Defence deals worth USD 3 billion: India and the US on Tuesday finalised defence deals worth USD 3 billion under which 30 military helicopters will be procured from two American defence majors for Indian armed forces. Under a USD 2.6 billion deal, India will buy 24 MH-60 Romeo helicopters from Lockheed Martin for the Indian Navy. Another contract to acquire six AH-64E Apache helicopters for USD 800 million from aerospace giant Boeing has also been sealed. 3 bilateral pacts inked: The two countries have concluded three bilateral agreements in the health and energy sectors. Two of the agreements finalised include a memorandum of understanding on mental health, and one that deals with the safety of medical products. A Letter of Cooperation was also signed by Indian Oil Corporation and ExxonMobil India LNG Limited, with Chart Industries of the US. Trump flags ‘highest’ India tariffs: Flagging the high duties, US President Donald Trump said India imposed the highest tariffs on US products and cited the case of Harley-Davidson bike. “When India sends to us, there is virtually no tariff. NEW DELHI, FEB 25 (NPN): Smoke billowed in the air and mobs roamed unchecked through the streets, burning shops, pelting stones and threatening locals, as fresh violence tore through North East Delhi, killing at least eight more people on Tuesday, even as the government hosted US President Donald Trump and his family only 15 kilometres away. The death toll in the communal clashes over the amended citizenship law has risen to 13 and over 180- including a child- have been injured. NEW DELHI, FEB 25 (AGENCIES): US President Donald Trump concluded a showy state visit to India on Tuesday with plenty of impressive photos but without major announcements including a long-awaited trade deal between the two countries, except agreements on defence and energy etc. US-Indian trade relations have worsened in recent years as Trump’s “America First” aim of reducing deficits has collided with the “Make in India” mantra of Prime Minister Narendra Modi. Speaking at the end of a short tour, Trump said only that they had made “tremendous progress” towards an

accord. “The United States has to be treated fairly and India understands that,” he told a news conference, saying that “if a deal happens with India, it will be towards the end of the year.” Under pressure to deliver ahead of his November re-election battle, Trump has pressed for greater access to the vast Indian market of 1.3 billion people for US dairy producers and makers of medical goods. Yapang Longkumer, the director cum proprietor of the Naga Blind Children Home, Ao Khel, Notun Bosti Dimapur, against children in his care, the Department of Social Welfare Nagaland has revoked and cancelled the registration of the Children Home to run as CCI under Juvenile Justice (Care and Protection of Children) Act 2015. In a press release, secretary and commissioner, department of social welfare, and chairman, child protection services, Nagaland, stated that K Yapang Longkumer was alleged to have abused physically, mentally and sexually the persons with disabilities including minors residing in Naga Blind Children Home run by him. A total of six boys and six girls were rescued from the home. A suo motu FIR was filed against the alleged accused by the Women PS Dimapur and he was booked under POCSO Act 2012. The offence attracts serious penalties under Juvenile Justice (Care and Protection) Act 2015, POCSO Act 2012, and RPwD (Rights of Persons with Disabilities) Act 2016.

DIMAPUR, FEB 25 (NPN): Naga Tribal Union Chumoukedima Town (NTUCT) has demanded that Nagaland Baptist Church Council (NBCC) should convene a meeting involving all stakeholders and come out strongly with a resolution on Nagaland Liquor Total Prohibition (NLTP) Act, 1989. In a press release by its vice president Akum Imchen and joint secretary Akato Sema, the union demanded that the resolution should be on whether to give more teeth to the Act, or relax it altogether by calling for enactment of a law to be strictly followed by vendors so that spurious liquor that was very harmful for human consumption would be done away with, while ensuring better quality at cheaper price, least consumption and earn government revenue. Mentioning that it was 101 % certain that any acceptable resolution adopted from such a meeting would happily be acknowledged and approved by the State government, NTUCT however alleged that NBCC was least concerned today although NLPT Act was enacted at the behest of its exhaustive and intensive

