survival of some uncertain and many more displaced due to the chief minister’s “untamed ambition, senselessness, visionless and arrogance”. CPO said the chief minister has lost all moral and political right to lead the people now stood condemned by the people. It warned that people will not allow him to turn Nagaland into hell. CPO also squarely blamed the “strong headed and arrogance of JACWR, at the behest of NMA”, to push for the civic polls, which had only cost the lives of two precious youths. “They are no less responsible than the state government and as matter of fact they had initiated and aggravated the prevailing situation without least botheration of consequence to come,” CPO said. It went on to state that JACWR’s obsession with 33% reservation had seemingly overridden the significance of Art 371A, thereby turning the entire state into killing field. “Unless congenial situation is created and unless the demand of Naga people is fulfilled JACWR should also be prepared to face consequence of their own creation,” it warned. It further called for a unified tribal body of all hohos to henceforth withdraw solidarity and cooperation to those tribal hohos who were in support of ULB polls against the voices of the Nagas.

Rio blames state govt for JACWR dissolved; NMA denies filing PIL in HC State Cabinet sets up JIC; decides to withhold polls total breakdown of peace DIMAPUR, FEB 1 (NPN): Expressing pain over the events that have unfolded in the state, Lok Sabha, Neiphiu Rio on Wednesday said the reluctance of the state government to listen to the voice of the masses has resulted in total breakdown of a peaceful atmosphere culminating in the loss of two precious lives and injury to many. In a press release, MP (Lok Sabha) Neiphiu Rio said that despite the advice of the apex tribal hohos and mass based civil society organisations, the state government had gone ahead and passed a resolution in the Assembly that was against the customary practices and wishes of the people. He said the situation of confrontation has reached such a stage where virtual faceoff has been declared between the state and the people.
Reiterating his statement dated November 19, 2016 that the issue of conduct of ULB elections needed to be implemented only after dialogue with all stakeholders and the tribal hohos, the MP said sufficient warning was issued by the hohos and mass based organisations, but the government continued to pursue conduct of the ULB elections. Rio added that this compelled the people to take to the streets and voice their aspirations. He said repeated appeals were made to set aside the civic elections, but the “exact opposite happened as the state government opposed and confronted every section of society.” MP said the situation unfortunately worsened and peaceful protest ended in violence, bloodshed and death. Henceforth, JACWR said all respective organisations from now on would function independently on the issue of women reservation. JACWR expressed gratitude to the committed support for the last six years from all apex women organisations. Clarifies: A day after the Angamimiapfü Mechü Krotho (AMK) announced
its decision to disassociate from the NMA over the filing of PIL in Gauhati High Court, the Naga Mothers’ Association (NMA) on Wednesday clarified that the Public Interest Litigation (PIL) was not filed by the NMA, but by “a well known social activist Vilanuo Angela Yhome, who has also been a Public Litigant.” In a press release, NMA president, Abeiu Meru and secretar y, Lochumbeni Humtsoe, stated that the petition was “in her individual capacity as a concerned citizen,” seeking direction of the Court on the government to protect voters and candidates with adequate security when elections were held. They said the petition did not bear the name of NMA in any manner whatsoever. Therefore, the withdrawal of AMK from the NMA, “despite proper explanation given”, was “considered most unfortunate
and disappointing in this tough and long struggle for women’s rights and gender justice,” it added. Meanwhile, NMA has conveyed deep condolences to the bereaved families and prayed for the peace and rest of the departed souls.
LEH asked to dissociate
Lotha Hoho (LH) has directed Lotha Eloe Hoho (LEH) and all Lotha women to disassociate from NMA and JACWR with immediate effect. According to LH joint secretary Y. In this regard, CPO has demanded immediate resignation of the chief minister T.R. Zeliang and his cabinet colleagues. NSA holds panel talk & discussion on 33% women reservation in ULB
DIMAPUR: Naga Scholars Association (NSA) organised a panel talk and discussion on 33% women reservation in Urban Local Bodies (ULB) of Nagaland on January 29 at Nagaland House Delhi. A press note by NSA vice president, Lovitoli Jimo stated that president NSA, Dr. Zuchamo Yanthan in his welcome note stressed the continued engagement of NSA on issues that concerns Nagas. Yanthan said the recent issue on 33% woman reservation in ULB in Nagaland called for scholarly attention in terms of open and free scholarly debate and discussion. The panellists were Moaniken, Kekhrie Yhome, Avitoli G Zhimo, Sangke Konyak, Nzanmongi Jasmine Patton, Walunir and James Pochury from diverse background, expertise, experience and perspective. The chair-moderator of the panel talk and vice president of NSA, Lovitoli Jimo stressed the need to engage with the popular opinion that reservation for women in “egalitarian” Naga society was unjustified and the archaic notion that women reservation was a step towards “gender equity” in a predominantly patriarchal Naga society. The first panellist Moaniken, opined that ULB in Nagaland was a creation of the Nagaland State Legislature by enacting the Nagaland Municipal Act, 2001 (Amendment 2006). He cautioned that while “we” were open to
modernity, “we” should be very careful not to infringe upon the Naga traditional values and rights protected under Article 371A of the Indian Constitution. Kekhrie Yhome surmised that the “role” and “identity” of man and woman was a social and cultural construct and was not natural. He said the abuse of the idea that Article 371(A) was sacrosant and monolithic legal possibility was seen as the core of public confusion and unrest today. While there was an attempt to interpret Article 371(A) as a safeguard of customary rights, Yhome said that there was also the parallel politics of Kohima Smart City and the need for urban developmental funds that was directing the interpretation of what was customary law. Avitoli G Zhimo, the third panelist spoke on customary laws, its characteristics and workings in the society. She said that customary laws evolved out of customs, and became part of moral and social values. Zhimo, concluded by saying that unless women were able to take part in policy making processes, women development would be incomplete and in keeping pace with the changing times. Sangke Konyak talked of how change came with a price and how people have to compromise. “We are transitioning and we must be able to accept the evolution of change in our society”, she also said that Nagas must “take the risk of being open to change”. Nzanmongi Jasmine
Patton made the pertinent point that the fight for 33% women reservation was about bridging the gap between man and woman, and not about privilege. She stated that 33% women reservation was needed to uplift the position of women just like ST/SC reservation was needed in order to uplift the disadvantaged and marginalised classes. Walunir espoused that Nagas had evolved out of many customary practices and there was a continued need for evolution of Naga customary laws and procedures without necessarily attempting to “dismantle” the same. Talking about “Naga Feminism” he stressed upon the need for the “unified centralized voice of Naga women” to move towards multiplicity of perspectives by allowing diverging standpoints to constructively seep into the ‘movement’. James Pochury talked on the premise of participatory democracy so that power was shared between elected representatives and the electors. James added that the way forward was to “push for a legislation that will ensure participatory democracy in the true letter and spirit of Naga democratic socialism” followed by “facilitation of processes in the respective villages and upwards to the tribal councils/Hohos to amend the customary social practices to have one woman and one man represent their own clans in the Village Councils”.
NBCC on Jan 30 agreement The January 30th (2017) Agreement signed between the State Government and the Joint Coordination Committee, initiated by and in the presence of the NBCC, was a welcome news to the Naga people. However, with much sadness, because of the stance of the State Government and the directive of the State Election Commission, the January 30 Agreement could not be taken forward. Despite the painful situation that affects every Naga citizen, we remain hopeful. Rev. Dr. Zelhou Keyho, General Secretary, NBCC

