DIMAPUR, FEB 28 (NPN): While acknowledging that the final stages for solution to the Naga political issue has reached a stalemate between the government of India and the NSCN (I-M), government of India’s Representative and Interlocutor for Naga Peace Talks, R.N Ravi Friday has accused the NSCN (I-M) of indulging in delay tactics as it did not seem to be prepared for a final settlement. In an interview to Nagaland Post, the Interlocutor also accused NSCN (I-M) of making “new and mischievous interpretation” of the already agreed positions on contentious issues and thus “misleading” the people. Ravi said that after settling contentious issues, the NSCN (I-M) was now demanding the proposed “Pan Naga entity ” having political and executive influence over Nagaland government, which he said, was not acceptable to government of India. “The NSCN (I-M) is trying to imagine things which are not in the

Delimitation in 4 NE states after a delay of 12 years NEW DELHI, FEB 28 (PTI): Centre on Friday cancelled its earlier notifications which deferred delimitation in Assam, Nagaland, Manipur and Arunachal Pradesh due to security issues. The “order” issued by the Legislative Department of the Law Ministry said “it appears that the circumstances that led to the deferring of the delimitation exercise” in Assam, Manipur, Arunachal Pradesh and Nagaland “have ceased to exist” and that delimitation could now be carried out. The order pointed out that a Delimitation Commission was set up under the Delimitation Act, 2002 to readjust the division of each state and union territory into territorial constituencies for the purpose of Lok Sabha and state assembly elections on the basis of census figures of 2001. The Commission completed the delimitation exercise and the Delimitation Order, 2008 in respect of all the states, except in four NE states, it said. According to the Election Commission website, delimitation literally means the act or process of fixing limits or boundaries of territorial constituencies in a country or a province having a legislative body.

Ravi: The delay is entirely on the part of NSCN (I-M); it appears that they are not prepared for a settlement. They are playing delaying tactics by giving new mischievous interpretations of the already agreed positions on contentious issues and thereby misleading the people. NP: Which issues are we talking about? Ravi: Issues like Framework Agreement, Pan Naga entity etc. NP: NSCN (I-M) has passed a resolution for so-

lution on the basis of 3rd August 2015 Framework Agreement. Now, you are saying that they are mischievously misinterpreting the agreement and misleading the people. Can you elaborate on it? Ravi: The Framework Agreement does not talk about flag and constitution. There is no mention of shared sovereignty in it. There is no mention of integration. There is no mention of Nagas as a separate entity. Of course it recognizes the unique history of Nagas. Framework Agreement is a commitment to settle the Naga political issue on the basis of power sharing with due regard to the contemporary realities. The NSCN

Publish names of colonies, landlord of spurious liquor outlets: CNTC DIMAPUR, FEB 28 (NPN): Appreciating the Excise department for raiding the outlets selling spurious liquor, the Central Nagaland Tribes Council (CNTC) has, however, demanded that the department and district administration publish the names of colonies and landlords under whose localities and premises those outlets were being allowed to run because they should also bear the responsibility and be penalized as per the law. CNTC through its media cell stated that the colony authorities, who were failing in their responsibilities, should be made known their assigned duties as leaders or they should step down immediately if they cannot perform. “This issue needs a community policing and everyone has to play their part effectively,” CNTC stated. Further, CNTC has appeals to the state government and the Nagaland Baptist Church Council to review the NLTP Act with all the stakeholders at the earliest. It maintained that NLTP Act has only promoted the rise of

liquor syndicates. CNTC lamented that increased flow of spurious liquor and spurt in illegal liquor dens in have taken a huge toll on the lives and health of many people.

Raids continue in Dimapur Stepping up its efforts against bootlegging, the excise narcotic cell along with mobile squad and district excise Dimapur Thursday conducted multiple raids at several locations in and around Dimapur including Rail Bazaar, West Yard colony, New Market, Blue Hill line, Dhobinallah and Railgate areas. Excise commissioner Tarep Imchen informed that 735 bottles of assorted IMFL was seized and 2166 litres of country liquor was destroyed on the spot. Ravi: On all these issues the NSCN (I-M) has already agreed to a position which could be acceptable to the government of India. These positions were reached after a series of negotiations during the last five years. They are now changing their positions from what they have already agreed. This is not acceptable. This is not the way to negotiate. This will make the proceeds of negotiation endless. It is already 23 years. People are losing patience. Government of india cannot ignore the popular sentiments. Government of India is committed to an inclusive solution without further delay. All stakeholders should be co-owner of the final agreement. Government of India cannot wait indefinitely if someone wilfully chooses to delay it by frequently changing the goalposts.

COVID-19: WHO raises global virus risk to max level GENEVA, FEB 28 (AFP): World Health Organisation Friday raised its global risk assessment of the new coronavirus to its highest level after the epidemic spread to sub-Saharan Africa and caused financial markets to plunge. WHO chief Tedros Adhanom Ghebreyesus said the risk was being raised to “very high” because of the continued increase in cases and the number of new countries affected in recent days. These developments “are clearly of concern”, Tedros told reporters in Geneva. But he added: “We still have a chance of containing this virus, if robust action is taken to detect cases early, isolate and care for patients and trace contacts.” The virus has proliferated around the globe over the past week, emerging on every continent except Antarctica.

According to NSO data, the gross value added growth in manufacturing sector contracted by 0.2 per cent in the third quarter of this fiscal from 5.2 per cent expansion a year ago.