protest rallies and demands. NTUCT also congratulated Dimapur Naga Students’ Union (DNSU) for coming out strongly against the rampant sale of illegal liquor in every nook and corner of Dimapur town and for serving a seven-day deadline for the authority concerned to strongly implement the prohibition law. Announcing its full support to DNSU for demanding strong implementation of NLTP Act, the union claimed that checking, frisking and raiding for illegal liquor was a regular affair within its jurisdiction. The end result was that many families indulging in this nefarious trade to support their families were either expelled or served last and final warning, it said, adding vehicles used for supplying such contraband were seized and heavy penalties imposed on both the drivers and owners. Christian Forum Dimapur (CFD) has appreciated the initiative taken by Dimapur Naga Students’ Union (DNSU) and various civil society organisations against the supply of liquor in the State. In a statement issued by its chairman Rev Moses Murry and secretary Rev Dr CP Anto, the forum also requested the authority concerned to shut down all liquor outlets across the State. CFD urged all rightthinking organisations and people to come forward for the noble initiative of anti-liquor movement, which would eventually reduce violence, social conflicts, law and order issues and crimes. Calling for strengthening the NLTP Act, 1989, the forum lamented that it had been only on paper and not in action. The demand to revise the funding pattern for all schemes and projects from 50:50 ratio to 90:10 ratio was raised by the chief ministers of NE states in the ongoing three-day Sustainable Development Goals (SDG) Conclave 2020 in Guwahati. DIMAPUR, FEB 25 (NPN): National Health Mission Employees Association (NEAN) has threatened to undertake “total cease work (No Pay No Work)” if the state government failed to release three months’ pending salary from December 2019 to February 2020 on or before March 5, 2020. In a press release, NEAN president Dr. Shasinlo Magh and general secretary Kewetso Kenye said the association took the decision at an executive meeting held in Dimapur on February 23, regarding non-release of NHM fund resulting in pending salary. NEAN claimed that the state received the first installment from Ministry of Health and Family Welfare on December 24, 2019, for the Financial Year 2019-20, but till date it was lying at the state treasury. NEAN pointed out that as per letter dated June 7, 2016 from addl. secretary & mission director, NHM to the chief secretary and also letter from director (Finance-NHM) November 2017 to the principal secretary and mission director directed that the funds from the state treasury to state health society (NHM) account must be transferred within 15 (Cont’d on p-8) days of receipt of funds from Centre.

He maintained that the Angami people were one of the most blessed people among the Nagas as God chose Kohima to be the State’s Capital and as the epicentre for growth and progress for entire Naga people. Shikhu mentioned that there were thousands of Sumis who had left their homes, villages and land and had chosen to live along with the Angamis as proud citizens of Kohima. He asserted that a Sumi cemetery in the State Capital testified to the fact that Sumis in Kohima were living comfortably with full security, satisfaction and had a strong feeling of belongingness. He said both communities were emotionally attached with the place and thanked the landowners for providing sufficient space and in making them feel at home.

Further, NEAN said that it had on September 10, 2018 submitted representation to the state chief secretary cum chairman, governing body, state health society, NHM for timely release of fund from state treasury to NHM within 15 days. However, the association lamented that the same trend of delayed fund flow has been observed till date. It said the delay adversely had impacted on the performance of NHM programmes and activities, which in turn has affected the output leading to disincentives, as well, from the Centre. Therefore, NEAN appealed to the state government to release the pending fund as stated. It also urged that funds should be reserved for remuneration component, at least for a minimum of three months, as and when fund was received for the welfare of the employees so they get their due salary on time. According to NEAN, the delay in release of State Share (10%) has also affected the timely tranche release of fund from Centre to the state. As regards, the association has appealed to the state government to adhere to the financial norms as mandated by Centre for the smooth functioning and positive outcome of the programme. K Y M C

Assam CM receives Clause Six committee report

Guwahati, Feb 25 (PTI): Peasant leader Akhil Gogoi, arrested under stringent UAPA during anti-CAA protests in Assam, said on Tuesday he will stage a 24hour dharna in the jail from March 1 in protest against the contentious law. A Special NIA Court on Tuesday extended the judicial remand of Gogoi, adviser of peasant body Krishak Mukti Sangram Samiti (KMSS), till March 7. The organisation’s general secretary Dhairjya Konwar and Bittu Sonowal, president of KMSS students’ wing Satra Mukti Sangram Samiti (SMSS), were also remanded to judicial custody for the same period. Both were arrested for their alleged roles in violence during anti-CAA protests. While being produced before the court on Tuesday, Gogoi told journalists that the movement against the Citizenship Amendment Act (CAA) is weakening because people are not united. “We must be united. We are facing problems because we are not united. From March 1, I will sit on a 24-hour dharna in the jail against CAA and for strengthening the movement,” Gogoi said. He has been lodged in the Guwahati Central Prison. Gogoi said if BJP has

He had mobilised public protests against the CAA across several districts in Upper Assam before his arrest on December 12. His colleagues were taken into custody the next day. Assam Police had registered an FIR against Gogoi under sections of the IPC and the Unlawful Activities (Prevention) Act on December 13 and the case was handed over to the National Investigation Agency (NIA) the next day. Konwar and Sonowal’s cases were also handed over to the agency. Various organisations, including the Congress, the All Assam Students’ Union (AASU) and the Asom Jatiyatabadi Yuva Chhatra Parishad (AJYCP) have been demanding the immediate release of Gogoi.

