4 more MLAs quit DIMAPUR, FEB 3 (NPN): Joining the resignation spree, four more legislators from the ruling NPF party have tendered their resignations from the Nagaland Legislative Assembly. Imtikumzuk, Merentoshi R. Jamir, Tovihoto Ayemi and Shetoyi Sumi tendered their resignations.

NLA speaker, Dr. Imtiwapang Aier, has accepted the resignation of Imtikumzuk, Merentoshi R Jamir and Tovihoto Ayemi and has declared the seats under 26 Aonglenden A/C, 25 Mongoya A/C and 1 Dimapur I A/C vacant with effect from February 3, 2018.

Now, the strength of 60-member assembly has come down to 39 following their resignations.

Gov congratulates bravery awardees

DIMAPUR, FEB 3 (NPN): Nagaland Governor, P. B Achar ya congratulated Mansha, Shangpong, Yaoknei and Chingai on being awarded the National Bravery Award for 2017, which were presented to them by the Prime Minister, Narendra Modi, on January 23 at New Delhi.

According to a press release from PRO to Governor, the Governor stated that the award appropriately recognises the enormous courage and bravery they had shown in saving the lives of Meribeni and Chumben.

Governor Acharya encouraged the National Bravery Awardees to keep up the good work and continue to serve with pride and dignity, the press release said.

Cong appoints 4 central observers

NEW DELHI, FEB 3 (IANS): All India Congress Committee on Saturday appointed four central observers for the forthcoming Nagaland assembly polls, including Nabam Tuki and Gaurav Gogoi.

A party release said that Tuki, former chief minister of Arunachal Pradesh, will be the chief observer.

Other observers are Gogoi, MP, former Assam minister Pradyut Bordoloi and former AICC secretary Praveen Davar. The names were approved by Congress president, Rahul Gandhi.

DIMAPUR, FEB 3 (NPN): All candidates for the forthcoming general elections who have not been allocated bodyguards have been asked to contact the Superintendent or Commissioner of Police of the district from which they will be contesting. G U WA H AT I , F E B 3 (IANS): Prime Minister Narendra Modi on Saturday inaugurated the two-day Global Investment Summit in Guwahati, a first of its kind initiative in the North East, and said a new terminal being constructed at Guwahati airport would boost the region’s connectivity with Asean countries.

Addressing the event, being held at the Sarusojai Stadium in Guwahati, the Prime Minister expressed his happiness that Bangladesh and Bhutan have opened their consulate offices in Guwahati and said the North East is at the heart of India’s ‘Act East Policy’.

“Rs 4,700 crore was allocated to extend railway connectivity to 15 new destinations. When the Agartala (Tripura)-Akhaura (Bangladesh) railway connectivity becomes a reality in the near future, the whole region will be benefited,” said Modi. Officials said that over 250 MOUs worth Rs 60,000 crore are expected to be signed on the first day of the

summit on Saturday.

No candidates file nominations Correspondent

KOHIMA, FEB 3 (NPN): Though some political parties have started issuing party tickets, no candidate has filed nominations till the fourth day of the period for filing nominations, which ends on February 7. The Chief Electoral Officer of Nagaland informed Nagaland Post that no candidate had filed nominations yet although some candidates had collected the nomination forms.

None of the political parties have taken the lead to filed file nominations.

It may be recalled that the joint declaration to not issue tickets or allow any candidate to file nominations was signed by 11 political parties at a meeting held on January 29, organized by the Core committee of Nagaland Tribal Hohos and Civil Organizations (CCNTHCO).

However, many major political parties like the ruling NPF and the Congress party announced that they would contest the forthcoming assembly polls after the BJP first declared that they would be contesting the polls.

NPF to distribute tickets at divisional Hqs Correspondent KOHIMA, FEB 3 (NPN): Moving away from the traditional practice of distributing tickets at the party headquarters, the ruling NPF will be issuing tickets to party candidates from its divisional headquarters on Monday for the February 27 Assembly Elections.

NPF sources told Nagaland Post that owing to certain circumstances, the party was being compelled to issue the tickets at their divisional offices. Reportedly, there are at least 20 newcomers who will be issued tickets.

Meanwhile, minister for Roads & Bridges and political affairs, G. Kaito Aye, reportedly walked out of the party consultative meeting held at its central office on Saturday.

It was learnt that Kaito was miffed with the party for not maintaining the “reconciliation memorandum” signed in December 2017, in which it was resolved that all the sit-

ting MLAs would be allotted tickets. Upon his exit from the meeting, the minister tendered his resignation.

Meanwhile, commenting on the decision of BJP sealing a pre-poll alliance with NDPP, the NPF central press secretary, Sebastian Zumvu, said that both the parties did not have the courage to face the Naga people at the polls. He said the two parties were compelled to rely on each other to take on the “party of the Naga people, NPF.” Zumvu said NPF wanted to maintain healthy relations with the party in power at the Centre, but not at the cost of the welfare of the Nagas.

He also said that BJP was piggybacking on the NPF since 2003 and NPF had kept them in control like a “Bonsai plant” as it was clear through how the party won 7 seats in 2003, 2 seats in 2008 and one in 2013.

He said if not for the NPF, the Lotus could never have bloomed or the trishul pierced

into the heartland of Christ.

He admitted that NPF was for the Naga people, but the party was compelled to maintain silence time and time again considering its relation with the saffron party even when atrocities were committed in the mainland on Christians and minorities over their beliefs and food habits.

Further, Zumvu said that for the sake of maintaining healthy relations with the party in power at the Centre so as to ensure an early, favourable and honourable solution to the Naga political problem is bargained for, the party was compelled to sacrifice up to some extent.

However, he said with the proverbial load off its shoulders, the party would not hesitate to speak the truth so the Nagas were not treated or considered second class citizens of the country in any manner. Zumvu said the party would speak the truth and would stand for unity and integrity of the country.

BJP snubs NPF, forge seatsharing alliance with NDPP Staff Reporter

DIMAPUR, FEB 3 (NPN): In a significant development, the BJP has agreed to forge a pre-poll alliance with the newly floated Nationalist Democratic People’s Party (NDPP) and thus ending speculations about any pact with its long time non-Congress ally, the ruling NPF, to contest the February 27 Assembly polls on a seat sharing basis.

The decision to this effect was made in New Delhi at a meeting between national BJP president, Amit Shah and NDPP leader and lone Lok Sabha MP, Neiphiu Rio, in the presence state BJP president, Visasolie Lhoungu and other leaders.

Another meeting was held at Guwahati on Saturday with BJP election in-charge of Nagaland, Kiren Rijiju and Neiphiu Rio. The leaders also addressed the media after the meeting. Polls will not affect peace process: Ravi Correspondent

KOHIMA, FEB 3 (NPN): Interlocutor for Naga peace talks, R.N. Ravi has assured the Naga people that the “ongoing peace process has not and shall not be affected by this election.”

In the letter to CCNTHO convenor, which was made available to the media, Ravi said he was aware of the prevailing situation in Nagaland over the forthcoming elections.

“I am sensitive respectful to the Nagas popular sentiment for an early solution. The negotiating parties are trying their best and have made significant progress in the last three years,” he said. Ravi in this regard called upon all Nagas, at this crucial juncture, to maintain peace and harmony in the state.

Won’t persuade candidates: CEC NEW DELHI, FEB 3 (AGENCIES): Election Commission will not convince candidates to file nominations in Nagaland where some parties have announced a boycott of this month’s polls, chief election commissioner O.P. Rawat told The Telegraph.

“Once the election O.P. Rawat (File) process starts, there is no authority for anyone to interfere with it. Courts are also barred. It is the mandate of the EC to deliver a duly elected Assembly before the expiry of its term. Remaining things are hypothetical,” Rawat said. Asked whether the panel will hold talks with the parties, Rawat, who took charge as CEC last month, said: “We are not concerned. It is not our responsibility. The notification has been issued and our returning officers are waiting for nominations.”

