Cab agrees to implement 7th RoP in principle Correspondent
KOHIMA, FEB 23 (NPN): Soon after assuming office on Thursday, chief minister Dr. Shürhozelie Liezietsu and his cabinet agreed in principle to implement the 7th Revision of Pay for Nagaland government employees from the financial year 2017-18. The decision was made on Thursday at the first cabinet meeting chaired by the chief minister, Dr. Shürhozelie Liezietsu, two ministers confirmed this to Nagaland Post. It was informed that the state government would require Rs. 954 crore annually to cover the salary component under the 7th RoP. Being a salaried economy and totally dependent on Central funding, Nagaland is already burdened with excess of employment, most of which are backdoor appointees. Unless the state government cracks the whip, the move to implement 7th RoP would be a herculean task As stated by minister Yitachu: “if the random appointment of employees was not controlled, it will destroy state’s economy, government’s functioning and eventually destroy ourselves.”

Dr. Shürhozelie reminded that it was the executive that had to execute the policies of the
state government, adding that any government that came to power depended on the effectiveness of the executive. He said legislature may come and go but executive was the main body that continues. The chief minister also told the officers that they were all expected to advise the legislature in every possible manner. “During this short period, we can achieve something good to the people,” he said. NEW DELHI, FEB 23 (AGENCIES): Interlocutor for Naga talks and chairman of the Joint Intelligence Committee (JIC), R.N. Ravi said the ‘Framework Agreement’ between Government of India and the NSCN (I-M) is not the final agreement, and that it is still work in progress. In an interview given to ANI, Ravi, when asked why the framework agreement has been kept a secret and not released in the public domain, said, “The framework agreement is not the final agreement and we don’t serve half-cooked meals, because, as and when we will reach the final agreement, this (the framework agreement), will be part of that. Ravi said that it would not be in the nation’s larger interest to release the framework agreement when its details are not yet finalized. “I have explained it to all the stakeholders by and large, by going and meeting them, and discussing the issue with them, what (the framework agreement) contains. When asked whether a deadline has been set for the framework agreement to come out in its final form, the chairman of the JIC, said, “No, we can’t have a deadline. We are trying to make it as early as possible. Well, we are trying our best, but we can’t set a deadline.” His comments came a day after Union Home Minister Rajnath Singh issued a clarification on the framework agreement signed between the NSCN-IM and the Government of India, during his visit to Manipur capital Imphal. Seven new Earth-like planets discovered: NASA WASHINGTON, FEB 23 (PTI): Astronomers have discovered the first known system of seven Earth-sized planets around a single star –– located a mere 40 light years away –– that could have liquid water, and possibly host alien life. Three of these planets are firmly located in the habitable zone, the area around the parent star where a rocky planet is most likely to have liquid water, NASA said. The discovery sets a new record for greatest number of habitable-zone planets found around a single star outside our solar system. All of these seven planets could have liquid water –– key to life as we know it –– under the right atmospheric conditions, but the chances are highest with the three in the habitable zone. “This discovery could be a significant piece in the puzzle of finding habitable environments, places that

Since they are located outside of our solar system, these planets are scientifically known as exoplanets. This exoplanet system is called TRAPPIST-1, named for The Transiting Planets and Planetesimals Small Telescope (TRAPPIST) in Chile. In May 2016, researchers using TRAPPIST announced they had discovered three planets in the system. The mass of the seventh and farthest exoplanet has not yet been estimated
– scientists believe it could be an icy, “snowball-like” world, but further observations are needed. “The seven wonders of TRAPPIST-1 are the first Earth-size planets that have been found orbiting this kind of star,” said Michael Gillon, from the University of Liege in Belgium. “It is also the best target yet for studying the atmospheres of potentially habitable, Earth-size worlds,” Gillon said. The study was published in the journal Nature.

He said this was very unbecoming of any government servants

DTC workers on strike; demand pending salaries Correspondent

A section of the workers said that pending salary of 54 months was beyond their bearable limit. IAF brings in petroleum products to Manipur
Imphal, Feb 23 (PTI): An Indian Air Force (IAF) cargo oil tanker landed at Imphal airport today, bringing in petroleum products to fuel-scarce Manipur, where assembly polls are slated early next month. The cargo oil tanker landed around 10.30 am and took off after unloading, airport officials said. This is the second time a cargo oil tanker of IAF has flown in petroleum products in Imphal as the ongoing indefinite economic blockade has cut off all regular transportation of essential commodities, including fuel in the pollbound state. The blockade, which began on November 1 last year, was imposed by United Naga Council along the highways of the landlocked state in protest against the state government’s creation of seven new districts. Election Commission had yesterday said sufficient petroleum products are available in the state to ensure smooth transportation of polling personnel for the March assembly election and that the economic blockade in Manipur would not impact the poll process.
name of taking up developmental works. Indian leaders often visited the region to root out the indigenous people of the region by its divide and rule policy. They were attempting to even wipe out the footprints of the indigenous people from its own soil,” the statement alleged. Meanwhile, security has been beefed up in Imphal area, particularly in and around Langjing ground in Imphal West district where Prime Minister is to address a BJP rally. Besides random frisking and checking operation along the route leading to Imphal, Imphal West dis-
trict police are heavily engaging in conducting mopping operations around the Langjing ground. Earlier, Prime Minister was scheduled to address the rally at the historic Kangla Fort. However, it was later shifted to Langjing ground after objections were raised on the ground that it is a sacred place and considering the model code of conduct. For the scheduled visit, Centre had already sent a 45-member team of the Special Protection Group (SPG) led by an Assistant Inspector General (AIG) ahead of Prime Minister’s scheduled visit. The SPG arrived in Imphal on Wednesday.
Opposition slams Tripura government for paying less importance to health sector Agartala, Feb 23 (Agencies): Opposition has vehemently criticized Tripura government for allotting lowest budget in health sector with only 4.85 per cent of expenditure estimated for 2017-18 financial year. The opposition MLA Ratan Lal Nath in the assembly alleged that the government has adopted wrong policies for recruitment of graduate doctors and offering a meager amount of salary without any perks and incentive, “Also posted these doctors to the hospitals without proper training and exposure. As a result, the doctors are fleeing from
Tripura after completion of MBBS course from two medical colleges of the state.” Nath further mentioned that state run medical collage charging highest fee in the country but has been running for more than a decade with the flying professors who were not the regular staffs of the collage, “Professors of almost all the departments have been visiting 3-5 days in month and getting paid Rs 1.20 lakh.” “Neither they are involved in teaching nor attending the critical patients. The locally available post graduate doctors aligned to CPI-M party have been
made Assistant and Associate Professors who are teaching both graduate and post graduate students as well as running OPD violating the norms,” stated Nath, adding, “Forgery has become regular practice by the state government, which contributed to larger impact that no good doctors are produced from the college and teachers are devoted more too private practice.” He also pointed out that hundreds of medical passed from Tripura colleges have joined private hospitals in Delhi, Mumbai, Chennai and Andaman in last few years.
GUWAHATI, Feb 23 (Agencies): With the aim of doubling farmers’ income by 2022, the National Bank for Agriculture and Rural Development (NABARD) has projected a 60% increase in potential credit outlay for the state for 2017-18. At a state credit seminar here on Wednesday, the NABARD projected Rs 19,441 crore credit potential for priority sectors in the state - a 60% increase from the projected credit outlay of Rs 12,143 crore in 2016-17. NABARD’s state focus paper said the potential credit outlay for 2017-18 included crop loan, agriculture term loan, agriculture infrastructure, ancillary activities, MSME, export credit, education, housing, renewable energy and social infrastructure, among others. For crop loan, the projected credit was Rs 7,931 crore, an increase of 106% from the previous year. The projected credit for agriculture term loan was Rs 3,865 crore - a 67% increase from the previous year. NABARD’s Assam regional office chief general manager Rajashree K Baruah said the focus of state credit seminar was on doubling farmers’ income by 2022. She said a concerted effort by all stakeholders was needed to tap the state’s potential. The focus paper also pointed out that the recovery position of overall priority sector loans had improved marginally to 62% on March 31, 2016, from 61% on March 31, 2015.

