This was in addition to the earlier order (Section 144A) put in place in Dimapur restricting individuals moving about with any kind of arms/lethal weapons. In an order, CP Liremo Lotha said the “situation has risen which justifies and calls for immediate action to be taken to prevent breach of peace”. It has been made to appear that some individuals/groups and organizations were likely to create trouble thereby causing disturbance of public peace and tranquillity, endangering life and property in the areas within Dimapur town upto to Chumukedima.

ENPO flays govt

DIMAPUR, JAN 31 (NPN): Eastern Nagaland Pe o pl e s’ O r g a nisa tio n (ENPO) has strongly voiced out against the state government’s decision to hold urban local bodies (ULB) election in selected ENPO areas. In a press release, media cell ENPO stated that the state government’s decision was “nothing but a deliberate policy to disturb the unity of eastern Nagaland.” It stated that the state government should have used the same yardstick all over Nagaland. In view of what it described as “divisive role being applied to Eastern Nagaland by the state government”, the ENPO has urged all its people to voice against the “indifferent attitude” of the state government. ENPO pointed out that the NBCC had played “a laudable role as servants of God in the interest of peace amongst the people of the state.” However, ENPO said the state government govt “outrightly violated the covenant” that was agreed to withhold the elections for two months.

Staff Reporter/Correspondent

D imapur / L O N G LENG, Jan 31 (NPN): It was a ‘Bloody Tuesday’ in Nagaland on January 31, 2017 when the mass agitation against the state government, claimed the life of two youth in police firing in Dimapur and injuring three others; while seven were also injured in police firing in Longleng town. According to reports, one of the youth who was fatally shot was taken to CIHSR where he succumbed to injury. Hospital sources said the youth was identified as “Vizo” and reportedly the son of Neimhalie Metha. The deceased youth was among a few thousand who had gathered near the private residence of the chief minister at 3rd Mile at around 9.30 p.m. Police reportedly fired at the crowd when some attempted to gate crash inside the residence. Police also resorted to blank firing near the Office of Tenyimia Union Dimapur at around 10 p.m. to disperse a few hundred youths who had gathered to impose lightning bandh in Dimapur and also to hold agitation against the government decision to go ahead with civic polls in other towns despite having agreed to defer polls by two months so as to resolve contentious issues in the municipal act with apex Naga tribe organisations. One person was injured during the firing. Longleng: In Longleng town, seven were injured on Tuesday evening after police resorted to firing in order to prevent them from entering the office of the DC Longleng. Meanwhile, it was reported that the irate public damaged polling materials of all the 11 polling stations. Those injured in Longleng firing were identified as-Ata Chemba, Shanlom Phom, Bauong Phom (all from Yachem village), Ashen Phom of Orangkong village, Sanglem Phom and Chinglem Phom of Hukpang village and Toshiba Ao from Akhoya village. The

injured were immediately rushed to hospital. It was reported that one was in critical condition. Talking to this Correspondent, a leader of the Phom Peoples’ Council (PCC) pointed fingers at the NPF-led DAN government for all the mess and chaos created by them, taking people’s life at risk. They warned that in the event of any unforeseen circumstances or loss of life, the state government would be totally held responsible. Phom Peoples’ Council (PCC) has called for bandh starting January 31, from 6 p.m. till 6 p.m. on February 1. Several parts of Nagaland will also be under bandhs in protest against the state government’s decision to go ahead with civic polls. What had infuriated public was the government reneging on its agreement signed with the Joint Coordination Committee (JCC) in Chumumedima on January 30 with NBCC as mediator. As per the tripartite agreement, the government agreed “in principle” to defer civic polls by two months

GHC directs polls to be held, says CMO DIMAPUR, JAN 31 (NPN): The Chief Minister’s Office (CMO) in a communiqué informed that the Gauhati High Court (GHC) on Tuesday ruled that the state government should constitute the Municipalities and Town Councils in the state with 33% reservation of seats for women. According to CMO, the GHC had given out the judgment in the wake of a petition filed by a woman who prayed that “some extra constitutional bodies, who are opposed to election, are creating hurdles in holding the election freely and fairly and that the state Government be directed to ensure holding of free and fair elections to the ULBs with 33% reservation of seats for women”. As per the Court information made available, the PIL no. 7/2017 was filed by one Vilanuo Angela Yhome

and registered on January 30, which was subsequently put up in the supplementary causelist on January 31. The order passed by Chief Justice Ajit Singh and Justice Achintya Malla Bujor Barua states that-- “... The petitioner has, therefore prayed that Respondent nos.1 to 6 be directed to ensure that election to constitute the Municipal Councils and Two Councils with 33% reservation of seats for women is held in free and fair manner. To this payer, the learned Advocate General appearing for the State of Nagaland has fairly agreed. Having regard to the fact situation of the case, we are prima facie convinced that as per Notification dated 21.12.2016 of the State Election Commission, the election to constitute the Municipal Councils and Town Councils in the State of Nagaland with 33% res-

ervation of seats for women should be held freely and fairly. We, accordingly, direct security be provided to the candidates and voters. List the case on 3.3.2017 for further orders.”

JACWR SLP

The Joint Action Committee on Women Reservation of the Naga Mothers’ Association (NMA) on Tuesday informed that it has followed up its decision on withdrawal of the SLP. In a press note, JACWR said the two petitioners who were in Delhi had submitted a signed petition on Monday, for withdrawal of the Civil Appeal and the writ petition from the Supreme Court of India. It said necessary formalities would be done by their advocate Dr. Colin Gonsalves after which copies would be served to Nagaland government on the withdrawal.

with effect from February 1,2017 (the polling day). However, the government went ahead in ordering polls in several towns and district headquarters (see chart). Public resentment rose to anger over the government’s “doublespeak” in ordering polls in those towns. The agreement to defer polls for two months was supposed to apply to all towns and municipalities of Nagaland. Ao Baptist Arogo Mungdang (ABAM) has expressed its “displeasure in the strongest sense” against non-compliance of the tripartite agreement by the state government. ABAM executive secretary in a statement also expressed remorse at the government’s “adamant move to conduct the election in places it deems safe by dividing the Naga electorate.” ABAM also appreciated the initiatives taken by the NBCC to act as mediator between the government and the JCC. It further appealed to the government to “listen to the voice of the people to ensure that peace and harmony prevails.”

Dimapur Naga Youth Organization (DNYO) imposed lightning bandh throughout Dimapur city where shops downed shutters by 4.30 p.m. Tuesday to ventilate anger against the state government for going back on its assurance to Joint Coordination Committee(JCC) and NBCC that it will defer civic polls throughout Nagaland for two months but instead ordered elections in several districts on February 1,2017. The bandh was called suddenly while a meeting of the JCC was underway at the Tourist Lodge Dimapur. In the meeting, JCC hit out at state chief minister of not only going against the wishes of the Nagas but also against the

NBCC by breaking away from the January 30 tri-partite agreement signed at Chumukedima between JCC, NBCC and the state government. The members also demanded the resignation of chief minister for creating division among Nagas. To questions raised by several organizations on the January 30 tri-partite agreement, the JCC clarified that state chief minister had inserted the “33% women reservation” in the agreement in order to allow JACWR to withdraw the SLP filed in the Supreme Court. Later, in the evening, NBCC and JCC held at closed door meeting, however media persons were not allowed.

AYO calls for bandh in Kohima, Dimapur Correspondent

Kohima, Jan 31 (NPN): Angami Youth Organisation (AYO) has called for bandh in Kohima and Dimapur towns along with the rest of the state on February 1, 2017. In a press release, AYO president, Neinguvotuo Krose, and general secretary, Kekhrie Pfukha, said the bandh has been called due to the “treacherous and despicable behaviour of the government and its diabolical plan to fool Nagas with

divide and rule policy.” AYO stated that in Dimapur, the Chakhroma Youth Organisation has been entrusted to coordinate with the Dimapur Naga Youth Front and make effective arrangements to ensure the success of the bandh in totality. Further, the AYO has advised the public not to panic and take note of the exemptions and restrictions, which it has listed keeping in mind the interest of the public residing in Angami areas of Kohima.

