minorities are considered as sub-citizens. For the first two decades after independence, minority rights in India were carefully safeguarded, owing chiefly to the determination of the country’s first prime minister, Jawaharlal Nehru, to prevent India from becoming a Hindu Pakistan. Those following the ideologies of a majoritarian Hindu nation are no longer in a dream world. The open anti -Gandhi and anti-Nehru speeches in public domain come from those who reject Gandhi and Nehru’s vision of political and religious pluralism. In the post-2014 period, in particular, there has been a series of Gandhi-bashing in various forms. Some of the notable statements made came from well known leaders of the ruling party. In June 2017, Amit Shah described Gandhi as a “chatur baniya” (cunning baniya), a reference to the shrewdness of the mercantile caste into which he was born. In the 2019 Lok Sabha election, BJP’s Lok Sabha MP form Bhopal and Malegaon blast accused, Pragya Singh Thakur, has repeatedly called Mahatma Gandhi’s assassin Nathuram Godse a “patriot”. Then BJP’s national spokesperson Sambit Patra in December 2019 took the title of Gandhi as the Father of the Nation to another level when he called Prime Minister Narendra Modi Father of the Nation (desh ka baap). BJP’s former Madhya Pradesh spokesperson Anil Saumitra, in facebook, had called Mahatma Gandhi the “father of the nation of Pakistan”. BJP’s Rajya Sabha member from Assam, Kamakhya Prasad Tasa, had likened Mahatma Gandhi and India’s first Prime Minister Jawaharlal Nehru to “garbage”. The latest to join the Gandhi-bashing bandwagon was BJP Lok Sabha MP from Karnataka Ananthmukar Hegde who on February 1, referred to the Indian freedom movement as a drama, like a T20 cricket. He said the British got frustrated with Gandhi’s fasting and left India. He added “My blood boils when I read history. Such people become Mahatma in our country.” The BJP has show-caused Hegde and asked him to apologise, which he hasn’t done yet. It has been forced to do this because it wants desperately to appropriate Gandhiand his legacy, as all other parties want to do as well. However, Gandhi-bashing should not be a surprise anymore. Even Ambedkarites do it quite frequently as they suspect savarna Gandhi’s approach to the caste question as also noted writer Arundhati Roy who glamourises this ‘anti-Gandhi’ campaign. Gandhi is being faulted for the sins of those who don’t practice his teachings but only want to use him as a symbol.

Infirmities and delays in criminal justice system
W
ith the modern tools of artificial intelligence, smart algorithms and the availability of big data, all these challenges, which primarily relate to jury formation, can easily be overcome. It is every man’s business to see that justice is done. But, it is also true that the course of justice often prevents it. The long delay in hanging the convicts in the December 16 rape and murder case stands in stark contrast to the encounter killing of four rapists of a veterinary doctor in Telangana. The chasm between people’s perception of justice and the actual majesty of law as it unravels over trial, conviction and executions has been widening with each passing day of long-drawn trials and eventual implementation of the verdict. This is one of the biggest causative factors for the lynch-mob and justice-at-hand mentality, even in minor accident offences involving transport vehicles. Post the December 16 and Telangana cases, there are no easy answers and solutions to tackle the root cause of the malaise of sexual assaults, which manifests first as a crime that essentially is not only an assault on an individual victim but also the psyche of all women. The massive support and adulation for the Telangana police personnel responsible for the encounter has to be seen against this backdrop. The delayed trials and the insensitivity of the criminal justice system leaves the victims and their families hapless and helpless. Often, for victims, the trauma of trial is more painful than the actual crime. In the age of social media, even those unaffected by the crime are equally outraged by the infirmities of the criminal justice system. This outrage portends well. Perhaps, this is the right moment for the state to negate the shortcomings in the criminal justice system — which are resulting in widespread popular anger, often testing the limitations of state response — and make common people participants once again in justice dispersal through the jury trial system. Jury trials have been quite popular and widely accepted in many other common law countries like the US,
despite its criticism in well-known cases such as Scottsboro Boys, Emmett Till and Rodney King. The original provisions of the Indian Penal Code, 1861 and Code of Criminal Procedure, 1882 had a provision for jury trial. It was given a burial with the new Code of Criminal Procedure that came into force in 1974. The famous Nanavati case of 1959 hastened the demise of the jury trial system in India. However, the acute shortcomings of the conventional criminal justice system, evident in cases such as the December 16 rape and murder, call for revisiting the merits of the jury trial system. In a multicultural and a multiracial country like India, with its motley of castes, ethnicities and interest groups, jury trials can have their own challenges, especially relating to composition of jury members. Sometimes, a jury trial can be akin to riding a ship into a storm. However, with the modern tools of artificial intelligence, smart algorithms and the availability of big data, especially due to widespread adoption of the common platform of Aadhaar across the country, all these challenges, which primarily relate to jury formation, can easily be overcome. The jury trials can also have the added benefit of sharing the workload of an already overburdened judicial system. These challenging times, when the entire edifice of criminal justice system is shaken and is being questioned by citizens for its lack of speed and sensitivity, call for a paradigm shift. This is the moment when the country wants to be judge, jury and executioner. A democracy based on the rule of law cannot allow the public to be the judge or executioner. However, people drawn from a diverse pool, who qualify on a set of well-defined parameters, including education, vocation, age, experience and other relevant criteria, can be members of the jury in “public interest” cases like the December 16 rape and murder and Telangana rape and murder. If there ever could be, this truly is the moment for the jury to decide for whom the bell tolls. HGS Dhaliwal
Economic survey 2020 presents thalinomic success

