SC on appointment of district judges NEW DELHI, FEB 19 (PTI): Supreme Court on Wednesday ruled that member of subordinate judiciary services will not be eligible for appointment as District judges by way of direct recruitment. A bench headed by Justice Arun Mishra said appointments for the posts of district judges is limited for lawyers who have a minimum of seven years of experience of continued practice at the Bar. The bench while interpreting Article 233 sub clause 2 of the Constitution said the provision bars candidates who are in judicial service to be considered for appointment by direct recruitment of district judges. Article 233 sub clause 2 states that a person who is already in the service of the Union or of the State shall not be eligible to be appointed as a district judge. The provision also says that a person to be eligible for the post of district Judge should have not less than seven years of practice as an advocate or a pleader and is recommended by the High Court for appointment. The top court said members of subordinate judiciary can, however, be considered for the post of district Judge by way of promotion.

Then after approval from the chief secretary, names of employees with satisfactory attendance would be forwarded to the bill and cash branch of the home department for initiating processing of salaries. Speaking to Nagaland Post, chief secretary Temjen Toy emphasized it was time for change and employees with the impression that they would invariably get paid irrespective of the fact whether they attended their offices or not would have to reorient themselves.

He exuded confidence that change would come with the new policy, adding what had happened in the past was not relevant anymore. Toy explained that the government had initiated the process to be prepared for future. He cautioned that those not prepared for the future would become irrelevant and that no amount of rights would help them, stressing that time had come for change and those in the government and the entire citizenshad to realise this because every individual was responsible for change. The chief secretary remarked that one could not go on criticising the government alone as every individual was responsible for change and those who did not change would be left out, be it those in the government or outside. Mentioning that after the “No Work, No Pay” policy was initiated, some had gone to court but said that the government will stick to its decision. Toy informed this correspondent

that enough check systems were enforced in the past like checking attendance every year and conducting surprise checks. However, as nothing worked, he said the government was forced to come up with the new policy of “No Work, No Pay”, which would be strictly enforced. It may be noted that cash-strapped Nagaland has been totally dependent on Centre for funds and with the state having over 1.25 lakhs employees (1:20), most of the development funds goes as salary component. The reason of “excessive employees” has apparently become the root cause of the state having poor infrastructure and chief minister Neiphiu Rio echoed the same during a recent press conference. State chief secretary had also announced that the state government was considering diverting a part of the salary given to government employees in order to develop infrastructure. However, Toy said that the proposal was yet to be finalized.

COVID-19: Death toll surges past 2,000 in China BEIJING, FEB 19 (PTI): The death toll from the coronavirus epidemic in China crossed the 2,000-mark on Wednesday with the death of 136 more people, while the overall confirmed cases climbed to 74,185, authorities said. The National Health Commission said in its daily report that 2,004 people had died of the disease known as COVID-19. NHC said 1,749 new cases of novel coronavirus infection have been confirmed. Of the new deaths, 132 were reported from the worst-hit Hubei Province and one each from Heilongjiang, Shandong, Guangdong and Guizhou. Another 1,185 new suspected cases have been reported. On Tuesday, 236 patients became seriously ill, while 1,824 people were discharged from hospital after recovery. The commission added that 11,977 patients remained in severe condition, and 5,248 people were suspected of being infected with the virus, the staterun Xinhua news agency reported.

IANS Adds: Union cabinet on Wednesday decided to make the Pradhan Mantri Fasal Bima Yojana (PMFBY) voluntary for farmers, Agriculture Minister Narendra Singh Tomar said. Tomar said that the decision was taken in Wednesday’s cabinet meeting following some complaints regarding the scheme. PMFBY is compulsory for loanee farmers availing crop loan and Kishan Credit Card account for notified crops, while it is voluntary for others. The scheme provides comprehensive crop insurance from pre-sowing to the post-harvest period against non-preventable natural risks at extremely low premium rates of 2 per cent for kharif crops, 1.5 per cent for rabi crops and 5 per cent for horticulture and commercial crops. The cabinet also gave its sanction of Rs 6,000 crore for the Farmer Producers’ Organisation (FPO) as the government has a target of creating 1,000 FPOs in the next five years.

DIMAPUR, FEB 19 (NPN): Even as the lessees had obtained a stay on the cancellation order of principal secretary of municipal affairs department from Gauhati High Court Kohima Bench, Public Action Committee (PAC) of Naga Council Dimapur (NCD) has raised few questions for the State government to ponder and act upon, rectify, amend or legislate wherever need be. In a representation to the chief secretary through Dimapur deputy commissioner, PAC of NCD wanted to know under what Act, provision or clause was municipal affairs department authorised to collect toll and utility fees. It also asked the government to define and substantiate toll tax and utility fees as rest of India had done away collection of octroi, etc, after GST, adding that the public were no longer totally ignorant and

understood the meaning of toll and utility. Asking why GST was implemented and whether the State was not receiving the share levied/taxed on merchants, PAC pointed out that GST had subsumed all other fees and octroi and questioned why double tax merchants in Nagaland. Further, If the State desired to levy fees and royalty by legislation, the committee said the government should implement it digitally (online) to avoid and do away corrupt practices. Questioning whether minor minerals coming from other States could be taxed in the name of royalty, the committee asked the why the forest and geology & mining departments imposed royalty on minor minerals coming from Assam. Pointing out that Nagaland Municipal Act, 2010 framed before GST had become redundant and

obsolete, the committee stressed that till the Act was amended, the same was inapplicable, especially after GST had become effective. Reiterating its opposition to the lease system of Dimapur Municipal Council (DMC), PAC said it had identified certain negative points during its “Operation Check Gate” against illegal collection of taxes. The committee claimed that the lessees sub-leased and gave sub-contracts to individuals who employed thugs to collect fees and alleged that the lease system encouraged illegal collection as the lessees were given a free hand. It also said that the system encouraged and gave birth to syndicates and monopoly that prevented free open market, while the collection booths served as information and identification booths for anti-social elements.

