‘Northeast can become organic farming hub’ AGARTALA, Feb 21 (Agencies): The ministry of agriculture is initiating a plan to make the northeast a hub of organic farming, considering its socio-environmental potential, said Union agriculture minister Sudarshan Bhagat on Monday. He arrived here on a three-day visit and attended the conference of BJP farmer’s wing - Krishak Morcha - on Sunday evening. He also addressed two separate programmes at the College of Fisheries and the ICAR Research Centre in Lembucherra here. He launched the Nil Kranti Project to double fish production in Tripura by 2022. He said the Modi-led government is committed to develop the socioeconomic status of farmers of the northeastern states by doubling their income. To achieve the objective, Ministry has already undertaken a number of initiatives including increasing budget allocation of agriculture and brought farmers under the Fasal Bima Yojna. “We are working for a comprehensive development plan for the northeast to develop the region at par with rest of the country,” Bhagat said.

Centre to pay Rs 6,320 cr as oil royalty to Assam New Delhi, Feb 21 (PTI): The Centre today agreed to pay Rs 6,320 crore to the Assam government as crude oil royalty as part of an out of the court settlement after eight years of protracted legal battle. The amount will be paid by the central government to the Assam government over a period of three financial years commencing 2016-17. Assam Chief Minister Sarbananda Sonowal thanked Prime Minister Narendra Modi, Finance Minister Arun Jaitley and Petroleum Minister Dharmendra Pradhan for the “proactive and bold steps” which led to the out of the court settlement. “The Central and state governments were fighting in courts over the oil royalty issue since 2008 when both the governments were ruled by the Congress. “But within nine months of the BJP government coming into power in Assam, we have resolved the dispute and the central government agreed to pay Rs 6,320 crore as oil royalty. We are thankful to the Modi government,” Sonowal told PTI here. While in 2016-17, the central government will pay Rs 948 crore, in 2017-18 it will pay Rs 2,844 crore and in 2018-19 will pay Rs 2,528 crore. This is in addition to the Rs 1,450 crore already received. The Oil
India Limited produces 3.2 million tonnes crude oil in Assam annually, while Oil and Natural Gas Corporation Limited produces 1.1 million tonnes crude oil every year in the state. The OIL and the ONGC have been paying royalty to the central and the state governments in terms of statutory provisions of oilfields (Regulations and Development) Act 1948 and Petroleum and Natural Gas Rules, 1959. The Petroleum Ministry on October 30, 2003 had directed upstream companies, including ONGC, to give discount in price on sale of crude oil to the Oil Marketing Companies. The notional price of the crude oil produced by upstream companies is initially derived on the basis of the average international price and then discounts are fixed as decided by the central government. It had also been provided that the discount offered by upstream companies would not affect the royalty payable to the state governments. Accordingly, upstream companies paid the royalty on pre-discount price during 2003-04 to 2007-08. However, keeping in view representation made by the companies, statutory provisions and the opinion of the Law Ministry on the issue, the Petroleum Ministry on May 23, 2008 withdrew the
provisions that the revenue of the state government in term of royalty on crude oil will not be affected by the discount given on crude oil prices. Consequently, in terms
of aforesaid directives, both companies--OIL and ONGC--started making payment of royalty to the state governments at actual (post discount) sale price from April 1, 2008.
Imphal, Feb 21 (PTI): Manipur Chief Minister Okram Ibobi Singh said today that he was ready for tripartite talks with the United Naga Council (UNC) to end the crippling three-monthlong economic blockade. He also accused the BJP of having a “tacit understanding with the UNC” and said the saffron party’s “gameplan” will fail in the March elections. The land-locked state is witnessing an indefinite economic blockade by UNC since November 1, 2016 against the state government’s decision to create seven new districts by bifurcating the existing ones and upgradation of Sadar Hills to a full-fledged district. Asked whether the state government is ready for tripartite talks with the UNC to resolve the ongoing crisis, Singh told PTI, “Yes, we are ready.” Asked as to why the matter was not discussed with the UNC before bifurcating the districts, Singh said, “We tried to discuss, but they were not listening. We had to sit together but they did not respond when we invited them (for talks)”. The chief minister re-
futed Home Minister Rajnath Singh’s charge that the blockade was a result of a “political conspiracy” hatched by the Congress government to divert attention from its “failures”. On the Home Minister’s statement that Congress government did not use central forces, Ibobi Singh said, “If you go there you will see that womenfolk threatened by the NSCN (IM) are sitting on the highway. We cannot fire left and right to lift the blockade. The Centre needs to take steps,” he said. The Centre wanted to create such a situation, he charged and added that, “If something goes wrong and if someone dies, they (Centre and BJP) will blame us and say that law and order has broken down in the state. They would take advantage of that situation”. Supply of essential commodities including fuel in Manipur has been severely hit leading to exorbitant price hike of essential commodities after UNC declared indefinite economic blockade on NH2 (via Dimapur) and NH 37 (via Jiribam) - the two lifelines of the state. The Centre and the BJP have a “tacit under-

This shows that UNC and BJP are hand in gloves with each other,” he said. Exuding confidence that the Congress will return to power with a thumping majority in the coming polls, the chief minister said BJP’s “game plan” will fail in the elections. On whether BJP was trying to topple the Manipur government by poaching on Congress MLAs, Singh said, “They will not succeed. You have seen what has happened in Uttarakhand, they did not succeed”.Meanwhile, Manipur State Congress President T N Haokip alleged that BJP had tried to poach 20 Congress MLAs but managed only five-six of them. Polling for the 60-member Manipur Assembly will take place in two phases on March 4 and March 8. In the last Assembly polls, the Congress had won 42 seats and Okram Ibobi Singh was re-elected the chief minister of the state.

