KOHIMA, FEB 23 (NPN): Like the story of the ‘Arab and the Camel’, after nearly 36 years of the one-sided tenancy agreements signed between past state governments with Civil Engineers Enterprise Pvt Ltd (CEEPL) over Nagaland House Commercial Complex Kolkata, finally, the deck has been cleared for the state to retain legal possession of the complex at Kolkata. Talking to Nagaland Post, state chief secretary Temjen Toy, IAS said the state government is determined to wrest back the complex that has been with CEEPL and that eviction orders through court is being prepared in this regard. He reiterated the present PDA government’s determination to regain total ownership of the complex after the process for eviction is effected. KU appeals for early inaugural of Mon dist hospital DIMAPUR, FEB 23 (NPN): Konyak Union (KU) has appealed to the Health & Family Welfare (H&FW) department to expedite inauguration of the district hospital at Mon where foundation stone of the proposed medical college would be laid during inauguration. Acknowledging and expressing gratefulness to the Government of Nagaland headed by chief minister Neiphiu Rio and H&FW minister Pangnyu Phom and the department for proposing before Government of India for setting up the medical college at Mon, the union also urged the H&FW department to undertake the project at the earliest. Mentioning that it would monitor and supervise the project, KU also assured full cooperation to the department in ensuring smooth execution of the medical college project so that no hindrances and misunderstandings arose during its construction. It also acknowledged landowners and Chi Village Council and residents for donating land for the proposed medical college. 1992 regarding the one-sided lease agreements signed by the state which virtually handed over the entire commercial complex to CEEPL (erstwhile Engineers India Pvt. Ltd.) The construction began sometime in 1979 and after work began, the government could not provide funds and midway in 1982, the contractor-- M/s Engineers India Ltd- pioneered and floated by a former retired engineer under the government of Nagaland, made a deal to ‘save the project’ by getting SBI loan but on the

condition he was given the power of attorney over the entire premises for the purpose of obtaining loan. The one-sided agreement handed over around 2/3rd of the most valuable and prime plot in Kolkata at 11, Shakespeare Sarani (erstwhile Theatre Road), to Civil Engineers Enterprise Pvt. ZCOs reject Pan Naga Hoho DIMAPUR, FEB 23 (NPN): Zeliangrong Baudi- Assam, Manipur and Nagaland (ZB-AMN) and its frontal organizations Zeliangrong Pui Baudi, Zeliangrong Youth Front and All Zeliangrong Students’ Union have rejected the demand of NSCN (I-M) for Pan Naga Hoho during the Indo-Naga peace talks. On the contrary, the Zeliangrong civil organisations (ZCOs) demanded extension of the provisions of Article 371 (A) of Indian constitution to all Naga-inhabited areas of North East. In a statement, the organisations asserted that Zeliangrong people living in Assam, Manipur and Nagaland would never accept the “powerless and illogical” Pan Naga Hoho. They alleged that the demand had been one of the causes for creating confusion among the Naga community and was delaying the 23-year-old lndo-Naga peace process to reach a logical conclusion. Taking advantage of the cease fire and political negotiations, ZCOs alleged NSCN (I-M) was engaging in deception to split

the Naga family, particularly the Zeliangrong community, which was highly condemnable. Pointing out that prolonging the Indo-Naga peace process was obstructing peace and development in the region to some extent, the bodies urged Government of India and the stakeholders to urgently wind up the peace talks. They termed the decision of 14 Naga tribes of Nagaland to reject Pan Naga Hoho while welcoming the genuine demand of Working Group (WG) of Naga National Political Groups (NNPGs) for extension of Article 371(A) in all Naga areas as an encouraging step. They appreciated the decision and extended co-operation in the matter. The ZCOs urged Government of India to bring an amicable solution at the earliest that was acceptable and workable for both the Nagas and India so that permanent peace and tranquillity prevailed once and for all in the region in particular and the nation at large. This was stated in a press release by media cell of ZCOs.

Rio informed the House that the cabinet had on February 5, 2020 authorised the chief secretary to file eviction suit against the tenant (CEEPL) in Calcutta High Court, adding a suit had been prepared under the guidance of the State’s advocate general and was in the process of being filed. During the debate, the NPF Legislature Party leader T.R.Zelianghad lauded the State government and advocate general for the favourable order of Calcutta High Court and opined that the interim order of the court should now stop the government from accepting Rs 7 lakh per month, which the tenants used to pay, and stick to the current market rate of Rs 2.20 crore per month. Mild tremors felt in Assam, Nagaland GUWAHATI, FEB 23 (IANS): Two separate mild earthquakes with a magnitude 2.8 to 3.4 hit some parts of Assam and Nagaland on Sunday. There was no report of any damage or casualty, an official said. According to the official of the India Meteorological Department (IMD) the first quake with a magnitude of 3.4 on the Richter scale hit Wokha in western Nagaland at 5.12 a.m. The IMD official said that another tremor with a magnitude of 2.8 on the Richter scale hit Tezpur in northern Assam at 5.35 a.m. The two tremors, which lasted a few seconds, were measured at 28 to 30 km depths of the earth. According to the IMD observations, at least 27 separate moderate and mild shakes struck this month in different Northeastern states.

