Lokayukta orders registration of PE case against deputy CM Correspondent KOHIMA, FEB 20 (NPN): Following a complaint lodged by a former student leader against deputy chief minister, Y. Patton for his alleged “misdeeds, abuse of power and maladministration in the police/home department”, the Nagaland Lokayukta justice Uma Nath Singh has ordered registration of a preliminary enquiry (PE) case in this regard. “As the complaint is procedurally in order, the law has to take its course. Thus, I need to proceed as per provisions of Section 8(1)(a); Sec. 10, Sec. 11 and Sec. 12 of the Nagaland Lokayukta Act (NLA) 2017 by passing appropriate order(s),” Singh stated in its order dated February 20, 2020. Since the allegations was related to a high public functionary, Singh stated that “before undertaking an exercise of investigation, which is governed by the provisions of Cr.Pc., which, if ordered immediately without complete verification of facts as alleged in the complaint, may

have a cascade effect on the existence of state government.” In this regard, the Lokayukta directed the coordinating officer/inspector of Nagaland Lokayukta police establishment to register a PE case, to be conducted by the higher authority/ functionary, namely the chief minister Nagaland, who shall submit his report on an affidavit before the next date of hearing. Aye said it was evident that Patton, during the recently concluded Assembly session, had squarely blamed the SPs and Commandants for making almost 1135 appointments in the department during 2018-19, without advertisement except for 206 constables and 35ASI/SI. Meanwhile, the complainant urged the Lokayukta to consider handing over the case to the Central Bureau of Investigation (CBI) or someone with impeccable credentials, to avoid any kind of influence during the course of investigation. Ravi, after taking serious note of the offences, sent a missive to the state chief secretary, Temjen Toy urging the state government to consider filing criminal cases against the three and to investigate the matter. In the letter dated February 17, to the chief secretary, issued through T. Mhabemo Yanthan commissioner & secretary to the Governor, a copy of which was made available to media, mentioned that the three officials under the department- joint director (directorate), junior education officer (directorate) and junior education officer (DEO Wokha)- were issued show case for offence of misappropriation of public money, fabrication of documents, cheating and criminal breach of trust, inflicting financial loss to the state exchequer. In the light of the above, the letter stated that the Governor of Nagaland deemed these as offences being “criminal and serious” and therefore desired that the government consider registering a criminal case and investigate it. Further, the Governor also mentioned that the Supreme Court had held that criminal and departmental proceedings could run simultaneously.

KOHIMA, FEB. 20 (NPN): Minister of Public Health Engineering Department (PHED), Jacob Zhimomi, Thursday disclosed that the department has set a target of providing Functional Household Tap Connection (FHTC) to every household in 550 villages (50 villages in each district) in the financial year 2020-2021 under Jal Jeevan Mission (JJM). The Har Ghar Jal programme, under JMM, is envisioned to provide safe and adequate drink-

ing water through individual household tap connections by 2024 to all households in rural India, under the department of Drinking Water and Sanitation, Ministry of Jal Shakti, Government of India. Addressing the PHED review and co-ordination meeting at the department’s conference hall on Thursday, the minister directed all the executive engineers (EE) of the district to list out all the department’s incomplete or defects projects and submit it to the department within 15 days. He also di-

rected the EEs to upload details of how funds from the ministry have been spent in time. Jacob said that the main reason for delay of funding from the ministry was late uploading of the project for evidence in the official website. Reminding that PHED was public utility department and answerable to the public of its activities and achievements, the minister called upon the department officials to tighten the belt and work hard. He also advised the respective districts to conduct seminars relating to sanitation for behavioural changes. The minister further directed the officials to visit the project site and not be “a table engineer.” Challenging the engineers to work hard, the minister said unless they worked hard the state would not develop. On sidelines of the programme, minister informed that Zarü stream project, which would supply water to the state capital, would be commissioned by March this year.

DIMAPUR, FEB 20 (NPN): Rengma Public Union Chümoukedima (RPUC) has extended its support to the Naga Tribal Union Chümoukedima Town (NTUCT) over its stand on alleged illegal appointments in police department and urged it to immediately file a case in Lokayukta on behalf of the general public. Rengma Public Union Chümoukedim president Hillo Kent in a statement also termed chief minister Neiphiu Rio’s assurance in Nagaland Legislative Assembly (NLA) on February 14 to constitute a panel to review the appointment system in the government and give recommendations on making fair recruitments as an eyewash. NEW DELHI, FEB 20 (PTI): Supreme Cour t Thursday refused to entertain a plea seeking to define the word ‘minority’ and laying of guidelines to accord minority status based on state-wise population of a particular community. A bench of Justices R F Nariman and S Ravindra Bhat allowed advocate and BJP leader Ashwini Upadhyay to withdraw the plea with the liberty to approach the appropriate forum for the relief. During the hearing, senior advocate Vikas Singh, appearing for Upadhyay, said that the word ‘minority’ needs to be defined and guidelines need to be laid for their identification at state level in accordance with the apex court verdict of 2002. The expression ‘minority’ has been used in Articles 29 and 30 of the Con-

stitution but it has nowhere been defined, he said. As per the Census of 2011, Hindus are actual minority in Laddakh, Mizoram, Lakshdweep, Kashmir, Nagaland, Meghalaya, Arunachal Pradesh, Punjab and Manipur, Singh said. The bench said if the petitioner has any remedy, then it lies somewhere else not in the apex court. There are two options, either the court will dismiss the petition or the plea can be withdrawn by the petitioner, it said.

