AGARTALA, FEB 17 (AGENCIES): The Central Pollution Control Board (CPCB) has identified more than 350 polluted stretches in the country that includes 60 from the North Eastern states. These polluted stretches have high values of biochemical oxygen demand (BOD), turbidity and total suspended solids (TSS), a report of the Delhi-based Centre for Science and Environment (CSE) said. “Study of CPCB said some have even been placed in categories I and II indicating highest levels of organic pollution. These stretches are mostly located near towns and cities. Discharge of sewage, industrial and mining effluent, and dumping of waste are identified as the major causes of pollution here,” the report read. The report also said that Arunachal Pradesh and Sikkim have comparatively clean water and pollution in Manipur, Mizoram and Tripura is localised near urban areas. Many stretches of Assam, Meghalaya and Nagaland are highly polluted due to unscientific coal (Cont’d on p-8) mining, it said. “In Megha-

DIMAPUR, FEB 17 (NPN): Taking strong exception to the teachers keeping their proxies in government schools, the All Nagaland School Teachers Association (ANSTA) has urged the department of School Education to take any course of action for “such untoward and appalling practice.” In a press release, ANSTA president Visato Koso appealed to the department to give befitting punishment to all who failed to comply with the direction of the department. Extending support to the exercise carried out by the department to check the menace and practice of keeping bogus proxy teachers throughout the state, ANSTA said “The association finds it reprehensible that the teachers would indulge in such ignominious practices given our vital role in nation building.” It expressed serious concerns that such activities carried out by a few “thoughtless teachers” would reflect upon those who truly dedicate themselves to the noble task.

NEW DELHI, FEB 17 (IANS): The committee appointed by the Ministry of Home Affairs (MHA), to examine ways of safeguarding Assam’s indigenous people in the wake of the Citizenship Amendment Act, has proposed 1951 as the cut-off year for implementing the Inner Line Permit (ILP) in the state. According to sources, the committee is set to submit its report soon. The ILP is a mechanism to control the entry of outsiders into the state, has been implemented in Nagaland, Mizoram and Arunachal Pradesh. It was also introduced in Manipur in the wake of protests over the contentious Citizenship Amendment Act that was introduced recently. According to sources, the highlevel committee has recommended that those residing in Assam since 1951, and their descendants, are to be considered as the indigenous people of Assam. WCSU apprehends two persons for alleged shop lifting

WOKHA, FEB 17 (NPN): In connection to shop lifting, two persons were apprehended by Wokha Circle Students’ Union (WCSU) on February 17 at Wokha town municipal complex. It was reported that the two were assaulting a shop owner and lifted one slipper, when the union intervened on the occasion where they were caught possessing 144 capsules of spasmo proxyvon tablets. Farmers’ training held on horticulture crops

DIMAPUR: Officers’ Club Pfutsero in collaboration with SDPO Pfutsero and HRF Pfutsero organised two-day farmers training on horticulture crops on February 13 and 14, conducted under MIDH 2019-20 programme. According to DIPR re por t, ADC Pfutsero, Phuleshe K. Yepthomi said that the programme was conducted with an aim to train wives of police personnel in horticulture crops cultivation to increase their family income. Dr. Rinku, chief technical officer, KVK Porba spoke on various cultivation techniques of vegetables and fruits, while Dr. Imtionen, SDAO spoke on the uses of bio fertilisers and bio agents. Senti Longchar, horticulture officer, HRF demonstrated cultivation techniques of oyster mushroom and chairperson Khuzah, SDPO Pfutsero thanked club members and horticulture department for conducting such programmes. Free seeds were distributed along with trichoderma species to participants. Altogether, 100 trainees attended the programme.

DIMAPUR: Six council halls constructed under RURBAN Mission 2017-18 were inaugurated in Peren district on February 17 by T. R. Zeliang, leader of opposition NLA accompanied by Er. Picto Shohe. Budget innovative and inclusive: Manipur CM

IMPHAL, FEB 17: Manipur chief minister N Biren Singh termed the state budget 2020-21 as innovative and inclusive budget as general discussion on the budget by the house of state Assembly began on Monday. The budget session of the state Assembly was commenced on Friday. After the traditional Governor address, chief minister N Biren, who is also in charge of finance department, tabled the deficit budget of Rs 723 crore for 2020-21. The budget estimates was taken up for discussion today. Initiating the general discussion, the chief minister told the house that the government was aware that the budget 2020-21 was a deficit budget. “However, it is an innovative as well as an inclusive budget. The budget is for all public in the state regardless of gender, region, among others,” he said. Singh informed the house that the government has created a corpus fund of Rs 200 crore to be utilized

The proposed meeting is significant in the wake of the pro-ILP group under the banner of Confederation of Meghalaya Social Organisation (COMSO) launching its “Direct Action” agitation by checking movement of people along the inter-state boundary with Assam and Bangladesh. Sangma had met Amit Shah on the issue on January 30 but the former had requested latter to meet him after the Delhi assembly elections. The Meghalaya Assembly had on December 19, 2019 unanimously adopted a resolution urging the BJP-led NDA government at the Centre to implement ILP in the state in view of the Citizenship (Amendment) Act. Media reports suggest that Shah was non-committal on Meghalaya government’s request and had promised to discuss about the issue after the Delhi Assembly election. ILP regime was extended to Manipur on December 11 with President Ram Nath Kovind signing the order. Mizoram, Nagaland and Arunachal Pradesh have already been under the ILP regime for several decades.