Delhi riot toll rises to 42; life limps back to normalcy NEW DELHI, FEB 28 (PTI/ IANS): The death toll in Delhi’s communal violence rose to 42 on Friday as the situation showed some signs of returning to normalcy and clouds of smoke cleared to reveal the extent of the damage from the worst riots in the city in over three decades. As people gingerly stepped out for work and opened shops and other establishments in northeast Delhi, anxiety escalated outside the Guru Teg Bahadur (GTB) hospital where people waited outside the mortuary to receive the bodies of their loved ones. Police and paramilitary personnel also maintained a strict vigil in view of the Friday prayers at mosques. The maulvis of mosques in riot-hit areas appealed for peace and harmony and put out announcements asking people not to fall prey to rumours and cooperate with police. GTB hospital has recorded 38 deaths, the Lok Nayak Jai Prakash hospital three, while Jag Pravesh Chandra hospital reported one death, officials said. Delhi Police

NEW DELHI, FEB 28 (PTI): India’s economic growth slowed to a near 7-year low of 4.7 per cent in October-December 2019 on continued slump in manufacturing, and now faces the next big challenge of coronavirus outbreak stifling global growth. Despite being one of the strongest periods due to festival season and higher rural spending driven by kharif harvest, Oct-Dec was the third straight quarter of growth decline and the lowest rate in 27 quarters. The 4.7 per cent expansion in the third quarter of the current financial year compares with a revised 5.1 per cent growth witnessed in the previous three months and 5.6 per cent expansion in the same period of the previous year, according to official data released on Friday. The government retained its estimate of 5 per cent GDP growth for the fiscal year through March, the lowest for 11 years. This, after the first quarter growth was revised upwards to 5.6 per cent from earlier estimate of 5 per cent. While agriculture output rose 3.5 per cent versus 3.1 per cent in the previous quarter, mining grew 3.2 per

Carrying placards and banners that read “We condemn leader who sabotaged RTI applicants on Feb. 24”, “RTI is a legal right”, “Take immediate action on RTI suppressor”, “Leader who still don’t know RTI may go back to school to fit to leadership role”, “Support RTI to bring change”, “Forcing RTI withdrawal tantamount to murder of democracy”, etc, the rallyists marched from Chozuba town till additional deputy commissioner’s (ADC) office. They then submitted a representation to the ADC demanding disciplinary action and formation of an inquiry committee within 10 days, adding the committee should submit its report within 20 days from the date of its constitution. The representation further demanded befitting disciplinary action against the perpetrators, including

VCCs, GBs and all government servants involved in the incident, by booking them under appropriate provisions of RTI Act, 2005. It warned that failure to fulfil the demand would be viewed seriously by the association and further course of action would be adopted. The representation alleged that a mob of more than 100 people from various villages under Chozuba subdivision thronged into the residences of 2-LSDAPOA convener Cizonyi Khusoh and secretary Veku Khusoh at Chozuba town around 5/6 p.m. on February 25 and threatened the duo with life for filing an RTI application at Phek DC office on February 12 and coerced them to withdraw it. The mob then forced the duo to sign on a draft letter withdrawing the RTI application.

SHILLONG, FEB 28: Meghalaya government imposed curfew in Shillong from 10 p.m. Friday and suspended internet services after a clash erupted at Ichamati village bordering Bangladesh after an anti-Citizenship (Amendment) Act rally. According to reports, a Khasi Students’ Union (KSU) activist Lurshai Hynniewta was killed and many others injured after a clash broke out between two communities at Ichamati under Sohra Sub-Division on Friday. The event was organised by Tangkhul Union Dimapur on the theme “Strengthening cultural bonds”. Speaking at the programme as chief guest, Eastern Nagaland People’s Organisation (ENPO) president T Kekongchim observed that though Nagas

were under different administrative units, yet they shared a common cultural bond and this “uniqueness” was known by the whole world. Lamenting about “isms”, he said currently Nagas were living in confinements and surrounded by “tribalistic” attitude that led to disunity. “It is high time for the Nagas to come out from this tribalistic attitude. We cannot expect our tribes to progress in the global context with such attitude,” he stressed. He said Naga people were prone to emotional outbursts and obsessed with

“dominance” over other tribes, regretting that the sacrificial spirit of Naga forefathers had been replaced by tribalism and personal greed. “We boast ourselves as ‘unique’ but disunity amongst us is our greatest enemy. Are we to live together or perish individually? We call ourselves as warriors but, if we cannot admit our mistakes, then we are not true warriors,” he remarked. DIMAPUR, FEB 28 (NPN): Minister for Housing and Mechanical, Gover nment of Nagaland, Tongpang Ozukum on Friday laid the foundation stone of Naga patient guest house, Dibrugarh, Assam during a short programme at Dibrugarh. A press release from Naga Students Union Dibrugarh stated that speaking on the occasion, the minister assured that the guest house in Dibrugarh will be completed within a stipulated timeframe. He informed that as soon as the tender process is completed, the contractor will immediately start the work. As far as completion is anticipated, he viewed that guest house might not be completed in a year but said timely completion will be meted out. Ozukum added that the

He also exhorted the gathering to inculcate the habit of forgiveness and learn to live in unity. On Naga political issue, he said the Nagas needed to stand together united and grab the golden opportunity and learn to accommodate each other. “Those who sow seeds of disunity will be cursed, but those who sow seeds of goodwill and unity will be blessed. We have struggled together, let us also harvest together,” he appealed. Kohima DTF on COVID-19 highlights new travel advisory

