Eighteen months’ pause you will put on these (laws), but how?” he asked. In Rajya Sabha, RJD leader Manoj Jha said: “With folded hands, I request you to please understand the pain of farmers. In harsh winter, you stopped water supply and toilet facilities, dug trenches, put barbed wires and installed spikes,” Jha said.

NH-29 stretch closure: State govt issues advisory DIMAPUR, FEB 4 (NPN): State government has informed that the stretch of road from Chathe River Bridge (Patkai Bridge) to Kukidolong has been closed from February 2, onwards till further orders in view of heavy rockslides between Chümoukedima police check post and New Chümoukedima village. In an advisory, the home department stated that anyone wishing to travel from Dimapur to Kohima/ Manipur in a light/medium vehicle could take the alternative route via 7th Mile (Chümoukedima)New DC office-ShokhuviRazaphe-Mhaikam-PimlaMhainamtsi-Jhornapani/ Medziphema and vice versa, adding heavy vehicles would not be permitted to travel on this route. KOHIMA, FEB 4 (NPN): With peace finally prevailing in the region, Nagaland chief minister Neiphiu Rio suggested that the North Eastern States should join hands and urge Government of India (GoI) to provide additional financial assistance to bridge the development gap of the region with rest of the country. Addressing the 21st Technical Coordination Committee (TCC) and North Eastern Regional Power Committee (NERPC) meeting at Hotel Vivor here Thursday, Rio said insurgency over the past several decades had hampered progress as governance was mainly focused on handling law and order, even as difficult terrains and heavy monsoons slowed down
developmental efforts. He maintained that benefits of a growing economy like India should be shared with small and underdeveloped States of the region. Calling for using NERPC to jointly take up the region’s power-related issues with the Centre, he observed that implementation of World Bank-funded project like North East Region Power System Improvement Project (NERPSIP) undertaken by Powergrid through the initiative of Union power ministry was one such programme that would benefit all the Northeastern States immensely. Through this project, he said construction of transmission lines and substations at many places were in progress now and urged Powergrid to speed up the work of NERPSIP as it
was already running behind schedule under tranche-I, adding that it unless it was expedited, sanction and implementation of trancheII would be delayed. Rio recalled that during the 20th NERPC meeting, the issue of 100% funding under Power System Development Fund (PSDF) for the Northeast as against the existing guidelines of 50% funding support for “reliable communication” was discussed thoroughly and recommended to the Union power ministry. However, as till date there was no progress, he proposed to adopt a resolution to once again impress upon the Centre for its consideration. DIMAPUR, FEB 4 (NPN): Dimapur District Village Council Chairmen’s Association (DDVCCA) Thursday extended support to the stand adopted by Joint Committee for Illegal Immigrants (JCPI) on enactment of Register of Indigenous Inhabitants of Nagaland (RIIN) by tabling the Banuo Commission report at the ensuing assembly session for in-depth deliberation and to legislate it into an Act. DDVCCA president Khekuto Wilson Yeptho and secretary Vitho Zao, in a joint statement, appealed to all the elected representatives to “collectively apply their wisdom and not fail the future of our people.” DDVCCA described the issue of “illegal immigrants flooding the NE States”, as “alarming” as one state in the North East was now dominated by illegal immigrants with the
indigenous inhabitants a minority in their own state. DDVCCA reminded that ‘a stitch in time will save nine’ lest Nagaland also face “such a dreaded situation”. It said that the importance and severity of the issue should “not be narrowed to party colours but evolve a consensus.” Further, DDVCCA endorsed the demand to make December 1, 1963 as cut-off year for registration of RIIN. It further cautioned that any compromise on year later than 1963 would undo the whole essence of identifying indigenous inhabitants. The association has, therefore, maintained that the date and year of Nagaland statehood (16th State in Union of India) was “most appropriate and convenient” which the legislators should consider.