Emergency and other essential services will be kept outside the purview of the shutdown, it added. BMC election: Sena emerges as largest Rs 10,290 cr health budget hides key funding party with 84 seats, BJP gains with 81 wins
NEW DELHI, FEB 23 (IANS): Union HRD Minister Prakash Javadekar on Thursday emphasised on the need for improving and providing quality education to students across the country on a priority basis. “The government is working actively on providing quality education to students, as it believes that only a proper and quality education has the potential of developing a good citizen with strong character. “There was a need for improving and providing quality education to students across the country on a priority basis,” he said after laying the foundation stone of a Kendriya Vidyalaya in Shahdara here. Javadekar said that process of recruiting more than 6,000 teaching staff for the Kendriya Vidyalaya Sangathan has begun. He also opined that sports activities are also an import aspect of education as students learn and gain a feeling of collectiveness through sports. The Minister said that in view of shortage of land, the government has decided to relax the land requirement norms to build new Kendriya Vidyalayas in the country.
years. Has money been set aside to achieve these targets? It appears not. The Union health budget includes a separate head, the National Rural Health Mission (NRHM), to fund state rural healthcare. Within the NRHM budget is a sub-head called the “Reproductive and Child Health (RCH) Flexipool”, which sets aside funds for immunisation, including funding of the polio-eradication campaign. To improve healthcare in urban areas the budget sets aside money under the head National Urban Health Mission (NUHM). To fund the measles campaign and eliminate measles, funding under RCH flexipool and under NUHM should have been higher than previous years. Instead, funding for the RCH flexi-pool has been cut 23 per cent, from Rs 5,932 in 2016-17 to Rs
4,566 in 2017-18. Similarly, funding for the National Health Mission, which aims to provide universal access to affordable and quality healthcare and funds both NRHM and NUHM, has been reduced by Rs 197 crore over a year. India has 27 per cent of the world’s new TB cases - one of its biggest infectious disease killers. As we said, the Union budget’s NHRM head provides for healthcare in rural India. Within this budget head is a sub-head called “Flexible Pool for Communicable Diseases”, which includes funding for the Revised National Tuberculosis Programme. Now, funding appears to have increased by Rs 87 crore over a year to 201718, but the revised budget estimates -- drawn up after the budget is presented -- reveals a drop of Rs 13 crore over 2016-17. In the 2017-18 budget, funding for Indira Gandhi
Courts don’t delay, says CJI, ask govt to cut litigations NEW DELHI, FEB 23 (AGENCIES): CJI JS Khehar said judiciary should not be blamed for pendency of cases and suggested that the government instead cut down on the number of litigations filed by it, remarks seen as a rap on the knuckles of the ruling establishment. Speaking at a book release function at Rashtrapati Bhavan, Khehar said sometimes it is very difficult for a government department to take a call on whether to file a case or not. “And since the stakes are high and nobody wants to take the responsibility, so decision is ordinarily taken to file it (the case). I wouldn’t at all blame the government for filing these cases. I am sure I cannot blame the government,” he said in presence of Pranab Mukherjee and Narendra Modi. Insisting that his comments should not be misinterpreted, Khehar said the national litiga-
tion policy was formulated by the government and “we expected that some kind of control would come around on the litigations that come from the government, which is the largest stakeholder with the judiciary”. CJI favoured an independent mechanism for having a second look at cases which merit to be filed. “Since the government is the largest stakeholder with us, obviously the consequences of failed litigations is largest for the government. So, nobody can grudge it for raising the claim. But it seems that we need a further look at it. “And if we can just reduce ten per cent of those litigations, we will go the long way ahead. Again don’t take me wrong, it is not a matter of any criticism.” Khehar said though various reasons led to the delay in filing of appeals, the judiciary was invariably blamed for it.
NEW DELHI, FEB 23 ( AG E N C I E S ) : P r i m e Minister Narendra Modi on Thursday had a pointby-point rebuttal for Uttar Pradesh Akhilesh Yadav’s recent donkey jibe aimed at him and Bollywood superstar Amitabh Bachchan. At a rally in Bahraich, Modi said he would have understood had Akhilesh attacked him or the BJP but he could not fathom why the UP CM attacked donkeys that were thousands of miles away in Gujarat. He also questioned Akhilesh’s fear of donkeys and said the animal was loyal to its masters.
Earlier on Monday, Akhilesh had made opaquely attacked Modi while referring to an advertisement of Gujarat government in which Amitabh Bachchan promotes tourism in the state. He had said: “Ek gadhe ka vigyapan aata hai, main iss sadi ke sabse bade mahanayak se kahunge ke ab aap Gujarat ke gadhon ka prachar mat kariye (I would urge the Superstar of the Century-Amitabh-to stop advertising for donkeys of Gujarat).” PM Modi also claimed that the Samajwadi Party should also know that the

Brihanmumbai Municipal Corporation polls. NEW DELHI, FEB 23 (AGENCIES): Shiv Sena emerged as the largest party in Brihanmumbai Municipal Corporation (BMC) polls with 84 seats, while BJP gained a lot with 81 seats. The Congress and the NCP are far behind Sena and BJP. BJP has gained much in the BMC polls of 2017 with 81 seats. In 2012, BJP had got 31 seats. The figures of Shiv Sena has also increased. In present 2017 BMC polls, Shiv Sena has won 84 seats whereas it got 75 seats in 2012 polls. MNS has lost many seats in this election. In 2012, MNS won 27 seats which has been trimmed down to 7 seats in 2017. INC has also been on the losing side. INC got 52 seats in 2012 whereas it got 31 in present 2017 polls. The poll results show huge loss for INC and MNS. BJP has achieved significant gain in Shiv Sena domi-
nated areas. As per reports, Gujaratis, South Indians and North Indians have voted heavily for BJP. Upper middle class community specially trading and business community has voted for BJP. It is being said that the areas where citizens have come out in huge numbers, BJP has gained a lot. This trend was same during Lok Sabha elections. The final partywise position of elected candidates out of 227 seats in BMC polls 2017: SS-84 - BJP-81 - Congress-31 NCP-9 - MNS-7 - AIMIM-3 - Others-11 The Sena has been controlling the BMC for the last two decades with the backing of the BJP, but this time the two parties parted ways and decided to go for it alone, leading to a highvoltage campaign for the civic election. The civic polls, especially in the country’s financial hub Mumbai, have
generated much political heat on account of the fierce fight between the BJP and the Sena, despite they sharing power in the state and at the Centre. The battle of the estranged allies has put a question mark on the stability of the BJP-led ministry in the state as the Sena had been tenacious in its attack on the senior partner and the Centre’s demonetisation policy. The stakes are high for Chief Minister Devendra Fadnavis and Shiv Sena president Uddhav Thackeray, who led their parties from the front and were involved in a high decibel and no-holds-barred campaign. The big poll focus is on the BMC, retaining control of which is vital for the Sena as the city has remained its prime political space ever since the party’s formation in 1966. It has been in power in the BMC for over two decades.

increase: Rs 1,525 crore more for Pradhan Mantri Swasthya Suraksha Yojna, which is supposed to set up new branches of AIIMS in the states. In addition to the 11 that exist, Jaitley announced setting up of two more AIIMS, in Jharkhand and Gujarat. Instead of opening new institutes, and investing about eight per cent of the health budget (Rs 3,975 crore of Rs 47,352 crore) to do so, the government should ideally focus on making sure that the ones already opened are functioning. Another significant increase of about Rs 3,000 crore is under the “Health System Strengthening” subhead of NRHM. This is likely to be allocated to another pronouncement: Converting 150,000 health sub-centers nationwide into “health and wellness centres”. Again, this is not a bad idea, since functional subcenters can take primary healthcare closer to where people live. But with no plan for this transformation made available - not even how many will be converted this year - Rs 3,000 crore appears inadequate. For example, even if 25 per cent of the increased allocation under this subhead is to upgrade subcentres, no more than Rs 60,000 would be spent per sub-centre. So, while the current budget’s health proclamations are apt, the funding increases for issues of low health priority are unlikely to make a significant impact on the overall wellbeing of the people.

