tend the meeting for selecting a consensus leader so as to ensure smooth transition of office. It was learnt that T.R. Zeliang had endorsed Dr. Shürhozelie Liezietsu to take over as the next chief minister. Later in the evening, Shürhozelie drove to the residence of chief minister T.R. Zeliang for a closed door meeting. T.R.Zeliang returned four days after he was asked to step down by 42 legislators on February 15 postmidnight. Zeliang was to have resigned the next day but instead air-dashed to Delhi the same day, while the
state continued to reel under imposition of bandh to press for his resignation. According to sources, BJP central leaders asked both T.R. Zeliang and Neiphiu Rio to bury their hatchet and work towards restoring normalcy in Nagaland in the interest of the Naga peace process. Zeliang was to have met with Rio and the legislators at Kaziranga on Saturday but did not show up. With the state of political flux causing much anxiety, Zeliang’s prolonged absence since February 15 only added to the suspense. On February 17, almost the entire DAN legis-
At Sunday afternoon’s meeting with several NPF legislators in the State Banquet Hall, chief minister T.R. Zeliang briefed them on his recent visit to Delhi. Zeliang said during the course of his meetings with Central leaders, he learnt that various reports submitted to the Central government sought for President’s Rule in Nagaland. He said besides the normal reports passed on to the Centre by the Governor, Intelligence Bureau, Assam Rifles and CRPF, there were reports submitted by NPCC and a retired Supreme Court judge recommending immediate imposition of President’s Rule citing breakdown of government machinery. CMO said Zeliang reportedly spoke against PR in view of adverse affect on solution to the Naga political issue. Zeliang also claimed that after he pre-

DIMAPUR, FEB 19 (NPN): Nagaland Tribes Action Committee (NTAC) delegation on Sunday called on Nagaland Governor P.B. Acharya and discussed with him on the prevailing situation in the state and reminded him that delay by T.R Zeliang in meeting the demands of the people may further
complicate the volatile political situation prevailing in the state. According to NTAC media cell, the Governor assured to the delegation that smooth transition of office of the chief minister would take place very soon. In this regard, the Governor also appealed to the
NTAC members to exercise maximum restrain and efficiently manage the people whose voice they represent, claimed media cell. Meanwhile, NTAC has asked all citizens to be prepared for any eventuality in the event chief minister T.R. Zeliang failed to keep his word to step down by Sunday midnight. NTAC also informed that the ongoing bandh on government offices and movement of government vehicles will continue till further information. In this regard, NTAC media cell informed all tribal hohos in their respective districts to deploy volunteers to ensure that the bandh has been enforced. Further, NTAC appealed private hospitals and medical establishments to be on standby for any casualty or emergency cases in the event the situation aggravate and goes out of hand.
sented his case against PR, there “is little chance of PR being imposed in Nagaland.” Zeliang said central leaders and some groups in Delhi had told him that they received suggestions for Neiphiu Rio to return to state politics. Zeliang however told them that it could only be decided by NPF and alliance partners.
Central leaders for Rio
Political crisis within the ruling NPF might fizzle out with a likely ‘selection/ election’ of party president Dr. Shürhozelie Liezietsü as the next chief minister to replace incumbent T.R. Zeliang. The BJP, which is the only party in alliance under DAN, finds itself in a situation. BJP sources said that the Central leaders wanted former CM and Lok Sabha MP, Neiphiu Rio as the alternative candidate for chief minister. It was also disclosed that the BJP legislators were unlikely to attend the DAN meeting Monday at 11 a.m. where Dr. Shürhozelie would be elected as the next chief minister.
No force can disintegrate Manipur’s territory: Rajnath Correspondent
IMPHAL, FEB 19: Union Home minister, Rajnath Singh on Sunday categorically stated that no force in the world can disintegrate Manipur’s territory and clarified that “no word related to Manipur contained in the framework agreement signed between government of India and NSCN (I-M).” “There is no such provision in the agreement. Even the name of Manipur is not mentioned in it,” asserted Rajnath and reiterated that Manipur’s territorial integrity will not be compromised at any cost. He said this while addressing BJP election rallies at Imphal and Bishnupur district on Sunday accompanied by BJP national general secretary, Ram Madhav. Rajnath who arrived Imphal on Sunday, accused the ruling Congress government of trying to gain political mileage by misleading the people of the ‘Framework Agreement’. He further reassured that BJP-led NDA government at the Centre would not allow anyone to distort

the territorial integrity of Manipur, Assam and Arunachal Pradesh at any cost. Asserting that BJP was always committed to translate its assurances into action, he appealed to all not have any doubts that Centre would compromise territorial integrity of Manipur and other states of the region even though peace talks were on with the NSCN (I-M). The assertion of Rajnath comes was at a time when All Manipur Students’ Union (AMSU) was demanding Centre to disclose the contents of the Framework Agreement signed between Government of India and NSCN (I-M) on August 3, 2015.
AMSU had launched series of agitation in this regard. On Sunday as well, AMSU activists had staged a demonstration at Imphal’s Palace Compound when Rajnath was at a function to release the vision document of BJP ahead of the polls. Meanwhile, Rajnath Singh went on to slam the O. Ibobi government for total chaos in the state and accused Congress for conspiring the economic blockade to divert attention from its failures. “I think there is a political conspiracy to divert the attention from the failures of the Congress government here. I want to know why despite Centre extending all help, the economic blockade is still there,” the senior BJP leader said. Also speaking at the vision document release function, Arunachal Pradesh chief minister, Pema Khandu echoed Rajnath’s statement that “BJP government at the Centre will not allow re-mapping of boundaries of North Eastern states, particularly, Manipur, Arunachal Pradesh and Assam.”
Partial bandh in Dmu; govt Nagaland crisis impacts offices to remain shut: JCC NPF’s preparation in Mnp DIMAPUR, FEB 19 (NPN): Consequent upon the resignation of chief minister, T.R. Zeliang, the Joint Coordination Committee (JCC) on Sunday informed that the bandh in Dimapur would be partial, JCC media cell informed through a press note. From February 20, JCC said all business establishments, Central offices, schools/colleges, banks, private vehicles etc. would function normally. However, bandh would remain in force on all government offices and movement of government vehicles till further notice. When contacted, a JCC member clarified that bandh on government machineries would be imposed until the time the new dispensation officially takes over. “JCC during its emergency meeting on Sunday night decided that it will not accept T.R. Zeliang even as the caretaker chief minister,” the member said. JCC further warned the state government against any action on any government employee who had responded to the clarion call by their respective tribal bodies to support the people’s movement. Rejecting the one man Judicial Inquiry Commission (JIC) to look into the January 31 incident, JCC said the commission should be headed by three persons including one from an NGO selected by JCC. JCC further reiterated its demand for the suspension of former police commissioner and the erring police personals. JCC has also requested 100 volunteers from every tribe to assemble at DC’s office on February 20, 8 a.m.
GUWAHATI, Feb 19 (Agencies): The ongoing political turmoil in Nagaland has marred Naga Peoples Front’s (NPF) preparation in Manipur assembly polls. NPF, opposition party in Manipur has put up 15 candidates in the Manipur polls however most of the top leaders of the party are yet to hit the campaign trail, reports The Economic Times. NPF made its electoral début in Manipur in 2012 assembly polls and won 4 seats out of 12 seats it contested. NPF support base is mainly in the hills (20 seats). N P F p r e s i d e n t D r. Shürhozelie Liezietsu told ET, “The ongoing crisis in Nagaland has created confusion. However soon this confusion will be over and we will be concentrating on Manipur election, we are contesting 15 seats in Manipur.”
The crisis was triggered by the death of two people in police firing which resulted in tribal bodies demanding chief minister T.R. Zeliang’s resignation. This also led to largescale arson in government properties in Kohima followed by indefinite bandh on government machineries since January 28. A s a n a l t e r n a t i ve, NPF MLAs had backed Dr. Shürhozelie to take over as chief minister. However, former chief minister and Lok Sabha MP, Neiphiu Rio too was propped by some legislators. Political analysts opined that ongoing tussle in Nagaland will impact NPF’s performance for most of their leaders have given campaign a miss. Manipur assembly polls will be held in two phases on March 4 and 8.
India may meet its energy needs from Moon by 2030 Demand for restoration of data services NEW DELHI, FEB 19 (IANS): India may be able to meet all its energy requirements from resources on the moon by 2030, a scientist associated with the ISRO said on Saturday. Sivathanu Pillai, a distinguished professor at the Indian Space Research Organisation (ISRO), said here that India’s all energy requirements can be met through Helium-3 mined from the moon. “By 2030, this process target will be met,” Pillai said while delivering the valedictory address at the three-day ORFKalpana Chawla Space Policy Dialogue, organised by Observer Research Foundation. Pillai, a former chief of BrahMos Aerospace, said mining lunar dust, which is rich in Helium-3 is a priority programme for the ISRO. According to an ORF release, Pillai said other countries are also working on the

project and there is enough helium on the moon, which can meet the energy requirements of the world. “In a few decades, people will be going to the moon for honey-moon,” Pillai quipped. Lt. Gen. P.M. Bali, Director General, Perspective Planning, Indian Army, said the launch of GSAT-7, India’s first dedicated military satellite,
is a testimony to the country’s outlook towards using the outer space for national security. He noted that India possesses one of the largest constellations of communication and remote sensing satellites covering Asia Pacific. Lt. Gen. Bali said although India continues with a civilian orientation to its space programme,
the changing regional and global realities require it to also develop military assets in space and on ground as an emerging regional and global power. He said there is a need for a dedicated military space programme with adequate resources at its disposal because of “the changing realities in our neighbourhood”.
DIMAPUR, FEB 19 (NPN): Extremely dismayed by the way the state government had been acted upon to black out all mobile data/SMS services, various sections of the society have voiced out against the suspension and demanded that the state government immediately withdraw the ban. A young entrepreneur who recently started his online business was appalled that the ban on mobile data services had adversely affected his business. He said the situation in Nagaland was normal now and there was no need to impose such ban. “My business was just picking up and now I am crippled,” he said. But if the government tries to cut the hand and limbs of every businessman from earning their daily
bread, the situation would be worse, he added. Another renowned businessman said just by banning mobile internet services, how could the government justify that it has been done so just to stop the spread of rumours. What kind of rumors will people spread now when one can easily make calls or spread rumours if at all through word of mouth, he wondered. “We deal with online transactions to receive and make payments. The ban has not only made the business community suffer but various institutions like schools etc. They cannot have a tit-for-tat attitude and make the people suffer more, to protect themselves after creating all the mess.” One of the most vocal was a woman entrepreneur who also deals with online clothing business.
She said she had lost many of her clients after years of struggle to market her brand. “Now, do you think those calling the shots at the government will compensate people like us when they are not at all bothered about the economy and only knows how to loot,” she questioned. Principal of a CBSE affiliated school was extremely worried about his students. He said most of them do not have broadband connections at home and depend only on mobile data to carry out their assignments and other activities like downloading materials etc. He said 70% of the works at schools depend on internet. Besides these, the schools also need to make online submission of documents for exams, students practical papers etc., he added. K Y M C