Under the Representation of the People Act, the poll panel has to notify fresh elections if no nominations are filed. If none is filed the second time, the commission is not under any obligation to conduct polls until “it is satisfied that there will be no such failure”. There is no time frame for the second notification.

CCNTHCO leaves issue of poll participation to parties NSCN (I-M) CAO shot dead Correspondent

KOHIMA, FEB 3 (NPN): One by one, after political parties reneged on their January 29 promise to boycott the elections, Core Committee of Nagaland Tribal Hohos and Civil Organisations (CCNTHCO) has decided to leave the decision upon the political parties on whether or not to participate in the 2018 polls.

After a marathon meeting at hotel Japfu Saturday, CCNTHCO said it would not use force or go against people making choices based on their own decisions. However, CCNTHCO said it will continue to pursue this issue while appealing to the political parties to respect the popular wishes of the people.

Addressing media persons after the meeting, C C N T H C O c o nve n e r, Theja Therieh expressed

confidence that good sense would prevail and there would not be any untoward incidents because of their demand.

He said that the committee will continue to respect and maintain the joint declaration made by the political parties.

Therieh said it was unfortunate that the BJP decided to contest the polls despite its official representative signing the declaration, and later suspending the officials in disregard for the consensus of opinion among the political parties.

He said the BJP’s decision will be remembered in the history of the Nagas.

Therieh also expressed regretted that the NLA resolution which was passed by all legislators, including BJP MLAs, was disregarded when all the civil bodies came forward in support of it. Therieh said that a full bench of the Election Com-

mission had taken note of the issue. However, he said, ECI cannot recall their own notification and the same message was made known to the president’s office and the MHA sensitized on the matter.

Further, he said government of India’s interlocutor for Naga talks, R.N. Ravi had been facing sleepless nights to work out a mechanism between the two negotiating groups for a solution at the earliest.

However, he was equally helpless to give time frame, Therieh said.

He said if Ravi and the two negotiating groups could declare a time frame, then election could have been deferred without any difficulties. Since negotiations were at crucial stage, Therieh said they were not in a position to set a time frame to hammer out a solution. Because of this, he said the Centre could

DIMAPUR, FEB 3 (NPN): One person identified as Dichungbe Nriame, NSCN (I-M) deputy kilonser, caretaker CAO of Asalu (Zeliangrong) region, was reportedly shot dead by unknown miscreants at Jalukie town, Peren on Friday.

According to police sources, the assailant reportedly armed with 12bore rifle opened fire on the victim at his residence, Midland Colony, Jalukie town at around 8 p.m. when he had gone to close the main gate. The assailants reportedly pumped the bullet into the left side of his chest and fled from the scene under the cover of darkness. He was rushed to Jalukie town nursing home, but was declared brought dead.

A case has been registered with the Jalukie police station and investigation is (Cont’d on p-7) underway, police said.

NSCN (I-M) condemns: NSCN (I-M) through its MIP has strongly condemned the “coldblooded assassination” of Dichungbe Nriame, on February 2, 2018.

MIP stated that “such a coward and dastard act of killing a national worker” at a time when the whole of the Nagas were longing for peace and unity was “totally uncalled for.”

It stated that the group, heeding the call for peace by the masses and in the spirit of forgiveness towards its rivals, had been lying low by not launching any offensives “for the nation awaits the inevitable coming of a great change.” While seeking a clarification from the perpetrators, the NSCN (I-M) warned that it would be compelled “to launch its investigation to find out the truth and do whatever it takes to bring justice.”

NEW DELHI, FEB 3 (NPN): Dimapur Railway station is among the 1253 stations that have been identified to be developed under Adarsh Station Scheme.

In a written reply to a question in Rajya Sabha on Friday, the Minister of State for Railways, Rajen Gohain, said the development/upgradation of passenger amenities at stations in Indian Railways was undertaken under various schemes. Out of 1253 stations, 1046 railway stations have been developed so far and the remaining stations are planned to be developed by 2017-18.

Upgradation of stations is a continuous and on-going process and works in this regard are undertaken depending upon need, volume of the passenger traffic and inter-se priority subject to availability of funds.

Facebook may soon tell if you are rich or poor

LONDON, FEB 3 (IANS): Facebook has filed a patent application for a technology that will automatically detect the users’ socio-economic status and segregate them in one of three classes -- working class, middle class or upper class.

According to the patent, the social media giant wants to build a system that collects users’ personal data, such as education, homeownership and internet usage, in order to predict their socio-economic status, Dailymail reported on Saturday.

The patent, that was made public on Friday, suggested an algorithm that might improve Facebook’s targeting capabilities, helping it serve up more relevant (Cont’d on p-7) advertisements to users.

DIMAPUR: Various programmes were conducted

by Agriculture Technology Management Agency (ATMA) in the month of January.

AT M A Wo k h a : ATMA Wokha organised a short programme on Mobilization of SHG on January 27, at Humtso Village.

BTT convenor Zuthunglo Erui, highlighted its concept, role and formation of SHG in the farming community.

Altogether, 11 participants attended the program of which “Lotus SHG” shared and appreciated the govt policy and ATMA Wokha. They said that “Lotus SHG” was formed five years ago and had been functioning at top speed.

They also took up ginger cultivation.

Earlier the programme was chaired by ATM Wokha Elilo Kikon.

Meanwhile, on January 13, ATMA Wokha

block, imparted training cum demonstration programme on the topic “Cultivation and practices of potato”, at Wokha Village with AFA Wokha, Chichanbeni Yanthan as resource person.

The participates were trained on various topics including spacing and planting methods, proper irrigation, earthing up and the control of pest and disease management. Resource person also demonstrated on how to prepare and cultivate potato. Altogether, 22 farmers attended the programme. The programme was chaired by BTT, Wokha Zuthunglo Erui.

The programme included visit to the farmers’ field for inspection after

which the resource person for the programme ATM Longmatra block Tsarila briefed the farmers about the importance of spacing to be maintained between rows and trenches which also enhances easy removal of weeds. She also stressed on the planting material, irrigation during off-season and health benefits of pineapple.

Altogether 24 farmers attended the field day programme.

Meanwhile, ATMA Sitimi block, Kiphire district established a Farmer Interest Group (FIG) on cabbage crop on January 30, at Natsami Village.

Resource person of the programme was ATM Sitimi Block Lipokjungla Ozukum. She explained the importance of forming the group where they

could pool in knowledge and resources by sharing a common interest and goal thereby sharing the resulting benefits.

They were also encouraged to develop self help approaches, share production and marketing ideas by creating an environment for discussions, training and information sharing.

Responsibilities of the group such as bookkeeping, record maintenance, electing group leader and assigning responsibilities were also discussed.

Altogether, 12 members were confirmed to form the FIG. Angjangyang Block, Mon: ATMA Angjangyang block conducted various trainings and demon-

strations on February 2 and 3. The resource persons were BTM Mhachamo Ngullie and ATM Leiwang Konyak.

Training was given on application of organic fertilisers, management of solanaceous crops and bitter gourd, while demonstration was done on piggery management, preparation of dishwash, cultivation practices of okra and potato.

Earlier BTM Nemchaba Jamir explained the duties and function of ATMA at block level.

Esham (Farmers friend from Angjangyang village) also encouraged the participants by explaining the responsibilities of farmers’ friend and farmers.

Altogether 42 farmers from Angphang, Jakphang, Angjangyang and Changlang villages benefitted from the programme. Seeds and dishwash kits were distributed to the farmers.

DC & DEO Kohima notifies: DC & DEO Kohima, Rajesh Soundararajan, IAS, has directed all concerned Government employees under Kohima District, who have been drafted for Election duty to the ensuing Legislative Assembly Election and have applied for Exemption of election duty on Medical Grounds to appear before the Medical Board at Naga Hospital Authority, Kohima on February 8 and 9 at 11:30 a.m. He informed that no further application would be accepted or entertained after February 9.

