NLA passes `22,816.61 cr budget `365.33 Cr deficit for 2021-22; to close at `2679.46 Cr

KOHIMA, FEB 19 (NPN): Nagaland Legislative Assembly (NLA) passed the Rs 22,816.61-crore budget for the fiscal 2021-2022 by voice vote on the concluding day of the seventh session of 13th Assembly here on Friday. Leader of the House and chief minister Neiphiu Rio, who also holds the finance portfolio, presented the budget on Thursday with an estimated deficit of Rs 2,679.46 crore, gross receipts at Rs 22,451.28 crore and gross expenditure at Rs 22,816.16 crore. After a day-long debate, the budget was passed after opposition legislators Moatoshi Jamir, Amenba Yaden and Yitachu raised cut motions on the Fisheries and Health & Family Welfare department, citing alleged malpractices. The leader of the house, Neiphiu Rio and Health minister, S Pangnyu Phom, however, assured to take up the matter with the concerned departments, following which the cut motions were withdrawn. The assembly also passed four other bills-- the Nagaland Fiscal Responsibility and Budget Management (Amendment) Bill 2021, and three other appropriation bills. In his closing remark, Rio asserted that the budget was “very well-balanced”
NLA session adjourned sine die DIMAPUR, FEB 19 (NPN): Nagaland Legislative Assembly speaker, Sharingain Longkumer on Friday adjourned the seventh session of the 13th Assembly sine die, after five day of intensive deliberation. In his concluding remarks, Longkumer acknowledged all the members for their active participation and contribution. He also noted that the discussion on the Naga political issue and the decisions and resolutions adopted during the session were a huge milestone and would be remembered throughout the course of history.

Admitting that deficit was a big concern, he however said the mounting deficit did not happen in recent times as deterioration in State’s finances began following change in the funding pattern for annual plan from 1989. He said the position was aggravated by nomadic approach of 13th Finance Commission (FC), which largely ignored special status and requirements of special category State, pointing out that even though the 14th and 15th FCs were more sympathetic towards the State, the adverse effects could not be wiped away.
“This was the main reason why the State’s deficit kept increasing year after year,” he added. He said the year 20202021 was estimated to close with a deficit of Rs 2,358.81 crore because of COVID-19 pandemic, due to which the estimated State’s share of Central taxes was reduced by Rs 1,341.99 crore even as the State’s revenue reduced by Rs 86.19 crore. Therefore, the total reduction in the expected receipt for the current fiscal was Rs 1,428.18 crore, he added. This being the case, he said the “closing deficit of 2020-21 would have been as much as Rs 3,786. But we made it Rs 2,358.81.” Referring to the deficit in power sector, the chief minister said this started 2010-11. While in 2014-15, the power purchase loss was Rs 129.29 crore, this increased to Rs 1,132.83 in 2015-16, Rs 182.26 crore in 2016-17 and the accumulated deficit now was Rs 1,685.73 crore, adding that this was the reason why the sector requires reformation. He pointed out that the State government alone could not employ all people and hence the State required private sector. But the private players would be reluctant to invest unless there were proper land laws, uninterrupted power supply and a conducive atmosphere, he added.
He said as his government’s priority was good roads and, the contract terms and conditions made it incumbent upon the contractors to construct roads as per the specifications and maintain the roads three years, else their security would be forfeited and they would be blacklisted. Rio hailed roads & bridges (R&B) department for doing a better job and observed that ride quality improved significantly, even as three bridges were completed, one of which was inaugurated, in the last one-and-a-half year. He said departments that wanted to complete construction of buildings have been given emphasis as in the budget proposal as his priority was health, road and education sectors. Stressing rationalisation of the large manpower with the State government, he said it was time to curtail government expenditure and give more importance to revenue generation so that resources were available for development. On agri and allied sector, Rio said new initiatives have been proposed like Naga Integrated Settled Farming to raise productivity up to commercial level and make farming sustainable, as integrated farming would help increase production volume and would be commercially viable.
KOHIMA, FEB 19 (NPN): Leader of Opposition (LoP), TR Zeliang, taking part in the general discussion on budget on the last day of the seventh session of the 13the Nagaland Legislative Assembly, Friday described State’s budget 2021-22 as “hollow, bereft of innovation and contains no plans and programmes” to ease the hardship of the common man at a time when the State economy has been ravaged by COVID-19 pandemic. Reiterating that budget 2021-22 was a contract-oriented budget, Zeliang said the budget contained mostly of ‘construction budget’ focused only on construction of infrastructures for various government departments. Claiming that the budget would benefit people at the helms of affairs running the PDA government,
the LoP said there was no intention to bring in welfare-oriented policies and programmes for the general public of the State except construction related works. Even as COVID-19 pandemic has created a big hindrance for the State financially, Zeliang said putting the entire blame on the pandemic despite assistance from the Centre was unfortunate. LoP asserted that 15th Finance Commission in its report titled ‘Finance Commission in COVID times’ had reported Nagaland as the second highest debt state in the entire country. He asserted this should serve as an alarm to the PDA government because, as per the report, although Nagaland’s Debt/GSDP had reduced from 55.5% in 2011–12 to 42.7 in 2018–19, the 15th FC said it was still much higher than the

National Health Education Standards (NEHS) average of 29.61%. Further, LoP said budget 2021-22 had no provision to decrease the mounting debts of the State, but has only worsened the condition of the already debt-ridden State. He also questioned the chief minister whether his government was satisfied with the recommendation of 15th FC to discharge payment of salary under non plan expenditure for five years. Zeliang also pointed out that unemployment rate was increasing sharply in the state, but budget 2021-22 has no provisions to ease the burden. As per the Ranking in NITI Aayog’s Sustainable Development Goals Index (2019), Zeliang said Nagaland was placed 19th out of 29 States.