M O KO KC H U N G, JA N 31: The Ao Senden has questioned the state government’s doublespeak for going against the January 30 agreement made with the Nagaland Baptist Church Council and the JCC. In a press note, the Senden took a dig at the government for “committing a sinful act by going against the very ethics of Christianity when even the highest Christian body in the state was taken for a ride by nullifying the signatures of NBCC which was made on the 30th of Jan’17”. Dr. Wati Aier on January 28. Speaking on the occasion, Dr. Aier noted that such a counselling centre was the need of the hour for society. He said “mind counselling” would become a growing need to cater to the challenges of a modern world. Referring to studies done of physical illness and the subsequent medical treatment in hospitals, he pointed out that a large per-

cent of patients who visit hospitals were actually in need of psychological therapy. “Many of our health problems can be solved if we can bring healing to our minds”, he said. Dr. Aier expressed his firm belief that Charis Counselling Center, rooted in Christian principles, would grow into a place where patients would find peace, comfort and new hope in their journey of life. The centre, located at Grace Cottage, Lake View Colony, Khermahal, Dimapur, is the brain child of Centena Aier, a trained

counsellor from Singapore Bible College. Explaining the purpose behind opening such a centre, Centena said that “it was a response to a special calling” as she saw “a greater need in helping others, especially those hurting emotionally”. She further explained that the biggest taboo in our society with regard to counselling was that counselling was meant only for people with psychological issues. “The fear of finding out and how society will brand them is a fear. We need to break out of this”, she added.

IMPHAL, Jan 31: Imphal East Chief Judicial Magistrate Tuesday cleared the way for UNC president Gaidon Kamei to attend the proposed tripartite talks between Manipur government, Centre and United Naga Council (UNC) on February 3 at New Delhi along with his publicity secretary Shankhen Stephen. “…….the accused persons are allowed to participate in the said tripartite meeting with Government of Indian, Government of Manipur and UNC to be held on 3rd Feb, 2017 at 3 pm at R. No. 123 (Conference Hall) North Block,” an order of the Imphal East JCM passed today said. Additional DGP (Prisons) of Manipur has also been directed to arrange necessary steps to enable the “accused persons” to attend the meeting while directing state chief secretary and other concerned for necessary action. Earlier, the two UNC leaders, who were currently in the judicial custody, were produced in the court of the Imphal East CJM as part of continuation of hearing of the cases pending against them.

The court has extended the judicial remand period for another 15 days while directing the authority to produce them in the court on February 7, the day on which the same court will continue its hearing. The two UNC leaders were arrested by the state police from Pheidinga in Imphal West district along NH-2 on November 25. After around two months in police custody in connection with different cases lodged against them relating to violent activities while imposing economic blockade on the national highways, they were sent to jail. Meanwhile, both Manipur government and UNC have reportedly decided to send their respective representatives to the proposed tripartite talks to be hosted by the Union ministry of home affairs on February 3 at New Delhi. The proposed talk is aimed at breaking the impasse to end the three month old economic blockade on the national highways by the agitating UNC. Giving a green signal for participation in the talk, the UNC has reportedly decided that its president Gaidon Kamei and general secretary S Milan, three for-

People’s trust in media vital: Press Council

Agartala, Jan 31 (IANS): People’s trust in the media is vital. If that is lost, creditability of journalists will diminish, Press Council of India Chairman Justice Chandramauli Kumar Prasad said on Tuesday. Prasad was speaking at a seminar here on “paid news”. Alluding to a meeting he had with some newspaper owners who told him how their business was losing out for lack of funds, Prasad said: “In newspapers there must be an independent editor. Failure of editorship will harm the reputation of the media.” He said the number of good editors was on the decline in India. “A majority of journalists in India are good, honest and upright. However, most media remain silent about paid news.” He said if any media organisation was not getting its share of government advertisements, they could seek the Press Council’s help. “The PCI is for the freedom of media and hon-

est journalism,” he added. Tripura Governor Tathagata Roy said blackmailing and concealment of news must come under the purview of “paid news”. “Journalism must be conscious driven and news and views must not be mixed up,” he added. PCI member Krishna Prasad said US President Donald Trump described journalists as “the most dishonest human beings on earth” while Union Minister V.K. Singh said they were “presstitutes” and Prime Minister Narendra Modi described them as “news traders”. “Most of us, journalists, should not accept these comments. We should focus on the truth. Name the person involved in any affair with courage,” Prasad added. PCI member Ravindra Kumar complained that a section of journalists was running after gifts and favours. The seminar was organised jointly by the PCI and Tripura unit of Indian Journalists Union.

mer presidents of the UNC, president of ANSAM, president and general secretary of Naga Women Union will take part in the proposed talk. Manipur government has also decided to depute a team of top officials of the state government led by additional chief secretary (home) Suresh Babu and works commissioner K Radhakumar as state representatives at the talk. The UNC team is expected to leave for Delhi on February 1, according a media report in Imphal. On the other hand, a high level meeting chaired by chief minister O Ibobi was held Monday evening at chief minister’s secretariat to discuss the proposed talk. The meeting which was attended by state deputy chief minister Gaikhangam, cabinet ministers, chief secretary O Nabakishore, additional chief secretary Dr Suresh Babu decided additional chief secretary to lead the state delegation in the talk. The meeting also reviewed the prevailing law and order situation in the wake of coming Assembly election as well as the government office picketing stir launched by the UNC in the hill districts.

Court summons Kejiriwal to appear before Diphu Court Correspondent

Diphu, Jan 31: The court of the sub divisional magistrate (SDM) of Diphu has summoned Delhi chief minister Arvind Kejriwal to appear before the magistrate on April 7 in connection with a defamation case registered against him for his remarks on Prime Minister Narendra Modi’s educational qualification. Earlier the court had summoned Kejriwal to appear before the court on January 30 following a case filed by BJP leader and Karbi Anglong Autonomous Council (KAAC) Executive Member Surjya Rongphar on December 26, last year. However, the lawyer of Kejirwal sought more time for his presence in the court following which the court fixed April 7 as the next date of appearance. M e a n w h i l e, S u r jya Rongphar said that Arvind Kejirwal has prayed through his counsel for some more time and filed an affidavit stating that he would appear before the court on April 7 next. Kejirwal on December 15 last tweeted that Prime Minister Modi has passed only 12th standard, and subsequent degrees are fake.

Addressing the joint sitting of Parliament, Mukherjee said India is opening up road and rail routes to neighbouring countries in South-East Asia to boost economic development of the region. “My government sees the north-eastern states as Ashtalakshmi that can take India to new heights. The North-East is the gateway to South-East Asia. We are opening up road and rail routes to our neighbouring countries to boost the economic development of the region,” the President said. Reiterating that balanced and equitable development of all the regions is vital to India’s progress, he said: “Under its proactive ‘Act East’ policy, my government is focussing on reducing the isolation of the eastern region and the North-East by improving connectivity through road, rail, air, telecom, power and waterways.” Spelling out steps taken by the government to “ensure unhindered support and development of

NEW DELHI, Jan 31 (Agencies): The home ministry, worried at the lack of efforts on part of the Okram Ibobi Singh gover nment to end the three-month-old blockade of National Highway-2 in poll-bound Manipur, has sounded out the Election Commission and sought its intervention to get the arterial road cleared of Naga rebels ahead of polling. “While enough Central forces have been put at the disposal of the Manipur government to have the highway cleared, the state government has been rather reluctant to utilise them. Among the reasons cited by them is that since women are squatting on the highway to enforce the blockade, it cannot risk the use of force,” said a home ministry official. The home ministry fears that if serious efforts to clear the highway, which runs through Naga-dominated hill districts, are not made soon enough, there may be direct impact on the poll. “If NH-2 is blocked, how will the candidates