PIL in Madras HC seeks fresh trust vote in TN
MADURAI/CHENNAI/ BENGALURU, FEB 21 (AGENCIES): A public interest litigation has been filed in the Madurai bench of the Madras high court seeking a direction to the Tamil Nadu assembly speaker and the assembly secretary to hold a fresh trust vote of the Edappadi K Palaniswami government by way of secret ballot. In his PIL, T Analagan, son of former MLA R Thamaraikani, said a ‘floor test’ was conducted in the state’s assembly on February 18 to prove the majority of the new government. However, no secret ballot system was followed. Many MLAs had been allegedly detained at a private resort in Kuvathur near Chennai for around 10 days. Due to this, the MLAs were unable to take a decision on their own accord. They should have got opinion of people in their constituencies to know whether Palaniswami was their choice, the petitioner said. Besides, the Supreme Court has held that the view of the populace in a democracy could be ascertained only through secret ballot. tive acts or is supposed to act as a live link between the people and the government, the petitioner said. He said even in the civic body polls, secret ballot is in vogue. Hence, it was necessary to issue a direction to speaker and assembly secretary to conduct floor test afresh, the petitioner said.
M.K. Stalin told journalists at the Secretariat on Tuesday that a letter to move a noconfidence motion against the Speaker was handed over to Assembly Secretary A.M.P. Jamaluddeen and a copy of it was handed over to the Speaker too. Stalin said the party took the decision as it believed that the Speaker acted with “ulterior motives.” The DMK was planning to meet the President and raise this issue with him. It had moved the Madras High Court seeking to quash the Assembly proceedings of the day the motion of confidence was put to vote. Replying to a query on the allegation that supply of sugar has been stopped in the public distribution system in Tamil Nadu, he said his party was continuously raising this issue. “We understand that the Chief Minister is also in this same building

Govt to celebrate contributions of tribal heroes NEW DELHI, Feb 21 (Agencies): In a major tribal outreach initiative, the government has started a pan-India exercise to identify unsung tribal heroes of the Independence movement and build memorials documenting their lives and sacrifice. The ministry of tribal affairs has asked all states to carefully study the folklore and initiate research studies to identify heroes of tribal uprisings during the British rule. “We are consulting the states to identify tribal leaders. There have been many uprisings in remote areas against the British. These unsung heroes would be identified and their lives and sacrifices would be documented,” Anoop Kumar Srivastava, secretary (tribal affairs), told ET. The project would be first initiated in the BJP-ruled states of Madhya Pradesh, Chhattisgarh, Maharashtra, Rajasthan and Jharkhand, he said. The ministry is aiming to roll out the project in the next financial year. A concept note has been prepared. About Rs. 60 crore have been earmarked in the Budget for memorials. Though the Centre would fund the construction, the states would do all the groundwork including curation work by experts.
HC stays CIC order on Smriti’s education record
Smriti Irani NEW DELHI, Feb 21 (agencies): The Delhi High Court on Tuesday stayed a Central Information Commission (CIC) order to CBSE to allow inspection of class 10th and 12th school records of Union Minister Smriti Irani. Justice Sanjeev Sachdeva put on hold CIC’s January 17 direction on a plea by Central Board of Secondary Examination (CBSE) which said the school records of Irani cannot be disclosed under the Right to Information (RTI) Act as it was third party information which was held in fiduciary capacity. The court also issued notice to the RTI applicant, on whose application CIC had passed the order, and sought his reply by the next date of hearing on April 27. CIC in its order had
rejected CBSE’s contention that the information sought by RTI applicant Mohd Naushaduddin was “personal”. The office of the Minister of Textiles and the Holy Child Auxilium School, Delhi, from where Irani has claimed to have passed out, were also directed by the Commission to give her roll number to CBSE, Ajmer, which has the records for the years 1991 and 1993. “The Commission directs the respondent authority, the CBSE, to facilitate inspection of relevant records and provide certified copies of documents selected by the appellant free of cost, except personal details in admit card and mark sheet, within 60 days from the date of receipt of this order,” CIC had said in its order. “Disclosure of the details of a particular candidate contained in the degree or certificate register cannot cause any unwarranted invasion of privacy of the certificate holder,” the Commission had said. It had also said if the admit card contains personal information like address, contact number and email id, then it is personal information of the candidate and need not be given.

Cardiac stents+ therefore had to be included in the National List of Essential Medicines (NELM) before their prices could be capped. If a drug is not in the NELM, the NPPA can merely ensure that their MRP is not increased by more than 10% annually. “It is therefore important for us to see the extent of profiteering in other devices and seek the union health ministry’s help to add them to the list of essential medicines before their prices can be capped. In our online platform IPDMS (Integrated Pharmaceutical Database Management System), a tab has been created for information on medical devices and not just stents,” said Singh.

The imported hip and knee implants easily see profit margins in the range of 5001,000%, industry insiders said. Indian implants too are sold at margins of 200-500%, though surgeons often prefer imported types. hat awaits chief minister-designate and 81year old Dr.Shürhozelie Liezietsü after he assumes office on February 22 will be to get the government functioning again after the entire machinery came to a grinding halt due to shutdown for around 20 days since January 30,2017. The chief minister-designate has been placed on the seat of power by circumstances. He is a veteran regionalist of Nagaland who has had various stints as minister since 1974 under various governments ruled by the UDF, NNDP, NPC then NPF. These are impressive administrative records but it may also be noted that Dr.Shürhozelie is also an authority on Tenyidie literature besides author of several books. The vast experience in the field of administration should endow Shürhozelie with a wide perspective of understanding the problems and also bring out needed remedies. The bureaucracy and especially the uniform set up, have been adversely affected by political interferences in almost every matter ranging from transfer and posting, promotion to illegal back door appointment. It is very unlikely that things will change overnight and neither can there be expectations of any single-minded devotion from the political set up to even attempt at cleaning the Augean stables. The state is still under grip of financial deficit that hovers around Rs.1400 crore plus and with the change of funding pattern where no extra fund can be expected to tide of the crisis as in the past when the Planning Commission was in existence, this crisis has to be met. There have been many issues raised by NGOs in the recent past regarding blatant corruption in almost every field of the government and the failure to deliver basic infrastructures such as roads, power, water and security. The expectation that the incoming chief minister would attempt to take much needed corrective steps is high. It is quite disappointing that the entire system of governance has become too subservient to political pressure since people expected their leaders to act as rulers since people have given them the mandate to do as they please. The loss of ethical compass among government servants should be a cause for serious concern. In the past decades, the head of the bureaucracy stood firm against unwarranted political interferences. That was the reason why in those days the government enjoyed the trust and confidence of the people. Today, under the khushi-khushi system, it is considered an achievement for government servants to be very close with the rulers. Democracy functions under the pillars of executive, legislative and judiciary (while the media forms the fourth). Each of the pillars of democracy have their own special and specific functions to ensure that the system serves the people faithfully, irrespective of caste, creed or political affiliation, with equality and justice. Democracy must also be understood as a system that transcends beyond mere election. It involves the way the other branches-judiciary; legislature and executive- conduct their affairs within the ambit of their constitutional responsibilities and obligations. One of the crying needs is in toning up the administration to effect good governance so that it is responsive to the needs of the people. The stage for establishing a platform for peace and development can come through the role played by the government which must do what is right.
DailyDevotion Do You Really Love Him? She has done a good work for Me. —Mark 14:6 If what we call love doesn’t take us beyond ourselves, it is not really love. If we have the idea that love is characterized as cautious, wise, sensible, shrewd, and never taken to extremes, we have missed the true meaning. This may describe affection and it may bring us a warm feeling, but it is not a true and accurate description of love. Have you ever been driven to do something for God not because you felt that it was useful or your duty to do so, or that there was anything in it for you, but simply because you love Him? Have you ever realized that you can give things to God that are of value to Him? Or are you just sitting around daydreaming about the greatness of His redemption, while neglecting all the things you could be doing for Him? I’m not referring to works which could be regarded as divine and miraculous, but ordinary, simple human things— things which would be evidence to God that you are totally surrendered to Him. Have you ever created what Mary of Bethany created in the heart of the Lord Jesus? “She has done a good work for Me.” There are times when it seems as if God watches to see if we will give Him even small gifts of surrender, just to show how genuine our love is for Him. To be surrendered to God is of more value than our personal holiness. Concern over our personal holiness causes us to focus our eyes on ourselves, and we become overly concerned about the way we walk and talk and look, out of fear of offending God. “…but perfect love casts out fear…” once we are surrendered to God (1 John 4:18). We should quit asking ourselves, “Am I of any use?” and accept the truth that we really are not of much use to Him. The issue is never of being of use, but of being of value to God Himself. Once we are totally surrendered to God, He will work through us all the time.