DIMAPUR, FEB 23 (NPN): Amidst speculations of a stalemate between the government of India and NSCN (I-M) for inking the final agreement, convenor of Working Committee (WC) of NNPGs N. Kitovi Zhimomi, made it clear that “Nagas of Nagaland should not be sandwiched between government of India and NSCN (I-M)”. Kitovi said this to Nagaland Post over telephone, ahead of the meeting with Nagaland Governor and Interlocutor for Naga Peace Talks, RN Ravi on February 24 (Monday) in Delhi. The 18-member WC delegation led by Kitovi will finalize the negotiated points (after signing of the ‘Agreed position’ on November 17, 2017), NNPGs media cell stated. Commenting on the impediment against signing of the final agreement despite conclusion of “negotiations over contentious issues” on October 31, 2019, Kitovi said, “Some groups are purposely prolonging the signing of the final agreement. They only know why they are pro-

longing the solution.” He said it was apparent that it would not be possible to “bring all the groups together to unanimously sign the final agreement, when some groups are deliberately prolonging it”. Referring to the resolutions made by tribal bodies, civil society organisations, GBs and Nagas in general for early settlement of the Naga political issue, Kitovi asked, “Why solution must be delayed for some groups with vested interest?” Kitovi made it clear that Nagas of Nagaland should not be “sandwiched” between government of India and NSCN (I-M) and that their rights “should not be crushed”. On the prolonged negotiations between NSCN (I-M) with government of India, Kitovi said, “The

outcome of 22 years of negotiations of NSCN (I-M) is nothing but PAN Naga Hoho, which also lacks clarity”. Kitovi also said that the proposed PAN Naga Hoho (a social-cultural body of all Nagas) had confused the Naga people for a while. However, he said the people of Nagaland have now “outrightly rejected PAN Naga Hoho without integration”. Maintaining that there was no reason to prolong signing of the final agreement, the WC convenor said WC has come to an understanding that “whatever is not possible today would be pursued though a democratic process after signing of the final agreement”. Kitovi rubbished speculations that NNPGs are negotiating only for Nagas of Nagaland. He reiterated that special status like separate Regional Territorial Council has been worked out for Nagas living outside Nagaland. Asked about Monday’s meeting with Ravi, Kitovi reiterated “There is no agenda; nothing to discuss. We will only talk about the final agreement signing ceremony”.

DAYO backs DNSU demand to No antisocial activities shutdown illegal liquor outlets will be tolerated: DCCI DIMAPUR, FEB 23 (NPN): Dimapur Ao Youth Organisation (DAYO) has announced support to and appreciated the demand of Dimapur Naga Students’ Union (DNSU) on February 21 to commissioner of excise, Dimapur to close all illegal liquor outlets within seven days. In a release, the organisation said it also respected, appreciated and supported Central Nagaland Tribes Council’s (CNTC) appeal to all GBs, chairmen and colony councils to penalise landlords and house owners of properties from where liquor outlets operated. Acknowledging the initiatives of DNSU and CNTC, DAYO announced its support in this regard and pledged to extend full cooperation to end the social concern. Referring to the ultimatum served by Naga

Students’ Federation (NSF) on February 22 and expressing its appreciation to the federation for its concern and voicing against the practice of backdoor appointments in all government departments, DAYO expressed shock that communities and organisations outside the administrative jurisdiction of Nagaland government were also signatories to the ultimatum. The ultimatum served to the chief minister of Nagaland by outsiders was ridiculous and uncalled for, it added. As the issue of backdoor appointment was purely an administrative Issue within the State of Nagaland, the organisation stressed it was not necessary that those outside Nagaland had to be a signatory to the ultimatum. Let any issues and grievances be resolved and decided by the stakeholders, it appealed.

DIMAPUR, FEB 23 (NPN): Dimapur Chamber of Commerce and Industry (DCCI), while expressing happiness for the return of Parimal Ghosh, owner of the Nagaland Cold Drinks after he went missing, warned that it will not tolerate any kind of anti-social activities and anti-social elements. Assuring full cooperation to law enforcing agencies to root out such elements, DCCI urged all business establishment to be vigilant and extend cooperation with the law enforcing agencies. Further, DCCI also warned of taking appropriate action against those NGOs, “extorting business community under the guise of contribution”, and expose the unscrupulous money mongering so called leaders and the NGOs besides reporting it to law enforcing agencies. In this regard, DCCI has directed the business community not to cooperate with such demands for the lager interest of the business community. Meanwhile, DCCI lauded the Dimapur Police and the Commissioner of Police for making all out effort for the safe release of Parimal Gosh. It urged the police to put those responsible behind bars and leave no stone unturned to give them maximum punishment possible under the law.

KOHIMA, FEB 23 (NPN): With Nagaland entering the world coffee map and Coffee Board of India recently rating Nagaland coffee as one of the best coffees in the world, Nagaland may soon emerge as one of the largest organic coffee producing States in the country. And to enable people to have a taste of Nagaland coffee, the Land Resources department, nodal department for promotion/plantation of Coffee in the State, would soon establish coffee shops in all district headquarters in 2020-2021 even as the State has earmarked Rs. 2 crore for nursery to enhance coffee production. This was stated by Planning & Co-ordination, Land Revenue and Parliamentary Affairs minister Neiba Kronu during an interaction with a section of media persons at his

residence here. He said the land resources department had brought 8,000 hectares of land under coffee plantation till date, and it was expected that over 3,000 metric tons of coffee would be harvested annually in the next five years. The minister revealed that the department had set a target to bring 50,000 hectares of land under coffee plantation by 2027, as envisaged in Nagaland Vision 2030 document, with an objective to provide economic benefits to rural farming communities with support of the government by engaging them. countries, besides exploring tourism opportunities. Realising its vast potential, the minister opined that farmers must take up coffee farming on a large scale so that the State’s revenue could be increased manifold in the next few years. He said though the Indo-Naga political issue was yet to be settled, daily activities must go on to improve the State’s economy. He remarked that even if the State government gave jobs to all educated unemployed, Nagaland would still lag behind as its economy would not grow. And as the State already had huge farming potential, Kronu said Nagaland coffee and honey could enter the world market as demand for coffee would never go down, adding there was huge demand for coffee in European countries too. He said protecting environment was everyone’s

concern and coffee, which required trees, would not damage the environment. He also mentioned that areca nut (tamul), black pepper and bamboo could fetch good market and help enhance the State’s economy. Kronu exuded confidence that Nagaland could become a hub for coffee and honey, which in turn could become a tourist attraction. The minister said coffee seeds sponsored by the UN were expected to reach Nagaland by March, which would be distributed to coffee growers. Meanwhile, Dr Longri said Coffee Board of India had failed the farmers during 1980s, which discouraged farmers from taking up coffee plantation. However, now that market linkage had been set up, Nagas could take up coffee plantation on a large scale, he averred.