Singh then said that he would like to withdraw the plea but would like to have liberty to move the appropriate forum. The bench dismissed the plea as withdrawn but gave the petitioner liberty to approach the appropriate forum. Upadhyay’s plea said that as per the Census of 2011, Hindus are merely 1 per cent in Laddakh, 2.75 per cent in Mizoram, 2.77 per cent in Lakshdweep, 4 per cent in Kashmir, 8.74 per cent in Nagaland, 11.52 per cent in Meghalaya, 29 per cent in Arunachal Pradesh, 38.49 per cent in Punjab and 41.29 per cent in Manipur. “But, their minority rights are being siphoned off illegally and arbitrarily to the majority population because neither Centre nor respective State has notified them as a ‘minor-

ity’ under Section 2 (c) of the National Commission of Minorities Act. Thus, Hindus are being deprived of their basic rights, guaranteed under the Articles 30,” the plea said. It said that despite Hindus being in minority in these states, they cannot establish and administer educational institutions of their choice in spirit of Article 30(1) of the Constitution. “On the other hand, Muslims are 46 per cent in Laddakh, 95 per cent in Kashmir, 96.58 per cent in Lakshdweep; Christians are 87.16 per cent in Mizoram, 88.10 per cent in Nagaland, 74.59 per cent in Meghalaya; Buddhists are 50 per cent in Laddakh and Sikhs are 57.69 per cent in Punjab. But, they can establish and administer the educational institutions,” the plea said.

DIMAPUR, FEB 20 (NPN): Eastern Nagaland College Students’ Union (ENCSU) has welcomed the State Government, particularly the minister concerned, for its immediate positive response to Wangkhao College students’ demand and assuring to address their matter within 10 working days. The union however expressed its strong opposition to the department of Higher Education’s decision to appoint contractual teacher at Wangkhao College, stating it was totally against the contractual appointment system at colleges in Eastern Nagaland. It said such appointments would create more problems in education sector and cautioned that if any such teacher was found

even after its appeal, this could create more complications. It requested the eastern Nagaland students to remain alert against such appointments. Urging the State government, particularly the higher education department, to look for existing lectures in some colleges and those attached at directorate in Kohima and Dimapur, ENCSU further suggested rectification and reshuffling of lectures from their assigned posts and send them where there was shortage of teachers at present. It also questioned the department why it was not aware of shortage of lectures at Wangkhao College when the semester exam was just near, which implied neglecting Eastern Nagaland institutions, and demanded

only regular teachers in the colleges of the area. Demanding that the higher education department immediately provide principals in colleges, the union said some colleges were functioning without them. It added that there was shortage of lecturers not only at Wangkhao College but in all the four government colleges, which were suffering due to shortage of teachers in every department in eastern area. It urged the department to immediately fulfil the genuine demands of the students of Wangkhao College and other Eastern Nagaland colleges. DIMAPUR: Central Institute of Horticulture (CIH), DAC & FW, ministry of Agriculture and Farmers Welfare, India, Medziphema, Nagaland organized two-day training on mushroom production and value addition of horticultural crops for the rural unemployed youths and farmers of Dimapur and Peren districts at its institute on February 18 to 19. A press release from CIH Medziphema stated that, during the inaugural function the trainees were briefed on the various activities and functioning of the institute by Prabin Das, marketing specialist CIH. Participants were given hands-on training on processing of various horticultural value added products such as fruit squashes, pickles and ginger candy by

Hands on training on mushroom production technology was also imparted to the trainees by Marina, senior technical assistant CIH. Trainees were also trained on marketing of their produces by Prabin Das (marketing specialist-CIH). He also highlighted the prospects of entrepreneurs in Horticultural sectors. Altogether, 23 participants from different villages under Dimapur and Peren districts attended the training programme. During inaugural function, programme was chaired by Vinika K Aomi, post harvest technologist CIH.

Wokha was also discussed and recommended to the higher authority for approval. Mhathung Yanthan submitted an agenda for recommendation to the State Land Acquisition Authority (SLAA) Nagaland for payment of land compensation of public ground Wokha town to the land owner. The board deliberated the matter and recommended to the government for consideration.

DC Wokha, Orenthung Lotha informed that as the district administration was under consideration for construction of new DC office complex as mini-secretariat to accommodate all the line departments, DC invited all the head of offices to apply for office room mentioning specific requirement for the proposal. While reviewing progress on the implementation of various development activities undertaken for the four aspiration villages, twenty three departments highlighted their activities. Director of Horticulture Dr. R. Elithung Lotha highlighted various developmental activities and projects undertaken by the Horticulture department in the state. Department of Art & Culture and Nagaland State Transport presented their activities in the district during powerpoint presentation. Board also welcomed the new members PD DRDA, K. Shekikho Phuleshe and EAC Changpang T. Sulanthung.

Industrial units established without guidelines to be removed

Meanwhile, the Dimapur district planning and development board focused on removal of industrial units established without guidelines, at the meeting held in the conference hall of DC Dimapur on February 20. According to DIPR report, DC Dimapur Anoop Kinchi, who is also the vice chairman DPDB Dimapur chaired the DPDB meeting and reviewed the last meeting minutes with regard to presence of brick kilns and stone quarries in and around residential areas and schools. DC Dimapur informed that a committee has been formed with DIC, Geology & Mining, Pollution Board, Labour department and district administration as members. The concern departments will oversee whether the factories/industries are being established as per the required norms and guidelines without posing threats to human lives and polluting the environment. DC Dimapur also suggested for setting up a committee to study why banks refuses to grant loans under PMEGP. Presenting the departmental activities, EE PWD (R&B) engineer Tali Temsu Jamir, explained in detail with power point presentation, the status of the 25 ongoing road works at Dimapur and also the ongoing road projects under CSS.