T
he Secretary-General of the Naga People’s Front (NPF) once in a church service interceded for divine healing saying “our society lies fragmented”. A leader of his stature having had humbled himself before his creator while praying on behalf of his people invoking divine intervention in a society fraught with divisions is hard to be replicated. Many Nagas too have offered prayers for peace and unity to prevail in our society. But the question is has God not listened to the prayers offered by (we) Nagas? Having laid its foundation way back in 1963, the NPF survived till date rays of outside but aggressive political onslaughts throughout its journey. The party earned public respect for its firm stance to boycott Indian sponsored general elections by paying heed to the voice of the people. What makes the party more indispensable to the people lies in its motto “fide non armis” meaning “by faith, not arms”. And why the people owe affection and allegiance to the party is all because of it being a regional party with regional outlook without political directives from external/outside factor. “Is this the downfall of the NPF party?” questions many of the faithful adherents of the party as the current political tussle unfolds. Subscribing to a general view, the party could have developed the state into a model which it has envisaged in its manifesto as soon as they came to power. Contrary to this belief, the party turned against its own ideologies triggering dissidence and counter-dissidence within the party-fold. From racing to the prestigious seat of Chief Minister to eying of fatherly-figure-post of party President, the NPF has perfectly devised a step closer to an infructuous politics which its political opponents are spending sleepless nights to do the same job. Whereas the party has overcome the tricks of other political parties in earlier periods, yet the
‘Fide non armis’ motto of NPF
stability of the party in coming days remain in suspense which reinforces us to subscribe to a view that divisions within is more poisonous than oppositions from without. NPF has fundamentally deviated from its conventional principle of giving special importance to the voice and struggles of the people. Had the same spirit that discouraged the party from going ahead with Indian general elections in the past years been revived in the now nullified ULB elections by paying heed to the call of the people, the ugly confrontation unfolded post January 30, 2017 would have been handled by the authority with much reverence by all and sundry. Not only the already departed three precious souls could be saved but the popularity and much revered image of this historic political party would be restored. It would have been a fair negotiation to be held in high esteemed both by the leaders and its followers alike. The use of armed personnel to forge an intimidated environment constituted the cardinal mistake committed by the party. Its motto categorically talks of “by faith” alone. The framers of the party motto and constitution may imply “by faith” to remain steadfast to peaceful and consensual approach whatever the situation may demand. Liquidation and inflicting injuries on its own subject contravened the core ideal of the party. It is by faith that the people draws close to the party, not by arms; it is by faith that the people elects their leaders, not by arms; and it is by faith that the government functions, not by arms. Then, would the people begin to doubt the indigenous decision making of our leaders as there is already evidence of consultation with “outside factor” in decision that can be done by ourselves without fear or favour? Is it heralding the end of regional outlook and regional taste where we once derived our source of authority and governance from our people?
Decisions from New Delhi cannot help us solve problems yet we ought to remind ourselves that even the forest dwellers know where best they can meet their livelihoods and manage environment at the same time, which is a living witness for us today. In our path to future, we should also consider the following elements (which I never claimed to be exclusive solutions as there might be host of suggestions and visions from various quarters): Space for Debate:- Thesis, antithesis and synthesis are three necessary components of decision making and policy formulation. Unless someone proposes, the other (assumed as opposition) scrutinise for plausible loopholes and a third party (assumed as public) mediate for a middle path that serve the interest of all, the dream of carving a stable society/state will remain a mere utopia. Judging from the present scenario where views are censured and sidelined to near suffocation, ample space or opportunity should therefore be provided for all to express one’s beliefs and apprehensions: be it in legislature, public platform or by initiating sincere consultations with stakeholders. Without communication, there can be no understanding; and without discussion, there can be no breakthrough. Reading the signals:- Leadership is doing the right thing. When the leaders fail to read the mood of the people’s cry for help, justice and equality, what greater sin a leader could commit than to tread against the cry of his people! First mistake is innocent. However, if the mistake of crushing the genuine apprehensions of the ruled (who have the right to lodge their complaints to the rulers) persists, then it is deliberately instigated by the rulers at the cost of the ruled, who has every right to rise against the established system in the forms of movements, revolutions, or in extreme degree, civil wars. Leaders ought to patiently read the signals that the people communicate to them
intermittently. Service to humanity:- Historic French Revolution was staged on account of the rulers’ extravagant lifestyles leaving the people to survive at the mercy of nature. As the pendulum oscillates, with the timing unknown as to whether it was predetermined, our people’s anger got swelled beyond unmanageable proportion culminated with violence and arson. Rightful salaries withheld, funds/schemes meant for public abrogated halfway, legitimate voices of the people suppressed, illegitimate political appointments to public services increased, roads and infrastructure dwindled while, on the other hand, the leaders continue to live pompously. Never were violence and arson encouraged, yet where also lies the judgment for the leaders to defend themselves! Leaders, as they aspired to be one, aren’t leaders if they keep their personal interest above the people’s interest. Sacrifice, therefore, becomes a fundamental characteristic of a leader in an attempt to guarantee public peace and security. Being spontaneous:- New Delhi’s developmental programs and visions were received with least appreciation and success in this restive Northeastern region, and sometimes it gets nosedived. It is because of a simple reason that such visions overlook the core values and ignore different implementation methods compatible with the region. New Delhi is expert in her own strategic planning, so also Kohima could draw its own visions, plannings, execute decisions and implement them accordingly. This would involve villages and communities in taking steps that would affect our common interest for we cannot overlook the fact that Nagaland is made-up of villages and communities. Only then will we be governed by our own values by appreciating the applications attached with our progress since time immemorial which, in a nutshell, is spontaneous decision making process.