CAG detects anomalies in various govt depts 15 depts fail to submit DCC amounting to Rs. 205.83 cr NPS: Short transfer of Rs. 62.01 cr to NSDL DIMAPUR, FEB 19 (NPN): Comptroller and Auditor General (CAG) of India in its report (Finance Accounts Vol-I, 2018-19) for the year ended March 2019, tabled in the recently concluded Assembly session detected financial anomalies in various departments. In its report, the CAG pointed out that 15 departments failed to submit 124 detailed countersigned contingent (DCC) bills amounting to Rs. 205.83 crore before closing of the accounts for the financial year 201819. Therefore, CAG said that there was no assurance that the expenditure of Rs.
205.83 crore was actually incurred during the financial year for the purpose for which it was authorized by the legislature. In addition to this, CAG said that 167 AC bills amounting to Rs. 320.94 crore drawn up to 2017-18 were also outstanding as on March 31, 2019. As a result, CAG said 291 AC bills involving Rs. 526.77 crore were outstanding as of March 2019. Advances drawn and not accounted for increased the possibility of wastage/ misappropriation/ malfeasance etc., the report stated. Further, 18 departments failed to submit 59 utilization certificates (UCs) involving Rs. 115.89 crore which were due to be submitted during the year 2018-19 and therefore, there was no assurance that the expenditure of Rs. 115.89 crore was actually incurred for the purpose for which it was authorized.

Initiating the discussion on general budget, opposition MLA, Imkong L Imchen appreciated the unanimous adoption of the resolution on Naga political issue, which he said will benefit in the ongoing peace talk to arrive at an early solution.
Imchen further suggested that the resolution should be taken into practical steps and bring it to the notice of the Prime Minister of India and the stakeholders especially the participants in the negotiations parties. Also commenting on the budget 2021-2022, Imchen said that in all the successive terms, the government had presented deficit budget but not as alarming as this year’s budget. of the nation’s crude production. In 11 days, retail petrol prices have risen by Rs 3.24 a litre and diesel rates up by Rs 3.47.

The report also pointed out that the state government created interest liability on the amount not transferred to NSDL, incorrectly used the funds that belonged to its employees and created uncertainty in respect of benefits due to the employees affected/ avoidable financial liability to the government in the future, leading to possible failure of the scheme itself.

Will not tolerate any Aqahuto area CSOs to impose defection: GPRN/NSCN indefinite total ‘chaka bandh’ DIMAPUR, FEB 19 (NPN): Aqahuto Area civil society organisations (CSOs) Friday announced launching of first phase agitation starting from February 22, 2021 in the form of “complete chaka bandh” on all roads crossing Shokhuvi village, Kiyevi village, Shitovi village, Kiyeto village and Khehoi village over government’s failure to respond to their charter of demands. In a representation addressed to the DC Dimapur, the CSOs stated that all vehicular movements would be stopped from 6am to 6pm starting from February 22, 2021 until their charter of demands were fulfilled. They have, however, exempted paramilitary forces, ambulances, fire and medical emergencies from the purview of the proposed bandh.

In addition, CAG said that 128 UCs worth Rs. 644.83 crore due for submission up to 2017-18 were also outstanding as on March 31, 2019. In this regard, 187 UCs worth Rs. 760.72 crore were due for submission as of March 2019. “High pendency of UCs is fraught with risk of misappropriation of fund and fraud,” the report stated. Meanwhile, it said that the government collected Rs. 86.74 crore from employees as contribution towards National Pension Scheme (NPS) and contributed only Rs. 58.17 crore as government’s share towards the scheme. It pointed out that the government did not discharge its statutory liability as it failed to contribute Rs. 28.57 crore as government’s matching share under NPS. Petrol, diesel prices touch new high
DIMAPUR, FEB 19 (NPN): Petrol and diesel prices climbed again for the 11th consecutive day Friday reaching new highs across the country. According to a price notification of state-owned oil marketing companies (OMCs), petrol price was hiked by 31 paise per litre and diesel by 33 paise. Today’s rate revision pushed the petrol price to Rs 90.19 a litre and diesel price to Rs (Cont’d on p-8) 80.60 a litre in the national capital Delhi. Leopard relocated to INP
DIMAPUR, FEB 19 (NPN): Wildlife wing of the environment, forest and climate change (EF&CC) department safely relocated trapped problematic leopard (Panthera pardus) to Intanki National Park on February 19, 2021. In a press release, wildlife warden wildlife division Dimapur, H Tokaho Kinimi, stated that the leopard (approximately 10 years) was trapped at Tsuremmen village, Mokokchung district. According to Tokaho, after the report of a trapped adult leopard at Tsuremmen village was received on February 17, through DFO Mokokchung Dr. Sentitula, a tranquilizing unit from wildlife division Dimapur was immediately dispatched. According to Tsuremmen village council the leopard was straying frequently into human habitation lifting livestock and poultry. This prompted the villagers to set a cage trap to capture the leopard. It was decided that the animal be relocated to a secure location through chief wildlife warden, Nagaland, Vepal Singh. After medical examination by veterinarian Dr. TR Wati, the animal was escorted by staff of Intanki National Park and Wildlife Division, Dimapur and safely released. K Y M C

