Cab decision a sell out: NTAC

Correspondent

Kohima, Feb 5 (NPN): Beleaguered chief minister T.R. Zeliang and his cabinet have come under scathing attack from the Nagaland Tribes Action Committee (NTAC) for the decision to submit a memorandum to the prime minister to amend the constitutional provision of Part IX A of the Constitution of India so as to exempt the state from its applicability. The cabinet meeting held late Saturday night decided to throw the ball in the Prime Minister’s court to resolve the contentious issue of 33% women reservation through an ordinance. NTAC in a statement issued by its convenor K.T. Vilie and secretary C.T. Jamir said the decision to seek the PM’s intervention, came as a shocking news not only to NTAC but also right thinking citizens of the state. They said it was so, because people of Nagaland were aware that the Nagaland Assembly was “empowered to make laws and amend them as per the need of the state.” NTAC pointed out that the Nagaland Assembly

being empowered by the constitution, has been using Article 371A to enact laws such as the Nagaland Municipal Act 2001 and other laws. The Assembly has also been amending the Act by using the same power, it said. Further NTAC said what was most shocking was that forgetting this fact for reasons best known to the cabinet, it has proposed to submit a joint memorandum to the prime minster of India to amend Part IXA of the constitution. NTAC said such a move by the cabinet was “sheer mockery of the state assembly itself, the democracy of the state and the people of the state in general.” Worse still, said NTAC was that the decision of the cabinet was a “total sell out of the Article 371(A) of the constitution. It said the cabinet decision has only confirmed the urgency of the demand in seeking the resignation of the chief minister “before further damage to the state is committed.” Apex tribe organisations have been unrelenting in their demands on

Eastern Nagaland bodies back ENPO DIMAPUR, FEB 5 (NPN): Eastern Nagaland People’s Union Dimapur (ENPUD), Eastern Nagaland People’s Union Chumukedima (ENPUC) and Eastern Nagaland People’s Union Diphupar Area (ENPUDA) along with six tribal federating units have resolved to stand with the resolution of the apex ENPO to extend support on the demand of NTAC and JCC that the chief minister should step down. They also demanded termination of erring police personnel and suspension of officers involved in firing incidents both in Dimapur and Longleng. The decision was taken at a joint meeting held on Sunday in Dimapur.

The organizations have also unanimously resolved to extend full support and cooperation to Joint Coordination Committee (JCC) in imposing bandh within Dimapur as endorsed by ENPO till the demands are fulfilled, stated in a press statement by ENPUD president M.C.Ongbou Chang, ENPUC president N.Tingyuh Konyak and ENPUDA K. Longchi Konyak. Meanwhile, the organizations conveyed solace to the bereaved family members, villagers and tribes of the deceased, who had sacrifice their precious lives for the cause of the Nagas and prayed for the quick recovery of the injured.

CNTC postpones Feb 7 meeting DIMAPUR, FEB 5 (NPN): The scheduled meeting of the CNTC for February 7 has been postponed and further notice on this would be issued. This information was issued by CNTC general secretary Nochet Ao. The meeting has been postponed in view of NTAC meeting on the same day.

beleaguered chief minister T.R.Zeliang to step down along with his cabinet for betraying the January 30 tripartite agreement and the deaths of two youths in a police firing in Dimapur on January 31. The indefinite total shutdown called jointly by NTAC and JCC on all government offices and preventing government registered vehicles from plying on the roads, has been ongoing since February 4 mainly in Kohima, Dimapur, Wokha and later followed by other districts. The total and indefinite public shutdown from January 28 to February 3, 2017 was total in many districts where it was called and also successful after it was partially modified on February 4,2017. Since the January 28 shutdown to firing incidents on January 31 in Dimapur where two persons were killed and many injured and in Longleng on the same night, where seven were injured followed by disruptions to normal life till date, the state government has not been able to effectively handle the entire law and order situation.

According to legal experts, the ordinance route sought by the cabinet would open a new front where the entire gamut of supremacy of Article 371A would be hotly debated. This, they said, could lead to a resolution where amendments could be introduced to weaken Article 371A so that it cannot hold sway over any act passed by parliament.

An appeal to govt employees, public Nagaland Tribes Action Committee, Kohima has fervently appealed to all government servants and the general public to continue to extend their valued co-operation to the on-going people’s movement following the martyrdom of two innocent youths and also the subsequent non-negotiable demand for justice from the government, with a view to bring normalcy from the prevalent situation in the interest of all concern. NTAC fur ther expressed deep gratitude to all for extending their moral support and also look forward for continued support and co-operation till the demands were made.

Shutdown on govt continues; several institutions exempted Correspondent/Staff Reporter

KOHIMA/DIMAPUR, FEB 5 (NPN): The ongoing indefinite shutdown of the state government machineries and ban on movement of government registered in Kohima and Dimapur districts would continue until the peoples’ demands were met, Angami Youth Organization (AYO) and the Dimapur Naga Youth Front (DNYF) reaffirmed on Sunday. KOHIMA: Media cell AYO in a press note however informed that all educational institution including government/ private schools and colleges, district administration, police stations, fire and emergency services, all banks, all central government offices, BSNL/Telecom and Head Post Office, Nagaland State Transport, power sub-stations, Kohima Municipal Council, Nagaland Public Services Commission (NPSC), Nagaland Board of School Education, Primary Health Centres/dispensaries, hotels/eateries, business community, private vehicles and pedestrians have been

exempted from the purview of the bandh. The bandh against government offices and vehicles would continue (9 a.m. till 3 p.m.), stated AYO. DIMAPUR: Dimapur Naga Youth Front (DNYF) on Sunday said it would stand firm against the tyranny of the present government for violation of human rights and was ready to fight for justice of the two fallen heroes. DNYF has demanded chief minister, T.R. Zeliang to immediately resign instead of going about for signature drive with the MLAs. The youth body further demanded the state government to immediately lift the ban on mobile internet/SMS services, failing which, it said stern action would be initiated. Meanwhile, DNYF lauded the bold decision of AYO, saying “they have inspired the Nagas to rise against the demoralized and anti-people’s government of T.R. Zeliang”. DNYF also condemned the killing of Avizo Metha and Bendangnungsang during the police firing in Dimapur on January 31.

Senden’s JCC ban on govt in Mkg DIMAPUR, FEB 5 (NPN): Joint Coordination Committee (JCC) of the Ao Senden has decided shutdown all government offices, administrative Hqs and sub-divisions and barred movement of government vehicles under Mokokchung district with immediate effect. The decision was made on Sunday, against the backdrop of the state government’s failure to address the peoples’ demand made through the Naga tribal hohos, Ao Senden JCC convenor A. Bendangnukshi Jamir and con-convener N. Bendang Jamir stated in a press note. However, business establishments, medical services, banks, postal, power department (SDO Mokokchung Div), PHED controlman, fire & emergency services, telecom, NST & private transport, MMC garbage workers/vehicles, security personnel, media, all educational institutions including DEO & SDEO officials and principals of various colleges have been exempted. JCC has asked DEOs, SDEOs and principals not to use government vehicles. JCC appealed to the public to bear with the inconvenience.

Move to approach PM ‘foolish’: NPRAAF NMA reacts to Sumi Hoho D IMA P U R , F EB 5 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) termed the move of the state cabinet to approach Prime Minister to exempt Nagaland from purview of Part IX-A of the Constitution of India as “hilariously foolish” and instead, asked the government to convene a special Assembly session and revoke the 2016 Assembly resolution. NPRAAF information and publicity wing said there was also no need for all the 60 legislators to approach Prime Minister on the issue. NPRAAF also said it viewed that women’s reservation policy as “good and progressive”, but however reminded the government that it cannot go against the wishes of the people to conduct ULB election. It said the voice of the people must be paramount

and expressed support to the legitimate demands of civil societies. It also asked NPF not to politicize and project the unprecedented situation in the State “as power struggle between Chief Minister TR Zeliang and MP (Lok Sabha) Neiphiu Rio” because civil societies have spontaneously opposed the ULB polls. It also defended the Lok Sabha MP of having done no wrong in coming back to Nagaland from Delhi to show solidarity with the Nagas since the MP was elected by the people. NPRAAF also condemned the brutal killing of Bendangnungsang Longkumer (21) and Khriesavizo Metha (25) on January 31 night, in a police firing outside chief minister’s private residence at 3rd Mile Dimapur. It described the situ-

ation as unfortunate and which could have been averted had the state government honored the January 30 agreement signed between the Joint Coordination Committee (JCC) and government witnessed by NBCC, to postpone ULB election. NPRAAF also hit out at the government for sidetracking the agreement, that amounted to a betrayal of the church and an insult to the people. In the light of the above, NPRAAF said the government has lost the people’s goodwill and mandate to govern and therefore, the chief minister and his cabinet step down immediately, rather than demanding more paramilitary forces from the Centre to intimidate people’s movement or going for signature drive with MLAs to hold on to cling to the chair after having lost credibility.

DIMAPUR, FEB 5 (NPN): Drawing attention to the statement of the Sumi Hoho (SH) that Naga Mothers’ Association (NMA) had lost its direction and confidence of the people, NMA said the statement from respected body like SH was highly objectionable. NMA through a press note reiterated that the legal case on women reservation issue was taken up with the full support and consent of NMA tribe units, Watsu Mungdang, Tenyimia Women Organisation, ENWO and NWHD under the Joint Action Committee on Women Reservation. It said JACWR had clarified its stand to the Naga Hoho and ENPO during its meeting on the December 12, 2016 and the second meeting with the various tribe bodies in the APO Hall on December 19, 2016, that the committee stood for reservation and democratic election and not nomination.