Govt to give EC legal power to link Aadhaar, voter ID MDM scam: NPRAAF reacts to DoSE clarification NEW DELHI, FEB 19 (AGENCEIS): Central government has moved to amend the Aadhaar Act to legally empower the Election Commission to link the unique identification number with the electoral roll, which would remove bogus and duplicate entries and pave the way for giving “remote” voting rights to migrant voters. The law ministry is working on a note to be put up before the Union Cabinet for the decision which, apart from sanitising the electoral roll, will save migrants from what amounts to “disenfranchisement” by changing the current practice where they can vote only if they are in the constituency where they are registered as voters. The ministry conveyed this to the Election Commission at a meeting on Tuesday to discuss electoral

reforms. At the meeting between top EC functionaries and the law secretary, chief election commissioner Sunil Arora stressed on the need for the law ministry to fast-track implementation of reforms proposed by the poll panel as far back as 2004-05 and also hold regular discussions with the EC to review progress. Law secretary Narayan Raju assured the poll panel that the ministry was examining the 40 electoral reforms proposed by the EC and that each was at a different stage of discussion. On seeding of the electoral photo identity card (EPIC) with the 12-digit Aadhaar number, the law secretary, according to EC sources, said the government was favourably inclined and a Cabinet note would be moved soon to amend the Aadhaar Act.

EC officials said Aadhaar-EPIC linkage will help realise the commission’s plan to work towards secure, possibly electronic, voting to help migrant voters — including domestic workers, migrant labourers etc — exercise their franchise. “Their identification having been adequately verified, the commission can explore technology that will let them vote from a remote location guarded by the EC,” an officer said. The EC had in 2015 taken up linking of voter card and Aadhaar number as part of its National Electoral Roll Purification and Authentication Programme. Around 32 crore Aadhaar numbers were seeded by the time the EC decided to abandon the programme in view of the Supreme Court judgment restricting the use of Aadhaar. Following the SC judg-

ment last year allowing mandatory collection of Aadhaar with due amendment in the Aadhaar Act, the EC wrote to the law ministry in August seeking a suitable amendment to enable linking of EPIC with UID. The law ministry had in-principle agreed and a Cabinet note is being prepared. Other reforms which were on the table on Tuesday include the proposal to allow more than one cut-off date for enrolment of a voter after attaining adulthood, making false affidavit an electoral offence/ corrupt practice that would attract disqualification, covering print media and social media intermediaries under Section 126 of the RP Act 1951 (48-hour silence period), making service voter facility for spouses genderneutral, and amendment in the contributions form.

DIMAPUR, FEB 19 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) reacted to the clarification by department of School Education (DoSE) principal secretary Shanavas C over alleged anomalies in Mid Day Meal (MDM) scheme implementation in the backdrop of the latter issuing a clarification. NPRAAF said it was amused by the statement defending carriage contractor RN Sharma’s misdeeds. While appreciating Shanavas for clarifying that annual sanction of food grains allocated by Centre was 4076.590 metric tonne (MT), which was more than the figure of 4,000 MT given by it, and therefore more in excess of state’s actual requirement, NPRAAF demanded to know as to why the department failed to regularly implement the scheme.

Further, if the unspent balance of food grains were subsequently adjusted during the next allocation and was a normal practice as claimed by Shanavas, NPRAAF wanted to know why year after year adjustment over adjustment was made hoodwinking the Centre. It also asked whether the school education department showed inflated number of students to Delhi to receive even more food grains to make further adjustment next year. Alleging that poor school children did not receive midday meals regularly every school day as per Government of India guidelines, the forum asked the principal secretary not to fool the public, stressing that Nagas were not fools to buy such unjustifiable argument, cautioning “lies will only breed more lies”. Expressing shock that when the actual require-

ment for school children as per entitlement was 100 gm per child per day in primary and 150 gm per child per day in upper primary, the forum said it was absolutely scandalous to demand and receive 10 lakh kg or 80,000 bags (each weighing 50 kg) of food grains from the Centre to feed the poor children in schools regularly. Referring to Shanavas’s claim that the total number of beneficiaries was 1,57,510 (1,19,144 in primary and 38, 366 in upper primary), NPRAAF pointed out that it had a received a copy of the letter written to State education secretaries/principal secretaries dealing with MDM scheme on April 29, 2016 by department of school education & literacy (MDM division) under Ministry of Human Resource Development (HRD) by one Gaya Prasad from RN Sharma himself. ‘Soil Health Card Day’ observed in various districts

DIMAPUR: With the rest of the country, Nagaland state also observed soil health card day across all the 11 districts of the state in coordination with KVKs and other agri and allied departments respectively on February 19. The scheme has been introduced to assist state government to issue soil health card to all farmers in the country. It also provides information to farmers on nutrients status on their soil along with the recommendation for improving soil health and its fertility. Kohima: The department under the pilot project on model villages during 2019-20 has adopted one village in each of the 74 blocks, where soil health card will be provided to each and every farmer after analysis based on the land holdings. Besides providing SHCs, kisan mela and demonstrations are also scheduled for all the 74 villages in the coming months in order to sensitize the farmers on the

importance of soil health management and its benefits in crop production. DIMAPUR: Childline India Foundation (CIF), under the ministry of Women and Child Development, India held a meeting with administration department, NGOs, public leaders, church leaders and various other concerned organisa-

tions, at DC’s conference hall Zunheboto on February 17, with an aim to set up a child helpline service at the district to provide protection for children and awareness on children’s rights. According to DIPR report, while chairing the meet-

ing, DC Zunheboto Peter Lichamo expressed gratitude towards the ministry and the resource person Abhishek Biswas from the concerned organisation, for the noble initiation. He also thanked the gathering for positively attending the programme and said that the initiative should be properly utilised for the welfare of the children. Speaking at the programme, the resource person deliberated on the requirements for setting up district child protection unit like forming an advisory board, which would be chaired by DC, minimum requirements for NGOs to partner

with the Unit, structuring and challenges, funding and monitoring etc. The meeting culminated with an interaction. It may be noted that CIF which was established in 1996 as a pilot project under the ministry of social justice came into full recognition in 2006 under the ministry of women and child development, government of India. The foundation provides 24 hours helpline service to children across the country and covers 118 train stations. It also aims to set up at various bus terminuses across the country in the future.