Matritva Sahyog Yojna (Maternal Benefit Scheme) has risen 226 per cent, from Rs 634 crore ($94.6 million) in 2016-17 to Rs 2,700 crore ($298 million) in 2017-18, but this allocation isn’t enough to cover all expectant mothers. The government itself had estimated that the annual requirement for this maternity benefit scheme - which provides iron and folic-acid supplements to pregnant women to prevent maternal anaemia, sepsis, low birth weight, and preterm birth - would be Rs 14,512 crore ($2.1 billion), according the report of the Standing Committee on Food, Consumer Affairs and Public Distribution (2012-13). So, the ministry plans to provide maternity benefits only to first-borns, leaving other children vulnerable. So where is the additional money going? A major increase in allocation has been towards more medical colleges at district hospitals, an increase of Rs 2,855 crore, accounting for about 27 per cent of the Rs 10,290-crore rise in health funding. India does need more medical graduates, but increasing medical colleges will not be easy, considering that even premier institutes, such as branches of the All India Institute of Medical Sciences (AIIMS), in state capitals are struggling. For instance, five years after the first batch was admitted, AIIMS Bhopal does not yet have a blood bank and does not conduct surgeries, and important faculty positions are vacant. That brings us to the other significant

Adequate funding could lead to significant improvement in health systems and health status. But Jaitley’s budget indicates inadequate allocations or funding cuts to his declared priorities.
K-0462
NEW DELHI, FEB 23 (AGENCIES): Despite a Rs 10,290-crore increase for 2017-18, an analysis of the Union government’s health budget reveals that most of this money is not being spent on India’s health priorities, which, instead, now face funding cuts. Elimination of tropical diseases (kala azar, filariasis and leprosy) over two years; elimination of a vaccine-preventable disease (measles) by 2020; elimination of tuberculosis (TB) by 2025; and “significant reduction” of infant and maternal mortality by 2020 - these were some key proclamations related to health made by Arun Jaitley during his February 1 budget speech. Given that India has an infant mortality rate of 37 per 1,000 live births the world’s highest TB burden (with 27 per cent of new cases), and accounts for 58 per cent of new leprosy cases detected globally, Jaitley appeared to address some of the country’s most significant public-health concerns. Adequate funding could lead to significant improvement in health systems and health status. But Jaitley’s budget indicates inadequate allocations or funding cuts to his declared priorities. To eliminate measles, India will need to invest in stronger immunisation systems and social mobilisation. It is starting the first phase of a measles-rubella vaccine campaign to immunise 35 million children in 2017 and 410 million children over the next two

Political speak
olitics is more of an art of telling truthful lies and less of making strange bedfellows. Politicians tell lies because it is the vehicle of communication that always feed a gullible public and unquestioning media. In recent weeks there have been several instances where politicians both in and out of government including those who see themselves as future politicians or wannabe. The issue that had plagued Nagaland since the Nagaland Municipal Act 2001 was enacted pertained to Article 243T on 33% women reservation. When the government in 2006 included 33% women reservation, it was purportedly on the plea that the court had ruled so, on a petition filed by some few women leaders. Interestingly those who brought the amendment in 2006 again passed a house resolution in 2012 against making Part IXA operative in Nagaland on the basis of the supremacy of Article 371A. Since then, the state government had done nothing to address the issue. The same politicians who accepted 33% women reservation made a U-turn in 2012 by rejecting it on the premise that Article 371A gave them the leverage. This contradictory stand raises serious doubts over the sanity of our politicians. The contradictory decisions also leave no one in doubt that the elected members had not done any homework to understand the entire issue and the implication(s) of their actions. The few women leaders, probably being more clever and determined may have come to a conclusion that they have a case. Thus when they took up the case through a Special Leave Petition against the judgement of the Division Bench court of Gauhati High Court, the Supreme Court accept the plea and kept the high court order in abeyance and also as requested, asked the state government to hold election with 33% women reservation. The state government was supposed to contest the case as a respondent but it capitulated without a fight. Leaving aside the real intention in fast forwarding the notification for holding elections to Urban Local Bodies (ULBs); the state government had done grave harm to the very stand it claimed to have taken- to avoid/prevent the Supreme Court from giving any adverse judgement that could impact Article 371A. When the state government capitulated (with or without going through the court instead of a mere letter from the women leaders), it also signalled that the stand that was taken through the September 22, 2012 assembly resolution was wrong. It buttressed that point by revoking the 2012 resolution in the assembly on November 24, 2016. The November 24, 2016 revocation of the 2012 resolution was also in effect, admitting that they erred and so decided to return back to the status of the 2006 amendment. Strange are the ways by which politicians operate and this is so because of lack of vision. The handling of the events beginning from January 30, 2017 onwards till February 16,2017 revealed insensitivity to the pangs and pain of the people and illogical perception that the government is always right because it has the numbers. Without prejudice to any, the blame is to be shared by all the elected members for allowing the situation to deteriorate. Whether it was herd mentality of simply wrong priorities but certainly loss of voice indicated loss of direction.
DailyDevotion The Determination to Serve
The Son of Man did not come to be served, but to serve… —Matthew 20:28 Jesus also said, “Yet I am among you as the One who serves” (Luke 22:27). Paul’s idea of service was the same as our Lord’s— “…ourselves your bondservants for Jesus’ sake” (2 Corinthians 4:5). We somehow have the idea that a person called to the ministry is called to be different and above other people. But according to Jesus Christ, he is called to be a “doormat” for others— called to be their spiritual leader, but never their superior. Paul said, “I know how to be abased…” (Philippians 4:12). Paul’s idea of service was to pour his life out to the last drop for others. And whether he received praise or blame made no difference. As long as there was one human being who did not know Jesus, Paul felt a debt of service to that person until he did come to know Him. But the chief motivation behind Paul’s service was not love for others but love for his Lord. If our devotion is to the cause of humanity, we will be quickly defeated and broken-hearted, since we will often be confronted with a great deal of ingratitude from other people. But if we are motivated by our love for God, no amount of ingratitude will be able to hinder us from serving one another. Paul’s understanding of how Christ had dealt with him is the secret behind his determination to serve others. “I was formerly a blasphemer, a persecutor, and an insolent man…” (1 Timothy 1:13). In other words, no matter how badly others may have treated Paul, they could never have treated him with the same degree of spite and hatred with which he had treated Jesus Christ. Once we realize that Jesus has served us even to the depths of our meagerness, our selfishness, and our sin, nothing we encounter from others will be able to exhaust our determination to serve others for His sake.

or the first time in the history of the State of Nagaland and in its 54th year of existence, a Chief Minister was removed from office by the power of the general public. The former Chief Minister Sri. TR Zeliang was ousted by the ordinary people, the common man. The power that smoked out the former Chief Minister of Nagaland from his rat hole is the real and ultimate power that exclusively lies with the people. With that power, the people of Nagaland have created history and more histories can further be created with the same power. The simple reason for his removal is the people of Nagaland are just tired of the way how the DAN Govt. has been treating the common man with the mandate of the people all through these years. The people refused to tolerate the ill-treatments of the popular Govt. in every respect and not only ULB issue though that became the flashpoint. Nevertheless, what the people of Nagaland rejected today was the creation of Nagas of Nagaland themselves. What we call mismanagements as bad roads, bad health system, deteriorated education system, siphoning developmental funds, non-release of salaries of Govt. employees, nepotism, favouritism, lawlessness, destruction of established systems of governance, lack of accountability to public and successive stories of
in such magnitude of rice scam, fuel adulteration, illegal appointments or any degree of abuse of power will be appropriately punished as per law. Whereas, in Nagaland the laws are kept as decorative items which decorates the corner where it is positioned and are simply good to look at. The Laws in Nagaland are toothless tiger which bites none. Not to speak of respect or fear of law, rather people are hardly aware of the existence of laws in Nagaland today. No law in Nagaland is strong and efficient enough to bring any wrong doer to book. Particularly to people in authority there is no law in the State as they are free to do anything they like without encumbrance at people’s expense. Nagaland is indeed a magical place as whenever CBI, the most fearsome investigation agency, comes to investigate any case, it simply becomes malleable. I mentioned it earlier that CBI comes to Nagaland as lion and departs as pussy cat quoting from the past instances. What law or authority can tame people of Nagaland? What does it mean by rule of law? In October, 1998 the Indian High Commission official at Wellington, New Zealand told me two true stories. A High Court Judge in New Zealand travelled by air in executive class was dismissed from service. The Judge was entitled to
economy class air travel but not executive class whereas he violated the rule causing extra amount of monetary loss to Exchequer and thus he had to be punished as per law of the land. The law of the land does not know who is great or small in that small but very rich country. The law of New Zealand knows only the difference between who keeps the law and who violates the law. Secondly, the lady Prime Minister of New Zealand Mrs. Siply at that time used to do her marketing all alone like any other ordinary citizen in the vegetable market without attracting attention of people and used to chat with fellow marketers over a cup of tea from roadside vendor. The law in that Island country gives protection to honest, ignorant, simple and law fearing citizens who do not need anxiety for personal security. So long as a citizen is law abiding he/she is secured in the country. This is the beauty of the rule of law. What the de posed Chief Minister TR Zeliang stated in his last letter addressed to NTAC saying that all what were the decisions of his Govt. were ‘taken collectively’ was true. Yet, he being the head, he had to face the wrath of the people and thus his Chief Minister ship came to an unprecedented tragic end. Can the removal of TR Zeliang from public office by people be a beginning in the land of Christians?