Put on notice

ith US president Donald Trump making good his promise to bar entry of Muslim refugees from countries that have known records of acts of terror against the USA; he has certainly shaken the foundations of a liberalism which has made Americans prisoners of their own making. Trump’s ban included refusal of entry to those from Syria, Libya, Iraq, Iran, Yemen, Somalia, and Sudan. The ban has, most expectedly set off massive protests at airports across the country. There is no doubt that such bans will attract the ire of those who think they are global citizens without boundaries. This concept of America being the home for anyone and everyone has not only made the so-called melting pot such but also melted the pot itself. America is the number one terror target from Islamic jihadists across the globe. Terror attacks throughout the world provide a clear picture that religion is being used as a vehicle to achieve political ambition. The threat to America comes from its staunch support for Israel, the Jewish state that many Muslim countries have vowed to wipe off the face of the earth. The other concern for America has been Pakistan, a nation that probably is the leader among Muslim countries for possessing nuclear weapons. Past US presidents have been wrestling with how to deal with Pakistan, a country that has been a long-time ally but which is also deeply involved in promoting terrorism across the globe, especially against India. Wikileaks has revealed that the Pakistani Inter Intelligence Services (ISI) is the controller, trainer, financer and abettor of various terrorist outfits such as the Taliban and Mujaheedins including Al Qaeda. Interestingly, the US depends a lot on the Pakistani establishment, the army and by extension, the ISI in its war on terror campaign. Billions of dollars are being pumped into Pakistan by the USA. Donald Trump is reportedly about to act tough with Pakistan for sending terrorists to India. Terrorism in Pakistan is state sponsored but unfortunately for the country, it has almost become an accepted form of political activism. It is this kind of terrorism that is inflicting a heavy loss of human lives and destruction of properties in Jammu and Kashmir. Pakistan’s intelligentsia have a vested interest in keeping the country afloat with Islam on one side and China and the US on the other side. The practical aspects of Pakistan’s clever ability to be Islamic to Islamic nations, a friend to the Chinese and an able ally against terrorism to the US is indeed noteworthy. Though the US has been rather honest in assuring India of its total commitment to fight terror even those sponsored from across Pakistan; yet America cannot and will not jettison its ally. There is every reason to believe that Pakistan, as usual has played its cards well and notwithstanding India’s belief, the US has made no bones that it is with Pakistan all the way the fight against terror. The US appears to be having too much faith in its money and weaponry and repeating the same mistakes of creating more Frankensteins at its own peril. Now with Donald Trump attempting a break from the past, it will be interesting to watch whether Russia will lend its hand to Pakistan.

DailyDevotion Do You See Your Calling? …separated to the gospel of God… —Romans 1:1 Our calling is not primarily to be holy men and women, but to be proclaimers of the gospel of God. The one all-important thing is that the gospel of God should be recognized as the abiding reality. Reality is not human goodness, or holiness, or heaven, or hell— it is redemption. The need to perceive this is the most vital need of the Christian worker today. As workers, we have to get used to the revelation that redemption is the only reality. Personal holiness is an effect of redemption, not the cause of it. If we place our faith in human goodness we will go under when testing comes. Paul did not say that he separated himself, but “when it pleased God, who separated me…” (Galatians 1:15). Paul was not overly interested in his own character. And as long as our eyes are focused on our own personal holiness, we will never even get close to the full reality of redemption. Christian workers fail because they place their desire for their own holiness above their desire to know God. “Don’t ask me to be confronted with the strong reality of redemption on behalf of the filth of human life surrounding me today; what I want is anything God can do for me to make me more desirable in my own eyes.” To talk that way is a sign that the reality of the gospel of God has not begun to touch me. There is no reckless abandon to God in that. God cannot deliver me while my interest is merely in my own character. Paul was not conscious of himself. He was recklessly abandoned, totally surrendered, and separated by God for one purpose— to proclaim the gospel of God (see Romans 9:3).

Politics of women reservation in Nagaland E

(Between customary law and constitutional provision)

lection to the urban local bodies in Nagaland, including the Kohima Municipal Council, scheduled for February 1st, 2017 has seen many collisions with State and the peoples’ organizations, particularly with the tribal hohos. This requires a very careful analysis. The bone of contention lies between Naga customary laws and the Indian Constitutional provisions which many argued are infringing to the former. Interestingly both customary laws and constitutional provisions are meant to work for the welfare of the people and this reservation definitely is aimed at empowering the much needed women of the State where there is not a single political representation in the present State Assembly from the category. Therefore, it is pertinent to understand Naga customary laws and practices and in which way Constitutional provisions can/may hamper the Nagaland State which enjoys special status in the form of article 371 (A) granted by the Constitution of India. Following are the points that may be considered: 1. Nagas have the rights and authority to decide their own laws as per customs and traditions which is safeguarded by Article 371 (A) of the Indian Constitution which says, “Notwithstanding anything in this

I

Constitution, (a) no Act of Parliament in respect of (1) religious or social practices of Nagas, (2) Naga customary law and procedure,(3) and administration of civil and criminal justice involving decisions according to Naga customary law,(4) ownership and transfer of land and its resources, shall apply to the state of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides.” 2. This means that any law(s) passed by the Parliament of India or directive(s) given by the Supreme Court of India is not binding to the State and there lies the bone of contention on the current upcoming election where various organizations, tribal hohos tribal bodies in the state including the Naga Hoho have called for a boycott to oppose 33 per cent reservation for women arguing that reservation (for women) would infringe on Naga customary laws and tradition as protected under Article 371(A) of the Constitution of India. 3. It can be noted that the election to the urban local bodies including the Kohima Municipal Council has not been held since Article 243(T) of the Constitution came into force in 1993, with constant opposition and threat from the Naga Hoho and other tribal bodies. The Hoho and other bodies have re-

called a resolution of the Nagaland State Assembly of September 22, 2012, which too had opposed reservation for women in civic bodies. It argued that the Nagaland Municipality Act (NMA) of 2001 is a copycat from other States which cannot be replicated by the Naga society. 4. In this regard, a Joint Coordination Committee (JCC) - a conglomerate of Naga tribal Organisations was formed to oppose the women’s reser vation for being against ‘local culture and traditions’ and has been imposing bandhs in the State districts to disrupt the proposed elections by the State Government. 5. The present State Government under T.R. Zeliang however has reiterated that 33 per cent reservation for women did not amount to infringing upon Naga customary law and tradition, because the very concept of urban bodies is new and were never a part of the customary practices of the Nagas. He said, “Towns and municipalities are new concepts and have nothing to do with tradition and customary practices of the Nagas”. The decision is taken long back during a Cabinet meeting in August 2000 and enjoys peoples’ support today, he augmented. 5. On the other hand, the Naga Mothers’ Association (NMA), which

has been spearheading the movement for granting reservation to women argued that 33% reservation for women in Urban Local Bodies elections “only aims to translate to full fruition the very idea of gender equity under the Naga Customary Law. The Constitution of India does not infringe upon the social practices of the Nagas,” it said. 6. Furthermore, it can be argued that the reservation issue of women in local bodies in the State of Nagaland is a direct confrontation between articles 243 (D) which gives 33% reservation for women and 371A which gives special status to the Nagaland State based on distinct political and cultural structure. It must be noted that article 243 (M) of Part IX of the Constitution gives exception to the reservation policy which is spelt out under article 243 (D). Accordingly, reservation will not apply to many North Eastern States such as Meghalaya, Mizoram, Nagaland and Hill Areas of Manipur. However, the decision of giving reservation to empower women by the present State government is otherwise faced with strong oppositions, on the grounds of infringing Naga customary laws and practices. 8. Having known both sides of the story, and realizing a need for correct inter pretation,

A note of thanks to the NPF party

do not know how to begin to thank the NPF Party for the many ways they have manage to honour me in one simple sentence, the sentence being, “If Kahuto Chishi Sumi is ignorant of the act functioning of municipal and town council, do not confuse the people with his name.”At first glance, the sentence seems innocuous enough, but when you break it down, you realise the magnitude of the compliments it heaps on me:1. Readers will not be aware of the fact, but one of the biggest dreams of my life was to have my name mentioned on the front pages of one of our esteemed daily newspapers. I never bothered to consider whether I wanted my name to be mentioned in a good or bad context, it just had to be in print, on the front page, of one of the dailies. Being a man of no account and zero achievements; I knew it was just a pipe dream. But the NPF Party has fulfilled my dreams beyond my wildest expectations, by having my name mentioned on the front page of our very own The Eastern Mirror; and the Post-Mortem page of The Nagaland Post (sort of the icing on the cake). 2. I can’t exactly understand the part which states, “ignorant of the act functioning of municipal and town council.” But, I guess it means that I am ignorant of the laws pertaining to the functioning of municipalities and town councils. Well, there was a time when I would have been offended at being called ignorant about anything; but happily, those days have passed. On the issue of the Municipal Property Taxes, some of my fellow members of The Naga Blog on Facebook called me both ignorant and stupid. Sadly, I cannot do anything about the fact that The Almighty Lord, in His Infinite Wisdom, created me stupid; but it has been a lifelong endeavour of mine to overcome my ignorance by listening to and reading the works of people who are considered intelligent and wise by mankind. And to be called ignorant