He called upon everyone to stand united and criticized those trying to sabotage the Naga political issues through their political issue. Also speaking at the service, uncle of late Bendang said his nephew from Aonokpu lost both his parents and was an orphan. He was working in an institution in Chennai
and had come to Dimapur on vacation to be with his brothers and sisters. However, he joined the movement as a volunteer and sacrificed his life for the Nagas. “As a human being I am pained to lose my son, but I am proud of him because he is a hero,” the uncle said. In conclusion, he reminded the gathering that Bendang was killed not for his personal gain, but sacrificed his life for the right of the Nagas. Head GB of Diphupar
village said the village has lost two of its best youth, who had sacrificed their lives for the Nagas. He urged upon all the tribe bodies and leaders to remember that Dhipupar stood for the people and sacrificed their sons for the cause. ENPO general secretary, Manlang Phom in a charged-up message said people would not allow those leaders at the helm of affairs to comfortably run the state at the cost of peoples live and blood. To
this people responded with a roaring applause. Nagas will stand united and ensure that the people’s voice is heard, he said. He further expressed deep condolences on behalf of the Eastern Nagaland people. Naga Council Dimapur president, T. Bangerloba also hit out at the government for trying take away the people’s rights. He said NBCC as the apex Church body should also take note that people have lost faith since everyone has been bluffed. He fur ther went on to accuse the Naga Mothers’ Association (NMA) for the loss of two young precious live. He said “one or two leaders of the NMA, by taking everybody’s name was trying to sell the rights
of Nagas for their individual self interest.” Western Chakhesang Hoho president, Vekhosayi Nyekha while expressing shock over the incident, reminded the authorities that people were not let down but were proud that the two youth sacrificed their lives. “Remember that their death will not go in vain as we will bear the fruits of their sacrifice,” Nyekha asserted. temporal leaders of Nagaland. ABCC: Angami Baptist Church Council has expressed it utter disappointment on the government of Nagaland for “giving a deaf ear” to the voices of the people pertaining to ULB election in Nagaland, resulting in loss of lives, including one of its members, and several injuries on January 31 night. In condemnation letter, ABCC executive director, V. Atsi Dolie stated that any gover nment government of the day is expected to listen to its citizens on every matter, much more so, a matter of immense seriousness which has evoked state-wide reactions. ABCC stated that the government must wake up and address the issues which every Naga holds so dearly in his or her being. The church pointed out that had the government honoured that small respite created to understand each other on January 30 with JCC in the presence of NBCC, then perhaps the “Bloody Tuesday” could have been avoided. It said that it was unfortunate, that the incident would painfully go down in the history of the “oppositionless” NPF-led government and a scar on those whose decision resulted in tragedy. Meanwhile, ABCC said it shares the sorrows and pains of the concerned families at this time of great loss. The church said it believes that they have not died in vain but for something they believed was right and fair. ABCC also prayed that
God would console the families. Ao Senden: Ao Senden has expressed deep shock over the brutal killing of innocent and bonafide Naga citizens by the “agents of government” and said that it condemned in “highest terms the barbaric action of the government”. Ao Senden acting president C. Angang Jamir in a condemnation note stated that, Ao Senden mourns the martyrdom and share the sorrow with the bereaved families of those who laid down their lives for the cause of Nagas. The Senden also prayed that the almighty God rest their souls in peace and grant solace to the bereaved families. Let their martyrdom be etched in the Naga history and be the stepping stone in the stand of the Nagas in preserving and upholding of our almighty God given rights and duties, Ao Senden added. CGBU: Chakhroma GBs’ Union (CGBU) has expressed pain over the death of Vizo Metha son of Neimhalie Metha and Bendangnungsang Ao son of late Longriyngdang Ao on January 31 in police firing near T.R. Zeliang residence at 2 ½ mile, Dimapur. In a condolences message to the bereaved family members, CGBU president Thepfukedo Kuotsu and general secretary Atso Gwizan said that the supreme sacrifices of the two for the sake of the people would go down in the history and their martyrdom would not go in vain but would be cherished by the people.
NPCC slams DAN government’s ‘highest act of treachery after statehood’ DIMAPUR: Nagaland Pradesh Congress Committee (NPCC) president K. Therie while condemning the killing of two boys and injury of several youths has said that the ego of NPF-BJP Government has created avoidable tumultuous situation in the State and caused loss to precious lives and properties. In a condemnation note, Therie said, although late, the January 30 coming to terms with the JCC in the presence of NBCC gave hope of return to normalcy. However, he lamented that the Government has brought a long split order betraying the JCC, NBCC and the people saying “the order is the highest act of treachery after statehood.” Stating that the g ove r n m e n t h a s c r e a t e d i r r e t r i eva b l e d iv i s i o n i n society, NPCC president said
it has divided the minds of women and men and has divided tribe organizations and government. He then said that ULB election should be cancelled for now. Since Government is responsible for the loss of lives and properties and failure to conduct peaceful ULB elections, he said the Government must own moral responsibility in humility and resign in favour of fresh mandate. Therie also claimed that the NPF party was aware that town council election would be conducted irrespective of January 30 agreement. NPCC president claimed that by early January 31 morning before the cabinet meeting, he received calls from remotest corners of Nagaland confirming about the election in town council while election in disturbed
areas may be postponed for two months. “It was confusing since the agreement says ULB election will be postponed. The agreement did not talk about split ULB election”, said Therie. The NPCC president then said that there was nothing wrong in taking the advice of the opposition party as Congress has also participated in the election and have at least 25% votes in the State. He reminded that Congress cautioned the Government on 12/1/2017, in a resolution urging the Government to postpone the ULB election to develop consensus Meanwhile, the NPCC president on behalf of self and all rank and file of Congressmen and women has conveyed deep heartfelt condolences to the bereaved family members, friends and associates.
NTC flays govt ‘immaturity’ on youths death
DIMAPUR: Nagaland Tribes Council (NTC) has questioned the “immaturity” and “incapacity” of the state government in handling the issue that led to the death of two innocent youths in the police firing on January 31. Media cell of NTC said that the loss of precious life would have been averted, had the government exercised “tact, care and statesman”, when it was already an indication that the situation was likely to turn ugly. NTC also slammed state government in mishandling the situation and for crating division among the citizens of the state. Rather, NTC strongly felt that whatever may be the situation that disconnects the citizens and the government on the present controversial issue, the people should have a meeting point under any circumstances “as we cannot imagine destroying Nagaland just because of a discord on an issue”. Therefore, NTC appealed to all concern to let just and reason precede emotions and exercise restrained in order to avoid further damage beyond what has happened already. Further, condemning the incident, NTC prayed for the departed soul to rest in peace. NTC also expressed sympathy with the injured persons at different places and wished them speedy recovery.

I TA NAG A R , F E B 1 (AGENCIES): Union Budget 2017 is one of the best and inclusive budget till date which can particularly boost infrastructural and economical growth of the country including the Northeast states, this was observed by Arunachal Chief Minister Pema Khandu. Khandu appreciated the visionary leadership of Prime Minister Narendra Modi and Finance Minister Arun Jaitley for advancing the budget presentation to 1st February to enable the Parliament to avoid a Vote on Account and pass a single Appropriation Bill for 2017-18, before the close of the current financial year and departments to implement schemes and projects right from the start of the next financial year. He also termed merger of the Railways Budget with the General Budget as historic, “This would facilitate multi modal transport planning between railways, highways and inland waterways.” “The most significant change brought by the Finance Minister in the Union Budget, however, is doing away with the plan and non-plan classification of expenditure,” he stated. Expressing optimism that Northeast in general and Arunachal Pradesh in particular will definitely benefit from some of the announcements, one of them being allocation of a whopping amount of Rs 19,000 crores for the Pradhan Mantri Gram Sadak Yojana (PMGSY) for this fiscal. Together with the contribution of states, an amount of Rs 27,000 crores will be spent on PMGSY in 2017-18.

KNF(N) decries wanted tag on its chief
Correspondent
IMPHAL, Feb 1: Kuki National Front (KNF)- Nehlun faction has denied declaring its “commander-in-chief ” as wanted person by the Manipur police. The state police on January 30 last announced that a cash reward of Rs. 1lakh each will be given to any person who may provide information leading to arrest of two criminal gang members. PRO of the state police department identified the two gang members as James aka Max/ Seiboi Guite (33) son of Lamthang Guite of Bunglung village under Saikul police station, Kangpokpi district and James aka Henkholen Kipgen (36) son of Somang Kipgen of Gangpijang village of the same district. While revealing that James was the C-in-C of the group, KNF(N) in a press statement disagreed with wanted tag on the head of its commander while asserting that the wanted tag on the two persons were related with the killing of
two kidnapped. The group had earlier denied having link with the kidnapping and subsequent killing of two of the three kidnapped labourers while claiming that it was handiwork of some gangs. In the statement signed by its publicity secretary Gogou Vaiphei issued today, the group reiterated that the January 26 incident of kidnapping three workers from Itham village were not members of KNF (N) cadres but gangsters. “It came to the surprised that on which ground KNF (N) C-in-C was made involved by the state home/police department and declared wanted without any actual investigation,” it said. It was the greatest mistake committed by concern authority in this regard, it said while insisting the concerned authorities to review the wanted tag on its C-in-C and instead help them in tracing the culprits so that they may be booked or punished promptly as per existing laws of the land permissible within the Constitutions of India or else.

