Uneasy calm in Delhi riot-hit areas; toll touches 27
NEW DELHI, FEB 26 (AGENCIES): After two days of communal clashes that claimed 27 lives, a brittle quiet settled over parts of riot-hit northeast Delhi Wednesday but there was violence in some other places with shops set ablaze and the body of an Intelligence Bureau staffer found in a drain. As police conducted flag marches and security personnel spread out across the northeastern edge of the national capital in a bid to quell the violence raging since Sunday, Prime Minister Narendra Modi in his first reaction appealed for peace and brotherhood. Asserting that it was important for calm to be restored at the earliest, Modi said on Twitter, “Had an extensive review on the situation prevailing in various parts of Delhi. Police and other agencies are working on the ground to ensure peace and normalcy.” Away from ‘leaderspeak’, fear hung like a heavy cloud over the area, littered with the detritus of a riot -- mangled and charred vehicles, bricks, stones and jagged glass. What makes this more disturbing is that all these instances of violence have occurred within a radius of just 12 km from India’s most secured area--the Raisina Hill. Though the top court did not look into the applications on the violence, it said there was a need for “conducive environment” to go into the matters related to Shaheen Bagh protests. HC directs police to file FIR against BJP leaders, and others: Delhi High Court Wednesday directed Delhi Police to take a “conscious decision” on the registration of FIRs against three prominent political leaders for allegedly inciting violence in the national capital. The court witnessed jam packed courtroom as a Division Bench of Justice Muralidhar and Justice Talwant Singh heard a petition praying for arresting BJP leader Anurag Thakur, Kapil Mishra and Parvesh Verma for inciting violence in north-east Delhi.
Govt and Oppn indulge in verbal duel over Delhi violence; Shah asked to quit
NEW DELHI, FEB 26 (PTI): A fierce war of words broke out between the government and opposition parties over the incidents of violence in the northeast Delhi with the Congress accusing the government of “colossal failure of duty” and demanding Home Minister Amit Shah’s resignation, a demand termed as “laughable” by the BJP which charged Congress president Sonia Gandhi with playing “dirty politics” on the issue. While the Congress held a meeting of its working committee on the Delhi situation and passed a resolution, urging the people to “reject the politics of hate and do their best in healing the crisis caused by these shameful events”, CPI(M) general secretary Sitaram Yechury described Delhi violence a “chilling reminder” of the 2002 Gujarat riots. “After reviewing the situation, the CWC is of the firm opinion that what has happened in Delhi is a colossal failure of duty for which the entire responsibility must be borne by the Central government and particularly (Cont’d on p-7) the Home Minister and (the
CWC) calls upon the Home Minister to tender his resignation immediately,” Gandhi said while reading out the CWC resolution. Hitting back, Union minister and senior BJP leader Prakash Javadekar said Gandhi is politicising the violence at a time when violent incidents are abating and investigation is on to find out culprits. Taking a swipe at the Congress, he said those whose hands are “tainted with the bloods of innocent Sikhs” are now talking about checking violence, a reference to the 1984 antiSikh riots. Attacking the government and Amit Shah, Yechury at a joint press conference with CPI general secretary D Raja, alleged that it was clear that the violence in Delhi has the sanction of police and that of the “powers that govern them”. Opposition leaders including Akhilesh Yadav, Sharad Yadav along with Yechury and Raja have sought time from President Ram Nath Kovind to discuss the Delhi violence.
Yechury has written a letter to the President seeking appointment for the group of leaders which also include members of the DMK and the NCP. Senior AAP leaders Sanjay Singh and Gopal Rai urged the Centre to deploy the Army in the violence-hit areas to bring the situation under control and asked why the borders areas were not sealed despite repeated requests by chief minister Arvind Kejriwal. “Wake up Home Minister, you are calling meetings just as a formality and what are your party members doing. They are inciting violence. Just taking meetings as a formality is not going to solve anything,” Singh said. Singh alleged that on one hand, Shah was holding meetings and on the other hand, BJP leaders were making provocative statements. CNSA asks NSF to Excise department raids liquor clarify on ultimatum outlets in Dimapur; 29 booked DIMAPUR, FEB 26 (NPN): Central Nagaland Students’ Association (CNSA), while appreciating the Naga Students’ Federation (NSF) for raising the issue of backdoor appointments, however expressed pain and dismay over the “threat issued in the form of ultimatum” to the state government by “persons and organizations” that had nothing to do with Nagaland. CNSA through its media cell expressed strong belief that the NSF, by issuing ultimatum, had undermined the “intelligentsia of the Nagas of Nagaland”. CNSA has, therefore, sought immediate clarification from NSF as to why the federation “resorted to issue ultimatum to the government of Nagaland using other people and organizations who has no connection whatsoever undermining the Nagas of Nagaland.” CNSA maintained that the “magnanimous nature of the people of Nagaland” has been misconstrued by others for too long. It stated that in the name of sovereignty and independence Nagas of Nagaland have been subjected to “undergo many threats and intimidation both physically and psychologically for decades”. CNSA said the moment has come for “any informed people” to read the writings on the wall that “The Cross border organisation is not feasible for a just growth of Nagas”. It further stated that some apex bodies, once considered strong and vibrant organization, have got decimated and become irrelevant to the society.
DIMAPUR, FEB 26 (NPN): Barely a week after Dimapur Naga Students’ Union (DNSU) served a seven-day ultimatum on Excise department to close down all illegal liquor dens and check illegal flow of liquor in Dimapur, the Excise department on Tuesday carried out raids at several places in and around Dimapur. The excise department, comprising its three units – narcotics cell, mobile squad and district excise – conducted several raids in suspected liquor outlets, restaurants, lounges, hotels, etc. In a statement, Excise commissioner Tarep Imchen informed that during the operation, 29 offenders were booked under Nagaland Liquor Total Prohibition (NLTP) Act, 1989 and penalised accordingly. Altogether 2,017 bottles of assorted IMFL (rum, whisky, beer, gin, Breezer, brandy, wine, etc) were also seized and recovered during the operation. Cautioning against sale and conduct of business in such illegal contraband, the department
warned that offenders would be subjected to the full force of law. It added that these raids would be conducted from time to time to ensure such activities were prevented at all cost. It may be recalled that DNSU in its ultimatum, issued on February 21, also demanded strict adherence to the rules and regulations of NLTP Act, 1989. DNSU further warned that in the event of failure to comply with its ultimatum, it would be compelled to chart its own course of action for which the department would be held solely responsible, for any untoward consequences. It may be recalled that the Central Nagaland Tribes Council on January 19, had also expressed concern over the spurt in outlets under the garb of bottled water shops in Purana Bazaar and other areas of the town selling spurious liquor and had asked the district administration and Naga Council Dimapur, Dimapur District GBs and chairmen forums to check and close down these at the earliest.