IMPHAL, Feb 25: Manipur education minister Th Radheshyam on Tuesday defended oppositions’ criticism on some of the questions asked in the political science paper of Class XII being conducting by the Council of Higher Secondary Education Manipur (COHSEM). “Draw the election symbol of the Bharatiya Janata Party” and “Examine any four negative traits of Nehru’s approach to Nation Building” were the questions asked in the recently conducted political science paper of Class XII. During the question hour of the house of the state Assembly in the ongoing budget, opposition member O Surajkumar of Congress asked if there was any consideration to award grace marks for these questions. He demanded that students must be given grace marks as the two questions would hard to award marks by the evaluators. He asked how evaluators would award the marks for drawing the election symbol of BJP. Whether the evaluator is going to give more mark to the students who can draw the symbol nicely and what about the students, who lacked drawing skill, he asked. He further questioned

the motive behind the question- “Examine any four negative traits of Nehru’s approach to Nation Building”. Education minister Th Radheshyam who did not reply the first question exactly said the questions were within the syllabus and there was nothing wrong on the part of the question setters setting the question. He said that as it is part of the syllabus, question setters can ask election symbol of a political parties, adding that symbols of other parties can be asked in the following year. On the second question, the minister said no one is perfect and asking such a question will help rectify the mistake the nation had committed in the past in nation building. Mention may be made that the two questions have sparked a row when the same went viral in social media and attracted criticism. Earlier, Congress legislature and spokesperson of Manipur Pradesh Congress Committee Kh Joykishan had alleged that such questions were an attempt to instil a certain kind of political mindset among students. He stressed the need to look into the rationale behind such questions and the syllabus from which they were taken even as COHSEM chairman L Mahendra Singh had clarified

that the questions were set from the ‘Party System in India’ chapter, which is a part of the political science syllabus. Meanwhile, on the eighth day of the ongoing budget session of the Manipur Legislative Assembly, education minister Th Radheshyam said that his department was practicing amalgamating of government schools from time to time to bring efficiency in teacher-student ratio and increase the enrolment of students in government schools. He was replying to a question raised by opposition MLA K Meghachandra Singh of Congress. He said that no question of violation of Right to Education (RTE) Act 2009 arose in amalgamating schools as the sole purpose was to bring good and quality education scenario in the state. Radheshyam further informed the house that recruitment processes of teachers in his department was being done in accordance with the guidelines of the National Council for Teacher Education (NCTE). He further informed the house that the department has initiated drafting of a new education policy in the state, and a consultative meeting was held on July 19 last year with all stakeholders.

Leader of Opposition in the Meghalaya Assembly, Dr Mukul Sangma said both the state governments should be responsive to the prevailing situation and engage in bilateral discussion to ultimately find solution. The proposed talks, which is likely to be held to be held after the Meghalaya budget session culminates on March 26, is significant in the wake of the growing tension in Langpih, one of the 12 disputed area

between the two neighbouring states. “I have spoken to Sonowal a couple of times. I have informed him about different situations that took place and mentioned again that the status quo should be maintained and he (Sonowal) also stressed on the point that it is important that the two of us meet,” Conrad said. “He (Sonowal) has also expressed his desire to meet at the earliest so we basically are having the budget session that is going to come up very soon, so whatever the meeting takes place will be done after the budget session,” he added. Itanagar, Feb 25 (PTI): Arunachal Pradesh civil aviation minister Nakap Nalo on Tuesday urged the Airport Authority of India (AAI) to put in efforts to complete the greenfield airport at Hollongi within the targeted time frame. Chairing a meeting with AAI officials and representatives of the Dinesh Chandra R Agarwal Infracon Pvt Ltd, the Ahmedabad-based firm engaged to construct the project, Nalo assured them to extend all possible help in completing the airport. The minister asked the construction firm and the Airport Authority of India to coordinate with the state government departments for the smooth execution of the project, a statement said. The representatives of the firm informed the minister about the approach road to the project site which is not suitable for movement of heavy machinery besides shifting of high and low tension electric lines passing through the project site at the earliest for construction work to begin. Nalo, assured to shift the electric line by May this year and construction of the approach road on top priority, the statement added. The contract for construction of the airport project has been awarded to Dinesh Chandra R Agarwal Infracon Pvt Ltd recently through a tender process. The work once awarded has to be completed within a period of 30 months. After physical completion of the work, the firm shall enter in supplementary agreements with the Airport Authority of India for operation and maintenance for a period of seven years, including two years of Defect Liability Period (DLP). The tender process for the terminal building of the airport is also in the pipeline. The foundation stone of the Hollongi Airport was laid by Prime Minister Narendra Modi on February 9 last year.

The committee has proposed 1951 as the cut-off year for implementing the Inner Line Permit (ILP) in the state. The ILP, a mechanism to control the entry of outsiders into the state, has been implemented in the states of Nagaland, Mizoram and Arunachal Pradesh. It was also introduced in Manipur in the wake of protests over the contentious Citizenship Amendment Act that was introduced recently. According to sources, the high-level committee has recommended that those residing in Assam since 1951, and their descendants, are to be considered as the indigenous people of the state. The Union Home Ministry set up the panel to

examine the effectiveness of actions taken since 1985 to implement Clause 6 of the Assam Accord, and suggest measures. The Union Home Ministry had in January last year announced formation of the high-level committee headed by retired Union Secretary M.P. Bezbaruah, but the move came a cropper with six of the nine members refusing to take part. The Centre then reconstituted the panel with 14 members in July last year, naming Sharma as the chairman. According to ministry sources, apart from 67 per cent reservation for indigenous people of the state, the committee has also suggested reservation in terms of legislative and Lok Sabha seats for them. The Assam Accord of 1985 was signed after the north-eastern state witnessed a six-year-long violent movement from 1979 to 1985 seeking detection and deportation of illegal Bangladeshis. The movement finally led to the accord between the Centre and leaders of the agitation belonging to the All Assam Students Union and the All Assam Gana Sangram Parishad in the presence of then Prime Minister Rajiv Gandhi.