Jaitely presents ‘historic’ budget after demonetisation
New Delhi, Feb 1 (Agencies): After much speculation whether the Union Budget will be presented on February 1 after the sudden demise of parliamentarian E Ahamed, the cat is finally out of the bag. Arun Jaitley has presented a comprehensive and balanced budget with some relief for the middle class post demonetisation. A first in many senses: Budget 2017-18 was ground breaking in many ways. It is the first time that the presentation of Union Budget was advanced to 1st February to enable ministries to operationalise all activities from the commencement of the financial year. Second, the Railways Budget was merged with the General Budget. Thirdly, the plan and nonplan classification of expenditure was removed to facilitate a holistic view of allocations for sectors and ministries. Income Tax: Considering that the middle class of India was waiting with bated breath that some tectonic shift will take place in way Income Tax is dealt with in India, the Union Budget presented by Arun Jaitley brought some respite. Immediately after demonetisation, there was grapevine about whether income tax will be reduced to next to nil for all slabs and a transaction tax on epayments will be imposed. Later, there were hopes
Arun Jaitley that income tax slab for exemption will be broadened and tax rates will be eased across the board to widen the net. However, this has not happened. Tax rate has been brought down from 10% to 5% for slab between Rs 2.5-5 lakh and the ripple saving for all higher brackets will be just about Rs 12,900/- per annum. But those earning between Rs 50 lakh and Rs 1 crore will have to pay an additional surcharge of 10%, while the earlier surcharge and cess on earnings over Rs 1 crore stay. The fact is that while the FM has lamented under-reporting of income especially in the higher bracket, the surcharge may do little to encourage higher net worth individuals to declare their earnings. Real Estate: First things first – there is no further easing on home loan rates which were expected to be on the anvil.
What is a plus is that to promote affordable housing, carpet area instead of built up area of 30 and 60 sq mtr. will be counted. The 30 sq mtr. limit will apply only in case of municipal limits of four metropolitan cities while for the rest of the country including in the peripheral areas of metros, limit of 60 sq mtr. will apply For builders for whom constructed buildings are stock-in-trade, tax on notional rental income will only apply after one year of the end of the year in which completion certificate is received. Reduction in the holding period for computing long term capital gains from transfer of immovable property from 3 years to 2 years. Also, the base year for indexation is proposed to be shifted from 1981 to 2001 for all classes of assets including immovable property. For Joint Development Agreement signed for development of property, the liability to pay capital gain tax will arise in the year the project is completed Political Funding: There has been yet another attempt to clean up the system of political funding in India. How successful it will be, one can only guess. Of what is proposed, an individual can make a maximum cash donation of Rs 2000. Anything
Health budget ‘unclear’ and ‘under funded’, say experts
New Delhi, Feb 1 (IANS): Even as Finance Minister Arun Jaitley allocated Rs 48,853 crore to the health sector, and assured of adding 5,000 post graduate medical seats every year, health experts and hospital owners on Wednesday called the health budget “unclear” and “under funded”. Although the experts hailed the announcement to set up All India Institutes of Medical Sciences (AIIMS) in Jharkhand and Gujarat, they said there is a need for the government to announce more for screening and preventive measures to check the growing tuberculosis (TB) burden. “We were hopeful that health care would be accorded a national priority sector status,” said Prathap C. Reddy, Chairman, Apollo Hospitals Group. The budget allocation for the health sector for 2017-18 is Rs 48,853 crore, 23 per cent higher than last year, which stood at Rs 39,688 crore. Stating that he is satisfied with the structural reforms in medical education, in particular the increase in the number of post graduate medical seats, Reddy said: “I do hope that the health policies will address the large unmet need for qual-
ity health care infrastructure and in particular the need to wage a war against non-communicable diseases which the health sector has been focusing on.” Jaitley in his budget speech announced 5,000 new post graduate medical seats every year in the medical colleges of India. He also said that the government will take steps to roll out Diplomate of National Budget (DNB) courses in big district hospitals. Commenting on the budget, S.P. Yadav, Urologist and MD of Gurugram’s Pushpanjali Hospital, said: “The budget 2017-18 did not discuss the health care sector in detail because of which there is no clarity as to what structural reforms the government proposes to bring in health care and medical practice.” The government also proposed to amend the Drugs and Cosmetics Rules to ensure availability of drugs at reasonable prices and promote use of generic medicines. Yadav said: “The prices of various drugs and health care devices are totally dependent on the formation of GST Bill. However, the government has taken a wise step by turning 1.5 lakh health sub centres to health
wellness centres, which is necessary in view of the fact that health care in India will become expensive in days to come.” According to the government, it has announced an action plan to eliminate Kala-Azar and Filariasis by 2017, Leprosy by 2018 and Measles by 2020. Elimination of TB by 2025 is also targeted. Rajit Mehta, MD and CEO, Max Health care, said the announcement of the goal of eradicating TB from India by 2025 is welcome. “However, I am disappointed to note that the health care outlay in the budget hasn’t been properly touched upon and it remains largely under-funded. There is no announcement regarding granting health care industry the status of infrastructure industry, a long standing demand of the sector,” Mehta said. “There is still a greater need to invest in screening and preventive measures for addressing the growing TB burden. Non-Communicable Diseases that account for 53 per cent of the disease burden should have been prioritised,” said Varun Khanna, Chairman of AdvaMed India Working Group. AdvaMed is a medical device company.
above that would have be e-paid or deposited as cheque. A novel method would be the issuance of electoral bonds that will not disclose the name of the donor thus encouraging payments through this method. This is particularly so as the previous method of payments by cheque failed as the name of the donor was revealed by default. Ta x E x e m p t i o n s would be provided if the payments to parties are transparent and clean. Financial Refor m and Digital Economy: A major announcement related with brining in a law to confiscate property of financial offenders who have fled the country and are living a lavish life abroad while evading law in India. Clearly, those targeted will be the likes of Vijay Mallya and Lalit Modi. But the measure is in line with the government promising to book those who stash black money or default on loans. A move that will affect millions in the country - no transaction above Rs 3 lakh would be permitted in cash. Another big ticket announcement is the scrapping of Foreign Investment Promotion Board. The measure makes sense considering that 90% of FDI gets cleared through the automatic route. For the remaining 10%, the Finance Ministry will be
coming up with an alternative mechanism including looking at empowering respective ministry covering the sector where the investment is coming. On digitisation front, the government plans to launch two new schemes to promote the usage of BHIM; these are, Referral Bonus Scheme for individuals and a Cashback Scheme for merchants. Aadhar Pay, a merchant version of Aadhar Enabled Payment System is to be launched shortly. Under scheme of presumptive income for small and medium tax payers whose turnover is upto 2 crores, the present, 8% of their turnover which is counted as presumptive income has been reduced to 6% in respect of turnover which is by non-cash means. Fiscal Prudence: Fiscal deficit to be curtailed at 3% for the next three years, while it will be 3.2% of GDP in 2017-18. Net market borrowing of Government will be restricted to Rs 3.48 lakh crores after buyback in 2017-18, much lower than Rs 4.25 lakh crores of the previous year. Revenue Deficit of 2.3% also stands reduced to 2.1% in the Revised Estimates. The Revenue Deficit for next year is pegged at 1.9% against 2% mandated by the FRBM Act Agriculture and Ru-

Sumit Mukherjee, Secretary to the Commission, has directed the central minister to respond to the show-cause notice by 1 p.m on February 3, a day before the state goes to polls. “Whereas, the Commission is prima facie of the opinion that by making the aforesaid statement, you have violated the above said provision of the Model Code of Conduct,” Mukherjee said in his notice. On Sunday, while addressing a corner meeting in the Chimbel slum, near Panaji, Parrikar had said: “...I understand if someone organises a rally and you take Rs 500 for moving around with (the candidate), that is not a problem. But when you vote, choose the lotus (BJP’s poll symbol). This you must remember.”
Ban on cash transaction over Rs 3 lakh good; cash holding limit could have been better: SIT
NEW DELHI, FEB 1 (AGENCIES): The SIT on black money on Wednesday hailed Finance Minister Arun Jaitley’s budget announcement to limit cash transactions at Rs 3 lakh but said its other recommendation to cap cash holding of an individual at Rs 15 lakh would have been a “far better” measure to check corruption. The Chairman of the Special Investigation Team (SIT) on black money, Justice (retd) M B Shah said in order to check stash funds some “ster n steps” are needed to be taken but the government also has to go by the advice of economists and others and not alone
them. “It (ban of cash transactions over Rs 3 lakh) was necessary...it is a good decision. Such a thing is prevalent in a number of countries and we have said that in our report submitted earlier. We had suggested this an year back and after a long time it has been accepted... it is good. “But, our further suggestion to not permitting the person to hold more than Rs 15 lakh in hand or in their house is something that has not been accepted. If it would have been accepted, it would have been far better (step to combat black money),” Justice Shah told PTI.
He added the cap on cash holding “would have controlled corruption at least, as corruption is in lakhs or crores of rupees.” When asked if the he was “not happy” as the SIT’s cash holding recommendation has not found favour with the government, the Chairman of the highpowered panel said there are many concerns that the government has to keep in mind. Strict steps, however, are required to check the menace of illicit or unaccounted monies, he said. “It is not a question of being not happy because suggestions are made by us and some may be accepted
and some may not be accepted. It is their (government’s) call. They are also advised by economists and also they are concerned with the politics of it...there is no question of my happiness... if you want to control black money then you will have have to take some stern steps. There is no alternative,” he said. Justice Shah added that the panel has been continuously suggesting anti-black money measures to the government and it will keep doing that. When asked about demonetisation and its effects on curbing black money, the SIT chief called it a “good thing.”
JAMMU, FEB 1 (AGENCIES): Jammu & Kashmir assembly was on Wednesday rocked by unprecedented violent protests during which furniture was damaged and mikes were uprooted by opposition members who demanded that chief minister Mehbooba Mufti clarify her stand on her remarks on Article 370, forcing the speaker to adjourn the House. As the House assembled this morning, leader of the opposition Omar Abdullah sought clarification from speaker Kavinder Gupta on whether he had checked the records of the proceedings connected with the chief minister’s statement and expunged her remarks on Article 370. “I want to ask whether you have expunged the remarks. Have you gone through the records,” Omar asked. “When will the chief minister give her statement on the floor of House to clarify her stand on her remark. At what time she is going to give her statement,” he questioned. The speaker said he has gone through the records and the chief minister did not mean what has been said over her remarks.
PTI’s twitter account hacked, restored after 20 minutes NEW DELHI, FEB 1 (AGENCIES): The twitter account of India’s premier news agency Press Trust of India was on Wednesday hacked for 20 minutes by a group called ‘Iranian Crack Security’ team. The group had posted a tweet which said: “Best channel in the telegram join to channel and learn something news.” The group had also changed the profile image of the agencies twitter account. This is for the first time that a twitter account of a news organisation was hacked. Last year, Congress vice president Rahul Gandhi’s Twitter account was hacked, expletives and abuses were posted on the handle for as long as 66 minutes.
ral Economy: The target for agricultural credit in 2017-18 has been fixed at a record level of Rs 10 lakh crores. Farmers will also benefit from 60 days’ interest waiver announced on 31 Dec 2016 Coverage under Fasal Bima Yojana scheme will be increased from current 30% of cropped area to 40% in 2017-18 and 50%
in the following year. The government has also set aside Rs 23,000 crores (up from Rs 15,00 crore) to build 1 crore houses by 2019 for the homeless and those living in kutcha houses. This singular move would put a roof on the head of millions of poor and the other aim to make 50,000 Gram Panchayats poverty free
by 2019 will coincide the 150th birth anniversary of Mahatma Gandhi. In a landmark achievement, the government aims at 100% village electrification by 1st May 2018. MGNREGA allocation to be the highest ever at Rs 48,000 crores in 2017-18 and proper utilization of allocated funds will also be focussed upon.
Budget 2017: Here’s what’s cheaper and what’s dearer Finance Minister Arun Jaitley on Wednesday presented the Union Budget 2017 which the government hailed as ‘path-breaking’ while PM Modi termed it as ‘uttam’ Budget. And while custom and excise duty has been hike on some, it has been reduced on some products which will eventually lead to commodities getting costlier or cheaper. In his speech, Jaitley said his proposals on excise and customs duties will not result in any significant loss or gain to the exchequer, the fine print suggests a host of items can become either cheaper or dearer. So, here is the list of items that are getting cheaper and dearer. CHEAPER • Booking railway tickets online • RO membrane elements for household usage • LNG • Solar tempered glass used in solar panels • Fuel cell based power generating systems • Wind operated energy generator • Vegetable tanning extracts used in making leather products • POS machines card and fingerprint readers • Group insurance for Defence services. DEARER • Cigarettes, pan masala, cigar, cheroots, bidis, chewing tobacco • LED lamp components • Cashew nuts (roasted and salted) • Aluminium ores and concentrates • Polymer coated MS tapes used in manufacturing of optical fibres • Silver coins and medallions • Printed circuit board used in making mobile phones
Pandemonium and chaos prevailed during the budget session of the J&K assembly as the opposition leaders protested against the chief minister Mehbooba Mufti’s anti-national remarks. On this, National Conference and Congress trooped into the Well of the House, raising slogans against the government and the speaker, demanding that the chief minister make a statement on the floor of the House. Some of the members were seen protesting on the tables and furniture and mikes were uprooted during the protests. Chairs were thrown, papers were torn and thrown in the Well as anti-government, antiBJP, anti-speaker and anti-
RSS slogans were raised. Some of the members virtually came close to clashing with Lal Singh, a minister of the ruling coalition, however, the marshals and watch and ward staff prevented it. During the violent protests, one watch and ward staff is reported to have been injured. The Speaker adjourned the House for half an hour as it became difficult to continue the proceedings. Speaking to the reporters outside the
House, Congress Legislative Party leader Nawang Rigzin Jora said, “We had raised the issue of the chief minister’s remarks and its clarification yesterday and the speaker had told us that we have expunged it but later retracted by saying it has not been expunged.” “The speaker is enacting a drama in the House. He should make up his mind whether he has expunged it or not. What does he want. Does he want to run the House smoothly,” Jora said.
Govt mulls law to confiscate assets of ‘big-time offenders’ fleeing India NEW DELHI, FEB 1 (AGENCIES): In order to prevent loan defaulters like liquor baron Vijay Mallya from fleeing the country, the government plans to bring a law to confiscate the assets of such persons till they submit to the judiciary. In the recent past, there have been instances of “big time offenders, including economic offenders”, fleeing the country+ to escape the reach of law, Finance Minister Arun Jaitley said on Wednesday while presenting the Budget in Lok Sabha. “We have to ensure that the law is allowed to take its own course,” Jaitley said.
Vijay Mallya “Government is therefore considering introduction of legislative changes, or even a new law, to confiscate the assets of such persons+ located within the country, till they submit to the jurisdiction of the
appropriate legal forum,” he said. Needless to say that all necessary constitutional safeguards will be followed in such cases, he added. Mallya, whose defunct Kingfisher Airlines owes more than Rs 9,000 crore to various banks, had left India on March 2. The total attachment made by the agency in this case has now shot up to Rs 8,041 crore. This is one of the largest attachment of assets+ made by the ED in a PMLA case till now. The agency had registered a money laundering case against him and others based on an FIR registered last year by the CBI.