Post-mortem Can this be a beginning?
failures under DAN Govt. are the choice of majority. All what we call it unacceptable today were considered the best and wiser decisions 4 years ago. When Nagaland is found developmentally stagnated, when we realized that our basic rights are allowed to be infringed, when our due shares from State Govt. are denied, when the major stakeholders are treated as secondary and when most of the decisions of the Govt. are found detrimental to the sons of the soil, only then we are now blaming the people in authority. We are passing the buck to decision makers for whatever mess we are in in Nagaland as though we, the mass, had not committed any wrong. We have placed ourselves in the sight of the people of the country as corrupt, uncivilized, barbarous, greedy and unreliable which are all antithesis to the Gospel of Christ. Needless to say that the voters are responsible for all the mess. The voters are responsible for the vicious cycle. Yet, no voter may like to admit that he/she is responsible for the mess. In other words, there is no realization. And I do not believe that any voter has regret today. In case, there is regret there can be hope meaning one may not repeat the regrettable action in future. Whereas, had it been in other States where there is rule of law, those authorities, be it politician or bureaucrats who involved
ello Hebron... How are you? ... Still intelligently confused? According to the report of our daily print media the Home Minister of India Mr. Rajnath Singh has very categorically stated with a look of absolute sternness in his face that “no force can disintegrate Manipur’s territory” (Nagaland Post February 20,2017). He is quoted as saying “There is no such provision in the agreement. Even the name of Manipur is not mentioned in it”{meaning in the “Framework Agreement}. He has gone further to say (Quote Nagaland Post) “that BJP-led NDA government at the Centre would not allow anyone to distort the territorial integrity of Manipur, Assam and Arunachal Pradesh at any cost”. These are very serious pronouncement! Refusing to believe the Home Minister GoI the “All Manipur Students’ Union” (AMSU) continues to demand that the Centre (Quote NP) “disclose the contents of the Framework Agreement signed between Government of India and NSCN (IM) on August 3, 2015” (Unquote). One can’t blame them because we are all sailing in the same unfortunate boat. Now what is significantly inexplicable is the pin drop silence being maintained by NSCN (IM) on this subject that drastically changes the core perspectives. The billion dollar question therefore is: Is Mr. Rajnath Singh trying to hoodwink Manipur and the Naga people or is it the NSCN (IM) with a twisted agenda of some kind that the Nagas of Nagaland will find it difficult to swallow...which, translated according to Tangkhul dictionary, means ‘other Naga Tribes of Nagaland won’t understand’...if the truth is revealed. It is time for NSCN (IM) to seriously, clearly and truly understand from the depth of their hearts that the fate of ALL NAGAS irrespective of their present Station are irreversibly intertwined for better or for worse. The very aspect of raising an invisible wall of ‘higher intelligence’ rating of the Tangkhuls above the rest of the Naga Tribes is not only despicable but also belies the poor quality of their intelligence. It is also of paramount importance for NSCN (IM) to sensitively and honestly acknowledge that the decision arrived at through this “Framework Agreement” will irrevocably determine the future of all the stakeholders and must therefore be kept in confidence at all times without exception. This is not negotiable! The inconsequential, opportunistic endorsements made by ‘so-called’ leaders who do not command the respect or confidence of the people during the one-sided “pre-conceived Consultations” does not confirm the ground reality sen-

timents whatsoever. It is therefore democratically mandatory for NSCN (IM) to disclose the contents of the framework agreement to the real stake holding majority before and not after the agreement is signed. Once the stake holders sees and understands the total scope of this ‘framework agreement’ and agrees, we can collectively challenge any adversaries like we did before no matter what the odds...because we believe that Almighty God and the historical legitimacy of our birthright is on our side. This collective strength as true Christians must be given due credence and relied upon. Based on the above analogy, NSCN (IM) must revisit the issue of reconciliation with all the other Factions with new determination and redefine their concept of forgiveness. The first part of they saying “We forgive your past commissions/omissions...You too please forgive ours” perfectly befits Scriptural ethics. Their second part of saying: “Now all of you come and join us” negates the very principle of forgiveness. As Christians, NSCN (IM) ought to have had the courage to instead say: “Now let us all divorce our egos and self-centred prejudices and join hands as equals and reason together” in the truest spirit of “Nagaland for Christ”. Now that would have been the ultimate definition of forgiveness in every sense of the word. It would have earned the NNPGs a divine blessing as well as mass appreciation and support...even if they are reeling under unreasonable burden of unabated multiple taxations. Former Chief Minister, Mr. TR Zaliang had adopted an unhygienic habit of cleaning his ears with ‘money’ as a result of which he failed to hear the voice of the people. Though NSCN (IM) condemned him for not listening to the voice of the people and for the undemocratic imposition of his Government’s unilateral will on the stakeholders without proper consultation, the sins of NSCN (IM) is comparatively worse. Their inability to hear the voice of the people for decades stems from their arrogance of cleaning their ears with the barrel of AK 47 wrapped around with money. They should reduce their tax against the Nagaland Medical Dealers Association and instead let them supply ear-buds every day to see whether it would improve their hearing ability after withdrawing the gun barrel from their ears...and avoid detrimental consequences that Mr. TRZ suffered because, guns or no guns, one day or the other the people are bound to reach the end of their tolerance. They must also remind themselves that the observant people of Nagaland are patiently watching the rapid growth of highflying indi-
vidual business tycoons within the NSCN (IM)’s uppermost echelons... all in the name of our sovereignty. Mark my words the day of reckoning and accountability will eventually come. Remember Mukalimi...it is a sign of things to come. It is imperative that the ‘intelligent Tangkhuls’ within NSCN (IM) take cognizance of their beginning in the NNM and win the hearts of the people with humility rather than arrogance because the Nagas of Nagaland, as the true originators of this Movement, have not forgotten their history as yet. The fact that Nagas of Nagaland bigheartedly acknowledge the leadership of NSCN (IM) in leading the negotiation with the GoI should not be taken for granted by keeping the key populace of Nagaland in the dark. What the Home Minister of India has said drastically changes the total concept of what NSCN (IM) has been loud mouthing all this while...and despite it all NSCN (IM) has failed to refute his statement. Minus Manipur, Assam and Arunachal Pradesh it only makes NSCN (IM) a usurper of NNM as NTC has deduced. If they consider this conclusion not true it is for NSCN (IM) to exercise their arrogant ‘intelligence’ and make their stand honestly and unambiguously clear. Note that the demand to declare the contents of the “Framework Agreement” is growing louder. The demand for all Factions to unite grows more resilient in which NSCN (IM) is being pictured as the culprit of destabilisation. On the other hand it is also an imperative dictate of circumstance that the six NNPGs that represent the Nagas of Nagaland to pull up their socks, understand the urgency and cohesively determine their collective identity under the same umbrella and recreate a sense of equilibrium in the thinking process of the Government of India. Having said this, it is still of utmost importance for NSCN (IM) and all the other Factions to come to a clear understanding that their selfish, self-centred egoistic half measures, even after 70 years of struggle, are no longer acceptable. All must join hands without exception and stop this hypocritical tomfoolery of taxing the masses for their personal comforts in the name of sovereignty. Should we win... we must win together. Should we lose...we must lose together. At least there would be no one left to point fingers at when this is all over. This is the only full proof remedy for a real lasting solution for better or for worse. Khekiye K. Sema IAS (Retd.); Upper Forest Colony; Kohima; (kksema@gmail.com)
Can this precedent be used as the common yardstick for all classes of people in Nagaland? Can this precedent as a yardstick be used impartially and rationally against any wrong doer from any tribe irrespective of minor or major henceforth? Can the precedent be applied to both politicians and bureaucrats alike? Can this yardstick make the contractors and suppliers become more responsible? We do dream about better Naga society than what is existing. That better society can be borne by reformation. The removal of former CM TR Zeliang by movement of people was an act of reformation. Yet, the absence of TR Zeliang in CMO is not the panacea to Nagaland’s ailments. Nagaland has to be reformed, and it requires major operation. That operation cannot be performed by anybody except by voters. When any ordinary voter is asked whether change in Nagaland is required, the response is obvious ‘yes’. But the saddest thing is he or she wants change from others and not from himself or herself. Unless each voter changes his or her mindset, change never comes. Yet our gullible voters mass will go back to square one at the right time because of the fact that people were angry with TR Zeliang but not with themselves. People may be feeling relaxed now since the bandhs, closure of Govt.
offices and restriction of the movement of Govt. registered vehicles are lifted by JCC and NTAC. People may be satisfied that Nagaland is reformed, better Naga society is re-established since all the sins of Nagaland Govt. were carried away by TR Zeliang. Yet, No, it is never. Massive tasks are lying ahead of us. The question is who will come forward to use the removal of the former CM as the steppingstone for bringing change in Nagaland? Here lies the opportunity as 2018 is at the doorstep. Yet, my belief is as we draw closer to 2018, the enthusiasm for change so built under JCC and NTAC will fizzle out and allow ourselves to be drowned in the melee of my party, your party, my candidate and your candidate and your range and my range whereby victimising TR Zeliang becomes the forgotten episode. People did that to TR Zeliang and more injustice will be done to him if the same yardstick is not applied to anyone who has committed similar mistake. The action of the people in removing TR Zeliang from Chief Minister’s chair will become discriminatory, tribalistic and irrational should the tribal organisations, JCC and NTAC fail to treat everybody equally hereafter. Here lies the challenge that the people do justice to everyone when the necessity arises. Z. Lohe
Nagas and their duty to God and their country
T
he patriotic words “For God and Country” for which many people have laid down their lives in the defense of their countries is known to one and all. But many Naga Christians think that Naga patriotism or Naga politics has nothing to do with their Christian faith. Some even think that God’s kingdom has nothing to do with Naga politics or Naga future as a nation on earth. However, from Acts 17:26 it is clear that no nation on earth (including Nagas) can ever run away from the fact that God had created all the nations of the earth through Adam. No nation on earth had therefore, fallen from the heavens or has crept out from under the earth. And because we as a nation also have not created ourselves, we have to listen to what our creator is saying to us from his word. Coming to the Bible, we learn that before God created man, God already had a plan in His mind. This plan stands revealed in Genesis 1:26: (Quote) “And God said, let us make man in our own image, after our likeness; and let them have dominion over the fish of the sea, and over the fowls of the air, and over the cattle, and over all the earth, and over all the creeping things that creeps upon the earth.” (Unquote) Now there are 4 things that must be noted in this plan of God for man: 1. God created man to have dominion (ruler ship) over all of his creation. Here,
the words “let them have dominion” must be clearly noted and understood. God did not say “let us create man and have joint dominion over the earth with him. The words are clearly “let us create man and let THEM have dominion…over all the earth”. Man therefore, was created to rule over the earth as God’s Regent or Ambassador. 2. We are not creatures of heaven because unlike the Angels, we were not created from heaven. We were instead created from the dust of this earth and only became living souls after God breathed his “life” into our earth formed bodies. (Gen.2:7) In other words, we are not heavenly beings but earthly beings with flesh and blood. We are therefore, dwellers of earth and not dwellers of heaven. 3. Man was created to have dominion over the whole earth and every thing that creeps on it as already shown. But man was not created to have dominion OVER OTHER MAN. In other words, no nation of man was ever created to have dominion over any other nation, however small or big they may be. 4. Lastly, Heaven is not our territory but earth is very much our territory. As such we have a divine duty to defend our God apportioned territory here on earth. This is so because as dwellers of this earth, we must have our own dwelling place. (To be concluded) Kaka D. Iralu