Begin with end in mind:Mobbism is hard to be tamed. Nevertheless, it should not be taken as an excuse for arson, destruction of public assets and hence polluting a social environment with fear and vengeance. Reducing magnificent structures to ashes in a matter of minutes without much remorse by mobs caught the attention of many right thinkers. While peaceful agitation to convey our plights to the government is envisaged, at the same time, engaging in vandalism thereby trespassing the democratic limit of expressing our resentment need to be pondered by both leaders and private citizens. Although the leaders must have chalked out the safe passage to proceed with, yet envisioning the end product of a movement including supervisory and controlling is a must while avoiding fixing responsibility. Now, it becomes everyone’s responsibility to stand by a principle as opposed to adhering to an ideology. A principle cannot guide us wrong as it is hedged deep inside a human core value through a process called categorical imperative whereas an ideology is forged in relation with the prevailing human interaction and conditioned by a particular exigency. Must be because of this ideological commitment that our present leaders frequently shift their allegiance from one prospective camp to another by undermining their own capabilities. However, if a leader lives by a principle, he/she will continue to stand still in his position irrespective of direction to which the political storm is heading. Is there any Naga leader who still defends his/her anointed position by placing people’s interest above his/her personal interest? Nagas are not yet ready to embrace BJP, they have already tested Congress and they are now in doubt whether NPF was cloned. God is still listening to our prayers. Our job is not by faith alone but to act with a principle. Nukhosa Chüzho, Kohima
DAC come what may. This technically leaves Mr.NR with a difficult option of resigning from and splitting the NPF party with 2/3 majority and merging with National Congress or BJP. Not a happy choice both ways...On the one hand the ‘old turncoat Congressmen’ would not feel comfortable to go back to their old fold and would probably not be welcomed anyway. On the other hand many of the present NPF MLAs would perhaps not be comfortable to be in the saffron camp... but would Mr. NR also be welcomed by BJP after outright campaign against the party in the past N.E election? Either ways it is a very difficult unpleasant quicksand. His choice is further aggravated by our ‘most respected’ Legislators waiting like vultures on the fence with ‘honour’ and ‘ethics’ locked away in a conscience-less dungeon. It is a very demanding time for Mr.NR in every sense of the word. Depending on how desperately Mr.NR wants his old chair back, it may finally come down to...any Government will do. After all, a change of
a Political colour is no big deal as long as the colour of money remains the same. The end game is to do with tonnes of fruits in the orchard yet to be harvested with the Financial Yearend on the anvil...with the next election not too far ahead and the need to accomplish financial harvest to fulfil their paramount objective...to buy our votes. As compared, sailing with DSL would seem to be the path of less inconvenience for all concerned. Be that as it may, the genesis of Mr. TRZ’s colourless fairy tale is now at an end overshadowed by a more controversial nemesis in the form of Mr. NR and DSL as front runners. In a manner of speaking it boils down to a simple question ...”Who will the ALI BABAS finally choose as their BOSS”? No matter what the outcome... the people of Nagaland are about to rediscover the real meaning of “God help us all” which seems eminent. God help us all! (Concluded) Khekiye K. Build up the land again
Sir,
People can now heave a sigh of relief at the lifting of bandh and ban on data internet services as life returns to normal. However, the damage to public properties especially in Kohima where several offices have been burnt would be irreplaceable. The building structures would be replaced but the office records are lost forever. Government will come and go but public are the ones who suffer in the end. Let us learn to preserve what belongs to us and let reason guide us in the days to come so that in the heat of fury, we do no damage to what actually belongs to us. Let us also do away with corrupt politics in future and let good leaders emerge to build up the bleeding land again. Y. Anthony, Pfutsero town newspaper nor that of the Editor in any manner.

