KOHIMA, FEB 20 (NPN): Naga People’s Front (NPF) president, Dr. Shürhozelie Liezietsu was on Monday elected as the new Legislature Party leader of the NPF and ruling Democratic Alliance (DAN) to be the new chief minister of Nagaland. At the NPF Legislature party meeting Monday, 81year old veteran regionalist, Dr. Shürhozelie Liezietsu’s name was proposed by Kejong Chang and seconded by Y. Patton. Later, at the DAN legislature party meeting, except Independent MLA Thomas Ngullie, 58 legislators present elected Dr. Shürhozelie as their leader. Some legislators who attended the meeting disclosed that Dr. Shürhozelie in his acceptance speech admitted that circumstances compelled him to accept the proposal to take over as the CM in order to salvage the party and the people. The legislators disclosed that Dr. Shürhozelie had informed that he might hold office for few months and would pass on the responsibility to the younger

generation. Two legislators who attended the meeting said the speech raised questions as to what was exactly meant by “few months”. Later, Dr. Shürhozelie called on Nagaland Governor, P.B. Acharya and formally staked claim to form the new government. The Governor then appointed Dr. Shürhozelie, the new leader of DAN, as chief minister designate. He was accompanied by T.R. Zeliang, MLAs and BJP unit president Visasolie Lhoungu.
Dr. Shürhozelie would be sworn in as the 17th chief minister of Nagaland on February 22 at 11 a.m. at Raj Bhavan, PRO Raj Bahvan informed. In a brief interaction with Nagaland Post, soon after meeting the Governor, Dr. Shürhozelie said his priority would now be to normalize the current situation in the state. Later, a short prayer meeting was held at Dr. Shürhozelie’s residence where party leaders, Rajya Sabha MP, K.G. Kenye; Ku-
zholuzo Azo Nienu, MLA and well wishers attended. Dr. Shürhozelie, who is also the party president, addressed the party functionaries gathered at his residence. It may be mentioned that Dr. Shürhozelie would be the third chief minister of DAN-III after Neiphiu Rio vacated the seat to become the Lok Sabha MP and outgoing chief minister T.R. Zeliang who replaced Rio. Meanwhile, a press note issued by CMO media cell stated that Dr. Shürho-
zelie appreciated T.R. Zeliang’s “supreme sacrifice for vacating his chair to save Nagas from further turmoil.” “God willing and with the full support of all of you, I will do my best to see that we work together to bring back normalcy to our land and society,” said Dr. Shürhozelie in his acceptance speech. Expressing dismay that a lot of damages were done to the fair name of Nagaland and the economy adversely affected in the past few weeks, he hoped that good sense would prevail so that people could come together and rebuild the society. He also appealed to the people of Nagaland to initiate the healing process giving due recognition to the sacrifice made by the outgoing chief minister. “I cannot do magic even if I take over but I have a strong feeling that together we can achieve our goal, together we can do it,” Dr. Shürhozelie said. He further called upon the legislators to forgive one another and to set aside any differences in order to move ahead for the betterment of the Naga society.

IMPHAL, FEB 20: Campaigns demanding disclosure of the details of the August 3, 2015 framework agreement signed between the Centre and the NSCN (I-M) is gaining momentum even after Union Home minister, Rajnath Singh had assured that Manipur’s territorial integrity would not be compromised and also clarified that Manipur was not mentioned in the Frame work Agreement. All Manipur Students’ Union (AMSU) has been launching a series of demonstration for disclosure of the details of framework agreement since February 15 last. AMSU is pressing the Centre to assure the people of Manipur that the frame work agreement would not
affect the state. Rajnath Singh, who addressed BJP’s election rallies at some places in Imphal and Bishnupur district on Sunday, clarified that the name of Manipur was not mentioned in the framework agreement. He asserted the BJP and Central government have a firm stand on the territorial integrity of Manipur. Despite the assurance of Rajnath Singh, the campaign to make public the details of the agreement continued. United Committee Manipur (UCM) and Committee on Civil Society of Kangleipak (CCSK) have also joined the AMSU in pressing the Centre. The two groups joined hands with a local women body in organizing a public meeting at Khurai in Im-
phal East under the theme “Framework Agreement between India government and NSCN (I-M).” Among others, the meeting resolved to oppose any move of the Centre entering agreement in the interest of a single ethnic group in Manipur. The meeting also resolved to oppose any sort of agreement like “pan-Naga supra-state body.” Further, the meeting reaffirmed that Manipur’s territorial integrity would not be compromised at any cost and any move to do so will be fought tooth and nail. Leaders of the civil society organisations who spoke at the meeting asked political parties in the fray for March election to stand united and pressure Centre to disclose the details.
DIMAPUR, FEB 20 (NPN): Felicitating chief minister-designate Dr. Shürhozelie Liezietsü, outgoing chief minister T.R. Zeliang expressed the hope that under Dr. Shürhozelie’s experienced and leadership people would be immensely benefitted as all issues confronting the state will be solved. According to CMO, Zeliang recalled Dr. Shürhozelie’s contribution as the backbone of the government during the crisis in 2015 when “very strong forces” that tried to dethrone him. The outgoing chief minister also mentioned how he turned to Dr. Shürhozelie for advice whenever he faced problems and also thanked him for being a “fatherly figure all through these tumultuous months.” In his speech, Zeliang cited “some people” who raised issues pertaining to the functioning of the Food and Civil Supplies department which he held and how he successfully implemented the National Food Security Act by reaching foodgrains to the targeted beneficiaries and plugging pilferages. Instead, he lamented the good things done seemed to have been overlooked and instead perceived ‘shortcomings are magnified beyond belief.” Zeliang also hit out at “some individuals and organisations” for the UTurn by opposing election to ULBs with 33% women reservation when they had whole heartedly supported it. He said the supposedly social movement (against certain clauses of MN Act) “took strange directions

when politically-vested interests started to steer the movement.” Zeliang blamed “mobocracy” for the loss of precious lives, injuries to some , loss of government properties and holding public to ransom through bandhs. He rued that while his government’s objective was to safeguard the interest of women in ULBs, Naga women were in the streets as “bandh volunteers” to topple his government. Zeliang said the decision to call for ULB elections was to pre-empt the Supreme Court from giving any judgement that could adversely affect Article 371A. He reminded Nagas of Nagaland that “Naga aspiration issue is beyond Art.371A and 16point agreement and is to be carried forward by the state government till final solution is arrived at.” In his speech he also expressed g ratitude to NPF party rank and file, RS member and “my good friend, long-time colleague of more than two decades, Mr.Neiphiu Rio” for trying to bring normalcy in Naga society when various organi-
sations brought government machinery to a grinding halt. He also thanked NBCC and church denominations and people for their prayer support during the present crisis.
Zeliang appointed as DAN chairman
Outgoing chief minister T.R. Zeliang who occupied the chair for two years, eight months and 26 days (May 24,2014- Feb.20,2017) will not fade away despite having been made to step down as chief minister. He will continue to orbit close to the helm of power as chairman of the DAN government, a post held by NPF president and chief minister-designate Dr. Shürhozelie Liezietsü. Zeliang’s name was proposed by the chief minister designate and leader of DAN legislature party, Dr. Shürhozelie Liezietsu at the DAN Legislature party meeting, which was unanimously accepted by the legislators through show of raising hands, a press note from the CMO media cell sated.
NPCC demands PR, says NPF People’s demand yet has no moral right to rule to be fulfilled: Senden DIMAPUR, FEB 20 (NPN): Nagaland Pradesh Congress Committee (NPCC) on Monday reiterated its demand for imposition of Presidents’ Rule (PR) and early election. NPCC through its media cell said that though PR was the last resort, the present situation forced the Congress party to prefer PR “rather than be ruled by traitors and vultures.” It asserted that the Cabinet decision of January 31, 2017 would go down in history as the “greatest betrayal document”, saying the state government has lost moral support of the people and had no moral right to rule. NPCC maintained that no DAN coalition member was free and clean from the betrayal of the tripartite agreement on ULB election signed on January 30, 2017. The Congress party said rather than singling out T.R. Zeliang and abandoning him, the NPF government should collectively own moral responsibility and gracefully step down for “betraying the people of Nagaland.”
It also stated that the way NPF legislators shifted their loyalty by abandoning T.R. Zeliang to Shürhozelie Liezietsu and rushing to Kaziranga and back to Kohima proved that there was no MLA who stood by ideology, principle or ethics. “They are same as vultures hovering around carcass,” NPCC said, adding that there was huge trust deficit among themselves with nobody above suspicion. In the whole ULB election episode, the congress party said NPF-DAN has proven to be “senseless and numb” by completely failing to understand the feelings and sentiments of the people. “In their mad rush driven by greed and fear, they had exhibited their instability,” NPCC said. Further, NPCC opined that TR Zeliang and his cabinet took collective decision that betrayed tripartite agreement. Therefore, the congress said they should all own moral responsibility and recommend PR instead of defending against imposition of PR.
DIMAPUR, FEB 20 (NPN): Ao Senden joint coordination committee (JCC) on Monday announced that the restriction imposed on government offices and government vehicles has been lifted with effect from February 20. However, Ao Senden JCC convener, A. Bendangnukshi Jamir, and co-convener, N. Bendang Jamir, affirmed that the demand of the Naga people was still yet to be fully realized. Affirming that appropriate plan of actions would be undertaken in due course of time, Ao Senden JCC expressed hope that the citizens would continue to extend support and cooperation. It also stated that the Aos hopefully await the new chief minister to come to a logical conclusion of the remaining demands for the rights of the Nagas. According to Ao Senden JCC, the state government’s “blind decision” to conduct ULB election across the state could have curtailed the constitutional rights accorded to the Nagas through Article 371 (A). It said the Naga public thus stood up against the government decision and fought the battle to protect the rights of the Nagas. Subsequently, it said chief minister, T.R. Zeliang succumbed to the voice of the people and took the right decision of stepping (Cont’d on p-8) down. K Y M C

Dimapur limps back to normalcy after total bandh
Staff Reporter
DIMAPUR: With bandh lifted in Dimapur, people thronged out in numbers with a sigh of relief. Much water has flown under the bridge since January 27 when bandh was first imposed for postponing the ULB elections in the state. With the subsequent chain of events which had claimed lives, destruction of properties and violence, the state of Nagaland had been under a dark cloud. However, with the current political developments taking place and the JCC/ NTAC relaxing the bandh for common people, life seems to be limping back slowly and gradually. In Dimapur, people were seen milling around in the market area and other commercial places to leisurely survey their requirements. Although the DC office continues to be under lock and key, the general atmosphere seems tranquil enough. How long the district headquarter can run without government functionaries is another q u e s t i o n a l t o g e t h e r. Government officials are also waiting to start work since so much has been kept pending. A lady government official had this to say:“For us government servants, it is our job to serve the people and take care of the daily administration. When government machinery is not allowed to function, it is the public who end up paying the most. I do hope that with a new chief minister, we can get on with our works for which we are paid salary. It makes me very guilty to sit at home and neglect office work.” A prominent elder said, “Government need to get back to functioning and the demand of Naga public for reviewing the Municipal Act in the ULB election must be seriously undertaken by government. It was for this and other reasons that public had turned volatile and the core problem must be handled with utmost sincerity by the government.” On being asked about how he felt at the lifting of the bandh, a resident of Duncan Basti exclaimed, “It is like being set free
from prison out of my own compound. I can now go about my normal activities. As a pensioner, I go to the gym for workout which has suffered in the last ten days or more. Apart from that, I do carpentry work and I had not been able to purchase some timber requirements due to the bandh. Now, I can resume with my half finished cabinet for the kitchen!” School children looked happiest as they went about with confidence lacking ever since the bandh was imposed. Shopkeepers are back to normal transaction of business and although they may not be able to cover their lost profits, they are relieved to be back to their livelihood routine. A vegetable vendor was busy peeling off old layers on his cabbages and rueing the loss of commerce due to bandh. People are hopefully awaiting the new installation of chief minister and some even expressed that there should be no further disruptions in governance. One passer-by remarked, “There is hardly less than a year for the next general elections and I think that politicians should not be too ambitious, r unning helter-skelter looking for plump positions. If the new ministry is to be headed by someone else, let it continue peacefully. Too much has been seen by the public and at this point, safety and peace of the people is most important. Personal ambitions should be left aside and the majority party should not be divided. No further division or disruption
should take place.” Another person said, “In future the politicians must always remember this episode and try to be good leaders for the people who had elected them to power. There has been too much corruption and mismanagement in affairs of the state and it is high time that such practices should be curbed”. An ‘ordinary housewife’, as she claims, who was buying fruits when asked about the current situation in Nagaland remarked bitterly, “what does it matter for us common people who live by the sweat of our brows as leaders sit in comfort and pass decisions at their own whims and fancies. What has taken place recently is a lesson for politicians, government officials and public that when any situation reaches boiling point there is bound to be an explosion.” Some are hopeful that the change of guard in government can bring in the desired peace required in the present context of Nagaland. Most people who were queried had a common conclusion, “elections are just some months away and therefore the public as well as the politicians should ensure that the government completes its five-year without any more drama”. Fo r D i m a p u r i a n s and people of Nagaland who had been through a harrowing experience, life must continue and the general feeling in the air is for the much longed-for peace and healing in the land.