the winds through a mere executive fiat overnight. A former Chief Justice of the Supreme Court, Sathasivam also pointed out that 86 per cent of the money in circulation was sucked out in the process. “The Reserve Bank of India -- that has to function as our independent monetary authority -- was also compelled to be a silent partner acquiescing to this travesty,” the Governor added. He slammed the Centre’s move as a “illconceived decision”. Sathasivam said that the Centre did not weigh its implication on the poor, the lower middle class, the salaried and the wage earners prior to its application. He said that the Centre did not even consider it worthy of any serious analysis. Credit and debit card holders with access to net banking managed to
hold up through the crisis, however, the vast teeming majority of less fortunate Indians scrambled from pillar to post for the currency that they needed for their daily existence, he said. He added that heartrending stories from various parts of the state continued to pour in. “The entire cooperative structure which is the major backbone of the agricultural economy of the state was immobilised overnight,” Justice Sathasivam added. In Kerala, more than a third of the bank deposits are in the cooperative sector. “...There has never before been such a frontal attack on the cooperative sector... There has never been any single other instance of expropriation of the purchasing power of a population of this magnitude,” the Governor added. The biggest question that Kerala has to address was how long it would take for the cooperative banking system to be back on the rails, Sathasivam said, pointing out that his government was determined to stand by the cooperatives.
Modi clears Rs 17,000 crore air defence missile deal with Israel
NEW DELHI, FEB 23 (AGENCIES): Prime Minister Narendra Modi has given the green light to purchase an air defence missile system from Israel as part of a plan to protect India from enemy aircraft. India will acquire the Medium Range Surface to Air Defence Missile (MR-SAM) system from Israel at a cost of Rs 17,000 crore. As part of the plan, the Army will induct more than five regiments of MR-SAM, which will have around 40
firing units and over 200 missiles. “In a meeting of the cabinet committee on security headed by the Prime Minister, the proposal for procuring the MR-SAM air defence system for the Army was approved,” India Today quoted an official as saying. The MR-SAM system, jointly developed by DRDO and Israeli Aircraft Industry, reportedly can shoot down enemy aircraft between 50 to 70 km range.
still not been identified and arrested. “Keeping the Uttar Pradesh elections in view, now the same tactics are being used in Ramjas College to vitiate the atmosphere,” Vishwas said. He urged the Uttar Pradesh voters not to get swayed by divisive tactics and vote on the basis of merit of candidates. Vishwas also targeted the Delhi Police for failing to bring the situation under control and said it was shameful that it was being used as a tool by the Centre. Hundreds of students on Thursday protested outside the Delhi Police headquarters, a day after clashes between student groups left several injured at the Ramjas College. The clashes were triggered over an invitation to JNU student Umar Khalid, who was jailed last year over sedition charges, for a literary seminar titled “Cultures of Protest” at Ramjas College.
C H E N NA I , F E B 2 3 (AGENCIES): On the eve of the late J Jayalalithaa’s 69th birthday, AIADMK chief VK Sasikala on Thursday said she was feeling “lonely” in the absence of her predecessor and long-time friend. In a message to party workers, Sasikala, serving a jail term in connection with a disproportionate assets case, urged them to tirelessly serve the public and uphold Jayalalithaa’s fame. Sasikala said every year Jayalalithaa’s birthday was celebrated with fervour, but “I never thought this year will turn out to be so challenging.” “That Amma is not with us makes me more sad. After having celebrated her birthday with her for the past 33 years, I feel lonely this year in her memories. My thoughts revolve around her,” she said. Jayalalithaa was a

popular leader and anybody who had met her even once would remember her for life, she added. Sasikala recalled that Jayalalithaa had united the party post the death of its founder M G Ramachandran in 1987, later tactfully steering it through various challenges and said the late leader was known for her “love, compassion and hardwork.” “Let the events held to mark Amma’s 69th birth anniversary be done with the intention of upholding her fame and with the wish
that Amma’s government should deliver more propeople initiatives and serve them,” she said. She exhorted party workers to distribute welfare to the poor, conduct mass feeding, install bedecked portraits of the late chief minister for public view and pay rich tributes to her. “In the past, we had extended our birthday greetings to Amma. This year, with her memories in mind, we should vow to serve the people well through our government,” Sasikala said. She said Jayalalithaa was never cowed down by challenges and overcame them with grit and acumen and therefore had set herself as an example for party workers to face problems. “Overcoming the present difficulties faced by the party with the same grit is the gratitude we can show her,” Sasikala further said.

T H I RU VA NA N THAPURAM, FEB 23 (IANS): Kerala Governor P. Sathasivam on Thursday termed demonetisation by the Centre as one of the most devastating catastrophes in India’s financial history. The Governor’s comment came at the opening address in the first assembly session of the year. “On November 8, 2016, the Government of India came out with a wildly impulsive version of demonetisation that simply and selectively took Rs 500 and Rs 1,000 notes out of circulation,” he said describing the last four months. Criticising the Centre for not putting in place a system to replace the scrapped currency, he called the measure “ostensibly” put and “bandied about as a means to flush out black money in circulation”. Continuing his attack on the Narendra Modi government’s move, Sathasivam called the curbs put on money withdrawals over Rs 24,000 per week from bank accounts as “draconian”. He said the rights that were safeguarded by the Constitution were thrown to

Aam Aadmi Par ty (AAP) leader Kumar Vishwas appealed to students not to indulge in violence but instead debate in a democratic way in case of divergence of views. “If anti-national slogans are raised inside campuses of universities and colleges, which churn out talented personalities, it is the failure of the Prime Minister and the Home Minister,” Vishwas said. Referring to the Jawaharlal Nehru University (JNU) incident where anti-national slogans were raised in February last year, the AAP leader said Modi should take responsibility since the real culprits have

fake currency being introduced during transportation of bank notes by third parties will be investigated. The government, the minister said, is not worried by the stray incident, but will investigate the matter fully. SBI has said it has in place “a very robust system for monitoring the quality of notes” at all its currency chests. “All notes received by the bank and to be dispensed by the bank, either through its ATMs or its branches, are processed through the latest state-of-the-art Note Sorting Machines,” SBI had said in a statement yesterday.