in the context of the Municipal Elections is not a slur or an insult; it is a badge of honour. When so many lawyers, who are supposed to be experts on the law, are tying themselves into knots, trying to explain their various positions Vis a Vis the Municipal Elections, I pride myself on the fact that I know nothing and understand nothing about it. As Federal Judge, the Honourable Lance Ito told the lawyers, both prosecution and defence, in the famous O.J.Simpson murder case, I ask all those who profess to know the law to kindly, “Speak in English.” 3. The third part of the honour is the best. I was unaware that the good people of Nagaland had identified my humble name with honesty, truth and integrity; and that any piece of paper or statement bearing my name would be accepted by the good people of Nagaland as God’s Honest Truth. I am searching for the document or recorded statement of the person or organisation that used my name as a stamp of truth to confuse the good people of Nagaland. When I do discover them, I intend to prosecute them with the full Force and Majesty of the Law. I will show them no mercy. Furthermore, I intend to have my name Copyrighted; so, in future, if any person or organisation, for instance, The Nagaland Bar Association, wants to use my name, they will have to pay me a fee. Since I am a poor man and cannot pick and choose, I am willing to endorse anyone and anything. I would especially advise the butchers of Nagaland to use my name; the public always feel cheated when buying meat but if you have a sign stating, “ Get Full Weight Of Meat; Certified By KAHUTO CHISHI SUMI” the good people of Nagaland will flock to your butchery; you will have to drive them away with sticks. 4. Fourthly, I am extremely proud that I, a simple village chief, of whose existence even half of my own very small village is unaware, have managed to attract the attention and the

ire of the NPF Party. A party whose existence, in its various avatars, can be traced to the foundation of the state of Nagaland; and a party whose contribution to turning Nagaland into the cesspool of corruption and the nest of vipers that it is today, cannot be humanly measured. You have been the enemy of the good people of Nagaland for many years; and if the adage that, “The enemy of my enemy is my friend” holds any truth; by publicly declaring your disregard, contempt and animosity toward me you have automatically, and by default, declared me a friend of all the Good and Righteous People of Nagaland. So, blushing with false modesty, I accept all the honours heaped upon me by the NPF Party. All words fail me except these,” Was it because of the goodness of the hearts of the Legislators that they failed to notify the Property/Income Tax Clauses in 2004 and 2009, or was it because they had so much funds in those days that they were too busy to enforce a seemingly insignificant clause? Or, as is usually the case, were they just plain ignorant about the fact that such a clause even existed and that its implications were unimagined until the abovementioned Kahuto Chishi Sumi, without the aid of any lawyer and especially not the N.B.A., pointed it out and it blew up in your faces?” God save us from people who just cannot imagine a person performing any act for the benefit of the common man without assigning ulterior motives to him. And, especially, God save us from the jackasses that don’t realise they are living in The Age of Information and that a strange creature called, “GOOGLE” exists; and that if you know how to worship and appease the AllKnowing GOOGLE with the correct search terms, you can get whatever information your heart desires. God save my Nagaland. Kahuto Chishi Sumi, G.B. Hevishe Village, Dimapur, (Kahuto107@gmail.com) Reader’s note: Articles or letters published in any of the columns do not reflect the

it is therefore proposed to observe the following points. That: (i) It is tantamount to protect and preserve Article 371 (A). If Nagaland State continues to follow any Act of Parliament or any judgment of the Supreme Court in Toto, then, it is setting a negative precedent which is neither beneficial nor constructive for the future of Nagas. Such precedent may be misquoted (in the near future) to give different meaning and in the long run, the State may even lose its special status of Article 371A granted by the Constitution of India. (ii) It is only because Nagas have distinctive customary laws and practices that GOI has granted this special protection in the form of Article 371(A) in the Constitution to preserve and promote the rich culture and traditions of the Nagas. Otherwise, India will continue to pressurize to follow “one country, one law” system which will be detrimental for the Nagas in the long run. (iii) Therefore it is proposed that the Nagaland Municipality Act of 2001 (which is amended in 2006) may be further modified or amended to suit the cultural and customary practices of the Naga people. And, for that, the Government of Nagaland should con-

stitute a committee to discuss and dialogue with various tribe hohos and various organizations (including Churches) of the tribe. In this way, this rich traditional institutions and organizations of the Nagas can be kept alive democratically. (iv) Meanwhile, more efforts should be initiated by the State Government to include more women in the political institution/s though they had already provided 25 per cent for women quota in the Village Development Boards. This is in conjunction with the Christian principle of “all men and women are equal”. Therefore, giving women reservation is a big step towards achieving that goal. (v) However, the crux of the issue is to defend its aged old customs and practices and at the same time reciprocating to the changes that are fast occurring. For, no society is static and no customary laws and cultural practices are permanent. Therefore, Nagas should codify its rich customs, oral history, faiths and cultural practices (by Naga CSOs, Academics, Church leaders etc.) so that it can counter balance the Constitutional provisions of India which comes with attractive packages. Government by free will elected representatives

O

ne of the most precise and famous definition of Democracy is perhaps by Abraham Lincoln the President of the United States of America; -DEMOCRACY IS GOVERNMENT BY THE PEOPLE FOR THE PEOPLE AND OF THE PEOPLE. The definition in the Oxford Dictionary is also very informative; DEMOCRACY IS GOVERNMENT BY THE WHOLE POPULATION THROUGH ELECTED REPRESENTATIVES. In the second definition, the phrases “by the whole population” and “elected representatives” are very informative and significant. However, both the definitions are silent on other Key Ideas of what constitutes a Democracy. EQUALITY of the whole population Represented including the Representatives, are Equal. This is a very important principle ingredient of DEMOCRACY. There is yet another cardinal point of Democracy, and that is that, of ‘FREE WILL’ in which the Election of the Representative is conducted without any FAVOR. There are many other Points of what constitutes a DEMOCRACY, yet the Corner Stones arei. Equality of ALL, ii. Freewill of ALL, iii. Justice to ALL, iv. PEACEFULNESS of All, and

v. FAVOR to NONE. The Regulations of Democracy hold good for all the Countries of the World and of every People. The Regulations of Democratic Governance is the same everywhere and in every People and One principle of Democracy cannot contradict other principles in the same Democracy. The proposed Regulation of 33% SEAT RESERVATION in Towns, Cities and in Local Bodies of a State for Woman ALONE in India contradicts the Principles of Equality of All. A. This is not Equality for ALL. B. This is not Justice to ALL. C. This is not FREEWILL Democracy of the whole Population. D. It is Political Favor made available only to one Section alone and not equality for the Population as a whole. This contrivers fundamental modern Freewill Democracy, and is very uncomfortable, unconscionable to the uneducated Naga. Let good sense prevail Sir,

It is indeed sad to see the state of affairs going on in Nagaland. Democracy has really taken a turn of its own dimension, wherein the people’s hope and expectation has been dashed. The cabinet held its meeting on January 31 and suddenly in the evening, public in Dimapur were surprised that indefinite bandh has again been imposed. How long will this continue ? This is utter betrayal to the people of Nagaland, who had been raising their voices against holding of the ULB elections. Let good sense prevail so that no bloodshed or civil war breaks out in Nagaland. Avile Tachu, Naharbari Dimapur view of this newspaper nor that of the Editor in any manner.

India gave ‘a befitting reply’ to Pak, says pranab

NEW DELHI: India gave “a befitting reply” to repeated incursions (from across the border) by conducting successful surgical strikes “ on Pakistan-Occupied- Kashmir (POK) last September, said President Pranab Mukherjee today in an address to Parliament at the start of the Budget Session. He also said “it is necessary to have a constructive debate on simultaneous elections to the Lok Sabha and the (State) Assemblies”, a proposal the Centre has been talking about instituting, in addition to advancing the annual budget. “This is a historic (budget) session heralding the advancement of the budget cycle and the merger of general budget with rail budget for the first time”, he said, referring to the fact that the Centre decided to move the budget presentation from April to February.