he Economic Survey is a report the government presents on the state of the economy in the past one year, the key challenges it anticipates, and their possible solutions. The Economic Survey is a crucial document as it provides a detailed, official version of the government’s take on the country’s economic condition. It can also be used to highlight some key concerns or areas of focus — for example, in 2018, the survey presented by the then CEA Arvind Subramanian was pink in colour, to stress on gender equality. The release of India’s Economic Survey for the year was well timed. Since it came just before lunch, few could resist going straight to Chapter 11. This is not about bankruptcy, but “Thalinomics”, described as “the economics of a plate of food in India”. The idea is to create a special basket—a thali— of food items in some proportion to trace how expensive the basic Indian diet has become for the common man over the years. For this, it takes price data for imaginary vegetarian and non-vegetarian meals from 2006-07 to October 2019. In keeping with recent tradition, the latest Economic Survey comes in two volumes. The second volume is an update on the performance of various sectors, while the first delves into a few selected topics ranging from the ‘economics of a thali’ to the importance of systemic trustThe survey, a detailed report card on the economic performance, was tabled by Finance Minister Nirmala Sitharaman after President Ram Nath Kovind said the govern-
ment is committed to make India a five trillion dollar economy by 2025. The government has estimated GDP expansion at 5 per cent for the current financial year ending on March 31. In the July to September quarter, economic growth slipped to 4.5 per cent. Optimistic projection Economic Survey 2019-20 is aimed at infusing cautious hope in speculation about the state of the Indian economy and restoring trust. The Survey debunks the theory that free trade agreements (FTA) have not worked in India’s favour and resulted in a worsening of the trade deficit. Economic Survey 2020 talks of an “Assemble in India for the world” programme that could be integrated with the Make in India plan to create jobs—40 million well-paying ones by 2025.The Survey advocates that at a time when China-US trade war is raging, India should step in to take benefit of the opportunity in export manufacturing and create jobs for its citizens. Survey says, India must focus on a group of industries, referred to as “network products”, where “production processes are globally fragmented and controlled by leading Multi-National Enterprises within their “producer driven” global production networks. Examples of network products include computers, electronic and electrical equipment, telecommunication equipment, road vehicles etc”. To reject Pan-Naga is to reject the notion of Naga nationhood
T
he not so civil refrains of some organizations and individuals in Nagaland roughly translating as, ‘They are going to swamp us!,’ ‘The southern hordes are going to take away our land!,’ have become a yoke upon us; and like good gullible people we seem to have fallen for the hate & fear narrative hook, line and sinker. We as a people flourish in such poisons. The Naga Memorandum to Simon Commission dated 10 January 1929 was signed by Angami, Kacha Naga, Kuki, Lotha, Sumi, and Rengma representative/s. I suppose they spoke for all Nagas including for the absentee Aos, the eastern tribes, the western tribes, the northern tribes and the southern tribes? So are we now to say that only the signatory tribes are the blue bloods and the rest plebeians? That the socalled late comers have no part in the inheritance? The idea of One People One Nation didn’t stop here. The 9 Point Agreement incorporated Integration of all Naga inhabited areas. June 1947. The Nagas declared their independence on 14th August 1947 based on the principle that Nagas every-
where – India and Burma – were and are still a free people. But we seem not to realize that this declaration was legitimate ONLY because the eastern tribes were never fully subjugated by the British. The foundation of the broad based Naga movement was based on the single specific fact that the eastern tribes were FREE PEOPLES – never conquered by the Mughals or by the British. Does this imply only the eastern tribes are qualified to lay claim to Naga nationalism or its legacy? Should they? And the rest of us Nagas are just usurpers? Are we? Later on the 16 Point Agreement incorporated the idea of One Nation. Therefore, the slogan ‘Nagas of Nagaland’ is out of tune with historical realities, painfully divisive, offensive to our sensibilities and …toxic to the core. The slogan hints at Nagaland state as a God-demarcated territory which is simply arrogant and blasphemous. The Pan-Naga body is only a means to an end: Naga-lim, like Zionism, is a political thought with reference to land and its people but Naga-lim as an overarching political thought was never fully understood by stakeholders.
The Naga political groups spear-heading the Naga discourse could never appreciate the meaningfulness of the 16 Point Agreement and Article 371A; nor the proponents (politicians and intellectuals) of this agreements/Article 371A make it clear enough that these were never meant to be full stops in the unbroken train of Naga journey. This fractured and incomplete understanding of the Naga journey muddied the political waters or divided peoples into ‘For’ and ‘Against’ and ‘Us’ Vs ‘Them’ narrative. In any movement, there would be lulls and its momentum slowed but never broken until the final destination has been reached. Nagaland was never meant to be a full stop. It is only a stop-gap by-product of Naga-lim. So is the Pan-Naga body. Thus, just like the Nagaland narrative, any settlement brought about, including Pan Naga, can only be a part of the Naga-lim narrative and not the whole experience. I can only concur that to reject Pan-Naga is to reject the notion of Naga nationhood. And if one is not fighting for the nation, then we can very well surmise that one is fighting for his own personal position, power and status.
The real reason for opposition to Pan-Naga body reeks of petty tribal mindset with an irrational fear that ‘Them’ will dominate us. Really? Are the ‘southern hordes’ going to cart away our cattle, horses, tents and our women? Is the fear of south Nagas planting their feet in Nagaland so great that we’ll go to the extent of opposing the next best alternative arrangement – in a situation where Naga integration is not possible at this juncture after decades of war and countless sacrifices? Shall we reduce the Naga issue to mere tribal squabbles for land and resources in Dimapur sector which is equivalent to India reducing the Naga political issue to law and order problem? The problem with ‘Us’ is that we are unable to humble ourselves and see the good in others. This ‘Nagas of Nagaland’ campaign is nothing but a hate filled charade pandering to a fearful audience by insecure minds. It is unchristian and immoral. This peddling If not arrested will be political suicide for all of us. At the end of the day majority Nagas are perhaps not fools to buy the ‘Us’ Vs ‘Them’ narrative. For all their flaws, the southern Nagas have shouldered the
responsibility of carrying the Naga movement to where it is today, and it is only right that they enjoy the fruits of their labour with their other brothers at the same table. Opposition to Pan-Naga body based on speculative, half-baked and irrational fear of subjugation will only strengthen the hand of our de facto Chief Minister R. N. Ravi to further erode the talks to a point where the final content will not be worth the paper it is printed upon. Therefore it is doubly important that the conglomeration of 14 Naga tribes do not write to the Prime Minister of India airing their opposition to the Pan-Naga body. To do such would be betrayal of our history and its people, not to mention who is pulling the strings. The problem is not ‘Them.’ The problem is ‘Us’. The common refrain of the day in Gideon’s time was, I presume, ‘The Midianites are coming, run to the caves!’ It is utterly inexplicable that God’s chosen people, the Israelites, should live in torrid fear of the pagan Midianites but they did. Fear pervades us today because the truth is long gone. Its best manifestation is in the fear of our own kind. The only explanation to such irrational fear in
the Israelites was attributable to their sins. There is nothing like a good dialogue to bridge communication gaps. We face a far greater adversary than the combined might of all Nagas can imagine. This is the right time for the NSCN (IM) and the WC of the NNPGs to come together minus the power-broker leaders of civil society. On their part, the NSCN (IM) as the most comprehensive organization should embrace their fellow brothers in the other groups. Then who is to say that backed by the combined might of the Naga people on one hand and led by the guiding hand of the Almighty on the other side, the NPGs (Naga people) will not see a breakthrough? The spiritual laws cannot be twisted at our convenience and yet hope for gains in this world. For the Word of God says, “Every kingdom (and nation/peoples*) divided against itself is brought to desolation; and every city or (Naga*) house divided against itself shall not stand.” Matthew, 12:25. The slogan ‘Nagas of Nagaland’ is self-destructive and no one who claims to love his land and his people can embrace it. Joel Naga