Now if ULB election is conducted there are chances that the article will be compromised and removed. Since we understood this situation therefore we opposed to the ULB election. Though the chief minister T.R Zeliang agreed to postpone the election yet he broke the agreement. That night we went R. Toshi Longkumer and joined the protest. After we reached Assam Rifle Training camp, we had an argument with IR jawans who were blocking the road which was leading to the CM’s house. I was pushed by the IRB and we were told that since 144 CrPC was imposed the protestors should go home. We also told IR jawans that we are fighting for the rights of our people and if you are also one of us than join us. As we were adamant not to leave, that’s when they started hosing us with the water cannon truck and soon after that IR jawans started firing at us indiscriminately and within seconds I witnessed someone fall at my right and left side. As I was trying to find out who it was, that’s when the bullets hit me on my left cheek and I fell to the ground. ‘Changed my strategy in fight against AFSPA’ Arunachal cabinet discusses
Imphal, Feb 19 (PTI): Activist Irom Sharmila, who is making her electoral debut in the Manipur polls, today said she has not given up her fight against controversial law AFSPA but only changed her strategy. Sharmila said a section of people even wanted her “martyrdom” during the 16-year-old fast against the Armed Forces Special Powers Act (AFSPA) that she decided to end last year. The activist went on to form her own party – Peoples Resurgence and Justice Alliance (PRJA) and has decided to fight the March assembly elections with the sole agenda of withdrawal of the Act from Manipur. “Even if one of us win, we will be the voice of the people inside the assembly and will question AFSPA on the floor of the House,” she told PTI to questions on why her party PRJA had fielded only three candidates and whether they could play an important role in the 60-member Assembly if they win. Sharmila is contesting the Thoubal seat against Manipur Chief Minister Okram Ibobi Singh and BJP’s L Bashanta Singh. On what would she do if PRJA fails to taste success in the polls, she said, “Even if we fail, we will continue our fight. We will stay in politics and fight the
Irom Sharmila next parliamentary elections.” During the interview Sharmila said, “AFSPA has never been an issue in the polls. But I want to make a point in the elections that AFSPA is not only a draconian law but also one which is a gross violation of human rights. “Even now other parties are talking about alleged fake encounters in the state,” she said. On her journey from being an activist to a politician, Sharmila said, “The fast was an emotional fight. But after 16 years I realised that it didn’t achieve any purpose. But when I withdrew my fast a lot of people in Manipur misunderstood me, they thought I had given up. “A section of people even wanted my martyrdom during fast. But the fact is I have not given up the fight against AFSPA, I have only changed my
strategy,” she said. Sharmila, who is also known as the ‘Iron Lady’ said when she had met people and explained to them about her new strategy, they understood her and gave their blessings. “People now have understood me and are with me,” she said. Criticising both Congress and BJP, she said, “The economic blockade is a gameplan of BJP and Congress to divert the attention from the demand of withdrawal of AFSPA and misrule and corruption of Congress government.” Sharmila said, “You will see that by this economic blockade Congress and BJP have shifted the entire focus of politics on blockade. They are not doing any kind of constructive movement.” On whether there is any possibility of her party joining hands with BJP in case of a hung assembly, the
44-year-old activist-turnedpolitician said, “There is no chance of going with Congress or BJP after elections. PRJA will prefer to go with small political outfits like CPI, CPI(M) and others who are against AFSPA”. An indefinite economic blockade was launched by United Naga Council (UNC) since November 1, 2016 against the state government’s decision to create seven new districts in the landlocked state by bifurcating the existing ones. The blockade severely affected the supply of essential commodities, including fuel in the state. The state government has, however, claimed that the decision was taken to improve administrative efficiency. Sharmila said neither Congress nor BJP is “serious” about dialogue with UNC and convince them to lift the blockade. “Rather they (Cong and BJP) want to stretch the matter.”
Kejriwal donates Rs 50,000 to Sharmila’s party
Delhi chief minister Arvind Kejriwal on Saturday donated Rs 50,000 to rights activist Irom Sharila’s party which is fighting elections in Manipur. With severe shortage of funds and manpower, Irom Sharmila’s party Peoples’ Resurgence and
Justice Alliance (PRJA) has taken to online crowdfunding to raise funds and campaigning on cycle to reach out to the masses. Kejriwal said that he is donating Rs 50,000 to Irom Sharmila and also made an appeal to people on Twitter to help her while sharing the link. “I am donating Rs 50,000 as my small contribution to her and appeal to everyone to support her,” he tweeted while urging people to donate generously to her. PRJA is the first regional party in Manipur which has resor ted to crowdfunding to finance the poll expenses in the state. According to PRJA sources, online crowdfunding with a slogan “Ten For a Change” is an idea in order to involve more people, bring in transparency in election funding and reach out to the masses. The PRJA so far has collected Rs 4.5 lakh through crowdfunding. “The online crowdfunding is in line with the party’s call for accountable governance. When we started the party there was a lot of need for funds. Online funds are transparent and normally political parties face a backlash because they don’t have transparency in their funds,” PRJA’s convener, Erendro Leichonbam told PTI.
the issue of ‘Mere Vichar’
I ta nag a r , F e b 1 9 (Agencies): The Arunachal Pradesh state Cabinet on Saturday convened a meeting to discuss the issue of ‘Mere Vichar’ and discussed and deliberated upon the matter pertaining to the disclosure of “Mere Vichar” written by Lt. Kalikho Pul, Ex-Chief Minister in public domain by the news portal “The Wire” on 08/02/2017. At the very outset, the Cabinet reiterated the pains and grief felt by all the Cabinet members due to the sudden and sad demise of Late Kalikho Pul and prayed that the soul of late Kalikho Pul rests in peace. It was noted that the Police had registered a UD case No. 14/2016 U/S 174 Cr PC at Police Station, Itanagar on the complaint of PSO Shri Surendra Kumar Rai. Inquest Proceedings were conducted by Additional District Magistrate U/S 176 Cr PC duly assisted by the Police. The statements of family members and others were recorded. All relevant documents including 5 copies of “Mere Vichar” and articles were seized by the Magistrate. The magistrate handed over all the seized articles along with his report to the police on 10.08.2016 including the copies of notes “Mere Vichar” in sealed cover.
Final opinion on Post Mortem Examination after receiving the Viscera Result was that ‘the cause of death was due to asphyxia resulting from hanging by a ligature and suicidal in nature’. The sealed cover of notes “Mere Vichar” was opened by the police during investigation and resealed after perusal of its contents. In the notes there was no mention of Shri Pul’s intention to end his life and there was also no accusation against anyone for being responsible for the same. Final Report of the unatural death case no. 14/2016 was submitted before the Court of Chief Judicial Magistrate, Itanagar Capital Complex, Yupia on 24.10.2016 wherein it was concluded that as per investigations, Late Kalikho Pul committed suicide by hanging from ceiling fan in the “Pranayam Room” of the official CM’s Bungalow between 0500 hrs to 0900 hrs on 9.8.2016 and there was no foul play behind his death. All the seized materials/articles including the copies of note “Mere Vichar” have been deposited with the Hon’ble Court of Chief Judicial Magistrate, Itanagar Capital Complex on 24.10.2016 and are presently in Court’s custody.
The matter is presently subjudice. The Cabinet noted that an online news portal ‘The Wire’ has uploaded scanned copies of ‘Mere Vichar’ on 8/2/2017 with certain names and certain portions blackened. The Cabinet also noted that the names of Senior leaders and politicians in general have been referred to in the copy of ‘Mere Vichar’ downloaded from the news portal ‘The Wire’. The Cabinet after detailed deliberations on the observations made by Late Kalikho Pul in his note ‘Mere Vichar’ against all the aforementioned Government functionaries resolved that they are totally baseless, false and without any evidence/basis. The Cabinet after detailed deliberations noted that certain names of Leaders and Law Officials have also been mentioned in ‘Mere Vichar’ whose names are not in public domain as they have been blackened. Therefore, the Cabinet further resolved, without any prejudice to the matter being subjudice in the Court of the CJM, ICC, the said note ‘Mere Vichar’ – which is in circulation in the media, to be forwarded to Ministry of Home Affairs, Government of India for investigation by any agency as deemed fit.
Assam sex scandal: BJP MLA Modi’s ‘wheel of development’ has come to standstill: Sangma denies presence in video
Morigaon, Feb 19 (PTI): Assam BJP MLA Rama Kanta Dewri has denied his presence in a purported video showing him in a compromising position, claiming it is a political conspiracy against him. The video has gone viral over several local television channels. Denying that he was the person in the video, Dewri told reporters, “It (video) is being manufactured by vested interests to be distributed to the media as part of a political conspiracy against me and to discredit me.”
The MLA has demanded forensic tests of the video and said he would take legal action against the “propaganda” against him. He has submitted a memorandum to the Monitoring Committee for private television channels under the Union Information and Broadcasting Ministry through Assam Assembly Speaker “to take action against the channels concerned.” Morigaon district Superintendent of Police Swapnail Deka said Deuri has filed a criminal case against the editors of three
local TV channels that had broadcast the video and a police investigation was on. Four compact discs (CDs) of the video were distributed to four local TV channels with three airing it, Deka said. Assam BJP unit president Ranjit Das has expressed concern over the video appearing in a section of electronic media “tarnishing the image of BJP Morigaon MLA.” Das told PTI that “fabricated video footage against Deuri telecast in some TV channels of Assam is totally false and assassinates his character.”