According to the Ministry of Health and Family Welfare on Tuesday, five judges of the Supreme Court were infected by H1N1 virus causing swine flu, while three of them have resumed duties, two were recuperating and were being kept in isolation in their homes. H1N1 is a seasonal infection and occurs every year with two peaks (JanMar and Jul-Sept). Swine flu was pandemic in 2009 worldwide. Since then it is considered as an endemic virus with focal outbreaks in winter. According to K.K. Aggarwal, President CMAAO, “When indicated, antiviral therapy should be initiated as soon as possible since antiviral therapy is most likely to provide benefit when initiated within the first 48
hours of illness.” In a public healthcare advisory, doctor said that the mitigation precautions include respirator y hygiene and cough etiquette combined with hand wash contact precautions. The precautions are same as for any coronavirus. “Remember no fever, no flu. All mild cases should be treated with online consultations and all individuals with severe disease or at high risk for complications should receive antiviral drugs,” Aggarwal said. Last Thursday, business software solutions major SAP India shut all its offices in the country for sanitisation after two of its employees were tested positive for swine flu. In Kashmir, 18 positive cases of swine flu were admitted to Sher-i-Kashmir Institute of Medical Sciences (SKIMS) in Srinagar.
COVID-19 cases emerging faster outside China: WHO GENEVA, FEB 26 (AFP): There are now more new cases of coronavirus reported each day outside China than inside the hardest-hit country, the WHO said Wednesday. “Yesterday, the number of new cases reported outside China exceeded the number of new cases in China for the first time,” WHO chief Tedros Adhanom Ghebreyesus told diplomats in Geneva. Tedros said “sudden increase of cases” in those countries was “deeply concerning”. While new case numbers and deaths are dwindling at the disease epicentre in China, the country remains by far the hardest hit. As of Wednesday, 78,190 cases of COVID-19 had been registered in China, including 2,718 deaths. K Y M C

He also cautioned the young officers to abstain from corruption and malpractices because with the advancement in technology one can be easily caught and penalised.
In decision making, he advised them to take into account the decision that will benefit the public in general and not vice versa. On a positive note, he said that initial posting in rural areas was a blessing as one gets first hand information besides dealing with real life situations. According to DIPR report, as decided and assigned to the Medical department during the last DPDB meeting to project the urgent requirements in the district health sector, chief medical officer Mokokchung and medical superintendent IMDH apprised the board on the absence of medical equipments in the district hos-
pital such as ultra sound machine, silent generator, shortage of water supply and diversion of main road which passes through the vicinity of the hospital. Further, shortage of men power in most PHCs in the district was also addressed and proposal for construction of PHC building at Ungma village was put forwarded by the department. The board deliberated on the issues and decided to approach the concern department as well as to look out for assistance from other avenues. During the meeting,
the board constituted a committee with representation from allied departments to study the feasibility on adopting Satier under Aliba village jurisdiction as a growth centre. DIMAPUR: District Legal Services Authorities (DLSAs) under the aegis of the Nagaland State Legal Services Authority (NSLSA) has been conducting awareness and sensitization on “Nagaland victim compensation scheme, 2012” with youth and women organizations in all the districts. The scheme has been introduced for the purpose of compensation to the victims or dependents who have suffered loss or injury as a result of crime and who require rehabilitation. Wokha: Wokha DLSA conducted the programme on February 22 with youth, Church leaders and village functionaries of Nyiro Range. Longleng: Longleng DLSA conducted the programme at Longleng town Baptist Church on the same date. Chairing the programme, Imlichuba, PLV briefed about the protection of women from domestic violence. Resource person P Monyei Phom, panel lawyer spoke on the scheme 2012 and Ajongba Imchen CJM/secretary DLSA challenged the gathering to stand firm for their rights and summed up the programme. Around 60 beneficiaries attended. Zunheboto: Zunhebotot DLSA conducted the programme on February 16 at DC hill prayer fellowship. Altogether 35 persons attended the awareness programme. It may be noted that in the year 2019, 19 cases were provided with compensation under the Nagaland victim compensation scheme (NVCS), 2012. The total amount sanctioned was Rs. 22, 70,000. Of the 18, 10 were victims of rape and 8 were loss of life. The compensation is awarded to the family members and dependents of the victims. 7 applications in 2019 are yet to be given compensation. The total amount recommended was Rs. 2,815000. Under this scheme, applicants can write an application before the legal service authority of the state; attached with FIR, medical reports, and the copy of judgment or recommendation if the case has been disposed. After scrutiny, the award given is finalised based on factors such as the gravity of the offence, loss of livelihood, in case of death their age, monthly income, number of dependents, whether the crime was an isolate incident or part of a series over a period of time.