Speaking about HPV (human papillomavirus virus), Dr. Mhasiseno said that most HPV infections don’t lead to cancer but some types of genital HPV can cause cancer of the lower part of the uterus that connects to the cervix. She also added that these infections are transmitted sexually and that vaccines can help protect against the strains of HPV most likely to cause genital warts or cervical cancer. that the capitals of each northeastern states will be connected via road and air connectivity before 2021. Construction of an airport has begun in Arunachal and the Narendra Modi government is spending Rs 50,000 crore for road construction in the state,” Shah said. In a veiled attack at the Congress, Shah said Rs 47,000 crore was spent on road connectivity in 25 years in Arunachal Pradesh, and

the Modi government has spent Rs 50,000 crore in just five years. Noting that the current Central government led by Prime Minister Narendra Modi is committed to the development of the northeast, Shah said a total of Rs 32,000 crore has been spent in the last three years for the construction of 3,800 km National Highway in northeast of which construction of 1,200 km has already

Under the northeast rapid road scheme, Shah said a total of 711 km will be constructed in Arunachal Pradesh, 1,560 km transArunachal Pradesh road would reach Tawang in the west, near the Bhutan border, besides building the 2,000 km Arunachal Frontier Highway. The Home Minister said that Hollongi airport near Itanagar is being constructed to include the state in the air connectivity map. Modi had laid the foundation stone for the Hollongi airport project in February last year, which was pending for almost 12 years, Shah said. The Hollongi airport, estimated to cost Rs 1,200 crore, will eventually give the region better air-connectivity which is bound to spur economic activities besides boosting the tourism potential of the state. Travellers flying in and out of Itanagar will have a hassle-free journey as the airport is being built just 25 km from the state capital. At present, the nearest airport to Itanagar is located at Lilabari in Assam, which is 80 km away.

Panel on Clause six of Assam accord submits report GUWAHATI, FEB 20 (IANS): A high-level panel formed to review and suggest measures for implementation of Clause six of 1985 Assam accord has handed over its report in a sealed cover to state Chief Secretary Sanjay Krishna through the Assam Accord Implementation Department, a committee member said on Thursday. Clause 6 of the 1985 Assam Accord pledges to provide constitutional, legislative and administrative safeguards to protect, preserve and promote the cultural, social and linguistic identity and heritage of the Assamese people. “We have submitted the final report to the state chief secretary through an officer of the state’s Assam Accord Implementation Department, which is closely involved in the whole process,” All Assam Students Union (AASU) General Secretary Lurinjyoti Gogoi told IANS. Gogoi, along with the organisation’s president Dipanka Kumar Nath and Chief Advisor Samujjal Bhattacharya figure in the

14-member panel chaired by retired judge of Gauhati High Court Biplab Kumar Sharma. The AASU leader said the decision followed a direction from the Ministry of Home Affairs that the report be given to the Chief Secretary of Assam. And through him, it will go to the MHA. “Earlier, the committee had been directed to hand over the report to Home Minister (Amit Shah) in the presence of the Chief Minister (Sarbananda Sonowal). That was not done. So now it has been sealed and given to the Chief Secretary through the Assam Accord Implementation Department,” said Gogoi. He said after completing the final report on February 10, the committee had written to the MHA thrice to know the mechanism for submitting it. “But Joint Secretary (north east) of the ministry Satyendra Garg sent a message that the Home Minister is very busy because of the impending visit of US President Donald Trump and the report will be accepted after

February 18. But despite the communications through email and letter, the committee chairman did not get any type of clear confirmation from the Home Ministry on it receiving the report,” said Gogoi. The committee has proposed 1951 as the cut-off year for implementing the Inner Line Permit (ILP) in the state. The ILP, a mechanism to control the entry of outsiders into the state, has been implemented in the states of Nagaland, Mizoram and Arunachal Pradesh. It was also introduced in Manipur in the wake of protests over the contentious Citizenship Amendment Act that was introduced recently. According to sources, the high-level committee has recommended that those residing in Assam since 1951, and their descendants, are to be considered as the indigenous people of the state. The Union Home Ministry set up the panel to examine the effectiveness of actions taken since 1985 to implement Clause 6 of the Assam Accord, and suggest measures.

Khandu urges Shah for separate IAS cadre for Arunachal

At present, civil service officers working in the state are from the AGMUT cadre - a common cadre for Arunachal Pradesh, Goa, Mizoram and Union Territories. Addressing a Statehood Day programme here in presence of Shah, Khandu pointed out that despite 33 years of statehood, Arunachal Pradesh is deprived of having its own cadre of civil services officers. “We want a dedicated team of administrative officers. It will help the state realize Prime Minister Narendra Modi’s dream of a New India,” Khandu said. The chief minister said posting of non-permanent IAS and IPS officers at higher bureaucracy in the state causes institutional memory loss that slows down the pace of development.

Umwali village is in Langpih, a disputed area between Meghalaya and Assam. Langpih, which lies between West Khasi Hills and Assam’s Kamrup district, has been one of the most volatile villages along the boundary between Meghalaya and Assam. A group of Assam Police personnel had forcefully entered Umwali village (in Meghalaya) on Wednesday and were trying to set up an outpost. Irked with Assam police intruding into the private property, the tribal villagers of the area, along

with village Dorbar and Hynñiewtrep Youth Council (HYC) Rimuliang unit came out to protest against the move by Assam Police personnel. The villagers along with the HYC members assembled in the area the whole night to prevent any move of Assam police to capture the land at Umwali. “We tried our best to stop the Assam Police personnel to set up the outpost in our village. We will not allow them to come and set up their land,” Tailan Syiemlieh, a local villager said. The villagers informed Meghalaya Police, and a team rushed to the spot from Langpih, and tried to bring the situation under control. HNLC explodes IED in M’laya Correspondent Shillong, Feb 20: The outlawed Hynniewtrep National Liberation Council (HNLC) on Thursday exploded an IED blast in Meghalaya’s West Khasi hills district. Security guards in a coke factory at Kyllon Mathei village near Riangdo in West Khasi Hills district of Meghalaya were panicked by the explosion on Thursday. The IED was detonated at around 1:15 am. However, no one was injured. The blast has however caused partial damage inside the factory. In an e-mailed press statement, HNLC General Secretary Saiñkupar Nongtraw claimed that they planted the IED in the coke factory because it was a benami business. “The coke factories are operated by non tribals, and these factories are flourishing by the help of the local politicians,”