DIMAPUR: Kohima District Task Force (DTF) on COVID-19 held its second meeting at the Deputy Commissioner’s office chamber, Kohima on February 28. The meeting was chaired by SDO (Dev), Kohima, Shaying Sheu. According to DIPR report, in the meeting, office of the Chief Medical Officer shared the latest status of surveillance report on COVID-19 and highlighted the new travel advisory issued by the Ministry of Health & Family Welfare, Government of India in addition to its earlier advisories. Indians have been advised to refrain from non-essential travel to Republic of Korea, Iran and Italy while people coming from Republic of Korea, Iran and Italy or having such travel history since February 10 may be quarantined for 14 days on arrival to India. The meeting also highlighted on the ‘advice for travellers returning from China since January 15: ‘All you need to know to protect yourself and your family’: The COVID19 cause illness ranging from common cold to more severe diseases such as Middle East Respiratory Syndrome (MERS), CoV and Severe Acute Respirator y Syndrome (SARS-CoV). The common symptoms include fever, cough and difficulty in breathing.

To protect oneself and others from getting sick if recently travelled to China (within last 14 days) or had possible contact with an nCoV infected person - it is adviced to stay in home isolation for 14 days after the return, sleep in separate room and limit contact with other family members and avoid visitors. To cover nose and mouth when coughing and sneezing; to avoid close contact with anyone with cold or flu like symptoms (maintain a distance of at least one meter from any individual). Every person at home should maintain hand hygiene at all times and wash hands after sneezing or coughing; when caring for sick; before, during and after one prepares food; before eating; after toilet use; when hands get dirty and after handling animals or animal waste. In case if one develop fever, cough or difficulty in breathing anytime within 28 days of return from China - to wear a mask immediately and report to the nearest medical facility as advised and not to panic. Make Clause 6 report public, says Tarun Gogoi

GUWAHATI, FEB 28 ( AGENCIES): Former Assam chief minister Tarun Gogoi on Thursday demanded that the government make public the report of the high-powered committee on Clause 6 of the Assam Accord, reports The Telegraph. The committee finalised the report on February 10 and submitted it to Assam chief minister Sarbananda Sonowal on Tuesday. Sonowal is yet to submit the report to the Centre. “ T h e g o ve r n m e n t should make it public. It is not a secret document. Is there anything in the report which is a threat to national security?” Gogoi said. Gogoi said the Centre is adopting delaying tactics in implementing the recommendations of the report by taking the report “via media” and asking the state government to talk about the need of Assam Assembly’s approval for the definition of “Assamese” before its implementation. “This is nothing but a delaying tactic,” he added. Gogoi said Prime Minister Narendra Modi had forgotten the people of his own country when he met US president Donald Trump. “Why did he take over 60 hours to send a tweet to urge people to maintain peace? While people were dying in Delhi, the Centre was in deep slumber,” he said. Regarding the prospect of floating new political parties by the anti-Citizenship Amendment Act (CAA) groups, Gogoi said there is still scope for such a party in Assam. “But there is no need to float different political parties by anti-CAA groups. It will only divide the anti-BJP votes. Everyone should be united to oppose the BJP and communalism in Assam,” he said.

Mizoram to get its third flight service on Saturday Aizawl, Feb 28 (PTI): Mizoram is set to get its third flight with low-cost carrier IndiGo starting a service on the GuwahatiAizawl-Agartala sector on Saturday from the Lengpui airport, a senior official said. Chief Minister Zoramthanga will flag off the IndiGo flight at 12.30 pm, principal consultant for civil aviation Wing Commander J Lalhmingliana said on Friday. Several officials of the state government and those of the budget carrier will be present at the airport during the flag off, he said. The airline is also planning to introduce an Airbus A320 on the Aizawl-Delhi sector soon, Lalhmingliana said. Mizoram currently doesn’t have a direct airlink with Delhi, following the withdrawal of services by Jet Airways in February 2019. Presently, the state is served by Air India which operates on the AizawlKolkata-Imphal route and Go Air that runs a service on the Aizawl-CulcuttaGuwahati sector.

Congress in Assam mulls alliance with AIUDF for RS seats

New Delhi, Feb 28 (IANS): Ahead of elections for the Rajya Sabha, the Congress in Assam has offered an olive branch to the AIUDF headed by Badruddin Ajmal to keep the BJP at bay. The Congress unit in the state is contemplating tying up with regional forces to defeat the BJP. Sources say former Chief Minister Tarun Gogoi, once opposed to AIUDF, is keen to join hands with the party. The Assam unit of the party is mulling putting up a joint candidate of three parties, including AGP, who are against the controversial citizenship law being opposed in Assam. Ex-Ukhrul MLA Danny Shaiza passes away IMPHAL, FEB 28 (AGENCIES): Danny Shaiza, the former Manipur BJP MLA from Ukhrul, passed away in Imphal on Friday afternoon, said family sources. According to close family sources, the former legislator had gone to Delhi for medical treatment and he breathed his last before reaching his home in Imphal. From 2000 to 2011, he was elected as the member of the State Legislative Assembly for three terms from Ukhrul constituency. He was the third son of the former chief minister Yangmaso Shaiza and also the first BJP MLA and state minister in India from the Christian community. He is survived by five children and a wife. The last rites will likely be performed on Sunday at his hometown Hunphun.

