Citing police, BJP says shooter AAP member; incident a conspiracy NEW DELHI, FEB 4 (AGENCIES): A photo of the Shaheen Bagh shooter with senior Aam Aadmi Party leaders raised a political storm late on Tuesday evening, with the BJP claiming it proved the ruling party’s complicity in the protests against the contentious Citizenship Amendment Act. Addressing a press conference here, senior BJP leader and union minister Prakash Javadekar also alleged that “their (AAP’s) designs are very clear from the beginning and they are trying every trick”. The whole conspiracy of AAP is to “divide society, cause fear in a community and create a vote bank,” Javadekar claimed. With just three days to go before the Delhi assembly elections, Delhi Police claimed that the shooter had confessed to being a primary member of the AAP. As proof, they had released photographs of Kapil Baisala aka Kapil Gujjar with AAP’s Sanjay Singh and Aatishi. The police speculated that the photos were a year old,

Reconstitute Naga Hoho: TPO DIMAPUR, FEB 4 (NPN): Tenyimi People Organisation (TPO) has called upon all Naga tribe organisations to come together and re-constitute “a fully represented Naga Hoho” which would function and work for the interest of the Naga people. In a press note, TPO president Timikha Koza and general secretary Vipopal Kintso stated that at the presidential council meeting of TPO held on February 1, at Hotel Millennium Kohima, the constituents organisations agreed that they continued to honour and stand by the Yehzabo of Naga Hoho as adopted in March 1998 and revised in October 2013. AAP Rajya Sabha MP Sanjay Singh said on Tuesday his party will file a complaint with the Election Commission and send a legal notice to Crime Branch DCP Rajesh Deo after he claimed that the Shaheen Bagh shooter was a member of AAP. Speaking to the media, Singh said the DCP cannot name a political party when the model code of conduct (MCC) is in place. “I am shocked. The MCC is in place and the EC is the supreme authority. The DCP heading the investigation is saying that the photos of AAP leaders were found in the phone of the accused and they are probing the case. Is Amit Shah asking the DCP to make the statement or someone else is pushing him,” Singh asked. He said Deo is saying that the shooter, Kapil Gurjar, is part of AAP and has released a photo which allegedly shows the shooter with him. Singh said that AAP

will send a legal notice to the DCP and file a complaint with the poll panel. AAP leader said that it was wrong for a police officer to name a political party when the investigation is not even completed. “The law says that no official can name a (political) party until it has permission from the EC (when the MCC is imposed). Did the DCP take permission from the EC? No, he has the permission of (Home Minister Amit) Shah and the BJP,” he said. Singh questioned how the probe details reached Delhi BJP chief Manoj Tiwari even before they were released by the police. “How the photo, if it was part of the investigation, reached the media and the BJP leaders? For the past three days, BJP was saying that AAP is involved (in the shooting). They have been saying that he belongs to AAP. Does that mean the BJP leaders were involved in the investigation,” the AAP leader asked.

NEW DELHI, FEB 4 (NPN): Amid nationwide protests against the Citizenship Amendment Act (CAA) and the proposed National Register of Citizens (NRC), the government Tuesday told the Parliament that there were no plans for now to conduct a nationwide NRC exercise. In written reply to the question regarding preparation of NRC in Lok Sabha, Union Minister of State for Home, Nityanand Rai, said “till now, the Government has not taken any decision to prepare National Register of Indian Citizens (NRIC) at the National level.” On December 22, Prime Minister Narendra Modi said his government had never discussed NRC since coming to power for the first time in 2014. He had also stated that the issue has been discussed neither in Parliament nor in

the Cabinet. Supreme Court-monitored exercise of updating the NRC was carried out only in Assam. The final NRC, a list of Assam’s residents published on August 31, 2019, excluded names of 19 lakh people, creating a huge controversy. Also, replying to the question of compulsory collection of documents while updation of National Population Register (NPR), Rai stated the demographic and other particulars of each family and individual were to be updated/collected. He, however, said that no document was to be collected during the exercise, adding that Aadhaar number was collected voluntarily. Further, he said that no verification was done to find individuals whose citizenship was doubtful, during the exercise. The respondent has to provide information for NPR updation true to the

best of his knowledge and belief. The minister said that the government was in discussion with the States having concerns in regard to the preparation of NPR. The population register was a register containing details of persons usually residing in a village or rural area or town or ward or demarcated area within a ward in a town or urban area. NPR was first prepared in 2010 and updated in 2015. In pursuance of Sub - rule (4) of Rule 3 of the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003, framed under the Citizenship Act, 1955, Central Government decided to prepare and update the population register during April to September, 2020 throughout the country, except Assam, for collection of information relating to all persons usually residing in village or town.

KOHIMA, FEB 4 (NPN): Nagaland Electricity Regulatory Commission (NERC) chairman Er. Imlikumzuk Ao has asked the State power department to convert itself into a business centre rather than continuing to remain as just another government department. Holding the first ever power consumers’ court hearing at the conference hall of engineer-in-chief of Power department here on Tuesday, Er. Imlikumzuk said the commission came into being through an Act of Parliament in 2003 to reform the power sector in India. He expressed dismay that nothing substantial had taken place in Nagaland in this regard, unlike other States where full swing reform was taking place. Urging the department officials to curb the practice of power theft vigorously as it was affecting revenue collection, he pointed out that power theft was now a criminal offence punishable with imprisonment under the Electricity (Cont’d on p-8) Act.