Nongtraw said. The outfit claimed the IED explosion at Riangdo was “just a small beginning” in order to prove that they are capable of carrying out similar operations in crowded places and cause bigger casualties. “We have always been provoked by the police about our capabilities, and this is again a warning that we could well plant it anytime at a vulnerable place and then the outcome shall be devastating,” Nongtraw said. He said the IED blast was a warning to all the political leaders, businessmen to refrain from indulging in corrupt practices. Nongtraw said traders from Rajasthan are doing brisk coal business in Riangdo, but there is no development in those areas. It was seen in the video that one Assam Police personnel was threatening a Khasi (lady) villager. “This has become dangerous as Assam Police personnel always threaten us,” Kwissina Hoojon, a local villager, said. The HYC urged the state government to intervene so that the problem should not occur and peace must prevail since the land belonged to the Khasi people of Meghalaya. This was second such incident at Umwali village during the last one year. On February 14, last year, Assam Police personnel had attacked a group of villagers at Unwali village. Several tribal villagers, including 28 women, were injured in the attack.

Guwahati, Feb 20 (PTI): JNU student Sharjeel Imam, who was arrested on charges of sedition, was brought to Assam on Thursday evening for interrogation. Imam was brought to the city from New Delhi by train and then taken to a hospital for medical checkup, Guwahati Police Commissioner Munna Prasad Gupta told PTI. Gujarat CM reviews preparations for Trump-Modi roadshow

Ahmedabad, New Delhi, Lucknow, Feb 20 (PTI/ IANS): Gujarat Chief Minister Vijay Rupani on Thursday held a high-level meeting at Gandhinagar to review and finalise preparations for the upcoming roadshow of US President Donald Trump and Prime Minister Narendra Modi in Ahmedabad. Trump and Modi will take part in a roadshow in Ahmedabad on February 24 and jointly address a gathering at the newly built cricket stadium in Motera area of the city. Over 1.10 lakh people are expected to attend the mega event, christened as “Namaste Trump”. Gujarat Minister of State for Home Pradeepsinh Jadeja informed the chief minister about traffic management and security along the 22-km stretch for the roadshow, an official press release here said. Rupani was also informed about the transportation of dignitaries and other invitees to Motera stadium, seating arrangements, traffic management and the cultural programmes to be held during the roadshow and at the stadium. The meeting was at-

tended by Gujarat Chief Secretary Anil Mukim, Director General of Police Shivanand Jha and Ahmedabad Municipal Commissioner Vijay Nehra. As per the plan, Trump and Modi will first visit the Sabarmati Ashram, which served as the epicenter of the country’s freedom struggle during Mahatma Gandhi’s stay there. From the Sabarmati Ashram, the two leaders will take the SP Ring Road via Indira Bridge near the airport to reach the cricket stadium in Motera. Authorities believe that over one lakh people are expected to line up along the 22-km route of the roadshow. The Ahmedabad Municipal Corporation has left no stone unturned to make the roadshow a memorable experience for the dignitaries as well as people of Gujarat, Nehra said. “The civic body has invited artistes from across the country to perform during the roadshow. Trump, accompanied by wife Melania Trump and a high-level delegation, will arrive in Ahmedabad around noon on February 24 for a little less than 36-hour-long trip. From Ahmedabad, he will travel to Agra before arriving at the national capital for the main leg of the visit. Chief Minister Arvind Kejriwal and his deputy Manish Sisodia are likely to give a tour of the school to the US first lady and brief her about the “happiness curriculum” introduced by the Aam Aadmi Party (AAP) government, the

sources said. The Delhi government introduced the happiness curriculum in July, 2018. As per the curriculum, students studying in classes 1-8 at Delhi government schools spend 45 minutes every day to attend “Happiness Classes” where they participate in exercises such as storytelling, meditation and question and answer sessions. Similarly, for nursery and KG students, the classes are held twice a week. In Ahmedabad, President Trump will address the ‘Namaste Trump’ event jointly with Prime Minister Narendra Modi at the newly built Motera cricket stadium. After the event, the US President and the First Lady will visit Agra, where they will spend about an hour at the Taj Mahal before the sunset. President Trump will then depart for Delhi. On the morning of February 25, Trump and the First Lady will be accorded a ceremonial welcome at the forecourt of the Rashtrapati Bhavan. From there, they will go to Rajghat to pay homage at the ‘samadhi’ of Mahatma Gandhi. It will be followed by restricted and delegation-