DIMAPUR, FEB 23 (NPN): SARDP Sumi Area Affected Landowners’ Welfare Committee (SSAALWC) has served an ultimatum to deputy commissioner (DC) Zunheboto to stop the two-lane road work under SARDP-NE project in Sumi area until the second phase of compensation were paid to landowners. In a representation to the DC on February 17 and signed by its convener Ghuvishe Zhimomi and secretary Kakheto Zhimo, the committee also threatened to file a PIL, if its ultimatum was ignored. SSAALWC pointed out that though the affected land owners had approached the DC on various occasions seeking halt to the project work till second phase of compensation for damaged property was paid, these were of no avail. land owners had resolved and reaffirmed that no contractor/ firm should execute the work within the affected jurisdiction until the compensation was cleared. The committee also warned that in case of an untoward incident arising out of the decision of landowners, the authority concerned would have to borne the responsibility. Mentioning that whether the second phase of compensation was under arbitration or not had nothing to do with the landowners, SSAALWC said it was the government’s responsibility to fulfil the demand. Further pointing out that Madhucon Projects Ltd had been awarded contract by NHIDCL on the same project that was abandoned by GayatriMaytas joint venture and not some other project at

a different location, the committee reasoned that the question of administration allowing Madhucon to carry on work without any hindrance did not arise. Hence, it demanded that the present contractor must halt the ongoing work and leave the site immediately from the date of publication of the resolution. Admitting that overall development was required, SSAALWC however emphasised that NGOs or security forces could not command “our land” forcefully for any developmental work without addressing the genuine issues with the landowners as Nagas had ownership rights that nobody could compromise it. DIMAPUR: Various battalions of Assam Rifles have been conducting civic action programmes across the state for the welfare of the general public. Phek Battalion conducted an awareness lecture on provisions of “free movement regime” at Akhen village, Phek on February 3. The aim of the lecture was to facilitate convenience to locals residing along the IMB in cross border undertakings by way of imparting awareness about the rules and regulations. Aizawl, Feb 23 (PTI): At least 77 people have been arrested in drug and alcohol-related cases in Mizoram last week, an official of the state excise and narcotics department said on Sunday. Various drugs and illicit alcohol, including 312.75 gram of heroin, 505 gram of cannabis and 404 tablets of another drug Tramadol, were seized during raids conducted between February 16 and 21, the spokesperson of the excise and narcotics department, Peter Zohmingthanga, said. He said that 1,179.25 litres of locally brewed alcohol (Rakzu) and a large quantity of IMFL were also seized during the raids. The spokesperson also said that at least 16 illegal liquor manufacturing units were destroyed at Phunchawng area on the outskirts of Aizawl during a raid on Saturday. Meanwhile, the narcotics and excise department has cautioned people against consumption of locally brewed liquors as spurious ingredients are used to manufacture the products, sources said.

AGARTALA, FEB 23 (IANS): A section of around 10,323 Tripura government teachers, facing termination of jobs due to a court verdict, on Sunday held a sit-in demonstration in Agartala demanding the setting up of alternative arrangements to protect their jobs, a leader of the teacher’s body said. ‘Amra 10,323’ (Us 10,323) organisation convener Dalia Das said that so far 50 teachers had “died of psychological trauma and anxiety”. She said the teachers, both men and women, held a mass demonstration on Sunday here demanding continuation of their jobs by the Tripura government. “Tripura government should provide a job to the family members of those 50 teachers who had either committed suicide or died of psychological trauma and anxiety,” Das told the media. Class-XI question paper leak culprit arrested

IMPHAL, Feb 23: CID(CB) of Manipur police have arrested the alleged main accused in the Class-XI exam 2020 question paper leak case, amid the demand for stern punishment to culprits involved in the case. The accused Moirangthem Sunderchand (33) son of M Chaoba of Kiyamgei Mamang Leikai of Imphal, is a management staff of Dineshwori Higher Secondary School Canchipur, police said on Sunday. He was arrested by a team of cyber crime police station (CCPS) of the CID(CB) from his house on Saturday evening, the police said. The CCPS has been investigating the question paper leak scam after registering a case based on a written complaint lodged by the Council of Higher Secondary Education (COHSEM) and during the investigation Moirangthem Sunderchand was arrested, the police said. COHSEM had cancelled the Class-XI exam which commenced from February 17 and due to end on March 26 after question

papers for five subjects were leaked through social media, before the scheduled exam dates. While cancelling further conduct of the exams on February 20, COHSEM alleged that question papers for Manipuri (MIL), Physics, Chemistry, Mathematics and Biology were circulated widely on WhatsApp. While confirming the arrest of the main accused, a police source said that all other possible angles were being actively pursued to identify and arrest any other persons involved in the leak of Class-XI exam question papers. Apart from the five subjects, the CCPS strongly suspect that English question paper may have also been leaked. Meanwhile, demand for befitting action against those involved in the question paper leak continued to grow. He was speaking at the Sankalpa Samaroah in Dibrugarh. “The anti-CAA protesters forced the BJP workers to quit Panchayats and the party so that they can acquire power,” Sarma said. “This proves that the anti-CAA protests are politically motivated,” Sarma added. He further alleged that a section of people has been trying to create a situation of unrest in Assam. “In the name antiCAA protest, some people are trying to incite violence in society,” Sarma said. “There has been a conspiracy to make Assam violent and these people want to obstruct the road to development,” the minister further said.

4 illegal liquor units busted in Mnp

Imphal, Feb 23 (PTI): Four illegal liquor manufacturing units were busted in Manipur’s Thoubal district and one person was arrested, a senior police officer said. The police personnel seized 800 litres of country liquor and 2 kg of marijuana along with items used for making alcohol during search operations at the units in Ukhongshang Mayai area, Thoubal SP S Ibomcha said. One person was arrested during the raids while three others had managed to escape, he said. Manipur was declared a dry state in 1991, following widespread demands by locals to curb alcohol consumption and drug use.