While the NDPP has fielded Sharingain Longkumer-- incumbent deputy speaker (Speaker-in-charge), the NPF has nominated former Speaker, Dr. Imtiwapang Aier, MLA. Sharingain, a first-time NDPP legislator from Aonglenden constituency, was elected in the bye-election held in 2019 following the demise of NDPP legislator, Imtikumzuk Longkumer. Dr. Imtiwapang from Impur constituency was first elected in 2013 as Congress candidate. He became the 17the NLA Speaker in 2017, after the Congress legislators merged with the NPF.

DIMAPUR, FEB 4 (NPN): Mutually appreciating each other’s ongoing peace processes, Working Committee (WC), NNPGs and ULFA agreed to pursue people-to-people dialogue cultural exchanges and maintain age-old brotherhood and peaceful co-existence in order to resolve all issues affecting the two communities at large. This followed a solidarity meeting at Guwahati Tuesday between senior leaders of the two organisations. They exchanged views and opinions in a frank and transparent manner and also deliberated on certain crucial issues pertaining to ongoing political dialogues. NNPGs appreciated the peace process between ULFA and Centre and hoped that an early inclusive agreement

would be inked fulfilling the aspirations of the indigenous people of Assam. ULFA too acknowledged the political negotiations between NNPGs and Centre as a practical approach towards resolving the decades-old political conflict. The two sides also agreed to maintain constant interactions and ensure continuity of dialogue, besides maintaining, preserving and promoting fraternal relationship in the future. In 2017, NCBS and Duke-NUS entered into a collaboration in which researchers based at NCBS collected samples of serum from bats and humans. The samples were tested at NCBS using technologies supplied by Duke-NUS. The results were shared with the DukeNUS team, to compare with the data obtained from their Southeast Asian studies. This study was published in October 2019 in a paper entitled “Filovirus-reactive antibodies in humans and bats in Northeast imply zoonotic spillover”. It appeared in

PLoS Neglected Tropical Diseases, a highly regarded peer-reviewed open-access journal whose articles were available without any subscription fee to all readers, the statement added. NCBS further clarified that researchers from Wuhan Institute of Virology were not directly involved in the study. They were listed co-authors only because they supplied reagents critical to the study to Duke-NUS, which was a standard practice for scientific authorship. As the corresponding author of the study was affiliated to Duke-NUS, the funding statement of the paper mentioned funding obtained by Duke-NUS from US Defense Threat Reduction Agency (DTRA). However, it said that NCBS was not a direct recipient of research funds. Explaining that bats were major reservoirs of novel zoonotic diseases that

were infectious and could transmit from animals to humans, NCBS said the 2018 nipah virus outbreak in India was thought to have originated from bats. Similarly, diseases like corona virus and ebola were thought to have originated in wild populations, it said. Mentioning that such diseases were a major threat to public health, NCBS said that it was important to understand where outbreaks were likely to occur ahead of time, so that resources could be rapidly mobilised when required. An important part of this preparedness was to characterise the natural types of immune-system antibodies that were prevalent in wild populations of bats. This was especially important where bats came in close contact with humans, as was the case in Nagaland due to traditional hunting practices, it added.

DIMAPUR, FEB 4 (NPN): Reiterating its opposition to Citizenship Amendment Act (CAA), Naga Students’ Federation (NSF) has urged chief minister Neiphiu Rio to bring a resolution opposing the Act during the forthcoming Assembly session. In a memorandum addressed to the chief minister, NSF said it disapproved and rejected CAA and warned that the Act would open the floodgate for illegal immigrants to infiltrate “our land”, thereby, altering the demographic and linguistic uniqueness of Northeast and Nagaland in particular. Reiterating its longheld view that CAA was anti-secular, anti-minority, anti-indigenous and violative of the basic ethos of the Constitution, NSF cautioned that posterity would hold proponents and supporters of the controversial law accountable for the ills that it would

bring to the Naga society. NSF also declared that it will continue to fight against the “unconstitutional” Act along with its partner organisations in whatever way possible until the “desired result” was achieved in the larger interest of general public. NSF further stated that it disagreed with the state government’s assertion that CAA would not impact Nagaland as the state came under Inner Line Permit, which would keep it outside the purview of CAA. NSF said this argument held no water as the prevailing reality on ground zero, clearly proved to the contrary especially since the ILP had miserably failed in the State. It said the state was a living example of how illegal immigrants could infiltrate and dominate the local people despite the ILP being in operation ever since its inception.

As the fifth session of 13th NLA is scheduled to commence from February 7, NSF urged Rio to place the issue of CAA on the floor of the House for thorough deliberation with all the elected members and thereafter adopt a firm resolution denouncing the law which threatened to annihilate the unique culture, traditions, customs and practices and languages of Naga people. NSF said since it represented the voices and aspirations of Naga students and youth, it expressed the hope that the legislators would do whatever necessary to protect and uphold the interest of those who would inherit the future, adding adoption of the resolution would go a long way in reaffirming this conviction. DIMAPUR: Peace Channel 4-day training of trainers on “The role of peace builders” which commenced from January 22 concluded on January 25 at Peace Channel seminar hall, Dimapur. A press release from Peace Channel stated that, Dr Ellen Konyak asso. professor at OTS, spoke on mental health and wholeness on January 24. Dr Ellen trained the participants how to detect signs of depression and anxiety, stressing that it was a curable disease and one should be aware of its consequences if not treated on time. Dr Akum Longchari, former editor of the Morung Express on January 23 spoke on reconciliation, a small point in conflict transformation which plays the most important role. He enlightened the participants with the concepts of reconciliation in peace building and which applies to different contexts ranging from individuals and society to establish trust, to dialogue between groups, such as truth and reconciliation commissions. Kallol Dey, journalist and writer trained the participants on how to write efficient reports. He mentioned one should never be biased and have clarity of mind while submitting

