Steps taken to promote entrepreneurship in NE

NEW DELHI, FEB 3 (NPN): Union minister of state (independent charge) development of north eastern region (DoNER), Dr. Jitendra Singh, said that the government has initiated and implemented several initiatives to promote entrepreneurship in North-East. In a statement laid in the Lok Sabha on Wednesday, Dr. Singh said that steps have been taken for improvement in enabling environment and vibrant ecosystem to enable entrepreneurs to tap the potential of the region. He disclosed that important connectivity projects for capital rail, air and road connectivity would be completed in the next two to three years. Dr.Singh said development of Inland Waterways-National Waterways 2 and National Waterways 16 will provide connectivity to Haldia through IndoBangladesh Protocol Route and greatly benefit the eco-system by reducing cost. Dr. Singh said bamboo which has the potential to change the NE economy has got a boost with setting up of

bio-refinery at Numaligarh; Bamboo Industrial Park at Dima Hasao. Further, he said that entrepreneurs in the region have also been benefitted under various credit related schemes. The Start-up India Initiatives aims at fostering entrepreneurship and promoting innovation by creating and enabling eco-system. Under this, 408 startups have been recognized in the NER, Dr.Singh said. Promoting higher education in NER: Dr. Jitendra Singh said that Government of India has given focused attention on promoting Higher Education in the region. In a written reply to a question in the Lok Sabha, Dr.Singh said that each North East State has one Central University with Manipur having three and Assam having two. Besides, the Ministry of Education has set up three Indian Institutes of Information Technology (IIIT) in Public Private Partnership (PPP) mode in the North Eastern Region in addition to already existing Centrally Funded Higher Educational Institutions namely, 11 Central Universities, 8 National Institutes of Technol-

ogy (NITs), Indian Institute of Management, Shillong, Indian Institute of Technology (IIT), Guwahati, North Eastern Institute of Science and Technology (NERIST), Arunachal Pradesh and Central Institute of Technology, Kokrajhar. Also, there are two Central Institutes of Hotel Management (CIHM) run by the Ministry of Tourism at Guwahati and in Shillong offering hospitality courses. As per North Eastern Council (NEC) General Guidelines 2020, he said promotion of NER is one of the focused sectors. Utilization of funds allocated to NE States: Dr. Jitendra Singh, in a written reply to a question in the Lok Sabha, said that during the period from F.Y. 2014-15 to 2020-21 (as on 31.12.2020) funds amounting to Rs.13199.36 crore were released by DoNER ministry to North Eastern States including Assam, for projects sanctioned under various schemes of the Ministry. Utilization certificates of Rs.12242.34 crore has been received from the state governments during the period from F.Y.2014-15 to 2020-21(as on 31.12.2020), he stated.

Potential antiviral drug for COVID-19 identified LONDON, FEB 3 (PTI): Researchers have identified an antiviral drug which is highly effective against the COVID-19 causing coronavirus, and could have major implications in how future disease outbreaks are managed. The team, including researchers at the University of Nottingham in the UK, found that the plant-derived antiviral, at small doses, triggers a highly effective broad-spectrum host-centred antiviral innate immune response against three major types of human respiratory viruses, including COVID-19. Given that acute respiratory virus infections caused by different viruses are clinically indistinguishable, an effective broad-spectrum that can target different virus types at the same time could significantly improve clinical management, the researchers said. According to the study, published in the journal Viruses, an antiviral of this type could potentially be made available for community use to control active infection and its spread. The key features based on cell and animal studies, which make thapsigargin a promising antiviral are that it is effective against viral infection when used before or during active infection, the researchers said. The drug is also able to prevent a virus from making new copies of itself in cells for at least 48 hours after a single 30-minute exposure, they said. The researchers noted that thapsigargin is stable in acidic pH, as found in the stomach, and therefore can be taken orally. They said the drug could, therefore, be administered without the need for injections or hospital admission. It is not sensitive to virus resistance, and is at least several hundred-fold more effective than current antiviral options, according to the study.

NEW DELHI, FEB 3 (NPN): The 15 Finance Commission (15 FC) in its report ‘Finance Commission in COVID times’ (Vol IV) mentioned that Nagaland had the second highest debt in the country. Though the State’s Debt/GSDP had reduced from 55.5% in 2011–12 to 42.7 in 2018– 19, 15 FC said that it was still much higher than the National Health Education Standards (NEHS) average of 29.61%. It pointed out that debt should be consolidated in line with the new FRBM Act and the recommendations of FC-XV. Further, the commission also noted that the State needed to restructure and rationalise its expenditure priorities. The committed expenditure (including GIA Salary) of Nagaland was 67.3% of its TRE in 2018–19

(all States average 50.6%), on the other hand, capital expenditure in Nagaland declined between 2011–12 and 2018–19, both as a percentage of GSDP (from 10.3% to 5.9%) and total expenditure (20.4% to 12.8%). It said that the State need to take measures to reduce burden of committed expenditure to free up resources for development expenditure. At the same time, the 15 FC said that the State also needed to reduce its infrastructure deficit by increasing capital expenditure and finding alternate sources of funding like PPP. As per the Ranking in NITI Aayog’s Sustainable Development Goals Index (2019), Nagaland was placed 19th out of 29 States. The State needs to ensure that benefits of economic growth trickle down to all sections of society, the report stated.

Recommendations The 15th Finance Commission (XVFC) has recommended Rs. Rs. 21249 crore as post-devolution revenue deficit/surplus (grants in aid for revenue deficit) for the period 2021-26. As per the recommendations the post-devolution revenue deficit will be covered for the following period-- Rs. 4557 crore (2021-22), Rs. 4530 crore (2022-23), Rs. 4447 crore (2023-24), Rs. 4068 crore (2024-25) and Rs. 3647 (2025-26). Similarly, 15 FC also recommended the pre-devolution revenue deficit for the period- Rs. 8304 crore (2021-22) Rs. 8699 crore (2022-23), Rs. 9138 (202324), Rs. 9397 (2024-25 and Rs. Rs. 9750 crore (202526). The 15 FC has recommended Total Transfers for Nagaland amounting to Rs. 47812 crore under various heads. (See table)