New Delhi, Feb 23 (PTI): Former Chief Information Commissioner Wajahat Habibullah has told the Supreme Court the protest at Shaheen Bagh here against the Citizenship Amendment Act (CAA) was peaceful and inconvenience being caused to commuters was due to barricades “unnecessarily” put by police on roads far away from the site. Habibullah had visited the protest site at Shaheen Bagh pursuant to the direction by a bench of Justices S K Kaul and K M Joseph. The bench is scheduled to hear the matter on Monday. The top court is hearing pleas seeking removal of protestors from Shaheen Bagh and ensuring smooth traffic flow in the area. The apex court had earlier said that though people have a fundamental right to protest “peacefully and lawfully”, it was troubled by the blocking of a public road at Shaheen Bagh as it might lead to a “chaotic situation”. In his affidavit filed in the top court, Habibullah has contended that “Shaheen Bagh stands tall as a firm example of peaceful dignified dissent, more so in the face of various instances of state-sponsored violence on similar dissents across India. “We have been sad and mute witnesses to police brutality and negative typecasting of a particular community across the country. Crushing dissent instead of entering into a dialogue is the new norm, but it is alien to our Constitution,” he has claimed. Naqvi and Azad, in their joint affidavit, have alleged that “the present ruling dispensation, at the behest of its political masters, had devised a strategy of extinguishing these protests by falsely attributing violence and acts of vandalism to peaceK Y M C

It has also made it mandatory for all protesters to get permission from Deputy Commissioner and Superintendent of Police at the district level, Inspector and Tahsildar at Taluk level and from Assistant Sub Inspector at the Hobli level.

ince the time it was legislated thirty years ago, the Nagaland Liquor Total Prohibition Act, 1989 hasn’t exactly been a success story of making society liquor-free and instead, over the decades there has been proliferation of illegal liquor retail outlets and black market. In addition, the demand being as worrisome, has also opened windows of opportunities to illegal distillation of fake branded liquor destined for the parched throats in Nagaland and Manipur. The liquor business in Nagaland today runs into several hundred crore a year as indicated and that shows consumption has not decreased .The black market in illegal liquor business is estimated to run into several hundred crore a year. No wonder, the illegal production, distribution and sale has attracted shades of dubious elements who have established their own liquor empires. To cater to the demand, several distilleries have come up in nearby Assam manufacturing liquor “for sale and distribution to Nagaland etc”. Along with it is the production and distribution of dangerous spurious and hazardous liquor. This has caused early and untimely deaths of many teenagers and youths in the mid-life. According to media reports emanating from Assam, three states- Nagaland, Mizoram and Manipur are dry- but liquor is sold at higher prices. The report stated that liquor continues to go to these three states from Arunachal Pradesh via Assam, often in the name of supply for defence canteens. The smuggled liquor from Arunachal Pradesh enters Nagaland via Assam through Golaghat and Karbi Anglong districts. Khatkhati, Lahorijan, Chungajan etc. are major routes to Nagaland.The distilleries in Arunachal Pradesh are doing a roaring business. There are allegations that Nagaland, Mizoram and Manipur-bound liquor-laden trucks from warehouses in Arunachal Pradesh mostly have papers shown as supplies for defence canteens in the three States. However, in most of the cases, such consignments are dropped in Assam.The media report stated that requests to the Nagaland Excise Department to specifically mention as to what quantity of liquor actually enters the State for supply to defence canteens hasn’t been responded satisfactorily. The money from distribution and sale of illegal liquor in the three states generates a few thousand rupees of black money every year. That much money through illegal business should open the eyes of societies as it is being funnelled to fund various activities among which is funding elections. It is an open secret that liquor is easily available in many parts of the state. Recently an organisation had demanded that the authorities conduct raids on cold drink shops that sell liquor behind the counter and cancel their trade licenses. Nagaland and other states where prohibition is in force, have to contend with losing substantial revenues in terms of crores of rupees by way of enforcement and on the other hand, forego loss of excise revenue in terms of a few hundred crore rupees annually. The proponents may have their reason for the dry law but they need to seriously ask whether it should continue even for namesake because everybody abdicates themselves of any responsibility and instead, insisting that the government is alone responsible to do the job? Enforcing the dry law is difficult and if it is to be done effectively then it will require more than money and manpower but also proactive participation of civil society organisations.

We somehow have the idea that a person called to the ministry is called to be different and above other people. But according to Jesus Christ, he is called to be a “doormat” for others— called to be their spiritual leader, but never their superior. Paul said, “I know how to be abased…” (Philippians 4:12). Paul’s idea of service was to pour his life out to the last drop for others. And whether he received praise or blame made no difference. As long as there was one human being who did not know Jesus, Paul felt a debt of service to that person until he did come to know Him. But the chief motivation behind Paul’s service was not love for others but love for his Lord. If our devotion is to the cause of humanity, we will be quickly defeated and broken-hearted, since we will often be confronted with a great deal of ingratitude from other people. But if we are motivated by our love for God, no amount of ingratitude will be able to hinder us from serving one another. Paul’s understanding of how Christ had dealt with him is the secret behind his determination to serve others. “I was formerly a blasphemer, a persecutor, and an insolent man…” (1 Timothy 1:13). In other words, no matter how badly others may have treated Paul, they could never have treated him with the same degree of spite and hatred with which he had treated Jesus Christ. Once we realize that Jesus has served us even to the depths of our meagerness, our selfishness, and our sin, nothing we encounter from others will be able to exhaust our determination to serve others for His sake.