press releases and reports. He gave also gave some guidelines in promoting communities ownership in any workshops for fruitful outcome of the mission. Vitono Haralu, quality manager and project coordinator emphasised on the 7 principles of Peace Channel on spirituality, acceptance, dialogue, respect, equality, empathy and non –violence as a way of culture and lifestyle as peace builders. Ref lecting on the quote, he shared on the philosophy and life testimony of well known personalities such as C. H. Lewis, Mao Zedong, Mahatma Gandhi, Joseph Stalin, Abraham Lincoln, that lived an exemplary life over decades and had a great impact in the lives of many people. Iralu expressed that the autobiography of Mahatma Gandhi had a big impact that changed his philosophy of life. The book named, “My experience with Truth”, has changed his outlook and enabled him to understand that one should not be prejudiced towards others. Sukhalu, advisor of School Education said the department would introduce the teachers’ diary soon for all the government teachers in the state to monitor the activities of the teachers and the students’ performance. Sukhalu announced this while addressing the 1st triennial conference of All Nagaland Government Primary Teachers’ Association (ANGPTA) as the special guest held at Ura Academy Hall Kohima on Tuesday. Stressing on the criticism from various corners on the poor performance of government schools in the state, advisor reminded the primary teachers that the foundation of a child education started from primary section and they held equal responsibility to produce better result in the higher classes. He lamented that government of India education policy on none detention till class 8 affected the quality education, whereby advisor urged upon the

teachers to introspect and discuss on how to bring positive change in the education system. NEW DELHI, FEB 4 (PTI): Prime Minister Narendra Modi will be visiting Kokrajhar in Assam on Friday to participate in an event to celebrate the signing of the Bodo Agreement. A statement from the Prime Minister’s Office said Modi will address a gathering there to “hail the historic Bodo Agreement” signed on January 27. This will be the prime minister’s first visit to the north-east since it witnessed several anti-Citizenship (Amendment) Act protests in which three people were killed. More than 4,00,000 people from the Bodo Autonomous Tribal Districts and other areas of the state are expected to attend the programme. Goalpara (Assam), Feb 4 (PTI): Six people were killed and over 30 others injured when a speeding bus fell into a ditch in Assam’s Goalpara district on Tuesday, police said. The bus, on its way to Guwahati from Dhubri, hit a roadside electric post, overturned and fell into the ditch, killing five

people on the spot. One of the passengers died later, police said. Police and Army personnel travelling in a van started rescuing the passengers. All seriously injured passengers were taken to the Guwahati Medical College and Hospital, while others were admitted to the Goalpara Civil Hospital.

Cong MLA Pranab Gogoi dead

Guwahati, Feb 4 (PTI): Congress MLA and former Assam Assembly speaker Pranab Gogoi died at a hospital here due to old age ailments. He was 84 and is survived by his wife and three sons. Gogoi, the MLA of Sibsagar, was ailing for the past few days. He was admitted to a hospital where he breathed his last late last night, family sources said. Gogoi was elected from the constituency for four consecutive terms since 2001. An advocate by profession, Gogoi served as the law minister from 2006 to 2011 and was the Speaker of the state Assembly between 2011 and 2016. Assam Chief Minister Sarbananda Sonowal expressed his condolence to Gogoi’s bereaved family members. His last rites will be held with full state honours, Sonowal said. Assam Pradesh Congress Committee Chief Ripun Bora also expressed his grief over the death of Gogoi.

BOKAJAN, FEB 4: A major fire erupted in a parking lot here, engulfing a series of fuel tanker along NH 39 close to Assam-Nagaland border on Tuesday. The incident created panic among the residents of the area as over a 100 fuel tanker bound for the state of Manipur are parked on this stretch everyday. Two fuel tanker were burnt to ashes while three other tanker parked in the vicinity were partially burnt as fire-fighters rushed to the spot and battled the blaze to douse the flames. Preliminary investigation conducted by the local police and fire service department sleuths hints a possible fuel theft racket active in pilfering fuel from the tankers. Police recovered a pump motor and an electric extension board from the burn site. Residents claim that a high organised racket is involved in siphoning fuel from tankers in a regular

basis and causing such incidents of fire. It needs to be mentioned that the fuel tankers bound for Manipur are kept in the parking lots here and are later escorted by CRPF personnel to the state owing to security reasons. Taking advantage of this system, many unscrupulous elements siphon fuel form the tankers and then mix a range of cheaper neutralized kerosene/solvent to cover pilferage.

This is not the first case of fire engulfing oil tanker here; at least a dozen such incidents have taken place over the years. There are also instances in the past when the police had raided these joints and recovered several hundred litres of pilfered fuel stored in drums and containers. However, this illegal practice continues without check for reason best known to the administration and the policing machinery.