‘Cyber Swachhta Kendra’ launched to protect citizens
Cyber Swachhta Kendra was launched by CERT-In to prevent cyber attacks.
New Delhi, Feb 21 (IANS): At a time when cyber attacks are increasing, the government through its Computer Emergency Response Team (CERT-in) on Tuesday launched “Cyber Swachhta Kendra” -- a new desktop and mobile security solution for a secure cyber space in the country. The new solution will notify, enable cleaning and secure systems of end-users to prevent further infections. “India today joined the distinguished club of countries that have malwarecleaning systems for the use of its citizens. As of now, we have 13 banks and internet service providers using this facility. With the expanding digital footprint in the country, I see a surge in start-ups in the area of cyber security by the end of the year,” said Union IT and Electronics Minister Ravi Shankar
Prasad at the event here. “This centre will work in coordination with the internet service providers (ISPs) and Industry. This Kendra will also enhance awareness among citizens regarding botnet and malware infection along with measures to be taken to secure their devices”, Prasad added. The minister also announced that the National Cyber Coordination Centre will be operational by June 2017. The government also announced it would set up CERT-Ins at the state level as well. “ T h e g o ve r n m e n t will set up 10 more STQC (Standardisation Testing and Quality Certification) testing Facilities. Testing fee for any start-up that comes up with a digital technology in the quest of cyber security will be reduced by 50 per cent. We will also empower
designated forensic labs to work as the certified authority to establish cyber crime,” Prasad noted. Part of the solution, USB Pratirodh is a desktop security solution that controls the usage of removable storage media like pen drives, external hard drives and other USB-supported mass storage devices. M-Kavach tool offers a comprehensive mobile device security solution for Android devices addressing threats related to mobile phones. AppSamvid is a desktop solution which protects systems by allowing installation of genuine applications through white listing. This helps in preventing threats from malicious applications. The move comes at a time when over 50,300 cybersecurity incidents like phishing, website intrusions and defacements, virus and denial of service attacks have been observed in the country during 2016. “As per the information reported to and tracked by Indian Computer Emergency Response Team (CERT-In), a total number of 44,679, 49,455 and 50,362 cyber security incidents were observed during the years 2014, 2015 and 2016, respectively,” Minister of State for Electronics and IT PP Chaudhary said in
a written reply to the Lok Sabha earlier this month. The Cyber Swachhta Kendra is part of the government of India’s Digital India initiative under the Ministry of Electronics and Information Technology (MeitY). “With the increased penetration of ICT infrastructure in our country, the threat of cyber security has become more serious and visible. There is a need to collaborate and come forth with solutions like the Cyber Swachhta Kendra in order to ensure a safe and secure cyber world for the citizens,” said Aruna Sundararajan, Secretary, MeitY. According to Saket Modi, CEO and Co-founder of Delhi-based IT risk assessment and digital security services provider Lucideus, the launch of the Botnet cleaning centre in India is a much-needed move. “The potential scale at which this centre can operate will clearly make this the largest in the world considering the size of the Indian internet ecosystem which has over half a billion people online and over 250 million smartphones and one billion mobile phones across the country,” Modi told IANS. Botnets fundamentally is a programme which is automated and runs on a computing device which can be any IoT/smart device.
Bhubaneswar, Feb 21 (IANS): The fifth phase of panchayat polls in Odisha came to an end peacefully on Tuesday. In the last phase of the rural polls, 77 per cent voter turnout was recorded. While the highest 88 per cent voter turnout was reported in Sonepur district, Ganjam district recorded the lowest turnout with 67 per cent. “Barring few minor disturbances, the panchayat polls were held peacefully across the state. There were reports about law and order problem and irregularities in ballot papers. We will take further steps for repolling after receiving detailed information from the district collectors,” said State Election Commissioner R.N. Senapati. The fifth phase polling was held for 16,148 ward members, 1,173 panchayats and 150 Zilla Parishad zones in 58 blocks of 26 districts in the state. Director General of Police (DGP) K.B. CBI arrests former ED official for corruption
New Delhi, Feb 21 (IANS): The CBI on Tuesday arrested former Enforcement Directorate official J.P. Singh and three others accused of taking bribes while probing a hawala case and IPL betting racket in 2015-16. Besides Singh, a former Joint Director, the three arrested included Enforcement Directorate official Sanjay Kumar and two middlemen, Vimal Agarwal and Chandresh Patel. They were arrested in a corruption case probed by the Central Bureau of Investigation (CBI) since September 2015. It was registered on a directive of the Finance Ministry. The CBI said Singh and other ED officials, while investigating a Surat hawala case and Indian Premier League (IPL) betting racket, allegedly took huge bribes from the accused. “A huge bribe amount was allegedly taken by these officers as quid pro quo for various acts of omission and commission,” CBI spokesperson R.K. Gaur said. He said the arrested persons were now in CBI custody in Delhi and were booked under the Prevention of Corruption Act and for criminal conspiracy. The case was registered against Singh, an Indian Revenue Service officer, when he was posted in Ahmedabad as a Joint Director in the ED while

The agency earlier produced some documents in the special court in Ahmedabad citing an Intelligence Bureau report that alleged that “Singh took money for not arresting certain accused”. Based on the IB report, the CBI named Mumbai-based bookies Vimal Agarwal and Sonu Jalan as conduits for Singh who collecting huge amounts of money from bookies and punters. CBI sources said Jalan and Agarwal visited Delhi several times in 2015 and, with the help of another bookie J.K. Arora, contacted various bookies whose names figured in the IPL betting racket. Jalan and Arora were arrested by the CBI last year but the court gave them bail when the agency failed to file a chargesheet on time.

The slogan of ‘Beti Bachao’ is simply a hollow one and BJP and RSS leaders have become exploiters of women in the country,” said Oza.

Dharamsala, Feb 21 (IANS): Tibetan Prime Minister-in-exile Lobsang Sangay on Tuesday said March 12 would formally be observed every year as Tibetan Women’s Day. “The observance of Tibetan Women’s Day on March 12 will reflect the collective will of the Tibetan leadership and people to accelerate the women’s empowerment policy agenda,” Sangay said here while opening a three-day firstever Tibetan women’s empowerment conference. He said Central Tibetan Administration (CTA) departments would continue to prioritise Tibetan women’s empowerment initiatives as its flagship agenda. The conference, being organised by the CTA, is seeing more than 340 participants, including Tibetan nuns. Sangay said the conference is a step in the right direction to carry forward the shared vision of His Ho-

In fact, today women constitute over 20 per cent of the elected representatives in the Tibetan Parliament. Women now make up 45 per cent of the overall workforce of the CTA,” he said. Lauding women’s role in safeguarding Tibet’s rich religious and cultural tradition beginning from the nonviolent Tibetan women’s uprising against the repressive policies of the Chinese government on March 12, 1959, he said the vision of the conference is aimed beyond gender equality and on furthering women’s role in all socio-economic and political activities.

Silver followed suit, moving up by Rs 50 to Rs 43,200 per kg on increased offtake by industrial units and coin makers. Bullion traders attributed the recovery in gold prices to a firm trend overseas and increased buying by local jewellers to meet ongoing wedding season demand at domestic spot market. Globally, gold rose by 0.19 per cent to USD 1,237 an ounce and silver by 0.42 per cent to USD 18.02 an ounce in New York yesterday. At the national capital, gold of 99.9 per cent and 99.5 per cent purity rebounded by Rs 250 each, to Rs 29,950 and Rs 29,800 per 10 grams, respectively.