Pranab Mukherjee

President Mukherjee was making his office’s traditional budget-eve address focussed on the government’s achievements in the last fiscal year. One of those achievements was India’s surgical strikes in POK, conducted as retribution for the terror attack in Uri, Jammu and Kashmir. “Jammu and Kashmir is affected by terrorism sponsored and supported from across the border. Infiltration attempts, terror incidents, loss of lives there is a matter of grave concern,” the President said. He added that the gov-

7

national

ernment is committed to combating terrorism and ensuring perpetrators of these acts are brought to justice. “India has been facing the challenge of terrorism for the last four decades and it will actively collaborate with other nations to decisively defeat it,” Mukherjee said. The President also commended the country’s citizenry. “The resilience and forbearance demonstrated by my countrymen recently in fight against black money and corruption is remarkable,” Mukherjee said, referring to the hardships caused after the Centre scrapped RS 1,000 and Rs 500 notes on November 8. The Centre said its aim is to decimate black money and corruption. One way to ensure corruption-free politics, at least, is to hold elections to Parliament and all State

Assemblies simultaneously, the Centre believes. While the idea is sound, in theory, it is something that must be discussed by all political parties. “ M y g o ve r n m e n t welcomes a constructive debate on simultaneous conduct of elections to Lok Sabha and state legislative assemblies. Funding of elections to eradicate misuse of money power also needs to be debated,” he said. “Frequent elections put on hold development programmes, disrupt normal public life and impact essential services and burden human resource with prolonged period of election duty,” the President said. The President also said the government is committed to improving the quality of life of the poor. “Financial inclusion is key to poverty alleviation,” he said.

10 lakh bankers to strike work on February 28

C hennai , J an 3 1 (IANS): Around 10 lakh bankers will now go on strike on February 28 to demand recovery of bank loans that have since turned bad and action against wilful loan defaulters as well as solution to cash crunch post-demonetisation, a top union leader said on Tuesday. “Earlier, three unions had given the strike call. But now all the nine bank unions have agreed to go on strike and hence the February 7 strike has been withdrawn,” C.H. Venkatachalam, General Secretary, All India Bank Employees’ Association (AIBEA), told IANS. He said around 10 lakh bankers -- ranging from officers to clerks -- belonging to nine unions will resort to strike on February 28. The three unions that gave the February 7 strike call were AIBEA, All India Bank Officers’ Association (AIBOA) and the Bank Employees Federation of India (BEFI).

Surgical strikes: army releases details

NEW DELHI, JAN 31 (AGENCIES): In the first official details on cross-border surgical strikes carried out by Indian special forces last year, the army’s account of the action provides a broader picture of the gallantry of an officer who personally killed four targets in close combat, a sniper who got his targets by sharpshooting into a bunker and a team that inflicted heavy casualties on regular Pakistani soldiers. ET gathered details of the records justifying the gallantry medal winners, through which some of the cross-border action can be stitched together.. While names are being withheld by ET due to security considerations, records show that the top six gallantry winners themselves took down at least 10 targets, mostly in close combat. The army had read out a statement after the September 29 strikes, saying that heavy casualties had been inflicted at launch pads across the line of control (LoC), but no details were offered. There has been no official word even on the number of militants killed across the border. But

for the first time, official records state that regular Pakistani Army troops suffered casualties in the strike as well. “Enemy intercepts later confirmed destruction of terrorists, massive casualties to terrorists and enemy regulars supporting them,” according to one of the records on qualifying acts of gallantry winners. While the total death toll would be higher as full details of the operation are not available, records show that two officers were personally responsible for four kills each, including sentries who were taken down in the open. “(The soldier) along with his buddy closed in and neutralised two sentries in the open… ensured the execution of the task flawlessly with clockwork precision and eliminated four enemy persons in close quarter combat,” the record for one gallantry awardee states. Another says: “With his decisive thinking, astute resolve and courage beyond call of duty, the officer eliminated four enemy persons and ensured no enemy escaped from the target location.” The details confirmed

one well-known trait of the Indian Army--its officers lead from the front and get into active combat first, leading a team of soldiers. Another record for a gallantry award winner shows how an officer motivated his outnumbered troops to engage with the enemy. “Despite heavy retaliation by terrorists and enemy regulars, he continued engaging the enemy while motivating his troops to destroy the target,” it says. “Inspired by his conspicuous gallantry, grit and raw aggression, his men, despite being outnumbered, attacked the enemy with renewed aggression, stunning them into a state of psychological paralysis.” Of particular interest is the role of a soldier who deliberately ran toward incoming fire to engage the enemy as he realised his comrades were in trouble. “The experienced (soldier) using his presence of mind and initiative, sensing grave danger and infliction of own casualties, with utter disregard to own safety under intense enemy fire ran down and fired killing two,” the account read.

The bench was critical of the state government for failing to control the protesters as they demonstrated against the court ban. “What was the necessity for those road marches? Why did the situation crop up when the matter was sub judice?” it asked senior advocate K Parasaran, who appeared for Tamil Nadu. “We are concerned

about the court’s honour. There should not be any ifs and buts in it… When the final arbiter under the Constitution is seized of the matter then there should be silence and obedience.” The court said it would examine if Jallikattu could be categorised as a cultural practice, which the Constitution says must be preserved. It also allowed Rohatgi to withdraw the Centre’a 2016 notification that permitted Jallikattu and sought Tamil Nadu government’s reply applications seeking a stay on the new law.

Chennai police commissioner S George in a press conference earlier stated that the videos were “morphed”, before adding that an internal investigation was underway, and that any policeman found responsible would be punished. India’s GDP to grow at 6.75-7.5%: survey New Delhi, Jan 31 (Agencies): India’s economy is expected to grow by between 6.75% and 7.5% in the coming fiscal year (2017-18), according to the Economic Survey, which was tabled in Parliament today. Indian economy is expected to slow down significantly in this current fiscal (2016-17) in the wake of demonetisation. The International Monetary Fund (IMF) has already downgraded its growth projection for this fiscal year, down to 6.6% from 7.6% forecast earlier. The Indian economy expanded at 7.6% in 201516 and at 7.2% in 2014-15. Prior to that, India’s GDP grew at 6.9% in 2013-14 and 5.1% in 2012-13. At the lower band of Economic Survey’s projection, if the economy grows at 6.75% in 2017-18, it would be the lowest growth in five years. A flagship annual document

New Delhi, Jan 31 (IANS): Indian government’s Chief Economic Adviser Arvind Subramanian on Tuesday said that the full remonetisation of the country’s economy will happen in the next 1-2 months and advocated quick removal of all cash withdrawal limits to expedite pick-up in growth. “It’s fair to say there have been short-term costs to demonetisation that were significant, especially in the informal sector. George HW Bush released from hospital NEW YORK, JAN 31 (IANS): Former President George H.W. Bush was released from a Houston hospital after a 16-day stay for pneumonia, media reports said. “President Bush is thankful for the many prayers and kind messages he received during his stay, as well as the world-class care that both his doctors and nurses provided,” Efe news quoted Bush’s chief of staff, Jean Becker as saying on Monday. The President -- who governed from 1989-1993 -- was admitted to Houston’s Methodist Hospital on January 14 for breathing problems, but his situation worsened and a few days later doctors placed him on a ventilator to help protect and clear his airways. Coincidentally, his wife Barbara also was admitted to the same hospital on January 14 as a precaution after she experienced fatigue and a bad cough, although her situation was less complicated than that of her husband and she was released just a few days later after a successful round of antibiotics. Nevertheless, the 92year-old former President was kept under observation in the intensive care unit for a week, during which his respiratory problems improved thanks to his excellent response to medication, according to doctors handling the case. Dr. Clint Doerr said

he said in addressing Canadian Muslims while speaking in the House of Commons. The Canadian Prime Minister said the victims of the attack were “ordinary Canadians. They were brothers, uncles, fathers, and friends. These were people of faith, and of community.” “The people who commit these acts mean to test our resolve, and weaken our values. They aim to divide us. To sow discord and plant hatred,” Trudeau told the lawmakers.

in major cities including capital Islamabad, Lahore, Karachi, Peshawar, Gujranwala, Faisalabad, Sialkot, Quetta and Hyderabad, Pakistan Today reported. The protesters raised slogans in favour of the organisation and against India and the US. A demonstration took place in front of the Lahore Press Club. JuD leaders, including Abu-al Hashim Rabbani, Abdul Majid Salfi and Masood-ur-Rehman, addressed the protest. They said that the Jamaat is a patriot organisation and people are well aware of its activities and alleged that the Pakistan

government was taking action against it just to please its “Indian and American overlords”. “We will launch a strong protest in case the government bans us,” the leaders said, claiming that the JuD was “charity organisation”. At the time of detention, Saeed was reportedly at the Qudsia Mosque located in the Chauburji area of Lahore. JuD is the front for the banned Lashkar-e-Taiba (LeT) terror outfit which is responsible for the terror attacks in Mumbai on November 26, 2008, that killed over 160 people, including several foreign nationals.