groups you can attend right away.You can help someone who is abused or who has been assaulted by listening and offering comfort. Go with him/her to the police, the hospital, or to counseling. Reinforce the message that he/she is not at fault, and that it is natural to feel angry and ashamed. If you’re a victim of violence at the hands of someone you know or love or you are recovering from an assault by a stranger, you are not alone. Get immediate help and support. With the increasing of sexual assault in our society, organizing legal awareness has been growing issue over the last few years not just in the state but in the district and village level as well. Only in the past few decades it has become acceptable to
openly speak out as a victim of sexual assault. This may not seem recent, but it is for the millions of victims who are just now beginning to feel comfortable. Even in the modern day and age victims are still scared to speak out for fear of being shamed or accused of lying. As a result of this 68% of sexual assaults are not reported to the authorities nor the police. If you or someone you know has been sexually assaulted, seek help from other family members, friends, community, organizations, Legal Aid or Legal Services Centers. Govt forms 15-member Ram Mandir trust one to be Dalit, says Home Minister Amit Shah
NEW DELHI, FEB 5 (PTI): Union Home Minister Amit Shah on Wednesday announced that the Shri Ram Janmabhoomi Teertha Kshetra, set up by the government for construction of a temple in Ayodhya, will have 15 trustees and one of them will be from the Dalit community. The home minister’s statement comes a little over an hour after Prime Minister Narendra Modi announced in Lok Sabha about the constitution of the trust. “There will be 15 trustees in the Shri Ram Janmabhoomi Teertha Kshetra Trust out of which one trustee will always be from the Dalit society,” he tweeted. Shah congratulated Modi “for such an unprecedented decision” that strengthens social harmony. The home minister said the trust will be independent to take every decision related to the temple and 67 acres of land will be transferred to it. “I fully believe that the waiting of millions of people for centuries will be over soon and they will be able to pay obeisance to