CSU stand against illegal appointments

DIMAPUR: Chakhroma Students’ Union (CSU) has appealed the chief minister to set up enquiry committee at the earliest to check into illegal appointment of more than 900 police recruits and backdoor appointments in bulk. It also reminded for the setting up of enquiry committee as mentioned by the chief minister during the NLA session. DIMAPUR: Excise department conducted a joint raid in and around Dimapur on February 18 and seized 560 bottles of assorted Indian Made Foreign Liquor (IMFL). A press release by assistant commissioner of Excise (ENF), Khevito S Swu stated that the raid was carried out by Mobile Squad, Narcotic Cell and Dimapur Excise units of the department. In this connection, Swu said 25 numbers of offences were registered under Nagaland Liquor Total Prohibition (NLTP) Act and that all accused were booked under relevant section of the act. Swu informed that such raids would be carried out regularly and efforts would be made to arrest and ensure that those dealing in such illegal activities were penalised as per the law.

DIMAPUR: Two-day free heart and ECHO screening was held for children under 18 at Naga Hospital Authority, Kohima (NHAK) on February 18 and 19, conducted by RBSK programme, National Health Mission (NHM), Nagaland, in association with SKY Hospital and Research Centre Imphal. According to RBSK press release, a team of doctors headed by a Dr. T. Naresh Babu, associate consultant, cardiology from SKY Hospital, Imphal, and medical teams from RBSK and DEIC conducted the camp. Altogether, 107 children from different parts of the districts availed the free screening service, out of which 53 children

were found to be having heart problems and were referred to SKY Hospital for treatment. The treatment cost will be borne by the RBSK, NHM as per RBSK model costing. It may be noted that mobile health teams have been screening children from 0-18 years of age at government schools and AWCs under RBSK programme. The main objective of the programme is early detection and management of cases of children detected with defects, diseases, deficiencies and developmental delays. For this tertiary care centres are roped in for management of complicated cases requiring high-end medical care and treatment.

D I M A P U R : Fo c u s e d group discussion (FGD) and interpersonal communication on maternal health, child health, family planning and adolescent health was conducted in seven villages, namely Auching, Sakshi, Yangching, Yongphang, Montikang, Yongam and Nyang under Longleng district from February 17 to 18. nounced Rs. 188.61 Crore being sanctioned by the NEC out which Rs.75 Crore only has been already released to the department of NPWD for early construction of 51 kilometers stretch road between TuensangLongleng. With the construction of this road, not only the people of two communities (Phom and Chang) will benefit but would bring great relief to the entire Eastern Nagaland people including Nagas living beyond the borders as this road will facilitate with one the shortest route to reach commercial city Dimapur via neighbour-

DIMAPUR: Free breast cancer screening camps for the women of Mon district was organised by district administration, Mon from February 3 to 15, under Beti Bachao Beti Padhao (BBBP) programme. According to DIPR report, the free breast cancer screening camps was held in Tizit, Aboi, Tobu, Naginimora, Mopong, Longching, Phomching and Chen town. A total of 661 women were screened, out of which 43 cases have been detected. Screening camps were organised in collaboration with UMANG, a company based in Hyderabad. UMANG is powered by NIRAMAI technology (Non-Invasive Risk Assessment with Machine Intelligence). This method of breast cancer screening can detect tumors five times smaller than what clinical exam can detect, is non-contact, painless and free of any radiation. Shillong may soon get direct flight to New Delhi S H I L LO N G, F E B 1 9 (AGENCIES): Bolstered with the success of direct flight with Kolkata, the Meghalaya government is now planning to have direct air connectivity with New Delhi. The Meghalaya Transport Corporation (MTC) on February 7 floated a tender to select operator for the direct air link with New Delhi. The tender will close on February 24. The MTC is planning to engage an operator to start flight services between Shillong and New Delhi, twice a week, initially for a period of three months. So long, people travelling to New Delhi, have been boarding flights from Guwahati. All regional carriers, scheduled carriers and international carriers, who are qualified to operate in Shillong-New Delhi sector, are allowed to participate in the bid, MTC officials said. The tender papers mentioned that MTC is planning to introduce a 40 to 80 seater aircraft in the Shillong-New Delhi sector. The MTC officials are optimistic that introduction of direct air links with New Delhi will play an important role in growth of the tourism sector in Meghalaya. 6 dead, 6 injured in Arunachal road mishap BORDUMSA, FEB 19 (AGENCIES): At least six members of a family – four minors and two adults – were killed, while six others were injured in a road accident that occurred between Chongkham and Namsai, Arunachal Pradesh late Tuesday evening. The vehicle, with 12 members of the same family on board, was heading towards Chesing Wingko village in Piyong area after attending a marriage party. The car collided with a loaded vehicle parked on the road at Joypure Habi Gaon under Namsai Police Station. The driver of the vehicle, identified as Bablu Mura, was reportedly missing, while the injured were being treated at the Namsai Civil Hospital. According to a resident of a nearby village, five persons died on the spot and a critically injured minor died on way to Tinsukia. Police from Namsai rushed to the site and helped rescue the injured.

Once the commissionerate system is introduced in the state capital, there would be a visible change in the law and order situation within a year, the chief minister said. "The commissionerate system will enable effective policing in a capital complex area such as Itanagar, which is growing at a fast pace with diverse culture living side by side," Khandu said at the all-party meeting which was convened by him to discuss the commissionerate system. "Itanagar-Naharlagun is the face of our state. So it is necessary to maintain peace and order in the capital complex to achieve meaningful development," he said, according to an official communiqué. Mizoram: Highest HIV&AIDS prevalence rate in India

GUWAHATI, FEB 19 (AGENCIES): Mizoram has recorded the highest HIV&AIDS prevalence rate in India, followed by Manipur and Nagaland. A total of 21,538 cases have been registered in Mizoram since October 1990, when the first case was identified, state health minister R Lalthangliana told the Assembly. Answering a joint query posed by MNF leader Vanlaltanpuia and Independent MLA Lalduhoma, the minister said that most of the cases were found between the age group of 25-34 years. The minister also said that local bodies, churches, NGOs have been asked for help. Just recently, the gov-

SC directs Raj government to stop illegal sand mining NEW DELHI, FEB. 19 (IANS): The Supreme Court on Wednesday was surprised to learn that rampant illegal sand mining was in progress in Rajasthan, despite the ban on such activities years ago. Taking a strong view on the matter, the top court directed the state government and an array of highranking officials in administration and police to take immediate steps in the matter. A bench headed by Chief Justice S.A. Bobde and comprising Justices B.R. Gavai and Surya Kant sought a report from the state government within four weeks on action taken.