Kohima will shine

ohima is the capital city of Nagaland with a resident population of 99,039 (2011 census) and also the second largest city after Dimapur, in the state. According to other sources, the present population is approximately 1.15 lakh. Kohima occupies an important place in the history of the Second World War. It was in Kohima that the beleaguered allied force of only 1500 stood against the waves of attacks launched on April 4 by 15,000 battle hardened Japanese forces under Lt. Gen. Sato. The very fact that the handful were able to hold on against waves of attacks by ten times the number of Japanese forces, gave time for reinforcements to arrive. Finally the allied forces dealt a fatal blow on the Japanese forces and turned the tide of war and that is history. In 2013, the National Army Museum of London, voted the ‘Battle of Kohima’ as the “Stalingrad of the East” because the fighting was so intense. Kohima still evokes a deep sentiment among war veterans be it allied of Japanese. Over the decades Kohima experienced a fast-paced development.The picturesque hilly town could not meet the demands of a burgeoning population of migrants from various parts of the state. Today, the civic amenities of the capital city is managed by the Kohima Municipal Council which has 19 wards administering over 22,312 houses.The rapid development of Kohima has been imbalanced and led to ghettoization. This is a challenge but Kohima still maintains its special aura as the metropolis of the Nagas. It also has communities from various parts of India too. Unfortunately, in recent times, the criteria on ‘Liveability’ has earned Kohima as the dubious distinction as the second most ‘unliveable’ city in India. Any city that has fulfilled, to a greater extent, criteria which promote the socio-cultural, economic and mental wellbeing of citizens so as to improve the quality of life of citizens is an important objective of the current urban missions of Indian cities, such as of the Smart Cities Mission and AMRUT. To make Indian cities at par with international standards, the Ministry of Housing and Urban Affairs (MoHUA) has adapted a global concept through ‘Ease of Living Index 2018’. According to Kovi Meyase, CEO Smart City Development Limited, the reasons for Kohima being tagged as the second most unliveable city was due to lack of awareness among government agencies as well as citizens, lack of co-ordination between departments, lack of data in the departments and late submission of data which delayed compilation, sorting, and final uploading. Kohima performed relatively better in the social pillar with an overall score of 7.75 (or 31%) out of 25 points. Again in the cleanliness index, Kohima is ranked fifth under Swachh Survekshan 2019 among capitals of the north east and 382nd nationally. Kohima precedes Agartala (national rank 367) at sixth, Shillong (national rank 394) at seventh, and Aizawl (national rank 398) at eight positions, according to Swachh Survekshan 2019, results of which were declared on October 2, 2019. Perhaps the SCDL will undertake a serious effort to coordinate with all agencies and mainstream the potential of citizens of Kohima in all the criteria and fight back to win, like how the handful of defenders made history at Kohima, against all odds.

In this passage, after having said these wonderful things to His disciples, we might have expected our Lord to tell them to go away and meditate over them all. But Jesus never allowed idle daydreaming. When our purpose is to seek God and to discover His will for us, daydreaming is right and acceptable. But when our inclination is to spend time daydreaming over what we have already been told to do, it is unacceptable and God’s blessing is never on it. God will take the initiative against this kind of daydreaming by prodding us to action. His instructions to us will be along the lines of this: “Don’t sit or stand there, just go!” If we are quietly waiting before God after He has said to us, “Come aside by yourselves…” then that is meditation before Him to seek His will (Mark 6:31). Beware, however, of giving in to mere daydreaming once God has spoken. Allow Him to be the source of all your dreams, joys, and delights, and be careful to go and obey what He has said. If you are in love with someone, you don’t sit and daydream about that person all the time— you go and do something for him. That is what Jesus Christ expects us to do. Daydreaming after God has spoken is an indication that we do not trust Him.

Paradox of Naga society; Joking the fact

agaland is a place where it does not need pesticides or insecticides because its inhabitants consume everything that flies and crawls except airplanes and automobiles. With this available ability Nagas can be trained to contain the existing corruption virus. Fraud and bribery are alien to Nagas because they understand them as necessary evils in order to gain status in society. Besides, public funds mean nobody’s: a single factor that keeps the populace under-developed and impoverished and developmental works executed cosmetically. Evil doers and fraudsters easily go unpunished in Nagaland because all frauds committed are blamed on a devil or an alcohol inside them and that clearly demonstrates our extreme attitude of indifference to wrong things happening around us. Devil does not exist. The only devil can be a human being. High time culprits are booked and punished then we shall see peace and progress in the State. Till today no Chief Minister had any roadmap for various departments so the only random road that is followed by him and his Ministerial colleagues is the path of ‘piece meal exercises’ and no piece meal exercises can lead the state to progress except injudicious use of public funds. There is no statistics more generous and prosperous than ours because according to record everything is near surplus. For instance, Nagaland Government has irrigated more than the area of the State while the remaining areas not covered by it are filled with fisheries and numerous other ghost projects. Above all, the most accommodative statistics is the voters list because it includes zerox copies of the living and the dead. Nagas talk so much about

ll human beings are prisoners of time. From the moment we are born to the time of our deaths, all our human activities are dictated by time. All our lives follow a pattern of a time when we have to get up in the morning do our works, sow our seeds, reap our harvests go back to sleep- over and over again until we die. And the time spans of our own individual lives are just a speck in the larger framework of time where others too have lived long before us and still others will go on living after we are all gone. But taking all of human history into consideration, in what year-in terms of seconds, minutes and hours or day-did time as we know it, actually begin? Modern scientists like Einstein with his theory of “The Law of Relativity” and Stephen Hawkins with his theory of “Black Holes”oles”Holes have also grappled with this question and have died without giving us any concrete scientific conclusions. Then we also have the many other scientists who will date their data’s as going back into millions and billions of years in the past with no specific date or year as the beginning of their dates. We also have the Gregorian calendar of dating history in terms of AD and BC. AD (anno domini) in Latin, means “In the year of our Lord.” This time frame is based on the date of the birth of Jesus Christ as A.D.1. From this A.D. 1, we go backwards to B.C.1 (Before Christ) and go on and on backward denoting years that had taken place before the birth of Jesus. Modern scholars now have created another two terms called CE and BCE to denote “Current

If standard of education is measured only by divisions then we need to open a special school/college exclusively for third division holders because no schools/colleges want to give them admission. There should be only first and second divisions while third divisions must be declared failed. In point of fact, success of an individual does not depend on divisions but on his/her deep sense of responsibility in life. Education and Roads are