Vol. XXVII NO. 57 Dimapur, thursday, February 2, 2017

Looking ahead
t was ‘Bloody Tuesday’ in Dimapur but a black day for Nagaland, when the lives of two promising youths at the prime of their lives, were cut short two innocent youths were shot dead by Police and nobody will ever deny that they were martyred for agitating against treachery and betrayal of the state government which was made on January 30,2017. In the aftermath of the incidents in Dimapur, Longleng, Mokokchung and perhaps other places and highlighted by the unfortunate tragedies in Dimapur; many will point their fingers at those responsible for precipitating the entire tragedy. It would be tempting to say that the tragedy was waiting to happen because of the adamant attitude of both the government and a few women leaders on one side and the public and tribe organisations on the other side. It should be kept in mind that stakeholders dealing with the issue ought to have taken it very seriously but treaded very cautiously. There had been so many giving their viewpoints and also legal angles on the issue of applicability of municipal act on Nagas and also the belief that civic polls, though constitutional, took away the essence of administration through customary laws and practices. Though Nagas have accepted municipal act in as far as maintenance and development of the towns was involved, yet felt, rightly or wrongly, that reservation for women was not what they would prefer as it was not a progressive outcome. The clash of views was not unexpected but, having seen the outcome during 2009, the government would have been better advised to ensure that its intentions were for the good and that it would not steam roll concerns for the sake of taking the expected outcome for political gains in 2018. The error of judgment as witnessed in the sequence of events also revealed a lack of conviction on the part of a government whose actions oscillated from one point one day to another point, another day. These actions also betrayed a lack of wisdom among those supposedly at the helm of affairs. It may seem easy to criticise when things have gone wrong but the hard reality is that reports and comments that have appeared in this newspaper, had raised questions about the manner in which the government attempted to press its agenda. The issue that has led to the entire state being caught in a near state of mass unrest also confirms that the Naga public, do still hold on dear to loyalty to each other; notwithstanding their political affiliations. A lot can still be written about the issue as it unfolded and the entire cast of characters who have shown their mettle. It would have been a wonderful and positive achievement, had there been a unity of purpose among all. It is till not too late to look ahead and stepping into that also demands that those who have erred, whether knowingly or not, should also humbly acknowledge their faults and make atonment. This process of promoting a society living in understanding and harmony needs a boost. In a fast developing world, the importance of cooperation is the greatest need since no person or nation can expect to be developed in seclusion.
DailyDevotion The Call of God Christ did not send me to baptize, but to preach the gospel… —1 Corinthians 1:17 Paul states here that the call of God is to preach the gospel. But remember what Paul means by “the gospel,” namely, the reality of redemption in our Lord Jesus Christ. We are inclined to make sanctification the goal of our preaching. Paul refers to personal experiences only by way of illustration, never as the end of the matter. We are not commissioned to preach salvation or sanctification— we are commissioned to lift up Jesus Christ (see John 12:32). It is an injustice to say that Jesus Christ labored in redemption to make me a saint. Jesus Christ labored in redemption to redeem the whole world and to place it perfectly whole and restored before the throne of God. The fact that we can experience redemption illustrates the power of its reality, but that experience is a byproduct and not the goal of redemption. If God were human, how sick and tired He would be of the constant requests we make for our salvation and for our sanctification. We burden His energies from morning till night asking for things for ourselves or for something from which we want to be delivered! When we finally touch the underlying foundation of the reality of the gospel of God, we will never bother Him anymore with little personal complaints. The one passion of Paul’s life was to proclaim the gospel of God. He welcomed heartbreak, disillusionment, and tribulation for only one reason— these things kept him unmovable in his devotion to the gospel of God.

hen the distinguished writers and artists return to the Academies the awards, which had been conferred on them, the question to ask is not why they did not do it earlier, say, at the testing time like the emergency. Writers and artists are a sensitive lot. They react when they feel like and how they feel like. It is, in fact, the duty of the government to find out why they felt that the situation had come to such a pass that they have no alternative except to return their award. Nayantara Sehgal, Jawaharlal Nehru’s niece, who was the first to return the award, said that the space in the BJP government for dissent had shrunk. Many artists followed suit. In a letter to the Academi authorities the Hindi poet Manmohan, while returning the award, maintained that the current trend of “curbing the voices of dissent and freedom of expression, which was evident in the recent murders of intellectual writers Narendra Dabholkar, Govind Pansare and M.M. Kalburgi” was disturbing. “Indians

have experienced to register protests. Several writers and artists have recently returned their Academi awards and prizes in protest against the prevailing situation. I am also returning the award to the Haryana Sahitya Akademi,” the writer states in the letter. Indeed, an atmosphere of communal polarization, hate crime, insecurity and violence is getting denser in the country. Political leaders seem to be promoting or patronizing it. The government is only running down the artists and writers. Freedom of expression is the foundation on which the structure of democracy has been built. The entire building would come down crashing if it is tinkered with. Unfortunately, this is what is happening. This feeling of suffocation has emerged after the advent of Prime Minister Narendra Modi’s government. There is fear to express a different point of view. One feels that the fanatic fringe in the Hindu community has become bold and has been indulging in acts, which are opposed