Tripura tables Rs 159.56 bn Budget for 2017-18
Agartala, Feb 20 (IANS): Tripura Finance Minister Bhanulal Saha on Monday presented a Rs 159.56 billion Budget for the fiscal 2017-18 with a deficit of Rs 1.98 billion. Like in previous many years, neither new taxes have been proposed nor the existing taxes have been increased in the Budget, presented on the second day of the month-long Budget session of the state assembly. “We have planned to cover the budgetary deficit of Rs 1.98 billion by compressing non-development expenditure, stepping up of resource mobilisation, better tax enforcement and effecting austerity measures,” Saha, accompanied by Principal Secretary (Finance) M. Nagaraju, told reporters later. He said that to increase salaries and pensions of the state government employees, additional amount of Rs 6 billion has been proposed in the Budget. Responding to the state government employees’ and pensioners’ demand for salaries and pensions at par with the central government employees,
the minister said that additional amount has been allocated in the Budget, and “now we would soon come out with a concrete decision”. “Rs 100 per month has been increased for each of the 28 state government sponsored social pension schemes, including state contributions to three national pension schemes. This would involve around Rs 39 crore per year and would benefit 325,000 people,” he said. “The growth in budgetary estimate of the coming fiscal over the current year’s (2016-17) Budget estimate is 4.66 per cent.” The minister said that in the proposed Budget, top priority has been given to education (21.23 per cent of the budgetary expenditure) followed by public works (11.51 per cent), rural development (9.96 per cent), agriculture (5.37 per cent) and health (4.85 per cent). Saha said that to introduce the Goods and Services Tax (GST) from July 1, adequate training would be given to the tax officials and necessary acts and rules would be en-
acted after receiving model GST rules from the GST Council. “The Tripura government has decided to extend the benefit of family pension to divorced daughters of the state government’s pension holder employees.” The Tripura Finance Minister in his hour-long Budget speech said that the infrastructure bottlenecks are the primary barriers in the development of the northeastern states. “No additional funds have been provided in the central Budget for the development of the infrastructure of the region,” he said and urged the central government to allot proper funding to take care of the requirement under state specific development needs and revenue deficit. The minister said that after discontinuation of various central assistance for special category states, including all the eight northeastern states, these states are facing severe financial crunch in implementing projects relating to health, education, rural roads, urban sector schemes.

Blockades choke Manipur’s economy
Imphal, Feb 20 (Agencies): A total of 623 blockades and 15 years on, the direct effects of the intermittent glitches in day-to-day functioning have had a palpable impact on the prices of commodities and poll budgets of political parties. The biggest hit, however, has been taken by the state’s banking sector. Prime Minister Narendra Modi’s ambitious Jan-Dhan scheme, which seems to have stopped short at the foothills of the hill districts, is the biggest casualty. The hill districts are home to over 30% of the state’s population. The Prime Minister’s Jan-Dhan Yojana website states that till February 15, a total of 6,82,816 Jan-Dhan accounts have been opened in the state, which accounts for just 25% of the total population. A key functionary of a state-owned bank said growth of the state’s economy has been sluggish because of frequent bandhs and blockades, coupled with a law and order breakdown due to militancy. “Majority of the people in the remote rural areas, particularly in the hill districts, are not drawn to banking. Several factors have led to his — the remoteness of these loca-
tions, bad roads and an overall poor financial health,” he said. For BJP, which is looking to dislodge the ruling Congress from the seat of power, the focus on “bandh culture” is a priority in its election campaign. “Our slogan is bandh-free, blockade-free and developed Manipur. This culture has to be stopped in its tracks if we are to develop Manipur,” state BJP president Bhabananda Singh said. But there are more than a few challenges when it comes to boosting the state’s economic sector and banking outreach. The state has the highest concentration of unbanked blocks in the country, a majority of which are in interior villages, deprived entirely of banking or financial services. The state also has one of the lowest levels of financial inclusion in the country. A source said the bank branch-to-population ratio is also very poor in the state, which has become a major concern for the government. For a population of 27,21,756 (2011 Census), there are just about 158 bank branches and 199 ATMs. “This is extremely low, and in rural areas the penetration of banks is very poor,” the source added.

His arrest was recorded this morning after the woman identified him, police said. The man had alighted at Ernakulam, while the woman, who was travelling to Thiruvananthapuram, filed the complaint with the Railway police after reaching Thiruvananthapuram. A case under IPC section 354 (assault or criminal force on woman with intent to outrage her modesty) had been registered against Simson. The incident comes close on the heels of alleged abduction and harassment of a popular Malayalam actress in Kochi.
It’s time for people of Mnp to ‘Special package to strengthen security in Arunachal’ throw out Cong govt: Khandu
Pema Khandu Itanagar, Feb 20 (Agencies): Manipur needs a BJP Government for making the benefits of all welfare schemes and development projects accessible to all sections of people including those at the grassroots level, said Arunachal Pradesh Chief Minister Pema Khandu. Further pointing Congress a spent force, Khandusaid, “the general concept of the Northeastern people that Congress is better than other political parties is misplaced.” He went on to claim
that no other Union government has taken up or implemented so many development projects and welfare schemes as done by the incumbent BJP Government. Khandu said “All the Northeastern states have abundant natural resources and Manipur is known all over the world for its rich culture and vibrant sporting tradition. Yet, a large number of educated Manipuri youth remain unemployed.” “Congress party has been in power for the past 15 years which is quite a long time. Now, it’s time for the people of Manipur to throw out the Congress Government,” he stressed, adding, “The UPA government’s Look East Policy has been renamed as Act East Policy because the BJP Government is more interested in translating the ambitious policy into action rather than wasting time in mere rhetoric.”
Rajnath Singh Itanagar, Feb 20 (PTI): Union Home Minister Rajnath Singh today said the Centre has sanctioned a special package for strengthening the security in three eastern districts of Arunachal Pradesh to tackle the insurgency problem there. “The special package for Tirap, Changlang and Longding districts will also include creation of new posts, purchasing of vehicles and equipment for police,” he said addressing the 31st Arunachal Pradesh statehood day programme here. He assured necessary funds from his ministry at
the earliest for construction of over 20 police stations in the three districts and asked the state government to expedite the work. Singh said his ministry was actively considering the proposals submitted by the Arunachal Pradesh government for strengthening the security system in the state. The state government had sent a proposal for setting up of an ITBP battalion here, Singh said adding he had asked his ministry’s officials to immediately examine it. He also assured to sanction a forensic science laboratory in the state. “We will do whatever is possible in the interest of the state for development. There is no dearth of fund. But every penny from the Centre should be judiciously utilised to maintain transparency so that nobody could point a finger. “Developmental fund should be utilised with utmost honesty as the Centre
has been sanctioning honestly for the state’s development. I appeal to the government functionaries to work in the spirit of Team Arunachal to strengthen the hands of Chief Minister Pema Khandu who is embarking on a focussed approach for development of the state,” he added. Referring to the hydro power potential of the state, Singh said a robust connectivity infrastructure was a must to tap the hydro power potential which could be a money spinner for the state. Union Minister of Road Transport and Highway Nitin Gadkari had already announced a Rs 50,000 crore project for roads and bridges for Arunachal Pradesh, which would be sanctioned within the next two years. Four state roads in Arunachal have already been announced as national highways and the state government should send early proposals free from all incumbencies including
KHADC not to grant NOCs to uranium mining projects S hillo n g, F e b 2 0 (Agencies): With the Central government planning to revive uranium mining in Meghalaya, the Khasi Hills Autonomous District Council (KHADC) has taken the side of the student organisations and NGOs opposing Centre’s plans. According to Chief Executive Member of KHADC, P N Syiem, the council has unanimously approved the decision to not grant No Objection Certificate to uranium mining in Meghalaya. On February 8, in a written response to a question in the Lok Sabha, Jitendra Singh, Minister of State in the Prime Minister’s Office (PMO), who is also handling the Atomic Energy portfolio, said that it has already planned to develop the mineral resources at Domiasiat, a village in West Khasi Hills, about 130 kilometres from the state capital, under the name of ‘KyllengPdengsohiong-Mawthabah (KPM) Uranium Mining Project’. Incidentally, in August, 2016, the Meghalaya government revoked its earlier decision that granted permission to the Uranium Corporation of India Limited (UCIL) to conduct uranium explorato-