President needs massive support home ahead of his reelection. He visits for massive Indian support to boost his economy and his own image. Yes, US President Donald Trump visits India for a massive makeover at home. India is being project bigger than it is. Trump shows to his people that a tie with India would increase jobs and the favouring trade deals may open up doors to an El Dorado. That is a good branding for India. The largest economy projects a rising one larger than life. It helps India in its international dealing and march to a $ 5 trillion economy. That, however, is not the aim of Trump. He wants to secure his position in the domestic politics. Trump visits with the aim to “further strengthen the US-India strategic partnership”. It is at a time when the Chinese economy is on a downward trajectory. The Sino-US trade deal, after a virtual trade war, is a non-starter. The US needs a massive economic raise and Trump expects India to give him an advantage. His subtle projection

to his countrymen is of a macho that gives less and takes more. His imagery in different Indian cities is expected to create popularity for a vote-catching mission. That is a gain for India and Prime Minister Narendra Modi’s diplomacy. Tr ump overall has done quite a lot for his farmers, industry and revenue collection with deals with India since 2018. He has projected India as a developed country and has been slicing out more benefits for the US economy. A sagging US economy hit by trade wars launched by it needs a bit of tonic. Somehow the US domestic industry wanted more concessions from India and Trump has been able to show that he has been able to have it. Indian steel and aluminium that is of high quality and acceptable by the US manufacturers in many sectors was gifted with additional duties. It helps the US gain higher revenues and a semblance of ruse that he is not liberal with his friend Modi. In 2017, India imported record 7.8 million 40pound boxes Washington state apple. However, India had imported far fewer boxes of the 2018 crop.

The Washington state had shipped about 2.6 million boxes to India. India has quietly raised duties. Similar is with US almonds. Trump administration announced mid 2019 removal of India from eligibility for key trade privileges under the US generalized system of preference (GSP). The US-India bilateral trade increased sevenfold since 2001 in 2018 to $ 142 billion, as per US figures. In 1995, total two-way trade was $ 11 billion. It remains a massive trade that has increased 14 times since 1995. India’s trade with China, not to the liking of the US, also has increased from a few hundred million dollars in 1995 to nearly $ 90 billion in 2019.

The perception that Trump is projecting India per se is not wrong. India is growing but still definitely does not match the per capita income of a developed country. So the US considering India as an equal developed country may suit its domestic narrative not the reality. Imposing costs on Indian exports may be real home politics but is away from reality. It has hit a segment of Indian low cost exports, worth around $ 5.6 billion. S o Tr u m p c o m e s seeking Sarkar more sops. He could demand doing away with duty on US information and communication technology goods, market access to dairy products, duty cuts on Harley Davidson mobikes, apples and almonds. It is critical for his industry and farmer friends. He has to make up for the losses he has with China. Who else could he depend than a friend like India? Interestingly, with each such spat trade has increased between the US and India. Trump has significantly increased that pressure. According to US Trade Representative (USTR), India is a member of G-20 with more than 0.5 percent of the world’s trade share. The World Bank classifies countries above this threshold as developed and as “high income” economies. This puts India in the category of a developed country. India may not like it as it has to struggle through a difficult phase. But the US has the power to ignore such concerns. It is restructuring trade relations with key economic partners. Trump has renegotiated NAFTA with Canada and Mexico. He has compelled China to cut massive trade deficit with the US. China has had trouble negotiating $ 200 billion worth trade with the US. Before his visit to India, he has developed relations with Taliban, US officials are asking India to

change tacks with Pakistan and the sanctions on Iran are a cost on India’s petroleum imports. He wants to have more. India has recently walked away from RCEP. European Union is remains a reluctant negotiator. Australia and New Zealand are in a wait and watch mode. India tried to have an advantage of the USChina trade war. It talked but gains are limited. Many companies are moving out China but very few are keen to come to India. India has to have relook at trade ties. Trump has come with offers. The US strategic presence is needed in the subcontinent. Major proposed trade deals in defence likely worth $ 10 billion and more would be good for both the countries despite some rise in Indian protectionism like the RCEP, which even the opposition Congress hailed. While India needs to review its trade policy, the friendly arms extended by Trump are likely to be a new beginning at the growing relations. Spats in international trade continue and so do the intensity in business. Despite conceding gains for Trump, India would curve out a niche for itself.

hen the Chinese attacked NEFA (NorthEast Frontier Agency, now Arunachal Pradesh) in 1962, Prime Minister Jawaharlal Nehru and the Indian Army fled, leaving the helpless citizens of NEFA to fend for themselves. But who cared as long as mainland India was intact? China could even have swept easily through Assam and chopped off the “chickenneck” corridor connecting the whole North-Eastern Region from the Indian sub-continent. Nehru’s government officials and the Army quickly came back only after the Chinese Army had unilaterally withdrawn. It was divine intervention, not New Delhi, that saved Arunachal and the North-East. Have we in the North-East Region forgotten that so soon? Even after the British left India in 1947, the Indian Government has never treated the North-East as an integral part of the mainland; only in words. Any help coming from Delhi has been mere tokenism and politically motivated. Today, New Delhi sees limitless trade potential with South-East Asia via the NorthEast. The Central Government’s infrastructure efforts to link the North-East to Myanmar and other ASEAN countries is primarily for the mainland’s commercial interests, not because it loves North-Easterners and is concerned about their wellbeing. So take with a grain of salt when Prime Minister Narendra Modi, Amit Shah, and their colleagues claim that BJP government’s top priority is development of the North-East. BJP government’s main hidden agenda is to bring the whole of the eight NorthEastern States under its complete control through political manipulation and through Hindu population growth, even if not by force. The current BJP government in Delhi is the political wing of the Rashtriya Swayamsevak Sangh (RSS), the most radical religioussocial-cultural-nationalist Hindu group in India. The RSS was founded in 1925 but was outlawed by the British and was even occasionally banned by the Indian government after independence. Naturam Godse, who assassinated Mahatma Gandhi in 1948, was a member of the RSS. Senior RSS members had direct links to both Benito Mussolini in Italy and Adolf Hitler in Germany. M. S. Golwalker advocated for an India dominated by Hindus. From its genesis, the RSS openly espoused militant Hindu activism and the suppression of minorities. The RSS’s ultimate objective is to make India a homogenous Hindu nation, one bound together