SCS: China opposes US navy patrols
BEIJING, FEB 21 (AGENCIES): China said on Tuesday it opposed action by other countries under the pretext of freedom of navigation that undermined its sovereignty, after a U.S. aircraft carrier strike group began patrols in the contested South China Sea (SCS). The U.S. navy said the strike group, including the Nimitz-class aircraft carrier the USS Carl Vinson, began “routine operations” in the South China Sea on Saturday amid growing tension with China over control of the disputed waterway. “China always respects the freedom of navigation and overflight all countries enjoy under international law,” Chinese foreign ministry spokesman Geng Shuang said at a daily news briefing. “But we are consistently opposed to relevant countries threatening and damaging the sovereignty and security of littoral countries under the flag of freedom of navigation and overflight,” Geng said in China’s first official comment on the latest U.S. patrol since it began. “We hope relevant countries can do more to safeguard regional peace and stability,” he said.
the Association of South East Asian Nations (ASEAN) on Tuesday expressed concern over what they see as militarization in the South China Sea, Philippines Foreign Secretary Perfecto Yasay said after meeting with his ASEAN counterparts.
China builds lab in SCS Aircraft carrier USS Carl Vinson transits the Philippine Sea, Feb. 14, 2017.
The U.S. carrier strike group has not referred to its recent operations in the South China Sea as “freedom of navigation” patrols. U.S. ships last year conducted several such patrols to counter any efforts to limit freedom of navigation in the strategic waters. Friction between the United States and China over trade and territory under U.S. President Donald Trump has increased concern that the South China Sea could become a flashpoint. China wrapped up its own naval exercises in the South China Sea on Friday. War games involving its own aircraft carrier have unnerved neighbors with which it has long-running territorial disputes.

China has built a field laboratory in the disputed South China Sea to collect marine data and collect sediment samples. According to People’s Daily’s English website people.cn, the focus of the laboratory in the northeastern South China Sea will primarily be deep-sea sediments from 8 million years ago. “The South China Sea is an ideal place to study deep-sea deposits, given its unique geographical position and complicated pattern of currents,” said Liu Zhifei, a professor at the State Key Laboratory of Marine Geology under Tongji University.” Liu noted that his team has already proven the existence of contour currents in the northern basin of the South China Sea, in addition to identifying two typical mid-ocean canyons in the region.
Mugabe turns 93, vowing to rule on in Zimbabwe HARARE, FEB 21 (AGENCIES): Zimbabwean President Robert Mugabe, the world’s oldest national ruler, turns 93 on Tuesday, defiantly vowing to remain in power despite growing signs of frailty and failing health. He will celebrate with his staff in a private ceremony in Harare while supporters use state media to send their annual gushing messages of goodwill and congratulations. The main celebrations will be held Saturday at Matobo National Park outside Bulawayo, Zimbabwe’s second-largest city, and are expected to attract thousands of officials and ZANU-PF party faithful. Large game animals are often slaughtered for the occasion. In previous years Mugabe has reportedly been offered elephants, buffalo and impala for the feast. Mugabe has ruled out any prospect of retiring soon, saying that ZANU-PF officials believe there is no “acceptable” alternative. “The call to step down must come from my party... In such circumstances I will step down,” the state-owned Sunday Mail newspaper quoted Mugabe as saying in an interview aired late Monday.
President Trump picks new NSA WASHINGTON, FEB 21 (IANS): US President Donald Trump has named Lt. Gen. H.R. McMaster as his national security adviser (NSA), replacing Gen. Michael Flynn, who was last week asked to resign from the position. McMaster is a highly regarded military officer and soldier who is known for his roles in the Gulf War, the Iraq War and the war in Afghanistan. He also served as a special assistant to Gen. David Petraeus when he was commander of the US-led coalition forces in Iraq during the 2007 troop surge, CNN reported on Tuesday. Trump called McMaster “a man of tremendous talent and tremendous experience” as he introduced his selection on Monday to reporters at Mar-a-Lago, Florida, where he has spent the holiday weekend interviewing candidates for the post. “I watched and read a lot over the last two days,” Trump said. “He is highly respected by everyone in the military and we’re very honoured to have him,” he added. McMaster is the first active-duty military officer in the post since Gen. Colin Powell. McMaster -- who called the appointment a “privilege” -- takes over the position left by Flynn, who was

asked to resign by Trump amid revelations that he misled Vice President Mike Pence on the nature of his contacts with the Russian Ambassador to the US. Trump’s first choice for the job, Robert Harward, also turned down the position last week after a dispute over staffing decisions on the National Security Council, Time magazine reported. Retired Lt. Gen. Keith Kellogg, who served as interim National Security Adviser for the week, will return to his post as Chief of Staff and Executive Secretary of the NSC, the White House said. McMaster has a Ph.D. in military history from the University of North Carolina at Chapel Hill. He was tapped for National Security Adviser over several other finalists for the position, in-
cluding John Bolton, the hawkish Ambassador to the UN under George W. Bush who also served in senior positions in the administrations of George H.W. Bush and Ronald Reagan. McMaster, one of the militar y’s top strategic minds, most recently served as Director of the Army Capabilities Integration Centre in Virginia, which is tasked with preparing for future threats. As a younger officer, McMaster attained cult-like status within the military after the publication of his 1997 book “Dereliction of Duty: Lyndon Johnson, Robert McNamara, The Joint Chiefs of Staff, and the Lies that Led to Vietnam”. The book examined the failure of military leaders to challenge civilian policymakers’ about the direction of the war.

BEIRUT, FEB 21 (AGENCIES): France’s far-right presidential candidate Marine Le Pen refused to go into a meeting with Lebanon’s grand mufti on Tuesday after his aides asked her to wear a headscarf. Le Pen, who is on a three-day visit to Lebanon this week and has met senior officials, was scheduled to meet Grand Sunni Mus-
lim Mufti Sheikh AbdelLatif Derian on Tuesday morning. Shortly after she arrived at his office, one of his aides tried to give her a white headscarf to put on. She refused. Le Pen said she had met in the past with the grand mufti of Egypt’s Al-Azhar, one of the world’s top Sunni clerics, without wearing a veil.