Kohima DC & DEO appeals: Deputy Commissioner & District Election Officer Kohima, Rajesh Soundararajan, IAS, has informed the general public in a press release that any offer of cash, liquor, gift items or free food to the electors during election process was bribe. Both the persons, offering and accepting such bribes are liable for punishment with imprisonment up to one year and fine. The release further stated that Flying Squads and Surveillance Teams had been formed to keep watch over such activities and to check movement of items meant for inducement of electors during the election process. He therefore appealed any member of public may inform such incidents of bribe to the Complaint Monitoring Control Room No. 0370- 2291136.

ADC & chairman medical board Mkg informs: Medical board Mokokchung district will be conducting medical examination of all government employees who have applied for exemption from polling duty on medical ground on February 6. In a notification, ADC & chairman medical board, W. Manpai Phom has informed all the applicants to produce medical investigation reports to the board.

Applicants failing to appear before the board will be considered deemed to have not applied for exemption.

DC & DEO Mkg prohibits carrying of arms: In accordance with the guidelines issued by ECI to take preventive action to ensure peaceful conduct of election in the district, Deputy Commissioner and District Election Officer (DC & DEO) Mokokchung, Sachin Jaiswal has issued an order prohibiting carrying of arms within the jurisdiction of Mokokchung district. It informed that the prohibitory order has been put into force with immediate effect, which will remain in force till the completion of the electioneering process. It further informed that the word “arms” as per section 153AA of IPC 1860 implies articles of any description or adapted as weapons which includes fire arms, sharp edges weapons (daos), lathis, dandas and sticks.

Wokha DPDB meeting postponed: Deputy Commissioner (DC) and District Planning and Development Board (DPDB) Wokha vice chairman Dr. Manazir Jeelani Samoon, (IAS), has informed that the monthly DPDB meeting for the month of February 2018, which was scheduled to be held on February 9, has been postponed till further information.

DC Wokha notifies on medical board examination: In view of the forthcoming 13th state Legislative Assembly Election, DC Wokha has convened the first medical board examination on February 5, 10 a.m. at the office chamber of ADC Wokha. The medical board for examining polling personnel for exemption from election duty is hereby constituted with the following members, ADC & chairman, Nokchasashi, Dr. Robin, Dr. Sanan, Dr. Nouneo and Dr. Nirethono as members. It further informed that this order will be in force till the completion of the election process.

Mon DC notifies on Postal Ballots: DC & DEO Mon, K.Thavaseelan, (IAS), has notified all the concerned that Form 12 will be made available at the Postal Ballot Facilitation Centre 1st Floor, DC Office Mon from February 3 onwards. He informed that ID Cards for verification have to be produced to avail the forms. Last date of submission of forms would be February 8 for the personnel who are enrolled in other districts. For personnel who are enrolled under Mon district, the last date of submission would be February 13.

Postal Ballot for Phek District: To facilitate Postal Ballot to all concerned employee drafted for election duty during the 13th Nagaland Legislative Assembly 2018, all concerned have been informed to submit duly filled in Form-12 along with photocopy of appointment order and EPIC Card to the Postal Ballot Facilitation Centre on or before February 8 to enable the Office of Deputy Commissioner and District Election Officer, Phek to make necessary arrangement for issue of Postal Ballot Papers to all the Applicant.

Polling Officials training for 6th Tening AC concludes: Preparations for 13th General Election for Nagaland Legislative Assembly for 6th Tening seat polling personnel held at Town Hall, Tening from February 1 to 3 concluded today. Demonstration of Voters Verifiable Paper Audit Trail (VVPAT) and imparted the duties and responsibilities of the polling personnel. Training was attended by polling personnel from various polling stations of the 6th Tening Assembly Constituency.

SOT Dimapur police recovers IMFL DIMAPUR: Acting on specific input, Special Operation Team (SOT), Dimapur police on February 2 intercepted one truck (AS-01/GC-5127) at 3rd mile, Dimapur, near weekly bazaar area and recovered 1258 cases of assorted Indian Made Foreign Liquor (IMFL).

Dimapur: Deputy Commissioner & District Election Officer, Dimapur, Sushil Kumar Patel, (IAS), convened a meeting with all the Head of Departments (HoDs) under Dimapur district on Saturday at the conference hall of DC Dimapur.

In the meeting, Sushil Kumar Patel directed all the HoDs to ensure that the staffs under them who are on election duty, to submit Form 12 on or before February 17 in DCs office Dimapur, along with all the supporting documents.

Along with Form 12, he or she has to submit government detailment

order, EPIC/ Government service ID card, Sushil informed.

Reminding them about the limited time, DC appraised the HoDs perform the task at the earliest stating that it would be difficult for issuing postal ballots unless Form 12 was ready.

He also informed that photostate machines were kept ready at the training site (Dimapur College) to facilitate election related matters to the nodal officers. Further, Sushil Kumar Patel directed all the HoDs to submit the names of extra drivers along with phone numbers

In a notification DC & DEO Longleng, John Tsulise Sangtam has informed that the first phase of train-

ing for presiding officer and first polling officer will be held on February 7, 11 a.m. at GHSS auditorium, while for the second polling officer, third polling officer and fourth polling officer will be held on February 8, 11 a.m. at EBRC hall Longleng.

The second phase of training for the presiding officer and first polling officer will be held on February 13, 11 a.m. at GHSS auditorium, while for the second polling officer,

Myanmar refugees moved to one relief camp Aizawl, Feb 3 (PTI): Refugees from Myanmar who took shelter in four villages in Mizoram’s Lawngtlai district are being moved to one relief camp at Hmawngbuchhuah village, district officials said Saturday. They are being moved to a single place so that they could be given proper attention, food, essential commodities and relief materials, the officials said.

The refugees, now numbering 1,053, including 566 women belonging to 244 families, are refusing to return to their homes in Myanmar, though the Assam Rifles personnel and the Myanmarese Army officials said that Paletwa and nearby villages were safe for the people to return.

Earlier, the Myanmarese nationals fled Myanm a r ’s C h i n s t a t e a n d took shelter in Mizoram’s Laitlang, Zochachhuah, Dumzautlang and Hmawngbuchhuah villages since November 25, 2017, an official said.

by PRO (Defence) said that the battalions, based on specific input of cadres trying to terrorize and extort money from Lingtoi village, launched an operation and apprehended the cadres with two pistols, live ammunition and other incriminating evidence.

Post spot interrogation, the cadres admitted to being active part of the outfit, the release said.

The official also said that a three-tiered model has been conceived with leading oncologists, which would offer different levels of cancer care ranging from complicated procedures to simple diagnostic tests.

“The model envisages building capabilities in the existing public health system.

These will constitute two ‘step-down’ tiers to complement existing three apex cancer hospitals in the state, creating a unique care delivery model to address the cancer burden in Assam and neighbouring regions,” he added.

The official further said that the model is centred on the use of technology and task shifting to facilitate operations in remote areas, and patient-centric design principles to provide a good in-hospital experience to the patient and care-giver.

IMPHAL, Feb 3: Manipur Narcotic and Border Affairs (NAB) Saturday said 450 acres of poppy plantation have been destroyed in its campaign against the illicit cultivation since January last week.

Addressing a news conference here, Superintendent of NAB W Babu Singh said that NAB unit of Manipur police along with state and Central security forces have so far destroyed 450 acres of poppy plantation across the hill areas of the state.

The campaign against the illicit plantation of poppy has been intensified in the last few days following a strong instruction from the state chief minister, Basu said.

IMPHAL, Feb 3: Manipur social welfare minister Nemcha Kipgen Saturday launched Pradhan Mantri Matru Vandana Yojana (PMMVY), a maternity benefits scheme for pregnant women and lactating mothers (PW&LM), through the Direct Benefit Transfer (DBT) in a simple function held at her office chamber.

The DBT for the scheme will be operational through Public Financial Management System (PFMS), a web-based online software application developed and implemented by the office of Controller General of Accounts (CGA).