Mayawati writes to Prez, seeks judicial probe

Bahujan Samaj Party (BSP) President Mayawati on Friday wrote to President Ram Nath Kovind on the violence in northeast Delhi, in which more than 40 people have been killed so far, demanding a judicial probe into the riots. She stated that the violence in the national capital that began on Sunday and continued for four days was a failure of the Bhartiya Janata Party-led government. “Delhi, which is the capital of India, has once again been hit by deadly riots like the 1984 Sikh riots and there has been a massive loss of life and property,” she wrote in the letter. The riots and the loss of lives and property were “very serious, extremely sad

and worrisome”, she said. The violence, she said, had attracted the world’’s attention to India and the country has become a subject of negative discussions. “It is the duty of the ruling BJP and its government to see that they do not do anything that would damage the prestige of the country nor tolerate any statement by its party members or let them indulge in any activity that would lead to anarchy and violence,” Mayawati said. She pointed out that “People have seen and felt that the BJP and its government have been a failure to a large extent in living up to its constitutional responsibilities. Over three dozen people have lost their lives, over 200 were injured, and in these times of price rise, poverty, and unemployment, a massive loss to businesses and trade has happened.” The BSP chief said a high-level judicial probe under a Supreme Court judge must be ordered into the violent clashes in Delhi for a meaningful outcome of the investigations to “wash away the blot” on the national capital, like that of the anti-Sikh riots. Mayawati also slammed the Delhi Police, saying the force and the administration were negligent in tackling the riots. She also urged the President to direct the Delhi government and Centre to provide relief and assistance to those affected by the riots in the best possible manner.

“We demand the resignation of the Home Minister and the NIA chief. There have been demands for the resignation of the Home Minister for the Delhi riots, but now an important case has come up, that of the Jaish-e-Mohammed terrorist,” said senior spokesperson for Congress Abhishek Singhvi. New Delhi, Feb 28 (PTI): A Delhi court was Friday told that there were “clinching evidence” against former CBI special director Rakesh Asthana in a bribery case in which he was recently given a clean chit. Special CBI judge Sanjeev Aggarwal was told by Ajay Kumar Bassi, the former investigating officer in the case, that the current IO, Satish Dagar, was trying to “save” Asthana and other public servants. early a week after Delhi experienced one of the worst mob violence since 1984, an uneasy calm prevails in all the affected areas of North East Delhi as the perpetrators are still free and Delhi Police failing again to act as per the dictates of the law. The role of police has been rightly criticised for not responding when anti-social elements battled it out with stones, sticks and Molotov bombs and also set fire to religious places, educational institutions,vehicles, houses and shops. Delhi Police failed the people on two counts– prevention of the mob violence and registration of FIRs. With the toll rising by hours to 42 and still rising, there are hard questions being asked with no answers. One is the sudden transfer of sitting judge of the Delhi High Court justice S. Muralidhar to the high court of Punjab and Haryana. Justice Muralidhar had taken the Delhi Police to task for failing to register FIRs against BJP leaders such as union minister Anurag Thakur, MP Parvesh Verma and Kapil Mishra the losing BJP candidate in the recent Delhi election. The high court was hearing a plea seeking police protection for victims in riot-torn areas of North East Delhi. When the court asked the Delhi Police why it has yet not registered FIRs against BJP leaders Kapil Mishra, Parvesh Verma and Anurag Thakur for delivering hate speeches in Delhi, the police said they have not watched clips of these controversial speeches. This was despite the fact these videos have in the public domain for weeks now. Justice Muralidhar was rewarded for taking the right stand, when the government asked him to report to his new posting the next day (Thursday). That was the also the day when Delhi Police was to respond by filing FIRs. Transfers are nothing unusual but the manner in which the government acted as if the sky would fall on its head if Justice Muralidhar did not leave Delhi, is a clear case of insulting the victims. The Delhi Police is under the union home ministry and the union minister in-charge (home) cannot run away from responsibility. For weeks the time bomb was ticking and the nation heard hate speeches but the union home ministry and the Delhi Police seemed to be in another planet. Due to the politics of hate, precious lives have been lost, properties destroyed but no justice for the victims as perpetrators are still roaming free. The appeal by Modi and Shah for peace and unity now after all that has happened, sounds hollow. The union home ministry has not taken to task police officers who failed in prevention of crime then registration of criminals and today the proud force is busy bolting the stable after the horses have fled. Even the AAP government of Arvind Kejriwal also has much to answer. APP has 62 out of 70 members in the Delhi assembly but they all remained out of bounds when their voters were crying for help out in the streets. APP cannot absolve itself by merely blaming BJP in TV studios.The AAP is like the B team of BJP. Many Christian workers have left Jesus Christ alone and yet tried to serve Him out of a sense of duty, or because they sense a need as a result of their own discernment. The reason for this is actually the absence of the resurrection life of Jesus. Our soul has gotten out of intimate contact with God by leaning on our own religious understanding (see Proverbs 3:5-6). This is not deliberate sin and there is no punishment attached to it. But once a person realizes how he has hindered his understanding of Jesus Christ, and caused uncertainties, sorrows, and difficulties for himself, it is with shame and remorse that he has to return. We need to rely on the resurrection life of Jesus on a much deeper level than we do now. We should get in the habit of continually seeking His counsel on everything, instead of making our own commonsense decisions and then asking Him to bless them. He cannot bless them; it is not in His realm to do so, and those decisions are severed from reality. If we do something simply out of a sense of duty, we are trying to live up to a standard that competes with Jesus Christ. We become a prideful, arrogant person, thinking we know what to do in every situation. We have put our sense of duty on the throne of our life, instead of enthroning the resurrection life of Jesus. We are not told to “walk in the light” of our conscience or in the light of a sense of duty, but to “walk in the light as He is in the light…” (1 John 1:7). When we do something out of a sense of duty, it is easy to explain the reasons for our actions to others. But when we do something out of obedience to the Lord, there can be no other explanation— just obedience. That is why a saint can be so easily ridiculed and misunderstood.