Guwahati, Feb 25 (IANS): Assam Chief Minister Sarbananda Sonowal on Tuesday along with his entire cabinet received the report of the high-level committee formed to review and suggest measures for implementation of Clause six of 1985 Assam accord. Committee chairperson retired justice of Gauhati High Court B.K. Sharma handed a copy of the report to the chief minister in the presence of a majority of the panel members. State finance and education minister Himanta Biswa Sarma later said Sonowal would forward the report to union home minister Amit Shah either Tuesday evening or Wednesday morning. New Delhi, Feb 25 (PTI): The Supreme Court Tuesday agreed to hear an application, filed by former Chief Information Commissioner Wajahat Habibullah and others, seeking direction to the police to lodge FIRs on the complaints regarding the ongoing violence in Delhi over the Citizenship Amendment Act (CAA). The application was mentioned for urgent listing before a bench of Justices S K Kaul and K M Joseph, which said it would be heard on Wednesday. The death toll rose to

nine on Tuesday in the violence over the amended citizenship law that has rocked northeast Delhi. The bench is already scheduled to hear two pleas seeking removal of protestors from Shaheen Bagh, the epicentre of agitation against the CAA for over two months. The fresh application, filed by Habibullah, Bhim Army chief Chandrashekhar Azad and social activist Bahadur Abbas Naqvi, has also sought direction to the authorities to provide adequate security and ensure

safety of women protestors at Shaheen Bagh and other places in the national capital. They have already filed an intervention application in the top court in the pending plea seeking removal of protestors from Shaheen Bagh. In their fresh application, they have alleged that on February 23, “Kapil Mishra, who is known for making speeches to instigate crowds with violence and vandalism, carried out a proCAA rally next to the Maujpur-Babarpur metro station

Referring to media report, the application alleged that Mishra first gathered supporters near the Maujpur-Babarpur metro station and in an “orchestrated move”, he left the place after having incited the crowd, after which violence erupted in Jaffrabad and the peaceful protestors were forced to run for safety. It alleged that the persons who were hurt in the attack on February 23, had filed complaints with the police but no action was taken against the perpetrators of violence. “Open threats are now been given to the protestors at Shaheen Bagh that they will meet the same fate as meted out to the peaceful women protestors at Jaffrabad, Chand Bagh. It is therefore imperative that appropriate orders are passed to put a stop to this violence on peaceful protestors and the guilty are brought to book,” the application, settled by advocate Mehmood Pracha, alleged. It claimed that violence has escalated through the day with “horrific incidents of violence and arson” but the police has refused to lodge FIRs against the attackers.