Meglalaya coal scam: Congress targets govt

S h i l lo n g, F e b 2 6 (PTI): The opposition Congress has demanded withdrawal of the state government’s petition, filed before the Meghalaya High Court, against the Lokayukta order for a CBI probe into the alleged coal racket. Former chief minister and leader of opposition Mukul Sangma alleged that the MDA government, backed by the BJP, has been “instrumental in delaying the process of investigation as a tactic to destroy all the evidence”. Last month, the Lokayukta had ordered a CBI probe into the scam and subsequently, the state government had filed the petition against the order. “Our party will leave no stone unturned to ensure that the government withdraws its petition,” Sangma said on Tuesday.
He also wanted to know “what prompted the state government to challenge the order of the Lokayukta before the High Court and whom they want to defend”. The purpose of having the Lokayukta is to ensure corruption-free governance, he said. Reiterating that there is a “big cartel” operating to facilitate illegal mining and transportation of coal, Sangma said, “This cartel seems to be getting all the necessary protection which is being provided by the government by way of preventing the anti-graft body to proceed ahead with the investigation.” The leader of opposition said that the officers, who are under control of the state government, should not be a part of the investigation team.
The Congress leader also alleged the NPP-led government “doesn’t seem to be interested in constituting the full body of the Lokayukta”. Meghalaya Chief Minister Conrad K Sangma had recently removed his brother James K Sangma as the home minister of the state in view of alleged discontentment expressed by other ministers against him. The coalition partners of the Meghalaya Democratic Alliance (MDA) government have been demanding the removal of James K Sangma as home minister over his alleged involvement in illegal transportation of coal. The National Green Tribunal had banned unscientific and unsafe rat-hole mining of coal in Meghalaya in 2014, though it intermittently allowed transportation of already mined coal from time to time. Rat-hole mining involves digging of narrow tunnels, usually 3-4 feet high, for workers to enter and extract coal. The horizontal tunnels are often termed “rat-holes”, as each just about fits one person.
MNF told to leave NEDA if it does not like BJP ideology Aizawl, Feb 26 (PTI): Taking serious note of Chief Minister Zoramthanga’s assertion that his party does not follow the ideologies of the BJP, the saffron party’s Mizoram unit on Wednesday said the ruling Mizo National Front should leave the North East Democratic Alliance (NEDA). Formed in 2016, the BJP-headed NEDA is an alliance of non-Congress parties in the North East. The MNF is a member of the NEDA but did not contest the 2018 Assembly polls together with the BJP. During a discussion on a private member’s resolution related to “religious freedom” in the state Assembly last week, Zoramthanga had said the MNF does not find the BJP a ‘good’ party and the two are fighting each other over principles and ideologies. “We suggest the chief minister and his party leave the NEDA banner if he finds that the BJP and the MNF

It added, “We have thought of something which was an out of box solution to the problem. However, we don’t know how far we have succeeded but we must say that the interlocutors have made every endeavour to do whatever necessary to find the solution. We appreciate their efforts.” The bench said that it had gone through the report of the two interlocutors senior advocate Sanjay Hegde and advocate Sadhana Ramachandran. It told the interlocutors that people at Shaheen Bagh have to come forward for the solution. “Appointing of the
interlocutors was an outof-box solution. But let’s see, how far we have succeeded,” it added. Solicitor General Tushar Mehta, appearing for the Centre, said that interlocutors were asked by the court to persuade the protesters to vacate the road, not to find alternatives to the blocked roads. To this, the bench said, the court order was very clear in this regard. “Their job was to instill confidence among the protesters that they have the right to protest but not at this place. We think they did their job well and we appreciate that,” the bench said. It asked all the parties to maintain composure, saying that “this is not how the developing society works and behaves. There can be difference of opinion. People may have their contra view which can be
two months. On Monday, the Supreme Court-appointed interlocutors had filed their report in a sealed cover in the apex court following their talks with protestors at Shaheen Bagh. The court had on February 17 asked senior advocate Sanjay Hegde to “play a constructive role as an interlocutor” and talk to the protestors to move to an alternative site where no public place would be blocked. It had said that Hegde along with advocate Sadhana Ramachandran or any other person of his choice may talk to the protestors. Sahni, who had approached the Delhi High Court seeking directions to Delhi Police to ensure smooth traffic flow on the Kalindi Kunj-Shaheen Bagh stretch, which was blocked by anti-CAA protesters on December 15 last year. While dealing with Sahni’s plea, the high court had asked local authorities to deal with the situation keeping in mind law and order. Separately, former BJP MLA Nand Kishore Garg has filed a plea in the apex court seeking directions to authorities to remove protestors from Shaheen Bagh. Restrictions have been imposed on the Kalindi Kunj-Shaheen Bagh stretch and the Okhla underpass, which were closed on December 15 last year due to protests against CAA and National Register of Citizens (NRC).

AHMEDABAD, FEB 26 (PTI): Former IPS officer D G Vanzara, who was accused in the alleged fake encounters of Ishrat Jahan and Sohrabuddin Sheikh and was later discharged in both the cases, has been given post-retirement promotion as the Inspector General of Police (IGP) by the Gujarat government, six years after he retired from service. As per the notification issued by the state Home Department, a copy of which Vanzara tweeted on Tuesday night, he has been promoted as the IGP with effect from September 29, 2007. Additional secretary to the state home department, Nikhil Bhatt, on Wednesday confirmed that his department has issued a notification about Vanzara’s promotion. Vanzara, a 1987-batch IPS officer, had retired as the Deputy Inspector General of Police (DIG) on May 31, 2014. He was suspended by the state government in May 2007 after his arrest in connection with the alleged fake encounter case of Sohrabuddin Sheikh. Later, he was also made an accused in the Ishrat Jahan alleged fake encounter case.