ry activities in the state. The government had granted the UCIL 422 hectares of land in Mawthabah area of South West Khasi hills in August 2009. However, the Centre, in February 2017, reiterated that the uranium mining activities will be pursued in the state. “Uranium mineralisation in Meghalaya has been found over a large area around Domiasiat, Wahkyn, Lostoin. The project has the potential to generate substantial nuclear fuel for the atomic power plants of the country,” Singh stated while adding that a detailed project report has been approved by the Atomic Energy Commission. Further, the minister wrote that environmental clearance for KPM project has been obtained
from the then Ministry of Environment and Forest in December 2007. “An agreement has also been signed between the UCIL and the land owners of the project site in May 2007 for acquisition of land on annual lease rent basis,” he stated in the floor of the Parliament. On the other hand, the Atomic Mines Directorate (AMD), which takes up exploration of uranium reserves, has already floated a commercial tender for exploration for drilling in Nongjri Plateau in South West Khasi Hills District, Meghalaya on December 27, 2016. Rethink on uranium mining Exploration for uranium in the same region was done by West Bengal-based
Maheshwari Mining Limited in Nongjri since 2007. However, the KHADC was not informed about the mineral that company was looking for, according to Syiem. Although the KHADC granted a trade licence to the company, the details of exploration were missing. “We received several complaints from the local organisations and communities living in the areas. Upon perusal, we found that there were massive discrepancies in the documents presented to the council,” said Syiem. In June 2011, the company was asked to surrender the trade licence for felling large number of trees and polluting the local water by disposing drilling waste in the neighbouring water bodies. The KHADC, which is one of the 14 councils in the six schedule areas in the country, reserves the right to grant permissions to acquire land for different kinds of activities by the government as well private organisations. According to the members of KHADC, as of now, the earlier experience of Uranium mining has forced people, including previous land owners who diverted their land for exploration, to
rethink about the mining of the radioactive element. Rich reserve of sandstone-type uranium On the other hand, according to the AMD, India’s largest and richest sandstone-type uranium deposits are located in Domiasiat and Wahkyn areas of West Khasi Hills district of Meghalaya. So far, nearly 131 km of drilling by completing about 1,800 boreholes has resulted in procuring 16,000 tonnes of uranium ores, accounting 14 per cent of India’s total uranium reserve. The KHADC’s decision is backed by two powerful student organisations— the Khasi Students’ Union (KSU) and the North East Students’ Organisation (NESO)— that have been opposed the Centre’s move to develop large deposits of uranium in Meghalaya. “We had made it clear to the government that we would continue to oppose uranium mining until a common understanding of all stakeholders is reached on the issues and all the apprehensions of the people addressed,” the KSU president Daniel Khyriem said while addressing a press conference in Shillong.
land allocation for early sanction, Singh added. Singh assured that the foundation stone for railway line to Pasighat would be laid soon and the Railways ministry had already announced survey of railway line from BameRuksin-Tezu-Parashuram Kund via Rupai and Marupang to Tawang. The survey would commence soon. To bo o st te l e c o m and IT connectivity in Arunachal Pradesh, work on band line in 5035 km area is on. Ducting has been completed in 2300 km, while cables have been laid in 1300 km. Referring to the aviation sector, the union minister said the Centre had already given 75 per cent subsidy for two MI75 choppers in operation in the state, while subsidy for another small chopper would be approved soon. “Commercial flights will be made operational from Pasighat Advance Landing Ground (ALG) soon,” he added.
Dearest Alomu (Viloto), Many many happy returns of the day. Wish you long life and success in your challenges and endeavours. Have a blessed day. Loving Mom, Dad & Sis.
Pul’s diary to be sent to Centre
ITANAGAR, Feb 20 (Agencies): Days after Kalikho Pul’s wife demanded a probe into the allegations made by the former chief minister in his 60-page note, ‘Mere Vichaar’, before he committed suicide, the state cabinet has resolved to forward the original notes to the Union ministry of home affairs for further investigation by any agency, “as deemed fit”. After holding discussions about the alleged disclosure of ‘Mere Vichaar’, government spokespersons Bamang Felix and PD Sona said the cabinet has come to a consensus about forwarding the matter to a central agency for investigation. After Pul’s notes were allegedly disclosed, his first wife Dangwimsai broke her silence on February 11, seeking a CBI inquiry into her husband’s death. Clearly terming the allegations in the notes as “baseless, false and without any evidence”, Felix said ‘Mere Vichaar’, as the title goes, contains only Pul’s views and cannot be considered a suicide note. On the repeated demand by Dangwimsai for the resignation of chief minister Pema Khandu and deputy chief minister Chowna Mein for a free and fair investigation into the death of her husband, Sona said, “Since there is no sign of foul play, it would not be reasonable for any minister or government official to step down.”

Manipur CM encouraging drug smuggling: Sarma Guwahati, Feb 20 (Agencies): Assam Finance minister and NEDA’s convener, Himanta Biswa Sarma has alleged that Manipur Chief Minister O Ibobi is encouraging drug smuggling instead of promoting trade and economy by taking advantage of the state sharing international border with Myanmar. Himanta stated this while attending flag hoisting ceremony cum political convention of BJP candidate of Konthoujam constituency, Dr Sapam Ranjan Singh, held at Konthoujam Awang Leikai ground, Konthoujam. Himanta further charged state Congress led government as one of the most corrupt which has made a large amount of money for their own pockets through various job recruitments. “Okram Ibobi Singh is expert in playing political drama particularly during the time of election.” “The problems like bandhs and blockades are all his creation.” “What more do the people expect from the Congress government when they have done nothing in their 15 years of rule”, he questioned.
Modi mocks BSP; Mayawati hits back
Jaluan (UP), FEB 20 (AGENCIES): Prime Minister Narendra Modi on Monday mocked at Mayawati’s opposition to note ban, saying the BSP is no longer Bahujan Samaj Party but ‘Behenji Sampatti Party’. At an election rally in Orai region of Jalaun in Bundelkhand region, the Prime Minister said those who deposit wealth for themselves can never solve the problems of people. He also attacked the SP and Congress for criticising the demonestisation decision. “Where has Bahujan Samaj Party (BSP) reached today... When I announced note ban on November 8 last year, arch-rivals SP and BSP, who never see eye-toeye, came together... I was amazed when I launched war against corruption and asked for the details of black money. They came together and all, including the Congress, started speaking the same language,” Mr. Modi said. The main concern of the parties in Uttar Pradesh was not note ban, but that they did not get enough time to stash away the ill-gotten money. “Behenji (Mayawati) alleges that government was ill-prepared... Was it the government or it was you who was not prepared... She said one week should have been given (before implementing note ban)... Mulayam also said the same,” he said. “Money started being deposited in banks all of a sudden (after note ban) and
Narendra Modi and Mayawati (Mayawati) started shouting as why is it only at election time that the account of her brother has been made public... Why is it being discussed that ₹100 crore have been deposited,” he said. “Arrey Behenji discussion not because elections are being held, but because you have deposited Rs 100 crore after note ban... BSP is no longer Bahujan Samaj Party... bahujan toh Mayawati me simat gaya hai... It is Behenji Sampatti Party now. Those who deposit wealth for themselves, can they solve your problem?” he asked. Modi said the BJP’s fight is against scam meaning ‘ghotale’. “I have said SCAM stood for SP, Congress, Akhilesh and Mayawati... There is a leader who is seeing honesty and service in scam and had said for us scam is ‘seva’ do you need such service? You have an opportunity in this election to throw out SCAM from Bundelkhand,” he said, without naming Congress vice-president Rahul Gandhi.

Will transform Bundelkhand like Kutch: Modi
Hitting the campaign trail in the water scarce Bundelkhand, Prime Minister Narendra Modi on Monday blamed the Samajwadi Party, the BSP and the Congress for the backwardness of the region, and promised to transform it like Kutch in Gujarat. Mineral rich Bundelkhand, he said, can change the “fate” of Uttar Pradesh and satellites can help keep a check on illegal mining. “The SP and the BSP have ignored Bundelkhand over the years and these elections are crucial for Bundelkhand...it has to decide whether it has to get rid of the SP and the BSP,” Modi said at an election rally in Orai region of Jalaun. “In five years, we will transform Bundelkhand, which has not seen any development in the last 70 years...mineral rich Bundelkhand can change the fate of Uttar Pradesh, illegal
AAP slams civic body for Mall at health centre New Delhi, Feb 20 (IANS): The AAP on Monday slammed the North Delhi Municipal Corporation for proposing to develop a shopping complex on the premises of a maternity and child healthcare centre in the capital. Maternity and Child Welfare Centre (MCWC) in north Delhi’s Sant Nagar is reportedly in a dilapidated condition. Aam Aadmi Party (AAP) leader Sarita Singh said the while the centre was indeed in a dilapidated state, North MCD was aiming at generating revenue by selling the shops after developing a shopping complex here. “There is no dearth of markets and shopping complexes in Delhi. There is lack of health services but North MCD only seeks to indulge in corruption.
mining has to be stopped and satellites can be used to check clandestine activities,” he said. The BJP had promised that if voted to power, an autonomous development board would be set up for the region and its working monitored on a weekly basis, he said. “Some believe nothing can be done in Bundelkhand...it can be made No.1 in the State...there is Kutch district in Gujarat ...20 years ago if any government staff was posted there, it was considered ‘kala pani’ (Andaman’s Cellular Jail),” he said. Population was dwindling there with no farming and water and people were migrating in search of greener pastures. “But after the earthquake there, we stared working on it and today it is the most developing district in the country. This can be done here too if the intention is right and if one has the resolve. If Bundelkhand has to flourish, it will need two engines to pull it out of the mess — BJP governments in Uttar Pradesh and Centre,” he said.

Swamy slams CBI, ED
Subramanian Swamy and Karti Chidambaram NEW DELHI, FEB 20 (AGENCIES/IANS): BJP leader Subramanian Swamy on Monday alleged that despite the nod by investigating agencies to prosecute former Union Finance Minister P. Chidambaram’s son Karti Chidambaram under the Prevention of Money Laundering Act for his ‘involvement’ in black money and ‘’illegal’’ deal in the Aircel-Maxis scam, the Enforcement Directorate (ED) was not given political sanction to arrest him. To prove his point, Dr. Swamy showed some documents, purportedly showing alleged illegality in the Aircel-Maxis deal. “In 2014, we made a solemn promise to bring back black money stored abroad. The agencies collected a lot of data, but nothing was done”, he said. Chidambaram gave clearance to an ‘illegal deal’ where a Malaysian company was allowed to purchase 100% of Aircel, when the permissable amount was only 74%. “The Maran brothers were put forward as culprits, but the real cul-
prit was Chidambaram”, he said. That Malaysian company, through various other companies, gave a bribe to Karti Chidambaram. Twenty-one overseas bank accounts were opened by Karti Chidambaram. “He has amassed about Rs 6 lakh crore in these accounts. There is a total of about Rs 120 lakh crore stored abroad,’’ he alleged. Karti Chidambaram was already raided by the ED and was summoned thrice to appear before it, but he refused to do so. ‘’Refusing even once is a jailable offence,” he said. It was very easy to blame the Prime Minister on bringing back the black money stored abroad. But with ‘’bureaucratic noncooperation, it is [bringing back black money] very difficult. ‘’The Finance Ministry has a lot of officials like Arvind Subramanian and Shaktikanta Das, who were appointed by Chidambaram. I don’t know why they are being allowed to stay,’’ he said. On Twitter, Mr. Karti Chidambaram responded
BJP leader Subramanian Swamy on Monday alleged that the CBI and the Enforcement Directorate had not taken their probe against Karti Chidambaram, son of former Finance Minister P. Chidambaram, to its logical end, and noted that they had been provided details of his “21 undeclared foreign accounts”. Speaking to the media here, Swamy alleged that one of the 21 accounts was “directly owned” by Karti Chidambaram and the “rest by his companies”. “It is shocking that CBI and ED having been provided the details of 21 undeclared foreign accounts of Karti Chidambaram and of the companies he controls, have failed to proceed,” Swamy said. He alleged that Karti, in his election affidavit for 2014 Lok Sabha polls, mentioned that he had no foreign accounts. Answering a query about the quantum of money in the accounts, Swamy said: “He must have amassed easily a total of Rs 6 lakh crore.” Swamy alleged the Finance Ministry had “favoured” Karti and said he had written to Prime Minister Narendra Modi over the issue.

Vijay Mallya court, which is entrusted with hearing cases under the Prevention of Money Laundering Act (PMLA), had last fortnight approved the ED’s request to issue an order against Mallya under the India-UK treaty. The court approved ED’s request on the basis of the agency’s investigation and attachment of assets in the criminal case where Mallya and his now-defunct Kingfisher Airlines (KFA) are alleged to have defraud-
ed IDBI Bank to the tune of about Rs 900 crore. The move is a fresh blow to the beleaguered businessman as India, through the External Affairs Ministry, recently handed over to the UK an extradition request against Mallya, based on a CBI case in the same offence. The CBI too, is probing this alleged loan default case under the provisions of the Prevention of Corruption Act and relevant sections of the Indian Penal Code. Besides the request under MLAT, the ED has also appended in the dossier the Non-Bailable Warrant (NBW) issued by the special court last year. The 1992 India-UK MLAT has a clause through which the treaty can be invoked in a criminal probe seeking the “transfer of persons, including persons
in custody, for the purpose of assisting in investigations or giving evidence” and it is understood that the ED considers this step a better legal tool than the regular extradition action to get a person under investigation by Indian probe agencies
back to the country. The ED has been wanting Mallya to join the probe in this case “in person” and had issued multiple summons to him but could not get success as Mallya, who is in the UK, never deposed before it.