Arupjyoti Saikia G u wahati , F eb 4 (PTI): The National Investigation Agency (NIA) on Tuesday interrogated IIT-Guwahati Professor Arupjyoti Saikia for the third time in four days in connection with the violence in the city over the Citizenship Amendment Act (CAA) in December last year. Saikia, a professor of History at the Indian Institute of Technology-Guwahati, has been summoned again to the NIA office at Sonapur in the outskirts of the city for questioning on February 7. “Today (Tuesday), he (Saikia) was questioned for about five hours. He is still being questioned as a witness to Akhil Gogoi’s case. He has been asked to appear again on Friday,” Saikia’s advocate Santanu Borthakur told PTI. Saikia was first questioned on Saturday and then on Monday. The NIA has already arrested around half a dozen senior leaders, including Akhil Gogoi, of peasant K Y M C

Earlier in December, Assam Finance Minister Himanta Biswa Sarma had said that the state government has evidence that a leading academician working at a central educational institute was monitoring the “entire exercise” of violence on December 11 and 12 in protest against the Act. “That Assamese academician gave three statements – a revolution has started, all you senior leaders disappear and now enter through the Janata Bhavan (Secretariat) gate,” Sarma had said at a press conference on December 17. Based on the evidence, it was found that the academician was giving instructions from a control room, he had said. Earlier, 42 eminent scholars, including Ramachandra Guha, Sukanta Chaudhuri, Partha Chatterjee, Pratap Bhanu Mehta and Nivedita Menon, had expressed concerns over the issue and the “ordeal” that Saikia is going through. Saikia has done extensive research on the history and nature of Brahmaputra and has penned several books on the mighty river.

SHILLONG, FEB 4: Meghalaya Lokayukta Chairperson P K Musahary has questioned the National People’s Party (NPP)-led government for opposing the CBI probe into the alleged coal racket case. “By opposing CBI inquiry and demanding a probe by state police agency exclusively, the government has exposed its sinister design to overstep on the power of the Lokayukta in making a preliminary inquiry through a central investigation agency and thus sought to reduce the Lokayukta to a pawn or cipher with no independent power to function as a statutory anti-corruption authority,” Musahary said in his order on Monday. Monday’s order followed after the State’s political department challenged the January 10 order of the anti-graft panel to transfer the officials to facilitate a fair probe by the CBI into the coal racket case. Legislative Assembly to decide within four weeks the plea of a Congress MLAs seeking disqualification of forest minister Th Shyamkumar. Two Congress MLAs moved the Supreme Court after the Speaker failed to initiate any action to their petitions for a long time. To note here, since the Speaker did not take any action against the erring Congress MLA, allowing the BJP-led coalition government to stand despite violating constitutional norms under the anti-defection law, seven other Congress MLAs in the state publicly joined the BJP without resigning from their MLA posts. The Congress MLAs also filed petitions in the Speaker’s tribunal against these MLAs in November 2018 which were still pending. A recent notification of the state Assembly has also fixed the final hearing for the seven defected Congress MLAs on February 11. The MLAs were Oinam Lukhoi, Ksh Biren, Paonam Brojen, Sanasam Bira, Ngamthang Haokip, Ginsuanhau Zou and Yengkhom Surchandra. IMPHAL, Feb 4: After the final hearing to the petitions seeking disqualification of state forest minister Th Shyamkumar, the tribunal of Speaker of Manipur Legislative Assembly on Tuesday reserved the ruling till February. The hearing of the long pending disqualification petitions filed by Congress MLAs was held in the tribunal of the Speaker Y Khemchand on Tuesday. While reserving his ruling, the Speaker did not fix any specific date for pronouncing the ruling but directed parties (petitioners and respondent) to submit additional documents or written arguments, if any, to submit before February 12. The hearing which commenced from 11 am lasted for around 45 minutes. The Speaker heard the arguments of counsels of both the petitioners and respondent. While initiating the argument, the counsel of the respondent pleaded the Speaker to differ the hearing of the case till February 11, 2020. However, the Speaker rejected the plea in view of the case pending for long and also citing the upcoming budget session of the state Assembly. The budget session of the

state Assembly is to commence from February 14. After the hearing, counsel of petitioners, senior Supreme Court advocate SG Hasnain said that while reserving the judgment, the Speaker directed the petitioners and respondent to submit additional documents and further arguments if any before February 12. The Speaker sought the additional argument in written. The Speaker was hearing as many as 15 separate petitions seeking disqualification of forest and environment minister Th Shyamkumar Singh under the 10th Schedule of Indian Constitution, popularly known as Anti-defection Law. The petitions were pending since the early part of 2018 after Th Shyamkumar who was elected as Congress nominee from the Andro Assembly Constituency of Imphal East district switched to BJP soon after the results of the general elections to the state Assembly declared in March, 2017. Shyamkumar Singh won the Andro seat in the 2017 assembly elections. Though Congress was the single largest party with 28 seats, it fell three seats short of the required number to achieve simple majority in the 60-member assembly. The embassy also announced that “existing visas (both regular and e-visas) are no longer valid” and has asked applicants in China to apply afresh. All those who are already in India with regular or e-visa and had travelled from China after January 15, have been asked to contact the hotline number of the Indian Ministry of Health and Family Welfare. The decision came two days after around 650 Indians who had signed consent forms for evacuation by the government were brought back from China. All of them are undergoing a 14day quarantine process in Delhi at the moment. New Delhi, Feb 4 (PTI): BJP MP Anantkumar Hegde has written to the party leadership that he made no mention of Mahatma Gandhi in his speech, which has faced flak for its swipe at the Father of the Nation, and controversial remarks attributed to him are “incorrect”. BJP sources said Hegde sent a detailed reply to party president J P Nadda, and the party’s disciplinary committee, which issued him a show-cause notice to him on Monday, is studying its content before deciding its next course of action.