AGARTALA, FEB 17 (PTI): Former Tripura chief secretary Yashpal Singh -- a key accused in a multi-crore PWD scam -- was arrested on Monday from Ghaziabad in Uttar Pradesh, in a joint operation by police officers of the two states. IG (Law and Order) Puneet Rastogi said Tripura team had been carrying out raids for over a month in Ghaziabad. The former chief secretary had been evading arrest for almost five months. “Singh was arrested today morning from Ghaziabad in Uttar Pradesh. He will be produced in court there. We can obtain his custody only after getting the court’s permission. The process is on,” Rastogi said. Tripura Police had last year issued an arrest warrant against former PWD minister Badal Choudhury, former PWD engineer-inchief Sunil Bhowmik and ex-chief secretary Yashpal Singh, in connection with the Rs 600-crore scam.

He claimed that recovery of batteries usually used in IEDs from the vehicle led to the recovery of the IED and other incriminating articles. Addressing a press conference at the conference hall of Imphal West district police here, the SP said that the two persons including the woman were apprehended by the police commandos at mobile check post along NH-102 at Singjamei parking today. The mobile check post was opened based on specific information about the movement of cadres of the

outlawed RPF/PLA along the NH-102. The apprehended man was identified as Samukcham Mobi Singh (53) of Khagempali (Imphal West) while the woman was Lairenlakpam Ibemcha Devi (38) of Mongjam (Thoubal district). While checking, eight 1.5 volt batteries connected in series which are usually used in IEDs were found inside the vehicle. On questioning, the two detainees disclosed that the batteries were handed over to them by one Robertson of PLA when they visited Tamu of Myanmar today for onward handing over to one Lourembam Bumeshwor (48) of Khurai Thangjam Leikai, Imphal East district. Based on their disclosure, the police commando team rushed to the house of Bhumeshwor and detained him. On further spot interrogation, he disclosed that the said IED was supposed to be planted at Telepati area in near future. Further, they disclosed that they were involved in other activities of PLA in the past too. The SP alleged that the arrested woman is a street vendor who sells vegetable under BT flyover.

Mishra pitches for appraisal system for teachers I TA NAG A R , F E B 1 7 (PTI): Arunachal Pradesh Governor BD Mishra on Monday pitched for an appraisal system for teachers, stressing that there is a need for a wave to improve the quality of education in the state. Addressing the inaugural session of the higher and technical education conference here, Mishra said that parents must inculcate an “entrepreneurial tendency” among their school-going children. He urged teachers and students to work with a “nation first” attitude and take their profession as a nation-building measure. Higher education is a result of continuous growth and its foundation needs to be strong, he said. “The need is to make primary, secondary and college teaching and studying progressive and broad-based,” the governor said in his address. “There is and will always be a mismatch between large workforce accretion and limited job availability,” he added. The governor underscored the need for effective implementation of education policies and stressed that education must be for enabling individuals and not a certification for securing jobs only.

No unwanted incident was reported during the strike, a police source here said. Three killed in Tripura road mishap

AGARTALA, FEB 17 (IANS): At least three people, all Mizoram residents, including a woman were killed and as many suffered injuries in a road mishap in Tripura on Monday, the police said. According to the police, three people were killed on the spot when their vehicle (jeep) fell into a deep gorge at Kanchanpur in northern Tripura. “Six people including the slain men and woman are residents of neighbouring Mizoram. They were coming to their

relatives’ home at Kanchanpur (under North Tripura District). The vehicle carrying these people fell into 70 feet deep ravine,” Kanchanpur Sub-Divisional Police Officer Bikramjit Sukhla Das told IANS over phone. The injured included two teenagers and a woman. Police personnel led by Sukhla Das and villagers recovered the bodies of the slain people and rescued the injured passengers and shifted them to a government hospital.

British MP denied entry into India; deported to Dubai NEW DELHI/LONDON, FEB 17 (PTI): A British MP, critical of India’s move to withdraw Jammu and Kashmir’s special status, on Monday said she was denied entry despite a valid visa after she landed at Delhi airport and deported to Dubai from where she had flown into the Indian capital. Labour Party MP Debbie Abraham’s claim that she had a valid visa was rebutted by India’s Home ministry which said she was informed about her e-visa being cancelled. Abrahams, who chairs the All Party Parliamentary Group for Kashmir, said she was travelling on a valid e-visa to India to visit family and friends but her visa was revoked without explanation. A Home Ministry spokesperson in New Delhi said the British parliamentarian had been duly informed that her visa was cancelled and she arrived Delhi despite knowing this. When contacted, Abrahams told PTI she “had not received any emails before February 13”. After that, she had been travelling and was away from office. Her office in the UK

confirmed she was put on a plane to Dubai, which is where she flew into Delhi from earlier on Monday. Her e-visa was reportedly issued last October, and was valid until October 2020. Recounting her experience at Delhi’s Indira Gandhi International Airport, she said in a statement on Twitter that she arrived here on Monday morning and was informed that her e-visa been cancelled. In her statement, Abrahams said she had presented herself at the immigration desk along with her documents and e-visa. “...the official looked at his screen and started shaking his head. Then he told me my visa was rejected took my passport and disappeared for about 10 minutes. “When he came back he was very rude and aggressive shouting at me to ‘come with me’. I told him not to speak to me like that and was then taken to a cordoned off area marked as a Deportee Cell. He then ordered me to sit down and I refused. I didn’t know what they might do or where else they may take me, so I wanted people to see me,” the British MP said.