Caste card in UP
f all states, Uttar Pradesh with 80 seats in the Lok Sabha perhaps holds the key to power, unless the south brings up a potent challenge in giving more than 70-plus seats to a particular party or alliance. For the BJP, it hopes that its 2014 record when it won 71 out of 80 Lok Sabha seats won’t be that bad to give the party a reasonable chance to wrest UP from the Samajwadi Party(SP). Earlier, the BJP was least bothered about Muslim votes, though the community constitutes 20 per cent of the 100-million-strong electorate in the state. But the situation is different today. The BJP is leaving no stone unturned to convince Muslims that the party is genuinely interested in them not like the others such as SP or Congress, who only want their votes in the name of secularism. Caste seems to be again emerging as a major mobilisational tactic in the 2017 Assembly elections in Uttar Pradesh. All political parties realise the importance of caste votes and therefore, tickets are given on the basis of winnability. For instance Dalit votes are sought after by all parties while except for the BJP, all other parties are trying to woo votes of muslims. Though BJP had swept UP during the 2014 Lok Sabha polls winning an unbelievable 71 out of 80 seats. This time, unlike in 2014, there is no wave for the BJP while the incumbent Samajwadi Party(SP) is battling some anti-incumbency factor. In trying to woo Dalits, Modi has of late become an unabashed admirer of Ambedkar the Dalit leader who has been acclaimed as the father of the Indian constitution. among the community. Congress vice-president Rahul Gandhi has been visiting Dalit houses and this remains a feature of his contact strategy. Even the Samajwadi Party, which does not rely on Dalit voters, is not behind in the one-upmanship and its ST/SC cell has got unusually hyper-active holding sammelans for Ambedkar. Chief Minister Akhilesh Yadav recently even promised land for a grand memorial for Ambedkar. Parties in India have their ‘base votes’, i.e. the votes of the caste that is powerful under the leadership of a particular party. While the media seems certain that the SP-Congress alliance will pay good dividends to wrest power, the BJP is also confident that the effectiveness of its propaganda juggernaut and huge pool of resources coupled with the oratorical skills of Modi etc, will see it through at leas, as the party with most seats but not a majority. There is also speculations that in the event of a hung house and the BJP failing to get the majority, the only option would be to take the help of Mayawati to form the government. Mayawati has an old pending CBI case against her and in the event of a political tie up, this could come in helpful for the BJP. This could be a probability but so the likelihood of the BSP winning most seats and wooing other parties to form the government. The voters in UP will be calculating which way to vote in the high decibel campaign that has also roused communal sentiments in this communally volatile state. No matter what any party may said to proclaim their secularist credentials, the campaign tells a different story.
DailyDevotion Initiative Against Daydreaming
Arise, let us go from here. —John 14:31 Daydreaming about something in order to do it properly is right, but daydreaming about it when we should be doing it is wrong. In this passage, after having said these wonderful things to His disciples, we might have expected our Lord to tell them to go away and meditate over them all. But Jesus never allowed idle daydreaming. When our purpose is to seek God and to discover His will for us, daydreaming is right and acceptable. But when our inclination is to spend time daydreaming over what we have already been told to do, it is unacceptable and God’s blessing is never on it. God will take the initiative against this kind of daydreaming by prodding us to action. His instructions to us will be along the lines of this: “Don’t sit or stand there, just go!” If we are quietly waiting before God after He has said to us, “Come aside by yourselves…” then that is meditation before Him to seek His will (Mark 6:31). Beware, however, of giving in to mere daydreaming once God has spoken. Allow Him to be the source of all your dreams, joys, and delights, and be careful to go and obey what He has said. If you are in love with someone, you don’t sit and daydream about that person all the time— you go and do something for him. That is what Jesus Christ expects us to do. Daydreaming after God has spoken is an indication that we do not trust Him.

Rejoinder to press statement of GBs union Peren District
T
he attention of Chakroma GBs Union (CGBU) has been attracted by the press statement of the GBs Union Peren District under the caption “GBs Union Peren District appeals” that appeared on February 18 and 19 and seeing that the said press statement clearly exposes their ignorance to the real issue at hand and is devoid of any logic, the CGBUhereby make some clarification to our brothers at Peren (hope they do not have women GBs) so that they get to know something about the rights for which people all over Nagaland have been tirelessly fighting for. At the outset it is observed that the GBs in Peren are confused and blinded by their partisan politics. It is now obvious that they are die hard supporters of Dr. Surhozelie Liezietsu and T.R. Zeliang. So firstly we would like to point out that the GBs are selected by the people of our village to be their impartial mouthpiece and representatives in the administration and the institution of GBship was in existence long before the present form of government came into being and will continue to exist even if the government ceases to exist. Therefore as the custodians of our customary laws and traditions, the GBs cannot effort to demean ourselves and sell out the rights of our people by involving in petty politics. Secondly, the GBs of Peren seems to be not following the issue on day to day basis but were made to come out with the press statement all of a sudden under the influence of certain politicians. The GB brothers of Peren in their attempt to glorify T.R.Zeliang’s government had said so much about the developments said to have been initiated after T.R. Zeliang took over the chief ministership. But it can be confidently said that most of the developments pointed out were already in the pipeline long before T.R.Zeliang became CM. But the issue we talk about here is not about whose government achieved what, but the present imbroglio is the result of the government’s misconduct and failure to listen to the voice of the people. And the toppling game that the GBs of Peren talk about is a game politicians play and there is little we can
A
n average political soldier, comparatively less exposed to a truly tested or tempered hard-core, cut-throat politics of Nagaland, suddenly got propelled to a position of supreme commander of the State that he had perhaps not even dreamt possible. What really transpired then would qualify as a Nagaland’s version of “Rags to riches” fairy tale that happened as a consequence of a driving discontentment that consumed another privileged human being, who was unable to clearly see through the fog of his over-inflated ambition...despite the unquestioned control he had over his little kingdom. He had become more obsessed with the possibility of a greater power base and a greener monetary pasture in another far away kingdom called New Delhi also known as the Centre. This real intent was politically camouflaged under “helping the Naga negotiated settlement with the Government of India”. Such is an exceptional true story of a real greed for power and money in human nature that extraordinary fairy tales gets woven around. The only difference is that fairy tales of Nagaland never seem to work out to a ‘happily ever after’ conclusion. Does this basic storyline sound familiar? Now let us try to just join the dots... Mr. Nipheu Rio (NR) decided to go to New Delhi as a Lok Sabha MP, vacating his undisputed Chief Minister’s chair. Mr. T R Zaliang
do as GBs, but what is of more importance is that our politicians should listen to the voice of the people whom they are supposed to serve. If the GBs of Peren were observing the events on day tyo day basis from the beginning, which they were expected to do, they will understand that the issue started when the government tried to go ahead with the ULB elections with 33% women reservation. This was strongly opposed by the various tribal hohos as reserving 33% seat for women was against the customs and traditions of the Nagas. The Nagas are not against women fairly contesting in any elections but we are against the reservation policy which will only create divisions in our society. But the government refused to listen to the concerns expressed by the tribal leaders and tried to forge ahead with the ULB election with 33% reservation. Since the government refused to listen to the people’s demand for amending the Municipal Act and tried to force down its monopolistic policy down the throat of Nagas, the different Tribal bodies from all over Nagaland decided to boycott the election. But still then the government tried to muffle the voice of the people. As this deadlock between government and the tribal bodies were continuing without any visible sign of compromise, NBCC tried to intervene and as a result of which a meeting between the government and JCC with NBCC as witness was held at Chumoukedima. In the said meeting it was agreed to postpone the ULB election for two months, but no sooner did the chief minister and home minister reached Kohima, the government took a U-Turn and announced that election would go ahead as scheduled in certain parts of Nagaland. This betrayal by the government angered the people and led to serious confrontation leading to the death of three precious sons and destruction of properties. So now even if the government had cancelled and nullified the elections, since two from among the three were gunned down by the security at T.R.Zeliang’s private residence in Dimapur, the demand of the Nagas is that T.R.Zeliang should own the
moral responsibility and step down from the chair of chief ministership. So here the question of having the support of majority in the house does not arise and that is why, knowing the volatile situation in our state, the leaders at the centre have also reportedly proposed the name Neiphiu Rio to take over from T.R.Zeliang. The statement of the Peren GBs about Banuo Z Jamir becoming the DC of Kohima and later becoming the chief secretary without facing any opposition from any Naga tribes clearly brings to fore their ignorance about the various issues facing our society. We only hope and pray that this is not the voice of the people of Peren. The Nagas at no point of time had objected to women occupying their hard earned position. Banuo Z Jamir became an IAS officer by sheer hard work and brilliance and she has every right to be proud of and occupy the status she deserves. Today we have many women occupying high positions in various fields and as a matter of fact many of them are doing better than men folk for which we should be proud of. Similarly even in the matter of contesting in the elections we are not against them if they are to fairly and equally contest, but the Nagas are only opposing the reservation of seats for women. There should be no confusion about this. Therefore CGBU appeal our GBs Union Peren to please understand that if only the government led by T.R.Zeliang had listened to the people from the beginning, this present unpleasant situation could have been avoided, but it was the adamant attitude of government to hold elections against the will of the people that we are in this mess. It will also be well if the GBs do not demean the status of a village chief by issuing irrelevant statements in the media without knowing the real issue and doing one’s homework. The institution of village headmanship is too sacred to be sold out through our petty politics and therefore the GBs should not utter politically motivated statements and drag in the issues such as the present impasse on tribal lines. CGBU president Thepfukedo Kuotsu and general secretary Atso Gwizan
The last bastion
(From previous issue) The govt. should have known that all decisions and resolutions were useless until and unless they garnered support and consent from the tribal hohos in such a sensitive and delicate issue. Though the Article 371A remains unconquered, will the sanctity and fight for it always remain or would it be under threat again in near future? Just because we have been elevated to a position to legislate some laws, don’t tamper it as history will never forget nor forgive you. Historical perspective about our Naga Identity is one major factor we must always retain in any political or social arena. Public resentment on the hurriedly imposed ULB election only seems to be a natural offspring from the debris of the scams that were accumulated over the past few months. We might have stumbled and fell at times in the past, struggled to cope with distortions and even started to crack under the weight of our own limitations many a times during the short run of rapidly changing situations. The village republic system always has made every Nagas take pride for being an integral part of our decision making. It came under fire and was nearly jeopardized and became a cauldron of insistent emotions and demands. But sometimes we become so persuading of our beliefs and selfevident virtues that we fail to see political turns and twists that sets in. Like Newtonian laws, politics doesn’t change without the new outside forces being applied. There is sure value in prior looking ahead in the windscreen to analyze as things as major roadblocks and bends are clearly visible in advance before things take an unprecedented turns. But somewhat like during the renovation of a house, one must live through several quarters of dirt, noise and mess before the new and the better structure becomes visible. Tribe had always been an enigma to others and a potential point to play divisive politics to their whims. The reasons were obvious as every Nagas no matter whom or what holds their utmost loyalty to their own tribes except for some probable Judas Iscariots who are found in any race. Shakespeare’s greatest plays were his tragedies. In each one, he demonstrated how humans beings fail to rise above their human frailties, including their human impulses. It would be a real tragedy if we Nagas fail to see those writings in the walls by the present 371A in the name of development, progress or modernity. It was not only deterrence but redemption. The unfolding and inescapable reality lately was a signs of things to come and more to come in future. It is an understandable fact that the pace of societal change has far accelerated beyond our capacity of Naga adaptability of social mores and psyche. We are no longer in a world where a community can cocoon themselves and survive alone; nor can our domestics interests prevail
The genesis and nemesis of trz
(TRZ) found himself as the new CM of Nagaland, not by virtue of his own intellectual tenacity but by freak of circumstance. He had just won an impromptu lottery. The problem that then began to plague the system came in the form an expanding vacuum space developing between the ears of Mr.TRZ where his brains ought to have resided. There was very little visibility of governing capability or political craftsmanship from the start. The steadily expanding vacuum in TRZ’s head seems to have been systematically overpowered by the higher image of Indian Rupee denominations of Mahatma Gandhi. Was it thanks to his NonNaga Retired Bureaucrat chief (fincial) advisor? The weather pattern changed for Mr. TRZ the moment Mr. NR discovered that the new pasture that he had hoped to find in New Delhi was less green than the one he left behind. What began as a beautiful spring season for Mr. TRZ suddenly turned to autumn. The leaves started to fall. The majority of the NPF Legislators began rooting for a change of leadership. Tourism momentarily flourished at Niathu Resort with the establishment of Mr. NR graciously hosting the autumn leaves that had fallen from TRZ’s tree. The plan however went horribly awry at Niathu Resort. The NPF political animals in the majority who wanted a change of leadership wanted to also continue in NPF when they
could have so easily split the party and merged with another Party if they meant business...since the numbers were on their side. The essence of cut-throat politics was still off the chart. Meanwhile the Nagaland Pradesh Congressmen representing the insignificant Opposition Bench and idling in the sideline without any source of income discovered their prospecting opportunity to chip in and claim a piece of the pie by tipping the balance in favour of TRZ despite BJP, their proclaimed arch enemy, being in the same paddock. After all, this was Nagaland and being a member of a National Congress Party at the Centre without pocket money in their kitchen was a poor alternative. The turn of events eventually culminated in an ‘opposition-less’ Legislative Assembly with Mr.TRZ still in command and better entrenched than before with all the disgruntled autumn leaves falling back to its original trunk. The erstwhile puppet master Mr.NR was koshered from the NPF Party on a charge of anti-party activity. Mr. TRZ was now technically in command of the Ali Baba Assembly without opposition but was practically not in command. With a non-Naga retired bureaucrat as his chief advisor and confident (perhaps with the talent to show Mr.TRZ all the devious shortcuts to ‘money’ at New Delhi but devoid of real in-depth understanding of the Naga psych) Mr. TRZ began his
reign of trying to go forward engaged in a reverse gear. Within the Naga kingdom, ACAUT was now emerging as the only worthwhile voice of the people in opposition...countering the otherwise desolate opposition-less Assembly. Since all the Legislators were illegally fishing in the same fishery pond of the state exchequer, each of them felt better off not fielding awkward questions in the Assembly. DAN Government was therefore able to conduct the entire serious business of the State in 15 minutes flat by ensuring no questions were raised in the Assembly through a whip. The last session of Nagaland Legislative Assembly was over before it even began. The season for free ‘turkey shoots’ was declared opened. On the 31st October 2013, ACAUT kicked off its first campaign against unabated multiple taxation by various directionless NNPG Factions with an active participation of the State Government doing more than its share of damage. Attempting to clean up the corrupt system through legal process, ACAUT induced the Government to set up a High Power Committee (HPC) to dig out the rot in the system. HPC submitted its findings by June 2015 explicitly cataloguing all the rot through sworn depositions proffered to the Committee. This ‘legal approach’ effort turned out to be a waste of time and money because the Gov-
forever over the realities of progress and emerging concerns. But compromising our timeless traditions of self governance and deep rooted cultural hegemony became threatened when the ULB elections with land and building tax, women reservation came rushing along with it. In a land where people’s voice is a cheap and useless, political decisions and proceedings are sacrificed at the altar of cheap rhetoric; things are unlikely to improve until there is a mob driven catastrophe which is very disheartening. Only then will the eyes of our leadership open. Very often we under estimate the voice of the masses and takes pleasure in overriding them for our vested gains. It will be illuminating if we start realizing our problems and start finding solutions based on people’s will rather than on few leaders who wants to gain political mileage from it. However the challenges remain .In a nutshell, the silent majority who has watched all these have now come together. The Naga pride bestowed by Art.371A was nearly lost by the madness of some overzealous feminists. The sins of omission and commission of the past will always haunt and cast their shadows over the present scenario. Why should some of our state legal mandarins hobnobbing with the government always harp on the Centre’s decision over us? History, in its convoluted logic, will remind us that without the peripheries perhaps there is no Centre. To come to the government’s apathy and adamant attitude it was clearly indifferent which allowed all these problems like a festering wound to ooze out its pus all over the flesh of the land. Despite all these, today the church remains the Last Bastion to salvage our sanity and a much needed healing in our sick land. Therefore it should be the initiator of much needed solutions in times such as this. Let it find a way when even there seems not to be. Searching for moral saviors in this stubborn set of conflicts and troubled hours is never futile but is worth trying which will pay off rich dividends. In such trying times, the church remains only the most potent, influential body and has the capacity to hand the white flag to all the different groups in these warring moments. It must always stand for a negotiated settlement to all disputes and welcome any accord that will reduce violence and conflicts of interests. Let us all regard it lest we may become some sort of an Atheist Republic. The challenges we face today requires a coordinated, concerted and combined efforts which of course again requires us to remember what we were, what we are and what we will be. Let us be strong enough to stand alone, be ourselves to stand apart, but let us be wise enough to stand together when time comes. (Concluded) Jonah Achumi
ernment had no intention of acting on this highly incriminating report of the HPC and is still studying it and will continue to study it till kingdom come. ACAUT then picked up the issue of “backdoor appointment” by filing a PIL in the High Court. The Court had passed down a verdict for Government to put a stop to this malpractice. The apathetic Government had shown very little respect for even the legal directives of the Court because immediately thereafter, Dr. Shurhozelie Liezietsu (DSL) the NPF Party President flashed off an official party advice to the Cabinet to regularise all
the ad-hock backdoor appointees who had completed a minimum of 3 years of their questionable service citing a political reason that the Party was likely to lose votes in the coming election if this was not done. Should DSL become the next Chief Minister we can be sure of the fate of the “Backdoor appointment” issue. Mr. ‘Merit’ is likely to politely be shown the door. That more-or-less would describe the health of the rule of Law in Nagaland. (To be concluded) Khekiye K. Sema IAS (Retd.); Upper Forest Colony; Kohima; (kksema@gmail.com)