The return of agitational politics

olitical history of independent India amply illustrates how street agitations have been used as a potent instrument by the opposition to create an anti-incumbency environ against an otherwise well entrenched regime. Economic issues and failures of policy implementation have been the common cause for the politically disparate groups to come together for vote mobilisation. Students and workers were always the focal points of an agitational campaign -- the most pronounced in recent history was the episode of JP agitation that derived strength from the parallel Railways strike masterminded by George Fernandes in 1974 to oppose Indira Gandhi. The war cry of that agitation revolved round misgovernance and corruption. However, that particular all India stir -- as far as one can see -- never displayed a communal streak. The current protests in the country on the twin issues of Citizenship Amendment Act (CAA) and National Register of Citizens (NRC) need to be analysed and evaluated considering that for the first time the opposition at the all-India level is stoking communal passions to whip up a public agitation on what it alleges are the ‘anti- Muslim’ measures of

the Modi government. It began unsurprisingly with the protests by Jamia Millia University students of Delhi. CAA by itself did not touch the Muslims of India living as equal citizens of a sovereign nation but the idea of India declaring itself as the welcome home of minorities of Indian origin persecuted in the Islamic states in the neighbourhood, was apparently taken by the protesters as the indicator of a communal discrimination that might get into the implementation of the NRC project. The debate got linked to the age-long problem of illegal Bangladeshi immigrants that abound not only in the North-East and West Bengal but to an extent live in the rest of the country as well. Now broadly speaking, CAA could add to the BJP vote bank while NRC had the potential of adversely hitting the Congress and other opposition parties who distinctly banked heavily on the Minority support. Prime Minister intervened early to retrieve the CAA from the controversy created by the public mention of NRC, by announcing that the latter was still an idea that had not been discussed yet at any level in the government. However, the opposition is in no mood to let go of a political weapon that

could keep a national level agitation alive against the ruling party, particularly since the NRC link of CAA continued to find mention in the public narrative on citizenship. The opposition has tried to enlarge the agitation by expanding on one hand, the Jamia Millia protests into an anti-government stir of the students propelled by the disturbances in JNU and building on the other, a campaign to the effect that the Modi regime was being pro-Hindu and anti-Muslim in violation of the secular norms. The opposition was hoping to consolidate the Minority and liberals behind it. There is an obvious political risk the opposition runs here of acquiring an anti-Hindu and pro-Muslim image. The agitation is progressively becoming focussed on the opposition to the CAA on the single point that it did not enjoy Constitutional validity as it granted citizenship on the basis of religion but the Hindu majority of this country would be left wondering why the opposition was agitating when the Act did not take away anybody’s citizenship. There is an ongoing counter campaign of the BJP government in defence of CAA and this could generate a Hindu backlash against those who

projected the legislation as an anti-Muslim move. The opposition could be going against the Hindu sentiment that considered India as the home of Hindus. Beyond a point, the average Indian rooted in the soil does not understand the political ‘liberal’ thought that regarded ‘nationalism’ as an unhealthy idea in a Hindu majority India. What should cause concern, is that the antiCAA agitation is rooted in a communal divide and is prone to acquiring shades of militancy that can effect internal security if not moderated in time. Just as abrogation of Article 370 by Parliament on August 5 was opposed on the implicit ground that it was a ‘Muslim issue’ -- which was certainly not the case considering that the integral state of J&K was a multireligious entity under our secular Constitution -- the CAA on its own was being denounced as an anti-Muslim measure even though it did not touch Muslims at all. In both cases, the opposition is unwittingly putting Indian Muslims and Pakistan on the same side of the political fence. Some opposition leaders are deliberately bringing in Pakistan in what is a matter of internal debate in India. As and when the NRC is announced, Indians as a collective will certainly

favour a humane process of identification of migrants and some consideration for families that had children born here and did not invite any suspicion from security angle. The launch of National Population Register (NPR) in the meanwhile -- this is a form of census -- is no doubt adding fuel to the fire and it should not therefore go beyond counting people as and where they are. Large number of poor Indians have no permanent address or even an authorised identification and NPR should not start looking like the NRC in another form. The fear and mistrust on this count can easily engulf vast sections of population and give the opposition a cause for converting anti-CAA agitation into a movement of the poor and the weak. A festering public unrest created by the antiCAA agitation is being sustained by the centre-state conflict raked up by opposition-ruled governments. Even without bringing up questions of performance of Modi government in economic and other people-related spheres on the table, the stir is managing to create an impasse and a feeling of stagnation around and thus drawing attention to the issue of ‘governance’ as such. While the world opinion