DIMAPUR: Various activities and awareness programmes were conducted under “national road safety month” in Nagaland. Wo k h a : D e p a r t ment of Transport Office, Wokha, conducted various programmes and activities during the “national road safety month 2021” which was held under the theme, “sadak suraksha - mjeevan raksha” (road safety-protect life). According to DIPR report, various programmes were conducted from January 18, 2021. The Department erected of six road safety banners at different locations around Wokha town (main police point, NST Junction, DTO office, Essar Petrol Pump, Vankhosung Zero Point, Regional Taxi Counter). On January 20 to 21, the staff of District Transport office distributed road safety pamphlets at
programmes to promote road safety awareness to students. The team presented facts and statistics of accident rates in India along with the emotional aspect of it. They also presented real life examples of road accidents such as driving while using phones, not buckling up seat belts or not wearing helmets. As a special guest, motor vehicle officer, Motor Vehicle Department, Dimapur, Akum Temjen delivered an awareness speech to all staff members of Okusa Toyota and customers. He stressed on proper checking of all safety features in a vehicle and reiterated that the road safety should be a priority for everyone and not only of the government to promote. ANSU: All Nchangram Students’ Union (ANSU) based under Peren district has expressed dismay over the incessant recurrence of poor BSNL telecommunication facility at Tening Area since its inception in spite of repeated appeals to the concerned department to ameliorate the service conditions. In a press release through its president, Kibouwi Zeliang and general secretary, Dithu Newmai, the union demanded the department to immediately install an “uninterruptible battery backup” within 14 days. ANSU stated that the constant power failure affected the smooth functioning of banking services at Tening town and with feasible network to be used in the Area was BSNL telecommunication, majority of students relied on it to attend online classes. The union claimed that Tening town despite being one of the oldest towns in the state has been neglected by the government. All Nchangram Stu-

PCCI: Phek Chamber of Commerce & Industries (PCCI) has raised concern over poor telecom service in Phek district. A press release by its president, Chetezo Akami and general secretary, Thupuhu Venuh stated that there were no sign of network improvement since January 2021 and that the network fluctuation and call-drop problems had been a serious issue. Expressing its concern to the service providers, Peren and Phek Chamber of Commerce & Industries has appealed the concerned authorities to deliver proper network service at the earliest. Meanwhile, it also requested the state government to allow 100% seating of passengers as per capacity in all public transport vehicles as the fare had been hiked double the rate since lockdown.

Kma among top 25 in ‘Nurturing Neighbourhoods Challenge’ DIMAPUR: Smart Cities Mission, Ministry of Housing and Urban Affairs, announced 25 shortlisted cities for the “nurturing neighbourhoods challenge” cohort, in collaboration with Bernard van Leer Foundation (BvLF) and technical partner WRI India. A press release by CEO, Kohima Smart City Development Limited, Kovi Meyase stated that the challenge was a 3-year initiative aimed at supporting early childhood friendly neighbourhoods under the government’s “smart cities mission”. The nurturing neighbourhoods challenge launched on November 4, 2020, invited participation from all smart cities, capitals of states, UTs and cities with population above 5 lakhs to participate. During the three-month
application period, over 100 cities were engaged through remote or in-person discussions and online capacitybuilding workshops under the challenge. The first stage of the challenge involved an open call for applications from city agencies and closed on February 7, 2021. 63 cities from across India submitted applications proposing neighbourhood-level pilot projects in public space, mobility, and access to services to enhance the physical and psychological health of young children and their caregivers. From the list of applicant cities, the evaluation committee chose 25 cities based on the strength of their applications. Cities proposed a diverse array of pilot projects, including creating toddler-
friendly walking corridors in residential neighbourhoods; safer commutes to early childhood services for vulnerable young children and caregivers living in urban slums; increasing opportunities for nature play and sensory stimulation and adapting underused open spaces within government school grounds into public play areas after school hours. Besides streets and open spaces, other proposed pilots aim to address the need for early childhood amenities in government office premises, bus shelters and transit hubs; developing Anganwadis with nutrigardens and ageappropriate play equipment; and transforming outdoor waiting areas for PHCs with shade, seating, and lactation cubicles.