The inability of the JAC to withdraw the SLP was also made known to the leaders. However, with the compulsive situations being faced by the women, JACWR later agreed to withdraw the SLP in the interest of peace in the society. NMA said JACWR had submitted a petition for withdrawal of the Civil Appeal and the Writ petition in the Supreme Court was on January 30, and a copy given to the respondent party (State government). To clear the doubts, NMA said anyone could to check the Supreme Court website and verify the petition by the two petitioners. Accordingly, a decision was made by NMA and JACWR was dissolved on February 1, 2017. NMA said the body cannot be dissolved on the direction of any outside forces and its work of being a voice for the voiceless on women’s rights and social issues would continue in the days to come.

government becomes blind and deaf to the suffering and cries of the people.” The Hoho also said that it was pained by the chain of unfortunate events happening in Nagaland leading to loss of precious lives, grievous injuries and damage to valued properties. She claimed that prices of many commodities have been hiked by business establishments taking advantage of the blockade adding that people cannot afford to buy any commodities even if they wish to. Umarani then said those selling goods at exorbitant prices under the guise of the blockade must also start selling goods at

the normal rate. As elections are fast approaching, the social department has also stopped distributing the monthly pensions to widows. This has posed difficulties to widows in maintaining their families, she lamented. She also demanded hike in monthly pension given to widows by the social welfare department from the current amount of Rs. 200 per month Recently, Manipur Alliance for Child Rights (MACR) had urged political parties contesting in the upcoming state assembly election to include the “dominant issues” affecting the rights of the children in their respective election manifestoes. Political realignments could see ARPS entrance exam for NPF Peren demands apology from Itingtiebe some strange bedfellows in Tripura BPL students on Feb 12

Ag arta l a , F eb 5 (IANS): A year ahead of the assembly polls in Tripura - under Left rule for over two decades now -- a realignment of opposition parties and leaders has already begun as they seek to defeat the existing dispensation -- making for some rather strange alliances. Biplab Kumar Deb, the Tripura unit chief of the Bharatiya Janata Party (B JP), has held separate meetings with Trinamool Congress (TMC) MLA Biswabandhu Sen and former Congress legislature party leader and incumbent MLA Ratan Lal Nath, raising the possibility that the duo might join the saffron outfit. “To defeat the ruling Left parties, a ‘mahajote’ (grand alliance) would be formed among the opposition political parties,” Deb said rather enigmatically when asked wheter Sen and Nath would join the BJP, adding: “During the 24 years of uninterrupted rule of the Left Front, no development had taken place in Tripura. Central funds were misused and unemployment has risen.” T h e T M C ’s m a i n leader and legislator Sudip Roy Barman has endorsed Deb. “We would go any extent to form a ‘mahajote’ among all opposition parties” to defeat the Left K

Front in the assembly elections, Barman asserted. Barman, then with the Congress, had quit along with five MLAs and joined the TMC, opposing his party’s alliance with the Left in the West Bengal assembly elections last year. A ‘mahajote’, it should be remembered, is a rare phenomenon in Indian politics. It was last seen when the Janata DalUnited (JD-U), the Rashtriya Janata Dal and the Congress came together to roundly defeat the BJP in the 2015 Bihar assembly elections. The JD-U attempted a similar exercise for the Febr uar y-March Uttar Pradesh assembly elections but it fell through due to the lack of enthusiasm by the state’s ruling Samajwadi Party, which has tied up with the Congress. The Congress’ Nath told reporters that, at the moment, he would not disclose the issues discussed with the BJP’s Deb -- but did leave a window open. “The BJP government at the Centre is doing many good things for the people,” said Nath, who, during a recent debate in the state assembly on demonitisation, supported Prime Minister Narendra Modi. On his par t, state Congress President Birajit Sinha said he has written to the party high command in Delhi to take disciplinary

action against Nath “for breach of discipline”. In another political development, three rival tribal-based par ties in Tripura have come together and called for a 12-hour shutdown on February 8 to oppose the Citizenship (Amendment) Bill, 2016. The Indigenous Nationalist Party of Tripura (INPT), the Indigenous People’s Front of Tripura (IPFT) and the National Conference of Tripura (NCT) formed the All Tripura Indigenous Regional Par ties For um (ATIRPF) to oppose the bill introduced in parliament by the BJP-led National Democratic Alliance. Code of good practices for production of quality coffee at estate level

Q

uality of a produce plays an important role in the trade. Quality is never an accident but the result of intelligent efforts. In coffee, quality of a product can be achieved by doing the rights things at the right time. The quality of c o f f e e i s g ove r n e d b y various factorsviz, variety, climatic factors, soil, agronomic practices, processing conditions etc. Indiscriminate use of chemical pesticides and fertilizers at estate level could lead to presence of various contaminants like pesticide residues, heavy metals etc.,which are reported to be health hazards. Apart from these factors, occurrence of moulds in coffee iscausing a great concern in trade in recent times. The mould contaminated coffee, apart from being poor in quality, becomes contaminated with ‘mycotoxins’, especially the Ochratoxin-A(OTA), which is reported to be a nephrotoxic and suspected

harvesting, sorting, grading, pulping, demucilization/ washing, soaking, drying and storage are important in preserving and enhancing the intrinsic quality of coffee at estate level. It is therefore important to adopt a comprehensive quality upgradationprogramme at estate level using Good Agricultural practices (GAP) and Good Manufacturing Practices (GMP)as described below: Good Agricultural Practices and Good Manufacturing Practices for parchment coffee: • Use mats during h a r ve s t i n g t o p r eve n t gleanings. • Sort out over ripe and g reen fr uits from the harvested lot before pulping. • Use only just ripe fruits for pulping. • Pulping should preferably be done immediately after harvesting. • Wherever possible flow natural fermentation

thenon tiled/ concrete yards for maintaining the quality. • Before putting wet parchment for drying on the main drying yards , sort out unpulped fruits , fruit skin and other extraneous matter. • In small holdings, where pucca drying yards are not available, polythene sheets or tarpaulins may be used for drying parchment coffee. • Do not dry coffees on bare soil or cow dung plasteredsurface. • Dry the parchment slowly by spreading upto desired thickness(4to 8 cm) • Follow frequent raking of parchment to facilitate uniform drying. • Cover the parchment during night hours to prevent rehydration. • Dry the parchment coffee upto a moisture level of 11.0 % and then pack in clean gunny bags. • Do not store the parchment coffee for long duration at estate level as it may lead to rehydration,

carcinogen. On farm practices in production and processing of coffee plays an important role in preserving and enhancing the quality of coffee. The care taken during the cultivation and post harvest practices could eliminate most of these problems. At the production stage, it is appropriate to adopt integrated measures for crop nutrition and pest control to minimize dependence on chemical inputs. While at the processing s t a g e, p r a c t i c e s l i k e

and manual washing for removing mucilage. • Incase of shortage of fresh water, machine washing may be adopted. • Use clean water for washing parchment during demucilization • Soaking of washed parchment under water for about 4 to 6 hours would help in complete removal of mucilage and upgrading the quality of beans. • Dry the wet parchment initially onwire meshbottom trays for 1 to 2 days and

which would encourage mould growth. Good Agricultural Practices and Good Manufacturing Practices for cherry coffee: • The soil under coffee bushes should be covered with a clean sheet of plastic during picking to avoid cherries getting contact with soil. Cherries that have fallen to the ground are known to be susceptible to mould growth and therefore should be avoided. • Process fresh cherries as quickly as possible. Avoid

storage of fresh cherries as any period of storage (either in a bag or in a pile) increases the likelihood of mould growth. • Do not dry cherries on bare soil. Mould spores from previous lots are known to remain on the ground and this could result on clean cherries being contaminated during drying. • Hence use polythene sheets or tar paulins if pucca drying yards are not available. • The layer of drying cherries should not be more than 4 cm thick after the first 2 to 3 days of drying. • Drying cherries must be regularly raked (5 to 10 times per day) • Protect cherries during drying from rain and night dew. • Avoid rewetting of partially dried and freshly dried cherries; protect them from moisture and rain. Care during transport and storage: • Cover the coffee bags during transport and storage to prevent re-wetting. • Load and unload trucks or containers only in dry weather or under cover. • Do not use damaged containers for shipping coffees. • Make sure that pallets or wooden floors of trucks and containers are dry. • Store coffee in a wellventilated and leak-proof ware houses.Store away from the walls. • Cover the bags/loose beans in the container with corrugated water-absorbent sheets to prevent re-wetting of top layer of beans due to condensation during transportation. • Provide good quality control tests and ensure that they are adhered to, especially to check for moisture and defects. Assam under serious threat of Jehadi elements G U WA H AT I , F E B 5 (AGENCIES): Though jehadi groups are yet to establish strong presence in Assam, intelligence inputs indicate that such outfits consider the State as a fertile ground for establishing strong roots. Security sources have reported this State English Daily that so far, there have been no input about strong presence of jehadi elements in the State, but it is a fact that such elements consider Assam as a fertile ground for establishing strong roots. Sources said there is urgent need for the police and security forces to keep a close watch on the vulnerable areas to prevent jehadi elements from establishing strong bases in the State. Sources pointed out that the police and security forces have been able to thwart attempts by the Jamaat-ul-Mujahideen, Bangladesh (JMB) from

establishing strong bases in Assam following the arrests of most of the key persons of the outfit. However, the presence of JMB militants in the State came to light only after an accidental blast in Burdwan in West Bengal and till that time, no one knew about the presence of JMB activists in the State. Sources admitted that under the circumstances, the presence of sleeper cells of jehadi groups in Assam cannot be ruled out. Security sources said the jehadi groups, in their promotional videos, had mentioned about Assam on several occasions and the ethnic clashes in the Bodoland Territorial Autonomous Districts area in 2012 gave more teeth to such elements as they mentioned about the riots on several occasions in the videos. Sources pointed out that growing presence of

Incidents of heinous crimes on decline: Assam DGP G uwahati , F eb 5 (PTI): Director General of Police (DGP) Assam Mukesh Sahay today said the incidents of heinous crimes in the state has come down during 2016. However, cyber crime is on rise in recent times, especially after the government’s thrust on digital economy increased, the top cop said. “Cases of heinous crime in Guwahati and the state in 2016 have come down. This is happening for the first time after many years,” Sahay told reporters here. The list of such crimes broadly include murder, dacoity, crime against children and women, extortion and kidnapping, he said. Asked about the numbers, he informed that final figures are being analysed at this moment. About cyber crime the DGP said, “In dealing with such crimes, the Assam Police does not have much expertise. “Evidences that we collect are sent to forensic labs outside the state. As an immediate step, we will set up a mobile forensic lab with the help of the IT Department of the Centre and the Assam government,” Sahay said. The top cop said the state police will gradually have its own forensic laboratory

the jehadi elements in Bangladesh is also a matter of concern for India, particularly for the Northeast. A major group of the JMB has already shifted its allegiance to the Islamic State (IS). The Government of Bangladesh terms that group as the New JMB, but close ties of the New JMB with the IS is a major cause of concern as such elements can take advantage of the porous international border to sneak into the Northeast. However, India is comparatively safe till the Sheikh Hasina government is in power in Bangladesh as it is taking strong steps against the jehadi elements and trying its best to prevent growth of such elements. However, India, particularly the Northeast, may face a serious situation if a change of government takes place in Bangladesh, sources added.

Railways aims for new heights with train to Tawang

GUWAHATI, Feb 5 (Agencies): Aiming to take railway services in the region to new heights, the Northeast Frontier Railway (NFR) has planned to bring trains to Arunachal Pradesh’s Tawang. Tawang is located at a height of 10,000 feet on the border with China. Survey work for the project will start next year. NFR general manager (construction), H K Jaggi, said three strategic lines connecting Bhalukpung to Tawang, Murkongselek (Assam) to Pasighat in Arunachal and Silapathar (Assam) to Bane in Arunachal were in the pipeline. The estimated cost of the project is Rs 50,000 crore to Rs 70,000 crore. Jaggi said the Bhalukpung-Tawang line would be the most challenging as it would pass through terrain with altitudes ranging from 500 feet to 9,000 feet. “It may not follow the same route as the existing road. For example, the highest point on the way to Tawang is Sela (13,700 feet). The survey will find out ways of building tracks by avoiding high-altitude zones,” he said. Naharlagun, 10km from Itanagar, was the first in Arunachal to get rail connectivity in 2014. Junior rail minister Rajen Gohain said the Budget+ had sanctioned a survey to check feasibility of connectivity for river island Majuli. He said a 100km line would connect Majuli’s Kamalabari and Garmur with Dhakukhana via Jorhat to Gogamukh.