Bihar Assembly witnesses uproar over NPR, NRC Patna, Feb 25 (IANS): The second day of the budget session of the Bihar Legislative Assembly witnessed ruckus as the members of the ruling National Democratic Alliance (NDA) and Opposition parties indulged in a heated debate over issues such as NPR and NRC, forcing the Speaker to adjourn the House for 15 minutes. As soon as the proceedings of the Assembly started, Leader of Opposition Tejashwi Yadav accused Chief Minister Nitish Kumar of misleading the people on National Population Register (NPR). Terming the National Register of Citizens (NRC) and NPR “black laws”, he said that the new constitutional Acts are dividing the country. The ruling MLAs created a ruckus over his statement. “The opposition is trying to defame the country’s Constitution. This cannot be tolerated,” members of the ruling NDA alleged. Following the adjournment, Tejashwi told reporters, “The government has issued the NPR notification whereas the Chief Minister is saying that the NPR will happen on the basis of how it was conducted in 2010. New Delhi, Feb 25 (PTI): A court here on Tuesday directed the Delhi police to submit a specific status report on the alleged police attacks on students inside the campus of Jamia Millia Islamia University during protests against the Citizenship Amendment Act on December 15 last year. Chief Metropolitan Magistrate Gurmohina Kaur asked the investigating officer to file the report by March 20. The court also directed the police to come with their case diary on the next date of hearing to show what investigation has been done against the personnel who had allegedly barged into the university campus and lathi-charged the students. gainst the backdrop of serious alleged irregularities under various government departments which have been highlighted through various reports of the Comptroller and Auditor General of India in Nagaland, the state government is obligated to make public the facts. One of the most glaring instances as per the CAG report tabled in the recently concluded budget session of the 13th Nagaland Legislative Assembly pertained to non-submission of Utilization Certificates (UCs) where the figure cited was 225 cases as on March 2018 involving projects estimated at Rs. 865.30 crore. The state government may have its side of the story and so it requires two sides to tell a story. However, there is no denying the fact that over the decades, the irregularities and various allegations of corruption continue to play on. These issues would have been discussed in depth on the floor of the house during sessions with the objective analysis and suitable recommendations for effecting good governance. Such CAG reports tabled in the house are important subjects which should be accorded due importance. If there is no accountability then the very focus of service to the people lose its meaning. Also, if there arises any attempt to brush them under the carpet with comparisons of past irregularities, then this is what has been evident- that no one takes such reports seriously anymore. It is laudable that Nagaland has its own Lokayutka and perhaps such issues could also come under scanner. Recently,the state governor has urged the state chief secretary to register cases against three officials of a particular department who had earlier been served with show cause notices for alleged irregularities. As per the letter to the chief secretary from the Raj Bhavan secretariat, the Governor had taken cognisance of the show cause notices and deemed it appropriate for the government to file corruption cases against the erring officials. The message being sent by the Governor is clear- that corruption will no longer be tolerated and that it is no longer business as usual. Since the Governor, has drawn his attention on the matter, it is also hoped he will seek appropriate response from his government over various allegations. The business of looting, cheating and defrauding within the government system has to be cleansed as the scourge of corruption has degraded and devastated the state. On the issue of government spending for development projects, there is also a need to review what is needed and not what politicians want. The state today is in financial crisis with an estimated deficit of Rs. 2358.81 crore by the end of the current 2020-21 financial year. How the government plans to make up the deficit is for the planners to address. Every political party that comes to power has one agenda- only to spend in the name of development but sadly, vital infrastructures such as road, power, water, agriculture, health and education services etc. remain as dismal. The culture of making money by looting , appointing near and dear ones or supporters to government posts through backdoor or to bring projects to one’s own constituency, despite being unviable, have to be curbed. That is one reason why the entire state continues to suffer since justice has been given the goby due to political pressures. If the people and their leaders want genuine economic development, then they must get rid of the khushi-khushi syndrome, once and for all.

The real test of a saint is not one’s willingness to preach the gospel, but one’s willingness to do something like washing the disciples’ feet— that is, being willing to do those things that seem unimportant in human estimation but count as everything to God. It was Paul’s delight to spend his life for God’s interests in other people, and he did not care what it cost. But before we will serve, we stop to ponder our personal and financial concerns— “What if God wants me to go over there? And what about my salary? What is the climate like there? Who will take care of me? A person must consider all these things.” All that is an indication that we have reservations about serving God. But the apostle Paul had no conditions or reservations. Paul focused his life on Jesus Christ’s idea of a New Testament saint; that is, not one who merely proclaims the gospel, but one who becomes broken bread and poured-out wine in the hands of Jesus Christ for the sake of others.

We are caught in a bookish debate

olitics, nationhood and governance are all about people -theories of these concepts are however, drowning the reality of their substance in a sea of words. ‘Right is the new centre’, ‘Are we secular?’ and ‘India is threatened by majoritarianism’ are the kind of prime movers of public discourse that significantly have been pushed up by the opposition right since the advent of the Modi regime in 2014. In the interest of international order, geographical units are recognised as ‘nations’ whose internal management might be scrutinised by the world opinion merely but whose external conduct was subject to a more definitive international law -- in both planes the evaluation of where a nation stands is people- centric. The base of nationhood is the convergence of the citizens on the sense of belonging to the land, shared interests for the future and pride in the nation’s history. International conventions guide the conduct of nations in war and peace though by the very nature of things they would not be effective beyond a point. Democracy based on ‘one man one vote’ is rated as the ideal form of domestic governance and India clearly falls in that slot. The opposition here -- being not in a position to question the democratic legitimacy of the Modi government

-- has lost no time in deprecating it for its alleged ‘right extremism’, lack of ‘secular’ credentials and drift towards ‘majoritarianism’. Politically untainted thinking citizens must try to clear the confusion that had been allowed to envelop around the unsuspecting public on these slogans. Indian voters, as their history shows, are, left to themselves, capable of ousting entrenched regimes and combating a repressive emergency at home. They brought in a regime change in 2014 believing in the potential of Narendra Modi for providing a clean and effective rule. They subsequently put many BJP-led state governments on the leash -- on an evaluation of performance -- but consciously endorsed Modi even more forcefully in 2019 for his work and integrity as also devotion to national security, particularly when it came to the issue of Pak-sponsored terror. The opposition banking heavily on the minority’s support and the so-called ‘liberal’ lobby -- that disliked any play of ‘nationalism’ in the country’s governance -stepped up criticism of Modi as the harbinger of the ‘ultra right’ who had deviated from ‘secularism’ in pushing ahead with a reform like ban on ‘triple talaq’, allegedly facilitated the rise of