He also said India will hold presidency of the Convention for the coming three years and has prepared a national action plan to conserve migratory birds along the ‘Central Asian Flyway’. Several protected areas in the country share common boundaries with other nations, he pointed out, pitching for cooperation in conservation of wildlife that could lead to positive outcomes. The number of protected areas increased from 745 in 2014 to 870 in 2019 with an area coverage of nearly 1,70,000 square km, the Prime Minister said, adding, the range of “our initiatives include ambitious target of 450 MW renewable energy with push towards Electric Vehicles, smart cities and conservation of water”. “For ages, conservation of wildlife and habitats has been a part of the cultural ethos of India, which encourages compassion and co-existence... As part of the captive breeding programme, nine eggs have been successfully hatched from the wild. “This has been accomplished by the Indian Scientists and Forest Department with technical assistance from International Fund for Houbara Conservation, Abu Dhabi. “We have, therefore, made the mascot ‘GIBI- The Great’, as a tribute to the Great Indian Bustard,” he said. Speaking about four biodiversity hotspots, the Prime Minister said India is blessed with diverse ecological habitats. “India is blessed with diverse ecological habitats and also has four biodiversity hotspots. They are - the Eastern Himalayas, Western Ghats, Indo-Myanmar landscape and Andaman & Nicobar Islands. “In addition, India is also home to around 500 species of migratory birds from across the globe,” he said. Talking about tiger population in India having gone up, he called upon tiger range countries to come together to strengthen the big cat’s conservation. The number of tiger reserves has increased from nine since its formative years to 50 at present, Modi said.

NEW DELHI, FEB 17 (IANS): India will have two to five theatre commands by 2022, Chief of Defence Staff General Bipin Rawat said on Monday. He pointed that in the southern part of the country, India will have a Peninsula command by integrating existing naval eastern and eastern Naval command centres and the Jammu and Kashmir would come under a single be command theatre. The peninsula command under the Navy that will deal with maritime security should come in earlier as directive for a study is expected to be out by March 31. It would spread from Sir Creek in Arabian Sea to Sunderbans in Bay of Bengal. The study should be completed within three to four months and by the end of next year the command under one naval commander should start functioning, General Rawat said. He also said that by end of the year a study for theaterisation or joint commands will be in place. By 2022 theatre commands should roll out. The number of theatre commands could vary from two to five, the CDS added. The Chief of Defence Staff is mandated to set up joint commands comprising the Army, Navy and Air Force -- in addition to two existing ones. There are 19 commands as of now and only two of these are tri-service commands. These are the Andaman and Nicobar Command and the Strategic Forces Command, which is in charge of nuclear assets.

Delhi’s very own AAP

T

here are as many factors that worked for the Aam Admi Party in the Delhi assembly election 2020, where it could virtually sweep the polls by winning a landslide 62 out of 70 seats while the BJP managed to win 8 when results were declared on February 11. The worst loser of the Delhi polls was the Congress whichdrew a blank despite having ruled Delhi for three consecutive terms under late Shiela Dikshit in 1998-2003,200308 and 2008-13. Delhi under Shiela Dikshit became the most modern metropolis in the country when she brought far reaching development in the realms of mass transport system with the country’s second ultra-modern metro train system; ultramodern city buses, regular power and delivery of potable water to the homes etc. The AAP had come to power in its maiden electoral contest in 2013 when its core members, who were with the Anna Hazare movement formed the party to exploit the anti-incumbency against the UPA-II under Dr. Manmohan Singh. In the 2013 Delhi assembly election, the AAP despite being the second largest party with 28 seats to the BJP’s 31 seats could grab power through an opportunistic alliance with the Congress (which won only eight of the 70 contested). In 2015, the AAP battered all records when it swept Delhi like a Tsunami, winning 67 seats and the BJP managing only three. The Congress suffered the worst humiliation when it drew a blank. The Congress was to pitifully and embarrassingly suffer the same indignity in the 2020 assembly polls when it drew its second successive blank. To the victor belongs all the spoils, says an old idiom and the AAP has rightly won the accolades of everybody and also a grudging admission by its rivals. Many have attributed many things for the remarkable victory of the AAP especially against the BJP which utilised its campaign goliaths such as Modi, Shah, Nadda, CMs of some BJP-ruled states, union ministers, MPs etc. This is in addition to the awesome financial resources of BJP which is the world’s largest political organisation. The AAP was the first to kick-start the campaign by playing on its achievements in Delhi for which it huge amount of government money through advertisements. The BJP responded by doing what it knows best- fight dirty and spew venomous hate speeches against those opposed to it, threaten them with ‘goli’ , denigrate rivals and divide people along religious lines. In between, Modi would appear to in acting his role as the giant star to captivate voters with his oratorical skills. Why AAP won is also because it did not respond to the BJP’s hate politics. This is because Kejriwal was also wooing the Hindu votes.He avoided any open support for anti-CAA protests nor ever mentioned Shaheen Bagh or JNU and also said nothing against Modi. By all accounts, Modi has met his match in Kejriwal. Modi’s style contrasts sharply with Kejriwal. While Modi depends on his knockout punch to bring down his opponent, Kejriwal dances like a butterfly and stings like a bee. The AAP victory more than anything else is Delhi-centric and it will be a tall order to replicate it beyond Haryana and Punjab It is realisation that has made AAP focus only on Delhi and not become too ambitious lest it fall to the wayside like it did in the 2014 elections.