(PTI) G uwahati , F eb 5 (PTI): Rongali, a three-day festival promoting tourism and showcasing the essence of Assam’s diverse culture is a concerted effort to create a niche in the country’s annual tourism festival circuit attracting people from across the country and abroad, the organisers say. Guwahati is the gateway to the northeast but it is really unfortunate that the state “does not have a distinct festival to attract tourists. The organisers have reached out to tour operators, travel writers along with hotel associations to ensure that there is a steady flow of tourists during future editions of the festival, General Secretary of Hotel and Restaurant Association of Assam (HRAA) Tridip Sharma said. The festival would strive to provide a complete view of the state’s culture, traditions, lifestyle, cuisine, sports and other facets of the different tribes and communities making up the greater Assamese society, he said.

We are planning to field at least 10 candidates in our first electoral fight,” Leichombam told TOI on Saturday. “The whistle alerts people. Whistle-blowers help expose wrongdoing,” he added. The 33-year-old Harvard alumnus is contesting from Thangmeiband in Imphal West where he will have to fight Congress’s Kh Joykishan and BJP’s Jyotin Waikhom. He has held a number of meetings with locals, mostly youngsters, here. Covering almost half of Imphal city’s busi-

eases. He, therefore, urged the NGO’s and civil society of Marigaon to help the institute to create a mass awareness among the people the district, which, Saikia said can be the only answer to cancer. In the awareness meeting, chairman of the institute Ganesh Tamuli, senior cancer consultant Dr. D K Nath, T K Chakrabarty, secretary of JGF Iswar Bora, and several senior citizen of Marigaon spoke on importance of awareness on cancer.

ness hub Thangal Bazaar, Thangmeiband has already produced one chief minister - Radhabinod Koijam. Sharmila herself will take on chief minister Okram Ibobi Singh in Thoubal, one of the fastestgrowing constituencies of the state. The seat is set to witness a triangular fight as BJP has fielded Bashanta Singh, alias Bhim, from there. Sharmila on Friday intensified her campaign in Thoubal, moving from house to house in the Muslim-dominated Moijng area where she also addressed a meeting. “Meiteis, Muslims and tribals are all Manipuris. The PRJA wants an inclusive Manipur. Our party is also fielding the state’s first Muslim candidate because we want inclusion and the participation of women in politics,” she said. She reiterated her wish to see an AFSPA-free Manipur. “I understand that fighting a chief minister in his home turf is an uphill task, but I’ve taken up the challenge,” Sharmila told TOI. The PRJA has also launched a drive called ‘ten4change’ in which it urges well-wishers to donate Rs 10 for its poll campaign.

Over 600 affected by dengue in Mizoram Aizawl, Feb 5 (PTI): Dengue has affected at least 649 people in Mizoram since February 2016 till last month, according to the official of Integrated Disease Surveillance Program (IDSP). “All the districts except Lawngtlai were affected due to the disease and six cases have been found in January itself,” IDSP State Nodal Officer Pachuau Lalmalsawma said. “643 such cases were reported in the state during 2016 while six persons were affected last month from Aizawl district,” Lalmalsawma said. The officer said, “Mizoram faces endemic situation as large number of people were found to be affected locally and majority of the cases have been reported from Aizawl. There are other patients who apparently got infected during their stay in Aizawl.” He stated that ‘Aedes aegypti’ mosquito was the cause of the disease outbreak and added that no casualties have been reported in the state due to dengue so far.

If you don’t vote, you have no right to blame govt: SC

Supreme Court of India. NEW DELHI, FEB 5 (AGENCIES): If you don’t vote, then you have “no right” to question or blame the government, the Supreme Court has observed. The candid admission of an activist seeking a blanket order to remove encroachments in the country and saying he has never cast his vote, did not go down well with the apex court leading it to make the observation. Obser ving that the court cannot pass a sweeping order on encroachments in a matter involving all states, the bench headed by Chief Justice J S Khehar said “One can’t blame the government for everything. If a person does not cast his vote, then he has no right to question the government.” The bench, which also comprised Justices N V Ramana and D Y Chan-

drachud, said it was not possible for it to look into encroachments sitting in Delhi and asked the petitioner to approach different High Courts wherever he saw such encroachments on roads or pavements. The hard-hitting observation came when Dhanesh Ieshdhan, appearing in person for Delhi-based NGO ‘Voice of India’, said the governments do not do anything to remove encroachments and kept on insisting for a blanket order to remove them from across the country. The bench asked Ieshdhan whether he has voted or not. “To be honest, I have never voted in my life,” Ieshdhan said candidly. This irked the bench which said, “If you have not voted, then you have no right to question or blame

the government”. “We do not have so much power to order a clean sweep of encroachments. If we pass any order, then contempt cases and other petitions will pile up. It’s not possible,” the bench said after the petitioner kept on seeking a blanket order. “If you do not move High Courts, we will feel that you are here for publicity,” the bench said and noted in the order that an open-ended direction to remove encroachments will not serve any purpose. It granted liberty to the NGO to seek remedy state-wise before the High Courts. On August 26 last year, the apex court, while hearing the plea, had said it cannot order the establishment of ‘Ram Rajya’ in the country and cannot do several things it wanted to due to its “limited capacity”. “Do you think with our directions, everything will be done? Do you (petitioner) think we will pass an order that there will be no corruption in the country and all corruption will go? Should we pass an order that there will be ‘Ram Rajya’ in the country? It cannot be like this,” the apex court had then observed. The NGO had said that in 2014, the apex court had asked concerned authorities to deal with the issue raised it its plea.

Jallikattu stir transforms into green movement VELLORE, FEB 5 (AGENCIES): The projallikattu movement in Vellore is metamorphosing into a green initiative. A group of youngsters, which had taken part in the projallikattu agitation recently, kick-started ‘Clean and Green Vellore’ campaign on Saturday and took up the task of clearing thorny bushes and restoring the century-old Otteri lake as their first task. From being one of the major and oldest water bodies in Vellore, the 100odd acre lake had reduced to a grazing field for cattle for over a decade. The lake receives rainwater that flows from the surrounding hills. It is ultimately supplied as drinking water to Vellore residents from the filter bed, said an official. After a gap of 19 years, the lake received surplus water in December 2015 owing to heavy rain. However, it dried up fast. “Now, it resem bles a small pond. It was not desilted and deepened for 70 years,” claimed E Sathish Kumar of Change Vellore forum. Teaming up together, t h e s t r a n ge r s - t u r n e d friends at the jallikattu protest decided to remain together to work for the betterment of society. They have resolved to remove invasive species in and around Otteri lake and plant native species on the bunds to revive the water body.

Odisha eyes Tokyo Olympics; grooms sports persons Bhubaneswar, FEB 5 ( AG E N C I E S ) : T h e state government is in the process of drawing up a plan to create an environment to groom promising sportspersons, taking a cue from the Andhra Pradesh government’s preparations to produce more Olympians for the 2020 Tokyo Olympics. The state sports and youth service secretary Vishal Dev said: “We are in touch with the school and mass education department to prepare a curriculum that will help the state to produce promising sportspersons for the Olympic Games in 2020, 2024 and 2028.” Official sources indicated that the central government was likely to support such a scheme in view of India’s dismal performance at the Rio Olympics in 2016. Two sprinters - Shrabani Nanda and Dutee Chand - had represented Odisha at the Games, but failed to win any medal. As part of its efforts to create a congenial atmosphere, the state government is considering to incorporate sports, physical education and yoga as compulsory subjects in the school curriculum. “We have received

Dutee Chand and Shrabani Nanda suggestions from the All India Council of Sports to this effect,” said Dev, adding that the Andhra Pradesh government had already taken measures to include sports and physical education in the school curriculum from classes I to X. Physical training classes and sports period will be made mandatory for school students. The government also proposes to set up a sports complex Krida Vikash Kendra - on a minimum six acres with indoor and outdoor playing facilities in each of 147 Assembly constituencies across the state. To develop the complex, the state will spend Rs 2 crore. An official said funds to the tune of Rs 5 lakh might be diverted from the

Mahatma Gandhi National Rural Employment Guarantee Scheme to develop playgrounds at villages. Such grounds will have facilities such as toilets, drinking water, changing rooms and fencing. “We will also develop community coaching system for talent search and longterm grooming programme,” said the official. The government plans to set up sports schools regional academies and provide incentive to sportspersons. “We are considering introducing provisions for voluntary community coaching, using the services of sportsperson in schools and colleges on the lines of the National Service Scheme,” the official said, adding that steps would be

5

national

taken to link regional and national institutions related to sports development. “We will identify three to four disciplines and focus on them. Sundargarh and its peripheral area have already been identified as a breeding ground for hockey players. Other areas will be developed where a particular sports can be developed,” said the official. Olympian Dutee Chand told The Telegraph: “Unless parents encourage their children to take up sports as a career, no government can do anything. From a very early age, the parents should take their children to the field. If this is not done, it will be very to difficult to produce Olympians in the state as well as in the country.” She conceded that the government was nowadays promoting sports and giving jobs to outstanding sports personalities. “Mini stadiums should be developed at the village level and kids should be encouraged to take up a particular sports as their career,” she said. Shrabani Nanda, the other Olympian, is in Jamaica and could not be contacted.

US visa ban: Indian scientists ready to welcome peers K o lka t a , F eb 5 (IANS): Refusing to bow before US President Donald Trump’s controversial travel ban, scientists across the world, including India, have opened up their lab spaces to counterparts stranded outside America. Under the Science Solidarity List (SSL) initiative, researchers from over 30 countries have agreed to host the affected. What began on social media as spontaneous offers of help from scientists to accommodate banned peers awaiting US clearance, following Trump’s Januar y 27 order, has emerged as a clarion call to support those in need of immediate work spaces. Anchored by the European Molecular Biology Organisation (EMBO), the SSL is a “list of scientists offering temporary bench or desk space, library access and possibly even accommodation for USbased scientists who are stranded abroad due to the White House Executive Order 13769, ‘Protecting the Nation from Foreign Terrorist Entry into the United States’ of 27 January, 2017.” On Friday, a US judge in Seattle issued a temporary nationwide block on Trump’s ban on travellers from seven Muslim nations. However, the White House said the Justice Department will challenge attorney’s decision. Offers continue to pour in as science, literally, attempts to trump the

Cold returns in Himachal after snow, rain Shimla, Feb 5 (IANS): After days of pleasant weather, the cold returned to Himachal Pradesh on Sunday with the state’s higher reaches witnessing a fresh spell of snow, while lower areas received moderate rain. The temperature remained near the freezing point in many places, a meteorological department official here told IANS. The state capital, which saw a low of 5.5 degrees Celsius and a high of 14.4 degrees, was lashed by rain, while Keylong in LahaulSpiti district received 13 cm of snow, the official said. Other areas of the state including Dharamsala, Palampur, Solan, Nahan, Bilaspur, Una, Hamirpur, Mandi, Dalhousie and Manali towns received moderate rain, bringing down the temperature considerably. Naina Devi in Bilaspur district received 30 mm of rain, the highest in the state. “The high hills in Lahaul and Spiti, Kinnaur, Kullu, Mandi and Chamba districts have been experiencing light to moderate snowfall,” said the weather department official. He said the weather would be dry after Monday.