Thiruvananthapuram, Feb 19 (PTI): A 30-year-old woman from Meghalaya has filed a complaint with the railway police, alleging that she was assaulted and verbally abused by a co-passenger during her journey to this city. Railway police at Thampanoor have registered a case under section 354, 354 A (1)(iv) of IPC against the passenger, who was in an inebriated state and is suspected to have alighted at Ernakulam. The incident is said to have occurred
in the wee hours of Friday when the Guwahati-Thiruvananthapuram express had not reached Kerala, police sources said. The train had reached the state capital on Friday night. The woman, travelling in the second AC compartment, works as a domestic help here, and was returning after a visit home when the incident occurred. Railway police said they were going through the chart list of passengers who had travelled in the seats near the complainant.
Tura, Feb 19 (Agencies): Continuing his tirade against Prime Minister Narendra Modi’s demonetisation drive, Meghalaya Chief Minister Mukul Sangma on Sunday said the ‘wheel of development’ has come to a standstill due to the ban on high currency note. Speaking at the Jan Vedna Sammelan at Resubelpara in North Garo Hills, Sangma said, “The wheel of development has come to a standstill as people are still seen lining up in front of banks and ATMs by giving up their day-to-day livelihood.” “Modi wants to make India cashless but did he take decision by taking all stakeholders into confidence. He (Modi) took the decision overnight which created hurdles for poor, farmers, labour, shopkeepers, middle class and the entire unorganized sector,” he added. Raising concern over the northeastern tradition of giving cash on occasion like marriages and death, the Chief Minister asked if India goes cashless, how would the region will follow
Cong govt’s sheer disinterest exposed: JACATB Correspondent
IMPHAL, Feb 19: Joint Action Committee Against Anti-Tribal Bills (JACATB) Sunday accused Ibobi led Congress government of sheer disinterest in settling issue related with anti-tribal bills. Reacting to deputy chief minister Gaikhangam assertion that the nine “tribal martyrs were hired by rebel groups,” JACATB said that the statement was a “shameless accusation.” The committee reminded Gaikhangam that it was his own government that passed the three anti-tribal bills under the instruction of CorCom. The accusation has exposed Congress government’s sheer disinterest to bring about any solution to the current tribal impasse, JACATB alleged. The Manipur government had admitted to having murdered the nine tribal martyrs by performing Hiamkhaam on November 2, 2015, a tribal customary practice performed by the
guilty party acknowledging their crime. Subsequently, on the state Government’s invitation, the JACATB had submitted its charter of demands on November 9, 2015, and met with the state government again on December 29, 2015. However, the Ibobi -led government was yet to address the JAC’s charter of demands till today, said the joint action committee. “In fact, it was during the meeting on December 29, 2015 at his chamber that chief minister Ibobi Singh confessed that the three antitribal bills were passed due to pressure from CorCom!,” the statement claimed Instead of making any genuine attempts to bring about a sustainable and acceptable solution for the tribal people, the state government has resorted to spreading lies and playing divide-and-rule among the tribal people, an art it has so skillfully perfected over the years. The state government has even resorted to stealing the mortal remains of one of the nine tribal martyrs
through one of its many ‘agencies’ on December 22, 2016, with the chief minister himself visiting Bijang in Southern Manipur on the very same day to personally verify the success of the ‘mission,’ the JACATB alleged. In a clear indication to his government’s utter disregard for anything tribal, the chief minister has repeatedly tried to deceive the public by proclaiming that “land belongs to the government, and not to any tribe.” For a tribal, his ancestral land is very much the core of his identity, and his existence; and the Chief Minister’s words simply showcases his ignorance of the un-concocted Manipur history and tribal land rights, and also exposes his anti-tribal mind-set and stand, it stated. The body also reminded the tribals of Manipaur that it was time to realize the actions of the communal Manipur government despite their sugar-coated communal harmony speeches. Instead, the govern-
ment’s actions including the creation of seven new districts merely indicate that they are hell-bent on creating problems and divisions among the tribal people with the sole aim of securing the maximum seats in the upcoming state Assembly elections!,” it added. While welcoming the conduct of timely Assembly elections, the statement asserted that the cries of the tribal people in the hills of present Manipur are not for elections, but rather for constitutional protection. With the communal Manipur government repeatedly ignoring the cries of the tribal people for an acceptable and sustainable solution, coupled with the continuing economic blockade and the unsolved issue of the three anti-tribal bills, the disquiet in the hills is palpable. Hence, the situation in the tribal territories of present Manipur without any solution to the prevailing imbroglio may not be the most congenial for elections at this point of time, it added.
their tradition. Though he did not talk much about e-wallet and other options, which were available but categorically said, “Now the common people should keep swipe machines at their homes”. “Institution where corruption never took place is now happening because of demonetisation. It has affected the socio-economic condition of the people and the traditional norms. In future, people of this country will face worse situation. So it is incumbent on our party to create consciousness and awareness amongst the citizens”, the Chief Minister reiterated, speaking to reporters at the sidelines of the Jan Vedna. “We have to enlighten the people as a responsible and committed political party that we have vigilant and alert citizens who cannot be taken for a ride by leaders like Modi”, he added. When asked if Congress party is prepared to fight BJP’s alleged wrong policies, the Chief Minister said, “The fight is on. In democracy, political parties fight on behalf of the people,
Tripura minister calls bank to implement of PMAY Agartala, Feb 19 (Agencies): Laying emphasis on proper implementation of Pradan Mantri Awas Yojana (PMAY), Urban Development Minister of Tripura Manik Dey Sunday called upon the bankers to extend subsidy to the beneficiaries. “The scheme- PMAY will be beneficial for the poor people living in urban areas. If the bankers lend a helping hand with subsidy money, the scheme will bring a positive impact on the socio-economic condition of poor people”, he said. He said the government has taken initiative to make beneficiary understand that PMAY subsidy is not a grant. The subsidy money should be paid back to the beneficiaries in time. The PMAY is scheduled to kick off in the state from first week of March. A representative of HUDCO who was present in the workshop explained various benefits of the housing scheme.
Chief Minister Mukul Sangma and All India Congress Committee in-charge, Meghalaya C.P Joshi at the ‘Jan Vedna Sammelan’ in Resubelpara which we are doing”. All senior Congress leaders including All India Congress Committee incharge for Meghalaya CP Joshi, forest and environment minister Clement Marak, elementary education and literacy minister Deborah Marak, sports minister Zenith Sangma and former chief ministers of Meghalaya -- DD Lapang and Salseng C. Marak attended the func-
tion.Attacking the Union Government for not restoring cash flow and accused it of ruining the central bank’s autonomy, Joshi reminded the gathering that Modi had sought 50 days for the situation to normalize but nothing much have been done to restore normalcy. “It is almost three months now, Modi should now tell the people how much black money had been detected. He had
assured acche din for the people of the country but where is acche din?” he asked. He stated that demonetisation only benefitted a few people while the majority suffered. Through the pro gramme, Congress party made a pitch to strike cord with the people of the area that Modi has failed to live upto the expectation of the people.
Poor representation of women in candidate lists Imphal, Feb 19 (PTI): Though women voters outnumber men in the electoral rolls in Manipur, only a small number of them have featured in the candidate lists of political parties in the upcoming state Assembly elections here. The total number of voters in the state is around 19 lakh and the number of women voters is much higher than that of men. Women play an important role in Manipuri society but the number of women candidates put up by
the political parties is far less when compared to that of men, sources from Election Commission said. The ruling Congress and the BJP which are the main contenders in the upcoming polls have fielded only two candidates each. The TMC which came out with a list 24 candidates also has two women candidates. Human rights activist Irom Sharmila’s Peoples’ Resurgence and Justice Alliance (PRJA), contesting from three seats has field-
ed two women, including Sharmila herself. The National People’s Party (NPP) has fielded only one woman candidate out of their 21 total number of candidates. A senior Congress leader of Manipur state Congress unit said, “Actually we had only received applications from four women candidates. Only two were given tickets based on their ability to win the seats. And secondly, in Manipur, women are not very much interested in politics.”
‘No nikah in houses without toilets’ GUWAHATI, Feb 19 (PTI): No toilet, no nikah. Maulvis and muftis in Haryana, Himachal Pradesh and Punjab have decided not to solemnise marriage in a house where there is no toilet. Maulana Mahmood A Madani, secretary general of Jamiat Ulama-i-Hind said having a toilet has been made a mandatory condition for Muslim marriage in the three states and will be soon be applied in all other states in the country. “Maulvis and muftis in Himachal Pradesh, Punjab and Haryana have decided that they will not solemnise the ‘nikah’ or Muslim marriage in a house where there are no toilets,” he said. Madani, who is also a former Rajya
Sabha MP, stated this during the inauguration of Assam Conference on Sanitation (ASCOSAN) 2017 conducted here in Khanapara last week. “I feel that all religious leaders from all the religion throughout the country should decide that they will not conduct any rituals in houses where there are no toilets,” he said. Emphasising on cleanliness and sanitation, he asked people to use toilets and also to make not only Assam, but the country as a whole clean. “There are two types of cleaning - one is external and the other internal. Both are interconnected, we will only be able to achieve the internal cleaning if our body is clean,” he said.
Stalin urges Gov to nullify TN assembly’s proceedings Chennai/ COIMBATORE, Feb 19 (IANS/ AGENCIES): DMK Working President M.K. Stalin on Sunday urged the Tamil Nadu Governor to nullify the proceedings in the assembly on Saturday in which Chief Minister Edapaddi K. Palaniswami won the confidence vote. Stalin, who is also the Leader of the Opposition in the assembly, in his representation to Governor C. Vidayasagar Rao said the motion of confidence moved by Chief Minister Palaniswami was adopted in the absence of the entire opposition on Saturday. Stalin requested Rao to invoke his Constitutional powers “to nullify the entire proceedings with a view to protect the spirit of democracy and the Constitution”. Stalin said extraordinary police presence was mobilised, giving an impression of a “war-like situation” around the assembly complex and a “thick atmosphere of terror” was prevailing. According to Stalin, the AIADMK legislators belonging to the V.K. Sasikala camp who were kept as hostages for some days in a beach resort were brought to the assembly “under tight security and they appeared to be under constant threat”. Stalin said the Speaker of the house P. Dhanapal did not respond to his request for a secret ballot on the confidence motion. According to the DMK leader, the party legislators had no other way to register their protest and resorted to peaceful sit-in inside the house. “The Speaker ordered expulsion of all the members of the DMK, without following the procedure laid down. The police entered
M.K. Stalin and C. Vidyasagar Rao into the house presumably on instructions given in advance by the Speaker. “The police and the assembly guards forcibly evicted us from the house and in this process, many of us sustained bleeding injuries. The other opposition parties staged a walk-out, strongly protesting against the action of the Speaker,” Stalin told Rao.
FIR registered against DMK working president MK Stalin
An FIR was registered against Dravida Munnetra Kazhagam (DMK) working president MK Stalin on Sunday. The case has been lodged against Stalin a day after he and DMK MLAs were detained by police for protesting against the floor test result at Chennai’s Marina Beach. However, they were released after a brief detention. Meanwhile, Stalin held a special meeting with party MLAs at DMK headquarters here. Stalin yesterday wrote to the governor urging his intervention in the matter after Edappadi K Palaniswami won the trust vote. Amid the uproar in the Tami Nadu Assembly during Saturday’s muchanticipated floor test, Palanisamy won the vote of confidence with 122 MLAs
supporting him. Tamil Nadu assembly witnessed a huge ruckus on Saturday during the floor test with Stalin alleging that his shirt was torn off when the assembly police forcefully evicted his party MLAs and the Speaker tore of his shirt himself and blamed the MLAs of the DMK for it. “We were told that assembly will reconvene at 3pm, but at 2pm police came and tried to forcefully evict us. My shirt was also torn,” Stalin said.
DMK announces hunger strike on February 22
DMK, whose MLAs were en masse evicted from the state Assembly before the voting on the confidence motion on Saturday, also announced a state-wide hunger strike on February 22, protesting what it called was “murder of democracy”. In a representation submitted to Rao, Stalin, also the leader of the opposition in the assembly, urged him to “nullify the entire proceedings” to “protect the spirit of democracy and the Constitution”. DMK Rajya Sabha members RS Bharathi, TKS Elangovan, and Tiruchi N Siva submitted the representation. Recalling his demand for secret voting on the motion of confidence moved by Chief Minister Edappadi K Palaniswami and Speaker P
Dhanapal’s rejection of it, he said, “Finding no other way to register our protest, we resorted to peaceful dharna inside the House.” He, however, said, “The Speaker ordered expulsion of all the members of the DMK without following the procedure.” “Assembly guards forcibly evicted us and many of us sustained injuries. Other opposition parties staged a walkout strongly protesting the action of Speaker,” he said. The DMK leader claimed that the Speaker “ignored the rule that if the House is adjourned after moving a motion, it lapses”. He said it was “a mockery of democracy and a severe blow to the Constitution”. He claimed that in 1988 “when voting on the confidence motion was held by the Speaker with only two factions of the ruling party present in the House (it was) later declared as invalid and void by the then Governor”. It appealed to the Governor to weigh the proceedings in the state assembly, focusing on the Speaker’s declaration that the confidence motion moved by Palanisami was adopted in absence of members of all the opposition parties. It urged him to invoke his constitutional powers to nullify the proceedings to protect the spirit of democracy and Constitution. Stalin in a statement said his party would stage the hunger strike from 9am to 5pm and condemned the adoption of trust vote after eviction of his party members. Alleging that the motion of confidence was adopted contravening the House rules, he called it a “murder of democracy”. Palaniswami won the trust vote by a 122-11 mar-
Veterans to protest for OROP in Delhi
Retired paramilitary veterans have been fighting for One Rank One Pay (OROP) for quite some time now.. NEW DELHI, FEB 19 (AGENCIES): A group of retired paramilitary forces officials will hold a day-long protest at Jantar Mantar here on Monday demanding grant of special pay, OROP and restoration of old pension scheme for lakhs of personnel. Alleging “discrimina-
tion” by the government, the association of veterans of forces like CRPF, BSF, ITBP, CISF and SSB is also demanding sanction of a number of welfare benefits to both the serving and retired personnel of these forces tasked with the maintenance of internal security in the country.
“We have some genuine demands like the One Rank One Pension, paramilitary special pay, restoration of the old pension scheme that was stopped for those who joined these forces beginning 2004. “These forces toil very hard to ensure the country’s security and the government
should ensure the welfare of these personnel and their families,” General Secretary of the Confederation of Ex-Paramiltary Forces Welfare Association Ranbir Singh said. He said, apart from the dharna protest at Jantar Mantar, the veterans will march towards the Parliament in support of their demands and will submit a memorandum to the Home Ministry. The wife and family of BSF jawan Tej Bahadur Yadav, who recently raised allegations of poor quality food being served to jawans, are also expected to join the protest, Singh said. There are about 9 lakh jawans and officers in these forces, also called Central Armed Police Forces (CAPFs), that work under the command of the Union Home Ministry and they are tasked to not only conduct operations within the country but also to secure the borders.

Sumitra Mahajan Mahajan said achievement of the Sustainable Development Goals (SDGs) will be able to address most of the problems that are holding back peace and prosperity in these countries. Mahajan also said that the adverse effects of population pressure and over-exploitation of the limited natural resources are clearly visible everywhere. “On one hand, there
is a need for development, while on the other, we must protect environment. An imbalance between the two can trigger massive negative consequences,” she said. The Lok Sabha Speaker, who is also the MP from Indore, said gender inequality is a sensitive challenge for all of us. “It is complex and represents inequality, discrimination, threat perception and violence. We all acknowledge that women rights are indeed human rights. Women have a right to live with dignity and equality. Women must enjoy equal access to education, economic resources and employment. “Women must enjoy the right to life without fear of threat or violence. How can development be
even close to sustainable if women are denied equality of opportunity and accessibility, and dignity,” she asked. She said there is a convergence of thought that gender parity or better gender balance can act as a critical factor for sustainable development and the need to systematically mainstream gender into development agenda. Mahajan also called for a strong parliamentary action in the achievement of the SDGs. “The role Parliament can play in realising the SDGs cannot be overemphasised. Parliament holds an important position in the development process. Public trust in Parliament is rooted in its openness, transparency, accessibility and responsible conduct