Subject:- An appeal to end the ongoing economic blockade and to device another alternative way which is humane. Sir, With brotherly love and high respect of you, I am writing this letter to you for a concerned matter relating to the ongoing economic blockade in Manipur. While imposing economic blockade in Manipur State in connection with a political issue is inevitable, according to my personal conviction, it is the way of inhumanity which is against the will of God and God will not listen to the prayer of the people to intervene in and the outcome of it in the long run will not be a healthy one. In view of this, my humble appeal to you is that you review the ongoing action and take an alternative way which is constructive and healthy. Rev.L.Suohie Mhasi, (rev.suohie_mhasi@yahoo.com)

SC may refer Sabarimala case to Constitution Bench
Sabarimala Temple in Karela
shrine, to suggest legal questions which the threejudge Bench would formally refer to the Constitution Bench to answer. The Bench said the 1991 High Court judgment upholding the restriction is no bar on a Constitution Bench of the Supreme Court from deciding the issue afresh. “We are not bothered by the principle of res judicata,”Justice Misra responded to senior advocate K.K. Venugopal, who represents the Devaswom Board. Met with objections from the Pandala royal family and several Ayyappa groups that the deity is not “interested” in women devotees of the restricted age bracket from visiting him, Justice Misra said that such arguments, merely based on conjecture without any constitutional basis, cannot be entertained in the Supreme Court. “Deity’s interest is a hypothesis which we do not want to comment on now. It is not within our domain. God is everywhere, in every atom,” Justice Misra remarked. “But the deity is a perpetual minor; the case cannot be decided without considering his interest,” advocate V.K. Biju, appearing for president of Ayyappa Dharma Sena Rahul Easwar argued.
Justice Misra orally observed that the primary questions which the larger Bench would have to answer is whether the restriction is a “permissible practice”; whether the devotees visiting Sabarimala form a religious denomination; thirdly, who is the competent authority to decide on whether the restriction comes within the ambit of ‘custom’; and, fourthly, whether such a ‘custom’ comes under the constitutional principles. Senior advocate Jaideep Gupta, appearing for the Kerala government, said the restriction on women was not “necessarily a custom”. The court said that another aspect that may have to be decided was whether the freedom of a denomination to manage their religious affairs under Article 26 should yield to the freedom of conscience and religion under Article 25 of the Constitution. Venugopal argued that the worshippers of Swami Ayyappa form a denomination and their “denominational rights should get primacy”. He pointed to the 1991 judgment of the High Court, which has not been challenged in the Supreme Court, and observed that the principle of res judiciata did indeed apply to the case.
New Delhi, FEB 20 (AGENCIES): The Supreme Court on Monday indicated that it will refer the Sabarimala temple entry restriction on women of a certain age to a Constitution Bench. It said the main issue to be decided is whether the multitude of worshippers of Swami Ayyappa visiting the famous shrine in Kerala form a separate “denomination”, and if so, should their privilege to manage their religious affairs yield to the fundamental rights of women to practise religion freely. The temple restricts women aged between 10 and 50 from taking the pilgrimage to Sabarimala – which means women are banned from even making the arduous trek to the shrine. The restriction finds
its source in the legend that the Sabarimala temple deity – Swami Ayyappa – is a ‘Naishtika Brahmachari’ – and should not be disturbed. A 1991 Kerala High Court judgment supports the restriction imposed on women devotees. It had found that the restriction were in place since time immemorial and not discriminatory to the Constitution. On Monday, a threejudge Bench of Justices Dipak Misra, R. Banumathi and Ashok Bhushan reserved its judgment on the question of referring a batch of petitions challenging the temple’s restriction to a Constitution Bench. The court asked all the parties in the case, from various petitioners, women’s organisations, Ayyappa groups, State of Kerala and the Travancore Devaswom Board that manages the