Science Solidarity List comminity has extended help to fellow scientists following the immigration ban imposed by Trump. ban. There are currently over 800 offers of assistance and the list gets a new entry every five minutes or so. “We felt we had to do something. It is very discriminating. This impacts science a lot. It impacts the work of the lab. Their projects do not get done because the scientists are missing. It impacts everyone,” Maria Leptin, director EMBO, told IANS over the phone from Heidelberg, Germany. “We (scientists) see ourselves as a worldwide community and it is a completely natural thing for us to do,” she said. EMBO is an organisation of more than 1,700 leading researchers that promotes excellence in life sciences. Its programmes and activities are funded by the European Molecular Biology Conference (EMBC). The EMBC, founded in

1969, is an inter-governmental organisation comprising 33 member- and partner-states, including India, which came under its fold in February 2016. The solidarity list comprises offers from both EMBC and non-EMBC countries. Leptin was the first to join the list, extending help to host stranded researchers in her own lab at the University of Cologne. While most of the host offers are from Europe, the list includes labs in India, Canada, Israel, Japan, Saudi Arabia, Mexico, Singapore, Brazil, and China. The “overwhelming response” from the fraternity is trending under the hashtag ScienceShelters. Among the first to make personal offers of assistance via Twitter were population geneticist Magnus Nordborg and plant bi-

ologist Jurgen Kleine-Vehn from Austria. A look at some of the tweets reflects the gravity of the situation, relegating scientists to an almost refugee-like status. Coming to the rescue of their peers are also scientists from India. Till February 4, three offers were made from the country, all of them from Bengaluru-based National Centre for Biological Sciences (NCBS). Theoretical physicist Sandeep Krishna has proferred desk space and access to computers, while Shashi Thutupalli’s lab, dealing with experimental physical biology, is also available. “Can provide experimental facilities, desk space, lab space, library access and a warm welcome.” NCBS’s Arati Ramesh has stepped forward with “desk space, lab bench space, access to lab equipment and computers” in her lab that works on RNA biology. “I am a theoretical physicist who uses tools and ideas from physics and maths to try and pose new kinds of questions about basic processes in biological systems. Thus, what I can offer is simply desk space and access to computers and a scientific environment where a stranded scientist can continue their work, at least to some extent,” Krishna told IANS. Expressing his views on the “Muslim ban”, Krishna reckons it would do more harm than good to the US.

Overwhelmed, Kejriwal says after election New Delhi, Feb 5 (IANS): Delhi Chief Minister Arvind Kejriwal has thanked ever yone who worked for the AAP in Punjab and Goa, saying he was feeling “overwhelmed”. “ I a m t r u ly ove r whelmed,” a visibly tired Kejriwal said in a video message in a choking voice late on Saturday. “We will surely win, people will surely win.” The Aam Aadmi Party leader thanked the people of Punjab and Goa, the two states which voted on

Saturday, party volunteers, donors and NRIs who campaigned for the AAP. “People fought this election, not the AAP,” Kejriwal said, describing the election in both the states as an “andolan” (movement). He profusely thanked both the volunteers and the NRIs. “You guys are just amazing.” Kejriwal said those who donated to the AAP showed courage because the Narendra Modi government, he pointed out, hounded virtually everyone

who gave money to the party. Some election watchers and opinion polls have said the AAP will finish on top in the Punjab battle also involving the Akali Dal-BJP combine and the Congress. In response to election specialist Prannoy Roy’s prediction at the end of polling that the AAP’s chances of forming a government in Punjab was 55-60 per cent compared to the Congress’ 30-35 per cent, Kejriwal said: “This is huge. Unbelievable.”

GHAZIABAD, FEB 5 (AGENCIES): Union Minister Ravi Shankar Prasad has said the government may take a major step to ban triple talaq after the Uttar Pradesh assembly elections. Speaking at a press conference here on Saturday, he said the tradition denies respect for women and it needs to be banned. “The government may take a major step to ban triple talaq after the UP assembly polls,” the Union Law Minister said. The central government is committed to end the “evil social practice”, he said, adding that it will raise the issue in Supreme Court on three points. Prasad said this issue is not related to religion but involves respect and dignity of women. The

Ravi Shankar Prasad government respects faith but worship and social evil cannot coexist, he added. “We are the only party which respects women. Neither do other parties offer a good place to women nor do they respect them,” Prasad said. The minister attacked Bahujan Samaj Party, saying it should rise above caste politics and respect women.

L U C K N OW, F E B 5 (AGENCIES): It is tragic how even in the 21st century, the girl child, who is worshipped as ‘devi’ otherwise, is not given enough care to survive even infancy. Re c e n t ly r e l e a s e d Sample Registration System (SRS) data, part of the 2015 SRS bulletin that has evaluated infant mortality rate (IMR) by sex and residence, shows that the IMR was 35 for boys and 39 for girls. What’s disheartening is that UP stands at number 2 amongst all states. This happens despite India’s skewed sex ratio (number of females per 1,000 males) of 911 for oneyear-olds. “Since more boys are born, the death rate for the age group is expected to be higher. But the fact that despite being fewer in number, more girls are dy-

ing indicates that something is not right. The obvious explanation, considering the deep rooted patriarchal mindset in India, could be that girls are not getting their due,” said Sabu George, a pioneer against sex determination. An infant is a child between 4-52 weeks old while infant mortality rate (or the number of infants dying among every 1,000 live births) is an important health, social and development indicator. Different studies have indicated that preference for sons was motivated by economic, religious, social and emotional desires. The SRS data also showed that the problem was bigger in rural areas. where 40/1000 boys and 43/1000 girls died before turning one. In urban areas, however, 23/1000 boys

and 28/1000 girls couldn’t survive. The trend, noticed across 18 of the 21 bigger states, was most visible in Bihar where 50 girls died in their infancy. The malefemale divide in Bihar was sharper with IMR for boys at 36. Bihar’s urban areas witnessed more girl child deaths (52/1000) than rural counterparts (49/1000). Uttar Pradesh followed with 48 infant girl deaths which was four points more than that of boys. “The difference is an indicator that the girl child’s health remains neglected,” and she is not given the required care she deserves. It also suggests that preference for the male child is no myth,” said Madhu Garg, state secretary, All India Democratic Womens’ Association.

United States Against (Trump)

D

onald Trump’s declaration “Americanism, not globalism, will be our credo,” appears to have shaken the USA and not the world as his executive orders are either being challenged or damned by those who loathe him and whatever he stands for. Trump’s latest order that sought to ban entry of refugees from seven Muslim countries has evoked uproar from the liberals and the Democratic Party in particular. The issues that Trump has championed- anti abortion, ban on muslim and Mexican immigrants, cutting down on US involvement with NATO and new medi care etc. are difficult to achieve. Trump’s open declarations of bringing about changes are being seen as a massive dose of anti-liberal ideologies. During his election campaign Trump blamed globalization and immigration for the decline of the American working class. The ban on refugees has only added another ammunition at the hands of the Democratic Party and liberal media establishments across the USA which has been responded by several thousand protestors across the nation and highlighted prominently by the liberal media. Trump faces an uphill task in trying to free America from the disease of liberalism which has erased the traditional American values which has been replaced with global values where everyone and anyone can be an American and not have to adapt to the American tradition. The entire mainstream liberal media, the establishment, immigrants, both legal and illegal, feminists, LGBT, pro-abortionists and top corporate honchos are too far apart to share the same dais but one thing they all share in common is hatred for Trump. His fight with the might of those who hate him including the determination of the dazed and shell-shocked Democratic Party to make the four years hell for him; reveals he is in for a long haul. Hard core anti –Trump baiters are all not from the Democratic Party, the liberal media, the establishment or various communities but also from within his own Republican Party. The antiTrump protests by liberals across the USA may be a sign of democracy but when each and every executive order he signs or word he speaks is being subjected to tremendous criticism, then it is unwarranted. The anti-trump people may not like him but by constantly hounding him, America is only confirming the worst about themselvesthat they do not trust their own system of election because Trump won fair and square. Had Hillary won by deceit, it is certain that these same people won’t have made much about it. The mainstream American media has been hyper about highlighting anything negative about Trump as if it will force him to resign. It is one thing to dislike whatever Trump stands for or even dislike his personality; however the liberal America should set an example of being fair and give Trump a decent chance to perform. If there are issues, let the anti-Trump political class raise them. Let people not make it their one-point agenda to come out to the streets on every issue. They should let the Democrats do their job to criticise Trump on issues. It does speak very poorly to see anti-Trumpers make a beeline for television studious abroad and bad mouth their own president. That is not what people thought of Americans and hopefully, it would not change.

DailyDevotion Are You Ready To Be Poured Out As an Offering? If I am being poured out as a drink offering on the sacrifice and service of your faith, I am glad and rejoice with you all. —Philippians 2:17 Are you willing to sacrifice yourself for the work of another believer—to pour out your life sacrificially for the ministry and faith of others? Or do you say, “I am not willing to be poured out right now, and I don’t want God to tell me how to serve Him. I want to choose the place of my own sacrifice. And I want to have certain people watching me and saying, ‘Well done.’ ” It is one thing to follow God’s way of service if you are regarded as a hero, but quite another thing if the road marked out for you by God requires becoming a “doormat” under other people’s feet. God’s purpose may be to teach you to say, “I know how to be abased…” (Philippians 4:12). Are you ready to be sacrificed like that? Are you ready to be less than a mere drop in the bucket— to be so totally insignificant that no one remembers you even if they think of those you served? Are you willing to give and be poured out until you are used up and exhausted— not seeking to be ministered to, but to minister? Some saints cannot do menial work while maintaining a saintly attitude, because they feel such service is beneath their dignity.