For example when scientists say that Dinosaurs had inhabited the planet earth for more than 280 million years and that 65 million years ago, they completely disappeared from the face of the earth due to a meteorite strikes or a volcanic eruptions; are we all supposed to accept these explanations as scientific facts?” Is their time framework of dating the periods of the Dinosaurs rule and extinction based on the Gregorian calendar of taking AD 1 as the year of reference or are they taking some rock samples and dating their dates of millions or billions of years based on their own calculation of the age of the rock samples? Can modern educated man take this rock sample dating devices as absolute scientific facts? As for me, I am not

One understands the absurdity only by its exorbitant prices. Nagaland is a land of tribes but the existence of the other is yet to be noticed for meaningful co-existence. What exists is tribalism nurtured by unfounded suspicion and nepotism. Nagaland is branded as Christian dominated state and we see that only by the mushrooming number of churches and huge attendance on Sundays. But regrettably office and public life from Monday to Saturday is free for all making us pure hypocrites. Hornbill festival is the biggest Naga festival but when a mere hornbill feather is costing not less than a five hundred

rupee and that too the revered bird almost extinct from our land hence the festival be better changed to duck or chicken festival. A Naga politician may not be able to ‘turn water into wine’ but certainly some of them have turned an illiterate into an LDA; someone who has never seen a typewriter, a typist; and an Arts student into a junior engineer fortunately it was not a medicine or ENT doctor. Nagaland is a place for ‘nonsense’ because if you are sensible, instead of acknowledging your wisdom, you are branded as nonsense. If you correct your Boss, you will be reprimanded for being a threat to public interest. This attitude is one of the primary causes for impotency of departments. Israelites made a blunder when their impatience led them to smelt their ornaments into a golden calf for worship. The blunder Nagas make is choosing incorrigible children to become their reverends. There is plenty of money in the state; the only problem is scarcity of change because it is heard only in crores on radio and on newspapers. It is high time, we start thinking and working coin for every coin worth for benefit of everyone. A church is not only a moral house but deals in theology and scripture. These two subjects are most delicate, serious and vital that if misinterpreted can be chaotic. Naga’s approaches to these are so shallow that its effect can be seen in the scarcity of biblical values in our Christian dominated society despite almost a century and a half of propagating the faith. The fact is lack of standard theologates with degree in philosophy as a necessary qualification to study theology has led to shallow teaching and interpretation. When did time begin? a scientist, but I definitely am not going to be taken for a ride by all these modern scientists who are presenting us with dates of so many millions and billions of years as scientific facts. In their view (not supported by scientific data, or some forms of data with many gaps), the universe was conceived 13.8 billion years ago and our planet earth was born 4.54 billion years ago! But the question is: “On what time frame is this age of the universe or the planet earth based on?” The simple answer to this question is: “Nobody in human history-whether Scientists or even Christians know when time actually began.” But though the scientists can romp on with their speculations; Christians have an alternative answer which the scientists do not have. This alternative answer is through revelation as revealed in the Bible through the successive prophets of God and finally the physical incarnation of Jesus into human history. In this context, though I am not a scientist, I am neither a non believer of scientific facts. In actual reality, these scientific facts confirm the veracity (truths) of what the Bible is stating in simple ordinary language. For a simple example, the Bible records that man (Adam), in his physical component, was made from the soil of the earth. On the other hand, science confirms that all the chemical components that are found in the human body like iodine, potassium, nitrogen etc are also found in the soil. The Bible and Science therefore are not contradicting one another. The Bible further says that in the beginning, God created the heavens

and the earth and the earth was separated from the seas. It then went on to state that the seas were next covered with algae and sea creatures. The Bible next records how the birds of the air and the animals of the earth were created until man was finally created from the soil in God’s own image to rule over God’s creation. All these sequences of creation were done so that air breathing, water drinking and vegetable and meat eating man could finally inhabit planet earth. Sci-

Our illiterate forefathers practiced ‘animism’ but valued honesty, respect, hard work and discipline religiously. Today we have embraced Christianity and literate, as well, and religiously practice dishonesty, deceit, selfishness and fraud. That makes us first class civilized rogues from top to the last man in the village. Smokers, Drinkers or a pan chewer are despised as sinners, according to Naga Christians; on the contrary the church does not preach against false bills, dishonesty in offices or public life that is plaguing our society which makes the churches accomplices of these crimes. Nagaland is the easiest launch-pad on earth to heaven because here even if one lives an evil and corrupt life, if one accepts Jesus as ones personal savior, on the brink of death, one will be saved. A false interpretation of the two thieves crucified along with Jesus. Christianity is a calling to a righteous and just life minute by minute, hour by hour and, day-in and day-out. If you are an honest citizen and truly concern in the progress of your society then be critical of your society especially the government of the day. Private schools and their lacunae

The hallmark of a developed society is to focus on their educational system and conduct reviews periodically to enhance and update it and weed out any shortcomings that may hamper its progress. Judging by this yardstick, as we toil to drag our society from a difficult past to a better tomorrow, we also need to look up at our educational system every now and then, which at present and at best, needs a thorough introspection. For the lack of time, space and merit government schools take the backstage and our private schools come for a special mention. While the credit goes to the private schools for their role in shaping up our hopefuls, and that is also the reason why every parent opt for a private school for their wards, even then, there are certain loopholes in theirs which needs a conscious and a sincere look in. For instance, there are some schools who run the whole week except Sundays. Where is the time for the children to rest and recoup? Sunday being occupied on the holy altar. It is too taxing on the poor students without a breather even on weekends. At least two Saturday’s per month (If not all Saturday’s) should be given to the students. After all students are also human beings, and schools are supposed to produce robust human minds not ready made machines. Also private schools should not deviate from their true call and drift towards excessive profit making. This is not to say all private schools are so. There is sincerity in most and this sincerity should prevail all along. But when fees and other charges exceed logic and simple common sense, it is the commoners who suffer and feel the pinch. These beings said, it is only expected that positivity and better sense prevail, and the authorities doesn’t look at the mentioned lacunae with a suspicious mind but rather hope to rectify them with a zeal of a crusader. Lest we forget, by committing to the cause, schools are burdened with the eternal responsibility of shaping up the lives of the students, who in turn will shape up our future. SC issues notice to Centre on fresh pleas against CAA, tags pending ones