The PMMVY programme is restricted only to the first born child per woman. In case of miscarriage/ till birth, the beneficiary would be eligible to claim the remaining installment (s) in event of any future pregnancy, the minister went on to inform.

Lyngdoh told journalists.

Lyngdoh was referring to NPP President Wanwei Roy Kharlukhi statement of the possibility of having a post-poll alliance with the Congress after the February 27 assembly polls.

“The Congress here is our opponent. When the need arises we don’t rule out alliance in future. But we are not working with anybody here because we are sure that this time we are getting an absolute majority and we are sure that we don’t have to work with anyone,” Kharlukhi told journalists.

However, the Congress leader termed NPP’s statement was to “fool” the people of Meghalaya.

“They are trying very hard to convey to the people of Meghalaya by saying that the NPP is fighting the BJP in the state. But the people of Meghalaya are intelligent and cannot be fooled by such false claims,” Lyngdoh said. “If they are so serious, why don’t they sever ties with the BJP-led NDA and North East Democratic Alliance (NEDA) instead of going overboard projecting Bihar Chief Minister Nitish Kumar as the next Prime Minister after the 2019 Lok Sabha elections,” he asked.

Substantiating their claims that “NPP is part of the BJP,” Urban Affairs minister said, “It is known to everybody that before BJP finally decided its candidates, they had called NPP leaders from Jaintia and Garo Hills to Guwahati and jointly got into an exercise on how to field and where to field candidates.”

G u wahati , F e b 3 (PTI): Tata Sons chairman Natarajan Chandrasekaran Saturday said that the Tata Group will join hands with Assam government to roll out an elaborate cancer care programme across 15 districts of the state from next year.

“Tata group has a long-standing relation with Assam. Assam is very close to us. Our cancer care programme will be launched in the state in coming days,” Chandrasekaran said at the inaugural function of the Global Investors Summit 2018 here.

The group will sign a Memorandum of Understanding during the ongoing ‘Advantage Assam’ summit with the state government, he added.

Chandrasekaran said that its proposed healthcare initiative will be spread across 15 districts of the state. However, he did not elaborate further.

When contacted, a Tata Group official told PTI that the proposed infrastructure footprint comprises 17 centres across the state and it will be able to provide much-needed services starting early next year.

BJP using Bofors issue to hide its failures: Cong

NEW DELHI, FEB 3 (IANS): The Congress on Saturday accused the BJP government of conspiring against it, saying it (the CBI moving SC to reopen Bofors case) was being done to “save itself from facing public backlash in the 2019 general elections” and to divert attention from its failures.

“The decision of the Delhi High Court in the Bofors case established how Congress leadership, including (former Prime Minister) Rajiv Gandhi, was a victim of the smear campaign of the BJP decades ago,” Congress leader Randeep Singh Surjewala told reporters here.

Hitting out at the Bharatiya Janata Party (BJP), Surjewala said: “The smear campaign of the BJP against the Congress was exposed in 1991 by the people’s mandate. And even after the death of Rajiv Gandhi the top courts exposed their conspiracies.”

The Congress leader was referring to the Delhi High Court ruling of February 4, 2004, giving a clean chit to Rajiv Gandhi in the Rs 64-crore Bofors pay-off case.

Randeep Singh The court in its order said that no convincing evidence has been brought before it to prove that he received any kickbacks in the Rs 1,437 crore deal to buy 155 mm Howitzer guns from AB Bofors of Sweden.

Surjewala’s remarks came a day after the CBI filed an appeal in the Supreme Court challenging the 2005 Delhi High Court verdict discharging Britainbased Hinduja brothers -Srichand, Gopichand and Prakash Hinduja -- in the case of alleged corruption in the purchase of Bofors 155 mm howitzers.

Targeting Prime Minister Narendra Modi’s government, Surjewala alleged that the “conspirator BJP government under Modiji is indulging in cheap politics by using the Bofors issue

again to divert the attention of the public from the real issues”.

“A failed Modi government is using such cheap tricks to save itself from being dethroned in 2019.

“They are indulging in cheap politics but they are not going to succeed,” the Congress leader said.

Surjewala also said that even Attorney General K.K. Venugopal in his letter said that there is no evidence or truth in the case.

“Despite that, after 27 years of the death of Rajiv Gandhi, filing an appeal in the courts exposes the Modi government,” he said.

The Rajiv Gandhi government (1984-89) was rocked over the allegations of kickbacks in the purchase of 155 mm howitzers from the Swedish arms manufacturer.

The CBI on January 22, 1990, registered an FIR for alleged criminal conspiracy, cheating and forgery under the provisions of Indian Penal Code and sections of the Prevention of Corruption Act against Martin Ardbo, the then President of AB Bofors, alleged middleman Win Chadha and the Hindujas.

THIRUVANANTHAPURAM, FEB 3 (IANS): While the controversy over Kerala Health Minister K.K. Shailaja sporting spectacles worth Rs 28,000 has died down, Assembly Speaker P. Sreeramakrishnan has run into a similar row.

RTI documents reveal that Sreeramakrishnan has even more expensive spectacles -- priced at Rs 49,900, which includes Rs 45,000 for the glasses and Rs 4,900 for the frame. The costs of the spectacles of both the Communist Party of IndiaMarxist (CPI-M) leaders have been reimbursed by the state government.

“I found it difficult to sit in the Assembly as I was unable to see properly and I had to often move my head to look from one side to the other,” Sreeramakrishnan said on Saturday. “I also had trouble climbing steps.

So my doctor then advised me to get a better glass and I did that.” The controversy came to light after media reports showed Kerala legislators claiming medical reimbursements running into lakhs. When Shailaja’s expensive spectacles and the medical reimbursement of her husband became news, they had a tough time defending it.

NEW DELHI, FEB 3 (IANS): The CPI-M, which has already challenged electoral bonds in the Supreme Court, on Saturday termed this method of political financing a way to legalising political corruption and a resort for trade-offs between political parties and corporates.

“CPI-M has always believed that first step to ending political corruption is to ban donations by corporates to political parties. This is the supply side of corruption ... and unless this is plugged, political corruption cannot be ended.

“Instead of that, you (BJP) are legalising political corruption. Electoral bonds are nothing but legalisation of political corruption,” Communist Party of India-Marxist General Secretary Sitaram Yechury told media here.

The Supreme Court on Friday had issued a notice to the centre on a CPI-M plea, which challenged the introduction of electoral bonds, which were operationalised earlier the same day through a notification.

“This (electoral bond system) is dangerous in the sense that any foreign company can also now

And they have removed earlier clauses and stipulations which had put a ceiling on the amount a corporate can donate to a political party... It means shell companies can be set up, money laundered,” Yechury said.

He condemned the bonds as violation of ‘right to know’ -- as understood under Article 19(1)(a) of the Constitution and Article 14 (Equality before Law) -- brought for “perpetrating a fraud on the constitution by passing it as a money bill, even though it does not qualify as a Money Bill under Article 110 of the Constitution”.

He also criticised the amendments made to the Foreign Contribution Regulation Act (FCRA)

made through the Finance Bill 2018, which rendered valid all the foreign contributions to political parties made since 1976-- the year FCRA was enacted.

“This again is a very ver y dangerous move whereby foreign companies -- who owns them, who controls them, to what method are they raising their resources... It is very clear that these donations are a form of investments by the foreign companies for trade-offs and for deals.

This is nothing but crony capitalism of a highest order,” said Yechury.

Demanding repeal of the electoral bonds, Yechury also suggested that corporates should be made to strengthen democracy through a law for the purpose. “.... let there be law that defines a percentage of profit that must be given for strengthening of democracy and let this fund form a corpus which can form a system of state funding of elections. We see this in many western democracies. And this is process of state funding of political parties for electoral practices would be more transparent .. We can work out a mechanism,” he added.

Four dacoits arrested in Lucknow L U C K N O W, F E B 3 (IANS): Four members of a criminal tribe gang from Rajasthan were arrested here in after an encounter with the police early Saturday, an officer said.