Understandably, the BJP dissociated itself from the views of Khattar saying that this was not the party’s stand or view. Soon after the furor, Parliamentary Affairs Minister M. Venkaiah Naidu said that the view expressed by Khattar were not that of the party. “I will talk to him and will advise him. It is not correct to link anyone’s eating habits to religion. People have to keep in mind the sentiments of others and eating is a personal choice of people,” he said. But what surprised me the most was how Naidu disposed of the Dadri incident by passing on the buck to the state. He said that it was a law and order issue concerning Uttar Pradesh and chief minister Akhilesh Yadav and the Samajwadi Party should be questioned on it instead of putting the blame on the BJP-led government at the centre. Similarly, on the issue of writers’ protests over grow-
ing intolerance and returning their awards he said that it was a “systematic and malicious campaign against the government to divert its focus from development and to derail Prime Minister Modi’s efforts of making India develop and progress further.” I agree with Naidu on one point. Some of these writers, who are queuing up to return the awards, failed to react when the emergency was imposed in the country or when the anti-Sikh riots took place following the assassination of Prime Minister Indira Gandhi in 1984. Over, 3,000 Sikhs were massacred in the aftermath of the incident in Delhi itself. However, I cannot understand the silence of Prime Minister Narendra Modi who, all the time talks of an inclusive government. I wish he had spoken on the raging issues. Likewise, I also cannot fathom why the Sahitya Academi has kept mum on the issue. In a nation’s history, there come certain occasions when people must speak out. If they don’t, the nation is doomed to suffer.
Post-mortem
Undemocratic stand taken by government
W
e know that our Democratically Elected leaders of Nagaland have inherited an empty coffer from their predecessor but when they trying to fill up that empty coffer by selling the rights of their own people who have elected them. They do not hear the voice of the angry people. They should know that the powerin a democracy isderived from the people sotheyshould act according to the desire and will of the people, yet they are acting arbitrarily. The recent scuffle between the democratically elected adamant Ministers and the democratic people clear the doubts of the people over their educational qualification. They have no clue of what democracy is and how democracy works. This is clearly defined by their recent action and attitude towards the voice of the democratic free people. In a democracy government is chosen by the people so they have the right to be consulted on how to be governed. The power which they holds is given by the people, anytime if the people are not satisfied with them they can take the power back. A government without the support of the people is powerless; therefore they should go with the will of the people and not against the people will as their source of power lies with the people. A legitimate government is one where groups, through participation, acquire a stake in the system. When the verdict is given by the democratic citizen of Nagaland against the ULB, they have no right to go against the people’s will or wish. Instead of standstill with the people who are practicing their democratic in fact they should call all Apex bodies, different NGO’s as there is room for dialogue and negotiation in democracy. What different Apex bodies NGO and groups are doing is they are doing their duties in democracy. It is their duties to safeguard the rights of the people, to expose and oppose the wrong doing of the government. They have a great role to play in democracy
for smooth governance. Many rulers who believed that their power is absolute and their word is final and binding have ended their head at stake. King Louis XVI r uled France arbitrarily, and he had no knowledge and aspiration of the people. He was surrounded by fools and buffoons who gave him wrong advice. King Louis XVI made the blunder of dismissing Finance Minister Jacques Necker. The people of Paris did not approve of the dismissal, which forced the King to call the National Assembly including the third Estate. On 20th June 1789 the member of the third estate went to their usual meeting place, but they found that their entrance was blocked by soldiers. They were informed that the carpenters needed to prepare the hall for a royal speech in two days and the same had been closed. Weather did not allow an outdoor meeting so the assembly moved their deliberations to a nearby indoor real tennis court, where they proceeded to swear the Tennis Court Oath (20th June 1789) under which they agreed until they have given France a constitution. On 23rd June 1789 the special royal session was held. The king declared the recent act of the third estate as illegal and unconstitutional. He also ordered that the three estates should meet separately. The king and the Nobility and the Clergy left the hall in a spirit of victory. However the members of the third estate remained in the hall and did not leave. Soldiers were posted at the gate with the intention to drive out the members of the third estate. At this time Mirabeau one of the members of the third estate went straight to the master of the ceremonies and thundered thus “Go tell your master that we are here by the will of the People and that we shall not leave except at the point of the bayonet”. On a motion of Mirabeau, it was voted that all person who should lay violent hands on any member of National Assembly would be infamous traitor to the nations and guilty of capital crimes. De Breeze reported
the defiant eloquence to the king. All eyes were fixed upon the latter. Not knowing what to do Louis made a motion indicating weariness then said”They wish to remain, do they? Well then. No sooner was this crisis over another began to develop. A second attempt was made by the king again, inspired by the court, to suppress the assembly or at least to intimidate it, to regain that had been lost. King Louis XVI dismissed Necker and asked to leave the country immediately, which eventually led to the biggest revolution leading to the beheading of the absolute ruler King Louis XVI and his Queen Maria Antoinette by the people. When there is struggle between the people and the government in democracy, the people always win. They should never underestimate the power of the people in democracy or they will end like Hosni Mubarak former President of Egypt and former king Gyannendra of Nepal. They may lose their throne. People voice is the truth and truth always wins. They may hide behind water canon or behind the barricade and ready to shoot the people that will not keep them safe from truth for a very longtime. When people march for truth “God” will march with the people and their wall of defence will crumble like dust. They may try to suppress the truth by resorting to violence; they may give order to shoot at or beat the people. Yes, some will fall but others will take their place, they may beat them down but will rise up again and take the beating again but the people will never surrrender. The truth will put fear in the heart of the oppressor and will be forced to run away. Supreme sacrifice will be made if necessary because there is no greater joy and honour to sacrifice for truth, the Truth will give the people power, courage and strength to fight. And at the end “truth will always win”. Asenla, Naharbari village, Dimapur
The social influence of good vs evil
W
hen I ponder the concept of good versus evil, I pause for a moment to recognize that the words have varying meanings to different people. While one culture may view the stoning of women for sexual behavior perfectly acceptable, others will view it as being despicable and an abomination to humanity. The important fact is to isolate and define a form of evil that is all-encompassing for the human species and not varied between individual cultures. As humans, we precariously straddle two worlds. One world is based on our genetic hard-wiring which is geared towards survival and aggression — our animal instincts. Our other world is the modern, civilized society based on rules and conformity which we have created and enjoy. The vast majority of people reside prominently in civilized society, and they dismiss their instinct for aggression and dominance. Being a part of the group ensures safety and prosperity, and the group strongly influences and defines individual behavior. This relationship between the group and the individual is a two-way street. The group defines rules and limitations, and the individual complies for the purpose of integration. The end result of this is mutually beneficial to the good of one and the good of many. Evil acts occur when one aspect of this system breaks down and either the motivations of the group as a whole become corrupted or an individual rebels against the norms created by society. As a whole, we recognize evil acts as being those committed by individuals who have abandoned society. Deranged individuals who commit rampage style shootings, those who target children for sexual exploitation, those who target vulnerable women for rape, and so on. These are acts which, regardless of their root cause, have no seed of good within them. They are committed solely for the purpose of delivering pain, suffering, and torture to the victims, with no redeeming value to society, and without remorse. When the individual breaks away from the group in this manner, there is very rarely any chance for true rehabilitation. When the failure of good is on the side of the group as a whole, however, the result can be much different. If good people are subjected to degraded values within the group, even the best person can become subject to committing the worst acts. This is often highlighted in examples of heroes-
turned-criminal in the military and police officers who find themselves on the wrong side of the law. A war veteran is often revered as a hero in our society today, and most soldiers hold themselves to the highest standards of conduct while in battle. However, if the group as a whole becomes broken, the strength of the brotherhood between soldiers can drive many to do things which later carry grave regret. In January of 2012, such an example came to light in America. A group of soldiers from the 3rd Battalion, 2nd Marines rose to infamy when a video surfaced on the internet depicting them urinating on dead Taliban fighters. The soldiers are heard saying “Golden like a shower,” and “Have a great day buddy,” while desecrating the remains. In our modern, civilized world, we would rank this act as evil under almost any terms, but it’s important to remember this didn’t take place here. It took place in the less civilized, less modern world of war, and it took place under conditions most would never dare to imagine much less experience. So, what went wrong? Soldiers, while legally adults, are very often still within a very impressionable age. If I dare to think back to myself at the age of 19 or 20 years old, I hardly recall a mature adult. If people at such an age are removed from an environment of order, structure and safety, and placed in an environment of disorder, chaos, and fear, the motivation of the group shifts, and the results can devastate lives. In a scenario such as the soldiers of the 3rd Battalion, 2nd Marines, the motivating factor for the group became anger and rage. As the soldiers dealt with significant combat resulting in heavy casualties, the individuals responded in suit. While urinating on the remains of others may be regarded as evil, it is very important for others to form the distinction between the act itself and the people committing it. The act may be evil, but the people themselves are not. The moral compass of the group lost its way, and the natural drive for the individuals to conform brought them to a very unwanted infamy. Violence and evil are no strangers to our world, and they are never going away. However, if we learn to recognize the sources of derelict behavior, we may be able to intervene and prevent good people from making tragic decisions. Bryan Wood
Reader’s Post Sir,
What a tragedy
Look at the sorry state of affairs in Nagaland. Two young lives have been snuffed out with bullets in the twinkling of an eye. Public had requested the government repeatedly to halt the ULB elections and had the government listened in the first place, we would not be mourning the loss of two young lives today. What a tragedy and how sad it is for Nagas that such civil war seem to have engulfed us. The peace process is still unresolved and to top it up, we have another problem to face with this ULB issue. Who would benefit out of this turmoil at the end of the day? God help us. Benthunglo K Lotha, Jail Colony Kohima

Bhubaneswar, Feb 1 (IANS): At least seven police personnel were killed and five injured in a landmine blast triggered by suspected Maoists in Odisha’s Koraput district on Wednesday, police said. Police said the incident took place on National Highway 26 at Mungabhumi village under Pottangi police station on the Odisha-Andhra Pradesh border, when the personnel were travelling in a van to Cuttack for training. “Seven personnel of the district police have been killed while five injured in the landmine blast. They were going for training as assistant drivers,” Koraput Superintendent of Police Charan Singh Meena told IANS. The injured persons have been admitted to hospitals. The blast comes just about two weeks before the three-tier panchayat polls in the state. Maoists have given boycott call in Malkangiri district and other extremist-affected districts. Chief Minister Naveen Patnaik described the incident as “an act of cowardice” and expressed his condolence to the deceased families.
7 killed, over 30 injured as under-construction building collapses
KANPUR, FEB 1 (AGENCIES): At least seven people, most of them labourers, were killed and more than 30 injured when an under-construction building in Kanpur’s Jajmau area collapsed on Wednesday, officials said.
Three people were rescued from the debris and rushed to the Kanshi Ram Memorial Trauma Centre for treatment. Doctors said they were in critical condition. Kanpur’s deputy inspector general of police
Rajesh Modak said the number of dead and injured may rise. The incident took place at the Kanpur Development Authority colony in the afternoon, when top floors of the seven-storey under-construction build-
cent to the famous Allaho-Akbar Masjid, was being constructed for the last one year. It is part of a housing project of former district Samajwadi Party president Mehtab Alam. A weak foundation is said to be the possible reason behind the building collapse. Eyewitnesses said they were watching the budget proceedings when they heard a loud noise. “Nothing was visible because of dust around,” said Taj Hussain, who lives close to the site. “The workers hired for construction were living on different floors of the structure. They were at least 40 in number,” Hussain added. Initially, locals tried to clear the debris to pull out people but failed. Earthmoving machines on the Kanpur-Lucknow highway were then called in to help in rescue operations.
Kolkata, Feb 1 (IANS): Kolkata police quizzed the wife of scam-accused Rose Valley Chit Fund owner Gautam Kundu on Wednesday, in connection with her alleged closeness to an Enforcement Department official in charge of investigating the financial scandal. Kolkata police personnel went to Subhra Kundu’s residence during the day and interrogated her for several hours regarding her alleged relationship with ED assistant director Manoj Kumar. “If needed, we will talk to her again,” said a Kolkata police officer. Some television channels have been beaming footage since Monday night purportedly showing Kumar and the woman together at the Kolkata airport and at a hotel said to be in New Delhi. Some channels have claimed that the videos were released by the police, but the latter did not confirm it when IANS posed the question. IANS has not verified the footage. Lalu, who himself was railway minister during UPA-1 gover nment in between 2004-09, also questioned the rationale of continuing with the post of railway minister when the centre has amalgamated the rail budget with the union budget. “There was a tradition of presenting separate rail budget in the country even before the Independence. When the Railway Minister used to present separate rail budget, he/ she used to give details about their future plan about the development of railways and facilities for passengers. Modi has demolished this old tradition and amalgamated the powers of rail minister with the finance minister. When there is no separate rail budget, what is
the need of a railway minister?” Lalu quipped. He further said Modi had promised to give special package to Bihar. “But there is no mention of any fund allocation for the special package in Jaitley’s budget speech. The budget is ‘very disappointing’ as far as the demands of Bihar are concerned. Jaitly has promised AIIMS in the BJP-ruled Jharkhand and Gujarat, but there is no mention of any big scheme for Bihar,” RJD boss pointed out. He also attacked the Modi Government for going with its decision to present the Budget on Wednesday itself despite demise of former union minister and sitting MP E Ahmad. “Modi government has set a wrong precedent by not adjourning the proceedings of the House and going with its decision to present the Budget. Ahmad was a senior member of the House and the proceedings should have been adjourned,” he said.
N E W D E LH I F E B 1 (AGENCIES): Slamming the Union Budget, Rahul Gandhi said on Wednesday that it lacked a clear vision and had nothing for the farmers, the youths and on job creation. “We were expecting fireworks, instead it was a damp squib. It is just ‘shero-shayari’ in the budget. There is no clear vision,” the Congress vice president said. Highlighting the need for employment creation, Mr. Gandhi said, “The main issue facing India today is creation of jobs. How are you going to solve that problem? On that front, there was nothing. No vision, no idea and for farmers absolutely there is nothing.” On proposals related to the railways, he said, “Modi had promised the bullet train. Where is the bullet train now? Railways’ fundamental problem is safety.”