While making the announcement for the trust in Lok Sabha, the Prime Minister said the Union Cabinet also decided to transfer 67.703 acre land to the trust. The Uttar Pradesh government has agreed to give five acres of land to the UP Sunni Wakf Board as directed by the Supreme Court in the Ayodhya matter, Modi said. UP government spokesperson Shrikant Sharma said the land is in Dhannipur village in Ayodhya on the Lucknow highway, about 18 kilometres from the district headquarters. While delivering the judgement on November 9, the Supreme Court had said the trust should be formed within three months for the construction of the temple at the site where many Hindus believe Lord Ram was born.

SRINAGAR, FEB 5 (PTI): Senior politician and People’s Conference chairman Sajjad Lone and PDP leader Waheed Parra, close aide of detained former chief minister Mehbooba Mufti, were released from preventive detention here on Wednesday, officials said. After the release of Lone and Parra, 13 political leaders now remain detained at the MLA Hostel here, which has been temporarily converted into a subsidiary jail. Lone and Parra walked free after being in preventive detention for over 180 days. J&K Administration had on Tuesday released 2 leaders—former PDP MLA from Wachi in south Kashmir Aijaz Ahmad Mir and trade leader Shakeel Ahmed Qalandar, who is former president of the Federation Chamber of Industries, Kashmir. Since Sunday, a total of 8 leaders have been released from preventive custody. Among the prominent leaders who are still under detention are NC leaders Farooq Abdullah and Omar Abdullah and PDP chief Mehbooba Mufti.
NEW DELHI, FEB 5 (PTI): The Election Commission on Wednesday imposed a 24-hour campaign ban on BJP MP Parvesh Verma for his “terrorist” remark against Delhi Chief Minister Arvind Kejriwal. The ban on Verma, second in the last one week, came into force at 6 pm on Wednesday. This means, he will not be able to campaign for the February 8 Delhi Assembly polls any further. Campaigning ends at 5 pm on Thursday. A complaint by the Aam Aadmi Party (AAP) had alleged that Verma had cast “vitriolic aspersions” on the chief minister of Delhi by referring to him as “terrorist”. In his response to the EC, Verma had denied making the statement. Banning Verma from campaigning for 24 hours, the commission said it “strongly condemns” his remarks. On January 30, the BJP MP was barred from campaigning for 96 hours (four days) for making controversial remarks at a poll meet. The commission had also ordered his removal