on Kashmir is showing an understanding of India’s position on the lockdown there, the Hindu-Muslim divide in the country on the issue of CAA is finding an echo outside of India. Our diplomacy must have a considered common ‘brief ’ on the issue for explaining India’s stand on the persecuted minorities in Islamic regimes. The democratic world will be willing to grasp India’s sensitive approach to non-Muslims of Indian origin who were suffering because of the rise of radical Islam in the Muslim world -- with Pakistan becoming the epicentre of its growth. This has to be done in a knowledgeable way and in a manner that brings out India as a non-communal country that was only protecting all its citizens against Islamic fundamentalists. The Centre should not allow the citizenship debate to cloud its work on the development front. Prime Minister Modi’s image of personal integrity and devotion to national advancement holds and this should help it to reactivate the narrative of ‘development for all’ amidst the distractions caused by the current agitation. hat is Mother Tongue? Merriam Webster defines Mother Tongue as one’s native language. Also Cambridge dictionary defines as the first language a person learns to speak. Contemporary linguist and educators use L1 for Mother Tongue and L2 for the second language. What is Identity? Cambridge defines Identity as the fact of being who a person is or the qualities of a person or group that makes them different from others. Nelson Mandela says, “If you talk to a man in a language he understands, that goes in his head. If you talk to him in his language, that goes to his heart.” Oliver Wendell Holmes Sr. also clearly stated that, “language is the blood of the soul into which thoughts run and out of which they grow.” The definition itself tells us how important and unique is our mother tongue. It is not only the first language but a speaker’s ability to master its linguistic and communicative aspects. Languages, with their complex implications for identity, communication, social integration, education and development are of strategic importance for people and planet. Yet, due to global-

ization processes, they are increasingly under threat, or disappearing altogether. When languages fade, so does the world’s rich tapestry of cultural diversity. Opportunities, traditions, memory, unique modes of thinking and expression- valuable resources for ensuring a better future are also lost. Languages are the most powerful instruments of preserving and developing our tangible or intangible heritage. Our Mother Tongue serves not only to encourage linguistic diversity and multilingual education but also to develop fuller awareness of linguistic and cultural traditions throughout the world. Andre Martinet the French linguist once said that Mother Tongue is “the language through which one comes to know the world.”And so Mother Tongue is the language of emotions. It has an important impact on our identity. It is the language to which our emotional attachment is the strongest, ensuring all the cultural riches whose destruction results in the destruction of innovativeness and creativity. A person having a chance of maintaining their first language can extend their cognitive development while learning other languages as a second lan-

guage. Mother Tongue opens door for a person to transfer skills from one language to another. Mother Tongue is the key to our culture. We communicate with our parents, family, relatives and our people through our Mother Tongue. It is also key to our culture, identity and our belief system. There is a strong bond between the Mother Tongue and the culture, and children who don’t know their own mother tongue have a hard time finding a connection to their culture and their roots. Mother Tongue defines our identity. It brings us together in oneness. It also defines the unique feature one has. It reminds us of the beautiful diversity from language to language. Yet there are many threats to our Mother Tongue today- English being the dominant language in the internet, schools and everywhere. Mixed marriages, Jobs and migration are some of the common threats. Lastly, I say Mother Tongue is My Identity because: It defines the unique feature of one’s group. It demonstrates the beautiful differences we have from language to language. It shares our emotions to the way it should be

understood. It gives us the sense of belongingness and oneness. It opens the door for new ideas, expression and value system. It holds our pride and dignity to where we belong. It tells us our beginning and origin. It serves as a backbone to unlock the key for acquiring higher understanding and knowledge. NEW DELHI, FEB 28 (AGENCIES): The summer months from March to May are poised to be hotter than normal, a forecast by the India Meteorological Department (IMD) said on Friday. The forecast indicates that the MAM (MarchMay) season averaged temperatures are likely to be at least half a degree hotter than normal over northwest, west and central India and some parts of south India. The season averaged maximum temperature is likely to be warmer than normal in Himachal Pradesh, Uttarakhand, West Rajasthan and Arunachal Pradesh. It is likely to be warmer than normal by over 0.5C to <1C over Jammu and Kashmir, Haryana, Chandigarh and Delhi (HCD), west Uttar Pradesh, east Rajasthan, east and west Madhya Pradesh, Chhattisgarh, Odisha, sub Himalayan West Bengal, Gujarat, Saurashtra and Kutch, Konkan and Goa, central Maharashtra, Marathawada, Vidharbha, north interior Karnataka, coastal Karnataka, Rayalaseema and Kerala. Above normal heat wave conditions are also likely in the core heat wave (HW) zone during the season (March-May), the

weather department said. The core heat wave zone covers the States of Punjab, Himachal Pradesh, Delhi, Uttarakhand, Haryana, Rajasthan, Uttar Pradesh, Gujarat, Madhya Pradesh, Bihar, Chhattisgarh, Jharkhand, West Bengal, Odisha and Telangana and parts of Maharashtra and coastal Andhra Pradesh. Rest of the country is likely to experience near normal maximum temperatures, the IMD said. Since 2016, the IMD has been issuing seasonal forecast outlooks over the country for both hot and cold weather seasons based on predictions from the Monsoon Mission Coupled Forecasting System (MMCFS) Model. The seasonal temperature forecast outlook for the period of March to May 2020 has been prepared using MMCFS simulations based on the initial conditions of February. Key to timely monsoon: A hot summer, experts say, is a key factor to a timely monsoon. However, the impact of a warming ocean and its impact on the monsoon is likely to be better apparent around April when the IMD issues its first forecast for the monsoon.