exclusively by the Hindu religion and culture and the Hindi language. Current RSS chief Mohan Bhagwati is a major voice in the BJP’s policy-making and policy implementation. Bhagwati often says: “Everyone born in India is a Hindu.” Hence it is almost impossible to believe that the RSS-controlled BJP can truly love (in deeds) Muslims, Dalits, Adivasis, Christians, and other minorities in India. Since the current government assumed power at the center in 2016, intolerance and violence have increased greatly, particularly in BJP-ruled states. They are more tolerant and merciful to cows than to human beings, especially Muslims and Dalits. Since 2016 the BJP government’s interference in private and public institutions has also increased greatly. They have tried to control educational institutions, law enforcement departments such as the Central Bureau of Investigation, and the judiciary. Dozens and dozens of academicians, scientists, professionals, artists, and others have written to Prime Minister Modi concerning the government’s suppression of and interference with the press and freedom of speech. Mind you, Modi is unlike his precursor as BJP Prime Minister, Atal Behari Vajpayee. Vajpayee didn’t permit the RSS to interfere in the affairs of the Government; he had the ability and determination to contain the RSS element within BJP. On the contrary, Mr. Modi’s BJP government is essentially in thrall to the RSS led by Mohan Bhagwati. Modi’s inability or unwillingness to control the Home Minister (and former BJP President) Amit Shah and other RSS Hindutvas is dragging the country down into fascism. If the BJP government wants to promote and nourish democratic values, it must part with the RSS and its ilk for good. Or else India faces a bleak future, even to the point of disintegration. That is why even so many reasonable and learned Hindus led by former cabinet ministers under Atal Vajpayee’s BJP government are up in arms against RSS’s false projection of genuine Hinduism and its culture. Here in the North-East we already see that in Tripura State, immigrants have become the absolute majority and control the government. The indigenous tribals (Tripuris and others) make up only about 31% of the total population; they are now aliens in their own native habitat. It is too late there. Meanwhile, the indigenous people of Assam known as Axamiya, a cultural identity, who accept Assam as their homeland,

are now terrified that they would also be reduced to a minority if the immigration of ‘non-Indians’ is not checked today. The All Assam Students’ Union (AASU) launched in 1979 a six-year agitation culminating with the signing of the Assam Accord in 1985, clause 5 of which states: “Foreigners who came to Assam on or after March 25, 1971 shall continue to be detected, deleted and expelled in accordance with law. Immediate and practical steps shall be taken to expel such foreigners.” To this day the Central Government has failed to implement most of the Accord, clause 5 being at its heart. In the meantime there comes the latest monster, the Citizenship Amendment Act (CAA), proposed by the BJP and enacted by Parliament in 2019. This law deceitfully promises to provide eligibility of Indian citizenship to religious minorities, namely Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from India’s two immediate neighbors of Bangladesh and Pakistan as well as Afghanistan. Under the CAA, migrants of these minority communities from the three countries who had already entered India by December 31, 2014, are eligible to apply for Indian citizenship. In addition, the residence requirement for acquiring citizenship has been reduced from 11 years previously to only 5. Since the CAA was enacted in 2019, anyone who is against it is called unpatriotic, anti-national, terrorist, and even threatened with fatal violence or, in the case of women, rape. Today’s protesters in Assam correctly point out that the CAA is destroying the Assam Accord, clearly violating both Clause 5 and Clause 6 of the Accord: “Constitutional, legislative and administrative safeguards, as may be appropriate, shall be provided to protect, preserve and promote the cultural, social, linguistic identity and heritage of the Assamese people.” Assam will surely follow Tripura as the second North-Eastern State where indigenous citizens will be reduced to a minority unless they fight hard to resist now. All her North-Eastern neighbors should also fight alongside Assam. Since becoming law, the CAA has triggered countrywide protests. The whole nation of India is in uproar saying CAA is anti-democracy and anti-Constitution. Citizens in all the NorthEastern states as well as Mainland India have publicly demonstrated their opposition to CAA. Already Kerala, Madhya Pradesh, Punjab, Rajasthan, West Bengal and Puducherry Assemblies have passed

resolutions against CAA; more are likely to follow suit. Why aren’t the Christian majority States like Nagaland, Mizoram and Meghalaya leading other NE States in passing similar resolutions against CAA, when the Act’s main target is the North-East. Even the European Parliament and the U.N. High Commissioner for Human Rights have stated that CAA is ‘discriminatory in nature and dangerously divisive’. ‘While the CAA’s stated goal of protecting persecuted groups is welcome, an effective national asylum and refugee policy should be just and holistic in nature and apply to all those in need.’ Of course, there can be no blanket welcome to illegal immigrants, irrespective of religious background. Hindus or non-Hindus, immigrants and refugees should be accepted through an impartial legal process and based on the merits of their individual cases. It isn’t just the non-Hindus; even the overwhelming Hindu population is against CAA because the Act destroys the secular nature of the Indian Constitution -- the mutually agreed-upon ‘contract’ that binds the modern Indian nation together, and the undoing of which would threaten to nullify that contract. CAA openly declares the Modi govern-

ment’s hatred toward Muslims in India and in neighboring countries by intentionally excluding Muslims from the CAA. But can the Hindu majority in India really treat the more than 200 million Muslims who are citizens of India as aliens? As a Christian, I am not even excited that Christians were included in CAA because it’s just a cover-up. As in Nazi Germany, first they come for your neighbor, then they come for you. Who would really believe that the RSS-controlled BJP government is genuinely concerned about the wellbeing of Christians anywhere in India, let alone Christians in the North-East. Since when did the RSS and their associates begin loving and treating Dalits, Adivasis, and other minorities (scheduled tribes—STs, scheduled castes— SCs and other backward classes— OBCs) equally, let alone Indian Muslims? It’s time all the eight NorthEastern States treat CAA as an existential crisis and face it together head on without any compromise; it’s a battle for our survival. Appeal to CM of Nagaland