Court seeks CBI reply on Anuj Saxena’s bail tral Bureau of Investigation (CBI) told the court that his custodial interrogation was not required. On February 16, Saxena surrendered before the court and was allowed to be quizzed by the CBI till Monday. Saxena was directed by the Delhi High Court on February 13 to surrender before the trial court. The CBI has alleged that Saxena played a direct role in bribing Bansal to ensure that he does not order a Serious Fraud Investigation Office (SFIO) inspection against his company on charges of illegal
collection of Rs 175 crore from 24,000 investors, diversion of funds to companies abroad and not filing returns on time. The CBI has also alleged that Bansal was dealing with the violations by Elder Pharmaceuticals. Bansal and his 31year-old son Yogesh committed suicide on September 27, 2016 by hanging themselves at their house in east Delhi. His wife Satyabala, 57, and daughter Neha, 27, committed suicide on July 19.
India urges international action against Hafiz Saeed NEW DELHI, FEB 20 (AGENCIES): India on Monday said Pakistan’s action to put Mumbai attack mastermind Hafiz Saeed on terror list is the first logical step in bringing him to justice and ridding the region of terrorism and violent extremism. “Hafiz Saeed is an international terrorist, the mastermind of the Mumbai terrorist attack and responsible for unleashing a wave of terror against Pakistan’s neighbours through LeT/JuD and their affiliates,” external affairs ministry spokesman Vikas Swarup said. “Effective action mandated interna-

tionally against him and his terrorist organisations and colleagues is a logical first step in bringing them to justice, and in ridding our region of the twin menaces of terrorism and violent extremism,” he said.
Swarup was responding to a question on the listing of internationally proscribed terrorist Saeed by Pakistan under the AntiTerrorism Act. Hafiz Saeed, the Jamaat-ud-Dawa (JuD) chief, is at present under house arrest in Pakistan. The Anti-Terrorism Act, 1997 empowers the Pakistan government to mark a person as “proscribed” and to place that person on the fourth schedule on an ex-parte basis. Any violation of the provision of the fourth schedule may result in imprisonment of upto three years and fine or both.
Friendship between Rahul, Akhilesh enthuses workers Jhansi, Feb 20 (IANS): Once political rivals, Congress Vice President Rahul Gandhi and Samajwadi Party (SP) leader Akhilesh Yadav seem to be sharing great friendship in Uttar Pradesh assembly polls for which their parties have stitched an alliance. The “chemistry” between these two is reflective in the election rallies where both leaders look in sync with each other whether it is the body language or the crowd pulling tactics. The assembly polls are underway in India’s largest state. In one such rallies in Jhansi where Rahul Gandhi landed in a helicopter, the Congress leader waited for half an hour for Akhilesh Yadav only to go to the stage together. When the duo reached, it looked as if they were from one party. Though their outfit was different, their style was alike. While the Samajwadi Party leader wore white ‘kurta-pajama’ which was suggestive of him trying to establish himself as a rural leader, the Congress scion was in jeans and kurta with a scarf around his neck bearing his party’s symbol. They were complimentary to each other in their
speeches, seeming to have been scripted by one. The outgoing Uttar Pradesh Chief Minister said bicycle -- the SP’s electoral symbol -- had gained speed while Rahul Gandhi remarked their friendship had changed the mood of Prime Minister Narendra Modi and made him sweat. The workers in both parties are enthusiastic over the bonhomie. “It is not difficult to change the course of politics when young leaders of same age join hands. It’s inspiring for youths as well,” Samajwadi Party leader Singhvrat Singh Yadav said. “While BJP was resorting to communalism and catch phrases, these two talk about development and social harmony. Their togetherness is becoming the need of this state,” he added. “Congress’ ideology is the closest to socialist ideology. The new thinking of

these two leaders will pave way for the progressive development. Their chemistry is great, which is a good coincident,” said Congress leader Ramkumar Shukla.
Stop endorsing ‘donkeys of Gujarat’: Akhilesh to Big B
Meanwhile Uttar Pradesh chief minister Akhilesh Yadav on Monday had a piece of advice for Bollywood actor Amitabh Bachchan: “Don’t advertise for the donkeys of Gujarat”. Without taking any names, the chief minister
referred to the advertisement in which Bachchan, the brand ambassador of Gujarat tourism, is seen inviting people to the state’s Wild Ass Sanctuary located in Little Rann of Kutch. “Ek gadhe ka vigyapan aata hai. Main iss sadi ke sabse bade mahanayak se kahunga ke ab aap Gujarat ke gadhon ka prachar mat kariye (There’s an ad on TV which shows donkeys. I appeal to century’s biggest star, please stop endorsing the donkeys of Gujarat),” Akhilesh said.

New Delhi, Feb 20 (IANS): The Congress on Monday backed out from approaching the Election Commission (EC) against Prime Minister Narendra Modi’s controversial “graveyard and cremation ground” remark. While senior Congress leader Anand Sharma said the EC should do its own work on the issue as it had the constitutional mandate, the party’s head of legal cell K.C. Mittal said due to “unavailability of some senior leaders”, the move was cancelled. “The EC should think what action they would take on Modi’s speech. It is not an ordinary institution. They have a duty to discharge. They had themselves warned before the elections that they will not allow this kind of campaign, which is divisive,” added Sharma. Sharma added that Modi should not provoke people and use language which is unacceptable. However, Mittal told IANS that there were some difficulties which led to the cancellation of the Congress move to approach the EC. “The meeting got postponed. Today (Monday) it was not possible, there were some difficulties, we’ll see it later.

Sonal Varma said in a research note. The report further noted that the process of remonetisation appears to be progressing well and transaction demand is expected to stabilise by the end of March. “Currency in circulation stood at 7.2 per cent of GDP as on February 10, up from a low of 5.9 per cent on January 1 and we expect a ratio of close to 9 per cent by the end of March, which should help stabilise transaction demand,” Varma added. Nomura expects GDP growth to slow from 7.3 per cent in third quarter (July-September) of 2016 to 6.0 per cent in Q4 (October-December) and to 5.7 per cent in Q1 (JanuaryMarch) 2017.

crore polypropylene plant is already under construction with September 2017 as the target date for commissioning. It remains to be seen if IOC can stop the project midway. In the December 29, 2016 notice, Odisha government has asked why the fiscal incentives like 11-year deferment of sales tax on petroleum products sold in the state should not be withdrawn considering that the Rs 34,555 crore refinery was delayed by over six years. Sources said the state government had in February 2004 signed an agreement with IOC to give fiscal incentives for setting up a 9 million tonnes a year oil refinery at Paradip by 2009-10. However, the project was delayed and started only in early 2016.

in a political cross-fire as Oil Minister Dharmendra Pradhan, who hails from the Odisha, and the state government are involved in a high pitched political battle. BJP is looking to capture power in state in 2019 assembly elections. Sources said IOC is telling the Odisha government that it is reconsidering its investment plans because of the withdrawal of 11-year deferral of VAT on petroleum products sold in the state. Investment plans also included projects to improve petrol and diesel quality to Euro-VI standards by 2020. If the investment does not take place, IOC will have to look for a market for fuel outside India as no petrol and diesel of lower quality can be sold within the country. Also, the Rs 3,500
New Delhi, Feb 20 (PTI): State-owned IOC has threatened to reconsider plans to invest Rs 52,000 crore on expansion of Paradip refinery in Odisha and setting up a petrochem project as the state government is withdrawing tax sops. Following BJD-led state government decision to roll back tax sops because the project was delayed by six years, the company is now threatening to reconsider future investment plans, sources privy to the development said. NEW DELHI FEB 20 (PTI): A 24-year-old woman from Manipur was allegedly raped by a man near Delhi’s Hauz Khas village, police said on Monday. The incident happened Sunday night when the woman, who belongs to Manipur, was returning from a party in Hauz Khas village along with her friends and cousins, said a senior police officer. The woman told police that around 11.30 PM she was offered a drop home by an unknown person. He apparently told her that his vehicle was parked at some distance near Deer Park. The accused, thereafter, on the pretext of guiding the woman, led her to an isolated stretch in the adjoining park area and allegedly raped her. Not in Iraq to seize oil: Mattis
The new Pentagon chief and US Secretary of Defence, James Mattis (C), arrives in the Iraqi capital Baghdad, on February 20, 2017. Trump has acknowledged that Mattis did not agree with him about the usefulness of torture as an interrogation tactic but, in a sign of Mattis’ influence, said he would defer the matter to his defense secretary. Mattis has also been more critical than Trump of Russian President Vladimir Putin, and distanced himself from Trump’s labeling of the media as “the enemy of the American people,” saying he had no problems with the press. A retired Marine general who led American troops in Iraq, Mattis has also sought an exemption
from Trump’s travel ban for Iraqis who served with U.S. troops, including translators. He said he had not seen a new executive order which the administration is considering. “But I right now am assured that we will take steps to allow those who have fought alongside us, for example, to be allowed into the United States,” Mattis said.

Malaysia summons N. Korean envoy as Kim killing row deepens
CAIRO, FEB 20 (AGENCIES): An Islamic State affiliate in Egypt has released a new video showing suicide bomber who attacked a church in December and vowing more attacks on country’s Christian minority. Ambassador Kang Chol last week told reporters outside the morgue where Jong-Nam’s body is being held that Malaysia was being pressured by South Korea in a bid to defame its northern neighbour. Seoul has pointed the finger of blame for the attack at the North, citing a “standing order” from Kim Jong-Un to kill his elder sibling and a failed assassination bid in 2012 after he criticised the regime. “The Malaysian government takes very seri-
LO N D O N, F E B 2 0 (IANS): British MPs on Monday will debate US President Donald Trump’s state visit to the UK, amid protests against the trip, a media report said. The debate will take place at Westminster Hall, the BBC reported. It comes after two petitions -- Prevent Donald Trump from making a State Visit to the United Kingdom (1.85 million signatures) and Donald Trump should make a State Visit to the United Kingdom (311,000) -- received more than it was required for such a debate to be considered in Parliament. Marine Le Pen in Lebanon for first head of state meeting BEIRUT, FEB 20 (AGENCIES): France’s far-right leader and presidential candidate Marine Le Pen on Monday met for the first time with a foreign head of state, holding talks in Beirut with Lebanon’s President Michel Aoun. “We discussed the long and fruitful friendship between our two countries,” the National Front (FN) leader said after her 30minute encounter at the presidential palace in the hilltop suburb of Baabda with Aoun, the Middle East’s only Christian president. She said their two countries should be “pillars” in organizing the fight against Islamic fundamentalism. Le Pen said she also discussed the costs of housing refugees. Le Pen, who is leading polls of voters’ intentions for the first round of France’s presidential election on April 23, said they also discussed the refugee crisis in Lebanon, where more than one million Syrians have fled from conflict. tarian aid to keep the refugees in Lebanon. Shunned by European leaders over her party’s stance on immigration and anti-EU message, Le Pen’s meeting with Aoun aims to boost her international credibility. Le Pen is also due to meet Lebanese Prime Minister Saad Hariri, an opponent of Syrian President Bashar al-Assad and Christian Maronite Patriarch Bechara al-Rai, among others. And Spanish Prime Minister Mariano Rajoy told AFP last week that “a victory of the populists would be the end of Europe”, a clear reference to Le Pen’s call for a referendum on France’s EU membership.
Famine declared in parts of South Sudan
J U BA ( S O U T H S U DAN), FEB 20 (IANS): Famine has been declared in parts of South Sudan, where UN agencies warned on Monday that war and a collapsing economy have left 100,000 people facing starvation. The UN Food and Agriculture Organisation (FAO), the International Children’s Fund (Unicef) and the World Food Programme (WFP) also called for urgent action as almost 5 million people urgently needed food, agricultural and nutrition assistance, Xinhua news agency reported. The agencies said famine was currently affecting parts of Unity State in the northern-central part of the country, adding that a further 1 million people are classified as being on the brink of famine. “A formal famine
declaration means people have already started dying of hunger. The situation is the worst hunger catastrophe since fighting erupted more than three years ago,” they said in a joint statement. FAO Representative in South Sudan Serge Tissot said the famine had become a tragic reality in parts of South Sudan. “Our worst fears have been realised. Many families have exhausted every means they have to survive,” Tissot said. “The people are predominantly farmers and war has disrupted agriculture. They have lost their livestock, even their farm-
ing tools. For months there has been a total reliance on whatever plants they can find and fish they can catch,” he added. According to the Integ rated Food Security Phase Classification (IPC) update released on Monday by the government, 4.9 million people -- more than 40 per cent of South Sudan’s population -- are in need of urgent food, agriculture and nutrition assistance. Jeremy Hopkins, Unicef Representative in South Sudan, said over 1 million children are estimated to be acutely malnourished across the country while over a quarter of a million children are se-
verely malnourished. The IPC report estimates that 14 of the 23 assessed counties have global acute malnutrition (GAM) at or above the emergency threshold of 15 per cent, with some areas as high as 42 per cent. The upsurge in violence since July 2016 has further devastated food production, including in previously stable areas. Soaring inflation, up to 800 per cent year-onyear, and market failure have also hit areas that traditionally rely on markets to meet food needs. Urban populations are also struggling to cope with massive price rises on basic food items.