UN expert urges US not to reinstate waterboarding G E N E VA , J A N 3 1 (IANS): The UN special rapporteur on torture Nils Melzer appealed to US President Donald Trump not to reconsider the acceptability of waterboarding and other methods of torture used as interrogation techniques. In a statement published on Monday, the UN expert stressed that without any doubt, waterboarding amounts to torture, Xinhua news agency reported.

AMBULANCE

“Any tolerance, complacence or acquiescence with such practice, however exceptional and wellargued, will inevitably lead down a slippery slope towards complete arbitrariness and brute force,” Melzer cautioned. “I urgently appeal to President Trump to carefully consider not only US legal obligations and tradition, but also the consolidated legal and moral views of the entire international community

before allowing the reintroduction of methods or interrogation that are more closely associated with barbarism than with civilization,” he added. “If the new administration were to revive the use of torture, however, the consequences around the world would be catastrophic,” he warned. Trump said earlier last week that he is ok with torturing terrorists in order to “fight fire with fire.”

TEHRAN, JAN 31 (AGENCIES): Iran’s foreign minister has refused to confirm that the country conducted a missile test, saying Iran’s missile program is not part of a 2015 nuclear deal between his country and world powers. The White House said Monday it is studying the details of an Iranian ballistic missile test. Iran is the subject of a United Nations Security Council resolution prohibiting tests of ballistic missiles designed to deliver a nuclear warhead. During a joint news conference Tuesday with visiting French counterpart Jean-Marc Ayrault, Foreign Minister Mohammad Javad Zarif was asked if Iran had conducted a recent missile test. “The missile issue is not part of the nuclear deal. As all signatories to the nuclear deal have announced, the missile issue is not a part of nuclear deal,” he said. Iran’s missiles, he added are, “not designed for the capability of carrying a nuclear warhead ... Our ballistic missile was designed to carry a normal warhead in the field of legitimate defense.”

era “Saturday Night Massacre,” when the attorney general and deputy attorney general resigned rather than follow an order to fire a special prosecutor investigating the Watergate scandal. The prosecutor, Archibald Cox, was fired by the solicitor general. Yates’s abrupt decision reflected the growing conflict over the executive order, with administration officials moving Monday to distance themselves from the policy. As protests erupted at airports over the weekend and confusion disrupted travel around the globe, even some of Trump’s top advisers and fellow Republicans made clear they were not involved in crafting the policy or consulted on its implementation. At least three top national security officials have told associates they were not aware of details of the directive until around the time Trump signed it. Leading intelligence officials were also left largely in the dark, according to U.S. officials.

Trump fires Justice Dept. head over executive order defiance

WASHINGTON, JAN 31 (AGENCIES): Accusing her of betrayal and insubordination, President Donald Trump on Monday fired Sally Yates, the acting attorney general of the United States and a Democratic appointee, after she publicly questioned the constitutionality of his controversial refugee and immigration ban and refused to defend it in court. The dramatic public clash between the new president and the nation’s top law enforcement officer laid bare the growing discord and dissent surrounding Trump’s executive order, which temporarily halted the entire U.S. refugee program and banned all entries from seven Muslim-majority nations for 90 days. The firing came hours after Yates directed Justice Department attorneys not to defend the executive order, saying she was not convinced it was lawful or consistent with the agency’s obligation “to stand for

Indo-Pakistan film to be screened in Kochi

A

cross-border IndoPakistan production by two filmmakers who never once met in person during its three-year shoot will be the first film shown in a special cinema package that begins on Wednesday at the ongoing third edition of the KochiMuziris Biennale. “ Lya r i N o t e s ” , a documentary on the budding music scene in the Karachi suburb of Lyari, will be screened as part of the ‘Cinema from the Sub-Continent’ film package, conceptualised by the Kochi Biennale Foundation (KBF). Its screening at the Pavilion in Cabral

Yard, is a part of the Foundation’s ‘Artist’s Cinema’ programme. Films in the special package will be screened intermittently throughout the Biennale, read a statement. Directed by Miriam Chandy Menacherry from Mumbai and Maheen Zia from Karachi, the film is structured as a coming-ofage story, following the lives of four girls -- Aqsa, Mehroz, Javeria and Sherbano, who live in multi-ethnic, volatile Lyari. Lugging guitars that are bigger than themselves, the girls make the often perilous journeys to a music school in the suburb. The

commute is so dangerous that their instructor Hamza Jafri -- a musician famous for his hard-hitting political lyrics -- travels in an armed vehicle. Covering the period from 2012-2015, the narrative intertwines personal story arcs with on-theground events in Pakistan -- general elections, the awarding of the Nobel Peace Prize to Malala Yousafzai in 2014 and the attack on the Army Public School in Peshawar later that year -- as seen through the eyes of the young protagonists. Talking about including the film as part of the

package, Riyas Komu, KBF Secretary, said: “The story is timeless and universal: on the search for a space of creativity and self-expression in the face of overt threats and violence.” “Such spaces are quickly shrinking around the world when confronted by ideologies and extremism of all hues. The individual acts of seeking them out despite the risks are crucial acts of resistance and deserve not only to be chronicled, but also communicated to diverse audiences on diverse platforms. The screening of ‘Lyari Notes’ on the sidelines of the Biennale is one such attempt,” he said. It’s interesting how the film was made. Menacherry and Zia communicated via Skype chats, enlisting the help of Indian and Pakistani cine technicians and transmitting footage across the border by swapping hard drives. In between, Zia would film in Karachi -when advised by the locals of Lyari that it was safe to do so -- and Menacherry would edit it in Mumbai, the statement read. Then, the film went through a crowd-funding phase in December-January 2015, and received support from about 100 contributors from across the world.

f you thought bursting balloons at a birthday party is plain fun, think again! Researchers have found that popping balloons can be louder than shotgun blasts -- and can lead to permanent hearing loss. “We are not saying don’t play with balloons and don’t have fun, just try to guard against popping them. Hearing loss is insidious -- every loud noise that occurs has a potential lifelong impact,” said one of the researchers Bill Hodgetts from University of Alberta in Canada. The researchers measured the noise generated by bursting balloons and were startled to find that the impact, at its highest level, was comparable to a highpowered shotgun going off next to someone’s ear. Wearing ear protection and using a high-pressure microphone and a preamplifier, the researchers measured the noise effects by busting balloons three different ways: popping them with a pin, blowing them up until they ruptured and crushing them until they burst. The loudest bang was made by the ruptured balloon at almost 168 decibels, four decibels louder than a 12-gauge shotgun, according to the study published in the journal Canadian Audiologist.

Emma, Miles ‘raising hell’ with agents after losing ‘La La Land’ roles

E

mma Watson and Miles Teller are reportedly “raising hell” with their agents after missing out on the lead roles in La La Land. Both Emma Stone and Ryan Gosling have won awards for their performances in the moviemusical from Whiplash director Damien Chazelle, which earned a record-equalling 14 Oscar nominations earlier this month. However, Watson and Teller were originally lined up for their roles. According to Page Six, Teller was offered $4 million (£3.2 million) to play the male lead, but turned it down because he wanted $6 million (£4.8 million). The publication also quotes an unnamed source

as saying: “Watson was offered the lead female role, but she initially wouldn’t commit. Then she began making all these crazy demands, like rehearsals for the film must be done in London — for a film called La La Land! They jumped through hoops to make it work with her, but she just didn’t feel the film was right for her.” Neither Watson nor Teller have commented on the report. Teller spoke about leaving La La Land in an interview last year, telling Esquire: “I got a call from my agent, saying, ‘Hey, I just got a call from Lionsgate. Damien told them that he no longer thinks you’re creatively right for the project. He’s moving on without you.’” Chazelle has previ-

ously said Watson and Teller’s casting in the film “didn’t work out”. The film’s music director Marius De Vries recently shared his account of what happened with Watson’s casting in an interview with NME. “I’d actually started working with her on the vocal process and we’d started singing together,” he recalled. “Then one day she came in and we were really getting on and she said ‘I’m trying out for another project [Beauty And The Beast], would you mind helping me with that as well?’ So I thought that would be good for our bonding process.” He continued: “So, I helped her sing a couple of Disney songs and packaged up the demos for her and they were sent to the director and then the two projects started to look as if they were going to clash, schedule wise, and she made what must have been a very difficult decision. But she decided that she was better off being Beauty than Mia and so we had to re-think the casting.”