Yesterday, SBI, the nation’s largest lender, had stated that “the possibility of fake notes from the bank’s ATMs is very remote” and it “suspects involvement of some miscreants with mischievous intent”. “The government is taking measures to control fake currency generation. Some people are trying to create problem in the country. We will be able to say (who they are) only after investigation,” Gangwar said. He said SBI’s claim of
New Delhi, Feb 23 (PTI): Gold prices recovered by Rs 100 to Rs 29,850 per 10 grams at the bullion market today on positive global cues and uptick in demand from local jewellers. Silver also rebounded by Rs 100 to Rs 43,200 per kg due to increased offtake by industrial units and coin makers. Bullion traders attributed the recovery in gold prices to a firm trend overseas amid increased buying by local jewellers to meet ongoing marriage season demand. Globally, gold rose 0.15 per cent to USD 1,237.20 an ounce and silver spurted 0.28 per cent to USD 17.98 an ounce in New York in yesterday’s trade. In the national capital, gold of 99.9 per cent and 99.5 per cent purity recovered by Rs 100 each to Rs 29,850 and Rs 29,700 per 10 grams, respectively. It had lost Rs 200 yesterday. Sovereign, however, remained steady at Rs 24,500 per piece of eight grams. Silver ready too edged up by Rs 100 to Rs 43,200 per kg, while weekly-based delivery shed Rs 65 to Rs 42,590 per kg for want of support from speculators. Silver coins, however, continued to trade at previous level of Rs 73,000 for buying and Rs 74,000 for selling of 100 pieces.

After thorough consideration, it is our view that the significant investments needed to secure Telenor India`s future business on a standalone basis will not give an acceptable level of return,” Sigve Brekke, CEO of Telenor Group, said in a statement. Trump revokes guidelines on transgender bathrooms
WASHINGTON, FEB 23 (IANS): US President Donald Trump’s administration revoked federal guidelines specifying that transgender students have the right to use public school restrooms that match their gender identity, a media report said. Officials with the federal Education and Justice departments notified the US Supreme Court late Wednesday that the administration is ordering the nation’s schools to disregard memos the former President Barack Obama’s administration issued during the past two years regarding transgender student rights, The Washington Post daily reported. Those memos had stated that prohibiting transgender students from using facilities that align with their gender identity violates fed-
eral anti-discrimination laws. The two-page “Dear colleague” letter from the Tr ump administration, which is set to go to the nation’s public schools, does not offer any new guidance, instead it says that the earlier directive needed to be withdrawn because it lacked extensive legal analysis, did not go through a public vetting process, sowed confusion and drew legal challenges. The administration said that it would not rely on the prior interpretation of the law in the future. The departments wrote that the Trump administration wants to “further and more completely consider the legal issues involved,” and said that there must be “due regard for the primary
Malaysia seeks Interpol aid over Kim’s killing
KUALA LUMPUR, FEB 23 (IANS): Malaysia has asked Interpol to put out an alert for four missing North Korean suspects wanted in connection with the death of Kim Jongnam, the police said on Thursday. Malaysian InspectorGeneral Tan Sri Khalid Abu Bakar said the police had also formally requested an interview with the North Korean embassy’s Second Secretary Hyon Kwang-song, who is wanted for questioning in the case, CNN reported. Kim Jong-nam, the half brother of North Ko-
rean leader Kim Jong-un, died last week after a suspected poisoning while on his way to catch a flight to the Chinese territory of Macau from Kuala Lumpur Airport. North Korea furiously denied any involvement in Kim’s death, according to a report in the country’s state media KCNA. According to KCNA report, a spokesman for the Korean Jurists Committee said the responsibility for Kim’s death lay with Malaysia, as he had died on their territory, and criticised the investigation.
White House delays release of new travel order WASHINGTON, FEB 23 (IANS): The White House announced that it was is delaying the release of a revised executive order on travel and refugees until next week, an official said. The official did not provide any explanation for the delay, The Hill magazine reported. On Tuesday, White House policy adviser Stephen Miller told Fox News that the new order will largely resemble the old one, but that the changes will be “mostly minor technical differences”. On Wednesday, Miller stressed that the revisions, though minor, will help the policy pass legal muster. He did not provide further details about what the changes will entail, but said they would result in “a new and different executive order”. “The executive order will be fully responsive to the courts - though any changes are of course very technical and legal in nature, the significance of the changes will be quite substantial,” he said in an email to The Hill. “Again: any judges reviewing the order will find it wholly and completely responsive.”
Iraqi forces storm Mosul airport, military base SOUTH OF MOSUL, FEB 23 (AGENCIES): U.S.backed Iraqi security forces closing in on the Islamic State-held western half of Mosul launched a major offensive on the city’s airport and fought their way into a nearby military base on Thursday. Federal police and an elite interior ministry unit known as Rapid Response stormed the airport and engaged in gun battles with Islamic State fighters who used suicide car bombs to try to stem the advance, according to a Reuters correspondent south of Mosul airport. Police officers told Reuters that the police and Rapid Response forces had taken control of large parts of the airport. Other officers said the militants deployed bombcarrying drones to attack the Iraqi Counter Terrorism Forces advancing from the southwestern side of the city. “We are attacking Daesh (Islamic State) from multiple fronts to distract them and prevent them from regrouping. It’s the best way to knock them down quickly,” said federal police captain Amir Abdul Kareem, whose units are fighting near Ghozlani military base. After ousting the militant group from eastern Mosul last month, Iraqi
Aware of US carrier in SCS: China military
BEIJING, FEB 23 (AGENCIES): China’s defense ministry said on Thursday it was aware of the presence of a U.S. aircraft carrier strike group in the South China Sea and China respected freedom of navigation for all countries in the waters there. The U.S. navy said the strike group, including the Nimitz-class aircraft carrier the USS Carl Vinson, began “routine operations” in the South China Sea on Saturday amid growing tension with China over control of the disputed waterway. Defence ministry spokesman Ren Guoqiang said China had a “grasp” of the situation regarding the

carrier group in the South China Sea. “China hopes the U.S. earnestly respects the sovereignty and security concerns of countries in the region, and earnestly respects the efforts of countries in the region to maintain peace and stability in the South China Sea,” Ren told a regular monthly news briefing. “Of course, we also respect freedom of navigation and overflight for all countries in the South China Sea in accordance with international law,” he added. The situation in the South China Sea was generally stable, Ren said. “We hope the actions of the U.S. side can contrib-
ute positive energy towards this good situation, and not the opposite.” Good military relations between the two countries are in interests of both, and well as of the region and the world, and China hoped the United States could meet China half way, strengthen communication and avoid misjudgment, Ren said. Friction between the United States and China over trade and territory under U.S. President Donald Trump have increased concern that the South China Sea could become a flashpoint. China wrapped up its own naval exercises in the South China Sea late last week. War games involving

role of the states and local school districts in establishing educational policy,” the daily said. Although it offered no clarity or direction to schools that have transgender students, the letter added that “schools must ensure that all students, including LGBT -- lesbian, gay, bisexual, transgender -- students, are able to learn and thrive in a safe environment.” Attorney General Jeff Sessions said that his department “has a duty to enforce the law” and criticised the Obama administration’s guidance as lacking sufficient legal basis. Sessions wrote that the Department of Justice remains committed to the “proper interpretation” of the anti-discrimination law known as Title IX but said deference should be given to lawmakers and localities. The new letter scrambles the calculus for a number of lawsuits working their way through the courts, particularly the case of Gavin Grimm, a transgender Virginia teenager who sued his school board for barring him from the boys’ restroom. The case is scheduled for oral arguments before the US Supreme Court next month.

Kimmel may retire David Bowie dominates Jimmy from late night show Brit Awards 2017
R
ock star David Bowie, who died in January last year, was awarded Best British male and Best British Album for “Blackstar” at the Brit Awards 2017 here. Collecting the Best Album prize, Bowie’s son Duncan Jones spoke about the star’s enduring legacy at the ceremony. “He’s always been there supporting people who think they’re a little bit weird or a little bit strange. He’s ways been there for them. This award is for all the kooks and all the people who make the kooks,” he said, referencing the song his father wrote for him as a child, from the “Hunky Dory” album, reports bbc.com. As well as honouring Bowie, the Brits paid tribute to George Michael, who died on Christmas day in 2016. His former Wham! bandmates Andrew Ridgeley, Pepsi and Shirlie,
made an emotional speech, saying: “His beautiful voice will live on forever as a gift to us all.” Coldplay’s Chris Martin then sang an understated but moving version of Michael’s “A different corner”, as a duet with a recording of the star’s own voice. English artiste Skepta stole the show with a blazing performance of “Shut down”. British grime star Stormzy also joined Ed Sheeran on stage for a new version of his single “Shape of you”, while Emeli Sande won Best British Female, reports bbc.com. Rag ‘N’ Bone Man was the other big winner of the night taking home two awards - the Critics Choice Award and Best British Breakthrough Act. Little Mix entered in style as they were carried above their dancers’ heads on sparkling thrones. The girl band later won their first ever Brit, Best British Single
for their pop song “Shout out to my ex”. Singer Katy Perry also put on a stunning performance of her new single “Chained to the rhythm”, accompanied by two giant skeleton mannequins. One was wearing the red tie favoured by US President Donald Trump -- echoing the song’s lyrics which address the political upheaval in the US. Other performances came from Emeli Sande and US dance act The Chainsmokers, who premiered a new single featuring Coldplay, “Something just like this”, where Chris Martin threw himself into the crowd. Adele was recognised with the Global Achievement Award - given to the British artiste with the biggest overseas success. The singer, on a break from her world tour, accepted the prize by video. Lifting the Zaha Hadiddesigned trophy, the singer joked: “Have a great night and get a bit swervy, like her.” B e yo n c é K n ow l e s won Best International Female Solo Artist and Drake bagged an award for Best International Male Artist. The awards will air on Vh1 in India on March 5.