G E N E VA , F E B 2 1 (AGENCIES): Syria peace talks due to start this week in Geneva are based on the broad mandate of a U.N. resolution that asks the U.N. mediator to hold talks on a “political transition process”, an official involved in the talks said on Tuesday. Last week the United Nations appeared to back away from using the phrase “political transition”, which is understood by the opposition to mean a removal of President Bashar al-Assad or at least an erosion of his powers. Michael Contet, chief of staff of Special Envoy for Syria Staffan de Mistura, told a regular U.N. briefing that de Mistura was putting the final touches to arrangements for the talks. “The invitations as well as the substantive agenda for the negotiations are all based on the wide scope of Security Council resolutions, in particular (U.N. Security Council Resolution) 2254, which is our main guidance in this process. “The second operative paragraph of 2254 requests the special envoy to convene formal negotiations on the political transition process.”

law and former president. Born into the powerful Pashayev family, she has sometimes been seen as a possible successor to her husband, who took over in 2003 after the death of his father Heydar, a former KGB officer and Communist-era boss. The appointment follows constitutional changes made after a tightlymanaged referendum last year that introduced the
powerful position of first vice president. Such steps were denounced by regime opponents as a ploy to cement the Aliyev family’s dynastic rule. Azerbaijan’s embattled opposition angrily criticised Aliyeva’s elevation as undemocratic. “The move throws Azerbaijan back to medieval, feudal times,” opposition leader Isa Gambar of Musavat party told AFP.

India-Australia renew Test rivalry in Pune
Australian captain Steve Smith during a practice session in Mumbai on Thursday. (PTI)
PUNE, Feb 21 ( A g en c i e s ) : S t e v e Smith’s Australia have the chance of halting India’s Test juggernaut in a series between the world’s top two sides starting this week which promises to be yet another feisty encounter between the arch-rivals. After India stretched their unbeaten run to 19 Tests this month, several former stars are even daring to predict another whitewash against Australia who have a miserable recent record on the sub-continent. Australia have been unusually respectful of their opponents in the build-up but Smith expects his team to greet India with a barrage of sledging when the contest begins in Pune on Thursday. “The guys are in a great frame of mind, we’re ready to go. We’re pumped,” said vice-captain David Warner. Australia have a chance of knocking India off the top of the Test rankings but Virat Kohli’s men have won their last six series and are overwhelming favourites to continue that run. Australia’s last tour of India in 2013 under captain Michael Clarke
was a disaster as they went down 4-0 and four of the team were sent home after refusing to do homework set by coach Mickey Arthur. Te a m s p i r i t h a s recovered under Smith’s captaincy, but they were thrashed 3-0 last year in Sri Lanka when their shortcomings against spin were exposed along with their lack of a matchwinning slow bowler. While their former pacer Glenn McGrath used to be notorious for getting up the opposition’s nose by forecasting clean sweeps, Australia have been getting a taste of their own medicine. Sourav Ganguly has predicted a 4-0 win for the hosts while veteran spinner Harbhajan Singh has called Smith’s team the weakest ever Australian squad. Indian confidence is largely founded on the form of skipper Kohli who has hit four double centuries since July. They also possess the current best bowler in the world in Ravichandran Ashwin whom McGrath’s old captain Steve Waugh recently branded the “Bradman of Bowling”, the ultimate compliment by an
Australian. Kohli’s recent form has also drawn comparisons with the late Donald Bradman, who averaged 99.94 in Tests, but never played in India. And Warner, not one to shirk from an onfield confrontation, has warned his teammates not to wind up Kohli. “Virat Kohli is one of those players, if you niggle at him, it either makes him better or if you get under his skin, he’ll probably get even better,” said Warner. Nevertheless, Smith wants his players to get in the face of the Indians, telling reporters: “If they want to get into a battle verbally then, if that gets the best out of them, go for it”. The last series between the two sides ended in a 2-0 victory for Australia Down Under but their humbling at the hands of an unfancied Sri Lanka is likely to weigh heavily on their minds. Much will de pend on whether the spinners Nathan Lyon and Steve O’Keefe can have an impact. They claimed four and three wickets respectively in the tourists’ only warmup match in Mumbai are expected to play in Pune.
Rahman recalled for Lanka Tests Dhaka, Feb 21 (Agencies): Bangladesh pacer Mustafizur Rahman has been recalled in the 16member Test squad for the two-match series against Sri Lanka beginning March 7 at the Galle International Cricket Stadium. Mustafizur picked for the recently-concluded New Zealand tour, but he played in only four limited-overs matches and was left out for the subsequent two-match Test series due to a hamstring injury. He was also left out from the squad for the one-off Test match against India earlier this month, as the team management felt that the fast bowler was not completely fit for a return to five-day cricket, ESPNcricinfo reported. The 21-year-old has struggled on the international stage since returning from a shoulder injury he sustained in July last year, while bowling for Sussex in the English T20 tournament.

CBI arrests IRS officer for bribery in IPL-betting scam
NEW DELHI, Feb 21 (PTI): CBI today arrested J P Singh, the then Joint Director in Enforcement Directorate, who was facing the agency’s probe for allegedly receiving bribe from accused in IPL cricketbetting scam investigated by him. Singh, a 2000-batch Indian Revenue Service officer of the Customs and Excise wing, was being probed by CBI on the basis of a complaint received from the ED. He has now moved to his parent cadre as Commissioner, Customs and Excise wing, of Indian Revenue Service. Besides Singh, CBI has also arrested enforcement officer Sanjay
and two private persons-Vimal Aggarwal and Chandresh Patel. “It has been alleged that certain officers of Enforcement Directorate while investigating the cases of money laundering in betting and other such activities have allegedly demanded and accepted huge illegal gratification from the accused and suspect persons in the said cases,” a statement from the CBI had said after registering a case against Singh. The ED’s Ahmedabad unit was probing the Rs 2,000-crore IPL betting scandal, and the Rs 5,000crore money laundering case against alleged hawala
operator Afroz Fatta, in which the suspects allegedly s o u g h t f av o u r s , s a i d sources. CBI had said huge bribe amount was allegedly taken by these officers as quid pro quo for various acts of omission and commission. The case against Singh and unknown ED officials has been registered under the provisions of criminal conspiracy under Indian Penal Code and Prevention of Corruption Act. Sources said the ED Director had received multiple complaints from various quarters about the alleged demand for bribe by the senior officials of its Ahmedabad unit.
Powell set for Windies return Kingston, Feb 21 (Agencies): Kieran Powell may be in line for his first West Indies appearance in three years after being named in a 15-man training squad for the one-day series against England. The left-handed batsman had turned his back on the Windies after growing disillusioned with the set-up in 2014, and tried his hand at baseball in the hope of realising his Major League Baseball dream. But he returned to domestic action last year and is currently in red-hot form, three List A centuries for Leeward Islands in 2017 having led to his callup ahead of the threematch series against Eoin Morgan’s tourists.
Federer wants Nadal as Laver Cup doubles partner P r a g ue , F e b 2 1 ( Ag en c i e s ) : Ro g e r Federer revealed he wants to join forces in doubles with arch rival Rafael Nadal at the inaugural Laver Cup this year. The Swiss tennis great made the confession at the unveiling of the new tour nament scheduled for Prague in September which will pit a Bjorn Borgcaptained European team against John McEnroe’s rest of the world. Federer, who beat Nadal in an epic five-set Australian Open final last month, admitted, “I’ve always wanted to play with Rafa... just because our rivalry has been so special. I’ve seen his wicked forehand go past me too often!” The new addition to the tennis calendar is named after Rod Laver, the last man to achieve the calendar Grand Slam in 1969.
“Rod Laver wants us to represent our part of the world with pride and play our best and win for our teammates. We will play to our best possibilities,” Federer, 35, told the media launch in Prague. Federer, the world number nine, is due to figure with sixth-ranked Nadal at the September 22-24 event. The Laver Cup will be held every year except in an Olympic season, with four matches each day -- three in singles, one in doubles. Each team comprises six players - four based on the ATP singles rankings after Wimbledon and two picks by the captains, Borg and McEnroe. Federer refused to see Team Europe as a clear winner, although it currently has 17 players in the top 20 of the ATP rankings. “I think Team Europe are going to be big favourites