A local AIADMK MLA on Sunday alleged he was getting threat calls over phone for voting in favour of Edappadi K Palaniswami government in the assembly. Amman K Arjunan, who visited his Coimbatore South constituency, told reporters that he and his wife were being threatened over phone by some people, using foul language for voting in favour of the confidence motion moved by Palaniswami in the assembly+ on Saturday. When he was talking to the public, some people called on phone and asked what he was eating, rice or anything else, he said. Arjunan claimed that some people belonging to the DMK in the guise of public abused him and his mother. His wife was also receiving such threatening calls. The MLA said he voted for Palanisamy to continue the ‘good governance provided by late chief minister Jayalalithaa’ and accused DMK members of deliberately creating a ruckus in the assembly+ . Asked about two other AIADMK MLAs from the city V C Arukutty and Arunkumar joining the camp led by former chief minister O Paneerselvam, he said “They have gone to his side for some reasons. Both will return and support Palaniswami government. Arjunan said he would lodge a police complaint against those who were threatening and abusing him and his family members.
What happened in TN Assembly was disgraceful: Venkaiah
Terming the ruckus in Tamil Nadu Assembly as “a disgrace to democracy”, Union Minister M Venkaiah Naidu on Sunday said people will lose faith in the political system if legislators behave in such a manner. Referring to the Saturday’s incidents, he said “What happened in the Tamil Nadu Assembly was a disgrace to democracy. All concerned should introspect and see such things do not happen in future.” The Information and Broadcasting Minister said people look at the MPs and the MLAs as the role models, and if the people’s representatives behave like this, people will lose faith in the democratic institutions and also in the political system.” The Tamil Nadu Assembly witnessed unprecedented stormy scenes during the trust vote won by AIADMK leader Sasikala’s loyalist E K Palaniswami. Shahabuddin escorted by security personnel while being taken to Tihar Jail. 2 NEW DELHI, FEB 19 (AGENCIES): Controversial RJD leader Shahabuddin, brought to Delhi by train early this morning, has been lodged in jail number 2 of Tihar prisons amid foolproof security. A Bihar Police team brought Shahabuddin from Siwan jail on a Supreme Court order by Sampoorna Kranti Express which reached here around 8 AM. The team with Shahabuddin reached Tihar jail around 8.30 AM where he was medically examined then shifted him to jail number 2 whose other notable inmates include gangster Chhota Rajan. “Shahabuddin reached
Tihar jail around 8.30 AM and he was medically examined by doctors at the prison hospital before being lodged in the jail number 2 for convicts,” Director General of Tihar jail Sudhir Yadav said. Tight arrangements including CCTV camera monitoring and watch by Tamil Nadu Special Police Force personnel has been put in place to ensure uneventful stay of Shahabuddin in Tihar jail, officials said. The Supreme Court on February 15 ordered shifting of Mohammad Shahabuddin, now facing trial in 45 criminal cases, from Siwan Jail in Bihar to Tihar Jail here within a week. The order came on the pleas by Siwan-based Chandrakeshwar Prasad, whose three sons were killed in two separate incidents, and Asha Ranjan, the wife of scribe Rajdeo Ranjan who was murdered in Siwan, seeking shifting of the RJD leader. In accordance with the Supreme Court direction that no special privilege shall be extended, Shahabuddin was brought to New Delhi from Patna in a sleeper class coach of the Sampoorna Kranti Express.
Germany scrambles fighter planes for Jet aircraft
NEW DELHI, FEB 19 (AGENCIES): The German Air Force scrambled two fighter jets for a Jet Airways flight after the Cologne air traffic control could not establish contact with the Indian aircraft due to a reported communication failure. The Boeing-777 was flying from Mumbai to London on Thursday (February 16) as 9W-118 and was overflying close to the German city Cologne when its cockpit crew did not respond to ATC communications. With no response from the Indian aircraft, German Air Force scrambled jets to escort the Jet aircraft. However, these planes managed to establish an intercept contact following which the Jet pilots established contact with the ATC. Once the communication was restored, the aircraft (VT-JEX) continued its flight to London.
Two Indians die every minute due to air pollution, says Study
NEW DELHI, FEB 19 (AGENCIES): The air Indians breathe is turning more toxic by the day and an average of two deaths take place daily due to air pollution, says a new study. According to medical journal The Lancet, over a million Indians die every year due to air pollution and some of the worst polluted cities of the world are in India. The study released this week but based on 2010 data estimates that globally 2.7-3.4 million preterm births may be associated with PM2.5 exposure and South Asia is the worst hit accounting for 1.6 million pre-term births. The study says causes of air pollution and climate change are intricately linked and needed to be tackled together. The Lancet concludes that climate change posed both a “potentially catastrophic risk to human
Poverty continues to be a challenge in South Asia Indore, Feb 19 (IANS): Expressing deep concern over poverty in South Asia, Lok Sabha Speaker Sumitra Mahajan on Sunday said policymakers in the region share a collective responsibility to find a solution to the problem. “The South Asia region, with 1.7 billion people, is the most densely populated geographical region of the world. A large number of people are still living in extreme poverty which continues to be a major challenge for the policymakers,” Mahajan said in her concluding remarks at the South Asian Speakers’ Summit here. “The countries of the region share the collective responsibility to find solutions to issues that are affecting them,” she added.

She also hit out at those opposing women’s reservation in Parliament. “Some one tears up the pages while someone raises slogans. Such behaviour should not take place. All should unanimously and respectfully pass the bill,” she said in an apparent reference to members who even attempted to physically attack Rajya Sabha Chairman Hamid Ansari to disrupt its tabling. The bill seeks to reserve one-third of all seats for women in the Lok Sabha and the state legislative assemblies.
health”, while conversely being “the greatest global health opportunity of the 21st century” if the right steps are taken. The smog over northern India is extracting a heavy toll, every minute two lives are lost in India due to ambient air pollution, the study published in The Lancet says. Further, according an estimate by the World Bank, this would amount to a whopping $38 billion loss in income towards labour in India. Air pollution has also emerged as the deadliest form of pollution and the fourth leading risk factor for premature deaths worldwide, it says. Recently, 48 leading scientists released the study and they find that Patna and New Delhi the worst polluted cities of the world for PM 2.5 levels or the fine particulate matter that hurts the heart most. The
study notes that a broader evidence base on interrelated health and climate change trends will notably help demonstrate clear cobenefits of action. An estimated 18,000 people die every day due to air pollution exposure, making it the world’s largest single environmental health risk. The World Bank in turn estimates it costs the global economy $225 billion a year in related lost labour income. Contradicting some of the Indian reports, The Lancet says coal fired power plants contribute to 50 per cent of the ambient air pollution. Minister of State for Environment, Forest and Climate Change Anil Madhav Dave recently admitted in Parliament that the country spends a mere Rs 7 crore annually on monitoring air pollution for a vast country of India’s size with a 1.3 billion population.
HAL hopes to fly multirole chopper by 2019
Bengaluru, Feb 19 (IANS): State-owned behemoth Hindustan Aeronautics Limited (HAL) is hopeful of flying its future multirole helicopter, a mock-up of which was unveiled at the just-concluded Aero India here, by 2019 -- but the engine for it has not yet been finalised. Finer details of the chopper, which will be the biggest rotary wing aircraft ever made by India, will be finalised only after specifications are received from the users to develop the different versions that are planned. The HAL, which boasts of building a series of helicopters like the Dhruv Advanced Light helicopter (ALH), the weaponised Rudra ALH, a Light Combat Helicopter and the latest Light Util-
ity Helicopter (LUH), has embarked on the mission to make an Indian Multi-Role Helicopter (IMRH), with a 12-tonne lift capacity, to reduce the dependance on imports for this category. The mock-up presented at the Aero India 2017 is based largely on the Russian Mi-17, and HAL plans to develop four versions of it for the three Services and for civilian use. An HAL official, who did not want to be named as he was not authorised to speak to the media, said the chopper should be flying by 2018-19. After that, trials and customer acceptance may take seven to eight years. However, asked about the engine that is planned to be used in the chopper, the official said it has yet to be decided.

Nagaland Post Vol. XXVII NO. 75 Dimapur, monday, February 20, 2017
That’s what we are
F
or over 20 days or so, the entire government machinery in Nagaland has come to a standstill with office being forced-locked and vehicles with government registration banned from plying on the roads as a form of agitation demanding the resignation of T.R.Zeliang as chief minister of Nagaland. Whether T.R.Zeliang alone is responsible for whatever had happened or were there others in the cabinet and the government also who should share the blame is another issue. However as the head of the government, the chief minister takes all the responsibility for any decision. The genesis of the present crisis was the demand by apex tribe organisation on the government, to postpone civic polls with 33% women reservation . The government hardened its stand and cautioned that it will not buckle down. With the spectre of clashes imminent, the government through the initiative of the NBCC struck a deal on January 30 with the Naga tribe organisations to defer polls for two months as demanded. The interesting part of it is that the government in the agreement said it had agreed “in principle” to the deferment but anyway went ahead. When there was uproar of this, the government clarified it had the agreement was only valid for places where polls were opposed. At the same time, on a PIL filed by a member of the JACWR/NMA the court fast forwarded the order in presence of the state advocate general. It is no longer secret that the government had been having a symbiotic relationship with the activists on this issue for the sake of central funds and political empowerment respectively. The protests turned tragic when two youths were shot dead in police firing on January 31. This erupted to mob violence and arson in Kohima on February 1. The demand for resignation of the chief minister, home minister and parliamentary secretary municipal affairs grew loud. Then it became a one-point demand for the chief minister to resign. The longer he clung on to power by dismissing the demands because he had the full support of the legislators, the more the resentment grew. There is no bar against anyone resigning on moral ground, even if he has the full backing of the legislators. Doing so would have earned respect and also lessened public anger. What the public witnessed has been doublespeak, mishandling, vague interpretations and an insular perception about probity, revealed the moral nadir that has been reached. The state government machinery had ceased to function for nearly twenty days and this is also a very serious matter which New Delhi must address. The government cannot be subservient to the diktat of the streets. The losses in terms of time, money and material due to the shutdown is incalculable. The government of the day, especially the elected leaders, have to take a very deep introspection about who these reflect. The people on the other hand, also have to reflect on themselves and ask why they keep electing people who don’t like to govern but who are only interested to indulge in corruption and perpetrate the cycle of note for vote.
DailyDevotion Initiative Against Drudgery
Arise, shine… —Isaiah 60:1 When it comes to taking the initiative against drudgery, we have to take the first step as though there were no God. There is no point in waiting for God to help us— He will not. But once we arise, immediately we find He is there. Whenever God gives us His inspiration, suddenly taking the initiative becomes a moral issue— a matter of obedience. Then we must act to be obedient and not continue to lie down doing nothing. If we will arise and shine, drudgery will be divinely transformed. Drudgery is one of the finest tests to determine the genuineness of our character. Drudgery is work that is far removed from anything we think of as ideal work. It is the utterly hard, menial, tiresome, and dirty work. And when we experience it, our spirituality is instantly tested and we will know whether or not we are spiritually genuine. Read John 13. In this chapter, we see the Incarnate God performing the greatest example of drudgery— washing fishermen’s feet. He then says to them, “If I then, your Lord and Teacher, have washed your feet, you also ought to wash one another’s feet” (John 13:14). The inspiration of God is required if drudgery is to shine with the light of God upon it. In some cases the way a person does a task makes that work sanctified and holy forever. It may be a very common everyday task, but after we have seen it done, it becomes different. When the Lord does something through us, He always transforms it. Our Lord takes our human flesh and transforms it, and now every believer’s body has become “the temple of the Holy Spirit” (1 Corinthians 6:19).

Giant ISRO leap can add to forex, help digitisation
T
he world watches India’s meteoric scientific rise. The scaling of heights by Indian Space Research Organisation (ISRO) with placing 104 satellites in space in a single mission is just not a record. It makes the country proud and as it leads the select space market. “The entire ISRO team has done wonderful job”, an elated ISRO chairman AS Kirankumar said soon after the launch on February 15. The move instills hope for the development dream as digitization can reach the remotest area where internet penetration is the lowest. It is scientific, business, strategic and commercial success. The ISRO is already an achiever flying the 39th mission since 1993. It has outdone its own and global performance. It launched 20 satellites in one go in June, 2016. The record for the most satellites launched in a single mission is 37 – by Russia in 2014. About three years ago, a rocket carrying 104 tiny satellites, each no bigger than a computer chip, by International Space Station failed. T h e l a t e s t I S RO launch is significant as it put satellites from seven countries with total payload of 1378 kg carried
by the PSLV-C37. The weight of the Cartosat-2 series satellite for earth observation is 714 kg. The Cartosat 2 is the primary passenger in this mission. It is used to produce highresolution images of the Indian landmass for applications like coastal land use and regulation, rural and urban management, monitoring of road networks or water pipelines and various kinds of land information systems. Last year’s launch of 20 satellites in one go included a similar Cartosat-2 series satellite. Four such satellites are already in space. The ISRO has two technology demonstration nano satellites INS 1 and 2 – the only Indian payloads. The rest were launches for international customers through agreements with ISRO’s commercial arm Antrix Corporation. It is becoming a large forex earner. It has 96 private nano satellites from the US, including 88 weighing about 4.7 kg from the start-up Planet Labs, a San Fransisco-based earth imaging company. These satellites will together preparer 50trillion pixel image every day for a variety of applications. There is one satellite each from the Netherlands,
Switzerland, Israel, Kazakhstan and the UAE. Except eight satellites all others are for commercial applications and belong to private companies. Private satellites are still not allowed to offer commercial applications in India. It is likely to change. The most difficult part of the mission was synchronous release of the satellite payload from the final stage of the PSLV rocket. Each rocket has to be released Shivaji with small time lag so that they do not collide. At the time of release, the satellites travel at more than 7.5 km per second. The two ISRO –INS 1 and 2 – are carrying instruments from its Space Application Centre (SAC) and Laboratory for Electro Optics Systems (LEOS) for experiments. Till date the PSLV has put 226 satellites in space. Smaller satellites like Cubesats of 10 sq cm each and weighing between 1kg and 10kg is becoming the norm. This helps rockets carry more. The number of satellites to be loaded is restricted only by space available and the carrying capacity of the launch vehicle. It requires engineering
innovations. ISRO is seen as having excelled in this. It helped India join the select 12 countries – Russia, USA, France, Japan, China, UK, India, Ukraine, Israel, Iran and North Korea) and one regional organization, the European Space Agency ( ESA), that have independently launched satellites on their own indigenously developed launch vehicles. As business proposition India is becoming an attractive destination as European Sarkar c o u n t r i e s and US also often use Indian capabilities. Till 2016, ISRO had launched 75 foreign satellites, out of a total of 121. Forex revenues of ISRO’s commercial arm, Antrix Corporation, rose 204.9 percent in 2015 on the strength of foreign satellite launches. In 2015-16, commercial launches brought in Rs230 crore, which was 4 percent of ISRO’s average spending over the previous three years. The low prices offered by ISRO are drawing foreign clients. Private space programmes such as Arianespace and SpaceX are yet to equal its cost-effectiveness. Besides, ISRO has a 100 percent success rate
in foreign satellite launches. While a satellite launch on Arianespace’s rocket costs about $100 million after subsidies, SpaceX charges $60 million. In contrast, ISRO charges an average $3 million per satellite between 2013 and 2015. So far, ISRO was on a marketing mission for creating a brand for itself. It has largely achieved that. This may be ISRO’s moment for revising its launch fee to spur the country’s space mission to empower its poor people. The government is stated to be considering letting private satellites operate from India. Hughes Network, Team Indus, Bengaluru-based start-up Dhruva and others have filed such proposals. Some of these are pending for years. The Narendra Modi government with its dynamic look is likely to take a favourable look. One reason that delayed it was the AntrixDevas controversy. India lost the arbitration case in a Permanent Court of Arbitration (PCA) tribunal based in the Hague over its space marketing arm Antrix annulling a contract with Bengaluru-based private multimedia firm Devas. In its audit, the CAG primarily calculated losses (with some of its
estimations going as high as Rs 2 lakh crores) in the Antrix-Devas deal by comparing satellite spectrum and terrestrial/telecom spectrum; which, as a few analysts have pointed out, is incorrect. However, these issues certainly put off liberating the space sector. It is inching towards a solution. With it, the government is likely to clear the way for thriving sector that can earn enormous forex through launching and managing private satellites. The policy change is also likely to open up the digital internet market. About 15 percent of the terrain is difficult in India. It becomes digitally unserviceable by broadband because the economics does not pay out. Satellitebased broadband not only can connect remote areas like North-East, other hilly and difficult terrains. It can earn the government revenue as well. N ew t e c h n o l o g i e s make such satellites, even by private operators, inexpensive and help create intense and fast networking. Various foreign and Indian companies are keen on it. The ISRO effort is likely to bring in an inexpensive network and other facilities across the country.