The present scenario in the affairs of appointment procedures in our state Nagaland has become an imborglio. In our own opinion there is 100 percent truth that all the unemployed educated youths, members of our society, NGOs and various churches across the state wish all the appointments in various departments in our state be selected on the basis of merit and through competitive exams. The economic scenario of the state is more or less unstable. With reference to Government of Nagaland office of Chief Engineer PHED, ref no CE/PHE/Est-ADVRT/DRB/2019-20,dated 1 February 2020, the department published in the local daily newspaper that no of vacancies under the department are 6 posts of LDA cum computer assistant at directorate and 17 posts of LDA cum computer assistant at district level. These were advertised in pursuance of the Government letter no AR3/GEN-174/2007 (pt)dated 24/3/2018 . But quite surprisingly and to the dismay of unemployed youths and the general public on a fine morning after a long time interval suddenly the government revoked the advertisement of 1st February advertising through a cabinet decision on 6 February. No questions arises as to why all those gimmicks after the cumbersome and expensive "form fill up process was over?" Has the government taken the cognizance of financial, physical and mental strains of those who belong to far flung areas and indigent families? We seriously take note of such farcical decision of thegGovernment. As for the active and positive role of the NSF, we completely stand by it and we shall applaud it from the core of our hearts and if its leaders insist on implementing the ban w.e.f 22 February 2020 itself in the greater interest of transparency, cost efficiency and welfare of our unemployed youths. While narrating the story of 105-year-old Bhagirathi Amma, the prime minister said, “If we wish to progress in life, we should develop ourselves, if we wish to achieve something in life, the first pre-condition for that is the student within us must never die.” He said there are several examples to show how women today are breaking “age-old shackles and attaining new heights”. IAF plane flies using bio-fuel mixture; PM says such efforts help reduce crude oil imports

Prime Minister Narendra Modi on Sunday hailed the use of a mixture of 10 per cent indigenously produced bio-jet fuel to fly an Indian Air Force transport aircraft, saying such efforts will not only help bring down carbon emissions, but also reduce the country’s dependence on imported crude oil. Addressing his monthly ‘Mann ki Baat’ radio address, he said “history was made” when an IAF AN-32 aircraft took off from Leh’s Kushok Bakula Rimpoche airport using a mixture of 10 per cent Indian bio-jet fuel. “This was the first time that this mix was used in both engines. Not just that, the airport from which this plane took off from Leh is not only one of the highest altitude airports in India but also in the world,” the prime minister said. He pointed out that the bio-jet fuel is prepared from “non-edible tree borne oil” and is procured from various tribal areas of India. “These efforts will not only reduce carbon emissions but may also reduce India’s dependence on crude oil imports. I congratulate all the people involved in this significant mission, especially the scientists of CSIR (Council of Scientific and Industrial Research) and Indian Institute of Petroleum, Dehradun, who made it possible to develop the technology to fly an aircraft with bio-fuel,” he said. Such efforts, the prime minister said, also empower the ‘Make in India’ initiative of the government.

Underworld don Ravi Pujari detained in South Africa; extradited to India New Delhi, Feb 23 (IANS): Dreaded underworld don Ravi Pujari, operating from overseas, has been extradited to India from South Africa where he was arrested. Pujari, who parted ways with underworld don Chhota Rajan, had jumped bail from Senegal last year and had escaped to South Africa, where he was involved in big-time drug trafficking and extortion. Pujari would be flown to Bengaluru. He is being brought to India by the Karnataka Police on an Air France flight via Paris. Sources in Indian Intelligence said that Pujari, who was hiding with a false identity of Anthony Fernandes, a Burkina Faso passport holder, was nabbed in a remote village in South Africa. On a tip-off from Indian intelligence, the Senegal police airdashed to South Africa last week. Pujari, 52, wanted in over 200 cases of heinous crimes, including murder and extortion, was detained with the help of South African agencies.

This passport was issued on 10.7.2013 and is valid till 8.7.2023. The passport showed his profession as Agent Commercial which means that he is designated as a businessman running a chain of restaurants called ‘Namaste India’ in Senegal, Burkina Faso and neighbouring countries.

New Delhi, Feb 19 (PTI): A 4000-year-old urban settlement has been unearthed by a team of the Benaras Hindu University in Varanasi, which experts say is one of the craft villages mentioned in ancient texts. The Benaras Hindu University’s Department of Ancient Indian History, Culture and Archaeology which did a preliminary survey of the site in Babhaniyav village, 13 km from Varanasi, said they had found remnants of one of the settlements that have been mentioned in various literature surrounding the holy city. Initial survey of the site in Babhaniyav village in Varanasi district has found a temple dating back to the 5th Century AD through 8th Century AD, potteries which are 4000-year-old and walls

which are 2000-year-old, said Professor A K Dubey of Department of Ancient Indian History, Culture and Archaeology, BHU. “On the basis of the surface materials at the site we can say that the structure is anywhere between 3500 to 4000-year-old,” said Dubey, who is part of the team which will excavate the site from February 23. He said that it gains significance because of its proximity to Varanasi, which according to legend was founded by the Hindu deity Lord Shiva 5,000 years ago, though modern scholars believe it to be around 3,000 years old. “The site at Babhaniyav could be a small sub-centre of Varanasi which also grew as an urban town,” said Dubey.