Hindu ‘majoritarianism’ and shown ‘intolerance’ of any political opposition to his policies. The CAA, passed by Parliament, has been clutched at by antiModi forces to present it as evidence of the regime’s pro-Hindu, anti-minority and ‘ultra- nationalistic’ disposition. The opposition has taken to agitational politics around CAA by slipping in the fear of NRC in the minds of Muslims -- as this is more handy than taking on the Modi government only on issues of performance at home. The striking victory of AAP in Delhi assembly poll, meanwhile, reminds all stakeholders of Indian politics that a positive connectivity with voters is what ultimately matters in a democracy. Coming back to the theoretical narrative of the anti-Modi campaign -- that does not seem to impact the thinking of common Indians -- the bookish debate on whether India was heading towards ‘far right’ under Modi takes the cake. The terminology of Left and Right for a regime originally denoted a concentration of power being there with the people or the State respectively but in the Cold War era it marked the opposite economic ideologies of Communism and Capitalism that went with the two rival Super Powers -- USSR and US. In Communism, the State, though working in the name of

the proletariat, enjoyed total economic control whereas the Capitalist State worked on free market and unfettered choices for its people. Ironically, it is the reaction to socialist ideology that created in US a school of thought favouring the supremacy of nationalists in running the state in the face of rising ‘liberalism’. The Far Right, however, was not the same as Fascism that believed in racial supremacy. None of these terms borrowed from the West, define the democratic state of India that granted universal franchise and acknowledged rule by the elected majority in a scenario of multiplicity of castes, communities and regional groups. The elected political executive that exercised sovereign powers of the nation did not have any denominational stamp and the Constitutional scheme of governance defined the federal set-up of India so clearly that the character of the State here could never be altered. The two instruments of secular governance -development of all and equal protection of law for all -- have kept the Modi regime firmly on the democratic path. If any case of communally inspired violence was reported, it had to be promptly dealt with by the state government concerned on a tough note since law and order was a state subject. The parties in the opposition today had

traditionally banked heavily on the minority votes and had in the process created a political scene in which any reference to the fact that demographically India was a Hindu majority country, was considered a violation of secularism. The reality of political divisions of Hindus on caste and regional lines made the minority card look very attractive to these parties. Like any other government before, the BJP- led dispensation, however, would be judged by the people on the yardsticks of performance in areas of both development and security. Congress, the main opposition at the Centre, still believes that the Modi government could be discredited by branding it as pro-Hindu and playing up minority sentiments of Muslims -- more than on anything else. The backlash of protests against CAA -- at Shaheen Bagh and elsewhere -- got many more non-Muslim voters favouring BJP in Delhi assembly election even as AAP got the numbers because of its better appeal to the common man of the capital on local issues. It might be prudent for the Modi government to indicate that whenever the NRC project is taken up in future, the processes for it would maintain the humane angle. The Indian ethos is in favour of doing things that were morally correct. The national level image of Prime Minister

Modi can keep him going and the pro-minority campaign of the opposition, if it is hyped further, will only turn more and more Hindus in BJP’s favour adding to the strength of the ruling party in future democratic contests. However, it has to be remembered by any regime in India, that even though wealth generation required special facilities being given to entrepreneurs and investors, high growth here had to go with welfare initiatives since large chunks of the population needed support of the state before they could secure sustainable livelihood on their own. Measures of the Capitalist right must therefore combine with discreet schemes of providing financial props to the unemployed and the poor -- by way of free education, health, food and skilling for the young. There is no ‘ideology’ of governance for India except for a commitment of the State to work for the enrichment of every citizen and strengthening of national unity against the country’s enemies -- external or those within its boundaries. Any disparaging of nationalism will only hurt the cause of those who indulged in this and give the BJP a further political boost. Prohibition: A curse upon Nagaland

he purpose of this essay is to spread awareness among the people of Nagaland. But I address three entities in particular, namely, the proponents of liquor prohibition, especially those in the Nagaland Baptist Church Council and other Church bodies, who advocate it, the Legislators of the Nagaland State Assembly and the Executive of the Dimapur Naga Students’ Union. To the advocates of prohibition I categorically state, “At no time nor anywhere in the world has banning the open sale of liquor ever been even remotely successful.” It is a fact that the only thing prohibition achieves is the establishment of organised crime. The American experiment with prohibition should stand as a lesson to all of mankind. Prohibition created the environment for the American Mafia to flourish. The ruthlessness of the Sicilians saw the Mafia grow from small, ragtag, disparate gangs; involved in neighbourhood extortion, prostitution and gambling, into a well oiled and organised machine, with tentacles across America and into all strata of American Society. The same is taking place in Nagaland. A syndicate of bootleggers has taken over the business of supplying liquor to “Dry” Nagaland. An illegal industry, worth thousands of crores of rupees, has emerged to take care of the business of supplying, transporting and selling liquor in Nagaland. It is not the Excise Department alone that has been compromised; the police, from the office of the Commissioner/ Superintendent to the local thanas to the patrolling parties, the District Administration, colony councils and gaonburas; all