The arrested men were said to be part of the notorious Bawaria gang from Bikaner that has been committing dacoities in the state capital over the past few weeks, striking at three places and killing two.

Senior Superintendent of Police (SSP) Lucknow Deepak Kumar said two of the dacoits were injured in the gun battle. They have been identified as Manoj aka Chotu and Mahendra.

The other two arrested have been identified as Rajesh aka Patella and Ramesh. Kumar said the four were part of a gang that had struck at houses in Kakori, Chinhat and Malihabad between January 18 and 22. A combing operation by the police was underway to find Ramdeen, Kalia and Dayaram, who were on the run. The police also recovered a 12-bore gun and several country-made pistols, along with some live cartridges. An officer said that after committing the crimes, the gang members had fled to Bikaner, Jhunjhunu and Anwar in neighbouring Rajasthan.

Two killed in Kolkata accident, clashes erupt KO L K ATA , F E B 3 (IANS): Two college students were killed when a bus hit them after ignoring a traffic signal here on Saturday, leading to clashes between locals and police.

The accident occurred at the Chingrighata crossing on the Eastern Metropolitan Bypass around 11.45 am and the accused driver was arrested, a police officer said.

After the accident, angry locals pelted police with stones and torched four buses, accusing police personnel of not controlling the traffic well and instead demanding money from several vehicles.

Stones were hurled at police vehicles and a fire tender that was sent there to put out the fire.

Police lobbed teargas shells and baton-charged the mob to disperse them.

“We have been talking to local people and area domination operation has been carried out,” the police officer said.

Assaulted Kashmiri students Aftab Ahmad & Amjad alleged that they were assaulted without any provocation.

The case was registered under several sections of the Indian Penal Code for rioting, unlawful assembly, wrongful restraint and voluntarily causing hurt.

Mehbooba Mufti has urged authorities in Haryana to probe the incident and take action.

“Shocked & disturbed to hear reports of Kashmiri students being assaulted in Mahendergarh, Haryana. I urge the authorities to investigate and take strict action,” Mufti had tweeted.

CHANDIGARH, FEB 3 (IANS): The Haryana Police on Saturday arrested three people for allegedly assaulting two Kashmiri students in Mahendergarh town in south Haryana.

“Guilty will be punished. The incident began over a minor collision of motorcycle of the accused.

Three people have already been arrested and senior officer (SP) is on the spot,” Haryana Chief Minister Manohar Lal Khattar tweeted on Saturday after the matter was raised by his Jammu and Kashmir counterpart, Chief Minister Mehbooba Mufti. follower of former minister and Congress legislator Komatireddy Venkatreddy. The town was rocked by another brutal murder on January 29. The decapitated head of a 25-year-old P. Ramesh was found kept on the wall of a roadside religious structure.

Police later recovered the torso from another place.

nion Finance minister, Arun Jaitley, who has presided over the nation’s finance since 2014, presented what was to be billed as an election budget for 2019 on February 1, 2018. The budget was received with mixed reactions, depending on whether the view was political or apolitical. For pro-Modi economists including self-styled media economists, the budget was ‘popular and not populist’ yet they could not pin their hopes and wishes on hard facts.

The budget can be better but that would only happen if the finance minister honestly and humbly admits that the pro-corporate bias in the last three years and especially the implosion called demonetization had sunk the economy. Before it could recover, the Modi government injected the hurriedly implemented GST which literally paralyzed it further. Be that as it may, the Modi government has always blamed the previous UPA government for everything. But it cannot blame the UPA for the present state of financial turmoil. The Modi government inherited a healthy economy from the UPA which held its growth at a robust 8.5% for most of its tenure. When UPA took over from NDA in 2004, the opening cash balance on June 1, 2004 was negative Rs 2730 crore. On the other hand, the opening cash balance on June 1, 2014 just after UPA demitted office was Rs 26,510 crore. After Modi came to power, the growth had slowed down to 6.7% and expected to rise to 7.5% after June 2018 onwards.

This despite the fact that the Modi government greatly enriched itself with added taxes on the banking sector and adding newer and higher taxes. After demonetization a total of 9.1 million new taxpayers were added in 2016-17, an 80% increase over the typical yearly rise, highlighting the impact of India’s November demonetisation of high-value currencies. This is expected to significantly boost the government’s tax revenue to a handsome amount. India had only 55.9 million individual taxpayers at the end of 2015-16. In other words, the Modi government is flush with funds and spending hugely on infrastructure. But the economy is still sluggish since the core agro-allied and small and medium enterprises are still reeling after taking a big hit from the combined power of the note ban and GST. However much Modi tries to convince people that things are better today than in the pre-NDA era, his government has struggled to make lasting progress in most areas of India’s political economy. If one simply goes by the key economic data released by the Modi government, the performance of the NDA over the last three years has been subpar. We are far from experiencing the achhe din Modi had promised in his election speeches in early 2014. Even after “refining” the methodology for calculating GDP and Index of Industrial Production the Modi government has ended up making the last two years of UPA look better and its own three years much worse. As things stand today, additional job creation in the organised sector under NDA has been less than half of what was experienced in the last three years of UPA. However much Modi draws upon his considerable communication skills to convince people that things are better today than in the pre-NDA era, the stark truth of worsening joblessness is not easy to counter. However, the show must go on and event management is still spinning yarns while economists brace themselves for another tremor.

Elections for solution?

ll the Indian state political parties that will be contesting the coming elections are saying that they are all for a political settlement between the Government of India and the various Naga factions. They have also said over the years that they would be most willing to vacate their elected seats if a settlement finally dawns. But what have all these political parties been doing ever since a forced election was conducted in Nagaland in 1964? All that they have been doing is enthusiastically participating in Indian elections which will never bring any solution to the Indo-Naga conflict. This is the fact, because it was the 16 Point Agreement (16 P.A.) that paralyzed the possibility of a solution to the IndoNaga conflict. In fact it was the signatories of the 16 P.A. who compromised the unique status of Naga independence and made it into an issue of internal Indian affairs. But whatever the case may be, it must be remembered that the 99.9% Nagas of the Plebiscite (which was conducted by NNC) were not a party to this treacherous sell out. It also must be remembered that the

years- 1964 to 2018.

In my opinion, for Nagas to hope for a solution while still going for Indian elections is like children playing the gunny bag race. In that children’s game, the participants inside gunny bags, race towards a line of sweets hanging in a line above their heads.

Trapped within the gunny bags, they jump up and down until they get hold of a sweet then run back to the finish line to savor their sweets for awhile. Nagas of the 16 P.A. have been playing such a game to the boisterous applause of all Indians and the rest of the world!

However, in the final analysis, Nagas can find a way out of those gunny bags and on to a solution by returning back to the NNC and FGN fold. This political institution and government of the Naga people have never betrayed the Naga mandate for a free and independent Nagaland.

They did not participate in the 1952 or 1957 Indian general elections because they had never signed any document to be part of the Indian union of 1947 or the republic of India on Jan. 26, 1950. As for the repeated Indian elections in

Nagaland, they have never participated in any of these elections. On the other hand, the NNC and FGN position has been one of peaceful resolution, rather than another bloody military confrontation.

This was their position when they entered into a ceasefire agreement with the government of India in 1964. This was their position again in the 1975 Shillong Accord when the recommendations of the accord were brought to the Federal Assembly and the then President of the FGN referred them to A.Z. Phizo and the Central Executive Committee for a peaceful resolution. As for the arms of the Federal army, they were submitted to the custody of the Nagaland Peace Council in their pursuit for a peaceful solution.

In conclusion, any signature appended to be a part of India or the Indian Constitution is a damning signature because it would deprive Nagas from having a country they can call their own. Such a signature would reduce Nagas to become refugees in their own motherland and become subjects of another country.

raise God! Praise God! Praise His Holy name. There is no better word than Nagaland for Christ, in the whole of this world. But the Nagas have not followed this in spirit and action. As far as we know the misuse of this has murdered some people, because of using “Nagaland for Christ” in the form of seal on cash memo for extortion of money: and because Satan is clever to beguile man and woman but Christ is more wise in salvation of his people. There will be absolutely no problem if this could be fully utilised in both spirit and practise.