RBI alone cannot contain inflation: C Rangarajan

NEW DELHI, FEB 23 (PTI): The Reserve Bank of India is reviewing the retail inflation targeting framework behind monetary policy decision as well as its effectiveness and also plans to hold stakeholders consultations including with the government in June, Governor Shaktikanta Das said. In a bid to keep inflation under specified level, the government in 2016 had decided to set up Monetary Policy Committee headed by RBI Governor entrusted with the task of fixing the benchmark policy rate (repo rate). The six-member panel, which had its first meeting in October 2016, was given the mandate to maintain annual inflation at 4 per cent until March 31, 2021 with an upper tolerance of 6 per cent and a lower tolerance of 2 per cent. “The monetary policy framework is in operation for three and a half years. We have initiated a process of internal review of how the monetary policy framework has worked,” Das told PTI in an interview. “We have commenced an internal review of the working of the monetary policy framework, and going forward by the middle of the current calendar year, that’s by June or so, we will

be holding a round table with all analysts and experts and other stakeholders to do further consultations including the government at the appropriate time,” he said. Obviously, RBI has to interact with the government because the framework is a part of the law, he said, adding, “so, naturally government has to take a view.” With regard to monetary policy transmission, the Governor said, it is steadily improving and is expected to improve further. “Transmission is improving. If you see it was 49 basis points transmission for new loans in the December MPC. In February MPC, it has gone up to 69 basis points. So it is steadily improving,” he said. On February 6, the six member-Monetary Policy Committee (MPC) headed by Das, for the second meeting in a row, kept repo rate unchanged at 5.15 per cent but maintained accommodative policy stance which implies it was biased in favour of cutting rate to boost growth. Prior to going for status quo on rates in December, the central bank had slashed rates five consecutive times that resulted in a cumulative 1.35 per cent decline in repo rate.

On RBI aligning its financial accounting year with that of union government, Das said, the current financial year will end in June while next financial year starting July one would end on March 31. “So, the current year will go on till June. It will have 12 months. Next accounting year will start on July 1 and end on March 31, he said. So the central bank would prepare a truncated balance sheet for a period of nine months (from July 2020 to March 2021). Following next year, the full fiscal year of the RBI will start from April 1, 2021. With this move, the RBI will do away with nearly eight decades of practice. The RBI, which was established in April 1935, used to follow January-December as its accounting year before it was changed to July-June in March 1940. The change in accounting year is in line with the Bimal Jalan Committee on Economic Capital Framework (ECF) suggestion of a change in RBI’s accounting year to April-March from the financial year 2020-21. It said the RBI would be able to provide better estimates of projected surplus transfers to the government for the financial year for budgeting purposes.

FM apprises G-20 on steps to boost Indian bond market

New Delhi, Feb 23 (IANS): Finance Minister Nirmala Sitharaman on Sunday apprised the G-20 countries on the steps taken in the Union Budget to open up India’s bond market. During the Finance Ministers & Central Bank Governors meeting in Riyadh, she outlined the efforts taken to deepen India’s bond market such as removal of capital controls for identified categories of G-Secs and increased FPI limit on corporate bond market in the session on “Financial Resilience & Development” on the second day of the conference, the Finance Ministry said. FPI limits with respect to investment in corporate bonds are proposed to be increased to 15 per cent. This may be a step towards local bond inclusion in global indices and internationalisation of the rupee. The Finance Minister’s announcement should help boost investments in the Indian debt market, the Ministry said, adding Sitharaman looked forward to continued engagement with the G20 on this agenda. Hiking the FPI limit in corporate bonds and concessional tax rate on interest income earned by FPIs are among the steps that can increase capital flows into the market.

FinMin, DoT, Niti Aayog discuss options for relief to telcos New Delhi, Feb 23 (IANS): With limited choices to balance the SC verdict and saving the telecom sector, officials of the Department of Telecommunications (DoT), the Finance Ministry and Niti Aayog on Sunday held a preliminary meeting to discuss relief measures for telecom industry, which is struggling amidst huge AGR dues, and listed some possible options. There was no official comment on the meeting, chaired by DoT Secretary Anshu Prakash. The meeting discussed what immediately can be done by the government to provide some help to the sector to come out of the crisis for paying the huge amount as per SC directions and surviving its business after that, sources said. Bharti Airtel Chairman Sunil Mittal had last week made an appeal to the government for cut in levies and taxes to pull the sector out of what he had described as an “unprecedented crisis”. The telecom companies are staring at Rs 1.47 lakh crore in unpaid dues -Rs 92,642 crore in unpaid licence fee and another Rs 55,054 crore in outstanding spectrum usage charges. While Airtel has raised $3 billion in the last few months and is better placed to meet the AGR

crisis, Vodafone Idea which has just paid Rs 3,500 crore out of its total Rs 53,000 crore statutory dues - remains deeply vulnerable. The government is trying to strike a balance between complying with the Supreme Court order on AGR dues, fearing a duopoly in Indian market. It wants enough competition by having at least three private players. Mittal and Vodafone Idea Ltd Chairman Kumar Mangalam Birla have met the Telecom Secretary and Finance Minister Nirmala Sitharaman over this. Vodafone Idea has said it will have shut shop for paying such a high AGR amount unless relief is given. The Supreme Court had month rejected a plea by Bharti Airtel and Vodafone Idea Ltd for extension in the payment schedule and asked all of them to deposit an estimated Rs 1.47 lakh crore in past dues for spectrum and licences. It threatened to initiate contempt proceedings against top executives of these firms for nonpayment. Apart from Vodafone Idea’s Rs 3,500 crore paid in two tranches, Airtel has paid Rs 10,000 crore out of its estimated liability of over Rs 35,000 crore and Tata Teleservices has paid Rs 2,197 crore.

The couple agreed last month with Harry’s grandmother, Queen Elizabeth, that they would no longer work as royals after their surprise announcement that they wanted to carve out a ‘progressive new role’ which they hope to finance themselves. “It has been agreed that their non-profit organisation, when it is

Looking to cut down a tall lead of 183 runs, India were on their haunches at 113/4 in the second innings, with star batters Cheteshwar Pujara (11) and Virat Kohli (19) back in the hut. In the highly-anticipated super fight rematch between the two titans, Fury took control late in the first round and never relinquished it, knocking down Wilder twice and bloodying him en route to the referee stopping the fight in the seventh where Wilder’s corner threw in the towel. “I must say the king has returned to the top of the throne,” Fury told reporters in a post-fight interview.