The A-lister will still produce and star in the as yet unnamed film but said in a statement he and Warner Bros were looking for a new director. “It has become clear that I cannot do both jobs to the level they require. “There are certain characters who hold a special place in the hearts of millions. Performing this role demands focus, passion and the very best performance I can give,” he said. Affleck made his debut as the superhero for Warner Bros last summer in Batman v Superman: Dawn of Justice, which received mixed reviews from critics. WASHINGTON, Jan 31 (Agencies): Struggling with star forward Kevin Love sidelined by back spasms, the defending NBA champion Cleveland Cavaliers were downed 10497 at Dallas on Monday. LeBron James led the Cavaliers with 23 points on 9-of-19 shooting while Kyrie Irving added 18 points and five assists but made six turnovers, only one fewer than the entire Mavericks’ squad. But an up-tempo Dallas attack proved more than

the Cavaliers could stand a night after defeating O k l a h o m a C i t y. T h e Mavericks seized a 100-85 edge with 4:18 to play on a 3-pointer by Yogi Ferrell and coasted home from there. Love stayed home for medical tests Monday and no structural damage was found in his back, but he will also miss the Cavaliers’ home game Wednesday against Minnesota. Love departed in the first half of Sunday’s 107-91 victory over Oklahoma City due to

back issues. He is averaging 20.1 points and 11.1 rebounds. Dallas forward Harrison Barnes had a game-high 24 points and 11 rebounds, and guard Wesley Matthews added 21 points. Ferrell had 19 points and Curry added 16 for the Mavericks. The Cavaliers fell to 32-15 but still remained the top team in the Eastern Conference by 2.5 games over Boston, while the Mavericks rose to 18-30, third-worst in the Western Conference but only four games out of the last West playoff spot. Isaiah Thomas, the NBA’s top fourth-quarter scorer, netted 24 of his 41 points in the last period to lift the Boston Celtics over Detroit 113-109 despite squandering an 11-point lead. Thomas completed a three-point play to put the Celtics ahead to stay with 4:13 remaining as Boston improved to 3018 and moved a game ahead of Toronto atop the Atlantic division. His 32nd consecutive game with 20 or more points in only eight shy of John Havlicek’s team-record 40. The Philadelphia 76ers, playing without team points and rebounds leader Joel Embiid, had 23 points and 10 rebounds from Robert Covington and 17 off the bench from Dario Saric in a 122-119 home victory over Sacramento.

Sutton United to host Arsenal in FA Cup fifth round L on d on, J an 3 1 (Agencies): Sutton United have been handed a home tie against Premier League side Arsenal in the fifth round of the FA Cup. National League leaders Lincoln City, meanwhile, will travel to Burnley after seeing off Championship sides Ipswich and Brighton. While Arsenal will be overwhelming favourites to progress, Sutton have beaten AFC Wimbledon and Leeds on their artificial pitch at Gander Green Lane. After drawing 0-0 with Wimbledon, they won 3-1 in the replay at the Cherry Red Records Stadium then defeated a much-changed Leeds side 1-0 at the weekend. With a capacity of just over 5,000 including less than 1,000 seats, it remains to be seen if the match venue will be changed. There are no allPremier League ties in the last 16. If Leicester get through their replay with Derby, they will go to Millwall, who followed up their shock win over Bournemouth earlier in January with a 1-0 success against Watford. Holders Manchester United and Manchester City will make relatively shor t away trips to Blackburn and Huddersfield respectively. Tottenham will also

be on the road in another London derby as they take on Championship outfit Fulham, while Oxford who beat Newcastle 3-0 in the fourth round - travel to Middlesbrough. In the other tie, Paul Lambert’s Wolves face a Premier League team for the third successive round and, after beating Stoke and Liverpool, they will take on Chelsea. Ties will be played between February 17 and 20, with Millwall learning whether they will play Leicester or Derby next Wednesday, when they replay at the King Power Stadium. Full draw: Burnley v Lincoln City Fulham v Tottenham Blackburn v Manchester United Sutton United v Arsenal Middlesbrough v Oxford Huddersfield v Manchester City Millwall v Derby or Leicester Wolves v Chelsea

La Liga to introduce video referees

Madrid, J an 31(Agencies): The Spanish football league is likely to use the newlyintroduced video refereeing system in 2018, league President Javier Tebas said. A mistake which cost Barcelona a goal at the weekend sparked widespread criticism of refereeing and

forced the President to make the announcement on Monday, reports Xinhua news agency. The league initially said it would not comment on the missed call in Barcelona’s 1-1 draw at Real Betis on Sunday. But Tebas later said video refereeing will be implemented as soon as it wins full approval by the

global football body, FIFA. “We have always defended the use of technology in soccer and in this case we believe that video referees is the most advanced option,” Tebas said. “The tests are already underway. I believe that beginning in July 2018, if FIFA approves it, we will start using it,” he added.

Lajong win three in a row at home

Players celebrate after Dicka scores his second goal.

SHILLONG, Jan 3 1 ( Ag e n c i e s ) : Unstoppable Shillong Lajong FC made it three home wins in a row beating Chennai City FC 2-0 at the JLN Stadium in Shillong Tuesday. Dipanda Dicka started from where he left in the last match against Mumbai FC getting the hosts an early breakthrough in the 20th minute and following it up with another hit at the net in the sixty-fifth minute. There was no respite in sight for Chennai who were left doing the defending job for the most part as

Guptill out of Australia ODI Napier, Jan 31 ( Ag e n c i e s ) : N e w Zealand batsman Martin Guptill has been r uled out of the second oneday international against Australia on Thursday with a hamstring injury. Guptill suffered the injury against Bangladesh last month but returned for New Zealand’s sixrun victory in Auckland o n M o n d ay. “ M a r t i n felt tightness in his left hamstring while fielding and after being monitored over the last 24 hours its become apparent he won’t quite be ready for Napier,” Mike Hesson said. “He’ll remain with the team and we’ll continue to monitor him ahead of the third ODI in Hamilton.” Dean Brownlie has joined the squad in Napier where Kane Williamson’s side hope to seal the three-match series with a game to spare.

the hosts held firm to the proceedings. That the Marcos Vinicius and Charles De Souza combination never got going for Chennai also augured well for the hosts who looked the fitter side of the two sides. The victor y takes Lajong to a pretty comfortable nine points from six matches while Chennai remain static at four points. Buoyed by two wins on the trot at home against Minerva Punjab and Mumbai FC, Lajong started the proceedings on

a dominant note looking to control the game from the outset. Singto’s combinations at the back and up front seemed to be thinking alike as Chennai were cramped for room. While Chinglensena and Nim Tamang were supported at the back by Yuta Kinowaki to hold the fortress strong, Issac pushed things from the midfield to feed the in form Dipanda. The first real chance came Lajong’s way when Dipanda crossed one back to Redeem Tlang from far right only to see the local forward smash it

for the goalie to enforce a rebound. Five minutes later, following an excellent assist from Issac, Dipanda headed one into the nets from inside as the sizeable crowd at JN Stadium went into raptures. In the 25th minute, Lajong had a shy at the nets twice but were unlucky on both occasions as the ball was somehow cleared in the melee. Chennai did look like making a comeback towards the fag end of the first half but some solid defending kept them at bay at half time even as a couple of balls flew over the crossbar. Crossing over, Marcos lost a decent opportunity to secure Chennai the equaliser when he lost control of the ball inside the box in the face of a diving Vishal Kaith. Coach Robin Raja brought in Denton Devadas in place of Sena but Lajong seemed unperturbed. Five minutes after the hour mark Dipanda virtually took the game away from the visitors by smashing one into the nets from close range after being fed inside by a free kick which was left uncleared. Chennai efforts thereafter to stage a comeback bore no results as the hosts romped home to another victory. What was probably more relieved to Singto was the fact that his side could finally maintain a clean sheet.

Rooney, Young staying at Man Utd

Wayne Rooney

Ashley Young

L ondon , J a n 3 1 (Agencies): Wayne Rooney and Ashley Young will be staying at Manchester United until the end of the season at the very least, according to Jose Mourinho. Rooney and Young have been linked in the national press with moves to the Chinese Super League, with the Chinese transfer window open until February 28. However, Mourinho has quashed speculation

over their futures, insisting no players will be arriving or leaving Old Trafford before Tuesday’s 11pm deadline or the end of the current campaign. When asked about Young, Mourinho said, “He stays - he is selected for tomorrow (v Hull City). He stays with me until the end of the season.” The Manchester United manager added, “He (Rooney) stays as well. We don’t have players in, we don’t have players out.