The Malaysian ambassador in Pyongyang has also been recalled to Kuala Lumpur for consultations, the statement said. Police said yesterday they believed five North Koreans were involved in the killing, with four having fled the country on the day of the murder. Officers have already arrested one North Korean living in Kuala Lumpur, an Indonesian woman and her Malaysian boyfriend, as well as a Vietnamese woman. Three more North Koreans were wanted for questioning, police said. The drama erupted last week as Jong-Nam prepared to board a plane to Macau, where he has been living in recent years. Malaysian police say the 45year-old was jumped by two women who squirted liquid in his face. Jong-Nam suffered a seizure and died before arriving at hospital.

MANILA, FEB 20 (IANS): A former Filipino police official has accused President Rodrigo Duterte of heading death squads to kill off detractors during his tenure as mayor of Davao city, a media report said. In a news conference in the Senate, Arturo Lascanas, who served as an officer in the National Police until December 2016, admitted the Davao death squad was real, Efe news reported. Lascanas said Duterte used to pay them “20,000 pesos ($400) for each kill”, and sometimes even 50,000 or 100,000 pesos. However, in October, Lascanas, one of the policemen closest to Duterte in his over 20 years as Davao mayor in the period between 1988-2016, had denied the existence of death squads. The former policeman regretted his earlier statement and called it “all lies” and confessed to his role in some of the killings allegedly ordered by Duterte. He added Duter te gave him 3 million pesos to hire a hitman to kill radio commentator Jun Pala in 2003.

KUALA LUMPUR, FEB 20 (AFP): Malaysia summoned the North Korean ambassador today for a dressing-down over Pyongyang’s attack on its investigation into the assassination of leader Kim Jong-Nam’s brother, deepening a diplomatic row. Five North Koreans are in the frame for last week’s airport killing, drawing a furious response from Pyongyang which has accused Kuala Lumpur of conspiring with “hostile forces” to damage its reputation. Malaysia recalled its envoy to Pyongyang and also summoned the North Korean ambassador to Kuala Lumpur, who was told his accusation was “baseless”, the foreign ministry said in a statement. “The ministry emphasised that as the death occurred on Malaysian soil under mysterious circumstances, it is the responsibility of the Malaysian government to conduct an investigation to identify the cause of death,” it said. The row erupted when Malaysian police rejected North Korean diplomats’ demands to hand over the
Iraqi officials in Iraq. His visit comes a day after Iraqi Prime Minister Haider al-Abadi announced the start of the ground offensive on western Mosul, where Islamic State militants are essentially under siege along with an estimated 650,000 civilians. The insurgents were forced out of the east of the city last month after 100 days of fighting. The U.S. commander in Iraq, Army Lieutenant General Stephen Townsend, has said he believes U.S.-backed forces will recapture both of Islamic State’s major strongholds - Mosul and the city of Raqqa in Syria - within the next six months. The defense secretary’s strategy review could lead to additional deployment of U.S. forces, beyond the less than 6,000 American troops deployed to both Iraq and Syria today. Experts say the Pentagon may also look at increasing the number of attack helicopters and air strikes and bringing in more artillery, as well as granting greater authority to battlefield commanders fighting Islamic State.

BAG H DA D, F E B 2 0 (AGENCIES): The U.S. military is not in Iraq “to seize anybody’s oil”, Defense Secretary Jim Mattis said, distancing himself from remarks by President Donald Trump at the start of a visit to Iraq on Monday. Mattis, on his first trip to Iraq as Pentagon chief, is hoping to assess the war effort as U.S.-backed Iraqi forces launch a new push to evict Islamic State militants from their remaining stronghold in the city of Mosul. But he is likely to face questions about Trump’s remarks and actions, including a temporary ban on travel to the United States and for saying America should have seized Iraq’s oil after toppling Saddam Hussein in 2003. Trump told CIA staff in January: “We should have kept the oil. But okay. Maybe you’ll have another chance.” Mattis, however, flatly ruled out any such intent. “We’re not in Iraq to seize anybody’s oil,” he told reporters traveling with him. His remarks are the latest example of his policy differences with Trump.

Kurt Cobain would have been 50 today
T
he shoulder-length blond hair. The stubble. The youthful face with its permanently weary gaze. Kurt Cobain is still instantly recognisable as one of the most iconic faces of the 1990s, and the most important musician of the grunge scene. It is almost staggering to realise he would now be entering his sixth decade. On the day the Nirvana singer would have turned 50, we look at why he is still influential today and the mark he made on the world of music. His daughter Frances Bean Cobain, who was not even two years old when he died, tweeted a happy birthday message to her father in the early hours of Monday. The band were ahead of their time in attitudes towards inclusivity: Kurt was outspoken on gay rights, homophobia and sexism. He said he wished he’d been gay, just to annoy homophobes, and often wore dresses to protest against sexism. “ We a r i n g a d r e s s shows I can be as feminine as I want,” he told the LA Times, in a jab at the macho undercurrents he detested in rock. “I’m a heterosexual... big deal. But if I was a homosexual, it wouldn’t matter either.” He admitted to spraypainting cars with “God is gay” and was once arrested for graffitiing by police in Aberdeen, Washington State. He may have become the epitome of cool - but Kurt couldn’t care less: “What’s alternative? What’s counterculture? What’s cool? Who knows? Who cares? If chasing cool is important to you, you’re an idiot!”, Kurt said in a 1991 interview.
music, pushing associated acts like Soundgarden, Pearl Jam and Kurt’s favourites The Pixies into the mainstream. But speaking in 1991, Kurt downplayed his own musical talents. “I don’t understand anything technical about music at all. I don’t understand any of it, why you can’t put these sounds together with those sounds. I only know what sounds good to us. “I, or we as a band, never really copied anybody or spent time learning other people’s songs. We were never good enough or had the patience to do it! So we put that energy into putting our own stuff together. We’re from the learn-a syou-play school. We’re still in it.” His performances were legendary: Anyone lucky enough to have seen Nirvana play live would attest to the power of their live performances. But some became remembered for other reasons. When they played at Top of the Pops in 1991, the band were advised to sing live over a pre-recorded backing track. Nirvana decided they’d rather not, thanks all the same. His words still resonate today: Given the cult that has grown around Nirvana’s music and Kurt’s death, it’s easy to forget the star was unusually eloquent and passionate. Dig out some archive interviews and his quotes sound surprisingly contemporary. Others, though, seem chilling with the benefit of hindsight. “I never wanted to sing. I just wanted to play rhythm guitar - hide in the back and just play.” “I definitely feel closer
to the feminine side of the human being than I do the male.” “The duty of youth is to challenge corruption.” “I wanted to have the adoration of John Lennon, but have the anonymity of Ringo Starr.” “I really miss being able to blend in with people.” “Rap music is the only vital form of music introduced since punk rock.” Nirvana’s last album pointed the way forward: Kurt tore himself to shreds worrying about fame and selling out. In Utero, the follow-up to Nevermind, was deliberately abrasive while Nirvana often refused to play Smells Like Teen Spirit in concert. But their MTV Unplugged concert - released as an album after Kurt’s death showed how the band could have survived in the longer term. Nirvana‘s Top 20 mostplayed songs have been revealed on the day Kurt Cobain would have turned 50. Check out the top 20 below: 1. ‘Smells Like Teen Spirit’ (1991) 2. ‘Come As You Are’ (1991) 3. ‘Lithium’ (1991) 4. ‘Heart-Shaped Box’ (1993) 5. ‘In Bloom’ (1991) 6. ‘The Man Who Sold The World’ (1993) 7. ‘All Apologies’ (1993) 8. ‘About A Girl’ (1989) 9. ‘Aneurysm’ (1991) 10. ‘On A Plan’ (1991) 11. ‘Drain You’ (1991) 12. ‘Stay Away’ (1991) 13. ‘Breed’ (1991) 14. ‘Love Buzz’ (1989) 15. ‘Serve The Servants’ (1993) 16. ‘Lounge Act’ (1991) 17. ‘Something In The Way’ (1991) 18. ‘Molly’s Lips’ (1990) 19. ‘Dumb’ (1993) 20. ‘Territorial Pissings’ (1991)

And, for someone who came to be seen as a spokesperson for his generation, Kurt rejected any hype about their so-called “overnight” success (actually five years in the making). “I’m not into ambition or salesmanship, we’re not some new trend. We never meant or tried to be cool, or be a ‘buzz’ band. It never even entered our minds.” The music he wrote inspired generations: It would be easier to list who Nirvana didn’t influence than who they did. Lana Del Rey, Blink-182, Justin Timberlake and Jay Z have all quoted Nirvana songs in their own lyrics, while Weezer once played an entire concert of Nirvana covers. “Cobain changed the course of where the music went,” said Vernon Reid of rock band Living Colour. “There are certain people where you can see the axis of musical history twisting on them: Hendrix was pivotal, Prince was pivotal, Cobain was pivotal.” Nirvana launched a million garage bands - the simple barre chords that open Smells Like Teen Spirit are the first song many guitarists learn - and helped foster a do-it-yourself attitude that now permeates everything from indie to pop and grime. They introduced legions of fans to alternative
parted David Bowie picking up two nominations in British Male Solo and Best Album, and The 1975 picking up a pair too. Who’s going to win at The Brits 2017? Considering last year’s grime resurgence, and the severe lack of recognition at last year’s Brits, expect Skepta to rightfully pick up at least a pair of awards. Plenty of the others are wide open. Bruno Mars is a Brits favourite so he could lined up to win International Male Solo, as are Little Mix, who could grab the gong for British Group and British Single. For the most part the rest are fairly tight, so bet carefully… Who is performing at the ceremony? The 1975, Emeli Sande, Skepta and Ed Sheeran, Katy Perry, Bruno Mars and Little Mix have all been announced to be performing on the night, and they will be joined by a performance by Brits Icon winner Robbie Williams on the night. There are usually plenty more, so stay tuned for further announcements.

Kane opened the scoring for Tottenham in the 16th-minute, with a sharp half-volleyed effort at the far post from Christian Eriksen’s cross from the right flank, following good build-up play by Kieran Trippier. An almost full-strength Tottenham, with Kane, Eriksen, Dele Alli all in Pchettino’s starting eleven, were half a second quicker than their Championship opponents in midfield, and it wasn’t long before Alli was producing the tricks, with two backheel flicks in a matter of minutes on the edge of the Fulham area. Fulham manager Slavisa Jokanovic failed to bolster his left flank at halftime, so it was no surprise that the Eriksen-Trippier combination down the right set up Kane’s second goal on 52 minutes, with the England international sweeping home Eriksen’s chip across the area. And Kane completed his hat-trick on 72 minutes with an emphatic finish.