Pakistan’s absence at South Asian Speakers’ Summit raises eyebrows
INDORE, FEB 19 (AGENCIES): The issue of Pakistan boycotting the invitation by Indian Parliament and the Inter-Parliamentary Union (IPU) marred the inaugural day of South Asian Speakers’ Summit with IPU chairman Saber Chowdhury expressing disappointment over break in dialogue between the two countries. “It’s a matter of disappointment that we don’t have representation from the Parliament of Pakistan. Off course it is not unusual for governments to have differences but here the IPU believe that political dialogue is absolutely critical. When the governments do not talk or when they stop talking, Parliamentarians should continue and engage in a dialogue,” said Chowdhury while addressing the inaugural session of two day South Asian Speaker’s Summit, in Indore on Saturday. In the summit there was a clear view of the members countries that Paklistan’s stand to decline the invitation was not a good gesture towards strengthening the group in the region. “You can just roll up your sleeves and take your jacket and you talk. I think peoples’ representatives are much more open in discuss-

ing issues,” said Chowdhury on sidelines of the summit. The IPU chairman further stated that during such an occasion when all the countries are committed towards Sustainable Development Goals (SDGs), Pakistan should also join the group. ``I think this is a great beginning for so we hope that although Pakistan is not with us on this occasion, it will be joining this very important platform in the near future’’, he said adding that IPU could provide a platform to the countries to discuss their issues but cannot suggest a solution. ``We tried to create a platform for dialogue and we encouraged the dialogue too but we are not too speculative in terms of what the dialogue should involve. It should be for the parties to interact,” Chowdhury told
TOI during the Summit As Pakistan has not clarified the reason behind it’s absence from the Summit, it was speculated that the decision was taken in view of the denial by India and other countries to boycott Commonwealth Parliamentary Union (CPU) meeting in Islamabad to protest against Pakistan’s decision to not invite the speaker of the Jammu and Kashmir Assembly in 2015. However, Lok Sabha Speaker Sumitra Mahajan had also refused to comment on Pakistan’s decision but said that Pakistani representatives have been attending programmes aimed at regional cooperation in the past. This time we don’t know why they were not attending the summit. “It would have been good if Speaker of the National Assembly of Pakistan would have attended the Summit. We would have got to know about their parliamentary procedures,” she had said. During the discussion, IPU also raised the issue of sanctions against various countries. IPU president Chouwdhury said that IPU will have next assembly in Dhaka in April and will then meet in Saint Petersburg in Russia. But it is also unfor-
tunate that countries impose sanctions against each other without initiating dialogue, he said. “When we have discussions on having assembly in St Petersburg we will make it quite clear that the sanction regime should not apply to the Parliamentary assembly. Like we have had Russia lifting all sanctions for executives from Europe, I think this is a great beginning so we hope that although Pakistan is not with us on this occasion, they will be joining this very important platform in the near future.” He furhter said that even during sanctions, when governments stop talking, Parliamentarians should continue dialogue and at the parliamentary level IPU plays its important role. “You may have differences then talk about your differences. Ukraine said they didn’t want to go to Russia. But, Ukraine can go there and talk about their grievances against Russia. At least, the Parliamentarians should be able to talk. The Russian have agreed to lift sanctions against all the individuals in Europe because its a parliamentary assembly, this is what parliamentarians can do,” said Chowdhury.
Ko l kata , F eb 1 9 (IANS): With an aim to provide effective and comprehensive solution to challenges faced by the road sector, UN Economic and Social Commission for Asian and the Pacific (ESCAP) has planned to establish an International Road Organisation (IRO), an official said. “Stronger intergovernmental support is needed to help the road sector develop sustainably. And yet there is no intergovernmental organisation to recommend common standards and rules, ensure its safe operation and promote its sustainable development through coordinated policy and regulatory frameworks. “We plan to set up an International Road Organisation,” Sandeep Raj Jain, Economic Affairs Officer in Transport Facilitation and Logistics Section of UN ESCAP, told IANS. According to a synopsis from ESCAP, road transport consumes 77 per cent of the energy used within the transport sector and produces 75 per cent of total CO2 emissions of the sector. If the current trend continues, the road sector is expected to increase its energy consumption by 29 per cent from 2015 to 2030 and 64 per cent by 2050, the report said.

Condoling Kabir’s death, West Bengal Chief Minister Mamata Banerjee said the country has lost a legal luminary. “My thoughts with his family/colleagues. India and Bengal have lost a legal luminary,” she said in a tweet. Kabir served as the 39th Chief Justice of India from September 29, 2012, to July 19, 2013, when he retired. dhi’s pictures with Modi’s in its 2017 wall calendars and desktop diaries. The issue was first highlighted by IANS on January 12 when KVIC officials and employees were outraged after large stocks of the 2017 New Year calendars and diaries were received at the KVIC head office in Mumbai. It showed Modi weaving khadi on large ‘charkha’ in the same iconic and historic pose as Mahatma Gandhi. While Gandhi’s historic picture weaving khadi on a simple wooden charkha, wearing his trademark loin cloth, is legendary and imprinted in the minds of the masses since generations, Modi comes across in his signature attire of kurta-pyjama-waistcoat, weaving khadi on a slightly modernised charkha. The employees even staged a symbolic “silent, soul-cleansing” protest wearing black bands on
their mouths during lunch hour that day, and were later threatened with disciplinary action by the KVIC management. At that time, Saxena sought to defend the move by saying “the entire khadi industry is based on Gandhiji’s philosophy, ideals and ideas, he is the soul of KVIC, so there was no question of ignoring him.” “In fact, PM Modi is khadi’s biggest brand ambassador, and his vision matches KVIC’s, of ‘Make In India’ by making villages self-sufficient, ‘skill development’ by generating employment among the rural masses, infusing modern technology for khadi weaving, innovations and marketing. Plus, the PM is a youth icon,” Saxena explained to IANS after the controversy erupted. While plans to take action against the employees and its union leaders were quietly dropped a few
days later, the Shiv Senaled Khadi Gramodyog Karmachari Sena (KGKS) demanded the removal of Saxena and other officials responsible for the faux pas. “While the Centre has sought to streamline the KVIC in such matters in future, it has remained silent on whether any officials would be punished for misusing the PM’s name and photo in this manner,” a senior KGKS official, requesting anonymity, told IANS. The issue had split the KVIC horizontally with the officers association supporting the chairman, and the employees unions opposing the move to replace Gandhi with Modi. The KGKS also demanded that Mahatma Gandhi should figure prominently on all calendars and diaries of the KVIC henceforth and appropriate directives must be issued in this regard.
Shimla, Feb 19 (IANS): More than five crore saplings were planted on 48,000 hectares in the four years in Himachal Pradesh, resulting in increase in forest cover, the government said on Sunday. The plantation included 1.35 crore medicinal plants. An increase of 13 sq km has been recorded owing to efficient conservation and management of forest in the state, a government statement quoting the 2015 report of the Indian Forest Survey Institute said. During the drive, plantation of broad leaves, wild and medicinal saplinghs has been done so as to generate employment opportunities to the villagers. For making plantation a success, the forest department has started ‘Smriti Van Yojna’ in urban areas. The scheme includes plantation drive by people on auspicious occasions like birthdays and anniversaries of their beloved ones. This effort will add to the
forestation and environment conservation. From the next year, this scheme would also be launched in the rural areas, the government said. Under this scheme, the forest department provides free saplings for plantation. For the survival of saplings, the department is nurturing them for five years. Himachal Pradesh, with a quarter of its geographical area under forest cover, has become the first in Asia to earn carbon credits. It has received the first installment of Rs 1.93 crore. Carbon credits provide a way to reduce greenhouse gas emissions by giving the stakeholders, including the panchayats, a monetary value. A credit gives the owner the right to emit one tonne of carbon dioxide. Credits can be exchanged between businesses or bought and sold in the in-
ternational market at current market prices. The Forest Department records say 17,429 hectares were brought under forest cover in 2013-14 by spending Rs 1.66 crore. Likewise, in 2014-15 and 2015-16, the corresponding figures were 12,730 hectares and 11,449 hectares, respectively. Intensive forestr y works have been started under Green India Mission in Mandi, Bilaspur, Hamirpur and Kangra districts. Under the National Bamboo Mission, a project with an outlay of Rs 3.24 crore is underway during this fiscal in Nahan, Bilaspur, Mandi, Hamirpur and Kangra districts. With the assistance of the National Medicinal Plant Board, five projects are being implemented for the development of medicinal plants at a cost of Rs 24 crore in Kangra, Una, Chamba, Kullu, Sirmaur, Lahaul-Spiti and Kinnaur districts.
Drones deployed to survey 4th phase of Odisha panchayat polls Bhubaneshwar, FEB 19 (AGENCIES): Drones have been deployed in Maoist-hit Malkangiri district of Odisha for aerial surveillance during the fourth phase of panchayat elections on Sunday to ensure smooth voting. “Drones have been deployed to conduct aerial surveillance on several highly sensitive polling booths in the district during voting for panchayat polls,” said Malkangiri Superintendent of Police Mitrabhanu Mohapatra. While drones played a significant role in keeping sensitive areas under close observtion, CCTvs have also been installed to keep an eye on the election booths and areas around, the SP said, unwilling to specify the number of drones deployed during Panchayat polls. Sub-Divisional Police Officer (SDPO),
Malkangiri, Rahul PR said polling was held in 23 gram panchayats under three zilla parishad zones of Kalimela block of the district during the 4th phase of polling during the day. Out of 334 polling booths where polling was held today, as many as 175 booths were identified as sensitive and 53 as hyper-sensitive, he said. The drones, equipped with sophisticated cameras, were used for the first time in the naxal-hit district for the first time for aerial surveillance of the hypersensitive booths to ensure smooth and peaceful conduct of the poll, the SDPO said. According to Director General of Police (DGP), K B Singh, all possible steps were taken to prevent any untoward incident and additional forces were deployed in sensitive and hypersensitive booths besides others places.