We lost two players from the squad and you can say Memphis (Depay) and (Morgan) Schneiderlin didn’t play a lot but the reality is that they played some matches and when they played other people didn’t - they rested.” “So we lose players and it looks like it isn’t important because they aren’t first-class players, but in the end they are important. We are in the cup competitions, we have had the Manchester City match postponed (due to FA Cup commitments).” “ We h a v e t h e Blackburn match in the FA Cup and if we win, we have another matched to be postponed. We are in the Europa competition with more matches. So our situation is difficult - we lost two players, we can’t do more.”

India, England gear up for do-or-die final T20

Indian cricketers during a practice session before at Green Park stadium in Kanpur.

Bengaluru, Jan 31 (IANS): With the threematch T20I series squared at 1-1, the final game at the M. Chinnaswamy Stadium here on Wednesday promises to be an exciting contest with India aiming to pocket another series win while England will be hoping to end their lacklustre tour on a high. After a poor batting display in both the previous games, all eyes will be on local boys Lokesh Rahul, and Virat Kohli (captain of the Indian Premier League side -- Royal Challengers Bangalore) to give a strong start to the hosts. Not only the opening pair, the onus of piling up

a good score will also lie on the famed middle order comprising Suresh Raina, Mahendra Singh Dhoni and Yuvraj Singh, with youngster Manish Pandey providing the momentum lower down. So far, India’s middle order has failed to click as a unit in both the games, with England seizing the advantage to restrict the hosts to below par scores. But with the game being the last limited overs outing before the International Cricket Council (ICC) Champions Trophy in June, Kohli may also want to test the bench by including the hard-hitting Rishabh Pant and Mandeep Singh

in the third game. India managed to win the second game, thanks to the last over heroics of medium pacer Jasprit Bumrah but with the dry and flat deck at the Chinnaswamy Stadium promising to be a run-feast, the ICC No.2-ranked side’s batsmen cannot afford to let the opportunity slip here. Not only Bumrah, but the old warhorse Ashish Nehra (3/28) also gave the hosts a dream start in the Nagpur tie. India will once again hope for a great start from Bumrah and Nehra with the spinners -- Amit Mishra, Yuzvendra Chahal and parttimer Raina -- putting the brakes on the scoring rate and

getting the breakthroughs in the middle overs. On the other hand, the visitors have shown their intent by clinching the first T20I and would eye another victory to end their dismal tour on a winning note. England’s batting will once again revolve around the likes of Joe Root, skipper Eoin Morgan, Ben Stokes and the opening duo of Jason Roy and Sam Billings. So far, No.4-ranked England have preferred to chase in both the games and with a long batting line-up, the visitors may once again go with the same strategy. England’s bowlers have been quite effective in the shortest version and it will be interesting to see how they frustrate the strong Indian line-up in a batting-friendly track at the Chinnaswamy Stadium. Having played for the RCB, pacer Chris Jordan will be well-acquainted with the track and will once again be Morgan’s go-to option with the likes of Tymal Mills, Liam Plunkett and all-rounder Stokes. Moeen Ali has been quite handy with his off-spinners.

Nadal to sit out of Davis Cup M a d r id, J a n 3 1 ( Ag e n c i e s ) : R a f a e l Nadal will sit out Spain’s Davis Cup tie against Croatia this weekend due to fatigue. The 30-year-old has returned to fitness and form this year and enjoyed a brilliant run in Melbourne, before losing in five sets to old rival Roger Federer. Spain’s Davis Cup captain Conchita Martinez said, “Rafa’s wear and tear in the last month has been very significant. He needs time to recover from his efforts and I’m certain that he will accompany us in the next rounds.” Feliciano Lopez has therefore been called into the Spain squad. He joins Roberto Bautista Agut, Pablo Carreno Busta and Marc Lopez in the squad for the tie, which gets underway on Friday.

Tendulkar in Graeme Swann’s All-time XI

NEW DELHI, Jan 31 (Agencies): Legendary Indian batsman Sachin Tendulkar has found a place in Graeme Swann’s All-time XI in which the former England offspinner has included himself with James Anderson being the only active cricketer making the cut and that too as a 12th man. The team includes four Australians [Don Bradman, Adam Gilchrist, Glenn McGrath], three Englishmen [Jack Hobbs, Swann, Anderson], three West Indians [Gordon G r e e n i d g e, G a r f i e l d Sobers, Brian Lara] and one each from India [Tendulkar] and Pakistan [Wasim Akram]. Swann considers Lara as the best batsman he has bowled to while he regards Tendulkar as the best

Sachin Tendulkar

player of his generation. “Tendulkar is the best player of my generation. I would prefer bowling to Sachin than Lara but it’s a touch and go,” he said in a video posted by the Lord’s Cricket Ground on YouTube. On the reason why he left out Jacques Kallis as

the allrounder and included Sobers, Swann said, “I wanted to put Jacques Kallis in at six but I needed a left-armer for foot holes (for the spinners).” He has two quality spinners in the XI - one Warne the other himself. “Shane Warne, best bowler of all time. Full Stop,” he said. “Graeme Swann, because it’s my team. I’ve got a left-armer, foot hole. I’m in,” he said with a cheeky smile. Swann’s All-time XI: Sir Jack Hobbs, Gordon Greenidge, Sir Donald Bradman, Brian Lara, Sachin Tendulkar, Sir Garfield Sobers, Adam Gilchrist (wicketkeeper), Shane Warne, Graeme Swann, Glenn McGrath, Wasim Akram, James Anderson (12th man).

IPC conceals names of suspected Russian athletes

M os c ow, J a n 3 1 (IANS): The International Paralympic Committee (IPC) and World AntiDoping Agency (WADA) Independent Commission have so far failed to give names of the athletes suspected of violating antidoping rules to the Russian Paralympic Committee (RPC), IPC Athletes’ Council member Mikhail Terentyev has said. “On Sunday (January 29) the IPC Governing Board unanimously turned down a request from the Russian Paralympic Committee (RPC) for it to enter athletes

into upcoming qualification events for the PyeongChang 2018 Paralympic Winter Games while it remains suspended,” the IPC said in a statement on Monday. WADA Independent Commission “does not give the names of the athletes either to the Russian Paralympic Committee or to WADA. Some violations from the state or state agencies are mentioned, but no concrete names of the athletes who could get a possibility to defend themselves in the inter national legal framework are given,”

Terentyev said on Monday. “This means that the present line-up of the governing board is incapable of making decisions basing on common sense,” he added.\ Initially, 35 Russian athletes were suspected of doping violations, as WADA Independent Commission chief Canadian Professor Richard McLaren claimed that their doping samples were tampered with in the period between 2011 and 2015. However, it turned out later that 15 athletes from the list were from other countries. “The IPC’s

decision does not necessarily close the door on possible Russian participation at next year’s Games however,” the IPC said. “Should the RPC continue to cooperate fully with the IPC Taskforce and meet the reinstatement criteria in full before Pyeongchang 2018 then the IPC Governing Board will lift its suspension. In doing so it may then be possible for the RPC to enter athletes into qualification events or alternatively apply to the IPC for either bipartite or returned slots from NPCs in order for eligible athletes to compete at the Games.”

Finch to lead Aussies against SL

Aaron Finch

M e l b o u r n e , Ja n 31 (Agencies): Aaron Finch will lead Australia in the absence of regular captain Steve Smith in next month’s three-match Twenty20 series against Sri Lanka. The opening batsman, who was Australia’s T20 captain before Smith was handed the reins in all three formats last year, will take charge of an inexperienced side missing those players named in the squad for the four-Test series in India. Smith, David Warner, Glenn Maxwell, Usman Khawaja, Mitchell Starc, Josh Ha zlewood a nd Matthew Wade are all unavailable for selection as they continue preparations for the challenging tour of the South Asian Country. “It’s very exciting to be back and leading the side in Steve’s absence,” the 30-year-old Finch said in a Cricket Australia statement. “It’s been a rollercoaster from being captain leading up to the ICC World Twenty20 (in 2016), being injured and then Steve taking over the reins for that tournament but it’s something that, any time you get the chance to captain your country in any format, you’re very chuffed about.” Sri Lanka recently won a three-match T20 series 2-1 in South Africa and will face Australia in the first match in Melbourne on February 17.