Konta out of Dubai Duty Free Championships
Johanna Konta
Dubai, Feb 20 (Agencies): British No 1 Johanna Konta has withdrawn from the Dubai Duty Free Championships because of an injury to her left foot. The 25-year-old had last week helped Great Britain’s Fed Cup team qualify for the World Group II play-offs by winning the Euro/Africa Zone Group I in Estonia. However, the British player was forced to pull out due to fitness problems. “I am really sorry to have to withdraw from Dubai. I came here with every intention of playing and I’m really sad I didn’t get to make my debut here, but health has to come first and it’s a long season,” Konta said in a statement from the tournament organisers. “I am really looking to coming back next year and for many years to come. It is a wonderful venue and I have enjoyed my short amount of time here in Dubai.”
Tsonga wins Rotterdam Open title Rotterdam, Feb 20 (Agencies): Jo-Wilfried Tsonga claimed his first ATP title since 2015, battling back from a set down to beat David Goffin to win the Rotterdam Open. Tsonga had lost his last two finals, against Andy Murray in Vienna and Novak Djokovic in Shanghai, but he showed all his battling qualities to come from behind and claim his 13th career single title with a 4-6 6-4 6-1 success in just under two hours. The 31-year-old will take great heart from turning around a disappointing start with a more aggressive and explosive second half of the match to overpower his Belgian opponent - who remains without a title since September 2014. World No 11 Goffin lost to Grigor Dmitrov in the Sofia final last week and has now lost his last six finals since beating Tsonga en route to the trophy in Metz. It was Goffin who dominated the early exchanges with two breaks in the opening five games to open up a 4-1 lead and despite an immediate break back from the Frenchman it was Goffin who claimed the first set. A much improved Tsonga rallied in the second set and dominated behind a full firing serve and with a 5-4 lead he forced two break points and with it two for the set.
Tsonga won came from behind to win in three sets, securing his first title in two years.
Goffin saved the first before Tsonga wasted the second and after two more went begging a fabulous forehand winner brought up a fifth for the world No 14, who levelled the match with a thumping forehand. The momentum stayed with Tsonga in the third after comfortably holding serve in the opening game and pounced for a decisive early break to lead 2-0. With Goffin unable to make any inroads on Tsonga’s ser ve the Frenchman broke again for a 4-0 lead before reeling off a sixth game in succession to move one away from the title. Goffin stopped the rot
with a comfortable hold, forcing Tsonga to serve it out, and he completed the job in routine fashion including a 10th ace of the match to seal the title and a memorable week. His defeat of Goffin means he has beaten three players above him in the rankings with Marin Cilic and Tomas Berdych dispatched in the quarterfinals and semi-finals respectively. “I’m really happy,” said Tsonga after the match. “The last couple of months I put in a lot of effort to come back to this level. It’s a huge reward for me and it gives me new expectations for the rest of the year.”

IPL auction : Stokes bought for record 14.5 cr for the player, who is now revered as the world’s top all-rounder. The 25-year-old, who hasn’t played franchise cricket till date, has a career strike rate of 134 plus while batting and a moderate bowling economy rate of 8.60 in 77 matches. Mills, on the other h a n d , h a s p l aye d 5 5 Twenty20 matches, fetching 63 wickets with a reasonably good economy rate of 7.47. Eight franchises collectively spent Rs 91.15 crore to buy 66 players from a pool of 350 plus that went under the hammer. The accent was clearly on Indian players with as many as 39 of them bagging contracts while 27 overseas players came into the franchises’ roster.
Uncapped players enjoy high bidding
The uncapped Indian players had a field day too with little-known Tamil Nadu left-arm seamer T Natarajan going for Rs 3 crore (USD 448,000) to Kings XI Punjab, a 30-fold hike over his base price of Rs 10 lakh. H yd e r a b a d p a c e r Mohammed Siraj got a deal of Rs 2.6 crore from his local franchise -- the England’s Ben Stokes was bought by Rising Pune Supergiants for a whopping Rs 14.50 crore.
BENGALURU, Feb 20 (PTI): England all-rounder Ben Stokes became the most expensive overseas buy ever, going to Rising Pune Supergiants for a whopping Rs 14.50 crore, even as some unheralded Indian domestic players trumped seasoned names to land lucrative deals at the IPL players’ auction, here today. The second biggest buy at the auction today wa s a l s o a n E n g l a n d player, left-arm fast bowler Tymal Mills, who was taken by Royal Challengers Bangalore for a mindboggling Rs 12 crore. The day cer tainly turned out to be a good one for the England players with Stokes hogging the limelight but Mills wasn’t far behind either. Both Stokes and Mills entered the million-dollar bracket with the former fetching USD 2.16 million and the latter going for
USD 1.8 million. Even Chris Woakes, with Rs 4.2 crore (USD 627,000) deal from KKR, had a good day. Hardhitting Jason Roy, after going unsold in the first round of bidding, was picked up during the second round by Gujarat Lions at a base price of Rs 1 crore. Goenka’s Pune Supergiants entered late into the bidding at Rs 13 crore and clinched the deal at Rs 14.50 crore defeating bids from Mumbai Indians, Delhi Daredevils, Royal Challengers Bangalore and Sunrisers Hyderabad. Interestingly, Stokes’ limited-overs captain Eoin Morgan was taken at a base price of Rs 2 crore (USD 298,000) by Kings XI Punjab. With capable seam b ow l i n g a l l - r o u n d e r s coming at a premium, Stokes was in the wish-list of five franchises, who engaged in tough bidding
Sunrisers Hyderabad. Rajasthan’s left-arm pacer Aniket Chaudhary, who has been a net bowler with the Indian Test squad for some time, also bagged a cool Rs 2 crore (USD 298,000) deal from RCB. Karnataka’s young off-spinner Krishnappa Gowtham got a Rs 2 crore (USD 298,000) winning bid from Mumbai Indians. India discards Varun Aaron fetched Rs 2.8 crore (USD 418,000) from Kings XI Punjab while leg-spinner Karn Sharma was bought for Rs 3.2 crore (USD 477,000) from Mumbai Indians. For left-arm spinner Pawan Negi, it was another hefty pay day as he bagged a Rs one crore deal from RCB starting at a base price of Rs 30 lakh.
Afghan players Nabi, Rashid create history
Mohammad Nabi
Rashid Khan
Afghanistan cricket broke a new barrier when Mohammad Nabi and Rashid Khan became the first from the war-torn nation to be picked in the Indian Premier League (IPL) auction, here today. Both Nabi and Khan players were bought by Sunrisers Hyderabad, for Rs 30 lakh and Rs 4 crore respectively. Five cricketers from Afghanistan were included in the auction for the first time. It was a bit surprising that seasoned all-rounder Nabi was snapped up
at his base price while leg-spinner Khan got the benefit of a biding war between Sunrisers and Mumbai Indians and was eventually sold for eight times his base price. B o t h p l aye r s a r e currently with the national t e a m i n Z i m b a b w e. “Feeling on top of the world, being selected for Team @SunRisers @IPL auction. Tnx for your love & support,” Nabi tweeted shortly after getting the big news. A batting all-rounder who is also effective with

coach Luis Enrique, who was booed by some home fans. The win leaves Barca second in the table on 51 points, one behind leaders Real, who beat Espanyol 2-0 at the Bernabeu on Saturday. Real have two games in hand on both Barca and Sevilla, who are third on 49 points after their 2-0 home win over Eibar on Saturday. Messi put Barca ahead in the fourth minute but Leganes were rewarded for a bold approach which saw them create numerous chances when Unai Lopez
It was definitely much less than last year when Negi’s Rs 8.5 crore deal with Delhi Daredevils had surprised one and all. But being an Indian player proved to be his advantage. For senior Test players like Cheteshwar Pujara and Ishant Sharma, it turned out to be an embarrassment as both went unsold at their base prices of Rs 50 lakh and Rs 2 crore respectively. Irfan Pathan also went unsold at his Rs 50 lakh base price. Among the prominent international players, who failed to find takers, was South African spinner Imran Tahir, currently ranked No.1 in the ICC list for ODI and T20 bowlers.

Messi double keeps Barca’s title hopes alive
BARCELONA, Feb 20 ( Agencie s ) : L i o n e l Messi’s late penalty saw bedraggled Barcelona scrape a 2-1 victory over Leganes on Sunday at a divided Nou Camp as the La Liga champions looked as if they had still not recovered from their harrowing midweek defeat against Paris St Germain. Messi scored both goals, the second coming from a 90th minute spot kick, to earn an undistinguished victory that keeps Barca’s title hopes flickering - but it was another tough night for

levelled in the 71st minute. Neymar won a penalty late on which Messi converted to steal the win for Barca, keeping them within reach of leaders Real Madrid and temporarily easing the pressure on Luis Enrique. The coach had made four changes to his side that had been outplayed in Paris, resting Gerard Pique, Jordi Alba, Andres Iniesta and Sergio Busquets. Yet his side got off to a flying start when Neymar fed Luis Suarez with a through ball into the area
and Messi calmly knocked in the Uruguayan’s cross. Leganes, who are three points above the relegation zone in their first season in Spain’s top flight, kept their composure and it took a series of fine saves from Barca’s Marc-Andre ter Stegen to prevent an equaliser before halftime. The visitors’ equaliser came when there appeared to be little danger as Sergi Roberto went down in his own area under a challenge from Darwin Machis and Miguel Angel Guerrero laid the ball off for Lopez to smash past Ter Stegen. The goal unleashed a cacophony of boos. Midfielder Andre Gomes was mercilessly whistled off the pitch when he was replaced by Andres Iniesta as the atmosphere turned toxic. Guerrero came close to snatching a late goal but Ter Stegen repelled his effort while the keeper’s team mates struggled to carve open any chances down the other end apart from one Rafinha effort that was blocked. Yet Neymar kept probing down the left hand side and was rewarded when he was tripped by Martin Mantovani, leaving Messi to avert what would have been a second embarrassment in a week for his coach.
his off-spin was keenly tracking the auction alongside Khan and the rest of the players. While Khan doesn’t have experience of playing T20 leagues, Nabi has played in Pakistan Super League (PSL) and Sylhet Royals in Bangladesh. 18year-old Khan, known for his googly, has 62 international wickets to his name, 31 each in ODIs and T20 Internationals. Nabi is one of the senior most Afghanistan cricketers, having represented the country in 72 ODIs and 52 T20 Internationals. Afghanistan’s entry into the cash-rich IPL is a reflection of their gradual growth in international cricket. The team qualified for the World T20 in the last four editions and made its 50-over World Cup debut in Australia two years ago.
Aizawl ends East Bengal’s unbeaten run
Aizawl FC players celebrate after beating East Bengal 1-0 in a I-League encounter on Monday.
Aizawl, Feb 20 (IANS): Aizawl FC maintained their unbeaten record at home with a 1-0 win over East Bengal in a 10th round I-League match at the Rajiv Gandhi Stadium here on Monday. R. Laldanmawia, who replaced Ashutosh Mehta in the Aizawl squad, scored the winner in the 58th minute. The win took Aizawl to 20 points from 10 matches. They are now within sniffing distance of Kolkata giants East Bengal and Mohun Bagan who jointly lead the table with 21 points each. However, Mohun Bagan have played nine matches, one less than East Bengal. Monday’s loss also put an end to East Bengal’s unbeaten run in the current I-League season. Mohun Bagan are now the only team not to have tasted defeat in this edition of the I-league so far. Just three minutes into the match, Haitian Wedson Anselme’s volley with his left foot from the
left flank crashed on to the woodwork to the relief of Aizawl FC goalkeeper Albino Gomes. As the game picked up pace, the home team started to dominate, attacking from both flanks. Towards the end of the first half, Aizawl missed what could have easily been the first goal of the match as Laldanmawia’s volley flew high over the crossbar. Brandon’s striking delivery from the left was cleared by Bukenya, but Laldanmawia failed to convert the ball which came his way. Bukenya saved his team a few minutes later as he thwarted Al-Amna’s attempt for the back of the net. Bukenya was kept busy by Aizawl towards the end of the first half. In the 43rd minute, Kamo received the ball inside the box but was defeated once again by Bukenya. Bukenya again interfered with Alfred