Every individual, group and government imperatively need to apply this golden word in solving every problem. Here in the case of Rengma tribe, will the state government of Nagaland apply this as an experiment and grant the Rengma tribe as a district.

Most presumably the criteria of the district had been made during the regime of the NNO in Nagaland and the qualifications of the district in those days might not have properly fitted in these days. If so the present government may kindly look into the matters and add more sentence as: “Every distinct tribe and its contagious area in Nagaland shall be a district”. One this is done the same shall be universally applicable to the whole of Nagaland.

As it had been stated above the use of Nagaland for Christ would lead the world in a long way. It is therefore suggested that Nagaland for Christ be promoted to Nagalim for Christ, North East for Christ and so on.

Woes of engineering graduates in our Country

he dismal state of today’s higher education especially in engineering courses in India itself is very much alarming.

There are almost two million students get enrolled in various engineering courses in private and government colleges. It is estimated to be 1.7 million engineering graduates are produced every year (according to India today & Aspiring Mind Study) and keeps adding in to the numbers year after year, which is more than the USA and China combined.

Woes of most engineering graduates: How many of them are in a position to attain suitable as well sustainable jobs as per their choices and skills? It is learnt that less than five lakhs are engaged in to the job while the rest remain either unemployed or under employed. It raises enormous concerns of the fate of those poor unemployed graduates as well as their parents? Does it not so a reflection of the economic downturn in the country?

They keep running door to door – pillar to pillar with a degree in hand to grab a job.

Even if one gets to clutch a job that may not be having any type of connection with one’s subject. And yet most of them are bound to take up jobs which seem to be well below their technical qualification. They are willing to work in any salary forsaking even their degree profile. For example: four of my office colleagues who once passed out from some of the reputed IIT and NITs of this country

In the light of these facts, the Indian government can even arrest any collaborators of the 16 P.A. if they refuse to participate in the present Indian elections. India can do this on the grounds of insurgency and treason to the Indian nation because the signatories of the 16 P.A. have already appended their signatures to be a part of India. But the Indian government can never arrest any members of the plebiscite on the grounds that they are insurgents threatening the integrity and sovereignty of India. I hope that some sane Nagas are getting my point that, it was the 16 P.A. that has dumped many Nagas into the Indian bag (bosta!).

In this context, R.N. Ravi, the Indian interlocutor, had stated that “Election and solution are not interrelated.”

Here I would disagree with Ravi because it is precisely the introduction and perpetuation of Indian elections in Nagland that has kept a solution of the Indo-Naga conflict in abeyance for all these past 44

have nothing to do with their engineering degree with the job they carry out presently.

The jobs they are executing now happen to be in a totally different field.

Why does it happen?There are number of reasons: - That simply may be due to the inadequate applied skill they earn during the course they prefer or to make their livelihood to withstand. Moreover, they are shouldering a burden to repay their education loan too. The tension of those students goes high soon they consume the bank’s waiting period to get a job and start repaying the same. The opening of the job market is also not adequate to accommodate them as per the technical qualification they attained once. It is indeed a serious disorder in this field of education.

Standard of Colleges: So called substandard engineering colleges are mushrooming everywhere in India now and added one after another to the numbers showing well updated brochures guarantying hundred percent placements. These are all in papers but reality is something else. A huge number of poor students are becoming prey and succumbed to these money chasing institutes every year.

On the other hand, it is pertinent to mention over here that, there is a significant declination towards the commitment of the teachers now a day and for which the knowledge level of the students going down. Aspect

of scoring better marks by the students in the exam any how is the prime motto for a sizeable numbers of institutes’ paying less importance to the mandate of the All India Council for Technical Education. Getting admission in those colleges is very easy. A student getting admission is not on merit but a simple entrance exam is enough to join. It is disgusting that the quality of engineering education has been decaying considerably.

Only an engineering degree on paper is not enough in this fast moving Globe to survive.

Ignorance of the society:It is sad that, most our parents are pushing their children forcefully to join engineering courses whatsoever overpowering the choice of the children after having finished class twelve. This is a wrong perception in the society as well. Although some of the students know the present scenario of the employment but, opposing the decision of their parents is equal to disrespect they feel. But the silent fact is that, later on they keep cursing their parents those who fail to grab any opportunity.

Lack of practical approach and Job availability: Shivam is an engineering graduate since 2014, who happens to be one of my friends’ son. He has already consumed his three and half years of golden time of his career for searching a job. Presently he has been engaged in a nearby DTP

center and also hunting for a permanent solution to survive. There are thousands of examples of this kind all over and keeps adding to the millions of unemployed youth engineers. It is pathetic as well as ridiculous, having completed engineering degree and not getting jobs is too sad. Moreover, the industrial automation in manufacturing hubs has also affected hiring opportunity and will further affect in future. Students are to be made aware of the possibilities and realities of each stream by counseling at early stages in school itself. I would like to talk about my own child.

He is a class twelve (science) final examinee this time. He is also an aspirant of getting admitted in software engineering along with many.

But gradually his intension of studying engineering is getting fade as the present situation of job statistics in this field is not very congenial due to the overwhelming competition all over. Fact is that, there is nothing to be worried for a serious guy, let it be any field of study.

It is worth to mention that, choice of the student has to be respected.

Need for renewal of old teaching methodology: Old teaching techniques and outdated syllabus are to be updated as per the need of the atmosphere of corporate and other sectors. Rather than theoretical an application based education is much needed like western countries. Part time job opportunities to

the students’ concern are to be provisioned by the Industries for 10 to 12 hours a week in some of the core industries. This would help students to learn discipline, working environment, team work, dead line of task etc.

These students will not be assigned for any such training while they get in to the job as fresher after completing graduation. Learn while working will make a student to acquire expertize in his field of study. This is what my nephew says that he had been doing his part time job in Ford Manufacturing Plant at Detroit while he was studying MS (Master of Science) in Michigan State University, USA. Finally, he has been selected by the same company after clearing his MS. Except some of the frontline educational Institutes; closed classroom education is still going on in Indian education system.

Teachers disseminating lecture in front of the students who gather information, keep noting as much as they can, study them, facing the exam and acquiring degree.

That set. Where is the expansion of their technical ability to the extent of creative thinking?

What Govt. should do right now? It is most obligatory to either create jobs all around or cut the number of engineers produced every year to have balance in both.

There is a grave need to bring strict regulations and vigil as well to the University affiliated colleges.

he collective effort of the Naga Civil Societies, Naga Political Groups, Political Parties and intellectuals on the current issue in Nagaland has attracted the attention of the Naga Scholars’ Association (NSA) towards building greater understanding of the Naga issue and realisation of the long drawn Naga political settlement. Towards this initiative and deliberations, the Naga Scholars’ Association would like to throw some reflections for taking forward the movement to achieving the Naga political settlement.

1. The Naga’s desire for solution to the protracted Indo-Naga political issue has drawn the attention of the Nagas at large. The desire of the Nagas for the political solution has also brought together the Nagas from all walks of life and has ultimately taken collective decision for deferment of the Nagaland State Assembly 2018.

This is a great achievement for the Nagas to have converged towards realisation of our aspiration.

2. The imposition of the current Assembly election in Nagaland by the Government of India against the wish of the Naga people has resulted for the current imbroglia in Nagaland and is leading to furthering the trust-deficit of the Nagas after having signed the Framework Agreement on 3 August 2015 and subsequent assurance of the Prime Minister of India for an early settlement. The approach of the Government of India is certainly a cause of grave concern for the Nagas.