When his contract expires in the fall of 2019, Kimmel has thought about retiring from it. “I know I will do the show for another three years,” Kimmel told variety.com. “It’s possible that will be it. My wife’s pregnant. At a certain point, I’d like to have a little more free time. I have very little free time as it is,” said Kimmel, who rewrites his own monologues and extensively researches guests. Paul Stanley snubs idea of original KISS reunion
K
ISS’s Paul Stanley has ruled out a band reunion with original members Ace Frehley and Peter Criss. Last year Paul joined forces with Ace in the studio for the first time in almost two decades to lay down a cover of the 1970 free track ‘Fire and Water’, lifted from Ace’s covers album ‘Origins Vol.1’. The collaboration prompted speculation among fans that this could open the door for Ace’s return to KISS – gossip that was later bolstered by Ace’s claims that a re-
union was a “possibility” and “could be great.” Now, in a fresh interview with Billboard, Paul Stanley has categorically shut down any rumours surrounding a reunion. Asked whether KISS will ever join forces with Ace and Peter again, Paul said: “No. And that’s not coming from any place of animosity. “I sang on Ace’s most recent album and did a video with him. I have the connection and the reconnection and to celebrate the good things we’ve done together is terrific. The band as it is - I’ve
played with Eric Singer for I think 25 years and Tommy’s (Thayer) been in the band probably 15 years at this point. I have no thoughts of re-visiting the past. “With that said I am happy to enhance or do whatever I can for anyone who has helped put me where I am, but that doesn’t include getting hitched again to somebody I unhitched from.” The four original members last shared a stage together in public at the Rock and Roll Hall of Fame induction in April 2014.

Amitabh Bachchan turns down There’s lawlessness in invite from Queen Elizabeth II India: Vishal Bhardwaj
t is not too often that the Queen of England, Elizabeth II, sends out invitations to people to join her at the Buckingham Palace for cultural events. When one such invite comes in the mail, it is not usually turned down, unless you are Bollywood megastar, Amitabh Bachchan. It has been reported that the Queen extended a rare invitation to the actor, who is arguably one of India’s biggest cultural icons, to the United Kingdom–India Cultural Year reception at the Palace. If I ever feel like we’re repeating ourselves, I think it’s a good indication that it’s time.” He added: “I will miss it when I go. Television is changing quickly. I get a lot of offers to do a lot of different things.” The 49-year-old said that when he leaves the show, it won’t be for another late night one, variety. com said. “If there’s something that excites me creatively, it doesn’t necessarily mean something in show business. cclaimed filmmaker Vishal Bhardwaj feels that one can get away with anything in India, and says “there is no respect for law and no law enforcement” in the country. Asked about the law situation in the country, Bhardwaj said during an interview on news channel CNN-News18: “There’s lawlessness in this country, you can get away with anything. There’s no respect for law, you can get away with anything, there’s no law enforcement. Till the time there’s no fear of the law, then nothing can happen.” Bhardwaj has time and again picked a rustic lingo to add power to his cinema. In an IANS interview in the past, the National Awardwinning filmmaker had reacted strongly to diktats on film content by the Central Board of Film Certification.

Jolie considering acting in ‘Maleficent 2’
A
ctress-director Angelina Jolie is reportedly thinking of reprising her role as the vengeful fairy in Disneys “Maleficent 2”. Jolie, who was able to command $20 million in addition to profit participation for 2014’s “Maleficent”, will reportedly return to high-profile fare in the wake of her publicised split from actor-producer Brad Pitt, first announced in September 2016. According to sources close to Jolie, she is mulling a number of acting offers, including reprising her role in “Maleficent 2” and is in active development on two large-scale Universal projects: An adaptation of Simon Sebag Montefiore’s “Catherine the Great and Potemkin: The Imperial Love Affair” and World War II espionage drama “The Spy Who Loved” (based on Clare Mulley’s 2013 book), reports hollywoodreporter.com. Leicester goalkeeper Kasper Schmeichel was at full stretch to prevent Christian Fuchs scoring an early own goal.
Sevilla’s second goal. Again the Leicester defending was unconvincing, with Morgan and Robert H u t h a l l ow i n g S t eva n Jovetic three touches in the area before he flicked the ball to Correa to slam home via the underside of the crossbar. But Sevilla, with five clean sheets from six Champions League matches before tonight, conceded what could be a crucial away goal with 18 minutes of the game to go. Demarai Gray’s quick thinking down the left released Danny Drinkwater, who crossed to the far post for Vardy to poke home beyond Sevilla goalkeeper Sergio Rico, with his first shot on target. Sevilla kept attacking, with Schmeichel making another stop to deny Vitolo, and Adil
Croatian starlet Marko Pjaca and Dani Alves came off the bench to strike late as Juventus overcame 10man Porto 2-0 in their Champions League last 16 first leg on Wednesday. Porto hosted Juventus looking for their first win in four meetings between the sides. But the hosts endured a disastrous opening half at the Estadio do Dragao, former Inter Milan midfielder Alex Telles sent off for a second bookable offence in the 27th minute. After seeing both Gonzalo Higuain and Paulo Dybala come close, Higuain notably denied on 39 minutes by an alert Iker Casillas, Massimiliano A l l e g r i r e p l a c e d Ju a n Cuadrado with Pjaca on 67 minutes. The 21-year-old capitalised only six minutes later, starting a great move before firing past Casillas from 15 yards out. Allegri replaced rightback Stephan Lichtsteiner with Alves immediately afterwards and the former Barcelona star scored with practically his first touch of the game to wrap up a precious win for the Turin giants.
Lo n d o n, F e b 2 3 (Agencies): Jamie Vardy netted a crucial away goal, as Leicester City went down 2-1 to Sevilla in the Champions League Round of 16 first leg. The Europa League winners were cruising at 2-0 up when Vardy netted his first goal in ten games to give the champions of England a European lifeline. Claudio Ranieri’s side were second best against a Sevilla side brimming w i t h c o n f i d e n c e, a n d needed goalkeeper Kasper Schmeichel’s heroics to stay in the tie, with the Danish international saving Joaquin C o r r e a ’s 1 5 t h - m i n u t e penalty and making a series of fine stops to keep out Jorge Sampaoli’s La Liga high-fliers. that miss from the penalty spot, awarded by French referee Clement Turpin for Wes Morgan’s mistimed challenge on Correa, when the sides meet again in the second leg in Leicester in three weeks’ time. Schmeichel, who had already made sharp stops to keep out a mistimed Christian Fuchs’ back header, and to deny Sergio Escudero, was finally beaten on 25 minutes by Pablo Sarabia’s brilliant back post header from Escudero’s inch-perfect cross from the right. The goal was the first Schmeichel has conceded in Champions League football, a run of 385 minutes, but the 30-year-old was picking the ball out of his net for a second time on 62 minutes when Correa made up for his earlier penalty miss with

PA N A J I , F e b 2 3 (Agencies): The All India Football Federation (AIFF) has narrowed down on former Portugal U-21 coach Luis Norton de Matos as the man to guide India’s fortunes at the Fifa U-17 World Cup later this year. From 75 applications, the advisory committee of the AIFF shortlisted eight candidates, and after video calls with all of them decided 63-year-old Luis was best-suited to replace Nicolai Adam, who parted ways with the AIFF after an alleged fall-out with the players. “Luis is our number one candidate. We are calling him for an interview on March 27 with the AIFF president (Praful Patel) and sports secretary (Injeti Srinivas). If all goes well, he will be appointed as coach,” AIFF general secretary Kushal Das told TOI on Wednesday. The choice of Luis as coach for the India under17 team should surprise nobody. According to sources, he was highly recommended by the P o r t u g u e s e Fo o t b a l l Federation (FPF) and was spoken about in glowing terms by national coach Fernando Santos. “We have got good reports about his personality and technical ability. We needed someone who can take this team to the next level and Luis seemed like the best choice. “Should for any reason things don’t work out for us and our number one choice (as coach), we have other options,” said Das.