Jio competitors see washout in Q3, losses likely in Q4 too
‘Stock markets to see volatility in week ahead’ NEW DELHI, Feb 19 (Agencies): Stock markets likely to witness volatility amid derivatives expiry in a holiday-shortened week ahead, and the ongoing UP assembly elections will also continue to dominate sentiments, say experts. Stock markets will remain closed on Friday for ‘Mahashivratri’. “In absence of any major trigger on the domestic front, this week looks unexciting and will be guided largely by global cues. Hence, chances of consolidation cannot be ruled out. Trading is expected to remain volatile in truncated trading as traders roll over positions in F&O segment,” said Vijay Singhania, Founder-Director, Trade Smart Online. “The ongoing UP assembly elections will continue to dominate market sentiments in the week as polling processes. We believe market to take cues from UP polling also and behave similarly. Overall, we foresee range-bound trading in benchmark indices for the coming week. “However, if any clue of any good news comes in like BJP getting majority in UP, we could see rally in the
market,” Singhania noted. Over the last week, both Sensex and Nifty recorded their fourth straight weekly gains by surging 134.50 points, or 0.47 per cent, and 28.15 points, or 0.32 per cent, respectively. “Though this week is more or less to remain eventless in the absence of any major trigger in the domestic as well as global market”. “ H oweve r, t r a d e r s would be keenly eyeing the outcome of the state election results to receive more clarity on the several stalled projects,” said Abnish Kumar Sudhanshu, Director & Research Head, Amrapali Aadya Trading & Investments. Counting of votes will take place on March 11. “Going ahead, markets will watch out for the UP election results... A positive outcome for BJP in the state elections may lead the markets higher, at least in the short term,” said Dipen Shah, Sr Vice President - PCG Research, Kotak Securities. “The market seems to be in no hurry to move before the outcome of state elections, especially the UP which shall be the major test of the present government.
per cent while Idea Cellular reported a loss of Rs 478.9 crore for the same quarter. Reliance Communications too posted a net loss of Rs 531 crore in the quarter. Vodafone India, the other big telecom operator is not listed on any Indian bourse. “The quarter has seen turbulence due to the continued predatory pricing by a new operator. The present termination costs at 14 paise which are well below cost has resulted in a tsunami of minutes terminating into our network. This has led to an unprecedented year-onyear revenue decline for the industry, pressure on margins and a serious impact on the financial health of the sector,” Gopal Vittal, Airtel’s MD and CEO, India & South Asia, had said in a statement earlier. Idea Cellular too gave a similar reason for the sharp drop in earnings. “The Indian mobile industry witnessed an unprecedented disruption in the quarter of October to December 2016, primarily due to free voice and mobile data promotions by the new entrant in the sector,” the company statement said.
Reliance Communications attributed the loss to three factors. “The industry witnessed unprecedented competitive intensity. This was the first full quarter after company’s complete shutdown of its profitable CDMA operations. And there was an increase in amortisation and interest expense aggregating Rs 278 crore on account of capitalisation of 850 MHz spectrum liberalisation fee,” it said in a statement. Reliance Communications is owned by industrialist Anil Ambani and Reliance Jio’s owner is his elder brother Mukesh Ambani. Mahesh Uppal, director, Com First, a telecom consultancy firm, also said there is no doubt that the revenue drop in the third quarter was a direct consequence of Reliance Jio’s aggressive free data offers. “Incumbent companies, like Airtel and Idea, are being forced to match the prices to remain competitive. The cut-throat pricing is likely to continue since Reliance Jio would want to use it to acquire a decent market share,” Uppal told IANS.

In a recent review meeting on digitisation in the EPFO, the field formations and Information Services wing has been asked to link all 123 offices with the central server so that subscribers can be provided services online. EPFO has made it mandatory for all subscribers as well as pensioners to submit their Aadhaar number. This will help linking EPF account, pension account, bank account and Aadhaar number which would eventually facilitate providing a host of online facilities to subscribers like online withdrawal and fixation of pension. The body has recently extended the deadline for submitting Aadhaar for its subscribers and pensioners till March 31, 2017. Seeding of Aadhaar number with the EPF, pension and bank accounts is required for settling claims online to reduce public interface for bringing in more transparency.

At the time of last revision, the government had also announced a sharp reduction in cap price based on alternate fuels for undeveloped gas finds in difficult areas like deep sea which are unviable to develop as per the existing pricing formula. The cap for October 1, 2016 to March 31, 2017 was fixed at USD 5.3 per mmBtu, down from USD 6.61 in April 1 to September 30 period. This cap too will rise to USD 5.7 per mmBtu, sources said. A rate hike will provide relief to upstream gas producers who have been getting rates below the cost of production. But at the same time, an increase in natural gas prices would mean higher raw material cost for compressed natural gas (CNG) and natural gas piped to households (PNG) and would translate into hike in retail prices. It would also mean higher feedstock cost for power generation and manufacturing of fertilisers. Prior to the October cut, rates were reduced by 20 per cent to USD 3.06 from April 1, 2016. It is proposed to omit the said clause in view of restriction on cash transactions as proposed to be provided”. Presently, Section 206C sub section (1D) of Income Tax Act, 1961 provides for a seller collecting from the buyer 1 per cent of sale consideration as income tax if the amount paid for bullion exceeds Rs 2 lakh in cash and for jewellery if it exceeds Rs 5 lakh in cash. The same section also provides for 1 per cent TCS on cash paid in excess of Rs 2 lakh for any goods other then bullion and jewellery. With the amendment proposed in the Finance Bill 2017, jewellery purchase of over Rs 5 lakh in cash is being omitted from the ambit of TCS but will now be classified as “other goods” and the 1 per cent levy be provided if cash consideration is over Rs 2 lakh.

New Delhi, Feb 19 (PTI): Natural gas price in India is likely to be hiked by 8 per cent from April 1 driven by an increase in rates in reference markets including US Henry Hub. Price of natural gas, used for generating power and making fertiliser and petrochemicals as well as CNG for automobiles, is likely to rise to USD 2.7 per million British thermal unit for the period from April 1, 2017 to September 30, 2017 from current USD 2.5 per mmBtu, industry sources said. This will be the first increase in domestic gas prices in two years. Rates may further rise to USD 3.1 per mmBtu in second half of 2017-18 fiscal (April to March). As per the mechanism

The definition of goods also includes jewellery and hence 1 per cent TCS would be applicable on jewellery purchased above Rs 2 lakh in cash,” an official told PTI. With this move, the TCS threshold for jewellery will be brought at par with that of bullion from April 1. The Income Tax Department has been levying 1 per cent TCS on cash purchase of bullion in excess of Rs 2 lakh and jewellery in excess of Rs 5 lakh since July 1, 2012. However, the Budget for 2016-17 had imposed TCS of 1 per cent on goods and services purchased in cash over Rs 2 lakh. The Finance Bill 2017 states that current provisions provide for “tax

New Delhi, Feb 19 (PTI): Cash purchases of jewellery will attract 1 per cent TCS (tax collected at source) from April 1 if the amount exceeds Rs 2 lakh, as against the current threshold of Rs 5 lakh. Once the Finance Bill 2017 is passed, jewellery will be treated on par with general goods which attract 1 per cent TCS on cash purchase of above Rs 2 lakh. The Bill seeks to do away with the threshold of Rs 5 lakh on jewellery purchases for applicability of TCS because the Union Budget 2017-18 has proposed to ban cash dealings of over Rs 3 lakh and make violations punishable with a penalty of an equivalent amount to be paid by person receiving the cash. However, as there is no special provision for TCS on its purchase, jewellery is now being clubbed in general ‘goods’ on which 1 per cent TCS is triggered if a single transaction exceeds Rs 2 lakh in cash. New Delhi, Feb 19 (IANS): The balance-sheet of major telecom operators in India -- Bharti Airtel, Idea Cellular and Reliance Communications -- came under major pressure in the third quarter (OctoberDecember) of the current fiscal and the trend is likely to continue in the fourth quarter, say the experts. “Margin pressure on telcos will continue as long the free data offer from Reliance Jio continues. As and when Reliance Jio decides to withdraw its offer and start charging for its data services, then it will be a different matter,” Arpita Pal Agrawal, partner and leader, Telecom Industry Practice, PricewaterhouseCoopers India, told IANS. “Customers will then compare telco offerings on parameters such as price points, throughput speed, tariff bundles, service experience to decide about their preferred operator option,” she added. Washington, Feb 19 (PTI): US President Donald Trump has vowed to “totally destroy” ISIS and rebuild the US military as part of measures to keep the country safe. “Here’s the bottom line. We’ve got to keep our country safe. You look at
what’s happening,” Trump said at a campaign-style rally in Florida, nearly a month after taking oath. “We’ve allowed thousands and thousands of people into our country. And there was no way to vet those people. There was no documentation. There
wa s n o n o t h i n g,” h e claimed. Trump also touched on familiar rhetoric, saying the US does not “win anymore”. “Instead of peace, we’ve seen wars that never end and conflicts that never seem to go away. We don’t
US Navy begins patrol in South China Sea
The USS Carl Vinson aircraft carrier group was engaging in routine operations in the South China Sea.
Washington, Feb 19 (IANS): A US Navy aircraft carrier strike group has begun patrols in the South China Sea, an official statement said. The US Navy in the statement announced the Carrier Strike Group (CSG) 1 began the routine patrols on Saturday. The group included a Nimitz-class aircraft carrier USS Carl Vinson (CVN 70), Destroyer Squadron (DESRON) 1’s Arleigh Burke-class guided-missile destroyer USS Wayne E.
Meyer (DDG 108), and aircraft from Carrier Air Wing (CVW) 2. “Prior to their operations in the South China Sea, ships and aircraft from within the strike group conducted training off the islands of Hawaii and Guam to maintain and improve their readiness and develop cohesion as a strike group,” the statement said. The development comes after China’s Foreign Ministry on Wednesday warned the US against challenging Beijing’s sover-
Iraq launches assault on IS-held west Mosul Bag h da d, F e b 1 9 (IANS): Iraq has launched an operation to regain control of western Mosul from the Islamic State (IS) terror group, Prime Minister Haider al-Abadi announced on Sunday. al-Abadi described the operation, which comes after Iraq recaptured eastern Mosul, a “new dawn” in the liberation of the last IS stronghold in the country, CNN reported. “Go forward with my blessing, heroic forces of Iraq,” he said on state television. The Iraqi air force dropped millions of leaflets over western Mosul late Saturday, warning residents of an offensive by ground forces on the IS-held part of the city. The leaflets say Iraqi forces are making advancements to the western side and “provide guidance and recommendations” for citizens ahead of the offensive. The leaflets also warn IS members to turn in their weapons and surrender “before they face their inevitable fate at the hands of
our heroic forces”. The area has been targeted only by airstrikes in the past. Iraqi forces have had control of the eastern part of the city, which is divided by the Tigris River, since January. According to the UN, as many as 800,000 civilians live in western Mosul. The offensive to retake Mosul began in October with a push by the Iraqi army, counter-terrorism forces, federal police and Kurdish Peshmerga fighters. The IS seized Mosul in 2014. Suicide bombings kill five in east Mosul F ive p e o p l e we r e killed, including three Iraqi soldiers, in two suicide bombings on Sunday that hit districts recently retaken from Islamic State in eastern Mosul, security sources said. The first attack targeted an army checkpoint, killing three soldiers, and the second a gathering of civilians in the commercial district known as “My Fair Lady,” killing two.