3. It is of utmost importance for the Nagas to seriously consider to make the Nagas’ resolve for “solution” at this crucial juncture. The Nagas have to stand united in spirit and action. Towards achieving the desired goal, the Nagas should be resolute to face eventuality to overcome the undesirable elements from within the Naga society and from outside. The movement should be consistent and persistent enough to be able to achieve the goal. It should not be a repetition

of the 1998 experience where the Naga boycott of Nagaland State Assembly to pave way for Naga political settlement was sabotaged.

The past experience appear to be still haunting the Naga psyche that further adds to the state of indecisions in the minds of many Nagas.

4. The Naga politicians has a crucial role to play to make the movement successful. This is for the fact that all the potential electoral candidates belong to the Nagas despite varied political affiliations, be it national or regional. They must listen to the urgent call of the Naga people. It must also be reminded that this a crucial moment for the Nagas to be united for realisation of the Nagas’ aspiration.

5. The Naga political negotiators should also give utmost effort to collectively work out for an honourable Naga political settlement which is the desire of the Naga people. The Naga National Political parties should

seriously consider that the differences among them should in any case stand towards finding political settlement.

In view of the above concerns, it is time for the Nagas to unitedly strive for achieving the aspiration of the Nagas. The Naga people should continue to appreciate and support the initiative of the Core Committee of Nagaland Tribal Hohos and Civil Organisations (CCNTHCO) which is spearheading the current movement. The Nagas should further strengthen the current movement and actively involve the apex pan Naga bodies, particularly the Naga Hoho. It is also crucial for the leaders of the movement to continuously strive to usher the confidence of the Naga people.

We look forward to the success of the movement and achieve the cherished aspiration of the Nagas.

Isn’t it mandatory to make these students more creative, self-reliant, action oriented, innovative etc.? All of these characteristics could have been so relevant to all walks of life of engineers. These features ultimately attribute to personal development and entrepreneurial thinking. I presume that its inclusion in engineering education could be worthwhile so that a good number of unemployed abundant youths should not have been seeking employment under someone. And also they could have contributed many ways in ‘make in India swadeshi movement’.

Is it the fault of the students that they could not land up in a job? It is the system that could not improve the quality of our engineers.

So the change is inevitable in the system to bring them up to the hirable standard.

There is a vast difference between demand and supply, so the balance is necessary in between. Internships are happening to be an established means of training for students and also a source of hiring genuine employees. A serious thought and initiative by the government on this burning problem is much needed.

Bandh Culture Sir,

An organization following a ‘bandh culture’ to put across their demands is a burden to the society. While this may be assumed as a way to make your voices heard and outrage known but can we not find other ways? Not only do bandhs create inconveniences to the society, it also hampers the economy and affects the image of our state. This is not a slam on any particular organization and is definitely not being written as a pro or against piece on any views that may have been propounded recently or further in the past. Maybe, we as a society can one day come to an informal social agreement to put a “ban on bandhs.”

Pakistan offers scholarship to influence Kashmir students: NIA

L U C K N OW, F E B 3 (IANS): A CBI team on Saturday arrested a Central Goods and Service Tax (CGST) commissioner from Kanpur along with six others in a bribery case, officials said.

The commissioner named Sansar Chand is accused of taking bribes from businessmen on a monthly and quarterly basis.

Police said other than the accused official, some inspectors and a group of private persons used to exert pressure on some institutions and businessmen and fleece them for money.

In its report, the Central Bureau of Investigation (CBI) said that others who operated with Sansar Chand included Ajay Srivastava, Aman Shah, Rajiv Singh Chandel -- all three from Kanpur, and Amit Awasthi (from Rohini, Delhi), Aman Jain (Shivaji Park, Delhi) and Chandra Prakash (Punjabi

Bagh, Delhi). Wife of the arrested official Avinash Kaur has also been made an accused by the CBI. The agency has also accused the CGST commissioner of accepting highly expensive items, electronic goods at his Delhi residence from businessmen.

A source informed IANS that apparently the complaint was filed by a detergent manufacturer who was being asked to pay Rs 2 lakh per month to the commissioner.

Sansar Chand, a 1986 batch Indian Revenue Service (IRS) officer, resides in the Customs Colony in Gujaini area of Kanpur. He was arrested from Faizabad district of Uttar Pradesh while the others were arrested from the union capital. The CBI has also arrested office staff Saurabh Pandey and a private operator Manish Sharma in the case.

JAIPUR, FEB 3 (IANS): Shree Rajput Karni Sena chief Lokendra Singh Kalvi on Saturday dismissed reports that his outfit has withdrawn protests against Sanjay Leela Bhansali’s “Padmaavat” and said it must be some “fake news” circulated by a “fake Karni Sena”.

He also said that his group has made the BJP pay - via its loss in the Rajasthan bypolls - for not respecting the sentiments of the protesting Rajputs.

“There are many fake Karni Senas emerging in India. At present there are eight such entities operating in the country with vested interests,” Kalvi told IANS. The Rajput leader, whose group has been at the forefront of massive protests against “Padmaavat”, said there has been a “duplicacy” in matters pertaining to Karni Sena’s functioning.

He stressed that there was “only one Rajput Karni Sena operating in India and I proudly say that I am the

founder of that organisation”.

He also asked people to “beware of such similarly named organisations functioning and operating in the market”.

The Shree Rajput Karni Sena has been protesting the Deepika Padukone starrer since its inception, claiming the film distorts history.

“We started the initial protests against the release of the film, which we still continue to do,” he said.

“However, the other duplicate Karni Senas are creating a dubious situation by releasing contradictory and fake news,” Kalvi added.

The chargesheet filed in a court here on January 18 revealed that militants who fled to Pakistan had pursued their admission matters with the help of Hurriyat leaders based in Pakistan and Pakistan administered Kashmir.

The NIA said that scholarships are offered for MBBS and engineering seats under various schemes of the Pakistan government.

“This shows a triangular nexus wherein the terrorists, the Hurriyat and the Pakistan establishment are the three vertices and they are ostensibly patronising the Kashmir students in order to prepare a generation of doctors and technocrats in Kashmir who

will have leanings towards Pakistan,” the NIA said in the chargesheet, a copy of which is in the possession of IANS. NIA seized a document from the house of Nayeem Khan wherein he recommends a student for admission in a “standard medical college” in Pakistan because “her family has remained committed to the freedom struggle through thick and thin”.

Similarly, a document seized from the house of Shahid-Ul-Islam clearly shows that the Hurriyat leaders were sending recommendation to the Pakistan High Commission for the issuance of visa, it said.

Jammu, Feb 3 (IANS): Two Pakistan-trained LeT militants from Jammu and Kashmir were arrested soon after they returned to India via the Wagah-Attari border crossing in Punjab with valid passports and visas, police said on Friday.

“Baramulla police, army and CRPF have arrested two militants who had gone to Pakistan on valid Pakistani visas to obtain arms training there for undertaking terrorist activities in the Valley.

“They had obtained passports specifically for the said purpose. These militants of the Lashkar-eTaiba (LeT) were nabbed immediately after returning via Wagah-Attari border before they could formally join the militant ranks here in Kashmir,” a police officer said, identifying them as Abdul Majeed Bhat and Mohammad Ashraf Mir, both residents of Baramulla district. According to police, the duo, on questioning, revealed that they had undergone terrorist training in Pakistan along with large number of Pakistani boys, most of them from its restive Balochistan province and some as 10 years old.

“During the course of investigation, it was ascertained that students who were proceeding to Pakistan on student visas were either relatives of ex-militants or relatives of families of active militants who had indulged in various anti-national activities and had migrated to Pakistan or they were known to Hurriyat leaders,” it said.

Guwahati, Feb 3 (IANS): Commerce and Industry Minister Suresh Prabhu said a new industrial policy is being framed after 25 years and it is “being designed” to equip Indian industry for the future.

The minister spoke at an event organised here to commence the “nationwide consultations with industry” on the proposed new policy.

According to Prabhu, the policy is being designed in a way that it will adequately adress the future needs of industry and that prior attempts in 1956 and 1991 were driven by “ideology” or formulated at a time of financial crisis.