New Delhi, Feb 20 (PTI): The Supreme Court Thursday sought response of the Centre on a batch of fresh pleas challenging the constitutional validity of the Citizenship (Amendment) Act, filed by 15 petitioners including Kerala Nadvathul Mujahideen, Anjuman Trust and Dakshin Kerala Jameeyathul Ulema. A bench, comprising Chief Justice S A Bobde and justices B R Gavai and Surya Kant, issued notice to the Centre and others on a batch of 15 pleas and tagged them along with over 150 petitions challenging the CAA. The pleas may come up for hearing in March. The CAA, which was notified on January 10, grants Indian citizenship to non-Muslim minorities -- Hindu, Sikh, Buddhist, Jain, Parsi and Christian -who migrated to India from Afghanistan, Pakistan and Bangladesh till December 31, 2014, following persecu-

tion over their faith. The top court, on December 18 last year, had decided to examine the constitutional validity of the CAA while refusing to stay its operation. While hearing a batch of petitions, the top court had on January 22 made it clear that the operation of CAA will not be stayed and gave the government four weeks to respond to the pleas challenging the CAA. The court had also said that pleas concerning Tripura and Assam as well as the matters related to Uttar Pradesh, which is going ahead with the implementation of CAA without framing any rules, can be dealt with separately. It had also said that the modalities of hearing the batch of petitions on the CAA will be decided in-chamber and the court may fix them for day-to-day hearing after four weeks. President Ram Nath

Kovind gave his assent to the CAB, 2019 on December 12, turning it into an Act. Several petitions have been filed challenging the constitutional validity of the CAA. Among those who have filed pleas are the Indian Union Muslim League (IUML), Congress leader Jairam Ramesh, RJD leader Manoj Jha, Trinamool Congress MP Mahua Moitra and AIMIM leader Asaduddin Owaisi. The IUML said in its plea that the CAA violates the fundamental Right to Equality and intends to grant citizenship to a section of illegal immigrants by making an exclusion on the basis of religion. The petition had alleged that the government’s CAA was against the basic structure of the Constitution and intended to explicitly discriminate against Muslims as the Act extended benefits only to Hindus, Sikhs, Buddhists, Jains, Parsis and Christians.

New Delhi, Feb 20 (PTI): Scores of people from different organisations, including the AISA and the AIDWA, gathered at the Jantar Mantar here on Thursday demanding restoration of Article 370 of the Constitution. They expressed solidarity with the people of Jammu and Kashmir and demanded that the government restore Article 370 and give full statehood to the Union territory. The programme was organised by the AIDWA, AISA, ANHAD, DASAM, DSG, DTF, IPTA, Khudai Khidmatgar, NAPM, NFIW, OBR India, PIPFPD, RYA, Sangwari, SFI and Youth Alliance for Peace. Shabnam Hashmi, an activist, said the situation in Jammu and Kashmir was pretty grim. “All the democratic institutions have crumbled. They (government) have made it a Union territory”.

It is expected to be after the Budget Session and might coincide with Baisakhi, the harvest festival. The Minister for Petroleum and Natural Gas, and Steel, who is on a two-day visit to Chhattisgarh, was talking to reporters on his arrival at the Swami Vivekananda Airport here. Replying to a query about the constant rise in LPG prices, Pradhan said, “This is not true that the price (of LPG) is constantly increasing. This month it was hiked due to the international market. However, there are indications that the prices may come down next month.” During the winters, LPG consumption increases, which creates a pressure on the sector. Mumbai, Feb 20 (PTI): The rupee on Thursday declined by 10 paise to settle at a more than one-month low of 71.64 against the US dollar amid heavy selling in domestic equities and strengthening of the American currency in the overseas market. Forex traders said investor sentiments remained fragile amid coronavirus fears and sustained foreign fund outflows. At the interbank foreign exchange market, the local currency opened at 71.75. During the day, it lost ground and touched a low of 71.80 and finally settled 10 paise lower at 71.64 against the US currency, a level not seen since January 8. The rupee had settled at 71.54 against the US dollar on Tuesday. Forex market was shut on February 19, on account of Chhatrapati Shivaji Maharaj Jayanti. “Indian rupee recovered early morning losses following Asian peers. Foreign fund inflows, dollar selling by state owned banks and stable crude oil prices also supported the rupee,” said V K Sharma, Head PCG and Capital Markets Strategy, HDFC Securities. Sharma further said that the near-term bias for rupee is bearish amid stronger dollar vis-a-vis major trading currencies. On a weekly basis, the rupee lost 33 paise. Sanyal’s suggestion comes in the backdrop of multiple steps taken by the RBI to improve supervision of shadow banks after a liquidity crisis engulfed the sector post IL&FS collapse last year. Beijing, Feb 20 (PTI): The death toll from the coronavirus epidemic in China has climbed to 2,118 with the death of 114 more people, while the overall confirmed cases increased to 74,576, Chinese officials said on Thursday. C h i n a ’s N a t i o n al Health Commission (NHC) said the new confirmed cases declined to 394, registering the biggest drop since December when the first case was reported in Wuhan city in the central Hubei Province. The NHC said on Thursday that it received reports of 114 deaths on Wednesday from 31 provincial-level regions. The overall confirmed cases on the Chinese mainland reached 74,576 and 2,118 people died of the deadly disease. he year of 2020 marks the year that The Strokes, born in 1998, are, in terms of their collective moniker, finally old enough to drink alcohol in the US. To celebrate? They’re having a party in the shape of a comeback; the kind that those of us who made fake IDs in order to mosh to ‘Last Nite’ have waited for since 2013’s ‘Comedown Machine’. The Strokes defined the noughties, stoked the indie revival flames of the ’10s and, based on what we’ve heard so far from upcoming album ‘The New Abnormal’, are already on their way to dominating the ’20s. Last week the first