Cash transaction may not be taxed

he development economics is likely to be the base of the union budget. It is likely to be achieved by reviving public investments through a higher fiscal deficit target. The recent CAG figure suggests that even for 2016-17 fiscal deficit would be 4.3 percent against the provisional 3.9 percent. The deficit would be Rs 53,146 crore higher than estimated in the budget. The NK Singh panels is finding the FRBM Act limit impractical. The approach to the budget would be pragmatic. It is evidenced by the government announcement that it would not accept the recommendation of the chief ministers’ panel headed by Andhra CM Chandrababu Naidu. It means the government is not going to tax cash transaction without an intense discussion. This was the least the government could do after President Pranab Mukherjee’s repeated statements that demonetization “has hit the economy”. The market, industry and the people in general need soft approach. The reality is the economy slowed down, as various indices indicate, before demonetiza-

tion. Investment demand measured by gross capital formation contracted for three consecutive quarters at -1.9 percent (Quarter 4, 2015-16), -3.1 percent (Q1 2016-17)and -5.9 percent (Q2 2016-17). Exports had negative growth throughout 2015-16 and almost zero growth in the current fiscal. The Central Statistical Office (CSO) advance estimates for 2017 indicate that even private final consumption expenditure has slowed down. Even without demonetization the GDP growth at 7.1 percent is 0.5 percent lower than 2015-16. Growth in bank credit fell to 6.6 percent in November 2016 and cannot be ascribed to demonetization. Overall growth post November 8, according to IMF would be 6.6 percent. The government also has to reconsider expenses, stated to be over Rs 60 crore, on promoting digital money that has sent shivers down the banking system. The bank CEOs are concerned that their infrastructure and transaction costs are increasing. Levying higher charges may become inflationary. They are also concerned that over 60 percent of the money that came due to demonetisation may flow

out sooner. This would lead to a process of rise in interest rates to attract deposits. The savings have been a key to the growth of Indian economy for the last 70 years. The increase in NPA during 2009-2014, total stated to be around Rs 12 lakh crore, has hit the banking sector hard. The banks are groping over how to recover those large loans that have turned bad assets. The recent Shivaji move of arresting 11 persons connected to IDBI loan sanctioned to Vijay Mallya shows that the government has taken a tough posture but it is not helping the banks get their money back. A higher fiscal deficit, simply means borrowings, to spur public investment is easier said than done. The Centre for Monitoring Indian Economy (CMIE) says that by the end of 2014, government project announcements rose to a high as Modi government began its term on a promising note. In December 2014, capital expenditure (capex) announcements by the government rose 40.99 percent to Rs 1.17 trillion. However, public capex announcements have fallen since

then. In September, water resources minister Uma Bharati reiterated commitments to spend Rs 77,595 crore on irrigation. Environmental clearances, however, held up 89 percent of the projects. Other issues include lack of funds and land acquisition problems in various sectors. The private sector capex announcements have risen. But these have been beset by lack Sarkar of clearances, leading to a high proportion of stalled private projects. Various government bodies have been slow in unclogging the private sector projects. The tardiness has hit government’s own projects in its thrust areas. It is said to be in a bureaucratic quagmire. The new budget announcements may spur sentiments but the government has to unshackle itself of the procedural grip. A substantial fiscal stimulus is needed to turn the economy. Going beyond the 3 percent fiscal deficit ceiling is desirable in a globally depressive scenario as US President Donald Trump quits Pacific trade pact and leads a protectionist –swadeshi US – economy, oil prices

rise and trade sinks. The government is likely to come out with its own swadeshi agenda through stimulus to small and medium sector, a strong political plank for the government and programmes for the rural and farm sectors. Swachha Bharat is Rs 2,000 crore business and can generate one crore jobs. It has 30 percent growth prospects. Similar other programmes should be the key to generating domestic demand. Dependence on external market has to be reduced. It should combine an aggressive external marketing for selling beyond the traditional goods. The proposed ISRO venture to launch 103 satellites from one rocket in February makes it a global player. In reality oil price hike is a revenue booster. Excise duty realization on petroleum products is likely to increase by 90 percent. The full benefit of the global cut in prices was not passed on to the consumers. The budget aiming for inclusive growth is likely to roll out schemes for public and private sector investments. The government realizes that the private sector is key to the growth as they can innovate ways

to increase exports and trade in a tough global situation. It also has to roll out schemes to boost private consumption expenditure through higher purchasing capability. That means a drastic tax cut. Even corporate are demanding that their income tax rates be cut to boost capital investment. The budget may also have some bitter doses. It may monetise land pool and natural wealth, more disinvestments (this year it has earned Rs 30,000 crore), widen tax net and plug loopholes to check tax leakages. Railways, postal department and other public utility services would be asked to generate their own revenues. But it has also to ponder how to increase expenses on health, education and other people-oriented areas. It is likely to stress on expenditure side reforms, inflation management and tax-GDP ratio. Overall large expectation of soft budget is limited. Generating funds is desirable but not easy. But the budget is set to have out of box approach and spring surprises. Its fundamental would be welfare and growth to make it popular if not populist.

Post-mortem

Is the Nagaland state government a legitimate government?

L

et us begin with the definition of what is “legitimate” and what is “illegitimate”. The dictionary defines “legitimate” as “allowed and acceptable according to the law” (Oxford Advanced Learners Dictionary). A legitimate Government is therefore, a Government that is founded on the principles of Law. An illegitimate Government on the other hand, is a Government formed outside the norms of (international) law. Seen from this legal and political fact, the puppet Nagaland State Government of India is an illegitimate so called Government of the Naga people. The writer takes this stand; because there is overwhelming evidences and records to show that the first election to this State Government was done under the barrel of the Indian army guns. As evidence, let me quote a report from Longkhum village dated 13 Jan. 1963: “After suppressing for 28 hours, on January 13, 1964, the innocent villagers were flocked together and led to the polling station. A strict roll call was conducted demanding each of the villagers to caste their votes for the new state at the point of guns.” Earlier on, in 1960, some 19 educated Nagas were flown to Delhi and the whole Tamasha of these Naga representatives demanding an Indian state, and the ever generous Nehru granting them a state had already been enacted on July 26, 1960! This nefarious and treacherous act was enacted despite the fact that over 100,000 Nagas had died defending their declared independence which was declared on 14th August 1947- one day before India’s declaration of her own independence. Subsequently, as the whole Naga nation fought back from 1954 to 1960, the overwhelming casualty on the Naga side was a result of the 645 Naga villages that had been burned to ashes and the mass deaths was caused by bullets, bombardments, rape torture and starvation. Yet despite all these Naga sacrifices, some of our own Naga brothers betrayed our Naga cause and brought an Indian state to Nagaland. Can any sane person then ever claim that the Nagaland State Government that was voted into existence in January 1963 is a legitimate Government of the Naga people? Prior to all these events, in the earlier first and second Indian General Elections held in 1951 and 1957, no Naga had cast a single vote for the Indian elections on the grounds that their country was not a part of India. But sadly, as India continued to conduct her state elections in Nagaland with a lot of money poured into these elec-

tions, more and more Nagas began to participate in these illegitimate elections. At the beginning, many truthful Naga villages ex-communicated and even banished any of its members who participated in these elections (or served in the Indian state of Nagaland). But as more and more money was poured into Nagaland to purchase Naga votes, slowly there was an erosion of principles. Eventually, there was a landslide of morality and principles where Nagas themselves began to enthusiastically conduct these elections in pursuit of money power and political powers. In the end, ironically, Nagas themselves began to legitimize the illegitimate state Government of India in Nagaland. Many that got into Indian sponsored political positions and powers, amassed wealth and money that were poured into Nagaland for her development. These Naga politicians have been harassing the Naga public with the backing of the mighty Indian state and its money power for all the past 54 years (1963-2017). And today, those Nagas whom the Naga public had voted to positions of power are bent on doing their own wishes whatever the Naga public may think or say. We now seem to have some monstrous leaders in our midst who are even ready shoot any conscientious Naga who feel that something has really gone wrong somewhere. These politicians were even ready to shoot any Naga who dared to venture near their mansions built at the cost of Naga developmental funds. One can only thank God for His merciful intervention in preventing the enraged young Nagas from charging into these politician’s houses with their dead friend’s bloodied coffins. Had they done so, there could have been a bloodbath at the gates because the Naga public has learned that the Home Ministry of India and some other authorities had given “shoot at sight” orders for the paramilitary forces and the IRB Jawans guarding the Chief Minister’s home and some other homes. Our Naga story of blood and tears which has once again soaked us in the deaths of Avizo and Bendang, did not begin with Nagas attacking India. It began, as B.N Mullik recorded it thus: “troops moved into Tuensang by October 1955, and the war with the Nagas started from then”. But if today, we will embrace these troops and even conduct their illegal elections for the perpetuation of their illegitimate Government in our country, then where are we Nagas headed for? Kaka D. T

Naga Society Lies Wounded Again

he night of February 2 was reminiscent of “The Night of the Guerrillas” during the late 1950s and early 1960s yet again. Kohima lay burning while the Naga public, by and large, stayed cowering in their homes. The difference was that this time, it was the Nagas themselves who did the burning while the Indian Army stood by, ready to intervene should they be called upon to do so. So, what brought this incident about? Immediately, the “issue” was the holding of elections to the urban local bodies (ULBs) in Nagaland with 33% reservation for women and the ego clashes between the various Naga tribe organizations and the State Government. People in other parts of India all think Nagas are suppressing women’s rights. The main issue is that Naga tribe bodies have been opposing the Municipalities Act from the time it was promulgated. The tribe bodies have been asking the Government to postpone the elections so that proper consultations could take place. On the other hand, the Government took the view that consultations had already been held. The spoiler in the equation was the Naga Mothers Association (NMA), and their joint action committee on women reservation, who saw the entire issue only through the prism of women rights, and precipitated events with their petitions in the courts. What everyone failed to realize were the undercurrents that had been at work in Naga society even if these may not have been visible to many. First, most Nagas have become disappointed with the failure of the Indo-Naga talks not yielding results even after 19 years. The disappointment is not with Government of India alone. The disappointment is also with the Naga political groups not being able to work out their differences and coming together to thrash out an acceptable and workable solution. Their refusal to budge from their positions have angered and frustrated all Nagas.