Man Utd seal Europa last-16 spot
Manchester United players celebrate after beating Saint-Etienne 1-0 in the Europa League last 32 tie.
London, Feb 23 (Agencies): Manchester United secured a comfortable 1-0 victory (4-0 on aggregate) at the Stade Geoffroy-Guichard to cruise past French side St Etienne and book their place in the Europa League last 16. Henrikh Mkhitaryan’s 16th-minute strike proved to be the only goal of the game as Jose Mourinho’s side war med up for Sunday’s EFL Cup final against Southampton. However, the victory could have come at a cost for United ahead of Sunday’s We m b l e y s h o w p i e c e after Mkhitar yan and Michael Carrick were both forced from the field

The visitors also had Eric Bailly sent off in the 63rd minute after two bookings in quick succession and the defender will now miss the first leg of United’s last-16 tie. United tur n their attentions to Friday’s Europa League last-16 draw, which takes place in Nyon, before taking on the Saints on Sunday. when Mata had space and time on the left to get a cross into the box, forcing goalkeeper Stephane Ruffier into a smart save after the ball deflecting off Vincent Pajot. Despite their dominance, United suffered a huge blow in the 26th minute when goalscorer Mkhitaryan was forced from the field after picking up a knock, putting his participation in Sunday’s final into jeopardy. Marcus Rashford came on to replace the Armenian and he was nearly on the scoresheet moments later, but he could not get on the end of Ashley Young’s cross. Needing at least five goals to progress, St Etienne were up against it but they had a glorious chance to equalise when Loic Perrin met Jordan Veretout’s free-kick, but the St Etienne skipper could only head straight into the arms of Sergio Romero. Substitute Rashford and Ibrahimovic, jeered all night by the home fans, failed with late efforts, while Jorginho stung the palms of Romero in stoppage time as the home fans continued to roar on their team. But in truth it was a comfortable night for Mourinho’s men as they booked their place in Friday’s Europa League last-16 draw.
Rooney’s agent in China to discuss move
Lo n d o n, F e b 2 3 ( Ag e n c i e s ) : Way n e Rooney’s agent is in China to discuss a potential deal for the Manchester United captain, according to reports. Rooney’s future at Old Trafford is uncertain amid growing speculation that he could be set to leave Old Trafford with a move to the Chinese Super League one of the options open to the 31-year-old. The Chinese transfer window is due to close on February 28 and it is unclear if a deal can be done in time with reports suggesting Rooney is unlikely to leave United before the end of the season. Rooney’s agent Paul Stretford is understood to have travelled to China to see if he can negotiate a deal for the forward, although it is unclear which clubs he has spoken to. Speaking ahead of United’s Europa League last-32 tie in Saint-Etienne, manager Jose Mourinho refused to offer guarantees that Rooney would still be at the club come the summer. “Of course I can’t guarantee. I can’t guarantee that I’m here next week, how can I guarantee that a player is here next season?” Mourinho told reporters in France. Rooney, who last month became United’s alltime top scorer, has slipped down the pecking order under Mourinho, starting just three Premier League games since December 17.
Umesh stars as India dominate Australia
Umesh Yadav ended the day with figures of 4/32 against Australia on Thursday.
Pune, Feb 23 (Agencies): Umesh Yadav picked up four wickets on Day 1 of the 1st India-Australia Test in Pune to put the hosts in a commanding position. The right-arm pacer was ably supported by the Indian spinners as Australia ended the day at 256/9. Mitchell Starc smashed an unbeaten 57, putting on 51 runs in a 10th wicket partnership with Josh Hazlewood, who made just one, to thwart the Indian bowling attack. Umesh was extremely impressive in the post-tea session, where he picked up three quick wickets in the form of Matthew Wade, Steve O’Keefe and Nathan Lyon. Earlier in the day, Indian spinners rattled Australia’s top order after e n d i n g s k i p p e r S t eve
Smith’s brief resistance. The visitors were 153 for four at tea with Matt Renshaw (38), who returned to the crease after earlier retiring with a stomach upset, and Mitchell Marsh (2) batting at the break. Smith braved the heat for his dogged 95-ball 27 before falling to off-spinner Ravichandran Ashwin late in the afternoon session. Smith was involved in crucial partnerships with Shaun Marsh (16) and then Peter Handscomb (22) before chipping a catch to Kohli at mid-wicket. Australia lost two wickets in the space of six deliveries, with Handscomb falling to left-arm spinner Ravindra Jadeja in the previous over. In the first session, Australia’s batting charge was halted with the key wicket of David Warner
(38) and the temporary retirement of the lefthanded Renshaw on 36. The opening duo put on an impressive 82-run stand before seam bowler U m e s h Ya d av b r o k e through Warner’s defences before the lunch break. Wa r n e r, w h o h a d tackled the Indian spinners with good feet movement, was bowled by Umesh off a good length delivery that hit the bat en route to stumps. The match is the first in a four-Test series between the world’s two top-ranked sides. Brief Scores: Australia: 1st innings 256/9 (Matt Renshaw 68, Mitchell Starc 57 not out, David Warner 38, Steve Smith 27, Umesh Yadav 4/32, Ravichandran Ashwin 2/59, Ravindra Jadeja 2/74) vs India.
No question of Delhi not hosting FIFA U-17 WC matches: Ceppi Ko lkata , F e b 2 3 (PTI): The Tournament Director of Local Organising Committee Javier Ceppi rubbished reports that FIFA U-17 Wo r l d C u p m a t c h e s scheduled in Delhi would be relocated but the post Diwali pollution is a factor when it comes to hosting marquee matches. With Diwali slated October 19 this year, the air quality is a big concern for FIFA local organising committee after smog led to cancellation of two national championship cricket matches last year. “It’s nothing to do with Delhi hosting matches. Let me be very clear and straightforward, Delhi will host matches. There’s no question of Delhi not hosting matches,” Ceppi told reporters here dismissing news reports by

a certain section. “We have not said Delhi would not host marquee matches… We don’t know yet. How does the pollution may impact Delhi’s hosting matches post-Diwali, it’s being analysed. What’s being analysed now, we will see what measures to be taken post-Diwali. “We will see what
measures that can be taken for the air pollution postDiwali so that it would have a lesser impact on the tournament,” Ceppi said during his inspection here today. The 24-team tournament will have 52 matches at six venues — New Delhi, Navi Mumbai, Margao, Kochi, Guwahati and Kolkata which has emerged as the favourite to host the summit clash boasting India’s largest 87,000 capacity. The Salt Lake Stadium is going through a sea-change as the venue which had an old out-dated look now looks sparkling with renovation in full swing, something that has impressed Ceppi. “The change is astonishing. You all have covered matches at the venue, are you all not surprised? All kudos to
the state government and the IFA (the West Bengal football association) who’s pushing quite a lot to get things done. It’s their responsibility and they have delivered. The change is fantastic that does not happen in other venues.” He however remained tightlipped on whether it would host the final.
“You people keep on asking me this… The last inspection in March last week will determine the match schedule. Each venue will get about at least matches. There will be plenty promotional activities. There’re seven qualifying teams. We will know 24 teams by May 28. The draw will be on July 7.”
Real stunned by Valencia
Zaza is congratulated by his Valencia team-mates after scoring against Real Madrid.
just four minutes later in front of 45,000 fans at the Mestalla. Real Madrid’s stars struggled to find time and space to create against a disciplined home side. Karim Benzema had the first opportunity for the visitors, but Valencia goalkeeper Alves turned aside the Frenchman’s shot moments before Real Madrid’s Keylor Navas made an excellent stop on a free kick by Parejo in the 30th minute. The Blancos’ dominance bore fruit in the final minute of the first half, when Cristiano Ronaldo scored his 15th goal of the La Liga season,
heading in a cross from Marcelo. Real Madrid took even firmer control of the match in the second 45 minutes, but possession did not translate into clear chances and even some last-minute heroics from Sergio Ramos were not enough to get the equaliser. The outcome left the Blancos with 52 points from 22 matches, just a point ahead of secondplaced Barcelona, though Real Madrid has a game in hand. Valencia, with 26 points in 23 matches, is in 14th place, 10 points above the relegation zone.

The early lead for the hosts conditioned the course of Wednesday’s match, with Valencia practically ceding possession to the Blancos and relying on compact defending to preserve the advantage, reports Efe. Zaza scored for Valencia in the fifth minute and Orellana connected