have either been bought or cowed into silence by the money and power of the bootleggers. And the icing on the cake are the various “Financial Freedom Fighters’ who, under the banner, “Nagaland for Christ”, demand an astronomical cash deposit and monthly/ yearly payments from any and all who wish to sell liquor. And what about the shop licenses issued by the Municipal Councils, especially the Dimapur Municipal Council? What category do shops selling liquor and bottled water fall under? What category does a restaurant, openly selling liquor and blasting loud music until the wee hours of the morning, fall under? As a recovering addict and alcoholic, I know first hand the result of prohibition. Prohibition does not stop a social drinker or an alcoholic from drinking; it only makes the liquor more expensive and a little more difficult to procure. All the social evils associated with alcohol like death, illness, poverty, hunger, wife and child abuse, broken homes, rise in crime and violence etc. continue. The only difference is that death and illness come sooner, due to adulterated alcohol. Poverty and hunger come sooner and are more acute, due to high prices. Wives and children are beaten more frequently, due to heightened frustration. More homes are broken, more crimes are committed and more violence is generated due to prohibition. Melania Trump attends ‘Happiness Class’

New Delhi, Feb 25 (PTI): US First Lady Melania Trump virtually turned into a student herself on Tuesday in the “Happiness Class” at a Delhi government school here, joining the children in meditating, storytelling and other relaxing activities, and noted that the unique curriculum has set a “healthy and positive” example for educators. E xc i t e d s t u d e n t s dressed in traditional attire welcomed Melania as she arrived at the Sarvodaya CoEducational Senior Secondary School at Moti Bagh in south Delhi. The school was decked up with floral garlands and motifs to welcome the US First Lady, while student bagpipers added to the festive mood. A smiling Melania joined the students in three classrooms, where she was briefed by the teachers, and interacted with the children, before enjoying boisterous dance performances by the youngsters. After lighting the ceremonial lamp, the First Lady

took a tour of the school, heading to a reading room for class 4 students where she attended a storytelling session. The First Lady, who donned a white embroidered shirt-dress paired with a red belt, visited an activity classroom for kindergarten students where she sat among the children who were engaged in drawing, clay modelling and playing with building blocks. ‘How big is America’, ‘Is it very far’, ‘What do you do as the First Lady’, ‘What is your favourite cartoon” were among the few questions asked by the curious kindergarten students. Melania then headed

to the playground to observe a yoga session where students were performing ‘surya namaskar’ (Sun salutation). The First Lady also meditated with class 4 students in their “happiness class”. “I am feeling very relaxed,” she said after the brief meditation as part of “mindfulness” activity of the ‘Happiness Class’. The ‘Happiness Class’ was started by the Aam Aadmi Party government in Delhi government schools in 2018. As part of the programme, students are taught various activities, including meditation, street plays, basic obedience and aims

to reduce anxiety and stress levels among children. Following the school tour, Melania was welcomed by students with garlands at an outdoor event and treated to performances of Rajasthani dance “Padharo Mahre Des” (welcome to our country) and Punjabi folk dance ‘gidda’. While Melania enjoyed the foot tapping number, a student in the audience became the show-stealer with his impromptu jig as everyone including the First Lady cheered for him. When the child suddenly scooted up to perform ‘bhangra’ moves, the security men were taken by surprise and one of them stepped forward but did not interfere. Addressing the students, Melania praised the concept of happiness class and spoke of her similar ‘Be Best’ initiative to promote well-being. “It is my first visit to India and I am grateful to have received such a warm welcome today. The name of this school ‘sarvodya’ means prosperity for all. “I was able to see how the concept exists in the curriculum -in the leadership of teachers, and in the spirit of enthusiasm in students. I visited happiness class, it was very nice to see students practice mindfulness.

“From mindful breathing to telling a story to a friend or simply connecting with nature, I cannot think of a better way for all of us to start our day,” she said. “I am totally impressed with the teachers and the efforts of the school towards its students,” she said. Melania said it is good to see the happy faces of the students and the school exemplifies that promoting values of kindness, compassion and respect can bring about positive change within the communities. “ I want to thank all the educators here who are setting positive examples for young people to ensure a promising future,” she said. The First Lady also talked about her “Be Best” initiative among children. “In the US, I work with children like you to promote similar ideas of well-being through my ‘Be Best’ initiative. 3 pillars of ‘Be Best’ include dangers of drug abuse, importance of online safety and overall well-being of children,” she said. Melania was cheered by students who waved Indian and American flags and was presented four handmade Madhubani paintings before she left. The First Lady reached out to shake hands with many children and hugged one of them.

New Delhi, Feb 25 (IANS): With the 2019-20 fiscal coming to an end soon, the Budget proposal to consider raising the public float in listed companies to 35 per cent may see some action in the next financial year, officials said on Tuesday. It needs examination of impacts and trends, and also seek stakeholders’ views that takes time, they said, adding that there could be action on this front in the next fiscal. Market regulator SEBI has to submit a report to the Finance Ministry on the current Budget proposal to consider raising the current threshold of 25 per cent to 35 per cent. “SEBI has been asked to examine the implications of increased current threshold on the financial market, undertake public consultation and submit a report to the government,” a Finance Ministry status paper on current Budget proposals said.