These are some questions hovering in the minds of students as tension persists in various areas of Delhi due to violent clashes at a time they are due to appear for the board examination. Schools in northeast Delhi continued to be closed for the second consecutive day on Wednesday as the death toll in the communal violence over the amended citizenship law rose to 22. Kejriwal flagged that the situation has become “alarming” and the Army should be called in as police is “unable to control it”. So far, 189 people have been reported to be injured in clashes in several localities like Chand Bagh, Bhajanpura, Gokulpuri, Maujpur, Kardampuri and Jaffrabad saw pitched battles between the members of two groups who also hurled petrol bombs and opened fire. “Board exams are so important for any student. We are asked to remain focused two years in advance and here literally everything is on fire right during the exam period.
How can one study in such a fearful atmosphere,” said Muskan Sharma, who is appearing for class 12 board examination. Sharma is a resident of Maujpur in northeast Delhi, which has been the epicentre of the violence since Saturday. Gagandeep Singh, a resident of Chand Bagh, said, “I have English exam tomorrow. I don’t know yet whether it will be postponed or not. This kind of uncertainty and fearful vibes are so unhealthy. The thought that it is happening right around my house’s corner leaves me in fear whenever there is a knock on the door.” The Central Board of Secondary Education (CBSE) had postponed the board exams for class 10 and 12 scheduled on Wednesday in violenceaffected northeast Delhi. The exam was postponed at a total of 86 centres, including seven in east Delhi. While class 10 students had English exam, class 12 students had optional examination, including Web Application and Media.

Shops and schools remained closed and streets wore a deserted look as sporadic violence continued since Monday with mobs running amok, looting shops and setting properties on fire. NEW DELHI, FEB 26 (PTI): The Supreme Court on Wednesday said that it cannot say repeatedly that protesters at Shaheen Bagh in Delhi has the right to protest but they cannot block roads. The top court said it had tried to find an out-ofthe-box solution by appointing interlocutors to persuade the protesters looking at the prevailing conditions. A bench of Justices Sanjay Kishan Kaul and K M Joseph said that though the court had thought of adopting an out-of-the-box solution but did not have any idea as to how far it had succeeded. “We have already said in earlier hearings and cannot repeatedly say that the protesters do have the right to protest but they cannot block the roads,” the bench said. The top court remarks came after advocate Sha-
debated. There has to be a manner of debate.” The top court agreed with the views of Mehta that “manifestation of dissent should be civilized”. The solicitor general said that the observation of the court should not be put in the order as it may have a demoralising effect on the law enforcing agencies. “We agree with that. The problem is that media people in the court starts tweeting about any word spoken in the court. By the time, order is dictated, it is spread all over. Many a times, what has been expressed in court is not part of the order. What we say in court is part of discussion, which we have. We must say that the views of the court is in its order,” the bench said. Mehta said that he was not referring to the media but the parties on other side, who may refer to the apex court’s order in other judicial platforms. Advocate Mehmood Pracha, appearing for some of the parties said that it is an open court and media can report the observation made during the proceedings. The bench deferred the hearing of the matter for March 23. here is no doubt that that nationwide, there is gathering storm against the controversial Citizenship Amendment Act(CAA)2019 among religious minorities including free thinkers and intellectuals. All that the government had said in defence of the CAA are at best vague pretensions of CAA being a‘humanitarian act for persecuted minorities(illegal immigrants)’ but falls apart when the act of ‘humanitarianism’ openly and un-humanitarianly excludes Muslims from being granted Indian citizenship. In Delhi, while Modi was playing host to visiting US president Donald Trump, the mood was marred by violence that spilled out in parts of Delhi on Sunday and worsened on the eve of the departure of Trump on Tuesday.Serious accusations of police biasness, even to the point of complicity was hurled against Delhi Police from various spectrum. This is not the first time that the Delhi Police has been under scanner for its biased handling of protests beginning from Jawaharlal Nehru University (JNU) to Jamia Millia Islamia (JMI) to Shaheen Bagh and at several protests against CAA in Delhi.Till date,the toll in Delhi since Sunday has risen to 20 and is likely to climb as many among the nearly 200 suffered serious injuries. Videos purportedly showing either passivity or even complicity of police in favouring the pro-CAA mobs is shocking. The other is the ruling party’s strategy of combating anti-CAA protests with hate speeches by its leaders and with counter pro-CAA demonstrations. Any sane person knows that these are sure recipes for violent clashes. There are many ways that CAA is being seen, depending from which prism one looks through. The CAA seeks to grant Indian citizenship to illegal Bangladeshi Hindu immigrants (who are not even classed as refugees who fled due to religious persecution); if they can produce any document and claim they have been in India for five years (on or before December 31, 2014) as per CAA instead of the conditions of the previous Citizenship Act 1955 of eleven years and the Assam Accord (on or before March 24,1971). Since the CAA is clearly against “illegal Bangladeshi Muslim immigrants”, Muslims in general would soon be compelled to prove their Indian citizenship on the basis of National Register of Citizens (NRC).In Assam the NRC left out nearly 20 lakh Indian citizens who could not prove their citizenship through documents. The biasness in the motive behind NRC went too far that after it failed to disqualify suspected Bangladeshi Muslims in Assam, there is a move to throw it to the dustbin and restart the process. The National Population Register (NPR) is a database of people living in India. The protests against CAA is not unfounded given the fact that the motive of the government in steamrolling the controversial Act remains opaque.Even India’s economic slowdown and rise of hate speeches that have shocked free nations, don’t seem to matter for the Centre but CAA. Therefore, suspicions arise despite the assurance that CAA will not take away anyone’s citizenshipsince it had been exposed by the Assam NRC. The other factor that has generated deep suspicion are the roles played by police forces in UP where BJP is in power and Delhi where police is under the union home ministry. Perhaps it is all about the agenda to divide and conquer which has made religious minorities apprehensive about rising majoritarianism that could well change the spirit of India they knew.