New Delhi, Feb 1 (IANS): The Environment Ministry is proposed to be allocated Rs 2,675.42 crore in the 2017-18 Union Budget, an increase of Rs 399.42 crore over the last fiscal. In 2016-17, the ministry had got a hike of over Rs 600 crore, about 39 per cent over the previous year and a budget of Rs 2327.51 crore (revised estimate). The 2017-18 budget proposals seem less promising vis-a-vis the ministry, as a crucial department like the Wildlife Crime Control Bureau received Rs 10.04 crore, the same as last fiscal, while some projects and departments received even less. Project Tiger, National Green Tribunal, Central Pollution Control Board, Animal Welfare Board and Climate Change Action Plan also saw reductions in their allocations. Funds proposed to be allocated to Project Tiger dropped from Rs 365 crore (budgetary allocation of Rs 375 crore) last fiscal to Rs 345 crore for the current financial year. However, the hike in ‘Integrated Development of Wildlife Habitat’ for the next fiscal shows the aim is to improve the green corridors and overall conservation efforts.

Both will bring havoc in their countries,” Lalu told reporters. Terming the budget as ‘Chun-Chun Ka Murabba’ (bereft of any result-yielding ideas and decisions), Lalu said the finance minister Arun Jaitley should have given the details of impact of demonetisation in his budget speech. He should have informed the country about the impact of demonetisation on the economy and how much black money was recovered. (From p-1) “The damage is irreversible and the overall scenario has crossed alarming levels,” Rio said. Welcoming the intervention and concern of the church, the MP said Naga people responded to the call of the church with mass state-wide prayer on Sunday, January 29. With the positive role of the church, he said the civil society organisations and the state government signed mutual agreement to postpone the elections. However, he lamented that the state again went back on its word and betrayed the confidence of the people, especially the church. Maintaining that all these blunders could have been avoided if the state had taken the people into confidence, Rio asserted that in a democratic society, the elected government must listen to the masses whose mandate was the very reason why the government existed. MP appealed to all sections for retrain and also urged the state government to listen to the voice of the people in the greater interest of Nagas. Meanwhile, the former chief minister has conveyed deepest condolences to the members of the bereaved families and prayed Almighty God grant them strength and solace at this painful time. He said late Bendangnungsang Longkumer and late Khriesavizo Metha have made the supreme sacrifice by giving their lives while responding to the call of the Naga people. “The sacrifice will be recorded in the annals of our history for all times to come,” Rio said. He also wished speedy recovery to the injured persons. Appealing for calm, restrain and understanding, the MP said the only way forward to overcome this serious crisis was understanding, dialogue along with genuine concern for the welfare and future of the Nagas.

Lauding NBCC for taking a bold step and playing the role of the mediator to break the impasse, the CNTC slammed the chief minister of betraying the people and the church for the lust for power and money. In the light of the above, CNTC has directed its apex constituent units to recall their women bodies- Lotha Eloe Hoho, Sumi Totimi Hoho and Watsu Mundang to immediately from Naga Mothers Association and JACWR immediately, since it was main “initiator and fomenter” of all this fiasco. Trump picks conservative judge Neil Gorsuch for Supreme Court WASHINGTON, FEB 1 (AGENCIES): President Donald Trump on Tuesday nominated Neil Gorsuch for a lifetime job on the U.S. Supreme Court, picking the 49-year-old federal appeals court judge to restore the court’s conservative majority and help shape rulings on divisive issues such as abortion, gun control, the death penalty and religious rights. The Colorado native faces a potentially contentious confirmation battle in the U.S. Senate after Republicans last year refused to consider Democratic President Barack Obama’s nominee to fill the vacancy caused by the February 2016 death of conservative justice Antonin Scalia. The Senate’s top Democrat, Chuck Schumer, indicated his party would mount a procedural hurdle requiring 60 votes in the 100-seat Senate rather than a simple majority to approve Gorsuch, and expressed “ver y serious doubts” about the nominee. Liberal groups called for an all-out fight to reject Gorsuch while conservative groups and Republican senators heaped praise on him like “outstanding,” “impressive” and a “home run.” Gorsuch, the son of a

Announcing the selection to a nighttime crowd in the White House East Room flanked by the judge and his wife, Trump said Gorsuch’s resume is “as good as it gets.” Trump, who took office on Jan. 20 and has sparked numerous controversies, said he hopes Republicans and Democrats can come together on this nomination for the good of the country.
Judge Gorsuch has outstanding legal skills, a brilliant mind, tremendous discipline, and has earned bipartisan support,” Trump told an audience that included Scalia’s widow. “Depending on their age, a justice can be active for 50 years. And his or her decisions can last a century or more, and can often be permanent,” Trump added. Gorsuch is considered a conservative intellectual, known for backing religious rights and writing against euthanasia and assisted suicide, and is seen as very much in the mold of Scalia, a leading conservative voice on the court for decades. “I respect ... the fact that in our legal order it is for Congress and not the courts to write new laws,” Gorsuch said, as Trump looked on. “It is the role of
Israeli forces begin evacuation of settlers from West Bank outpost

AMONA, FEB 1 (AGENCIES): Israeli forces began an operation to evacuate settlers from a West Bank outpost on Wednesday whose slated destruction could rupture Prime Minister Benjamin Netanyahu’s narrow coalition, dominated by ultranationalists who support settlements. Unarmed police in blue sweatshirts and black baseball caps made their way up the hill around midday Wednesday. On the
hilltop, youngsters erected makeshift barricades from smashed tiles, rusty metal bars and large rocks to slow their advance. Some protesters threw rocks at security forces, while others set fire to tires and trash piles. Minor scuffles broke out between some activists and police as protesters tried to block officers from progressing. Police spokesman Micky Rosenfeld said forces were operating “care-
fully and slowly.” He said 10 officers were lightly hurt and several protesters were arrested. Protesters chanted “Jews don’t expel Jews” as they linked arms to form a wall against police. Activists gathered in homes, praying, singing religious songs and dancing. Residents have said they plan to resist their evacuation peacefully. Some chained themselves to heavy objects and locked their doors. A few residents left their homes with young children in the arms. Bilha Schwarts, 24, came along with her husband and nine-month-old daughter to support the residents. “If they want it they can take it, we will not fight. We will leave but we will come back,” she told The Associated Press. Shortly after noon, bulldozers began making their way up the hill, one of them clearing a path.
judges to apply, not alter, the work of the people’s representatives. A judge who likes every outcome he reaches is very likely a bad judge, stretching for results he prefers rather than those the law demands.” A senior administration official, speaking on condition of anonymity, said the choice of Gorsuch was seen by the White House as a significant depar ture from Supreme Court nominations from the recent past, given that many justices have come from the eastern United States. Gorsuch lives in Boulder, Colorado, where he raises horses and is a lifelong outdoorsman. The official said a screening committee helped in the selection process that included Vice President Mike Pence, White House counsel Don McGahn, chief of staff Reince Priebus and top strategist Steve Bannon. Gorsuch became the youngest U.S. Supreme Court nominee since Republican President George H.W. Bush in 1991 selected conser vative Clarence Thomas, who was 43 at the time. Gorsuch was in the same 1991 graduating class from Harvard Law School as Obama.
Iran confirms missile test T E H R A N, F E B 1 (agencies): Iran’s defense minister is confirming that his country recently conducted a missile test. The semi -official Tasnim news agency quotes Gen. Hossein Dehghan Wednesday as saying, “the recent missile test is in line with our plans and we will not let any foreigner meddle with our defense issues.” Deghan did not elaborate on when the test was conducted or what type of missile was tested, saying only that the test was not in violation of either United Nations resolutions or Iran’s nuclear deal with world powers. The White House said Monday it is studying details of an Iranian ballistic missile test. Iran is the subject of a United Nations Security Council resolution prohibiting tests of ballistic missiles designed to deliver a nuclear warhead.
Trump travel ban unlawful: UN rights experts