Under soil and moisture conservation works, the team visited water harvesting structures and gully plugs and inspected springshed based watershed development programme implemented at Dungkhao village, sponsored by NABARD. The team also visited Agroforestry plantations undertaken and developed by covering nine hectares of land and 800 numbers of staggered contour trenches and dugout ponds constructed in the potential recharge zone of Amchongyung and Dungkangyung for springs rejuvenation. At Mongtikang village, the team inspected some of the activities undertaken such as half-moon terrace, orange and rubber plantation, sugarcane cultivation etc which was implemented under PMKSY-WDC projectVI under batch-V. Six new COVID-19 cases push Mizoram’s tally to 4,405 Aizawl, Feb 19 (PTI): Mizoram on Friday reported six new cases of COVID19, including four students, pushing the coronavirus caseload to 4,405, an official said. Of the six fresh cases, four were reported from Lawngtlai district and one case each from Aizawl and Champhai districts, he said. The four students were diagnosed with COVID-19 during a mandatory test
before entering hostels, he said. Mizoram now has 23 active COVID-19 cases, while 4,372 people have recovered from the disease. The COVID-19 death toll in the state is 10. The state has tested 2,24,471 samples for COVID-19 till date, including 1,023 on Thursday. The COVID-19 recovery rate in the state is 99.25 per cent, while the infection rate is 1.97 per cent.

The autopsy report confirmed she would be the first victim of Covidsheild vaccine in Manipur. The state health department has said that the exact cause of her death will be known only after autopsy. Family members has however blamed the COVID19 vaccine as the cause of death claiming that she had no history of suffering from any major illness. Ranchi, Feb 19 (PTI): The Jharkhand High Court Friday rejected Lalu Prasad’s bail application in a fodder scam case, dashing the RJD president’s chance of immediate release from jail. Justice Aparesh Kumar Singh turned down Prasad’s bail request in the Dumka treasury case, an offshoot of the multi- crore rupees fodder scam. The court said since the RJD supremo has to serve two more months in jail to complete half of the
tenure of his total sentence in the case, the bail plea is not granted and asked him to file a fresh application after two months. Prasad has already acquired bail in three out of the four cases of the fodder scam in which he has been convicted and acceptance of his request in the case related to illegal withdrawal of Rs 3.13 crore from the Dumka treasury could have helped him come out of the jail. Prasad is in AIIMS Delhi presently.
Two held in Unnao deaths case: Police Unnao (UP), Feb 19 (PTI): The Uttar Pradesh Police on Friday held two people in connection with the death of two teenage girls at an Unnao village, a senior official said. Another victim in the case battling for life at a hospital. One of the accused held in the case is a teenager, according to police. “Vinay and a teenager have been held in connection with the case. The matter is a fallout of one-side love affair. The accused gave some pesticide with water to the three girls,” Lucknow Range IG Laxmi Singh told reporters here. New Delhi, Feb 19 (PTI): As NASA’s Perseverance rover landed on Mars in the early hours of Friday to look for signs of past life, ISRO’s next mission to the Red Planet is likely to be an orbiter. Perseverance, the biggest and the most advanced rover ever sent by NASA, made its landing at Jezero Crater. After its successful Mars Orbiter Mission, the Indian Space Research Organisation (ISRO) called for ‘Announcement of Opportunities’ on Mars Orbiter Mission-2. “It is now planned to have the next orbiter
mission around Mars for a future launch opportunity,” according to the Announcement of Opportunities. But there are other major projects that are lined up. After the Mars Orbiter Mission’s success, ISRO also decided to explore Venus. However, the immediate priorities of ISRO remain to be Chandrayaan-3 and Gaganyaan -- both projects have been delayed due

Budget deficit syndrome
N
agaland continues to grapple with accumulated deficits which are a burden that have to be tackled otherwise the state could land itself in dire financial straits. Successive governments have failed to cap the figures down within manageable limits. Budgetary figures are mostly continuation of the previous budget with some changes. The state budget for 2020-21, which was presented to the assembly by chief minister Neiphiu Rio, who also holds the finance portfolio, put the estimated deficit for 2021-22 at Rs.365.33 crore and with the negative opening balance of Rs.2314.13 crore, the financial year 2021-22 will close with an accumulated deficit of Rs. 2679.46 crore. This means that Nagaland will have to raise an additional amount of a little over around Rs.200 crore every month to close the gap by the end of the new financial year. How this is possible can only be a matter of speculative debate. The understanding of proper budgetary management is the saying that one should cut one’s cloth according to one’s size. In other words, the expenditure should not exceed the income beyond a certain manageable limit. However, there is no political will at enforcing fiscal discipline and so the Act remains on paper. Part of the problem is that handling of the finance portfolio seems to be confined to getting and spending money. However the ‘getting’ is mostly from the Centre and spending is in haste but repentance at leisure especially when there is very little scope for raising internal revenue income. The political will needed to effect meaningful austerity was also buried when, despite mounting financial crisis, successive governments continued to focus on spending with an overdrive on construction projects. Opposition leader T.R.Zeliang described the 2021-22 budget as “contract-oriented” on the ground that a substantial portion included allocations for construction of office buildings and other infrastructural projects. Huge funds have been allocated or borrowed to construct palatial office buildings for creating “an ambient environment” so that the government servants can work more efficiently. However, the budgeted amount for projects invariably shoot up even up to over 100% the original estimates. Raising taxes is also not going to create any dent unless there is fiscal discipline and judicious use of funds and so not exactly a do-able solution. Creating more departments in the past came at great cost but it would have been justified had it improved governance. A state with hardly 20 lakh people has over 1,24,000 employed officially and more unofficially, has to spend nearly 60% of the budget for salaries and maintenance. The 13th Finance Commission of India had pointed out that Nagaland should spend only 35% of its budget towards salaries of government employees. The fundamentals of economic infrastructure such as power, roads, telecommunications, municipal services etc. is another area where the State will need to play a continuing role. Austerity measures cannot be achieved merely by announcing them. The state government should have set targets on all government departments with quarterly review on how much has been saved instead of how much has been spent. It is also time to stop blaming the IXth Finance Commission for change in funding pattern or the excuse of being a welfare state that demands reckless spending. It is time to realize that the entitlement syndrome has to go so as to bring accountability in all spheres to usher progress.