eignty in the region. The area where the group is patrolling is a disputed area; China has been asserting its rule over the waterway despite territorial claims from a number of other east Asian nations, the Voice of America said. Nations competing with China for claims to parts of the South China Sea include Cambodia, Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam. Taiwan also claims part of the area.
China stages mass anti-terror rally in Xinjiang BEIJING, Feb 19 (Agencies): Chinese security forces have staged another mass anti-terror rally in the restive far western region of Xinjiang, parading hundreds of armed men through the streets of the regional capital Urumqi in a show of force after an uptick in violence. Hundreds have died in Xinjiang in the past few years, mostly in unrest between the Muslim Uighur people, who call the region home, and the ethnic majority Han Chinese. Beijing blames the unrest on Islamist militants. The Xinjiang government’s news website on Saturday showed pictures of hundreds of gun-toting police and soldiers standing in front of a government building shouting out pledges to defeat terror and lines of armoured vehicles driving though the streets. Xinjiang deputy party secretary Zhu Hailun said the Urumqi rally, following on from ones in Kashgar and Hotan in Xinjiang’s Uighur heartland in the region’s deep south, were a sign of “real action” to deepen the fight against terror.
fight to win. We fight politically correct wars. We don’t win anymore. We don’t win at trade. We don’t win in any capacity. We don’t win anymore. We’re going to start winning again. Believe me,” he said. Trump said he has directed the defence community, headed by Defence Secretary Jim Mattis “to develop a plan to totally destroy ISIS,” and begin plans for “the great rebuilding” of the United States military. “We will pursue peace through strength. Our military is badly depleted. We make the best equipment anywhere in the world. We’re going to start using our best and most modern equipment,” he said. Trump said he wants to build safe zones in Syria and other places so immigrants can stay there and live safely. “We were left a mess like you wouldn’t believe. But we’re going to build safe zones. We’re going to have those safe zones,” he said.
Libyan general slams Europe, US for backing terror Tripoli, Feb 19 (Agencies): Libyan General Khalifa Haftar has accused several European countries and the United States of supporting terrorist groups in Libya by secretly providing them weapons and training. In an interview aired on the Egyptian ON LIVE radio channel on Saturday, Haftar described France, Germany, the United Kingdom, Italy, and the United States as “partners” to the terrorists in Libya. He said those countries had to reconsider their positions. The Libyan general also said Turkey used to back terrorists but “we sent back in coffins the terrorists that Turkey had dispatched” to Libya. Turkey will pay dearly for the harm it did to the Libyan nation, he said, without elaborating further. Haftar was an ally of Libya’s long-time dictator Muammar Gaddafi but joined the Libyan revolution against Gaddafi in 2011. Libya has been dominated by violence since a NATO military intervention that followed the 2011 uprising and that led to the overthrow and death of Gaddafi.
5 militants killed, 205 suspects held in Pakistan
Four N Korea suspects fled Malaysia after airport murder, says Police
Lahore, Feb 19 (IANS): At least five militants from the Tehreek-eTaliban Pakistan (TTP) and its breakaway faction Jamaat-ul Ahrar (JuA) were killed during a counter-terrorism operation in Punjab province of Pakistan. As many as 205 suspects, mostly Afghan nationals, were also arrested in the past 24 hours in the operation across the province, Dawn online reported. According to The News International, the terrorists killed in Layyah district were planning an attack in Multan. The Counter Terrorism Department (CTD) carried out a raid on the basis of a tip-off on Saturday, a Punjab Police spokesman said. He also said that those arrested were shifted to undisclosed locations for further interrogation. Two pistols, 78 bullets, one Kalashnikov and one rifle from them. The deployment of security personnel at all sensitive government installations was also increased, he said.
Kuala Lumpur, Feb 19 (Agencies): Four North Korean suspects in the murder of the estranged half-brother of North Korean leader Kim Jong Un fled Malaysia on the day he was attacked at Kuala Lumpur airport and apparently killed by a fast-acting poison, police said on Sunday. A North Korean man, a Vietnamese woman and an Indonesian women have been arrested already in connection with the assassination of Kim Jong Nam last Monday, which has triggered a diplomatic spat between Malaysia and Pyongyang. South Korean and U.S. officials believe Kim Jong Nam was killed by agents from the reclusive North, whose diplomats in Kuala Lumpur sought to prevent an autopsy on the 46-year-old’s body and demanded it be handed over. “We believe the North Korean regime is behind this incident considering five suspects are North Koreans” Jeong Joon-hee, spokesman at the South Korea’s Unification Ministry that handles inter-Korea affairs, told a briefing on Sunday.
Combination of file photos shows North Korean leader Kim Jong Un and (R) Kim Jong Nam, exiled half brother of Kim Jong Un.
Kim Jong Nam, the eldest son of the late North Korean leader Kim Jong Il, had spoken out publicly against his family’s dynastic control of isolated, nuclear-armed North Korea. The young, unpredictable North Korean leader had issued a “standing order” for his elder halfbrother’s assassination, and that there had been a failed attempt in 2012. Deputy InspectorGeneral of police Noor Rashid Ismail told a news conference that Malaysia is coordinating with Interpol to track down the four North Koreans but would not reveal where they flew to on the day of the mur-
der.
“The four suspects are holding normal passports, not diplomatic passports,” he said. “Next plan is to get them. We of course have international cooperation especially with Interpol, bilateral involvement with the country involved, we will go through those avenues to get the people involved.” He named the four who escaped as Ri Ji Hyon, Hong Song Hac, O Joong Gil, and Ri Jae Nam. The police are looking for three other people who are not suspects but who they believe could help with their enquiries, one of whom is North Korean.
Thousands of Rohingya in B’desh return to Myanmar
A family stands beside remains of a market which was set on fire, in Rohingya village outside Maungdaw, in Rakhine state, Myanmar.
DHAKA, Feb 19 (Agencies): Hundreds of Rohingya who fled to Bangladesh to escape persecution in Myanmar have returned home, community leaders said on Sunday, adding that most had gone back temporarily to fetch relatives. Tens of thousands of Rohingya have fled across the border from Myanmar’s western state of Rakhine since October to escape a bloody crackdown by troops and police. Dudu Mia, a refugee camp leader in the coastal town of Teknaf, said nearly 1,000 Rohingya -- mostly
young men -- had returned to their home villages to collect elderly family members left behind earlier. “Most of those men are hoping to bring their relatives back to Bangladesh. It’s been four months and they have barely even talked to their parents back home,” Mia told AFP. Myanmar’s army has halted its operations in the north of Rakhine, a senior official said last week, ending the four-month crackdown which the UN has warned may amount to crimes against humanity. Hundreds from the Ro-
hingya Muslim minority are thought to have died and almost 70,000 have fled to Bangladesh since the military launched a campaign to find militants who attacked police border posts. Bangladeshi authorities estimate 400,000 Rohingya refugees are now living in Bangladesh, including the 70,000 most recent arrivals. Escapees have given harrowing accounts of how security forces raped, killed and tortured Rohingya and burnt their houses to the ground. Another Rohing ya
leader said some of the refugees had left Bangladesh permanently because their home villages had not been damaged by the Myanmar army and they had properties to protect. “They left (their homes) because they were panicked. They didn’t want to stay here as beggars, rather they would live in their own houses and work at land back home,” he said on condition of anonymity. The Border Guard Bangladesh confirmed that some Rohingya refugees had gone back to Myanmar. “Scores of Rohingya people have reportedly returned home in last few days,” said local commander Abujar al-Jahid. “But we’re remaining on high alert about any illegal infiltration.” A satellite image published last year by Human Rights Watch showed how Myanmar troops burned down Rohingya villages, displacing thousands. Most of the Rohingya who fled to Bangladesh are now living in squalid conditions in refugee camps in the Cox’s Bazar district, which borders Rakhine and is also home to the country’s biggest tourist resort.
WHO for national framework US travel ban to spare green card holders to address health issues Kolkata, Feb 19 (PTI): The WHO has stressed on the need for a national framework defining roles of the Centre and the states to address health issues and ensure convergence and portability. This will also give the states the flexibility and freedom to choose their own path and progress at their own trajectory, says WHO Representative Dr Henk Bekedam. “Diversity and equity are the two most crucial aspects of large economies like India. It is important to recognize diversity and also different health needs necessitate different approaches. Health is a state subject in India. As the Centre and states are at varying levels of development, there is a need to be cognisant of this reality,” Bekedam told PTI. “It will therefore be important to agree on a vision for the health sector and develop a national framework that defines roles of the Centre and the states. The agreed framework will help ensure convergence and portability. This will also
give the states the flexibility and freedom to choose their own path and progress at their own trajectory,” he elaborates. Praising the Centre’s role in adopting several policies such as the Draft National Health Policy 2016, the National Health Mission among others, the WHO official said it should focus on positioning health higher on its agenda with a greater investment in the public health sector. The country should also accelerate effective financial protection, protection from diseases, fasttracking the Sustainable D e ve l o p m e n t G o a l 3 (SDG3) agenda and a strong monitoring and evaluation (M&E) system, Bekedam, who took charge as the UN body’s representative to India in 2015, said. On whether the objectives of the National Health Mission pertaining to the Universal Access to Equitable, Affordable and Quality Healthcare Services was achievable or not, he sounded positive reiterating on the need a framework for it.

Washington, Feb 19 (IANS): US President Donald Trumps revised executive order temporarily barring citizens from seven Muslim-majority countries from entering America will be phased in and will likely exempt green-card holders, Homeland Security Secretary John Kelly said. “The President is contemplating issuing a tighter, more streamlined version of the first (executive order),” Kelly said at the Munich Security Conference on Saturday. “I will have, this time, the opportunity...to work the roll-out plan in particular to
make sure that there’s no one in a sense caught in the system moving from overseas to our airports, which happened in the first release,” he said. The phase-in period, Mattis said, would allow people who are already in transit to the US to still enter the country, according to the Wall Street Journal. He also said it was a “good assumption” that green card permit holders would be allowed into the country. “If they are in motion from some distant land, when they arrive, they will be allowed in,” he said. Trump issued his initial
travel ban order on January 27, but the move immediately faced backlash, with instances of refugees and green-card holders being detained at US airports or barred from entering the country. The administration attempted to clarify after the first couple days of the order’s implementation that it did not affect green-card holders, The Hill magazine said. Several legal groups filed lawsuits against the administration, before a federal judge in Seattle temporarily blocked the travel ban. That stay was upheld by the San Francisco-based Ninth Circuit Court of Appeals earlier this month. Trump has signalled that his administration would work on a new executive order that could more easily pass legal scrutiny. As a presidential candidate, Trump called for a “total and complete shutdown” of foreign Muslims entering the US and frequently criticized the country’s refugee resettlement programme, which he argued was detrimental to national security.

The future of TV: Ultra HD, HDR, Sky Q, quantum dot
W
e might not all be huddling around a box in the corner of the living room at the same time every week these days, thanks to Netflix and iTunes, but TV in a general sense isn’t going anywhere and in fact there’s lots more to come for the setup you’ve got at home. TVs are now smarter than ever, and still getting smarter all the time, while new technology from the big manufacturers and content providers means those pictures have never looked so eye-poppingly good. Here’s what else you can look forward to in the near future. Unstoppable trend: All of the latest and greatest TVs from the likes of Panasonic, Samsung, LG and Sony now boast an Ultra HD (aka 4K) resolution. The drift from Full HD TVs to Ultra HD televisions is an unstoppable trend that will, eventually, come to every living room and home cinema. Ultra HD puts eight million pixels on a screen -
four times that of a Full HD TV’s two million - which in camera parlance is 8 megapixels to a paltry 2 megapixels. Why wouldn’t you upgrade and, eventually, go even further? Until now, a good reason has been the lack of available content, but with Netflix and Amazon now offering 4K streaming, and BT, Sky and Virgin all ramping up the 4K sports and movies you can get on their platforms, that excuse is rapidly slipping. Next resolution and colour: Wowed by Ultra HD? We don’t blame you, but it’s a mere stepping stone to an even bigger resolution. 8K is a long way from the mainstream, but we’re already seeing the first bits of hardware appear, taking the resolution up to a staggering 32 megapixels. The problem is that there comes a point when the human eye can’t tell the difference between certain resolutions - not unless you have an 100-inch set in your home and are sat close enough to
Elvis Presley’s grandchildren taken into child custody
R
ock n’ roll legend Elvis Presleys daughter Lisa Marie is out of rehabilitation centre, and her eight-year-old twin daughters are taken into child custody, new court papers reveal. Lisa Marie admits her life is a “hunka, hunka, burnin’” awful in her own California filing, in which she counters her estranged husband’s spousal-support demands by calling him a money-grabbing paedophile who should keep his hands off her inheritance, reports pagesix.com. The husband, Michael Lockwood, has hundreds of inappropriate photographs
of children on his computer, she charges in the papers, filed this month in California Superior Court in Los Angeles. “I was shocked and horrified and sick to my stomach,” she wrote in her papers. Lockwood, who has not been charged with any crime, is Lisa Marie’s fourth spouse. She revealed in her filing that she gets a $100,000 monthly inheritance check and has a 15 per cent stake in Elvis Presley Enterprises that is held in a trust. “I cannot recall the last time I spent money on clothes and shoes of any value,” she told the court.
it. If resolutions are getting close to topping out, there are plenty of other areas where TV companies can innovate, including colour and brightness. The effect is stunning – so much so that HDR is at least as important a selling point for new TVs as Ultra HD resolution, and could become even more crucial in the years ahead. There are also rival systems, like Dolby Vision, designed to eke out yet more visual brilliance from the pictures you see on the screen. Quantum mechanics: You’ve heard it all before, but OLED TVs are, in our estimation, a gazillion times better than LED TVs. LG’s OLED TVs use an entirely different tech to LED, using an organic semiconductor layer that lights up when electricity is passed through. Inky black, rich in colour and with not a judder or blur to be seen, OLED’s only problem is its high production costs, which are now fortunately starting to come down. There are variations on the theme, including quantum dot LED (QLED) TVs - these are LED panels with a thin film of nanocrystals (quantum dots) in between the backlight and the display, increasing colour depth. What could be more desirable than a TV that
sounds like it has something to do with quantum physics? Much of Samsung’s latest line-up of sets uses QLED technology, promising richer and deeper colours than ever before. Shape-shifting: If there’s one thing about TVs that won’t change, it’s their rectangular shape, right? Well, while you shouldn’t expect sci-fi hologram, circular or olfactory (smell-o-vision) screens just yet, the multitude of curved products now on offer suggest that TVs are changing shape. These sets certainly improve the sense of immersion - it’s almost like being right there with Daniel Craig in a Bond movie - and you get a wider field of view as well. On the downside, reflections and viewing angles can be a problem, any many viewers just prefer something that’s plain and flat. One of the more interesting moves we’ve seen at recent tech trade shows is towards transparent sets wafer-thin screens that seem to vanish completely when you’re not watching them. Attempts to get the super-wide TV to catch on as seen in occasional Philips and Samsung sets - have so far fallen flat, but never say never. We may one day see the 21:9 aspect ratio become standard as a stepping stone to full 8K displays.
CES 2017: As usual, we were treated to a host of top TV sets at CES earlier this year, and these models point the way for the televisions of the future - even if you can’t go out and buy all of them just yet. LG ’s 4 K f l a g s h i p OLED W7 model is incredibly thin at just 2.57 millimetres thick, and combined with what LG says is the best-quality picture ever, it’s certainly worth looking out for when it finally hits stores - just make sure you’re saving up in the meantime. How to watch Ultra HD: Up until now it has been something of a challenge to find 4K content to watch, and there’s still precious little of it on terrestrial channels, or on Virgin (though its latest V6 box is at least 4K capable). Sky Q is leading the way, with a good variety of 4K movies and sports shows on offer, and BT now screens some of its sports events in Ultra HD as well. If you need a 4K fix then a number of Netflix shows - including House Of Cards, Breaking Bad, Orange Is The New Black and Marco Polo - are all available in Ultra HD quality, and there are now plenty of 4K movies on the platform too, though you do have to pay a little extra for the privilege of streaming them.