WASHINGTON, Feb 3 (PTI): Trade between India and the US is estimated to have jumped substantially from $118 billion in 2016 to $140 billion in 2017, according to an advocacy group that aims to promote bilateral trade.

In 2016, India was the ninth largest trading partner of the US and one of the major countries with which America has had trade deficit of more than $30 billion.

This is expected to continue in 2017 as well, an issue which has repeatedly been raised by President Donald Trump and his top officials in their interaction with their Indian counterpart.

NEW DELHI, Feb 3 (Agencies): The subsidy bill for the government will be higher this year to meet rising costs and keep prices down for the aam aadmi. Subsidy on food, fertilisers and kitchen fuel has by 15% to Rs 2.64 lakh crore for 2018-19 — up from the Rs 2.29 lakh crore revised estimate for 2017-18.

Food subsidy has got a 14% raise to more than Rs 1.69 lakh crore for 2018-19 to absorb rising procurement costs and help the government keep its promise to keep selling prices unchanged in National Food Security Act. Some 80 crore people are provided foodgrains at highly subsidised prices under the Act. Petroleum subsidy adds up to Rs 24,933 crore for 2018-19 — up from Rs 24,460 crore this fiscal.

Allocation for LPG subsidy has been raised to Rs 20,378 crore in view of the expanding consumer base, the Ujjwala scheme as well as higher oil prices expected through 2018.

Guwahati, Feb 3 (PTI): Indian Oil Corporation will invest Rs 3,400 crore in Assam over the next five years to expand its operations by setting up new units as well as upgrading the existing ones, a senior IOC official said Saturday.

The company will sign a Memorandum of Understanding (MoU) with the Assam Government to this effect at the two-day ‘Advantage Assam - Global Investors Summit 2018’, beginning here today, the official said.

“We are signing an MoU with the state government that will empower us to invest Rs 3,400 crore in Assam over the next five years.

This will be for various projects across the state,” Indian Oil Corporation, Executive Director (IndianOil-AOD), Dipankar Ray told PTI at the Summit.

China firm on ‘sovereign rights’: Yi

Beijing, Feb 3 (PTI): China always values the good neighbourliness and friendship with India, but it is also firm on upholding its “sovereign rights”, interests and territorial integrity, Chinese Foreign Minister Wang Yi said Saturday.

Beijing handled the Dokalam standoff with “restraint”, showing the “emphasis” it places on ties with New Delhi, he said.

Touching on China’s relations with major countries and its diplomatic initiatives last year, Yi, in a lengthy article in the Chinese International Studies journal, dwelt about Sino-India ties, stating that Beijing’s diplomatic engagement with New Delhi resulted in India withdrawing its troops and equipment from Dokalam.

The journal is published by China Institute of International Studies, a think-tank attached to the Chinese Foreign Ministry.

Tokyo, Feb 3 (IANS): The Japan Aerospace Exploration Agency (JAXA) launched on Saturday the world’s smallest rocket with

the ability to put a microsatellite into orbit, following a failed attempt and several postponements over the last year.

The launch of the lowcost rocket -- with a height of 10 metres and 53 centimetres in diameter -- took place from the Uchinoura Space Centre in Kagoshima prefecture and was aired live on YouTube.

The rocket, an improved version of JAXA’s SS-520, was carrying a micro-satellite weighing three kilograms and was developed by the University of Tokyo to capture images of the Earth’s surface. JAXA had launched the first of these rockets on January 2017, which fell into the sea after launch due to shortcircuit.

WASHINGTON, Feb 3 (PTI): The bitterness between Donald Trump and the FBI has intensified after the release of a controversial Republican memo, with the president calling its a “disgrace” while the agency’s chief pledging to defend his agents.

The memo which was released yesterday accuses senior law enforcement officials of misleading a court in order to conduct surveillance on a former Trump campaign adviser during its probe into the alleged Russian collusion in the 2016 election.

“The memorandum raises serious concerns about the integrity of decisions made at the highest levels of the Department of Justice and the FBI to use the government’s most intrusive surveillance tools against American citizens,” White House Press Secretary Sarah Sanders said in a statement. GENEVA/TRIPOLI, Feb 3 (Agencies): An estimated 90 migrants are feared to have drowned off the coast of Libya after a smuggler’s boat capsized early on Friday, leaving three known survivors and 10 bodies washed up on shore, the International Organisation for Migration (IOM) said.

Survivors told aid workers that most of the migrants on board were Pakistanis, who form a growing group heading to Italy from North Africa, IOM spokeswoman Olivia Headon, speaking from Tunis, told a Geneva news briefing.

“They have given an estimate of 90 who drowned during the capsize, but we still have to verify the exact number of people who lost their lives during the tragedy,” she said.

Earlier security officials in the western Libyan town of Zurawa said two Libyans and one Pakistani had been rescued from the boat.

Kabul, Feb 3 (Agencies): In yet another criticism of Islamabad, Afghanistan President Ashraf Ghani has now alleged that Pakistan is the “headquarters” of the Taliban. In a TV speech on Friday, Afghan President demanded that Pakistan should start taking immediate action against the insurgents instead of making pledges.

He also highlighted that they have shared a list of individuals who plotted recent attacks in Kabul and expects “practical steps” from Pakistan. Earlier this week, Pakistan’s Foreign Ministry Office said they have handed at least 27 suspects belonging to Afghan Taliban and Haqqani network to Afghanistan.

The extradition of the suspects took place back in November 2017, before Pakistan Army Chief General Qamar Javed Bajwa’s maiden visit to Kabul. However, the handover had been

kept confidential till now.

The Foreign Ministry Office, however, declined to share more details of the Afghan Taliban and Haqqani network. Kabul had in the past asked Islamabad to hand over the Afghan Taliban suspects who are allegedly hiding in Pakistan.

Also, this was the first time that the suspects of Afghan Taliban and Haqqani network were extradited to Afghanistan.

Relations between Pakistan and Afghanistan have remained frosty due to the latter’s constant blame on Pakistan’s non-cooperation on tackling terrorism and insurgency and also sending terrorists to Afghanistan for conducting suicide attacks over the years. This comes at a time when Afghanistan has been ravaged by a series of deadly terrorist attacks during the last few days, particularly in Kabul, which killed nearly 150 people and wounded hundreds more.

SYDNEY, Feb 3 (Agencies): Hundreds of tourists trapped in a remote New Zealand town for 48 hours after a strong storm damaged roads were freed on Saturday after authorities cleared a highway.

About 600 tourists are now able to leave the remote town of Haast, 426 km (265 miles) northwest of Dunedin on the west coast of the South Island, a world heritage area famous for rugged scenery, after the road was cleared.

State Highway Six reopened at 11 a.m., the NZ Transport Agency told Reuters in an email.

“All stranded motorists have now been able to leave,” it said.

The road was hit by landslips as wild weather from former tropical cyclone Fehi wreaked havoc across the west coast, uprooting trees, felling power lines, collapsing a bridge and blocking roads.

anye West and Solange Knowles are both reportedly being sued for allegedly ripping off a song by Prince Phillip Mitchell.

Mitchell, aka Leroy Mitchell, has apparently claimed that both artists have sampled his 1970 track ‘If We Can’t Be Lovers’ without permission.

hree Rajput Kar ni Sena chief Lokendra Singh Kalvi on Saturday dismissed reports that his outfit has withdrawn protests against Sanjay Leela Bhansali’s “Padmaavat” and said it must be some “fake news” circulated by a “fake Karni Sena”. He also said that his group has made the BJP pay - via its loss in the Rajasthan bypolls - for not respecting the sentiments of the protesting Rajputs.

“There are many fake Karni Senas emerging in India. At present there are eight such entities operating in the country with vested interests,” Kalvi told IANS. The Rajput leader, whose group has been at the forefront of massive protests against “Padmaavat”, said there has been a “duplicacy” in matters pertaining to Karni Sena’s functioning.