If we will arise and shine, drudgery will be divinely transformed. Drudgery is one of the finest tests to determine the genuineness of our character. Drudgery is work that is far removed from anything we think of as ideal work. It is the utterly hard, menial, tiresome, and dirty work. And when we experience it, our spirituality is instantly tested and we will know whether or not we are spiritually genuine. Read John 13. In this chapter, we see the Incarnate God performing the greatest example of drudgery— washing fishermen’s feet. He then says to them, “If I then, your Lord and Teacher, have washed your feet, you also ought to wash one another’s feet” (John 13:14). The inspiration of God is required if drudgery is to shine with the light of God upon it. In some cases the way a person does a task makes that work sanctified and holy forever. It may be a very common everyday task, but after we have seen it done, it becomes different. When the Lord does something through us, He always transforms it. Our Lord takes our human flesh and transforms it, and now every believer’s body has become “the temple of the Holy Spirit” (1 Corinthians 6:19).

Reclaiming Right to Think against Narratives of Threat I n the case of Disha Ravi’s arrest, while it is clear that there is an intended assault on freedom of expression and dissent, the nature of the charges aim for something deeper. Levelling trivial charges of changing two lines in the toolkit amounting to sedition is an unabashed assault on common sense. It aims to unsettle our commonsensical ability through which most decide what is appropriate and what is not. It is an unapologetic attempt to change the moral valuation of events. When trivial becomes a serious business of national interest, security concerns and India’s global image, it becomes an attempt to change the underlying cultural codes and our trust in ourselves to evaluate what is right and what is wrong. Death of common sense leads to loss of confidence, dependence on set narratives and consent for crime, conspiracy and violence as a new normal. This is more ominous in its