GENEVA/ABU DHABI, FEB 1 (AGENCIES): U.N. human rights experts said on Wednesday U.S. President Donald Trump’s travel ban on nationals from seven Muslim-majority states contravenes international law and could lead to people denied asylum being sent home to face torture. Trump’s executive order curbing immigration has aroused an international outcry, even among U.S. allies, and sown chaos and bewilderment among travelers. Legal challenges have spread with three U.S.
states suing to overturn the order, saying it flouts constitutional guarantees of religious freedom. In a statement, the U.N. experts urged the Trump administration to protect people fleeing war and persecution and uphold the principle of non-discrimination based on race, nationality and religion. The United States should not force back refugees, a practice known as refoulement, they said. “Such an order is clearly discriminatory. based on one’s nationality. and leads

to increased stigmatization of Muslim communities,” said the experts. “Recent U.S. policy on immigration also risks people being retur ned, without proper individual assessments and asylum procedures, to places in which they risk being subjected to torture and other cruel, inhuman or degrading treatment, in direct contravention of international humanitarian and human rights laws which uphold the principle of
non-refoulement.” The independent experts included the U.N. special rapporteurs on migrants, François Crépeau; on racism, Mutuma Ruteere; on human rights and counter-terrorism, Ben Emmerson; on torture, Nils Melzer; and on freedom of religion, Ahmed Shaheed. U.N. High Commissioner for Human Rights Zeid Ra’ad al-Hussein said on Monday that discriminating against people on the basis of their nationality is illegal.
Trump travel ban an internal affair: UAE
The United Arab Emirates’ foreign minister said on Wednesday President Donald Trump’s travel ban on citizens of seven mainly Muslim countries was an internal affair not directed at any faith, a more measure reaction than others from the region. Trump’s order affecting Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen has triggered protests across the United States and beyond. But Sheikh Abdullah bin Zayed said most Muslims and Muslim countries were not included in the ban and the named states
faced “challenges” that they needed to address. “The United States has taken a decision that is within the American sovereign decision,” Sheikh Abdullah said at a joint news conference with his Russian counterpart Sergei Lavrov in Abu Dhabi. “There are attempts to give the impression that this decision is directed against a particular religion, but what proves this talk to be incorrect first is what the U.S. administration itself says ... that this decision is not directed at a certain religion.”
UNSC to facilitate lasting political settlement in Syria U N I T E D NAT I O N S, FEB 1 (IANS): The United Nations Security Council (UNSC) has reiterated its support for the UN efforts to facilitate a lasting political settlement of the Syria crisis, according to a statement. The UNSC members on Tuesday heard a briefing by the UN Special Envoy for Syria Staffan de Mistura, and pledged to facilitate the lasting political settlement of the crisis through an inclusive and Syrian-led political process, Xinhua news agency cited the statement as saying. They reaffirmed “strong commitment to the sovereignty, independence, unity and territorial integrity of Syria”, and reiterated the only sustainable solution to the current crisis in Syria was through an inclusive and Syrian-led political process. The Security Council members welcomed the International Meeting on Syria held in Astana, Kazakhstan, on January 23-24. They welcomed the talks between the Syrian government and armed opposition groups with de Mistura’s involvement, expressed their appreciation to Kazakhstan President for hosting the meeting, and took note of the joint statement by Iran, Russia and Turkey adopted on the outcome of the talks.
Fillon decries institutional ‘coup d’etat’
Francois Fillon PARIS, FEB 1 (AGENCIES): French presidential candidate Francois Fillon on Wednesday asked his fellow conservative lawmakers to stay loyal to him in the face of a scandal over his wife’s work, denouncing the furore that has hurt is campaign as the work of
left-wing opponents. “We are facing an institutional coup d’etat from the left,” said a member of parliament for The Republicans party who attended a meeting with Fillon. The lawmaker, who wanted to stay anonymous, said Fillon asked his fel-
lows to “hold on for 15 days” - long enough for the official inquiry into the affair to run its course. “Nobody will stop Francois Fillon and the Right from being present in the first round of the presidential election and the second round of the presidential election,” Fillon’s spokesman Thierry Solere said later. Fillon has lost his spot as favourite to win the presidential election this year since the opening of an official inquiry into a newspaper report that his wife and family earned over 1 million euros, mostly taxpayer-funded, for doing very little work. Party grandees have been considering the need for a Plan B without him.
Fillon eclipsed by Macron, Le Pen in French presidency race
Conservative presidential candidate Francois Fillon would not even make the second round of this spring’s election in France, an opinion poll showed on Wednesday, cranking up the pressure on him as a scandal over his wife’s work engulfed his campaign. The poll by Elabe pointed to rising support for far-right National Front leader Marine Le Pen, but it showed centrist Emmanuel Macron most likely to win the presidency - snatching the position of favourite that Fillon held until last week. The poll by Elabe for Les Echos newspaper was conducted on Jan. 30 and 31, a few days after a newspaper report that said Fillon’s wife was paid taxpayers’ money for fake work. Fillon has said the work was genuine, but an inquiry has been opened and the couple have been interviewed by police. Fillon, chosen in November by a party primary, has said he will stand down if he is
put under formal investigation. He was due to meet members of his party on Wednesday as some of them consider a campaign without him. It was unclear how a new candidate could emerge with less than three months to go before the election. At issue is an inquiry prompted by a report in the satirical newspaper Le Canard Enchaine and subsequent reports by the same paper that Penelope Fillon was paid 831,440 euros ($897,539)of public fund for work it alleged she did not do. Elabe’s poll offered two first-round voting scenarios; one in which another centrist, Francois Bayrou, stands for election, and another in which he does not. Voting intentions for Macron were unchanged or up 1 point to 22-23 percent, depending on the scenario. Le Pen’s first round score was up by 3 points to 26-27 percent.
Pentagon chief seeks to reassure nervous Asian allies
WASHINGTON, FEB 1 (AGENCIES): By visiting Japan and South Korea on his first official overseas trip, Defense Secretary Jim Mattis is seeking to reinforce key alliances after President Donald Trump’s campaigntrail complaints that defense treaties disadvantaged the United States. The visits also reflect the urgency of concerns on both sides of the Pacific about North Korea’s nuclear and ballistic missile programs. Mattis, a retired four-star Marine general, inherited a North Korea problem that has grown more worrisome as the communist nation’s leader, Kim Jong Un, claims progress toward fielding a ballistic missile capable of delivering a nuclear warhead to the United States. Former Secretary of State John Kerry said in early January the U.S. may need “more forceful ways” of dealing with North Korea if it develops a ballistic missile of intercontinental range. LONDON, FEB 1 (AGENCIES): The British government will publish a “White Paper” document on Thursday, setting out its plan for leaving the European Union, Prime Minister Theresa May told parliament. White papers are policy documents produced by the government that set out their proposals for future legislation.

A law allowing Prime Minister Theresa May to trigger Britain’s exit from the European Union is expected to clear its first legislative hurdle on Wednesday, paving the way for the government to launch divorce talks by the end of March. May’s government is seeking approval for a new law giving her the right to trigger Article 50 of the EU’s Lisbon Treaty - the legal process for leaving the bloc - after the Supreme Court ruled last week that she could not take that decision unilaterally. The bill could complete the legislative process by March 7.
SEOUL, FEB 1 (agencies): Former U.N. Secretary-General Ban Kimoon said Wednesday that he won’t run for South Korea’s presidency, a surprise announcement that removes a key figure from the scramble to replace impeached President Park Geun-hye and further stirs the country’s already tumultuous politics. The withdrawal of Ban, who had been considered the only major conservative contender, boosts liberal Moon Jae-in, who has enjoyed a comfortable lead in opinion surveys since Park was impeached in December. Ban told a hastily arranged news conference that he had

to hold talks in Tokyo with Defense Minister Tomomi Inada and other senior Japanese government officials. North Korea is expected to be at or near the top of Mattis’ agenda. Beyond its long-range missile aspirations, the North already has missiles capable of hitting South Korea as well as U.S. bases in Japan. Trump said during the campaign that while he supports the alliances with Japan and
South Korea, he would not rule out abandoning them if they refuse to pay more for their own defense. “It could be that Japan will have to defend itself against North Korea,” he told a campaign rally in August. The first foreign leader he met as president-elect was Japanese Prime Minister Shinzo Abe; they’ll meet again in Washington on Feb. 10. Mattis has said little in public since taking office. But he has left no doubt that America’s security alliances, including those in Asia, are a top priority. He is the first recently retired military officer to serve as defense secretary since George C. Marshall in 1950-51 during the Korean War. Pentagon chiefs regularly visit South Korea and Japan, reflecting their status as U.S. treaty allies. Chuck Hagel, who visited the heavily guarded Demilitarized Zone between North and South Korea as defense secretary in September 2013, said in an interview that Mattis is making the right move.

ourtney Love has landed a lead role in a new Lifetime TV movie about the infamous Menendez brothers. Lyle and Erik Menendez made headlines in 1994 when they were convicted of the murder of their parents, wealthy L.A. entertainment executive Jose Menéndez and wife Kitty. Both brothers are currently serving life sentences in separate prisons for their crimes. The brothers’ laywer argued during their trial that they had been driven to murder by years of abuse from both parents, including repeated sexual molestation by their father.
Announcing the project, Lifetime said the movie will focus on the “extreme abuse the brothers endured at their father’s hands, while their mother looked the other way”. Love has been cast as Kitty Menendez, but the roles of Lyle and Erik Menendez have yet to be cast. Shooting is due to start in Vancouver in February, according to The Hollywood Reporter. Meanwhile, Love recently poked fun at Donald Trump and the “alternative facts” controversy by rewriting her bio using a series of unlikely claims. She previously criticised Donald Trump in a witty Instagram post last year. The Hole singer referenced several controversial Americans in the post, including Bill Cosby, OJ Simpson and Casey Anthony. All of them, she said, are less trustworthy than having “that pussy grabber Trump” as President.

inance minister Arun Jaitley presented the Union Budget 201718 in the Lok Sabha today. The Bollywood film industry, which is known to be a great source of revenue for the government and generates jobs for many, felt “left out” of this year’s budget. With the government not easing the heavy taxation and not providing any aid to the industry, members of the film industry have expressed their displeasure. Film producer Mukesh Bhatt expressed his sadness saying, “The Finance Minister did not even mention the film industry in his budget. They feel like we do not exist. They didn’t even touch upon piracy which is impacting us in such a big way and also in turn affecting the government’s revenue. We are saddened!” A d m i t t i n g i t wa s sad that the film industry wasn’t included in the budget, filmmaker Kunal Kohli questioned the role of members of the film industry elected in parliament. He said, “I feel members of the film fraternity, who are in the government, should be representing us and they
need to put our point across to the government for them to look at. The film industry is in the limelight and is a great source of providing revenue and generating jobs.” Speaking about his expectations from the Union budget, he said, “The entertainment tax is not uniform in the country and varies from state to state. It needs to be uniform and should be lowered. Another concern is that the government does not offer subsidies to filmmakers to shoot in the country or state, much like how foreign countries do. The state of Uttar Pradesh offers subsidies, but it is not the same for the remaining states.” Singer and music composer Vishal Dadlani on the other hand seemed impressed with the government’s move to curb black money by introducing a cap of Rs 2,000 donation from an individual to a political party. In a series of tweets, the star engaged in a healthy debate with fans on the topic of the budget. He also shared his concerns about the budget providing no reward to upper-middleclass taxpayers.