NEW DELHI, FEB 25 (PTI): Around 12.67 lakh jobs were created in December 2019 against 14.59 lakh in the previous month, according to payroll data of the Employees’ State Insurance Corporation (ESIC). Gross enrolments of new subscribers with ESIC were 1.49 crore during the entire financial year 2018-19, the National Statistical Office (NSO) said in a report. The report also showed that during the September 2017-December 2019 period, around 3.50 crore new subscribers joined the ESIC scheme. Altogether, 48 wrestlers (12 from each four ranges) vied for the ultimate title.

Dr. Neikiesalie Kire, advisor, Urban Development and Municipal Affairs, who graced the meet as the special guest, said that only three tribes, i.e. Zeliang, Chakhesang and Angami are commonly involved in wrestling in Nagaland. He, therefore, requested the associations to promote and to encourage the rest of Naga tribes to take part in Naga wrestling.

Veterans football tourney kicks off Dimapur, Feb 25 (NPN): The 10th edition of Nagaland Veteran InterDistrict Football Tournament kicked off Tuesday at Mon Hq with Mhathung Yanthan, advisor, Horticulture & Border Affairs as the special guest. The opening match between Mokokchung and Longleng ended in a 1-1 draw. The goal for Longleng was scored by Yongkai while Repa scored for Mokokchung. The second match between Mon and Kohima ended in a goalless draw while in the last match of the day, defending champions Dimapur defeated Phek by 3-1. The goals for Dimapur were scored by Limawati, Yanbemo and Waisong Bey. The lone goal for Phek was scored by Kuveduyi. On Wednesday, Longleng will take on Kohima in the first match, Mokokchung will play Mon in the second match and Dimapur will lock horns with Wokha in the last match. Altogether, 7 teams are participating in the tournament.

Mepfü Kemetsa (war cry) was won by Thepfusohie Kuotsu (SAYO) while Visilhou Chüsi from Western Angami Youth Organisation (WAYO) and Ruokuosetuo Khezhie (NAYO) bagged second and third positions respectively. In fixed jump competition, Rokovi Khawakhrie

Dhaka, Feb 25 (PTI): India skipper Virat Kohli was on Tuesday named in the Asia XI squad to take on a Faf du Plessis-led World XI in next month’s Bangabandhu 100-year celebration three-match T20 International series here. Kohli has been named by the Bangladesh Cricket Board (BCB) for one match subject to availability, which is yet to be confirmed by the BCCI, ‘ESPNCricinfo’ reported. The matches, to celebrate the birth centenary of Bangladesh’s founder Sheikh Mujibur Rahman, are scheduled to be held from March 18 to 22.

According to the website, BCB president Nazmul Hassan read out the names of the players who are part of the squad, which is dominated by Indians - Shikhar Dhawan, KL Rahul, wicketkeeper Rishabh Pant, pacer Mohammed Shami and spinner Kuldeep Yadav. BCB wants Kohli to be part of all the T20 Internationals but considering the hectic schedule of the Indian team, it remains to be seen if the maestro makes himself available. The Indian team is currently touring New Zealand and is engaged in a two-match Test series.

A week after the New Zealand tour ends, India will play a three-match ODI series against South Africa beginning March 12 in Dharamsala. The second game will be played in Lucknow on March 15 and third in Kolkata on March 18. The IPL also starts on March 29. Asked about the Indian players’ availability for the matches, BCCI president Sourav Ganguly last Friday said they “can send four to five players”. The du Plessis-led World XI includes, among others, veteran big-hitters Chris Gayle and Kieron Pollard.

sporting events had been banned in the affected regions until Sunday but that “for some events we have given the possibility to play them behind closed doors.” These would include the game between Serie A leaders Juventus and thirdplaced Inter Milan in Turin on Sunday. Bulgarian club Ludogorets Razgrad said on their website that they had been

informed by European soccer’s governing body UEFA that their Europa League last 32, second-leg tie at Inter Milan on Thursday would go ahead in an empty stadium at San Siro. The FIGC said on its website that it had made the request to the Italian government for matches to be played without fans in attendance “to safeguard the sporting competition.”

London, Feb 25 (Agencies): Runaway Premier League leaders Liverpool had to come from behind - and needed some help from two goalkeeping blunders - to beat lowly West Ham United 3-2 in a thrilling game and maintain their 100% home record on Monday. Trailing 2-1 late in the second half, West Ham keeper Lukasz Fabianski was twice at fault as Mohamed Salah and Sadio Mane ensured Liverpool prevailed to equal the record of 18 consecutive topflight wins set by Manchester City in 2017. Juergen Klopp’s side now need 12 points from 11 games to make sure of their first league title in 30 years. It looked like business as usual for Liverpool, unbeaten in the league and now with a