The poll panel also issued a show cause notice to BJP spokesperson Sambit Patra for his remarks during a television interview that attempts were being made to “down” Hindus in India. No need for surrogate mother to be a close relative, says parl panel NEW DELHI, FEB 5 (PTI): A parliamentary panel has recommended that not only close relatives but any woman who is “willing” should be allowed to act as a surrogate. The 15 major changes suggested by the 23-member select committee of Rajya Sabha to the Surrogacy (Regulation) Bill, 2019, also include deleting the definition of ‘infertility’ as the inability to conceive after five years of unprotected intercourse on the ground that it was too long a period for a couple to wait for a child. The committee has also advocated that ‘single Indian woman’ like a widow or a divorcee in the age group of 35 to 45 years may also be allowed to avail surrogacy. Noting that restricting the surrogate mother to be a ‘close relative’ potentially limits the availability of surrogate mothers, affecting the genuinely needy persons, the panel has recommended removal of this requirement from the Bill. The Committee recommended that “a willing woman shall act as surrogate mother and be permitted to undergo surrogacy procedures as per the provisions of this Act.” It also suggested increasing the insurance cover for the surrogate mother from proposed 16 months to 36 months. lation) Bill, 2019 is yet to be passed by the Rajya Sabha. The committee held 10 meetings since the Bill was referred to it by the Rajya Sabha on November 21, 2019. Chairman of the committee Bhupender Yadav presented the report on Wednesday. Regarding the eligibility criteria for availing surrogacy procedure, the committee recommended removing the provision of requirement of five years as the period of inability to conceive before opting for the procedure. It noted that there may be certain proven medical conditions like absence of uterus by birth, nonfunctional uterus, removal of uterus due to cancer, fibroids etc or patients with chronic medical condition where normal pregnancy is
ruled out and it is medically proven beyond any doubt that surrogacy is the only option. The panel further observed that the requirement of obtaining certificate of proven infertility is not at all justified in such cases. With the proposed deletion of the definition of ‘infertility’, needy persons can avail surrogacy any time on the basis of a certificate of medical indication requiring gestational surrogacy, it said. “There are conditions under which a single person genuinely needs to avail surrogacy option to have child. One such situation is a young aged widow, who is otherwise capable but cannot carry child because of fear of social stigma attached to pregnancy of widow in our society,” the panel noted.

Mumbai, Feb 5 (PTI): The Indian rupee pared initial gains to settle flat at 71.25 against the US dollar on Wednesday as participants exercised caution ahead of Reserve Bank’s monetary policy outcome. The domestic currency opened the session on a stronger note amid reports of a breakthrough in battling the coronavirus epidemic. But, as the day progressed, the rupee gave up its gains as experts felt the apex bank might go for a status quo in its monetary policy decision on Thursday amid surge in inflation. The RBI is scheduled to announce the outcome of its sixth bi-monthly monetary policy statement for 2019-20 on February 6, 2020. During the day, the local unit saw a high of 71.16 and a low of 71.29. The rupee finally settled at 71.25, unchanged from its previous close. Moreover, rising crude oil prices and strengthening of the American currency in the overseas market also weighed on the domestic

Sourcing of Russian crude oil through long term contracts is a part of India’s strategy for diversifying the country’s crude oil supplies from non-OPEC countries, and a part of the five-year roadmap for bilateral cooperation in the hydrocarbons sector that was signed during Prime Minister Narendra Modi’s visit to Vladivostok last September. New Delhi, Feb 5 (IANS): Russian oil major Rosneft inked a pact with India’s largest fuel retailer Indian Oil Corporation (IOC) on Wednesday for importing 2 million tonnes of Urals grade crude oil during the year 2020. This is the first-ever term contract reached between a Russian oil supplier and an Indian stateowned oil company. The pact was signed in the presence of Indian Petroleum Minister minister Dharmendra Pradhan and Rosneft CEO and Chairman Igor Sechin. The supply arrangement between IOC and Rosneft is expected to be followed by similar crude oil supply arrangement being worked out by other government-owned companies, Hindustan Petroleum Corporation Ltd (HPCL) and Bharat Petroleum Corporation Ltd (BPCL). The two have already indicated this earlier. The signing ceremony was followed by bilateral meeting Sechin and Pradhan where a host of issues including sale of BPCL was discussed. The Rosneft CEO expressed his company’s interest in acquiring BPCL, a news report said. Rosneft has already gained a foothold in the Indian market with the $12.9 acquisition of Essar