Strong feelings were simmering just below the surface. Second, following from the above, most Nagas have realized that they needed to protect whatever little protections they have under the Indian Constitution. This was where Article 371A became so important to them. Delhi’s arrogant attitude, particularly after the BJP came to power, did not help to assuage or calm Naga feelings. The summary extension of the AFSPA and the fencing on the Indo-Myanmar border without any consultation are just two examples. Demonetisation and the suffering this caused only added apprehension. “If Delhi can do this to the rest of India, what about us?” seemed to be what was in everyone’s mind. And while the State Government is composed of Naga politicians, most Nagas have lost faith in them and cynically think all of them are there only for the money and would willingly dance to Delhi’s tunes if they can get money. Third, it did not make too many waves to the same degree among all the tribes, but accompanying the ULB elections, under the same law, was the issue of taxation by the new municipalities/Town committees particularly if Smart Cities and Special Purpose Vehicles (SPV) were also involved. Taxation has always been an abhorrent issue where Nagas are concerned. It led to the killing of the first British Political Officer in the Naga Hills in 1879 and the war against the British that followed which ended in 1880 at the end of the Battle of Khonoma, with a British soldier being awarded the Victory Cross (VC), the first in the Naga Hills. Taxation was again a large part of the reason for the rise, and sustenance, of Naga Nationalism although other reasons were there. “Ura Uvie!” encapsulated the basic idea. The new Indian law about attaching personal assets for failure to pay taxes would seem to give credence to this original fear of the Nagas! Again the Nagas have been vehemently opposing the forcible taxations imposed by the

Naga Political Groups (NPGs) although the NPGs claim they are fighting for the cause of the Naga people. The NSCN-IM’s manifesto about nationalizing private property, particularly land, only gives rise to more apprehensions about their leadership. Land, particularly village land, gives identity to Nagas and without this they would become non-entities. Fourth, the Naga Mothers Association (NMA), and particularly those leading on the women reservation issue, totally failed to grasp these undercurrents or even take into consideration their own cultural values. Possibly affected by modern feminism, they may have thought they were championing the cause of Naga women and that they would be remembered as pioneers of women emancipation in Naga society. They only managed to jump in where even Naga men fear to tread by going against their own village communities and tribe bodies. According to newspaper reports, the tribe bodies were not against women participation in decision making. For example, Angami Public Organisation president was even quoted as having suggested that women be nominated to these urban bodies even up to 40% or 50% (Ref. Nagaland Post, January 29, Page 1). But the women had made up their minds and were not willing to listen to other views. They were content with intimidating the State Government and with their petitions in the High Court and Supreme Court. The result was not just the loss of lives, property and misery all over Nagaland but the Naga Mothers Association now lie broken and in tatters, with several tribe women bodies having withdrawn from it and the committee on women reservation itself being dissolved. Far from advancing the cause of Naga women, their position may have actually been set back for several decades. (To be concluded) Charles Chasie, D’ Block, Kohima

Reader’s Post Sir,

Fear the wrath of God

Dear Nagas and leaders fear the Lord, fear the wrath of God. The great storm with heavy rain has started, the house shaking as if it is going to collapse, the people inside the house is looking for shelter because the hand of God with powerful lighting has started striking the tree that has been exposed to storm and rain. The Egyptian faced with great loss and there was loud wailing in Egypt because of the ruler’s hard heartedness. The Lord our God is the living God. He is watching and knows every step and thoughts of everyone. Fear the Lord. Fear the wrath of God. Toshimongba Imchen, Lengrijan

Air Force declines to share details on Rafale deal

Himachal Pradesh produces 42,881 tonne fish in 4 years

NEW DELHI, FEB 5 (AGENCIES): Details of the agreement signed between Indian and French authorities regarding supply of 36 Rafale aircraft cannot be disclosed as they are confidential in nature, the Air Force has said. An Inter-Governmental Agreement was signed between the governments of India and France on September 23, 2016 for supply of the Rafale aircraft, initial consignment of weapons, long-term maintenance support through performance-based logistics, simulators with annual maintenance and associated equipment. Replying to an RTI query, the Air Force said the details are held by it in fiduciary capacity. The information sought is confidential in nature and public revelation of the same may lead to its subsequent availability to our adversaries, it said.

Shimla, Feb 5 (IANS): The fishery industry in Himachal Pradesh has produced 42,881 metric tonne of fish worth Rs 38,994 lakh in the past four years, an official said on Sunday. The fisheries department is earning more than Rs 4 crore annually, a government spokesperson told IANS. He said with the technical assistance of the Central Institute of Technology in Kochi, the state is establishing four fish processing units -- one each at Bhakra and Pong dams, Katauhad Kalan in Una district and Ratyod in Solan district. In order to create selfemployment opportunities in the fishery sector, he said schemes amounting to Rs 35 crore apart from regular budgetary provision were sanctioned and implemented in the past four years. A sum of Rs 13 crore

is being spent alone under the Blue Revolution scheme during this fiscal. Under the scheme, hatcheries, fish farms, small and big fish ponds, fishery feed units and trout units are being established. The spokesperson said to engage the youth in fisheries activities, various schemes are being implemented in the state. For construction of pond of one hectare size, financial assistance of Rs 1 lakh is being provided to Scheduled Caste and Scheduled Tribe applicants, and Rs 80,000 to the general category. With the concerted efforts of the state government and keen interest shown by the people towards fisheries activities, full-time self employment has been provided to 6,098 fishermen in major reservoirs of the state. T h i r u v anan thapuram, Feb 5 (IANS): Kerala Chief Minister Pinarayi Vijayan should apologise for his rude remarks against former minister P.S. Nataraja Pillai, the state Congress demanded on Sunday. State Congress President V.M. Sudheeran told the media here that Vijayan’s remark was not acceptable from a Chief Minister. “The best that Vijayan can do now and that too at the earliest is to apologise to Pillai’s family. It is most unfortunate that Vijayan

Following the recommendations of the 14th Finance Commission, the funding pattern has changed to 60:40. If we factor that into the budget, we have been given nearly 25 per cent more budget,” he said. “Now we will be spending 4.5 per cent of our GDP on education,” he added. Emphasising that the Modi government’s vision was to improve the overall education quality at all levels, he said the government will introduce a system of measuring annual learning outcomes in schools this year. addressed Nataraja Pillai ‘as some Pillai’,” said Sudheeran. Vijayan made the rude reference to Nataraja Pillai on Saturday when he was asked to comment on a row over the nearly 12 acres of land that is in possession of the Kerala Law Academy located in the capital city. The academy’s students are on an indefinite protest, demanding the resignation of its principal Lekshmi Nair for her mismanagement and rude behaviour. The land in the possession of the academy originally belonged to Nataraja Pillai and was taken over by the then Diwan of Travancore C.P. Ramaswamy as a punishment to Pillai for participating in the freedom struggle. Pillai, a respected figure in the state politics, served as a state Minister for Finance for Travancore-

This will help teachers to make necessary changes to teaching practices and to ensure that all children achieve the desired level of learning outcomes. Speaking on the need for a single examination agency, National Testing Agency (NTA), he said “CBSE (Central Board of Secondary Education) is overburdened with examination works” and last year it conducted various examinations for more than one crore students. “We want to create a separate examinations agency.” On the University Grant Commission (UGC) reforms, the minister said: “The thrust of UGC reforms is to give

He was also a member of the Constituent Assembly (1948-50), the Travancore legislative assembly (1944-47 and 1948-50), and the Travancore-Cochin legislative assembly (1951 and 1954-57). Pillai also represented the Thiruvananthapuram Lok Sabha constituency in the third Lok Sabha as an independent candidate. He passed away in 1966. Last week, Nataraja Pillai’s son N. Venkatesan asked the government to cancel the assignment of the 11.49 acres of land with the privately-run Kerala Law Academy, and take over its possession since the academy was trying to put it to commercial exploitation. Vijayan said his government has no plans to do anything of the kind as the family members of “some Pillai” asked for.

more autonomy to good institutes.” The details and modalities of the reforms will be worked out in the coming months. The government is committed towards more liberal measures with provisions for self-regulations and peer reviews, he added. The innovation fund will receive Rs 100 crore from the provision for the Rashtriya Madhyamik Sikhsha Abhiyan scheme. With the objective to achieve anytime learning, anywhere learning and forever learning, Javadekar said ‘Swayam’ was ready and will be launched next month. Swayam is an indigenously developed IT platform that facilitates hosting of all the courses taught in classrooms from class 9 to post-graduation.

New Delhi, Feb 5 (IANS): A senior Jawaharlal Nehru University (JNU) official on Sunday termed the students’ decision to continue their protest as “unwarranted”, saying that the university administration was doing everything to “ensure social justice”. “Hunger-strike by few JNU students is unwarranted when JNU administration is doing everything possible to ensure social justice,” university Registrar Pramod Kumar said in a tweet. He urged the students to consider the “silent majority” of the non-protesting students and to not “spoil” their future and also accused the students of “constantly changing their stand”. Members of the JNU Students Union (JNUSU) decided to continue with their indefinite hunger strike on Saturday, a day after the university decided to go back to its old admission policy for M.Phil and Ph.D programmes, which gives a weightage of 80 per cent

for entrance exam and 20 per cent for viva voce. The students claimed that the change in admission rules was notified without proper deliberation and approval by members, as per protocol. The students are protesting the changes in admission criteria, approved by the Academic Council (AC) on December 26, giving 100 per cent weightage to viva voce and reducing entrance examination to a qualifying criteria. However, the university, in a meeting of the Steering Committee of admissions on February 1, discussed the issues raised by the students and subsequently promised to take the matter to the University Grants Commission (UGC) for approval. The university in its February 3 communique proposed a three-tier entrance test consisting of a qualifying test (OMR type) where all students need to get 50 per cent for moving on to the next stage of descriptive type written test and viva voce.

This shall be taken up in a mission mode and rolled out in partnership with state governments and NGOs, among others. “In this nationwide campaign, the ministry will reach out to and cover 41 crore children in the age group of 9 months to 15 years,” said Faggan Singh Kulaste, Minister of State for Health, at the campaign launch. In October 2014, the Chhattisgarh Police had arrested another Grill director Ayub Shah from Ajmer in Rajasthan while he was trying to flee to Nigeria via Bangladesh. According to AIIMS, the figure has improved as earlier only 67 per cent of the patients were satisfied with the AIIMS while 33 per cent were unsatisfied. The major reason was the unfriendly staff in the hospital.“The proportion of those very satisfied and unsatisfied in the second phase of survey from October 21, 2016, to 4th December 2016 improved to 78 per cent from 67 per cent, which was during the first phase surveyed till Oct 2016,” AIIMS said in a statement. The responses were taken through an application -- Mera Aspataal-- meant to know the reaction of patients. The total number of patients surveyed during the second phase were 45,481. According to AIIMS, it will strive for improving client satisfaction and expectation. “AIIMS administration will formulate plans for improving communication skills and inculcate habits for building soft skills amongst all stakeholders.

Two more trout farms are under construction at Thala in Bharmour area and Banjar in Hamani area, besides one carp fish farm at Paonta Sahib. The funds have been sanctioned for a rainbow aquariumcum-museum centre at Dharwala in Chamba district. With the introduction of rainbow trout production technique, 611 more trout units have been established in the state, he said. The major fish species available in the streams of Himachal Pradesh are trout, mahseer, barilus and glyptothorax. Finance Minister Arun Jaitley had in his Budget for 2017-18 proposed to insert Section 269ST in the Income-Tax Act to state that “no person shall receive an amount of Rs 3 lakh or more by way of cash in aggregate from a person in a day; in respect of a single transaction; or in respect of transactions relating to one event or occasion from a person”.