“Illegal sand mining could damage the environment irreparably”, said the court. The observation from the apex court came on a clutch of petitions connected to sand mining in Rajasthan. The top court had issued orders in 2017 to stop illegal sand mining in the state. The Supreme Court also ordered state government, and the Collectors and Superintendents of Police (SP) of all districts in Rajasthan to take immediate action to stop rampant illegal sand mining. The bench also directed the apex court-appointed Central Empowered Com-

mittee (CEC) to examine the issues of illegal sand mining and submit a report recommending measures on this matter. The top court observed that the CEC would take into account the issues faced by stakeholders involved in the matter, which includes sand traders, transporters and associated others. In conducting the detailed probe on the matter, the CEC would also have the authority to summon people, including government officials, fix responsibility as well as give suggestions on way forward. The court said the CEC would submit its report within six weeks.

Gargi college panel records 600 testimonies NEW DELHI, FEB 19 (IANS): A fact-finding committee conducting an independent probe into the alleged molestation of female students of Delhi University’s Gargi College here on February 6 has so far recorded and examined the statements of over 600 witnesses, varsity sources said on Wednesday. A preliminary probe by the committee revealed gross lapses in overall security at the fest and that the college had underestimated the number of participants in the fest on the campus. It recommended immediate sensitisation of the college staff to gender issues. “The committee found that the Internal Complaints Committee (ICC) is grossly biased and compromised and that a new Internal Complaints Committee be formed as per University Gargi College requirements by Februaryend,” the college’s student body said in a statement.

BENGALURU, FEB 19 (PTI): A poet and a journalist have been arrested in connection with recital of a poem against CAA and NRC at a government sponsored function in Koppal district of Karnataka last month, police said on Wednesday. The arrests were made based on a complaint from a BJP functionary alleging that Siraj Bisaralli, a poet had recited an anti-CAA poem at ‘Anegundi Utsava’ in Gangavathi town of Koppal district in January and Rajabaxi, editor of an online news portal uploaded it on social media. Police had registered a case against them under section 505 of IPC (statements conducing to public mischief). On Tuesday, Bisaralli and Rajabaxi surrendered before a court in that district, which rejected their bail plea and remanded them to police custody for investigation into the matter.“Siraj had recited the poem and Rajabaxi had shared it on the social me-

Development back on track

T

here was a sense of jubilation when the Ministry of Civil Aviation(MCA) decided to consider major improvement at Dimapur airport on both infrastructure as well as in enabling it to handle landing and take-off by wide bodied aircrafts such as Airbus and Boeing. The MCA had acted on the inputs from Nagaland Governor R.N. Ravi during his meeting with the minister of civil aviation Hardeep Singh Puri during November 2019. The airport built during the Second World War, became operational for civilian aircrafts in the mid-70s and has since shown a potential for growth. All these past decades, Dimapur airport, which began ferrying civilian air passengers since the mid-70s, has been serving the air travellers of Nagaland, Karbi Anglong and parts of upper Assam. While other airports that began operations much after Dimapur airport have scaled higher in terms of amenities and connectivity, it is not understood as to why the regional authority have meted out a step-motherly treatment to Dimapur airport. The fact that the state government has been inept in stating its case with the MCA is borne by the fact that after several decades of stalemate , the picture changed when Nagaland Governor R.N. Ravi took it up with the MCA last year. Nagaland Governor R.N. Ravi certainly deserves the credit for finally clearing the decks to enable Dimapur airport to play its role for the progress of Nagaland. So much had been written and discussed on the matter, that the state government cannot feign ignorance. It took Ravi just a few months to understand what was needed to be done in order to promote trade and travel which form the nucleus of the state’s development agenda.It is now hoped, that the next important step which the Governor would also hopefully focus is on Dimapur railway station. This newspaper has been reporting and commenting on the crucial need for improving air and rail connectivity since the past few decades. Dimapur Railway Station nets the second highest revenue for the North Frontier Railway in the entire north east after Guwahati. Having said this, it is pertinent to look into factors that have derailed the progress of Dimapur to attain the status its revenue contribution deserves. The NFR has been giving mere lip service for lack of interest in catering to the growing demands for more trains for Dimapur passengers. The mere cosmetic façade of ‘development’ is commendable though the budget was a mere Rs.2 crore when compared to the Rs.5 crore or more for other smaller stations in other states. It is hoped that the Governor will undertake a study about the impediments and hurdles. As reported, Dimapur handles around 4000 to 5000 passengers daily but there are only around 600 seats available. When there are around 40 passenger trains running from Tinsukia-Dibrugarh-Dimapur and Guwahati, it is shocking that as the second highest revenue earner for NFR, only two trains originate at Dimapur: Nagaland Express and Guwahati-Dimapur BG Express. To clear the decks, there is need to clear encroachers from railway land in Dimapur so that NFR will have no more alibis or excuses to not develop the station. Unless the land is freed of encroachment, it will not be possible to build passenger amenities and have additional train facilities. In this regard, the public, especially the train travellers will hope that the Governor will do the needful.

Arise, shine… —Isaiah 60:1 When it comes to taking the initiative against drudgery, we have to take the first step as though there were no God. There is no point in waiting for God to help us— He will not. But once we arise, immediately we find He is there. Whenever God gives us His inspiration, suddenly taking the initiative becomes a moral issue— a matter of obedience. Then we must act to be obedient and not continue to lie down doing nothing. If we will arise and shine, drudgery will be divinely transformed. Drudgery is one of the finest tests to determine the genuineness of our character. Drudgery is work that is far removed from anything we think of as ideal work. It is the utterly hard, menial, tiresome, and dirty work. And when we experience it, our spirituality is instantly tested and we will know whether or not we are spiritually genuine. Read John 13. In this chapter, we see the Incarnate God performing the greatest example of drudgery— washing fishermen’s feet. He then says to them, “If I then, your Lord and Teacher, have washed your feet, you also ought to wash one another’s feet” (John 13:14). The inspiration of God is required if drudgery is to shine with the light of God upon it. In some cases the way a person does a task makes that work sanctified and holy forever. It may be a very common everyday task, but after we have seen it done, it becomes different. When the Lord does something through us, He always transforms it. Our Lord takes our human flesh and transforms it, and now every believer’s body has become “the temple of the Holy Spirit” (1 Corinthians 6:19).