track from the new album dropped the celestial synthled and drum-less ‘At the Door’. It teased the new era in the way that indie teenagers proudly reinvent themselves: just a bit darker, moodier, quieter. The journey towards ‘The New Abnormal’ began with vague statements in 2016: sporadic quotes of a “vibe” and mutterings of writing “slowly but surely”. New songs peppered shows without any proper fanfare – ‘The Adults Are Talking’ first played last May, ‘Ode to the Mets’ on New Year’s Eve – clearly saving the big guns, confident it would be worth the wait.

‘Bad Decisions’ is here to remind long-time Strokes fans why they have stayed loyal for so long. It’s ‘Reptilia’ levels of fun, if a touch less confrontational and more eager to please. new study of wild chimpanzees shows that even our closest animal relatives are mama's boys. Researchers found that males whose mothers were in their lives from the ages of 10 and 15 had a higher survival rate compared to those who lost their moms before they finished puberty. Data shows that females leave their birth families behind at puberty, but young males stay longer and form more lifelong bonds with their mothers. The young chimps may be sticking around to learn necessary skills from their mom, such as how to avoid predators or forage for food. 'Chimpanzees (Pan troglodytes) are long-lived mammals with a protracted period of immaturity during which offspring continue to travel with their mothers,' reads the study published in the journal Behavioral Ecology and Sociobiology. 'Here, we use over 50 years of demographic data from two communities in Gombe National Park, Tanzania, to examine the survival and longevity of both male and female chimpanzees that experienced maternal loss during three different age categories.' Primatologist Jane Goodall began observing the Tanzanian wild chimps in the 1960s. She made notes on things like births, deaths, families and how the animals interacting with one another. Now, a team from Franklin & Marshall Collage has gathered this data

that includes information on 247 chimpanzees to understand the impact of having or losing a mother at different stages of their lives – the team collaborates with researchers at George Washington University and Duke University for the study. Timo Werner scored from the penalty spot in the 58th minute after Ben Davies had fouled Konrad Laimer, but the final score could have been far worse for Jose Mourinho’s side had the visitors converted a string of early chances. RB Leipzig were totally dominant in the first half, pinning the hosts back and carving them open repeatedly, only to be thwarted by a combination of their own wasteful finishing and Hugo Lloris’s sharp reflexes. Liston Colaco’s brace and Marcelinho’s brace and a goal by Mohammed Yasir helped the visitors end the season on 10 points, one point more than worst-ever tally by Chennaiyin last season. of tournaments, including the Indian Wells and the French Open and stated that he is gearing up for the grass court tournaments that come after the clay court Grand Slam. “My right knee has been bothering me for a little while. I hoped it would go away, but after an examination, and discussion with my team, I decided to have arthroscopic surgery in Switzerland yesterday,” said Federer. “After the procedure, the doctors confirmed it was the right thing to have done and are very confident of a full recovery. As a result, I will unfortunately have to miss Dubai, Indian Wells, Bogota, Miami and the French Open. I am grateful for everyone’s support. Karachi, Feb 20 (IANS): Pakistan batsman Umar Akmal was on Thursday suspended by the Pakistan Cricket Board (PCB) with immediate effect under its anti-corruption code. In a media release, the PCB stated: “The Pakistan Cricket Board today suspended Umar Akmal with immediate effect under Article 4.7.1* of the PCB AntiCorruption Code, which means he cannot take part in any cricket-related activity pending the investigation being carried out by PCB’s Anti-Corruption Unit.” The board further said that it will not make any further comments as it is an ongoing investigation. The PCB also allowed PSL franchise Quetta Gladiators to apply for Akmal’s replacement in the tournament starting Thursday. In August last year, Akmal had reported a matchfixing offer which was made to him during the Global T20 Canada league. The 29year-old had accused former Test player Mansoor Akhtar, who was part of the Winnipeg Hawks management, of approaching him. He had also said that he had immediately reported the incident to ICC AntiCorruption Unit.

The Spanish champions said in a statement on Thursday they had paid the player’s release clause and he will join the club until June 2024, with a buy-out clause of 300 million euros. The 28-year-old Denmark international will be officially unveiled at the Camp Nou later on Thursday. New Delhi, Feb 20 (IANS): Former Australian Open and Wimbledon champion Mary Pierce has paid a rich tribute to “legend” Leander Paes who will be bidding adieu to tennis at the end of this year. Paes is one of the greatest Indian tennis players of all time. The 46-year-old holds an Olympic bronze medal in singles, which he won at the 1996 edition in Atlanta by defeating Brazil’s Fernando Meligeni. Paes holds as many as 18 Grand Slam titles (eight in doubles and 10 in mixed doubles). By lifting the 2010 Wimbledon mixed doubles trophy in 2010, the Kolkataborn player became only the second man after Rod Laver to win a Grand Slam in three different decades. “Leander Paes is a legend.