Hegde has claimed he did not name Mahatma Gandhi nor did he insult him in his speech and news reports about his speech are “incorrect”. He added he also did not use words like “nautanki” or “drama” to describe the freedom struggle led by Gandhi. There is a view in the party that what the former Union minister said might be in bad taste but its content was distorted in some media reports, a senior BJP leader said. Ceasefire violation by Pak in Poonch S r i na g a r , F e b 4 (IANS): Pakistan on Tuesday violated the LoC ceasefire in Jammu and Kashmir’s Poonch district and Indian troops were returning the fire, the Indian Army said. According to an army statement, Pakistan initiated unprovoked ceasefire violation, firing with small arms and shelling with mortars along LoC in Shahpur and Kirni sectors of Poonch. “Indian Army is retaliating befittingly,” the statement added. A civilian was killed and four others injured in firing by Pakistan in the Tangdhar sector of Kupwara in Jammu and Kashmir on Monday night. According to reports, Pakistan resorted to indiscriminate shelling and firing on Indian defence positions and villages close to the Line of Control. Some of the shells landed in the residential areas in which one civilian was killed and the others were injured. Some houses were also damaged in the shelling.

New Delhi, Feb 4 (IANS): The Supreme Court on Tuesday said that the plea of slain Congress MP Ehsan Jafri’s wife Zakia Jafri challenging the SIT’s clean chit to then Gujarat Chief Minister Narendra Modi in the 2002 riots, has been already adjourned many times and it will have to hear it someday as it fixed April 14 next date of hearing. Advocate Aparna Bhat, representing Zakia Jafri, submitted before a bench comprising Justices A.M. Khanwilkar and Dinesh Maheshwari that matter is contentious and sought an adjournment. The court replied that it has already been adjourned so many times, and it has to come up for hearing someday. “Take one date and make sure you all are available,” it said. Jafri’s counsel then urged the court to schedule the matter after Holi vacation. Bhat had earlier told the court that it should issue notice on the plea, as the matter is connected with

alleged conspiracy from February 27, 2002 to May 2002. As many as 68 people, including Jafri, were killed at Gulberg Society on February 28, 2002. L u c k n o w, F e b 4 (IANS): A civil engineer has been arrested by the Lucknow police on Monday night for threatening to shoot protesters at the Clock Tower where an anti-CAA agitation is on. The accused Shravan Sharma, 24, a resident of Thakurganj, who works with a private firm in Chinhat area, was arrested from Thakurganj area of Lucknow. In a Facebook post on January 30, Shravan had threatened to shoot the protesters at the Clock Tower and even claimed that he had bought a pistol for the purpose. According to police reports, Shravan Sharma, a resident of Unnao district, has completed a diploma

course in civil engineering from a private institute in Sitapur. SHO Thakurganj Pramod Kumar Mishra said Shravan had gone to a friend’’s home in Thakurganj from where he was arrested. He has been booked on charges of creating hatred between two communities, and provoking breach of peace. Additional de puty commissioner of police, west zone, Vikas Chandra Tripathi said police are probing whether Shravan had been influenced by some radical group. The accused told the police that he was coaxed by some friends to post the inflammatory message on his Facebook page.

First round for PAC

utting an end to or averting a possible confrontation over the issue of ‘Lease System’ by Dimapur Municipal Council(DMC) , the government’s Municipal Affairs Department(MAD) has cancelled the order for ‘Lease System’ of DMC as demanded in a ten-day ultimatum issued by Public Action Committee(PAC) under the aegis of Naga Council Dimapur (NCD). The PAC has been steadfastly working to bring an end to the spate of unauthorised, illegal and multiple taxations, syndicate system etc being carried out by all and sundry under whatever pleas. In this regard, PAC has taken DMC to task for the manner in which its contract-lessees have been overcharging tax by over ten times but issuing printed challans for 1/10th the amount . These issues are not new but have been aired since several years in the past. Organisations such as NVCO, ACAUT Nagaland, Naga Council Dimapur and recently PAC, have been pointing out the highly questionable practices of a few government departments allowing random collection through some of their staff or lessees. On the part of DMC, it had temporarily suspended the collections by lessees during September 2019 at the height of the PAC drive against rampant gate collections in Dimapur but after a few months, it was re-introduced. This led the PAC to demand a rollback of the order. PAC’s objection to the lessee system was based on facts in the past, where appointed lessees sub-let tax collection to a second d party and in some cases, the second party again sub-lets to a third party. PAC maintained that DMC ‘Lease System’ has resulted in excessive taxes beyond fixed rates. Toll taxes are essentially for services rendered or where payment is made for use of facilities. Under the guise of toll tax, the lessees impose amount much beyond the prescribed rate under the guise of maintenance of roads or bridges. The question is whether the National Highway, public roads and bridges in Dimapur are constructed or maintained by either the DMC or various other committees, who prey on trucks at almost every junction? PAC also pointed out that the collection of taxes on all commodities by DMC was random. For instance, Rs.2.5 was being collected on each cement bag entering Dimapur; whereas as per GST, the seller charges tax from the buyer. Also GST subsumes all other taxes and therefore, there is no scope for other agencies to levy any other tax on the same item. Anything charged on the items above GST is unauthorised. PAC has also identified other agencies and organisations involved in the tax racket covering market ,godowns and transport, which are also serious matters concerning public interest. PAC has alleged that unions and NPGs impose godown tax and transport taxes that add to prices. PAC has also alleged that government departments such as forest and geology & mining simultaneously effect double taxation by imposing their respective royalty tax on the same items in violation of GST rules. There are also other agencies such as tax and excise department which also impose their taxes. Another phenomenon is the syndicate system for monopoly business where no authorised dealers/stockists except those appointed by the syndicates are allowed to do business. These issues need to be addressed to rid Dimapur of the tag as the extortion centre of the north east if the state is to progress in the interest of the present and future generation.