implications than a ‘mere’ assault on free speech it is one on one’s ability to think and trust our evaluation of the world. Today, while the farmers’ movement represents the strength of common sense and depth of their nationalism, the counternarrative of the regime is challenging our ability to evaluate and separate the trivial from the serious. If a tweet can bring down India’s image then one is unsure of everything one does. If changing two lines can constitute sedition then taking part in a movement and making an assessment of it, leave alone standing in support, can count for a much more serious crime. We are condemned to discuss, with seriousness, the legality behind Disha’s arrest and how India’s image took a beating with Greta Thunberg’s tweet and therefore why it is justified to file an FIR against her. This is a well-organised model of criminalising public culture. Being civic itself becomes a crime
by default. One is unsure where and by whom a conspiracy is being hatched. It could be a global celebrity or a harmless student. Under these conditions to trust is to be foolish and lack common sense, to think of a possibility of a conspiracy lurking behind such innocuous behaviour is a more prudent thing to do. To use one’s own sense of right and wrong is to be gullible, to depend on what the regime says is relatively the safer thing to do to avoid unwarranted trouble. In other words, either individually or collectively we are not capable of knowing or even sensing who is an enemy and what kind of intentions they bear or what could be the long term damaging impact of what looks like harmless acts of expressing views on social media. Trivial can be potent enough to hurt our collective security. An ‘innocent’ looking 22-year old, woman or student living in your neighbourhood does not necessarily mean she cannot be a potential
threat to the nation. To think that we, as citizens, can decide or have an opinion about a serious issue of national security is a dangerous act against national interest. Trivial and common sense have been replaced by fears of crime and conspiracy. The idea that Disha Ravi, under the garb of an environmental activist, was hatching a larger conspiracy alongside the Khalistanis, who are gaining ground through what appears to be a farmers’ movement, is a narrative that leaves no space for civic engagement as citizens. To engage one needs to back one’s instinct because not everything we say and do is supported by a serious study of the issue at hand or collecting detailed facts. We act based mostly on common sense, our moral world view, our feelings and emotions that help us separate the trivial from the serious, crime from dissent, and an opinion from a conspiracy. But if the very terms of reference are inter-changed and we are
told we were too gullible all along, then a pervasive sense of self-doubt grips us and we doubt our ability to back our instincts. We are then compelled to groom our instincts around this set narrative and believe that we might have arrived at it on our own. It is a collective death of common sense. The death of common sense in the West seems to have happened due to excessive intrusion of law into what German philosopher Jurgen Habermas refers to as the everyday ‘lifeworld’. In India, the same is happening through wanton lawlessness of state and organised groups in the name of religion and nation. What is at stake is not just freedom of expression but freedom to think. It, by default, justifies vigilante culture at one end and a silent citizenry on the other. It erodes everyday trust at one end and encourages undiluted loyalty at the other. It summons pervasive self-doubt at one end and blind faith at the other. It
commands omnipresence of crime and conspiracy at one end and death of common sense at the other. It finally makes freedom a terrible cost to pay and meaningless suffering an exalted act of altruism and patriotism. We need to reclaim not just our freedom of expression but the right to think as citizens. We need to back our own moral compass against the manufactured narratives of overwhelming threat. Not just reason and rationality but feelings and emotions are being delegitimised by the spectacle of organised crime and violence. By condemning us to deliberate on triviality we are infantilised to look for paternal protection. Democracy today needs the right to think and feel and trust in the morality of our collective common sense. It is within this global scenario Nagas ought to ask some straightforward but penetrating questions such as: Who are we? What have gone wrong? And what is the solution? For once these questions need to be answered objectively without letting our emotional prejudices and avarice dilute our vision. Of late, a narrative has been weaved of the Nagas as a case of self-inflicted tragedy. This needs to be put in right perspective. Nagas’ journey since 1947 has been singularly consumed by her aspirations for self-determination. There is no doubt that the conflict between India and Nagas has exerted the Nagas mentally, physically and morally. However, no Naga will claim that it is wrong to assert their self-determination. The fact is that Nagas have been forced to live in an artificial political system with constant tinkering of external reconnaissance. In such an environment it is just not possible for a people group to be organic and unadulterated. Yet the Nagas as a whole, despite the vicious effort of the external force, have remained committed to their aspirations. Nagas need to be weary about the fabricated story that is circulating today – the story that it is Nagas who are killing one another, desecrating churches and destroying their own society instead of developing. Interestingly such story
is weaved by some people who have succeeded the prestigious Indian Civil Services. Individuals with such distinction should be able to display sound judgment. The aforementioned narrative is fabricated because it is unintelligent and lacks critical analysis of the actual happenings. In fact if one looks at the Naga history it is vivid that Naga villages were burnt down, people were put in concentration camps, women were raped inside the church and Indian army was given the right to draconian law. In spite of all these obstructions it is commendable that the Nagas have labored through this rough terrain, although not without consequences. But the present reality demands on the Nagas to come together and objectively review their vision understanding the intricate presence of the external agents that have made the present context complex and almost unrecognizable of the pristine vision of the Nagas. It is crucial, therefore, that Nagas should be able to transcend their man made exertions and work together to achieve their rightful aspirations. The 30-share BSE Sensex ended 434.93 points or 0.85 per cent lower at 50,889.76, pressured by robust selling in banking and auto counters. Similarly, the broader NSE Nifty gave up the 15,000 level, dropping 137.20 points or 0.91 per cent to 14,981.75. A day after topping the Sensex gainer’s chart, ONGC emerged as the biggest laggard in Friday’s session, tumbling 5.06 per cent. NEW DELHI, FEB 19 (IANS): Reform linked additional borrowing permissions are stimulating reforms in the power sector across the states. As a part of the reform process, five more states -- Bihar, Goa, Karnataka, Rajasthan and Uttarakhand have successfully met the target set by the Power ministry for reduction in Aggregate Technical & Commercial (AT&C) losses or achieved the targeted reduction gap in Average Cost of Supply and Average Revenue Realisation (ACS-ARR). Reduction in AT&C losses and ACS-ARR gap are two of the three reforms in Power Sector stipulated by the Department of Expenditure, Ministry of Finance. China admits casualties in Galwan clash
BEIJING, FEB 19 (PTI): Four Chinese soldiers were killed in the fierce clash with the Indian Army in the Galwan Valley in eastern Ladakh in June last year, the People’s Liberation Army (PLA) acknowledged for the first time on Friday. China’s military authorities have honoured two officers and three soldiers, including four who received the awards posthumously, for defending the country’s western border, the official Xinhua news agency reported, quoting the The People’s Liberation Army Daily, the newspaper of the Chinese military. Five Chinese frontier officers and soldiers stationed in the Karakoram Mountains have been recognised by the Central Military Commission of China (CMC) for their sacrifice in the border confrontation with India, which occurred in the Galwan Valley in June 2020, the PLA Daily said. The CMC is headed by Chinese President Xi Jinping, also General Secretary of the ruling Communist Party of China. The title of “borderdefending hero” was conferred on Battalion Commander Chen Hongjun posthumously, while Chen