smashed off the bar and away from danger. To their credit, Sutton continued to plug away and press for a way back into the game, with a goal the minimum they deserved. But it was not to be and Arsenal closed out the game in relative comfort, ending the dreams of their opponents and ready for non-league Lincoln in the quarter-finals.
Sutton’s Shaw faces FA investigation
Theo Walcott is congratulated by his team-mates as Arsenal took control in the second half against the non-League side.
Lo n d o n, F e b 2 1 (Agencies): Arsenal’s quest for a third FA Cup in four years remains on course after they ended Sutton United’s glorious run in the fifth round 2-0 at a packed Gander Green Lane. Knowing that a home tie against fellow nonleague side Lincoln City awaited them in the quarterfinals, Sutton were aware that if they could somehow cause a huge shock then the pathway to a scarcely believable appearance at Wembley would potentially open up. poor, the ball going a couple of yards wide of the near post. Sutton star ted the second period well and Bedsente Gomis forced three defenders into crowding him out as he shot in search of an equaliser. But moments later the underdogs were two behind, some lovely one-touch passing freeing Monreal down the left and the Spaniard’s cut-back eluded everyone before falling to Walcott who swept home from close range. Sutton rallied and had a couple of opportunities from set-pieces, the best coming after Ospina completely misread the flight of a corner, but Jamie Collins’ header went over the bar. On 65 minutes Sutton went closer again, this time Roarie Deacon’s long-range strike flew past Ospina but cruelly
Sutton United’s reserve goalkeeper Wayne Shaw is facing an FA investigation over a breach of its betting rules after he admitted he ate a pie because of a betting company’s odds on him doing so. The non-league side’s FA Cup fifth round fixture wa s s p o n s o r e d b y a n English betting company and after Shaw came to prominence due to his size and the fact he is 46, they offered odds of 8-1 on him eating a pie in the touchline during the game, something Shaw found too good to turn down. “A few of the lads said to me earlier on, ‘What is going on with the 8-1 about eating a pie?’ I said, ‘I don’t know, I’ve eaten nothing all day, so I might give it a go later on,’” he said. “Sun Bets had us at 8-1 to eat a pie. I thought I would give them a bit of banter and let’s do it. All the subs were on and we were 2-0 down.” However, the FA’s rules on betting state: “A participant shall not bet, either directly or indirectly, or instruct, permit, cause or enable any person to bet on (i) the result, progress, conduct or any other aspect of, or occurrence in, a football match or competition.”

While Pandey was run out, Khaka cleaned up Vaidya as India were reduced to 210 for six in 44 overs. Wicket-keeper Sushma Verma then lasted just two balls after being dismissed by S Ismail and Ekta Bisht too was cleaned up by Khaka as India further slumped to 223-8 in 45.4 overs. Lo n d o n, F e b 2 1 (Agencies): Amir Khan has played down reports that verbal agreements have been made to face Manny Pacquiao this spring, either in the UK or the UAE. A spokesperson for Khan told Telegraph Sport on Tuesday that “there was nothing to report for now” on Khan facing Pacquiao. Bob Arum, Pacquiao’s Las Vegas promoter, had labelled reports that KhanPacquiao was close to being signed as “complete bull****”. There were reports on Tuesday morning that Pacquiao was set to box Khan on May 20, with the Macron Stadium in Bolton, Khan’s home town, and the Manchester Arena on hold to stage the contest. “Contracts have not
yet been signed but a verbal agreement has been made for the bout to take place in the UK, despite an offer to stage it in the United Arab Emirates,” said the report. K h a n’s P R t e a m insisted to Telegraph Sport that a deal with the British fighter and Pacquiao ‘had not been reached’ Khan, 30, has not boxed since being knocked out by Saúl ‘Canelo’ Álvarez in Las Vegas nine months ago in a bid for the WBC middleweight title. His return to the ring was delayed after he underwent surgery for a hand injury. Khan, who has turned down offers to face British rival Kell Brook, is waiting on announcing a fight in the next 10 days which is likely to be in April in the USA, and is

Barcelona, Feb 21 (IANS): A Spanish court on Monday ordered that Football Club Barcelona and its star Neymar must appear in court to face fraud and cor r uption charges over the signing of the Brazil forward. The National Court confirmed that Barcelona, Neymar and two of the club’s presidents, Josep Maria Bartomeu and his predecessor, Sandro Rosell should face trial for alleged unlawful dealings in 2011 between individuals over Neymar’s acquisition from Brazilian club Santos, reports Efe news agency. Barcelona had previously appealed the case and requested it be dropped as it considered the investigation that led to the charges “does not prove the existence of a criminal act”, a claim the court
Neymar
rebutted. The court also ratified that proceedings against Nadine Gonçalves, the player’s mother, and the family company N & N, would go ahead after rejecting appeals brought by their defenses. Neymar’s transfer to Barcelona was marred by controversy almost from the get go. Barcelona paid a fine of 5.5 million euros ($6.1 million) in June to settle another case instigated by Spain’s tax authority.