We think His ideals are lofty and they impress us, but we believe He is not in touch with reality— that what He says cannot actually be done. Each of us thinks this about Jesus in one area of our life or another. These doubts or misgivings about Jesus begin as we consider questions that divert our focus away from God. While we talk of our dealings with Him, others ask us, “Where are you going to get enough money to live? How will you live and who will take care of you?” Or our misgivings begin within ourselves when we tell Jesus that our circumstances are just a little too difficult for Him. We say, “It’s easy to say, ‘Trust in the Lord,’ but a person has to live; and besides, Jesus has nothing with which to draw water— no means to be able to give us these things.” And beware of exhibiting religious deceit by saying, “Oh, I have no misgivings about Jesus, only misgivings about myself.” If we are honest, we will admit that we never have misgivings or doubts about ourselves, because we know exactly what we are capable or incapable of doing. But we do have misgivings about Jesus. And our pride is hurt even at the thought that He can do what we can’t. My misgivings arise from the fact that I search within to find how He will do what He says. My doubts spring from the depths of my own inferiority. If I detect these misgivings in myself, I should bring them into the light and confess them openly— “Lord, I have had misgivings about You. I have not believed in Your abilities, but only my own. And I have not believed in Your almighty power apart from my finite understanding of it.”

Mitigating human-wildlife conflict must factor
I
ndia is a unique country with respect to wildlife conservation. Despite a billion people we still have most of our large wildlife species. Any human-wildlife conflict affects both the sides often in tragic ways, like the death of four tigers in Mhadei, Goa, and the reported arrest of the locals who poisoned the animals after their complaints were not attended to in a way it should have been. Pramod Sawant, the chief minister of Goa, reportedly said that, “we will demarcate and fence the borders of the wildlife sanctuaries” in order to end 80 per cent of the problem. Although the intentions are good, this isn’t a solution. Tigers do not understand boundaries made for administrative purposes. What happens when a tiger goes “outside” and kills cattle? India is a unique country with respect to wildlife conservation. Despite a billion people we still have most of our large wildlife species. Compared to relatively lower human density countries in south-east Asia, India today has the largest population of the tiger, Asian elephant, leopard, sloth bear, gaur and many others: These animals cannot be restricted to inside a few hundred kilometres of protected areas. Had that been done, they would have all died due to inbreeding and lack of connectivity. Tigers need large spaces because they are large animals.
Because we cannot create large spaces without humans in India, wildlife does not have a choice but to also use human-use landscapes. This rationale is as old as tigers and humans are in India. People have accepted this, and incorporated it in our culture. All our deities have animals associated with them; it shows the inclusion of these animals in our mind space. The Velip community in Goa worship the tigers and this practice is done even today, although it was started at a time when tigers were still present all over Goa. When my parents had taken me to the Verne temple in 1968, on the top — near a spring — there was a tiger. My frightened family ran down and when they told the temple priests about the animal, the response was acknowledgment: Yes, he comes to drink water. People have always shared space with wildlife in India. No doubt, the repercussions are sometimes very serious like it happened in Mhadei. However, the solutions lie elsewhere, not in fencing the land which neither people nor tigers will adhere to. A tiger can get over the fence just as much as a human can. The best way forward is to ensure that the locals view an engagement with tigers as a path towards development: This is something the administration can definitely do as has been shown in many other tiger reserves, including in Maharashtra. Infringement of Article 371 (A) by Railway authority

ver since the creation of statehood, Nagaland has been protected by Article 371(A) of the constitution wherein it is clearly stated that the land and its resources belong to the people. Its other words, neither the state government nor the central government owns land within the state of Nagaland. Accordingly, developmental activities has been taking place only after land acquisition or payment of land compensation to the landowner(s). Throughout the years that followed, the Central Forces – be it Military, Para Military, Central Reserved Police (CRPF), Indian Postal Services etc. have been carrying out developmental activities after land acquisition or payment of land compensation. Even the recent railway line extension to Zubza (Kohima) could take off only after the clearance of necessary land compensation. The Indian Railway Authority has been occupying 8 kilometres stretch of land under Dimapur district itself for decades without land acquisition, allocation
of works or any other such privileges to the landowners. Hence, the Rangapahar Area Railway Landowners Union, Dimapur (RARLUD) has been persistently and repeatedly claiming land compensation from the Railway Authority without any positive response from the latter. The General Manager, Indian Railways on his recent visit to Dimapur stated that Dimapur Railway could not be adequately developed owing to work hindrance from the landowners. The remark is quite an irresponsible utterance, so unbecoming of a responsible offices. Where is the proper documentation of a land acquisition/ compensation to prove the rights of Railway Authority? The imminent problem will remain unresolved so long as Railway Authority fails to address the issue in its right perspective and the rightful demands of landowners are not fulfilled. whose constituency the tiger carcasses were found, called the creation of the tiger reserve as a measure against development. But that is because we have not seen the money that the tigers can bring in. Unlike activities such as mining, tigers are a renewable resource. They are always going to be there, and so will the rivers and the forests, giving the local people income and development — as long as there are tigers. But this model has to be one which ensures that the benefits of tourism go directly to the communities in that landscape. Many other states have adopted this model where the money that comes in from tourism goes into the Tiger Conservation Fund, which in turn is used for the development of the local villages — as has been done in Tadoba tiger reserve, Maharashtra. Crores of rupees that come in yearly are also used to provide training to the local youth, to better the services in the villages around the tiger reserve. The tiger reserve staff facilitate these development activities for the locals. There is no way the locals will then grudge their tigers, if the benefits are there for all to see. In the short term, compensation procedures need to be improved. The communication and interaction between the forest department and the locals has to be improved. In Maharashtra, a decade ago, the compensa-
tion amount was poor, and the process was cumbersome as well as time consuming. Today, a helpline has been established, compensation rates have increased vastly, and the process is under the Right to Services Act, so it has to be dispensed with in a few weeks time directly into their bank account. When I met farmers a decade ago, they used to complain that it took a year or so, and they would complain about corruption. Now, the system is online, which has increased transparency. If the process gets delayed, the secretary of forests can question such delay. The field officials on the ground in Maharashtra where I used to work, tell me that even though livestock is still being killed these days by large cats, due to the quickness of response and transparency in the service process, the people don’t complain much: Because they know they are getting their services/compensation in a proper time-bound manner. The solutions are simple: Inclusive development with a long-term vision that cares for the environment. It is about better public services in terms of transparency, accountability and genuine assistance. After all, we are talking about communities who need to be custodians of the tigers and tigers who can, in turn, provide the communities much-needed development in remote areas. Vidya Athreya