‘We can make our people dance like fools’ (Confirmed saying of NSCN-IM)

T

he lull in the present political discourse between the GoI and our NNPGs is beginning to unsettle the minds of the entire Naga population... (More so for the Nagas of Nagaland)...considering how Shri. R.N. Ravi/Interlocutor Governor of Nagaland had pushed the dateline button with urgency and making this fact known to the representatives of the 14 Tribal Hohos present on the 18th October 2019’s meeting at Hotel Japfu. The Governor/ Interlocutor made a very emphatic statement that day that the GoI was prepared to go ahead and close the negotiation with those NNPGs willing to pen the final Agreement...and deal with the ‘unwilling others’ as may be deemed fit...adding that “ the collateral damage caused to the innocent civilians can’t be helped”. It necessarily meant that when push came to shove it would be the civilian population that would ultimately face the brunt of the manhunt for the “unwilling” by the Indian army all over again. It appears that the Nagas civil population is but a dispensable vegetable from the stand point of the GoI. The 31st October 2019 dateline has long since gone. In order to gain a better understanding of the ‘reality situation’ as to the reason for such a prolonged hibernation in both camps...some concerned members of the Senior Citizen’s Association of Nagaland (SCAN) met the Governor/Interlocutor Shri. R.N. Ravi, on the 13th of February 2020 at 3.00pm, at Rai Bhavan, Kohima. While a wide range of issues were generally covered, a more concentrated discussion revolved around the subject of Pan Naga Hoho (PNH) which has of late become very controversially disturbing to the Nagas of Nagaland. This is an unabridged account of what transpired: Pan Naga Hoho (PNH): The Governor/Interlocutor explained that the first roadblock was on the issue of ‘Naga Flag’ and the ‘Naga Constitution’ that had suddenly been introduced by NSCN (IM) at a very late stage of the 23 years old negotiation...that had bogged down the process. He however confirmed that this matter has mutually been placed on hold by both the contending parties to be addressed through peaceful democratic process in the due future. The unambiguous fact of the matter without doubt therefore, is that the issue of “Sovereignty”

t has been said of the Jews that when times were difficult over many centuries, Jews remained Jews, but when times became easy in the modern world, Jews stopped being Jews and defected or were assimilated in record numbers. Words are indeed too cheap to even try to describe the amount of persecution Jews suffered in the course of history. The phrase “if there is a god, he will have to beg my forgiveness” (allegedly) carved on the wall of a concentration camp during the WWII by an unknown Jewish prisoner, the hopelessness depicted as painfully as it can be in the poem “where was God during the holocaust” and many others, hold a testament to their sufferings. Yet in the midst of all those horrors they remained as Jews. It is injustice to compare Nagas adversity to that of the Jews. However, we find a certain similarity in the circumstances; each has gone through in history. We as Nagas have had our own share of struggle. It gives immeasurable pain to even think of what we have been subjected to in the past and now. Grouping, hiding in the thick and inhabitable forests, burning down of entire villages, granaries and forests, rape, killing and unthinkable violence of all forms being committed against, yet throughout these trials we triumphed

and “Integration” is no longer an immediate contending issue with both the GoI and the NNPGs. Yet NSCN (IM) would have the Nagas believe in their weird daydreaming philosophy of ‘Shared Sovereignty’ which seems like a make-believe myth being woven around the concept of “the State of Nagaland ceasing to exist and becoming a Nation”. The Nagas must know that this audacious claim to ‘Naga Nationhood’ is being worked out from within the Indian Constitution with demand for enhanced representation of MPs in both Houses of the Indian Parliament! One has to concede: NSCN (IM) does have a weird sense of humour. The ground reality of ‘’shared sovereignty’’ is that all States in the Federated Union of India has certain vested authority under the State List that the Centre cannot interfere...but Nagaland, unlike other States, has an additional dispensation under Article 371A. However this fact does not make Nagaland a “Sovereign Nation”. But it is beginning to dawn on the Nagas of Nagaland that the NSCN (IM) is more inclined to erase even this hard earned Article 371A by their very action of wanting a SupraStatutory Body called the Pan Naga Hoho that will make Article 371A redundant without their being able to significantly better the existing status. According to the Governor/Interlocutor, the present slowdown of the talk is on account of the issue of PNH. The NSCN (IM)’s original proposition was for the creation of PNH through an Act of Parliament as a statutory body purely for the purpose of cultural and emotional integration with advisory role in matters of education and development to which GoI had offered less resistance...albeit doubtfully. Since then, NSCN (IM) has upped the ante once more by wanting PNH to be a more authoritative body to additionally be able to dictate political terms over another Statutory Authority called the State Government of Nagaland. GoI is not averse to allow setting up of a Bicameral Legislature... meaning the creation of the Upper and Lower Houses in the State of Nagaland. NSCN (IM) is now vehemently demanding that PNH should be fully empowered as a ‘Nominating Authority’ to ‘select’ certain undisclosed percentage of Members to the Upper House... and have a direct role to dictate terms in matters of ‘Education, Development’ and perhaps even

governance within the state of Nagaland rather than an ‘advisory role’ earlier envisaged. Judging from their high-strung unscrupulous streak, it would not be beyond the NSCN (IM) to take one further arrogantly atrocious step of wanting to nominate their lapdogs to fill up the Upper House of Nagaland with even representatives from other States like Manipur, Arunachal Pradesh and Assam as well...who knows! It necessarily means that PNH will become a “Supra-Statutory Authority” over the Statutory Government of Nagaland...telling the Nagas of Nagaland how much meat, salt, chillies, axone, bamboo shoot should be put into our curry in our own kitchen. While the upstairs leaders of the Nagas of Nagaland are more likely to lap up such a curry....one would rather feel convinced that the more upright common Naga majority would perhaps refuse to eat such a dictated curry by someone who does not belong to our kitchen! The Interlocutor had rightly expressed serious apprehension that this latest twist in the tale on the part of the NSCN (IM) could open up another Pandora’s box of never-ending inter and intra-Tribal conflict, but NSCN (IM) seems to have confidently responded that the GoI need not worry about this because “we (NSCN-IM)can make our people dance like fools”. It ominously appears that in the Nagas’ long difficult journey for self-determination, we seem to have only succeeded in creating a monster in the form of NSCN (IM) who want to continue their oppressive regime within the State of Nagaland even in the post solution period through PNH. It is now up to the common man... the real Nagas of Nagaland...to decide whether we are prepared to “dance like fools” to the obnoxious tune of NSCN (IM) by accepting the PNH as is being visualised by them at this stage. The simple fact of the matter is that PNH in its present form absolutely violates the very principle of Naga customary law and practices in the matter of land and its ownership control that our forefathers have defended with their heads on the line and sustained it over the centuries. Not a single sensible Naga would allow any other Naga(s) from elsewhere to pilfer the rights of his land ownership... be it as an individual Naga or as a community of Nagas... ever! In fact this is a universally accepted principle of mankind on