Madrid, Feb 1 (IANS) : The Spanish minister of education, culture and sport expressed his support for the use of technology in the country’s football league La Liga, to avoid provoking any reaction if actions on the field are not judged correctly. Inigo Mendez de Vigo on Tuesday said that technology used in tennis and basketball should be introduced in football, such as the video replay technology used for the first time during the 2016 FIFA Club World Cup in Japan, reports Efe. Mendez de Vigo’s statement came in response to a question on whether his ministry is planning to resort to technology in soccer to avoid mistakes, like the one during the Barcelona-Real Betis clash in round 20 of La Liga on Sunday. The game eventually ended 1-1, although a shot by Jordi Alba passed Betis’s goal line, but the referee did not signal a goal and Barcelona now has a four-point gap behind leader Real Madrid. K Y M C

The apex court had authorised three persons, Vikram Limaye, Amitabh Chaudhury and Anirudh Chaudhury, to represent BCCI in the meeting. Senior advocate Kapil Sibal, appearing for Tamil Nadu Cricket Association, said that out of three authorised persons, only Limaye has been asked to attend the meeting and this is against the order passed by the court. A bench headed by Justice Dipak Misra said that it would hear the matter at 2 PM. The Justice R M Lodha panel and amicus curiae Gopal Subramaniam informed the court that a request has been made to the ICC chairman Shashank Manohar that all the three representatives be accommodated in the meeting.

Usain Bolt
K I N G S TO N, F E B 1 (AGENCIES): Sprinting great Usain Bolt is refusing to dwell on the disappointment of losing his Beijing Olympics 4x100 metres gold medal after his Jamaican team mate Nesta Carter tested positive for a banned stimulant. Bolt, who completed a remarkable ‘treble treble’ of 100m, 200m and 4x100m Olympic titles at the 2016 Rio Games, had his 2008 relay gold stripped last month after Carter’s re-tested sample indicated he had taken methylhexaneamine. The International Olympic Committee (IOC) ordered Carter, who has already said he would appeal the decision to the Court of Arbitration for Sport (CAS), and team mates Bolt, Asafa Powell and Michael Frater to return their medals. “Initially (I was) disappointed, of course,” Bolt told reporters at Melbourne Airport as he arrived ahead of the Nitro

DUBAI, FEB 1 (AGENCIES): Tiger Woods is looking to old friend Roger Federer for some inspiration. The 40-year-old American hasn’t won a major since 2008, while the 35year-old Federer claimed his 18th Grand Slam title on Sunday at the Australian Open, beating Rafael Nadal in the final in his first tournament following a sixmonth injury layoff. “What Rog has done is he’s been dominant for so long,” Woods said as he continues his comeback from 16 months off at this week’s Dubai Desert Classic. “To compete against (Novak Djokovic), to compete against Rafa, and now Andy (Murray) is playing well. He’s had a litany of guys who have won slams. And no one wins slams at his age. “And for him to come back, after having to take that much time off, and for him to get the timing, that’s the hardest part.” Woods has won 14 majors, the last coming at the 2008 U.S. Open. Since then, he has dropped from No. 1 in the world to No. 666. He has twice won in Dubai but missed the cut in his first appearance of the year at the Farmers Insurance Open at Torrey Pines. After three back surgeries in the last few years, Woods is hoping to emulate Federer and get back to his best. “As you get older, you change your game and you do things slightly differently, and he did that,” Woods said of Federer.

Fourth placed Liverpool, 10 points behind Chelsea, have only won one of their last nine matches in all competitions, but their battling display at least partially eased the pain of Saturday’s FA Cup embarrassment against second tier Wolves. “I’m not sure happy is the right word, but I’m proud because the boys did outstanding things against a really good side,” Reds boss Jurgen Klopp said. At the Emirates Stadium, Arsene Wenger was again watching from high in the stands as he served his touchline ban and the Arsenal boss was rocked in the 10th minute when Younes Kaboul’s powerful strike deflected in off Aaron Ramsey. Watford suffered an embarrassing FA Cup defeat at third tier Millwall on Sunday and had gone seven league games without a win.

England collapse hands India a clean sweep of Test, ODI and T20

It means India have claimed the T20 series, the ODI series 2-1 and the Test series 4-0. India set England a stiff target of 203 in the Twenty20 series decider after Mahendra Singh Dhoni ended a decade-long wait for an international half-century in the format.
England’s reply started badly when Sam Billings was out to what was his first ball in the second over for nought. Jason Roy and Joe Root steadied things, the opener scoring 32 from 23 balls before being caught by Dhoni from the bowling of Amit Mishra. Athletes refusing to return medals may face Olympics’ ban
Tokyo 2020 Olympics: Medals to be made from mobile phones
Moscow, Feb 1 (IANS): The International Olympic Committee (IOC) has the right to ban athletes who refuse to return their medals after their results were annulled for doping, from participation in the next Olympics, lawyer for the ROC Alexandra Brilliantova said on Wednesday. “The athletes who did not return their medals won at the previous Games can apply to participate in the Olympics as the Olympic C h a r t e r e nv i s a g e s n o punishment for failure to hand over medals. But if these persons think about continuing their career, they should meet IOC’s demands. This organisation decides on participation in the Olympic Games,” Brilliantova said. Those foreign athletes, whose results of the Olympic Games had been annulled in previous years, have returned their medals, she said.
TOKYO, FEB 1 (AGENCIES): Olympic and Paralympic medals for the Tokyo 2020 Games will be made from recycled mobile phones. The Japanese public will be asked to donate old phones and small appliances to gather two tonnes of gold, silver and bronze for the 5,000 medals. The project hopes to promote sustainability and reduce costs. “A project that allows the people of Japan to take part in creating the medals is really good,” said Tokyo 2020 sports director Koji Murofushi. “There’s a limit on the resources of our earth, so recycling these things will make us think about the environment.” Collection boxes will be placed in local offices and telecoms stores from April and will remain there until the metal required has been collected. Scrap cars and home appliances such as fridges and air conditioners also contain these rarer metals, along with base metals, including iron, copper, lead and zinc. It was Ranchi who seemed to take the initiative by getting two penalty corners after Manpreet Singh was brought down by Satbir Singh. But with British set-piece specialist Ashley Jackson in the sidelines, Trent Mitton couldn’t convert. Punjab too got two penalty corners and in the second one, Dutchman van der Weerden rocketed one to the right corner to mark his debut goal in HIL. Punjab soon made it 3-0 when a counter-attack saw Jake Whetton set the ball on the path of Sunil and the latter ran for around 25 yards before driving the ball past an onrushing goalkeeper Tyler Lovell. After the change of ends, Punjab continued to dominate Ranchi and in the 34th minute, Sunil scored second of the night to make it 5-0. Sardar Singh’s back-hand cross from the right at the goal was given a half-hearted touch by Sunil before breaching an inactive

Trailing by seven goals, Ranchi did their best getting two penalty corners in the final quarter but Jackson was unable to beat visiting goalkeeper Tristian Clemons. Despite being 7-0 up and all the damage done, Punjab didn’t relent and c o n t i nu e d t o p i l e t h e pressure on Ranchi, who had a harrowing outing. LONDON, FEB 1 (AGENCIES): Sin-bins for yellow-card offences in football could be given the go-ahead as early as next month. Football’s law-making body Ifab will look at the proposal at its annual meeting in London in March. The measure has been tested in Uefa development competitions and some amateur leagues in recent years. If approved, sin-bins will come in at youth and amateur levels and could be introduced to the professional game within two to three years. The move is intended to help the development of the game at lower levels, “by promoting and encouraging more people to take part,” the International Football Association Board agenda reads. There is also a line in the release about “fairness” and that “particular focus will be given to the role of the captain and how her/his responsibilities could be enhanced as part of a move to improve onfield discipline and create b e t t e r c o m mu n i c a t i o n between players and match officials”.
drubbed England U-19 by 129 runs in the second one-dayer to level the fivematch series 1-1. The hosts put up a challenging 287, and then bundled out England for 158. India colts struck in the third over when pacer Kamlesh Nagarkoti removed opener Max Holden (0) with the team score reading 12. George Bartlett (7) edged to ‘keeper Harvik Desai, giving pacer Shivam Mavi his first wicket. Mavi, who was bowling in the right areas, struck again as he cleaned up opener Harry Brook (26) to leave the visitors struggling at 40-3. Pope (24) and Euan Woods had added 40 runs for the fourth wicket when a quick throw from Nagarkoti cut short the former’s stay in the middle. Roy took three wickets to play a part in his side’s win at the Brabourne Stadium. Roy dismissed Woods (19) as the visitors lost their fifth wicket on 89. The left-arm spinner stuck twice as he first cleaned up Tom Banton (4) and
had the dangerous Delray Rawlins (46) trapped in front of the wicket. Rawlins stuck two powerful sixes and five fours. Porel then dismissed Henry Brookes (3), while captain Abhishek Sharma finished the proceedings by scalping Aaron Beard. Put into bat, fifties by opener Himanshu Rana and Harvik Desai helped India post 287 for eight. Rana made an impressive 58, and his knock was laced with 10 boundaries. But it was Desai’s 75 off 62 balls that ensured India went beyond 250, after struggling at 108 for 4 at one stage. Rana, the last match’s centurion, added 82 runs for the second wicket with Shubham Gill. Gill (24) was the second man to be dismissed with the scoreboard reading 102 for two. A late onslaught by Nagarkoti (36 not out) and Shiva Singh (23 in 12 balls) took the hosts to 287 even as 15 runs were scored in the 49th over. Fisher was the most successful English bowler with the figures of 4-44.