NPF legislator, Amenba Yaden, participating in the session appreciated the initiative taken by the government on an innovative model of cluster Agri development called ‘Naga integrated settled farming’ and stated that Nagaland farming holding is entirely different from mainland area, therefore requested the Department to properly research and validated in considerable area before applying in mass scale. IT&C, Science & Technology, NRE, Mmhonlumo Kikon, participating in the discussion, stated that the government has shown the leadership by safeguarding the interest of the citizen of all during the pandemic. He said that good governance has come back despite facing the pandemic and economic challenges. He stated that the government of the day is willing to discuss on good and constructive suggestions and take it positively. On the Foothill Road issue, Mmhonlumo pointed out that although work order for Doyang bridge was issued to the contractor in 2014, the work was far from completion till now. He said he had personally inspected the progress of the work found that the contractor’s claim of more than 70 percent of the work being completed was untrue. When more than 75 percent of fund had been released for the work, Mmhonlumo questioned why there was so much delay in completing the work. He asked the minister in-charge to initiate an investigation into the issue and take appropriate disciplinary actions. Opposition member, Y.M. Yollow Konyak called upon the government to give equal importance to the development of all districts and not just concentrate on few. He also pointed out about the ban in transport of live pigs, from registered farms of Punjab and Haryana, imposed by Assam government along its road. He said that such move was a sinister designed to capture Nagaland pig market under the pretext of African swine flu pandemic. In this connection, he said that the Centre had issued a memo to all the principal secretaries of Haryana, Punjab and the eight Northeastern states on July 22, 2020 to allow movement of pigs from Haryana and Punjab to North Eastern states. He further informed the House that Guwahati High Court had also passed a judgment that necessary transit pass be granted within 72 hours on receipt of the application on the condition not to unload pigs in Assam and should produce uptodate vaccination certificate. Despite fulfilling the entire SOP required by the court, he said Assam failed to neither issue transit pass nor allow the pig consignment to pass through the state while it sold pork on large scale. He said the rising cost of pork since the lockdown was understandable, however, even after lockdown has been lifted, the cost of pork could not come down due to such sinister designs applied by Assam government in the form of economic blockade. Yitachu, participating in the budget discussion, called on the need for industrialization in the State so as to improve the economic state and solve the unemployment problem in the State. He also suggested for opening of the State to other regions of the country and even other countries for the trading purpose, with special reference to the South East Asian countries in line with the Act East Policy. Yitachu suggested for proper planning while constructing roads in rural areas so that they do not create problems to the existing National Highways and State Highways. He stated that governance is for all and called for balancing of the govern-
ment’s exchequer as it was needed for the State to progress. On the Naga Political issue, Yitachu opined that there was no ruling and opposition party. He said that his party will give full cooperation towards the final solution. NPF MLA, Dr. Chotisuh Sazo, while appreciating the government for providing various machineries to the farmers, called for equal distribution of machineries to all the districts. Appreciating the department of Information Technology & Communication and the IT sector, Sazo also requested the service providers to provide better services as their services has drastically increased due to the restrictive measures of the Covid-19 pandemic. While pushing for outsourcing of various services, Sazo suggested for improvements in the revenue earning departments of the State. Participating in the discussion on the budget for the year 2021-2022 Toshi Wungtung, Advisor IP&R, SCERT and Village Guards highlighted the success story of the State in many aspects under the leadership of chief minister Neiphiu Rio and how the state has successfully sailed through one of the toughest times during the Covid 19 pandemic. He stated that although Nagaland was dependent on Centre with little or no revenue sources of its own, the budget has clearly covered all available avenues that has potential especially the Agri and allied sector. He also acknowledged the austerity measures adopted by the government for the good of the State as a whole. In his concluding remarks, chief minister Neiphiu Rio stated that the House discussed the needs to bring reforms in the Power, Transport, Water and Mining sectors so as to reduce recurring expenditure of the government. He said that the government will also focus on right sizing and rationalize the large manpower in the government sector. “The time has come to curtail Government expenditure and give more importance to revenue generation so that resource are available for development”, he added. He appreciated all members for their participation in the discussion and for their valuable inputs.

Reuters. Friday marked two weeks of daily demonstrations against the military’s seizure of power and its detention of veteran democracy campaigner Suu Kyi. The protests throughout the ethnically diverse country have been more peaceful than the bloodily suppressed demonstrations during nearly 50 years of direct military rule up to 2011. But police have fired rubber bullets several times to break up crowds, as well as water cannon and catapults. The army says one policeman has died of injuries sustained in a protest. The U.N. office in Myanmar and international rights groups called on the security forces to avoid using force. In Myitkyina, police
and soldiers sent protesters scattering down a street lined with shops, video on social media showed. Rights activist Stella Naw said about 50 people were detained but later released. There have been clashes in Myitkyina, capital of Kachin State, over the past two weeks with police firing rubber bullets and using catapults to disperse crowds. Police in Yangon sealed off the city’s main protest site near the Sule Pagoda, setting up barricades on access roads to an intersection where tens of thousands have gathered this week. Hundreds of people gathered at the barricades anyway and several thousand formed a procession at another site.