Post-mortem Open letter to NPF president on A conceptual guide to upholding justice in NPF party

‘Envisioning a new Nagaland’ T he statement, “Progress is within the beholder”, in a question form is, ‘Do we have a progressive mind or the idea of progress? All of us talk about development. We expect speedy development but are not happening as we wish it to be. Opinions are divided on this issue. Some blame it to the changed pattern of state funding or lack of resources, others say peace is the prerequisite, while others opine that we are still at a transitional period and yet still others, especially those who are well-to-do think, that we have developed enough. These opinions are all superficial. The first group goes by the saying ‘a bad workman blames his tools for his inefficiency’, while the rest of the others are suffering from a mental disease called complacency, selfcenteredness and lack of initiative because they are contended with what they have. What is progress then? I shall not go into the elaborate definition of progress but the understanding of how progress takes place and what are the conditions required for it to happen? Most of us today believe that money is everything. Let us find out the validity of the contention. Rev. Nicholas Maestrini in his forward to Piero Gheddo’s book, ‘Why is the third world poor?’ says, “Even if all the rich countries of the world were to exercise perfect justice towards the poor- even if they contributed not only one percent but ten percent of their riches- this would not mean that the underdeveloped nations would automatically set out on the road towards development. The reason is that development is not something that can be imported from abroad; it is a process which must be undertaken by means of internal force through education, the changing of mentality and pre-technical social structures, the learning of modern techniques and above all the acquisition of the concept of the dignity of man.” We see in this exposition three main issues. They are: - 1. Change of mentality 2. Pre-technical social structures 3. Concept on the dignity of man. 1. Change of mentality: Saint Simon, a French Philosopher said in his writings, ‘To change society means to change attitudes, mentality.’ To illustrate what this means, let us look into the issue from a broad perspective, through a comparative study of thought process between the West and the East from three conceptual realms: Life, History and Work. (a) In the west, man is the centre of the universe. They give importance to life values like goodness, generosity, bravery and skill. In Gracio-Roman culture, “Man is the master piece of God.” Their understanding of God is transcen-

dence- which means that God is beyond human description, reason, knowledge and experience, in other words, God is absolute and man is the king of creations while nature is a gift from God to be enjoyed, explored and controlled, and thus it should serve to elevate man. What we see in the East, which includes us, is that man is understood as insignificant, corrupt and meanest of all creatures. The concept of God is immanent or present in every created thing in the natural world and hence all reality is either mythological or divinized. For the eastern man, nature, therefore, is to be contemplated, feared, submitted to and respected. Man, at the lowest step of the supernatural world, is the prisoner of matter. His destiny is to free himself and become spirit to lose himself in God. (b) The west has a concept of history that moves forward towards a future which is conceived as always better than the past. While for the east, the ideal is preservation of the status quo, sticking to traditions. Change, if at all, is only a renovation. Though the urge in us is to go forward yet when our ideal is the past, how can we go forward? Infatuation with the past is a disease because any society that lives the past glory cannot forge ahead and unfortunately, many of us, especially the elders, are victims of this disease. This is what makes us visionless people and ‘visionless people perish’. (c) The west has an anxiety to progress, which enables the individuals and the group to accept novelty, whether technical, social or culture and for them any kind of job is a job. For the east, majority of who live in a purely subsistence economy have no aspirations beyond day-to-day living. Innovative ideas come to be termed as disobedience or singled out as against the norm. So, what we notice here is that when an entire people or social group (tribes, clan, bureaucrats or village) is imprisoned in a traditional mentality, it is difficult even for the single individual to escape. Ultimately, we find complete lack of initiative and the courage to take risk. Fear to take risks spring from lack of vision and in turn lead to social failure, individual stupefaction and also institutional impotency and in effect, members of such a society become cowards and the law that governs is injustices where individualism and tribalism thrive at the cost of the common good that can be achieved only through sacrificing individual interests. The most serious by-product of such a situation is disrespect for law and eruption of all forms of anti-socials leading society to chaos. Fraud come to rule the day while the bottom line of all these is despise for manual labour, the

primary factor to development, as debasing and considering it as servile and below ones dignity. This is so because people see no more pride in hard work, truth or justice and ultimately come to regard corruption as a necessary evil. We know that the most essential condition for development is hard work, it being it’s prerequisite. Everyone wants progress but no one tries to understand or accept the foundation that development requires. Even physiologically speaking, by the fact that we have sweat glands, we must sweat; by the fact that we have joints, we must move them or they get paralyzed. What is work then? Karl Marx gives us a holistic understanding of work. He says that work is the only means for man to manifest his perfection. It is through work that we transform our environment. Man is because he can work. The west understands this so well that they progress by leaps and bounds. Failure to recognize this ability turns the populace of this region into a mere parasite. Are we not? 2. Pre-technical social structures: Saint Simon vividly affirms, ‘If you want to change society, you must necessarily change the philosophical beliefs of the people.’ The following case study has the clue to our confusion. a) In Philippines, Dr. Haisin was commissioned to improve the hygienic condition of the Philippines. The technology, he came up with was to save rain water but he was confronted all along. The hurdle was that the people believed that rain is to flow over the surface of the earth and so we should not go against its natural process. For their use, they should find it in water holes. Gauging rain water was believed by his people as an insult to nature in the form of distortion. b) Baiga tribe in Madhya Pradesh, like most other Indians, has the concept of the earth as Mother. The difference in approach to it was they refused to cultivate land with iron (tractors) because they believed that to open the earth’s bosom is to fail to recognize its generosity. The use of wooden tools seemed less brutal. For many Asian people, who mean us included, agriculture, unlike technology, is a religious act. We had a lot of spiritual rites performed (and we still are influenced by that understanding) from the day of marking the area of cultivation till the end of carrying the paddy into the barns for a rich harvest. No wonder, all our festivals are centered on agriculture. What we fail to understand is that an infertile soil does not need prayer but manure. (To be concluded) Jonas Yanthan