‘Over 21% Indians may have had COVID-19’ NEW DELHI, FEB 4 (PTI): Over 21% of the population, aged 10 years and above, showed evidence of past exposure to COVID-19 in the ICMR’s latest national serosurvey, the government said on Thursday, noting that a large proportion of people are still vulnerable to the infection. The prevalence of the infection has been found among 25.7% of healthcare workers, according to the Indian Council of Medical Research (ICMR) third national serosurvey conducted between December 17 last year and January 8. Presenting the findings of the survey at a media briefing, ICMR Director General Dr Balram Bhargava said 21.4% of the 28,589 people, aged 18 years and above, surveyed during the period showed evidence of past exposure to the coronavirus infection. While 25.3%
of children aged 10 to 17 years from the same number of surveyed population have had the disease, he said. Urban slums (31.7%) and urban non-slums (26.2%) had a higher SARSCoV-2 prevalence than that in rural areas (19.1%), Bhargava said, adding that the seroprevalence was 23.4% among individuals above 60 years of age. Besides, blood samples of 7,171 healthcare workers were also collected during the same period and the seroprevalence was found to be 25.7%, the ICMR director general said. “Overall seroprevalence is 21.5% of the population. A large proportion of the population still remains vulnerable, which calls for no complacency in following COVID-19-appropriate behaviour by all. This apart, it points out the necessity of vaccine,” Bhargava said. The
seroprevalence was found to be 26.6% among surveyed doctors, 25.4% among paramedical staff, 25.3% among field staff and 24.9 among administration staff, he said. “Thus, the prevalence of the infection has been found amongst 25.7% of healthcare workers,” Bhargava said. The latest survey has been conducted in the same 700 villages and wards in 70 districts of 21 states which were selected during the first and second rounds of the serosurvey held previously in May-June and AugustSeptember last year respectively. Among the surveyed male population, the seroprevalence was 20.3%, while it was 22.7% among the surveyed female population. The seroprevalence was 19.9% in the age group of 1844 years, 23.4% among 4560 years and 23.4% among the surveyed population above 60 years of age.
On the coronavirus situation in the country, Union Health Secretary Rajesh Bhushan said India’s COVID-19 cumulative positivity rate has declined to 5.42%. The weekly positivity rate (last week) was recorded at 1.82%, he said. Bhushan said that 47 districts have not reported any new case of COVID-19 and 251 districts have not registered any new deaths in the last three weeks. Niti Aayog Member V K Paul said the current serosurvey shows that even now, the infection can spread to more than 75% people. He stated that hence, it is very crucial to strictly following COVID-appropriate behaviour. “We have seen in many countries how the graph came down but suddenly saw a spike. A big proportion of our population is still vulnerable,” he said.
DIMAPUR, FEB 4 (NPN): Expressing displeasure over the absence of DEO and SDEO in Longleng since November 2020, the Phom Students’ Conference (PSC) Thursday served an ultimatum on the officers to reach the posting place within one week, failing which the union would take its own course of action. In a press release, PSC president A Mane Phom and general secretary A Shunglam Phom said the decision was taken at its emergency executive council meeting held on January 30. PSC said that functioning of government schools without officer in-charge was affecting the life of the students. In a representation addressed to the dy. chief minister & minister PWD (R&B), ATKK president Kakiho Achumi and joint secretary Vikishe Swu claimed that the proposed project was “intentionally undertaken” to divert the old route, which was much shorter and crossed a total of 12 villages viz Mhainamtsi, Khehoi, Phushito, Vihuto, Jacob, Zutovi, Pimla, Mhaikam, Disagaphu, Shitovi, Razaphe, Vidima and Shokhuvi villages to reach NH-29, 7th

Since the new alignment was about 33km (10km longer than the old alignment), ATKK said that more than ten villages would be at a disadvantage economically and would cause great inconvenience. It said that the old alignment, which used to benefit the two major tribes—Sumis and Zeliangs of the two districts of Dimapur and Peren—in many aspects would now be deprived. Pointing out that all the villages have already given their no objection certificate to construct the road, the ATKK has, therefore, demanded realignment of the route at the earliest.

6203 vaccinated in state till Feb 4 DIMAPUR, FEB 4 (NPN): A total of 179 beneficiaries were vaccinated in Dimapur, Mokokchung, Wokha and Peren on Thursday by Covishield vaccine taking the total vaccinated tally to 6203 in the state. In a press release, state immunization officer (UPI) Dr. Ritu Thurr said that a total of 44 frontline workers other than the healthcare workers have been vaccinated in Peren and Phek. Dr.Thurr said that no adverse events have been reported that needed medical intervention till date. Nearly 4.5 million (44,49,552) beneficiaries have received COVID-19 vaccine shots in merely 19 days, the Union Health Ministry said on Thursday. In a span of 24 hours, 3,10,604 people were vaccinated across 8,041 sessions, it said. K Y M C