We tend so often to be controlled simply by our own experience. The one thing that gripped and held Paul, to the exclusion of everything else, was the love of God. “The love of Christ compels us….” When you hear that coming from the life of a man or woman it is unmistakable. You will know that the Spirit of God is completely unhindered in that person’s life. When we are born again by the Spirit of God, our testimony is based solely on what God has done for us, and rightly so. But that will change and be removed forever once you “receive power when the Holy Spirit has come upon you…” (Acts 1:8). Only then will you begin to realize what Jesus meant when He went on to say, “… you shall be witnesses to Me….” Not witnesses to what Jesus can do— that is basic and understood— but “witnesses to Me….” We will accept everything that happens as if it were happening to Him, whether we receive praise or blame, persecution or reward. No one is able to take this stand for Jesus Christ who is not totally compelled by the majesty of His power. It is the only thing that matters, and yet it is strange that it’s the last thing we as Christian workers realize. Paul said that he was gripped by the love of God and that is why he acted as he did. People could perceive him as mad or sane— he did not care. There was only one thing he lived for— to persuade people of the coming judgment of God and to tell them of “the love of Christ.” This total surrender to “the love of Christ” is the only thing that will bear fruit in your life. And it will always leave the mark of God’s holiness and His power, never drawing attention to your personal holiness.

Vision of the valley of dry bones: Its implications ‘here’ and ‘now’

ymbolism is important because it carries something and conveys many meanings. For example, poets, novelists, philosophers, literary figures and prophets express whatever they want to say or convey directly or straight forward, sometimes subtly by using some other forms. They use their articulation and expressive skills to communicate which could only be understood or perceived not instantaneously—just like that, but only through probing, analyzing and interpreting. The beauty in that is those who use symbolism which is a language as it is connects many things such as the past-present and the future, the time, space and people and many such things. One such episode is what prophet Ezekiel in chapter 37:1-14 does as he expounds and passes on the message as mandated by God. Whatever it may be, whether symbolic or real, it is certainly one of the most powerful passages that creates unease, vibration and for some evokes their consciousness that raises a few question such as: what’s happening and what are we doing? Bones—a brilliant narrative that explains something that happened in the past—thousands of years ago and the Prophet Ezekiel stands right in the midst of the valley of the dry bones as he explains in a metaphoric language showing the possibilities and promises that lie ahead. It’s striking and penetrating as Ezekiel’s utterances binds together the flesh and blood that tears open to believe the impossible things can only happen if we believe, obey and act, on the one who we affirm and trust. This passage is all about a vision revealed to the prophet Ezekiel, conveying a dream-like realistic— naturalistic depiction. In his vision, the prophet sees himself standing in the valley filled with dry human bones. He is commanded to carry a prophecy, where the bones gets connected into human figures, following which the bones are covered with tandem tissues, flesh and skin. Then the prophet Ezekiel comes to know that the bones happened to be the people of Israel while in exile and God commands the prophet to convey the prophecy in order to revitalize the human figures, to resurrect them and to bring them to the land of Israel. This is the prophecy and thus prophetic and by all means ought to be

believed—“I will bring you alive and I will put my breath and you will come back to life”. Precisely because of these reasons we have the memorials, commemorative functions and host of others rekindling our memory and to pass on the stories and messages to the other generation that present so that occurrence or repetition of those shall be prevented and not contemplated. The traumatic experiences of the survivors would shed more light. For instance, 75 years passed by, the world remembers the holocaust—

which one’s identity and citizenship are determined. The past has taught many lessons to us and as thinking human being should refrain from those that created misery of all sorts. The sufferings and onslaughts meted out by co-humans were and are horrendous and by all means and on all counts despicable. Hatred continues to roost the world in which we live. For some, their nature is such that they cannot be mended, and so it is hard that their thought process be moderated. In such context specificities, there are some who boldly come out and show resistance and defy their aggressive policies and postures. Their boldness and defiance could emanate due to various factors, but certainly comes out of their love towards humanity, irrespective of race, caste, religion and nation. They dare to question and challenge their moves that are detrimental to the whole of humanity. The victims of holocaust, mass killing due to ethnic conflicts and those who became victims of unjust wars and religious fundamentalism show that the world we live is so fragile and susceptible because there are the 21st century fascist, religious fanatics, casteists and white supre-

mists. In such a context, prophetic traditions such as Ezekiel help us to renew and rededicate our commitment to challenge those nefarious forces that tends to cause enormous damages to the humanity. We live in a world where a sizable population lives in hunger because of rising prices and low wages. In India, a mass of people barely survive because they do not get livable wages and live in hunger—managing with watery dhall and rotis. They could perhaps be classified as “living dead”, as they barely survive. Further, those belonging to particular religious communities face problems in their respective countries and beyond and live like refugees and many live in detention camps. Ezekiel 37 reminds us that the dry bones gets energized and become alive because of the Yahweh’s breath that gushed into the dry bones of the skeletons that came back to life and started to march towards those oppressive forces that trampled and killed. It is this assurance and symbolism that galvanizes the spirit of those who boldly defy unjust structure and diabolical systems run the world. Some of the narratives and symbolisms shed light to us. Disclosure of identity of sexual assault