At his third annual Donald Trump (File) State of the Union address, Trump set out his case for another four years in office, saying that in just three short years, his administration has shattered the mentality of American decline and rejected the downsizing of the country’s destiny. “We are moving forward at a pace that was unimaginable just a short time ago, and we are never going back,” an upbeat Trump said in his 78-minute prime time address to a joint session of Congress. “Three years ago, we launched the great American comeback. America’s enemies are on the run, America’s fortunes are on the rise and America’s future is blazing bright,” he added. Trump underlined the country’s economic gains under his leadership, asserting that “the American Dream is back” and is “stronger than ever before”. “The years of economic decay are over. H A M I LTO N, F E B 5 (IANS): After coming close on three occasions to beat India in the ongoing tour, New Zealand were finally able to cross the line and taste victory as they defeated the Men in Blue by four wickets in the first ODI at the Seddon Park on Wednesday. Seasoned campaigner Ross Taylor anchored New Zealand’s chase of 348 by scoring a brilliant hundred. He was well supported by Henry Nicholls and stand-in captain Tom Latham as the hosts took a 1-0 lead in the three-match series. The Black Caps started off the chase on a cautious note as both Martin Guptill and Nicholls played with intent. Such was the determination from Guptill (32) that he scored just two boundaries in 41 balls before getting out to Shardul Thakur on the team score of 85. Debutant Tom Blundell, who came in first down, didn’t have a great outing and was stumped by K.L. Rahul at his individual score of 9. At that point of time, the match appeared to be heading in India’s favour. However, it was then that Taylor brought in all his experience and alongwith Nicholls shared a 62run stand. Bengaluru FC beat Paro FC 1-0 in AFC Cup qualifier Thimphu, FEB 5 (AGENCIES): Bengaluru FC managed to eke out a narrow 1-0 win over Paro FC in the AFC Cup second preliminary round at the Changlimithang National Stadium in Thimpu on Wednesday, reported goal.com. Carles Cuadrat fielded a side with one eye on the next match against Chennaiyin FC in the Indian Super League (ISL). There were two debutantes in Naorem Roshan Singh and Nili Perdomo alongside regulars like Gurpreet Singh Sandhu, Juanan, Ashique Kuruniyan, and Erik Paartalu. India fine for slow over-rate
India have been fined once again for a slow overrate, this time after their first ODI against New Zealand in Hamilton on Wednesday. The International Cricket Council (ICC) said in a statement that India have been fined 80 per cent of their match fee and that captain Virat Kohli pleaded guilty to the offence. “Chris Broad of the Emirates ICC Elite Panel of Match Referees imposed the sanction after Virat Kohli’s side was ruled to be four overs short of the target after time allowances were taken into consideration,” said the ICC. “In accordance with Article 2.22 of the ICC Code of Conduct for Players and Player Support Personnel, which relates to minimum over-rate offences, players are fined 20 per cent of their match fees for every over their side fails to bowl in the allotted time. This is the third consecutive time India have been fined for a slow over-rate. The first of these instances was also the first time that India were fined for an over-rate offence in 264 international matches.

Chasing 259, the Proteas rode on brilliant innings from de Kock (107) and Temba Bavuma (98) who enjoyed a 173-run second-wicket stand at the Newlands on Tuesday to inflict England a loss in their first ODI they were playing since the successful 2019 World Cup. While the skipper scored 11 boundaries and a six in his fluent 113-ball knock, Bavuma smashed five fours and two sixes throughout the 103 deliveries he faced. Unfortunately, 29-year-old Bavuma just fell two runs short of a second ODI century as Chris Jordan skidded a ball through to trap him on his crease. It turned out to be a special occasion for de Kock who passed 5,000 ODI runs on his way to his 15th ODI century.

IMPHAL, FEB 5 (NPN): Manipuri cyclist Rohan Philem Singh is all set to begin his cycling from New Delhi to Tokyo. His 7th and latest mission aimed at connecting the unheard voices of persons with disabilities during the upcoming Japan Paralympic 2020. The expedition that is based on the theme of humanity is focused on carrying their rights and voices in the 2020 Japan Ride. This will be his first international cycling mission outside the country. Rohan will kick-start his solo ride to Tokyo to promote “Inclusion, respect and dignity” and further raising awareness on “the rights persons with disabilities”, in connection with the commencement of the 2020 Summer Paralympics, Tokyo. He will be covering a total distance of approximately 10,000 km from New Delhi to Tokyo by the second week of February 2020. Encouraging the state cyclist, Manipur CAF & PD minister Karam Shyam today announced financial support during his journey. Talking to reporter at his office chamber in Imphal’s Old Secretariat today, the minister appreciated Rohan for his outstanding feat and indomitable courage.