We the undersigned have been closely observing the dispensation of justice within the NPF Party ever since the CAB/CAA and the severing of ties with BJP in line with the CEC Resolutions that have been taken up by the NPF party. After in dept analysis and study, we have noticed serious discrepancies and injustice meted out to the former Secretary General and sitting M.P Rajya Sabha Mr. K. G. Kenye which led to his suspension from the Party. As discipline party men in the grassroot level, we have silently endured and chosen not to drag this internal party matter to the public domain since it is an internal party affair. But unfortunately, the Central NPF Party has repeatedly dragged this issue to the street and time and again accused him as if on a witch-hunt and levelled several accusations, which according to us are baseless and unfounded. On the contrary, we have identified that this entire drama has been staged for vested and vindictive personal motives and the Party is completely confused in this matter. Therefore we bring to your notice the following facts. 1. After the dismissal of NPF led Dr. Shürhozelie Liezietsu’s Government, an emergency meeting comprised of CEC COB, Frontals, Divisional Presidents was convened on 18th July 2017 at 7.30 pm whereby a historic decision to sever ties with BJP after 40 years (since 1977) was resolved which was welcomed with a thunderous applause from all the members present in the meeting Hall. Following this historic resolution the NPF Party undertook a “Beef Festival” at State Academy Hall, Dharna outside Raj Bhavan which was followed by sit-in protest outside New Secretariat for about 2(two) weeks against the installation of the unconstitutional government headed by Mr. T. R Zeliang. Whereas, after the above CEC resolution, no decision or resolution was adopted at any level i.e CEC or COB or Core Committee to support BJP led NDA Government at the Centre so, how has the NPF President Dr. Shürhozelie Liezietsu secretly extended Letter of Support to the BJP Government in Manipur State and the BJP Government at the National level Central Government which has been proved through his letter dated 20th of June 2019 (Annexure –I) Therefore, by supporting the BJP again through his letter, the NPF Party is a part and responsible for all the policies of the BJP Government both in Manipur and at the Centre. Hence, this Letter of Support addressed to Mr. Om Birla, Hon’ble Speaker Lok Sabha is a clear violation of the CEC Resolution of 18th July 2017. 2. Whereas, in the reply of the Hon’ble MP Lok Sabha Dr. Lorho S.Pfoze to the Disciplinary Action Committee (DAC) for his show Cause Notice at Serial No.4 has clearly stated that “ I may also mention here that on the 8th of October 2019, I along with 3(three) NPF MLAs called on Dr.Shürhozelie Liezietsu President Naga People’s Front at his residence to elicit his view on the

CAB matter in the event of CAB being introduced in the forthcoming winter Session. He advised that if the bill was introduced without change in the likes of CAB 2016 the MPs should oppose such a bill vehemently. However, if the Bill should present exemption clause during the introduction in the House, and as NPF in Manipur is a coalition partner in the government and has a different situation, we may work out decision accordingly. And so the decision to vote” (Annexure –II) In addition to the above, if violation to the CEC Resolution of 31-012019 is to be the basis for suspension of NPF Members then, the NPF Legislature Party Leader Mr.T.R Zeliang has also violated the stand of the Party which is clearly mentioned in Sl.No.5 of the same reply to the DAC from the Lok Sabha MP which also mentioned “Meanwhile, I am also aware of my party leader Shri. TR Zeliang having at some point given an interview with regards to the contentious Bill and has also given an opinion that if there are constitutional provisions for exemption of our areas of operation, then the NPF would support” Such being the stand, the NPF Party through its Press Bureau on 9th October 2019 in all local papers had heartily welcomed even the verbal declaration of Union Home Minister Amit Shah on 5th October 2019 at Aizawl “that a special clause would be incorporated into the Citizenship Amendment Bill (CAB) in order to protect the interest of the North East States particularly Nagaland, Mizoram and Arunachal Pradesh”. In line with these NPF Party stand, the two NPF MPs voted in favour of the new rectified CAB introduced in the Parliament on the 9th and 11th of December 2019 respectively as the new Bill exempted Nagaland and also incorporated the ILP into Citizenship Act of 1955 in the Constitution of India after 64 years. Now, therefore the question is if (i) misguidance and (ii) violation of CEC Resolutions are the basis of suspending Ho’ble MP Rajya Sabha Mr. K.G.Kenye, then it is not him but President Dr. Shürhozelie Liezietsu and Leader of Opposition Mr.TR Zeliang who are found to have first out rightly misguided and violated the Party’s Resolutions. Hence, the Injustice remains as to why the two NPF Members should not be applied the same yardstick and suspended from their Memberships also. But for reasons best known to the DAC and the President of NPF no action has been taken against them till today. Therefore, the NPF 17th Chizami Area Unit strongly demanded that this being a fit case, the two NPF Members should also be suspended immediately to uphold justice within the NPF Party since no member is above the Party’s Constitution. Budget deficit vis –a –vis backdoor appointments in Nagaland

(From previous issue) The successive State Governments had made attempts to control backdoor appointments in the state without any positive result till date. For the first time, the State Government had issued Office Memorandum No.AR-5/ASSO/98(C), dated 26-02-2001, which had laid down the revised procedure for appointment in Government. All appointments shall be made strictly in accordance with existing rules, either through NPSC, through open advertisement or through Employment Exchange. All ad hoc/ casual/ temporary/ work-charged appointments were banned. Any contract appointment made on extreme urgency with reasons and justification, it shall not be made exceeding one year and timely requisitions of posts to NPSC etc. The State Government had issued Office Memorandum No.AR-3/Gen174(Pt), dated 13-01-2010, it was noticed by the Government that a number of unauthorized appointments have been made by certain Head of the Departments on the eve of retirement without following prescribed procedures. The Government has taken a decision for cancellation of all those irregular appointments, to initiate criminal proceedings against the guilty officials and to withhold pensionary benefits. It was an empty formality since there is no record to show that such actions had been initiated against the guilty officials. The State Government further issued the Office Memorandum No.