New Delhi, Feb 5 (PTI): With banks flush with funds post demonetisation and surging oil prices likely to fuel inflation, the Reserve Bank may refrain from lowering benchmark interest rate at its policy review meet this week. However, with services sector contracting for the third straight month in January, there are hopes that the central bank will be accommodative in its monetary policy. Banks are flush with low cost deposits on account of demonetisation of high value currency notes of Rs 500 and 1,000, as a result of which their lending rates fell by up to 1 per cent last month. Although banks and industry have been pitching for cut in benchmark repo rate (short-term lending rate), the six-member Monetary Policy Committee (MPC) headed by RBI Governor Urjit Patel may adopt a cautious approach

New Delhi, Feb 5 (PTI): In a bid to check generation of black money, a steep penalty awaits those accepting cash in excess of Rs 3 lakh, beginning April 1, to settle any transaction. A ban on cash transaction of more than Rs 3 lakh has been proposed in the Budget for 2017-18. In an interview to PTI, Revenue Secretary Hasmukh Adhia said the penalty for doing cash transaction will be steep and the receiver will have to pay an amount equivalent to the cash received. “Supposing you do a transaction of Rs 4 lakh in cash, then the penalty would be Rs 4 lakh. If you do a transaction of Rs 50 lakh, penalty would be Rs 50 lakh,” he said, adding that the penalty will be levied on the receiver. So, if someone buys an expensive watch for cash, it is the shopkeeper who will have to pay the tax, he said, adding that the provision is to deter people from doing large cash transactions. As a result there was no agreement forcing the union to go on strike,” C.H.Venkatachalam, General Secretary, AIBEA told IANS on Sunday. “Around 2,000 employees-clerks and substaffs-will be on strike in IDBI Bank on Monday,” Venkatachalam said. PTI further added that people who have received queries from the tax department about their deposits while replying in the efiling website can also offer their remarks if it was their cash in hand. “If the cash in hand is as per the balance sheet, no questions will be asked and the case would be closed. We have put enough safeguard to ensure that there is no harassment to tax-payers,” the source added. As per I-T records, there are 3.65 crore individuals who filed income tax returns. The report said: “Young unaccompanied refugees are more vulnerable to radicalisation if they are separated from their parents, who remained in the country of origin at risk to violent and radical groups, or in a new host country.”

“There is no question that militant groups target refugee youth for recruitment. It has also been argued that refugee youth can become autonomously radicalised, through online content, for example,” the report said. Another so-called hotspot is the south Libyan town of Qatrun, where reports have indicated that the IS, which is believed to have between 4,000 to 6,000 fighters in the region, has waived 450-pound smuggler fees to allow refugees to travel north if they joined its ranks. Manila, Feb 5 (IANS): Philippines President Rodrigo Duterte signalled the end of peace talks with Communist rebels, with the government pulling out of the negotiations days after both par ties announced an end to the truce, the media reported on Sunday. Duterte decided to withdraw from the negotiations after the New People’s Army (NPA), the armed wing of the outlawed Communist party, carried out attacks against security forces, Efe news reported. “Peace talks will remain cancelled unless there is a compelling reason that will benefit the interest of the nation,” Duterte said late Saturday. The attacks occurred after the rebels ended the truce on February 1, causing Duterte to lift the ceasefire - which he had announced after the two parties began the talks - two days later. In January, the government and the rebels began the third round of negotiations in Rome and were to meet in the Netherlands to discuss a bilateral ceasefire before resuming peace talks in Oslo in April.

Bucharest, Feb 5 (IANS): The Romanian government on Sunday will hold an extraordinary session to withdraw a controversial decree that decriminalised certain forms of corruption and sparked a wave of mass protests across the nation. Despite the announcement of the repeal, another protest was expected to become the most important in the country’s democratic history, with more than 330,000 taking to the streets

on Saturday night amid shouts of “thieves” and “traitors”, Efe news reported. “We will hold an extraordinary session of the government to revoke the decree,” Social Democratic Prime Minister Sorin Grindeanu announced. Grindeanu said he did not want Romanian society to be divided and he would negotiate a new regulation with the opposition that would have the widest possible support. On January

MUZAFFARABAD, FEB 5 (AGENCIES): Pakistan has sent a rare message of thanks to arch-rival India after a five-year-old boy, who was taken to India by his father nearly a year ago was reunited with his Pakistani mother. Ifthikar Ahmed was handed over to Rohina Kiani by border officials in the town of Wagah in Punjab province on Saturday evening following a long legal battle seeking his return from his father, Gulzar Ahmad Tantray. The case created a media stir and shone a spotlight on the two countries’ decades-long dispute over divided Kashmir, over which they have fought two fullscale wars. Ms. Kiani, a resident of the Pakistani-controlled part of the territory, told AFP on Sunday she was overwhelmed with happiness and prepared to forgive her estranged husband, who is from Kashmir. “I’m extremely happy and unable to express my joy. I pardon my husband and hope he will also join us soon to live with us here in Pakistan,” she told AFP. YORO (HONDORUS), FEB 5 (AGENCIES): Firemen in northern Honduras have found the remains of four teenage boys who were kidnapped on 31 January. The bodies of the victims, aged between 15 and 19, were found in plastic bags by the river Ulua in Yoro province. Their hands had been tied. The boys were kidnapped by armed men in a village 15 km (9 miles) from where their bodies were found. It is not clear why the boys - who worked as farm labourers and motorbike taxi drivers in - were abducted. The Honduran authorities have not said whether the kidnappers demanded a ransom for their victims, EFE reported. An average of 11 people are murdered every day in the country, according to official figures.

PARIS, FEB 5 (AGENCIES): The centrist candidate shaking up the French presidential campaign has vowed to unite the nation and boost ties with Germany in a major speech. Emmanuel Macron also promised to boost defence spending when he spoke to a crowd in the eastern city of Lyon. The former Socialist economy minister set up his own party only last year. Opinion polls suggest he may face off with the far right’s Marine Le Pen, who is to deliver a keynote speech on Sunday, in the second round of voting. Her National Front (FN) party began a two-day rally, also in Lyon, to promote its manifesto, which promises to restore French sovereignty over the country’s budget, borders, money and laws. The final declaration of the summit was read by the 1997 Nobel winner from the US, Jody Williams, recognised for her work in banning anti-personnel land mines. In the text, the laureates call for action by governments, civil society and youth to eradicate evils such as nuclear arms, anti-personnel mines, drug-trafficking and other dr ug related crimes, and corruption. Jerusalem, Feb 5 (IANS): Thousands of people, Arabs and Jews, marched in Tel Aviv in a protest against the house demolitions in Israeli towns and villages in recent weeks, and against further steps to demolish more homes, a media reported on Sunday. Organisers said some 5,000 protestors participated in the march on Saturday evening, which began at the intersection of King George and Allenby Streets and ended in Dizengoff Square, Haaretz news reported. A number of Jewish and Arab organisations participated in the demonstration, which the organisers termed a new stage in the civil struggle of Jews and Arabs. The speeches were given in Arabic and Hebrew, and marchers waved both Israeli and Palestinian flags. NZ clinch Chappell-Hadlee series win

New Zealand players with the trophy after winning the Chappell-Hadlee series.

Hamilton, Feb 5 ( Ag e n c i e s ) : Tr e n t Boult grabbed his second five-wicket haul in oned ay c r i c k e t a s N e w Zealand completed a tense 24-run win over Australia in Hamilton on Sunday to regain the Chappell-Hadlee Trophy by completing a 2-0 series victory.

Boult finished with 6-33 as Australia were dismissed for 257 on the final ball of the 47th over, chasing New Zealand’s 281 for nine, which had been considered about 30runs short of a winning target at Seddon Park. Ro s s Tay l o r h a d scored his 16th one-day century for the hosts, while

Dean Brownlie scored 63 in his first ODI innings in more than two years. Captain Aaron Finch (56) and Travis Head (53) had put Australia on track for a series-levelling victory but the visitors lost clumps of wickets after good partnerships before Boult returned to run through the tail.

New Zealand won the first game at Eden Park by six runs, while the second in Napier on Thursday was abandoned without a ball being bowled due to an unsafe outfield following rain. M a r c u s S t o i n i s, whose 146 not out in the first game almost singlehandedly clinched victory for Australia, was the key wicket again on Sunday, being well set on 42 and his side on 198-6 in the 40th over. T h e 2 7 - ye a r - o l d , however, did not quite get hold of a flighted delivery from left-arm spinner Mitchell Santner and only succeeded in holing out to Jimmy Neesham at long on. Pat Cummins (27) and Mitchell Starc (29 not out) then threatened to get the visitors home with a 51-run partnership in five overs, before Boult struck and took three wickets. Earlier, Taylor had made a lightning start to his innings, with the right hander on four when

Kenya’s national cross-country run loses IAAF event status events sanctioned by the International Association of Athletics Federations (IAAF) across the globe. “We don’t have the resources to stage the event as a permit meeting and, therefore, this year the challenge will be hosted as a national championship only,” Athletics Kenya’s Senior Vice President Paul Mutwii said on Saturday. This year’s event will take place on February 18 in Nairobi and will be used to select the national team to represent the country

at the IAAF World Cross Championships scheduled for March 26 in Kampala. With the loss of the international status, the event will this year feature entrants almost exclusively from Kenya who will represent their home regions or national teams like Kenya Defence Forces, Ke n ya Po l i c e, Ke n ya Prisons and Universities. These teams have already hosted their own annual team championships to decide their selection for the national event.

Brownlie reached 40. Taylor then beat Brownlie to the half century mark, racing to the milestone from 44 deliveries with eight boundaries. The recalled Brownlie brought up his maiden half century shortly after with an on-drive off Starc. Brownlie’s dismissal sparked a middle order collapse with Neil Broom (8), Colin Munro (3) and Jimmy Neesham (1) all dismissed within 11 runs as the hosts slumped to 209-6 in the 41st over. Tay l o r, w h o h a d slowed his scoring as wickets fell at the other end, brought up his century with a thick edge to third man for his 12th boundary before he became James Faulkner’s third wicket of the innings. Santner provided a valuable 38 runs at the end of the innings, which included two fours and a six from the final three deliveries after Starc had bowled Tim Southee and Lockie Ferguson with the first two of the 50th over.

Iran agrees to grant visas to US wrestling team

Tehran, Feb 5 (IANS): The Iranian Foreign Ministry on Sunday announced that it would allow the US wrestling team to enter the country in order to participate in the Freestyle World Cup competition. The event was scheduled to take place in the province of Kermanshah on February 16-17, Efe news reported. After Iran dened visas two days ago, Foreign Ministry spokesman Bahram Qasemi said in a statement that his department had decided to grant the US athletes visas.

This change of decision came after a federal judge issued on Friday a temporary restraining order blocking enforcement of President Donald Trump’s executive order banning people from seven Muslim-majority countries from entering the US. Tensions between the two countries soared after Iran tested a ballistic missile last week and Washington responded with imposing new sanctions against individuals and groups linked to its weapons programme.