New York, Feb 28 (PTI): The economic slowdown in India has bottomed out and measures taken by the government in the Union Budget will boost economic growth going forward, State Bank of India (SBI) managing director Dinesh Khara has said. New Delhi, Feb 28 (PTI): India’s fiscal deficit touched 128.5 per cent of the whole year budget target at Januaryend, said the Controller General of Accounts (CGA) on Friday. The deficit during the same period during 2018-19 was 121.5 per cent of that year’s Revised Budget Estimate (RE). In actual terms, the fiscal deficit or gap between the expenditure and revenue stood at Rs 9,85,472 crore. The government had targeted to restrict the fiscal deficit at Rs 7,66,846 crore during the year ending March 31, 2020. While presenting the Union Budget to Parliament earlier this month, Finance Minister Nirmalal Sitharaman had raised fiscal deficit target to 3.8 per cent of the GDP from 3.3 per cent pegged earlier for 2019-20 due to revenue shortage. As per the CGA data on monthly accounts, revenue receipts during April-January were at Rs 12.5 lakh crore or 67.6 per cent of the RE for 2019-20. This compares with 68.3 per cent of the RE in the previous fiscal. Total receipts were at 66.4 per cent of RE as against 67.5 per cent in the year-ago period. The CGA further said that total expenditure at January-end was Rs 22.68 lakh crore or 84.1 per cent of RE, higher than 81.5 per cent in the corresponding period of the last fiscal.

Former RBI governor Raghuram Rajan has said slowdown in growth is due to the current government focussing more on meeting its political and social agenda rather than paying attention to the economy. Mumbai, Feb 28 (PTI): India’s foreign exchange reserves inched up by USD 29 million to a fresh lifetime high of USD 476.122 billion in the week to February 21, aided by an increase in the value of gold holdings, Reserve Bank data showed on Friday. The forex kitty had zoomed by USD 3 billion to USD 476.092 billion in the previous reporting week. Foreign currency assets, a major component of the overall reserves, fell by USD 490 million to USD 441.458 billion in the reporting week, ending a multiweek surge. Expressed in dollar terms, the foreign currency assets include the effect of appreciation or depreciation of non-US units like the euro, pound and yen held in the foreign exchange reserves. The value of the gold reserves rose for the second consecutive week, climbing USD 539 million to USD 29.662 billion, the apex bank said. The special drawing rights with the International Monetary Fund (IMF) dipped by USD 4 million to USD 1.426 billion. The country’s reserve position with the Fund also declined by USD 15 million to USD 3.575 billion, the data showed.

New Delhi, Feb 28 (PTI): The decline in the economic growth has bottomed out, said the finance ministry on Friday as the GDP growth slowed to a nearly seven-year low of 4.7 per cent in the quarter ending December 2020. The National Statistical Office (NSO) has, however, upwardly revised GDP growth estimates for the first quarter of 2019-20 to 5.6 per cent (from 5 per cent), and for the second quarter to 5.1 per cent (from 4.5 per cent). “We have already bottomed out,” said Economic Affairs Secretary Atanu Chakraborty while talking to reporters after the NSO released its data. The NSO estimates the GDP growth for the whole fiscal at 5 per cent. For the past two days, the number of new cases reported in the rest of the world has exceeded the number of new cases in China,” WHO chief Tedros Adhanom Ghebreyesus said while addressing the media in Geneva on Thursday. “We are actually in a very delicate situation in which the outbreak can go in any direction based on how we handle it,” the BBC quoted Ghebreyesus as saying. “This is not a time for fear. The radio series which contain 10 episodes in Ao vernacular language was adapted from the book ‘Oh Alokba’ written by eminent Ao writer T. Senka Ao. According to Ozukum who adapted and directed the series, the project was initiated to promote the Ao vernacular language among the younger generation and also to give platform to young talents in the field of Mughasheli Yeputhomi released her first debut single music video titled “Alhou’w drama and arts. The One Championship event was held behind closed doors at the Singapore Indoor Stadium and Ritu dominated the bout, eventually ending up with a unanimous decision. “Winning my second match at ONE Championship has been a very good

record as an amateur in MMA and has been a former JJIF Asian Jiu-Jitsu Championship gold medallist, was no match for the determined Indian in a heavily one-sided women’s atomweight contest. Ritu controlled each of the three rounds by using her power and strength to force early takedowns of her opponent and kept her pinned to the ground. Wu tried hard to challenge the Indian in the second round but Phogat proved too strong in the grappling exchanges and did not give her opponent any chance to defend. Lo n d o n, F e b 2 8 (Agencies): Odion Ighalo marked his full Manchester United debut with his first goal for the club as Ole Gunnar Solskjaer’s side swaggered into the last 16 of the Europa League with a 5-0 second-leg win against Club Brugge at Old Trafford. January loan signing Ighalo came into the side in place of the injured Anthony Martial on Thursday, and the new striker grabbed the second goal in a dominant display against 10 men. Bruno Fernandes had put United ahead from the penalty spot following a deliberate handball from Brugge defender Simon Deli, who was sent off, dealing a mighty blow to their hopes of building on a 1-1 home draw. Ighalo netted soon afterwards, before Scott McTominay - in the starting XI for the first time since December - got in on the act. Dimapur, Feb 28 (NPN): Mokokchung will take on Dimapur in the final of 10th Nagaland Veterans’ Inter-District Football Tournament 2020 in Mon town on Saturday at 10 a.m.

In the 1st semi-final match, Mokokchung defeated Wokha by 1-0. The lone goal of the match was scored by Imo. While in the 2nd semifinal match, defending

champions Dimapur defeated Longleng by 3-1. Nunsang Yanger scored 2 goals while Ravi Koza scored a goal for Dimapur. The only goal for Longleng was scored by Longsha.