PAR-B/3/2005, dated 21-072011.The State Government relying upon the judgment of the Hon’ble Supreme Court in Uma Devi Vs State of Kerala, 2006 (4)SCC 1, had reiterated its earlier Office Memorandum dated 26-02-2001 and further directed that all recruitments to the posts carrying a scale of pay of Rs.4125 to 6475/-, revised Pay Band of Rs.5200-20200/- P.M shall be conducted through the NPSC. However, the State Government as a benevolent employer had also formulated a policy for regularization of all contract/ad hoc appointments who had completed a minimum service of 5 years and above by the Memorandum No.AR-5/ASSO/98, dated 18-02-2004. Thereafter, in partial modification, by the Office Memorandum No.AR-5/ ASSO/98, dated 04-08-2008, regularization was extended to three years continuous service. It is pertinent to state that while the Apex Court in Uma Devi(Supra) had declared all adhoc/ contract appointments as violative of Article 14 & 16 of the Constitution, an exception was made in paragraph 53, whereby the state and its instrumentalities were allowed a one - time measures to formulate a scheme to regularize all the irregularly appointed who have worked for ten years or more in duly sanctioned posts etc. In view of rampant back door appointments in spite of the Office Memorandums dated 26-02-2001 &21-072011, the ACAUT had filed PIL No.11 (K) of 2015 seeking a direction for terminations of

all back door appointees, to initiate regular appointments process and to punish the erring officials. Accordingly, the State Government had issued Office Memorandum No.AR-5/ASSO/98, dated 06-06-2016 to ban appointment on contract/ ad hoc/ casual/temporary basis and reiterated its earlier Office Memorandum dated 26-022001. The Chief Secretary had filed an Affidavit in PIL No.11 (K) of 2015, giving a solemn undertaking on behalf of the state that henceforth no ad hoc/casual/contract/temporary appointments in the state. Accordingly, the Hon’ble High Court had closed the PIL No.11(K) of 2015 by the Order dated 05-08-2016 upon the undertaking of the government with liberty to the PIL petitioner. In another related case, the Hon’ble High Court in W.P (C) No.145(K) of 2017, by a judgment and order dated 03-03-2018 had observed that the Office Memorandum dated 04-08-2008 for regularization of three years continuous adhoc/contract/temporary service was in violations of Articles 14 & 16 of the Constitution. It was re-affirmed by the Division Bench of the Hon’ble High Court by the Order dated 07-02-2019 in W.A No.16(K) of 2018 upon appeal filed by the State. H oweve r, t h e S t a t e Government continues to flagrantly violates its own orders/instructions on backdoor appointments inspite of the solemn undertaking on behalf of the State Government through a sworn Affidavit filed in PIL No.11 (K) of 2015. In

fact, the State Government is in clear contempt of its own commitment /undertaking on oath before the Court. This is clearly proved in the answer to Starred Question No.28 replied on 14-02-2020 during the 5th Session of the 13th Nagaland Legislative Assembly, where the it was admitted that 62 appointments were made in the Housing Department without interview from 01-04-2018 till date. The ultimatum given by the Naga Tribal Union Chumoukedima Town(NTUCT) against the alleged back door appointments of 925 Police Constables, Starred Question No.30 answered on 14-02-2020,with regard to appointments of Sub Inspectors without interview. These are just few examples recently on public domain and only the tip of the iceberg. In fact, almost all the Departments in Nagaland had rampantly violated the Office Memorandum dated 06-062016 with impunity at the cost of the deserving educated unemployed. The NSF had demanded for the establishment of a subordinate services recruitment board. However, the State Government is yet to establish the same. The backdoor appointments/unreasonable government employments are directly responsible for astronomical increase in budget deficits directly impacting the developments in the state. It directly affects the lives of the common people since their entitlements are diverted for payment of salaries. Backdoor appointments are real social menace causing social tensions and

heart burns in view of nepotism and favoritism. It is fair to comment that the backdoor appointments are purchasable commodities in the state at the cost of merit, transparency and where justice and fairness are trampled. In order to maintain justice, transparency and the regain public faith in the system, there should be an independent impartial investigation with necessary remedial measures. With due respect, there could be a conflict of interests for state investigating agencies. Whether the Office Memorandums dated 26-02-2001, 13-01-2010, 2707-2011 and 06-06-2016 were empty formalities to hoodwink the people. Whether, the solemn Affidavit of the Chief Secretary on behalf of the State Government filed in PIL No.11(K) of 2015 was just a ploy to escape the scrutiny of the Court. Whether the State Government shall continue to

make appointments through backdoors. Whether the State Government shall terminate all back door appointments presently serving on contract/adhoc/temporary and especially the appointments made after 06-06-2016after observing the due process of law and make recruitments strictly in accordance with the Rules. Whether the State Government is willing to conduct an independent investigation through the CBI. Whether the State Government have the political will to immediately establish a subordinate services recruitment board. These are serious questions which requires immediate answers from the State Government on public interest. NEW DELHI, FEB 17 (PTI): The Supreme Court said on Monday that people have a fundamental right to protest against a law but the blocking of public roads is a matter of concern and there has to be a balancing factor. Hearing pleas over the road blocks due to the ongoing protests at Shaheen Bagh against the Citizenship Amendment Act (CAA), a bench comprising Justices S K Kaul and K M Joseph said its concern is about what will happen if people start protesting on roads. Democracy works on expressing views but there are lines and boundaries for it, the bench said. It asked senior advocate Sanjay Hegde and advocate Sadhana Ramachandran to talk to Shaheen Bagh protestors and persuade them to move to an alternative site where no public place is blocked.The matter has been posted for next hearing on February 24. People have a fundamental right to protest but the thing which is troubling