e often watch movies during our leisure or simply just for fun, but how often do we end up talking to ourselves, that makes sense? I ‘am not talking about an action pack or some nonsensical movies which literally gives us nothing, but a movie with message and how it reflects our society and our day today lives. This article is not meant to explain the plot of the movie ‘Parasite’ (with some few exceptions) but to know some metaphorical concepts and the reason behind it, however Spoilers ahead! The opening scene dives directly into the desperate difficult world of the Kim’s family. Their semi apartment speaks volume and their neighbor constantly changing their Wi-Fi password which they need to access apps for menial jobs. The landscape rock signifies the hollow promises. As soon as the rock arrives in their lives, the Kim’s family’s luck begins to turn for the better. But a selfish use of their newfound good fortune, throwing others under the bus as their circumstances improves, comes back to haunt them. Staircases are an evocative symbol in the movie. It represents the division of class and power. The obvious question is who is the parasite? The Kim’s family get all of their jobs through false pretensesThe kids pretend to be university students, the father pretends to have been a driver all his life, the mother pretends to be associate with a respectable concierge housekeeping firm, all of them were hired to satisfy the wealthy Park’s family. The Parks are aggressively useless people who chew up and spit out their help, they are high in the food chain. On the other hand the basement- dwellers could also be easily viewed as parasitic along with Kim’s. The two families rely on the Park’s for income, food and shelter and enter their house deceptively, aggressively competing with each other. ‘Parasite outlines how the working classes are forced into conflict against one another, while families like the Parks live a comfortable life, fuelled by the labour of the many individuals beneath. The movie does not favour any class in particular. The ending of ‘Parasite’ is pure fantasy: Father and son hugging on the bright, green lawn of the Park house that is now rightfully theirs, May be if the movie ended right there it could be a happy ending but the camera goes down to that half basement. In reality, Can the Son sink stones into the water? Or can he really buy that mansion? Of course not. That’s the cruelty of the Film and the fantasy we only dream of. Atsulo Thyu

he relevance of wall and Donald Trump is not confined to the US alone. Inspired by the US President’s wall policy, India too built one just a few weeks before the POTUS’s visit. It was neither grand nor costly but it did justice to the idea that is Trump. A lot of efforts were put in to ensure that the newly built walls caught the notice of the visiting President. ‘Namaste Trump’ was chosen over the Gujarati ‘Kemcho Trump’ to greet the POTUS after the Central Government decides that Namaste represents India. One wonders how the question otherwise even occurred. There surely must be someone who confused his role of himself being a representative of whether Gujarat or India. ‘Modi hailed from a Cheewala family, ‘ said the US President, evoking praise and admirations to the Indian PM. ‘Chee! Chee! Chaiwala ko Kaise pronounce Karta hain,’ said one viewer of the Press Meet even as Donald Trump was literally enduring a tonguetwisting exercise, trying to pronounce Swami Vivekananda’s name correctly at the inauguration of The Motera Stadium, the largest cricket stadium in the world. The largest statue in the world, situated in the same state was unveiled by Modiji just a year ago. Just as ‘Kemcho Trump’ was considered a probable to represent India’s welcome message to Donald Trump, the infrastructure development of Gujarat state is also regarded as one representing the country’s development by both the rulers (Read ruler) and people
alike. The US First family visited Taj Mahal not knowing the fact that the monument no longer is in the State’s Tourism brochure. Standing in front of an iconic structure, which symbolises love and Sacrifice, The President appeared to have said something to the 1st lady. It cannot be, ‘Want me to built one for you?’ as the President’s family is expected to be briefed at least about Taj Mahal being a monument built in memorial of a lost love; Mumtaj Mahal. Whatever was said, we just hoped it was not, ‘want me to buy this for you?’ though that would naturally delight few people working on making the ‘statue of unity’ a trump card for India to brag about. The 1st lady visited schools in Delhi which the Delhi Government under Arvind Kejriwal administer with near perfection. That being said, the rationale behind India displaying its schools to a US President seems to puzzle everyone. In India, a foreign delegate being shown schools and students would normally mean a display of supporting evidence for aids and grants. But showcasing our schools to the US? It does, however, makes sense if we, considering the high number of students flocking the US for higher studies, are trying to romp in American students for studying in Indian Primary and Secondary schools. That would make perfect sense. At the backdrop of the now almost pandemic,’Novel Corona Virus’, two world leaders meeting could have given false hopes to few. However, it