planet earth. It would therefore be extremely unwarranted even on the part of the GoI to expect that the Nagas of Nagaland would accept such a theory of population integration as a reason to give way to our Naga brothers from other States to interfere in the affairs of the State of Nagaland. PNH can never and will never qualify as a wholesome indigenous body... in the absence of geographical integration. NSCN (IM) has miserably failed to gain the trust of the people of Nagaland with their hidden agenda such as this being held so close to their chest. This is precisely the reason why they have shown no courage to openly disclose their list of “Competency Clauses” and carefully explain their background reasonings in the public domain... despite repeated request and reminding to do so. For instance NSCN (IM) has thus far not even amplified the criteria as to how the elementary composition of Tribal membership within the PNH will be like... but there is no prize for guessing here that the Nagas of Nagaland will most definitely be a minority within PNH in the likeness of the present Naga Hoho or the NSF despite the fact that our population equation far outnumber the rest of the Nagas put together from Arunachal Pradesh, Assam and Manipur. The problem is further compounded when the NSCN (IM) says that the rules and regulation governing the PNH will be structured by the Body after the Body is formed...where Nagas of Nagaland will be a minority whose voice can be overruled by the majority every single time even if the issue is unfavourable and detrimental to our own survival! Would the Nagas of Nagaland ever want to be a part of this illusion? Earlier, the Senior Citizens were not completely averse to the existence of PNH purely for the sake of emotional and cultural integration while rejecting the “advisory role” perspective even then. The drastically irrational, re-constructed demand being made and doggedly being pursued by the NSCN (IM)...as has been confirmed by the Governor/ Interlocutor... is that the NSCN (IM) wants a very specific status of empowerment of PNH to enable it to directly or indirectly intervene in the affairs of the State of Nagaland, Manipur, Arunachal Pradesh and Assam. This is an utter nonsensical cesspool concept unpalatable for any Nagas of Nagaland with a minuscule of

and remained as proud Nagas. The barrel of the gun, the draconian laws, demonic atrocities and the intellect voices of the oppressor were all too weak to put us down, it didn’t scared us neither did it stopped us from being Nagas. Many a lives were cut to live short yet like the Jews Nagas remained as Nagas. Honourable Indian Prime ministers Lt. Pt. Jawarhalla Nehru and Lt. Morarji Desai were both wrong; were too naïve and inhuman, when they commented, “..Will wipe out the Nagas within one week”and the later, “I will exterminate all the Nagas without any compunction”. In the midst of such threat and adversity Nagas sang their songs, danced on their music, and passed down their rich cultural knowledge and practices, struggles, victories and failures in the driest of circumstances. During the most dangerous time of Naga history, Nagas have remained as Nagas, but as good times set in, Nagas have began to compromise and have assimilated in large numbers with the outside world. We’ve compromised to such extend where we have let our adversaries who tried to wipe us out become heroes, martyrs and patriots not anywhere but in our land itself and yet we have chose to remain as silent spectators. Surviving in nature as indigenous people, thriving

in jungle hideouts because of forceful occupation of their homes by alien forces, Nagas were once known to be diligent in work, honest, brave, and trustworthy. Nagas valiant display of courage, empathy and life of integrity is amply found in their history and culture. “They guided our columns” wrote Field Marshall Sir William Slims, “collected information, ambushed enemy patrols, carried our supplies, and brought in our wounded soldiers under heaviest gunfire and then being gentle men they refused payment”. Perhaps it may be surreal for the modern Nagas to learn that our ancestors didn’t ask for anything even after putting their life in the war front. Such was the ideals and principles upon which Nagas stood once upon a time. But today, the essence of Naga is evaporating fast from the Nagas. The 22 years of IndoNaga cease fire has allowed Naga parents to bring up, educate and mould their children in so called peaceful atmosphere (i.e. if peace is just the absence of war/ killings). Thus, for the first time since Indian independence, a Naga generation has grown up without witnessing much violence, though the amount of fear psychosis and war like environment created in their minds due to the presence of large number of armed

forces (both underground and overground) and their activities cannot be ignored. Children were/are send to the best colleges and universities in India and abroad, most of them came back with their honorable degrees but in the process many lost the Naga essence. Sometime somewhere parents were too scared to tell their children about the Naga struggle, history and culture or perhaps were too naïve to the threat of the modern force. Somewhere down the lane we have traded our Naga virtue and values with monetary ones. The period from cease fire coupled with various factors such as growth of academic book knowledge (not education), onset of modernization/globalization, outburst of technology era etc has brought about a great paradigm shift amongst the Nagas (considered good times by many). This shift is clearly visible and felt in every aspect (from political, social, economic, cultural to religious belief) of our society today. Some may call this shift, “transition” and other may call it “evolving” but the shift is too destructive to call it just a transition or evolving process, for in this shift we are losing everything, be it cultural, physical or spiritual. Society is torn apart, the chasm between the have and the have not’s