ne of the most offensive crimes committed in our society is sexual assault. Like other physical assault, it is an act of violence. It not only has physical and psychological effect on the victims but it is also a threat to our society. It has become a focal point of public concern for the past couple of decades. Sexual assault and abuse is any type of sexual activity that you do not agree to, including inappropriate touching, vaginal, anal, or oral penetration, sexual intercourse that you say no to, rape, attempted rape, child molestation. Sexual assault can be verbal, visual, or anything that forces a person to join in unwanted sexual contact or attention. Examples of this are voyeurism (when someone watches private sexual acts), exhibitionism (when someone exposes him/herself in public), incest (sexual contact between family members), and sexual harassment. It can happen in different situations, by a stranger or an acquaintance in an isolated place, on a date, or in the home by someone you know. Rape is a common form of sexual assault. It is committed in many situations— on a date, by a friend or an acquaintance, or when you think you are alone. Educate yourself on “date rape” drugs. They can be slipped into a drink when a victim is not looking. Never leave your drink unattended—no matter where you are. Try to always be aware of your surroundings. Date rape drugs make a person unable to resist assault and have a type of memory loss so the victim doesn’t know what happened. Violence against women by any one is always wrong, whether the abuser is someone you date; a current or past spouse, boyfriend, or girlfriend;

a family member; an acquaintance; or a stranger. You are not at fault. You did not cause the abuse to occur, and you are not responsible for the violent behavior of someone else. Sexual assault is a traumatic event that can cause extreme psychological effects on the victim. These effects can be short-term, and they can manifest themselves into long-term effects, depending on the individual and how the sexual assault occurred. Victims of sexual assault can be either young or old, male or female, adult or a child with both sexes having fairly similar psychological effects. In addition to these psychological effects, some individuals develop Rape Trauma Syndrome or Post Traumatic Stress Disorder, which can be more easily classified as shortterm versus long-term responses. Every individual is different and may differ in their reactions to this event; there is no normal or common way to react. For individuals that have experienced this disturbing event, the effects can be described in terms of different phases in which they go through. Many victims experience shame, self-blame, self-doubt, undergoes lifelong trauma and social stigma. During the impact phase, which occurs immediately after the attack, the victim tends to fall apart inside. They often experience shock, which has a sudden and powerful effect on emotions and physical reactions, or denial, which is a state of mind marked by a refusal or inability to recognize and deal with what has occurred. A victim of rape is treated like a ‘pariah’ and ostracised from society. Many times, even her family refuses to accept her back into their fold. The harsh reality is that many times cases of rape do not even get reported because of the false notions of so called ‘honour’ which the family of the victim wants to uphold,”. In cases where the victim is dead or of unsound mind, her name and identity should not be disclosed even under au-

thorization of next of the kin unless circumstances justifying the disclosure of her identity exist, which shall be decided by competent authority that is the Session’s Judge.The police officials should keep all the documents in which the name of the victim is disclosed, as far as possible, in a sealed cover and replace these documents by identical documents in which the name of the victim is removed in all records which may be scrutinized in the public domain. Media as well as the journalists should refrain from talking to such victim because every time the victim repeats the tale of misery, he/she again undergoes the same trauma. Reportage of such cases should be done sensitively keeping the best interest of the victims, both adult and children, in mind. It said that authorities, to which the name of victim was disclosed, were also duty bound to keep it secret and not to disclose it in any manner, except in the report which should only be sent in a sealed cover to the investigating agency or the court. The application filed by the next of kin to authorise disclosure of identity of a dead victim or of a victim of unsound mind, should be made only to the Sessions Judge concerned until the government lays down a criteria as per the court’s directions for identifying social welfare institutions or organisations. In case of minor victims under Protection of Child from Sexual Violence (POCSO), disclosure of their identity can only be permitted by the special court, if such disclosure is in the interest of the child. NEW DELHI, FEB 4 (AGENCIES): In three years from now, India will begin operationalising Military Commands which integrate the operations of the Army, Air Force and Navy, in the biggest restructuring in India’s military history, NDTV reported. In a select briefing, his first since he took over as India’s first Chief of Defence Staff, General Bipin Rawat said it was his goal to “develop the services as an armed force,” integrating capabilities, logistics and manpower within the new Military Commands. The goal is to bring down expenses, rationalise manpower and ensure that the armed forces fight as a cohesive unit. While the number of commands has not been finalised, the Chief of Defence Staff is looking at the creation of proposals which would result in the creation of a Western Theatre Command, and at least one Northern Theatre Command. An Easter n Theatre Command would likely cover the border areas along the China frontier. The exact number of these Theatre Commands has still not been decided. In addition to Commands which cover the land frontier against Pakistan and China, India would also have a Peninsula Command