Kahuto has so convincingly highlighted what I had been thinking of writing for the past two three years. As a recovering alcoholic myself and also with many of my own family members involved in the same problem, I do sympathize with the Churches (NBCC) in their call for total prohibition. But the question is: “Has total prohibition solved the alcoholic problem or worsened it?” Here, I don’t have to elaborate with arguments and statistical records of past history because Kahuto has already done that. On my part, I am convinced that diluted and concocted mixtures of spurious alcohol which is being consumed by thousands of Nagas have already killed thousands of Nagas over the years of total prohibition. Taken in small doses of quarters and halves,

the consumer does not immediately die. However, the same quantities taken for months or years are slowly killing our youth and older people too. For evidence of what I am saying here, just take a careful look at the faces of our young people who are daily taking these spurious liquors. Their faces first turn black and then at the point of death, their faces become greenish black and soon they are gone. Forever etched in my memory are the faces and the fates of two of my friends who after consuming four five bottles of the spurious MC Rum suddenly died in the Civil Hospital spurting blood through their mouths and their noses. Both of them had had serious quarrels’ with their spouses and in anger had resorted to over drinking for just two three days. I am sure they would still be alive if they had, instead of the diluted MC, drunk the standard distilled alcohol which has not been available in our markets for the past many years. In this context, I am
sure our Churches have every good intention in calling for total prohibition for sale of alcohol but their good intentions are back firing on our young people. I therefore feel that there has to be a real re-thinking on this issue of total prohibition both by the Church and the whole Naga public. In the case of Delhi, it was the wives of drinkers who agitated and brought about total prohibition in Delhi. But when these wives realized that their husbands did not return home from neighbouring Haryana where they had gone to drink because it was no more available in Delhi, they themselves requested the Delhi government to lift total prohibition from Delhi. When it was available in Delhi, their husbands, though late and drunk, always came back home to sleep with their wives and children. Many believe that Trump-Modi meet was all about vote bank politics and an image make-over initiative where one leader who has just survived an impeachment and is fighting an election later in the year is eyeing Indian origins’ votes and the other leader who received flaks from various quarters on the passage of one legislation by his Government, CAA to be precise, wants redemption, especially from international community. Be that as it may, the visit proved to the world that India and the US are not just ready to work together on many issues but Donald Trump and N Modi are indeed best friends. Trade is a trait Donald Trump was born with. Considering the fact that all trades, irrespective of its size require meticulous planning and execution or simply put, ‘preparation’, India is not far behind in having experienced leaders from the field. The visit, surely, does not contain any major trade deal. But what is also important is the fact that, apart from trade talks, two largest democracies in the world- ‘India and US’ should find common goals and strive towards collaborating and shouldering their roles effectively in ensuring world peace and prosperity in the 21st century. I would like to quote ‘Cleanliness is next to Godliness” and, through this communiqué, I would like to convey my humble acknowledgement and appreciation to all rank and files of the District Administration, Mokokchung, with regard to the stoppage of using Polythene carry bags and small micron packages in Mokokchung District, and thus making the looks of Mokokchung Town very Clean, I, have witnessed a lot of changes in the mindset of the denizens of Mokokchung Town with regard to Cleanliness, and Happy to see many people using homemade woolen/garment carry bags for marketing and shopping as well and no doubt there will be a handful of people who will not be Happy with this, but for a Change we have to struggle at the beginning. However, at the end the result is worth than any prices that can be bought. The amended bill is likely to be tabled in the second half of the Budget Session beginning next month.

NEW DELHI, FEB 26 (PTI): India’s approach to combat terrorism has undergone a major change as the armed forces now do not hesitate to carry out cross-border operation to protect the country from terror attacks, Defence Minister Rajnath Singh said on the first anniversary of the Balakot air strike on Wednesday. A fleet of Indian Air Force aircraft bombed a terrorist training camp in Balakot inside Pakistan on February 26 last year to avenge the killing of 40 Central Reserve Police Force (CRPF) personnel in the Pulwama terror attack on February 14. “India today celebrates the first anniversary of Balakote airstrikes. It was a successful counter terror operation launched by the fearless @IAF_MCC air warriors,” Singh tweeted.
He said the Modi government has adopted a new approach to combat terror reflecting a strong resolve to even carry out cross border strikes to protect India from the scourge of terrorism. “The surgical strikes of 2016 and Balakot air strikes of 2019 are testimony to this change. This is certainly a new and confident India in making,” Singh said in a series of tweets. On September 29, 2016, the Army carried out surgical strikes on a number of terror launch pads across the Line of Control (LoC) in Jammu and Kashmir in retaliation to an attack on its base in Uri that month. The strike by India’s warplanes on a Jaish-e-Mohammad terrorist training camp in Pakistan on February 26 and the Pakistani Air Force’s subsequent retaliation the next day triggered
fears of a war between the two nuclear-armed neighbours. The most visible face of the confrontation was Wing Commander Abhinandan Varthaman whose capture by Pakistan after downing his MiG-21 fighter triggered the most serious military crisis between the two neighbours in decades. But diplomatic outreach by major powers and India’s stern warning to Islamabad led to his release after two days, averting further escalation of the conflict. In his tweets, Singh also thanked Prime Minister Narendra Modi for bringing a change in India’s approach in dealing with terrorism. The Balakot bombing was seen as a doctrinal change in India’s counter-terror approach as the strike was carried out deep inside Pakistan.