Solicitor General Tushar Mehta said Shaheen Bagh protestors should not be given a message that every institution is on its knees trying to persuade them on this issue. The apex court said that if nothing works, we will leave it to the authorities to deal with the situation. Restrictions have been imposed on the Kalindi Kunj-Shaheen Bagh stretch and the Okhla underpass, which were closed on December 15 last year due to the protests against CAA and Register of Citizens. The top court had earlier said the anti-CAA protesters at Delhi’s Shaheen Bagh cannot block public roads and create inconvenience for others. The apex court was hearing an appeal filed by advocate Amit Sahni, who had approached the Delhi high court seeking directions

to the Delhi Police to ensure smooth traffic flow on the Kalindi Kunj-Shaheen Bagh stretch, which was blocked by anti-CAA protesters on December 15. While dealing with Sahni’s plea, the high court had asked local authorities to deal with the situation keeping in mind law and order. Separately, former BJP MLA Nand Kishore Garg has filed a petition in the apex court seeking directions to the authorities to remove the protestors from Shaheen Bagh. One of the pleas has sought laying down of comprehensive and exhaustive guidelines relating to outright restrictions for holding protests or agitations leading to obstruction of public place. In his plea, Garg has said that law enforcement machinery was being “held hostage to the whims and fancies of the protesters” who have blocked vehicular and pedestrian movement from the road connecting Delhi to Noida.

NEW DELHI, FEB 17 (PTI): A major political row broke out on Monday over some videos clips showing purported thrashing of Jamia students in the university library by security personnel in December, with the BJP accusing the Congress of giving “political colour” to the incident and the opposition party alleging that the government was “misusing” the police force as its “muscle men”. The controversy is triggered by a ‘video vs video’ war with the Jamia Coordination Committee (JCC) releasing a CCTV footage of alleged “police brutality” in old reading hall, only to be countered by a ‘leaked’ Delhi Police Crime Branch video which purportedly showed some “rioters” hiding in the library on December 15. A total of 650 people were brought back from Wuhan in China on February 1 and 2 in two 747 Boeing Air India aircraft after the outbreak of the novel coronavirus in China. While 406 of these were sent to the ITBP facility, the rest were quarantined at an Army centre in Haryana’s Manesar.

NEW DELHI, FEB 17 (PTI): A batch of about 200 people, who were among over 400 quarantined at an ITBP facility in Delhi after being evacuated earlier this month from coronavirus-hit Wuhan, were discharged on Monday, a senior official said. The centre housed a total of 406 people, including seven Maldivians. “After the final coronavirus test reports of all 406 people living at our facility were found negative, the first batch was discharged today. “We expect about 200 people will leave by tonight. The rest will be sent on Tuesday and in the subsequent days as per the travel plans of the inmates,” ITBP spokesperson Vivek Kumar Pandey told PTI. The yellow metal had closed at Rs 41,798 per 10 grams in the previous session. “Spot gold of 24 karat in Delhi fell by Rs 233 with decline in global gold prices. Gold prices traded in lower range after a China National Health Commission official said that coronavirus is preventable and treatable,” HDFC Securities Senior Analyst (Commodities) Tapan Patel said.

NEW DELHI, FEB 17 (PTI): Moody’s Investors Service on Monday slashed India’s growth forecast to 5.4 per cent for 2020 from 6.6 per cent projected earlier on slowerthan-expected economic recovery. In its update on Global Macro Outlook, Moody’s said India’s economy had decelerated rapidly over the last two years and expected economic recovery to begin in the current quarter. “We expect any recovery to be slower than we had previously expected. Accordingly, we have revised our growth forecasts to 5.4 per cent for 2020 and 5.8 per cent for 2021, down from our previous projections of 6.6 per cent and 6.7 per cent, respectively,” Moody’s said. The growth projections are based on calendar year and as per its estimates, India has clocked a GDP growth of 5 per cent in 2019. With a weak economy and depressed credit growth reinforcing each other, Moody’s said “it is difficult to envision a quick turnaround of either, even if economic deceleration may have troughed”. On the fiscal front, it said the Union Budget 2020 did not contain a significant stimulus to address the demand slump. “As similar policies in other countries have shown, tax cuts are unlikely to

A US-based think tank World Population Review in its report said that India is developing into an openmarket economy from its previous autarkic policies. “India’s economy is the fifth largest in the world with a GDP of USD 2.94 trillion, overtaking the UK and France in 2019 to take the fifth spot,” it said. The size of the UK economy is USD 2.83 trillion and that of France is USD 2.71 trillion. The report further said that in purchasing power parity (PPP) terms, India’s GDP (PPP) is USD 10.51 trillion, exceeding that of Japan and Germany. BEIJING, FEB 17 (PTI): China reported 105 new deaths due to the new coronavirus on Monday, pushing the overall death toll to 1,770, as officials announced stringent measures such as closing nonessential public venues and traffic restrictions to control the epidemic in the worsthit Hubei province. The National Health Commission said 2,048 new cases of the virus have been confirmed, taking the total number of COVID-19 infected cases to 70,548, the state-run Xinhua news agency reported. Rick James posthumously sued for sexual assault case