gray matter in between the ears! The Senior Citizens of Nagaland therefore, firmly stand opposed to the PNH as is being envisioned by the NSCN (IM). On being questioned, the Governor/ Interlocutor also confirmed that the NSCN (IM) wants to establish the PNH HQs within the State of Nagaland...though not mentioning the location specifics. In this regard, SCAN now firms its belief that setting up PNH HQs within the State of Nagaland will become a perpetual festering thorn in the backside of the people of Nagaland, judging from the very obvious and devious reasons for which NSCN (IM) is fighting extra hard (even at the cost of the collapse of the negotiation) to find the final comfortable landing ground for their one and only Supremo. If at all, SCAN advocates that PNH should be headquartered anywhere else outside the State of Nagaland, sans meddling empowerment in the affairs of other States...most of all Nagaland. This is a pre-requisite if the Nagas of Nagaland really want to sleep peacefully at night... post solution! We, the Senior Citizens of Nagaland believe that if NSCN (IM) is unprepared to frankly and honestly share the details of “Competency Clauses” aspirations, it is equally incumbent upon the GoI to have it placed in the public domain...because the Stakeholders have contributed their share of excruciating sacrifices (at gun point or otherwise) over the years as beasts of burden and have more than earned their absolute right in the eyes of God and in the eyes of Man...demanding to know their immediate destiny and the destiny of their children ...BEFORE, repeat...BEFORE and NOT AFTER the final deal is INKED. Without completing this elementary process, the GoI will also be equally accountable as that of the Factions. In failing to do this, it is more than likely that this PNH road will lead to a very severe confrontation between the Nagas of Nagaland and those beyond as has been witnessed by our headhunting forefathers before! Nagas of Nagaland should not be made to dance to the foul tune of our Southern Brothers. SCAN can only hope and pray that this does not happen. Khekiye K. bicycle etc and let it rule over us when we could have denied them. In a world as dynamic, flexible and individualistic like never before, where our entire culture and life so relies on the gifts of the modern world that we feel less need to hold on to the history, culture, values, and ideals of the Indigenous Nagas (let alone trusting in God); if we continue to act deaf and dumb then the tomorrow will call this period as the declining period or the ceasing period of Nagas. PAC argued that no benefit accrued to public from such collections whatsoever, and instead led to jacking up of prices. As examples, it claimed that MS rod was cheaper in Mokokchung, while vegetables were cheaper in Dimapur. If through proper legislation the State was entitled to issue lease, the committee said it should be done openly for all interested parties to participate. Alleging that over 300 persons had been appointed in DMC who had no task to do, the representation asked if the municipal affairs department was utilising the lease system to pay salaries to these employees. At the expense of the public, the department had no right to collect money to pay government employees, it declared. PAC expressed the confidence that the chief secretary would heed to voices of the public instead of succumbing to few vested interest people, who were

ready to ruthlessly throttle and suffocate the common man. Mentioning that NCD was one of the oldest NGOs in Dimapur comprising all Naga tribal and non- Naga community representatives, the representation asserted that the council was the highest mandated NGO of Dimapur and represented all citizens of this cosmopolitan city of Nagaland. Pointing out that Dimapur was the commercial hub of Nagaland that required no explanation, it added that every commodity entering the State from mainland India could not be stocked, sorted, dispatched and distributed without the town as it was kind of a “dry port” of Nagaland. The representation claimed that PAC had been tirelessly working for the good of the common man without any ulterior motive, prejudice, partiality or discrimination. It said it wanted to make Dimapur a better city to live in, and hence it was determined to root out all ills that hampered growth and ease of living, especially multiple collection of money. The woman, 40, had first filed a complaint against Bhadohi MLA Ravindra Nath Tripathi’s nephew for allegedly raping her after promising to marry her. She later added the leader’s name to her complaint, the police said. “The complainant had said that the MLA’s nephew Sandeep Tiwari had established sexual relations after the promise of marriage. She later levelled similar charges against the MLA and other people of the family. We had received a complaint, and on the basis of the complaint, we have registered a case against all those who have been named. A team has been constituted to investigate the case,” Superintendent of Police (SP) Ram Badan Singh said.

NEW DELHI, FEB 19 (PTI): The third and final batch of inmates quarantined at an ITBP facility here after being evacuated from the corona virus-hit Chinese city of Wuhan was discharged, a senior official said on Wednesday. With the latest release, all 406 people at the Indo Tibetan Border Police (ITBP) facility have been discharged after being declared free of corona virus by the doctors. The release of the inmates that began on February 17 ended on Wednesday morning with the last departure of a family of six people, ITBP spokesperson Vivek Kumar Pandey said. The discharge process was initiated after the final corona virus reports of all the 406 people living at the facility tested negative. “Doctors manning our facility have sensitised the outgoing people to take certain measures of personal hygiene and selfisolation for a few days,” the spokesperson said. A total of 650 people were brought back from Wuhan in China on February 1 and 2 in two 747 Boeing Air India aircraft after the outbreak of the corona virus in that country.

NEW DELHI, FEB 19 (PTI): A Delhi court Wednesday granted bail to former NITI Aayog CEO Sindhushree Khullar and others in the INX Media corruption case which also involves former finance minister P Chidambaram and his son Karti as accused. Special Judge Ajay Kumar Kuhar also granted bail to former Officer on Special Duty (OSD) to finance minister Pradeep Kumar Bagga and former FIPB director Prabodh Saxena. According to ISMA, out of 449 sugar mills which had started crushing for 2019-20, 23 sugar mills have stopped crushing operation due to non-availability of sugarcane. Last year, 521 sugar mills had operated, out of which 19 had stopped crushing on the same corresponding date last year. NEW DELHI, FEB 19 (IANS): Sugar production in the country has declined 22.67 per cent so far in the current sugar season 2019-20 (October-September) as compared to the last year. Indian sugar mills have produced 169.85 lakh tonnes of sugar as on February 15, 2020 in the ongoing season as compared to 219.66 lakh tonnes produced on the corresponding date of last year, said Indian Sugar Mills Association (ISMA) in a release on Tuesday. As per market reports, about 16 lakh tonnes of sugar have been exported from India and about 32 lakh tonnes of contracts have been signed for exports, said the apex sugar Industry body.

In the current fiscal (FY20), oil imports from Iran have dipped to 1.97 mt, down from 23.9 mt in FY19. Iran used to meet more than 10 per cent of country’s total oil imports. But since last fiscal, the Iran oil squeeze is being compensated through higher supplies by Iraq, the UAE and Saudi Arabia. During the period, imports of US oil have also increased to 6.2 mt in FY19 from a level of mere 1.9 mt in the previous year. In the AprilDecember period of this fiscal, import of US oil has already crossed last year’s import figures. Diplomatic sources said the talks between Indian and US officials on increased oil support by US has progressed smoothly since last year during Prime Minister Modi’s US visit. Coronavirus further dents Asia’s growth prospects: Moody’s SINGAPORE, FEB 19 (IANS): The coronavirus outbreak has added another dent to Asia’s growth prospects which are already under pressure, Moody’s Investors Service said in a report on Wednesday. “The outbreak of the coronavirus has added a further dent to growth prospects at a time when economic growth trajectories throughout the region were already declining,” says Deborah Tan, a Moody’s Assistant Vice President and Analyst. Moody’s Investors Service says in a new report that credit conditions in Asia will turn negative in 2020, in tandem with a slowdown in growth momentum, continued trade policy uncertainty and simmering political disputes. Although several nearterm pressures, such as the US-China trade dispute, have contributed to the downshift in Asia’s growth trajectory, the slowdown could turn out to be more than just a temporary blip, whereby the underlying causes are likely to be structural rather than cyclical. These include China’s steadily decelerating growth and the fact that it is a major source of export demand for