Akash Saxena had lodged an FIR at Gang police station on January 3, 2019 alleging fraud related to Abdullah Azam’s two birth certificates. In April, police filed the charge sheet in court. It alleged that Azam Khan’s son also had two passports and two PAN cards. In one birth certificate, issued by the Rampur municipality, Abdullah’s birth date was mentioned as January 1, 1993. The other certificate said he was born in Lucknow on September 30, 1990, according to the charge against him. A case was also registered against Azam Khan and his wife as they had submitted an affidavit testifying their son’s second birth certificate. Azam Khan represents Rampur in the Lok Sabha and his wife is an MLA from the Rampur assembly seat. Their son Abdullah won from the Suar assembly segment in 2017. The Allahabad High Court set aside Abdullah’s election last December on a plea by defeated BSP candidate Kazim Ali Khan that the SP candidate was under 25 when he filed his nomination papers in 2017. LUCKNOW, FEB 26 (PTI): Samajwadi Party MP Azam Khan, his legislator-wife Tazeen Fatma and MLAson Abdullah Azam surrendered before a Rampur court on Wednesday and were sent to judicial custody over Abdullah’s allegedly fake birth certificate. Rampur Superintendent of Police Santosh Kumar Mishra told PTI that the three Khan family members have been remanded in custody till March 2. The case relates to two birth certificates for Abdullah Azam, who allegedly also gave a wrong date of birth while filing his nomination papers for the assembly elections in 2017. Abdullah’s election was set aside by the Allahabad High Court last December. He then approached the Supreme Court, which is still hearing the case. Rampur’s Additional District Judge Dhirendra Kumar on Monday rejected an anticipatory bail plea filed by the family and issued non-bailable warrants and a notice for attaching their property. On Wednesday, the three family members surrendered before the court, which sent them to judicial custody. In a tweet, the SP accused the ruling BJP of vendetta against the powerful politician. NEW DELHI, FEB 26 (AGENCIES): The Union Cabinet on Wednesday approved the Surrogacy (Regulation) Bill, 2020, allowing any “willing” woman to be a surrogate mother and it proposes that widows and divorced women can also benefit from its provisions, besides infertile couples. The bill incorporates recommendations made by a Rajya Sabha select committee, which studied an earlier version of the draft legislation, and is aimed at banning commercial surrogacy and allowing altruistic surrogacy, Union Minister Prakash Javadekar told reporters. Smriti Irani said the bill proposes that only Indian couples, with both partners being of Indian origins, can opt for surrogacy in the country. She asserted that Prime Minister Narendra

According to DIPR report, the special drive was initiated by the government to facilitate universal access to concessional institutional credit for all PM-Kisan beneficiaries. The man died overnight in a Paris hospital, bringing the coronavirus death toll in the country to two, said the ministry’s deputy head Jerome Salomon. The first victim was an 80-year-old Chinese tourist who died in hospital in mid-February. The latest victim, who worked at a junior-high school in the town of Crepy-en-Valois, about 80 kilometres (50 miles) northeast of Paris, is not believed to have travelled to an area affected by the global coronavirus outbreak, the education ministry said. Le Parisien newspaper quoted the mayor of the teacher’s hometown of Vaumoise as saying he had “begun to feel ill at the start of the (mid-term) holidays and had been quickly hospitalised.” Classes are due to resume in northern France on Monday. All of those who have died so far in Italy were either elderly or had pre-existing medical conditions.
Somali army kills 7 al-Shabab militants MOGADISHU, FEB 26 (IANS): The Somali National Army (SNA) backed by southwestern state forces killed seven al-Shabab militants in an operation in Dinsor town in the Bay region, southern Somalia, an official said on Wednesday. Abdi Salam Sidow, governor of Dinsor, told journalists that the joint operation on Tuesday came after the army got intelligence of the militants’ presence in the area, Xinhua reported. “Our forces attacked the militants, and there was stiff resistance, but we overpowered the militants,” Sidow said. “We are now in the town and the militants ran out of it. We killed seven militants during the operation,” he added. Residents told Xinhua that government forces carried out an attack on al-Shabab militants in the town. “Both sides exchanged firing from heavy weapons and the residents panicked; there were casualties sustained by the warring sides,” Bahja Osman, a resident, told Xinhua via phone. On February 21, the Somali army backed by international partners killed 15 al-Shabab militants and injured 20 others in another operation on the outskirts of Jamame town in the country’s southern region of Lower Juba.

Until the new discovery, there was a debate regarding the possibility that organisms belonging to the animal kingdom could survive in anaerobic environments. The assumption that all animals are breathing oxygen was based, among other things, on the fact that animals are multicellular, highly developed organisms, which first appeared on Earth when oxygen levels rose. “It’s not yet clear to us how the parasite generates energy,” Huchon said. “It may be drawing it from the surrounding fish cells, or it may have a different type of respiration such as oxygen-free breathing, which typically characterizes anaerobic non-animal organisms,” Huchon said. The 32-year-old Sharapova said in a column in Vogue and Vanity Fair magazines that recurring injuries in recent years has led to her making the decision. “How do you leave behind the only life you’ve ever known? How do you walk away from the courts you’ve trained on since you were a little girl, the game that you love - one which brought you untold tears and unspeakable joys - a sport where you found a family, along with fans who rallied behind you for more than 28 years? ZURICH, FEB 26 (AGENCIES): The Court of Arbitration of Sport (CAS) confirmed on Wednesday that English Premier League champions Manchester City have appealed against a two-year ban from European football. CAS, sport’s highest court, said it had “registered an appeal” by City against the decision taken by the club financial control board of European soccer’s governing body UEFA. City were banned by UEFA on Feb. 14 and fined 30 million euros ($32.60 million) for “serious breaches” of its break-even regulations known as Financial Fair Play (FFP). The ruling, if upheld, would mean City would not be able to compete in the 2020-21 Champions League should they again qualify for Europe’s top club competition. They would also be banned from European competition in
the 2021-22 season. UEFA said the club had overstated its sponsorship revenue in its accounts submitted between 2012 and 2016 and had failed to cooperate with its investigation. The club has denied wrongdoing and criticised the decision. The dates for the two-legged semi-finals were also announced with the first legs being hosted in Chennai and Bengaluru. The first leg of the semi-final
between Chennaiyin FC and FC Goa will be on February 29 while Bengaluru FC will host ATK on March 1. The second legs will then see FC Goa hosting Chennaiyin on March 7 and Bengaluru FC travelling to Kolkata to face ATK on March 8. All the games kick-off at 7.30 p.m. IST. “Teams with the highest goal aggregate in their respective two-legged ties progress to the final.