woman is seeking damages against the late singer Rick James after alleging he raped her in 1979, when she was just 15. As the Associated Press reports, the lawsuit was brought under New York’s Child Victims Act – a newly introduced piece of legislation that extends the statute of limitations for child sex abuse survivors. In an affidavit filed on February 13, the woman explains that he was attacked by James in the spring of 1979, when the ‘Super Freak’ singer visited a youth detention centre where was living at the time. She claims that James was introduced to the girls living at the home and

took an immediate interest in her. “I did not know who Rick James was and shrugged and said I don’t know him,” she wrote. “Almost immediately, Rick James was very suggestive and inappropriate towards me. He made me feel very uncomfortable.” After the initial exchange, she said she was attacked by James in her bedroom. “As I was laying on my belly on my bed,” she wrote, “Rick James came into my bedroom and swiftly laid on top of me. “He grabbed my hair and pushed my head into the pillow. I tried to fight him off, but he told me, ‘Shut up and quit moving or I’ll cut you.’ He violently ripped off my underwear

and proceeded to violent rape me and ejaculate inside of me.” The singer then allegedly threatened that if she ever told anyone, he “would know where to find” her. She is seeking damages in the region of $50 million and claims that the alleged incident is responsible for years of physical, psychological, and emotional injury. The woman also says her struggles with alcohol abuse and drug use, depression, suicidal thoughts, anxiety, stem directly from the incident. James was previously convicted of assaulting two women. In 1991, he was arrested for imprisoning and torturing a 24-year-old woman over three days at his home in the Hollywood Hills. A second assault occurred in 1992 in a hotel room while James was out on bail, and he was subsequently sentenced to over two years in state prison. In 2002, James was also under investigation for the alleged sexual assault of a woman at his home. He died in 2004. (NME)

She was reportedly diagnosed with a brain tumor in 2016 and received an all-clear in 2017 before another tumor was discovered last year. Waligwa’s body was taken to a cathedral for a funeral service today, according to the reports, and will be buried on Monday. “Queen of Katwe” tells the story of a young Ugandan chess prodigy named Phiona Mutesi. Waligwa starred as a friend of Mutesi. Lupita Nyong’o and David Oyelowo also starred in the film.

Sangma said this at the opening ceremony of Meghalaya Games 2019-2020 at Jawaharlal Nehru Sports complex, Shillong. Sangma said that the ongoing State Games would help discover talents and there is a need to hold the State Games on a regular and consistent basis. Congratulating the organizers for holding the State Games after a gap of sixteen years, Sangma said that sports is much more than games as it encompasses culture, values, discipline and helps the overall development of personality. “It is not only the talent of the person but hard work, discipline and commitment that makes a successful sportsperson and it is these values which will produce responsible and hardworking citizens,” the Chief Minister said. Humpy, who was crowned world champion in the last week of December 2019, finished the tournament with 6 points. The icing on the cake is that Humpy would be gaining five ELO rating points (the basis for international rankings) and moving to no.2 in the world list. “I am very happy to have won such a strong tournament. TOKYO, FEB 17 (AGENCIES): ‘United by Emotion’ was revealed as the motto for the Tokyo 2020 Olympics and Paralympics on Monday as organisers look to hammer home the message of diversity and inclusion. Tennis player Naomi Osaka, who was born in Japan to a Haitian father and Japanese mother but raised in the United States, narrated the motto’s promotional video. “We are each different, and all so much the same,” Osaka says in the video, which

showed her entering the newly-built National Stadium surrounded by a diverse group of supporters. “And in these moments we experience and these emotions we share, we change what we can imagine together.” Japan, which has long prided itself on being homogeneous, is becoming more ethnically diverse and Osaka, currently 10th in the world rankings, is often held up as the face of these changing times. “Diverse groups of people, by sharing their emotions,

NEW DELHI, FEB 17 (IANS): The International Hockey Federation (FIH) on Monday announced India as the hosts for the FIH Junior Men’s World Cup 2021. In an official announcement on Monday, the international governing body also announced that the competition will be played towards the end of 2021. The competition, which features the best young U-21 level talent from across the world, will again be heading to India, which won accolades from around the world for hosting one of the best FIH Senior Men’s Hockey World Cups in 2018 held at the Kalinga Hockey Stadium, Bhubaneswar. After having hosted the FIH Junior Men’s World Cup in Lucknow, Uttar Pradesh in 2016, where India lifted the coveted trophy, India will again be hosting the biggest Junior-level competition in hockey. The FIH Junior Men’s World Cup will see a total of 16 teams compete for the title, out of which six will be from Europe, four from Asia including hosts India, two from Africa, two from Oceania and two from Pan America.

Tokyo Marathon to cancel general public entry Tokyo, Feb 17 (IANS): Tokyo Marathon will not allow general public participation because of the coronavirus outbreak, local media said on Monday. Tokyo news agency said that the Tokyo Marathon, which is scheduled on March 1 with 38,000 people registered, will only be allowing elite athletes, including wheelchair racers, to take part in the upcoming preOlympic event. The report said that those in the “general participants” category will not be permitted to run, reports Xinhua news agency. A total of 11 marathons were held across Japan on Sunday. Only 28 Chinese runners out of 386 ran the Kyoto Marathon. The Tokyo Marathon doubles as a qualifier for the 2020 Games, and runners will be chasing the final spot on the men’s Olympic marathon team. Japan men’s marathon record holder Suguru Osako and past national record holder Yuta Shitara are among the invitees to the race’s elite category.