Hugh Jackman says ‘Logan’ is a “love letter to fans”
H
ugh Jackman has described his final run as Wolverine in upcoming movie Logan as a “love letter to fans”. Jackman has played the character for almost 20 years, appearing in films such as X-Men, X-Men: Days of Future Past and X-Men: Apocalypse as well as his own X-Men Origin series. Speaking to The Hollywood Reporter at Logan‘s Berlin Film Festival premiere last night (February 17), Jackman said; “I love that character. I can’t say I’ll miss him because he’s not going anywhere. He’ll always be with me.” He continued: “This is really a love letter to the Wolverine fans. But beyond that, I wanted to make a movie that people who have never watched a comic book movie in their lives would see and get something out of.” Meanwhile, Jackman has spoken out and shared a photo after having his sixth skin cancer removed.
Lana Del Rey shares new song ‘Love’
L
ana Del Rey has released her new song ‘Love’ after teasing her return with posters spotted in Los Angeles. The singer recently registered a new song called ‘Young & In Love’ which was co-written with ‘Born To Die’ collaborator Emile Haynie, ‘Summer time Sadness’ songwriter Rick Nowels and Katy Perry producer Benny Blanco. Yesterday (February 17) a fan site tweeted photos of posters advertising a visual project called ‘Love’. A track titled ‘Love’ has now appeared and you can listen to it on iTunes and Google Play. The track is also streaming on Spotify.
Meanwhile, Lana Del Rey previously told NME: “I do have early thoughts about what I’d like to do with [the album]. My label, Interscope, is pretty flexible
and open to my records coming out at any time, so I don’t have that pressure. I’m just happy to be able to keep on making music I can stand behind. That’s

She recently gave The Weeknd a special shout-out on Instagram. Del Rey features on the R&B singer’s ‘Starboy’ album’s ‘Stargirl Interlude’. She also co-wrote and performs backing vocals on the song ‘Party Monster’. Last week (February 13), a video appeared online of Alex Turner, Miles Kane and Lana Del Rey performing an Elton John classic at karaoke together.

ames Blunt paid an emotional tribute to Carrie Fisher, who he describes as his “American mother.” Fisher was also godmother to Blunt’s son. In a rare interview with The Sunday Times, he spoke of his friendship with the late actor who he met before his debut album and lived with while he was recording ‘Back to Bedlam’ in LA. Fisher passed away on December 27, 2016. “The saddest thing is that my son will never get to know someone I thought was the most special person. Fisher was my American mother, and a real inspiration,” he explained. “My first album was called ‘Back to Bedlam’ because I lived in a madhouse with her. She put a cardboard cutout of herself as Leia outside my room, with her date of birth and date of death on her forehead,” he
continued. “I’m trying to remember what the date was, because it was around now – and I remember thinking it was too soon. She went out with a bang, as she was back in movies. Maybe it was a great time to go.” Earlier this week it was reported that Ed Sheeran has co-written songs for Blunt’s latest album. Now The Sun reports that Blunt will serve as support act for the singer-songwriter’s US dates. A source is quoted as saying: “Ed and James have a real laugh together, it’ll be proper madness on tour. James has a good following in the US so he’ll also play some gigs too, acting as a support for his mate.” Sheeran has now announced his UK and Ireland tour dates for April and May, but US dates have yet to be confirmed.

How to set up a VPN to stay safer online
D
ata privacy and activity tracking are in the public consciousness more than ever before, but it’s not always easy to know how to keep yourself safe whenever you connect to the web. One of the most effective security measures is to set up a VPN across your devices. As we’ll explain below, a VPN - or Virtual Private Network - creates a private, encrypted tunnel between you and the web, making it much harder for hackers, governments, ISPs and the person sitting on the next table in your coffee shop to see what you’re doing. The basics of a VPN: Simply put, VPNs let you access one network from another. Rather than connecting to the internet directly, you go through an intermediary, which means the sites you’re visiting and the apps you’re using don’t necessarily know where you are or who you are (though don’t assume VPNs always give you complete anonymity, because they don’t). They originally began as an option for businesses, letting employees log into secure company networks even while they were at home. Now they’re becoming increasingly popular for ordinary users too. T h e r e ’s a c e r t a i n amount of trust here, because you’re routing your internet traffic through the VPN provider’s network, and so you need to pick a reliable one (see below for more details on this). You still need your Internet Service Provider (ISP) to get online, but all your ISP can see K
Y M C
is your VPN connection - not where you go after that. It’s not quite the same as being anonymous though: your VPN will know who you are because you’ve logged in using your username and password. Facebook will know who you are for the same reason, and so on. Think of a VPN as a way of bolstering privacy and security, rather than a method for making you completely invisible online. How a VPN protects you: One of the key benefits of a VPN, and the reason many people rely on one, is the extra security it gives you - particularly on public WiFi networks like those you’re going to find in coffee shops or hotels. Everything sent from and received by your computer or mobile device is encrypted by your VPN provider, so even if someone happens to be listening in, they won’t be able to make sense of the data they get. This is probably the number one reason to get a VPN installed, especially if you do a lot of travelling. You can use VPNs to spoof your location too, which makes them popular with users who want to stream content or buy software from other regions in the world (though the likes of Netflix have started clamping down on viewers who use a VPN in this way). There’s also the issue of ISP and government snooping (check your local laws for details). While a VPN doesn’t completely guarantee that the authorities can’t check what you get up to online, it makes their job much harder.
Choosing a VPN: We won’t go into a detailed breakdown of competing VPN services here, but the good news is there are plenty of them to choose from. Setting up a VPN: We can’t walk you through the setup process for every VPN out there, but we will show you the method for one - essentially they’re all pretty similar (and they all usually list simple setup as one of their selling points, so there’s nothing difficult to work through). Here we’re choosing AirVPN, which will set you back €7 (£6) a month or €54 (£46) a year. When you’ve registered for an AirVPN account, and specified which plan you want to go for and how you want to pay for it, you’re then ready to configure the service. Choose your platform (Windows, Mac, Linux, iOS or Android) and you get step-by-step instructions for getting connected. For desktops and laptops the easiest option is to install the client software and connect through that. Once the software is up and running you need to choose a server to connect to or let AirVPN choose for you - after the connection is completed the AirVPN icon turns green to let you know everything’s working normally. Getting online through AirVPN on Android and iOS devices is slightly more complicated but again there are stepby-step instructions - it’s a question of opening up your mobile browser and visiting AirVPN’s servers to establish a secure connection.

Real Madrid tighten grip on top spot
Hernan Perez is unable to stop a focused-looking Bale as the Welshman slots in to double Real Madrid’s lead on Saturday.
BARCELONA, Feb 19 (Agencies): Gareth Bale marked his return to action after a long injury layoff by sealing a 2-0 victory for Real Madrid over Espanyol on Saturday to provisionally stretch Zinedine Zidane’s side’s lead at the top of La Liga to four points. The common political will to support the Hungarian Olympic games does not exist anymore, and without unbroken political and community unity, Budapest has no chance of competing against Paris and Los Angeles, who are among the biggest and richest cities of the world,” the Budapest 2024 bid committee said in statement on Saturday.

opening five overs, with only Williamson and Dean Brownlie (31) offering any resistance. But a terrific 51-run partnership by Colin de Grandhomme (34no off 19) and Tim Southee (29no off 13) lifted the Black Caps up to a competitive score, and saw Morris’ figures balloon out to 4-62 off his seven overs. With De Kock in sublime form, superbly assisted by Hashim Amla (35), South Africa started their run chase strongly with an 88-run opening stand. De Kock was caught
brilliantly by Ross Taylor at short midwicket, while Tim Southee (2-47) removed JP Duminy (1) and Farhaan Behardein (0) with consecutive deliveries. Chris Morris survived the hat-trick ball, and made 16, before his dismissal had South Africa struggling at 156-6 with 44 balls remaining, but skipper De Villiers, and Phehulkwayo, combined to guide their team to a thrilling victory. The win sees South Africa match their record run of 12 ODI wins in a row, set in 2005.

a deserved equaliser in the 49th minute. Sporting continued to cause Diego Simeone’s side problems after drawing level and Alvarez missed a giltedged chance to put them ahead when he sent a halfvolley over the bar from close range. For the second week in a row, however, Atletico dug deep to rescue the points from an unconvincing display. Antoine Griezmann had a goal harshly ruled out for offside but laid on the pass for Gameiro’s first strike, the former Sevilla player calmly rounding Ivan Cuellar to put Atletico ahead in the 80th minute. Gameiro ruthlessly killed off Sporting with two quick-fire strikes, latching on to a pass from Thomas Partey to score in the 81st minute and taking advantage of another through ball from Griezmann to complete his treble. The Frenchman is the first Atletico player to score a hat-trick in the league as a substitute while his treble was the second fastest in the history of La Liga, behind only Bebeto’s for Deportivo La Coruna against Albacete in 1995.

Chelsea battle past Wolves in FA Cup
Willian looks to squeeze the ball past Wolves goalkeeper Carl Ikeme but the home shotstopper manages to reach the ball.
Lo n d o n, F e b 1 9 (Agencies): Secondhalf goals from Pedro and Diego Costa have sent Chelsea through to the quarter-finals of the FA Cup as they saw off a dogged Wolves at Molineux. After beating Liverpool at Anfield in the previous round, the hosts showed no fear against their illustrious opponents, taking the game to Chelsea. Indeed, they could have been ahead as early as the seventh minute when a cross came in from the right found George Saville in acres of space in the area and although he produced a sweet strike, the ball crashed back off the post.
Earlier on the visitors, with reserve defenders Kurt Zouma, John Terry and Nathan Ake selected at the back, had shown signs of rustiness with Zouma’s indecision forcing the Frenchman to have to recover and clear from inside the Chelsea box. The Premier League leaders gradually began to take control but found clearcut chances difficult to come by. Paul Lambert’s side were being put under increasing pressure on finally on 65 minutes Chelsea took the lead, Pedro ghosting in at the back post to powerfully head home Willian’s cross.
The breakthrough looked to have broken Wolves’ spirit and although t h e y t r i e d g a m e ly t o respond, Asmir Begovic in the Chelsea goal had little to do. The victory was sealed for Antonio Conte’s side with a minute remaining when Diego Costa slid a low finish past Carl Ikeme in the Wolves goal. The home crowd - the club’s biggest since 1981 - applauded their side off at the final whistle after acquitting themselves well against possibly the best team in the country. Chelsea meanwhile march into the last eight and are still on course for a

will say his final farewell to the track. The 33-year-old was helped to break the indoor mark at the Birmingham Indoor Arena in what became a two-way duel with Kenyan Albert Rop, who stretched him over the final two laps. It was a fitting way for Britain’s most successful long-distance runner to end his indoor career - and a marked improvement on
his only other appearance this season, when he came seventh in a cross-country event in Edinburgh last month. Farah shaved over half a second off the European record - and more than 10 off the previous British best - after pacemaker Adam Clarke had taken the 11man field through a fast opening to the race. U r g i n g t h e c r owd to raise the noise levels, Farah exuded his trademark calmness as he tucked in behind Rop for the final stages. Farah did not realise he had broken the record but paid tribute to the support he has received during his stellar career, in which he has won the Olympic 5,000 and 10,000-metres double twice.

Iyer slams double ton as India A hold Australia Mumbai, Feb 19 (IANS): Shreyas Iyer slammed an unbeaten double century for India A while Australia spinners Nathan Lyon and Steve O’Keefe performed well with the ball as their three-day practice match ended in a draw at the Brabourne Stadium here on Sunday. Resuming from where he left off on Saturday, Iyer continued to take on the Australian bowling and remained unbeaten on 202 even as India A were dismissed for 403 in their first innings. Pliskova clinches Qatar Open title
Karolina Pliskova receives the winner’s trophy from Qatar Tennis Federation president Nasser al-Khelaifi
DO H A , F e b 1 9 (Agencies): Karolina Pliskova beat Caroline Wozniacki for the first time in her career to claim the Qatar Open title on Saturday. The powerful Czech won in straight sets 6-3, 6-4 for her eighth WTA title and her second of the year, after her victory at the Brisbane International last month. It was the first Qatar title for the world number three and confirms the 24-yearold’s growing reputation as many see her as a potential Grand Slam title winner. Pliskova hit 27 winners and four aces in a match which she controlled from the beginning, after breaking Wozniacki in her first two service games. Her win was even more impressive given her late arrival in Qatar.
Wozniacki’s defeat was the second time the Dane has lost in the Qatar Open after being defeated in straight sets by Russia’s Vera Zvonareva back in 2011. However, one consolation from her performances this week is that she is likely to move up three places in the world rankings to number 15. A s t o n i s h i n g l y, completion of the final on Saturday meant the tournament was able to finish on time after a week of awful weather in Qatar. Rainfall and thunderstorms throughout the week had so delayed the schedule that organisers said on Friday that if they could not finish the tournament by Sunday there would be no winner.