New Delhi, Feb 28 (IANS): The Indian men’s football team will be playing an away friendly match against Tajikistan in on March 31. The venue for the match will be confirmed at a later date. Tajikistan, who are currently ranked 121 in the FIFA rankings, recently played against the Igor Stimac-coached boys in the Intercontinental Cup 2019 at the EKA Arena in Ahmedabad, Gujarat. The Indian team, even after going 2-0 up in the first half, finally went down 2-4 to the Tajiks. Tajikistan, who are clubbed with Japan, Kyrgyz Republic, Myanmar and Mongolia, having amassed seven points from five matches, are currently placed third in Group F. Meanwhile, the Indian expats in Tajikistan poured in the Central Republican Stadium in their support for the Blue Tigers when they cross swords with Afghanistan on November 14, 2019.

Arsenal have been knocked out of the Europa League after losing to Olympiacos at the Emirates Stadium. The Gunners entered the second leg of the round of 32 meeting with a 1-0 advantage but the game was taken to extra-time after Pape Abou Cisse scored to give the Greek side the away goal that they required. Pierre-Emerick Aubameyang appeared to have booked Arsenal’s place in the next round when he netted a sublime overhead kick in the 113th minute. The Gabon striker’s goal made it 1-1 on the night and 2-1 on aggregate. But nobody was ready for what was to come next. In the 119th minute, Olympiacos’ Georgios Masouras swung in a delicious ball that found its way to Youseff El Arabi inside Arsenal’s area. The forward slid the ball beyond Bernd Leno to stun the home crowd. So the score was 2-2 on aggregate and Olympiacos suddenly had the advantage thanks to their two away goals. Aubameyang had a glorious chance to turn the tie on its head once again in the third minute of stoppage time but the Arsenal strike fired an effort wide when he really should have hit the target. And that was that. Arsenal couldn’t score and they’re out. It’s clear on this evidence that Mikel Arteta has a lot of work to do. The Europa League represented a glorious opportunity for the Spaniard to win over supporters this this season - and it could have provided their ticket to the Champions League as well. They have 11 games left in the season to secure an automatic spot in next season’s Europa League, which will be crucial in their hopes of convincing Aubameyang and co. to stay in north London.

Clijsters gets BNP Paribas Open wildcard

Washington, Feb 28 (IANS): Former world No.1 and four-time Grand Slam champion Kim Clijsters has been awarded a wildcard for the upcoming BNP Paribas Open. Clijsters, who announced her retur n to professional tennis late last year after a seven-year hiatus from the Tour, will be playing in just her third tournament back. The 36year-old will be returning to the desert - where she is a two-time champion (2003, 2005) - for the first time since 2011. The 36-year-old Belgian spent 19 weeks as the No. 1 player in the world before retiring for the first time in 2007 to start a family. Clijsters returned to

the Tour in 2009 following the birth of her first child and won the US Open that August in just her third tournament back. She went on to win two more Grand Slam titles (2010 US Open, 2011 Australian Open) and reclaim the No.1 ranking before retiring for a second time in 2012. Now a mother of three, Clijsters launched the third phase of her career at Dubai last week, and will also play at the Monterrey Open before returning to the Indian Wells Tennis Garden for the 2020 BNP Paribas Open. Committed to start Tokyo Games on July 24: IOC chief Tokyo, Feb 28 (IANS): With doubts raising over the Tokyo Olympic Games amid coronavirus outbreak, Inter national Olympic Committee (IOC) President Thomas Bach said the body is fully committed to make sure the tournament goes on as per schedule and turns out to be a successful event. However, addressing Japanese media on Thursday, Bach said that at this point of time, he doesn’t want to create any speculation and wants to reassure the athletes and to encourage them to go ahead with full steam with regard to their training and their preparations for the Tokyo Games. “The official position of the IOC is that we are fully committed to the success of the Olympic Games Tokyo 2020, and that we are already now doing everything to ensure not only the success off the Games, but also to ensure the qualification and the preparations of the athletes of the world, because the

India launches ‘Football For All’

New Delhi, Feb 28 (IANS): The Local Organising Committee of the FIFA U-17 Womens World Cup India 2020 launched ‘Football for All’ here on Friday. More than 300 kids from NGOs, football academies and schools participated in the ‘Kick Off The Dream’ football carnival and took part in the various activities at Jawaharlal Nehru Stadium in New Delhi. The highlight of the day was the 5v5 football challenge which saw eight teams participating, and My Angels Academy winning the knockout tournament in style. The carnival, focused on also educating the young children about women’s football saw the children participate in activities like quizzes, crossbar challenge, and volley challenge, all that focussed on women’s football with the idea of educating them about the same. “By hosting the FIFA U-17 Women’s World Cup, we want to encourage more kids, especially girls, to take up the beautiful game of

football. For that, we need to change mindsets about the possibility of playing sports professionally. Even simple things like sharing trivia about women’s football with the children can be a way to tell them these impressive and unheard stories that can make an impact. The idea behind hosting these carnivals is for kids to come and enjoy the game, learn about women’s football, and have fun,” said Roma Khanna, Tournament Director of the Local Organising Committee. FIFA U-17 Women’s World Cup India 2020 also aims to use football as a tool for equality and inclusion. With that in mind, the carnival also saw UN Women conduct a game

that was aimed at educating the young crowd about generational equality. The participants were posed with the choice of kicking the ball towards one of the two messages on two goals. For example, one displayed a message of ‘girls don’t like sports’, and another that had ‘girls can choose to like/dislike whatever they please’. Similarly, themed messages were displayed at different times, and the choice was posed to the children to understand and learn holistically about the idea of equality. Kick Off The Dream football carnivals are scheduled to be held across the country. FIFA U-17 Women’s World Cup India 2020 will take place between November 2-21.