He mentioned that there were already over 1,40,000 government employees, which was over 7.1 % of the State total population of 19,80,602 as per 2011 Census. Unless employment avenues were created for the unemployed youth, LoP said government jobs alone would not be able to solve the ever increasing unemployment rate in the State. Asking how many district headquarters roads were being built and maintained besides Kohima and Dimapur, LoP said that after 2018 budget speech, there were talks about fund being released to maintain the road, but in reality nothing much have taken place on the ground and the stretch of road remained in very poor condition. He said it would be good to see that implementation was successfully carried out on the ground instead of harping the success on such activity on paper. While the budget speech was “overwhelmed with the topic of COVID19”, Zeliang said there was neither mention of the funds received nor the utilization of the same. He added that there was no mention of the efforts made by the state to redress the grievances of the people. Pointing out that the pandemic has particularly affected the farmers and business sector badly, LoP however said there was little mention of the assistance that the government planned to provide to help rehabilitation. Zeliang also expressed surprise that there was no mention about Kohima Smart city project, progress and targets that government had in place for the project to see the light of day. In power sector, Zeliang said government was contemplating privatizing distribution and revenue generation sector. He, however, said that the move would be counterproductive as the department has invested a lot into prepaid metering system and other technicalities. Concluding his speech, Zeliang said the government seemed to only delight in extracting more money from the State exchequer and the people of the State in the name of the pandemic. He alleged that COVID-19 has been a source of income for the government in many ways while citing “instances” like fuel price hike in the guise of COVID cess and the 15% pro rata cut under non-development plan and another 15% from the development outlay of various departments. However, LoP said there was no report of the receipt and the expenditure of the same in the budget presentation, which he maintained gives room for huge misappropriation of the funds received from these sources. He said this was a vindication that the government of the day was harping on bringing “change” only on paper and nothing in reality. In a new blog post on Thursday, WhatsApp said that in the coming weeks, it will display a banner in its main platform providing more information that people can read at their own pace. “We’ve also included more information to try and address concerns we’re hearing. A bench, headed by the Chief Justice and comprising Justices A.S. Bopanna and V. Ramasubramanian, told counsel for WhatsApp: “People have grave apprehensions about loss of privacy. You may be 2 or 3 trillion dollar company, but people value their privacy more than your money... we have to protect people’s privacy.” The top court issued notice to WhatsApp and Facebook on this plea against its new privacy
policy. WhatsApp said that it believes people are looking for apps to be both reliable and safe, even if that requires WhatsApp having some limited data. “ We s t r i ve t o b e thoughtful on the decisions we make and we’ll continue to develop new ways of meeting these responsibilities with less information, not more,” it mentioned. WhatsApp delayed the implementation of a new privacy policy by three months after it faced backlash, with millions of its users moving from the platform to rivals like Telegram and Signal. Prasad, 37, last played for Sri Lanka in a Test match against the West Indies in October 2014. “I think this is the correct time for me to retire from International cricket and provide a chance to the youngsters,” Prasad told Sri Lanka’s “Daily News” on Thursday. “I have decided to continue playing domestic cricket and already I have played for 19 years for the SSC giving my best,” added Prasad. Prasad made his debut for Sri Lanka in an ODI match against Bangladesh in Chattogram in February 2005 and played his first Test match against India in K Y M C

President, Nagaland Wrestling Referee Board (NWRB), Hukhoneyi Soho and president, Phek District Football Referee Association (PDFRA), Vekhoseyi Keyho, will act as the field marshal and chief referee of the meet. A four-day long meet shall feature seven each of track and field events, two game events and Naga style category wrestling as the highlihgts of the four-
day long tour nament. Running cash prizes money of Rs. 3,45,000/- along with other individual cash prizes shall be awarded to the winners of the tournament. Phek Sports Association has informed all the participating teams to submit flag measuring 5X3 feet, an entry fee of Rs. 2,000/-, one woodpile measuring 6X6 feet. Only two participants from each unit shall be allowed to partake in the track and field events. The Naga style category wrestling shall be of the following categories viz; below 65 Kg, below 74 Kg and below 86 Kg. Vegetables and lodging shall be arranged by the hosting unit to all the participating teams. The Phek Sports Association further added that umpires’ clinic and official discussion hour will be held on February 23 at 2 p.m. at the association’s rostrum.

NEW DELHI, FEB 19 (IANS): India captain Virat Kohli has said that he would like to see more mental health awareness in cricket. Kohli said that he had gone through a bout of depression during India’s Test series in England in 2014 and those players going through such phases need professional help. “Personally, for me that was a revelation that you could feel that lonely even though you are a part of a big group. I won’t say I didn’t have people who I could speak to but not having a professional to speak to who could understand what I am going through completely, I think is a huge factor. I think I would like to see it change,” Kohli said in a conversation with cricket commentator
Mark Nicholas in the latter’s podcast “Not Just Cricket”. The India captain said that players often get dropped after going through a bad patch of form but that is not a solution for those suffering from poor mental health. “Lot of people suffer with that feeling for longer periods of time, it carries on for months, it carries on for a whole cricket season, people are not able to get out of it,” Kohli said. “The only alternative left after that is that, the guy dropped from the team but that doesn’t solve the issue. It’s a very serious condition that should be dealt in detail with very carefully and I strongly feel the need for professional help there. Otherwise you are just left to figure things out on your own
and more so as men, you are just expected to toughen up and get over it. Sometimes people are not able to do that,” he further said. Schwazer says doping verdict better than gold, hints at Tokyo ROME, FEB 19 (AGENCIES): Banned Italian former Olympic 50km walk champion Alex Schwazer indicated on Friday he had not completely given up on competing at the Tokyo Games after a court dismissed a doping case against him. The 36-year-old said the judge’s ruling had been the best day of his sporting career. The court in Bolzano found it “highly likely” Schwazer’s urine samples were tampered with in 2016 to produce a positive test, Italy’s Ansa news agency reported on Thursday. “On a sporting level I would say that it is my best day ever. Without a doubt,” Schwazer told the Corriere della Sera newspaper. “This archiving decree is even more important than the gold medal won at the