Wriddhiman Saha

KOLKATA, Feb 5 (PTI): Resounding success against England and New Zealand notwithstanding, Indian wicketkee per-batsman Wriddhiman Saha on Sunday said his team will not take Bangladesh lightly in the one-off Test beginning February 9 in Hyderabad. “Ranking-wise one may think they will be easier opponents on paper. But we cannot underestimate them before taking on to the field. It all depends on the situation on a given day. We have to approach the situation accordingly,” Saha told reporters before flying out to join the team in Hyderabad. I n t h e i r l a s t Te s t series, India whitewashed England 4-0 after a 3-0 victor y against New Zealand but Saha said it would be about starting afresh against Bangladesh. “Everyone wants do well on the field. You may not do what you think. It’s about converting your thoughts into a good performance.” Bangladesh’s firstever Test in India will be a prelude to the Australia’s four-Test series against India beginning February 23 in Pune. “I don’t know when are the Aussies coming but as of now the focus is on Bangladesh Test. After they’re here we will think about it,” he said. Fresh from a careerbest 203 not out in firstclass cricket for Rest of India in the Irani Trophy, Saha guided Bengal to the top of East Zone in the Twenty20 league for the Syed Mushtaq Ali Trophy. “It’s difficult to be consistent in Twenty20 f o r m a t . B u t we h ave done well in all the three -- bowling, batting and fielding -- departments o f t h e g a m e. I t ’s a n outstanding show,” he said of Bengal who won all their four East Zone league matches. With the Test in four days’ time, it’s time to switch style but Saha said it would not be an issue for him. “It’s all about the mindset and the right ball to choose. Having played for so many years, it would not be an issue. Now it’s time to shift focus to Test format, it would not be a problem though. I will think after reaching there tomorrow morning. My approach remains the same,” Saha signed off.

Superstar Jesus saves Man City

Raheem Sterling and compatriot Fernandinho congratulate the goalscorer after Jesus broke the deadlock at the Etihad.

Lo n d o n, F e b 5 (Agencies): A stoppagetime goal from Gabriel Jesus saw Manchester City break Swansea hearts, securing a 2-1 win at the Etihad Stadium. Having been preferred up front to Sergio Aguero, the pressure was on City’s new wonderkid to repay the faith Pep Guardiola placed in him and he did not fail to deliver, grabbing his second and third goals in just two starts. The Brazilian, part of an exciting, youthful, front trio along with

India to host Asia Cup basketball

Bengaluru, Feb 5 (IANS): India will host two international events in 2017: the FIBA Women’s Asia Cup and FIBA Under-16 Women’s Asian Championship, the Basketball Federation of India (BFI) announced on Sunday. The FIBA Women’s Asia Cup will be held from July 23 to 29 in Bengaluru while the FIBA U-16 Women’s Asian Championship will be held from October 22 to 28 in Hyderabad, a BFI statement said. Fourteen teams will take part in both events, with eight teams in Division A (which include new Oceania teams Australia and New Zealand) and six in lower Division B.

Leroy Sane and Raheem Sterling, showed great instinct in the box to ope the scoring for the hosts on 11 minutes, Jesus firing home a breaking ball from close range. City dominated the first period, as Swansea struggled to cope with their opponents’ pace and movement but managed to keep the scoreline to just a single-goal deficit at the break, courtesy of a combination of some good goalkeeping from Lukasz Fabianski and a lack of ruthlessness in front of

goal from City. However, the second half was a different story, with the home side’s intensity dropping and the Swans pushing and pressing much higher up the pitch. Their display was d e s e r ve d ly r e wa r d e d with just nine minutes left on the clock when Luciano Narsingh’s cross was gathered by Gylfi Sigurdsson and the Iceland international fired the ball past Willy Caballero preferred to Claudio Bravo in the City goal - into the

Indian boys win team gold in Asian Junior Squash HONG KONG, Feb 5 (Agencies): Top seed India defeated Malaysia 2-0 to win the gold medal in the boy’s team event at the Asian Junior Squash championship on Sunday. Indian boys had won the title for the second time, the earlier being in 2011 when they defeated archrivals Pakistan in Colombo. Fresh from his Asian individual and British Junior Open successes, India’s No. 1 player Velavan Senthilkumar defeated second seed Malaysia’s Ong Sai Hun in quick time. Then Abhay Singh prevailed over Darren Rahul in hard-fought five games to lift the title for

India. National coach Cyrus Poncha was ecstatic with his wards showing. “It was brilliant stuff from the Indians,” said Poncha. Squash Rackets Federation of India (SRFI) patron N Ramachandran also expressed his happiness over India’s performance. “After the British Junior Open success and now the Asian championship, it is clear junior squash in the country is on a firm foundation, thanks to the structured training that was started more than a decade ago. My congratulations to the entire team for winning the Asian crown again,” Ramachandran said.

bottom corner of the net. Swansea boss Paul Clement punched the air in delight while the travelling fans went wild, feeling that a valuable point in their battle against the drop was close to being secured. But City lifted themselves after conceding the equaliser and their enterprise was rewarded in added time when David Silva’s floated cross was met by a wonderfullytimed r un from Jesus and although his header was saved by Fabianski, the Poland international could only parry the ball, allowing Jesus to tap into the net for the winner. T h e r e s u l t l e ave s Swansea just a place and a point above 18th-placed Hull City while City move back into the Champions League qualification p l a c e s, l e a p f r o g g i n g Arsenal and Liverpool into third spot, 10 behind leaders Chelsea.

Messi sets record as Barca sink Bilbao

Barcelona players all celebrate together in front of the Nou Camp crowd.

Barcelona, Feb 5 (Agencies): La Liga champions Barcelona stayed on the heels of leaders Real Madrid by coasting to a 3-0 home win over Athletic Bilbao on Saturday as Lionel Messi became the club’s top scorer from free-kicks. Paco Alcacer scored his first league goal since joining from Valencia last year by turning in a pass from Neymar in the 18th minute while Messi whipped in an angled strike in the 40th, his 27th goal from a free-kick for Barca. Aleix Vidal scored the most impressive goal of the game by finishing off an audacious solo run in the 67th minute. Barca stayed second in

the standings, moving one point behind Real Madrid having played two games more. Luis Enrique made six changes to the team that beat Atletico Madrid 2-1 in Wednesday’s King’s Cup semi-final first leg, resting top scorer Luis Suarez, and it looked a risky move as Athletic made a bold start. Raul Garcia struck the post early on, after Inaki Williams dispossessed Vidal, while Williams headed just beyond the post not long after as Barca again lacked control without injured midfielders Sergio Busquets and Andres Iniesta. But they took the lead when Neymar cut inside from the left and held off

four opponents to serve the ball up for Alcacer to finally score a league goal for Barca in his 11th appearance. Athletic continued to cause problems but the Catalans doubled their advantage before the break when Messi smashed the ball from the right-hand side of the area straight past Athletic goalkeeper Gorka Iraizoz. The goal moved him ahead of Ronald Koeman as the club’s top set-piece specialist with 27 goals from free-kicks in all competitions. Early in the second half, Barca midfielder Rafinha was forced off with a bleeding head after colliding with his goalkeeper Marc-Andre

ter Stegen, while Pique was taken off with a suspected hamstring strain. Messi was also substituted in the 64th minute but the Argentine maestro was soon all smiles as he watched Vidal race towards goal on the counter, flicking the ball over a defender before arrowing the ball into the far corner for the third. “Athletic are always difficult opponents and, although at times we were imprecise, it’s been a very positive day for us,” Barca coach Luis Enrique told reporters. “If we want to win all three competitions this season we have to use the whole squad, and today the players who play less often showed their worth.”

A La Liga football m a t c h b e t we e n C e l t a Vigo and Real Madrid scheduled for Sunday has been suspended after the stadium in Galicia was damaged by a storm. The council of the Galician city of Vigo said the match suspension was due to a storm that hit the region and damaged Celta’s Balaidos Stadium, where the match was scheduled for Sunday, reports Efe. The bad weather also led to the cancellation of Friday’s La Liga match between Deportivo La Coruna and Real Betis, after Deportivo’s Riazor stadium was damaged by the weather in A Coruña.

India beat NZ 4-1 in Davis Cup Pune, Feb 5 (Agencies): In the end, the strategy to bank on their advantage in singles proved right as India prevailed over New Zealand in the Davis Cup Asia/Oceania Group 1 tie here on Sunday. However, the controversy over the doubles combination following the omission of Rohan Bopanna in the first place and Saketh Myneni’s injury on the eve of the tie left a bad taste. In the absence of Myneni, Ramkumar Ramanathan and Yuki Bhambri won both their singles to seal a 4-1 victory for India on Sunday. With India leading 2-1, Ramanathan won it for India when he outclassed Finn Tearney in straight sets 7-5, 6-1, 6-0, claiming 11 consecutive games to emerge winner in two hours. In the dead rubber, Yuki Bhambri fought back after dropping serve early in the first set and losing the second set to beat Jose Statham 7-5, 3-6, 6-4. The victory sealed for India a place in the Asia/ Oceania Group 2 where they will play Uzbekistan, who defeated South Korea 3-1 in Gimcheon, Korea earlier on Sunday. India will host that tie from April 7-9 and will have a score to settle as they had lost to Uzbekistan 2-3 away in 2012.

Lajong stretch winning run at home

Players of Shillong Lajing FC and Churchill Brothers on Sunday.

Sh i l l o n g , F e b 5 (Agencies): Shillong L a j o n g ’s r e m a r k a b l e progress after losing their first three I-League matches continued with a battling 1-0 win over Churchill Brothers in Shillong on Sunday. Aser Dipanda Dicka scored the only goal of the game in the second half, pouncing on a loose ball after Churchill goalie Priyant Singh spilled a regulation take from a cross. At the other end, Lajong goalkeeper Vishal Kaith was a picture of confidence, denying the away side atleast three clearcut opportunities. For Shillong, this was

their fourth consecutive win of the tournament, which propelled them to fourth in the table, leapfrogging out-of-sorts champions Bengaluru FC in the process. All their four wins have come at home and Dicka has been on the forefront of it all, scoring six goals. It was an even contest at the start of the first half with Churchill striker Anthony Wolfe creating problems with his clever runs. T h e Tr i n i d a d a n d Tobago striker came close to putting his side in the lead too after creating space for himself in the box, only to blast his shot over the bar.

Once Shillong found their footing in the game, Churchill’s defence were under considerable amount of pressure. Churchill still had the occasional chance. Adil Khan’s well-directed header from a free-kick was stopped by Kaith’s smart reflexes. At the other end, Priyant Singh’s handling was sloppy. Dicka was quick to cash in on a gift from the Churchill goalie to put his side in the lead. Even though Churchill managed to test Kaith a couple of more times, Lajong held on to their lead, and were a constant threat going forward.

Kohli’s style of captaincy very effective: Lara

Brian Lara

HYDERABAD, Feb 5 (Agencies): Two West Indian stars are here in different capacities. While C o u r t n e y Wa l s h i s i n Hyderabad as the bowling coach of Bangladesh, Brian Lara was here in pursuit of his latest vocation: golf. T h e We s t I n d i a n batsman was equally enthralled by the quality of the Hyderabad Golf Association Course with the Golconda Fort in the backdrop. “Virat Kohli is one of the best batsmen in contemporary cricket and has his own style of batting. I am not the kind to rate players or compare him with anyone. Even in captaincy, he has his own style, which is proving to be very effective,” Lara said. But the left-hander with 34 Test centuries did not take long to draw his good friend Sachin Tendulkar into the conversation. “One should remember the impetus provided by the great Sachin (Tendulkar) while at his peak. He passed on a rich legacy to highly talented youngsters and they are ready to take on the world now,” Lara said.