many Asian markets; growing demographic challenges in places like Thailand and Korea, a less stable geopolitical environment and the increasing threat to multilateral global trade relations. The report said that the the likelihood of risks crystallising in Asia has risen. A slowdown in Asian growth will constrain policy choices and limit the region’s ability to respond to negative shocks. “Lower growth could make it more difficult for governments in the region to defuse social tensions, raising political risk and reducing policy effectiveness,” adds Tan. If Asia’s slowdown does turn out to be due to more than just temporary factors, investors might recalibrate their demand for assets from the region, possibly triggered by unexpected shocks, and funding costs for issuers could rise in weaker economies. At the sovereign level, weaker growth prospects will hinder revenue generation and shock absorption capacity. The weaker growth outlook could increase refinancing risks for corporates and pressure asset quality at banks in the event that repayment capacities deteriorate.

The Californian company told investors on Monday night it would fail to meet its quarterly revenue target of $63-67bn (£4852bn) because of the “temporarily constrained” supply of iPhones and a dramatic drop in Chinese shoppers during the virus crisis. Apple did not provide a new forecast for its second-quarter revenue. Apple makes most iPhones and other products in China. The spread of coronavirus has caused the company to temporarily halt production and close retail stores in China. Some Apple retail stores reopened in China with reduced hours last week. “Work is starting to resume around the country, but we are experiencing a slower return to normal conditions than we had anticipated,” the company said in a statement. “As a result, we do not expect to meet the revenue guidance we provided for the March quarter.” Apple said while all iPhone factories outside

of the Hubei province, the centre of the outbreak, had reopened, “they are ramping up more slowly than we had anticipated”. 6,000 years old elm leaf perfectly preserved

A

perfectly-preserved leaf that fell from an elm tree 6,000 years ago has been discovered intact in Lancashire. Archaeologists found the leaf while clearing a plot of land just outside Blackpool in preparation for a new A-road bypass. The leaf was discovered among a selection of other Stone Age tools and pottery. The archaeological finds unearthed from peat and clay date to between the Mesolithic, Neolithic and Bronzes ages, stretching back as far as 14,000 years. Highways England revealed the three-mile A585 dual carriageway will take traffic around Little Singleton. The project is also designed to improve the junctions at Windy Harbour and Skippool. The haul of items found at the site also includes ancient pollen, wood, leaves and hazelnuts to signs of burnt seeds. A pointy shard of stone which may be the tip of an arrow head, was also unearthed. All items will go on display at local venues to raise awareness and support of the £100million construction project.

Oxford Archaeology was conducting pre-construction ground investigations for the project last year when it uncovered the prehistoric leaf. Tools found at the site include worked flint and chert blades (left), stone tools of either Mesolithic hunter-gatherers (pre 3800 BC) or Neolithic first farmers (after about 3800 BC). Vadeo, who was also the champion of Chozuba Range Wrestling Association, defeated 15-yearold Thenuveyi Vero of Chepoketa village by two straight bouts in the final to take the title. Karunaratne to lead SL in ODIs against Windies C O LO M B O, F E B 1 9 (IANS): Dimuth Karunaratne will lead Sri Lanka in the upcoming three-match home ODI series against West Indies beginning Saturday. Danushka Gunathilake has not been included in the 15-member squad announced by Sri Lanka Cricket on Wednesday due to a back injury while all-rounder Thisara Perera makes a comeback. After the first match in Colombo, the two teams will travel to Hambantota and Pallekele for the remaining two ODIs to be played on February 26 and March 1. The ODIs will be followed by two T20Is to be played in Pallekele on March 4 and 6 respectively. India to host 2022 AFC Women’s Asian Cup KUALA LUMPUR, FEB 19 (PTI): India will host the 2022 AFC Women’s Asian Cup as the sport’s continental body on Tuesday awarded the showpiece to the country with an aim to maximise the promotion of the game. India was awarded the tournament by the Asian Football Confederation’s Women’s Committee here as part of the AFC’s commitment to grow the women’s game. It was felt that India, which will also have the experience of hosting the FIFA Women’s U-17 World Cup later this year, was best placed among the three bidders – Chinese Taipei and Uzbekistan were the other competing candidates – to maximise the promotion of the women’s game. The venues proposed by India – D Y Patil Stadium, Trans Stadia Arena and Fatorda Stadium – are also being used in the FIFA tournaments, the AFC said. India was the host of the AFC U-16 Championships in 2016 and the FIFA U-17 World Cup 2017 and the committee agreed the country could continue

raising the standards of the AFC Women’s Asian Cup. A F C ’ s Wo m e n’ s Committee Chairperson Mahfuza Akhter Kiron said: “India offers the best opportunities to build the event commercially as well as increasing the value and India is also committed to developing the women’s game and while all three were strong bids, India stands out.” The committee decided that the expanded AFC Women’s Asian Cup -- from eight to 12 teams -- will be played in three groups of four teams with a minimum of 25 matches with eight teams qualifying for the newly introduced quarter-finals. “This is the most important competition in

women’s football in Asia. The last edition was a major step forward. It was played in Jordan, the first time a West Asian nation had hosted the event. Now we are looking to build on that legacy,” Akhter added. The committee agreed that the minimum length of the competition would be 17 days and that the administration would be mandated to organise the relevant play-off matches depending on the AFC slots at the 2023 FIFA Women’s World Cup. The dates of the tournament are likely to be in late October and early November 2022 and the match schedule will be worked out keeping in mind the start of the 2022 FIFA World Cup in Qatar. The committee also discussed about the phased introduction of the AFC Wo m e n’s C h a m p i o n s League, following the successful AFC/FIFA pilot championship in Korea Republic in November 2019. The pilot programme will continue in 2020 with a maximum of six invited clubs.