New Delhi, Feb 4 (IANS): The government on Tuesday banned all India-bound airlines from boarding any passengers from China and cancelled all existing Indian visas, in view of the rapid spread of novel coronavirus outbreak which originated in Wuhan. As of Tuesday, 425 people have died due to the outbreak and more than 20,000 people were tested positive for the virus in China. Three people who returned to Kerala from China have been diagnosed with the coronavirus pneumonia. The company hinted at further hike in tariffs with CEO Gopal Vittal stating tariffs must go up further for enabling the industry to invest in emerging technologies. The consolidated revenues for Q3, however, at Rs 21,947 crore, grew 10.5 per cent Y-o-Y (reported increase of 8.5 per cent Y-o-Y) on an underlying basis. BEIJING, FEB 4 (IANS): Chinese authorities confirmed on Tuesday 425 have died in the country due to the novel coronavirus, while Hong Kong reported its first fatality becoming the third nation after China and the Philippines to report deaths. China’s National Health Commission said that the overall number of confirmed cases in the Asian giant was 20,438. It received reports of 3,235 new confirmed cases and 64 deaths on Monday from 31 provincial-level regions and the Xinjiang Production and Construction Corps. All of the deaths were in Hubei province, whose capital Wuhan is the epicentre of the outbreak. Also on Monday, 492 patients became seriously ill, while 2,788 patients remained in severe condition, and a total of 23,214 people were suspected of being infected with the virus. A total of 632 people had been discharged from hospital after recovery. The commission said 221,015 close contacts had been traced, adding that among them, 12,755 were discharged on Monday, with 171,329 were others still under medical observation. The Hong Kong victim, a 39-year-old man, died on Tuesday morning the Princess Margaret Hospital where he was in isolation after he was confirmed as the city’s 13th coronavirus case on January 31. New Delhi, Feb 4 (IANS): In a major fillip to India’s presence in the Commonwealth Games family, the nation is likely to host the shooting and archery events of the next Games, with the House of Lords accepting a proposal to this effect, it was learnt on Tuesday. The proposal was mooted jointly by National Rifle Association of India President Raninder Singh, Union Minister of Sports Kiren Rijiju and Indian Olympic Association President Narinder Batra. All three were prominently mentioned for their innovative suggestions during the debate on India’s offer in the House of Lords. On the request of several members of the House, Under Secretary of Sports Baroness Barran made a statement that steps would be taken to ensure the Indian proposal for shooting is accepted with full medal recognition by the Board of the Commonwealth Games Federation (CGF) at its meeting on February 20-21. Lord Moynahan and Lord Bilimoria described India’s offer as a “unique, i n n ova t ive a n d p a t h breaking solution, that in keeping with the vision statement of the CGF, has manifested itself in such a

manner that now affords greater flexibility, inclusiveness and an infinitely more cost-effective methodology to delivering the games in the future”. This would empower even small member nations with restricted budgets to host a version of the games in partnership with nations and territories that have the desired facilities, and bring a much larger swathe of local communities within the Commonwealth family through the power of sports, they added. Lord Bilimoria described India’s proposal as an example of a member of the Commonwealth family coming forward to assist in providing a solution to the issue of shooting and archery being proposed to be held in Delhi or Chandigarh.

He congratulated Rijiju, Batra and Raninder Singh for proposing such an innovative solution and the CWG President Louise Martin and its CEO David Grevemberg for reaching out and accepting to examine such a proposal in a most thorough and constructive manner. In her summation address, Barran said: “The government welcomes the Indian Olympic Association’s statement on confirming that India will take part in the games. The government also welcomes the proposal from India to the CGF for additional events in the sports of shooting and archery and the CGF is currently discussing this proposal with its membership and following this will inform India of its decision”.

Mirabai wins gold at National Weightlifting C’ships Kolkata, Feb 4 (PTI): Olympic medal hopeful and former world champion Mirabai Chanu on Tuesday bettered her own national record by lifting a total of 203kg to win the 49kg gold in the National Weightlifting Championships here. The 25-year-old Manipuri, representing Railways here, lifted 88kg in snatch in her second attempt and 115kg in clean and jerk for a total of 203kg. Mirabai’s previous best of 201kg had come at the World Championship in Thailand in September last year, where she had finished fourth. Tuesday’s effort has put her in fourth place in world rankings behind Chinese Jiang Huihua (212kg) and Hou Zhihui (211kg) and Korean Ri Song Gum (209kg). Mirabai was targeting 207kg but lost her balance in the final attempts of both the snatch and clean and jerk. She started off by easily lifting 85kg in snatch, and raised the weight to 88kg for her second attempt, which

was one kg more than the national record and her personal best of 87kg. Mirabai looked calm as she entered the stage with a big scream and she lifted it at one go. The bar was raised by another 2kg to 90kg but this time, she lost balance and could not complete the attempt for a ‘good lift’. She, however, looked supremely confident in her favourite clean and jerk as she raised the weight from 111kg to 115kg in her first two successful attempts, thereby bet-

tering her previous national record of 114kg. In her final clean and jerk attempt, Mirabai first went for 116kg but after a quick thinking, she opted for 117kg with national coach Vijay Sharma cheering her strongly. She made a clean lift to the rack position and took a long five-second pause before going for the jerk. She, however, failed in her attempt to settle for a total of 203kg, bettering three national records in the process.

“I still have some time left for the Asian Championships and I hope to get there (210 kg) before the Olympics,” Mirabai told reporters. “Everything is going according to our plan. Everyday, we are getting in there. Our target is to achieve 206207kg at the Asian Championships. It’s all about making some technical adjustments and power-strengthening now.” With all focus on Mirabai, it was the unheralded 21year-old from Tamil Nadu, N Ajith, who produced the biggest stunner of the tournament, upsetting defending champion and Commonwealth Championship gold medallist Achinta Sheuli with national record performance. Ajith lifted 140kg in snatch and 170kg in clean and jerk for a total of 310kg, which was 4kg more than the defending champion and local favourite Achinta who achieved his personal best in both snatch (138kg) and clean and jerk (168kg) for a total of 306kg.
